    The XXIX International Scientific and Practical Conference “System Analysis in Design and Management” (SAEC-2025) was held at the Polytechnic University.

    The event was organized by the scientific and pedagogical school “System Analysis in Design and Management” based on the Higher School of Computer Technologies and Information Systems of the Institute of Computer Science and Cybersecurity of SPbPU with the support of the Southern Federal University and the Financial University under the Government of the Russian Federation.

    The conference was attended by about 300 representatives of universities and research organizations from Russia and 19 foreign countries. 114 reports were presented, in addition to plenary sessions, there were seven scientific sections, two round tables, a discussion track and a visiting session in Taganrog (Southern Federal University).

    The plenary sessions were chaired by Violetta Volkova, professor at the Higher School of Computer Science and Information Technologies, Vladimir Kozlov, professor at the Higher School of Computer Science and Information Technologies, and Svetlana Shchepetova, professor at the Department of Modeling and Systems Analysis at the Financial University.

    On the first day of the conference, its scientific secretary, Associate Professor Svetlana Shirokova read out the opening remarks of the Chairman of the Program Committee, Academician of the Russian Academy of Sciences Igor Kalyaev. Professor Peres Krichtin Fabio Luis, Special Coordinator for International Relations with the Russian Federation, delivered a welcoming speech via video link on behalf of the Federal University of Rio de Janeiro.

    The following people gave reports on global problems of developing the methodology of systems analysis, data dimensionality, spatial planning and design of the environment of the future, system principles of model integration, systems analysis and development of weapons systems, as well as the peculiarities of the development of Russian higher education in modern conditions: President of the Southern Federal University, Academician of the Russian Academy of Education Marina Borovskaya; Head of the Scientific Direction “Mesoeconomics, Microeconomics, Corporate Economics” of the Central Economics and Mathematics Institute of the Russian Academy of Sciences, Scientific Director of the Department of Modeling and Systems Analysis of the Financial University under the Government of the Russian Federation, Head of the Department of Institutional Economics of the State University of Management, Corresponding Member of the Russian Academy of Sciences Georgy Kleiner; Head of the Department of Mathematical Modeling of Nonlinear Processes of the Keldysh Institute of Applied Mathematics of the Russian Academy of Sciences, Full Member of the Academy of Military Sciences; Professor of St. Petersburg State University Vladimir Khalin.     At the end of the plenary session, the director of the Center for Technological Support of Education at Moscow Polytechnic University, Ilya Volnov, gave a report entitled “The Method of Analogies and Synthesis of the Sphere Approach.”

The reports characterizing the current state of the sciences on systems and methods of systems analysis were discussed, including the report of the head of the department of philosophy of information and cognitive processes of the Institute of Philosophy of the National Academy of Sciences of Belarus Andrei Kolesnikov on arithmotronics; a joint report of professor of the University “Narxoz” (Almaty, Kazakhstan) Mafura Uandykova and professor of the Financial University Svetlana Shchepetova on the problem of interaction between the system and the individual in the era of digitalization; a joint report of professor of the Federal University of Rio de Janeiro Fabio Luis Peres Krichtin and his colleagues from the Polytechnic School, research laboratories of the Federal University of Rio de Janeiro and the Federal University Fluminense (Niteroi, Brazil).

Professor Igor Arefyev and Associate Professor Olga Afanasyeva of the St. Petersburg Mining University spoke about the use of artificial intelligence to build cognitive models of weakly structured problems of system analysis. Professor Violetta Volkova, in collaboration with Yuri Cherny, Head of the Center for the Study of Informatics Problems at the Institute of Scientific Information on Social Sciences of the Russian Academy of Sciences, prepared a report entitled “A Look at the Problem of Big Data from the Point of View of A. A. Denisov’s Philosophy and Theory of the Information Field.”

    The meeting in Taganrog was devoted to the topic “Cognitive Modeling of Complex Systems and Artificial Intelligence”. There, Zinaida Avdeeva, a senior research fellow at the V. A. Trapeznikov Institute of Control Sciences of the Russian Academy of Sciences, expressed an important idea for complex open systems that forecasts should begin with an analysis of the current state of the system, reflected in regulatory documents, and presented a cognitive analysis of the main ones.

