    Deceptive advertisement for weight-loss medication omits safety & risk information, Senators preview new legislation to close loopholes for drug ads

    CHICAGO – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Roger Marshall, M.D. (R-KS) today sent a bipartisan letter to the Food and Drug Administration (FDA) to draw the agency’s attention to an upcoming pharmaceutical advertisement that is slated to air during the Super Bowl on Sunday to more than 120 million Americans, which misleads patients by omitting any safety or side effect information when promoting a specific type of weight loss medication.

    FDA regulates direct-to-consumer (DTC) advertisements for pharmaceuticals to ensure they are not false or misleading, by disclosing side effects, contraindication, and effectiveness information to the public. Under federal law and regulations, FDA requires that prescription drug advertisements be truthful, not misleading, and balanced—failure to do so risks FDA enforcement action, including civil monetary penalties. 

    The Senators wrote, “An upcoming Super Bowl advertisement, which has been publicly posted online, appears to showcase a company’s ability to prescribe and dispense GLP-1 medications to patients, including with text and claims about weight loss drugs, and imagery of an injection pen with distinctive characteristics reflective of an existing brand-name medication. However, nowhere in this promotion is there any side effect disclosure, risk, or safety information as would be typically required in a pharmaceutical advertisement.”

    “By comparison, the FDA-approved labels and advertisements for brand-name GLP-1 medications include significant risk disclosures to patients about side effects and contraindications, including warnings about potential gallbladder, pancreas, vomiting, diarrhea, and other implications. Further, for only three seconds during the minute-long commercial does the screen flash in small, barely legible font, that these products are not FDA-approved,” the Senators continued.

    The advertisement appears to be exploiting a perceived loophole in federal law regarding promotions of compounded drugs by telehealth companies.  However, the Senators’ letter argues this advertisement does fall under FDA’s jurisdiction, and previews legislation that will soon be introduced to close any gaps regarding prescription drug advertising.

    Drug manufacturers in the United States spend approximately $6 billion annually in DTC prescription drug advertisements, with approximately one-third of all commercial time across evening news programs being consumed with these pharmaceutical promotions. A recent study in the Journal of the American Medical Association found that more than two-thirds of drugs advertised on television were considered “low therapeutic value.”

    The Senators continued, “We recognize the important roles that pharmaceutical compounding and telehealth play in the health care delivery system, helping to ensure access to FDA-approved products and filling a need for more customized treatments. However, we believe there should be no disparity in pharmaceutical advertising requirements between regulated entities.”

    “To the extent this falls within a regulatory loophole for the FDA’s authorities, we plan to soon introduce bipartisan legislation to close this gap, so that patients are not deceived by advertisements that glaringly omit critical safety and side effect information. But, we believe FDA may already have the authority to take enforcement action against marketing that may mislead patients about this company’s products,” the Senators concluded.

    Recently, a STAT News article highlighted the direct-to-consumer telehealth company Hims & Hers, which will air a Super Bowl ad promoting its GLP-1 weight loss medications.

    Durbin recently reintroduced the Drug-price Transparency for Consumers (DTC) Act, a bipartisan bill that would require price disclosures on advertisements for prescription drugs in order to empower patients and reduce Americans’ colossal spending on medications.

    As part of the Food and Drug Administration’s (FDA) mission to protect public health, the agency conducts regulatory oversight of direct-to-consumer (DTC) advertisements for pharmaceuticals.  FDA enforces the law and regulations to ensure prescription drug advertisements are not false or misleading, including by communicating side effects, contraindication, and effectiveness information to the public.  In the last six months of 2024, FDA issued four important untitled letters to manufacturers to seek corrections to their false or misleading pharmaceutical advertisements.  We write to draw your attention to an upcoming advertisement that is slated to air during the Super Bowl on Sunday to more than 120 million Americans, which risks misleading patients by omitting any safety or side effect information when promoting a specific type of weight loss medication. 

               

    Under Section 502 of the Federal Food, Drug, and Cosmetic Act, as well as its implementing regulations at 21 CFR 202.1, FDA requires that prescription drug advertisements be truthful, not misleading, and balanced. 

    An upcoming Super Bowl advertisement, which has been publicly posted online, appears to showcase a company’s ability to prescribe and dispense GLP-1 medications to patients, including with text and claims about weight loss drugs, and imagery of an injection pen with distinctive characteristics reflective of an existing brand-name medication. 

    However, nowhere in this promotion is there any side effect disclosure, risk, or safety information as would be typically required in a pharmaceutical advertisement.  By comparison, the FDA-approved labels and advertisements for brand-name GLP-1 medications include significant risk disclosures to patients about side effects and contraindications, including warnings about potential gallbladder, pancreas, vomiting, diarrhea, and other implications.  Further, for only three seconds during the minute-long commercial does the screen flash in small, barely legible font, that these products are not FDA-approved.

    Trading volumes on the Moscow Exchange standardized derivatives market increased by 77% in 2024, from 8.3 trillion to 14.7 trillion rubles.

    Today, 85 Russian financial sector companies conclude transactions on the DFI market, of which 20 companies entered the market in 2024. In particular, non-state pension funds and insurance companies received the opportunity to conduct transactions with over-the-counter derivatives with a central counterparty (CCP) last year.

