    Prosecutors from the Western Balkans and Latin America gathered in Lima (Peru) for a meeting aimed at enhancing international cooperation in the fight against organised crime. The event, ‘’Networking for Impact: Enhancing Cross-Border Cooperation Between Western Balkan and Latin American Prosecutors in the Area of Organised Crime’’, took place between 18 – 20 February 2025 and marked a significant step towards advancing joint efforts to dismantle international criminal networks.

    The event, co-organised between the Western Balkans Criminal Justice (WBCJ) Project and EL PACCTO 2.0, focused on addressing pressing challenges in combating organised crime and ways to enhance cooperation. Leading prosecutors in charge of cross-border cases gathered together to exchange information and strengthen judicial ties.

    The event featured a series of discussions on crime trends, international cooperation, and strategies for enhancing cross-border efforts. Sessions included expert presentations on emerging threats, roundtable discussions on legal and operational challenges, and bilateral meetings aimed at fostering direct cooperation between countries.

    The meeting underscores the critical need for stronger international partnerships between the Western Balkans and Latin America to effectively tackle cross-border crime. By bringing judicial practitioners together, the event helped to create a platform to build a more coordinated and effective response against organised crime in the regions involved.

    WASHINGTON – In a single month, President Trump and Secretary Noem have made massive strides to address the crisis at the southern border and remove violent criminal aliens from American communities. This is just the beginning of the golden age of America. 

    PROMISES MADE, PROMISES KEPT:   

    • On day one, President Trump declared a national emergency at the southern border and restarted construction of the border wall.   
    • President Trump instantly reinstated “Remain in Mexico” and ended catch and release.   
    • The Trump administration has empowered our brave men and women in ICE, Border Patrol, and Coast Guard to use common sense to do their jobs effectively.   
    • DHS has repealed Biden Era rules that allowed criminal aliens to hide from law enforcement in places like schools and churches to avoid arrest.    
    • DHS returned to using the term “illegal alien” to use statutory language and stop political correctness from hindering law enforcement.   
    • ICE arrests of criminal aliens have doubled and arrests of fugitives at large has tripled.   
    • Daily border encounters have plunged 93% since President Trump took office.  
    • To fulfill President Trump’s promise to carry out mass deportations, the administration is detaining illegal aliens, including violent criminals, at Guantanamo Bay.    
    • President Trump designated international cartels and other criminal gangs, such as MS-13 and Tren de Aragua, as Foreign Terrorist Organizations.    
    • President Trump signed the Laken Riley Act which mandates the federal detention of illegal immigrants who are accused of theft, burglary, assaulting a law enforcement officer, and any crime that causes death or serious bodily injury.    
    • President Trump stopped the broad abuse of humanitarian parole and returned the program to a case-by-case basis.  
    • Secretary Noem ended the previous administration’s extension of Venezuelan Temporary Protected Status.   
    • DHS froze all grants to non-profit organizations that facilitate illegal immigration.   
    • DHS deputized  the Texas National Guard, Drug Enforcement Administration, Bureau of Prisons, U.S. Marshals, the Bureau of Alcohol, Tobacco, Firearms and Explosives, members of the State Department and the IRS to help with immigration operations.   
    • Secretary Noem clawed back $80 million that FEMA deep state activists unilaterally gave to put illegal aliens up in luxury New York City hotels. 

    Bottom Line: Since President Trump was inaugurated, he’s made it clear there is a new sheriff in town. The President and Secretary Noem will continue fighting every day to secure our borders and keep American communities safe.

  • MIL-OSI Global: The US has a long history of meddling in Latin America. What’s different about Donald Trump’s approach?

    Jimmy Carter, who was president from 1977 to 1981, considered the treaties signed in 1977 to cede control of the Panama Canal to Panama, ending over a century of strained relations, one of the crowning achievements of his administration.

    Today, Panamanians are uncertain whether Donald Trump will abide by these treaties – and are nervous about what could happen next. Panamanian journalists that I have spoken with are increasingly concerned that the US will invade.

    Trump has repeatedly refused to rule out using the US military to seize the Panama Canal, if necessary, despite boasting that he had an impeccable record of not starting any new wars.

    While this appears to be a huge departure in US foreign policy towards Latin America, the US has had a long history of invading, meddling, supporting coups and offering clandestine support to violent non-state actors in the region.

    One historian has noted that the US participated (directly and indirectly) in regime change in Latin America more than 40 times in the last century. This figure does not even take into account failed missions that didn’t result in regime change, such as the US’s orchestrated invasion of the Bay of Pigs in Cuba in 1961.

    When the US is not intervening, its approach to the region has been described as “benign neglect”. During these interludes, Latin America was mostly ignored while the US prioritised other geopolitical interests.

    Return to the old ways?

    But Trump’s latest threats to Panama are a return to the paternalistic era of US foreign policy towards Latin America. This arguably started with the Monroe Doctrine in 1823 — a framework that aimed to protect US interests in the region from European aggression. Latin America essentially became the US’s backyard. At the time, the Monroe Doctrine received some support from Latin American countries that were hoping for independence from Europe and republican forms of government.

    But this would change with the increasingly interventionist posture of US president Theodore Roosevelt during his two terms from 1901 to 1909. On November 18 1903, when Panama was just 15 days old, Roosevelt signed the Hay–Bunau-Varilla Treaty , in which the US promised to support Panamanian independence from Colombia in exchange for rights to build and operate the Panama Canal. Reportedly the deal was engineered by a Frenchman, Philippe Bunau-Varilla, and no Panamanians were involved. This was the era of “big stick diplomacy” where the US would muscle its way into getting what it wanted with a series of credible threats.

    During the cold war, Washington’s stance in Latin America became even more interventionist. The US backed authoritarian rule by right-wing military dictatorships in Argentina, Brazil, Chile, El Salvador, Guatemala, Paraguay, Bolivia, Uruguary and Honduras.

    The US government provided organisation, financial and technical support for military regimes that were disappearing, kidnapping, torturing and murdering their political opponents, during Operation Condor in the 1970s. Democratically elected leaders Jacobo Árbenz and Salvador Allende were removed from power with the help of US covert action in Guatemala in 1954, and Chile in 1973, respectively.

    The US was also responsible for funding and training violent non-state groups such as the Contras, a rebel force which was set up in Nicaragua to oppose the Sandinista government. The US also supported the right-wing Arena government which was accused of setting up death squads during the bloody civil war in El Salvador) in which thousands of civilians were killed.

    With the Carter administration’s human rights-focused foreign policy, the US finally did the right thing when it came to returning the Panama Canal to the Panamanians. To accomplish this, Carter had to work hard to build bipartisan support to see the long-term benefits of improving US-Panamanian relations and improving US relations with Latin America more generally.

    From the US standpoint, the canal was no longer economically important. At the same time, the canal had become an issue of national pride in Panama, with mass student-led protests breaking out on January 9 1964 when Panamanians were barred from flying their national flag in the US-controlled canal zone. The day became known as Martyr’s Day after 21 Panamanians were killed by US troops.

    Relations improved after the Carter-Torrijos treaties were signed. But the US returned to an interventionist strategy when it send nearly 26,000 troops to invade Panama during Operation Just Cause in 1989 – the largest US deployment since the Vietnam war.

    Though the goal to remove Panamanian dictator Manuel Noriega (who had formerly been on the CIA payroll) was achieved, more than 500 Panamanians were reportedly killed. Unofficial estimates suggest there may have been as many as 2,000-3,000 deaths.

    Six months after the 1989 invasion, I went to Panama for the summer, and saw first-hand the destruction caused. Looting had been rampant, with millions of dollars worth of goods stolen. There were concerns that the economy in Colón (Panama’s second largest city) wouldn’t be able to recover.

    The impoverished neighbourhood of El Chorillo in Panama City was overwhelmed by a massive use of firepower, including F-117 stealth bombers, Blackhawk helicopters, Apache and Cobra helicopters, 2,000-pound bombs and Hellfire missiles.

    In spite of the devastation, the US could, at least, argue that it invaded in order to restore democracy in Panama. But fast forward to today and Trump has made it clear that he doesn’t care about democracy and human rights. He does care, however, about increasing Chinese economic influence in Latin America – and this high-profile pushback is actually about bullying the Panamanian government to stop doing deals with Beijing.

    And while the seizure of the Panama Canal would probably make very little difference to the US economy, it would make a huge impact to the economy of Panama. The Panamanian government astutely made important investments to enlarge the canal from 2007-2016, and today the canal’s revenues are worth US$5 billion (£3.9 billion), or about 4% of Panama’s GDP.

    The “America first” agenda fails to understand how long-term alliances work, how soft power works, and the importance of having credibility and a vision. In the past, the US has often been aggressive, assertive and interventionist in Latin America, with Trump it looks like all these qualities are back.

  • MIL-OSI Global: Canada, Greenland, Panama, Gaza and now Ukraine: Wake up, world, Donald Trump is coming for you

    It’s no longer speculative to ask how the post-Second World War world order, led by the United States, will end. It’s apparently already ended.

    The U.S. has snubbed its NATO partners and Ukraine itself from purported “peace talks” to end the three-year-old war in Europe in favour of direct bilateral talks between American and Russian officials hosted by Saudi Arabia.

    President Donald Trump has actually described Ukraine’s widely admired wartime President Volodymyr Zelenskyy as “a dictator” and falsely claimed he started the war.

    These lies came directly after Vice President JD Vance’s recent broadside against NATO partners at the Munich Security Conference in which he downplayed the threat of Russia and China to the western alliance and suggested instead that liberal centrism was the real threat.

    His remarks were widely regarded as an intervention on behalf of the European far right, particularly far-right political parties in Germany ahead of upcoming elections in that country.

    Dreaming of a Gaza takeover

    Eighty years after the liberation of Auschwitz and 36 years after the fall of the Berlin Wall, we are in the midst of new crimes against humanity, new forms of ethnic cleansing and even, potentially, genocide.

    In a news conference with Israeli Prime Minister Benjamin Netanyahu, Trump mused about an American takeover of the Gaza Strip by removing its occupants to neighbouring countries and developing the region as a seaside resort. This would very likely constitute a war crime.

    Snubbing international law

    Trump’s return to the American presidency marks a normalization of this type of threat.

    Instead of embracing the international rule of law in the post-Second World War spirit of avoiding another devastating global conflict, the U.S. is building new walls rather than tearing them down while at the same time threatening to annex other sovereign nations and amass new territory.

