  • MIL-OSI Security: Guam Meth Trafficker Sentenced to 135-Months in Federal Prison

    Hagåtña, Guam – SHAWN N. ANDERSON, United States Attorney for the Districts of Guam and the Northern Mariana Islands, announced that defendant Gavin Domingo Alimurong, age 27, from Dededo, Guam was sentenced to 135-months imprisonment.  He was charged in the U.S. District Court of Guam with Conspiracy to Distribute Fifty or More Grams of Methamphetamine Hydrochloride, in violation of 21 U.S.C. §§ 841(a)(1) and (b)(1)(A)(viii) and 846. Alimurong also forfeited four vehicles, jewelry, luxury bags, and $350,164 in cash.  The Court also ordered five years of supervised release and a mandatory $100 special assessment fee.  In addition, defendants convicted of a federal drug offense may no longer qualify for certain federal benefits.

    Between July 2019 and July 2022, Alimurong conspired with others to distribute methamphetamine in Guam. He obtained methamphetamine, cocaine, and ecstasy through the dark web, converting U.S. currency into Bitcoin to pay for drugs shipped to Guam via the U.S. Postal Service. In December 2021, Guam Police Department investigated a domestic violence incident involving Alimurong.  During searches of his residence and vehicle, law enforcement seized 594 grams of methamphetamine and 401 grams of cocaine, in addition to pharmaceuticals including oxycodone, alprazolam, and amphetamine pills.  Police also seized glass pipes, a pill crusher, a digital scale, plastic zip-top bags, a money counter, a postal stamp printer, and various luxury items.  Officers also recovered a firearm, ammunition, and $93,124 in cash.

    A search of a storage locker revealed an additional $257,040 in U.S. currency from illegal drug sales. Western Union records indicated that Alimurong wired $103,165 to multiple individuals in China, Vietnam, Bolivia, Colombia, Laos, and the United States.

    “Law enforcement removed a prolific drug dealer from the streets of Guam,” stated United States Attorney Anderson.  “Drug defendants, such as Alimurong, face more than a substantial term of imprisonment.  We will also take any property earned from or facilitating drug trafficking.  I applaud our multi-agency partners that continue to protect our communities from this dangerous activity.”

    “Drug trafficking will not be tolerated in our communities,” said Anthony Chrysanthis, Deputy Special Agent in Charge of the Drug Enforcement Administration Los Angeles Field Division, which oversees Guam. “We will vigorously pursue all criminals who flood our streets with their poison and ensure they face the full force of the law.”

    “The defendant in this case callously chased profits with no concern for the impact and harm he brought to public safety,” said Homeland Security Investigations Hawaii Special Agent in Charge Lucy Cabral-DeArmas.  “HSI and its partners in law enforcement will aggressively investigate, disrupt, and dismantle the transnational flow of illegal drugs and ensure those that choose to traffic them are held accountable for the harm they bring to the communities of Guam.”

    “You will lose your freedom and the unlawful proceeds or your crime if you try to exploit the U.S. mail to traffic dangerous controlled substances,” said U.S. Postal Inspection Service San Francisco Division Inspector in Charge Stephen Sherwood. “I would like to thank our federal partners, and our task force partners with Guam Customs and Quarantine Agency, the Guam Police Department, and the Guam Army National Guard Counter Drug Program for helping keep methamphetamine out of the mail and out of our communities.”

    “Drugs and guns are a losing combination,” said ATF Seattle Special Agent in Charge Jonathan Blais. “Mr. Alimurong’s actions put the community in great harm and was only exacerbated by his possession of firearms.  Because of his actions, this sentence is well deserved.” 

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF) Strategic Initiative. OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     The investigation was led by the Drug Enforcement Administration and the Guam Police Department, with support from Homeland Security Investigations, the U.S. Postal Inspection Service, the Bureau of Alcohol, Tobacco, Firearms and Explosives, Guam Police Department Special Investigations Section, and the Guam Customs and Quarantine Agency.

    Washington, D.C.—Today, Rep. Mike Levin (CA-49) joined Reps. Veronica Escobar (TX-16) and Maria Elvira Salazar (FL-27), along with 17 of their colleagues, to reintroduce a historic, bipartisan immigration bill: the Dignity Act of 2025. After more than two years of negotiation, this bill is an updated compromise agreement that addresses legal status and protections for undocumented immigrants, border security, asylum reform, and visa reform.

    The Dignity Act makes meaningful reforms to several aspects of our immigration system:

    • It grants legal status and protections to undocumented immigrants already living in the United States;
    • It reforms the asylum screening process to provide opportunity for review and access to council;
    • It creates new regional processing centers, so migrants do not have to make the perilous journey to the U.S.-Mexico border to seek asylum;
    • It invests in border security and modernizes our land ports of entry;
    • It mandates accountability for Immigration and Customs Enforcement (ICE);
    • It provides protections for Dreamers, Temporary Protected Status (TPS) holders, and Deferred Enforced Departure (DED) holders.

    “It’s long past time for Congress to do its job when it comes to immigration reform. Mass deportations are not the answer. Neither is punishing working families or tearing apart communities. We can invest in border security and still uphold our values. We can enforce our laws and still protect families. These ideas aren’t mutually exclusive — they’re fundamentally American,” said Rep. Levin “For those who are contributing positively to our society and economy, we need a better process and a realistic path for them to stay in this country. These are our neighbors and our friends.     The last time Congress passed immigration reform was in 1996, which was driven by Republicans and signed into law by President Bill Clinton. That bill eliminated several legal immigration pathways, essentially making fewer people eligible for legal status while making more people deportable.

    As we are witnessing historic executive overreach and redirection of resources to our border, it is clear Congress needs to update our immigration laws. And it is not like Congress has not had the opportunity; over the last 10 years, eight major pushes for immigration reform have failed:

    • In 2013, the Senate on a bipartisan basis passed the Border Security, Economic Opportunity, and Immigration Modernization Act of 2013, but House Republicans refused to take up the bill.
    • In 2018, a bipartisan group of Senators advanced the Uniting and Securing America Act to protect Dreamers and provide pathway to citizenship, but Senate Republicans blocked it.
    • Again in 2018, the Senate tried to advance the United and Securing America Act “Common Sense” Proposal Amendment, but Senate Republicans blocked it.
    • Yet again in 2018, the Uniting and Securing America Act made it to the Senate floor but was blocked.
    • In 2019, the House passed the American Dream and Promise Act, but Senate Republicans blocked it.
    • In 2021, the House again passed the American Dream and Promise Act, but Senate Republicans again blocked it.
    • In 2021 and 2022, the President proposed record funding for more border agents, more asylum officers, more immigration judges, more border technology, and more detention capacity. Republicans in Congress failed to fund these both requests.
    • In 2024, Republican Senator James Lankford (R-OK) led a bipartisan group of senators to fund a border security and foreign aid package, which failed due to significant pushback from Republicans such as Donald Trump.