    Today on on the Moscow Exchange’s SPF market Interest rate swaps, currency swaps, currency-interest rate swaps, currency forwards with a maturity of three days to 10 years depending on the type of instrument are traded. The instruments of the SPFI market provide the opportunity for the most flexible management of currency and interest rate risks in transactions on the markets of the underlying asset.

    Transactions on the SFD market are concluded with the CCP, which allows combining the flexibility of over-the-counter derivatives and the reliability of the Moscow Exchange settlement infrastructure. This also frees financial market participants from the need to assess the risks of each counterparty and sign general agreements with all of them, reduces capital costs and takes advantage of unified clearing and collateral with other Moscow Exchange markets.

    Since its launch in 2013, the SFI market has developed in two directions – exchange and over-the-counter. Since 2019, the trading activity of participants has been concentrated exclusively in over-the-counter transactions with a central counterparty. In connection with this, a decision was made to terminate the functioning of the exchange segment of the SFI market., and May 13, 2022 was set as the last trading day on which exchange contracts could be concluded on the SFD market.

    Moscow Exchange will continue to develop tools for managing various types of risks. In December 2024, the SFI market was launched new trading and clearing system “SAPFIR”, which combines advanced trading and clearing solutions, as well as technological and methodological services in the field of risk management of the NCC. The peculiarity of the new TCS is the ability to quickly launch new over-the-counter instruments at the request of participants, which allows for an effective response to changes and market needs. Thanks to this opportunity, participants will be able to hedge credit, commodity and other types of risks in the future.

    The Moscow Exchange Group operates the only multifunctional exchange platform in Russia for trading shares, bonds, derivatives, currencies, money market instruments and commodities. The Group includes a central depository and a clearing center that acts as a central counterparty in the markets, which allows Moscow Exchange to provide its clients with a full cycle of trading and post-trading services.

  • MIL-OSI Canada: Saskatchewan’s Year Starts Off Strong with the Lowest Unemployment Rate Among Provinces and 9,900 New Jobs

    According to the latest labour force survey numbers from Statistics Canada, Saskatchewan started off 2025 tied for the lowest unemployment rate among provinces at 5.4 per cent, below the national average of 6.6 per cent. The province also added 9,900 new jobs year-over-year for the month of January. 

    “Saskatchewan continues to regularly have one of the lowest unemployment rates in the nation as our economy continues to create more jobs and more opportunities,” Deputy Premier and Immigration and Career Training Minister Jim Reiter said. “Our government is committed to ensuring that Saskatchewan continues to grow and that is why we are focused on growing access to health care and educational spaces while taking action to make life more affordable for Saskatchewan people.” 

    Year-over-year full-time employment increased by 3,000, an increase of 0.6 per cent. Female employment is up 4,300, an increase of 1.5 per cent, and male employment is up 5,400, an increase of 1.7 per cent. 

    Major year-over-year job gains were reported for construction, up 6,300 (+16.6 per cent), health care & social assistance, up 5,900 (+6.5 per cent), and agriculture, up 3,500 (+15.3 per cent).

    Saskatchewan’s two biggest cities also saw year-over-year growth. Compared to January 2024, Saskatoon’s employment was up 10,400, an increase of 5.4 per cent, and Regina’s employment was up 1,200, an increase of 0.8 per cent.

    Saskatchewan also saw strong growth across other economic indicators. The province ranked second in year-over-year retail trade growth with a 5.1 per cent increase from November 2023 to November 2024.  Saskatchewan ranked second in the nation for month-over-month growth in building construction investment with an increase of 5.7 per cent. The province also saw an 11.8 per cent increase in year-over-year construction investment from November 2023 to November 2024.

    This economic growth is backed by the Government of Saskatchewan’s recently released Building the Workforce for a Growing Economy: The Saskatchewan Labour Market Strategy, a roadmap to build the workforce needed to support Saskatchewan’s strong and growing economy, and Securing the Next Decade of Growth: Saskatchewan’s Investment Attraction Strategy, a plan to increase investment in the province and to furth advancing Saskatchewan’s Growth plan goal of $16 billion in private capital investment annually.

  • MIL-OSI Security: Defense News: U.S. Navy Leaders Observe Joint Task Force Southern Guard Operations

    At the direction of the President to the Department of Homeland Security (DHS) and the Department of Defense (DOD), U.S. military service members are supporting Illegal Aliens holding operations led by DHS at NGSB. U.S. Southern Command (USSOUTHCOM) has set up Joint Task Force Southern Guard at the Naval Station to execute the directive.

    “The Naval Station is fully committed to ensuring we have the infrastructure and resources in place to support this vital mission,” said Capt. Michael Stephen, Commander, Naval Station Guantanamo Bay. “From the moment we received the mission, our team has worked with urgency, executing contingency plans, and rapidly strengthening our capabilities.

    “The level of teamwork—both within the base and across the joint force—has been outstanding,” said Stephen “Everyone is engaged, working together seamlessly to tackle challenges and ensure we’re ready for what’s ahead. The progress we’ve made in such a short time is a testament to their dedication and professionalism,” he said.