  • Prime Minister Modi arrives in Namibia on final leg of five-nation tour

    Prime Minister Narendra Modi arrived in Windhoek, Namibia, on Wednesday morning, marking the first-ever visit by an Indian Prime Minister to Namibia in nearly three decades and only the third such visit from India to the southern African nation.

    PM Modi is in Namibia on a State visit at the invitation of President Netumbo Nandi-Ndaitwah.     Prime Minister Narendra Modi paid a State Visit to Brazil on Tuesday at the invitation of President Luiz Inácio Lula da Silva, with both leaders pledging to deepen ties across a wide range of strategic areas.

    U.S. President Donald Trump will attend Sunday’s Club World Cup final in East Rutherford, New Jersey, he said at a Cabinet meeting on Tuesday, as world soccer’s ruling body FIFA announced it had opened an office in New York’s Trump Tower.

    “I’ll be going to the game,” Trump told reporters.

    The news came a day after FIFA President Gianni Infantino announced the opening of a representative office at Trump Tower, where the Club World Cup trophy will be on display until the final.

    “We have received such a big support from the government and from the President with the White House Task Force for the FIFA Club World Cup (now) and for the FIFA World Cup next year,” Infantino said.

    Trump has not shied away from sport’s super-sized spotlight during his second term, becoming the first sitting president to attend a Super Bowl in February, and in May announcing D.C. as the host for the 2027 NFL Draft from the Oval Office.

    His immigration crackdown and travel ban on 12 countries have prompted concerns ahead of the 2026 World Cup, however, even as Infantino offered assurances that the world will be welcomed in the U.S. for the quadrennial global showpiece event.

    A memo obtained by Reuters last month showed that the Trump administration was considering significantly expanding its travel restrictions by potentially banning citizens of 36 additional countries from entering the U.S.

    U.S. President Donald Trump on Tuesday said he would impose a 50% tariff on imported copper and soon introduce long-threatened levies on semiconductors and pharmaceuticals, broadening his trade war that has rattled markets worldwide.

    One day after he pressured 14 trading partners, including powerhouse U.S. suppliers like South Korea and Japan, with fresh tariff letters, Trump reiterated his threat of 10% tariffs on products from Brazil, India and other members of the BRICS group of countries.

    He also said trade talks have been going well with the European Union and China, though he added he is only days away from sending a tariff letter to the EU.

    Trump’s remarks, made during a White House cabinet meeting, could inject further instability into a global economy that has been shaken by the tariffs he has imposed or threatened on imports to the world’s largest consumer market.

    U.S. copper futures jumped more than 10% after Trump’s announcement of new duties on a metal that is critical to electric vehicles, military hardware, the power grid and many consumer goods. They would join duties already in place for steel, aluminum and automobile imports, though it was unclear when the new tariffs might take effect.

    U.S. pharmaceutical stocks also slid following Trump’s threat of 200% tariffs on drug imports, which he said could be delayed by about a year.

    Other countries, meanwhile, said they would try to soften the impact of Trump’s threatened duties after he pushed back a Wednesday deadline to August 1.

    Trump’s administration promised “90 deals in 90 days” after he unveiled an array of country-specific duties in early April. So far only two agreements have been reached, with the United Kingdom and Vietnam. Trump has said a deal with India is close.

    Trump said countries have been clamoring to negotiate.

    “It’s about time the United States of America started collecting money from countries that were ripping us off … and laughing behind our back at how stupid we were,” he said.

    He said late Tuesday that “a minimum of seven” tariff notices would be released on Wednesday morning, and more in the afternoon. He gave no other details in his Truth Social post.

    Trading partners across the globe say it has been difficult to negotiate even framework agreements with the U.S. given the haphazard way new tariffs are announced, complicating their internal discussions about concessions.

    HIGHEST LEVELS SINCE 1934

    Following Trump’s announcement of higher tariffs for imports from the 14 countries, U.S. research group Yale Budget Lab estimated consumers face an effective U.S. tariff rate of 17.6%, up from 15.8% previously and the highest in nine decades.

