    Haunting happenings at the Alley Theatre this Halloween

    Join the Ghostly Gathering at the Alley Theatre this Halloween with a range of spooky shows, marvellous magic and weirdly wonderful workshops,

    Barking Dog Theatre Company presents two shows on Monday 28th October. First up is The Whittaker’s Ghost at 2pm. Enjoy this spine-tingling ghost story, based on a supposedly real-life tale in Montreal in Canada, that’s perfect for ghouls and ghosts aged five to 10-year-olds. Don’t worry about the story being scary, Barking Dog’s two talented actors (with the help of some puppets and children from the audience) present this exciting tale, specially adapted for children.
    With original music and audience participation as well as use of puppetry and mime, this is an ideal Halloween adventure.

    Perfect for little witches and wizards aged under-six ‘Teddy is in Spooky Wood’ will take place at 3.30pm. This is the story of Sammy Ragdoll and her best friend Eddy The Teddy as they take a walk through the woods. Sammy warns Eddy to stick to the path, but Eddy is easily distracted and has a tendency to wander off. Soon he is lost and letting his imagination run away with him. Don’t worry, the only one likely to be scared during this performance is Eddy the Teddy. The production uses many elements of theatre -mime, puppetry and songs for children to join in with. It’s a perfect introduction to live entertainment for children who’ve never been to a show before, and a welcome return for Eddy the Teddy’s young fans.  Tickets are £4 or Family Ticket £13 per show

    The Alley will be the web of entertainment on Halloween Day – Thursday 31st October from 12noon-5pm. Spend some time encouraging your little ones to learn about the world with the use of imaginative and interactive play at the ‘Roarsome Interactive Role Play Village’. Take this opportunity to step into a world where learning meets imagination! Watch as your little ones dive into a realm of make-believe, and explore the world around them in the most magical way possible, and let the adventures begin this Halloween. Various sessions available from 12noon – 4pm. Cost £2, suitable from walking age to five-year-olds.

    Everyone’s favourite magician Parky will also be entertaining all the ghouls, goblins, witches and wizards who visit the Alley for Halloween. His range of magical tricks will leave them spellbound with two shows at 1pm and 3.15pm. Word of warning – Be prepared for spooktacular laughter and giggles. Parky will perform at 1pm and 3.15pm. Admission is free, but must be pre-booked.

  • MIL-OSI United Kingdom: Council works with regulator to further housing standards

    On 1 April 2024, the Social Housing (Regulations) Act 2023 came into force.

    Its new regulatory standards require tenant safety and engagement, decent homes and transparency, and landlords are required to inform the regulator of any non-compliance. The standards also require more frequent surveys of homes and consideration of tenants’ diverse needs and any vulnerabilities.

    Housing associations have been regulated by the Regulator of Social Housing for some time. Now, the 100 or so local authorities in England which own and manage council homes are being regulated on new consumer standards. About half of these councils have already self-referred to the Regulator – 13 since the new regulations came in – and now City of York Council has referred itself as it continues work to improve its homes and landlord services.

    While the Council complies with many of these standards, it knows that more work needs to be done to meet all areas. It has contacted the regulator and is discussing its improvement plans to ensure that services for tenants continue to improve.

    Cllr Michael Pavlovic, Executive Member for Housing at City of York Council, said:

    This new legislation provides a welcome framework for our improvement. We have developed an action plan to continue our intention to provide the best landlord services and quality of housing. Safety is our priority and any tenants with any concerns about their homes should contact us directly.

    “We’ve written to all our tenants about this self-referral, the changes it brings and new opportunities for them to take part in our journey of improvement. We have also published our latest annual report setting out our current performance and updating tenants on the work we are doing to improve our services.

    “Through this self-referral, we’re fully briefing the Regulator on areas needing improvement and our planned activities and timescales to deliver them.”

  • MIL-OSI United Kingdom: Local Democracy Week welcomes new ABC Youth Voice

    Deputy Lord Mayor of Armagh City, Banbridge and Craigavon, Councillor Kyle Savage welcomed young people and leaders from the newly established ABC Youth Voice to the Council Chamber on Tuesday (15 October) to participate in Local Democracy Week.

    Council’s Community Development and Community Planning Departments are working in partnership with the Education Authority’s Youth Service to support the group of young people, aged 16 to 19 years old, in the ‘Youth Voice’ project.

    The theme for Tuesday’s event was “Local communities putting democratic resilience at the forefront” and members of ABC Youth Voice had the opportunity to learn how Council operates as well as ask questions to a number of our elected representatives.

    Deputy Lord Mayor, Councillor Kyle Savage commented:

    “I think I speak for my colleagues when I say that events such as this one are invaluable as we as local representatives get to hear first-hand from our future voters what it is that they want to see from their councillors in their local communities.”

    The ABC Youth Voice event took place as part of Local Democracy Week which is an annual initiative designed to foster the knowledge of local democracy and promote the idea of democratic participation at a local level.

    Portsmouth City Council’s annual Inclusion Conference was held on 17 October and was attended by 38 Portsmouth schools, from nursery to secondary schools.

    The 11th annual conference, which was fully booked, celebrated and promoted inclusive practice in the city and aimed to develop practitioners’ knowledge and skills to help understand and meet schoolchildren’s needs.

    The event included eight workshops, on various subjects including neurodiversity, and attendance and wellbeing, as well as information from organisations including Solent NHS, Portsmouth Parent Voice, Parent Carer Board, Oarsome Change, Simon Says and Early Help.

    Councillor Suzy Horton, Cabinet Member for Children, Families and Education, said: “As a former schoolteacher, I’m proud that we hold these events to continue to develop our teachers and practitioners in all areas of inclusion, and put children at the heart of everything that we do.”

    Rachel Osborne, Head of Primary at Mayfield School, said: “Because of changes that we’ve seen in recent times in education, we have to rethink and refine our focus to support our pupils with different needs.   • MIL-OSI United Kingdom: Modern slavery victims to be supported in fresh measures

    Victims of modern slavery will be better supported in fresh measures unveiled by the government.

    For the first time, the government has pledged to eradicate the backlog of decisions on modern slavery cases within 2 years, giving thousands of women, men and children who may have suffered traumatic sexual, physical and economic abuse the clarity needed to assist with their recovery.  

    Currently, many victims face long delays in having their status as a victim of modern slavery confirmed through the national referral mechanism, via a conclusive grounds decision. This can lead to prolonged uncertainty and mental health suffering.    

    Through hiring 200 additional Home Office staff to process cases, thousands of vulnerable people will receive faster decisions on their cases so that they can move forward with their lives, whilst making the process more efficient.   

    These new employees are already being recruited and will be in their posts in early 2025.  

    The Safeguarding Minister pledged the new reforms to a room of charity and law enforcement delegates on Thursday (17 October) to mark national Anti-Slavery Week, before traveling to meet survivors of modern slavery at Salvation Army premises.  

