  • MIL-OSI Asia-Pac: LCQ7: Developing the halal market

         Following is a question by the Hon Yung Hoi-yan and a written reply by the Secretary for Commerce and Economic Development, Mr Algernon Yau, in the Legislative Council today (April 30):
     
    Question:
     
         It has been reported that the global Muslim population currently exceeds 2 billion, representing about 25 per cent of the world’s total population. Based on the State of the Global Islamic Economy Report 2022 released by DinarStandard in 2023, Muslims spent US$2.29 trillion in 2022 on, among others, food, pharmaceuticals, cosmetics, fashion and travel, and the global Islamic finance assets are expected to reach US$5.96 trillion by 2026. There are views that Hong Kong should expand its share of the international halal market in the countries along the Belt and Road, and strengthen industrial co-operation with the relevant countries. Regarding the development of the halal market, will the Government inform this Council:
     
    (1) whether it has kept information on the Gross Domestic Product (GDP) contributed to Hong Kong by the halal industry; if so, of the respective GDP generated in Hong Kong in each of the past five years by the products or industries in the halal market (i.e. (i) food and beverages, (ii) pharmaceutical and health products, (iii) cosmetics, (iv) fashion, (v) hotel and tourism, and (vi) financial services); if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (2) whether it has kept information on Hong Kong enterprises which have exported goods to Muslim countries; if so, of the number of Hong Kong enterprises which have exported goods to Muslim countries in each of the past five years, the types of their goods and the respective GDP involved; if not, whether it has plans to compile statistics and keep the relevant information from now on;
     
    (3) whether it knows if the products currently re-exported through Hong Kong can be sold in the relevant Muslim countries after being certified by the Incorporated Trustees of the Islamic Community Fund of Hong Kong in accordance with Islamic law and procedures; if so, of the details; if not, what channels are available for such re-exported products to be sold in Muslim countries; and
     
    (4) whether it has plans to introduce a “halal certification system” and conduct mutual recognition of halal certification with major Muslim countries, so as to become a core corridor for certification and trade between related Mainland production enterprises and the halal consumer market, thereby promoting a steady growth in the trading volume of halal products in Hong Kong; if so, of the details; if not, the reasons for that?

         Upon consulting the Culture, Sports and Tourism Bureau and the Financial Services and the Treasury Bureau, the consolidated reply to the Hon Yung Hoi-yan’s question is as follows:
     
         Emerging markets such as the Middle East, the Association of Southeast Asian Nations (ASEAN) and other countries along the Belt and Road (B&R) have been the Government’s valued trade and economic partners. These countries’ economic development is growing rapidly and their markets possess vast potential, alongside enormous population of Muslims. The Government has been actively encouraging various sectors of society to seize business opportunities in these markets, so that they can develop in areas such as trade, tourism and finance and provide products and services tailored to the needs of these emerging markets, including the Muslim population therein.
     
         According to the information provided by the Census and Statistics Department (C&SD), the total value of Hong Kong’s domestic exports to Muslim countries (Note) increased from HK$2.7 billion in 2020 to HK$5.5 billion in 2024 whilst the total value of Hong Kong’s re-exports to Muslim countries increased from HK$178.8 billion in 2020 to HK$215.8 billion in 2024, recording an average annual growth rate of about 19.0 per cent and 4.8 per cent respectively in the past five years. The values of Hong Kong’s domestic exports and re-exports to individual Muslim countries in the past five years are at Appendices 1 and 2 respectively. Amongst others, major commodities of Hong Kong’s domestic exports to Muslim countries include “beverages”, “jewellery, goldsmiths’ and silversmiths’ wares, and other articles of precious or semi-precious materials” and “petroleum, petroleum products and related materials”, whilst major commodities of Hong Kong’s re-exports to Muslim countries include “telecommunications and sound recording and reproducing apparatus and equipment”, “electrical machinery, apparatus and appliances, and electrical parts thereof” and “office machines and automatic data processing machines”. The C&SD does not separately maintain information about the number of companies in Hong Kong exporting products to Muslim countries nor the relevant value of gross domestic product.
     
         Besides, although the “halal industry” does not have standard international industrial classifications like the retail and the catering industries rendering it impossible to draw up corresponding statistical coverage of the “halal industries” for compiling relevant information, the Government has been actively encouraging various sectors of society to seize opportunities in these halal markets, including promoting developments in areas such as trade, tourism and finance.
     
         In terms of trade, meeting the requirements for relevant halal product certifications and understanding the opportunities and challenges within the relevant markets are crucial. In this regard, the Hong Kong Trade Development Council (HKTDC) has been conducting research on individual key halal markets to understand their latest developments, and providing practical information to Hong Kong businesses, including the information on relevant product certification bodies. Furthermore, the HKTDC has also been providing various platforms to promote business opportunities in the halal market. For example, the HKTDC has been promoting different high-quality halal products and food, as well as related trading of products, at its annual Food Expo PRO to help the catering industry to expand its network and businesses. To assist Hong Kong enterprises in grasping the opportunities of the halal food market and facilitate buyers in procurement, the HKTDC introduced the Halal Showcase and added halal food and beverage labels to relevant exhibitors in the 2024 Food Expo PRO. The event also offered different seminars, explaining the requirements of halal food certification and analysing market opportunities and challenges, in order to promote multi-faceted business opportunities relevant to halal food to the businesses.
     
     
         In 2025-26, the HKTDC will arrange for local halal food manufacturers to participate in its Food Expo PRO to strengthen their collaboration with other halal food markets, as well as set up relevant pavilions at the Food Expo PRO to showcase more halal food and products and further explore Islamic business opportunities.
     
         At the same time, the Government strives to assist Hong Kong enterprises in developing more diversified markets and enhancing their competitiveness through various funding schemes and support measures. Among others, the Dedicated Fund on Branding, Upgrading and Domestic Sales provides funding support for enterprises to develop business in 40 economies with which Hong Kong has signed free trade agreements and/or investment promotion and protection agreements (IPPAs), including seven Muslim countries. Also, the SME Export Marketing Fund provides funding support for enterprises to participate in export promotion activities, promoting appropriate products and services to the Muslim population in markets outside Hong Kong.
     
         The Government will continue to actively explore emerging markets, including ASEAN, the Middle East and markets along the B&R, which have large Muslim population. The Government has been actively visiting ASEAN Member States to maintain close communication. For example, from 2022 to 2024, the Chief Executive led delegations to visit seven ASEAN Member States, concluding nearly 90 memoranda of understanding (MOU) and agreements, which helped create business opportunities for Hong Kong and strengthened friendships between the two places. The Government has also been actively reaching out to potential partners in the region, and signed an IPPA with Bahrain in March 2024, which is the third IPPA signed with economies in the Middle East region after the ones with Kuwait and the United Arab Emirates. At the same time, we are exploring the signing of IPPAs with Saudi Arabia, Bangladesh, Egypt and Peru.
     
         In view of the huge economic potential of the countries along the B&R (including those with large Muslin population), Invest Hong Kong (InvestHK) set up consultant offices in Cairo, the capital of Egypt, and Izmir, the third largest city in Türkiye, within 2024-25 according to the 2023 Policy Address and 2024-25 Budget. This will be beneficial to attracting capital and enterprises from these two member states of the Organisation of Islamic Cooperation and seizing relevant business opportunities.
     
         In respect of tourism, the Chief Executive stated in the 2024 Policy Address that the Government would actively develop visitor sources from the Middle East and ASEAN which have large Muslim population to seize opportunities. It is estimated that by 2028, there will be 250 million Muslim visitors worldwide and tourism receipts will reach US$225 billion.
     
         To encourage the travel trade to enhance Muslim-friendly tourism facilities, the Hong Kong Tourism Board (HKTB) has commissioned the internationally recognised halal travel promotion company CrescentRating since 2024 to carry out a series of work to study how Hong Kong can further enhance its “Muslim-friendly” tourism facilities, and assess local hotels, attractions and meetings, incentive travels, conventions and exhibitions (MICE) venues based on categories and standards on par with international benchmarks while taking into account Hong Kong’s actual situation. As at mid-April this year, 61 hotels, and five attractions and MICE venues have successfully applied for and obtained the ratings from CrescentRating.
     
         Besides, to encourage restaurants to obtain halal-related certification, the HKTB works with local halal certification authority, the Incorporated Trustees of the Islamic Community Fund of Hong Kong (Board of Trustees, BOT), to promote existing accreditations in the city and encourage food and beverage establishments to apply for certification. As at mid-April this year, the number of certified restaurants has increased from about 100 at the beginning of 2024 to more than 170, which also include high-end Chinese restaurant, Cantonese restaurant and contemporary Hong Kong-style noodle restaurants. In addition, four brands in the city are now offering halal-certified bakery products to provide more choices of souvenirs for Muslim visitors.
     
         Regarding financial services, the Government amended the laws in 2013 and 2014 to provide a tax structure for sukuk comparable with that for conventional bonds, and to allow for the issuance of sukuk under the Government Bond Programme. Thereafter, the Government issued three sukuk, totalling US$3 billion, under the Government Bond Programme, to demonstrate the viability of Hong Kong’s finance platform and that our legal, regulatory and taxation framework can readily support sukuk issuances of different structures. Besides, an array of Islamic financial products and services have been introduced in Hong Kong, including the listing of global sukuk on the Hong Kong Exchanges and Clearing Limited (HKEX), Shariah-compliant equity indices and Islamic banking windows. Asia’s first exchange-traded fund (ETF) tracking the Saudi Arabia market was also listed on the HKEX in November 2023.
     
         In the area of investment co-operation, the Hong Kong Monetary Authority signed an MOU with the Public Investment Fund of Saudi Arabia (PIF) to jointly anchor a new investment fund of US$1 billion to facilitate companies with nexus to Hong Kong and the Greater Bay Area to develop their business in Saudi Arabia. The Government will continue to expand market development efforts, including promoting the advantages of Hong Kong’s financial system and market, so as to explore further collaboration with Islamic markets in the area of finance.

  • MIL-Evening Report: Amid Dutton’s ‘hate media’ and Trump’s despotism, press freedom is more vital than ever

    Despite all the political machinations and hate towards the media coming from the president of the United States, I always thought the majority of Australian politicians supported the role of the press in safeguarding democracy.

    And I certainly did not expect Peter Dutton — amid an election campaign, one with citizens heading to the polls on World Press Freedom Day — to come out swinging at the ABC and Guardian Australia, telling his followers to ignore “the hate media”.

    I’m not saying Labor is likely to be the great saviour of the free press either.

    The ALP has been slow to act on a range of important press freedom issues, including continuing to charge journalism students upwards of $50,000 for the privilege of learning at university how to be a decent watchdog for society.

    Labor has increased, slightly, funding for the ABC, and has tried to continue with the Coalition’s plans to force the big tech platforms to pay for news. But that is not enough.

    The World Press Freedom Index has been telling us for some time that Australia’s press is in a perilous state. Last year, Australia dropped to 39th out of 190 countries because of what Reporters Without Borders said was a “hyperconcentration of the media combined with growing pressure from the authorities”.

    We should know on election day if we’ve fallen even further.

    What is happening in America is having a profound impact on journalism (and by extension journalism education) in Australia.

    ‘Friendly’ influencers
    We’ve seen both parties subtly start to sideline the mainstream media by going to “friendly” influencers and podcasters, and avoid the harder questions that come from journalists whose job it is to read and understand the policies being presented.

    What Australia really needs — on top of stable and guaranteed funding for independent and reliable public interest journalism, including the ABC and SBS — is a Media Freedom Act.

    My colleague Professor Peter Greste has spent years working on the details of such an act, one that would give media in Australia the protection lacking from not having a Bill of Rights safeguarding media and free speech. So far, neither side of government has signed up to publicly support it.

    Australia also needs an accompanying Journalism Australia organisation, where ethical and trained journalists committed to the job of watchdog journalism can distinguish themselves from individuals on YouTube and TikTok who may be pushing their own agendas and who aren’t held to the same journalistic code of ethics and standards.

    I’m not going to argue that all parts of the Australian news media are working impartially in the best interests of ordinary people. But the good journalists who are need help.

    The continuing underfunding of our national broadcasters needs to be resolved. University fees for journalism degrees need to be cut, in recognition of the value of the profession to the fabric of Australian society. We need regulations to force news organisations to disclose when they are using AI to do the job of journalists and broadcasters without human oversight.