    Trump is obviously unsentimental about America’s longtime allies, including the innermost circle of English-speaking democracies — the U.S., Canada, the United Kingdom, Australian and New Zealand — that make up the Five Eyes intelligence-sharing alliance.

    A group of countries that wouldn’t normally be fussed about the transition from one American president to another is now very nervous about how far Trump is going to go.

    Anarchy, colonialism

    During the first angry weeks of Trump’s second presidency, the U.S. appears to be signalling a return to an anarchic and explicitly colonial imagining of the world. In this regard, Trump’s disdain for the rule of law at home tracks a potentially even greater disdain for the international legal order, one that’s existed since 1945.

    The only real connection between the past and contemporary times predates the American-led post-war order of the past eight decades and harkens further back to America’s imperialist and expansionist past and ideas like Manifest Destiny from more than a century ago.

    Trump, not historically much of an imperialist in his rhetoric, has now doubled down on classical imperialist threats as he repeatedly proposes expanding the physical map of the U.S., musing in particular about Greenland, Panama, Canada and now Gaza.

    Greenland holds a strategic interest for the U.S. — there’s already an American airbase on the island — since its location is increasingly important as the Arctic ice melts and amid greater competition from Russia and China.

    Panama has been in America’s imperialistic sights more often than Greenland, and was even invaded by U.S. forces in 1989.

    Canada as a 51st state

    But Canada? At least Trump agreed at a news conference before taking office that military force was off the table. Instead, Canada only had to worry about “economic force” being used to annex it.

    Prime Minister Justin Trudeau has told business leaders that Trump’s talk about annexing Canada is “the real thing,” aimed at obtaining Canada’s critical minerals.

    Trump’s interactions with Denmark, Canada and Panama all demonstrate a disdain for basic principles of the rule of law at the international level, which is underpinned by the sovereignty of states.

    His musings on Gaza, which led United Nations Secretary General António Guterres to warn him specifically against endorsing ethnic cleansing, demonstrate a willingness to break completely with international legal norms.

    He’s not only peacocking on the global stage, he is also telegraphing that he holds international legal norms in even lower esteem than the norms of his own country, where he is a convicted felon. This situation is as alarming as it unprecedented.

    America now a threat

    Right now, cognitive dissonance in the form of status quo bias poses a real danger in terms of Trump’s dismissal of the rule of law. This means that folks are somehow convincing themselves that the undoing of the global rules-based order in real time is just a blip; things will somehow ramp down and return to normal.

    But the evidence is glaringly to the contrary.

    Trump is plainly communicating his wishes: a new age of American imperialism. At first few took him seriously. Now we all are. Canada, due to its proximity to and reliance on the U.S., must especially face a new reality in which an American president casually and repeatedly threatens its sovereignty.

    Canada, America’s closest ally in terms of shared language, culture and geography, should be the first and not the last to start believing Trump’s threats to annex it.

    Even when Trump is no longer in office, neither Canadians nor any of America’s other allies can be certain someone just like him will not be returned to power by the U.S. voters. That means America’s western allies, like Canada and Denmark, must learn the lessons Latin American and Middle Eastern countries learned along time ago: America is a threat.

    The Democratic Party must also figure out how it’s going to effectively resist Trump over the next four years.

    Only an American concern?

    Some might ask: Aren’t these American problems for the American people? As Canadians can attest, no. Trump poses grave dangers to the rest of the world due to the unique place the U.S. occupies in the geopolitical system.

    Nothing about Trump’s second presidency bodes well for America’s allies and friends, including Canada.

    A kleptocrat who regards friends and allies as transactional customers and for whom everything is “just business,” including national security, Trump poses an existential threat not only to America, but to the international world order.

    WASHINGTON — U.S. Senators Martin Heinrich (D-N.M.) and Brian Schatz (D-Hawaii), Vice Chairman of the Senate Indian Affairs Committee, led 13 of their Democratic colleagues in demanding that the U.S. Department of Homeland Security (DHS) uphold the United States’ trust and treaty responsibility with Tribal nations and their citizens by ending wrongful searches and interrogations of Tribal members.
    In the letter, the lawmakers raise concern over reports of Immigration and Customs Enforcement (ICE) agents stopping and harassing United States-born citizens on suspicion of being undocumented migrants since President Trump issued an Executive Order seeking to terminate birthright citizenship. These incidents have stoked fear and panic for many Tribal citizens living on and off reservation lands.
    “Whether it is simple ignorance or worse — outright disrespect for and harassment of Tribal citizens — ICE’s law enforcement tactics reflect an abdication of U.S. trust and treaty responsibility with Tribal nations and their citizens, and cannot stand,” the senators wrote in a letter to DHS Secretary Kristi Noem.
    The senators requested that DHS consult with Tribes and issue guidance on what forms of identification are acceptable as valid proof of United States citizenship, including Tribal government-issued identification. They also urged DHS to issue internal guidance for ICE agents on how to lawfully engage with federally recognized Tribes and their citizens, including on Tribal lands.
    “Accordingly, we ask that the Department issue guidance and training to ICE agents on forms of Tribal identification that are acceptable as proof of United States citizenship (alone or in tandem with other documents). We also ask that your Department communicate and consult with Tribal governments to ensure they are given timely and accurate information to inform and protect their Tribal citizens from unnecessary searches, interrogation, and detention related to immigration enforcement efforts,” the senators continued. 
    The senators also pressed Secretary Noem to answer the following questions:
    Does ICE policy accept of Certificates of Indian Blood (CIBs), Tribal enrollment, or other Tribal identification documents as valid proof of United States citizenship?
    If yes, please provide a full description of these policies and how they are communicated within your Department, and with Tribal governments.
    If no, please clarify what information needs to be present on Tribally-issued identification documents for those to be accepted as valid proof of United States citizenship.

    What training are ICE agents given about different forms of valid identification and documentation of United States citizenship for enrolled members of federally recognized Tribes, including CIBs, Tribal enrollment, or other Tribal identification?
    What training are ICE agents, and other law enforcement personnel in your Department, given about interactions with citizens of federally recognized Tribes?
    What specific corrective actions are you taking to ensure that the rights of United States-born Tribal citizens, as American citizens, are being upheld and respected by your Department?
    How does ICE justify the use of taxpayer dollars and its limited resources to conduct enforcement actions involving United States-born citizens of federally recognized Tribes?
    What has been the estimated cost of ICE enforcement actions within reservation boundaries thus far?  Will ICE enforcement actions occur within community locations such as schools, hospitals, clinics, and religious institutions that are on Tribal lands, including trust land, restricted fee, and fee simple lands, or located off of Tribal lands? 
    What implications do ICE enforcement actions have for Tribal nations whose historic lands transcend the U.S.-Mexico and U.S.-Canada borders, including Tribes with members living in Mexico or Canada and/or having transborder migratory privileges using special identification documents, such as the Tohono O’odham Nation and the Kickapoo Traditional Tribe of Texas?  What will ICE do to ensure that tribal members residing in Mexico or Canada are not inappropriately detained as a result of these enforcement actions?  And how is ICE educating its agents about the access guaranteed in the Jay Treaty to the United States for Canadian First Nations members for cultural, trade, and other purposes?

    Dear Secretary Noem:
    We write to express our growing concern over reports that, since President Trump issued the Executive Order on birthright citizenship, United States-born citizens of federally recognized Tribes have been stopped and questioned by Immigration and Customs Enforcement (ICE) agents on suspicion of being undocumented migrants.  These incidents have stoked fear and panic for many Tribal citizens living on and off reservation, resulting in at least one Tribal government issuing its own guidance and standing up a citizen hotline to report incidents and receive assistance. Whether it is simple ignorance or worse — outright disrespect for and harassment of Tribal citizens – ICE’s law enforcement tactics reflect an abdication of U.S. trust and treaty responsibility with Tribal nations and their citizens, and cannot stand. 
    Accordingly, we ask that the Department issue guidance and training to ICE agents on forms of Tribal identification that are acceptable as proof of United States citizenship (alone or in tandem with other documents).  We also ask that your Department communicate and consult with Tribal governments to ensure they are given timely and accurate information to inform and protect their Tribal citizens from unnecessary searches, interrogation, and detention related to immigration enforcement efforts.
    Both Congress, exercising its plenary authority over Indian Affairs, and the United States Supreme Court have established that Indians born in the United States are United States citizens. Indians may also be citizens of federally-recognized Tribes, making them dual citizens of both the United States and their Tribal nations.  As such, Tribal citizens may possess multiple forms of identification, including Tribal government-issued identification, such as enrollment cards and Certificates of Indian Blood (CIB), and state-issued or federally-issued identification.  However, it is not uncommon for Tribal citizens to only carry their Tribal government-issued identification, which is often accepted as valid proof of United States citizenship for purposes of federal benefits.
    In addition to consulting with, and issuing guidance for, Tribes on what forms of identification ICE will accept as valid proof of United States citizenship, including Tribal identification, we also request that your Department issue internal guidance for ICE agents on how to lawfully engage with federally recognized Tribes and their citizens, including on Tribal lands. Lastly, we request that you reply, in detail, to the following questions:

    “2024 was marked by the launch of our Power the Core strategic plan which is deliberately focused on innovation.
    In an environment characterised by weak economic growth, a decrease of our clients’ activity and an increase in the number of bankruptcies, the discipline of our underwriting enabled us to contain the increase in the combined ratio, which rose moderately to 65.5%. Finally, we benefited from the repositioning of our investment portfolio to achieve a return on average tangible equity of 13.9%, above our mid-cycle targets. The net income of €261m marked the highest level since the transition to IFRS 17.
    All these achievements would not have been possible without the engagement of our employees.
    These good results and solid solvency ratio of 196% allow us to propose the payment of a dividend of €1.40 per share to the Shareholders’ meeting.”

    1.   Turnover

    In 2024, Coface recorded a consolidated turnover of €1,844.8 million, down by -0.6% at constant FX and perimeter compared to 2023. As reported (at current FX and perimeter), turnover was down -1.3%.

    Revenue from insurance activities (including bonding and Single Risk) fell -2.2% at constant FX and perimeter, although the year ended on a slightly more positive note (Q4-24 revenue from insurance activities rose +3.7% and total revenue increased +4.3%). Client retention remains high at 92.3% (but down from the record level in 2023), in a competitive market where Coface implemented risk mitigation plans that impacted renewals at the beginning of the year. New business rose to €126m, up €9m compared to 2023 driven by an increase in demand and the positive effects of investments for growth, mainly in the mid-market segment.