    During the event, Jess Phillips set out that tackling modern slavery is one of her top priorities. She pledged to drive up prosecution numbers for perpetrators of this vile crime and reform the modern slavery system. 

     Minister for Safeguarding, Jess Phillips said:   

    For too long, modern slavery survivors and the harrowing experiences they have lived through have not been given the attention and support they deserve.    

    This is going to change. The actions I have announced today are a first step towards putting survivors first, eradicating the backlog of modern slavery cases to give victims the clarity and peace of mind they need to move on with their lives.

    Supporting victims of modern slavery is one of my top priorities and there is much more to do. But be in no doubt, this government will use every lever at its disposal to support them while we pursue those who callously profit from their trauma and misery.

    Major Kathy Betteridge, Director for Anti-Trafficking and Modern Slavery, The Salvation Army, said: 

    We welcome today’s announcement as a positive step towards prioritising the needs of survivors of modern slavery. Far too often, we see individuals in our support services whose recovery is delayed because they feel trapped in limbo, unable to move forward with their lives while awaiting decisions on their cases.

    More than 1,400 homes better-protected from flooding as Kent facility will hold 25 per cent more water than now, enough to fill 600 Olympic swimming pools

    Three new gates at the Leigh flood storage area will add 200 homes and businesses to the 1,200 already better-protected from flooding

    The Leigh flood storage area (FSA) currently reduces the risk of flooding from the River Medway to 1,200 homes and businesses in Tonbridge and Hildenborough in Kent. It works by holding peak floodwater in the storage area to minimise flows downstream.

    Coinciding with the Environment Agency’s Flood Action Week, a milestone has been reached this month with the installation of a new gate to control the flow of water.

    Lifted into place by a 300-tonne crane, this is the first of three new gates that will be installed during construction.

    The new gates were delivered in pieces and welded together on site. Each gate weighs around 12.5 tonnes – the equivalent to the weight of a single-decker bus!

    By replacing the gates and raising sections of the embankment, the FSA will be able to store approximately 25 per cent more water than it does now; in total, more than 7 million cubic metres of floodwater that will help to better-protect more than 200 additional homes from flooding.

    Scheme progress

    It is expected that the scheme will be completed by the end of 2025.

    This is a complex programme and timings could change depending on external factors, such as the weather. Regular scheme updates will be provided to residents and stakeholders via newsletters and on GOV.UK.

    Sally Harvey, the Environment Agency’s area director for Kent, South London and East Sussex, said:

    The installation of the new gate is a huge achievement and a great step forward in the project to reduce the flood-risk to more than 1,400 homes in Tonbridge and Hildenborough.

    People can be assured that the flood storage area will remain operational throughout the project continuing to protect people, homes and businesses.

    Some estimates say that the average cost of flood damage in a commercial setting is around £80,000, and that a small business can lose up to 50 working days following a flood event, which clearly leads to a loss of custom and sales. This new investment will, therefore, bring peace of mind to businesses in the area, and increase confidence to invest in our locality.

    Working in partnership

    The Environment Agency is working with Kent County Council, Tonbridge and Malling Borough Council and the Kent and Medway Economic Partnership (previously part of the South East Local Enterprise Partnership) to reduce flood risk to over 1,400 homes and businesses in Tonbridge, Hildenborough and downstream communities.

    Funding is through the government’s Flood Defence Grant in Aid (FDGiA), with contributions from Tonbridge and Malling Borough Council, Kent County Council and the South East Local Enterprise Partnership, now the Kent and Medway Economic Partnership.

    This week, 14-20 October, is also the Environment Agency’s Flood Action Week, which aims to help people and businesses prepare for flooding.

    Will the Leigh flood storage area still be operational during construction?

    Yes, the work are planned so that most of the work on the flood storage area will be during summer periods when there is a lower risk of flooding. There are robust contingency plans in place to use the flood storage area whenever needed.

    GLACIER – The final 2.7 miles of State Route 542/Mount Baker Highway, also known as the Road to Artist Point, closed for winter at 8 a.m. Wednesday, Oct. 16.

    The highway remains open to the closure point at milepost 54. Winter recreationalists are encouraged to monitor conditions throughout the season.

    Earlier this month, Washington State Department of Transportation maintenance crews worked to prepare the highway for winter by repairing guardrail, clearing ditches and removing hazardous trees.

    The scenic highway usually closes for the season between Oct. 15 and Nov. 1. During the closure, services at Artist Point, such as restrooms and garbage disposals, will be limited.

    Each year, crews remove snow and ice from the highway up to the Heather Meadows area throughout the winter. Crews close the last 2.7 miles, which has narrow, sharp curves and steep slopes for the safety of vehicle travelers. People who recreate throughout the year should visit the Glacier Public Service Center to get required permits and check weather conditions ahead of their outdoor adventures.

    Ahead of the 25 October expiry of the statute of limitations in a case in which 85 people died during and after protests in the Tak Bai district of Narathiwat province, Thailand in October 2004, Amnesty International’s Thailand Researcher Chanatip Tatiyakaroonwong said:

    “The Thai authorities must take urgent action – before it is too late – to ensure long-delayed justice for the victims of human rights violations committed by state officials violently suppressing a protest in Tak Bai two decades ago.

    “A landmark court decision to accept the lawsuit initiated by the victims and their families in August was a beacon of hope amid entrenched impunity for violations against protesters in Thailand. But days ahead of the expiry of the statute of limitations for these crimes, the legal case raised by victims is in jeopardy.

    “Defendants in this lawsuit, who are all former or current high-ranking officials – including individuals allegedly in Japan and the United Kingdom – have failed to present themselves at court. Unless at least one of them does so before 25 October 2024, this lawsuit will be dismissed.

    “The Thai authorities must take all necessary steps to ensure there is no impunity for those suspected of criminal responsibility for grave human rights violations in this case. This includes by enforcing arrest warrants against suspects and presenting them in court before 25 October 2024 to enable the victims and their families to have the opportunity to

    pursue criminal accountability in this case.”

    The Iranian authorities must stop the imminent scheduled execution of Mohammad Reza Azizi, a 21-year-old man who was a 17-year-old child at the time of his alleged offence. 

    Amnesty International has learned that the Iranian authorities plan to carry out his execution on Monday (21 October) in the city of Shiraz in Fars province. 

    His death sentence and planned execution contravene international law which strictly prohibits the imposition of the death penalty against people who were under 18 at the time of the alleged crime. 

    Mohammad Reza Azizi was arrested in September 2020 when he was 17 years old and was subsequently convicted of murder and sentenced to death by Branch 1 of Criminal Court One of Fars province on 15 August 2021. 