    “I have seen firsthand the devastating consequences of our broken immigration system, and as a member of Congress, I take seriously my obligation to propose a solution. Realistic, common-sense compromise is achievable, and is especially important given the urgency of this moment. I consider the Dignity Act of 2025 a critical first step to overhauling this broken system,” said Rep. Escobar. “Immigrants – especially those who have been in the United States for decades – make up a critical component of our communities and also of the American workforce and economy. The vast majority of immigrants are hard-working, law-abiding residents; and, despite how maligned they have been by the administration, most Americans recognize that it is in our country’s best interest to find a solution. We can enact legislation that incorporates both humanity and security, and the Dignity Act of 2025 offers a bipartisan, balanced approach that restores dignity to people who have tried to navigate a broken system for far too long.     United Kingdom reaffirms commitment to protect Guatemalan forests

    The British Ambassador, Juliana Correa, met with the Manager of the National Forest Institute (INAB), Bruno Enrique Arias Rivas, to strengthen bilateral collaboration in the protection of biodiversity and sustainable forest management.

    The meeting allowed for the exchange of priorities and exploration of new opportunities for technical and institutional cooperation, including within the framework of the UK’s environmental flagship project in Guatemala, the Biodiverse Landscapes Fund (BLF). 

    Among the topics discussed were INAB’s support for the BLF and other UK-funded projects, such as the Darwin projects, as well as the Aim4Forests programme, which seeks to strengthen forest monitoring through innovative technologies and sustainable solutions. 

    Progress was discussed in key areas such as Paso Caballos, in Laguna del Tigre National Park, and the Trifinio region, where forests conservation and ecosystem restoration are promoted.  

    The meeting reaffirmed the United Kingdom’s commitment to protecting biodiversity in Guatemala and promoting joint solutions to climate change, deforestation, and forest degradation.

  • MIL-OSI Analysis: ‘Alligator Alcatraz’ showcases Donald Trump’s penchant for visual cruelty

    The United States government recently announced the opening of a massive immigrant detention facility built deep within the Florida Everglades that’s been dubbed “Alligator Alcatraz.” White House Press Secretary Karoline Leavitt said during a media briefing that “there is only one road leading in … and the only way out is a one-way flight.”

    For some taking in her remarks, the moment felt dystopian. According to Florida Gov. Ron DeSantis, the facility is surrounded by swamps and alligators and is equipped with more than 200 security cameras, 8,500 metres of barbed wire and a security force of 400 personnel.

    Accounts from some of the first detainees at the facility have shed light on the inhumane conditions. They’ve described limited access to water and fresh air, saying they received only one meal a day and that the lights are on 24/7.

    Apparently designed to be an immigration deterrence and a display of cruelty, Alligator Alcatraz is much more than infrastructure. It is visual policy aimed to stage terror as a message while making Trump’s authoritarian and fascist politics a material reality.

    Contributing to this fascist visual apparatus, AI-generated images of alligators wearing Immigration and Customs Enforcement (ICE) hats have circulated widely on social media. Some have questioned whether these images were satire or state propaganda.

    Surveillance, migration, debilitation

    In a moment of growing right-wing rhetoric and support for anti-immigrant violence, understanding how visual regimes operate, and what they attempt to normalize, is important.

    Surveillance and deterrence technologies used along the U.S.–Mexico border for decades were intentionally designed to restrict the movement of undocumented migrants. According to Human Rights Watch, this has resulted in more than 10,000 deaths.

    Since 1994, U.S. Border Patrol has been accused of directing migrants away from urban crossings along the southern border, intentionally funnelling them into harsh and inhospitable terrain like the Sonora Desert.

    The desert serves as a deterrent to prevent immigrants from reaching their destiny. American theorist Jasbir Puar’s concept of debility is useful in making sense of the strategic process whereby the state works not to kill, but to weaken, as a form of slow violence that wears people down over time. The desired outcome is deterrence.

    On the southern U.S. border, severe dehydration and kidney failure can be outcomes of this debilitating process, potentially resulting in disability or death.

    Infrastructures of violence

    Sarah Lopez, a built environment historian and migration scholar in the U.S., describes the architecture of migrant immobilization as existing on a continuum with prison design. She’s highlighted the increasingly punitive conditions of immigration detention facilities, such as small dark cells or the absence of natural light.

    French architect and writer Léopold Lambert explains that architecture isn’t just about buildings, but about how space is used to organize and control people. He coined and developed the term weaponized architecture to describe how spaces are designed to serve the political goals of those in power.

    Colonialism, capitalism and modernity are closely connected, and architecture has played a key role in making them possible. Alligator Alcatraz sits at the intersection of all three, intentionally created to invoke danger and isolation. In other words, it’s cruel by design.

    As Leavitt put it, the facility is “isolated and surrounded by dangerous wildlife and unforgiving terrain.” The Trump administration has essentially transformed land into infrastructure and migrants into disposable threats.

    Terrorizing the marginalized

    State-sanctioned “unforgiving terrains” are not new, and the use of alligators to terrorize people of colour isn’t new either.

    The grotesque history of Black children being used as “alligator bait” in Jim Crow-era imagery is well-documented.

    So when Trump publicly fantasized about alligators eating immigrants trying to escape the new detention centre, it came as no surprise to those familiar with the long racist visual history linking alligators to representations of Black people.

    This logic is redeployed in the form of a racial terror that is made visible, marketable and even humorous in mainstream political discourse.

    Visuality and migration

    “Visuality” is a key term in the field of visual and cultural studies, originally coined by Scottish historian Thomas Carlyle and reintroduced in the early 2000s by American cultural theorist Nicholas Mirzoeff. It can be understood as the socially, historically and culturally constructed ways of seeing and understanding the visual world.

    Visual systems have historically been used to justify western imperial and colonial rule by controlling how people see and understand the world.

    While Alligator Alcatraz is a brand-new detention facility, it draws from a longer visual and spatial history of domination.

    The AI-generated images of alligators wearing ICE hats can be seen as part of a broader visual system that makes racialized violence seem normal, justified and even funny. In this absurd transformation, the alligator is reimagined as a legitimate symbol of border enforcement.

    Migrant death by water

    The spectacle of Alligator Alcatraz, with its swampy inhospitable landscape, cannot be divorced from the long visual history of migrant death by water that’s relied on the circulation of images to provoke outrage — and sometimes state action.