    Client activity grew modestly at 0.5%, below the historical average with an improvement in Q4-24 (+0.4%). Over the year, the decline in activity in the metals sector, with lower prices, partially offset the positive trend in the agri-food sector. The price effect remained negative at -1.4% in 2024 (vs. -1.9% in 2023), in line with long-term trends.

    Turnover from non-insurance activities was up +8.2% compared to 2023. Factoring turnover stabilised at +0.3% with a positive Q4-24 that reversed the full-year trend. Information services turnover rose +16.3%. Fee and commission income (debt collection commissions) increased by +19.6%, from a low base, due to the increase in claims to be collected and investments made in third-party debt collection. Commissions were up +6.6%.

    In Northern Europe, turnover was down by -4.6% at constant and current FX, due to the selective non-renewal of some loss-making policies at the beginning of the year, despite the stabilisation of client activity in Q4-24.

    In Western Europe, turnover increased by +0.4% at constant FX (+3.1% at current FX and perimeter following the integration of certain African countries in the first half of the year) thanks to a sharp increase in information services sales (+30.3%) combined with a better Q4-24 in credit insurance under the effect of significant business catch-up.

    In Central and Eastern Europe, turnover fell -3.2% at constant FX (-1.9% at current FX) due to the decline in client activity, which weighed on credit insurance, despite a high client retention rate. Factoring was down -1.0% at constant exchange rates.

    In the Mediterranean and Africa region, which is driven by Italy and Spain, turnover rose +5.6% at constant FX and +2.3% at current FX driven by robust sales in credit insurance and services and a stronger economic environment.

    In North America, turnover was down -6.4% at constant FX but increased by +2.7% at current FX due to the integration of Mexico in this scope. The region saw a slowdown in client activity despite higher retention and a fairly strong economic environment.

    In Latin America, turnover rose +4.0% at constant FX but fell -22.5% at current FX. The region is benefiting from a recovery in client activity after 2023 was dominated by risk prevention actions. However, the transfer of Mexico to the North America region had a negative impact.

    In Asia-Pacific, turnover decreased by -7.1% at constant FX and -6.6% at current FX. This lower turnover was due to a slowdown in client activity that robust sales were unable to offset and selective non-renewal of certain policies.

    2.   Result

    • Combined ratio

    The annual combined ratio net of reinsurance was 65.5% in 2024, up 1.2 ppt year on year.

    (i)  Loss ratio

    The gross loss ratio stood at 33.4%, a 2.4 ppts improvement on the previous year. This improvement reflects both the gradual normalisation of the loss experience, offset by rising reserve releases. The amount of claims recorded is now higher than in 2019. The total number of claims decreased, offset by an increase in the number of mid-sized claims.

    The Group’s provisioning policy remained unchanged. The amount of provisions related to the underwriting year, although discounted, reflects the increase in the claims frequency. Strict management of past claims enabled the Group to record 51.9 ppts of recoveries.

    The net loss ratio improved to 35.2%, down 2.5 ppts compared to 2023.

    (ii)  Cost ratio

    Coface is pursuing a strict cost management policy and is continuing to invest, in line with its Power the Core strategic plan. As a result, over the full year 2024, costs rose by +5.5% at constant FX and perimeter, and by +5.3% at current FX.

    The cost ratio before reinsurance was 33.7%, up 2.2 ppts year on year. This rise was mainly due to the decline in revenues (1.0 ppt), embedded cost inflation (1.5 ppt) and ongoing investments (1.5 ppt). In contrast, the improved product mix (information services, debt collection and fee and commission income) had a positive effect. High reinsurance commissions explain the remainder of the variation.

    • Financial result

    Net financial income for 2024 was €91.7m, up sharply compared to 2023. This figure includes capital gains of +€11.4m, which more than offset negative market value adjustments on investments of -€2.9m. The FX effect remained slightly negative at -€2.7m but improved significantly compared to 2023, which was marked by the accounting effect of IAS 29 (hyperinflation) in Turkey and Argentina as well as the sharp devaluation of the Argentine peso.

    The portfolio’s current yield (i.e. excluding capital gains, depreciation and FX impact) was €96.6m, of which €25.7m in Q4-24. The accounting yield5, excluding capital gains and fair value effect, was 2.9% for 2024. The yield on new investments made year-to-date was 4.1% and fell in Q4-24 in line with the trend in market rates.

    Insurance Finance Expenses (IFE) stood at €42.5m (€40.0m in 2023).

    • Operating income and net income

    Operating income amounted to €409.2m in 2024, up +12.0% at constant FX.

    The effective tax rate was 29% for the year (vs. 27% in 2023), including the impact of Pillar 2 (global minimum tax).

    In total, net income (group share) was €261.1m, up +8.6% compared to 2023.

    3.   Shareholders’ equity

    At 31 December 2024, Group shareholders’ equity stood at €2,193.6m, up €142.8m or +7.0% (€2,050.8m at 31 December 2023).

    These changes are mainly due to the positive net income of €261.1m and the dividend payment of -€194.3m. Other items include changes in unrealised capital gains for €72.0m.

    The annualised return on average tangible equity (RoATE) was 13.9%, up 0.5 ppt mainly due to the improvement in financial income, which more than offset the decrease in underwriting income (decline in net premiums and slight increase in the combined ratio).

    The solvency ratio reached 196%6, representing a decrease of 3 ppts compared to FY-23. It remains well above the upper end of the target range (155%-175%).

    Coface will propose €1.40 dividend per share at the Shareholders’ meeting, corresponding to a payout ratio of 80%7, in line with its capital management policy.

    4.   Outlook

    Once again, the global economy experienced modest growth in 2024 (2.7%), in line with Coface’s forecasts and still driven being by the United States. The electoral calendar, which involved an unprecedented number of countries, delivered generally unsurprising outcomes, with some exceptions.

    For 2025, Coface is forecasting growth identical to that of 2024 at 2.7%. Further downgrades to European growth are likely to be offset by the good performance of the United States, while political risk remains. Donald Trump’s return to power seems to have been welcomed by economic circles so far, raising hopes of deregulation, which is stimulating in the short term but often carries longer-term risks. The announced introduction of tariffs for many countries is also a destabilising factor for global trade.

    Against this backdrop, Coface is anticipating a continued rise in bankruptcies, as businesses are caught between depleted levels of cheap financing and sluggish growth. Coface and its teams will continue to support their clients in this still uncertain environment.

    At the end of 2024, client activity finally posted a slightly positive performance after several quarters of decline. This slight rebound may give hope that the post-Covid decline in client activity has come to an end. In 2025, Coface will continue to implement its Power the Core strategic plan, which aims to develop a leading global ecosystem in credit risk management.

    5.   Governance evolution

    In the Executive Committee:

    • As of February 1st, 2025, Carole Lytton leads the Specialties Businesses, in addition to her role as General Secretary. She takes over from Antonio Marchitelli who decided to leave and take another appointment outside Coface after many years of dedication to the Group.
    • As of February 3rd, Gonzague Noël has been appointed as Group Chief Operating Officer (COO). He takes over Declan Daly, joins the Group executive committee and reports to Xavier Durand, Coface CEO.

    President Donald J. Trump took office just one month ago, but has already accomplished more than most presidents do in their entire term as he makes good on his promise to usher in the New Golden Age of America.
    Here is a non-comprehensive list of President Trump’s wins after just one month:
    SECURING OUR HOMELAND:
    President Trump declared a national emergency at the border and deployed the military, including the 10th Mountain Division, to secure our nation.
    Illegal border crossings have hit lows not seen in decades as U.S. Border Patrol is re-empowered to once again enforce the law.
    ABC News: “From Jan. 21 through Jan. 31, the number of U.S. Border Patrol apprehensions along the southwest border dropped 85% from the same period in 2024, according to data obtained by ABC News. In the 11 days after Jan. 20, migrants apprehended at ports of entry declined by 93%.”

    Illegal aliens have started turning around in droves amid the crackdown.
    The Department of Homeland Security announced that arrests of criminal illegal immigrants have doubled under President Trump.
    President Trump signed the Laken Riley Act into law, which requires illegal immigrants arrested or charged with theft or violence to be detained — honoring the legacy of Laken Riley, a Georgia college student brutally murdered by an illegal alien released into the country.
    President Trump ended “catch-and-release,” reversing the dangerous Biden-era policy that released dangerous illegal aliens back into our communities.
    President Trump shut down the “CBP One” app, which “paroled” more than one million illegal immigrants into the country.
    A migrant shelter in San Diego announced it will shut down after it has received no new arrivals since President Trump took office.

    President Trump terminated all taxpayer-funded public benefits for illegal aliens.
    President Trump ramped up deportation flights of criminal illegal aliens.
    After President Trump announced “urgent and decisive retaliatory measures” against Colombia over its refusal to accept deportation flights from the U.S., the country’s president quickly backtracked — even offering the use of his personal plane for the deportations.
    El Salvadorian President Nayib Bukele offered to accept deportees of any nationality, including violent American criminals currently imprisoned in the U.S.

    President Trump began transferring criminal illegal aliens to Guantanamo Bay ahead of their repatriation back to their own countries.
    President Trump re-established the successful “Remain in Mexico” policy.
    President Trump restarted construction of the border wall.
    The Trump Administration officially declared Tren de Aragua, MS-13, the Sinaloa Cartel, the Jalisco New Generation Cartel, the United Cartels, the Gulf Cartel, the Northeast Cartel, and the Michoacán Family as Foreign Terrorist Organizations.
    New York City Mayor Eric Adams (D) agreed to allow federal immigration officials to operate on Rikers Island and deport illegal alien criminals following his meeting with Border Czar Tom Homan.
    Mexico announced a deployment of 10,000 troops to the border to combat illegal immigration and fentanyl trafficking, while Canada announced a flurry of measures to combat fentanyl manufacturing and trafficking following President Trump’s imposition of tariffs on the two countries.
    President Trump implemented an additional 10% tariff on imports from China in order to stem the flow of illegal aliens and fentanyl.
    President Trump ordered an end to birthright citizenship.
    President Trump suspended the U.S. Refugee Admissions Program.
    The Department of Justice filed suit against the State of New York and some of its elected officials over their willful failure to follow federal immigration law and announced that it will take action against so-called “sanctuary cities” for their obstruction of U.S. law.
    The Department of Homeland Security “clawed back” tens of millions of dollars in funds paid by rogue FEMA officials to house illegal aliens in luxury New York City hotels.
    President Trump reinstated the death penalty for federal capital crimes.
    PROTECTING AMERICAN WORKERS AND FOSTERING ECONOMIC GROWTH:
    President Trump restored a 25% tariff on steel imports and elevated the tariff to 25% on aluminum imports to protect these critical American industries from unfair foreign competition — a move praised by the Steel Manufacturers Association, the Aluminum Association, and businesses across the country.
    Robert Simon, CEO of JSW Steel USA, praised President Trump’s steel and aluminum tariffs, celebrating them “as a project that will flood the U.S. with jobs as trading partners move their industries to U.S. soil to avoid tariffs.”

