    HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani received a phone call on Friday from HE Minister of Foreign Affairs of the Kingdom of Norway Espen Barth Eide. 

    During the phone call, they discussed cooperation relations between the two countries and ways to support and enhance them. They also discussed the latest developments in the region, particularly the Israeli attack on the territory of the sisterly Islamic Republic of Iran. 

    In this context, HE Prime Minister and Minister of Foreign Affairs expressed the State of Qatar’s condemnation of the repeated Israeli violations and attacks in the region, which undermine peace efforts and threaten to drag the region into a regional war. 

    His Excellency emphasized the seriousness of Israel targeting economic facilities in Iran, warning of its disastrous regional and international repercussions, particularly for the stability of energy supplies. He also stressed the need to spare civilians the consequences of war and the commitment of both parties not to target civilian facilities. 

    HE Prime Minister and Minister of Foreign Affairs emphasized the need for coordinated regional and international efforts to de-escalate tensions and resolve disputes through diplomatic means, affirming that the State of Qatar is actively working, in close cooperation with its partners, to revive dialogue among all parties in order to address outstanding issues and to promote regional as well as international peace and security.

    The Permanent Mission of the State of Qatar to the United Nations Office and other international organizations in Geneva, in cooperation with the permanent missions of Austria, Greece, and France, organized a side event today om the role of media in promoting human rights, on the sidelines of the 59th session of the Human Rights Council in Geneva.

    Among the speakers were HE Permanent Representative of the State of Qatar to the UN in Geneva Dr. Hind Abdulrahman Al Muftah, Director of the Department of Media and Communication at the Ministry of Foreign Affairs Ibrahim bin Sultan Al Hashmi, HE Austria’s Permanent Representative to the UN in Geneva Desiree Schweitzer, HE Greece’s Permanent Representative to the UN in Geneva Ioannis Ghikas, HE UN Special Rapporteur on the Right to Freedom of Expression Irene Khan, representative from the Office of the UN High Commissioner for Human Rights Michael Camilleri, Executive Director of Fondation Hirondelle Caroline Vuillemin, Callum Birch, Senior UN Advocacy Officer at ARTICLE 19, and Advocacy Director at the International Press Institute (IPI) Amy Brouillette. The event was moderated by CEO of Investigativ.ch Eva Hirschi.

    The event was attended by more than 80 participants, including diplomats, international and regional organizations, media institutions, and civil society organizations focused on human rights, peace, and development.

    HE Dr. Al Muftah emphasized that media is a foundational pillar of contemporary society, playing a crucial role not just in shaping public opinion and facilitating information flow, but also in defending democratic values, human rights, dignity, equality, and justice. She said that media also helps bridge divides by promoting our shared humanity.

    Her Excellency highlighted that Article 19 of the Universal Declaration of Human Rights, which guarantees the right to freedom of expression including the right to seek receive, and impart information regardless of frontiers. She stressed that freedom of expression and freedom of the press are interlinked and essential for an informed and engaged society.

    She noted that in the face of rising misinformation and polarization in a rapidly changing world, it has become more urgent than ever to understand and strengthen the relationship between media and human rights. She stressed that when media adheres to ethical standards and truth, it doesn’t just reflect reality, but becomes a powerful force for positive change, raising awareness, empowering individuals, and advancing global human rights.

    She added that journalists serve as the first line of defense for transparency and accountability in the information age, yet they face increasing threats, harassment, arrests, and even death for doing their jobs. She underscored that governments have a legal and moral responsibility to ensure a safe environment for journalists and media professionals to operate without fear of violence or retaliation.

    She also called for renewing collective commitment and joint efforts to protect press freedom, defend truth-tellers, and safeguard the essential role of media in promoting and protecting human rights.

    For his part, Al Hashmi said that the State of Qatar’s media model is based on supporting strong and credible media institutions in a secure environment that enables them to fulfill their vital role. He said the government respects journalists and maintains open, transparent engagement with them, while also actively working through diplomatic and multilateral channels to empower the media and provide necessary protections.

    He affirmed the State of Qatar’s ongoing sponsorship of major global initiatives, highlighting its role in promoting UN Security Council Resolution 1738 (2006) on protecting journalists in armed conflicts during Qatar’s presidency of the council.

    He also referred to the State of Qatar’s hosting of the 2012 International Conference on the Protection of Journalists in Dangerous Situations, and the 2016 launch of the Doha Declaration on the Protection of Journalists, which outlined core principles for journalist protection and clarified the responsibilities of states, organizations, media entities, and journalists themselves.

    Al Hashmi noted that Qatar’s Media City hosts many local, regional, and international media outlets that operate freely in a secure and strong media environment.

    UN Special Rapporteur Khan said that killing even one journalist is not just a loss of life, it sends a chilling message to others and fosters silence. She warned that lack of safety for journalists creates a climate of self-censorship, reinforcing the need for accountability for those who attack or kill journalists.

    She also drew attention to the serious violations journalists face in Gaza, the restrictions on media access to the territory, and the heightened risks for female journalists, especially in the digital realm. She pointed out that online gender-based violence is spilling over into real-life consequences for women in journalism.

    Khan warned that such smear campaigns can seriously endanger journalists by legitimizing violence against them, particularly when they are covering protests or operating in hazardous areas. She noted that this also undermines public trust in journalism.

