    AUSTIN, Texas, Oct. 16, 2024 (GLOBE NEWSWIRE) — Phunware, Inc.     Dear Fellow Stockholders:

    A letter to Stockholders is often written after the end of the year to reflect on successes and challenges and to share insights for the road ahead. However, the past few years have been anything but a normal path for Phunware and as I reflect on my first year as CEO, I felt the time was right to update you on 2024 and to share our vision for 2025 and beyond.

    Our primary focus is to create value for our stockholders. One key measure of that is our market capitalization which has varied from $12M late last year to a high of about $120M in the first quarter, settling at about $55M as of the writing of this letter. It’s certain that some of our stockholders’ positions have benefited from this price volatility and some have not. We acknowledge this by saying that we have always acted, and will continue to act, in what we see as the best long-term interests of our stockholders.

    Often, volatility drives opportunity, and over the months we have used the trading volume and price volatility to raise capital to stabilize the balance sheet and to provide the capital required to think bigger.

    This letter explains what we intend to do with that capital. We couldn’t be more optimistic about our future, and I want to briefly share what we have been doing to strengthen our core business, enhance our operations and right-size our cost structure in service of our strategic vision. More importantly, I am excited to highlight new initiatives we are launching. I believe these steps will help the market at large see why we believe we are a great investment and that our best days are ahead of us.

    I’ll remind you of our recent performance: so far this year, we have lowered our cash burn by more than half and have increased sales by two orders of magnitude in the first half of 2024 as compared to the same period in 2023.

  • MIL-OSI: TransUnion Analysis Finds Fraud Costing Businesses Equivalent of Nearly 7% of Revenues

    CHICAGO, Oct. 16, 2024 (GLOBE NEWSWIRE) — A global TransUnion (NYSE: TRU) analysis found that fraud continues to significantly impact businesses and their bottom lines. The newly released H2 2024 Update to the State of Omnichannel Fraud Report, which explores fraud trends in the first half (H1/January 1-June 30, 2024) of this year, also found that the lender risk exposure to synthetic identities for U.S. auto loans, bank credit cards, retail credit cards and unsecured personal loans reached their highest point ever.

    Among the key findings in the report were the results of a TransUnion survey of more than 800 business leaders in Canada, India, the U.K. and the U.S. which revealed total fraud losses of 6.5% equivalent of their companies’ revenue. This totaled approximately $359 billion among these business leaders’ organizations, a number which projects out exponentially greater when considering these represent only a small percentage of business leaders. Among those surveyed in the U.S., they said their company lost the equivalent of 6.7% of their revenue due to fraud over the past year, totaling $112 billion.

    In addition, 75% of the global survey respondents said that every type of fraud they measured stayed the same or increased year-over-year (YoY). Nearly half of respondents indicated that scam/authorized fraud, wherein a person is tricked into giving up something of value, saw the greatest YoY increase. It was also the most common cause of fraud loss according to global respondents at 31% and US respondents at 35%. In fact, in the U.S., this was more than double the next most common cause of fraud losses – synthetic identity fraud at 17%.

    “Protecting customers and their businesses from fraud is essential to enabling safe and tailored consumer experiences. These findings reveal that despite the good-faith efforts that are being undertaken by global organizations to identify and prevent fraud to date, fraudsters continue to evolve and it’s vital that fraud prevention methods keep up with the changing times,” said Steve Yin, global head of fraud at TransUnion. “Business that aren’t already doing so should ensure that they are taking advantage of fraud prevention technologies such as identity verification, IP intelligence, device reputation and synthetic identity detection as critical components of their fraud prevention programs.”

    According to proprietary insights from TransUnion’s global intelligence network, the global rate of suspected Digital Fraud remained stubbornly high in H1 2024 at 5.2% of all transactions. For transactions where the consumer was located in the U.S., 4.6% of digital transactions were suspected to be fraudulent over the period. Breaking it down by the industry, the highest rate of suspected Digital Fraud for transactions where the consumers were in the U.S. was the gaming sector, for which 13.3% of all transactions in that industry were suspected to be fraudulent in H1 2024.

    Synthetic Identity Lending Exposure Reaches New Record High

    Potentially driven in part by the wealth of stolen identities acquired via data breaches, accounts opened using synthetic identities continue to put lenders at risk. In fact, the increases among overall lender exposure to synthetic identities for US auto loans, bank credit cards, retail credit cards and unsecured personal loans continued in H1 2024. TransUnion documented such exposure rising from $3.0 billion in H1 2023 to $3.2 billion in H1 2024, an all-time high and growth of 7% YoY. The share of accounts opened for the four tradelines by synthetic identities rose 18% YoY, also reaching an all-time high.

    The auto loan industry continued to be the most impacted by lender exposure to synthetic identities among the four tradelines, accounting for $2.0 billion of the total in H1 2024, the fourth consecutive first half of the year in which auto has seen the greatest exposure. In fact, since surpassing bankcards in H1 2021, auto loan exposure is now double that of bankcard, which is currently at $1.0 billion.

    “Fraudsters are increasingly using synthetic identities to accumulate balances, particularly targeting the auto industry,” said Yin. “Unfortunately, this warrants attention to as the market is now facing a rising threat of charge-offs.”

    The percentage of newly-opened accounts connected to synthetic identities has also seen a steady rise since 2020, and in H1 2024 stood at 0.20% of all accounts associated with the four tradelines in the table above. The tradeline with the highest percentage in H1 2024 was bank card, which was at 0.33% for the period, followed closely by auto loans at 0.27%.

    Industry Perspective: Online Forums and Dating Sites Most Impacted by Digital Fraud in H1 2024

    In H1 2024, the communities industry – which includes web properties like online forums and dating sites – experienced the largest percentage (11.5%) of suspected Digital Fraud globally. This represents a 23% increase over H1 2023. TransUnion’s communities customers reported profile misrepresentation as the most frequent type of fraud they witnessed in H1 2024. Not surprisingly, the communities industry had the highest suspected Digital Fraud rate in seven of the 19 countries and regions analyzed in H1 2024.

    In terms of global volume, synthetic identity fraud was the fastest-growing Digital Fraud type across industries from H2 2023 to H1 2024, increasing by 153%. Electronic fund transfers fraud saw the highest YoY growth, up 113% from H1 2023 to H1 2024. However, promotion abuse, which is defined as consumers or fraudsters taking advantage of marketing offers to receive unintended financial incentives, was the most common Digital Fraud type globally in H1 2024, with 3.6% of Digital Fraud reported to TransUnion by its customers.

The rate or percentage of suspected Digital Fraud attempts reflect those that TransUnion customers determined met one of the following conditions: 1) denial in real time due to fraudulent indicators, 2) denial in real time for corporate policy violations, 3) determined to be fraudulent upon customer investigation, or 4) determined to be a corporate policy violation upon customer investigation —compared to all transactions it assessed for fraud.

  • MIL-OSI Global: Overseas US voters get ignored by political campaigns − but could be crucial supporters

    One group of American voters is being largely ignored in the closely watched polling leading up to the Nov. 5 elections: U.S. citizens living abroad, whether as civilians or as members of the military. We know from governmental data that the number of ballots cast by overseas Americans has been greater than the margin of victory in races in the past – and may be again in 2024.

    But that one potentially crucial group of American voters – U.S. citizens living abroad – does not get much attention, from pollsters or campaigns.

    We are scholars of political science whose research shows that overseas voters can make a difference in elections – and that there is potential for campaigns to mobilize these voters, despite a more complex process of voting than for domestic voters.

    Who are overseas Americans?

    Though there is not an exact count of American citizens living abroad, we do know they number in the millions. Estimates from the Federal Voter Assistance Program and the Association of Americans Resident Overseas placed this number between 4.4 million and 5.3 million in 2023.

    But those are likely undercounts. It’s almost impossible to account fully for dual citizens, naturalized U.S. citizens who have returned to the country of their birth or people who split their time between the U.S. and other countries.

    Research that we and others have conducted indicates that Mexico and Canada are home to the largest numbers of Americans outside the U.S., followed by the U.K., France, Israel and Germany. The three most common reasons Americans move abroad are family connections, employment and quality of life, although there are others.

    Overseas Americans tend to be highly educated: More than three-quarters have a college degree, double the percentage within the U.S. Most overseas Americans do not move from country to country but rather stay in one country, often for a decade or more. But our surveys have found they remain interested in U.S. politics – not least because they pay U.S. income taxes, whether they work for a U.S. or foreign employer. IRS data shows that the vast majority are not ultra-wealthy.

    Voting from abroad

    Military members and U.S. citizens living abroad have had the right to vote in federal elections since 1976. This right was further consolidated in the 1986 Uniformed and Overseas Citizens Absentee Voting Act, while the right for Americans living abroad to vote in local and state elections depends on state law.

    Some people have recently expressed concern that overseas voting could be used to cast fraudulent ballots, but there is no evidence of illegal voting by noncitizens abroad.

    Overseas voters’ absentee ballot requests and their returned ballots are carefully scrutinized by local officials in the state where they last lived in the U.S., making abuse very unlikely. But it is complex for overseas voters to vote: The paperwork is complicated, and there is comparatively little outreach from political parties and candidates.

    Barriers to voting from overseas

    In 2020, the Federal Voting Assistance Program, which is supposed to help overseas voters exercise their voting rights, estimated that just shy of 8% of eligible American voters overseas cast ballots in that year’s presidential election. Using program numbers to calculate a percentage another way finds that no more than 20% of overseas Americans cast ballots in the 2020 election.

    That’s far lower than the 67% national turnout rate that year.

    Federal law requires local election officials in the U.S. to mail absentee ballots 45 days before an election to overseas Americans who request them. Poor mail service in the U.S. and elsewhere can mean that voters don’t always get the ballots in time, and the ballots mailed back to election officials face similar delays.

    Some states allow voters to receive or return their ballots electronically, which is faster; an overseas voter casting a ballot in Massachusetts can request a ballot, receive a blank ballot and return it all by email, while an overseas voter from Pennsylvania must return it by mail or courier, following exact procedures for enclosing their ballot in multiple envelopes.

    In 2023, the Federal Voting Assistance Program estimated that as many as 150,000 U.S. citizens overseas did not cast ballots in the 2022 elections because of administrative hurdles, such as slow or irregular mail service and difficulties in communicating procedural changes to prospective voters abroad.

    Interest in US politics

    Another possible reason Americans abroad don’t vote is that they have lost interest in U.S. politics. But our own research, and the work of others, finds that not to be true.

    Even given the logistical challenges, U.S. citizens living in Canada, as one example, have very similar levels of interest in American politics compared with citizens back home.

    During the 2020 and 2022 campaign seasons, two of us surveyed American citizens who had moved north of the border. In 2020, 55% indicated they were very interested in American politics, as did 44% in the midterm year of 2022. This is comparable with levels of attention to politics within the U.S. during those campaigns, as gauged by the Cooperative Election Study.

    So although Americans in Canada indicated interest levels as high as those in the U.S. during the past two national election cycles, the vast majority of them did not cast a vote. Administrative barriers play a role, but they’re not enough to explain such low turnout among citizens overseas.

    Ignored by campaigns

    Another key factor driving low turnout from abroad is a lack of communication from campaigns and parties. Research demonstrates that contacts by campaigns and parties significantly increase a person’s likelihood of voting.

    In the U.S., parties and campaign organizations can help streamline the voter registration process, reinforce the stakes of an election and bolster a sense of camaraderie among citizens.

    U.S. citizens living abroad are unlikely to hear from campaigns, even in nearby Canada. When asked in 2020 or 2022 whether they had been contacted by American political campaigns, most potential voters in the U.S. had. But our surveys of Americans living in Canada show less than one-third reported contact from parties or candidates.

    Because overseas citizens vote in their last state of residence in the U.S. but are not physically resident there, campaigns find it harder to identify them as swing-state residents or members of favorable demographic groups.

    Overall, Americans living overseas are as eligible to vote as citizens in the U.S. They are as attentive to politics as Americans living in the U.S. On the other hand, they face major administrative hurdles and are generally not contacted by American parties or campaigns.

  • MIL-OSI Global: What is Temporary Protected Status? A global migration expert why the US offers some foreign nationals temporary protection

    Former President Donald Trump and his running mate, U.S. Sen. JD Vance, have criticized the Biden administration’s decision to allow Haitian nationals who are in the U.S. to apply for permission to stay under a legal classification called Temporary Protected Status. Here is what this designation means and how it’s made:

    TPS permits foreign nationals who are already in the United States – even if they did not enter the country through an official or legal means – to remain for six, 12 or 18 months at a time if the situation in their home country is deemed too dangerous for them to return. Threats that prompt TPS designations include ongoing armed conflict, natural disasters, epidemics and other extraordinary and temporary conditions.

    The Secretary of the U.S. Department of Homeland Security designates a foreign country for TPS when conditions there meet requirements spelled out in federal law. Once the secretary determines that the foreign country is safe for its nationals to return, their protected status expires and people who have been granted it are expected to return to their home country.

    Congress created TPS as part of the Immigration Act of 1990. Since then, administrations have used it to protect thousands of people from dozens of countries. The first nations to be designated, in March 1991, were Kuwait, Lebanon and Liberia.

    As of March 2024, there were 863,880 people from 16 countries under Temporary Protected Status in the U.S. Another 486,418 people had initial or renewal applications pending. An estimated 316,000 people may also be eligible under two new extensions since that date.

    TPS beneficiaries may not be detained by federal officials over their immigration status or deported from the United States. They can obtain work permits and apply for authorization to travel outside the U.S. and return to it.

    People who receive TPS don’t automatically become legal permanent residents. But they can petition for an adjustment of their immigration status, such as applying for permanent residency, a student visa or asylum. Applying for a change of immigration status does not necessarily mean their application will be approved.

    Humanitarian measures

    TPS is not the only tool administrations can use to protect people from countries facing disaster or conflict.

    For example, a Haitian person currently living in the U.S. is eligible for TPS under a designation that lasts through Feb. 3, 2026. In contrast, a Haitian who travels through Mexico and applies for entry to the U.S. at the border is not likely to be admitted.

    However, there is a third possibility for Haitians, known as parole. The federal government can give certain groups permission to enter or remain in the U.S. if it finds “urgent humanitarian or significant public benefit reasons” for doing so.

    People who enter through parole programs must have an approved financial supporter in the U.S., undergo a robust security vetting and meet other eligibility criteria. They typically can stay for one to two years, and may apply for authorization to work.

