    I have four pieces of information at the top.

    The first one.

    At the invitation of China’s Ministry of National Defense, defense attachés from more than 60 countries including Pakistan, Singapore, South Africa, Jordan, the United Kingdom, Kazakhstan, Canada and Argentina went to the PLA Eastern Theater Command area on October 14th for a five-day visit. This visit will help them better understand the Chinese path to modernization, especially the great achievements made by the people’s military in the new era, and will advance the friendly cooperation between the PLA and their militaries.

    The second one.

    According to the annual plan and the consensus reached between China and Thailand, the Commando 2024 joint army training will be held in Yunnan Province from mid- to- late October. The training focuses on joint counter-terrorism operations, including manned/unmanned coordination, special blasting, helicopter fast-roping, and joint search and clearing. It aims to improve interoperability between the Chinese and Thai armies and bolster regional stability.

    The third one.

    The PLA Army Engineering University will host the 11th International Army Cadets Week (IACW) in Nanjing from October 28th to November 3rd. Officer cadets from military academies of countries including Argentina, Egypt, Italy, Pakistan, and Singapore will participate in the event. Under the theme of “Enhancing the Capability of Junior Officers for Future Warfare”, this year’s IACW will have themed discussions, leadership challenges, live-fire shooting training, cultural exchange and other activities. The IACW is a platform for officer cadets to communicate and learn from each other.

    The PLA Army Command College will host the Zhongshan International Forum in Nanjing from October 21st to 25th. Army representatives from over ten countries including Laos, Cambodia, Iran, Tanzania and Kazakhstan will participate in the event. Under the theme of “Future-oriented and New Type Modern Army”, the forum will have themed discussions on such topics as “objectives and trends in army development”, “theoretical innovation for army combat and training”, “army deployment in MOOTW”, and “cultivation of army commanders and staff officers”. The forum will facilitate exchanges and mutual learning among the participants, and promote theoretical innovation for army development.

    Question: It is reported that the recruitment of naval pilot cadets for 2025 has started. Please tell us more about it.

    Wu Qian: The PLA Navy recently launched the naval pilot cadet recruitment for 2025. As usual, eligible high school graduates and fresh graduates from universities either with a bachelor’s or master’s degree could apply. In reference to the recruitment standards in major naval powers, the PLA Navy has loosened the criteria on eye sight, widening the scope of applicants to include those who have received vision correction surgery. To meet takeoff/landing requirements for carrier-borne aircraft in complex sea conditions, the Navy has added such testing items as stereoscopic vision, visual contrast sensitivity, magnetic resonance imaging and chest CT scanning, as well as a 15-hour airborne ability screening, to make the recruitment more science-based and precise.

    Question: Naval forces from the United States, Japan, India and Australia conducted Exercise Malabar in the Indian Ocean on October 8th. Some reports say this exercise is directed at China and can enhance the Quad mechanism among the four countries in security areas. What’s your comment?

    Wu Qian: China believes that security cooperation among relevant countries should not harm the interests of any third party or undermine regional peace and stability. The so-called Quad mechanism has become a sheer political tool for the United States to contain China and maintain its hegemony. We firmly oppose relevant parties to use China as an excuse to stir up confrontation and escalate regional tensions. A small circle bloc will not make any big difference. The Asia-Pacific should be a grand stage where countries join hands to cooperate, rather than an arena for geopolitical competition. We require relevant countries to give up their obsession with zero-sum mindset and put more efforts on protecting regional security, instead of doing the opposite.

    Question: It is reported that the Japanese Defense Ministry recently released reports and photos about the movements of the PLA Navy’s Liaoning aircraft carrier task group, which sailed around the Philippines, and was then joined by the aircraft carrier Shandong in Hainan. Please comment on that.

    Wu Qian: We have noticed the media hype by the Japanese side. The Japanese photographer is trying to catch headlines, and is showing off his or her techniques again. Recently, the PLA Navy sent the Liaoning aircraft carrier task group to conduct training in waters of the South China Sea. This is a routine arrangement within the annual plan that is aimed to enhance the task group’s combat capability. The PLA will routinely organize similar training activities in the future.

    Question: According to media reports, the US Government Accountability Office recently accused Raytheon of fraud in selling expensive weapons to Taiwan, which procured the Patriot missile system in 2013 and radar systems in 2017 from that company. A public opinion representative from the Kuomintang criticized US arms dealers as fraud dens. Do you have any comment?

    Wu Qian: We firmly oppose US provision of weapons to China’s Taiwan region. I believe what the reports revealed is only a tip of the iceberg. The Democratic Progressive Party Authorities have been doing everything to court their masters in the US to buy weapons, which only wasted the hard-earned money of people in Taiwan. It is evident that what they bought are pieces of junk that only benefited corrupted officials and arms dealers. There are growing opposition and dissatisfaction from the local people.

    Sky-high price and obsolete functions are two hallmarks of US arms sales to Taiwan. From mouldy bulletproof vest to expired ammunition to expensive missiles and radars, we can see that the Americans only care about American interests. “Taiwan Independence” is a dead end and outsiders are never reliable. Those who try to rely on US support for independence will only court their own destruction.