    According to legal documents reviewed by Amnesty, he was interrogated without a lawyer being present after his arrest and the court subsequently relied on supposed “confessions” to issue its verdict sentencing Mohammad Reza Azizi to death. The Iranian supreme court upheld his conviction and death sentence in November 2021, and a request for judicial review was rejected in July 2023.

    According to legal documents reviewed by Amnesty, the Legal Medicine Organisation of Iran – a state forensic institute under the judiciary’s supervision – concluded that Mohammad Reza Azizi had attained “mental growth and maturity” at the time of the crime. The organisation didn’t provide an explanation of how it had reached this conclusion beyond noting he was able to name his first and last name.

    Amnesty has repeatedly urged the Iranian authorities – including judges and doctors from the Legal Medicine Organisation of Iran – to halt these “maturity assessment” processes as they fundamentally violate children’s human rights and risk subjecting them to the death penalty. Instead, the authorities should adopt a position that treats all of those aged under 18 as less mature and culpable than adults, in accordance with international juvenile justice principles.

    Mohammad Reza Azizi is currently held in Adel Abad prison in Shiraz in Fars province. According to information received by Amnesty, the Iranian authorities have previously scheduled his execution at least once previously this year.

    As a state party to the Convention on the Rights of the Child and the International Covenant on Civil and Political Rights, Iran is legally obliged to treat anyone under the age of 18 as a child and ensure they are never subjected to the death penalty or life imprisonment without the possibility of release.

    Sara Hashash, Amnesty International’s Middle East and North Africa Deputy Director, said:  

    “The planned execution of Mohammed Reza Azizi puts on full display the Iranian authorities’ cruelty. Their repeated flagrant disregard for the right to life is an abhorrent assault on children’s rights. 

    “Using the death penalty against someone who was a child at the time of the crime is prohibited under international human rights and customary law, and violates Iran’s international obligations.

    “Mohammed Reza Azizi’s rights to a fair trial were violated, including by being interrogated without a lawyer and the court relying on his coerced ‘confessions’ as evidence to convict and sentence him to death. 

    “The Iranian authorities must immediately halt Mohammad Reza Azizi’s execution, quash his conviction and sentence, and grant him a fair retrial.

    “The international community, including UN bodies and the EU and its member states, must urgently intervene to save this young man’s life.”

    The Innovative Inertia Project aims to reconfigure an existing fossil-fueled peaking unit and enable the deployment of a battery energy storage system (“BESS”) to provide synchronous condensing (“green sync”) and other essential grid services. Elevate is focused on repurposing existing energy infrastructure as traditional thermal resources retire (i.e., brownfields) and intermittent and renewable resources increasingly become the predominant resources on the grid.

    Innovative Inertia Project Anticipated Outcomes and Benefits:

    Resilience and Reliability for Grid Stability and Restoration: The project will provide about 23 MVA (mega volt-amperes) of reactive power for grid stabilization and up to 20 MW/80 MWh of energy resilience infrastructure available from a BESS capable of black-start grid restoration operations.

    Scalability Potential: With over 1,000 combustion turbine sites across the U.S., the project has the potential to be scaled nationwide. By proving the efficacy of BESS-enabled synchronous condensing and other battery-enabled grid services, the project could serve as a model for similar brownfield repurposing efforts and support increasing grid reliance and reliability needs expected as traditional thermal generation facilities retire.

    Community Benefits: Through a $2.7 million community investment program, the project will prioritize Disadvantaged Communities, including a distressed municipality near the generating station. The project will support the retraining of at least 20 power plant employees. In addition, the project commits to contracting businesses that are majority-owned or controlled by underrepresented persons or groups of underrepresented persons in New England and is committed to hiring workers from vulnerable or underrepresented communities for construction. Some or all of this project is anticipated to be executed in collaboration with the International Brotherhood of Electrical Workers (IBEW) and other existing unions.

    Established by the Bipartisan Infrastructure Law, the Grid Resilience and Innovation Partnerships (GRIP) Program is a $10.5 billion investment to enhance grid flexibility, improve the resilience of the power system against extreme weather, and ensure American communities have access to affordable, reliable, electricity when and where they need it.     As Makin Island’s commanding officer, her exemplary leadership spearheaded the successful completion of numerous training and certification events, enabling the deployment of a combat-ready ship following a 100-day Continuous Maintenance Availability and a truncated training cycle. Throughout her tour, she demonstrated a unique talent for innovation and interoperability in advanced warfighting concepts, successfully integrating with the thirteenth Marine Expeditionary Unit during workups and a highly productive seven-month deployment to the Indo-Pacific Region. She masterfully employed her forces, executing 11 individual exercises and operations involving 22 partner nations, and oversaw the first-ever deployment of a full squadron of 10 F-35B Lightning II fifth-generation fighter jets aboard an Amphibious Assault Ship. With commitment to excellence, she guided Makin Island to earn the 2023 Battle Effectiveness Award, achieving a 100 percent first-pass qualification rate in every mission area and executing 3,000 individual training events.

    Arana, a 1997 graduate of the University of Florida, was commissioned in 1999 through the Officer Candidate School program. He h also served as the Assistant Air Officer (MINIBOSS) aboard USS KEARSARGE (LHD 3), Operations and Maintenance Officer for the Tridents of HSC-9. Post Department Head, CAPT Arana served on the Joint Staff, Pentagon in the National Military Command Center as Operations Officer, National Joint Operations and Intelligence Center. He also served at the as Assistant Deputy Director for Operations, J-3, and as a Global Strike Advisor to the Chairman of the Joint Chiefs of Staff, Secretary of Defense, and the President of the United States. CAPT Arana went on to serve at the 59th commanding officer of the World-Famous Golden Falcons, forward deployed in Atsugi Japan. His most recent tour was as Helicopter Assignments Officer and Deputy Director of the Aviation Distribution Office at the Bureau of Navy Personnel (PERS 43).

    “MSC Far East makes sure every U.S. military ship in the Indo-Pacific region is able to get fuel, ammo, and supplies; this can include services to our allies and partners,” said U.S. Navy Senior Chief Boatswain’s Mate Andrew Werner, MSC Far East, out of Singapore. “Without a Combat Logistics Force (CFL) or refueling ships, our fleet of ships, and those of some allies, such as the Philippines, would not be able to refuel at sea.”

    Sama Sama 2024, which was held Oct. 7-18, was hosted by the Armed Forces of the Philippines and the U.S. Navy, and featured participation from allies and partners throughout the Indo-Pacific region, including personnel and assets from Australia, Canada, France and Japan.

    MSC Far East provided subject-matter-expert instruction for the refueling-at-sea familiarization training, along with members attached to Commander, Destroyer Squadron (DESRON) 7, out of Singapore.

