    International friendship clubs have opened all over Russia.

    International friendship clubs have opened all over Russia – in 89 regions of the country and in the federal territory of Sirius. The flagship project of the World Youth Festival (WYF) Directorate is aimed at strengthening international cooperation between young people from regions of Russia and foreign countries.

    According to the instructions of the President of Russia Vladimir Putin, international friendship clubs became a continuation of the program “Cultural Patronage”, during which at the 2024 WFM each foreign delegation was assigned a supervising region of the Russian Federation. Young Russians helped representatives of foreign delegations to get to know the history, traditions and culture of the peoples of our country better. Russian participants of international friendship clubs are establishing cooperation with representatives of 142 countries.

    “International friendship clubs make an important contribution to the development of the federal project “Russia in the World”, the national project “Youth and Children” and the preservation of the legacy of the World Youth Festival, which was held with the participation of Russian President Vladimir Putin. In total, 90 international friendship clubs have opened in our country since 2024. They have united young Russians and representatives of more than 140 countries. During this period, the clubs held 580 events, in which about 30 thousand people took part. Such results show that young people from various countries want to develop joint projects with children from Russia,” said Deputy Prime Minister Dmitry Chernyshenko.

    The work of international friendship clubs is structured along five tracks: media, entrepreneurship, civic activity, regional specifics, and the creation of youth communities.

    “The importance of developing international youth cooperation is confirmed by the steady interest in joint activities of representatives of the younger generation from different countries. We see how young people from Russia and abroad strive to communicate, establish friendly and partnership ties, and create joint projects and initiatives. International friendship clubs began to form in the regions of Russia in August last year, and during this time, about 17 thousand Russians and more than 12 thousand young people from abroad have joined them. This once again confirms that, despite any difficulties, young people strive to establish contacts for the sake of the future and a just world,” said the head of Rosmolodezh Grigory Gurov.

    The final openings took place in the Kursk and Bryansk regions. Thus, as part of the ceremonial event, the youth of Bryansk were addressed by their peers from partner countries – Pakistan and Belarus.

    “Today marks a milestone in our journey to strengthen people-to-people ties. Our club aims to foster constructive relationships, promote cultural understanding and celebrate the diversity of our countries. This is a wonderful way to build mutual understanding, respect and trust,” said International Friendship Club member Mustafa Aamir from Pakistan.

    The participants of the grand opening were representatives of the region’s creative youth, foreign citizens, volunteers and participants of the World Youth Festival and honored guests. During the event, representatives of creative youth from Russia and abroad performed dance and vocal numbers.

    “This event symbolizes the beginning of a new stage in the development of our international relations, cultural exchange and mutual understanding between peoples. Bryansk region has always been known for its openness and hospitality. We believe that this club will become a meeting place for people united by common interests and goals,” noted the representative of Belarus Maria Yurkova.

    The opening of the International Friendship Club of Kursk Region was attended by specialists implementing events on international cooperation, representatives of student communities, including foreign students, and activists from various fields. Within the framework of the International Friendship Club, the youth of Kursk Region interacts with young leaders from Bolivia.

    In addition, during the opening of the friendship clubs of the Kursk and Bryansk regions, ceremonies were held to award commemorative medals for contributions to the preparation and holding of the 2024 WFM.

    The World Youth Festival was held from March 1 to 7, 2024, in Sirius with the participation of Russian President Vladimir Putin. Its key goal is to develop international youth cooperation. 20,000 young leaders from 190 countries took part in the WYF-2024.

    According to the instructions of the head of state, the WFM will be held in Russia on a regular basis – once every six years, and every six years 10 thousand young people from all over the world will gather at the forum. Between these events, international thematic gatherings will be held under the auspices of the WFM.

    TORONTO, March 20, 2025 /CNW/ – Agnico Eagle Mines Limited (NYSE: AEM) (TSX: AEM) (“Agnico Eagle”) announced today that it has agreed to subscribe for 20,770,000 units (“Units”) of Cartier Resources Inc. (“Cartier”) in a non-brokered private placement at a price of C$0.13 per Unit for total consideration of C$2,700,100 (the “Private Placement”). Each Unit is comprised of one common share of Cartier (a “Common Share”) and one common share purchase warrant of Cartier (each, an “Offering Warrant”). Each Offering Warrant entitles the holder to acquire one Common Share at a price of C$0.18 for a period of five years following the closing date of the Private Placement, subject to acceleration in certain circumstances. Closing is expected to occur on or about April 10, 2025 and is subject to certain conditions.

    Agnico Eagle currently owns, or exercises control and direction over, an aggregate of 97,022,944 Common Shares and 7,000,000 Common Share purchase warrants entitling Agnico Eagle to acquire 7,000,000 Common Shares (the “Existing Warrants”), representing approximately 26.6% of the issued and outstanding Common Shares on an undiluted basis and 28.0% of the issued and outstanding Common Shares on a partially-diluted basis (assuming the exercise of the Existing Warrants). On closing of the Private Placement, assuming that 39,432,000 Common Shares are issued by Cartier in connection with the concurrent “best efforts” private placement offering announced by Cartier, Agnico Eagle will own 117,792,944 Common Shares, 20,770,000 Offering Warrants and 7,000,000 Existing Warrants, representing approximately 27.7% of the issued and outstanding Common Shares on an undiluted basis and approximately 32.2% of the Common Shares on a partially-diluted basis (assuming the exercise of the Existing Warrants and Offering Warrants held by Agnico Eagle).

    Agnico Eagle and Cartier were party to an amended and restated investor rights agreement dated May 20, 2022 (the “Existing Agnico IRA”), pursuant to which Agnico Eagle was entitled to certain rights (subject to maintaining certain ownership thresholds), including: (a) the right to participate in certain equity financings by Cartier in order to acquire up to a 19.97% ownership interest in Cartier; and (b) the right to nominate one person (and in the case of an increase in the size of the board of directors of Cartier to 10 or more directors, two persons) to the board of directors of Cartier. In addition, Agnico Eagle Abitibi Acquisition Corp. (successor to O3 Mining Inc.), an indirect wholly-owned subsidiary of Agnico Eagle, and Cartier were party to an investor rights agreement dated April 21, 2022 (the “Existing O3 IRA”), pursuant to which Agnico Eagle Abitibi Acquisition Corp. was entitled to certain rights (subject to maintaining certain ownership thresholds), including: (i) the right to participate in certain equity financings by Cartier in order to maintain its then-current ownership interest in Cartier; and (ii) the right to nominate one person to the board of directors of Cartier.

    Immediately prior to entering into the subscription agreement in respect of the Private Placement, the Existing O3 IRA was terminated and the Existing Agnico IRA was amended and restated in order to, among other things: (a) increase the ownership interest ceiling in the participation right and top-up right from 19.97% to the greater of Agnico Eagle’s pro rata ownership interest in Cartier at the applicable time and 32%; (b) amend the nomination right to permit Agnico Eagle to nominate between one and three individuals to the board of directors of Cartier (based on certain ownership thresholds and the size of the board of directors of Cartier); and (c) grant Agnico Eagle demand registration and piggy-back registration rights in respect of the potential sale of Common Shares by Agnico Eagle.

  • MIL-OSI Security: Mexican Man Indicted for False Claim to U.S. Citizenship, False Statement in Application for a Passport, and Aggravated Identity Theft

    SCRANTON – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Jose Arturo Perez Ramirez, age 33, a citizen of Mexico, was indicted by a federal grand jury for False Claim to U.S. Citizenship, making a False Statement in Application for Passport, and Aggravated Identity Theft. 

    According to Acting United States Attorney John C. Gurganus, the indictment alleges that Perez Ramirez applied for a U.S. Passport using the name, date of birth, place of birth, and social security number of another person to represent that he was a U.S. Citizen.  It is further alleged that in furtherance of that offense, Perez Ramirez utilized multiple means of identification of another actual person, including a state issued identification card and birth certificate.

    The matter was investigated by the U.S. Department of State Diplomatic Security Service (DOS-DSS) and United States Immigration and Customs Enforcement and Removal Operations. Assistant U.S. Attorney Sarah R. Lloyd is prosecuting the case.

    The maximum penalty under federal law for this offense is 10 years of imprisonment, a term of supervised release following imprisonment, and a fine.  A sentence following a finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines.

    Indictments are only allegations.  All persons charged are presumed to be innocent unless and until found guilty in court.

    The security situation is further deteriorating in Haiti, according to UNESCO and several media outlets. In early March, attacks on the media by armed gangs intensified, alongside rising tensions in Port-au-Prince, the capital. The United Nations Educational, Scientific, and Cultural Organization warns that the ability of journalists to disseminate accurate information is severely limited as a result.
    The attacks targeted several of the country’s most reputable newspapers and broadcasters, including Le Nouvelliste, which has survived dictatorships and disasters for more than a century.
    According to UNESCO, the increase in attacks on the media in Haiti by armed gangs that control most of the capital, Port-au-Prince, is aimed at intimidating journalists and sowing chaos.

  • MIL-OSI USA: Next-Generation Water Satellite Maps Seafloor From Space

    More accurate maps based on data from the SWOT mission can improve underwater navigation and result in greater knowledge of how heat and life move around the world’s ocean.
    There are better maps of the Moon’s surface than of the bottom of Earth’s ocean. Researchers have been working for decades to change that. As part of the ongoing effort, a NASA-supported team recently published one of the most detailed maps yet of the ocean floor, using data from the SWOT (Surface Water and Ocean Topography) satellite, a collaboration between NASA and the French space agency CNES (Centre National d’Études Spatiales).
    Ships outfitted with sonar instruments can make direct, incredibly detailed measurements of the ocean floor. But to date, only about 25% of it has been surveyed in this way. To produce a global picture of the seafloor, researchers have relied on satellite data.

    Why Seafloor Maps Matter
    More accurate maps of the ocean floor are crucial for a range of seafaring activities, including navigation and laying underwater communications cables. “Seafloor mapping is key in both established and emerging economic opportunities, including rare-mineral seabed mining, optimizing shipping routes, hazard detection, and seabed warfare operations,” said Nadya Vinogradova Shiffer, head of physical oceanography programs at NASA Headquarters in Washington.
    Accurate seafloor maps are also important for an improved understanding of deep-sea currents and tides, which affect life in the abyss, as well as geologic processes like plate tectonics. Underwater mountains called seamounts and other ocean floor features like their smaller cousins, abyssal hills, influence the movement of heat and nutrients in the deep sea and can attract life. The effects of these physical features can even be felt at the surface by the influence they exert on ecosystems that human communities depend on.