    Examples include the iconic image of Aylan Kurdi, the Syrian child whose lifeless body washed ashore in Turkey in 2015, and the devastating photo of Oscar Alberto Martínez Ramírez and his two-year-old daughter who both drowned crossing the Rio Grande in 2019.

    These images sparked global concern, but they also reinforced the idea that migrant lives only matter when they end in death — as if borders only become visible when they cause deaths.

    Alligator Alcatraz was built in eight days. The fact that a detention camp — or what some have called a concentration camp — can be assembled almost overnight, while basic human needs like clean drinking water or emergency warning systems go unmet for years, speaks volumes about where political will and government priorities lie.

    Three alleged members of the notorious gang La Mara Salvatrucha, commonly known as MS-13, made their initial appearance in the District of Maryland yesterday for their role in a racketeering conspiracy, including murder and drug trafficking.

    “As alleged, the defendants are MS-13 members who carried out a brutal and senseless murder in exchange for promotions within the gang and drugs,” said Acting Assistant Attorney General Matthew R. Galeotti of the Justice Department’s Criminal Division. “Their actions furthered MS-13’s reign of terror across communities in Maryland. The Criminal Division will continue to pursue charges against MS-13 members and associates and will not relent until this dangerous gang is eradicated from our streets.”

    “The brutal retaliatory murder of this victim is a chilling reminder of the MS-13 gang’s callous disregard for human life,” said U.S. Attorney Kelly O. Hayes for the District of Maryland. “Those who assault and kill others must be brought to justice and ultimately held accountable for their actions. The U.S. Attorney’s Office for the District of Maryland will continue to work relentlessly with our law enforcement partners to dismantle violent criminal organizations that terrorize our communities.”

    “The FBI and our partners are committed to using every tool available to prevent violent criminals from terrorizing the communities they live in,” said Assistant Director Jose A. Perez of the FBI’s Criminal Investigative Division. “We will not let up. We will relentlessly pursue those who engage in violent activity like murder and drug trafficking until they are held accountable.”

    According to court documents, on July 4, 2024, Maxwell Ariel Quijano-Casco, 24, of El Salvador; Daniel Isaias Villanueva-Bautista, 19, of El Salvador; and Josue Mauricio Lainez, 21, of Hyattsville, Maryland, allegedly killed a homeless man as part of their involvement with MS-13. On July 5, 2024, a passerby called 911 after seeing the victim sitting in a blue 2008 Dodge Caravan that was parked in a used car lot in Hyattsville, Maryland. When the police arrived, they found the deceased victim, who appeared to have been stabbed in the neck. Investigators obtained video surveillance from a nearby business that captured the incident.

    The surveillance video shows that at approximately 11:35 p.m Quijano-Casco and another person approach the victim. The video shows the victim wielding what looks like a metal pole at Quijano-Casco, at which point Quijano-Casco and the other person flee on foot and the victim returns to the Dodge Caravan. About 15 minutes later, Quijano-Casco returns with co-defendants Villanueva-Bautista, Lainez, and another person. At approximately 11:48 p.m., the video surveillance shows all four of them approaching the blue Dodge Caravan. 

    The surveillance video then shows Quijano-Casco, Villanueva-Bautista, Lainez, and the unnamed person opening the van’s rear sliding driver’s side door, reaching inside, and moving as if striking someone. 

    The victim does not exit the blue Dodge Caravan after the attack.

    On Aug. 23, 2024, Prince George’s County Police arrested Quijano-Casco and Villanueva-Bautista. Quijano-Casco was in possession of a black Ruger P95DC semi-automatic handgun and about eight grams of cocaine at the time of his arrest. Quijano-Casco and Villanueva both admitted that they were present for the altercation where the victim was murdered. Quijano-Casco allegedly admitted to Prince George’s County Police to stabbing the individual.

    Quijano-Casco, Villanueva-Bautista, and Lainez are each charged with racketeering conspiracy, including the July 4, 2024, murder. If convicted, Quijano-Casco, Villanueva-Bautista, and Lainez face a maximum penalty of life in prison. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI and Prince George’s County Police Department are investigating the case.

    Trial Attorney Christina Taylor of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorney Joel Crespo for the District of Maryland are prosecuting the case.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The FBI and Prince George’s County Police Department are investigating the case.

    Trial Attorney Christina Taylor of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorney Joel Crespo for the District of Maryland are prosecuting the case.

    An indictment is merely an allegation and all defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    Durban, South Africa, 16 July 2025 – Greenpeace Africa has demanded G20 host and South African President Ramaphosa push ahead on accelerating efforts to impose a wealth tax on the world’s billionaires and to support the UN Tax Convention for new and fair global tax rules.

    Ahead of the G20’s 3rd Finance Ministers and Central Bank Governors’ meeting, Greenpeace Africa activists dropped a 15 metre long x 2 metre high banner from a highway bridge near King Shaka International Airport with a photo of Cyril Ramaphosa and a message that said: ‘End Financial Apartheid. Tax The Super Rich’. 

    Cynthia Moyo, Lead Campaigner, Greenpeace Africa, said: “It’s outrageous that billionaires keep getting richer off a broken global tax system while millions across Africa and the world are pushed deeper into poverty and climate chaos. This is financial apartheid. South Africa understands the cost of injustice. Just as Mandela led the fight against political apartheid, President Ramaphosa now has a chance to lead the G20 in dismantling financial apartheid by taxing the super-rich and backing the UN Tax Convention. This is a fight for justice, dignity, and a future where wealth serves people, not the powerful few.”

    The action comes after an announcement at the UN Financing for Development conference that Spain, Brazil and South Africa are launching an initiative to tax the super-rich and the recent BRICS statement in support of the UN Tax Convention.[1] [2] [3]

    Fred Njehu, Global Political Lead of the Fair Share campaign, Greenpeace Africa, said: “We are on the cusp of momentous change. There is growing public and political momentum for taxing the super-rich and new global tax rules that work for all to achieve social and climate justice.

    “This is a historic opportunity for President Ramaphosa, who must seize this chance to lead the G20 in an economic direction that will serve not only the people of South Africa and the continent, but the majority world, by redistributing funds to tackle the social, environmental and climate polycrisis.

    “We ask G20 countries to support and engage constructively in the UN Tax Convention process as a global multilateral platform that will shape and determine the future of taxation, one rooted in transparency, accountability, equity and justice.”