    Question: Japan’s new Prime Minister Shigeru Ishiba once suggested establishing an “Asian version of NATO” and working with Western countries in containing China. Officials from the Japanese Defense Ministry said China and Russia’s infringement upon Japan’s airspace is a regional and international concern. Please comment on that.

    Wu Qian: In disregard of fact on the ground, the Japanese side often hypes-up the non-existent “China threat” to divert the international community’s attention from its military expansion. China is strongly opposed to this approach. It is known to all that Japan has broken away from its pacifist constitution and “exclusively defense-oriented” policy in recent years, and largely enhanced its military preparedness, such behavior has put its Asian neighbors and the international community on high alert.

    We urge the Japanese side to stop forming exclusive military alliances and “cliques”, be very cautious with its words and deeds regarding military security, and do more for regional peace and stability.

    Question: The Israel Defense Force recently attacked the United Nations Interim Force In Lebanon (UNIFIL). What’s your comment? Are Chinese peacekeepers safe?

    Wu Qian: China is seriously concerned about and strongly condemns the Israeli military’s attack on the UNIFIL. China firmly opposes any attack on UN peacekeepers. We require a thorough investigation on the incident and hold those responsible accountable. We urge relevant parties to take real actions to prevent such an incident from happening again. The parties involved in the conflict must ensure the safety of the personnel and assets of the UNIFIL.

    The Chinese peacekeeping units in Lebanon are safe now. China is closely monitoring the security situation in Lebanon, and will take additional measures to strengthen security protection of our troops.

  • MIL-OSI Security: Threats to Shoot Auto Shop Workers Gets Man Prison Sentence

                WASHINGTON – Rashaud Williams, 30, of Washington, D.C., was sentenced yesterday to 80 months in prison for assault with a dangerous weapon and other related firearm charges, announced U.S. Attorney Matthew M. Graves and Chief Pamela A. Smith, of the Metropolitan Police Department (MPD).

                Superior Court Judge Errol Arthur sentenced Williams on October 17, 2024, to 60 months in prison for assault with a dangerous weapon and 60 months for possession of a firearm during a crime of violence, to run concurrently. Judge Arthur also sentenced him to 20 months in prison for threatening to injure or kidnap a person, to run consecutively.

                Williams was found guilty by a Superior Court jury on May 3, 2024.

                According to the government’s evidence, on August 1, 2023, Williams brought his car into a Petworth area auto shop for repairs. Later in the day, the shop owner called the defendant’s mother to tell her that the car would not be ready until the next day, after they obtained a needed part. Shortly after that call, Williams went to the auto shop and made threats to “shoot up” the entire establishment. The repairman’s girlfriend was there and tried to calm Williams down. Williams then turned the gun on her and threatened to shoot her, then pointed the gun at the owner before leaving.

                In announcing the sentence, U.S. Attorney Graves and Chief Smith commended the work of those who investigated the case from the Metropolitan Police Department and the U.S. Attorney’s Office for the District of Columbia. They also commended the work of Assistant U.S. Attorneys Emmanuel Hampton, Erica Rudolf, and Kathryn Bartz, who prosecuted the case.

    A total of 36,992 deals (comprising mergers & acquisitions (M&A), private equity, and venture financing deals) were announced globally during January to September (Q1-Q3) 2024, which represents a 12.5% year-on-year (YoY) decline over 42,288 deals announced during the same period in 2023, according to GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database disclosed that the volume of M&A deals declined by 6.7% during Q1-Q3 2024 compared to Q1-Q3 2023 while the number of private equity deals and venture financing deals experienced YoY fall of 8.9% and 22.2%, respectively.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “The majority of the decline in global deal activity came from Q1 and Q2 while the impact was relatively much lesser in Q3. Although the deal activity continued to remain subdued in 2024, the impact seems to be diminishing in recent months or quarters. For instance, the decline in Q3 2024 compared to Q3 2023 remained at just 1%, whereas when compared between Q1 2024 and Q1 2023, the decline stood much higher at around 20% in Q1 2024.

    “The relatively lesser decline could be attributed to improving deal-making sentiments in some regions. In fact, the trend across regions also remained a mixed bag during Q1-Q3 2024, with regions like Asia-Pacific showcasing just a single-digit decline while North America experienced a double-digit decline.”

    North America experienced a 16% YoY decrease in the number of deals announced during Q1-Q3 2024 compared to Q1-Q3 2023, whereas Europe, Asia-Pacific, Middle East and Africa, and South and Central America regions saw respective deal volume fall by 13.6%, 6.8%, 7.6%, and 22.3% YoY.

    Bose adds: “Deal activity across several countries also remained a mixed bag, with some experiencing significant decline and some witnessing relatively lesser decline while few markets experienced improvement.”