    Mapping the seafloor isn’t the SWOT mission’s primary purpose. Launched in December 2022, the satellite measures the height of water on nearly all of Earth’s surface, including the ocean, lakes, reservoirs, and rivers. Researchers can use these differences in height to create a kind of topographic map of the surface of fresh- and seawater. This data can then be used for tasks such as assessing changes in sea ice or tracking how floods progress down a river.
    “The SWOT satellite was a huge jump in our ability to map the seafloor,” said David Sandwell, a geophysicist at Scripps Institution of Oceanography in La Jolla, California. He’s used satellite data to chart the bottom of the ocean since the 1990s and was one of the researchers responsible for the SWOT-based seafloor map, which was published in the journal Science in December 2024.
    How It Works
    The study authors relied the fact that because geologic features like seamounts and abyssal hills have more mass than their surroundings, they exert a slightly stronger gravitational pull that creates small, measurable bumps in the sea surface above them. These subtle gravity signatures help researchers predict the kind of seafloor feature that produced them.
    Through repeated observations — SWOT covers about 90% of the globe every 21 days — the satellite is sensitive enough to pick up these minute differences, with centimeter-level accuracy, in sea surface height caused by the features below. Sandwell and his colleagues used a year’s worth of SWOT data to focus on seamounts, abyssal hills, and underwater continental margins, where continental crust meets oceanic crust.
    Previous ocean-observing satellites have detected massive versions of these bottom features, such as seamounts over roughly 3,300 feet (1 kilometer) tall. The SWOT satellite can pick up seamounts less than half that height, potentially increasing the number of known seamounts from 44,000 to 100,000. These underwater mountains stick up into the water, influencing deep sea currents. This can concentrate nutrients along their slopes, attracting organisms and creating oases on what would otherwise be barren patches of seafloor.
    Looking Into the Abyss
    The improved view from SWOT also gives researchers more insight into the geologic history of the planet.
    “Abyssal hills are the most abundant landform on Earth, covering about 70% of the ocean floor,” said Yao Yu, an oceanographer at Scripps Institution of Oceanography and lead author on the paper. “These hills are only a few kilometers wide, which makes them hard to observe from space. We were surprised that SWOT could see them so well.”
    Abyssal hills form in parallel bands, like the ridges on a washboard, where tectonic plates spread apart. The orientation and extent of the bands can reveal how tectonic plates have moved over time. Abyssal hills also interact with tides and deep ocean currents in ways that researchers don’t fully understand yet.
    The researchers have extracted nearly all the information on seafloor features they expected to find in the SWOT measurements. Now they’re focusing on refining their picture of the ocean floor by calculating the depth of the features they see. The work complements an effort by the international scientific community to map the entire seafloor using ship-based sonar by 2030. “We won’t get the full ship-based mapping done by then,” said Sandwell. “But SWOT will help us fill it in, getting us close to achieving the 2030 objective.”

    The SWOT satellite was jointly developed by NASA and CNES, with contributions from the Canadian Space Agency (CSA) and the UK Space Agency. NASA’s Jet Propulsion Laboratory, managed for the agency by Caltech in Pasadena, California, leads the U.S. component of the project. For the flight system payload, NASA provided the Ka-band radar interferometer (KaRIn) instrument, a GPS science receiver, a laser retroreflector, a two-beam microwave radiometer, and NASA instrument operations.     Donald Trump is not welcome in Scotland.

    Edinburgh City Council has been urged to reject Donald Trump’s upcoming state visit, with a motion from the city’s Green councillors calling for members and officers to boycott any visit and ensure that no council budgets are used in hosting it.

    The motion, which will be debated today, condemns the US President’s “emerging fascist state” and calls for the Council to ensure that none of its resources are used to support a Trump visit in any way.

    Scottish Green councillor Alex Staniforth said:

    “Edinburgh is a welcoming and diverse city that stands with the communities being attacked by Donald Trump and the far right government that he leads.

    “Donald Trump has shown a total contempt for human rights, democracy and the rule of law. Our Council does not have the power to stop him from visiting Edinburgh, but we can ensure that he is not given the warm welcome he craves.

    “There are millions of people across the US and beyond who are frightened for their friends and family who are having their rights eroded or removed by this White House. Those are the people we are standing with.

    “We hope that all parties will join us in condemning the planned state visit and rejecting Donald Trump and the politics he represents.”

    Equinor ASA (OSE: EQNR, NYSE: EQNR) publishes annual report for 2024, including financial and sustainability reporting.

    “2024 was marked by continued unpredictability in energy markets, with growing energy demand, political uncertainty and uneven progress in the energy transition. Our focus is on producing the energy the world needs today, and at the same time developing the energy systems needed for the future,” says Anders Opedal, President and CEO of Equinor ASA.

    Safety

    “A systematic approach to safety over time is paying off with the best safety results to date in 2024. However, the year was marked by the fatal search and rescue (SAR) helicopter accident where we lost a dear colleague. We believe close collaboration with suppliers and shared learning in the industry is important for our continued safety improvement effort”, says Opedal.

    The twelve-month average Serious Incident Frequency (SIF) for 2024 was 0.3, down from 0.4 in 2023.

    Strong operational and financial performance

    Equinor delivered adjusted operating income* of USD 29.8 billion, and adjusted net income* of USD 9.18. Net operating income was reported at USD 30.9 billion and net income at USD 8.83 billion.

    “Our operational performance was strong, built on the dedicated efforts from employees across the company. Our role as a major supplier of energy to Europe is important and I am proud of the work we have done to provide energy security”, says Opedal.

    Strong operational performance across the portfolio contributed to an equity production of liquids and gas of 2,067 mboe per day in 2024, on par with the year before. Equity production of renewable power increased by 51% to 2,935 GWh.

    Strong financial result contributed to a return on average capital employed (RoACE)* at 21% for 2024. Capital discipline remained firm with organic capital expenditures* ending at USD 12.1 billion for the year. Equinor maintained a strong balance sheet with net debt to capital employed adjusted* of 11.9% at the end of 2024.

    The strong financial results of 2024 also led to strong contributions to society through taxes. In 2024, Equinor paid USD 20.6 billion in corporate income taxes of which USD 19.7 billion was paid in Norway, where Equinor has the largest share of its operations and earnings.

    Firm strategy and progressing industrial development

    “We have a consistent growth strategy, and our strategic direction remains firm. By adapting to market situation and opportunities, we are positioned for stronger free cash flow and growth, and set to create shareholder value for decades to come”, Opedal continues.

    Through progressing projects and portfolio shaping transactions Equinor spent 2024 high-grading the portfolio and positioning for stronger growth and cash flow.

    On the Norwegian continental shelf, the development of the portfolio continued with 39 new licences and approvals of the PDOs of Eirin, Irpa, Verdande and Andvare projects. The Johan Castberg FPSO arrived at the field and started preparations for startup.

    The international upstream portfolio was focused with the exits from our long-standing positions in Nigeria and Azerbaijan and deepened in core areas with the acquisitions of US Onshore gas assets close to premium markets. In the UK an agreement was signed to establish an incorporated joint venture with Shell UK Ltd., which will become the largest independent oil and gas company on the UK continental shelf.

    Through 2024 Equinor high-graded the renewables portfolio to ensure profitable growth, in a market challenged by cost inflation and regulatory delays. In the UK the world’s largest offshore wind farm, Dogger Bank, continued to progress towards commercial start-up. Production was commenced at the Mendubim solar plants in Brazil.

    The long-term view on the importance of offshore wind remains firm. Through an acquisition of a 10% stake in Ørsted, Equinor got exposure to a premium portfolio of offshore wind projects and assets in operation.

    Value chains for carbon transport and storage progressed notably. In Norway, Northern Lights, the first commercial CO2 transport and storage infrastructure was completed and is expected to receive and store CO2 in 2025. In the UK, execution started for two of UK’s first carbon capture and storage infrastructure projects where Equinor is a partner.

    Progress on the Energy transition plan

    In 2024, Equinor achieved a year-on-year reduction of 5% in operated scope 1+2 greenhouse gas emissions, bringing the total down to 11.0 million tonnes CO2 equivalents. This is a 34% reduction from 2015, which is the reference year for Equinor’s ambition to reduce group-wide operated emissions by 50% on a net basis by 2030. Throughout 2024, actions were taken for further emission reductions with the partial electrification of the Sleipner field center, the Gudrun platform, as well as the Troll B and C fields.

    The average upstream CO2 intensity of Equinor’s operated portfolio was 6.2 kg of CO2 per boe in 2024 (100% basis), an improvement from 6.7kg of CO2/boe in 2023 and well below the industry average. The scope 3 GHG emissions from use of our products were 251 million tonnes in 2024, on par with the level in 2023.

    Equinor improved in the net carbon intensity of energy produced (including scope 1, 2 and 3 emissions) in 2024, which is now 2% below the 2019 baseline. The reduction was mainly driven by increased renewable energy production and lower scope 1+2 emissions.

    Equinor ambition is to to be a leading company in the energy transition. The updated Energy Transition Plan, published on March 20 2025, outlines the approach to deliver on Equinor’s strategy of creating value in the transition, while adjusting to changing external context and market realities.

    Today, during the annual Partnership for Healthy Cities Summit in Paris, three cities were recognized for their achievements in preventing noncommunicable diseases and injuries: Córdoba, Argentina; Fortaleza, Brazil; and Greater Manchester, United Kingdom of Great Britain and Northern Ireland. The Summit, co-hosted by Bloomberg Philanthropies, the World Health Organization (WHO), Vital Strategies, and the City of Paris, convened mayors and officials from 61 cities in the Partnership for Healthy Cities network to address pressing public health issues and share effective strategies for saving lives and building healthier communities at the local level.

    “Noncommunicable diseases, including heart disease, cancer, and diabetes, and injuries are responsible for more than 80% of all deaths globally, but the good news is, they are preventable,” said Michael R. Bloomberg, founder of Bloomberg L.P. and Bloomberg Philanthropies, WHO Global Ambassador for Noncommunicable Diseases and Injuries, and 108th mayor of New York City. “Cities are leading the way in implementing policies that are protecting public health and saving lives.     All three winning cities are part of the Partnership’s Policy Accelerator, which provides training and support for drafting policies and establishing the political strategies needed to develop and enact them. These cities are working with the Partnership to improve public health in the following ways:

    • Córdoba, Argentina, passed a new policy committing the city to promoting healthy school food environments by eliminating sugary and artificially sweetened beverages and ultra-processed products from all schools by 2026. The program has benefited 26 schools to date, reaching 15 000 of the city’s 138 000 primary school children.
    • Fortaleza, Brazil, established the city’s first legal framework for air quality surveillance. The 2023 decree guarantees the local monitoring of air pollutants to estimate their impact on residents’ health, along with the installation of low-cost sensors to improve data collection. Reliable data will help inform city policies that can significantly reduce air pollution.
    • Greater Manchester, United Kingdom, expanded the number of outdoor smoke-free areas as part of efforts to reduce smoking, including opening its first smoke-free park, covering 6.5 acres of public space. Greater Manchester also conducted a series of community consultations and workshops with residents to help with decision-making; launched a smoke-free toolkit and communication guidance for National Health Service (NHS) hospitals and sites; and is scaling this initiative by developing a broader smoke-free spaces toolkit for other organizations and groups that want to create smoke-free spaces.