    In the same context, speakers emphasized the critical role media plays in promoting and protecting human rights. They acknowledged the growing challenges faced by journalists, especially amidst rising hate speech, misinformation, and restrictions on free expression.

    They stressed the importance of empowering media to operate freely and independently, seeing it as a core tool for raising awareness, exposing abuses, and upholding justice and accountability.

    They underlined that combating impunity for crimes against journalists is vital to safeguarding media freedom and ensuring a safe environment where journalists can carry out their work without fear. Repeated targeting of journalists, they warned, undermines public trust and threatens society’s right to know.

    They also stressed that states have a legal and moral obligation to provide a safe environment for the press and protect journalists from threats or intimidation. They highlighted the importance of sustainable funding for media institutions to allow them to function independently of political or financial pressures.

  • MIL-OSI Africa: Constitutional Court a beacon of justice and national unity

    President Cyril Ramaphosa has praised the Constitutional Court for its critical role in deepening democracy, advancing human rights, and promoting national cohesion and reconciliation over the past three decades.

    Speaking at a special event marking the 30-year anniversary of the court’s establishment on Friday in Johannesburg, President Ramaphosa described the apex court as not only a legal institution but a “noble symbol of our democratic order; both immortal and legal compass”.

    “This moment calls not only for celebration, but also for reflection, for recommitment, and for a renewed vision of constitutionalism in action in South Africa,” the President said. 

    Reflecting on the court’s founding in 1994, the President noted its symbolic location, built on the ruins of the infamous Old Fort prison in Braamfontein as a reminder of South Africa’s painful past and a testament to the transformative promise of constitutional justice.

    “This court was established on the ruins of an oppressive legal system and was built on the grounds of a former prison, embodying the hope that law could become an instrument of justice rather than repression,” he said.

    Recalling the adoption of the Constitution on 8 May 1996, President Ramaphosa, who then chaired the Constitutional Assembly, likened the document to “our new nation’s birth certificate”, describing it as a legal foundation that affirms dignity, equality, and freedom for all South Africans.

    “Just like a person cannot enjoy their rights without a birth certificate, without the Constitution our country would be cast adrift, and be vulnerable to the excesses of unchecked power.

    “We celebrate the existence of this court over the 30 years in which it has defended our democratic vision as set out in our birth certificate, our Constitution. This court has been the guardian, watching over our nation’s legal health just as a parent would attend to the health of their growing child,” he said.

    Building a culture of rights

    The President credited the court for cultivating a rights-based culture by issuing transformative and far-reaching judgments, including in S v Makwanyane that abolished the death penalty; the Grootboom case that centred on the right to housing; and Minister of Health v Treatment Action Campaign that dealt with the right to healthcare and access to HIV/Aids treatment.

    “The Constitutional Court has developed a rich and transformative jurisprudence. These judgements are not merely legal decisions – they are decisions that have changed lives, shaped our society, and strengthened our democracy,” he said. 

    He praised the court’s jurisprudence for affirming the rights of the vulnerable, including same-sex couples, women in traditional marriages, children, the poor, and the infirm.

    “The court’s judgments have advanced the rights of same-sex couples, of women in traditional marriages, of the sick and infirm, of children, of voters, and of the most marginalised members of society. They have affirmed that dignity, equality and freedom are not reserved for the powerful, but guaranteed to all,” he said. 

    He acknowledged the international legal influences that helped shape South Africa’s Constitution, with insights drawn from jurisdictions such as Canada, Germany, India and the United States.

    Quoting former Justice Albie Sachs, President Ramaphosa said: “We borrowed ideas, concepts and structures from Canada, Germany, India and the United States, but made them South African.”

    Challenges and shortcomings

    While lauding the court’s role, President Ramaphosa also acknowledged ongoing challenges in realising the full promise of constitutionalism, particularly in the delivery of socio-economic rights. 

    “It will forever remain a blight on our democracy that the applicant in the ground-breaking Grootboom judgment, Ms. Irene Grootboom, died in 2008 without her dream of a decent house being fulfilled,” he said.

    He stressed that citizens should not have to resort to litigation to claim rights that the state is obligated to fulfil.

    “There is a disconnect between the promise of our Constitution and the lived realities of South Africans. Persistent inequality, threats to judicial independence, lack of implementation of court orders, and erosion of trust in institutions remain pressing challenges,” he warned.

    Commitment to the judiciary

    President Ramaphosa reaffirmed government’s commitment to supporting the judiciary and upholding its independence. He cited budget allocations to improve court services, judicial education, and infrastructure as part of efforts to bolster the judiciary’s effectiveness.

    “To ensure that the judiciary execute their duties independently, effectively, and with dignity – government must and will provide a range of institutional, infrastructure, financial, administrative, and legal support. The support is crucial to maintaining judicial independence, which is a cornerstone of democracy and the rule of law,” he said.

    He confirmed that a joint committee between the executive and judiciary will finalise an action plan in the coming weeks to strengthen the judicial system and institutional independence.

    Tribute to pioneers

    The President paid tribute to current and former Constitutional Court Justices, legal clerks, scholars, and practitioners who have contributed to the court’s legacy.

    Among those honoured were retired Justices Albie Sachs and Kate O’Regan, who were part of the inaugural bench. He also recalled stories shared by his legal advisor, Advocate Nokukhanya Jele, who clerked for the court in its early days, sharing memories of operating in cramped temporary offices, and of rain leaking onto legal papers during the Court’s relocation to its current premises in 2004.