    Makoto Uchida, the CEO of global automaker Nissan, said President Trump’s tariffs could push the car manufacturer to move its production from Mexico to the U.S.
    President Trump unveiled a plan for fair and reciprocal trade, making clear to the world that the United States will no longer tolerate being ripped off.
    President Trump secured hundreds of billions of dollars in new investments.
    President Trump announced the largest artificial intelligence infrastructure project in history, securing $500 billion in planned private sector investment — with major CEOs agreeing it would not have been possible without President Trump’s leadership.
    Saudi Arabia declared its intention to invest $600 billion in the United States over the next four years.
    President Trump secured a $20 billion investment by DAMAC Properties to build new U.S.-based data centers.
    Taiwan pledged to boost its investment in the United States.
    Electronics giants Samsung and LG “are considering moving their plants in Mexico to the U.S.” now that President Trump is back in office.

    In February, forecasters from the Federal Reserve Bank of Philadelphia revised their economic growth projections for the first quarter of 2025 up from 1.9% to 2.5%, and their unemployment rate projections for the quarter down from 4.2% to 4.1%.
    After a meeting with President Trump, Stellantis announced it will reopen its assembly plant in Belvidere, Illinois — putting 1,500 employees back to work — and build its next-generation Dodge Durango in Detroit, Michigan. The company also announced new investments in their Toledo, Ohio, and Kokomo, Indiana, facilities.
    President Trump laid out a visionary plan to establish a Sovereign Wealth Fund to maximize the stewardship of the $5+ trillion in assets held by the United States.
    Following President Trump’s victory, the S&P 500 set a new record as the stock market surged to record highs — while major Wall Street firms like JP Morgan Chase posted their highest ever annual profits.
    LOWERING THE COST OF LIVING:
    President Trump directed the heads of all executive departments and agencies to “deliver emergency price relief … to the American people and increase the prosperity of the American worker.”
    President Trump established the National Energy Dominance Council to maximize use of the U.S.’ extensive energy resources, thereby enabling lower energy prices.
    Crude oil prices have fallen over 5% since President Trump took office.
    The Department of Energy postponed burdensome Biden-era efficiency standard rules for the following appliances, saving American consumers large sums:
    Central air conditioners: Biden rules were slated to make air conditioners $1,100 more expensive, according to Alliance for Consumers.
    Gas water heaters: Biden rules were slated to make water heaters $2,800 more expensive.
    Clothes washers and dryers: Biden rules were slated to make washers $200 more expensive.
    Light bulbs: Biden rules were slated to make light bulbs $140 more expensive.
    Walk-in coolers and freezers, commercial refrigeration equipment, and air compressors.

    The total cost of federal regulations in 2023 was a record-breaking $2.1 trillion, or $15,788 per U.S. household, according to the Competitive Enterprise Institute. By requiring agencies to identify at least ten existing rules, regulations, or guidance documents to be repealed for every one rule they promulgate, President Trump has put the U.S. on track to severely reduce regulatory costs for everyday Americans.
    The National Associations of Manufacturers found the cost of federal regulations was even greater — at $3.079 trillion in 2022.

    Secretary Sean Duffy’s very first action at the Department of Transportation was to initiate rulemaking resetting Corporate Average Fuel Economy (CAFE) standards — effectively eliminating the Biden-era electric vehicle mandate.
    NBER economist Mark R. Jacobsen “estimates that a one-mpg increase in CAFE standards costs consumers of all income levels approximately 0.5% of their income in the first year of the increase. By the 10th year following the increase, however, this cost becomes regressive, as the increase drives up the price of used cars. A one-mpg increase in CAFE standards costs consumers earning less than $25,000 per year 1.12% of their income, but only costs consumers earning more than $75,000 per year 0.41% of their income.”

    President Trump redesignated the Iran-backed Houthis as a Foreign Terrorist Organization.

    President Trump hosted Japanese Prime Minister Shigeru Ishiba, who announced his intention to “elevate Japan’s investment in the United States to an unprecedented amount of $1 trillion,” import “historic” quantities of LNG from Alaska, and open new auto plants in the U.S.
    President Trump hosted Jordan’s King Abdullah II, who announced that the Kingdom will accept 2,000 sick children from Gaza “as quickly as possible.”
    President Trump hosted Indian Prime Minister Narendra Modi for a visit where they announced new deals between the two countries on immigration, trade, energy, and artificial intelligence.
    President Trump banned funding to UNRWA — a United Nations agency that employed hundreds of Hamas and jihad operatives.
    President Trump imposed sanctions on the International Criminal Court, which has illegitimately asserted jurisdiction over internal U.S. matters and baselessly targeted Israeli Prime Minister Benjamin Netanyahu.
    President Trump reinstated the Mexico City Policy to ensure no taxpayer dollars support foreign organizations that perform, or actively promote, abortion in other nations.

    Thank you very much, Ronald (Ronald Lamola, Minister of International Relations and Cooperation of South Africa) and let me say, my dear brother, what a joy is to see the G20 in Africa at long last. And we thank Brazil for its stewardship last year.

    The challenges that we face are truly global.

    We will not begin to tackle them unless we harness the potential of this continent, bursting with growth and opportunities and with so many young people, talented young people at its heart.

    The starkest challenge we face is escalating conflict, both between and within nations, driving vicious cycles of grievance, displacement and low growth.

    Your presidency, Ronald calls for solidarity, and solidarity starts by recognizing and naming the victims of war and injustice.

    Innocent Ukrainians enduring bombardment night after night from Odessa to Zaphorizhya, the hostages still cruelly held underground by Hamas, 16 months old on from the trauma of October the 7th, and the Palestinian civilians driven from their homes in Gaza and the West Bank, the Sudanese refugees flee their burning villages to escape across the border to Chad, the overwhelming majority of them, women and children having endured the most unimaginable and indiscriminate violence.

    As I said when I visited Chad, there can be no geopolitical stability, whilst there remains a hierarchy of conflicts, with those on this continent finding themselves at the bottom of the global pile.

    And that’s why, since starting this job, I’ve made a reset with the so called Global South, a central plank of the UK Foreign Policy, and it’s why I doubled British aid for Sudan, and I prepared a conference in London to push for a political process which will end the fighting and protect civilians.

    And that’s why I’ve called out the Rwandan Defence Force operations in the eastern DRC as a blatant breach of the UN Charter which risks spiralling into a regional conflict, and that’s why I will again make clear to President Kagame, that further breaches of DRC’s sovereignty will have consequences.

    Because at the heart of my government’s approach to foreign policy lies the belief that regional and geopolitical stability can only be delivered through respect for international law and the principles of the UN Charter.

    And as my Canadian, Australian, Japanese colleagues have said, respect for international law must underwrite a free and open Indo Pacific, just as it must underwrite the Euro Atlantic, with the security of those two regions ever more closely linked.

    And as we turn to the Middle East, the ceasefire in Gaza is painfully fragile, I’m grateful that so many of us here today are working together to ensure that it holds we must continue to work together tirelessly to secure the release of the remaining hostages, to bolster the Palestinian Authority, and to boost aid into Gaza and to develop a long term plan for governance and security on the strip so that we can advance towards, a two state solution. Which remains the only long term viable pathway to peace.

    And finally, in Ukraine, the only just and lasting peace will be a peace that is consistent with the UN Charter, and we want that as soon as possible.

    You know, mature countries learn from their colonial failures and their wars, and Europeans have had much to learn over the generations and the centuries.

    But I’m afraid to say that Russia has learned nothing.

    I listened carefully to Minister Lavrov intervention just now he’s, of course, left his seat, hoping to hear some readiness to respect Ukraine’s sovereignty.

    I was hoping to hear some sympathy for the innocent victims of the aggression.

    I was hoping to hear some readiness to seek a durable peace.

    What I heard was the logic of imperialism dressed up as a realpolitik, and I say to you all, we should not be surprised, but neither should we be fooled.

    We are at a crucial juncture in this conflict, and Russia faces a test.

    If Putin is serious about a lasting peace, it means finding a way forward which respects Ukraine’s sovereignty and the UN Charter which provides credible security guarantees, and which rejects Tsarist imperialism, and Britain is ready to listen.

    But we expect to hear more than the Russian gentleman’s tired fabrications.

  • MIL-OSI USA: SBA Relief Still Available to New Mexico Small Businesses and Private Nonprofits Affected by Summer Fires

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in New Mexico of the March 20, 2025 deadline to apply for low interest federal disaster loans to offset economic losses caused by the South Fork Fire, Salt Fire and flooding that occurred June 17‑Aug. 20, 2024.

    The disaster declaration covers the counties of Chaves, De Baca, Doña Ana, Eddy, Guadalupe, Lincoln, Los Alamos, McKinley, Mora, Otero, Rio Arriba, San Juan, Sandoval, Santa Fe, Sierra, Socorro, Taos, Torrance and the tribal region of Mescalero Apache Tribe in New Mexico, as well as Apache County in Arizona, Archuleta, Conejos, La Plata and Montezuma counties in Colorado, Culberson, El Paso and Hudspeth counties in Texas, and San Juan County in Utah.

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs that suffered financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills that could have been paid had the disaster not occurred.

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amount terms based on each applicant’s financial condition.

  • MIL-OSI USA: Attorney General James Leads Multistate Coalition to Defend the Consumer Financial Protection Bureau

    NEW YORK – New York Attorney General Letitia James today co-led a coalition of 23 attorneys general to warn against efforts by the Trump administration and Elon Musk to defund and disband the Consumer Financial Protection Bureau (CFPB). The CFPB is an independent agency that oversees big banks, lenders, credit card companies, and mortgage servicers and ensures companies are following federal consumer protection laws. Since its creation, the CFPB has helped millions of New Yorkers and Americans by helping homeowners facing foreclosure stay in their homes, stopping banks from charging junk fees, and returning more than $20 billion to the pockets of consumers nationwide. Attorney General James and the coalition argue in an amicus brief filed in the U.S. District Court for the District of Maryland that dismantling the CFPB would significantly harm consumers and hamper enforcement of federal consumer protection laws.