    “The purpose of the training was to get the PN familiar with underway replenishment gear on a ship, how to set it up, and how to conduct a safe underway-replenishment,” said Werner. “MSC Far East has Boatswain’s mates that are subject-matter-experts and can train the Philippine Sailors. We do the similar training with other allies and partners.”

    Underway replenishments of allied partners present a unique opportunity to strengthen partnerships and exercise compatibility of logistics systems.

    “The training went over the fundamentals of refueling and replenishing at sea,” said U.S. Navy Chief Boatswain’s Mate Francisco Fuentes, DESRON 7. “We also conducted hands-on training and observed their on-station procedures for refueling-at-sea, and looked at their replenishment-at-sea stations forward of the ship.

    “It was important for us to do hands-on training because it helped them understand our safety procedures, maintenance requirements, and types of equipment we use and our station procedures. This helps with our interoperability.”

    According to Werner, he hopes that the training was beneficial to the PN, and they can mutually build upon interoperability.

    “Every Navy does evolutions a little different and we were able to show them how on our U.S. Navy conducts a safe refueling—just about every week—when underway on deployment,” added Werner. “They were excited and motivated to learn and I look forward to working with them again in the future.”

    Sama Sama 2024 is a multilateral engagement that includes a sea and shore phase that will incorporate medical, engineering, logistics and symposiums, while diving and explosive ordnance disposal teams, naval vessels and maritime surveillance aircraft conduct exercises focused on anti-submarine, surface and air warfare, and maritime domain awareness.

    MSC Far East supports the U.S. 7th Fleet and ensures approximately 50 ships in the Indo-Pacific Region are manned, trained, and equipped to deliver essential supplies, fuel, cargo, and equipment to warfighters, both at sea and on shore.

    U.S. 7th Fleet is the U.S. Navy’s largest forward-deployed numbered fleet and routinely interacts and operates with allies and partners in preserving a free and open Indo-Pacific region.

    Congresswoman Miller met with Meeks Mountain Trails board members to tour the trails, discuss how the trail system project has been impacting the state’s economy, and discuss AEP’s plans to cut through the trails to install power lines.   
     
    “The Meeks Mountain Trails system has done a wonderful job at providing economic growth and promoting healthy lifestyles by building and sustaining more than 30 miles of trails for the Hurricane community. Volunteers, sustainers, and donors continue to help make this project possible and I was glad to observe some of the trails for a first-hand experienceI know there are concerns with AEP’s plans to install power lines which would disrupt the trails, but my staff and I are in communication with the electric energy company and committed to finding the best solution possible for the community,” said Congresswoman Miller.

  • MIL-OSI Security: Evansville Felon Sentenced to Seven Years in Federal Prison for 3D Printing Ghost Gun and Dozens of “Glock Switches”

    EVANSVILLE- Marquel D. Payne, 39, of Evansville, has been sentenced to seven years in federal prison, followed by three years of supervised release, after pleading guilty to possession of a firearm as a convicted felon and possession of a machinegun.

    According to court documents, on January 31, 2024, Evansville Police Department officers observed Payne in possession of a 3D printer while conducting surveillance near his residence. Investigators had received information that Payne was manufacturing machine gun parts using a 3D printer before the surveillance began.

    Investigators obtained search warrants for Payne’s residence and other locations he controlled. During the searches, investigators found approximately 60 plastic machine gun conversion devices, a 9mm personally made handgun, also known as a “ghost gun” due to its lack of any traceable serial numbering, an AR-15 rifle, a 3D printer, plastic printing filament, a 3D printed firearm silencer, and 9mm caliber ammunition.

    Machinegun conversion devices sometimes called “Glock switches” or “auto-sears” are devices that convert ordinary semiautomatic firearms into fully automatic machineguns. Machinegun conversion devices are themselves considered machineguns under federal law, even when not installed, and are illegal for individuals to produce, possess, or sell. The hand grip of the 9mm ghost gun was produced by Payne using a 3D printer. Other parts of the ghost gun were produced in Pennsylvania.

    At the time of his arrest, Payne had been previously convicted of numerous felonies, including escape, carrying a handgun without a license, and criminal recklessness while armed with a deadly weapon. These prior felony convictions prohibit Payne from ever again legally possessing a firearm.

    “Getting illegal machinegun conversion devices off our streets is a critical public safety priority. Fully automatic weapons and untraceable ‘ghost guns’ pose a serious danger to our communities, especially when they are in the hands of people who have no lawful business possessing any firearm,” said Zachary A. Myers, U.S. Attorney for the Southern District of Indiana. “This prosecution is the result of quick and impactful investigative work by our outstanding partners at the Evansville-Vanderburgh Crime Gun Intelligence Center. Together we are committed to saving lives and reducing gun violence by combining intelligence and resources to investigate and prosecute dangerous offenders.”

    “Unfortunately, these deadly conversion devices continue to show up in our communities,” stated Daryl S. McCormick, Special Agent in Charge of ATF’s Columbus Field Division. “U.S. law has long recognized that automatic weapons pose a special risk to public safety, both through the sheer volume of bullets fired and the likelihood that innocent bystanders will be injured or killed. Combine that with an untraceable firearm and an unregistered silencer in the hands of a convicted felon, and it is clear that this individual is solely interested in feeding violence in southern Indiana. ATF will continue to work with our law enforcement partners to hold accountable those who use and distribute machine gun conversion devices.”

    “My office applied for and was awarded a $700,000 federal grant to form the crime gun intelligence center where our mission is clear: to work with our state and federal partners to combat the rising crime in Vanderburgh County. We are now seeing the fruits of our labor,” said Prosecutor Diana Moers. “My office and our state and federal partners will stop at nothing to identify and prosecute any who seek to commit violent crimes in our community – this case is a result of teamwork and, with our agencies working together, we expect more cases like this: we are ahead of criminal activity and not simply reacting. Anyone planning to break the law in Vanderburgh County should swiftly reconsider.”

    The Bureau of Alcohol, Tobacco, Firearms and Explosives, the Evansville Crime Gun Intelligence Center (CGIC), the Evansville Police Department, and Vanderburgh County Sheriff’s Office investigated this case. The sentence was imposed by U.S. District Judge Richard L. Young.

    U.S. Attorney Myers thanked Assistant United States Attorney Todd S. Shellenbarger, who prosecuted this case.

    In October 2023, the Vanderburgh County Prosecutor’s Office, Sheriff’s Office, and Evansville Police Department secured a nearly $700,000 federal grant to establish a Crime Gun Intelligence Center. The goal of the Evansville-Vanderburgh Crime Gun Intelligence Center is to quickly identify and reduce the amount of gun crime in the Evansville-Vanderburgh County area by providing intelligence, analysis, and resources between agencies for the swift identification and apprehension of suspected armed criminals.