    One current parole program is for people from Latin American countries that are TPS designates. The U.S. government can grant advance permission to enter the U.S. to up to 30,000 Cubans, Haitians, Nicaraguans and Venezuelans each month. People fleeing these countries – all of which have been designated for Temporary Protected Status – can seek authorization to travel from their homes to the U.S. for urgent humanitarian reasons, and then stay for a temporary period of parole for up to two years.

    I’ve studied global migration and asylum policy for 25 years. I see both TPS and parole as legal and carefully considered ways to support people from countries experiencing wrenching conflict, disorder and disaster who are seeking safety in the U.S. Doing away with these programs, as Trump sought to do during his term in office, would make it extremely difficult for people in great danger to escape.

    Neither TPS nor parole programs are automatic roads to citizenship or permanent residence. They are ways to provide humanitarian assistance to people in appalling circumstances, such as rampant gang violence in Haiti and economic hardship and political repression in Venezuela and Nicaragua.

    Certainly, cities need more resources to support large numbers of immigrants. But offering temporary protection to people whose home countries are not safe places to live is a long-standing – and, in my view, crucial – element of U.S. immigration policy.

  • MIL-OSI: Suspected Digital Fraud Coming from Canada Up Nearly 11% Since H1 2023, Reveals New TransUnion Analysis

    In H1 2024, 5.7% of all attempted digital transactions originating from Canada were suspected to be Digital Fraud; more than half (54%) of Canadians said they were recently targeted by fraud attempts.

    Canadian business leaders said their companies lost approximately 6% of their equivalent revenue – representing $78 billion – over the past year due to fraud.

    TORONTO, Oct. 16, 2024 (GLOBE NEWSWIRE) — In the first half (H1) of 2024, Canada saw a significant increase in suspected Digital Fraud attempts, with nearly 5.74% of all attempted digital transactions where the consumer was located in Canada involving suspected Digital Fraud, revealed a new TransUnion® (NYSE: TRU) analysis. This is nearly an 11% year-over-year (YoY) rate increase from H1 2023, and TransUnion also documented an 11% increase in the volume of suspected Digital Fraud from Canada during this period, despite a less than a one percent (0.7%) YoY increase in the volume of transactions.

    According to a recent TransUnion survey,1 more than half (54%) of Canadians said they were recently targeted by email, phone call or text message fraud attempts. Phishing was the most common scheme type (45%), followed by smishing (42%) and vishing (39%).

    The increasing use of digital transactions, combined with rising suspected Digital Fraud attempts are also impacting businesses as they potentially face revenue losses and increased operational costs due to fraud. According to a TransUnion business survey for the H2 2024 Update to the State of Omnichannel Fraud report, 200 Canadian business leaders said their companies lost approximately 6% of equivalent revenue – representing $78 billion – over the past year due to fraud. The most prominent causes of fraud loss cited by them were:

    • Scam/Authorized fraud (31%): Dishonest scheme intended to trick a person into giving up something of value (e.g., account access, money, information)
    • Account takeover (19%): Unauthorized individuals taking over someone’s online account (e.g., bank, social media, email) without their permission
    • Synthetic identity fraud (18%): Use of a combination of personal information to fabricate a person or entity to commit a dishonest act for financial or personal gain

    TransUnion also found that suspected Digital Fraud attempts – where the consumer was transacting in Canada and targeted businesses globally – increased on average by 10.5% YoY in H1 2024 compared to H1 2023 and impacted all industries.

    HONOLULU – A live skunk was captured at Honolulu Harbor last night by agriculture inspectors from the Hawai‘i Department of Agriculture (HDOA) after several days of tracking the animal.

    Last Thursday, inspectors from HDOA’s Plant Quarantine Branch received a report at about 3:00 a.m. that stevedores spotted a skunk running around the parking lot at Pier 1. Inspectors set traps in the area that day.

    At midnight Friday, security personnel from the U.S. Immigration Office (USIO) at Pier 1 contacted inspectors and reported that the skunk was seen on a security camera entering and exiting the property through a fence. Inspectors responded to the area and attempted to capture the skunk but were not successful.

    Last night at 8:30 p.m., USIO security personnel reported the skunk was seen taking shelter under a cargo container used for storage. Three inspectors responded and were able to capture the skunk using a net, pole and wooden boards to scare it out its hiding place, while braving the animal’s odoriferous natural defense system. The skunk is being tested for rabies.

    It is not known how long the skunk had been in the area or what vessel it may have hitchhiked on.

    Live skunks have been captured at Pier 1 in February 2018 January 2021, July 2021 and June 2022. On Maui, a live skunk was captured at Kahului Harbor in December 2020 and one was captured at a trucking company in August 2018. All previously captured skunks have tested negative for rabies.

    Skunks are prohibited in Hawai‘i and are only allowed by permit for research and exhibition in a municipal zoo. Skunks inhabit the U.S., Canada, South America, Mexico and other parts of the world. In the U.S., they are recognized as one of the four primary wild carriers of rabies, a fatal viral disease of mammals that is often transmitted through the bite of an infected animal. Hawai‘i is the only state in the U.S. and one of the few places in the world that is free of rabies.

    Sightings or captures of illegal and invasive species should be immediately reported to the state’s toll-free Pest Hotline at 808-643-PEST (7378).

  • MIL-OSI Global: High-potency cannabis use leaves a distinct mark on DNA – new research

    People who use cannabis with THC of 10% or more are five times more likely to develop a psychotic disorder compared to those who don’t use the drug. Canna Obscura/ Shutterstock

    Cannabis is one of the most commonly used drugs in the world. Yet there’s still much we don’t know about it and what effects it has on the brain – including why cannabis triggers psychosis in some people who use the drug. But our recent study has just brought us closer to understanding the biological impact of high-potency cannabis use.

    Published in the journal Molecular Psychiatry, our study demonstrates that high-potency cannabis leaves a distinct mark on DNA. We also found that these DNA changes were different in people experiencing their first episode of psychosis compared to users who’d never experienced psychosis. This suggests looking at how cannabis use modifies DNA could help identify those most at risk of developing psychosis.

    The amount of THC (Delta-9_tetrahydrocannabinol), the main ingredient in cannabis that makes people feel “high”, has been steadily increasing since the 1990s in the UK and US. In Colorado, where the drug is legal, it’s possible to buy cannabis with 90% THC. While THC is one of over 144 other chemicals found in the cannabis plant, it’s the primary compound used to estimate the potency of cannabis.

    Many studies have shown that the greater the THC concentration, the stronger the effects on the user. For example, research has found that people who use high-potency cannabis (with THC of 10% or more) daily are five times more likely to develop a psychotic disorder compared to people who have never used cannabis.

    Psychotic disorders associated with daily use of high-potency cannabis often manifest through a range of symptoms. These can include auditory hallucinations (hearing voices that others cannot hear), delusions of persecution (feeling the target of a conspiracy without evidence) and paranoia (perceiving the environment as hostile and interpreting interactions suspiciously). These are all very distressing and disabling experiences.

    Our study aimed the explore the mark that current cannabis use leaves on the DNA. We also wanted to understand if this mark is specific to high-potency cannabis use – and if this might help to identify those users at greater risk of experiencing psychosis.

    To do this, we examined the effects of cannabis use on an molecular process called DNA methylation. DNA methylation is a chemical process that regulates gene activity by turning genes on or off and controlling how genes are expressed without changing the structure of the DNA itself. DNA methylation is just one of the many mechanisms that regulate gene activity and are part of an important biological process known as epigenetics. Epigenetics underpin the interplay between our environment, the lifestyle choices we make (such as using cannabis or exercising) and our physical and mental health.

    While previous studies have investigated the impact of lifetime cannabis use on DNA methylation, they haven’t explored what effect regular use of different cannabis potencies has on this process. Nor have they explored how this affects with people who have psychosis.

    Our study combined data from two large first case-control studies: the Genetic and Psychosis study, which was conducted in south London, and the EU-GEI study, which included participants from England, France, the Netherlands, Italy, Spain and Brazil. Both of these studies collected data on people experiencing their first episode of psychosis and participants who had no health problems and represented the local population.

    In total, we looked at 239 people who were experiencing their first episode of psychosis and 443 healthy volunteers. Around 65% of participants were male. Participants ranged in age 16-72. All participants provided information on their cannabis use, as well as DNA samples from their blood.

    Around 38% of participants were using cannabis more than once a week. Of those who had used cannabis, the majority had been using high-potency cannabis more than once a week – and had started when they were around 16 years old.

    Analyses of DNA methylation were then performed across multiple parts of the whole genome. The analysis took into account the potential impact of several biological and environmental confounders that may have affected the results – such as age, gender, ethnicity, tobacco smoking and the cellular makeup of each blood sample.

    DNA signature

    Our findings revealed that using high-potency cannabis alters DNA methylation – particularly in genes related to energy and immune system functions. This was true for participants who had used high-potency cannabis. However, people who had experienced psychosis had a different signature of alteration in their DNA.

    These epigenetic changes show how external factors (like drug use) can alter how genes work. Very importantly, these changes were not explained by tobacco – which is usually mixed into joints by many cannabis users, and is known to alter DNA methylation.

    This finding also highlights epigenetic changes as a potential link between high-potency cannabis and psychosis. DNA methylation, which bridges the gap between genetics and environmental factors, is a key mechanism that allows external influences (such as substance use) to impact gene activity. By studying epigenetic changes, researchers may be able to develop a greater understanding on how cannabis use – particularly high-potency types – can influence specific biological pathways. This may in turn help us understand why some cannabis users are at increased risk of psychosis.

    We hope that our findings will help scientists to better understand how cannabis use can affect the body’s biology. Future research should now investigate whether the DNA methylation patterns associated with cannabis use can serve as biomarkers to identify users at higher risk of developing psychosis. This could lead to more targeted prevention strategies and inform safer cannabis use practices.

    Russell and its crew, known as the Red Dragons, departed San Diego Feb. 10, 2024, and joined TRCSG to conduct global maritime security operations supporting regional stability.

    “Our Red Dragon team performed superbly on deployment. No matter the challenge, our Sailors rose to the occasion and represented our ship, Navy, and country with honor,” said Cmdr. Mike McInerney, commanding officer of Russell. “Keeping Russell in its highest state of readiness for eight months
    straight is no easy feat, yet our crew of 300 did this with a self-sufficient mindset, grit, and determination. We have a proud, combat ready, and battle-minded crew. I’m honored to be part of this fantastic team, and the crew is excited for some well-earned time off with loved ones.”

    While deployed, Russell provided primary ballistic missile defense support and secondary air and missile defense support to the Nimitz-class aircraft carrier USS Theodore Roosevelt (CVN 71). Additionally, Russell executed 161 MH-60 Seahawk helicopter deck hits, to include refueling and personnel and parts transfers, from Helicopter Maritime Strike Squadron (HSM) 75 and Helicopter Sea Combat Squadron (HSC) 8.

    During port visits, the Red Dragons made a point to volunteer their time through community outreach events. While in Singapore, Sailors performed maintenance and cleaning at the Teen Challenge therapeutic center. In Thailand, they volunteered their time at the Father Ray Foundation for underprivileged children. Community outreach events give Sailors a chance to make a positive impact and diversify their cultural knowledge by developing relationships with partner and ally nations.

    “It was really cool to be of service to the Father Ray Foundation in Thailand,” said Personnel Specialist 1st Class Chilee Osuji. “It felt rewarding to provide services to those in need, meet the local people and play soccer with the kids! I’m grateful I had the opportunity to expand my worldview in this way.”

    Russell also conducted various exercises with partner navies, strengthening important relationships with allies and partners. Russell participated in a trilateral exercise in April with TRCSG, the Japan Maritime Self-Defense Force and the Republic of Korea Navy. In September, Russell conducted a bilateral exercise with the Italian Navy, increasing interoperability between the two countries’ navies.

    Maintaining crew proficiency was important for the Red Dragons to sustain readiness while underway. Russell’s training schedule included over 150 casualty response drills, integrating tactical and technical scenarios to include anti-air warfare, anti-surface warfare, anti-submarine warfare, electronic warfare, engineering, damage control and seamanship.

    The Theodore Roosevelt Carrier Strike Group is comprised of Carrier Strike Group 9 staff, Destroyer Squadron (DESRON) 23 staff, the flagship Nimitz-class aircraft carrier USS Theodore Roosevelt (CVN 71), with embarked Carrier Air Wing (CVW) 11, and DESRON 23 ships that include guided-missile destroyers USS Daniel Inouye (DDG 118), USS Halsey (DDG 97), USS John S. McCain (DDG 56) and USS Russell (DDG 59).

  • MIL-OSI Global: Autocratic nations are reaching across borders to silence critics – and so far nothing seems to stop them

    Iranian journalist Pouria Zeraati survived an assassination attempt outside his home in Wimbledon, south London, in late March 2024. Eighteen months earlier, the London-based independent television channel Iran International, for which Zeraati worked, had temporarily relocated to Washington DC over threats that they believe come from the Islamic Revolutionary Guards Corps.

    Both incidents are examples of how it seems that a government can target an individual or organisation based outside their borders, with terrifying results.

    According to the latest research from the V-Dem Institute at the University of Gothenberg, 71% of the world’s population lived in autocracies in 2023 – ten years ago it was 48%. But what’s also new is that autocracies – as well as some other nations – are increasingly reaching across their borders to target people living abroad, enforcing the idea that they can reach their critics wherever they live.

    This kind of state action, taken outside national borders, is known as transnational repression, and is becoming more widespread. The Chinese government is seen as the biggest perpetrator, sometimes using violence to close down criticism or protests against its regime, held in other countries.

    Countries reaching across borders

    More than 20% of the world’s governments are believed to have taken this kind of action outside their borders in the past ten years. These included assassinations, abductions, assaults, detentions and unlawful deportations, according to the NGO Freedom House. These are aimed at forcibly silencing exiled political activists, journalists, former regime insiders and members of ethnic or religious minorities.
    In 2023, 125 such incidents were committed by 25 countries.

    While the majority of countries committing such practices tend to be autocracies, a number of democracies have also taken action across borders, including Israel, Hungary, India and Turkey, according to the report. In 2023, six countries engaged in these practices for the first time, including the Democratic Republic of Congo, El Salvador and Yemen.

    Freedom House recorded 1,034 physical attacks between 2014 and 2023, committed by 44 governments in 100 target countries. China, Turkey, Tajikistan, Russia and Egypt are the most prolific perpetrators, with China accounting for a quarter of all incidents.