    “For all who had the privilege of being part of those early days working at the court, there was a sense of elation at being part of history in the making. Of being part of something far greater; something that all one’s years of legal training had prepared one for. 

    “As a nation we can be nothing short of immensely proud of the constitutional court, of what it has achieved, and of its ongoing and pre-eminent role in our society,” he said.

    Looking ahead

    President Ramaphosa called on legal professionals, government leaders and citizens alike to recommit to the Constitution and its values of accountability, ethics, and public service.

    “Thirty years on, the Constitutional Court remains a beacon of democracy. A compass for our future journey. May it continue to stand as a testament to justice, accountability, and the resilience of the South African people,” the President said. 

    He added that the country faces many challenges including poverty, inequality, joblessness and under-development. 

    “Yet we move forward as a collective with confidence, fortified by the knowledge that that you, the guardians of our constitutional order, are with us, alongside us, guiding us.

    “As we look to the next 30 years, let us ensure that the Constitutional Court remains a living institution—responsive, principled, and deeply rooted in the values of ubuntu, accountability, and human dignity.     President Cyril Ramaphosa has reaffirmed government’s commitment to judicial independence, assuring the nation that funding for the judiciary will be made available despite South Africa’s tightening fiscal environment. 

    Speaking to the media at the 30-year anniversary celebrations of the Constitutional Court in Braamfontein, the President acknowledged the financial challenges facing the state but said these would not deter the empowerment of key democratic institutions.

    “Money is getting tighter and tighter because our fiscal situation is challenged with the lacklustre growth of our economy. So, the revenues that come into government are becoming slimmer and slimmer. However, we do need to empower various arms of the state,” the President said on Friday.

    The President emphasised that the judiciary, along with Parliament and the Executive, would be prioritised in government’s budgetary considerations. 

    “Parliament and the judiciary are one of those and the executive, of course, plays a leading role of the arms of the state, so money will be made available, and of course, to the extent that we are able to mobilise the resources as we grow the economy,” he said. 

    Responding to concerns over the National Prosecuting Authority’s (NPA) ability to prosecute cases effectively due to resource constraints, President Ramaphosa noted the importance of judicial independence and outlined plans to ensure that the judiciary has direct control over its finances.

    “The judiciary will have the money, and they will be in control, just as parliament is in control of its own budget. They will be able to embark on infrastructure projects, administrative capability training and all this without having to always go and ask for permission from the Minister of Justice.”

    President Ramaphosa credited both the current Minister of Justice and Constitutional Development, Mmamoloko Kubayi, and Chief Justice Mandisa Maya for driving progress in securing financial autonomy for the judiciary. 

    “But I need to say that the Minister of Justice and the Chief Justice are the ones who have actually moved the needle on this matter. So, if you have to pay any tribute to anyone, its these two ladies who have really moved mountains,” he said. 

    He further acknowledged the work done by former Chief Justice Raymond Zondo, noting that the framework for financial independence began taking shape under Zondo’s leadership.

    “Having said that, former Chief Justice Raymond Zondo, sought to have this put in place and I think the foundation and the framework was set in place from 2013. It was consolidated during Chief Justice Zondo’s time, and it’s now been put in place during Chief Justice Maya’s time,” President Ramaphosa explained. – SAnews.gov.za

  • MIL-OSI China: China’s central bank says mainland-HK payment connect will begin operations soon

    BEIJING, June 20 — The People’s Bank of China (PBOC), the country’s central bank, said on Friday that the cross-border payment connect linking users in the Chinese mainland and Hong Kong will begin operations on June 22.

    By linking the mainland’s Internet Banking Payment System and Hong Kong’s Faster Payment System, the payment connect will support participating institutions to provide efficient, convenient and safe cross-border payment services for residents in both the mainland and Hong Kong, the PBOC said in a statement.

    The payment connect system is another important measure unveiled by the central government to support Hong Kong’s development, enhance people’s livelihoods, and promote cooperation between the mainland and Hong Kong, according to the statement.

    Through the system, users will be able to initiate cross-border remittances in renminbi and Hong Kong dollars in both locations via mobile and online banking channels, improving the efficiency of cross-border money transfers.

    Additionally, the costs of cross-border money transfers will be lowered as relevant payment infrastructures are connected directly within the system.

    The introduction of the system is also expected to facilitate economic and trade activities on the mainland and in Hong Kong, and to strengthen Hong Kong’s status as an international financial center, per the statement.

    A launch ceremony for the payment connect was held on Friday, attended by PBOC Governor Pan Gongsheng and Eddie Yue, chief executive of the Hong Kong Monetary Authority (HKMA).

    In its next step, the PBOC will enhance regulatory cooperation with the HKMA to ensure the smooth, orderly operations of the system.

    Institutions participating in the payment connect should comply strictly with relevant anti-money laundering, counter-terrorist financing, counter-proliferation financing and cross-border payment settlement laws and regulations, according to the PBOC statement.

    Union Home Minister and Minister of Cooperation Amit Shah today inaugurated the Bengaluru campus of Adichunchanagiri University (ACU) in Karnataka, hailing it as a milestone in the pursuit of affordable healthcare and education for all.

    Speaking at the inauguration ceremony, Shah praised the efforts of the Adichunchanagiri Mutt in upholding the cultural ideal of “Sarva Jan Hitaya, Sarva Jan Sukhaya” — the welfare and happiness of all. He commended the Mutt’s initiatives in running health centres in rural areas, offering free medical treatment to the underprivileged, and setting up educational institutions for children.