    “Eliminating the CFPB will hurt everyday people and benefit billionaires like Elon Musk and his friends,” said Attorney General James. “The CFPB has put billions of dollars back in the pockets of Americans by going after predatory lenders, deceptive companies, and slashing junk fees. The only reason to get rid of this watchdog agency is to protect bad actors. Working families need the CFPB, especially as rising prices are making it hard to make ends meet and put food on the table. My office is leading this coalition to help protect the agency that has protected all of us.”

    On February 9, the Trump administration directed the CFPB to stop all its ongoing work and to not begin any new investigations. The CFPB was formed in 2011 following the Great Recession to enforce federal consumer protection laws. Since its creation, the CFPB has worked with state attorneys general to address consumer issues related to banking, student loan servicers, mortgage servicers, auto lending, and other consumer financial matters. The CFPB has also partnered with attorneys general to stop deceptive, unfair, and abusive conduct by companies. As a result of the Trump administration’s actions, the nation’s largest banks are no longer being closely watched for compliance with key consumer protections by any federal regulator.

    In their brief, Attorney General James and the coalition argue that the administration’s efforts to destroy the CFPB could prevent consumers from reporting issues of fraud or deception. The coalition also writes that efforts to shut down the CFPB would significantly reduce oversight of big banks, further harming consumers. The attorneys general warn that this may lead to financial institutions loosening their regulatory compliance, as was seen in the years leading up to the financial crisis.

    Attorney General James has partnered with the CFPB on several actions to protect consumers and hold companies accountable. In January 2024, Attorney General James, the CFPB, and a multistate coalition sued a web of related shell companies for running an illegal debt-relief enterprise and swindling consumers out of more than $100 million. In April 2024, Attorney General James, the CFPB, and a multistate coalition won an $811 million judgment against a bond services company, Libre by Nexus, for unfairly targeting immigrants and their families with deceptive and abusive tactics. In January 2023, Attorney General James and the CFPB sued one of the nation’s largest auto lenders, Credit Acceptance Corporation (CAC), for deceiving thousands of low-income New Yorkers into signing high-interest car loans. The CFPB and the Office of the Attorney General (OAG) also sued a cash advance company for defrauding 9/11 victims out of money intended to help cover their medical costs, lost income, and other critical needs.

    Ocala, FL – Acting United States Attorney Sara C. Sweeney announces the filing of a criminal complaint charging Junior Alexander Sanabria-Barrera (27, Honduras) with illegal reentry by a previously deported alien.

    According to court documents, Sanabria-Barrera is a citizen and national of Honduras. He was previously removed from the United States in April 2023. Afterward, Sanabria-Barrera was found to be voluntarily in the United States when he was encountered by law enforcement in Sumter County, Florida, on February 14, 2025. Sanabria-Barrera had not received the consent of the Attorney General or the Secretary of Homeland Security to apply for readmission to the United States.

    A complaint is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

  • MIL-OSI Security: Honduran National Charged With Failure To Depart And Hindering Removal From The United States

    HARRISBURG – The United States Attorney’s Office for the Middle District of Pennsylvania announced that Noel Chinchilla-Avilez, age 26, of Honduras, was indicted yesterday by a federal grand jury for failure to depart the United States after a final order of removal and hindering removal from the United States.

    According to Acting United States Attorney John C. Gurganus, the indictment alleges that Chinchilla-Avilez was subject to a final order of removal. It is alleged that he failed to depart the United States within 90 days of that order, as required by law, and hindered removal from the United States.

    This matter was investigated by Homeland Security Investigations (HSI). Assistant United States Attorney Michael Scalera is prosecuting the case.

    The maximum penalty under federal law for these offenses is up to eight years of imprisonment and a $500,000 fine. A sentence following a finding of guilt is imposed by the Judge after consideration of the applicable federal sentencing statutes and the Federal Sentencing Guidelines.

    Indictments are only allegations. All persons charged are presumed to be innocent unless and until found guilty in court.

    Leaders from around 50 countries made new national commitments to advance road safety at the Fourth Global Ministerial Conference on Road Safety that was hosted that by the Kingdom of Morocco and the World Health Organization [WHO] in Marrakech, Morocco today.

    Road crashes kill nearly 1.2 million people each year – more than two deaths per minute – and are the leading cause of death among children and young people aged 5-29 years.

    Ministers from 100 countries endorsed the Marrakech Declaration for Global Road Safety. that calls on governments to make road safety a political priority, ensure sustained funding and advance actions to achieve the goal of halving road deaths by 2030 as set out in the United Nations Decade of Action for Road Safety 2021-2030 and the Sustainable Development Goals.

  • MIL-OSI Security: Fourteen Members of Bandidos Motorcycle Gang Indicted for Offenses Including Racketeering, Assault, and Murder

    HOUSTON – A 22-count indictment has been unsealed in the Southern District of Texas (SDTX) following an operation targeting multiple members of an allegedly violent, transnational motorcycle gang in the Houston metropolitan area.

    Current and former members of the Bandidos Outlaw Motorcycle Gang and Mascareros Motorcycle Club are charged for their alleged roles in a criminal enterprise engaged in violent criminal activity in and around Houston. The Mascareros is a support club of the Bandidos.

    Several of those are expected to make their initial appearance before U.S. Magistrate Judge Dena Hanovice Palermo at 2 p.m. Feb. 20.

    A federal grand jury returned an indictment Feb. 11 against 14 members and associates of the Bandidos outlaw motorcycle gang accusing them of various crimes, to include engaging in a conspiracy to commit racketeering activity and committing violent crimes in furtherance of the gang such as murder, attempted murder and assault. The indictment alleges the Bandidos are a self-identified “outlaw” motorcycle organization with a membership of approximately 1,500 to 2,000 in the United States and an additional 1,000 to 1,500 members internationally, including in Mexico.

Ganjei. “The indictment here not only alleges shocking crimes of violence, but also alleges that these offenses were committed openly and wantonly, where any innocent member of the public could have been hurt or killed.”

    The indictment alleges that beginning in 2019, a violent turf war erupted between the Bandidos and B*EAST, a rival outlaw motorcycle gang in the Houston area. As part of this turf war, Bandidos national leadership allegedly put out a “smash on site” order to commit physical assaults, including murder, against B*EAST members. The turf war has resulted in gunfire exchanged on public roadways and in public establishments with innocent civilians present, according to the charges.

    John M. Pfeffer aka Big John, 32, Darvi Hinojosa aka 10 Round, 35, Bradley Rickenbacker aka Dolla Bill, 37, all of Katy; Michael H. Dunphy aka Money Mike, 57, Cleveland; Christopher Sanchez aka Monster, 40, Tomball; and Brandon K. Hantz aka Loco and Gun Drop, 33, Crosby; are charged with conspiracy to commit racketeering activity. Pfeffer, Dunphy, Hinojosa, Rickenbacker and Sanchez are further charged with multiple counts of assault in aid of racketeering. Pfeffer, Hinojosa, Rickenbacker and Sanchez are also charged with using a firearm during and in relation to a crime of violence, while Sanchez faces charges of being a felon in possession of a firearm. Hantz is also charged with arson.

    Pfeffer, Hinojosa, Rickenbacker and Sanchez each face up to life in prison if convicted, while Dunphy and Hantz each face up to 20 years on each of their counts upon conviction.

    The indictment also charges David Vargas aka Brake Check and First Time, 33, Houston, with murder in aid of racketeering; using a firearm during and in relation to a crime of violence resulting in death; attempted murder in aid of racketeering; and using, carrying, brandishing, discharging and possessing a firearm during and in relation to the attempted murders. All those charges relate to the killing of a rival and the shooting of two others. Murder in aid of racketeering carries a mandatory life sentence or the death penalty, if convicted.

    Further, Pfeffer and Rickenbacker are also charged with assault in aid of racketeering and using a firearm during and in relation to a crime of violence  along with Marky Baker aka Pinche Guero and Guero, 40, Ronnie McCabe aka Meathead, 56, and Jeremy Cox aka JD, 37, all of Houston; Roy Gomez aka Repo, 50, Richmond; and Marcel Lett, 56, Pearland. These charges are in relation to an alleged assault and robbery that resulted in the death of a rival. If convicted, they face up to life in prison.

    Hinojosa is also charged along with John Sblendorio aka Tech9, 54, Houston, with conspiracy to commit murder in aid of racketeering, attempted murder in aid of racketeering, assault in aid of racketeering and using a firearm during and in relation to a crime of violence in connection with the shooting of a rival gang member. Hinojosa is also charged with conspiracy to distribute cocaine and three counts of possession with intent to distribute cocaine. Sblendorio and Hinojosa each face up to life in prison, if convicted.

    In addition, Sean G. Christison, aka Skinman, 30, Katy, is charged with possession with intent to distribute cocaine and possession of a firearm in furtherance of a drug trafficking crime. He faces a maximum penalty of life imprisonment.

    WASHINGTON  In a speech on the Senate floor today, U.S. Senate Democratic Whip Dick Durbin (D-IL) criticized President Trump and Elon Musk’s ill-advised mission to dismantle the U.S. Agency forInternational Development (USAID)—the largest distributor of humanitarian aid in the world.  Consequently, programs that provide clean drinking water, treat debilitating disease, and advance human rights have been shut down, recklessly gutting American soft power and providing a huge strategic opening to China. 

    “This month, President Trump and Elon Musk attempted to dismantle USAID, the largest distributor of humanitarian aid on this earth.  Musk was gleeful when he said we are ‘feeding USAID to the wood chipper,’” Durbin began.

    Durbin then listed the critical programs housed under USAID, which have since shuttered.  USAID has provided clean water in Haiti and Jordan, helped fight malaria and tuberculosis in Kenya and Uganda, and supported human rights programs in countries such as Burma, China, Iran, North Korea, and Sudan.  The agency has also provided economic assistance to Central America to address the root causes of migration and counter the flow of fentanyl in to the U.S., in addition to leading campaigns to counter disinformation from Russia and China to protect U.S. national security interests.

    Despite blatantly inaccurate claims from President Trump and Musk, USAID funding makes up only one percent of the federal budget and billions of those aid dollars flow back into the American economy.  Furthermore, these programs have a long history of broad bipartisan support in Congress.  In Illinois, these cuts have forced the closure of the Soybean Innovation Lab at the University of Illinois.  As a result, 30 experts will lose jobs that were dedicated to expanding international soybean markets, at a time when Illinois ranks number one in the U.S. for soybean production, and new markets are critical foraddressing low soybean prices.