    This type of terror tactic can take many forms. Freedom House has noted that governments increasingly cooperated to help target exiled dissidents. In 74% of the incidents of transnational repression that took place in 2021, both the origin and the host countries were rated “not free” by Freedom House.

    Awareness of this type of cross-border action is growing. Both human rights groups and academics are now systematically tracking attacks. And several governments, including the US and Australia, have committed to taking action to combat these practices. A bill was introduced in the US Senate in 2023 to specifically tackle transnational repression by foreign governments in the US and abroad.

    I studied the increasing levels of cooperation in transnational repression by different nations in a recent article published in International Studies Quarterly. We look at why states, which are normally reluctant to collaborate, do so when it comes to silencing dissidents abroad.

    Historical lessons?

    There are historical parallels between what happened during Operation Condor in South America and what’s happening today. Operation Condor was a system that Argentina, Bolivia, Chile, Paraguay and Uruguay started using in late 1975 with the backing of the US. It was aimed at persecuting exiles. Operation Condor was the most sophisticated, institutionalised and coordinated scheme ever established to persecute citizens who had been forced to flee their homeland.

    Three factors were found to explain why this form of repression was able to be used at the time and why countries agreed to cooperate.

    First, politically active exiled dissidents constituted a threat to the reputation and survival of South America’s ruling juntas. They successfully named and shamed the region’s military regimes, discrediting their international public images given the human rights violations perpetrated and resulting in the US cutting funding to Uruguay in 1976 and Argentina in 1977.

    Second, these autocracies, which came to power between 1964 and 1976, drew inspiration from the US National Security Doctrine and the French School of Counterinsurgency. In both, security was considered more important than human rights.

    The history of Operation Condor.

    Finally, two countries catalysed efforts to cooperate in this kind of action. Chile pushed for the formal creation of Operation Condor in 1975. Argentina then expanded it to include Brazil, Peru and Ecuador between 1976 and 1978. This significantly widened Operation Condor’s scope for action to most of South America.

    Why Operation Condor is relevant?

    Operation Condor was the only regional organisation to be created to hunt down political opponents across borders. Lessons from this historical experience are relevant today.

    Cooperation in transnational repression in the last few years also occurs in regional clusters, as shown by research by academics and human rights groups. These groups of nations include, for instance, Belarus, Russia and Tajikistan, as well as Thailand, Cambodia, Laos and Vietnam.

    In recent years these south-east Asian countries have closely collaborated to persecute, arbitrarily arrest and forcibly repatriate exiled activists and refugees, according to the media, the UN and international human rights NGOs.

    Second, one or more countries, predominantly Russia and Turkey, have worked together on efforts to repress critics over a significant period.

    Third, some regional organisations, of authoritarian nature, often enable cooperation in transnational repression, or at least create unsafe environments for migrating dissidents.

    The Shanghai Cooperation Organisation (SCO) and the Gulf Cooperation Council are examples, since they “have expanded their collective efforts against exiles”, according to some sources. SCO member states, especially Russia, China and Uzbekistan, have repeatedly used the organisation to pursue political opponents abroad and persecute them as criminals. This shows the organisation’s role as a platform for the diffusion and consolidation of authoritarian principles.

    Countries engaging in this kind of political repression today often wish to silence dissent wherever it occurs.

    These countries are acting in complete disregard of established principles of international law and international relations, such as sovereignty and the protection of refugees, and seem to be expanding their operations. It remains to be seen if there’s anything that the rest of the international community can do to reverse this terrifying trend, but at least it has started trying.

    What do you do and what is most interesting about your role here at Goddard?
    I am a geologist doing both laboratory and field work, primarily focusing on Mars analog research. I work on the Curiosity rover as part of the Sample Analysis at Mars (SAM) instrument team.
    Why did you become a geologist?
    As a child, I always loved being outside and I was really interested in all things related to the Earth. In college, I figured out that I wanted to be a geologist after taking an introduction to geology course. I wanted to learn more about the Earth and its interior, specifically volcanism.
    What is your educational background?
    In 2012, I received a B.S. in geology and environmental geoscience from Northern Illinois University. In August 2012, the same month that Curiosity landed on Mars, I started graduate school and in December 2014, I received a M.S. in geology from the same university. I focused on igneous geochemistry, investigating the pre-eruptive water contents of a Guatemalan volcano.
    Why did you come to Goddard?
    I came to Goddard in February 2015 to perform laboratory analyses of Mars analog materials, rock and mineral samples, from Earth, that the Curiosity rover and spectral orbiters have also identified on Mars. It is very exciting to be part of the rover team and to be involved in an active Mars mission.
    What is a highlight of your work as a laboratory geologist doing Mars analog research?
    Using laboratory analyses to interpret data we are getting back from Curiosity is incredibly exciting! I perform evolved gas analysis to replicate the analyses that the SAM instrument does on the rover. Curiosity scoops sand or drills into the rocks at stops along its drive through Gale Crater on Mars, then dumps the material into a small cup within the SAM instrument inside the rover. The rock is heated in a small oven to about 900 C [about 1650 F], and the instrument captures the gases that are released from the sample as it is heated. SAM uses a mass spectrometer to identify the different gases, and that tells us about the minerals that make up the rock.
    We do the same analyses on rocks and minerals in our lab to compare to the SAM analyses. The other instruments on Curiosity also aid in the identification of the rocks, minerals, and elements present in this location on the Martian surface.
    I also serve as a payload downlink lead for the SAM instrument. I check on the science and engineering data after we perform an experiment on Mars. On the days I’m on shift, I check to make sure that our science experiments finish without any problems, and that the instrument is “healthy,” so that the rover can continue driving and begin the science that is planned for the next sol.
    On days when we’re downlinking science data and I’m on shift, I am one of the first people to see data from an experiment done on Mars!
    What is some of the coolest field work you have done?
    I have done Mars analog field work in New Mexico, Hawaii, and Iceland. The field work in Hawaii is exciting because one of our field sites was inside a lava tube on Mauna Loa. We expect that there are lava tubes on Mars, and we know that the interior of the tubes would likely be better shielded from solar radiation, which might allow for the preservation of organic markers. Scientifically, we’re interested in characterizing the rocks and minerals inside lava tubes to understand how the interior differs from the surface over time and to investigate differences in elemental availability as an accessible resource for potential life. Learning about these processes on Earth helps us understand what might be possible on Mars too.

    I use handheld versions of laboratory instruments, some of which were miniaturized and made to fit on the Curiosity rover, to take in situ geochemical measurements — to learn what elements are present in the rocks and in what quantities. We also collect samples to analyze in the laboratory.
    I also love Hawaii because the island is volcanically active. Hawaii Volcano National Park is incredible! A couple years ago, I was able to see the lava lake from an ongoing eruption within the crater of Kīlauea volcano. The best time to see the lava lake is at night because the glowing lava is visible from multiple park overlooks.
    As a Mars geologist, what most fascinates you about the Curiosity rover?
    When Curiosity landed, it was the largest rover NASA had ever sent to Mars: It’s about the size of a small SUV, so landing it safely was quite the feat! Curiosity also has some of the first science instruments ever made to operate on another planet, and we’ve learned SO much from those analyses.
    Curiosity and the other rovers are sort of like robotic geologists exploring Mars.  Working with the Curiosity rover allows scientists to do geology on Mars — from about 250 million miles away! Earth analogs help us to understand what we are seeing on Mars, since that “field site” is so incredibly far away and inaccessible to humans at this time.  
    What do you do for fun?
    I spend most of my free time with my husband and two small children. We enjoy family hikes, gardening, and both my boys love being outside as much as I do.
    I also enjoy yoga, and I crochet: I make hats, blankets, and I’m starting a sweater soon.

  • MIL-OSI USA: FACT SHEET: U.S. Achievements in the Global Fight Against  Corruption