    The newly inaugurated campus, constructed at a cost of ₹200 crore, spans 20 lakh square feet over 16 acres and is designed to accommodate 4,000 students. It houses a modern 1,000-bed hospital that offers comprehensive healthcare facilities, including free and affordable treatment for the poor. In his address, the Home Minister said this establishment would emerge as a true centre of service through its integration of education and healthcare.

    Shah paid tribute to Jagadguru Dr. Balagangadharanatha Swamiji for preserving and enhancing the 1,800-year-old spiritual heritage of the sacred Adichunchanagiri Hills by intertwining it with service and education. He also lauded the continued efforts of Dr. Nirmalanandanatha Mahaswamiji in carrying forward this legacy.

    He noted that the Mutt’s work has fostered a deep connection with thousands of families, especially from poor and middle-income backgrounds, by promoting spirituality and Karma Yoga through community service. The Mutt’s holistic outreach is based on nine key pillars — Anna (food), Akshara (education), Arogya (health), Adhyatmika (spirituality), Aashraya (shelter), Aranya (environment), Aakaalu (disaster relief), Anukampa (compassion), and Anubandh (social connection). According to Shah, this inclusive approach has significantly strengthened social unity and serves as a model for other religious and cultural institutions.

    Highlighting the university’s role in combining tradition with innovation, he emphasized its efforts in reconnecting the youth with India’s cultural roots while equipping them with cutting-edge education. He credited Mahaswami Ji with ensuring that students not only receive quality education but also free accommodation, giving them an opportunity to lead dignified lives. The university, he said, has become one of the country’s premier institutions, offering advanced medical care at low cost. The 1,500-bed hospital includes facilities for critical care, cardiology, neurosurgery, oncology, and complex transplants like kidney, liver, and cornea.

    Shah further highlighted the Modi Government’s commitment to healthcare reform. Recalling Prime Minister Narendra Modi’s earlier remarks that illness and its related expenses are among the leading causes of poverty, he stated that Modi’s vision had materialized through initiatives like the Ayushman Bharat scheme, which now provides free treatment of up to ₹5 lakh to 60 crore citizens.

    He elaborated on other major health and welfare initiatives launched under PM Modi’s leadership, including the construction of nearly 12 crore household toilets, the Fit India Movement, the celebration of International Day of Yoga, and the Mission Indradhanush vaccination campaign for children up to 15 years of age. He also mentioned the Poshan Abhiyan, which addresses maternal and child nutrition, and the Jan Aushadhi Yojana, through which essential medicines are available at just 20% of market prices at over 15,000 locations.

    In addition, Shah pointed to the dramatic expansion of medical education infrastructure in the country. Since 2014, the number of AIIMS institutions has increased from 7 to 23, medical colleges from 387 to 780, MBBS seats from 51,000 to 1,18,000, and postgraduate medical seats from 31,000 to 74,000.

    Claire Geddis, founder of Wild Shore, has developed a unique organic spa collection designed to help people experience the healing power of nature, whether at home or while staying in a hotel that doesn’t have a spa.

    The business whose products have already been shipped as far afield as China, Australia, and the United States, is now targeting hotels and high-end B&Bs across Ireland and beyond, after receiving assistance from the government-backed enterprise support service, Go Succeed.

  • MIL-OSI United Kingdom: Festival of the Sea ship-shape and ready for launch

    With the Tall Ships on the horizon, art, heritage, sport and leisure organisations across Aberdeen are set to present a raft of maritime-themed events for local people and visitors to the city.

    The Festival of the Sea takes place from 12 to 27 July, the two weeks either side of the Tall Ships Races Aberdeen (19-22 July). From sports camps to singing and storytelling, theatre and dancing to sea dragons and coastal discovery tours, and from exhibitions and creative writing to watercolour workshops, there’s something for all ages to discover and enjoy. Twenty organisations are presenting around 40 free and paid-for events in indoor and outdoor locations across the city.

    This is the second Festival of the Sea and it is hoped that it will become an annual event, creating a legacy for the Tall Ships Races in Aberdeen.

    Halifax, Nova Scotia, June 20, 2025 — The Maritime Museum of the Atlantic is getting an exciting new addition after a combined investment of more than $6.5 million from the federal government and the Canadian Maritime Heritage Foundation.

    This funding is supporting the creation of a new Boat School, currently under construction, which has been integrated into the Maritime Museum site on the Halifax waterfront.

    Once complete, museum staff will provide workshops and programming in boatbuilding and sail training at the new facility for larger numbers of at-risk youth from the Mi’kmaw, African Nova Scotian, and immigrant and refugee communities, as well as young women. Programs for the Boat School are currently run out of smaller boat sheds on the Maritime Museum site, part of the Nova Scotia Museum family, which limit the number of youth who can take part.

    Due to its location over the harbour, the new Boat School will be exposed to possible flooding and hurricanes. As a result, the construction will incorporate climate resistance features, including being built high enough to withstand sea-level rise and strong enough to survive a Category 2 hurricane. The building will also incorporate energy-efficient features such as triple-pane windows and a high-efficiency heat pump system. The facility is projected to meet the standards of the Canada Green Building Council (CAGBC).

    Communities are being invited to share their priorities to help shape a strong, shared vision for the future of local government in Norfolk.