    As the United States’ oldest overseas military installation, established in 1903, Naval Station Guantanamo Bay is in the USSOUTHCOM Area of Responsibility. U.S. Naval Forces Southern Command/U.S. Fourth Fleet serves as USSOUTHCOM’s maritime component commander and therefore has responsibilities in contingency plans involving the naval station. U.S. Navy Region Southeast manages and oversees shore installation support for the naval station as it does for a total of 18 Navy bases in the Southeast region.

    “We are very proud of our Sailors, Marines and civilians who have responded to this contingency plan at Naval Station Guantanamo Bay, which is a critical forward-operating base that enables the United States to maintain a persistent presence in the Caribbean,” said Rear Adm.     Military service members and contractors have provided the manpower and organization to accommodate thousands’ illegal aliens. Additional phases of expansion will follow to meet the President’s directive to host up to 30,000 illegal aliens. This work includes the construction of large, secure tent facilities to house illegal aliens, the installation of high-security fencing and barriers to protect all personnel, and a huge increase in providing essential services, including food, medical care, and housing, to all DOD and DHS personnel. The Navy is also delivering comprehensive logistical support, ensuring the infrastructure and resources needed to sustain operations are in place.

    Naval Station Guantanamo Bay ensures the freedom of action in the maritime domain and contributes to enhancing U.S. alliances and partnerships throughout the region. By executing this

    critical role in the enforcement of national immigration policies, the station continues to be an integral asset in supporting the defense and security objectives of the United States.

    Governor and First Lady Kehoe will cheer on the Chiefs from Missouri on Sunday night as they take on the Philadelphia Eagles at Super Bowl LIX in New Orleans, marking the Chiefs’ third straight Super Bowl appearance.

    “Missourians and fans across Chiefs Kingdom are once again celebrating the Kansas City Chiefs making it to the Super Bowl on this Red Friday,” Governor Kehoe said. “We’re proud to call the Kansas City Chiefs Missouri’s team, and light our state’s Capitol red and gold as the Chiefs seek a Super Bowl three-peat this Sunday.”

  • MIL-OSI USA: Justice Department Secures Agreement with Oklahoma City Public Schools to Resolve Alleged Discrimination Against U.S. Air Force Reserve Member

    The Justice Department announced today that a federal judge in Oklahoma City has approved an agreement with Oklahoma City Public Schools (OKCPS) to resolve allegations that OKCPS violated Air Force Reserve Staff Sergeant Michael J. McCullough’s rights under the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA). The department’s lawsuit alleged that OKCPS violated USERRA when it failed to renew Mr. McCullough’s employment contract because of his military deployment and then failed to reinstate him on his return.

    “When servicemembers answer their nation’s call — leaving home and work to serve and protect us — federal law protects them against employment discrimination and unjust termination,” said Deputy Assistant Attorney General Kathleen Wolfe of the Justice Department’s Civil Rights Division. “Veterans must be able to serve their country free from worry about jeopardizing civilian career opportunities.”

    “We owe it to our service members to safeguard their employment rights when they are deployed,” said U.S. Attorney Robert J. Troester for the Western District of Oklahoma. “Doing so shields the service member and their families from suffering financial and other hardships extending beyond the term of the deployment.  My office will continue to vigorously defend the rights justly earned by military veterans who serve our country.”

    According to the complaint, filed in the U.S. District Court for the Western District of Oklahoma, Mr. McCullough was employed as a music teacher at OKCPS’s Fillmore Elementary School in January 2022. He was under contract for the remainder of the school year, and his principal told him that she wanted him to return to teach the following year. In February 2022, Mr. McCullough was ordered to perform military service. When he notified his principal, she suggested it would be easier if he just resigned his teaching position. Less than a month later, during his deployment, OKCPS advised Mr. McCullough that his contract would not be renewed for the 2022-2023 school year. Prior to and on his return from active military duty, OKCPS refused Mr. McCullough’s repeated requests for reemployment, despite available positions.

    Under the agreement, OKCPS will pay Mr. McCullough monetary damages, and it will revise its polices, practices, and trainings to prevent violations of USERRA.

    USERRA is a federal statute that prohibits employment discrimination based on military status, service, or obligation and protects the rights of uniformed servicemembers to retain their civilian employment following absences due to military service obligations. The Justice Department gives high priority to the enforcement of servicemembers’ rights under USERRA. Additional information about USERRA can be found on the Justice Department’s websites at https://www.justice.gov/crt/laws-we-enforce and www.justice.gov/servicemembers, as well as on the Department of Labor’s website at www.dol.gov/vets/programs/userra.

    The Department of Labor referred this matter to the Justice Department following an investigation by its Veterans’ Employment and Training Service.

  • MIL-OSI USA: Ernst Fights to Keep Higher Education Accessible for Farm Families