    “Not only are these cuts to USAID a betrayal of American values to satisfy the narcissism of Elon Musk, but they hurt innocent people, and they hurt American farmers… who, for decades, have helped provide such critical and strategic food aid,” Durbin continued.  “Not only is this sweeping aid cut illegal and counterproductive, but it hurts American farmer in Illinois, Kansas, Louisiana, Nebraska, Iowa, Texas, Wisconsin, and many other states.   American farms supply more than 40 percent of the food aid that USAID distributes around the world.  And now, hundreds of millions of dollars’ worth of such commodities are stranded in ports, rotting away at the direction of the new administration.”

    In addition to hurting the U.S. economy, halting foreign aid has endangered global programs that have helped stem pandemics and supported clean water and sanitation programs.

    After examining the fallout of the 2008 financial crisis, Congress concluded the crisis resulted in part from the failure of federal banking and other regulators to address significant consumer protection issues detrimental to both consumers and the safety and soundness of the banking system. In direct response to these events, Congress established the CFPB and tasked it with enforcing numerous federal consumer protection statutes and enacting regulations to further these efforts. For over a decade, the CFPB has served as an invaluable partner to state attorneys general and state banking regulators, both by working to protect consumers against fraudulent and abusive practices and by advancing a fair and level playing field in consumer financial markets by issuing regulations under federal law. 

    In the last month, the Trump Administration has taken a series of actions intended to debilitate the CFPB, including issuing a suspension of work across the agency, terminating probationary employees, and announcing a decision not to draw additional funding from the Federal Reserve. These actions appear to be part of a unilateral effort to permanently shut down the agency, including programs and operations mandated by federal law. 

    In the brief, filed in the U.S. District Court for the District of Maryland, the attorneys general argue the haphazard and chaotic shuttering of the CFPB: 

    • Has caused and will continue to cause irreparable harm to the wellbeing of consumers and the states’ own enforcement efforts. 
    • Leaves no oversight over large national banks. 
    • Rapidly and substantially increases the burden on state agencies to protect consumers. 

    For example, one of the most significant losses associated with the CFPB’s shuttering is the loss of their consumer-complaint system, which fields approximately 25,000 consumer complaints about financial products and services each week. This system allows the CFPB to identify and prioritize complaints where a consumer is at risk of imminent home foreclosure and then refer consumers to housing counselors to help them avoid losing their home.

    Additionally, the CFPB is the sole federal regulator of nonbank mortgage lenders, and the sole federal entity that is statutorily authorized to supervise and bring enforcement actions against national banks in connection with “abusive” practices. Since 2022, California has referred nearly 4,000 consumers to the CFPB in circumstances where the Bureau is best positioned to provide the assistance needed. 

    The CFPB’s sudden gutting also means that there will be essentially no oversight of very large banks, such as JPMorgan and Wells Fargo, for their compliance with consumer financial-protection laws. Very large financial institutions that compete with state-chartered banks will have the freedom to loosen their regulatory compliance and profit accordingly — to the detriment of consumers and competing banks and credit unions — as was seen in the years leading up to the 2008 financial crisis.

  • MIL-OSI Global: Trump’s threats on Greenland, Gaza, Ukraine and Panama revive old-school US imperialism of dominating other nations by force, after decades of nuclear deterrence

    Imperialist rhetoric is becoming a mark of President Donald Trump’s second term. From asserting that the U.S. will “take over” the Gaza Strip, Greenland and the Panama Canal to apparently siding with Russia in its war on Ukraine, Trump’s comments suggest a return to an old imperialist style of forcing foreign lands under American control.

    Imperialism is when a nation extends its power through territorial acquisition, economic dominance or political influence. Historically, imperialist leaders have used military conquest, economic coercion or diplomatic pressure to expand their dominions, and justified their foreign incursions as civilizing missions, economic opportunities or national security imperatives.

    The term “empire” often evokes the Romans, the Mughals or the British, but the U.S. is an imperial power, too. In the 19th and early 20th century, American presidents expanded U.S. territory westward across the continent and, later, overseas, acquiring Puerto Rico and other Caribbean islands, Guam and the Philippines.

    After that, outright territorial conquest mostly ceased, but the U.S. did not give up imperialism. As I trace in my 2023 book, “Dying by the Sword,” the country instead embraced a subtler, more strategic kind of expansionism. In this veiled imperialism, the U.S. exerted its global influence through economic, political and threatened military means, not direct confrontation.

    Embracing traditional U.S. imperialism would upend the rules that have kept the globe relatively stable since World War II. As an expert on U.S. foreign policy, I fear that would unleash fear, chaos – and possibly nuclear war.

    No redrawing borders

    One of the most fundamental principles of this post-war international system is the concept of sovereignty – the idea that a nation’s borders should remain intact.

    The United Nations Charter, signed in San Francisco in 1945, explicitly bars countries from obtaining territory through force. Outright annexation or territorial takeover is considered a direct violation of international law.

    Work by the late political scientist Mark Zacher outlines how, since World War II, the international community – including the U.S. – has largely upheld this standard.

    But imperialism still shapes world politics.

    Russian President Vladimir Putin’s full-scale invasion of Ukraine in 2022 is a blatant instance of imperial ambition justified by alleged historical grievances and national security concerns. Russia’s invasion set a dangerous precedent by undermining the principle that borders can’t be changed by force and that countries shouldn’t resort to aggression.

    Putin’s precedent, in turn, has raised concerns that another great power may attempt to forcibly redraw international borders.

    Take China, for example. President Xi Jinping has become increasingly aggressive toward Taiwan since 2019. If Putin’s invasion culminates with Russia successfully annexing parts of Ukraine – which the Trump administration has agreed with Russia should be part of any settlement – Xi may follow through on his threats to invade Taiwan.

    Respect for national sovereignty has made the world more stable and less violent.

    The decline of traditional imperialism after World War II led to a flourishing of independent nation-states. As former colonial powers gradually relinquished control of their holdings in the second half of the 20th century – voluntarily or after losing wars of independence – the number of sovereign countries increased dramatically. The U.N. had 51 member countries in 1945 and over 150 by 1970.

    The U.N. was founded on the idea that people of all countries should have a say in how they build their own futures. Today, 197 countries try to work together through the U.N. on a wide range of global issues, including defending human rights and reducing global poverty.

    When a major power like the U.S. openly embraces imperialist rhetoric, it further weakens the already fragile rules that keep this delicate collaboration working.

    Nonviolent imperialism

    Imperialism does not require military force. Great powers still exert influence over weaker nations, shaping their behavior through economic might and wealth, diplomacy and strategic alliances.

    The U.S. has long engaged in this form of influence. It has often pursued its imperialist agenda in what I would call a more “gentlemanly manner” than historical empires with their bloody physical conquests.

    During the Cold War, for example, the U.S. established extensive dominance over much of the globe. In Latin America and the Middle East, it used economic aid, military alliances and ideological persuasion rather than outright territorial expansion to exert its control. Russia did the same in Eastern Europe and its other spheres of influence.

    Today, China excels at nonviolent imperialism. Its Belt and Road Initiative, a global infrastructure construction project launched in 2013, has created deep economic dependencies among partner nations in Africa, South Asia and Latin America. Trade and diplomatic ties between China and those regions are much closer today as a result.

    Nuclear era

    A critical distinction between imperialism past and present is the presence of nuclear weapons.

    In previous eras, great powers frequently fought wars to expand their influence and settle disputes. Countries could attempt to seize territory with little risk to their survival, even in defeat.

    The sheer destructive potential of nuclear arsenals has changed this calculus. The Cold War doctrine of mutually assured destruction guarantees that if one country launches a nuclear weapon, it will quickly become the target of nuclear counterattack: annihilation for all sides.

    Any major war between nuclear-armed nations now carries the risk of massive, potentially planetary, destruction. This makes direct conquest an irrational, even suicidal strategy rather than a calculated political maneuver.

    And it makes Trump’s old-school imperial rhetoric particularly dangerous.

    If the U.S. tried to annex foreign territory, it would almost certainly provoke serious international conflict. That’s especially true of the most strategic places Trump has threatened to “take over,” like the Panama Canal, which links 1,920 ports across 170 countries.

    These imperialist threats, even if they’re not intended as serious policy proposals, are already ratcheting up global tensions.

    Panamanian President José Raúl Mulino — a pro-American ally — has flatly ruled out negotiating with the U.S. over control of the Panama Canal. Denmark’s prime minister, Mette Frederiksen, says its territory of Greenland is “not for sale.” And Palestinians in Gaza, for their part, fiercely reject Trump’s plan to move all of them out and turn their homeland into a “Middle East Riviera,” as have neighboring Arab countries, which could be expected to absorb millions of displaced Palestinians.

    Rhetoric shapes perception, and perception influences behavior. When an American president floats acquiring foreign territories as a viable policy option, it signals to both allies and enemies that the U.S. is no longer committed to the international order that has achieved relative global stability for the past 75 years.

    With wars raging in the Middle East and Europe, this is a risky time for reckless rhetoric.

  • MIL-OSI Global: How allies have helped the US gain independence, defend freedom and keep the peace – even as the US did the same for our friends

    Make Canada angry. Make Mexico angry. Make the members of NATO angry.

    During the first few weeks of the second Trump administration, President Donald Trump, Vice President JD Vance and Defense Secretary Pete Hegseth said a lot of things about longtime allies that caused frustration and outright friction among the leaders of those countries.

    Trump and Vance indeed appear to disdain close alliances, favoring an America First approach to the world. A New York Times headline characterized the relationship between the U.S. and Europe now as “A Strained Alliance.”

    As a former diplomat, I’m aware that how the U.S. treats its allies has been a crucial question in every presidency, since George Washington became the country’s first chief executive. On his way out of that job, Washington said something that Trump, Vance and their fellow America First advocates would probably embrace.

    In what’s known as his “Farewell Address,” Washington warned Americans against “entangling alliances.” Washington wanted America to treat all nations fairly, and warned against both permanent friendships and permanent enemies.

    The irony is that Washington would never have become president without the assistance of the not-yet-United-States’ first ally, France.

    In 1778, after two years of brilliant diplomacy by Benjamin Franklin, the not-yet-United States and the Kingdom of France signed a treaty of alliance as the American Colonies struggled to win their war for independence from Britain.

    France sent soldiers, money and ships to the American revolutionaries. Within three years, after a major intervention by the French fleet, the battle of Yorktown in 1781 effectively ended the war and America was independent.