    This vision puts local people, place and progress right at the heart of how council services are run. 

    Currently, services are split between the county council and seven borough, city and district councils. The Government wants to replace all eight with a reduced number of ‘unitary councils’, which would deliver all services, and has asked the existing authorities to make proposals for what future services could look like.  

    Breckland Council, Borough Council of King’s Lynn and West Norfolk, Broadland District Council, Great Yarmouth Borough Council, North Norfolk District Council, and Norwich City Council are working together and agree that having three unitary councils would best serve the people of Norfolk (as opposed to having one or two). 

    Over the summer, we are speaking with as many people as possible across Norfolk – residents, businesses, community groups and others – to champion our shared vision and invite everyone to complete our Future Norfolk survey to share their priorities and help shape a final submission to the Government this autumn. 

    Our joint proposal to have three unitary councils for Norfolk is based on the findings of an independent report – The Strength of Three – and our collective knowledge of our communities. The strength of having three unitary councils is they are about you: 

    • People: Local decisions by local leaders who understand your community. Three councils will strengthen local democracy, increase transparency, and make decision-making close to home  
    • Place: Services shaped by the strengths and needs of each area. Three councils will celebrate the unique identity, strengths, challenges, and heritage of different areas  
    • Progress: A future-ready Norfolk that works for everyone. Three councils will build a resilient, sustainable future for Norfolk that can adapt to changing needs. 

    In a joint statement, the Council Leaders of the six districts (below) said: “Having three unitary councils serving Norfolk is best for local democracy. People would be represented by councillors who live closer to their homes, understand their community and what matters to local people. It will ensure communities have their say and provide more strong, local voices to champion Norfolk at regional and national levels.

    “We know Norfolk isn’t the same everywhere, what works well in one place might not work in another, each area has strengths and needs, so three unitary councils can support each other while still enabling services to focus on what matters most to people in each area. 

    “At the same time, three councils will still be big enough to work well in delivering people’s priorities across all council services, making the most of opportunities for Norfolk to thrive, but agile enough to stay flexible to other national changes while maintaining our local focus.

    As part of Better Transport Week, Simon Lightwood MP visited the CVLR track in the city centre.

    Better Transport Week began on Monday, 16 June, and will run until 22 June. The annual event celebrates the importance of sustainable transport, which brings people together and connects communities.

    Simon Lightwood was welcomed by Councillor Jim O’Boyle, Mayor Richard Parker, and Ben Plowden, CEO, Campaign for Better Transport. He was introduced to CVLR and the track installation process, followed by a visit and ride on the innovative vehicle.

    Simon Lightwood, Minister for Local Transport, said: “I think it’s a fantastic innovation by the local authority, a really smooth, light, and airy ride. I can really see the benefits that it could bring, not only here in Coventry, but potentially to the rest of the world.”

    Councillor Jim O’Boyle, Cabinet Member for Jobs, Regeneration, and Climate Change at Coventry City Council, said: “There is no better place to celebrate Better Transport Week than in Coventry, where our innovation and manufacturing skills have enabled us to create a new very light rail system that has the potential to change how people move around small to medium sized cities.     The event, titled “Deepening People’s Friendship and Promoting Sustainable Development,” will be attended by nearly 400 guests from more than 20 SCO countries, a press conference organized by the Shenyang City People’s Government Information Office was announced on Friday.

    The forum will include an exhibition of paintings by children from SCO countries, an exhibition of achievements of SCO countries in the field of people’s friendship and exchanges, as well as an exhibition of achievements in scientific and technical innovations and advanced manufacturing.

    The forum’s agenda will also include a sub-forum on exchanges between sister cities and trade and economic cooperation, a sub-forum on scientific and technological innovations and advanced manufacturing among young people, as well as a sub-forum dedicated to the 80th anniversary of the Victory in the Chinese People’s War of Resistance against Japanese Aggression and the Victory in the World Anti-Fascist War.

    The event is expected to see the publication of agreements on actions in the field of sustainable development of people-to-people exchanges between the SCO countries and the Shenyang Initiative following the forum. In addition, a number of agreements or protocols of intent on establishing sister city relations between relevant organizations and cities will be signed.

    BEIJING, June 20 (Xinhua) — At the invitation of Chinese Premier Li Qiang, Singaporean Prime Minister Lawrence Wong will pay an official visit to China from June 22 to 26, a Chinese Foreign Ministry spokesperson said on Friday.

    Singapore Prime Minister Lawrence Wong chose China as the destination for his first visit outside ASEAN since taking office in May, fully demonstrating the importance he attaches to developing China-Singapore relations, Chinese Foreign Ministry spokesman Guo Jiakun said at a regular ministry press conference.

    During the visit, Chinese President Xi Jinping will meet with Liu Wong. Premier of the State Council Li Qiang will hold talks with him, and Chairman of the Standing Committee of the National People’s Congress (NPC) Zhao Leji will meet with him. According to Guo Jiakun, the two sides will hold in-depth exchanges of views on China-Singapore relations as well as international and regional issues of common interest.

    Under the strategic guidance of the leaders of both countries, China-Singapore relations have maintained a positive momentum, the Chinese diplomat said. He added that in 2023, the leaders of the two countries announced the establishment of China-Singapore relations as a comprehensive high-quality prospective partnership, which clearly outlined the direction of development of bilateral relations.