    Globally, billionaire wealth grew three times faster in 2024 than in 2023.[4] In Africa, the four richest people have more wealth than half of the region’s 750 million people combined. Since 2020, the average income of the richest 1% in Africa has increased five times faster than that of the bottom 50%.[5]

    U.S. proved reserves of crude oil and lease condensate totaled 46 billion barrels at year-end 2023, a 4% decline from the previous year’s record, according to our U.S. Crude Oil and Natural Gas Proved Reserves, Year-End 2023 report. U.S. proved reserves of natural gas fell to 604 trillion cubic feet, a 13% decline from their 2022 record. Both declines marked the first annual decrease in U.S. proved reserves for those fuels since 2020.

    Proved reserves are operator estimates of the volumes of oil and natural gas that geological and engineering data demonstrate with reasonable certainty to be recoverable in the future from known reservoirs under existing economic and operating conditions. Prices heavily affect estimates of proved reserves.

    Operators revised their proved reserves downward in response to falling prices in 2023 from the historical highs observed in 2022. Annual average wholesale prices at the domestic benchmarks for West Texas Intermediate crude oil and Henry Hub natural gas fell by 18% and 61%, respectively, between 2022 and 2023.

    North Dakota’s crude oil and lease condensate reserves decreased 12%, or 611 million barrels, from 2022, the largest annual net decline reported among all states. Alaska’s oil reserves decreased 11%, or 384 million barrels, the second-largest net decline. New Mexico’s reserves increased by 380 million barrels, the largest increase among the states in 2023.

    Alaska’s natural gas proved reserves decreased 23%, the largest annual net decline (28 trillion cubic feet) among all states in 2023. Texas had the second-largest net decline in proved reserves of natural gas (13%, or 21 trillion cubic feet). Montana reported the largest annual net increase in proved reserves of natural gas (11%, or 70 billion cubic feet).

    Our U.S. Crude Oil and Natural Gas Proved Reserves, Year-End 2023 report includes additional data on proved reserves, including crude oil and lease condensate reserves from shale plays by state and area. We estimate reserves for subdivisions within each state or area for some locations, namely California, Louisiana, New Mexico, Texas, and the Federal Offshore Gulf of America.

  • MIL-OSI Africa: SA’s G20 Presidency aims for sustainable economic growth, job creation

    As the Chair of the Group of 20 (G20), South Africa’s goal is to promote mutually beneficial economic growth, create jobs and advance sustainable development for its partner nations, says Deputy President Paul Mashatile.

    Mashatile was speaking during the opening ceremony of the China International Supply Chain Expo (CISCE) in Beijing on Wednesday. The event showcases the latest developments in supply chain management.

    The Deputy President told the attendees that South Africa firmly believes that the establishment of enduring business relationships must occur within the framework of a fair, inclusive, and rules-based global economic order. 

    “This order should prioritise industrialisation, investment in green technologies, and digital infrastructure as key components of sustainable development, especially for developing economies.”

    These priorities, according to the country’s second-in-command, are reflected in the overall CISCE programme, which closely aligns with areas of potential cooperation between South Africa and China. 

    “We, therefore, invite our Chinese counterparts to support and participate in the key pillars of our G20 agenda by investing in green industrial projects, renewable energy, digital infrastructure, and regional manufacturing initiatives in South Africa and across the African continent.

    “Through such collaboration, we can deepen our strategic partnership and ensure that the outcomes of South Africa’s G20 Presidency reflect the shared aspirations of the Global South,” he said.

    by Cosimo GrazianiRio de Janeiro (Agenzia Fides) – On July 6 and 7, the annual summit of the so-called BRICS countries took place in Rio de Janeiro. This forum of states was founded in 2009 and has grown in recent years to include eleven countries: Brazil, Russia, India, China, South Africa, Saudi Arabia, Egypt, the United Arab Emirates, Ethiopia, Indonesia, and Iran. This year’s meeting was preceded by a series of events that affected its members and fueled expectations about its implementation, most notably the brief conflict between Israel and Iran, in which the United States intervened on the side of the Jewish state. However, expectations of a clear stance on this and other issues were dashed. The geopolitical actor that best took advantage of the international visibility associated with the summit was the host country, Brazil, which organized events such as the G20 summit last year, assumed the presidency of MERCOSUR, and will host the next UN climate conference. This series of events, which also included the organization of the BRICS Summit, enabled the Brazilian government to reaffirm its international stance in favor of multilateralism. Multilateralism was also the first topic addressed by Brazilian President Lula in his introductory speech. Luiz Inàcio Lula da Silva specifically criticized the threat to the progress made in recent years by organizations such as the United Nations. The Brazilian president explicitly mentioned the setbacks on issues such as climate and trade, in the latter case a not-so-disguised allusion to Donald Trump’s tariff policy.The topics of multilateralism and tariffs were mentioned in the summit’s final declaration, along with health, artificial intelligence, climate change, and the promotion of peace and security. Criticism was also directed at Israel’s actions in the Middle East and the catastrophic humanitarian situation in the Gaza Strip. These accusations were also extended to the 5% increase in military spending ordered by NATO countries: Lula particularly criticized the lack of investment for peace. At the same time, little was said about the war in Ukraine. What caused a stir during the summit was the absence of Russian President Vladimir Putin and Chinese President Xi Jinping: the former likely to avoid embarrassing Brazil in connection with the international arrest warrant issued against the Russian president by the International Criminal Court; the latter officially had other concurrent commitments. Analysts’ eyes were on the summit because of its increasing importance for the so-called Global South. The organization now represents a large portion of the world’s population and an equally large share of global GDP—37% to be precise. The decisions of this group clarify whether and how the Global South will be able to exert a similar importance in global governance as the G7 countries, or even replace the G20 summit in its importance, the only forum that currently offers countries in this category the opportunity to gain visibility and significance in global scenarios. Compared to the G20, the BRICS forum is composed exclusively of countries that seek to relativize the influence of Western and developed countries. Whether this succeeds will depend on whether the member countries manage to negotiate common positions on key issues and achieve some form of political or economic integration. Regarding the latter, all BRICS members agree in proposing and advocating de-dollarization and the replacement of the US dollar with individual states’ currencies in trade transactions.The problem is that not everyone is ready for this transition, which would mean distancing themselves from Washington: countries like Russia and China are strongly in favor of it, while others like Saudi Arabia, due to their ongoing relations with Washington, do not accept such a prospect. It remains to be seen, therefore, whether US President Trump’s threats to impose tariffs on the group’s countries as they move away from the dollar will become reality. If so, the reactions of individual states to such a threat will be a true test of their loyalty to the group. Overall, it can be said that the results of the summit were mixed and that the only country that stood out somewhat more was Brazil as the organizer, because it was able to promote the main points of its foreign policy, starting with the call for multilateralism. It is premature to say that the group does not have what it takes to become an alternative to the West. However, many analysts believe that the overly diverse interests of its members will hinder the organization’s development. Nevertheless, it should be noted that the BRICS members have reached their 17th summit and that a “hard core” has emerged within the organization, in which Russia and China play a key role in finding an alternative approach to the world’s problems, different from that of the ruling groups in many Western countries. All these elements indicate that the path toward an organization of the Global South could gain weight in international relations and surpass the role played by the G20 so far. While on Sunday, July 13, the Republican Party (REP), the Christian Social Party (PSC), and the National Libertarian Party (PNL) sanctioned the birth of the “United Right,” for the first time in Chile’s history, a female candidate will win the left-wing primaries. This candidate is Jeannette Jara, who, however, represents less radical positions than her party.The massive immigration of the past ten years, which has exceeded one million people, combined with an unprecedented wave of violence in Chilean society, has transformed the political landscape. Just a few days ago, current President Gabriel Boric sounded the alarm, denouncing the infiltration of the armed forces by organized crime and the involvement of its members in drug trafficking networks using military resources and logistics.The first round of the presidential election is scheduled for November 16. If no candidate receives more than 50% of the vote, a runoff election will be held on December 14 between the two candidates with the most votes.     BEIJING, July 16 (Xinhua) — The number of round-trip border crossings by foreign nationals through China’s checkpoints totaled 38.05 million from January to June 2025, up 30.2 percent year on year, data from the National Immigration Administration (NIA) showed Wednesday.