    Corruption poses a grave and enduring threat to U.S. national interests and those of our partners. When officials abuse their entrusted power for personal or political gain, the interests of authoritarians and corrupt actors win – at the expense of citizens, honest businesses, and healthy societies. As the Biden-Harris Administration took office, this longstanding challenge had metastasized. In some countries, oligarchs were teaming up with foreign kleptocrats to warp policy and procurement decisions in exchange for kickbacks – with no accountability. Corrupt officials were laundering stolen assets through the U.S. and global financial systems, while local investigators were ill-equipped to follow the money. Reformers in countries saddled with corruption had scarce public resources to actually address development needs. The Biden-Harris Administration tacked these challenges starting Day One, to ensure democracy delivers and corrupt actors are held to account.
    The first National Security Study Memorandum of the Biden-Harris Administration established countering corruption as a “core U.S. national security interest,” leading to the issuance in December 2021 of the first United States Strategy on Countering Corruption. Since then, the United States has taken action at home and around the world to curb illicit finance, hold corrupt actors accountable, forge multilateral partnerships, and equip frontline leaders to take on transnational corruption. The result has been historic progress in protecting the U.S. financial system from money-laundering, including in the residential real estate sector, while enhancing corporate transparency. This Administration has mobilized record levels of foreign assistance dedicated to anti-corruption, including $339 million in Fiscal Year 2023 alone – almost double the yearly average during the previous four years. This new assistance has unlocked support for anti-corruption institutions, leveled the playing field for law-abiding businesses, enabled journalists to team up across borders, and more. Expanded law enforcement cooperation and capacity-building have generated convictions of corrupt actors as well as the seizure, forfeiture, and return of criminal proceeds, while new anti-corruption offices at the Department of State (State) and the U.S. Agency for International Development (USAID) energized diplomatic and stakeholder engagement. The United States imposed sanctions on more than 500 individuals and entities for corruption and related activities, and established – for the first time in any jurisdiction globally – a new visa restriction for those who enable corrupt activity.
    U.S. progress on anti-corruption has produced concrete benefits for the American people and stakeholders around the world – enhancing prosperity, economic security, safety, and democracy, as outlined below. To bolster and sustain this work, the U.S. government has also modernized its approach to addressing corruption as a cross-cutting priority. Today, Deputy National Security Advisor for International Economics Daleep Singh will highlight the benefits of this work to American businesses and workers at a White House anti-corruption roundtable with leaders from 15 major U.S. companies.
    Advancing economic opportunity abroad
    Improving the business enabling environment: U.S. assistance advanced governments’ capacity to prevent, detect, investigate, and prosecute corruption, while encouraging anti-bribery compliance. State expanded its Fiscal Transparency Innovation Fund – to help willing partners improve budget transparency – while holding countries to account for progress in its Fiscal Transparency Report. In the past two years alone, a newly expanded State-Federal Bureau of Investigations (FBI) program facilitated U.S. collaboration with foreign counterparts on more than 50 transnational corruption and money laundering cases with a U.S. nexus. In coordination with State, experienced legal advisors from the U.S. Department of Justice (DOJ) assisted foreign justice partners around the world in investigating and prosecuting corruption and money laundering cases, and recovering assets. And DOJ’s Kleptocracy Asset Recovery Initiative, in partnership with the FBI and the Department of Homeland Security, has recovered more than $1.7 billion and returned or assisted in returning more than $1.6 billion for the benefit of the people harmed by the corruption.
    Enforcing our bans on foreign bribery and money-laundering – and pressing other countries to do the same: To enable honest companies to compete overseas, the United States upheld its commitments under the OECD Anti-Bribery Convention by enforcing its foreign bribery and related laws and working with partners to monitor other countries’ progress in implementing the Convention, which celebrated its 25th anniversary in 2024. Since the start of the Administration, DOJ has imposed more than $3.5 billion in total monetary sanctions under the Foreign Corruption Practices Act (FCPA) in 16 corporate resolutions, and announced charges against more than 70 individuals. For instance, this April the former Comptroller General of Ecuador was convicted of money laundering relating to his receipt of over $10 million in bribes from, among others, the Brazil-based construction conglomerate Odebrecht S.A. The Securities and Exchange Commission continued civil enforcement of the FCPA, with approximately $1 billion in total monetary sanctions in 22 corporate resolutions, spanning conduct in 24 countries, since the start of the Administration. DOJ is also enforcing the recently enacted Foreign Extortion Prevention Act, which criminalizes demands for bribes by foreign officials from U.S. companies and others. In addition, this August DOJ announced a new Corporate Whistleblower Awards Pilot Program to uncover and prosecute corporate crime – with a particular focus on foreign and domestic corruption, as well as violations by financial institutions of their obligations to take steps to detect and deter money laundering.
    Seizing windows of opportunity: U.S. assistance has become more agile via the establishment of USAID’s Anti-Corruption Response Fund (providing flexible support to countries experiencing new opportunities or backsliding), the State-DOJ Global Anti-Corruption Rapid Response Fund (providing assistance and case mentoring to foreign partners on short notice), and USAID’s Democracy Delivers initiative (which has marshalled $500 million in funding from the United States and others to help reformers deliver, including on their anti-corruption commitments). These innovations, informed by USAID’s Dekleptification Guide, are enabling the U.S. government to more nimbly pivot toward environments where local momentum can be bolstered by outside assistance.
    Bolstering integrity in high-risk sectors: In April 2024, the United States and its partners launched the Blue Dot Network – a mechanism to certify infrastructure projects that have met global standards for quality and sustainability, including transparency in procurement and provisions to limit opportunities for corruption. The United States also supported the launch of PROTECT, a collective action project to address corruption risk in the supply chain for critical minerals.
    Strengthening corruption safeguards in the Indo-Pacific: In June, the United States and thirteen other partners held a signing ceremony, after concluding eight rounds of negotiations in record time, for the Indo-Pacific Economic Framework for Prosperity (IPEF) Fair Economy Agreement. The Agreement aims to create a more transparent, predictable trade and investment environment across IPEF partners’ markets, including through binding obligations to prevent and combat corruption. The Department of Commerce (Commerce) and State are accelerating implementation by offering new anti-corruption technical assistance to IPEF partners, including workshops on procurement corruption.
    Dialoguing with the private sector: In 2021, State launched the Galvanizing the Private Sector as Partners in Combatting Corruption initiative, which connects companies and governments to strengthen business integrity and encourage governance reform. Commerce’s International Trade Administration organized the 2024 forum of the Business Ethics for Asia-Pacific Economic Cooperation (APEC) Small and Medium Enterprises Initiative – the world’s largest public-private partnership on ethical business conduct – at which stakeholders formalized policy recommendations on business integrity in public procurement.
    Protecting the U.S. financial system from abuse
    Expanding corporate transparency: To deter kleptocrats and criminals from laundering money through anonymous shell companies, the Department of the Treasury (Treasury) operationalized a new filing system for certain companies operating in the United States to report their beneficial owners – the real people who own or control them – pursuant to the bipartisan Corporate Transparency Act. Treasury held hundreds of outreach events across all states and territories, reaching thousands of stakeholders, to enable companies to quickly and easily comply with this reporting requirement.
    Closing loopholes for money-laundering: Treasury finalized rules to close two major loopholes in the U.S. financial system: (1) to increase transparency in the U.S. residential real estate sector, to ensure that law-abiding homebuyers are not disadvantaged by individuals laundering their ill-gotten gains, and (2) to safeguard the investment adviser industry from illicit finance. Treasury also proposed a rule to modernize financial institutions’ anti-money-laundering/countering the financing of terrorism (AML/CFT) programs, to make them more effective and risk-based. Together, these rulemakings represent historic advances for the U.S. AML/CFT regime, in line with international standards, that will help the United States urge other countries to undertake similar reforms to curb illicit finance. The Biden-Harris Administration has also called on Congress to close even more loopholes that facilitate money-laundering by passing the ENABLERS Act.
    Blocking assets and denying entry to corrupt actors: Since the start of the Administration, Treasury has designated more than 500 individuals and entities for corruption and related activities, across six continents. That includes blocking the assets of 20 individuals and 48 companies in Fiscal Year 2024 for corruption in Afghanistan, Guatemala, Guyana, Paraguay, Western Balkans, and Zimbabwe. In tandem, State publicly issued corruption-related visa restrictions for 76 foreign officials and family members in Fiscal Year 2024, and 292 over the course of the Administration. These actions have protected the U.S. financial system from corrupt actors and promoted accountability in domestic jurisdictions. For example, just one week after the U.S. issuance of a public visa restriction on former Director of Bosnia-Herzegovina (BiH) Intelligence Services Osman Mehmedagic for significant corruption, he was arrested by BiH authorities for abuse of office.
    Taking aim at enablers of corruption: In December 2023, President Biden issued an historic Presidential Proclamation establishing a visa restriction for those who facilitate and enable significant corruption and their immediate family members. This new visa restriction complements existing commitments to use sanction and law enforcement capabilities to target private enablers of public corruption. Earlier this year, the FBI and DOJ secured a guilty plea and a criminal penalty of $661 million from Gunvor – one of the largest commodities trading firms in the world – for facilitating bribery of Ecuadorian officials and laundering those bribes through U.S. banks. In addition, USAID launched new activities to incentivize integrity within professions that serve as gatekeepers to the international financial system.
    Upholding international standards: The United States has helped lead efforts to expand anti-corruption work at the Financial Action Task Force (FATF), including improving assessment tools, mitigating risks associated with “golden passport” programs, and highlighting how non-financial sectors can be abused by corrupt actors.
    Keeping America and our partners safe
    Addressing corruption risk in the security sector: Security sector corruption can divert essential supplies, empower malign actors, threaten the safety of U.S. service members, and undermine U.S. military missions writ large. In the past year, the Department of Defense (DOD) incorporated corruption risk into its security cooperation planning – subjecting certain proposals to further scrutiny and identifying risk mitigation measures as needed. State also created new resources to weigh corruption risk as part of security sector assistance decision-making. In addition, State’s Global Defense Reform Program and DOD’s institutional capacity building programs advanced more transparent, accountable, and professional defense institutions. DOD continued running a training course on combatting corruption for partner military commanders and civilian leaders.
    Tackling organized crime and corruption: Transnational criminal organizations often rely on corruption to enable their criminal activities and evade accountability – which fuels narcotrafficking into the United States, human smuggling, cybercrimes, and more. The U.S. government is deploying anti-corruption tools to target criminal networks and their financial enablers, in line with the 2023 White House Strategy to Combat Transnational Organized Crime.
    Standing up to Russia’s aggression: The United States has adapted to address the wartime needs of Ukraine’s anti-corruption stakeholders, as they close off a key vector for Russian dominance and advance Ukraine’s democratic future. In 2023, Ukrainian anti-corruption investigators and prosecutors achieved an 80 percent increase in prosecutions and a 50 percent increase in convictions, plus opened cases against high-ranking officials including the former head of the Ukrainian Supreme Court.  With U.S. support, Ukraine has advanced significant reforms on asset disclosure, launched a whistleblower portal, strengthened the National Anti-Corruption Bureau, and enhanced transparency and integrity in reconstruction.
    Securing a greener future: The United States has integrated an anti-corruption lens across sectors, with particular emphasis on addressing corruption vulnerabilities that threaten a secure, just energy transition for all. This includes USAID support to the Extractive Industries Transparency Initiative (EITI), increased mining transparency in the Democratic Republic of Congo and Zambia, and innovations that address transnational corruption in green energy mineral supply chains across 15 countries.
    Protecting global health: Corruption curtails the ability of states to respond to pandemics and undercuts access to basic healthcare. USAID is tackling this challenge by releasing cutting-edge guidance on anti-corruption in the health sector and launching integrated programming. For example, in Liberia the United States is working with the government to curb theft of pharmaceuticals through civil society monitoring, law enforcement trainings, and public awareness campaigns.
    Addressing the root causes of migration: Combating corruption is a core component of improving conditions in El Salvador, Guatemala, and Honduras – so people do not feel compelled to leave their homes, in line with the U.S. Strategy for Addressing the Root Causes of Migration in Central America. Recent U.S. actions have included training up to 27,000 justice sector stakeholders in those countries to more effectively address corruption.
    Defending democracy by rooting out corruption
    Tackling electoral corruption: When candidates can be bankrolled by foreign adversaries and institutions captured by kleptocrats, citizens lose faith in their governments—or even in democracy itself. In response, USAID has launched new programs to bolster electoral integrity, strengthen independent media, and increase the transparency of political finance in high-risk locations.
    Lifting up civil society and independent media: The U.S. government has substantially expanded support to frontline activists and journalists, including through the Global Anti-Corruption Consortium. In addition, a new State Department initiative is training hundreds of journalists in transnational corruption investigations, while USAID’s new investigative journalist networks in Asia and Southern Africa are building capacity to track corruption across sectors and across borders. The Secretary of State established a new award for Anti-Corruption Champions, which has honored dozens of courageous civil society leaders and embattled reformers. In 2022, the United States also hosted the largest regular gathering of civil society activists fighting corruption – the International Anti-Corruption Conference – in Washington, DC, with keynote remarks from APNSA Jake Sullivan.
    Protecting sovereignty: Authoritarian actors like Russia and the PRC use bribery to interfere in the policy, procurement, debt, and electoral processes of other countries – undermining both sovereignty and democracy. The United States is standing up to this tactic by building the resilience of frontline actors to detect and deflect foreign-backed strategic corruption, educating partners about the kleptocrats’ playbook, harnessing sanction tools to deter threats, and increasing collaboration between practitioners working on anti-corruption and those addressing foreign malign influence – both within the USG and with likeminded partners. For example, in June the United States joined with Canada and the UK to expose Russia’s use of corruption and covert financing, among other tactics, to undermine democratic processes in Moldova.
    Restoring trust in American democracy: The Biden-Harris Administration has established the strongest ethics standards of any U.S. presidency. On his first day in office, the President signed an Executive Order requiring administration officials to take a stringent ethics pledge, which extends lobbying bans, limits shadow lobbying, and makes ethics waivers more transparent. The Administration also restored longstanding democratic norms by protecting DOJ cases from political interference, releasing the President’s and Vice-President’s taxes, and voluntarily disclosing White House visitor logs. And in the last year, the Office of Government Ethics finalized rules updating the standards for ethical conduct and legal expense funds for executive branch employees.
    Protecting American democracy from malign finance: Just as we defend democracy around the world, the U.S. government is working to keep American democracy safe from foreign adversaries. Actions to curb money laundering in the United States can help reduce the ability of foreign and domestic actors to make illegal campaign contributions and evade U.S. election laws. President Biden has called on Congress to go even further by passing the DISCLOSE Act, which would curb the ability of foreign entities and special interests to use dark money loopholes to influence our elections.
    Revitalizing participation in the Open Government Partnership (OGP): The United States rejoined the Steering Committee of OGP – a platform for civil society and governments to forge joint commitments and learn from each other– and provided assistance for OGP’s work on anti-corruption. Domestically, the United States has turbocharged OGP implementation by creating the U.S. Open Government Secretariat at the General Services Administration, an Open Government Federal Advisory Committee, an Interagency Community of Practice – spanning federal, state, local, tribal, and territorial governments, and engaged with hundreds of stakeholders to exchange lessons and expand transparency, accountability, and public participation. The United States also launched the first-ever Request for Information to feed into the 6th U.S. OGP National Action Plan and announced development of a toolkit to help federal agencies more meaningfully engage with the public.
    Modernizing and coordinating U.S. government efforts to fight corruption
    Institutionalizing anti-corruption as an enduring priority: Over the past four years, Departments and Agencies have made substantial organizational improvements to elevate corruption concerns. For example:
    The State Department’s new Office of the Coordinator on Global Anti-Corruption leads the integration of anti-corruption priorities into bilateral and other policy processes, conducts targeted diplomatic engagements, and drives strategic planning, including through the Department’s senior-level Anti-Corruption Policy Board. In the past year, the Office jumpstarted implementation of the Combating Global Corruption Act and completed an analysis of anti-corruption assistance to inform future State Department decision-making.
    USAID’s new Anti-Corruption Center, within the newly established Bureau for Democracy, Human Rights, and Governance, serves as a hub of technical expertise and thought leadership – driving the integration of corruption considerations across USAID’s portfolio, supporting USAID Missions in developing localized approaches, managing a suite of programming focused on transnational corruption, and using its convening power and policy insights to forge strategic partnerships. Since 2022, USAID has released its first-ever Anti-Corruption Policy, which outlines a cross-sectoral approach to constraining opportunities for corruption, raising the costs of corruption, and incentivizing integrity – plus a host of tools to drive uptake across USAID.
    FBI’s International Corruption Unit expanded an agreement with the State Department to deploy six regional anti-corruption advisors to strategic locations around the world, where they organize regional working groups with local law enforcement officials, provide case-base mentorship, and facilitate coordination with the International Anti-Corruption Coordination Centre.

    Expanded interagency capacity has been complemented by the National Security Council’s establishment of a dedicated Director for Anti-Corruption position, for the first time, to ensure whole-of-government coordination and advance anti-corruption within key policy processes.
    Leading in multilateral fora: The United States has regained its leadership role in the international bodies that shape anti-corruption norms globally and can sustain momentum across time. In particular, the United States stepped into the presidency of the UN Convention against Corruption Conference of States Parties (UNCAC COSP), proudly hosting in December 2023 thousands of stakeholders in Atlanta, Georgia, led by the U.S. Representative to the United Nations Linda Thomas-Greenfield. As part of its commitment to championing the role of non-governmental actors in the fight against corruption, the United States facilitated record civil society participation in UNCAC working group meetings, hosted the first UNCAC Private Sector Forum, and supported inclusive implementation of UNCAC commitments in Latin America, East Africa, and Southeast Asia. The United States also participated in several peer reviews of our own anti-corruption practices over the last three years, and proudly made these results public. Alongside these multilateral fora, we convened the Global Forum on Asset Recovery action series to accelerate practitioner cooperation across the United States, Algeria, Honduras, Iraq, Moldova, Nigeria, Seychelles, Ukraine, the United Kingdom, and Zambia.
    Understanding corruption dynamics: The Intelligence Community developed and disseminated new resources to bolster intelligence prioritization, collection and analysis on corrupt actors and their networks. USAID commissioned research on topics like countering corruption through social and behavioral change and State initiated an interagency anti-corruption learning agenda and a small grants program to support it.
    Deepening external partnerships: The United States convened a series of coordination meetings with other bilateral donors and philanthropies in order to harmonize our anti-corruption approaches and galvanized anti-corruption resources across the donor community through the Integrity for Development campaign. USAID’s Countering Transnational Corruption Grand Challenge for Development brought together technologists, businesses, activists, and others to collaboratively address concrete corruption challenges.

    Monica Rivera, thanks very much for that kind introduction.

    Katherine Martinez, it’s great to see you again. You are certainly a Veteran “worth knowing,” and I’m glad you could join us today. And thanks very much for your powerful remarks, especially about how VA can fit into Veterans lives, rather than Veterans trying to fit their lives into VA.

    Jaime Areizaga-Soto and our panel members—thank you for the great conversation this morning.

    And thank you, Nathan Maenle and team, for putting together the program today.

    I don’t have to look far to see Hispanic Americans making an impact at VA—serving Vets as well as they’ve served all of us.

    To close today’s program, I’d like to tell you about a few extraordinary VA teammates. One demonstrating leadership in a moment of crisis. Another, an example of a Veteran dedicating his life to serving other Vets. A third, a young cemetery director committed to honoring our fallen Vets and preserving their stories. And finally, an emerging leader dedicated to healing human suffering wherever he finds it.

    First, Fernando Rivera. Fernando’s the Executive Director of the Southeast Louisiana Health Care system and was born in Cuba. His mother was a government public relations professional. His father was a military officer. Both were disillusioned—to put it mildly—with the oppression of Castro’s communist regime, and secretly participated in the movement to overthrow the government. In 1961, Fernando’s father was imprisoned in Havana and paid the ultimate price for his efforts to ensure his family and country could live in freedom. He was executed.

    Fernando immigrated to the United States—New Orleans—in 1969 as a political refugee. He was nine years old. His mother worked three jobs to support him and his grandparents. As a young man he started at VA as a GS-5 Project Engineer—and advanced to roles including Medical Center Director, Network Director, and Acting Deputy Under Secretary. He’s been with VA for 39 years and counting. Along the way, in 1992, he met the love of his life—his wife Stacie—at VA. That’s part of the reason Fernando calls VA his family.

    Ten years ago, he went home—so to speak—when he helped bring VA healthcare back to New Orleans nearly a decade after the devastation caused by Hurricane Katrina. Fernando’s leadership during the COVID-19 pandemic set national standards, caring for over 1,600 infected patients, and coordinating responses across VA and private-sector healthcare systems. Just last month, Fernando’s steady leadership guided the Veterans, staff, and volunteers at VA when Hurricane Francine made landfall in Louisiana. Fernando’s team responded quickly. They kept in close contact with the most vulnerable patients. When the storm had passed, Fernando had the medical center and 6 of 7 community-based outpatient clinics up and running within 24 hours and the final, most impacted clinic, up within 48 hours.