    WASHINGTON – U.S. Senators Joni Ernst (R-Iowa) and Michael Bennet (D-Colo.) are standing up for families and fighting to reverse changes to the Free Application for Federal Student Aid (FAFSA) process that could reduce or even eliminate access to need-based student aid for farm families and small business owners.
    Their bipartisan Family Farm and Small Business Exemption Act would amend the FAFSA Simplification Act to restore the original exemption of all farmland, machinery, other operational materials, and small businesses with fewer than 100 employees from being declared on the FAFSA form.
    “No one should have to sell off the farm – or their small business – to afford college. As a farm kid myself, I know the enormous impacts grants and financial aid have on rural students’ decision to go to college,” said Ernst. “I’m fighting for Iowa families, so unfair policies don’t hold them back from investing in their child’s education.”
    “From Colorado to Iowa, federal financial aid helps ensure more students can afford college – including students from farm families, whose businesses are vital to our communities and economies,” said Bennet. “Our bipartisan bill will help ensure these students receive the financial aid they need.”
    Congressman Tracey Mann (R-Kan.) is introducing this legislation in the House:
    “Across Kansas’ Big First District and the country, net farm income has decreased by nearly 25% since 2022,” said Rep. Mann. “Between navigating record-levels of inflation and skyrocketing input costs, our family farmers, ranchers, agricultural producers, and small business owners are doing their best to make an honest living. When young people from these families are applying for higher education financial aid, the assets tied up in the family farm or the small business should not count against them. Congress should work to make life easier, not harder, for these dedicated families and students. My bill evens the playing field for these students and families, while protecting the American dream for every student regardless of their parents’ career ventures.”
    Under the previous contribution formula, the expected family contribution – calculated from information taken from the FAFSA form – did not include farm or small business assets. However, under the new formula the student aid index will take those assets into account, drastically driving up the amount a family is expected to contribute. 
    “Senator Ernst has taken an important step to restore equity to farm families whose special circumstances were lost in the efforts to simplify the FAFSA. Leaving deserving farm families out of federal student aid programs is not simplification, it is bad policy. The nation’s private colleges are very appreciative for all she is doing to fix this mistake,” said Barbara Mistick, President of the National Association of Independent Colleges and Universities.
    “Senator Ernst’s bill is a win for Iowa families, ensuring students from family farms and small businesses across the country don’t lose out on critical financial aid. This is a step forward for Iowans and removes an unnecessary barrier to higher education,” said Brenda Buzynski, Assistant Provost and Director of Student Financial Aid at University of Iowa.
    “Our country’s farmers and ranchers are facing tremendous challenges, from a strained farm economy to legislative and regulatory uncertainty.     “Marijuana doesn’t make our families stronger, our streets safer, or our workplaces more productive. Businesses who sell federally illegal drugs—including marijuana businesses—shouldn’t get federal tax breaks. This bill clarifies federal tax law to make sure a federally illegal product does not have a federally legal tax deduction,” said Lankford.  
    “We thank Senator Lankford for his strong leadership in both fiscal responsibility and drug policy. The federal government should not be in the business of giving tax relief to the federally illegal, addiction-for-profit marijuana industry. This legislation would prevent deficit increases while ensuring that taxpayers don’t foot the bill for the revenue gap made by tax write-offs for people who choose to violate federal law and poison our kids,” said Dr. Kevin Sabet, President and CEO of Smart Approaches to Marijuana (SAM).
    Since the Tax Equity and Fiscal Responsibility Act of 1982, tax law has prevented businesses trafficking Schedule I or II drugs from deducting business expenses. However, if the Biden Administration’s push to reschedule marijuana is successful, marijuana businesses would be able to take business deductions. This bill preempts that loophole and ensures that marijuana businesses would not be able to deduct business expenses from their taxes. 
    Oklahoma has over 3,000 licensed marijuana growers. The Oklahoma Bureau of Narcotics (OBN) believes that thousands of those farms have had a Chinese connection since Oklahoma legalized marijuana in 2018. The marijuana market in Oklahoma has ushered in other serious crimes like human trafficking, forced labor, and money laundering, and in response, Lankford introduced the Soil Act to prevent purchases of Oklahoma agricultural land by foreign entities.

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) reintroduced bipartisan legislation to establish a National Manufacturing Advisory Council within the U.S. Department of Commerce. The Advisory Council would bring together leaders in manufacturing, labor, and education to advise both Congress and the Secretary of Commerce on how best to ensure the United States remains the top destination globally for investment in manufacturing. It would serve as a bridge between the manufacturing sector and federal government to improve communication and collaboration, and better support the industry and its workforce. Peters introduced the National Manufacturing Advisory Council for the 21st Century Act with U.S. Senator Marsha Blackburn (R-TN). The bill passed the Senate with unanimous support last Congress.