    And we need more funding for critical news literacy education, not just for school kids but also for adults.

    Critical need for public interest journalism
    There has never been a more critical need to support public interest journalism. We have all watched in horror as Donald Trump has denied wire services access for minor issues, such as failing to comply with an ungazetted decision to rename the Gulf of Mexico to the Gulf of America.

    And mere days ago, 60 Minutes chief Bill Owens resigned citing encroachments on his journalistic independence due to pressure from the president.

    The Committee to Protect Journalists is so concerned about what’s occurring in America that it has issued a travel advisory for journalists travelling to the US, citing risks under Trump administration policies.

    Those of us who cover politically sensitive issues that the US administration may view as critical or hostile may be stopped and questioned by border agents. That can extend to cardigan-wearing academics attending conferences.

    While we don’t have the latest Australian figures from the annual Reuters survey, a new Pew Research Centre study shows a growing gap between how much Americans say they value press freedom and how free they think the press actually is. Two-thirds of Americans believe press freedom is critical. But only a third believe the media is truly free to do its job.

    If the press isn’t free in the US (where it is guaranteed in their constitution), how are we in Australia expected to be able to keep the powerful honest?

    Every single day, journalists put their lives on the line for journalism. It’s not always as dramatic as those who are covering the ongoing conflict in the Middle East, but those in the media in Australia still front up and do the job across a range of news organisations in some fairly poor conditions.

    If you care about democracy at all this election, then please consider wisely who you vote for, and perhaps ask their views on supporting press freedom — which is your right to know.

    Minister of Foreign Affairs Lin Chia-lung and Paraguayan Minister of Foreign Affairs Rubén Ramírez Lezcano on November 29 signed an intergovernmental agreement on mutual visa exemption for regular passport holders from Taiwan and Paraguay. After the conclusion of the ceremony, which took place at the Ministry of Foreign Affairs, Minister Lin hosted a banquet for the Paraguayan delegation. The two sides exchanged views on such issues as further deepening the diplomatic alliance between Taiwan and Paraguay, promoting bilateral economic and trade exchanges, and pursuing trilateral cooperation together with the United States. 
     
    Minister Lin welcomed Minister Ramírez back to Taiwan, following an earlier trip in May to accompany President Santiago Peña to President Lai Ching-te’s inauguration. Minister Lin noted that this demonstrated the deep friendship and close relations between Taiwan and Paraguay. During their meeting, the two ministers discussed international political and economic developments and bilateral cooperation projects. They also exchanged opinions on economic, trade, and investment issues related to Taiwan’s electric bus, food processing, and textile industries and the import of agricultural and livestock products. Minister Ramírez said he was pleased that Taiwan had implemented the Diplomatic Allies Prosperity Project in Paraguay, which he hoped would bring mutual benefits and prosperity to both nations.
     
    Minister Ramírez reaffirmed the staunch support extended to Taiwan by President Peña and the government and people of Paraguay and conveyed sincere greetings on their behalf. He expressed the hope that by building a model of trilateral cooperation, Taiwan, the United States, and Paraguay could jointly safeguard the core values of freedom, democracy, and human rights. He affirmed the earlier signing of the agreement on mutual visa exemption for regular passport holders of the two countries, adding that this would foster people-to-people exchanges and afford greater convenience to Taiwanese businesses investing in Paraguay.   • MIL-OSI Asia-Pac: 2024 diplomacy review: building a new Taiwan of democracy, peace, and prosperity through integrated diplomacy

    In 2024, the global landscape underwent rapid changes; geopolitical turmoil continued unabated; democracy and authoritarianism remained starkly divided; the Russia-Ukraine war deadlocked; and instability prevailed in the Middle East, the South China Sea, the Korean Peninsula, and even in the first island chain. All of these events highlighted the increasingly formidable challenges that the world faces from the axis of upheaval. 
     
    Meanwhile, the Republic of China (Taiwan) successfully completed its eighth presidential election on January 13, another milestone in its democratic advancement. The situation across the Taiwan Strait continued to elicit a high level of international concern, while the Indo-Pacific became pivotal to global strategy. All of these developments were closely intertwined with Taiwan’s national security and interests.
     
    Diplomats at the Ministry of Foreign Affairs (MOFA) and its overseas missions showed resilience and self-confidence. They did their utmost to safeguard Taiwan’s sovereignty, dignity, and interests, as well as the Taiwanese people’s rights and interests. Building on the excellent foundation laid by steadfast diplomacy over the past eight years, MOFA implemented integrated diplomacy, which aims at realizing values-based diplomacy and transforming Taiwan into a thriving global economic powerhouse as envisioned by President Lai Ching-te. Based on the three pillars of democracy, peace, and prosperity, MOFA fostered cooperation and deepened partnerships. MOFA pursued mutual benefits and coprosperity with diplomatic allies and like-minded nations, demonstrating that Taiwan was a pivotal force for stability and prosperity in the Indo-Pacific and underscoring its value as a global model of freedom and democracy. 
     
    Democratic Taiwan neither yielded nor provoked, remaining calm and confident. It worked with the global democratic community to respond to threats posed by authoritarian regimes. Taiwan stood firm and resilient against authoritarian expansionism, actively provided international humanitarian assistance during times of crisis, and leveraged its strengths to share prosperity with diplomatic allies and like-minded countries. For its contributions, Taiwan gained worldwide acclaim and recognition from all sectors. 
     
    With the support of Taiwan’s people, MOFA and its overseas missions spared no effort to promote head-of-state diplomacy. In December, President Lai led a delegation to Pacific diplomatic allies the Marshall Islands, Tuvalu, and Palau under the theme “Smart and Sustainable Development for a Prosperous Austronesian Region.” He achieved the three main objectives of smart sustainability, sustainable democracy, and sustainable diplomatic ties while also making successful US transit stops in Hawaii and Guam. The tour was immensely productive and successfully consolidated international support for Taiwan. It both deepened Taiwan’s friendships with allies and launched a new era of values-based diplomacy. 
     
    In October, Minister of Foreign Affairs Lin Chia-lung, serving as special presidential envoy, attended celebrations marking the 45th anniversary of the independence of Saint Vincent and the Grenadines. He also visited Guatemala, Saint Lucia, Belize, and Saint Christopher and Nevis, where he witnessed the achievements of values-based diplomacy and economic and trade diplomacy. In addition, he deepened partnerships on the foundations already laid for bilateral cooperation. In November, Minister Lin visited Belgium, where the European Parliament is headquartered, as well as Lithuania and Poland, further enhancing democratic alliances and cooperation as well as economic and trade linkages between Taiwan and Europe. 
     
    International friendship and support for Taiwan reached new heights this year. Following the successful completion of Taiwan’s presidential and legislative elections in January, more than 1,600 prominent political figures from over 100 countries offered congratulations. Taiwan’s significant success in diplomacy was substantively reflected through its solid formal alliances, rock-solid partnership with the United States, growing ties with Europe, and steadfast friendship with Japan. Diplomatic allies and like-minded nations spoke in support of Taiwan’s international participation and reaffirmed the global consensus on maintaining peace and stability across the Taiwan Strait. They lauded Taiwan as a force for good that safeguarded democratic values, provided humanitarian assistance, and made concrete contributions. 
     
    Meanwhile, Taiwan has continued to deploy soft power, pursue public diplomacy, and seek international support. It has integrated resources across ministries, agencies, and departments to bolster its overall diplomatic strength. Furthermore, it has sought to have other countries implement consular measures addressing visas and digital governance to afford greater convenience to Taiwan’s people while also promoting closer people-to-people exchanges with other nations. 
     
    MOFA has devoted a maximum effort to the planning and implementation of the Diplomatic Allies Prosperity Project to deepen substantive relations with allies and like-minded countries. MOFA has formulated eight flagship projects concerning the Five Trusted Industry Sectors, covering semiconductor supply chain resilience, reliable networks and digital governance, new energy and carbon credit cooperation, smart demonstration parks overseas, smart medicine and healthcare, smart agriculture, sovereign AI, and sustainable tourism. Taiwan has brought its industrial strengths to play while integrating the resources of all ministries and agencies. Through the export of smart solutions, Taiwan has stimulated the prosperous development of allies and bolstered democratic supply chains. This has consolidated diplomatic ties and is helping allies enjoy greater prosperity. 
     
    Taiwan is greeting a new world and the world is greeting a new Taiwan. Not only is this MOFA’s mission in its diplomatic work, it is also the stellar outcome of coordinated efforts by the Taiwanese people and related agencies. MOFA has helped to promote the Executive Yuan’s economic diplomacy task force and has a strategic team conducting research and administrative work for the task force. This task force facilitates the efficient integration of resources from across ministries, enabling every citizen to be a diplomat and every ministry to serve as a foreign ministry. 
     
    MOFA will continue to improve the efficiency and quality of its public-facing services so that they have a tangible and positive impact on people’s lives. It will work diligently for the dignity, rights, interests, continuity, and development of the nation and people. MOFA will utilize Taiwan’s strengths as it connects to the world and work steadily to promote technology diplomacy, human rights diplomacy, cultural diplomacy, urban diplomacy, parliamentary diplomacy, medical and public health diplomacy, environmental diplomacy, sports diplomacy, indigenous diplomacy, religious diplomacy, and gender equality diplomacy. MOFA will help the international community better understand the important role that Taiwan plays. It will live up to the expectations of all sectors as concerns diplomatic efforts.
     
    In 2025, the world will usher in a new chapter in geopolitics. With confidence, resilience, and a professional and flexible approach, MOFA will maintain its footing in the new environment. It will leverage Taiwan’s strengths; overcome challenges; and amplify the values of democracy, peace, and prosperity. By integrating diplomatic momentum from all sectors, MOFA will continue to contribute to the international community and realize President Lai’s policy of values-based diplomacy and vision of Taiwan as a thriving global economic powerhouse. MOFA will demonstrate that Taiwan can help and that Taiwan can lead so that Taiwan continues to serve as a beacon shining far and wide across the globe. (E)

    John Evans, Chief Executive Officer, said:

    Subsea7 had a good start to 2025 with solid financial performance underpinned by strong project execution, which offset a heavy vessel maintenance schedule. The Group reported 10% revenue growth year-on-year and Adjusted EBITDA margin expansion of 380bps, putting us on track to meet full year expectations. With backlog of $10.8 billion including $4.8 billion for execution in the remainder of the year, we have a high level of visibility for 2025.

    Although uncertainty in the global economy has increased in recent months, the outlook for long-term energy demand growth remains positive. Subsea7’s strategy to focus on long-duration developments in cost-advantaged sectors of the deepwater adds resilience to our subsea business, and our exposure to strategic gas developments, such as the Sakarya field in Türkiye, and new oil provinces such as Namibia, gives us further confidence. In offshore wind, we are positive about the opportunities presented by this year’s CFD allocation round in the UK, where it is expected that the volume of projects sanctioned will nearly double year-on-year. We are well-positioned in this market, with a strong track record and collaborative client relationships.  

    Overall, while volatility in commodity prices and global tariffs create headwinds for investor sentiment in the sector, the fundamentals of our industry remain robust and our focused strategy leaves the Group well-positioned to deliver strong growth in profitability and cash generation in 2025.

    First quarter project review
    During the first quarter, we undertook significant planned vessel maintenance. This maintenance ensures that our vessels are optimised ahead of a busy year. Nevertheless we made good progress on our subsea, conventional and renewables projects. In Africa, Seven Arctic was active installing flexibles and umbilicals at Agogo in Angola, where it was joined by Seven Borealis, after it completed Zuluf in Saudi Arabia. Seven Pacific was busy at the Raven field in Egypt before mobilising for early flexlay work at Sakarya in Türkiye. In the Americas, Seven Oceans undertook work on a range of projects including Sunspear, Salamanca and Shenandoah in the US, while Seven Seas worked mainly on Cypre in Trinidad and Tobago and Seven Vega continued rigid pipelay at Mero 3 in Brazil.   

    In Renewables, Seaway Strashnov and Seaway Alfa Lift underwent maintenance before preparing to restart work at Dogger Bank in the UK. We also took advantage of the winter off-season to install a monopile gripper on Seaway Ventus before starting the East Anglia THREE project in the UK, where we will install 95 monopiles. In Taiwan we were active on Hai Long.