    Every day when Fernando goes to work, he reads a sign at the front of the hospital in New Orleans. It says, “The price of freedom can be seen within these walls.” Fernando says that he can never take for granted those who have served in uniform because they are the reason he and his family are free. Perhaps few can appreciate that freedom more profoundly than Fernando.

    Next, I’d like to talk about Francisco Vazquez. Francisco is the Medical Center Director at the Houston VA. His story of service starts with his beloved father, also named Francisco. His father grew up an orphan in Puerto Rico and saw the Army as a way out of the cycle of poverty and hopelessness he experienced. He joined the famous 65th Infantry Regiment shortly after his 18th birthday in 1951. Within a year, he found himself landing on the shores of Inchon, Korea. He stayed in the Army and Francisco, the younger, was born in Fort Chafee, Arkansas. When Francisco was eight, his father retired from the Army and moved the family back to Puerto Rico where he experienced firsthand the richness and warmth of the family-centered culture there.

    Francisco is very proud of his Puerto Rican heritage—where, as he says, “the island is beautiful … the food is amazing … and the people are welcoming, valiant, and determined.” After graduating from college, Francisco attended Navy Officer Candidate School, following his father in service to the nation. He served on the USS Okinawa for four years. His VA journey began in 1995 at the Central Texas Healthcare System. Since then, Francisco has served in seven VA hospitals. “We have the best mission in the world,” Francisco says. “We help our nation pay back part of the debt of gratitude we owe our Veterans for their service and sacrifice through the delivery of world-class care.”

    And for Francisco, it all goes back to the values his father modeled for him and his siblings during his Army career: honesty, hard work, humility, and putting the needs of others above your own. It was these values that inspired Francisco’s oldest son, Armando, to join the Army. And though Francisco’s father and son are no longer with us, their memory inspires and motivates him every single day to fulfill the second part of what President Biden calls our one truly sacred obligation as Americans, to prepare and equip the troops we send into harm’s way, and then care for them and their families when they come home. Three generations of Hispanic Americans who have put service and love of country at the forefront of their lives and are an example for us all.

    Next, I’d like to tell you about Marcos De Jesus. Marcos is the Director of the South Florida National Cemetery in Lake Worth, Florida. He was born in the Dominican Republic. When he was four, his mother—Maria—and he immigrated to Puerto Rico where he says he truly found his home. Marcos’ commitment to service started with the values taught by his mother—the belief that even if you don’t have much, you should still strive to give back to the world. By the time Marcos left for college it was only natural that he should join the ROTC program there, where the Air Force’s core value of “Service Before Self” resonated with him. Marcos served five years as an Air Force officer, deploying to Colombia and Abu Dhabi. He was impressed with the fact that in the Air Force he met people from all walks of life who were dedicated to one thing: serving their country.

    Like many Vets, when Marcos left the military, he searched for a similar sense of purpose and service. He found that purpose in the National Cemetery Administration in 2021.  His life came full circle when he returned to Puerto Rico for NCA’s Cemetery Director’s Development Program. Marcos takes pride in learning and sharing Veteran stories preserved in our National Cemeteries, especially through the Veterans Legacy Memorial site. Along the way, he met and married his wife, Barbara, from Caracas, Venezuela. Being a part of a Venezuelan family now, Marcos sees similarities in the values he witnessed growing up in Puerto Rico: courage, determination, and perseverance. Marcos jokes that he knows he and his wife will have debates about which heritage their children will claim. But they are certain of one thing—their children will inherit their shared values of hard work and service.

    Finally, I’d like to tell you about Dr. Alexander Tenorio. Alexander is a White House Fellow—one of America’s most prestigious programs for emerging leaders—serving with us here at VACO. Hispanic alumni of this program include the Honorable Carlos Del Toro, Secretary of the Navy, the Honorable Jaime Areizaga-Soto, our Chairman of the Board of Veterans Appeals, and Alberto Ramos, my Chief Speechwriter. Alexander and his family immigrated to the United States from Mexico in the 1980s, fleeing violence in their hometown. Alexander grew up poor in South Los Angeles, selling clothing on the streets to help his family make ends meet. It was on those streets that he saw drug use, gang violence, and the healthcare challenges the people in his community faced.

    So, he decided to go to medical school and become a neurosurgeon, one of the most under-represented specialties. During his residency in San Diego, Alexander came face-to-face with the horrific reality that is all too common along our southern border—individuals sustaining life changing wounds like Traumatic Brain Injury—T.B.I.—and spinal cord damage after falling from the 30-foot border wall—fleeing the same violence his parents did in the ‘80s. He’s dedicated his life to raising awareness of these tragic and preventable accidents, advocating for increased access to care for Hispanic and non-citizen populations. Alexander says that some of the most grateful patients he cared for as a resident in San Diego were our Vets. And that’s part of his motivation to serve his fellowship here at VA. His parents, who sacrificed so much to help him become a neurosurgeon, instilled in him the core value he lives by today: to help the helpless, and to heal human suffering wherever he finds it.

    So, why did I tell you about these extraordinary individuals this morning? Well, because frankly, these folks—Katherine, Francisco, Fernando, Marcos, and Alexander—know better than most what America is all about. And we need more leaders like them at VA. Because a diverse VA is a stronger VA. We all travel our unique journeys in life. Whether from Cuba, Puerto Rico, the Dominican Republic, Mexico, or Minnesota. And the convergence of those varied paths is what makes us stronger. We all cherish our freedoms as Americans. That’s why—you and I—are here to fight like hell for those who raise their hands to defend those freedoms. I thank you all for allowing me to join you this morning. God bless you all.   • MIL-OSI Global: What is Temporary Protected Status? A global migration expert explains why the US offers some foreign nationals temporary protection

    Former President Donald Trump and his running mate, U.S. Sen. JD Vance, have criticized the Biden administration’s decision to allow Haitian nationals who are in the U.S. to apply for permission to stay under a legal classification called Temporary Protected Status. Here is what this designation means and how it’s made:

    TPS permits foreign nationals who are already in the United States – even if they did not enter the country through an official or legal means – to remain for six, 12 or 18 months at a time if the situation in their home country is deemed too dangerous for them to return. Threats that prompt TPS designations include ongoing armed conflict, natural disasters, epidemics and other extraordinary and temporary conditions.

    The Secretary of the U.S. Department of Homeland Security designates a foreign country for TPS when conditions there meet requirements spelled out in federal law. Once the secretary determines that the foreign country is safe for its nationals to return, their protected status expires and people who have been granted it are expected to return to their home country.

    Congress created TPS as part of the Immigration Act of 1990. Since then, administrations have used it to protect thousands of people from dozens of countries. The first nations to be designated, in March 1991, were Kuwait, Lebanon and Liberia.

    As of March 2024, there were 863,880 people from 16 countries under Temporary Protected Status in the U.S. Another 486,418 people had initial or renewal applications pending. An estimated 316,000 people may also be eligible under two new extensions since that date.

    TPS beneficiaries may not be detained by federal officials over their immigration status or deported from the United States. They can obtain work permits and apply for authorization to travel outside the U.S. and return to it.

    People who receive TPS don’t automatically become legal permanent residents. But they can petition for an adjustment of their immigration status, such as applying for permanent residency, a student visa or asylum. Applying for a change of immigration status does not necessarily mean their application will be approved.

    Humanitarian measures

    TPS is not the only tool administrations can use to protect people from countries facing disaster or conflict.

    For example, a Haitian person currently living in the U.S. is eligible for TPS under a designation that lasts through Feb. 3, 2026. In contrast, a Haitian who travels through Mexico and applies for entry to the U.S. at the border is not likely to be admitted.

    However, there is a third possibility for Haitians, known as parole. The federal government can give certain groups permission to enter or remain in the U.S. if it finds “urgent humanitarian or significant public benefit reasons” for doing so.

    People who enter through parole programs must have an approved financial supporter in the U.S., undergo a robust security vetting and meet other eligibility criteria. They typically can stay for one to two years, and may apply for authorization to work.

    One current parole program is for people from Latin American countries that are TPS designates. The U.S. government can grant advance permission to enter the U.S. to up to 30,000 Cubans, Haitians, Nicaraguans and Venezuelans each month. People fleeing these countries – all of which have been designated for Temporary Protected Status – can seek authorization to travel from their homes to the U.S. for urgent humanitarian reasons, and then stay for a temporary period of parole for up to two years.

    I’ve studied global migration and asylum policy for 25 years. I see both TPS and parole as legal and carefully considered ways to support people from countries experiencing wrenching conflict, disorder and disaster who are seeking safety in the U.S. Doing away with these programs, as Trump sought to do during his term in office, would make it extremely difficult for people in great danger to escape.

    Neither TPS nor parole programs are automatic roads to citizenship or permanent residence. They are ways to provide humanitarian assistance to people in appalling circumstances, such as rampant gang violence in Haiti and economic hardship and political repression in Venezuela and Nicaragua.

    Certainly, cities need more resources to support large numbers of immigrants. But offering temporary protection to people whose home countries are not safe places to live is a long-standing – and, in my view, crucial – element of U.S. immigration policy.

  • MIL-OSI Global: Gangs’stories : A glimpse of hard lives around the world

    Gangs and gang members arguably constitute fundamental lenses through which to think about and consider the world we live in. They need to be understood in a balanced and nuanced manner, however, that goes beyond stereotyping and vilification. For the past five years, the GANGS project, a European Research Council-funded project led by Dennis Rodgers, has been studying global gang dynamics.

    Among the project’s various activities, researchers collected 31 gang member life histories from 23 countries around the world, to help us better understand the motivations, drivers, and events that can shape gang members’ choices and trajectories. Taken together, the stories offer a panorama of triumph and defeat, of ruin and redemption, of discrimination and emancipation, and highlight the frequent persistence of human beings, even in the most difficult of circumstances. The 31 stories will be published in different forms – including as an Open Access edited volume with Bloomsbury Press, and in two journal special issues – over the coming years. In the meantime, this special series for The Conversation offers a preliminary selection, each illustrating a key issue that has emerged from GANGS project research.


    Kieran Mitton tells us about the life of Gaz, a former Sierra Leonean gang member who became a poet and then a farmer. His remarkable trajectory is a testament to the way that gangster lives are by no means deterministic and that opportunities to leave the gang and change can present themselves in all sorts of ways at different moments in time.

    Ellen Van Damme offers us a portrait of Jennifer, the first female Honduran gang leader. Her story illustrates the frequently gendered nature of gangs, and the way that machismo and patriarchy constrain Jennifer’s life, even as a gang leader, highlighting the frequently fundamentally masculine essence of street gangs.

    Sally Atkinson-Sheppard worked closely with Sharif, who 10 years ago was her research assistant, to write the story of his journey from gang member in war-torn Bangladesh to human rights worker and advocate for street children’s rights today. His story is one of overcoming exceptional adversity and drawing on his past experiences to do good in the world today.

    Steffen Jensen recounts the story of Marwan, whose life is in many ways a reflection of contemporary South African history, as he has had to navigate the violence of apartheid, prison, the Cape Flat drug wars, and more. Central to his narrative are the binary notions of damnation and redemption, with gangs frequently the sources of both at different points in his life, highlighting the different ways in which they can influence life trajectories.

    Alistair Fraser and Angela Bartie present a portrait of 70-year-old Danny, a retired Glaswegian businessman who was a gang member in his youth, and that is based, uniquely, on interviews carried out over a 50-year period, in 1969, 2011, and 2022. They trace his changing self-reflexion about his past, highlighting how this mirrors the broader transformation of Glasgow from a “Mean City” in the 1950s to a thriving metropolis that was Europe’s Capital of Culture in 1990.

    From a very young age, Soraya was involved in drug trafficking in the barrio Luis Fanor Hernández, a poor neighbourhood in Managua, the capital of Nicaragua, where Dennis Rodgers has worked for over 20 years. Known locally as “la Reina del Sur” (“the Queen of the South”), her story shows how rather than being empowering, her participation in the drugs trade reinforced forms of macho violence and patriarchal dynamics of domination.

  • MIL-OSI USA: Cardin, Van Hollen Lead Senate Call for Humanitarian Protections for Guatemalans Living in the U.S.

    WASHINGTON – U.S. Senators Ben Cardin and Van Hollen (both D-Md.), along with more than a dozen other senators, wrote to President Joe Biden requesting that his administration “provide temporary humanitarian protections for Guatemalan nationals living in the United States.” The letter asks for the president to designate Temporary Protected Status for Guatemala or authorize Deferred Enforced Departure for Guatemalan nationals. 

    “Guatemala presently faces significant and overlapping natural disasters leading to food insecurity, corruption, and violence that impede the ability of Guatemalan nationals currently in the United States to return home safely at this time. Guatemala has long experienced significant environmental disasters, which have worsened food insecurity and displaced a sizable amount of the population,” the senators wrote. “Providing these humanitarian protections will reinforce the relationship that the United States is developing with the new, democratically elected government under President Bernardo Arevalo” who “has committed to taking steps to try to ameliorate many of the conditions that have long been neglected by previous leaders.”

    They added: “Despite the efforts underway under the new administration, a sober assessment of conditions in the country today would support the conclusion that Guatemala is unable to adequately handle the return of the significant number of nationals currently in the United States.”

    Senators Cardin and Van Hollen have previously requested TPS designation for Guatemala in both 2021 and 2022.

    Joining Senators Cardin and Van Hollen on this Senate letter are Senators Michael Bennet (D-Colo.), Cory Booker (D-N.J.), Chris Coons (D-Del.), Catherine Cortez Masto (D-Nev.), Tammy Duckworth (D-Ill.), John Hickenlooper (D-Colo.), Mazie Hirono (D-Hawaii), Tim Kaine (D-Va.), Ben Ray Luján (D-N.M.), Ed Markey (D-Mass.), Jeff Merkley (D-Ore.), Chris Murphy (D-Conn.), Patty Murray (D-Wash.), Alex Padilla (D-Calif.), Jacky Rosen (D-Nev.), Bernie Sanders (I-Vt.), Martin Heinrich (D-Nev.), Jack Reed (D-R.I.), Richard Blumenthal (D-Conn.), and Mark Warner (D-Va.).     Through the Immigration Act of 1990, Congress established the Temporary Protected Status (TPS) program, where individuals may apply for TPS if Congress or the Secretary of Homeland Security issues a designation that “conditions in the country temporarily prevent the country’s nationals from returning safely.” Upon registration with and approval by United States Citizenship and Immigration Services (USCIS), TPS holders are protected from deportation and can receive work authorization. Only individuals already in the United States when a designation is announced are eligible to receive Temporary Protected Status.