    Earthwise presenters Lois and Martin Griffiths of Plains FM96.9 radio talk to Dr David Robie, editor of Asia Pacific Report, about heightened global fears of nuclear war as tensions have mounted since US President Donald Trump has returned to power.

    Dr Robie reminds us that New Zealanders once actively opposed nuclear testing in the Pacific.

    That spirit, that active opposition to nuclear testing, and to nuclear war must be revived.

    This is very timely as the Rainbow Warrior 3 is currently visiting the Marshall Islands this month to mark 40 years since the original RW took part in the relocation of Rongelap Islanders who suffered from US nuclear tests in the 1950s.

    After that humanitarian mission, the Rainbow Warrior was subsequently bombed by French secret agents in Auckland Harbour on 10 July 1985 shortly before it was due to sail to Moruroa Atoll to protest against nuclear testing.

    The global economy stands at a crossroads, balancing trade policy uncertainty and geopolitical tensions against easing price pressures. The latter is supporting a revival in domestic demand and providing central banks with room for potential rate cuts. Against this backdrop, GlobalData, a leading data and analytics company, reports a slight drop in the GlobalData Country Risk Index (GCRI) from 55.6 in Q3 2024 to 55.0 in Q4 2024.

    GlobalData’s latest, “Global Risk Report Quarterly Update – Q4 2024,” highlights that the Americas and the Middle East and Africa (MEA) face high risk scores due to economic instability and geopolitical conflicts. The Asia-Pacific region, while risky, has a lower score than the Americas and MEA, buoyed by strong growth in emerging economies. In contrast, Europe is the least risky region, benefiting from a solid economic recovery and improved investment sentiment.

    Annapurna Pillutla, Economic Analyst at GlobalData, comments: “Global economic growth is projected to reach 3.1% in 2024, slightly down from 3.3% in 2023, reflecting both resilience and ongoing challenges. While the US economy continues to expand steadily, China’s real estate turmoil and potential US tariff hikes present key risks. Inflation remains above central bank targets in some regions, adding to the economic uncertainty. Growth in 2025 is expected to follow a similar trajectory, constrained by geopolitical tensions and policy unpredictability.”

    The Trump administration’s proposed tariffs are likely to disrupt the global supply chains and raise business costs. By 2025, these measures could reduce production efficiency and alter trade patterns as companies face higher prices for imported goods and raw materials.

    Europe – Steady recovery amid persistent challenges

    Europe continues to be the world’s least-risk region, with its risk score improving slightly from 41.4 in Q3 2024 to 41.0 in Q4 2024. The region’s economic recovery is marked by a gradual decline in inflation, improved labor markets, and supportive policy rate cuts by the ECB. However, geopolitical tensions, particularly involving Russia and Ukraine, along with political shifts to the far right, an aging population and labor shortages, present ongoing challenges. In the Q4 2024 GCRI update, Switzerland, Denmark, and Ireland were identified as the least risky countries, while Ukraine, Turkiye, and Belarus, faced the highest risks.

    Asia-Pacific – Resilience amidst geopolitical challenges

    The Asia-Pacific region’s risk score decreased from 54.0 in Q3 2024 to 53.4 in Q4 2024, indicating ongoing economic recovery. Projected to account for more than half of global growth in 2025, the region benefits from strong domestic demand and increased exports. However, risks persist due to geopolitical tensions in the South China Sea and economic slowdown in China. China’s stimulus measures may offset some impact of US tariffs, while easing inflation and resilient consumption in other emerging economies improve the outlook. Strong growth prospects in Vietnam, the Philippines, and Indonesia further enhance regional stability.

    In the Q4 2024 GCRI update, the highest-risk countries included Pakistan, Myanmar, and Bangladesh. Conversely, the countries with the lowest risk were Singapore, Taiwan (Province of China), and Hong Kong (China SAR).

    Americas – Risk decline amid economic gains and political shifts

    Americas’ risk score decreased slightly from 57.0 in Q3 2024 to 56.6 in Q4 2024, reflecting benefits from policy rate cuts and strong consumer spending, particularly in the US. However, high US debt and fiscal challenges in Latin America persist, alongside political instability marked by protests and governance issues. Donald Trump’s return to the presidency adds to the region’s volatility, potentially affecting economic strategies and stability.

    In the Q4 2024 GCRI update, Canada, the US, and Costa Rica were the least risky, while Haiti, Venezuela, and Argentina remained the highest-risk nations.

    MEA – Persistent risks amid geopolitical tensions

    The MEA regions risk score slightly decreased from 66.3 in Q3 2024 to 65.4 in Q4 2024, driven by growth in the non-oil sector. However, ongoing geopolitical conflicts, particularly in the Middle East, and humanitarian crises continue to pose significant challenges. Africa faces rising debt and natural disasters, exacerbating food insecurity and displacement. In the Q4 2024 GCRI update, Yemen, Syria, and Burundi were among the highest-risk nations globally, highlighting the region’s persistent instability.

    Pillutla concludes: “Geopolitical tensions, trade disruptions, and market volatility present significant challenges for both policymakers and investors. To effectively manage these risks, a sophisticated approach is necessary, emphasizing adaptation and diversification.”

  • MIL-OSI USA: Padilla, Schiff Invite EPA Head Zeldin to South Bay Wastewater Treatment Plant

    WASHINGTON, D.C. — U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.), along with Representatives Scott Peters (D-Calif.-50) and Juan Vargas (D-Calif.-52), invited Environmental Protection Agency (EPA) Administrator Lee Zeldin to visit San Diego’s South Bay International Wastewater Treatment Plant (SBITWP) to see firsthand the ongoing environmental and public health consequences of the cross-border Tijuana River sewage crisis on local communities.
    Administrator Zeldin recently expressed concern about the flow of sewage flowing across the border, posting about a briefing he received on the crisis and pushing Mexico to “honor its commitments to control this pollution and sewage.” The lawmakers wrote to ensure new EPA leadership fully understands the scope of this environmental catastrophe and their role in addressing the environmental and public health harms it causes.
    “As you know, decades of underinvestment in cross-border wastewater infrastructure have led to the flow of untreated sewage into San Diego,” wrote the lawmakers. “EPA served as an important advocate for this issue in the last Trump Administration and we hope the agency will continue to do so once again.”
    “Researchers have recently discovered that toxins and bacteria from the Tijuana River can be aerosolized, unveiling additional potential risks to the air quality in our communities. EPA, working with the International Boundary and Water Commission, will play a critical role in addressing these issues and helping the region recover from decades of pollution and environmental degradation,” continued the lawmakers.
    Since 2018, more than 100 billion gallons of toxic sewage, trash, and unmanaged stormwater have flowed across the United States-Mexico border into the Tijuana River Valley and neighboring communities, forcing long-lasting beach closures and causing harmful impacts on public health, the environment, and water quality. U.S. military personnel, border patrol agents, and the local economy have also suffered harmful impacts from airborne and waterborne transboundary sewage flows. In 2023, sewage flowed across the border at the highest volume in a quarter century, exceeding 44 billion gallons.
    The SBIWTP project broke ground in October 2024, and over the next five years, the SBIWTP will double in capacity, reducing transboundary flows by 90 percent. Importantly, Mexico’s rehabilitated San Antonio de los Buenos wastewater treatment plant is expected to be fully operational by Spring 2025, further reducing flows to California communities. 
    Senator Padilla has prioritized addressing the Tijuana River pollution crisis since he first came to the Senate. In response to a request from Padilla and the San Diego Congressional delegation, the Centers for Disease Control and Prevention (CDC) opened an investigation into the public health impacts of air pollution caused by the ongoing Tijuana River transboundary pollution crisis. Senator Padilla and the delegation also recently secured a $200 million authorization for the Tijuana River Valley Watershed and San Diego County through the Water Resources Development Act of 2024 to help address the ongoing transboundary sewage crisis through stormwater conveyance, environmental and ecosystem restoration, and water quality protection projects. They also delivered over $103 million in additional funding for the International Boundary and Water Commission (IBWC) in the bipartisan FY 2024 appropriations package. Padilla previously successfully secured language in the FY 2023 appropriations package to allow the EPA to unlock $300 million previously secured in the U.S.-Mexico-Canada Agreement to the IBWC for water infrastructure projects. Last year, Padilla and Representatives Peters and Vargas announced bicameral legislation to help combat the Tijuana River sewage pollution crisis.

  • MIL-Evening Report: Trump is ignoring the power of nationalism at his own peril

    US President Donald Trump has exploited American nationalism as effectively as anyone in living memory. What sets him apart is his use of national humiliation as a political emotion. Any presidential candidate can talk their country up, but Trump knows how to talk his country down.

    Trump’s consistent message has been that American problems – trade deficits, job losses, illegal immigration, crime and even drug addiction – are the result of deliberate acts by other countries. The really humiliating part is that American politicians let it happen.

    Many Americans have welcomed Trump’s message that their country’s problems can be solved by reestablishing international dominance. They see this nationalist approach as an overdue corrective to the “globalist” foreign policies of the post-second world war era.

    But people in other countries also have feelings of national pride and aspire to be free from foreign domination. This should be obvious, but so far Trump is ignoring the power of nationalism in other countries even as he harnesses it in his own. This makes his foreign policy job a lot harder.

    How Canadians have rallied against Trump

    Take the example of Canada.

    When Trump was elected to his second term in November 2024, it seemed certain there would soon be a Canadian prime minister who was more aligned with him than Justin Trudeau. Trudeau’s unpopularity had dragged the Liberal Party down, and the populist Conservative leader Pierre Poilievre looked set to win the this year’s election.

    As he prepared for a trade war with Canada, Trump could have concentrated his fire on his enemies in the doomed Liberal government. Instead, he spent months insulting Canada’s national identity. He repeatedly said Canada should be the “51st state of the US”, calling Trudeau “governor”.

    Americans can dismiss Trump’s talk of annexing Canada as a joke, but Canadians can’t. Regardless of whether Trump would ever follow through with attempting an annexation, his language is an attack on Canadian sovereignty. No one with any sense of national pride would tolerate it.

    An Angus Reid poll found the number of people saying they had a “deep emotional attachment” to Canada rose from 49% to 59% from December 2024 to February 2025. That emotional attachment is visible in everything from “buy Canadian” campaigns to Canadians booing the US national anthem at hockey games.

    The Liberals, under new leader Mark Carney, are also experiencing a remarkable bounce-back in the polls.

    Another Angus Reid poll shows that voting intention for the Liberals has surged from 16% in December to 42% now. They are now leading the Conservatives, who have 37% support. Some are now anticipating a snap election could be called in days.