    According to the agency, during the reporting period, the number of foreigners who traveled to China under the visa-free regime increased to 13.64 million people, an increase of 53.9 percent year-on-year. In January-June of this year, their share in the total number of incoming trips by foreigners was 71.2 percent.

    The total number of border crossings through Chinese checkpoints in the first six months of this year reached 333 million people, up 15.8 percent from a year earlier, according to data released at a departmental press conference.

    In particular, during the specified period, residents of mainland China crossed the state border in both directions 159 million times, which is 15.9 percent more year-on-year. Meanwhile, the number of entries and exits through the country’s checkpoints among residents of the special administrative regions of Hong Kong and Macao, as well as Taiwan Island, amounted to 136 million person-times, an increase of 12.2 percent year-on-year.

    Border control agencies across the country are steadily increasing efforts to expand openness and improve service efficiency, the SUI noted.

    As part of its visa-free policy adjustments, China recently added Indonesia to the list of 240-hour visa-free transit countries, bringing the total number of eligible countries to 55. The policy allows citizens of these countries to transit through China visa-free for a stay of up to 240 hours.

    A new regional visa-free policy was also introduced, allowing tourist groups from ASEAN countries to enter Xishuangbanna (Yunnan Province, southwest China) visa-free.

    In addition, China expanded its visa-free agreements by signing new mutual visa waiver agreements with Uzbekistan, Malaysia and Azerbaijan, and introducing unilateral visa-free regimes for nine more countries, namely Brazil, Argentina, Chile, Peru, Uruguay, Saudi Arabia, Oman, Bahrain and Kuwait. -0-

    NEW YORK, July 16 (Xinhua) — The Office of the U.S. Trade Representative announced Tuesday that it will launch an investigation into Brazil’s trade policies under Section 301 of the Trade Act of 1974.

    The investigation, ordered by U.S. President Donald Trump, will focus on “Brazil’s attacks on U.S. social media companies and other unfair trade practices that harm American businesses, workers, farmers, and technologists,” the agency said in a statement, citing U.S. trade negotiator Jamison Greer.

    The investigation will aim to determine “whether the actions, policies, and practices of the Brazilian government relating to digital commerce and electronic payment services, unfair, preferential tariffs, interference in the fight against corruption, intellectual property protection, market access for alcohol, and illegal logging are unreasonable or discriminatory and burden or restrict U.S. commerce,” the statement said. –0–

  • MIL-OSI China: Foreign arrivals in China continue to surge in H1 via visa-free expansion

    Foreign nationals made 38.05 million cross-border trips to and from China in the first half (H1) of 2025, up 30.2 percent year on year, the National Immigration Administration (NIA) said on Wednesday.

    Visa-free entries continued to rise sharply, with 13.64 million foreigners entering China without a visa in the first six months of the year. This category accounted for 71.2 percent of total foreign entries and represented a 53.9-percent year-on-year increase.

    Overall, immigration authorities across China had processed 333 million inbound and outbound trips from January to June, marking a 15.8-percent rise year on year, the NIA said at a press conference.

    This figure included 159 million trips by mainland residents and 136 million made by residents of Hong Kong, Macao and Taiwan — up 15.9 percent and 12.2 percent, respectively.

    The NIA noted that immigration authorities across the country are steadily advancing openness and improving service efficiency.

    As part of ongoing policy changes, China recently added Indonesia to its 240-hour visa-free transit policy, bringing the total number of eligible countries to 55. This policy allows travelers from these countries to transit through China without a visa for up to 240 hours.

    A new regional visa-free policy has also been introduced, allowing tourist groups from ASEAN countries to enter Xishuangbanna in southwest China’s Yunnan province without a visa.

    China has further expanded its visa exemption arrangements, signing new mutual agreements with Uzbekistan, Malaysia and Azerbaijan, and extending unilateral visa-free entry to nine more countries — Brazil, Argentina, Chile, Peru, Uruguay, Saudi Arabia, Oman, Bahrain and Kuwait.

    The Office of the U.S. Trade Representative announced Tuesday that it will open an investigation into Brazil’s trade policies under Section 301 of the Trade Act of 1974.

    The investigation, launched under U.S. President Donald Trump’s direction, will look into “Brazil’s attacks on American social media companies as well as other unfair trading practices that harm American companies, workers, farmers, and technology innovators,” said the office in a statement, citing U.S. Trade Representative Jamieson Greer.

    Greer determined that Brazil’s tariff and non-tariff barriers “merit a thorough investigation, and potentially, responsive action” after consulting with other government agencies, cleared advisers and Congress.

    The investigation will seek to determine “whether acts, policies, and practices of the Government of Brazil related to digital trade and electronic payment services; unfair, preferential tariffs; anti-corruption interference; intellectual property protection; ethanol market access; and illegal deforestation are unreasonable or discriminatory and burden or restrict U.S. commerce,” said the statement.

    Moscow is the largest center for the development of creative industries in the country. Cinema, music, video games, publishing, design, theater and advertising not only make the lives of city residents brighter, but have also established themselves as the most important sector of the capital’s economy. Its share in the total volume of gross regional product in 2023 reached 10.1 percent, which is 3.3 trillion rubles. Sergei Sobyanin spoke about the development of creative industries in his blog.