    Trump’s administration has been touting those tariffs as a significant revenue source. Treasury Secretary Scott Bessent said Washington has taken in about $100 billion so far and could collect $300 billion by the end of the year. The United States has taken in about $80 billion annually in tariff revenue in recent years.

    The S&P 500 finished slightly lower on Tuesday, a day after Wall Street markets sold off sharply following Trump’s new tariffs announcement.

    Trump said he will “probably” tell the European Union within two days what rate it can expect for its exports to the U.S., adding that the 27-member bloc had been treating his administration “very nicely” in trade talks.

    The EU, the largest bilateral trade partner of the U.S., aims to strike a deal before August 1 with concessions for key export industries such as aircraft, medical equipment and spirits, according to EU sources. Brussels is also considering an arrangement that would protect European automakers with large U.S. production facilities.

    However, German Finance Minister Lars Klingbeil warned that the EU was prepared to retaliate if necessary.

    “If we don’t reach a fair trade deal with the U.S., the EU is ready to take counter measures,” he said in the lower house of parliament.

    Japan, which faces a possible 25% tariff – up from 24% first threatened in April – wants concessions for its large automobile industry and will not sacrifice its agriculture sector, a powerful domestic lobby, for the sake of an early deal, top trade negotiator Ryosei Akazawa said on Tuesday.

    South Korea, which also faces a possible 25% tariff, said it planned to intensify trade talks over the coming weeks “to reach a mutually beneficial result.”

    Washington and Beijing agreed to a trade framework in June, but with many of the details still unclear, traders and investors are watching to see if it unravels before a separate, U.S.-imposed August 12 deadline or leads to a lasting detente.

    “We have had a really good relationship with China lately, and we’re getting along with them very well. They’ve been very fair on our trade deal, honestly,” Trump said, adding that he has been speaking regularly with Chinese President Xi Jinping.

    Trump said the United States would impose tariffs of 25% on goods from Tunisia, Malaysia and Kazakhstan; 30% on South Africa and Bosnia and Herzegovina; 32% on Indonesia; 35% on Serbia and Bangladesh; 36% on Cambodia and Thailand; and 40% on Laos and Myanmar.

    U.S. President Donald Trump said on Tuesday the U.S. would “pretty soon” charge a 10% tariff on imports from BRICS countries, drawing another complaintfrom Brazil PresidentLuiz Inacio Lula da Silva, who just hosted the bloc’s annual summit.

    Trump, who raised the tariff threat on Sunday, said in a Tuesday cabinet meeting at the White House that the duty was on the way: “Anybody that’s in BRICS is getting a 10% charge pretty soon … If they’re a member of BRICS, they’re going to have to pay a 10% tariff … and they won’t be a member long.”

    The BRICS group expanded last year beyond Brazil, Russia, India, China and South Africa to include members such as Iran and Indonesia. Leaders at the summit in Rio de Janeiro voiced indirect criticism of U.S. military and trade policies.

    Asked about Trump‘s tariff threat, Lula told journalists at the BRICS summit on Monday that the world does not want an emperor. After a state visit from Indian Prime Minister Narendra Modi, Lula on Tuesday expressed further disagreement.

    “We will not accept any complaints about the BRICS summit. We do not agree with the U.S. president insinuating he’s going to put tariffs on BRICS countries,” he told journalists in Brasilia.

    Trump gave no specific date for the BRICS tariff to kick in. On Monday, a source familiar with the matter said the Trump administration would charge the tariff only if countries adopted anti-American policies, differentiating actions from statements like the one adopted by the BRICS leaders on Sunday.

    Trump claimed without evidence on Tuesday that the group was set up to hurt the United States and he U.S. dollar’s role as the world’s reserve currency. He said he would not allow that to happen.

    BRICS was set up to degenerate our dollar and take our dollar … take it off as the standard,” he said. “And that’s okay if they want to play that game, but I can play that game too.”

    Trump said losing the dollar’s role as the world’s reserve currency would be like “losing a war, a major world war. We would not be the same country any longer.”