    The Department of Justice’s National Ghost Gun Initiative was launched in February 2022 in response to the proliferation of ghost guns in our communities, and the growing number of criminals who unlawfully use or possess these untraceable weapons. The Attorney General directed U.S. Attorney’s Offices to train a national cadre of prosecutors as experts to lead investigations and prosecutions of crimes involving ghost guns. These ghost gun coordinators will also share investigation and prosecution tools with other prosecutors and law enforcement officers. As part of the initiative, the U.S. Attorney’s Office for the Southern District of Indiana will focus its investigation and prosecution resources on combatting the illegal possession and use of ghost guns.

  • MIL-OSI Security: Providence Man Charged in Alleged Scheme to Obtain Veterans’ Health Care Benefits

    PROVIDENCE, RI – A U.S. Army veteran, who allegedly made false claims of combat injuries in order to obtain veterans’ health care benefits that he was not entitled to receive, has been charged by way of a federal criminal complaint with making false statements relating to health care matters and making false statements to agents, announced United States Attorney Zachary A. Cunha.

    It is alleged in court documents that Nicholas Ash, 38, of Providence, fraudulently claimed to a Providence Veterans Affairs Medical Center doctor that he was suffering from Post-Traumatic Stress Disorder as the result of a combat deployment to Iraq/Middle East where, he claimed, he experienced a blast from an Improvised Explosive Device (IED). Ash claimed that the IED blast caused him to suffer from seizures.

    As alleged in court documents, Defense Department records reflect that Ash served in the U.S. Army from July 2005 to September 2007. Following completion of basic training in Oklahoma, Ash was assigned to Schofield Barracks in Hawaii, where he served as a motor transport operator. While stationed in Hawaii, for an unrelated medical matter Ash was hospitalized and placed on non-deployable status, having been deemed not medically fit to deploy on any military operation. Defense Department records show no indication that Ash was ever deployed anywhere outside of the United States.

    When initially confronted with these facts by the VA doctor, and when interviewed later by a federal agent, Ash is alleged to have claimed to have been injured after he was discharged from the Army, as the result of an IED blast he experienced while employed overseas as a private military contractor.

    Court records reflect that investigators could find no record Ash ever worked for the private contractor.

    In support of his claim that he was injured in the Middle East and that he experienced an IED blast, Ash allegedly presented the physician with a letter written by a veteran who served in the Middle East, and claimed to know of Ash’s tour of duty in Iraq. The individual, an Army veteran, later told an investigator that he did not meet Ash until 2015 or 2017, and that he wrote the letter at Ash’s request.

    Ash made an initial appearance before a U.S. Magistrate on Thursday and was released on unsecured bond. A federal criminal complaint is merely an accusation. A defendant is presumed innocent unless and until proven guilty.

    The case is being prosecuted by Assistant United States Attorney Ronald R. Gendron.

    The matter was investigated by the U.S. Department of Veterans Affairs, Office of Inspector General.

    United States Attorney Ronald C. Gathe, Jr. announced today that Assistant United States Attorney (AUSA) Jessica Thornhill will lead the efforts of his Office in connection with the Justice Department’s nationwide Election Day Program for the upcoming November 5, 2024, general election.  AUSA Thornhill has been appointed to serve as the District Election Officer (DEO) for the Middle District of Louisiana, and in that capacity is responsible for overseeing the District’s handling of election day complaints of voting rights concerns, threats of violence to election officials or staff, and election fraud, in consultation with Justice Department Headquarters in Washington.

    United States Attorney Gathe said, “Every citizen must be able to vote without interference or discrimination and to have that vote counted in a fair and free election.  Similarly, election officials and staff must be able to serve without being subject to unlawful threats of violence.  The Department of Justice will always work tirelessly to protect the integrity of the election process.”

    The Department of Justice has an important role in deterring and combatting discrimination and intimidation at the polls, threats of violence directed at election officials and poll workers, and election fraud.  The Department will address these violations wherever they occur.  The Department’s longstanding Election Day Program furthers these goals and also seeks to ensure public confidence in the electoral process by providing local points of contact within the Department for the public to report possible federal election law violations.

    Federal law protects against such crimes as threatening violence against election officials or staff, intimidating or bribing voters, buying and selling votes, impersonating voters, altering vote tallies, stuffing ballot boxes, and marking ballots for voters against their wishes or without their input. It also contains special protections for the rights of voters, and provides that they can vote free from interference, including intimidation, and other acts designed to prevent or discourage people from voting or voting for the candidate of their choice.  The Voting Rights Act protects the right of voters to mark their own ballot or to be assisted by a person of their choice (where voters need assistance because of disability or inability to read or write in English).   

    United States Attorney Gathe further stated, “The franchise is the cornerstone of American democracy.  We all must ensure that those who are entitled to the franchise can exercise it if they choose, and that those who seek to corrupt it are brought to justice.  In order to respond to complaints of voting rights concerns and election fraud during the upcoming election, and to ensure that such complaints are directed to the appropriate authorities, AUSA/DEO Thornhill will be on duty in this District while the polls are open.  She can be reached by the public at the following telephone number:   225-389-0443.”

  • MIL-OSI Security: Mafia Gang Leader Sentenced to 15 Years in Prison for Illegally Possessing a Gun

    The founder of the Mafia criminal street gang who has a lengthy criminal history in the Middle Georgia community was sentenced to the maximum prison term allowed by law for illegally possessing a firearm.

    Alphonzo Clyde, 45, of Macon, was sentenced to serve 180 months in prison to be followed by three years of supervised release by U.S. District Judge Marc Treadwell on Oct. 17. Clyde pleaded guilty to one count of possession of a firearm by a convicted felon on April 10. There is no parole in the federal system.

    “Alphonzo Clyde and the Mafia wreaked havoc in Macon and beyond for years,” said U.S. Attorney Peter D. Leary. “This significant sentence should directly result in reduced violence, and it would not have been possible without our strong federal and local law enforcement connection.”

    “Despite a lengthy criminal history, Clyde continued to break the law,” said Robert Gibbs, Supervisory Senior Resident Agent of FBI Atlanta’s Macon office. “This sentencing demonstrates the FBI’s commitment to work thoroughly with our local and federal partners to investigate and remove the leaders of drug trafficking organizations from our streets by whatever means necessary.”

    “Alfonso Clyde is a notorious criminal whose career of mayhem has spanned nearly thirty years,” said Bibb County Sheriff David J. Davis. “This investigative and prosecution result is a testament to the importance of local agencies working together with our federal partners. Macon and the entire Middle Georgia community is better off having this gangster off our streets for many years to come.”