    Attention, New Mexicans affected by the South Fork and Salt Fires and/or flooding. Do not wait any longer to apply for FEMA federal disaster assistance. The deadline to apply for assistance is less than five days away. 

    Homeowners and renters impacted by the fires and flooding, from June 17 to Aug. 20, 2024, who live in Lincoln, Otero, Rio Arriba, San Juan Counties, or on the Mescalero Apache Reservation have only until Saturday, Oct. 19 to apply. The deadline to apply for a long-term, low-interest disaster loan for physical damage from the U.S. Small Business Administration (SBA) is also Oct. 19.

    FEMA grants do not have to be repaid. FEMA assistance is nontaxable and will not affect eligibility for Social Security, Medicare, Medicaid, SNAP or other federal and state benefits.  

    How to Apply for FEMA Disaster Assistance 

    The first step for individuals and households to receive assistance is to apply to FEMA for federal assistance. There are no costs involved to apply for, or receive, FEMA assistance. There are four ways to apply:

    1. Go online to disasterassistance.gov/
    2. Download the FEMA App for mobile devices at fema.gov/about/news-multimedia/mobile-products
    3. Call the FEMA Helpline at 800-621-3362 between 5 a.m. and 9 p.m. Help is available in most languages.
    4. Visit the state of New Mexico/FEMA Disaster Recovery Center at the Horton Complex, 237 Service Road in Ruidoso. Hours are 9 a.m. to 6 p.m. Monday through Friday, noon to 4 p.m. on Saturday.

  • MIL-OSI USA: Congresswoman Monica De La Cruz Introduces the Water Delivery Transparency Act to Ensure South Texas Stakeholders Are Heard

    Congresswoman Monica De La Cruz (TX-15) recently introduced the Water Delivery Transparency Act to address South Texas’ water challenges by ensuring agricultural producers and local stakeholders have a voice in negotiations under the 1944 Water Treaty with Mexico. As Mexico continues to fall short on water deliveries, the bill mandates the U.S. International Boundary and Water Commission (IBWC) to host public forums, create an online portal for stakeholder input, and issue public reports detailing how this input will influence future treaty updates.

    “South Texas’s farmers and communities have been carrying the weight of these water shortages for too long,” said De La Cruz. “It’s time for a new approach that prioritizes transparency, stakeholder engagement, and accountability from our neighbors to the south. The Water Delivery Transparency Act will give our agricultural community and local leaders a real voice in the process, ensuring that their concerns are heard and that the IBWC is held accountable to the needs of our region.”

    The bill is co-sponsored by House Budget Committee Chairman Jodey Arrington (TX-19) and Congresswoman Kay Granger (TX-12).

    Support from the Agriculture Community

    The Water Delivery Transparency Act has garnered strong support from key agricultural groups in Texas, including the Texas Farm Bureau, the Texas International Produce Association, the Texas Vegetable Association, and Texas Citrus Mutual.

    “Having a process to record stakeholder comments and suggestions has become necessary as the Rio Grande Valley approaches a critical state in this water shortage. Many farmers feel they’re living a nightmarish déjà vu from 20 and 30 years ago when they shared concerns about the 1944 Treaty and Mexico’s lack of compliance,” said Dante Galeazzi, President and CEO of the Texas International Produce Association. “We thank Congresswoman De La Cruz for her steadfast commitment to supporting the South Texas agriculture community and introducing sensible legislation such as this.”

  • MIL-OSI Global: Three ways the upcoming UN biodiversity summit could make a difference

    When negotiations at Cop15 – the UN’s biodiversity conference – ended in December 2022, many delegates breathed a sigh of relief.

    Threatening snowstorms outside the convention centre in Montreal, Canada seemed to lift just as the political weather changed and the long-awaited Kunming-Montreal global biodiversity framework was agreed. It’s mission: to halt and reverse biodiversity loss by 2030 in order to achieve the ultimate goal of a society living in harmony with nature by 2050.

    Fast forward two years and governments, businesses, representatives of Indigenous people and local communities, experts from environmental groups such as the World Wildlife Fund (WWF) and scientists will gather for the follow-up Cop16 meeting in Cali, Colombia, from October 21. Many due to attend, including myself, wonder whether the promise made to “halt and reverse biodiversity loss by 2030” is achievable.

    Initial signs are not promising. For starters, no international targets for biodiversity have ever been met.

    Only a handful of countries, including China, Canada and France, have submitted new national biodiversity plans demonstrating how they will implement the promises made two years ago. Most countries, including the UK, (that’s more than 80% in total) haven’t submitted their full plans.

    Countries can also submit updates for the 23 targets listed in the framework. The UK and others have submitted targets such as promising to reduce the impact of pollution on nature and ensuring that 30% of land is effectively protected in line with the framework.

    But crucial questions remain about how those goals will be reached. To make Cop16 effective, three things need to happen.

    1. Decide on a plan

    When delegates gather in Cali, questions of implementation will be front and centre of the negotiations. The first challenge is that the approach for monitoring progress on all 23 targets – including issues such as improving access to nature in cities, reducing harmful subsidies and restoring 30% of degraded ecosystems – is yet to be agreed.

    For some, the approach that has been developed so far lacks ambition in crucial areas. Indicators suggested for monitoring progress on reducing the impacts of consumption on nature remain very weak for example. For others, it may prove too challenging.

    For example, countries with limited access to data might not be able to track alien species or assess how critical services provided by nature to make societies more resilient might be affected by climate change. Getting agreement at the Cop16 negotiations will be vital in order to hold countries to account as the 2030 deadline set to achieve all of the targets approaches.

    2. Find the funds

    Another crucial issue is funding: who will pay for the action required? The global biodiversity framework fund (GBFF) was established in 2023 to provide financial support.

    Yet so far, it has only attracted contributions of around US$230 billion (£176 billion) from a small group of countries including Canada, the UK, Germany, Japan and Spain. Leaders gathering in Cali, and especially those from developing countries, are calling for more funding and for greater control over how it is allocated.

    3. Make biodiversity matter

    A third debate will decide how best to ensure that biodiversity action is mainstreamed across governments, businesses and communities.

    In Montreal, countries agreed to make sure that the impacts on nature were considered across different policy areas (such as building new roads or developing new energy sources) and in economic sectors, from fishing to agriculture and mining to tech.

    They agreed that groups most likely to be affected by the loss of nature, including Indigenous people and local communities, women and youth, should help make key decisions. While targets such as protecting 30% of the land and sea for nature are crucial, progress will only happen if nature is put on everyone’s bottom line.

    Delivering real change

    The urgent need for action is not lost on delegates gathering in Cali. There is a real risk that the promise countries made in Montreal to deliver “transformative action by governments, and regional and local authorities, with the involvement of all of society” won’t be met.

    But there are some hopeful signs of transformative change to conserve and restore nature and ensure its sustainable use.

    Take, for example, the Tree Equity Partnership in Detroit, US. This partnership between the city, US-based charity American Forests and the local non-profit charity Greening of Detroit aims to plant 75,000 trees. This will create places of beauty, biodiversity and climate resilience in underserved neighbourhoods and generate 300 new jobs in the city.

    In Pakistan, the Living Indus initiative is an umbrella organisation that has identified 25 projects involving local and regional governments, businesses and communities working together to restore the ecological health of the Indus river.

    Businesses are also calling for real change. More than 170 investors have signed a pledge developed by a coalition of financial institutions called the Finance for Biodiversity Foundation to take action for nature across their portfolios.

    New science-based standards are being developed to drive the mainstreaming of biodiversity action through their companies and associated supply chains. Cop16 is expected to see increased interest from the private sector and a focus on tackling climate change and biodiversity together.

    These projects are successfully tackling the root causes of global biodiversity loss. They integrate solutions and deal with social and environmental issues – poverty and exploitation, climate risks and land use change. Tackling these problems is just as vital as the need for sustainable production and consumption plus investment that works for, not against, nature.

    Projects such as these are the ones that give scientists and conservationists like me – and organisations like WWF that I work with – hope. We want to see more projects that take action on nature, climate and social justice together. If Cop16 can make even a small step in this direction, the world will be travelling towards making real progress by the end of this decade.

  • MIL-OSI Global: Award-winning bullfighting documentary likely to anger aficionados and abolitionists alike

    Every year the Spanish ministry of culture awards prizes for different artistic disciplines. From next year onwards, the country’s national bullfighting award will be withdrawn. The current Spanish minister of culture, the Barcelona-born Green politician Ernest Urtasun, supports the prohibition of what has long been known as Spain’s “national fiesta”.

    At the awards ceremony held at the Reina Sofia Museum last week, the minister refused to applaud this year’s winner for “sustained excellence in bullfighting”, Julián López El Juli, the recently retired Madrid-born matador. El Juli retorted to the slight by holding out his hand and publicly calling out the minister’s lack of respect as evidence that he was unfit to hold office.

    Bullfighting predates football as a form of mass entertainment, and has been a source of inspiration for artists and intellectuals for centuries. It still has its followers in the present day, but young urban Spaniards are increasingly sensitive to the undeniable cruelty involved. Bullfighting was banned in Catalonia in 2011. Bullfights, known as corridas, are still staged in much of the rest of Spain, but it can be career suicide for artists, politicians or intellectuals to be associated with them.

    So I, like many in Spain and the Basque Country, didn’t expect the jury of the 72nd San Sebastian Film Festival to award its highest accolade, the Concha de Oro (Golden Shell), to a bullfighting documentary. The director of Tardes de Soledad (Afternoons of Solitude) is Albert Serra, an iconoclastic filmmaker from Gerona, a fiercely pro-independence province of Catalonia.

    For five years, Serra and his crew have been following the exploits of two rising stars with the ambition to become figuras, the term for that handful of elite matadors like El Juli, who appear on the most lucrative and prestigious bills.

    Bullfighting and the screen arts have history in and beyond Spain. During cinema’s infancy, early filmmakers the Lumière brothers filmed matadors in Madrid. At annual village fairs, Spaniards would pay to enter a tent and watch recordings of professional corridas. The Valencian Vicente Blasco Ibánez’s 1908 novel Blood and Sand has a strong claim to being the earliest literary text to be written with a future film adaptation in mind.

    In 1951, Hollywood actress Ava Gardner (a close friend of Ernest Hemingway, author of bullfighting novel Death in the Afternoon) starred alongside Catalan matador Mario Cabré in Pandora and the Flying Dutchman, which featured corridas in Gerona (the city’s bullring was demolished in 2006). Spanish television started broadcasting bullfights in 1956. Nearly 70 years later, Movistar Spain shut down its dedicated bullfighting channel in March 2023.

    Oscar-winning writer and director Pedro Almodóvar – who received a lifetime achievement award at San Sebastian this year – has his Madrid offices close to the world’s premiere bullring, Las Ventas. In 1986 he portrayed the world of bullfighting in Matador, starring a very young Antonio Banderas, later returning to the subject in Talk to Her (2002).

    This film, which won Almodovar the Oscar for best screenplay, contains scenes in which a female matador is gored in the picturesque bullring in Aranjuez. The British Board of Film Censorship insisted on cuts, and Almodóvar faced legal challenges from animal rights groups. According to Spanish law, corridas are permitted and can be filmed. The legal situation becomes thornier if a bull is killed by a professional matador for the sole purposes of the event being captured on film.

    Documenting the glory and the horror

    Nothing is staged for Serra’s documentary. He followed the Peruvian Andrés Roca Rey, a box-office phenomenon often dismissed by serious aficionados as a crass populist; and the more refined Pablo Aguado, a native of Seville.

    Serra connected better with Roca Rey, capturing his fears and solitude in an often hostile professional environment. Pay-for-view television channel Canal+ set a new gold standard for broadcasting bullfights with technical panache. Serra makes no attempt to replicate this labour. Placing the camera at the eye level of the bull and the matador results in a far more graphic and gruesome spectacle.

    The Catalan filmmaker is amongst world cinema’s masters of sound design, and the audience is privy to the bull’s breathing as well as conversations between the matador and his team once the afternoon’s activities in the sand have come to a bloody conclusion.

    Tardes de Soledad is likely to anger and unnerve aficionados and abolitionists alike. Industrial farming is arguably crueller than bullfighting, but recognising this fact is not automatically a defence of the “national fiesta”. It might just be that any hypothetical prohibition needs to framed alongside a wider reassessment of our relationship with, and responsibility to, non-human creatures.

    Some abolitionists suggest that, even though bulls are sold for meat afterwards, it is death and torture being employed for entertainment that renders corridas so problematic. Psychological desensitisation is a real risk, especially when children are in attendance.

    Aficionados claim bullfighting is a rare opportunity to address our own mortality in a society in which death and nature are increasingly kept at a distance. Almodóvar’s pristinely shot bullfighting scenes nevertheless show how ritualised beauty – the vivid stylised outfits, the music, the choreography and the architecture – often divert attention from the blood.

    Serra’s harrowing footage might even shake some enthusiasts out of their complacency. Can so much animal and human suffering be justified in the name of an ancestral art? Conversely, Tardes de Soledad registers the poetry, pain and pathos of bullfighting in and beyond the arena. Dialogues between Roca Rey and his entourage establish a new benchmark for depicting the interior world of a matador, more unforgiving and empathetic than anything by Hemingway.

    A rallying call at anti-bullfighting demonstrations is: “It’s not culture, it’s torture.” Serra’s documentary warrants the Concha de Oro for showing the terms are not mutually exclusive.

  • MIL-OSI Global: Haegue Yang’s Leap Year is a bold and diverse show mixing cultural references and folk traditions

    Leap Year, a new exhibition of work by South Korean artist Haegue Yang at the Southbank Centre’s Hayward Gallery, is a bold and diverse display of contemporary art, mixing materials and ideas in unexpected ways.

    Those with a knowledge of art history over the last 70 years, like me, will appreciate how Yang plays with and combines various art traditions. For example, her use of LED, neon strip-lights, steel, text, projected video and even smell are deliberate references to materials commonly used in contemporary art.

    Yang’s art isn’t particularly “Korean”, but why should it be? Like many artists from around the world, Yang has been influenced by western pop culture. Coca-Cola and Hollywood movies have been as much part of life in South Korea since the Korean war as in Britain. While some see this as a downside of globalisation, many in South Korea embrace these influences, seeing them as a sign of progress. This fusion of cultures is a fact of life for Yang, and it runs through her art.

    In the wall text at the exhibition, Yang claims to have developed a “culturally hybrid visual language”. Her work references modernism, minimalism and conceptual art. Large black-and-white photo collages that bring to mind early 20th-century dada art (a post-war movement that was anti-bourgeois and often satirical and nonsensical) provide the backdrop for sculptures mounted on wheeled frames, reminiscent of stage sets or even fairground rides.