    Ontario Premier Doug Ford, who has sometimes been likened to Trump, has also led a ferocious pro-Canadian resistance to American tariffs, getting his own re-election boost.

    Trump’s defenders often claim his chaotic bluster is simply a negotiating tactic, a way of spooking others into accepting terms more favourable to him. If so, this tactic is backfiring in Canada.

    Trade wars require sacrifices. Citizens must pay more for the sake of protecting their countries’ industries. Canadians seem a lot more willing to make that sacrifice than Americans, who are mostly confused that their friendly neighbour has suddenly been recast as an enemy.

    The importance of national identity

    Other countries have shown they will not cave easily, either, as Trump puts their national identity at stake.

    Demanding to buy another country’s territory, as Trump keeps doing with Greenland, a self-governing territory under Danish control, may be even more insulting than threatening to take it, as he keeps doing with Panama. Each time Greenlanders, Danes and Panamanians refuse Trump, his credibility erodes further.

    Trump talks about the territory of other countries in terms of “real estate”, even suggesting the United States should “redevelop” Gaza after evicting the Palestinians.

    But sovereign land is not real estate. In a world of nation-states defined by territory, even sparsely inhabited territory has “sacred value”. This is particularly true for peoples seeking statehood on their land.

    Sacred values” are things people see as non-negotiable because they are linked to their sense of identity and moral order in the world. Researchers warn that offering money in exchange for sacred values is deeply offensive, and likely to harm, rather than help, negotiations.

    There is a reason why governments hardly ever sell their territory to other countries anymore. Empires may have done in this in the past, but not nations. They view their lands, and the people who live on them, as inalienable from the nation.

    Trump clearly doesn’t understand this concept. He has shown no empathy for Ukraine, a country whose territory actually has been invaded. He accused Ukrainian President Volodomyr Zelenskyy of wanting to prolong the war so he could “keep the gravy train going”, as if harvesting US aid dollars was the real reason Ukrainians were fighting for their country’s existence.

    Trump’s contempt for Ukraine, Canada, Greenland, Gaza, Denmark and Panama has reverberations far beyond these places. It signals that his brand of American nationalism has no place for anyone else’s national aspirations or sovereignty.

    This will not promote the deal-making Trump wants because no one trusts an unstable, imperial power to stick to its agreements. It would be painful for many countries to reduce their dependence on the United States, but it would be more painful to give away their national dignity.

  • MIL-OSI Global: Why sharing meals can make people happier – what evidence from 142 countries shows

    The importance of sharing meals is recognised across cultures, from the Jewish Shabbat meal to the fast-breaking Iftar meals during Ramadan. The known link between food and social relationships is ancient. The English word companion, the French copain (friend) and the Italian compagno (partner) come from the Latin cum and pānis – literally “with-bread”. The Chinese term for companion/partner (伙伴) stems from a similar term (火伴) which literally translates to “fire mate”, a reference to sharing meals over a campfire.

    But how important is eating together to our happiness? This is the question that I and my co-authors answer in the World Happiness Report 2025. In our new data and analysis we looked at the link between how often people share meals and whether they feel good about their lives and experience positive emotions. We also documented that there was a massive difference between countries and regions when it came to how often people shared meals.

    Comparing the statistics from the 2022-23 Gallup World Poll about sharing meals with standard measures of wellbeing, we found a significant, positive relationship in almost all regions. Not only do countries where meal sharing is more common tend to report higher levels of wellbeing, but this is true even when comparing people who live in the same country.

    The Gallup poll asked more than 150,000 people from 142 countries and territories how many lunches and dinners they shared with someone they know during the past week. The scores varied widely between regions.

    Latin Americans share approximately two-third of their meals, with residents of Paraguay, Ecuador and Colombia reporting an average of more than ten shared meals per week. At the bottom of the scale, there are relatively low levels of meal sharing in south and east Asian countries – in particular India, Pakistan, Bangladesh, Japan and South Korea, where people share less than one meal out of three, on average.

    While there is an association between sharing meals and wellbeing pretty much everywhere, this association is stronger in some regions than others. For instance, for a person who always dines alone in North America, Australia and New Zealand, the wellbeing benefit of starting to share most of their meals (eight or more times a week) in the life evaluation scale is big (the life evaluation scale is how people judge their life, with zero being the worst possible life and 10 being the best). This boost is equivalent to the effect of doubling their income.

    However, in Latin America, the Caribbean and sub-Saharan Africa, this effect is half as great and is essentially nil in south-east Asia. The reasons for this difference is as yet unclear.

    For social scientists, the frequency of sharing meals offers an indicator for social connectedness (the ways that people interact with and relate to one another). Unlike measures that capture people’s subjective feelings about social wellbeing, the number of shared meals gives us a concrete measure on which to base our analysis.

    While interpretations of friendship or perceptions of closeness may change over time or between countries, the number of meals shared with others does not.

    Meal sharing by region and age:

    Of course, those who share more meals can differ in many other aspects, but even when we take into account characteristics such as gender, age, income, living alone and people’s ability to meet basic needs for food, the relationship between sharing meals and wellbeing still holds strong.

    While the global data we used was only introduced in 2022, some countries have collected information on meal sharing for longer. In the United States, where the American Time Use Survey has been running for more than 20 years, we find clear evidence that with every passing year, Americans are dining alone more often, particularly young adults.

    Today, 18 to 24-year-olds in the US are 90% more likely to eat every meal alone on a given day than they were in 2003. We also find that Americans who eat at least one meal with others report higher levels of happiness and lower levels of stress, pain and sadness on that day.

    How meals sharing is linked to emotions in the US:

    From our data, we can’t tell how much of a wellbeing boost sharing an extra meal
    creates, and to what extent people share more meals because they are already happy, but it is reasonable to assume that it is not just the latter. This would reflect previous research which has shown the importance of social capital (networks of social connections which are conducive to a well-functioning society) and the positive benefits of in-person interactions.

    In a world where loneliness is increasingly recognised as a public health issue, rethinking how we gather around the table, and how often, could provide practical solutions to reduce social isolation and raise wellbeing.

    (Lancaster, NH) – U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the U.S. Senate Appropriations Subcommittee on Agriculture, Rural Development, Food and Drug Administration and Related Agencies, toured DCI Furniture in Lisbon to learn more about how the business is using federal funding to make energy efficiency upgrades. Later, Shaheen visited Mount Cabot Maple in Lancaster to celebrate Maple Month and hear about the challenges facing the Granite State’s maple industry. Photos from today’s events can be found here.

    In Lisbon, Shaheen visited DCI Furniture, a family-owned furniture manufacturing company, to learn more about how the business is using federal funding to install a new combined heat and power system that uses wood waste for fuel. The project will improve energy efficiency, decrease costs and reduce emissions at the facility.

    “Efficiency is the cheapest, fastest way to meet our energy needs, and DCI Furniture is a poster child for thinking about energy in a smart way,” said Senator Shaheen. “I was pleased to see firsthand how DCI is using federal funding that I’ve championed to make energy efficiency upgrades that will save money, reduce emissions and benefit the local forest-based economy—it’s just the kind of made-in-New Hampshire project we need to see more of.”

    The project has been awarded funding through programs Shaheen champions, including the U.S. Department of Agriculture’s (USDA) Rural Energy for America Program, the U.S. Forest Service’s Community Wood Grant program and Bipartisan Infrastructure Law funding from the U.S. Department of Energy. Shaheen was a lead negotiator of the Bipartisan Infrastructure Law, which made huge investments in energy efficiency, including $550 million for Industrial Research and Assessment Centers and assistance for small- and medium-sized manufacturers to implement efficiency upgrades based upon her longstanding bipartisan legislation with former U.S. Senator Rob Portman. Shaheen also helped introduce legislation to enhance the Forest Service’s Community Wood  Grant program that is providing funding for this project. 

    Later in Lancaster, Shaheen visited Mount Cabot Maple to hear more about how the farm has benefitted from federal funding from USDA Natural Resources Conservation Service and underscore the challenges facing the Granite State’s maple industry in the wake of the Trump Administration’s tariffs on Canada and Mexico and federal funding freeze.

    “Our maple syrup producers are an integral and delicious part of New Hampshire’s identity,” said Senator Shaheen. “It was great to visit Mount Cabot Maple today during Maple Month to tour the farm and learn more about how this North Country staple is weathering the impacts of Trump’s funding chaos and tariffs on Canada.”

    Shaheen co-leads the Market Access, Promotion and Landowner Education Support for Your Regionally Underserved Producers (MAPLE SYRUP) Act with Senator Chris Murphy (D-CT) to extend and expand the federal maple support program, which supports the U.S. maple syrup industry through research and education, natural resource sustainability and the marketing of maple syrup and maple-sap products.

    Shaheen has also been outspoken against the Trump Administration’s reckless tariffs on Canada and Mexico and chaotic funding freeze and cuts. Recently, Shaheen forced a vote in the Senate on her Protecting Americans from Tax Hikes on Imported Goods Act to limit the President’s ability to levy sweeping tariffs that increase costs for American consumers and families. Shaheen has also hosted a series of roundtables and discussions with Granite Staters to better understand and highlight the direct consequences of the Trump administration’s funding chaos and uncertainty. Following the Trump administration’s decision to freeze grants and loans disbursed by the federal government in January, Shaheen immediately condemned the move and spoke on the Senate floor against the decision to freeze federal grants and loans that families, seniors and small businesses rely on for critical, often life-saving services.

    Washington, DC: On March 20, 2023, the Executive Board of the International Monetary Fund (IMF) concluded the Article IV consultation[1] with El Salvador.

    Despite a series of adverse external shocks, the Salvadoran economy has fared relatively well to date, and is estimated to have grown by 2.8 percent in 2022. Annual inflation jumped to 7¼ percent, mainly due to high global food prices while fuel price inflation was moderated by large subsidies. Vulnerabilities mounted, with international reserves falling below 2 months of imports. In the context of limited financing options, the fiscal deficit narrowed to 2½ percent of GDP, but fiscal policy is expected to turn expansionary in 2023. Under current policies, public debt is on an unsustainable path. 

    The economy is expected to grow by 2.4 percent in 2023, but the outlook is fragile, given the macroeconomic imbalances and a less favorable international environment. A comprehensive and credible policy package is urgently needed to put public debt on a firmly declining path and strengthen macroeconomic and financial stability.

    Over a year after the adoption of Bitcoin as legal tender, its use has been minimal but risks for financial and market integrity, financial stability, and consumer protection remain and need to be addressed. 

    Executive Board Assessment[2]

    Executive Directors noted the strong post‑pandemic recovery supported by the authorities’ timely responses to shocks and the improved security situation. Pointing to the fragile outlook amid rising risks and vulnerabilities, Directors urged the authorities to adopt a comprehensive plan to address macroeconomic imbalances, including unsustainable public debt and limited reserve coverage, along with structural reforms to support stronger, inclusive growth.