    According to court documents and statements made in court, Clyde is the founder of the Macon Mafia, a criminal street gang operating in Middle Georgia and West Virginia. Clyde was wanted on an outstanding probation violation warrant when officers from the Bibb County Sheriff’s Office and the Jones County Sheriff’s Office took him into custody on Oct. 8, 2023. At the time of his arrest, officers spotted a digital scale with a white powdery substance located on the front passenger seat of the SUV that Clyde was driving. Officers also detected a marijuana odor emanating from his vehicle. Officers found a Taurus G2S 9-millimeter handgun inside the glovebox. Clyde has multiple prior felony convictions; it is illegal for a convicted felon to possess a firearm.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department of Justice launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities and measuring the results.

    The case was investigated by the FBI, the Bibb County Sheriff’s Office and the Jones County Sheriff’s Office.

The City University of New York (CUNY) is waiving application fees across all 25 campuses for high school seniors attending New York City public schools from Oct. 21 to Nov. 15 and from Nov. 4 to Nov. 15 for all New York State residents applying as a college freshman. CUNY further guarantees admission to all seven of its community colleges for all NYC Public Schools graduates, while private institutions across the state are offering fee waivers that vary by campus.     Last week, Governor Hochul announced that following the increase in income thresholds secured in the FY25 Enacted Budget, more than 40,000 newly eligible New York State students have already submitted Tuition Assistance Program applications for the 2024-25 academic year.     To assist students with their academic goals, the NYS Higher Education Services Corporation (HESC) and academic partners will offer over 65 virtual and in-person events.   • MIL-OSI Security: Man convicted after raping and killing a woman in Ealing

    A man has been found guilty of manslaughter and rape of a woman in Southall following an extensive Met police investigation.

    Mohamed Noor Iidow, 35 (17.02.89) of St Paul’s Close, Hounslow was found guilty of rape and manslaughter on Friday, 18 October following a three-week trial at the Old Bailey.

    The body of Natalie Shotter, 37, was found by a member of the public on a bench in Southall Park on Friday, 16 July 2021.

    Detective Chief Inspector Wayne Jolley, from Specialist Crime South who led the investigation, said: “Iidow’s predatory attack on Natalie was disturbing and shocking.

    “This man drove to the park that night and took advantage of a vulnerable woman who should have been safe.

    “Even after his arrest, Iidow attempted to claim that his actions were consensual.

    “This case has deeply affected those involved, due to its rarity and tragic details.

    “We needed to prove Natalie’s death was caused by being raped and that involved diligent work using experts in this field to charge and now convict Iidow.

    “I commend the strength of Natalie’s friends and family who have had to listen to these details throughout the trial. Iidow is now facing a long term of imprisonment.”

    An investigation was launched after Natalie’s body was found and enquiries revealed that Natalie had been socialising with friends in Southall before falling unconscious on a bench.

    When reviewing CCTV footage from the night of the attack, detectives discovered Iidow walking past Natalie multiple times before approaching her and raping her repeatedly. He then left her on the bench and drove home.

    At about 05:42hrs, a member of the public found Natalie unresponsive on the park bench and contacted the police. Officers and paramedics attended and she was sadly pronounced dead at the scene.

    Through CCTV examination, detectives were able to identify Iidow as a suspect and he was subsequently arrested on suspicion of rape at his home in Hounslow on 4 August 2021.

    During the police interview, Iidow refused to answer most questions before he attempted to claim that the sexual activity was consensual.

    Following a complex investigation, in which detectives used a range of experts to prove that Natalie’s death was linked to the rape, Iidow was charged on 21 December 2021 with manslaughter and rape.

    Iidow will be sentenced at the Old Bailey on Friday, 13 December.

    • Madagascar’s growth is expected to remain stable at 4.2 percent in 2024, before accelerating to 4.6 percent in 2025.
    • Ambitious policy reforms are needed to raise more fiscal revenue and make space for higher public investment and social expenditures, while preserving macroeconomic stability and limiting fiscal risks.
    • Strengthening governance and accelerating reforms to bolster resilience to climate shocks and attract climate finance are key to deliver higher and more inclusive growth in the medium term.

    Washington, DC: An International Monetary Fund (IMF) mission led by Frederic Lambert conducted discussions for the 2024 Article IV consultation and first reviews of the arrangements supported by the Extended Credit Facility (ECF) and the Resilience and Sustainability Facility (RSF) during September 30-October 11 in Antananarivo.

    At the conclusion of the mission, Mr. Lambert issued the following statement:

    “Madagascar’s economy is stabilizing but facing persistent inflation. After 4.2 percent growth in 2023, economic activity remained steady in early 2024 despite a good rice harvest and a rebound in graphite mining. Inflation rose to 7.8 percent in August 2024, driven by energy and food prices. Poor road infrastructure and unreliable electricity continue to increase transport and production costs.

    Growth is projected to remain at 4.2 percent in 2024, and to accelerate to 4.6 percent in 2025. Average annual inflation is expected to decline to 7.2 percent in 2025, before gradually converging to 6 percent over the medium term. The current account deficit would stabilize under 5 percent of GDP.

    “The primary fiscal deficit is expected to reach 2.7 percent of GDP in 2024, assuming no oil customs tax arrears. Despite the conclusion of two agreements in 2022 and 2023, some fuel distributors are withholding the payment of oil customs duties to force a settlement of their claims vis-à-vis the government, part of which are related to JIRAMA’s fuel purchases. The absence of settlement with fuel distributors would require expenditure cuts to prevent an increase in the fiscal deficit.

    “The outlook faces downside risks from regional conflicts, such as those in Gaza and Israel, and the ongoing war in Ukraine, which could disrupt trade, finance, and commodity prices. Domestically, Madagascar’s water and electricity shortages, deteriorating infrastructure, and governance issues could fuel popular discontent. Climate shocks also threaten food price stability and security. In contrast, implementing the General State Policy (PGE) reforms could enhance productivity and growth.

    “Increasing tax revenues to finance investment and social spending would help boost private sector-led and inclusive growth. The 2025 budget should include a combination of tax policy and administrative measures, including a reduction in tax expenditures by MGA 280 billion, to support the government’s revenue objectives. Over the medium-term, a gradual removal of costly import tax and VAT exemptions should be considered as well as other reforms to expand the tax base. A comprehensive excise tax reform and a revision of personal income taxation towards more progressivity should be accompanied by reforms of the tax and customs administrations, including to improve tax audit transparency and the appeal process and expedite VAT credit refunds.

    “Structural reforms are key to limiting fiscal risks. Transfers to JIRAMA should be budgeted and gradually reduced. The company’s recovery plan, developed with World Bank’s technical assistance, needs to be swiftly implemented with strong backing from the executive branch. Implementing an automatic fuel price adjustment mechanism is crucial to manage fiscal risks by adjusting pump prices monthly to reflect changes in market prices within a band of +/-200 ariary per liter. Negotiations with fuel distributors should resume to settle cross-liabilities within the 2024 budget, ensuring compliance with fiscal and para-fiscal obligations and settling government liabilities.