    Isolationism, then war

    American political leaders largely heeded Washington’s warning against alliances throughout the 1800s. The Atlantic Ocean shielded the young nation from Europe’s problems and many conflicts, and America’s closest neighbors had smaller populations and less military might.

    Aside from the War of 1812, in which the U.S. fought the British, America largely found itself protected from the outside world’s problems.

    That began to change when Europe descended into the brutal trench warfare of World War I.

    Initially, American politicians avoided becoming involved. What would today be called an isolationist movement was strong, and its supporters felt that the war in Europe was being waged for the benefit of big business.

    But it was hard for the U.S.to maintain neutrality. German submarines sank ships crossing the Atlantic carrying American passengers. The economies of some of America’s biggest trading partners were in shreds; the democracies of Britain, France and other European countries were at risk.

    President Woodrow Wilson led the United States into the war in 1917 as an ally of the Western European nations. When he asked Congress for a declaration of war, Wilson touted the value of like-minded allies, saying, “A steadfast concert for peace can never be maintained except by a partnership of democratic nations.” The war was over within 16 months.

    Immediately after the war, the Allies – led by the U.S., France and Britain – stayed together to craft the peace agreements, feed the war-ravaged parts of Europe and intervene in Russia after the Communist Revolution there.

    Prosperity came along with the peace, helping the U.S. quickly develop into a global economic power.

    However, within a few years, American politicians returned to traditional isolationism in political and military matters and continued this attitude well into the 1930s. The worldwide Great Depression that began in 1929 was blamed on vulnerabilities in the global economy, and there was a strong sentiment among Americans that the U.S. should fix its internal problems rather than assist Europe with its problems.

    Alliance counters fascism

    As both Hitler and the Japanese Empire began to attack their neighbors in the late 1930s, it became clear to President Franklin Roosevelt and other American military and political leaders that the U.S. would get caught up in World War II. If nothing else, airplanes had erased America’s ability to hide behind the Atlantic Ocean.

    Though public opinion was divided, the U.S. began sending arms and other assistance to Britain and quietly began military planning with London. This was despite the fact that the U.S. was formally neutral, as the Roosevelt administration was pushing the limits of what a neutral nation can do for friendly nations without becoming a warring party.

    In January of 1941, Roosevelt gave his annual State of the Union speech to Congress. He appeared to prepare the country for possible intervention – both on behalf of allies abroad and for the preservation of American democracy:

    “The future and the safety of our country and of our democracy are overwhelmingly involved in events far beyond our borders. Armed defense of democratic existence is now being gallantly waged in four continents. If that defense fails, all the population and all the resources of Europe, and Asia, and Africa and Australasia will be dominated by conquerors. In times like these it is immature – and incidentally, untrue – for anybody to brag that an unprepared America, single-handed, and with one hand tied behind its back, can hold off the whole world.”

    When the Japanese attacked Hawaii in 1941 and Hitler declared war on the United States, America quickly entered World War II in an alliance with Britain, the Free French and others.
    Throughout the war, the Allies worked as a team on matters large and small. They defeated Germany in three and half years and Japan in less than four.

    As World War II ended, the wartime alliance produced two longer-term partnerships built on the understanding that working together had produced a powerful and effective counter to fascism.

    Foreign Policy In Focus

    Postwar alliances

    The first of these alliances is the North Atlantic Treaty Organization, or NATO. The original members were the U.S., Canada, Britain, France and others of the wartime Allies. There are now 32 members, including Poland, Hungary and Turkey.

    The aims of NATO were to keep the peace in Europe and contain the growing Communist threat from the Soviet Union. NATO’s supporters feel that, given that the wars in the former Yugoslavia in the 1990s and in the Ukraine today are the only major conflicts in Europe in 80 years, the alliance has met its goals well. And NATO troops went to Afghanistan along with the U.S. military after 9/11.

    The other institution created by the wartime Allies is the United Nations.

    The U.N. is many things – a humanitarian aid organization, a forum for countries to raise their issues and a source of international law.

    However, it is also an alliance. The U.N. Security Council on several occasions authorized the use of force by members, such as in the first Gulf War against Iraq. And it has the power to send peacekeeping troops to conflict areas under the U.N. flag.

    Other U.S. allies with treaties or designations by Congress include Australia, New Zealand, Japan, Israel, three South American countries and six in the Middle East.

    In addition to these formal alliances, many of the same countries created institutions such as the World Bank, the International Monetary Fund, the Organization of American States and the European Union. The U.S. belongs to all of these except the European Union. During my 35-year diplomatic career, I worked with all of these institutions, particularly in efforts to stabilize Africa. They keep the peace and support development efforts with loans and grants.

    Admirers of this postwar liberal international order point to the limited number of major armed conflicts during the past 80 years, the globalized economy and international cooperation on important matters such as disease control and fighting terrorism.
    Detractors point to this system’s inability to stop some very deadly conflicts, such as Vietnam or Ukraine, and the large populations that haven’t done well under globalization as evidence of its flaws.

    The world would look dramatically different without the Allies’ victories in the two World Wars, the stable worldwide economic system and NATO’s and the U.N.’s keeping the world relatively peaceful.

    But the value of allies to Americans, even when they benefit from alliances, appears to have shifted between George Washington’s attitude – avoid them – and that of Franklin D. Roosevelt – go all in … eventually.

  • MIL-OSI United Nations: 20 February 2025 Departmental update Message by the Director of the Department of Immunization, Vaccines and Biologicals at WHO – January/February 2025

    Safeguarding children and adolescents from deadly, yet preventable diseases, such as polio, measles, diphtheria, pertussis, human papillomavirus and tetanus, among others, is the foundation of the Expanded Programme on Immunization (EPI) – saving an estimated 154 million lives and adding over 10 billion years of healthy life. Through strong partnerships and countries’ commitments vaccines have reached every corner of the world and became the single greatest contribution of any health intervention to ensuring babies not only see their first birthdays but continue leading healthy lives into adulthood.

    2025 marks a significant turning point for immunization efforts worldwide.

    Last year, we celebrated the remarkable progress made by the global immunization community since 1974. Each year, new and under-utilized vaccines continue to be introduced in countries. In 2024, four new countries introduced HPV vaccines and 25 adopted the single-dose schedule. Additionally, Niger and Nigeria became the first countries to implement the Men5CV vaccine, a new and affordable meningococcal pentavalent conjugate vaccine, and more than 12 million doses of malaria vaccine reached 17 countries in Africa in 2024 – a pivotal moment in the fight to end malaria.

    The Big Catch-up Initiative, a major vaccine co-financing initiative in collaboration with Gavi and UNICEF, began reaching children left unvaccinated as a result the pandemic. By the end of 2024, an estimated 143 million vaccine doses had been delivered to 36 countries and 10.5 million catch-up doses had already been administered. This year, an additional 104 million doses will be delivered as part of the Big Catch-up, and a new WHO global monitoring dashboard is enabling real-time data tracking to continually strengthen countries strategies and our support to them. The midway point of the Immunization Agenda 2030 is upon us. As we look towards the next five years there are challenges ahead, but the goal is more relevant than ever.

    Five immunization priorities for 2025

    Equity: Reaching Zero-Dose Children

    Vaccine equity remains one of the most urgent global health challenges of our time. While immunization programs have made tremendous progress, millions of children worldwide remain unreached—many of whom are classified as zero-dose children, meaning they have not received a single vaccine. In 2023, 14.5 million children had received no vaccines at all, a sharp increase from 12.9 million in 2019. These children are disproportionately from marginalized communities, including those in conflict zones, remote areas, and urban slums. The gap in coverage not only fuels preventable disease outbreaks but also deepens existing inequalities in health outcomes. Closing this gap requires targeted strategies: improving supply chains, strengthening healthcare infrastructure, and addressing socioeconomic barriers that prevent families from accessing vaccination services. Achieving true equity means ensuring that no child is left behind.

    Outbreaks: The Resurgence of Measles and System Strengthening

    Vaccine-Preventable Disease surveillance is another pillar of global health security. From yellow fever to measles to pneumonia, early detection ensures vaccines reach those who need them most. The alarming rise in measles cases is a stark reminder of result when immunization networks are weakened. Once considered on the path to elimination in many regions, measles is resurging due to gaps in vaccine coverage. This increase is a warning signal that vaccination systems are at risk—delayed campaigns, supply chain disruptions, and weakened trust in health services have created the basis for outbreaks. Strengthening immunization programmes is not just about responding to crises but about intense work to build resilient health systems so those crises are averted in the first place. This means enhancing surveillance, ensuring robust stockpiles of vaccines, training health workers, assuring data systems are in place to drive impact and intensifying essential immunization services. A failure to act decisively now could see other vaccine-preventable diseases following the same dangerous trend.

    Vaccine Confidence: Strengthening Trust Among Communities and Health Workers

    Confidence in vaccines is the backbone of successful immunization efforts. The past few years have exposed both the strengths and vulnerabilities of public trust in vaccines. Misinformation, historical mistrust, and political instability threaten to erode hard-won gains. At the same time, frontline health workers—the trusted faces of vaccination—must be supported with training and resources to confidently engage with communities. Trust must be built through transparency, education, and engagement. Governments, civil society, and the private sector must work together to counter misinformation and misrepresentation, amplify accurate information, and ensure that communities feel empowered, not coerced, in vaccine decision-making.

    New Vaccines: Innovation, Hope, and the Need for Strong Support

    Innovation in vaccines brings immense opportunity for tackling some of the world’s deadliest diseases. The introduction of new vaccines—whether for malaria, RSV, or the next pandemic threat—represents a turning point in public health.  New vaccines are only as impactful as the systems that deliver them. The success of these vaccines hinges not just on their development but on their effective introduction and sustained delivery. This is where our role supporting countries is critical: ensuring that regulatory approvals, financing mechanisms, health system readiness, and community acceptance are in place. Investing in the introduction of these vaccines with the same urgency as their research and development will be key to translating scientific breakthroughs into real-world protection.

    Funding and political challengers

    In January, President Donald Trump signed an Executive Order indicating the United States’ intent to withdraw from WHO. We remain hopeful that the US will reconsider. For decades, the partnership between the US and WHO has been instrumental in achieving historic public health milestones—from the eradication of smallpox to advancing global immunization efforts that have saved millions of lives in the US and around the world. This collaboration has protected Americans at home and abroad through disease surveillance, accelerating scientific progress, and ensuring that life-saving health interventions reach those who need them most, and shutting down outbreaks when they emerge, to limit their impact.