    “Over the past five years, the number of organizations and individual entrepreneurs in this area has grown by 11.7 percent and has already exceeded 113 thousand. Accordingly, more and more Muscovites find themselves in creative professions. The revenue of companies is also growing steadily: last year, the creative industries sector earned 103.8 percent more than in 2019 — 6.7 trillion rubles,” the Moscow Mayor wrote.

    Despite sanctions and other challenges of recent years, the capital’s film industry is on the rise. More than 80 percent of Russian films and TV series are shot in Moscow.

    Last year, about 120 projects were filmed on the sites of the Moscow film cluster, which is 2.5 times more than in 2023. Among them are the leaders of the distribution and film platforms of 2024-2025: “Not on the Lists”, “Kholop-2”, “The Master and Margarita”, “Led-3”, “Baba Yaga Saves the New Year”, “The Last Knight.     IT and video games

    There are over 33,000 organizations involved in the capital’s IT and video game industry. Their total annual revenue last year exceeded 3.9 trillion rubles.

    “The industry is developing rapidly. And as usually happens, in such periods the main problem is a huge shortage of personnel. In one of the previous posts I already said that Moscow colleges offer new

    specialties, including a developer of computer games, augmented and virtual reality. At the same time, we provide support to professionals. The Agency for Creative Industries implemented 125 projects in 2024, including the accelerator for indie developers “Video Game Factory,” said Sergei Sobyanin.

    “Video Game Factory” provides full support for developers – from the idea to finding investors. The accelerator holds educational lectures and webinars, Q&A sessions, and works with curators. Currently, 60 pilot versions of games in different genres have been created.   • Iceland volcano erupts for 12th time since 2021

    A volcano erupted in south-west Iceland on Wednesday, the country’s meteorological office said, marking the latest in a series of outbreaks near the capital in recent years.

    Often referred to as a land of ice and fire, the North Atlantic island nation with its many glaciers and volcanoes has now seen a dozen eruptions since geological systems on its Reykjanes peninsula reactivated in 2021.

    The outbreaks, known as fissure eruptions, are characterised by lava flows emerging from long cracks in the earth’s crust, rather than from a central crater.

    The Reykjanes eruptions have not so far posed a threat to the capital Reykjavik, nor have they caused significant dispersals of ash into the stratosphere, avoiding air traffic disruption.

    The nearby fishing town of Grindavik, home to nearly 4,000 residents before an evacuation order in 2023, however remains mostly deserted due to the periodic threat from lava flows and related eartquakes.

    The Blue Lagoon luxury spa and the nearby Svartsengi thermal power station have also been at risk from lava in some of the previous eruptions.

    Experts have said the eruptions in the area could recur for decades, or even centuries.

    Iceland, which is roughly the size of the U.S. state of Kentucky and has fewer than 400,000 residents, boasts more than 30 active volcanoes.

    That makes the north European island a prime destination for volcano tourism – a niche segment that attracts thousands of thrill seekers every year to sites from Mexico and Guatemala, to Sicily, Indonesia and New Zealand.

  • US launches probe into Brazil’s trade practices, digital payment services

    U.S. Trade Representative Jamieson Greer said on Tuesday he had launched an investigation into Brazil’s “unfair” trading practices, a week after President Donald Trump threatened a 50% tariff on imports from Latin America’s largest economy.

    Trump’s trade war, launched since starting his second term in January, sets tariffs on nearly all U.S. trading partners, aiming to reorder the global economy and end decades of what he calls discrimination against the United States.

    The USTR investigation, announced last week by Trump, will decide if Brazil’s treatment of digital trade and preferential tariffs, among others, is “unreasonable or discriminatory and burdens or restrict” U.S. commerce, Greer said.

    “At President Trump’s direction, I am launching a Section 301 investigation into Brazil’s attacks,” he added in a statement.

    Among victims of such attacks he cited U.S. social media and other companies, as well as workers, farmers, and technology innovators he described as harmed by Brazil’s “unfair trading practices”.

    Following extensive consultations, Greer added, “I have determined that Brazil’s tariff and non-tariff barriers merit a thorough investigation, and potentially, responsive action.”

    Trump justified his 50% tariff from August 1, well above the rate of 10% initially proposed, with a demand for an end to the trial of former President Jair Bolsonaro for allegedly plotting a coup.

    The high tariff for Brazil surprised many trade experts since its U.S. goods imports exceed its exports, and because Trump linked the rate so clearly to Bolsonaro’s trial.

    Brazil offered no immediate reaction to news of the U.S. investigation. On Monday, Vice President Geraldo Alckmin said it had yet to receive a response from Washington to an offer it made in trade talks two months ago.

    During his first term, Trump used Section 301 of the Trade Act of 1974 to justify a spate of tariffs against China. It was also used to investigate other countries for digital services taxes on U.S. tech firms.

    In a statement, USTR said Brazil disadvantaged U.S. firms by setting lower tariffs on exports of other trading partners and accused it of failing to battle corruption.

    It added that Brazil also charged substantially higher tariffs on U.S. ethanol exports, and “appears to be failing” to enforce laws against illegal deforestation, which it said harmed the competitiveness of U.S. timber producers.

    Flag football will take center stage during the 2028 Los Angeles Olympics, after organizers confirmed the sport’s medal matches will be held in primetime slots in its first-ever Olympic appearance.

    The International Federation of American Football (IFAF), in partnership with the National Football League (NFL), announced on Monday that the men’s and women’s medal games are scheduled for Friday evening, July 21, and Saturday afternoon, July 22, at BMO Stadium near downtown Los Angeles.

    The announcement comes as senior IFAF and NFL delegations visit Los Angeles for the first official meetings with Games organizers, marking exactly three years to the day before the LA28 Opening Ceremony.

    “Flag football will definitely be a hot ticket at the Games,” IFAF President Pierre Trochet told Reuters on Monday.

    “We’re going to be at a great stadium right in the heart of the city and we’re going to have fantastic players on the field with NFL players available.”

    Flag football is a non-contact variation of American football in which players wear flags attached to their waists. Instead of tackling, defensive players must remove a flag from the ball carrier to end a play. The sport is played on a smaller field with fewer players per side.

    The inclusion of flag football in LA28 follows a vote by NFL owners allowing NFL players to participate in the Olympic competition.

    Trochet said the primetime scheduling was a clear statement of a shared ambition to ensure flag football contributes a “defining element” of LA28’s success.

    Organizers hope to capture the excitement of “Friday Night Lights,” a cherished American tradition, and generate iconic moments for the sport’s Olympic launch.

    “We could not dream of a better setup to start our debut in the Olympic movement and Olympic journey,” he said.

    The IFAF delegation, including managing director Andy Fuller and senior NFL executives, is set to tour Exposition Park and other venues over a three-day visit.