    Directors welcomed recent fiscal efforts but underscored the urgent need for an ambitious fiscal consolidation plan, based on greater revenue mobilization and efficiency of spending, including better targeting energy subsidies and social safety nets and rightsizing the wage bill. This is critical to put public debt on a firm downward trajectory and allow a gradual return to international capital markets. Restoring and upgrading the Fiscal Responsibility Law would also improve the transparency and credibility of fiscal policy. Directors stressed the importance of ensuring the sustainability of the pension system to limit contingent liabilities.

    Directors noted that the banking system remains healthy but cautioned against rising exposures to the sovereign and the erosion of liquidity buffers. They called for raising banks’ reserve requirements, enacting promptly the Financial Stability Bill, closing regulatory gaps, and continuing to implement the 2020 Safeguards Assessment recommendations.

    Directors underscored the importance of narrowing the scope of the Bitcoin law and removing Bitcoin’s legal tender status. They noted that while Bitcoin has had a minimal impact on financial inclusion, high risks to financial integrity and stability, fiscal sustainability, and consumer protection persist. Directors urged that Bitcoin transactions be transparently disclosed, together with the financial statements of public companies operating in the Bitcoin ecosystem. They also called on the authorities to carefully weigh the implications of the new crypto assets legislation and avoid expanding government exposure to Bitcoin.

    Directors stressed the importance of structural reforms to strengthen governance, the investment climate and productivity. They called for continued efforts to strengthen fiscal transparency, public procurement, AML/CFT legislation, and the independence of the judicial system. Directors also stressed the importance of enhancing human capital, infrastructure, and climate resilience, as well as continuing to upgrade the statistical framework.

  • MIL-OSI Security: Illicit Massage Parlor Operators Sentenced

    Shaoping Wen and her son, Xu Wang, were sentenced on March 18, 2025, for their roles in operating massage parlors that operated as fronts for commercial sex operations, announced Acting U.S. Attorney for the Northern District of Texas Chad E. Meacham.

    In September 2024, Wen, 65, and Wang, 42, were indicted by a federal grand jury in Lubbock, Texas, for conspiracy to commit interstate travel and use of interstate facilities in aid of racketeering enterprises and other offenses related to the operation of illicit massage parlors in Texas and New Mexico and money laundering.   According to court documents, Wen owned and operated at least seven massage parlors where Asian women engaged in illegal commercial sex. Wang operated the parlors on Wen’s behalf when Wen was out of state.

    Shaoping Wen pled guilty to conspiracy to commit interstate travel and use of interstate facilities in aid of racketeering enterprises in November 2024.  She was sentenced to 12 months and 1 day in federal prison by U.S. District Judge Matthew J. Kacsmaryk, to be followed by a one-year term of supervised release.  Wen was also ordered to forfeit $291,990.88 in U.S. currency and pay a money judgment of $1,771,360 to the United States.  

    Xu Wang pled guilty to misprision of a felony in November 2024 and was sentenced by Judge Kacsmaryk to time served (362 days), to be followed by a one-year term of supervised release.

    Court documents revealed that, on at least 10 occasions between June 2023 and February 2024, undercover officers purchased massages for varying dollar amounts at Wen’s parlors in Texas and New Mexico.  The officers were generally greeted by lingerie-clad women who agreed to have sex with them for an additional fee of between $140 and $200.  Several of the women used translation apps to negotiate for sexual services. When the women were arrested for prostitution, they identified themselves as Chinese citizens and listed their occupation as simply, “laborer.”  On several occasions, Wen or Wang facilitated payment of the arrested women’s cash bond.

    Officers also observed Wen’s vehicle transporting Asian females directly from the airport to her massage parlors. Neighbors said the women never left the building. Searches of the premises revealed beds placed on the floors, suggesting the women lived at the massage parlors.

    On at least one occasion, a passerby heard a woman screaming and entered the parlor to check-in.  He reported seeing three women between the ages of 30 and 50 dressed in provocative clothing.

    Officers found the massage parlors advertised on sites often used to advertise for commercial sex. The ads included photos of partially naked women and promoted “100% sexy” girls who “like to spend time with nice upscale gentlemen.”  They advertised the “girlfriend experience,” “porn star experience,” and “fantasy outfits on request.”  Prostitution is illegal in Texas and New Mexico.

    In March 2024, Wen’s seven illicit massage parlors were searched.  During the search, law enforcement located further evidence that the women were residing in the parlors, as well as condoms and other items indicative of sexual activity, and approximately $291,990.88 in U.S. currency. Casino records revealed that Wen frequently traveled to California to launder the proceeds of her illicit massage parlor businesses.  From between January 2018 and August 2023, Wen cashed out approximately $1,771,360 in chips from the casino.

    The Federal Bureau of Investigation’s Dallas Field Office – Lubbock Resident Agency, Homeland Security Investigation’s Dallas Field Office, the Texas Department of Public Safety, and the Lubbock Police Department conducted the investigation with the assistance of the FBI’s Albuquerque Field Office, HSI’s Albuquerque Field Office, the Lubbock County Sheriff’s Office, Immigration & Customs Enforcement (ICE), the Wolfforth Police Department, the Eddy County Sheriff’s Office, the Carlsbad Police Department, the Roswell Police Department, the Clovis Police Department, the Roswell Fire Department, the Carlsbad Fire Department, the Lubbock County District Attorney’s Office, and the U.S. Attorney’s Office for the District of New Mexico. Assistant U.S. Attorney Callie Woolam prosecuted the case.

  • MIL-OSI Security: High-Ranking MS-13 Leader Arraigned in Long Island Federal Court on Terrorism and Racketeering Charges After His Arrest in Mexico

    Defendant, Who Was Added to the FBI’s Ten Most Wanted Fugitives List in February, Was a Founding Member of the Transnational Criminal Organization’s Ranfla en las Calles Leadership Structure

    CENTRAL ISLIP, NY – Earlier today, in federal court in Central Islip, Francisco Javier Roman-Bardales, also known as “Veterano de Tribus,” a high-ranking leader of La Mara Salvatrucha, also known as “MS-13,” was arraigned on a four-count indictment charging him, along with a dozen other high-ranking MS-13 leaders, with directing the transnational criminal organization’s unlawful activities in the United States, El Salvador, Mexico, and elsewhere over the past two decades.  Roman-Bardales, who had been a fugitive for nearly three years and was added to the Federal Bureau of Investigation (FBI) Ten Most Wanted Fugitives List last month, was arrested by the FBI on March 18, 2025 at the San Ysidro Port of Entry in San Diego, California.  Roman-Bardales had been located and arrested by Mexican authorities in Veracruz on March 17, 2025, and after it was determined that he was an El Salvadoran citizen with no valid status in Mexico, he was expelled from Mexico.  Roman-Bardales is charged with racketeering conspiracy, conspiracy to provide and conceal material support and resources to terrorists, narco-terrorism conspiracy, and alien smuggling conspiracy.  Today’s proceeding was held before United States District Judge Joan M. Azrack.  Roman-Bardales was ordered detained pending trial in the Eastern District of New York.

    Pamela Bondi, United States Attorney General, John J. Durham, United States Attorney for the Eastern District of New York and Leslie Backschies, Acting Assistant Director in Charge, FBI, New York Field Office, announced the arraignment.

    “MS-13 is a terrorist organization and this case reflects the Department of Justice’s ironclad commitment to putting terrorists behind bars,” stated Attorney General Bondi.  “Members of MS-13 and similar groups should live in fear knowing that we will hunt them down, prosecute them, and deliver swift American justice for their heinous crimes.”

    “The prosecution in the Eastern District of New York of this international fugitive, who is one of the most senior leaders of the MS-13 in the world, is another momentous step in the dismantling of this evil criminal enterprise, whose bloodshed and reign of terror traverses all boundaries,” stated United States Attorney Durham.  “Thanks to the relentless and brave work of United States law enforcement, he will soon face reckoning in a courtroom on Long Island where his transnational criminal organization has impacted so many communities.”

    Mr. Durham expressed his appreciation to the Suffolk County Police Department, Homeland Security Investigations, San Diego (HSI), the FBI’s San Diego Field Office and the Government of Mexico for their assistance.

    “FBI Ten Most Wanted Fugitive Roman-Bardales has been extradited to the United States to be held accountable for the extreme and depraved violence and terror his leadership of MS-13 allegedly brought to the streets of the United States and across North America,” stated FBI Acting Assistant Director in Charge Backschies.  “The FBI, along with our law enforcement partners are committed to eradicating MS-13 and all violent transnational criminal organizations wherever they operate as we protect our nation.”

    As set forth in court filings, Roman-Bardales and his co-defendants are part of MS-13’s command and control structure, consisting of the Ranfla Nacional, Ranfla en Las Calles, and Ranfla en Los Penales.  They exercise significant leadership roles in the organization’s operations in El Salvador, Mexico, the United States, and throughout the world.  Roman-Bardales was himself a founding member of the Ranfla en las Calles and oversaw the “Western Zone” of MS-13 in El Salvador.  In the related case of United States v. Henriquez, et al., a grand jury in the Eastern District of New York previously indicted 14 members of the Ranfla Nacional, who functioned as MS-13’s “Board of Directors.” Formal extradition requests have been submitted by the United States and remain pending for 11 of those defendants who either are or were in custody in El Salvador.

    As further alleged, the defendants have engaged in a litany of violent terrorist activities aimed at influencing the policies of the government of El Salvador (GOES) and at obtaining benefits and concessions from GOES; targeting GOES law enforcement and military officials; employing terrorist tactics such as the use of Improvised Explosive Devices (IEDs) and grenades; operating military-style training camps for firearms and explosives; using public displays of violence to intimidate civilian populations; using violence to obtain and control territory; and manipulating the electoral process in El Salvador.

    Further, these defendants authorized and directed violence in the United States, Mexico, and elsewhere as part of a concerted effort to expand MS-13’s influence and territorial control.  As the leaders of the MS-13 transnational criminal organization, these defendants were an integral part of the leadership chain responsible for supervising MS-13 cliques in the United States that engaged in extreme violence, including countless murders, attempted murders, assaults, and related offenses.  For example, the U.S. Attorney’s Office for the Eastern District of New York has prosecuted hundreds of MS-13 leaders, members, and associates for carrying out more than 80 murders in the Eastern District of New York between 2009 and the present.