    Global health security is a shared responsibility. Infectious diseases do not respect borders, and the challenges we face—whether responding to outbreaks, developing new vaccines, or ensuring equitable access to healthcare—require international cooperation.

    WHO remains committed to its mission and will continue working with partners to strengthen global health systems. Strong leadership and sustained funding are critical to ensuring immunization programmes remain resilient. However, the political landscape for vaccines is increasingly unpredictable, putting decades of progress at risk.

    Moving Forward Together: A Moment for Global Health Cooperation

    Two upcoming meetings will be pivotal in providing critical guidance for future immunization policies and strategies.

    The Strategic Advisory Group of Experts on Immunization (SAGE) will meet 10-13 March 2025, to advance global immunization policies and priorities. Key discussions will focus on IA2030 progress, pneumococcus vaccine schedules, varicella-zoster vaccination, new vaccine introductions, NITAG strengthening, and global polio eradication policy decisions and mpox updates. The Global Vaccine and Immunization Research Forum (March 25-27, Rio de Janeiro, Brazil) will convene experts from around the world to advance vaccine innovations, sustainable R&D investments, Artificial Intelligence applications to vaccine development, climate-related challenges to immunization, and equitable access to vaccines. Key discussions will highlight Latin American advancements, maternal and new TB vaccines, vaccine role to reduce antimicrobial resistance, and clinical trial innovations for immunization.

    In closing, I want to thank Member States, partners, and all those in the global health community for the resilient commitment and focus on immunization, driven always by high quality evidence, science and impact. Now is the time to remain committed and sharpen our focus so that immunization for all is a reality.

    The world has the tools, knowledge, and capacity to protect future generations through vaccines. Political will and global solidarity are more valuable than ever to make that happen.

    In the words of Dr. Albert Sabin, “A scientist who is also a human being cannot rest while knowledge which might be used to reduce suffering rests on the shelf.” Let’s ensure that decades of progress are not left behind, but are built upon. It is in our hands. It is Humanly Possible.

    Over the past 18 months, our team has undertaken a comprehensive reassessment of nearly every facet of Aterian’s business model as part of our turnaround strategy. This deep evaluation of our brand portfolio, marketing strategies, inventory management, marketplace operations, supply chain, and overall fixed costs laid the foundation for the strategic initiatives we have implemented.     2024: A Year of Achievement

    2024 was a year of achievement as we delivered on many of our key objectives which we announced in late 2023. We streamlined our product portfolio to six highly regarded foundational brands—Squatty Potty, hOmeLabs, PurSteam, Mueller Living, Photo Paper Direct, and Healing Solutions—that deliver quality, affordable products to consumers. We also simplified our go-to-market and marketing strategies, improved efficiencies in our marketplace account structures and our supply chain and transitioned from an internally developed tech platform to a best-in-class third-party model, thereby increasing our efficiency, nimbleness, and cost savings. Additionally, we improved our working capital profile by completing our inventory rightsizing and renegotiating and extending our credit facility.

    In late 2024, we launched several new products under our PurSteam and Mueller Living brands, marking an exciting return to our product development efforts. Organic product launches remain an important component of our growth strategy, and we expect to continue these efforts throughout 2025, with a focus on the second half of the year.

    We also continue to deliver on our commitment to implementing an omnichannel sales approach to reach new consumers and remain competitive in the ever-evolving e-commerce landscape. In the fourth quarter of 2024, we began selling products from our hOmeLabs, PurSteam, and Mueller Living brands on Target+, the invitation-only online marketplace of Target Corporation, while expanding product offerings of Squatty Potty on Target+.     Our Efforts are Yielding Tangible Results

    Our progress was evident in our third quarter 2024 year to date financial results. When compared to the same nine-month period in 2023, we generated significant improvements in gross margin and contribution margin, and narrowed our net loss by $56.3 million, or 84%.

    We also reported positive adjusted EBITDA for both the second and third quarters of 2024.

    At September 30, 2024, our cash flow from operations was $2.2 million, a $10.6 million improvement from the same period in 2023, our credit facility balance declined by $4.4 million from December 31, 2023, and we had cash on hand of $16.1 million.

    Fourth Quarter 2024 Preliminary Results

    This momentum carried into the final quarter of the year. For the fourth quarter of 2024, we now expect to report net revenue between $24.2 million and $25.0 million which is at the higher end of our previous guidance of $22.5 million to $25.5 million. As previously disclosed, we continue to expect that this level of revenue will produce approximately breakeven adjusted EBITDA.

    We expect that our cash position at December 31, 2024 will improve to approximately $18 million from $16.1 million at September 30, 2024, while our credit facility balance is expected to increase slightly from $6.7 million at September 30, 2024 to approximately $6.9 million at December 31, 2024.

    Looking ahead to 2025, we are confident that Aterian will evolve into a growth company, driven by our omnichannel expansion initiatives, organic product launches, and a commitment to prudent capital allocation strategies. In comparison to 2024, we expect to produce higher revenue, along with continuing improvements in operating efficiencies and adjusted EBITDA. More importantly, we believe that our efforts to date have placed us firmly on the path to producing these results on a sustainable basis.

    We believe we have taken a conservative approach in our expectations for 2025 by considering both the potential impact of increased tariffs on Chinese imports, and to a lesser extent, those from Canada, as well as the proactive measures we would implement to mitigate their effects. Our primary strategy to offset these tariffs would be price adjustments on select products, supplemented by additional cost-management initiatives, if deemed necessary. As trade policies evolve, we will continue to monitor developments and adjust our responses, as needed.

    We are continuing our efforts to identify product sourcing alternatives outside of China, wherever possible, in response to the current uncertainty of U.S. trade policies.     Amnesty International has found that the right to seek asylum in the United States is non-existent at the U.S.-Mexico border, in violation of U.S. human rights national and international obligations. The organization outlined its findings in a new briefing released today, which documents the treatment of people seeking safety in the United States interviewed between February 3-9 at the border.

    These alarming findings stem from the Trump administration’s executive actions and the increased militarization of the border by the Mexican government.

    The briefing, Lives in Limbo: Devastating Impacts of Trump’s Migration and Asylum Policies, outlines the complete gutting of the right to seek asylum by the U.S. government at the U.S.-Mexico border, with virtually no way for people seeking safety to go through the legal process. According to U.S. immigration law, asylum seekers must apply at a port of entry.

    The organization concluded in its research findings that while the mandatory use of the CBP One App to seek asylum was unlawful, the end of its usage has ultimately left tens of thousands of people stranded in Mexico with nowhere to go – even unaccompanied minors are stuck without a way to seek safety.

    Without CPB One appointments, people are trapped in risky and precarious situations on the southern side of the border, which is especially dangerous for Mexican asylum seekers. Amnesty conducted interviews with dozens of people experiencing the impact of this change in border policies and those testimonies are provided in the briefing.

    Along with targeted ICE enforcement across the U.S., the Trump administration has dismantled the U.S. Refugee Admissions Program and ended rights enshrined in the U.S. Constitution like birthright citizenship, along with other anticipated actions rooted in racism and white supremacy.

    In Mexico, the government deepened the militarization at the border by sending 10,000 new members of the Mexican military, fueling a climate of fear among people seeking safety and leading to mass detention and deportation.

    “The fact that it is now impossible to seek asylum at the U.S.-Mexico border places Mexicans seeking safety at particular risk,” said Mónica Oehler Toca, Amnesty International’s Researcher. “Unlike individuals of other nationalities, they are fleeing persecution in Mexico and now have no way of seeking international protection in the United States.”

    Amnesty International continues to call on the United States to urgently adopt solutions that abide by human rights obligations and to stop playing politics and stoking fear with people’s lives to facilitate the adoption of increasingly draconian border and immigration policies that violate the human rights of people seeking safety, fuel violence against Black, brown, and Indigenous communities, and exacerbate the dysfunction of an already-beleaguered immigration system.

    • The share buyback plan does not require the Company to acquire any specific number of shares and may be terminated at any time. Repurchases of shares pursuant to the share buyback plan will be conducted in accordance with applicable law, including U.S. securities laws.

    New Tax in Colombia

    • On February 14, 2025, Colombia’s Ministry of Finance introduced, through executive decree, a value added (i.e. indirect) tax of 19% on all online deposits;
    • The tax will be effective on February 21, 2025, and will remain in effect through December 31, 2025, though we expect legal challenges from the industry with respect to its constitutionality;
    • The Company is currently assessing how it will respond from a legal and operating perspective to this tax and potential impacts on its business in Colombia.

Companies, including those from EU Member States, are reducing or halting their cooperation with Cuba in the face of US threats and coercive measures. Cuba’s inclusion on the US list of so-called ‘state sponsors of terrorism’ has forced several financial institutions to suspend their operations with the country, including transfers for the purchase of food, medicine, fuel and other essential goods.

    The UN General Assembly has called for an end to this blockade 32 times. Its most recent resolution, entitled ‘Necessity of ending the economic, commercial and financial embargo imposed by the United States of America against Cuba’, was adopted on 10 October 2024 by 187 votes in favour, two against and one abstention.

    In the light of the above, we ask the Council:

    • 1.What measures will the European Union take with the US authorities to remove Cuba from the list of so-called ‘state sponsors of terrorism’?
    • 2.What measures will the European Union take with the US authorities to implement the position expressed in 32 UN General Assembly resolutions with a view to putting an end to the economic, commercial and financial blockade imposed by the United States on Cuba?
    • 3.What measures will the Council take to defend the interests of the Member States in view of the extraterritorial nature of the blockade unilaterally imposed on Cuba by the United States?

    One of the first measures taken by the incoming President of the United States, Donald Trump, was to designate Mexican drug cartels as ‘foreign terrorist organisations’[1] in order to be able to allocate the necessary resources to the war on drugs.

    However, at the end of January, the Council renewed the EU list of terrorist persons, groups and entities[2] without including the Mexican drug cartels as the Trump administration had done.

    As this Member has warned in previous questions (E-001790/2024[3], E-002382/2024[4] and E-002686/2024/rev.1[5]), the complicity of Claudia Sheinbaum’s government with drug trafficking organisations – with the approval of the botched judicial reform or with an unambitious ‘zero impunity’ security strategy, for instance – is making life easy for these organisations and ensuring their impunity in Mexico.

    In light of the above:

    • 1.Will the Council include Mexican cartels on the list as part of the forthcoming review of Common Position 2001/931/CFSP of 27 December 2001 on the application of specific measures to combat terrorism?
    • 2.Will the Council attempt to coordinate a security strategy with the United States so as to jointly combat drug trafficking?