    URUMQI, June 20 (Xinhua) — Passenger flights linking Kashgar Prefecture in northwest China’s Xinjiang Uygur Autonomous Region and Tajikistan’s Khujand will resume on July 1 and will be operated regularly during the tourist peak season, the prefectural administration said, citing a statement from the Kashgar base of China’s Chengdu Airlines, which is headquartered in Chengdu, southwest China’s Sichuan Province.

    The roundtrip flights on this route will be operated by the domestically developed C909 regional passenger airliner, formerly known as the ARJ21, once a week on Tuesdays.

    According to the Kashgar Prefectural Checkpoint Management Office, the restoration of this route will facilitate international trade and economic cooperation and humanitarian exchanges, and will also increase the level of openness of Kashgar to the outside world, giving new impetus to the high-quality development of the regional economy.

    In June 2024, flight EU2977, operated by an ARJ21, departed from Laining International Airport, Kashgar County, to Khujand International Airport, Tajikistan, marking the launch of the route. This is the first route to Central Asia operated by the ARJ21, and the second international air service launched at Laining Airport that year.

PETERSBURG, June 20 (Xinhua) — China is willing to work with Russia to continue to make full use of mechanisms such as the China-Russia Intergovernmental Commission on Energy Cooperation and promote high-level energy cooperation, Chinese Vice Premier Ding Xuexiang, a member of the Standing Committee of the Politburo of the Communist Party of China (CPC) Central Committee, said Thursday.

    A high-ranking Chinese official made this statement during a meeting with Russian Deputy Prime Minister Alexander Novak on the sidelines of the 28th St. Petersburg International Economic Forum (SPIEF).

    Ding Xuexiang said that in recent years, Chinese-Russian relations have remained stable, healthy and developed at a high level. He recalled that in May, Chinese President Xi Jinping paid a state visit to Russia and attended the ceremonial events dedicated to the 80th anniversary of the Soviet Union’s victory in the Great Patriotic War. During his visit, the heads of the two states reached a number of important agreements on the further development of Chinese-Russian relations and the expansion of mutually beneficial cooperation at a high level, he added.

    China-Russia energy cooperation is an important cornerstone of practical cooperation between the two countries and a positive force in ensuring global energy security, Ding Xuexiang said, noting that China is willing to work with Russia to fully implement the important consensus reached by the two heads of state, strengthen gas and oil cooperation, and enhance the role of mechanisms such as the China-Russia Energy Cooperation Commission to promote the formation of a high-level energy partnership.

    In turn, A. Novak stated that the creation of a Russian-Chinese energy community is a key area of their practical cooperation.     NEW DELHI, June 20 (Xinhua) — At least nine people were killed on Friday when a car collided head-on with a truck in India’s eastern West Bengal state, local police said.

    The accident took place on National Highway 18 near Namshola in Balarampur police station area of Purulia district, about 284 km west of the state capital Kolkata.

    The car collided head-on with a truck traveling at high speed in the opposite direction. The incident killed all nine people in the car, a local police spokesman said. They were immediately taken to the nearest hospital, where doctors pronounced them dead.

    A preliminary investigation has revealed that the driver of the vehicle lost control, causing a collision with a truck. –0–