    Several of these defendants, including Roman-Bardales, coordinated MS-13’s expansion into Mexico (the Mexico Program), at the direction of the Ranfla Nacional, which was a coordinated effort to maintain MS-13’s continuity of operations in response to law enforcement pressure previously exerted by the United States and GOES.  Additionally, Roman-Bardales and the Mexico Program forged alliances with Mexican cartels, and engaged in narcotics trafficking, immigrant smuggling, extortion, kidnappings, and weapons trafficking.  As alleged in the indictment, the MS-13’s Mexico Program murdered some migrants bound for the United States, including suspected members of the rival 18th Street gang and MS-13 members attempting to flee MS-13 in El Salvador without permission.  Drug trafficking was an important part of MS-13’s moneymaking operation, especially in Mexico, and the defendants used MS-13’s large membership in the United States to generate financial support for MS-13’s terrorist activities in El Salvador.

    This case was brought by Joint Task Force Vulcan (JTFV), which was created to combat MS-13 and comprised of U.S. Attorney’s Offices across the country, including the Eastern District of New York; the Eastern District of Texas; the Southern District of New York; the District of Massachusetts; the District of New Jersey; the Northern District of Ohio; the District of Utah; the Southern District of Florida; the Eastern District of Virginia; the Southern District of California; the District of Nevada; the District of Alaska; and the District of Columbia, as well as the Department of Justice’s National Security Division and the Criminal Division.  Additionally, the FBI; HSI; the U.S. Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the United States Marshals Service; the U.S. Bureau of Prisons; and the United States Agency for International Development, Office of Inspector General have been essential law enforcement partners and spearheaded JTFV’s investigations.

    This case is part of Operation Take Back America and an Organized Crime Drug Enforcement Task Force (OCDETF) operation.  Operation Take Back America is a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations, and protect our communities from the perpetrators of violent crime.  Additional information about the OCDETF Program can be found at https://www.justice.gov/OCDETF.

    The charges in the indictment are allegations and the defendant is presumed innocent unless and until proven guilty.  If convicted of the charges, Roman-Bardales faces up to life in prison or the possibility of the death penalty.

    In an interactive dialogue on environmental conservation, protection and rehabilitation, the Commission on the Status of Women today heard from speakers who called on Governments to bridge the gap between policy and practice and empower Indigenous women and other marginalized groups in a world where progress is “being slashed by anti-rights actors that are in the league with fossil-fuel industries and tech billionaires”.

    The Commission’s two-week annual session has centered on accelerating the implementation of the Platform for Action adopted at the 1995 World Conference on Women in Beijing, where world leaders pledged to achieve gender equality and uphold women’s rights.  Today’s panel discussion centred on cultivating a coordinated response to the triple planetary crisis — climate change, biodiversity loss and pollution — while emphasizing the need to reinvigorate efforts to achieve the Sustainable Development Goals (SDGs).  Another dialogue was held on peaceful and inclusive societies.

    Lorena Aguilar, Executive Director at Kaschak Institute for Social Justice for Women and Girls at Binghamton University in New York, said that the discussion will centre on the key barriers Indigenous women face in securing land and resource rights, exploring how Governments and non-State actors, including academia, civil society and international organizations, can more effectively support Indigenous communities in overcoming these challenges.  Speakers will also examine the disconnect between policy and practice, particularly the obstacles preventing young women from pursuing education and careers in fields that foster their meaningful participation in the green and blue economies.  Looking ahead to 2030, she said, the dialogue will showcase best practices and scalable strategies that align the Beijing Platform for Action with the SDGs, advancing gender-responsive climate and environmental action.

    Exclusion of Women from Green, Blue Economies

    Manasiti Omar, Founder and Executive Director of Spring of the Arid and Semi-Arid Lands, said that, as a young Indigenous woman who has personally encountered the barriers hindering young women’s participation in the green and blue economies, she knows that the promise of a just transition will remain unfulfilled if powerful obstacles persist.  Too often, young women especially those from Indigenous, rural and marginalized communities struggle to access education, employment and leadership opportunities in climate and environmental action.  “The reality is a system designed to exclude young women,” she said.  On paper, many Governments have policies promoting environmental education, technical training and gender inclusion, yet these commitments rarely translate into real, tangible opportunities.  Structural inequalities, financial constraints, cultural biases and a lack of mentorship or institutional support create layers of exclusion that prevent young women from fully engaging in the green and blue economies.  It is important to dismantle these barriers, bridge the gap between policy and practice, and create pathways that empower young women to lead in climate and environmental action.  “I have seen first hand that, when young women are given the right opportunities, we don’t just participate, we transform entire communities, but we cannot do it alone,” she said.

    Need to Address Structural Inequalities

    Astrid Puentes Riaño, United Nations Special Rapporteur on the human right to a clean, healthy and sustainable environment, said that she is the first woman to serve as a UN Rapporteur and the first person from the Global South in this role, covering not only the environment, but also climate, toxins and water.  “This is the kind of changes, of course, that we need,” she added.  However, true progress isn’t about checking boxes; it requires a systematic and sustained approach to breaking barriers that have historically excluded women, particularly those from marginalized and Indigenous communities.  Looking ahead to 2030 and beyond, she said it is essential to ensure that policies promoting gender inclusion in environmental governance translate into real opportunities.  This means addressing structural inequalities, ensuring access to education and leadership roles, and creating pathways for women to actively participate in shaping climate and environmental action.  The need for expertise-driven, inclusive leadership is more critical than ever, and only by dismantling these barriers can truly create a just and sustainable future.  “Women and girls in marginalized situations are not only victims; we are also key actors for change,” she stressed.

    Hopes Slashed by Anti-Rights Actors

    “I am angry at what is happening in the world today,” said Sascha Gabizon, Executive Director of Women Engage for a Common Future and Co-Facilitator of the Women’s Major Group on SDGs.  She recalled working in Beijing at the fourth World Conference on Women 30 years ago.  “We had so much hope that we could make this world a better place,” she added, emphasizing:  “But, unfortunately, our work is being slashed by anti-rights actors that are in the league with fossil-fuel industries and tech billionaires that are clearly only interested in their own profit.”   Authoritarian regimes are trying to silence and criminalize climate activists and women environmental rights defenders.  In the Caucasus, where she works, the Government has rolled back gender equality laws and institutions and silenced feminist and civil society organizations through what they call foreign agent laws, a tactic which is spreading also now in other countries.  Half of the CO2 emissions come from only 36 fossil-fuel corporations annually, she noted.  Each year, $700 billion go into subsidies for fossil fuels.  “That is where we should be cutting,” she said, adding that “billionaires produce more carbon in 90 minutes than each of you in your entire life”.  She urged the need to continue to mobilize and collectively organize, to engage in policy processes, “to claim our seats, to go on strikes, to go onto the streets and to implement gender just solutions on the ground”.

    Solar Farming

    Valbona Mazreku, Founder and Director of Milieukontakt Albania, said that integrating gender-responsive policies into climate adaptation is crucial.  Over 50 per cent of rural women in Albania are engaged in agriculture, yet they have limited access to resources and technology, and “only 8 per cent of agricultural land is owned by women”, restricting their ability to make sustainable land-use decisions.  Highlighting the high cost of water, she said her organization worked with a group of farmers from a small village in south-east Albania to develop Piskova Solar Farming, a renewable energy cooperative.  It also created a curriculum on renewable energy aimed at young people “to influence women’s career aspirations in the energy sector”, she said.  Noting that the organization’s trainers and experts are women, she said:  “We not only break down gender stereotypes, but also prepare the next generation for participation in the green economy.”  Women should not just be seen as victims of climate change, but as key agents of change, she said, calling on UN-Women to partner with local organizations.

    Fisherwomen ‘Guardians of Local Biodiversity’

    Yuli Velásquez, Director of the Federation of Artisanal, Environmental and Tourist Fishermen of Santander, Colombia, speaking via video, said that, while her fishing community is male dominated, it is the fisherwomen of the Federation who serve as guardians of local biodiversity.  They are on the front lines of fighting for environmental justice, she said, highlighting several examples, including their work gathering evidence about water pollution in the Magdalene River.  Highlighting the crucial role of “community water monitoring”, she said:  “We are now learning how to do so with technical tools and instruments,” to facilitate this data-collection.  Women in her community who spoke out against corruption have received threats. “We have spoken out robustly,” she said, but due to prevailing impunity, the cases are often closed.  This demonstrates the need for stronger State institutions to ensure investigation and prosecution of crimes against social and environmental activists.

    Union Minister of Commerce & Industry, Shri Piyush Goyal highlighted thatthere remains significant untapped potential for economic and trade expansion.Shri Goyal, addressed the 10th CII India-LAC Conclave today at New Delhi, emphasizing the growing importance of India’s economic engagement with the Latin American and Caribbean (LAC) region.

    He said, the India-LAC partnership is not just about business but also about cultural exchanges, shared traditions, and a collective commitment to preserving heritage. He noted that the passion for festivals, sporting spirit, and rich histories of both regions provide a strong foundation for enhanced economic collaboration. He underscored that the conclave serves as an excellent platform for fostering enduring economic ties and deeper people-to-people connections between the two regions.

  • MIL-OSI Security: Sampson County Illegal Alien Caught with 30 Kilograms and 9 Firearms Sentenced to 17 Years in Prison

    RALEIGH, N.C. – A man from Sampson County was sentenced today to 17 years in prison after he was caught with 30 kilograms of drugs and 9 firearms. On November 7, 2024, Antonio Tamoya Mondragon pled guilty to his charges.

    According to court documents and other information presented in court, Mondragon, age 45, was born in Mexico and illegally entered the United States. Mondragon started distributing drugs as early as 2008. Law enforcement began investigating Mondragon in 2019 and conducted controlled purchases of pure methamphetamine from him on three occasions.

    The investigation culminated in a traffic stop with follow-on search warrants on April 18, 2023. On that day, law enforcement was conducting early morning surveillance at Mondragon’s house. Mondragon and others appeared to be transferring packages into a car.  In a traffic stop, law enforcement found just under 9 kilograms of cocaine hidden in the car’s headliner. As the traffic stop was executed, law enforcement observed a flurry of activity back at Mondragon’s house followed by a second car departing. This car was later searched. Inside was 7 kilograms of fentanyl, 9 kilograms of cocaine, 2 kilograms of heroin, 144 grams of methamphetamine, and a drug ledger. The car also had 8 guns inside with ammunition. Law enforcement then searched Mondragon’s house and seized $28,881 in cash and another gun. Subsequent interviews and investigation made clear that the drugs, guns, and cash all belonged to Mondragon.

    Daniel P. Bubar, Acting U.S. Attorney for the Eastern District of North Carolina made the announcement after sentencing by U.S. District Judge James C. Dever III. The DEA, Sampson County Sherriff’s Office, and SBI investigated the case and Assistant U.S. Attorney Tyler Lemons  prosecuted the case.

  • MIL-OSI Security: Human Smuggling Foot Guide Convicted of 2 Counts by Federal Jury in Del Rio

    DEL RIO, Texas – A federal jury in Del Rio convicted Nicacio Arellano-Garcia today for one count of conspiracy to transport illegal aliens and one count of illegal alien transportation placing lives in jeopardy.