    Brazil in February nixed plans for a common currency agenda during its presidency year.

  • Death toll from Texas flood hits triple-digits as tally of missing tops 180

    The death toll from the July Fourth flash flood that ravaged a swath of central Texas Hill Country rose on Tuesday to at least 109, many of them children, as search teams pressed on through mounds of mud-encrusted debris looking for scores of people still missing.

    According to figures released by Governor Gregg Abbott, authorities were seeking more than 180 people whose fate remained unknown four days after one of the deadliest U.S. flood events in decades.

    The bulk of fatalities and the search for additional victims were concentrated in Kerr County and the county seat of Kerrville, a town of 25,000 residents transformed into a disaster zone when torrential rains struck the region early last Friday, flooding the Guadalupe River basin.

    The bodies of 94 flood victims, about a third of them children, have been recovered in Kerr County alone as of Tuesday, Texas Governor Greg Abbott said at a late-afternoon news conference after touring the area by air.

    The Kerr County dead include 27 campers and counselors from Camp Mystic, a nearly century-old all-girls Christian summer retreat on the banks of the Guadalupe near the town of Hunt. The camp director also perished.

    Five girls and a camp counselor were still unaccounted for on Tuesday, Abbott said, along with another child not associated with the camp.

    As of Tuesday, 15 other flood-related fatalities had been confirmed across a swath of Texas Hill Country known as “flash flood alley,” the governor said, bringing the overall tally of lives lost to 109. Reports from local sheriffs’ and media have put the number of flood deaths outside Kerr County at 22.

    But authorities have said they were bracing for the death toll to climb as flood waters recede and the search for more victims gains momentum.

    Law enforcement agencies have compiled a list of 161 people “known to be missing” in Kerr County alone, Abbott said. The roster was checked against those who might be out of touch with loved ones or neighbors because they were away on vacation or out of town, according to the governor.

    ‘FIND EVERY SINGLE PERSON’

    He said another 12 people were missing elsewhere across the flood zone as a whole, a sprawling area northwest of San Antonio.

    “We need to find every single person who is missing. That’s job number one,” Abbott said.

    On Tuesday, San Antonio-born country singer Pat Green disclosed on social media that his younger brother and sister-in-law and two of their children were among those “swept away in the Kerrville flood.”

    Hindered by intermittent thunderstorms and showers, rescue teams from federal agencies, neighboring states and Mexico have joined local efforts to search for missing victims, though hopes of finding more survivors faded as time passed. The last victim found alive in Kerr County was last Friday.

    “The work is extremely treacherous, time-consuming,” Lieutenant Colonel Ben Baker of the Texas Game Wardens said at a press conference. “It’s dirty work. The water is still there.”

    A water-soaked family photo album was among the personal belongings found in flood debris by Sandi Gilmer, 46, a U.S. Army veteran and certified chaplain volunteering in the search operation along the Guadalupe at Hunt.

    “I don’t know how many people in this album are alive or deceased,” she said, flipping through images of two toddlers and a gray-haired man. “I didn’t have the heart to step over it without picking it up and hoping to return it to a family member.”

    MAKINGS OF A DISASTER

    More than a foot of rain fell in the region in less than an hour before dawn last Friday, sending a wall of water cascading down the Guadalupe that killed dozens of people and left mangled piles of debris, uprooted trees and overturned vehicles.

    Public officials have faced days of questions about whether they could have alerted people in flood-prone areas sooner.

    The state emergency management agency warned last Thursday, on the eve of the disaster, that parts of central Texas faced a flash floods threat, based on National Weather Service forecasts.

    But twice as much rain as predicted ended up falling over two branches of the Guadalupe just upstream of the fork where they converge, sending all of that water racing into the single river channel where it slices through Kerrville, City Manager Dalton Rice said.

    Rice has said the outcome was unforeseen and unfolded in a matter of two hours, leaving too little time to conduct a precautionary mass evacuation without the risk of placing more people in harm’s way.

    Scientists have said extreme flood events are growing more common as climate change creates warmer, wetter weather patterns in Texas and other parts of the country.