    Another resembles a shower cubicle, but with grab handles on the outside. The title, Sol LeWitt Vehicle, points to the conceptual artist Sol LeWitt. Geometric floor patterns recall the work of Gabriel Orozco, another well-known contemporary artist. In one room, the walls are painted in a blue that’s close to Yves Klein’s famous International Klein Blue (a shade of pure ultramarine he claimed to have invented and which features in his most famous works), although the paint was sourced locally by gallery staff.

    Connecting with tradition

    Yang is particularly interested in the ways contemporary art connects with older folk and craft traditions. For example, she explores weaving practices from different cultures, even working with Filipino artisans. These pieces sit alongside Reflected Red-Blue Cubist Dancing Mask, a sculpture that takes inspiration from how early cubist artists saw African masks as pure aesthetic objects, rather than ritualistic tools.

    Yang’s interpretation has wheels and handles, allowing it to be worn and used performatively, restoring its function, but with a modernist aesthetic twist.

    Her interest in folk traditions goes deeper. During the COVID lockdown in Seoul, she began exploring paper cutting, a traditional Korean craft often linked with shamanic rituals. From there, she expanded her research to include paper-cutting practices from other parts of the world, like wycinanki from eastern Europe and amate from Mexico.

    In her Mesmerising Mesh series, she uses traditional Korean paper (hanji), as well as Japanese washi and graph paper, to create intricate collages. The wooden structures she builds around these works resemble shrines from different cultures. Though some viewers might think of them as something more familiar, like the decor in a western Chinese restaurant. In fact, these designs were inspired by the Hmong people of Southeast Asia.

    In the west, since the second world war, the idea of universal art has often been viewed as tied to colonialism or cultural dominance, yet we embrace universal ideas like healthcare and human rights as progressive. Yang’s work suggests that art, too, has the power to bridge divides and foster empathy, breaking down barriers between cultures. Art may vary greatly across traditions, but at its core, it speaks to our shared humanity – a message as relevant as ever in our polarised times.

  • MIL-OSI Global: Why The Rock beats politicians for trust and leadership – and what would-be rulers can learn

    Celebrities can have huge influence and reach enormous audiences. That’s why Kamala Harris was happy to recently gain the endorsement of musician Taylor Swift.

    Due to their media attention and massive fan bases, some Hollywood stars and musicians can appear more powerful than traditional politicians. And these perceptions of influence may also translate into actual impact.

    Indeed, some celebrities have taken up causes, using their fame to overtly push for change (for instance, Bob Geldof and Princess Diana). Others endorse politicians, or successfully run for office themselves (for instance, Arnold Schwarzenegger and Ronald Reagan).

    While it may seem like celebrities who pivot to politics are able to trade on their pre-existing notoriety, few celebrities are well known beyond their fan bases and many people would expect them to lack the gravitas of world leaders.

    However, results of our recent exploratory study conducted in the UK shows that at least one celebrity, Dwayne “The Rock” Johnson, stands out. He achieved public recognition, leadership and trust ratings as high as the most well-known politicians.

    Indeed, our study found that The Rock’s recognition was on par with the Nobel prize-winning, two-term US president Barack Obama. He was also considered more trustworthy than many politicians.

    In the study, we invited 251 participants to evaluate the faces of 40 seasoned politicians and celebrities to assess their leadership potential and perceived personality traits.

    Only six of the faces had close to universal recognition. Former US presidents Barack Obama and Donald Trump, former UK prime minister Boris Johnson and Dwayne “The Rock” Johnson scored 90% or above. By contrast, US president Joe Biden and Russian president Vladimir Putin were each recognised by 80%.

    Interestingly, The Rock was also judged to be more considerate, competent, credible, intelligent and trustworthy than most politicians.

    When asked to indicate how strongly participants felt about each figure’s leadership potential, the results were surprising. Biden scored 64%, higher than Putin’s 56%, which was in turn higher than Trump and Boris Johnson who both received 42%.

    But a much larger percentage, 72%, rated The Rock as a strong leader, only bettered by Obama’s score of 87%. In our statistical models, two key personality traits, competency and credibility, predicted The Rock’s perceived potential as a national leader.

    The Rock’s fame, stemming from his wrestling career persona, television presence, and Hollywood stardom, seem to demonstrate the impact of a well-maintained media image. His expertise in wrestling’s “kayfabe” style of performance (a dramatic wrestling style that is presented as genuine) has greatly boosted his public persona as an authentic “nice guy”.

    This early experience, and a strong screen presence, is likely to have contributed to leadership scores similar to Obama. Here it seems that The Rock’s heavily cultivated media personality has translated into perceptions of effective leadership.

    This idea connects with the theory of mediated authenticity , which suggests that positive perceptions arise when audiences view media figures in a favourable light. The Rock’s wrestling persona has allowed him to build a connection to his fans and he seems to have developed this further with his Hollywood roles.

    What can Trump and Harris learn?

    Politicians must also connect with the public. Boris Johnson, for example, did well in the 2019 UK election because he knew how to connect and leveraged this ability to his advantage.

    However, leaders also need to be seen as knowledgeable and trustworthy to make an enduring positive difference.

    The Rock was asked about political ambitions.

    Some theorists of power argue that social influence derives from being well-liked, not just being famous. Of course, The Rock is famous for his nice guy image, along with his movie catalogue and perpetually perfect physique. His perceived leadership potential could come from being both popular and seen as a good role model.

    The Rock’s potential has been spotted by political parties. He describes himself as an independent and back in 2023 he revealed that he had been approached by multiple political parties about possibly running for office.

    Can you be a ‘nice’ populist?

    The last few years has seen the rise of numerous political leaders around the world, who have been labelled with the term “populist”. Leading figures on this list include Trump, India’s prime minister Narendra Modi, former Brazilian president Jair Bolsonaro and Boris Johnson. However, these leaders tend not to be highly trusted.

    The erosion of trust in politicians and political systems is a significant issue that can lead to decreased engagement with the democratic process, regardless of political level. This ultimately results in a civic structure that fails to represent the people it is meant to serve.

    With the US presidential election just weeks away, and still virtually tied, political strategists for both of the major parties must confront a key question: how much trust does each candidate have from the public?

    Today, we’re launching a refresh of the Microsoft Digital Equity Data Dashboard with current data from the FCC, the United States Census Bureau, Code.org, Broadband Now, and Microsoft to help federal, state, and local policymakers gain a better understanding of the factors contributing to the digital divide in communities across the United States. Originally launched in 2022 as part of our Airband Initiative, the dashboard provides critical data to help understand broadband gaps at the local level, allowing these decision makers to anchor their policies and programs in data and maximize investments in areas of highest need.  

    Today’s update allows tracking of historical broadband data to analyze trends and progress being made as a result of government and private sector investments. This includes the new data from the dashboard, which shows that all states, including Puerto Rico and the District of Columbia, saw an increase in the number of households with broadband connections as well as an increase in the number of households with laptops or desktops. The greatest changes were in households earning less than $20,000. These households saw an average increase of over 10.8 percentage points in internet connectivity compared to previous metrics, meaning there are nearly 325,000 more households connected in this group. 

    We’ve long held the belief in the value of data, and this dashboard refresh is the latest step in our ongoing journey to help close the digital divide around the world. 

    Bridging the Rural Broadband Gap in the United States 

    In 2017, we launched the Microsoft Airband Initiative with a clear mission: to bridge the significant rural broadband gap in the United States. That year, government data showed that at least 23.4 million people across the United States did not have access to reliable high-speed internet, and this lack of access created significant barriers to education, healthcare, and economic opportunities. At the same time, it’s been shown that increasing access and usage of broadband in rural areas leads to higher property values, increased job and population growth, increased entrepreneurship, and lower unemployment rates. This stark reality illustrated by this data highlighted the urgent need for action to bridge the digital divide.  

    We set out to help solve the problem by bringing private sector investment and innovative technologies together with advocacy for regulatory support and financial frameworks to increase connectivity. Over the years, we have tried different approaches to bridging the digital divide, and we’ve learned a lot. We initially focused on TV White Spaces, believing this unique technology would extend reliable and affordable broadband to rural areas. As time went on, we determined that to make a tangible impact in rural communities, we couldn’t rely on specific technology, so we shifted to a technology neutral approach. Today, our partners are leveraging fiber, fixed wireless, satellite, and other disruptive technologies to drive broad networks deeper into rural areas. As a result, our partners have extended coverage to over 7.4 million people in rural communities across 41 states and territories in the United States.   

    But technology alone was not a solution. High costs, the absence of new and alternative technologies, and market and regulatory conditions all hampered efforts. The economic impact was substantial, not only hindering individual progress but also stifling the overall development of rural areas. So, we also used our corporate voice and joined forces with others to directly advocate for Congress to deploy targeted funding to combat the digital divide.  

    Targeted Funding to Combat the Digital Divide 

    In the U.S., none of the progress we’ve seen would be possible, without the vision of the U.S. Congress to proactively and significantly invest in broadband infrastructure programs. Our experiences since 2017 have made it clear that these government investments are necessary to drive deep impact. Bipartisan investments in digital infrastructure and inclusion through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the American Rescue Plan Act (ARPA), and the Infrastructure Investment and Jobs Act (IIJA) were a huge step forward in our journey to close the digital divide in the United States.  

    As a result of these government investments and public private partnerships, our internet service provider partners in the U.S. have received more than $725 million in government infrastructure funding awards to accelerate network expansion and drive broadband adoption across the country, with approximately 80% going to rural communities.  

    An example includes Microsoft partner, Nextlink Internet, which is leveraging government investment and partnership to bring meaningful connectivity to rural communities in the Midwest, Southwest, and Southeast regions of the United States. Federal infrastructure funding enabled Nextlink to extend their seven-state footprint to 11 states in total: Indiana, Illinois, Iowa, Kansas, Louisiana, Minnesota, Nebraska, Oklahoma, Texas, Wisconsin, and Wyoming.   

    Looking Forward Globally with a Clear Vision 

    Outside of the United States, our global partnerships have brought coverage to nearly 100 million previously unserved and underserved people. Internationally, we’re also seeing success from similar models of participating in government infrastructure programs, with the U.S. government leading the way. This includes significant investments and leadership from the United States Agency for International Development (USAID) via the Digital Invest program and the Women in the Digital Economy Fund (Wi-DEF), as well as the United States Trade and Development Agency’s (USTDA) Digital Transformation with Africa initiative.  

    These partnerships have also enabled digital infrastructure and off-grid energy in unserved and underserved communities around the world. In Nigeria, for instance, providers like Tizeti are leveraging government investments to bring connectivity to schools, health clinics, and community anchor institutions. And communities are experiencing improved outcomes in education and healthcare as a result. If connectivity alone has enabled these outcomes, imagine what additional innovation AI could unlock. 

    But there are still 2.6 billion people who remain offline. Limited internet can exacerbate economic inequalities and inhibit access to social services, civic activities, and online learning resources. In places where we’re using AI to map global populations in real-time, we can provide early warnings that allow communities to better plan disaster recovery during times of crisis. Communities that remain offline do not get these early warnings and cannot act on them. As AI becomes more prevalent, communities that remain offline will not be able to fully access the benefits of this new technology. 

    To continue momentum, we are looking to the lessons we learned in the U.S. We must scale innovative technologies, expand connectivity and energy access, and leverage strategic partnerships. Governments, financial institutions, philanthropic institutions, and the private sector must come together to address critical financing barriers, invest in development finance, and expand digital infrastructure. 

    We’ve committed to reaching 250 million people with meaningful connectivity by the end of next year. Today, we’re calling for continued support and collaboration from all sectors to ensure no one is left behind. We call on all stakeholders to join us in this mission. 

    • Governments must create enabling regulatory environments that prioritize funding for digital infrastructure and support quick and efficient allocation of funding by federal, state, and local entities. 
    • The private sector must invest in innovative technologies and business models. 
    • Philanthropic organizations must continue to advocate for digital inclusion and develop initiatives anchored in the local community. 

    The journey to close the digital divide is a long one. Building out infrastructure takes time. It’ll take time for us to see some of the direct results of this work, but there is room for optimism. We are extremely grateful for the leadership and vision of the United States government, which is laying a blueprint for other countries to follow, as well as state and local leaders working to ensure these programs are successful. We encourage all policymakers to proceed efficiently so the benefits of these investments reach local communities sooner rather than later.

  • MIL-OSI USA: ERO New York City arrests unlawfully present Venezuelan national convicted of assaulting NYPD officers in Times Square

    NEW YORK — On Oct. 10, Enforcement and Removal Operations New York City arrested Darwin Andres Gomez Izquiel, an unlawfully present noncitizen and national of Venezuela, who was convicted by the New York County Supreme Court of assault in the second degree with intent to cause injury to an officer/fireman/EMT July 29 for his participation in the widely publicized gang assault on two NYPD officers in Times Square.

    Officers from the Criminal Apprehension Program arrested Gomez upon release from the custody of the New York City Department of Corrections pursuant to an ICE detainer and warrant of arrest. He remains in ICE custody pending removal proceedings.

    “Gomez-Izquiel is a criminal and threat to the public servants, residents and businesses of New York City,” said ERO New York City Field Office Director Kenneth Genalo. “We will not allow our communities to become safe havens for noncitizens who refuse to abide our laws. ERO New York City will continue to work with unending determination to apprehend and remove these violent criminal offenders.”

    On Aug. 23, 2023, the U.S. Border Patrol encountered Gomez near the Rio Grande Valley, Texas, after he unlawfully entered the United States without inspection, admission or parole by an immigration official. U.S. Border Patrol initially processed Gomez as an expedited removal after serving him with an order of expedited removal. Two days later, Gomez withdrew his application for admission to the United States and voluntarily returned to Mexico via the Brownsville Port of Entry.

    U.S. Border Patrol again encountered Gomez near the Del Rio Sector on Oct. 3, 2023, after unlawfully entered the United States at a time and place other than as designated by the Secretary of the Department of Homeland Security. U.S. Border Patrol issued Gomez a notice to appear charging inadmissibility pursuant to the Immigration and Nationality Act, provided him with an immigration judge hearing date for June 4, 2024, in Memphis, Tennessee, and released him on his own recognizance with specific reporting instructions for the nearest ERO office of his intended destination. There is no indication that he complied with those reporting instructions.