    For instance, the US, the UK, China, Canada, Germany, France, Italy, the Netherlands, Spain, and Sweden witnessed YoY decline in deal volume by 15.4%, 7.2%, 22.8%, 21%, 17.9%, 30.8%, 9.4%, 16.7%, 20.2%, and 16%, respectively, during Q1-Q3 2024. Meanwhile, India, Japan, and Australia witnessed deal volume improve by 9.6%, 16.2%, and 2.2% during Q1-Q3 2024 compared to Q1-Q3 2023, respectively.

    A total of 519 deals (comprising mergers and acquisitions (M&A), private equity, and venture financing deals) were announced in the travel and tourism sector globally during January to September (Q1-Q3) 2024, which was a year-on-year (YoY) decline of 11% over 583 deals announced during the same period in the previous year, according to GlobalData, a leading data and analytics company.

    An analysis of GlobalData’s Deals Database also revealed that the volume of M&A deals decreased by 6.8% during Q1-Q3 2024 compared to the same period in 2023, while the number of venture financing deals was down by 25.2% YoY. Meanwhile, private equity deals volume remained unchanged.

    Aurojyoti Bose, Lead Analyst at GlobalData, comments: “The decline in global travel and tourism deal activity was mostly driven by a significant fall  in deals volume in some regions and countries, while deal activity remained relatively better for some other regions and countries. In fact, some regions and countries even showcased double-digit growth in deal volume, which seems to be an indication of improving deal-making sentiments.”

    North America, Asia-Pacific, and South and Central American regions experienced decline in deal volume by 36%, 7.7%, and 20% during Q1-Q3 2024 compared to Q1-Q3 2023. In contrast, Europe registered 10.3% YoY improvement in deal activity. Meanwhile, deal volume for the Middle East and African region mostly remained at the same level.

    Similarly, the trend across different countries also remained a mixed bag. The US, China, and France witnessed YoY decline in deal volume by 36.3%, 38.5%, and 42.9%, respectively, during Q1-Q3 2024, whereas India and Japan experienced respective deal volume improve by 24.3% and 38.1% YoY. Meanwhile, deal volume for the UK, South Korea, and Australia mostly remained at the same level.

    Five Rosneft subsidiaries have won the VI National Award “Corporate Museum”. The award ceremony took place in Nizhny Novgorod. It was attended by 250 delegates from all over the country and neighboring countries.

    A large-scale project to create a new look for the Ob River embankment, the calling card of Nizhnevartovsk and a favorite place for city residents to relax, was implemented within the framework of an agreement between Rosneft Oil Company and the government of the Khanty-Mansiysk Autonomous Okrug of Yugra.

    The construction of the embankment was preceded by engineering arrangement of the coastline. Strengthening with metal structures and reinforced concrete retaining walls with waterproofing and artificial stone cladding was carried out. The drainage system is arranged taking into account the features of the relief, the level of underground waters and the depth of soil freezing.

    The embankment is landscaped while preserving the natural relief of the area. Coverings for walking, running and cycling paths have been created. Viewing platforms, recreation areas with sun loungers and swings have been built in the walking areas. Lawns for family recreation have been profiled on the slopes. Modern play complexes made of environmentally friendly materials have been installed for children, which support the visual concept of the embankment.

    Several locations are intended for holding cultural events – an open amphitheater, an exhibition complex and an area for holding folk craft fairs have been built on the boulevard. The entire embankment area is accessible to people with limited mobility.

    Volunteers of Samotlorneftegaz and activists of the Movement of the First, who planted greenery, took part in the grand opening of the embankment. The organizers held a sports and musical warm-up for them.

    Rosneft implements social projects aimed at creating favorable living conditions in the regions of its presence. In particular, it supports initiatives in the field of creating a comfortable urban environment.

    In the north-east of Moscow, construction of three educational facilities continues.     “Modern schools and kindergartens are built with an emphasis on multifunctionality. In addition to universal and specialized classrooms, they include sports halls and spaces for children’s creative development.     Work and Pensions Secretary Liz Kendall MP has announced today (16 October) that the Government will launch an independent review into Carer’s Allowance overpayments.  

    Led by Liz Sayce OBE, the former Disability Rights UK Chief Executive, now visiting professor in practice at LSE, the review will investigate the reasons why overpayments have occurred for some carers.

    The review will focus on how and why overpayments were accrued, operational changes to minimise future overpayment risk and how the DWP can best support those with overpayments. A full term of reference will be published in due course.

    It follows concerns over increasing reports of carers unknowingly accruing large amounts of overpayments of Carer’s Allowance, signalling the Government’s commitment to learn lessons and get to grips with the issues.

    This review has been commissioned by the Secretary of State to get an independent view of the situation and its causes, and to recommend potential solutions for ministers to consider.

    Work and Pensions Secretary, Liz Kendall MP, said:

    I have been a lifelong champion of family carers and know many have been pushed to breaking point looking after the people they love.

    This is not okay. We’re determined to learn lessons and put this right.

    We need to get to the bottom of what has been going wrong, and to put it right. This review will shed some light on why overpayments have occurred and is evidence of this government’s commitment to make positive change and support all those who care.