    According to court documents and evidence presented at trial, Arellano-Garcia, 34, of Mexico, conspired to transport five illegal aliens with codefendant Alexander Galvez-Zelaya, 30, of Honduras, and other facilitators. Arellano-Garcia served as the foot guide, while Galvez-Zelaya was the driver.

    Arellano-Garcia walked the five illegal aliens through the brush for two days. One of the illegal aliens fainted just before getting picked up by Galvez-Zelaya and, at some point before or entering the vehicle, the alien died. A medical examiner later confirmed the deceased illegal alien died from a combination of dehydration and environmental exposure to walking in the brush.

    On Feb. 11, 2024, the illegal aliens and the foot guide were picked up in the vehicle driven by Galvez-Zelaya. A high speed chase with law enforcement ensued when a Zavala County Sheriff’s Office deputy attempted to conduct a traffic stop for defective license plate lighting. Galvez-Zelaya exceeded speeds of 100 miles per hour and crashed into a private property fence near La Pryor. Both Arellano-Garcia and Galvez-Zelaya were arrested and confirmed to be illegally present in the United States.

    Galvez-Zelaya pleaded guilty Nov. 4, 2024 to one count of conspiracy to transport aliens placing lives in jeopardy and is scheduled to be sentenced May 28. Both defendants face up to 20 years in federal prison for each count.

    Acting U.S. Attorney Margaret Leachman for the Western District of Texas made the announcement.

    Homeland Security Investigations is investigating the case.

    Assistant U.S. Attorneys Warsame Galaydh and Matt Kass are prosecuting the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    For the fourth quarter of 2024, Total Written Premium was $361.4 million, a 20.0% increase compared to the same period in the prior year. Revenues were $51.7 million, an increase of 30.8% compared to the same period in the prior year. Organic Revenues, a non-GAAP measure that excludes contingent income, fee income, and other income, for the fourth quarter of 2024 were $43.6 million compared to $34.8 million in the same period in the prior year. Organic Revenue Growth Rate in the fourth quarter was 20.5%, driven by strong new business growth, moderating retention levels, rate increases and an uptick in new business growth with one of our MGA programs.

    Total commission expense for the fourth quarter of 2024 was $28.9 million, a 11.2% increase from $26.0 million in the same period in the prior year. Commission expenses increased primarily due to the growth in the business, partially offset by the conversion of nine branches to corporate branches, which transitioned our non-employee commission-based colleagues to employees. Upon conversion, these corporate branch employees received salaries, employee benefits, and bonuses for services rendered instead of commissions. Salaries and employee benefits for the fourth quarter of 2024 were $7.7 million, up 97.8% from $3.9 million in the same period in the prior year. Approximately $1.0 million of the increase was due to equity compensation expense, while $3.0 million of the increase was due to the branch conversions and 2023 corporate branch acquisitions, along with the growth in the business. Other administrative expenses for the fourth quarter of 2024 were $5.0 million, a 69.9% increase compared to the same period in the prior year. The increase was due to growth in the business, increase in corporate branches and the absorption of public company costs.

    For the fourth quarter of 2024, net income was $8.2 million, and net income margin was 15.8%, compared to net income of $5.2 million and net income margin of 13.2%, in the same period in the prior year. Adjusted Net Income for the fourth quarter of 2024 was $10.5 million, compared to $6.7 million in the same period in the prior year. Adjusted Net Income Margin for the fourth quarter was 20.3%, compared to 16.9% in the same period in the prior year.

    Adjusted EBITDA for the fourth quarter was $13.8 million, an increase of 91.7% over the same period in the prior year. Our Adjusted EBITDA Margin was 26.8% in the fourth quarter of 2024 compared to 18.3% in the same period in the prior year.

    Cash flow from operating activities for the fourth quarter was $11.6 million, compared to $6.1 million in the same period in the prior year.

    Liquidity and Capital Resources

    Our guidance for the full year 2025 is as follows:

Organic Revenue is total revenue (the most directly comparable GAAP measure) for the relevant period, excluding contingent income, fee income, other income and those revenues generated from acquired businesses with over $0.5 million in annualized revenue that have not reached the twelve-month owned milestone.

    Organic Revenue Growth. Organic Revenue Growth is the change in Organic Revenue period-to-period, with prior period results adjusted to include revenues that were excluded in the prior period because the relevant acquired businesses had not reached the twelve-month-owned milestone but have reached the twelve-month owned milestone in the current period. We believe Organic Revenue Growth is an appropriate measure of operating performance because it eliminates the impact of acquisitions, which affects the comparability of results from period to period.

    Adjusted Net Income. Adjusted Net Income is a supplemental measure of our performance and is defined as net income (the most directly comparable GAAP measure) before amortization, non-recurring or non-operating income and expenses, including equity-based compensation, adjusted to assume a single class of stock (Class A) and assuming noncontrolling interests do not exist. We believe Adjusted Net Income is a useful measure because it adjusts for the after-tax impact of significant one-time, non-recurring items and eliminates the impact of any transactions that do not directly affect what management considers to be our ongoing operating performance in the period. These adjustments generally eliminate the effects of certain items that may vary from company to company for reasons unrelated to overall operating performance.

    We are subject to U.S. federal income taxes, in addition to state, and local taxes, with respect to our allocable share of any net taxable income of TWFG Holding Company, LLC. Adjusted Net Income pre-IPO did not reflect adjustments for income taxes since TWFG Holding Company, LLC is a limited liability company and is classified as a partnership for U.S. federal income tax purposes. Post-IPO, the calculation incorporates the impact of federal and state statutory tax rates on 100% of our adjusted pre-tax income as if the Company owned 100% of TWFG Holding Company, LLC.

    Adjusted Net Income Margin. Adjusted Net Income Margin is Adjusted Net Income divided by total revenues. We believe that Adjusted Net Income Margin is a useful measurement of operating profitability for the same reasons we find Adjusted Net Income useful and also because it provides a period-to-period comparison of our after-tax operating performance.

    Adjusted Diluted Earnings Per Share. Adjusted Diluted Earnings Per Share is Adjusted Net Income divided by diluted shares outstanding after adjusting for the effect of (i) the exchange of 100% of the outstanding Class B common stock of the Company (the “Class B Common Stock”) and Class C common stock of the Company (the “Class C Common Stock”) (together with the related limited liability units in TWFG Holding Company, LLC (the “LLC Units”)) into shares of Class A common stock of the Company (“Class A Common Stock”) and (ii) the vesting of 100% of the unvested equity awards and exchange into shares of Class A Common Stock. This measure does not deduct earnings related to the noncontrolling interests in TWFG Holding Company, LLC for the period prior to July 19, 2024, when we did not own 100% of the business. The most directly comparable GAAP financial metric is diluted earnings per share. We believe Adjusted Diluted Earnings Per Share may be useful to an investor in evaluating our operating performance and efficiency because this measure is widely used by investors to measure a company’s operating performance without regard to items excluded from the calculation of such measure, which can vary substantially from company to company depending upon acquisition activity and capital structure. This measure also eliminates the impact of expenses that do not relate to core business performance, among other factors.

    Adjusted EBITDA. Adjusted EBITDA is a supplemental measure of our performance and is defined as EBITDA adjusted to reflect items such as equity-based compensation, interest income, other non-operating and certain nonrecurring items. EBITDA is defined as net income (the most directly comparable GAAP measure) before interest, income taxes, depreciation, and amortization. We believe that Adjusted EBITDA is an appropriate measure of operating performance because it adjusts for significant one-time, non-recurring items and eliminates the ongoing accounting effects of certain capital spending and acquisitions, such as depreciation and amortization, that do not directly affect what management considers to be our ongoing operating performance in the period. These adjustments eliminate the effects of certain items that may vary from company to company for reasons unrelated to overall operating performance. Our measure of Adjusted EBITDA is not necessarily comparable to other similarly titled captions of other companies due to potential inconsistencies in the methods of calculation.

    Adjusted EBITDA Margin. Adjusted EBITDA Margin is Adjusted EBITDA divided by total revenue. We believe that Adjusted EBITDA Margin is a useful measurement of operating profitability for the same reasons we find Adjusted EBITDA useful and also because it provides a period-to-period comparison of our operating performance.

    Adjusted Free Cash Flow. Adjusted Free Cash Flow is a supplemental measure of our performance. We define Adjusted Free Cash Flow as cash flow from operating activities (the most directly comparable GAAP measure) less cash payments for tax distributions, purchases of property, plant, and equipment and acquisition-related costs. We believe Adjusted Free Cash Flow is a useful measure of operating performance because it represents the cash flow from the business that is within our discretion to direct to activities including investments, debt repayment, and returning capital to stockholders.

    Key Performance Indicators

    Total Written Premium. Total Written Premium represents, for any reported period, the total amount of current premium (net of cancellation) placed with insurance carriers. We utilize Total Written Premium as a key performance indicator when planning, monitoring, and evaluating our performance. We believe Total Written Premium is a useful metric because it is the underlying driver of the majority of our revenue.

  • MIL-OSI Economics: Colombia formally accepts Agreement on Fisheries Subsidies

    DG Okonjo-Iweala said: “I am grateful for Colombia’s formal acceptance of the Agreement on Fisheries Subsidies. As an active participant in fisheries subsidies discussions at the WTO, Colombia has consistently demonstrated its commitment to advancing ocean sustainability and safeguarding the livelihoods of those who depend on it. Colombia’s ratification marks another important step as we work together to implement this historic agreement. I call on those members who have not yet ratified to swiftly follow suit — we only need 18 for the Agreement to enter into force and begin to deliver its benefits for people and the planet.”

    Ambassador Bustamante said: “Colombia’s formal acceptance of the WTO Agreement on Fisheries Subsidies symbolizes the country’s commitment to the conservation of marine resources, and the impetus for more sustainable and equitable fisheries within the framework of clear and predictable multilateral rules. This Agreement, the first in the history of the Organization to have an environmental and sustainability focus, establishes disciplines to limit high-seas subsidies, to intensify efforts to combat illegal, unreported and unregulated (IUU) fishing, and to reduce harmful subsidies that have a negative impact on fish stocks and marine ecosystems. The Agreement also recognizes the importance of preserving the regulatory space necessary to promote sustainable fisheries and support artisanal fishers, whose livelihood is directly dependent on the health of the oceans.”  

    “By depositing the instrument of ratification of the Agreement, Colombia not only reaffirms its commitment to sustainable development and the responsible management of fisheries resources but also contributes to the revitalization of a rules-based multilateral trading system, promoting greater certainty, transparency and fairness in global trade. This action reflects the country’s determination to contribute to the establishment of fairer conditions in the fisheries sector and in the adoption of trade practices aligned with the principles of sustainability and environmental conservation.” Ambassador Bustamente said.