    First quarter financial review
    Revenue was $1.5 billion an increase of 10% compared to the prior year period. Adjusted EBITDA of $236 million equated to a margin of 15%, up from 12% in Q1 2024. A strong operational performance in Subsea and Conventional, and high activity in Taiwan in Renewables helped offset seasonal weakness and vessel maintenance.

    Depreciation and amortisation charges were $160 million, resulting in net operating income of $77 million compared to $20 million in the prior year period. Net finance costs of $17 million and a net foreign exchange loss of $28 million, resulted in net income for the quarter of $17 million compared to $29 million in the prior year period.

    Net cash generated from operating activities in the first quarter was $51 million, including a $163 million adverse movement in net working capital. Net cash used in investing activities was $68 million mainly related to purchases of property, plant and equipment. Net cash used in financing activities was $106 million including lease payments of $59 million. Overall, cash and cash equivalents decreased by $116 million in the quarter to $459 million at 31 March 2025 and net debt was $632 million, including lease liabilities of $400 million.

    First quarter order intake was $0.9 billion comprising new awards of $0.4 billion and escalations of $0.5 billion resulting in a book-to-bill ratio of 0.6 times. Backlog at the end of March was $10.8 billion, of which $4.8 billion is expected to be executed in 2025, $3.5 billion in 2026 and $2.5 billion in 2027 and beyond.

    Guidance

    Our financial guidance for 2025 is unchanged. We continue to anticipate that revenue in 2025 will be between $6.8 billion and $7.2 billion, while the Adjusted EBITDA margin is expected to be within a range from 18% to 20%. Based on our firm backlog of contracts and the prospects in our tendering pipeline, we expect margins to exceed 20% in 2026.

    Solid production

    Equinor delivered a total equity production of 2,123 mboe per day in the first quarter, down from 2,164 mboe in the same quarter last year.

    The operational performance for most of the fields on Norwegian continental shelf is strong, including the Johan Sverdrup and Troll fields. This almost offsets the negative production impact from the shut-in at Sleipner B after the fire in fourth quarter 2024 and planned and unplanned maintenance at Hammerfest LNG.

    In the US, production increased from the same period last year. This was due to increased production from the fields and transactions increasing Equinor’s ownership interest in onshore gas assets in 2024.

    The production from the international upstream segment, excluding US, is down compared to the same quarter last year, due to exits from Nigeria and Azerbaijan in 2024.

    The total power generation from the renewable portfolio was 0.76 TWh, on par with the same period last year.

    In the quarter, Equinor completed five offshore exploration wells on the NCS with two commercial discoveries.

    Strong financial results

    Equinor delivered adjusted operating income* of USD 8.65 billion. and USD 2.25 billion after tax* in the first quarter of 2025. The results are driven by solid gas production and higher gas prices.

    Equinor realised a European gas price of USD 14.8 per mmbtu and realised liquids prices were USD 70.6 per bbl in the first quarter.

    Adjusted operating and administrative expenses* increased from the same quarter last year driven by overlift, higher maintenance activity and some one-off costs. This was partially offset by active measures to reduce costs for business development and early phase projects in renewables and low carbon solutions.

    A strong operational performance generated a cash flow from operating activities, before taxes paid and working capital items, of USD 10.6 billion for the first quarter. Equinor paid one NCS tax instalment of USD 3.09 billion in the quarter.

    Cash flow from operations after taxes paid* ended at USD 7.39 billion.

    Organic capital expenditure* was USD 3.02 billion for the quarter, and total capital expenditures were USD 4.50 billion.

    Equinor continues to demonstrate capital discipline and strengthen financial robustness with a net debt to capital employed adjusted ratio* of 6.9% at the end of the first quarter, compared to 11.9% at the end of the fourth quarter of 2024.

    Empire Wind 1

    After quarter close, Equinor received a halt work order from the US government on the offshore construction on the outer continental shelf for the Empire Wind project. The lease was obtained in 2017 and the project was fully permitted in 2024. It has a potential for delivering power to half a million New York homes, and is approximately 30% to completion.

    Equinor is complying with the order and is seeking dialogue with the proper authorities and assessing legal options. The Empire Wind project has per 31 March 2025 a gross book value of around USD 2.5 billion, including South Brooklyn Marine Terminal.

    Strategic progress

    A major milestone was reached when production was started from the Johan Castberg field in the Barents Sea on 31 March. Production also started at the Halten East development in the Norwegian Sea, with   estimated recoverable reserves of 100 million boe and one year pay-back time.

    Equinor continues to optimise and strengthen long-term value creation on the NCS, and was awarded 27 new production licenses in the Awards in Predefined Areas round (APA) in January. The ambition is to drill around 250 exploration wells on the NCS by 2035.

    In the quarter, the Bacalhau floating production, storage and offloading vessel (FPSO) arrived at its destination in the Santos Basin in Brazil’s pre-salt region. First oil is expected in 2025.

    Within low carbon solutions, Equinor together with partners Shell and TotalEnergies made a final investment decision to progress phase two of the groundbreaking Northern Lights carbon transport and storage development in Øygarden. The NOK 7.5 billion investment is expected to increase the total injection capacity from 1.5 million tonnes of CO2 per year (Mtpa) to at least 5 Mtpa and further develop the commercial market for transport and storage of CO2.

    The appraisal wells for carbon storage at Smeaheia were completed in the quarter on time and on cost.

    Competitive capital distribution

    The board of directors has decided a cash dividend of USD 0.37 per share for the first quarter 2025, in line with communication at the Capital Markets Update in February.

    Expected total capital distribution for 2025 is USD 9 billion, including a share buy-back programme of up to USD 5 billion. The board has decided to initiate a second tranche of the share buy-back programme of up to USD 1.265 billion. The second tranche is subject to an authorisation from the company’s annual general meeting 14 May 2025 and will commence after this. The tranche will end no later than 21 July 2025.

    The first tranche of the share buy-back programme for 2025 was completed on 24 March 2025 with a total value of USD 1.2 billion.

    All share buy-back amounts include shares to be redeemed by the Norwegian State.

    Shipping expands from Guangzhou to west coast of S. America

    A shipping vessel docked at the Phase II Terminal of the Nansha Port in Guangzhou, the capital of Guangdong province, on Tuesday, marking the launch of the first direct route from Guangzhou to the western coast of South America.

    After loading 400 containers of electronics, household appliances and other products manufactured in the Guangdong-Hong Kong-Macao Greater Bay Area, the vessel will start its journey bound for South America.

    The WSA3 route, operated with 11 vessels of 10,062 TEU container capacity, will connect Guangzhou’s Nansha Port with key ports in Latin America including Chancay Port in Peru, Manzanillo Port in Mexico and San Antonio Port in Chile.

    “The route’s opening will help boost the comprehensive upgrade of the logistics channel between the Greater Bay Area and the western coast of Latin America, further enhancing the golden channel for economic and trade exchanges between China and Latin America,” said Sun Bangcheng, deputy general manager of Guangzhou Port Company Limited.

    China has become the second-largest trading partner of Latin America, following the signing of the first free trade agreement between China and Latin American countries 20 years ago.

    The trade volume between China and Latin America has grown from around $12 billion in 2000 to approximately $500 billion in 2024, according to Customs data.

    The new route directly connecting Chancay Port in Peru, operated by COSCO Shipping Ports Limited, is an important project under the joint construction of the Belt and Road Initiative between China and Peru.

    Serving as South America’s first smart and green port, the operation of Chancay Port is seen as a model of infrastructure cooperation between China and Latin America, helping shorten the sea transportation time between Peru and China to 23 days, saving over 20 percent in logistics costs.

    “This route not only provides a fast lane for ‘Made in China’ products like household appliances, electronics, furniture and toys from the Greater Bay Area to venture into the Latin American market, but also enables high-quality tropical fruit, Pacific coast seafood, Andean wines, as well as commodities like pulp, fishmeal and minerals to enter the Chinese market,” said Sun.

    Located in the Nansha port area, the Nansha International Cold Chain Project has built three multistory cold storage facilities, offering a total storage capacity of 227,000 metric tons, according to the port company.

    With the ability of inspecting 162 refrigerated containers simultaneously, the facilities ensure that the seamless cold chain services for temperature-controlled goods are never broken, from inspection through to storage.

    Dubbed “Asia’s largest refrigerator”, the project has supported the Chilean cherry express route at Nansha Port since 2019. Chile’s cherry exports surged 51.4 percent year-on-year in 2024, with China remaining the South American country’s top cherry export market.

    “With the operation of the new shipping route and other logistics support, more refrigerated cargo such as beef, lamb, white shrimp, salmon, squid, grapes, avocados, prunes and plums are expected to efficiently reach Chinese consumers through Nansha port,” said Sun.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) delivered a floor speech tonight criticizing President Donald Trump’s first 100 days in office, describing a period marked by weakened global alliances, harsh cuts to foreign aid, and an overhaul of key federal agencies. 
    Today marks the 100th day of President Trump’s second term, and Senator Coons’ early review of his presidency is that he has made Americans less prosperous and less secure, both at home and abroad. Trump has disrupted long-standing diplomatic relationships and global partnerships by recklessly imposing tariffs on nearly every country and asserting that he will take over Canada, Greenland, and the Panama Canal. Our closest allies and partners have responded with unease and outright resistance. In his speech, Senator Coons remarked on Prime Minister Mark Carney’s victory in Canada’s national election yesterday, an outcome viewed as a rejection of Trump’s policies. 
    He also expressed concern over the administration’s dismantling of foreign aid and health programs, warning that it makes Americans less safe and creates an opportunity for our adversaries like China. Additionally, Senator Coons highlighted his visit to Taiwan this month to bolster U.S.-Taiwan relations and stand against China’s attempts to limit Taiwan’s role on the global stage. 
    Senator Coons also called for Congress to reassert its constitutional responsibilities as Trump pushes the boundaries of executive power.

    Senator Coons: In a hundred days – in a hundred days – what can a president accomplish?
    The last hundred days, President Trump has made Americans less safe, less prosperous, and less free.
    He has chosen to move us in a direction at home and abroad that is the opposite of what those who voted for him expected, and that is aligned with what those of us who worked against him feared. 
    What I’ve heard my whole life, whether in business or in foreign policy, as a lawyer or in my community as a local elected official – folks need trust, and they need predictability. Businesses say they need predictability in order to decide what to invest in, who to hire, where to grow. Other countries around the world say that they need to know they can trust us, that they can rely on us. And in the last hundred days, President Trump has shattered both of them. I’m going to speak for a few minutes about foreign policy because so many of my colleagues in my caucus have stood to talk about the disastrous cuts led by Elon Musk and DOGE, and the ways they’ve impacted Americans all over the country. 
    But if you think about our reputation globally –statement after statement, tweet after tweet by President Trump has puzzled, concerned, even alarmed our allies. He’s going to invade Greenland, a NATO ally. He’s going to take back the Panama Canal. He’s going to take over the Gaza Strip and make it ‘Mar-a-Gaza.’ He’s going to turn Canada into the 51st State. One of my Republican colleagues said, ‘don’t pay so much attention to what he says, look what he does.’ Well, lots of our partners and allies looked at what he has done by imposing tariffs on allies and partners, and recoiled. 
    In an election in Canada last night, where Trump was the issue, [they] elected a new prime minister, Mark Carney, who ran on a platform of standing up to America, of standing up to Donald Trump. Look, folks, the actions he’s taken, in slashing foreign aid, in abandoning decades-old bipartisan programs around the world that save lives, and that help other countries to trust and rely on us, have weakened us abroad and created openings for our pacing threat – the People’s Republic of China. I was recently in the Philippines, a nation that faces more natural disasters than any country on Earth – more typhoons, more earthquakes, more volcanoes. And for decades, they’ve relied on the United States and the help of USAID, volunteers, nonprofits – coordinated through our government – to respond to these disasters. It has built a long and close partnership of trust. Gone. 
    I was recently in Taiwan, a country looking to decide whether they can rely on us should China make real their threats to reunite Taiwan with the mainland by force. Can they trust us? Well, what I’m going to say is that in a hundred days, President Trump has shown weakness in Europe and created openings for China. We have long relied on a global network of allies and partners to keep us safe and strong, to make us prosperous, and to build our role in the world. China doesn’t have that. They have nervous neighbors and client states, countries that can’t count on them and view them as predatory. Yet, now through the actions of President Trump, Elon Musk and DOGE, and the silence and collaboration of Republicans in this chamber, even our closest, most trusted allies, like Canada, question whether they can count on us. 
    Back to the Reagan days, Republicans have talked about ‘peace through strength.’ What we’ve seen from Donald Trump in a hundred days: ‘weakness through chaos.’ A hundred days in, he’s not stopping Putin, he’s preparing to sell out Ukraine and Europe to Putin. A hundred days in, he’s not deterring Xi Jinping––he’s backing down every time he says he’s going to stand up to him. At the end of the day, these first hundred days have shown that we are weaker. The world is less stable. Americans are less safe.
    And I have to say, Madam President, a hundred days is more than enough time for my Republican colleagues to have seen enough, to stand up to this president, and to restore the role of this Senate and return our position of strength to the world. Thank you.