    The government is also working on long-term reform of the social care system to improve support for both carers and those being cared for.  

    This includes the longer-term goal of creating a sustainable National Care Service and working collaboratively with unpaid carers themselves, sector partners, and carer organisations as part of that process.

    Specialists from the city economy complex have begun rehabilitating the Yaroslavl pond in the north-east of the capital. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Currently, the reservoir, located inside the existing residential development on Veshnikh Vod Street, is in an unsatisfactory condition: a layer of silt deposits has accumulated at the bottom, the water area is abundantly overgrown with aquatic vegetation, and the destruction of the coastal strip is observed. In connection with this, a decision was made to carry out a comprehensive rehabilitation of the pond, we plan to complete the work by the end of this year,” said Petr Biryukov.

    The specialists will extract more than 900 cubic meters of silt deposits, which will allow achieving an optimal temperature balance and preventing the reservoir from overgrowing in the warm season. In addition, the structure of the coastal strip with a total length of more than 180 meters will be repaired; it will remain the same type (slope) and will be reinforced with stone.

    At the final stage, two bioplateau zones with a total area of over 432 square meters will be organized, in which aquatic plants of different species will be planted.

    Specialists regularly conduct surveys of the capital’s water bodies, and if problems are identified, a decision is made on rehabilitation. The list of water bodies is compiled annually taking into account the wishes of Muscovites. In total, over 20 ponds are planned to be renovated in Moscow this year.

    Liverpool has been a home to numerous markets since the Middle Ages and 2024 has shown us they are more popular than ever. Here Michael Bracken, Liverpool City Council’s Head of Markets, reflects on why markets are special places for scousers…

    In Liverpool, markets are more than just places to shop. They have always been at the heart of our communities, bringing people together and helping to forge bonds between shoppers and traders.

    And this year has proved this again and again. The successes of the new Stanley Park Market – where the bakers have been selling out almost before they can put their stock on their stall! – and the seasonal St George’s Hall markets show that there is a real appetite for this experience in Liverpool and that if you get the offer right, they work.

    But why are markets so special? Why do they still flourish in so many different guises?

    For us, it’s quite simple: connection. There is a social aspect to visiting a market that you don’t always get in the same way from some big high-street stores. Shoppers get to know the traders, the traders get to know the shoppers. It builds trust and strengthens the fabric of our communities, enriching our neighbourhoods.

    To say markets have a long history in Liverpool is a understatement. It is believed that there have been meat and fish markets in what is now the city centre since the 13th century. Since 1773, the local authority has been the sole market authority in the city and we do not take this responsibility lightly, understanding that if we are to help traders to succeed then our approach cannot be one-size-fits-all.

    Based in Norris Green, this dedicated charity provides vital resources, support and advocacy for kinship families. Kinship carers are relatives or friends who step in to care for children when their parents are unable to do so. Their unwavering commitment has made a lasting impact on countless lives, and this week, we’ve been celebrating with our kinship families. As part of Kinship Carers Week, they’ve enjoyed a variety of parties and events, culminating in a special afternoon tea.

    I’m beyond excited to share some incredible news! Kinship Carers Week, which began right here in Liverpool, has now gone global!

    What started as a local initiative to raise awareness and celebrate the often-overlooked role of kinship carers has been adopted by 15 other countries this year. Yes, 15 countries!

    I was fortunate enough to attend a recent webinar featuring keynote speakers from Zimbabwe and Nepal, and hearing their stories was truly inspiring. It’s amazing to see how the challenges and triumphs of kinship carers are so similar, no matter where they are based in the world.

    When we first launched Kinship Carers Week in 2016, there was nothing like it. Our aim was to raise both local and national awareness of the vital work kinship carers do, looking after children who might otherwise enter the care system.

    We wanted to spark conversations, particularly with local authorities, about how to better support these families. We never imagined the movement would grow into what it is today!

    In those early days we ran some brilliant campaigns. Our promotional T-shirt made its way around the world, from Westminster to New Zealand, spreading the word about kinship care. We even launched a cake smash challenge, which went viral, with families, organisations and even MPs getting involved and sharing the fun on social media. It wasn’t just a bit of fun, it got people talking and raising awareness of kinship carers.

    The benefit of raising awareness is profound. This year, as we celebrate Kinship Carers Week globally, hundreds more kinship carers across the UK are being recognised and receiving the support they deserve. The increased visibility of their challenges and contributions helps ensure that these families are not only acknowledged, but are also provided with the resources and assistance they need to thrive.

    Now, seeing other countries adopt what started here in Liverpool feels truly special. It’s a testament to the power of community and collective voices. It’s also a clear sign that kinship carers everywhere need and deserve recognition and support.

    So, let’s take a moment to celebrate this incredible achievement. What began in Liverpool has sparked a global movement. This is a tribute to the strength and determination of our kinship families, and it’s something we should all be immensely proud of.     Manchester City Council has named Tom Stannard as its new permanent Chief Executive to lead the delivery of the city’s strategy for the decade ahead. 