    Kampala (Agenzia Fides) – “Stopping the war has become a national demand”. This is the goal of a group of Sudanese youth who have launched the “Voices of Peace” campaign in Kampala, Uganda. Inaugurated on Saturday, June 14 by Sa’ad Mohamed, Executive Director of the African Centre for Justice and Peace Studies (ACJPS), seeks to engage young Sudanese in building a sustainable peace process.“Through this campaign, we plan to build a comprehensive peace process, with youth at its heart, benefiting from the power and influence of social media in shaping public opinion” said one of the young Sudanese present. The aim is to leverage social media and traditional arts to foster reconciliation and end the ongoing conflict in their homeland (see Fides, 17/4/2023).According to organizers, the initiative will use digital media and traditional arts – including the role of “Hakamats” (traditional female praise singers and storytellers) – to spread messages of peace and coexistence, while also monitoring and documenting human rights violations across Sudan.The note sent to Fides also states that Sudanese civil and political groups have extensive experience using digital media and social networking sites, which played a pivotal role in mobilizing the Sudanese Revolution from December 2018 to April 2019. Faced with media suppression, social media platforms like Facebook, Twitter, and WhatsApp became crucial for organizing protests and coordinating actions. The revolution effectively broke the official media blockade, transforming social media into a popular tool for communication and unifying revolutionary slogans. Sudanese activists gained international support, particularly on Twitter, turning it into a space for global solidarity. Digital platforms also became a vital medium for youth to discuss state-building, transitional justice, and human rights, fostering a culture of digital resistance.Asjad Bahaa, a founder and participant in the campaign, said “Voices of Peace” is the second phase of an ACJPS project, which began in April focusing on documenting enforced disappearances. She explained that the campaign will train youth as monitors and documenters of human rights violations, addressing the exodus of many activists due to security threats.Youth are “the fuel of war and peace,” often easily recruited by armed groups. “We are trying to reverse this by training youth to be peace advocates,” she said. “We are also working to reorient the role of Hakamats to be symbols of peace instead of incitement,” she said.The campaign launches as the conflict between the Army and the Rapid Support Forces enters its third year, with violence escalating and little sign of a political settlement. Humanitarian conditions continue to worsen, and civilian violations are widespread.Examples from other countries highlight the potential of arts and media in peacebuilding. Following the 1994 genocide, Rwanda used traditional arts, community theater, and radio broadcasts to promote love, reconciliation, and forgiveness. Sierra Leone after the 2002 civil war, mobile youth music groups used traditional music to reintegrate child soldiers and foster tolerance. In Colombia media campaigns incorporating traditional arts and music played a role in ending the conflict with FARC rebels. These initiatives, using popular songs broadcast via planes, radio, and social media, encouraged dozens of fighters to disarm and rejoin society. In Niger the role of “Hakamats” was empowered in peacebuilding through folk songs. Trained in reconciliation concepts, these women became key messengers, using songs in markets and at weddings to informally convey messages urging an end to violence and promoting coexistence in pastoral communities.     Kundiawa (Agenzia Fides) – In the province of Simbu, in Papua New Guinea, so-called violence related to accusations of witchcraft represents one of the most serious and horrific forms of aggression between families and tribes. “It is a form of violence against individuals or families,” explains Judy Gelua, diocesan coordinator of Caritas in the Diocese of Kundiawa.“In the Highlands of Papua New Guinea, hundreds of cases are recorded each year that go unreported. Simbu is one of the most affected provinces, probably the place from which the torture and murder of women have spread to the entire region in the last twenty years,” writes Father Giorgio Licini, a missionary of the Pontifical Institute for Foreign Missions (PIME), in a note sent to Fides. Caritas in Simbu handled twenty-five cases in 2024, fifteen of which were reported to the legal office of the Diocese of Kundiawa, which offers free legal assistance. According to Gelua, the knowledge that one can be prosecuted for attacking someone accused of witchcraft acts as a deterrent. Msgr. Paul Sundu, bishop of the Diocese of Kundiawa, points out that these accusations are often instrumentally motivated: “Due to jealousy or greed, people are accused of witchcraft to get rid of enemies or block their success in business, education, or politics.” Father Christian Sieland, a biblical scholar and priest in Kundiawa, points out that beliefs about witchcraft “are deeply rooted in the mindset of both ordinary people and educated people.” “It will take more than a generation to eradicate them,” he says. He explains that these beliefs are fueled by a lack of scientific knowledge about the true causes of illnesses. “People tend to blame members of the community. Doctors must intervene with proper education and always provide death certificates,” adds Father Licini. According to a group of Catholic mothers who meet regularly at the Kundiawa Cathedral points out that polygamy and marital infidelity play a significant role. When a man takes a younger wife, the first wife – often with adult children – becomes a victim of discrimination. The husband neglects her, and the new wife tries to displace her. Faced with a sudden death or an accident in the village, the young woman may accuse the helpless older woman of witchcraft and thus get rid of her. Violence stemming from accusations of witchcraft is often linked to gender-based violence, another serious concern for Caritas Simbu. “The roots of this violence must be sought in an ancestral tribal mentality that conflicts with current social and cultural conditions,” notes Father Licini. Poverty, lack of opportunities, marginalization, and the desperation of many young people fuel this phenomenon. “Traditional, well-structured village life has been replaced by the mobility, pluralism, and consumerism of modern culture.” Faced with this reality, some local organizations are trying to heal the conflict. One of them is the Kunabau Leaders Peace Team, which emerged from tribes in the Mingende area – of Catholic tradition – and has managed to restore peace to a remote community affected by a tribal war with victims.Judy Gelua emphasizes the importance of a broad network of contacts to promote change in the three main sources of violence: witchcraft, gender-based violence, and tribal conflicts.     An investigation has been launched after police were called to reports of a shooting on Imperial Way at 17:04hrs on Thursday, 19 June.

    A man in his 40s was found with gunshot wounds. He was treated by paramedics but sadly died at the scene.

    His next of kin have been informed and are being supported by specially trained officers.

    Detectives from the Met’s Major Incident team are leading the investigation and enquiries are ongoing.

    Detective Chief Inspector Dan Whitten, leading the investigation from the Met’s Specialist Crime Command, said:

    “This was a tragic incident and my thoughts are with the man’s family at this difficult time. Our team of specially trained officers are supporting them as are our investigation progresses.

    “Our enquiries are ongoing and we would urge any witnesses to come forward and share information with us.”

    As Midwinter Day approaches in Antarctica – the longest and darkest day of the year – those spending the winter on the frozen continent will follow a tradition dating back more than a century to the earliest days of Antarctic exploration: They will celebrate having made it through the growing darkness and into a time when they know the Sun is on its way back.

    The experience of spending a winter in Antarctica can be harrowing, even when living with modern conveniences such as hot running water and heated buildings. At the beginning of the current winter season, in March 2025, global news outlets reported that workers at the South African research station, SANAE IV, were “rocked” when one worker allegedly threatened and assaulted other members of the station’s nine-person winter crew. Psychologists intervened – remotely – and order was apparently restored.

    The desolate and isolated environment of Antarctica can be hard on its inhabitants. As a historian of Antarctica, the events at SANAE IV represent a continuation of perceptions – and realities – that Antarctic environments can trigger deeply disturbing behavior and even drive people to madness.

    Early views

    The very earliest examples of Antarctic literature depict the continent affecting both mind and body. In 1797, for instance, more than two decades before the continent was first sighted by Europeans, the English poet Samuel Taylor Coleridge wrote “The Rime of the Ancient Mariner.” It tells a tale of a ship blown by storms into an endless maze of Antarctic ice, which they escape by following an albatross. For unexplained reasons, one man killed the albatross and faced a lifetime’s torment for doing so.