    On Jan. 27, 2024, the NYPD arrested Gomez for the crimes of assault on police officer/fireman/EMT, second-degree gang assault, obstruction of governmental administration and disorderly conduct. The next day, Gomez was arraigned on the charges and released on his own recognizance.

    That same day, ERO New York City lodged an immigration detainer with the New York City Department of Corrections’ Rikers Custody Management Unit against Gomez’s release.

    Gomez did not appear for his removal hearing before an immigration judge in Memphis June 4 due to his incarceration on Rikers Island in the custody of the New York City Department of Corrections. The presiding immigration judge did not take action on his case.

    On July 29, the New York County Supreme Court convicted Gomez of assault in the second degree with intent to cause injury to an officer/fireman/EMT and obstruct governmental administration and sentenced him to a custodial term of 364 days.

    As part of its mission to identify and arrest removable noncitizens, ERO lodges immigration detainers against noncitizens who have been arrested for criminal activity and taken into custody by state or local law enforcement. An immigration detainer is a request from U.S. Immigration and Customs Enforcement to state or local law enforcement agencies to notify ICE as early as possible before a removable noncitizen is released from their custody. Detainers request that state or local law enforcement agencies maintain custody of the noncitizen for a period not to exceed 48 hours beyond the time the individual would otherwise be released, allowing ERO to assume custody for removal purposes in accordance with federal law.

    Detainers are critical public safety tools because they focus enforcement resources on removable noncitizens who have been arrested for criminal activity. Detainers increase the safety of all parties involved — ERO personnel, law enforcement officials, removable noncitizens and the public — by allowing an arrest to be made in a secure and controlled custodial setting as opposed to at-large within the community. Because detainers result in the direct transfer of a noncitizen from state or local custody to ERO custody, they also minimize the potential that an individual will reoffend. Additionally, detainers conserve scarce government resources by allowing ERO to take criminal noncitizens into custody directly rather than expending resources locating these individuals at-large.

    ERO conducts removals of individuals without a lawful basis to remain in the United States, including at the order of immigration judges with the Justice Department’s Executive Office for Immigration Review. The Executive Office for Immigration Review is a separate entity from the Department of Homeland Security and ICE. Immigration judges in these courts make decisions based on the merits of each individual case, determining if a noncitizen is subject to a final order of removal or eligible for certain forms of relief from removal.

    As one of ICE’s three operational directorates, ERO is the principal federal law enforcement authority in charge of domestic immigration enforcement. ERO’s mission is to protect the homeland through the arrest and removal of those who undermine the safety of U.S. communities and the integrity of U.S. immigration laws, and its primary areas of focus are interior enforcement operations, management of the agency’s detained and non-detained populations, and repatriation of noncitizens who have received final orders of removal. ERO’s workforce consists of more than 7,700 law enforcement and non-law enforcement support personnel across 25 domestic field offices and 208 locations nationwide, 30 overseas postings, and multiple temporary duty travel assignments along the border.

    We are excited to announce the general availability of the new Azure Cobalt 100 Virtual Machines (VMs). These VMs run on Microsoft’s first fully custom Arm-based Cobalt 100 CPU and represent a significant milestone in our end-to-end approach to building cloud infrastructure.

    Today we are announcing the general availability of the new Azure Cobalt 100-based Virtual Machines (VMs). These VMs run on Microsoft’s first 64-bit Arm-based Azure Cobalt 100 CPU, which has been fully designed in-house. They represent a significant milestone in our journey in designing and building out our cloud infrastructure, with optimization and customization across every layer of the infrastructure stack—from silicon, to servers, to services. Through vertical integration across hardware and software, Azure Cobalt 100-based VMs are one of Microsoft’s latest examples of innovating to enhance and optimize our cloud infrastructure with an end-to-end systems approach, to deliver the right mix of performance, power efficiency, and scale for our customers.

    The Cobalt 100-based VMs consist of our new general purpose Dpsv6-series and Dplsv6-series and our memory-optimized Epsv6-series VM series. They offer up to 50% better price performance than our previous generation Arm-based VMs, making them an attractive option for a wide range of scale-out and cloud-native Linux-based workloads, including data analytics, web and application servers, open source databases, caches, and more. 

    The new Azure Cobalt 100-based VMs deliver leading performance across various workloads compared to previous generations of Azure Arm-based VMs: up to 1.4x CPU performance, up to 1.5x performance on Java-based workloads, and up to 2x performance on web servers, .NET applications, and in-memory cache applications compared to the previous generation Azure Arm-based VMs. These VMs also support 4x local storage IOPS (with NVMe) and up to 1.5x network bandwidth compared to the previous generation Azure Arm-based VMs.

    The new VMs are broadly available in Canada Central, Central US, East US 2, East US, Germany West Central, Japan East, Mexico Central, North Europe, Southeast Asia, Sweden Central, Switzerland North, UAE North, West Europe, and West US 2. The number of regions will continue to expand in 2024 and beyond with Australia East, Brazil South, France Central, India Central, South Central US, UK South, West US 3, and West US coming soon.

    Customer adoption and scenarios

    We have been working with several internal and external customers during the preview period. For example, IC3, the platform that powers billions of customer conversations in Microsoft Teams, is serving its growing customer base more efficiently, achieving up to 45% better performance on Cobalt 100-based VMs.

    We’re also delivering Cobalt 100-based VMs to many of our independent software vendor (ISV) partners offering platform as a service (PaaS) and software as a service (SaaS) solutions on Microsoft Azure.

    Developer ecosystem 

    The developer ecosystem for Arm continues to thrive and has seen tremendous progress in the last couple of years. Major developer platforms and languages such as C++, .NET, and Java provide Arm-native versions. We have invested in Arm-specific optimizations for each of these platforms and languages so we’re fully leveraging the capabilities of the Arm architecture.  

    The larger ecosystem has embraced Arm with many popular infrastructure and deployment solutions now available with native Arm support. GitHub Actions, GitHub’s continuous integration and continuous delivery (CI/CD) workflow engine, is an integral part of many developers’ workflows and used to continuously build, test, and deploy apps. This is now available for Arm in two flavors—self-hosted runners that can be hosted on an Arm VM or on local Arm hardware, and GitHub-hosted runners. 

    Containers are a popular deployment target for many reasons: a streamlined development workflow, isolation and security, efficient resource utilization, portability, and reproducibility. Microsoft Azure Kubernetes Service (AKS) now supports the creation of Arm agent nodes as well as mixing x86 and Arm architecture nodes within a cluster. 

    Specifications

    You can select from a range of Azure Virtual Machines of three memory ratios for a given vCPU size, giving you the flexibility to choose the configuration that works best for your workloads in terms of CPU performance and memory needs. All these VM series are available with and without local disks so that you can deploy the option that best fits your workload.  

    • The new Dpsv6-series and Dpdsv6-series general-purpose VMs offer up to 96 vCPUs and 384 GiB of RAM (4:1 memory-to-vCPU ratio). They are ideal for scale-out workloads, cloud-native solutions like AKS, small to medium open-source databases, application servers, and web servers. Arm developers can use these VMs in CI/CD pipelines, development, and test scenarios.
    • The new Dplsv6-series and Dpldsv6-series VMs provide up to 96 vCPUs and 192 GiB of RAM (2:1 memory-to-vCPU ratio). They are perfect for media encoding, small databases, gaming servers, microservices, and workloads that don’t need high RAM per vCPU.  
    • The new Epsv6-series and Epdsv6-series memory-optimized VMs offer up to 96 vCPUs and 672 GiB of RAM (up to 8:1 memory-to-vCPU ratio). These VMs are designed for memory-intensive workloads such as large databases, in-memory caching applications, and data analytics.

    The new virtual machines support all remote disk types such as Standard SSD, Standard HDD, Premium SSD and Ultra Disk storage. You can deploy these new VMs using existing methods including the Azure portal, SDKs, APIs, PowerShell, and the command-line interface (CLI).

    After Hurricane Fiona in October 2022, President Joe Biden visited Puerto Rico and pledged to leverage the technical support of federal agencies to improve the archipelago’s electric grid.

    In December 2022, President Biden signed the Fiscal Year 2023 Consolidated Appropriations Act into law, which included $1 billion to establish the Puerto Rico Energy Resilience Fund (PR-ERF) to drive key investments in renewable and resilient energy infrastructure in the commonwealth. The fund also supports Puerto Rico’s goal of meeting 100% of its electricity needs with renewable energy by 2050. The U.S. Department of Energy’s (DOE’s) Grid Deployment Office launched the PR-ERF in February 2023 to alleviate both the energy cost and grid resilience challenges that Puerto Ricans face.

    In the summer of 2023, DOE issued a funding opportunity announcement—a public notice to fund installations and consumer protection for its new Programa Acceso Solar, an initiative to connect low-income households across Puerto Rico with subsidized rooftop solar and battery storage systems. The funding opportunity announcement gave solar companies, nonprofits, energy cooperatives, and governmental bodies a chance to apply for federal funding. DOE also launched the Solar Ambassador Prize, a complementary competitive funding opportunity for organizations in Puerto Rico to help identify, engage, and assist with the intake processing of qualifying households for residential solar and battery installations. Currently, 14 solar ambassadors selected through the prize are actively working to identify eligible households for subsidized solar and battery storage installations through Programa Acceso Solar.

    The Programa Acceso Solar and the Solar Ambassador Prize make up the first round of PR-ERF funding. In July 2024, DOE announced the second phase—the Programa de Comunidades Resilientes (Resilient Communities Program)—to increase energy resilience for community healthcare facilities and shared spaces within subsidized multifamily housing. These PR-ERF programs will be implemented over the next few years with the National Renewable Energy Laboratory’s (NREL’s) continued support of the program design.

    Building Energy Resilience Through Collaborative Success of the Programa Acceso Solar

    Applications are currently open for Puerto Rican households to apply to the Programa Acceso Solar, and solar installers have already begun installing subsidized solar and battery storage systems for low-income homeowners. The Programa Acceso Solar provides these installations with zero upfront costs, including education and support on how to use and maintain the systems through partnerships with several installers and community-based organizations.

    NREL’s team helped DOE determine which homes qualified for solar and battery installation and facilitated outreach and intake efforts. NREL’s Caleigh Isaacks, project manager, led the team assisting DOE’s Grid Deployment Office in developing, implementing, and managing the prize since the program’s inception. In addition, the NREL team has also contributed to outreach efforts, including webinars and training sessions, and played a key role in shaping the funding structure and rules.

    Thousands of low-income households across Puerto Rico are eligible for solar and battery storage systems through the Programa Acceso Solar. This includes households in areas most affected by frequent and prolonged power outages, as well as those with residents dependent on electricity-powered medical equipment.

    Energy analysts and software engineers at NREL, like Brian Mirletz, lead the research efforts to support the Programa Acceso Solar. Mirletz evaluated potential designs for residential solar-plus-battery storage systems using NREL’s System Advisor Model™. With this model, Mirletz determined how factors such as the energy needs of equipment for people with disabilities could impact the systems’ ability to meet critical loads during power outages.

    In early July, inspectors from partner installers evaluated the first applicants’ homes to receive systems through Programa Acceso Solar. One inspected home now awaits the installation of an almost 6-kilowatt solar and battery system. The program will cover the majority of the homeowner’s nearly $200 monthly electricity costs. Once the system is installed, the homeowner will pay only $20 per month to cover maintenance expenses.

    The Justice Department and City of Albuquerque (City), New Mexico, filed a joint motion today seeking court approval to terminate certain portions of the consent decree covering the Albuquerque Police Department (APD). The joint motion follows the independent monitor’s 20th report, also filed today, which concluded that the City and APD have reached full compliance with 99% of the consent decree’s terms, the highest level of compliance achieved by APD.

    The monitor’s report indicates that APD’s compliance level reflects significant achievement in critical areas such as completing timely and high-quality use-of-force and misconduct investigations. These accomplishments take place against a backdrop of a 37% reduction in APD’s use of serious force in the last four years.

    “Our joint motion to terminate additional provisions of this consent decree demonstrates that the Justice Department has come even closer to its ultimate goal of ensuring constitutional and effective policing in Albuquerque,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Real reform is not only possible, but evident in Albuquerque.     APD has made substantial change in reaching compliance with provisions of the consent decree the parties seek to terminate, including:

    • APD has properly trained all officers on using Tasers to ensure that officers only use these weapons when lawful and necessary.
    • APD has trained specialized officers to respond to behavioral health crises and deployed those officers across the department. Albuquerque has also created a new agency called Albuquerque Community Safety to send trained mental health professionals to 911 calls involving behavioral health issues. Through these two initiatives, Albuquerque is working to ensure that people get the help they need.
    • APD has improved supervision across the police department, ensuring that officers receive the guidance, direction and support they need to be effective and comply with the law.

    The District Court for the District of New Mexico entered the consent decree in June 2015.     Ahead of the COP16 Biodiversity summit, which runs from 21 October to 1 November in Cali, Colombia, Amnesty International’s Secretary General, Agnès Callamard, said: 

    “At the last meeting of the Convention on Biological Diversity in Montreal in 2022, states agreed the Kunming-Montreal Global Biodiversity Framework, a set of ambitious targets to strengthen the protection and promotion of biodiversity globally by 2030. That was an important first step towards tackling the biodiversity crisis that has brought about the total or near extinction of countless species and threatens the human right to a clean, healthy and sustainable environment.

    “The Global Biodiversity Framework includes many human rights safeguards, but it will only prove effective if states agree on a robust mechanism to monitor and enforce it. Delegates at COP16 must finalize a monitoring framework that comprehensively tracks all of those human rights safeguards and the appropriate channelling of funds, holds states accountable for failing to respect them, and is informed by submissions from Indigenous Peoples, peasant and Afro-descendant organizations, and civil society.

    “The Global Biodiversity Framework, including its monitoring mechanism, is particularly crucial for Indigenous Peoples and land-dependent communities who are bearing the brunt of the loss of biodiversity but are also victimized by the responses to this loss. In particular, and as documented by Amnesty International, they are at risk of being thrown off their land in the name of creating protected conservation areas – a shameful practice known as fortress conservation.

The monitoring mechanism must track the channelling of biodiversity financing directly to those actors, and formally recognize their conservation work on their lands, which is often more effective than state-sanctioned protected areas.

    “Similarly, environmental defenders and land protectors often risk their lives to protect our planet and its biodiversity. Delegates must keep this harsh reality at the front of their minds as they meet in Colombia, long the world’s deadliest country for environmental activists. The monitoring framework must thus include metrics to capture initiatives and legal protections for land defenders, and their impact and outcome, including on impunity.”