    WASHINGTON, D.C. – On July 15, 2025, U.S. Representative Gabe Vasquez (NM-02) – a member of the House Armed Services Committee (HASC) – voted in favor of the bipartisan Fiscal Year 2026 National Defense Authorization Act (NDAA).  

    “It is vital that we ensure America’s armed forces have the training, equipment, and resources they need to carry out their missions,” said Vasquez. “This bipartisan bill includes my legislation to improve health care for our rural veterans, give our troops a pay raise, recognize New Mexico’s Downwinders, and add many additional provisions that support service members and their families across our state.”

    The Fiscal Year 2026 NDAA includes $882.6 billion in defense spending, national security investments, and support for our military. This includes funding for research and development, a 3.8% pay increase for our troops, and investments to support service members and their families. The bill passed out of Committee by a vote of 55-2 and will now head to the House floor for consideration. 

    Included in the NDAA are Vasquez’s TRICARE Travel Improvement Act and Downwinder Commemoration Act, which ensure New Mexicans’ needs are met and interests are reflected through the nation’s defense investments. 

    • The TRICARE Travel Improvement Act helps military families serving in remote areas access health care by reducing the travel reimbursement threshold under TRICARE Prime from 100 miles to 50 miles for active-duty service members and their families. Currently, families stationed at White Sands Missile Range and Holloman Air Force Base who travel nearly 100 miles to El Paso for medical care are denied reimbursement due to being just under the threshold. This bill is a step toward fairness and affordability for New Mexico’s military families.
    • The Downwinder Commemoration Act recognizes the harm endured by New Mexico’s Downwinders following the 1945 Trinity Test — the first nuclear detonation in U.S. history. It directs the Departments of Defense and Interior to place commemorative monuments in publicly accessible areas at White Sands Missile Range and Holloman Air Force Base. Despite their exposure to radioactive fallout, Downwinder families were excluded from the Radiation Exposure Compensation Act (RECA) until Rep. Vasquez’s successful push to reauthorize and expand RECA to include New Mexico’s Downwinders. This bill helps deliver long-overdue recognition by permanently commemorating their suffering while preserving their legacy for future generations. 

    In addition to these two measures, Rep. Vasquez secured the following priorities in NDAA:

    Trump announced the pact with Indonesia, a relatively minor U.S. trading partner, as he continued to press for what he views as better terms with trading partners and ways to shrink a huge U.S. trade deficit. Letters setting tariff rates for dozens of smaller countries were also coming soon, he said on Tuesday.

    The deal with Indonesia is among the handful struck so far by the Trump administration ahead of an August 1 deadline when duties on most U.S. imports are due to rise again. The accord came as the top U.S. trading partner – the European Union – readied retaliatory measures should talks with Washington fail.

    As that deadline approached, negotiations were under way with other nations eager to avoid more U.S. levies beyond a baseline 10% on most goods that has been in place since April.

    Trump’s roll-out of the policies has often been chaotic. His moves have upended decades of negotiated reductions in global trade barriers, unsettling international financial markets and threatening a new wave of inflation.

    Based on Trump tariff announcements through Sunday, Yale Budget Lab estimated the U.S. effective average tariff rates will rise to 20.6% from between 2% and 3% before Trump’s return to the White House in January. Consumption shifts would bring the rate down to 19.7%, but it’s still the highest since 1933.

    Trump outlined an Indonesia deal similar to a preliminary pact struck recently with Vietnam, with a flat tariff on exports to the U.S. roughly double the current 10% and no levies on U.S. exports going there. It also included a penalty rate for so-called transhipments of goods from China via Indonesia and a commitment to buy some U.S. goods.

    “They are going to pay 19% and we are going to pay nothing … we will have full access into Indonesia, and we have a couple of those deals that are going to be announced,” Trump said outside the Oval Office. Trump later said on his Truth Social platform that Indonesia had agreed to buy $15 billion of U.S. energy products, $4.5 billion of American farm products and 50 Boeing BA.N jets, though no time frame was specified.

    He told reporters the deal with Vietnam was “pretty well set” but said it was not necessary to release details.

    TRUMP: INDIA TALKS MOVING SAME WAY

    Indonesia’s total trade with the U.S. – totalling just under $40 billion in 2024 – does not rank in the top 15, but it has been growing. U.S. exports to Indonesia rose 3.7% last year, while imports from there were up 4.8%, leaving the U.S. with a goods trade deficit of nearly $18 billion.

    The top U.S. import categories from Indonesia, according to U.S. Census Bureau data from the International Trade Centre’s TradeMap tool, last year were palm oil, electronics equipment including data routers and switches, footwear, car tires, natural rubber and frozen shrimp.

    Susiwijono Moegiarso, a senior official with Indonesia’s Coordinating Ministry for Economic Affairs, told Reuters in a text message: “We are preparing a joint statement between U.S. and Indonesia that will explain the size of reciprocal tariff for Indonesia including the tariff deal, non-tariff and commercial arrangements. We will inform (the public) soon.”

    Trump had threatened the country with a 32% tariff rate starting August 1 in a letter sent to its president last week. He sent similar letters to about two dozen trading partners this month, including Canada, Japan and Brazil, laying out tariff rates ranging from 20% to 50%, plus a 50% tariff on copper.

    Speaking in Pittsburgh on Tuesday, Trump said he favored blanket tariffs over complicated negotiations, but his Treasury Secretary Scott Bessent and Commerce Secretary Howard Lutnick were keen to land more trade agreements.

    Upon his arrival back in Washington, Trump told reporters that letters would be going out soon for many smaller countries, suggesting they would face a tariff of “a little over 10%.”

    He said his administration would also announce tariffs on pharmaceuticals imported into the United States, probably at the end of the month, starting with what he called a low tariff rate to give companies time to move manufacturing to the U.S. before imposing a “very high tariff” in a year or so.

    The August 1 deadline gives targeted countries time to negotiate about lower tariff rates. Some economists have also noted Trump’s pattern of backing off his tariff threats.

    Since launching his tariff policy, Trump has clinched only a few “framework” agreements, falling short of earlier promises to land “90 deals in 90 days.”

    So far, such deals have been reached with the United Kingdom and Vietnam, and an interim deal has been struck with China to forestall the steepest of Trump’s tariffs while negotiations continue between Washington and Beijing.

    Trump said talks with India were moving “along that same line,” saying the agreement would give U.S. firms access to the large Indian market.

    EU READIES RETALIATION

    The breakthrough with Indonesia came as the European Commission, which oversees trade for the EU, prepared to target 72 billion euros ($84.1 billion) worth of U.S. goods – from Boeing BA.N aircraft and bourbon whiskey to cars – for possible tariffs if trade talks with Washington fail.