    The situation in the Gaza Strip is dire on every level. The Israeli authorities’ full ban on all humanitarian aid and supplies since 2 March is having deadly consequences for civilians in Gaza and is severely limiting our capacity as humanitarians and medical workers to respond in any meaningful or effective way.

    Israeli authorities are not only using aid as a bargaining chip but as a weapon of war and a means of collective punishment for over 2 million people living in the Strip. MSF teams are witnessing shortages of medical supplies and food. States need to do more to pressure Israeli authorities into lifting the siege and letting aid enter the war-torn enclave at scale to prevent more suffering and death.”

    WASHINGTON – Once again, the media is shamefully peddling a false narrative in an attempt to demonize our ICE enforcement agents, who are already facing a 300% surge in assaults again them. The media and Democrat politicians are force-feeding the public false information that US citizen children are being deported.  

    This is false and irresponsible. In both of these cases the mothers had a final order of deportation. Rather than separate their families, ICE asked the mothers if they wanted to be removed with their children or if they wanted ICE to place the children with someone safe the parent designates. Both mothers choose to deport with their children.  

    Jenny Carolina Lopez-Villela illegally entered this country three times in September 2019, March of 2021, and August 2021. She and her older daughter were deemed inadmissible to the United States the first time she entered the country and both her and her daughter were given final orders of removal in March 2020. When she was taken into ICE custody in April 2025, she chose to bring her younger daughter, who is an American Citizen, with her to Honduras and presented a valid United States passport.  

    Reachel Alexas Morales-Valle entered this country illegally and was released into the interior in 2013. She was given a final order of deportation in 2015. In February of 2025, she was arrested by Kenner Police Department in Louisiana for speeding, driving without insurance, and driving without a license. When she was taken into ICE custody in April 2025, she chose to bring both children, who are American citizens, with her to Honduras and presented a valid United States passport for each child.  

    DHS takes its responsibility to protect children seriously and will continue to work with federal law enforcement to ensure that children are safe and protected. Parents, who are here illegally, can take control of their departure. Through the CBP Home App— the Trump Administration is giving parents illegally in the country a chance to take full control of their departure and self-deport, with the potential ability to return the legal, right way and come back to live the American dream.     It is late at night, and we are silently watching a bat in a roost through a night-vision camera. From a nearby speaker comes a long, rattling trill.

    Next from the speaker comes a higher-pitched “whine” followed by a “chuck.”

    Bats show tremendous variation in the foods they eat to survive. Some species specialize on fruits, others on insects, others on flower nectar. There are even species that catch fish with their feet.

    At the Smithsonian Tropical Research Institute in Panama, we’ve been studying one species, the fringe-lipped bat (Trachops cirrhosus), for decades. This bat is a carnivore that specializes in feeding on frogs.

    Male frogs from many species call to attract female frogs. Frog-eating bats eavesdrop on those calls to find their next meal. But how do the bats come to associate sounds and prey?

    We were interested in understanding how predators that eavesdrop on their prey acquire the ability to discriminate between tasty and dangerous meals. We combined our expertise on animal behavior, bat cognition and frog communication to investigate.

    How do bats know the sound of a tasty meal?

    There are nearly 8,000 frog and toad species in the world, and each one has a unique call. For instance, the first rattling call that we played from our speaker came from a large and toxic cane toad. The second “whine chuck” came from the túngara frog, a preferred prey species for these bats. Just as herpetologists can tell a frog species by its call, frog-eating bats can use these calls to identify the best meal.

    Over the years, our research team has learned a great deal from frog-eating bats about how sound and echolocation are used to find prey, as well as the role of learning and memory in foraging success. In our newly published study, we focused on how associations between the sounds a bat hears and the prey quality it expects arise within the lifespan of an individual bat.

    Adult bats like the one pictured have extensive acoustic repertoires and remember specific frog calls year after year. Young bats must learn which calls to respond to – and, critically, which to ignore – over time through experience.

    We considered whether the associations between sound and a delicious meal are an evolved specialty that bats are born with. But this possibility seemed unlikely because the bat species we study has a large geographic distribution across Central and South America, and the species of frogs found across this range vary tremendously.

    Instead, we hypothesized that bats learn to associate different sounds with food as they grow up. But we had to test this idea.

    First, we and our collaborators spent time in the forest and at ponds to record the mating calls from 15 of the most common frog and toad species in our study area in Panama.

    Then, we set up mist nets along streams in Soberanía National Park to capture wild bats for the study.

    For the testing, each bat was housed individually in a large, outdoor flight chamber. From a speaker on the ground in the center, we played calls from one frog species on loop for 30 seconds and measured the behavior of the bat, which was hanging from a cloth roost. As we expected, adult bats were generally uninterested in the sounds of species that were unpalatable, such as those with toxins or those that are too large for the bat to carry.

    But it was a different story for young bats. Juveniles responded with significantly more predatory behaviors in response to the calls of toxic toads compared with the adults. They also responded more weakly than adults to the sounds of túngara frogs, a palatable, abundant prey that adult bats prefer.

    Thus it seems that juvenile bats must learn the associations between sounds and food over the course of their lives. As they grow up, we believe they learn to ignore the calls of frogs that aren’t worth the trouble and zero in on the calls of frogs that will be a good meal.

    To better understand how sounds drive prey associations, we measured the acoustic properties of the different calls. We found that some of the most noticeable features of the calls correlated with body size: Larger frogs produce lower-frequency calls – that is, their voices are deeper. Both the adult and juvenile bats responded more strongly to larger species, which would provide larger meals.

    However, there was a clear exception in the responses of adults, where the toxic toads and very large frogs elicited much weaker responses than expected for their body size. This finding led us to hypothesize that bats have early biases to pay attention to sounds associated with larger body size. Then they must learn through experience that meal quality is not only about size. Some large meals are toxic or impossible to carry, making them unpalatable.

    After the bats spent a few days with us, we released each one back at its original site of capture. The bats departed, taking with them a small RFID tag, just like the ones pet owners use to identify their dogs and cats, in case we meet again as part of a future study.

    As the bats go on with their lives in the wild, we continue our quest to deepen our understanding of the subtleties of information discrimination. How do individuals weed through information overload to make choices that make sense and benefit them? That’s the same challenge we all face each day.

  • MIL-OSI Security: Houston furniture flipper sentenced for smuggling three dozen illegal aliens

    CORPUS CHRISTI, Texas – A 29-year-old Houston man has been ordered to prison after unlawfully transporting illegal aliens, announced U.S. Attorney Nicholas J. Ganjei.

    Louis Dante Anthony pleaded guilty Jan. 30.

    U.S. District Judge David Morales has now ordered Anthony to serve 30 months in federal prison to be immediately followed by three years of supervised release. At the hearing, the court heard additional evidence that described the dangerous way the 36 aliens were locked into a false compartment with no air and no means of escape. In handing down the sentence, the court noted the seriousness of the way the aliens were transported.

    On Dec. 8, 2024, Anthony drove to the Falfurrias Border Patrol checkpoint where he claimed he was hauling furniture from Edington and was heading to Victoria. He denied having any passengers in his vehicle and said he was simply a furniture flipper.

    An x-ray scan revealed 36 individuals trapped in an 8 by 4.25-foot false compartment at the front of the box truck. The illegal aliens had no access to air, could not be heard from the outside and were unable to get themselves out of the compartment. The illegal aliens were from Ecuador, Colombia, Guatemala, El Salvador, Honduras and Mexico.

    Anthony will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Customs and Border Protection conducted the investigation. Assistant U.S. Attorney Ashley A. Pruitt prosecuted the case.

    Today the subcommittee will be exploring the role of the State Department in cyber and technology matters, and how such policies might align with U.S. national security interests and foreign policy objectives. In particular, we will be examining the work of the Bureau of Cyberspace and Digital Policy, or CDP. Across the globe, malicious cyber attacks are conducted by state and non-state actors against the United States and its allies, including from the People’s Republic of China.

    From cyber criminals scamming individuals out of their savings to large-scale state-sponsored attacks from America’s adversaries, U.S. government entities and citizens are increasingly under siege. For years, PRC-supported hackers have buried deep into critical infrastructure, including water, transportation networks, and energy systems.

    According to the 2025 Annual Worldwide Threats Assessment of the U.S. Intelligence Community, the PRC remains the most active and persistent cyber threat to U.S. government, private sector, and critical infrastructure networks. Beijing’s campaign to preposition access on critical infrastructure for attacks during crisis or conflict—tracked publicly as Volt Typhoon—or its more recently identified compromise of U.S. telecommunications infrastructure, also referred to as Salt Typhoon, demonstrates the growing breadth and depth of the PRC’s capability to compromise U.S. infrastructure.

    Russia also poses a significant cyber threat, with its efforts to compromise sensitive targets for intelligence collection and to preposition access to U.S. critical infrastructure. In addition to Beijing and Moscow, Tehran has demonstrated an increasing willingness to carry out aggressive cyber operations targeting the security of U.S. networks and data. Furthermore, Pyongyang’s cyber program presents a highly capable and maturing threat, including an approach to launder and cash out cryptocurrency from the United States and other victims to fund its nefarious activities.

    As cyber becomes a growing battlefield for criminal networks and malign actors, the State Department must be ready to meet the challenge. The U.S. is not facing these real and growing threats alone. Through cooperation with our allies and partners, the U.S. will continue to work to combat malign cyber activities from the PRC, Iran, North Korea, and Russia.

    Since the recent establishment of CDP, it’s played a role in the U.S. response to a major ransomware campaign in Costa Rica that disrupted critical services. In particular, CDP, alongside other federal partners, worked to strengthen Costa Rica’s cyber defenses against attacks from malicious actors threatening the security of both our countries. It has also worked to identify strategic opportunities to leverage partner resources to further U.S. strategic objectives through subsea cable projects in the Pacific Islands. Such efforts ensured that the Pacific Islands rely on trusted, primarily American businesses for their internet connectivity while also countering the PRC’s influence in the strategically important region.

    The Department of State agreement on a cybercrime UN treaty that conflicted with CDP policy lead and recommendations begs the question of the actual authority wielded by CDP. This hearing should lead us toward conclusions on how to improve CDP efficiency and effectiveness in this vital area of national interest and security. As we move through this reauthorization process, the experience and insights from today’s witnesses will help inform this subcommittee on the State Department’s cyber diplomacy role in addressing these increasingly important challenges.

    President Trump’s First 100 Days: Delivering for America and Restoring Texas Values

    When President Donald J. Trump took the oath of office exactly one hundred days ago, he vowed to usher in the “Golden Age of America.” Given the chaos President Biden left behind—open borders, soaring inflation, weakened energy independence, and a nation divided—this was no small promise. It is now one hundred days into his second term, and President Trump is turning campaign promises into measurable outcomes. With a Republican Congress working in tandem, we have begun reversing the damage done under the previous administration and laying the groundwork for a stronger, safer, and more self-reliant America.

    These first 100 days have made one thing abundantly clear: under Republican leadership, commonsense is being restored, and the American people are once again being prioritized. Change is never easy, but President Trump’s willingness to shake up a broken system has already produced tangible, meaningful victories and has set the tone for where we are going. Illegal border crossings have dropped to historic lows, energy production is surging in the Permian Basin, and Texas values are no longer under siege—they’re leading the way.