    He will become only the third Chief Executive to take the reins in more than a quarter of a century in a city which prides itself on stability. Tom was selected following a rigorous recruitment process.  

    He has been Chief Executive of neighbouring Salford City Council for the past four years, overseeing achievements including the transformative regeneration of Salford, an ambitious council housebuilding programme and high-performing children’s services. He has more than 27 years of experience in local government including senior posts in Oldham, Wakefield, Blackburn with Darwen and London boroughs.  

    Tom is nationally recognised as a leading voice in local government, public service reform and delivering inclusive growth and currently holds the lead CEO brief for Greater Manchester in the economy, business and international portfolio.

    TORONTO, Oct. 16, 2024 (GLOBE NEWSWIRE) — Angus Gold Inc. (TSX-V: GUS | OTC: ANGVF) (“Angus” or the “Company”) is pleased to announce assay results from the first four (4) exploration holes that were completed on the BIF Gold Zone as part of its August 2024 drill program at the Golden Sky Project in Wawa, Ontario.

    Highlights:

    • The main focus of the 2024 drill program was to improve both our understanding of the size of the BIF Gold Zone and the geometry of higher-grade ore shoots at depth.
    • Down-plunge drilling results at the BIF Gold Zone indicate the mineralized system is thick and continuous:
      • Hole GS24-157 returned 111.0 metres of mineralization grading 1.0 g/t Au, including 5.4 g/t Au over 3.0 metres and 6.0 g/t Au over 1.8 metres.
    • All down-plunge drilling results provided useful information for interpreting the preferred orientation of higher-grade ore shoots at depth to improve future targeting.
    • New gold mineralization intersected at 270 metres true depth:
      • Hole GS24-156 returned 9.6 metres of mineralization grading 1.1 g/t Au, indicating the system has significant depth potential.
    • Additional BIF Gold Zone drilling results expected in the coming weeks.

    Breanne Beh, Chief Executive Officer of Angus, states: “We are very pleased with the results so far from our 2024 BIF drilling program, with additional results expected in the coming weeks. These four holes were designed specifically to improve our understanding of the size and geometry of the mineralization at the BIF Gold Zone. The results of GS-24-157 are incredibly encouraging as we were able to gain a better understanding of just how large this BIF-hosted gold system could potentially be. Within the mineralized intervals we had over a dozen high-grade samples between 2 and 8 g/t Au, confirming the potential for higher-grade shoots. We are currently modeling these results in 3D to identify preferred orientations of the high-grade mineralization. In addition, the discovery of another zone of mineralization at depth in GS-24-156 is very encouraging as it indicates the continued exploration potential of the 6.0 kilometres of banded iron formation present on the Golden Sky property. BIF-hosted gold deposits are extremely complex, however, we have made significant progress over a relatively short period of time. These current results were successful in providing the information we need to advance our model another step forward and will allow us to plan our next drill program to begin defining the high-grade zones.”  

    The 2024 drilling program on the BIF was designed to test new hypotheses regarding the structural controls on the gold mineralization. The four (4) drill holes published in this press release were designed with the intention of understanding the size of the low-grade envelope of gold mineralization in the BIF Gold Zone in addition to, improving the understanding of the geometry of the apparent high-grade ore shoots plunging within. All four holes returned numerous intersections of > 2.0 g/t Au material within a broad envelope of low-grade gold mineralization. This information is now being used to help improve the modelling of what were thought to be repeated high-grade ore shoots. Hole GS-24-157 was most successful at defining the extents of the gold system with two separate intersections of gold mineralization grading 1.0 g/t Au, one of 12.0 metres and the second of 111.0 metres, including a dozen high-grade intercepts >2.0 g/t Au. With these results we can begin to visualize how large the BIF Gold Zone system is. The thickness and continuity of the results continue to indicate strong potential for the area to host significant BIF-hosted gold mineralization.

    In addition, hole GS-24-156 was successful at intersecting a new zone of gold mineralization grading 0.8 g/t Au over 16.9 metres, including 2.3 g/t Au over 1.0 metres and 2.4 g/t Au over 1.0 metres, at 270 metres true depth. This is the deepest hole that has been drilled on Angus’ BIF Gold Zone to date and indicates the continued potential for new zones of mineralization to be discovered.

    Similar to GS-24-157, holes GS-24-154, GS-24-155 and GS-24-156 returned a pattern of repeating > 2.0 g/t Au intersections within a broad envelope of lower-grade Au mineralization. These initial results are encouraging and indicate the potential for repeated or stacked ore shoots within the large mineralized system. Notable intersections are listed in the table below.

    The Golden Sky Project
    The 100%-owned Golden Sky Project is located within the Mishibishu Lake Greenstone Belt of Northern Ontario, which is host to Wesdome’s high-grade Eagle River and the Mishi open-pit gold mines. The Company’s 290-square-kilometres land package is located approximately 50 kilometres west of the town of Wawa and is situated immediately between the two Wesdome mines.