Specifically, the Advisory Council would be required to: 
    IDENTIFY AND ASSESS the impacts of technological developments, production capacity, skill availability, investment patterns, and emerging defense needs on the manufacturing competitiveness of the United States. 
    SOLICIT INPUT from the public and private sectors as well as academia on emerging trends in manufacturing. 
    PROVIDE RECOMMENDATIONS to the Secretary regarding global and domestic manufacturing trends threatening the U.S. manufacturing sector, including supply chain interruptions, regulatory and logistical challenges, and technological changes. The Advisory Council would also advise the Secretary on areas to increase federal attention with respect to manufacturing – as well as matters relating to the U.S. manufacturing workforce such as the impact of burgeoning technology and worker training and education priorities. 
    Peters has made strengthening domestic manufacturing a top priority of his work in the Senate. Peters helped craft and pass into law the CHIPS and Science Act, which includes a provision he authored to support the domestic production of mature semiconductor technologies and ensure that projects supporting critical manufacturing industries, such as the auto industry, are given priority status. This funding was in addition to $50 billion already in the bill to incentivize the production of semiconductors of all kinds in the U.S. – for a total of $52 billion. 
    The CHIPS and Science Act also authorized increased funding for the Manufacturing Extension Partnership (MEP) program, which has been a priority for Peters. Peters also supported and helped pass the Inflation Reduction Act, which will strengthen domestic manufacturing, onshore our supply chains, combat the climate crisis and create millions of American jobs.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), joined by Senators John Barrasso (R-Wyo.), Brian Schatz (D-Hawaii), and Kevin Cramer (R-N.D.) this week to introduce the Fair Funding for Rural Hospitals Act, bipartisan legislation to ensure that hospitals caring for large numbers of Medicaid and uninsured patients in Vermont and other rural states receive their fair share of federal funding. The Senators’ bill would establish a nationwide federal funding minimum for disproportionate share hospitals (DSH) and create a federal floor of $20 million per state for the Medicaid DSH program. The program will then grow at a “low” DSH percentage inflation rate after the first five years. 
    “Hospitals in rural communities like Vermont are seeing more and more Medicaid and low-income patients. These hospitals provide essential health care services, so it’s crucial they get the support they need,” said Senator Welch. “I am proud to join Senator Barrasso to introduce this bipartisan legislation to provide stable funding for these hospitals to continue to do the important work of serving our most vulnerable patients.”  
    “Wyoming’s hospitals serve more Medicaid and low-income patients than other states, but our share of funding hasn’t caught up for decades,” said Senator Barrasso. “We’ve been overlooked for our fair share while our rural hospitals fight to keep their doors open.   • MIL-OSI United Kingdom: Government announces 3% boost to the public health grant for Birmingham in 2025/26

    Birmingham’s annual settlement to fund public health services has been announced to be £108 million in 2025/26. This confirms an increase to the existing annual public health grant of 3%.

    The government funding, announced today (7th February), will be used to continue driving vital services such as smoking cessation, addiction recovery, health visitors, school nurses, sexual health clinics, and public health support for local NHS services.

    It supports the government’s 10-year plan to shift the focus from treatment to local prevention programmes tailored to communities, which it hopes will reduce pressures on the NHS.

    This, in turn, supports Birmingham City Council’s commitment to reducing health inequalities across the city by ensuring that citizens of all ages and backgrounds have access to the health services and support they need within their communities, helping them to live longer, healthier lives.

    Councillor Mariam Khan, Cabinet Member for Health and Social Care at Birmingham City Council, said: “This newly announced funding settlement for the delivery of public health services in Birmingham is absolutely fantastic news, and represents a real vote of confidence in the work we have already been doing across the city.

    “This funding will enable us to continue building on the valuable work of Birmingham’s public health division, and we look forward to working in collaboration with our partners across our incredible city to improve the health and wellbeing of all citizens.”

  • MIL-OSI Canada: More funding helps update irrigation infrastructure

    Irrigation helps farmers increase yields, grow more diverse crops and improve productivity and crop quality to put more food on tables in Alberta and around the world. The irrigation district network is essential to farmers, ranchers, food processors and communities, providing much-needed water for agriculture, processing and other industries, domestic use, recreation and wildlife habitat.

    In Budget 2024, Alberta’s government increased funding for the Irrigation Rehabilitation Program to $19 million, up from $13.5 million the year before. This cost-shared program helps irrigation districts modernize infrastructure to deliver water efficiently and reliably to producers, processors and communities. Since the funding was announced, 14 projects have begun or progressed in Alberta’s 11 irrigation districts.

    “We’re maximizing water use efficiency through initiatives like the Irrigation Rehabilitation Program, helping farmers boost yields, crop diversity and quality. By increasing funding for irrigation infrastructure, we support Alberta’s economy and enhance resilience against droughts and dry conditions, ensuring a stable agricultural future. These investments are vital for both local and global food security.”

    One project that began under the program is a partnership between the St. Mary River and Raymond Irrigation Districts. Together, they are working on major upgrades to the Chin Chute, a project that benefits both districts. The Chin reservoir is supplied by the St. Mary River Irrigation District’s main canal, which conveys irrigation water from the Milk River Ridge Reservoir, south of the Town of Raymond, about 74 kilometres. The project is expected to be completed this spring.

    “We were thankful for the increase in Irrigation Rehabilitation Program funding to $19 million announced in the 2024 budget.  It is allowing us to replace the chute at Chin Reservoir. This is a critical component of the infrastructure in the St. Mary irrigation project. Chin reservoir supports up to 400,000 acres of agriculture irrigation and water for many communities downstream of Chin.”

    • Raymond Irrigation District – New Dayton CPR Crossing – replacing two open channel canals totalling 11.5 kilometres with buried pipeline at an estimated cost of $1,905,000.
    • Raymond Irrigation District – Aerial Photos – to assist with future and ongoing planning at an estimated cost of $5,000.
    • Raymond Irrigation District – 9 Mile Phase 4 – replacing two open channel canals totalling 11.5 kilometres with buried pipeline at an estimated cost of $1,905,000.
    • St. Mary River Irrigation District & Raymond Irrigation District – Chin Chute Rehabilitation – replace aging spillway structure and increase flowrate capacity at an estimated cost of $27,097,432.

    EVERETT, Mass. — U.S. Immigration and Customs Enforcement apprehended an illegally present Brazilian fugitive wanted for armed robbery in his home country when officers arrested the 38-year-old alien in Everett Jan. 22.