    Border security, in particular, stands as one of the most dramatic turnarounds from the Biden administration years. In contrast to President Biden’s border policies that enabled drug cartels, traffickers, and violent criminals to flood across our southern border, bringing deadly fentanyl and chaos with them, President Trump has taken immediate action to reestablish control and restore rule of law. Illegal border encounters have declined by 95%, known daily “gotaways” have dropped 99%, and over 21 million fentanyl pills have been seized. Construction of the border wall has resumed, the Remain in Mexico policy has been reinstated, and over 150,000 illegal immigrants—including gang members from MS-13 and Tren de Agua—have been arrested.

    Furthermore, the passage of the Laken Riley Act, the first piece of legislation signed into law this term, reflects a renewed commitment to American safety and accountability. Texas certainly bore the brunt of the prior administration’s lax border policies, but thankfully, we no longer face that burden alone. With President Trump back in office, Washington is finally acting like a partner again, not an obstacle. It is ironic that President Biden once said only Congress could fix the border—turns out we just needed a president who cared enough to try.

    Beyond securing the border, the Trump administration and Republican Congress have wasted no time unleashing America’s energy potential. On day one, President Trump declared a national energy emergency and immediately set to work undoing the regulatory mess imposed by the Biden administration. In partnership with Congress, the White House has reinstated oil and gas production on federal lands, revived the Keystone XL pipeline, axed the job-killing natural gas tax, and cut the permitting timeline for new projects to just under a month.

    As the representative for Texas-11 and the Permian Basin, I’ve seen firsthand how these changes can bring stability to producers and relief to consumers. I also know it is imperative to work in lockstep with industry on these issues to produce the best energy outcomes. My bill to repeal the Biden-era natural gas tax, the second piece of legislation signed into law this Congress, was the direct outcome of my work with industry leaders and helps codify President Trump’s actions to ensure that future energy policy supports, rather than punishes, those who power the nation.

    Stable, pro-growth energy policy isn’t just an economic issue—it’s a geopolitical imperative. A predictable regulatory framework gives our companies the confidence to invest, hire, and expand, while reducing our dependence on foreign adversaries. That’s why we’re fighting to codify these reforms into law—to ensure long-term policy that supports American energy independence regardless of who occupies the White House.

    These first 100 days have been about more than just a policy shift—they’ve been a course correction. In 2024, voters sent a clear message: They wanted an end to the progressive ideological nonsense and a return to practical governance rooted in American values. We are delivering on that mandate.

    The past administration attempted to govern by progressive fiat—undermining parental rights, blurring the lines between men and women in public spaces and athletics, stripping God and faith from our ideology, and more—but American voters, and especially Texans, never accepted that trajectory as inevitable.

    As a seventh-generation Texan, I deeply believe that Texas is the best place to live and raise a family and that our way of life must be protected from political overreach. This belief inspired me to run for Congress and fuels my work every day. I am passionate about protecting the Texas way of life for the next generation, and I’m proud to be doing that alongside a President who shares our priorities.

The rule specifically targeted Rinnai America Corporation, the only U.S. facility producing these water heaters. Thanks to President Trump’s leadership, the House passed a Congressional Review Act resolution to overturn the rule, keeping Rinnai’s doors open and protecting nearly 300 American jobs.

    Sarah Taylor, Iowa Parent – Sarah and her husband, Dan, both attended private Catholic elementary schools and knew they wanted the same faith-based education for their daughters, Hannah and Millie. Despite no formal charges being filed, Glezmann was held for over 2 years in an Afghanistan prison. On March 20, 2025, he was released as a gesture of “goodwill” by the Taliban following trilateral negotiations between Qatar, the U.S., and the Taliban. Upon returning to the U.S., he said, “I feel like I’m born again, I’m in debt to President Trump. Thank God he’s in the White House and thank God he got me out.”

    Michelle Root, Angel Mother – Michelle Root is the mother of Sarah Root, a 21-year-old Iowan who was killed by an illegal alien drunk driving in 2016. Instead of answering for his crimes, the illegal alien posted bail, was released from jail, and was never seen again. Fortunately, this criminal was found in Honduras and the Trump Administration worked with Honduran authorities to extradite him to the United States to face justice.   • MIL-OSI Security: Ecuadorian Man Sentenced for Being in the United States Illegally After Having Been Previously Removed by Immigration Officials

    Rutland, Vermont – The United States Attorney’s Office for the District of Vermont stated that on April 29, 2025, Alex Patin-Patin, 28, of South Burlington, Vermont, was sentenced by United States District Judge Mary Kay Lanthier to time served. The defendant, who had been detained since his arrest on February 5, 2025, previously pleaded guilty to illegally reentering the United States after having been removed.

    According to court records, Patin-Patin is an Ecuadorian national who unlawfully entered the United States near Santa Teresa, New Mexico in February 2022. He was ordered removed by a United States Immigration Judge in June 2022, and federal authorities removed him from the United States on or about July 7, 2022. It is unknown where or when Patin-Patin re-entered the United States, but in April 2024 Patin-Patin was arrested in South Burlington, Vermont for unrelated charges. Because Patin-Patin had not obtained permission to re-enter the United States, his presence in the country was in violation of U.S. law.

    Acting United States Attorney Michael P. Drescher thanked the agents from Enforcement and Removal Operations, a component of Immigration and Customs Enforcement, for their efforts in locating Patin-Patin and assisting in this prosecution.

    The case was prosecuted by Assistant U.S. Attorneys Michelle Arra and Matthew Lasher. Patin-Patin was represented by Assistant Federal Public Defender Steven Barth.

    The Liberal Party led by Mark Carney has secured a fourth consecutive term in government. This victory has come at a time when Canada is facing an unprecedented threat to its economic security and sovereignty from United States President Donald Trump.

    In an election defined by concerns over Trump’s erratic tariff policy and talk of making Canada a 51st state, voters decided Carney was the leader best equipped to deal with these challenges.

    Carney previously served as governor of the Bank of Canada, where he guided the country through the 2008 global financial crisis. He later became the first non-British person to head the Bank of England, helping guide the United Kingdom through Brexit, one of the biggest shocks to the British economy in decades.

    Now the world is facing similar financial shocks from Trump’s trade war. The on-again, off-again nature of Trump’s tariff policy could inflict significant damage to the global economy — even more to the American economy — and cause irreparable damage to its reputation as a rational entity in international trade.

    In the face of the ill-advised and self-defeating U.S. tariffs, the new Canadian government should take prudent, urgent and bold steps to strengthen the nation’s economy. Here are major and important economic priorities for the government to reshape the economy and spur much-needed economic growth.

    Stabilize and strengthen the national economy

    As a primary act, the new government should stabilize the Canadian economy from the tariff shocks. It must continue to develop carefully calibrated retaliations to Trump’s tariffs.

    The revenue raised from the tariffs should be used to compensate those directly affected by them, using a multi-pronged mechanism that includes training, increased employment insurance benefits and additional transfers to low-income households to reduce the impact of tariffs on food costs.

    Currently, a series of provincial regulations restrict the goods and services that cross Canada’s provincial borders daily. The new government should urgently remove longstanding interprovincial trade barriers.

    According to a report by the Canadian Federation of Independent Business, removing these impediments could boost the economy by up to $200 billion annually. Similarly, a study by the International Monetary Fund indicates the effect of these barriers is equivalent to a 21 per cent tariff.

    Removing interprovincial trade barriers would significantly offset the negative effects of Trump’s tariffs on the Canadian economy, and provide a boost to the “Buy Canadian” movement.

    Carney seems to have made this a priority already, which is promising. In March, he said he aims to have “free trade by Canada Day” among provinces and territories.

    Streamlining natural resource projects

    Canada is a natural resource superpower. However, for natural resources and critical minerals to be extracted efficiently, regulatory processes need to be streamlined by cutting red tape and duplicative assessments.

    The federal government and the provinces should agree to a single environmental assessment that meets the standards of both jurisdictions.

    Additionally and importantly, respectful, genuine and meaningful consultations must be undertaken by project proponents and governments with the relevant Indigenous communities to address their concerns, respect their rights and safeguard their economic well-being in the development of the natural resources projects.

    Carney has said he will uphold the principle of free, prior and informed consent when it comes to initiating resource extraction projects and make it easier for Indigenous communities to become owners of said projects.

    A similar approach should also guide the construction of infrastructure projects such as pipelines and ports, which play a crucial role in facilitating Canada’s exports.

    Boost Canada’s productivity through innovation

    A country’s ability to raise living standards for its people mostly depends on its capacity to improve its productivity. Economist Paul Krugman once stated, “productivity is not everything, but, in the long run, it is almost everything.”

    Canada’s productivity is lagging, according to the Organization for Economic Co-operation and Development.

    The new Canadian government should take steps to boost the nation’s productivity by increasing direct expenditures on research and development. Additional funding should be allocated to higher institutions of learning, and incentivizing businesses to spend more on research and development through significant tax credits.

    Although research and development spending continues to grow in Canada, as a percentage to GDP, it is the second lowest among G7 nations. Boosting investments will drive innovation, spur economic growth and ensure Canada remains competitive on the global stage.

    Dealing with U.S. tariffs

    One of the government’s primary tasks will be preparing meticulously for trade negotiations with the U.S. to address the threat of tariffs and reach a “win-win” trade deal. Given Trump’s highly unpredictable nature, negotiations will not be easy.

    Although Trump could have withdrawn from the Canada-US-Mexico Agreement (CUSMA), he has not done so, and zero-tariffs remain in effect for products that are certified as being North American origin under the CUSMA rules. This could be a solid starting point for future trade negotiations.

    At the same time, Carney and his team must work to stabilize the Canadian economy against the unprecedented threat of Trump’s tariffs by strengthening the domestic economy, diversifying Canada’s exports and reducing the country’s dependence on the U.S.

    Pulling away from the world’s largest economy will not be easy for Canadian businesses, given the deep integration of Canada’s economy with that of the U.S.

    Still, expanding trade with the European Union, the U.K., Africa and the Association of Southeast Asian Nations — and exploring other opportunities to reducing trade barriers with nations in Asia, the Middle East and Latin America — will enlarge Canada’s export market.

    By doing all this, Canada can not only prepare for a tough round of U.S. trade talks but also position itself as a stronger, more self-reliant global trading partner.

    Agreement to be Acquired by SLB

    On April 2, 2024, SLB (NYSE: SLB) and ChampionX jointly announced a definitive Agreement and Plan of Merger (the “Merger Agreement”) for SLB to purchase ChampionX in an all-stock transaction. The transaction was unanimously approved by the ChampionX board of directors and the transaction received the approval of the ChampionX stockholders at a special meeting held on June 18, 2024. The transaction is subject to regulatory approvals and other customary closing conditions.

    ChampionX may continue to pay its regular quarterly cash dividends with customary record and payment dates, subject to certain limitations under the Merger Agreement. Given the pending acquisition of ChampionX by SLB, ChampionX has discontinued providing quarterly guidance and will not host a conference call or webcast to discuss its first quarter 2025 results.

    Production Chemical Technologies

    Production Chemical Technologies revenue in the first quarter of 2025 was $523.4 million, a decrease of $46.3 million, or 8%, sequentially, due primarily to seasonally lower international sales volumes.

    Segment operating profit was $82.2 million and adjusted segment EBITDA was $109.1 million. Segment operating profit margin was 15.7%, a sequential decrease of 248 basis points, and adjusted segment EBITDA margin was 20.8%, a sequential decrease of 259 basis points. The sequential decrease in segment operating profit margin and adjusted segment EBITDA margin was driven by lower sales volumes.

    Production & Automation Technologies

    Production & Automation Technologies revenue in the first quarter of 2025 was $264.4 million, a decrease of $5.2 million, or 2%, sequentially, due primarily to seasonally lower international sales volumes. Revenue from digital products was $57.8 million in the first quarter of 2025, a sequential decrease of 7%, driven by seasonally lower customer activity in North America.

    Segment operating profit was $37.6 million and adjusted segment EBITDA was $70.3 million. Segment operating profit margin was 14.2%, a sequential decrease of 27 basis points, and adjusted segment EBITDA margin was 26.6%, a sequential increase of 34 basis points. The decrease in segment operating profit margin and the increase in adjusted segment EBITDA margin was driven by lower sales volumes, offset somewhat by productivity improvements.