    “While improving the selection, prioritization, and management of public investment projects is critical to enhance spending efficiency, reinforcing public financial management processes should improve budget execution and traceability. The approval of the budget law by Parliament should be sufficient to start the execution of spending or investment projects, without further authorization by the Council of Ministers or the Commitment Monitoring Bureau (BSE).

    “Improving governance is key to delivering higher and more inclusive growth. The lack of transparency and predictability, and the suspicion of state capture by private interests are undermining private sector confidence and public trust in institutions, discouraging investment and development initiatives. Priorities include notably ensuring legal stability, avoiding retroactive regulations, enforcing existing laws, providing effective protection of property rights and enforcement of contracts, ensuring a level-playing field, and creating effective grievance redress mechanisms. The preparation of a new anticorruption strategy that will cover 2025-2030 is an opportunity to accelerate momentum in this field and the IMF will support the authorities’ efforts with a Governance Diagnostic Assessment to be finalized in 2025.

    “The central bank should stand ready to raise its policy rates to keep inflation on a downward path. It should continue to manage liquidity through open market operations and communicate more predictably and transparently about monetary policy and liquidity management to enhance credibility and accountability. Foreign exchange interventions should be limited to smoothing excess volatility and building external buffers, without resisting underlying market forces. Further development of the interbank market and strengthening of the interest rate channel of monetary policy will support the functioning of the new monetary policy operational framework. Safeguarding financial stability is crucial for the development of private credit markets.

    “To support resilience, stronger social safety nets are essential. Establishing food banks can reduce food insecurity and support local food production. Expanding the single social registry with clear eligibility criteria will improve social assistance targeting. More resources are needed for education and health, with transparent and merit-based recruitment. Digitalization can boost financial inclusion and cash transfer programs.

    “Building climate resilience should be a government priority. With support from the Resilience and Sustainability Facility and the World Bank Group-IMF Enhanced Cooperation Framework for Climate Action, Madagascar should develop a national climate finance strategy to attract climate related investments.

    “The IMF team thanks the Malagasy authorities and other counterparts for candid and productive discussions. The discussions on the first reviews of the ECF and RSF arrangements will continue virtually in the coming weeks.”

  • MIL-OSI Security: U.S. Marshals Focus on Violent Fugitives During Operation Nazare Wave

    The U.S. Marshals Service (USMS) announced the results of Operation Nazare Wave, which focused on violent crime in Washington, D.C., and the National Capital Region. This operation was spearheaded by the USMS’ Capital Area Regional Fugitive Task Force (CARFTF) between April and September and resulted in the arrest of 826 fugitives (63 for homicide); recovery and seizure of 54 firearms; and seizure of 6.4 kg of narcotics and $1,115,365 in U.S. currency.

    “This successful operation reflects the collaborative approach the Justice Department has taken to turn the tide against violent crime,” said Attorney General Merrick B. Garland. “From April to September, the U.S. Marshals Service brought together more than 30 law enforcement agencies spanning the Washington, D.C. area to arrest 826 fugitives and seize significant quantities of firearms and narcotics. I am deeply grateful to every Deputy U.S. Marshal and law enforcement partner who took part in this operation.”

    “I wish to thank all of the Deputies, Task Force Officers, and participating agencies for their steadfast commitment and tremendous work,” said USMS Director Ronald L. Davis. “This operation coincided with Operation North Star FY2024 in 10 other metropolitan areas which demonstrates the commitment of the United States Marshals Service and the Department of Justice to work with local law-enforcement and communities to reduce violent crime.”

    Operation Nazare Wave focused on reducing violent crime in the NCR but resulted in arrests crossing 19 different districts across the United States and internationally. While some fugitives wanted in the District of Columbia, Maryland, and Virginia (DMV) fled to other districts, in other instances fugitives wanted outside the DMV traveled into the DMV and were apprehended.

    Significant arrests include:

    • On July 31, based on information developed by CARFTF, the New York/New Jersey Regional Fugitive Task Force and Prince Georges County police assisted a special branch of the Guyana police in locating Rakeem Gilgeours, who fled the country following a July 4 shooting that resulted in the death of a 6-year-old boy and injuries to other community members who had gathered to celebrate the holiday at a Temple Hills, Maryland, park. CARFTF arrested Gilgeours in Miami after Guyana deported him.
    • On June 1, Emmanuel Sewell was arrested in Putnam County, West Virginia, by the Southern District of West Virginia Violent Offender Task Force, in collaboration with CARFTF. Sewell, a registered sex offender, was wanted in Montgomery County, Maryland, in connection with the May 31 death of Maryland Parole and Probation Officer David Martinez in his Chevy Chase home. Martinez was Sewell’s probation officer.
    • On April 29, CARFTF arrested a 16-year-old juvenile in Suitland, Maryland, for aggravated assault with a gun and attempted murder following an April 19 shooting at a Greenbelt park where a large group of youth had gathered for a senior skip day. A search warrant executed at the suspect’s mother’s house, where he’d been staying, yielded $246,780 in currency, 40.5 grams of crack cocaine, and two handguns.

    Greenville, NC — Congressman Greg Murphy, M.D. issued the following statement after introducing the Education Not Agitation Act, legislation to eliminate tax benefits for individuals who commit criminal offenses while protesting at institutions of higher education.

    “Institutions of higher education are entrusted to cultivate robust world views,”  said Congressman Greg Murphy, M.D.“Unfortunately, many prestigious universities in America have become bastions of hateful ideology and criminal behavior. The First Amendment is sacred, and I encourage students to exercise their right to freedom of speech and assembly. However, protests on college campuses should remain peaceful and lawful. Those who abuse their privilege and disregard the law should not benefit from the tax benefits we have in place to financially help folks further their education.”

    Background
    This legislation disqualifies individuals who are convicted of certain criminal offenses from receiving education related tax benefits including the American Opportunity Tax Credit, the Lifetime Learning Tax Credit, and the deduction on student loan interest. 

    Specifically, if an individual is convicted of unlawful assembly, rioting, trespassing, vandalism, battery, or battery on a law enforcement officer while conducting a protest at an institute of higher education, they will be disqualified from receiving these tax benefits.

  • MIL-OSI Security: Peruvian National Sentenced in Transnational Scheme to Defraud Spanish-Speaking United States Consumers

    A Peruvian national was sentenced yesterday to 98 months in prison and to pay nearly $700,000 in restitution to his more than 1,100 victims for his role overseeing a transnational fraud conspiracy that targeted recent immigrants to the United States.

    According to court documents, Jose Alejandro Zuñiga Cano, 40, of Lima, was the operator of a Peruvian call center that defrauded and extorted Spanish-speaking United States residents by falsely threatening them with arrest, court proceedings and immigration consequences. Zuñiga was extradited from Peru in March to face charges related to the scheme and pleaded guilty to conspiracy to commit mail and wire fraud in July.