    “This Brazilian fugitive is facing significant charges in his home country, so he attempted to flee justice by coming here,” said ICE Enforcement and Removal Operations Boston acting Field Office Director Patricia H. Hyde. “Every day he was hiding out in Massachusetts, he posed a significant threat to our residents. ICE Boston will not allow New England to become a safe haven for the world’s criminal elements. We will continue to prioritize public safety by arresting and removing egregious alien threats.”

    U.S. Border Patrol apprehended the Brazilian alien Oct. 15, 2020, after he illegally entered the United States. The Border Patrol issued him a notice to appear before a Department of Justice immigration judge. The Brazilian alien was returned to Mexico Oct. 16, 2020.

    The Border Patrol arrested the Brazilian national after he illegally entered the U.S. a second time April 2, 2021. An immigration judge ordered the alien released on bond Sept. 27, 2021.

    Authorities in Brazil, issued an arrest warrant for the Brazilian fugitive May 20, 2024, for armed robbery, an offense carrying a possible 16-year prison penalty.

    The Brazilian fugitive remains in ICE custody following his arrest.

    On the 7th February 2025 at approximately 9:50PM, Smithton Police were tasked with a report of a vessel in danger.It was reported that there was an aluminium dinghy approximately 10 feet in length which had found itself in difficulty approximately 2-3 kilometres North of the Western Inlet near Stanley. The vessel had departed from Anthony Beach in the Circular Head area.The vessel and two males aboard found themselves in difficulty after escalating winds found the vessel and occupants unable to power its way back to shore.A local fishing vessel deployed from Stanley and went to the aid of the vessel and its two occupants. A swift recovery and rescue of the vessel was undertaken with both males returned safely to the Stanley Wharf. Neither of the males required any medical intervention.This comes as a timely reminder for any members of the public who undertake boating activities to check that the vessel and occupants have all the required safety equipment for safe boating.For further information regarding safe boating visit the Marine and Safety Tasmania website at mast.tas.gov.au for current minimum safety requirements for boaters.

    The North Carolina Museum of History is seeking actors for It’s Revolutionary!, an original video series commemorating the 250th anniversary of the American Revolution. This dynamic 20-part series will blend documentary storytelling with engaging narrative elements, bringing North Carolina’s revolutionary past to life for students, educators, and the public.

    It’s Revolutionary! is a multiyear educational initiative of the museum’s K-12 Outreach Branch, Beyond the Exhibits. This effort explores North Carolina’s role in the American Revolution through engaging programs, materials, and resources based on primary and secondary sources. It’s Revolutionary! also includes upcoming Educator Notebooks, online teacher workshops, History-In-a-Box kits and more. “This project brings history to life in a way that is both engaging and educational,” said Sally Causey Bloom, curator of education at the North Carolina Museum of History. “By combining documentary and narrative storytelling, we hope to spark curiosity and a deeper understanding of this pivotal chapter in our nation’s history. We want everyone to know that they make history, too!”

    Historic Halifax State Historic Site will mark the 200th anniversary of the Marquis de Lafayette’s historic visit to the town with special programming on Thursday, Feb. 27.

    Beginning at 1 p.m., visitors are invited to tour Historic Halifax’s historic buildings and interact with costumed interpreters engaged in living history demonstrations. At 5 p.m., cannon fire and ringing bells will announce Lafayette’s arrival by horse-drawn carriage. The actor portraying Lafayette will be welcomed at the Eagle Tavern to greet everyone assembled. Then, he’ll proceed to a festive dinner at The Hen and The Hog Restaurant.

    The dinner program will reenact the hospitality of the citizens of Halifax, who celebrated their distinguished guest with 13 toasts in 1825. The dinner, hosted by Royal White Hart Lodge #2 and the American Friends of the Marquis de Lafayette, is sold out.

    Nearly 50 years after the signing of the Declaration of Independence, President James Monroe invited the Marquis de Lafayette to tour the United States. Lafayette, the French hero of the American Revolution, stopped in Halifax on Feb. 27, 1825. He stayed at the Eagle Tavern and spoke about liberty and freedom. At the time, Lafayette was the last surviving major general of the Revolutionary War.

Who would have known that the sport of surfing has been taking place in North Carolina for more than 100 years? Join Benjamin Wunderly, education curator at the North Carolina Maritime Museum in Beaufort, for a look at North Carolina surfing as we cover the state’s role in the sport’s history and learn about some of the people and places involved. From records dating back to the early 20th century to becoming one of the top surfing destinations on the East Coast, we will try to leave no board un-waxed!

    Pilot Mountain State Park’s Bean Shoals Access, located along the north side of the Yadkin River, has reopened following a construction project in 2024, the North Carolina Division of Parks and Recreation announced.

    The project included building three arched culverts over Horne Creek, a scenic overlook pavilion and parking area, and a stream restoration.

    “This project was crucial to address longstanding issues at Bean Shoals Access,” said State Parks Director Brian Strong. “Creating a safe access to the outdoor recreation on the river that also mitigates negative environmental impacts helps the division accomplish its mission of balancing conservation and recreation. We hope these improvements also result in a better overall visitor experience to the river section of Pilot Mountain State Park.”