    In 1838, Edgar Allan Poe published the story of “Arthur Gordon Pym of Nantucket,” who journeyed into the Southern Ocean. Even before arriving in Antarctica, the tale involves mutiny, cannibalism and a ship crewed by dead men. As the story ends, Pym and two others drift southward, encountering an enormous, apparently endless cataract of mist that parts before their boat, revealing a large ghostly figure.

    H.P. Lovecraft’s 1936 story “At the Mountains of Madness” was almost certainly based on real stories of polar exploration. In it, the men of a fictitious Antarctic expedition encounter circumstances that “made us wish only to escape from this austral world of desolation and brooding madness as swiftly as we could.” One man even experiences an unnamed “final horror” that causes a severe mental breakdown.

    The 1982 John Carpenter film “The Thing” also involves these themes, when men trapped at an Antarctic research station are being hunted by an alien that perfectly impersonates the base members it has killed. Paranoia and anxiety abound, with team members frantically radioing for help, and men imprisoned, left outside or even killed for the sake of the others.

    Whether to gird themselves for what may come or just as a fun tradition, the winter-over crew at the United States’ South Pole Station watches this film every year after the last flight leaves before winter sets in.

    Real tales

    These stories of Antarctic “madness” have some basis in history. A long-told anecdote in modern Antarctic circles is of a man who stabbed, perhaps fatally, a colleague over a game of chess at Russia’s Vostok station in 1959.

    More certain were reports in 2018, when Sergey Savitsky stabbed Oleg Beloguzov at the Russian Bellingshausen research station over multiple grievances, including the one most seized upon by the media: Beloguzov’s tendency to reveal the endings of books that Savitsky was reading. A criminal charge against him was dropped.

    In 2017, staff at South Africa’s sub-Antarctic Marion Island station reported that a team member smashed up a colleague’s room with an ax over a romantic relationship.

    Mental health

    Concerns over mental health in Antarctica go much further back. In the so-called “Heroic Age” of Antarctic exploration, from about 1897 to about 1922, expedition leaders prioritized the mental health of the men on their expeditions. They knew their crews would be trapped inside with the same small group for months on end, in darkness and extreme cold.

    American physician Frederick Cook, who accompanied the 1898-1899 Belgica expedition, the first group known to spend the winter within the Antarctic Circle, wrote in helpless terms of being “doomed” to the “mercy” of natural forces, and of his worries about the “unknowable cold and its soul-depressing effects” in the winter darkness. In his 2021 book about that expedition, writer Julian Sancton called the ship the “Madhouse at the End of the Earth.”

    Cook’s fears became real. Most men complained of “general enfeeblement of strength, of insufficient heart action, of a mental lethargy, and of a universal feeling of discomfort.”

    “When at all seriously afflicted,” Cook wrote, “the men felt that they would surely die” and exhibited a “spirit of abject hopelessness.”

    And in the words of Australian physicist Louis Bernacchi, a member of the 1898-1900 Southern Cross expedition, “There is something particularly mystical and uncanny in the effect of the grey atmosphere of an Antarctic night, through whose uncertain medium the cold white landscape looms as impalpable as the frontiers of a demon world.”

    A traumatic trip

    A few years later, the Australasian Antarctic Expedition, which ran from 1911 to 1914, experienced several major tragedies, including two deaths during an exploring trip that left expedition leader Douglas Mawson starving and alone amid deeply crevassed terrain. The 100-mile walk to relative safety took him a month.

    A lesser-known set of events on that same expedition involved wireless-telegraph operator Sidney Jeffryes, who arrived in Antarctica in 1913 on a resupply ship. Cape Denison, the expedition’s base, had some of the most severe environmental conditions anyone had encountered on the continent, including winds estimated at over 160 miles an hour.

    Jeffryes, the only man in the crew who could operate the radio telegraph, began exhibiting signs of paranoia. He transmitted messages back to Australia saying that he was the only sane man in the group and claiming the others were plotting to kill him.

    In Mawson’s account of the expedition, he blamed the conditions, writing:

    (T)here is no doubt that the continual and acute strain of sending and receiving messages under unprecedented conditions was such that he eventually had a ‘nervous breakdown.’”

    Mawson hoped that the coming of spring and the possibility of outdoor exercise would help, but it did not. Shortly after his return to Australia in February 1914, Jeffryes was found wandering in the Australian bush and institutionalized. For many years, his role in Antarctic exploration was ignored, seeming a blot or embarrassment on the masculine ideal of Antarctic explorers.

    Wider problems

    Unfortunately, the general widespread focus on Antarctica as a place that causes disturbing behavior makes it easy to gloss over larger and more systemic problems.

    In 2022, the United States Antarctic Program as well as the Australian Antarctic Division released reports that sexual assault and harassment are common at Antarctic bases and in more remote field camps. Scholars have generally not linked those events to the specifics of the cold, darkness and isolation, but rather to a continental culture of heroic masculinity.

    As humans look to live in other extreme environments, such as space, Antarctica represents not only a cooperative international scientific community but also a place where, cut off from society as a whole, human behavior changes. The celebrations of Midwinter Day honor survival in a place of wonder that is also a place of horror, where the greatest threat is not what is outside, but what is inside your mind.