    The ongoing drill program on the Golden Sky Project is focused on the Dorset Gold Zone, which hosts a historic gold resource; the BIF Zone, a new gold zone discovery in a large banded iron formation; as well as the Eagle River Splay deformation zone, which shows potential for another extensive gold system. Angus’ drill programs on the near-surface Dorset Gold Zone have been successful at extending the strike length of the previously modelled zone from 750 metres to 1.7 kilometres. The Dorset Gold Zone historic estimated resource (using a 0.50 g/t Au cut-off) consists of an indicated resource of 40,000 ounces of gold (780,000 tonnes grading 1.4 g/t Au), and an inferred resource of 180,000 ounces of gold (4,760,000 tonnes grading 1.2 g/t Au).     Quality Control
    During the last drilling program, assay samples were taken from the NQ core by sawing the drill core in half, with one-half sent to a certified commercial laboratory and the other half retained for future reference. A strict QA/QC program was applied to all samples; which includes insertion of mineralized standards and blank samples for each batch of 20 samples. The gold analyses were completed by fire-assayed with an atomic absorption finish on 50 grams of materials. Repeats were carried out by fire-assay followed by gravimetric testing on each sample containing 3.0 g/t gold or more.

         The Hospital Authority (HA) Chairman, Mr Henry Fan, welcomed the healthcare service-related measures included in “The Chief Executive’s 2024 Policy Address” delivered by the Chief Executive, Mr John Lee, today (October 16). It is believed that the measures will facilitate the HA in enhancing the quality of public healthcare services and sustainable development to improve support to patients.
     
         The HA will dovetail with the Government’s policies and development directions, and continue to enhance the capacity and quality of public healthcare services in order to cope with the demand. The HA will continue to enhance the triage system and referral arrangements of the Specialist Out-Patients Clinics (SOPC), so that patients with acute needs could receive services in a timely manner and patients with mild and stable conditions may also receive appropriate follow-up. The waiting time of the SOPC could be shortened by avoiding unnecessary referrals. The HA will also provide additional capacity for cataract surgeries to actively arrange surgeries for patients.
     
         Mr Fan said, “The HA welcomes the Government’s initiatives to promote community pharmacies. By strengthening the procurement of drugs and medical devices, the introduction of new drugs to the Drug Formulary will be expedited. The rationalisation and centralisation of procurement will also accelerate the cost-effectiveness standards and guarantee the optimised use of healthcare resources. The HA will also integrate paediatric services in order to make the best use of the Hong Kong Children’s Hospital to fu¬lfil its function as the Centre of Excellence in Paediatrics, thereby enhancing the quality of paediatric care in Hong Kong and providing a platform conducive to research development and professional training. The paediatric services will also be expanded, including an increase in the scope of newborn screening and treatment for neurosurgical diseases, to increase the quality of the services.
     
         Also, with the stringent support from the Government, the HA will continue to enhance healthcare services in public hospitals. In accordance with the national accreditation standard, the development of the second chest pain centre at Prince of Wales Hospital and the building of the first stroke centre will boost diagnostic efficiency, outcomes and patient survival rates, while the breastmilk bank to be set up at Hong Kong Children’s Hospital will provide breastmilk for preterm and critically ill infants.
     
         The HA is fully committed to driving forward a wide range of development projects under the First Hospital Development Plan. The HA is finalising the Second Hospital Development Plan to dovetail with the upcoming territorial development (including the Northern Metropolis and the latest developments in other New Development Areas), the Government population census, population distribution projection and the necessary land supply. The HA will continue to augment the service capacity of public hospitals as well as renewing its facilities in order to meet the service demand.

  • MIL-OSI Security: Hispanic Heritage Month: Capt. Guillermo Pimentel’s Story of Cultural Pride and Military Service

    As we close out Hispanic Heritage Month across the country through food, family and culture, Naval Medical Research Command (NMRC) reflects on stories of the Hispanic Americans who have shaped our country through service and dedication.

    One such story comes from the director for NMRC’s Biological Defense Research Directorate (BDRD), Capt. Guillermo Pimentel.

    Pimentel, born in Manhattan and raised in Puerto Rico, began his career in the U.S. Navy Reserve as a hospital corpsman in 1988.

    “We lived in the Guánica, the poorest town in Puerto Rico. It is the friendliest town, and a beach-lovers paradise,” Pimentel recalled. “During my senior year of high school, I was approached by a Navy recruiter. I ‘failed’ the Armed Services Vocational Aptitude Battery by 2 points.”

    Nevertheless, that same recruiter went on to explain the benefits of joining the Navy.

    “It was very appealing, since I come from a low-income family, and I would be fully independent, so I joined the Navy at 17.”

    Following his time as a reservist in the Gulf War, Pimentel left the service to earn a bachelor’s degree in industrial microbiology and a master’s degree in biology from the University of Puerto Rico.