    In pleading guilty, Zuñiga admitted that he owned and operated a call center in Lima, that placed unsolicited calls to Spanish-speaking consumers in the United States and falsely claimed that they had won or qualified for free products, including computer tablets and English language courses. On later calls, Zuñiga and his co-conspirators falsely claimed that victims were contractually obligated to pay large sums to receive the products. Zuñiga and his co-conspirators impersonated lawyers, court officials, police officers and representatives of a supposed “minor crimes court” to intimidate victims and force them to send payments. Zuñiga and his co-conspirators queried potential victims about their country of origin and threatened victims with court proceedings, arrest and immigration consequences if they did not pay.

    Many victims who made payments following these lies and threats were frequently re-victimized by Zuñiga and his co-conspirators with a related restitution scheme. The defendant and his co-conspirators placed additional calls to victims who had already paid and, while posing as lawyers for a U.S. court, falsely represented that victims were entitled to restitution payments and would receive their money back if they paid additional fees. In reality, there was no lawyer, no restitution order and no funds returned to the victims who made those additional payments. Instead, Zuñiga kept those additional victim payments for himself.

    “The Justice Department’s Consumer Protection Branch is dedicated to protecting vulnerable U.S. consumers from fraudsters no matter where those fraudsters reside,” said Principal Deputy Assistant Attorney General Brian M. Boynton, head of the Justice Department’s Civil Division. “Today’s sentence demonstrates that individuals who defraud our immigrant communities will be held accountable in U.S. courts. We will continue to work with our partners to ensure that individuals who impersonate government and court officials are brough to justice.”

    “The long arm of the American justice system has no limits when it comes to reaching fraudsters who prey on our nation’s most vulnerable populations, to include the elderly and recent immigrants,” said U.S. Attorney Markenzy Lapointe for the Southern District of Florida. “We will not allow transnational criminals to use fear tactics and intimidation to steal money from the public we serve. Individuals who defraud American consumers will be brought to justice, no matter where they are located.”

    “Today’s sentencing of Jose Alejandro Zuñiga Cano is proof of the dedication between the U.S. Postal Inspection Service, the Justice Department’s Consumer Protection Branch and the U.S. Attorney’s Office to stop at nothing to bring those suspects who victimize our citizens to justice,” said Inspector in Charge Juan A.     With today’s sentencing in the U.S. District Court for the Southern District of Florida, 12 defendants have now been convicted and sentenced in connection with a $15 million transnational fraud scheme that defrauded and threatened Spanish-speaking U.S. consumers, claiming they would suffer legal consequences if they did not pay for English-language learning products they never requested. Collectively, the scheme was responsible for defrauding more than 30,000 Spanish-speaking residents of the United States. Many of the victims were recent immigrants who had merely expressed interest in learning English.

    The 12 defendants include eight Peruvian call center owner-operators and four distribution center owner-operators who processed payments, distributed products and facilitated the fraud in the United States. Many of the defendants shared strategies on how to defraud Spanish-speaking residents of the United States.

    Zuñiga is the eighth defendant to be extradited from Peru and plead guilty in federal court to fraud charges related to Peruvian call centers involved in the English language learning scam. In 2021 and 2022, U.S. District Judge Robert N. Scola, Jr., sentenced Henrry Milla, Carlos Espinoza, Jerson Renteria, Fernan Huerta, Omar Cuzcano, Evelyng Milla and Josmell Espinoza to sentences ranging from 88 months to 110 months in prison.

    USPIS and the Civil Division’s Consumer Protection Branch investigated the case.

    Senior Trial Attorney and Transnational Criminal Litigation Coordinator Phil Toomajian and Trial Attorney Carolyn Rice of the Civil Division’s Consumer Protection Branch are prosecuting the case, and Assistant U.S. Attorney Annika Miranda for the Southern District of Florida is handling asset forfeiture. The Justice Department’s Office of International Affairs, U.S. Attorney’s Office for the Southern District of Florida, State Department’s Diplomatic Security Service, U.S. Marshals Service, Peruvian National Prosecutor General’s Office and Peruvian National Police provided critical assistance.

    The Justice Department continues to investigate and bring charges in other similar matters involving threats against Spanish-speaking residents of the United States.

The hotline is open Monday through Friday from 10:00 a.m. to 6:00 p.m. ET. English, Spanish and other languages are available.

    WASHINGTON, D.C. Congressman John Sarbanes (MD-03) released the following statement today on the Biden-Harris Administration’s approval of approximately $4.5 billion in additional student loan relief for over 60,000 public service workers through the Public Service Loan Forgiveness (PSLF) program:

    “When I authored the law creating the Public Service Loan Forgiveness (PSLF) program in 2007, it was designed to make it easier for individuals to pursue public service by forgiving the remaining student loan balance of those who dedicate their careers to giving back to others and make 120 qualifying monthly loan payments.

    “However, many eligible individuals faced technical challenges, servicer errors, bureaucratic hurdles and confusion, which prevented them from benefiting from the program. I have long advocated for improving PSLF implementation to ensure the program fulfills its promise to our nation’s teachers, nurses, first responders and all public servants who play a vital role in supporting our communities.

    “Yesterday’s announcement that over one million public servants have received loan forgiveness is a significant milestone in this effort and a testament to the Biden-Harris Administration’s tireless efforts to prioritize access to affordable education for all. I applaud President Biden and Vice President Harris for these efforts and their continued investment in our nation’s public servants. And, most of all, I am pleased that more than one million public service workers have now been granted the long-overdue recognition and financial relief they deserve.”

  • MIL-OSI Australia: Have your say on improving family safety for Aboriginal and Torres Strait Islander women and children

    Public consultation is now open to inform the development of the first National Aboriginal and Torres Strait Islander Family Safety Plan (Family Safety Plan).

    We are working in partnership with the First Nations National Plan Steering Committee and SNAICC – National Voice for our Children in seeking the perspectives of Aboriginal and Torres Strait Islander people, community members and organisations, and the broader service sector to help address the rates of gender-based violence in communities.

    Optional questions to guide the submissions are solutions-focused to ensure that First Nations voices are front and centre of our national policy. The questions include:

    1. What are the key priorities and actions the Family Safety Plan should focus on to create real and sustainable change for Aboriginal and Torres Strait Islander families?
    2. If there were no barriers, how would your community address family, domestic and sexual violence?
    3. What does culturally appropriate and holistic service provision look and feel like?
    4. How can governments and mainstream services best support Aboriginal and Torres Strait Islander people (including workforce and clients), services and salutation?
    5. How should the service system respond to the intersectional needs of Aboriginal and Torres Strait Islander people and communities?

    The development of the Family Safety Plan builds on previous engagement to inform the Aboriginal and Torres Strait Islander Action Plan 2023-2025, released in August 2023.