    Prior to the construction project, which began in February 2024, visitors to Bean Shoals Access by vehicle needed to cross Horne Creek three times, presenting safety challenges for low-clearance vehicles. Periods of heavy rain made it dangerous for any vehicles to cross, blocking access to the north side of the river section entirely.

    In addition, decades of vehicles fording through creek waters have negatively impacted the water quality of Horne Creek and the Yadkin River. The culverts now help prevent contaminants from flowing into the creek and help reduce sediment in the streams. The construction project also included 1,500 feet of stream restoration that addressed erosion and wear and tear from vehicular crossings.

    Surry County funded the project through a $3.6 million grant from the state of North Carolina. The county worked with Resource Institute — a nonprofit organization that works to restore streams, rivers, and wetlands — on the stream restoration project. The Winston-Salem-based institute’s mission is to enhance water quality, protect habitats, and support local economies.

    “The Bean Shoals Access of Pilot Mountain State Park’s Yadkin River Section is a true gem in Surry County, and we are thankful and excited that the access has been revitalized for our residents and tourists to enjoy,” said Van Tucker, Surry County Commissioner. “The new bridges and improved overlook have dusted off and polished an important piece of our history, and we hope that new generations will frequent the access to appreciate one of the most unique and beautiful properties in Surry County and North Carolina.”

    Bean Shoals Access provides access to three hiking trails. One of the hiking trails takes visitors to the remnants of the Bean Shoals Canal project, an 1820s endeavor to build a canal around the shallow and rocky shoals on the river that was never finished.

    The Yadkin River State Trail includes this segment of the river, though paddlers must utilize the Shoals Fishing Area and Paddling Access, located on the south bank of the river, to launch their watercraft.

    Nominations are being accepted for the 2025 North Carolina Award, the highest civilian honor bestowed by the state, now through April 1.

    Created by the General Assembly in 1961 and administered by the North Carolina Department of Natural and Cultural Resources, the award recognizes “notable accomplishments by North Carolina citizens” in the fields of literature, science, fine arts and public service.

    Anyone may submit award nominations. A simplified nomination form is available online. After reviewing the initial nominations, the North Carolina Awards Committee will request additional information from nominators as needed. The committee will make its final selections this summer.

    The 2025 North Carolina Award recipients will be honored at an event later this year. Past award recipients have included some of the country’s most distinguished artists, poets, writers, performers, journalists, scientists and public servants.

    Previous awardees include Maya Angelou, Doc Watson, William Friday, Gertrude Elion, Branford Marsalis, and other noteworthy North Carolinians.   • MIL-OSI Security: FBI Announces Nationwide Crackdown on South American Theft Groups

    Through the coordinated efforts of the FBI Cincinnati, Newark and New York field offices, the FBI arrested Dimitriy “Russo” Nezhinskiy, owner and manager of Big Apple General Buyers, and Juan Villar, an employee, in Manhattan’s Diamond District. They are accused in the Eastern District of New York of running the largest east coast “fence”, which is a hub to resell stolen goods. Additionally, a federal grand jury in Cincinnati indicted three defendants believed to be operating as part of the organized group and charged them with transporting stolen goods interstate and falsifying records in a federal investigation. The three men allegedly committed a burglary at the home of an NFL player last year.

    In addition to high-end residential burglaries, SATGs are known to target traveling jewelry salesmen as they transport their inventory from location to location. They usually use facilitators, known as “fences,” to liquidate stolen merchandise. A fence is an individual or business who knowingly purchases stolen property and then resells it to others. In some scenarios, they send the stolen goods to Chile or Colombia. This week, a Chilean man, believed to be part of the South American Theft Group, was also charged for his involvement in a conspiracy to break into a jewelry store in New Jersey and then cross state lines with the stolen property.

    Crimes committed by South American Theft Groups can victimize anyone, not just professional athletes. The FBI has an initiative targeting SATGs, which involves individuals from Chile and other South American countries exploiting illegal entry or tourist visas to travel in and out of the U.S. to facilitate theft and transportation of stolen goods internationally. This initiative dedicates resources through various active investigations and major theft task forces, which include our state and local partners, throughout the country and shares intelligence with law enforcement partners around the world.

    After extensive research and stakeholder engagement, GAD’s team of climate risk experts set out recommendations on the:

    • climate change emissions pathways or temperature scenarios
    • time frames
    • climate hazards

    GAD undertook a review of existing policy, guidance, and stakeholder practice on the use of future climate scenarios and hazard data.

    As a result, we spoke to a broad range of stakeholders across Scotland including:

    • Scottish Environmental and Protection Agency (SEPA)
    • Scottish Water
    • Scottish Government
    • Transport Scotland
    • NatureScot

    Consistent approach

    We developed options for setting national-level guidance to support the consideration of future climate change and help drive a consistent approach to adaptation planning across the public sector in Scotland.

    Among GAD’s main recommendations are that:

    • the scenario analysis should cover both chronic and acute physical climate hazards
    • organisations should consider at least 2 degrees Celsius and 4 degrees Celsius temperature scenarios
    • scenario analysis should be updated every 3 to 5 years

    Knowledge exchange

    ClimateXChange project manager, Kay White, said: “ClimateXChange facilitates knowledge exchange between researchers and the Scottish Government, and this report has addressed a knowledge gap in the importance of scenario analysis in assessing and understanding uncertainty in future climate risk.