    Colombia’s instrument of acceptance brings to 93 the total number of WTO members that have formally accepted the Agreement. Eighteen more formal acceptances are needed for the Agreement to come into effect. The Agreement will enter into force upon acceptance by two-thirds of the membership.

    Adopted by consensus at the WTO’s 12th Ministerial Conference (MC12), held in Geneva on 12-17 June 2022, the Agreement on Fisheries Subsidies sets new, binding, multilateral rules to curb harmful subsidies, which are a key factor in the widespread depletion of the world’s fish stocks. In addition, the Agreement recognizes the needs of developing economies and least-developed countries and establishes a fund to provide technical assistance and capacity building to help them implement the obligations.

    The Agreement prohibits subsidies for illegal, unreported and unregulated (IUU) fishing, for fishing overfished stocks, and for fishing on the unregulated high seas.

    Members also agreed at MC12 to continue negotiations on outstanding issues, with a view to adopting additional provisions that would further enhance the disciplines of the Agreement.

    Pourcine (Agenzia Fides) – In Pourcine Pic Makaya, the sowing season is coming to an end. The next two months will be difficult for the people awaiting the harvest. They have “put everything they have in the form of money into the ground,” that is, they have used it to prepare the land and sow.”In the coming weeks, agricultural work will decrease significantly; the Community will be able to work on repairing some roads and paths that connect the village plateau with other towns,” writes Father Massimo Miraglio, a Camillian missionary in Haiti, to Fides.“With a salary for the people, organized into work teams, we can help several families in a very difficult economic time. The results we seek are twofold,” continues the Camillian parish priest of Notre Dame du Perpétuel Secours in Pourcine: “to improve the usability of some roads (also to make them safer for children going to school) and to financially assist more than 200 families with a small financial contribution from their work.”The village of Pourcine Pic Makaya is located on a plateau at an altitude of approximately 1,000 meters and surrounded by rugged mountains, where numerous hamlets are connected by difficult and steep paths. Just under 300 families live in Pourcine, with a total of almost 1,500 people; the hamlets, about 15 in number, are home to around 2,000 people. The village is the center of all the area’s inhabitants, and a market is held every Wednesday, the center of the area’s economic activity. In Pourcine, there are two schools, one public and one parish, and a small (informal) parish clinic. Paths lead from the plateau to all the other villages (some several hours’ walk away) and to the three main tracks that connect Pourcine to the rest of the region: the first to the town of Beaumont, the second to the adjacent Castillon valley, and the third to the valley floor and Jérémie.“This entire network of mountain roads plays a fundamental role,” explains Fr. Miraglio, “allowing people to travel from the center to the villages, to the land they cultivate, to the markets for local produce, and to the neighboring towns in the region. Unfortunately, due to the terrain, heavy rainfall, and poor maintenance, this network of roads is in poor condition and, especially during the rainiest periods, is often impassable. Rural roads in particular, which are especially valuable because they allow the transport of products on mule and ensure connections to neighboring areas, are in poor condition. On rare occasions, the local community organizes, with the limited resources at its disposal, to clear the roads and improve their viability.”To help the population, Father Máximo is working on a project to “rehabilitate and maintain the roads and mule tracks that connect the villages of the Pourcine-Pic Makaya mountain community.” This project will enable the population to travel more safely and quickly, using the mules available to transport more local products and essential goods for the community’s life. The project also aims to foster the economic and social development of the area, counteracting depopulation and promoting a participatory and sustainable work model.“The direct beneficiaries of the project will be 268 people,” reports the Camillian, “who will be directly involved in the cleaning and maintenance of the trails, while the indirect beneficiaries will be the entire population of Poucine Pic Makaya, who will be able to benefit from the improvements to the trail network. In particular, the children who daily walk the trails leading from the various villages to the plateau where the school is located will be able to travel more safely and quickly. The direct beneficiaries, men and women (coordinators, team leaders and laborers), will be chosen from among the residents of the most remote areas who most need these income-generating activities at a particularly difficult time for the farmers in the area.” (AP) (Agenzia Fides, 19/3/2025)

  • MIL-OSI Europe: Answer to a written question – US withdrawal from the Paris Agreement – E-000276/2025(ASW)

    For more than a decade the EU has worked side-by-side with the United States (US) to design and implement the Paris Agreement, the crucial multilateral agreement in the fight against global warming.

    The Commission therefore regrets the announcement of the President of the US to once again withdraw the US from the Paris Agreement .

    The Commission will stay the course on the Green Deal as the EU’s growth strategy. The Commission will deploy its climate diplomacy to ensure that other major polluters also show ambition in reducing greenhouse gas emissions when presenting their Nationally Determined Contributions ahead of COP 30 in Brazil.

    The Commission’s focus will be on supporting and creating the right conditions for reaching its common goals. This means investing and ensuring access to cheap, sustainable and secure energy supplies and raw materials, including through the Clean Industrial Deal.

    The Clean Industrial Deal, announced in the Political Guidelines for 2024-2029, positions decarbonisation as a powerful driver of growth and prosperity for Europeans.

    Building on the Green Deal Industrial Plan[1], the Net Zero Industrial[2] and Critical Raw Materials Acts[3], it will have a particular focus on energy-intensive industries and the net-zero sector.

    Some of the measures will aim at lowering energy prices, developing lead markets for EU-made decarbonised products, and leveraging circularity for the availability of raw materials.

    All of these measures will support the EU economy, foster the green transition and contribute to the prosperity of EU citizens by creating new jobs.

  • MIL-OSI Global: Trump’s defiance of a federal court order fuels a constitutional crisis − a legal scholar unpacks the complicated case

    President Donald Trump invoked the 1798 Alien Enemies Act on March 15, 2025, and deported about 200 Venezuelan immigrants his administration alleged have ties to a Venezuelan gang. U.S. District Court Judge James Bloasberg verbally issued an order that same day telling the government that the planes carrying the deportees must return to the United States.

    The U.S. government, though, allowed the flights to continue and for the Venezuelans to be detained at a facility in El Salvador infamous for its mistreatment of prisoners.

    The subsequent legal back-and-forth, which is still going on, intensified so quickly and dramatically that many legal scholars say the U.S. is past the point of a constitutional crisis, as the Trump administration appears to be defying a federal court order, for which Boasberg may hold the government in contempt. Trump has also called for Bloasberg to be impeached. Supreme Court Chief Justice John Roberts then issued a rare public statement that day rejecting Trump’s statement.

    “For more than two centuries, it has been established that impeachment is not an appropriate response to disagreement concerning a judicial decision,” Roberts said in a written statement on March 18.

    Amy Lieberman, a politics and society editor at The Conversation U.S., posed a few questions to Cassandra Burke Robertson, a scholar of civil proceedings and legal ethics, to break down some of the dynamics of this complex, evolving case.

    Is it rare for a Supreme Court justice to weigh in on politicians’ activities or statements?

    It’s uncommon for a Supreme Court justice to publicly contradict a president. Roberts has typically shown great respect for the separation of powers between branches of government. He has also consistently recognized that presidents have broad authority to run the federal government.

    However, this isn’t the first time Roberts has spoken up to protect judicial independence. During Trump’s first term in 2018, the president criticized rulings as coming from “Obama judges.” Roberts responded publicly, and said, “We do not have Obama judges or Trump judges, Bush judges or Clinton judges. What we have is an extraordinary group of dedicated judges doing their level best to do equal right to those appearing before them.”

    Why is Roberts’ statement of note, and what influence does he have in this situation?

    Roberts leads the U.S. Supreme Court. He also oversees all federal courts across the country.

    Roberts takes this leadership role very seriously. He has been willing to speak up when he believes something threatens judicial operations and independence.

    Since Roberts was confirmed as chief justice in 2005, he has often spoken publicly about why judges need to remain independent from political pressure. He has pointed out four main threats to judges’ independence: “violence, intimidation, disinformation and threats to defy lawfully entered judgments.”

    When Roberts makes a public statement, it carries weight because he speaks as the top judicial officer in the country. His words are a reminder about the importance of keeping courts free from political interference.

    What is most important for people to understand about the Alien Enemies Act case that Judge Boasberg is currently considering?

    First, Trump is using a rarely used wartime law, the Alien Enemies Act. This law allows for deportations during a time of war without the normal legal protections like court hearings. Some legal experts argue that Trump doesn’t have the authority to use this law since the U.S. isn’t officially at war with Venezuela or with the gang the administration has cited, Tren de Aragua. They worry that invoking the Alien Enemies Act inappropriately expands presidential power beyond constitutional limits and could be misused to target other immigrant groups.

    Second, Boasberg ordered a stop to these deportations on March 15. But the Trump administration went ahead with the deportations anyway. It later claimed it did not violate the judge’s order because the planes were over international waters. Under our legal system, the executive branch must obey valid court orders. This case raises concerns about whether the president is respecting the authority of the courts.

    Third, Trump has publicly called for Boasberg to be impeached, saying the judge overstepped his authority by ruling against the president’s actions. There’s no evidence that Boasberg acted corruptly or improperly – he simply made a legal ruling the president disagreed with.

    The case touches on fundamental questions about the balance of power between presidents and courts, and what happens when an administration chooses not to follow a judge’s orders. This confrontation between branches represents one of the most direct challenges to judicial authority by a president in American history.

    What would it take for a judge to be impeached, and what is the precedent for doing so, based on disagreements about a case?

    Federal judges can only be impeached by Congress for “high crimes and misdemeanors.” That generally means serious wrongdoing, not just making unpopular decisions.

    The impeachment process for judges works just like it does for presidents.

    First, the House of Representatives votes to impeach, needing just a simple majority. Then, the Senate holds a trial where a two-thirds majority is needed to remove the judge.

    Only 15 federal judges have ever been impeached in the U.S., and of those, only eight were convicted by the Senate.

    The only two judicial impeachments during this century involved very serious misconduct – including a judge who lied about sexually abusing two female employees in 2009.

    Only judges who have serious misconduct have been impeached and removed from office – not those involved in cases of political disagreements about judicial decisions.

    What are the most important legal and ethical questions that this case raises?

    This case raises important questions about the rule of law in the U.S. A key American belief is that no one, not even the president, is above the law. As Thomas Paine famously wrote in 1776, “In America, the law is king.”

    This doesn’t mean every court decision is always right. That’s why the legal system has appellate courts, as Roberts pointed out – so decisions people disagree with can be challenged through an appeal in proper channels. My scholarly research on the right to appeal explores how this process serves as a crucial safeguard in the country’s legal system.

    Twenty years ago, Roberts also stressed how important the rule of law is, saying it “protects the rights and liberties of all Americans.”

    When a government chooses to ignore court orders instead of appealing them through the legal system, it creates a serious threat to this principle. The current situation raises concerns about whether the federal government will continue to respect the boundaries established by the Constitution in the country’s legal system.