    Pimentel then braved the cold climate of Pullman, Washington to earn a doctoral degree in plant pathology from Washington State University (WSU), focusing on mycology and population genetics. Following his graduation from WSU, Pimentel, now a lieutenant, became head of the microbiology department at the U.S. Naval Medical Center in Portsmouth, Virginia.

    From 2003 to 2010, Pimentel served multiple leadership positions at the Naval Medical Research Unit (NAMRU) 3 (now NAMRU EURAFCENT), then located in Cairo. In these roles, he managed research projects with the mission of implementing and strengthening laboratory-based disease surveillance capabilities in the Middle East, Central Asia, former Soviet Union, North Africa and West Africa. Pimentel led research and surveillance efforts to understand the epidemiology of infectious diseases of public health importance in the EUCOM, CENTCOM and AFRICOM Areas of Responsibility. He went on to provide laboratory support during several H5N1 flu outbreaks in West Africa and Central Asia. During the 2009 H1N1 pandemic, Pimentel led the NAMRU-3 outbreak support to forces deployed in Afghanistan, Iraq and 20 partner nations.

    In August of 2015, Pimentel reported to the NAMRU-6 (now NAMRU SOUTH) in Lima, Peru as executive officer. In March 2017, he became commanding officer of the NAMRU.

    Before returning to NMRC as BDRD director, Pimentel served as the Chief of the Global Emerging Infections Surveillance Branch at the Defense Health Agency from 2019 to 2022, leading the DoD global infectious disease surveillance network in support of Force Health Protection for the Geographic Combatant Commands.

    Pimentel shared thoughts on these experiences in the Navy, and on growing up in Puerto Rico, as part of NMRC’s recognition of Hispanic Heritage Month.

    ‘We should absolutely recognize Hispanic Heritage Month,” Pimentel commented at a recent command gathering. “As humans, we tend to forget history and past contributions of our personnel pretty quickly. I see Hispanic Heritage Month program as a mechanism to reflect on the past and to learn from the history of an organization.

    “We all learn and experience differently across our lives. This it is what make us unique as individuals. When we bring all this unique and diverse knowledge to an organization, it makes us stronger.”

    Pimentel also spoke on the Hispanic leaders that inspire him.

    “I love to learn about past contributions of our military and civilian personnel to the mission,” Pimentel said. “A good example is how Dr. Martinez-Lopez, a Puerto Rican just like me, was a general for the Army, commander of the U.S. Army Medical Research and Development Command, and now is Assistant Secretary of Health Affairs.

    “As a Puerto Rican, it gives me lot of pride, and sometime hope, because less than 1% of all admirals and generals come from a truly Hispanic background. I love to listen from where they came, how they fought challenges, how they apply their experiences and their impact to the mission.”

    Throughout Hispanic Heritage month, NMRC aims to recognize the contributions of our sailors, scientists and civilian personnel with roots in countries and cultures with Spanish-speaking heritage.

    NMRC is engaged in a broad spectrum of activity from basic science in the laboratory to field studies in austere and remote areas of the world to investigations in operational environments. In support of the Navy, Marine Corps, and joint U.S. warfighters, researchers study infectious diseases, biological warfare detection and defense, combat casualty care, environmental health concerns, aerospace and undersea medicine, medical modeling, simulation, operational mission support, epidemiology and behavioral sciences.

    The influenza vaccination – required for all active duty military personnel, selected Reservists and healthcare workers – shot exercise for tenant commands will be held October 21-22, 2024, at NHB’s Health and Education Center (BHEC), 2850 Thresher Ave, Naval Base Kitsap Bangor, from 8 a.m. to 3 p.m.

    The annual influenza vaccination for all eligible family members of active duty and retirees will take place October 23-27, 2024, also at NHB’s BHEC, Wednesday-Friday, from 1 p.m. to 6 p.m., and Saturday and Sunday, from noon until 5 p.m.

    There has already been an increase of positive influenza cases of late.

    Dr. Dan Frederick, NHB Population Health Officer, emphasizes that immunization remains the primary method of reducing seasonal influenza illness and any potential associated complications. Being vaccinated against the viral threat not only helps protect vaccinated individuals but can assist in protecting family and co-workers by helping reduce the spread of the disease.

    “Getting the flu shot helps protect someone once the flu season starts in their community. The vaccination can reduce flu illnesses, doctors’ visits, and missed work and school due to the illness,” Frederick said.

    Frederick also emphasizes that just as it is important for military personnel who live and work in close quarters to receive the vaccine, it is also highly recommended for school-aged children.

    “Influenza is not the common cold. It can be a life-threatening disease that especially can put specific groups in jeopardy,” explained Frederick. “While certainly people with respiratory conditions, such as asthma and chronic obstructive pulmonary disease (COPD), are at increased risk, those over 65, young children, and pregnant women would be at the top of my list.”

    For those who opt to receive their influenza vaccination elsewhere, there are a number of outlets in the surrounding community that accept TRICARE. NHB requests for those who do get their flu shot out in town – especially active duty, selected reserve, and healthcare workers – to provide documentation of receipt to their medical staff, provider, or directly to NHB Immunizations Clinic to update their medical record.