    “We hope that the findings from this report further guide the development of a practical scenario analysis tool for the Scottish public sector and enable a more robust understanding of climate change for future decision making.”

  • MIL-OSI United Kingdom: Wellness supplements are no silver bullet for cancer

    Health supplements have become increasingly popular in recent years, with many people turning to them in hopes of improving overall health and reducing risk of diseases like cancer. The allure of these products is understandable – who doesn’t want a simple pill or powder to ward off serious illness?

    As a consultant oncologist and cancer researcher, I’ve researched the effects of health supplements on cancer risk, prevention and treatment. And the relationship between supplements and cancer risk is often misunderstood and far more complex than many people realise.

    Dietary supplements come in a wide variety of forms, including vitamins, minerals, herbs and other substances – and it’s a multi-billion pound industry. Often fuelled by marketing claims and anecdotal evidence from friends, family members and celebrity wellness gurus who swear by certain supplements, many people take them with the belief that they can fill nutritional gaps in their diet or provide additional health benefits.

    Potential harm

    However, when it comes to cancer prevention and treatment, the scientific evidence supporting the use of supplements is mixed and often inconclusive.

    The world of supplement research is vast and complex, with studies often producing conflicting results. Some smaller studies have suggested potential benefits of certain supplements in cancer prevention but large scale, randomised clinical trials – considered the gold standard in medical research – have often failed to show significant benefits of supplement use in cancer prevention. In fact, some studies have even shown potential harm from certain supplements.

    For example, the Selenium and Vitamin E Cancer Prevention Trial tested whether these supplements could reduce the risk of prostate cancer. Contrary to expectations, the study found that vitamin E supplementation could increase the risk of prostate cancer, especially in healthy, young men.

    Similarly, studies on beta carotene supplements showed an increased risk of lung cancer in smokers. These findings highlight the importance of approaching supplement use with caution – more is not always better when it comes to nutrients.

    Healthy scepticism

    Celebrities and social media influencers often recommend health supplements and make baseless claims about their potential to reduce cancer risk.

    For example, thanks to wellness influencers and Mel Gibson – who’s now as famous for his controversial outburts as he is for his acting – the synthetic dye methylene blue has attracted attention on social media for it’s use as a cancer-fighting supplement. While methylene blue does have legitimate medical uses – and has shown some promise in certain areas of cancer research – it’s crucial to approach these claims with a healthy degree of scepticism.

    In cancer research, methylene blue has shown potential as a “photosensitiser” in treatments using laser light – meaning it makes certain cancer cells more vulnerable to treatment. However, it’s important to stress that these are specific medical applications under controlled conditions, not a general cancer prevention strategy that can be applied broadly through supplement use.

    Claims about methylene blue as a cancer-preventing supplement are not supported by robust scientific evidence. In fact, long-term toxicity studies on methylene blue have shown mixed results, with some animal studies suggesting potential risks at high doses.

    This underscores the importance of not misinterpreting preliminary research or specific medical applications as justification for casual supplement use.

    When considering the role of supplements in cancer prevention, it’s essential to adopt a holistic view of health and wellbeing. This approach considers the whole person – body, mind and spirit – rather than focusing on individual components or symptoms.

    One of the most important elements of this approach is nutrition. Rather than relying on supplements, people should aim to meet their nutritional needs through a varied, balanced diet rich in fruits, vegetables, whole grains and lean proteins.

    This approach not only provides essential nutrients but also offers the benefits of fibre, phytochemicals and other compounds found in whole foods that may work together to promote health.

    Regular physical activity is another crucial component of a holistic approach to cancer prevention. Numerous, large, well-conducted studies have consistently linked regular exercise to lower cancer risk, as well as improved overall health and wellbeing.

    Exercise helps maintain a healthy weight, reduces inflammation and may have direct effects on cancer cell growth and proliferation. Practices such as mindfulness, meditation, yoga, or deep breathing exercises can help manage stress and promote overall wellbeing.

    Personal choice – based on robust evidence

    While the evidence for many supplements in cancer prevention is limited, it’s crucial to respect personal choice in health decisions. However, it’s also important that these decisions are based on accurate information and in consultation with healthcare professionals. Good, medically sound evidence and advice is available.

    Medical professionals can help evaluate the potential benefits and risks of supplement use, taking into account factors such as existing health conditions, medications and overall nutritional status.

    It’s also important to be wary of products claiming to be “miracle cures” for cancer or other serious diseases. These claims are often unfounded and can lead vulnerable people to delay seeking proper medical treatment. Instead, focus on evidence-based strategies for cancer prevention and overall health.

    The most effective approach to reducing cancer risk remains a holistic one, focusing on a balanced diet, regular physical activity, stress management and other lifestyle factors including avoiding tobacco and too much alcohol. While supplements may have a role in specific situations, they should not be seen as a substitute for a healthy lifestyle.

    In conclusion, while the idea of taking supplements to reduce cancer risk is appealing, the reality is more complex. Current scientific evidence does not support the use of most supplements for cancer prevention, and in some cases, certain high-dose supplementation may even increase risk.

    However, this doesn’t mean all supplements are harmful or useless. For individuals with specific nutritional deficiencies or health conditions, supplements can play an important role when used under the right supervision.