    Trump has threatened a 30% tariff on imports from the EU from August 1, a level European officials say is unacceptable and would end normal trade between two of the world’s largest markets.

    The list, sent to EU member states and seen by Reuters on Tuesday, pre-dated Trump’s move over the weekend to ramp up pressure on the 27-nation bloc and responded instead to U.S. duties on cars and car parts and a 10% baseline tariff.

    The package also covers chemicals, medical devices, electrical and precision equipment as well as agriculture and food products – a range of fruits and vegetables, along with wine, beer and spirits – valued at 6.35 billion euros.

    Pemba, 16 July 2025 – As Cabo Delgado experiences an alarming rise in violence, access to healthcare for communities in vulnerable circumstances is being severely compromised.

    Nearly eight years of conflict in northern Mozambique has already taken a huge toll on people living in the province, where more than 400,000 people are displaced. Fighting and insecurity have led to the forced reduction of medical activities and have limited the movements of health workers and the communities in the affected areas. Médecins Sans Frontières/Doctors Without Borders (MSF) is calling for the protection of medical workers and health facilities from violence, and to ensure a coordinated humanitarian response in places experiencing a surge of needs due to the arrival of displaced people.

    To date in 2025, 43,000 people have been displaced following attacks and violent incidents. Over 134,000 people were affected by violence in May alone, according to an OCHA report. This is the most significant rise in violence since June 2022. Many of these recent violent incidents took place in the district of Macomia, Mocímboa da Praia, Muidumbe and Meluco, and even spread to neighbouring Niassa province.

    Macomia, a major town in central Cabo Delgado, was attacked by a non-state armed group in May 2024, forcing MSF, as well as other humanitarian organizations, to stop or suspend activities. We were gradually able to resume operations in April 2025. More than a year after the attack, only one health facility is operational in the district, compared to the seven health centers that were functional before.

    “With the increase in displacements, many people have come to seek refuge in Macomia, overwhelming the only functional health center,” says Dr. Emerson Finiose, an MSF medical doctor in Macomia. “We’re struggling to do medical referrals. We must prioritize the most severe cases, leaving a significant gap in care for the rest of the community.”

    The situation in Macomia illustrates the fragility of the health system in Cabo Delgado, a pattern repeated across the three other districts where MSF is present: Mocímboa da Praia, Mueda and Palma. Since the conflict began, more than fifty percent of the province’s health facilities have been completely or partially destroyed, according to official data. The situation got worse when Cyclone Chido struck southern parts of Cabo Delgado late last year.

    At the same time, many health facilities are non-functional due to the absence of health workers. Services are frequently suspended or reduced, particularly in hard-to-reach areas, and many of the functional facilities are under-resourced or located too far for many people to access safely.

    In 2025, MSF was forced to suspend outreach activities five times due to insecurity, for at least two weeks at a time, particularly in Macomia and Mocímboa da Praia. This left thousands of people without access to healthcare and jeopardized the continuity of care for patients.

    MSF teams provide basic healthcare, treatment for HIV and TB, sexual and reproductive health services, mental health support as well as maternity and pediatric care. We also carry out donations of medicines and medical supplies and provide water and sanitation services. Between January and May 2025, MSF carried out a monthly average of 18,000 medical consultations (both inpatient and outpatient), 30 referrals of patients in need of specialized care and 740 deliveries were assisted across the four districts where we operate.

    The limitations – and sometimes inability – to offer care due to this volatile context has a deep impact on the community. This is evident in our medical data: in April, our teams in Mocímboa da Praia carried out 12,236 outpatient consultations. In May, as incidents intensified, that number dropped drastically to 1,951.

    A crucial part of MSF’s response is carried out by health promotion teams and community health workers known as APEs (Agentes Polivalentes Elementares). They work with communities to share essential health information and promote healthy practices, such as handwashing and water treatment to prevent waterborne diseases. MSF trains some of these workers to identify and treat common diseases, such as malaria, a leading cause of death in the region, and to process the referral of patients in need of specialized care.

    “Sharing health information is very important in times of conflict, when many people are psychologically affected,” says Fatima Abudo Laíde, an MSF health promoter at the Malinde community, Mocímboa da Praia district.  “Sometimes a person is sick but can’t be open, because emotionally they’re not well. I help them seek treatment at the nearest health center, so they’re not isolated. I’ve faced difficult situations, like accompanying a woman in labor at three in the morning, even though I felt unsafe. But we’re here to support our community, to overcome fear, and to make sure no one is left without help.”

    In addition to suffering acute psychological distress and trauma, some patients are forced to interrupt their treatments. This is particularly concerning for pregnant women, older adults, people with disabilities, and people living with chronic conditions or HIV.

    “I remember a case in Mbau community where a pregnant woman went into labor late at night,” says Sunga Antônio, an MSF midwife at the Rural Hospital of Mocímboa da Praia. “The health promoter called us for help, but it was too late and risky to evacuate her. She gave birth in the community, and we could only take her to the hospital by morning. Sadly, she fell into a coma, likely from complications, as she was carrying twins. If the local health center had been functional, she could have received timely care and had a safe delivery.”

    Recent cuts in humanitarian aid have intensified the deteriorating situation in Cabo Delgado. These funding shortfalls illustrate the broader global issue: the collective ability to respond to people’s needs is collapsing across all sectors and organizations. “Cabo Delgado’s conflict has become a severe humanitarian crisis,” says Dr. Finiose. “It affects every aspect of life, especially healthcare and education, and it strips people of their dignity. We need safe access to communities in need and we need support from other actors so we can help them cope with the consequences of this crisis.”

  • MIL-OSI China: Flamengo eyes move for Lazio forward Castellanos

    Flamengo is interested in signing Argentina international forward Taty Castellanos from Lazio, according to media reports in Brazil.

    The 26-year-old is contracted to Lazio until June 2028 and Globo Esporte reported on Tuesday that the Italian club is demanding a transfer fee of 35-40 million euros.

    The report added that Flamengo has not ruled out meeting that valuation, which would set a club record as the Rio de Janeiro side looks to bolster its attack for the second half of the domestic season.

    Castellanos has made 86 appearances for Lazio, scoring 20 goals and providing 13 assists since joining the club from Girona in 2023.

    Capped twice for Argentina, his career has also included spells at New York City and Universidad de Chile.

    Flamengo currently leads Brazil’s 20-team Serie A standings with 27 points from 12 games, ahead of second-placed Cruzeiro on goal difference.

    The only Argentine player in Flamengo’s current squad is goalkeeper Agustin Rossi.