    Drilling Technologies

    Drilling Technologies revenue in the first quarter of 2025 was $50.5 million, a decrease of $1.4 million, or 3%, sequentially, driven primarily by lower North America sales volumes.

    Segment operating profit was $8.2 million and adjusted segment EBITDA was $10.2 million. Segment operating profit margin was 16.2%, compared to 20.6% in the prior quarter, and adjusted segment EBITDA margin was 20.3%, a decrease of 346 basis points, sequentially, due primarily to lower volumes.

    Reservoir Chemical Technologies

    Reservoir Chemical Technologies revenue in the first quarter of 2025 was $26.9 million, an increase of $5.0 million, or 23%, sequentially, driven by higher sales volumes in the U.S. and internationally.

    Segment operating profit was $5.5 million and adjusted segment EBITDA was $6.3 million. Segment operating profit margin was 20.5%, an increase of 1008 basis points, sequentially, and adjusted segment EBITDA margin was 23.6%, an increase of 647 basis points, sequentially. The increase in segment operating profit margin and adjusted segment EBITDA margin was driven by higher sales volumes together with a more favorable product mix.

  • MIL-OSI USA: ICYMI: Women, Peace and Security Law “Ended” by Hegseth Widely Supported by Trump Administration Officials

    (Washington, DC) – Earlier today, Secretary of Defense Pete Hegseth moved to “end” the “Women, Peace and Security (WPS)” program inside the U.S. Department of Defense. U.S. Senator Jeanne Shaheen (D-NH), a top member of the U.S. Senate Armed Services Committee, blasted his action and called attention to the numerous Trump Cabinet members who were integral to the passage of WPS in Congress. In addition to President Trump, who signed WPS into law in 2017, a number of other administration officials have been vocal in their support for the program:

    Trump White House in 2019: “President Trump was the first global leader to sign bipartisan legislation of this kind, making the United States the first country in the world with a standalone, comprehensive law on Women, Peace, and Security […] With today’s release of our Strategy on Women, Peace, and Security, the United States reaffirms its strong and unwavering commitment to advancing women’s equality, protecting the rights of women and girls, and promoting women’s economic empowerment.”

    Secretary of State Marco Rubio just 28 days ago: “President Trump also signed the Women, Peace, and Security Act, a bill that I was very proud to have been co-sponsor of when I was in the Senate, and it was the first comprehensive law passed in any country in the world – the first law passed by any country anywhere in the world – focused on protecting women and promoting their participation in society.”

    Then Representative and House WPS Caucus Co-Chair Mike Waltz last year: “The Trump Administration then released the women peace and security strategy in 2019, and I, with my colleague Democrat colleague Lois Frankel, formed and co-chaired the WPS caucus in the House to kind of oversee the implementation.”

    Then Representative Kristi Noem introducing Women, Peace and Security Act: “Especially when the world is so volatile and security remains a constant concern, it’s critical we take full advantage of proven peace-building tactics, such as involving women in conflict prevention and resolution. We understand from research that peace agreements are much more likely to be sustained if women have a role in the negotiations. The bipartisan Women, Peace, and Security Act ensures, through meaningful congressional oversight, that women gain this seat at the table. I thank Rep. Schakowsky, Chairman Royce, and Ranking Member Engel for working to advance this critical national security tool.”

    Trump-appointed Pentagon spokesman Jonathan Rath Hoffman in 2020: “By recognizing the diverse roles women play across the spectrum of conflict — and by incorporating their perspectives throughout plans and operations — DOD is better equipped to promote our security, confront near-peer competitors, and defeat our adversaries.”

    Trump Defense Department acting assistant secretary of defense for stability and humanitarian affairs Stephanie Hammond in 2020: “When we recognize the diverse roles women play as agents of change; and when we incorporate their perspectives throughout our plans and operations, we are better equipped to promote our security, confront our near peer competitors, and defeat our adversaries.”

    Then senior advisor Ivanka Trump in 2019 on Twitter: “@POTUS signed into law Women, Peace and Security, making the United States the 1st country in the world to enact #WPS legislation. Today I was proud to announce, with female police cadets, that Colombia will develop a #WPS National Action Plan as part of our WPS partnership.”

    In 2017, Shaheen led the bipartisan Women, Peace and Security law through Congress to prioritize the promotion of women’s participation in foreign policy and national security efforts, such as conflict prevention, peace negotiations and democratic institutions. Women’s participation in peace negotiations increases the probability by 35 percent of agreements lasting at least 15 years. 

    After Shaheen’s bill passed the Republican-led Senate by unanimous consent and was approved by the Republican-led U.S. House of Representatives, President Trump signed the bipartisan legislation into law in October 2017. 

    In a Senate Armed Services Committee hearing earlier this month on Lieutenant General John D. Caine’s nomination to be Chairman of the Joint Chiefs of Staff, General Caine told Shaheen about the operational advantage for the U.S. military – not DEI.

  • MIL-OSI USA News: 100 DAYS OF HOAXES: Cutting Through the Fake News

    Since President Donald J. Trump took office 100 days ago, it has been a nonstop deluge of hoaxes and lies from Democrats and their allies in the Fake News suffering from terminal cases of Trump Derangement Syndrome.

    In no particular order, here are some of the most egregious hoaxes peddled by the usual suspects so far in President Trump’s second term:

    • HOAX: Fake News CNN attempted to “fact check” President Trump’s claim that the Biden Administration spent millions on “making mice transgender.”
    • FACT: After their so-called “fact check” was thoroughly debunked, they were forced to update it in disgrace and admit the claim was, in fact, true.
    • HOAX: The Fake News claimed the Department of Defense removed Gen. Colin Powell’s name from a list of notable Americans buried at Arlington Cemetery.
    • FACT: No service members’ names were removed from that section — and Gen. Powell’s name remains among those listed.
    • HOAX: Rep. Eric Swalwell (D-CA) claimed “no president” presided over more plane crashes during their first month in office as President Trump.
    • FACT: “There were 55 aviation accidents in the U.S. between Biden’s inauguration on Jan. 21, 2021, and Feb. 17, 2021, compared to 35 during the same period for Trump,” Fox News reported.
    • HOAX: Gov. JB Pritzker (D-IL) and Chicago Public Schools officials claimed, without bothering to verify, that ICE agents had conducted a “raid” at an elementary school — a false claim echoed by media outlets, including the Chicago Tribune.
    • FACT: It was actually the U.S. Secret Service investigating a threat unrelated to immigration.
    • HOAX: Far-left influencers and other leftist hacks falsely claimed the Department of Government Efficiency (DOGE) and Elon Musk were out to “cut Social Security.”
    • FACT: They were referencing an interview in which Musk was clearly referring to the tremendous amount of waste, fraud, and abuse within entitlement programs.
    • HOAX: The media smeared DOGE as “young, inexperienced engineers” engineering a “government takeover.”
    • FACT: In reality, DOGE is led by seasoned industry professionals, including successful CEOs who paused their lives to aid in the effort of streamlining government and holding the bureaucracy accountable.
    • HOAX: NBC’s Peter Alexander peddled the lie that “constituents in some traditionally red districts” were unhappy with President Trump’s effort to cut waste, fraud, and abuse in government.
    • FACT: The same “protests” cited by the Fake News were funded and organized by far-left special interest groups.
    • HOAX: NPR claimed NASA astronauts Suni Williams and Butch Wilmore — who were stuck on the International Space Station for more than nine months following problems with their spacecraft — were “not stranded.”
    • FACT: NPR itself had described the astronauts as stranded in prior reporting, and only seemed to take issue with the description once President Trump and Elon Musk made it a priority to bring them home.
    • HOAX: A foreign Fake News outlet reported that President Trump “shut down” the British prime minister during a news conference.
    • FACT: In reality, President Trump was simply moving on from a reporter who was trying to goad the two leaders into division.
    • HOAX: NPR falsely claimed the White House was actively searching for a new secretary of defense.
    • FACT: This lie was immediately shut down by multiple Trump Administration officials, including President Trump himself.
    • HOAX: The Fake News attempted to paint illegal immigrant gang member Kilmar Abrego Garcia as an innocent “Maryland father” who was unjustly deported by the Trump Administration — and actively censored the truth about him.
    • FACT: Abrego Garcia is a citizen of El Salvador and was deported to his home country amid overwhelming evidence of his gang affiliation.
    • HOAX: Deranged “filmmaker” Michael Moore questioned whether deported illegal immigrants would go on to cure cancer or stop “that asteroid (sic) that’s gonna hit us.”
    • FACT: Moore’s statement was a strong early contender for the dumbest, most ridiculous statement of the year considering those deported illegal immigrants were violent criminals.
    • HOAX: The Fake News portrayed Mahmoud Khalil, a pro-Hamas radical who led violent protests at Columbia, as an innocent graduate student with an absolute right to remain in the U.S.
    • FACT: An immigration judge ruled Khalil — who is not a U.S. citizen — can be deported.
    • HOAX: The Financial Times reported that Senior White House Counselor Peter Navarro wanted to remove Canada from the “Five Eyes” intelligence sharing network.
    • FACT: Mr. Navarro immediately shut down this fake story.
    • HOAX: A foreign Fake News reporter claimed President Trump referred to European nations as “parasites.”
    • FACT: President Trump immediately pushed back on this ridiculous claim — as did the Italian prime minister.
    • HOAX: Fake News CNN’s Brianna Keilar implied the Trump Administration was somehow wrong for stopping illegal immigrants from stealing taxpayer dollars in the form of welfare benefits.
    • FACT: Deputy Chief of Staff Stephen Miller summarily embarrassed her with the facts: “The federal government will find EVERY illegal alien who is stealing American taxpayer dollars — and that’s what Americans expect to happen. I don’t even fathom the premise of your question.”
    • HOAX: A favorite refrain of the Fake News is that Secretary of Health and Human Services Robert F. Kennedy, Jr., is “anti-vaccine.”
    • FACT: Kennedy debunked the lie in his confirmation hearings: “This has been repeatedly debunked … Bringing this up right now is dishonest.”
    • HOAX: WIRED falsely claimed the Social Security Administration is “shifting its public communication exclusively to X” under President Trump.
    • FACT: Not happening.
    • HOAX: Reuters falsely reported that the Trump Administration “stalled a United Nations program in Mexico aimed at stopping imported fentanyl chemicals from reaching the country’s drug cartels.”
    • FACT: The Department of State is actually trying to expand the initiative.
    • FACT: The Fake News frequently pushed the lie that as part of the Trump administration, Secretary Kennedy would implement a national abortion ban and “restrict or even ban medication abortion without a single act of Congress.”
    • FACT: Secretary Kennedy consistently pledged to implement President Trump’s policies — which include leaving abortion to the states, ending barbaric late-term abortions, protecting conscientious objections, and ending federal funding for abortions.
    • HOAX: Fake News savant Tara Palmeri falsely reported that President Trump’s proposal for Gaza was conceived by Jared Kushner.
    • FACT: This lie was immediately and summarily debunked by the Trump Administration: “The worst reporter in America makes up fake news for clout because she has no real sources. Sit down, dummy.”
    • HOAX: Sen. Chris Murphy, Rep. Jasmine Crockett, and media outlets claimed President Trump’s directive to pause radical, wasteful government spending meant an end to Medicaid, food assistance, and other individual assistance programs.
    • FACT: Individual assistance programs — Social Security, Medicare, Medicaid, SNAP, etc. — were explicitly excluded, as was made clear by Press Secretary Karoline Leavitt and the Office of Management and Budget. Only unnecessary spending — DEI, Green New Scam, NGOs that undermine the national interest — were included in the directive.
    • HOAX: A “physicians advocacy group” was widely cited as opposing President Trump’s nomination of Robert F. Kennedy, Jr., to lead the Department of Health and Human Services.
    • FACT: The “advocacy group” was really an astroturfed partisan organization funded by prominent left-wing donors — and accepted fake signatures.
    • HOAX: Sen. Tim Kaine (D-VA) and other Democrats pushed the lie that DOGE posted “classified information” on their website.
    • FACT: That alleged “classified information” was really just an employment headcount — which has been publicly available for years.
    • HOAX: Rep. Debbie Wasserman Schultz (D-FL) claimed Secretary of Homeland Security Kristi Noem called all Venezuelan immigrants “dirtbags.”
    • FACT: Secretary Noem actually called illegal immigrant members of the vicious Tren de Aragua gang “dirtbags,” which is true.
    • HOAX: The New York Times wrote that Secretary Robert F. Kennedy, Jr., wanted to “ban fluoride in drinking water” and “reverse … one of the most important public health practices in the country’s history.”
    • FACT: New York Times made no mention of their own reporting that fluoride may be “linked to lower IQ scores in children.”
    • HOAX: Sen. Chuck Schumer (D-NY) repeatedly lied about President Trump “going after” Social Security.
    • FACT: President Trump has repeatedly pledged to protect Social Security and make it more robust for American citizens.
    • HOAX: Sen. Mark Kelley (D-AZ) attempted to scare veterans by shamelessly claiming their care was in jeopardy due to “layoffs” at VA hospitals.
    • FACT: The lie was debunked by Secretary of Veterans Affairs Doug Collins: “What changes are you talking about? We’ve not had those layoffs… I put $360 million back into community care… It’s concerning to me that a veteran would actually tell stories to veterans that are not true.”
    • HOAX: Rep. Jasmine Crockett (D-TX) exploited the Ronald Reagan Washington National Airport plane crash tragedy by claiming President Trump “froze the hiring” of air traffic controllers.
    • FACT: Air traffic controllers were exempt from the federal hiring freeze.
    • HOAX: Rep. Jasmine Crockett (D-TX) implied that “cutting” members of an aviation advisory committee was somehow a cause of the Ronald Reagan Washington National Airport plane crash tragedy.
    • FACT: The advisory group hadn’t met since 2023 and was comprised of business and union leaders who gave “advice” to the TSA and had nothing to do with actual air travel.
    • HOAX: A far-left writer claimed Elon Musk and DOGE staffers “illegally installed a commercial server to control federal HR databases that contain sensitive personal information, including SSNs, home addresses, and medical histories.”
    • FACT: A top official confirmed “there’s nothing illegal and no server, just more made up tall tales from uninformed career bureaucrats.”
    • HOAX: The Washington Post alleged the Trump Administration was setting “quotas” for immigration authorities — and gave the administration just four minutes to comment before publishing.
    • FACT: As usual, this was a fake story.
    • HOAX: Online liberal activists claimed President Trump “took down” President Obama’s portrait in the White House.
    • FACT: Obama’s portrait was not taken down — it was simply moved only feet away from its previous location.
    • HOAX: Sen. Mazie Hirono (D-HI) claimed Attorney General Pam Bondi created a “weaponizing task force.”
    • FACT: It was a task force to END weaponization at the Department of Justice.
    • HOAX: CBS News reported that Secretary of Defense Pete Hegseth ordered a “makeup studio” be installed inside the Pentagon.
    • FACT: It was a “totally fake story,” and the alleged studio was really an existing green room with no frills.
    • HOAX: Politico reported the Trump Administration was debating lifting sanctions on Russian energy assets, including the Nord Stream pipeline.
    • FACT: This was debunked by both Secretary of State Marco Rubio and Special Envoy Steve Witkoff.
    • HOAX: An illegal immigrant in U.S. custody “simply disappeared,” The New York Times reported.
    • FACT: The illegal immigrant was a confirmed member of the vicious Tren de Aragua gang. An immigration judge ordered his removal, and he was deported along with other threats to national security.
    • HOAX: The Wall Street Journal alleged that Special Envoy Steve Witkoff was receiving sensitive information on a personal phone while in Moscow and that Russian Intelligence must’ve had access to the information.
    • FACT: This was a total fabrication. Special Envoy Witkoff did not even have a personal phone with him in Russia. He had only a government phone; a secure line of communication.
    • HOAX: The Wall Street Journal claimed the Trump Administration “sought to portray” deported criminal illegal immigrant gang member Kilmar Abrego Garcia as “violent.”
    • FACT: Abrego Garcia’s own wife filed an order of protection against him and testified that he brutally beat her.
    • HOAX: An AP reporter claimed that FAA staff who worked on “radar, landing and navigational aid maintenance, among others” were “harassed on Facebook” by DOGE.
    • FACT: That was a total lie. DOGE doesn’t have a Facebook page and no professionals who perform critical safety functions were fired.
    • HOAX: The Daily Beast claimed Vice President JD Vance “broke one of the most notorious Vatican rules during his Easter weekend visit” by being photographed in the Sistine Chapel.
    • FACT: Buried all the way down in the 14th paragraph, The Daily Beast admitted the vice president was given special permission by the Vatican to have photographs taken inside the Sistine Chapel.
    • HOAX: Left-wing social media accounts promoted fake, AI-generated audio of Vice President Vance “disparaging Elon Musk in private.”
    • FACT: The audio was debunked as fake.
    • HOAX: The New York Times reported that funding for the Women’s Health Initiative was being slashed by the Department of Health and Human Services.
    • FACT: Secretary Robert F. Kennedy, Jr., himself declared this Fake News and recognized the project is “mission critical.”
    • HOAX: Fox News’s Jennifer Griffin gave legitimacy to a hoax from delusional Reps. Debbie Wasserman Schultz (D-FL) and Rosa DeLauro (D-CT) that Secretary of Defense Pete Hegseth requested nearly $140,000 in “upgrades” to his government residence.
    • FACT: This lie was debunked by Secretary Hegseth — and it was so outrageous, even the AP was forced to admit it was completely fake.
    • HOAX: Rep. Don Beyer (D-VA) and many others claimed the Supreme Court ordered the return of illegal immigrant gang member Kilmar Abrego Garcia to the United States.
    • FACT: Even CNN admitted that’s not what happened: “They did not order the administration to return him to the United States … they could’ve said ‘we order him returned,’ but they didn’t do that.”
    • HOAX: Joe Biden accused the Trump Administration of “taking aim at Social Security.”
    • FACT: As usual, he was lying — President Trump has repeatedly pledged to protect Social Security.
    • HOAX: Rep. Ro Khanna (D-CA) claimed the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest was “unprecedented.”
    • FACT: It wasn’t; it has happened before.
    • HOAX: Sen. Tammy Baldwin (D-WI) called the arrest of a Milwaukee judge who helped an illegal immigrant evade arrest a “gravely serious and drastic move.”
    • FACT: The judge violated the law by obstructing an ICE arrest of an illegal immigrant.
    • HOAX: Sen. Amy Klobuchar (D-MN) claimed the arrest of the Milwaukee judge who obstructed an apprehension of a criminal illegal immigrant “threatens the rule of law.”
    • FACT: It literally does the opposite because no one is above the law.
    • HOAX: Politico claimed the Trump Administration “wipe[d] out firefighter health and safety programs.”
    • FACT: The programs remain a top priority for the administration — and will remain intact.
    • HOAX: Sen. Elizabeth Warren claimed that President Trump’s policies make it so “no one wants to make investments in the United States.”
    • FACT: President Trump has secured more than $5 trillion in investments since taking office, which is expected to create more than 451,000 new jobs — and the list is only expected to grow.
    • HOAX: NBC’s Kristen Welker peddled a Fake News hoax that the Trump Administration was deporting children.
    • FACT: Secretary of State Marco Rubio shut down her desperate attempt at a hoax by highlighting how the mother, who was in the country illegally, made that choice all on her own.
    • HOAX: The New York Times implied President Trump was alone in wearing a blue suit to the funeral of Pope Francis.
    • FACT: Photos show dozens of world leaders and other attendees — many situated near President Trump — also wearing blue clothing.
    • HOAX: Teachers’ union boss Randi Weingarten accused President Trump of taking teachers’ salaries and giving them to “billionaires” by cutting the Department of Education.
    • FACT: President Trump has repeatedly called teachers “the most important people in this country” who should be paid more, not less. The federal government does not pay the salaries of teachers; state and local governments do.
    • HOAX: The Fake News and their predictable allies ran with a story that claimed an American citizen was detained by authorities after he informed them he was, in fact, a citizen.
    • FACT: That’s not what happened. The individual “approached Border Patrol in Tucson and stated he had entered the U.S. illegally through Nogales. He said he wanted to turn himself in and completed a sworn statement identifying as a Mexican citizen who had entered unlawfully … A few days later, his family presented documents showing U.S. citizenship. The charges were dismissed, and he was released to his family.”
    • HOAX: PBS News claimed “DOGE operatives attempted to gain access to secure spaces,” implying they attempted to access classified information without approval.
    • FACT: This wasn’t even remotely true.
    • HOAX: The AP falsely claimed Director of National Intelligence Tulsi Gabbard said President Trump is “very good friends” with Russian President Vladimir Putin.
    • FACT: The AP was humiliatingly forced to retract its story, admitting they were wrong. Stephanie Ruhle also had to issue a correction. DNI Gabbard was referencing President Trump’s relationship with Indian PM Narendra Modi.
    • HOAX: Student visa holders should have unfettered access to do whatever they want in the United States.
    • FACT: Wrong. As Secretary of State Marco Rubio said, “When you apply to enter the United States and you get a visa, you are a guest… If you tell us when you apply for a visa ‘I’m coming to the U.S. to participate in pro-Hamas events,’ that runs counter to the foreign policy interest of the United States… If you had told us you were going to do that, we never would have given you the visa.”

  • MIL-OSI Security: Guatemalan Man Pleads Guilty to Harboring an Unlawful Alien that Illegally Crossed from Canada into the United States

                CONCORD – A Guatemalan man pleaded guilty in federal court in Concord to transporting an unlawful alien, Acting U.S. Attorney Jay McCormack announces.

                Esdras Aaron Calel-Cumes, 29, a Guatemalan man unlawfully residing in Massachusetts, pleaded guilty to one count of Bringing in and Harboring Certain Aliens. U.S. District Judge Joseph N. Laplante scheduled sentencing for August 11, 2025.

                According to the charging documents, on September 9, 2024, U.S. Customs and Border Protection detected a male, subsequently identified as Luis Felipe Xiloj-Ambrocio, crossing illegally from Canada to the United States in Pittsburg, New Hampshire. Calel-Cumes traveled from Massachusetts to pick up Xiloj-Ambrocio. At the time of their apprehension by Customs and Border Protection, Calel-Cumes and Xiloj-Ambrocio were driving south on U.S. Route 3. 

               Neither Xiloj-Ambrocio nor Calel-Cumes have legal immigration status in the United States. Xiloj-Ambrocio previously pleaded guilty in the District of New Hampshire to one count of illegal entry and has been deported. Calel-Cumes faces deportation to Guatemala after completing his sentence.

                The charging statute provides a sentence of no greater than 5 years in prison, up to three years of supervised release, and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

                U.S. Customs and Border Protection led the investigation.  Assistant U.S. Attorney Alexander S. Chen is prosecuting the case.

    SAN JUAN, Puerto Rico – On April 9, 2025, a federal grand jury in the District of Puerto Rico returned an indictment charging 25 violent gang members from the municipality of Mayagüez with conspiracy to possess with intent to distribute, possession and distribution of controlled substances, and firearms violations, announced W. Stephen Muldrow, United States Attorney for the District of Puerto Rico. The Federal Bureau of Investigation and the Puerto Rico Police Bureau (PRPB) Mayagüez Strike Force were in charge of the investigation of the case, with the collaboration of the United States Marshal Service, the U.S. Postal Inspection Service, and the Bureau of Alcohol, Tobacco, Firearms and Explosives. Homeland Security Investigations (HSI) Special Response Team (SRT), and the Guaynabo Municipal Police SRT collaborated during the arrests.

    “The prosecution of this drug trafficking gang demonstrates our determined efforts to protect our communities from the violent crime and gun violence they bring to our streets,” said U.S. Attorney Muldrow. “Our prosecutors will continue to work with our federal, state and local law enforcement partners to make our neighborhoods safe and bring criminals to justice.”

    “Today, we sent a clear message: violence, drugs, and organized crime will find no safe haven in Puerto Rico,” said Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office. “Thanks to the courage of our Special Agents and Police of Puerto Rico Task Force Officers, with the unwavering support of our federal partners, we disrupted a criminal network that terrorized our communities for years.     The indictment alleges that from in or about April 2021 through the present, the drug trafficking organization distributed heroin, fentanyl, cocaine base (commonly known as “crack”), cocaine, and marihuana within 1,000 feet of Rafael Hernández (Kennedy) Public Housing Project (PHP), the Manuel Hernández Rosa (Candelaria PHP), the El Carmen (PHP), and other areas nearby nearby the municipality of Mayagüez, all for significant financial gain and profit.