    As a contagious respiratory illness, the flu has varying degrees of symptoms, ranging from no symptoms (asymptomatic) to severe symptoms which can develop from one to four days after infection and include such signs as:

    • Fever or feeling feverish/chills.
    • Cough
    • Shortness of breath or difficulty breathing
    • Fatigue (tiredness)
    • Sore throat
    • Runny or stuffy nose
    • Muscle pain or body aches
    • Headache
    • Some people may have vomiting and diarrhea, though more common in children.

    The Active Citizen project has summed up voting results, in which Muscovites chose the best open-air swimming pools in the capital. Over 250 thousand people shared their opinions.

    All summer long, city residents could sunbathe and swim in the pools opened this year at 10 city and 12 festival sites of the Moscow Seasons. Voters chose up to five of their favorite recreation areas.

    According to the survey results, the best city venue was the open-air swimming pool in Sokolniki Park, where up to 130 guests could relax at a time, and lifeguards and doctors monitored safety. 18 percent of users voted for it. The second place was taken by the pool in Izmailovsky Park, which received 13 percent of the votes. It was rated by 63,498 city residents. In third place, with a minimal gap of 1,084 votes, was Beach No. 2 in the Serebryany Bor recreation area. 13 percent of “active citizens” (62,414 people) voted for it.

    The swimming pool in the Teply Stan district was recognized as the best at the Moscow Seasons venues. 49,743 people (11 percent) voted for it. A slightly smaller number of votes — 48,088 (11 percent) — were for the pool on Michurinsky Prospekt. Third place goes to the swimming pool in the Veshnyaki district, for which 41,246 users (nine percent) voted.

    All the areas were equipped with comfortable sun loungers and umbrellas, spacious changing rooms, showers and toilets. The water temperature was constantly maintained at around 30 degrees, and the pools were cleaned after each session. The areas were equipped with medical posts and rescue towers. Some were equipped with children’s pools and jacuzzis. The pools were open to visitors from morning until evening, and worked according to a schedule – in four shifts.

    The vote was prepared by the capital’s Department of Culture, Department of Trade and Services, Department of territorial executive authoritiesand the Active Citizen project.

    Project “Active Citizen” has been operating since 2014. During this time, over seven million people have joined it, taking part in more than 6.6 thousand votes.     Construction of the electric depot began in the spring of 1932, and by March 1934 its building and the connecting branch to Komsomolskaya station were ready to launch the first trains.

    On September 24, 1934, when the depot was still being completed, the first two Type A metro cars were delivered here from the factory. The metro train consisting of them set off on its maiden journey on the evening of October 15, 1934. It was driven by the outstanding transport engineer Mikhail Shpolyansky, who led a group of workers from the Dynamo factory preparing the first domestic metro cars for operation. In total, six journeys were made from Komsomolskaya to Sokolniki that evening.

    In January 1935, the experimental operation of the Komsomolskaya-Sokolniki section began. On February 4 of the same year, the first train traveled along the entire section, and from February 19, regular training traffic began. During the testing period, thousands of distinguished workers of enterprises received invitations to travel on the metro.

    After the opening of the Moscow Metro on May 15, 1935, the trains of the Severnoye electric depot fully serviced the line that stretched from Sokolniki station to Gorky Park Kultury (now Park Kultury) with a branch at Okhotny Ryad to Smolenskaya.

    Before the Great Patriotic War, several dozen female train drivers had already worked in the metro. Leaders began to emerge among them. Thus, in the spring of 1942, under the leadership of second-class train driver Ekaterina Mishina, who received the right to operate metro trains in 1937, the first female train was formed, which went out on the line on March 8, 1942. It also became the first train in the Moscow metro with a name — the “March 8 Train”.

    During the Great Patriotic War, it was from the Severnoye electric depot that the Moscow Metro armored train departed for the front along the railway line and took part in the battles on the Kursk Bulge, making a significant contribution to the outcome of the battle.     In 1959, the Kirovsko-Frunzenskaya Line (now Sokolnicheskaya) crossed the Moscow River and extended to the Universitet station.     In August 1990, the Kirovsko-Frunzenskaya line (renamed Sokolnicheskaya in November of that year) was extended from Preobrazhenskaya Ploshchad station to Ulitsa Podbelskogo station (now Bulvar Rokossovskogo). At the same time, the Cherkizovo electric depot was established on the line, for which Severny employees prepared equipment, carriages, and a staff of professional specialists.

    In the 21st century, the development of the red line continued, its southwestern part was extended: in 2014, the Troparevo station opened, in 2016 – Rumyantsevo and Salaryevo, and in 2019, a new section to Kommunarka (now Novomoskovskaya) opened with four stations at once.

    In 2020, the rolling stock of the Severnoye electric depot was partially replaced with Nomernoy trains by Rusichi, and the Cherkizovo depot was fully equipped with modern Moskva trains. In September 2024, the Potapovo station was opened in the south of the Sokolnicheskaya line.