    The goal of the drug trafficking organization was to maintain control of all the drug trafficking activities within the controlled areas using force, threats, violence, and intimidation.  In preserving power and protecting territory, the members of the organization incurred in violent acts including but not limited to murder in order to protect themselves and their organization. Members of the criminal organization also transported and distributed kilogram quantities of cocaine.

    As part of the conspiracy, the defendants had meetings to discuss strategy and plan of their criminal activities, including but not limited to acts of violence. The co-conspirators held meetings to discuss drug trafficking business and issues between gang members. During said meetings, incarcerated defendants and co-conspirators would participate via phone call. The defendants and their co-conspirators used violence to take over other areas and sell their own narcotics at those areas to increase their power and profits.

    The defendants acted in different roles to further the goals of the drug trafficking conspiracy, to include: leaders, drug point owners, enforcers, runners, sellers, drug processors, lookouts, and facilitators. The members of the gang used force, violence, and intimidation to intimidate rival drug trafficking organizations, and to discipline members of their own organization.     Fifteen defendants are charged in Count Seven with possession of firearms in furtherance of a drug trafficking crime and seven of those defendants are facing one count of possession of a machinegun in furtherance of a drug trafficking crime.

    Assistant U.S. Attorney (AUSA) and Chief of the Gang Section Alberto López-Rocafort, Deputy Chief of the Gang Section, AUSA Teresa Zapata-Valladares, and AUSAs Laura Díaz González, and Héctor Siaca Flores are prosecuting the case. If convicted on the drug charges, the defendants face a minimum sentence of 10 years, and up to life in prison. If convicted of both the drug and firearms charges in Count Seven, the defendants face a minimum sentence of 15 years, and up to life in prison. The defendants charged with possession of machineguns in furtherance of drug trafficking in Count Eight face a mandatory sentence of thirty years in prison to be served consecutive to any sentence imposed on the drug trafficking charges. All defendants charged in the drug conspiracy are facing a narcotics forfeiture allegation of $19,710,000.

  • MIL-OSI Security: Five Individuals Charged with Attempted Kidnapping of Man in Mayagüez

    SAN JUAN, Puerto Rico – On April 24, 2025, a federal grand jury returned a two-count indictment charging five individuals with conspiracy to kidnap and the attempted kidnapping of a man in Mayagüez on July 12, 2024, announced W. Stephen Muldrow, United States Attorney for the District of Puerto Rico and Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office.

    According to the Indictment, beginning on a date unknown, but not later than on or about May 21, 2024, to on or about July 12, 2024, defendants  [1] Edilberto Aponte-Sánchez, [2] Anthony Esquilín-Guzmán, [3] Ramdy Kaleb Ocasio-Pagán, [4] Jocner Martínez-Correa, and [5] Dylan Camacho-Álvarez conspired and agreed with each other to unlawfully and willfully kidnap, abduct, or carry away and hold for ransom, reward, or otherwise, H.R.G. by using means, facility, or instrumentality of interstate or foreign commerce in committing or in furtherance of the commission of the offense, namely motor vehicles, messaging applications, and cellular telephones in violation of 18 U.S.C. § 1201(c). The defendants are also charged with the attempted kidnapping of the victim (H.R.G.) in violation of 18 U.S.C. §§ 1201(d) and 2.

    On July 12, 2024, the defendants attempted to kidnap the victim (H.R.G.) from a parking lot in Mayagüez by trying to force him into a van. The victim fought back, and the defendants fled the scene.

    “I commend the tireless efforts of the FBI, Puerto Rico Police Bureau, and prosecutors in the investigation of this case,” said United States Attorney Muldrow. “This case reinforces the importance of being aware of your surroundings at all times — whether you are leaving the bank or ATM after making a withdrawal of money, putting gasoline in your car, or just walking down the street while texting on your cell phone. If you see something that doesn’t look right, trust your instincts.”

    “Violence in our communities will never be tolerated,” said Devin J. Kowalski, Special Agent in Charge of the FBI’s San Juan Field Office. “The FBI and our partners will relentlessly investigate those who prey on innocent people — wherever they hide, however long it takes.”

    If convicted, the defendants face a sentence of up to life in prison as to the conspiracy to commit kidnapping and up to twenty years in prison for the attempted kidnapping. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The Federal Bureau of Investigation is in charge of the investigation with the collaboration of the Puerto Rico Police Bureau.

    Assistant U.S. Attorney (AUSA) and Deputy Chief of the Violent Crimes Unit Jeanette Collazo and AUSA Corinne Cordero Romo are in charge of the prosecution of the case.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Global: Donald Trump’s first 100 days have badly damaged trust in America both economically and as an ally

    As in life, trust matters in international politics. Vital for cooperation and reciprocation, trusting someone nevertheless leaves one vulnerable should they break faith and pursue self-serving goals. As US political scientist Andrew Kydd recognised, trust is the belief that someone “prefers mutual cooperation to exploiting and suckering others”.

    Two versions of trust matter in international relations. Strategic trust, in the form of institutionalised agreements and organisations which provide certainty – as well as material incentives – to encourage people and nations to honour their commitments. And moralistic trust, based on what social scientists call an “implicit theory of personality” that involves people making everyday judgements regarding a person’s character and integrity.

    A brief look at the liberal post-war economic order shows how trust has proved fundamental. The Bretton Woods system of multilateral institutions that developed after the second world war, including the International Monetary Fund, World Bank and World Trade Organization, created a rules-based consistency for mutual benefit.

    The WTO, for example, promised members that economic conditions between countries would not opportunistically and suddenly change. If they did, independent recourse was available through its appellate body.

    This certainty encouraged many otherwise hesitant states to engage. The collapse of the appellate body in 2019 – after the US, under then-president, Donald Trump, blocked further appointees, thus denying it the required quorum – was a critical first step towards the present crisis in trust.

    Across the opening 100 days of his second term, Trump has broken both these conceptions of trust. In doing so, he has devastated – perhaps irreparably – economic confidence in the US.

    In terms of strategic trust, look no further than Trump’s attacks on Canada and Mexico. On February 1, Trump threatened near-universal 25% tariffs on exports from America’s two largest trading partners. These tariffs entered into effect on March 4 and were followed by additional duties on aluminum, steel and auto parts.

    Viewed from Canada and Mexico, Trump’s actions were an unambiguous breach of trust and the US-Mexico-Canada agreement, which Trump had personally signed in 2020. Canada’s prime minister, Mark Carney, reacted by forewarning that “its clear the US is no longer a reliable partner” and predicted a “fundamentally different relationship” between the two countries going forwards.

    When it comes to moralistic trust, Trump was on weak ground before even becoming president. Beyond his business dealings – which have historically involved unpaid vendors and fraudulent practices – as well as serious allegations of abuse, Trump’s first term was marked by numerous reputational failings. These included a historic two impeachments, the second for his role in the January 6 insurrection that attempted to unlawfully overturn the 2020 election result.

    “Liberation Day” on April 2, which was when Trump announced the details of his tariffs, delivered a singular blow. The heavy targeting of poorer countries such as Cambodia and Lesotho – while exempting Russia – strengthened reservations about Trump’s character. Equally, the blatant idiocy of many tariffs – most prominently the Heard and McDonald Islands, which are uninhabited save for penguins – further limited confidence in his administration’s competency and judgement.

    Combined with Trump’s imperialistic bullying of other nations, from Greenland, to Panama to Ukraine, his remaining integrity in economic affairs has imploded. Although the full effects (and damage) of Trump’s actions on America’s reputation are not yet known, adverse consequences should be expected in both the short and longer terms.

    The long and the short

    In the short term, decreased economic trust will prolong market volatility. April 3-4 saw the largest-ever two-day loss, as US$6.6 trillion (£5 trillion) was erased from US stocks. Trump’s tariffs are also expected to depress growth, both at home and abroad.

    JP Morgan now rates the likelihood of a recession this year at 60% – more than double when Trump took office. Consumer confidence, meanwhile, is at its second lowest since records began.

    Increased prices for groceries – two-thirds of US vegetable imports come from Mexico – as well as energy bills – the US imports 61% of its oil from Canada – is also likely. Higher tariffs on goods from China will similarly impact domestic spending.

    In the longer-term, diminished economic trust will continue to weaken bond markets, hampering America’s ability to service its colossal national debt. The increased cost of dollar-denominated goods could also spark a debt crisis reminiscent of the 1980s, when Latin America defaulted en masse, causing widespread economic turmoil.

    Perhaps most significantly, declining global trust will accelerate processes of de-dollarisation and reduce reliance on the dollar as a reserve currency. The ending of the “exorbitant privilege” – the advantage enjoyed by the US thanks to the dollar being the global reserve currency – could spell disaster vis-à-vis borrowing costs and, ultimately, risk a balance of payments crisis. More broadly, de-dollarisation would leave the US economically marginalised in a more multipolar global economy.

    Extending beyond economics, however, Trump’s trade policy will eviscerate American soft power unless corrected. With trust in the US dwindling, an increase in coercive forms of bargaining with international trade partners over more cooperative approaches becomes inevitable. Despite the demonstrable superiority of the latter approach, mutual trust is required to facilitate successful collaboration.

    Without trust, negotiation itself becomes an impossibility. And if trust is consistently broken, even those predisposed towards cooperation will be deterred.

    The US under Trump is fast becoming untrustworthy. American reliability must now be broadly questioned, from collective security to the rule of law. The effect of this widespread loss of trust – embodied by Trump’s indiscriminate and ill-mannered economic attacks – will be the neutering of US soft power.

    The foundation of American strength for decades, its ability to attract and appeal to its allies as an alternative to coercion, is now on life support. Meanwhile, China – purportedly “the greatest threat to America today” – is actively exploiting this decline and accelerating its own soft power initiatives.

    If Trump truly wishes to make America great again, then betraying allies through coercive mistreatment is not the answer. Honest engagement that builds trust is.

  • MIL-OSI Security: Members of trafficking ring sent to prison for high-caliber weapons purchases

    McALLEN, Texas – Two men have been ordered to federal prison for firearms trafficking and related charges, announced U.S. Attorney Nicholas J. Ganjei.

    Mexican national Juan Antonio Cantu-Cavazos, 37, pleaded guilty in October 2023 to firearms trafficking and for being an alien in possession of a firearm. Jose Luis Caballero, 30, Alamo, admitted his guilt in September 2024 to firearms trafficking and illegal exportation of firearms.  

    Chief U.S. District Judge Randy Crane has now handed Cantu-Cavazos and Caballero each a 48-month-term of imprisonment. Caballero was further ordered to serve three years of supervised released following his prison term. Not a U.S. citizen, Cantu-Cavazos is expected to face removal proceedings following his sentence. At the hearing, the court noted the significant number of weapons involved and that serial numbers were being obliterated prior to weapon’s exportation. Judge Crane also emphasized the dangerousness and complexity of the trafficking scheme. 

    In September 2022, Cantu-Cavazos had purchased 32 firearms, to include 15 AK-47s and three AR-15 variant rifles.  

    The investigation revealed Cantu-Cavazos was purchasing the firearms as part of a firearms trafficking ring. He was working with Caballero to acquire firearms a Mexican co-conspirator had requested. Cantu-Cavazos was to retrieve the firearms from various purchasers, disassemble and wrap them in cellophane and deliver them to warehouse or truck drivers so they could be trafficked into Mexico. Caballero’s role was to purchase firearms in various states, including Alabama and Texas, and coordinate their exportation.

    Cantu-Cavazos and Caballero purchased more than 150 firearms between October 2021 and September 2022, which were ultimately trafficked into Mexico. Most were high-caliber rifles. 

    Cantu-Cavazos will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future. Caballero was permitted to remain on bond and voluntarily surrender at a later date.  

    The Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation with the assistance of Immigration and Customs Enforcement – Homeland Security Investigations. 

    Assistant U.S. Attorney Lee Fry prosecuted the case under the criminal provisions of the Bipartisan Safer Communities Act, which Congress enacted in June 2022. The Act is the first federal statute specifically designed to target the unlawful trafficking and straw purchasing of firearms.