    At an earlier news briefing on Tuesday, Kerr County Sheriff Larry Leitha rebuffed questions about the county’s emergency operations and preparedness and declined to say who was ultimately in charge of monitoring weather alerts and issuing flood warnings or evacuation orders.

    He said his office began receiving emergency-911 calls between 4 a.m. and 5 a.m. on Friday, several hours after the local National Weather Service station issued a flash-flood alert. “We’re in the process of trying to put (together) a timeline,” Leitha said.

    Abbott said a special session of the Texas legislature would convene later this month to investigate the emergency response and provide funding for disaster relief.

  • MIL-OSI Europe: Massive cocaine seizure: Frontex supports crackdown on sea smuggling

    More than 3 tons of cocaine have been stopped from reaching Europe’s streets thanks to a large-scale international operation targeting maritime drug smuggling. Frontex, the European Border and Coast Guard Agency, played a central role in co-leading the action, which ran throughout June.

    Operation White Sea V focused on smuggling routes in the Atlantic, the North Sea, and the English Channel. It brought together forces from 12 countries, including Belgium, France, Spain, and the United Kingdom, along with Frontex, Europol, and MAOC-N.

    One of the biggest hauls came on 23 June, when Belgian authorities found 647 kg of cocaine hidden deep inside a tanker from Brazil docked in Zeebrugge. Five crew members were arrested and remain in custody.

    Frontex provided real-time ship tracking, aerial surveillance flights, and deployed six cross-border crime officers to support boarding and inspection teams on the ground, including during the Zeebrugge operational period.

    Operation White Sea V, which took place in the month of June, reflects a growing trend of traffickers using the sea to smuggle large quantities of cocaine. Frontex remains fully committed to supporting Member States in disrupting organized crime and keeping European borders secure.

    Frontex played a key part in the operation by tracking nearly 1 000 ships and providing the tools needed to support national teams. We sent six of our experts to assist with inspections on the ground, including the one that led to the major  seizure in Zeebrugge.

    We also contributed from the air, coordinating 12 surveillance flights over key sea routes. These flights, which covered nearly 25 hours in total, helped spot suspicious activity and guide enforcement teams.

    The operation highlights a worrying trend in sea-based cocaine smuggling. Frontex will continue working closely with national authorities to fight organized crime and protect Europe’s borders.

    The European Multidisciplinary Platform Against Criminal Threats (EMPACT) tackles the most important threats posed by organized and serious international crime affecting the EU. EMPACT strengthens intelligence, strategic and operational cooperation between national authorities, EU institutions and bodies, and international partners.     Joao Pedro scored twice against his former club as Chelsea reached the FIFA Club World Cup final on Tuesday with a 2-0 win over Fluminense.

    Less than a week after joining Chelsea from Brighton & Hove Albion, Pedro struck either side of halftime to set up a meeting with either Real Madrid or reigning European champions Paris Saint-Germain in Sunday’s final.

    The game ended on a worrying note for Chelsea after midfielder Moises Caicedo limped off with an ankle injury.

    Both sides began with high intensity at MetLife Stadium despite the temperature reaching 35 degrees Celsius at kickoff.

    Chelsea dominated the early stages and got its reward in the 18th minute when Pedro Neto’s cross into the box was cleared straight to Pedro, who curled a shot into the far corner.

    Malo Gusto almost doubled the lead moments later, winning a header in the box but directing his effort straight at goalkeeper Fabio.

    Fluminense had its best scoring chance of the first half when Hercules beat goalkeeper Robert Sanchez to the ball and fired a shot that was hooked away on the line by Marc Cucurella.

    The Brazilian outfit then had a penalty for a Trevoh Chalobah handball overturned after the referee reviewed the incident on the pitchside monitor and ruled the defender’s arm was in a natural position.

    Chelsea regained the initiative after halftime as Caicedo and Cucurella both went close with shots from distance.

    Pedro scored his team’s second goal in the 56th minute, cutting inside on the counterattack before lashing a drive that bounced in off the underside of the bar.

    Fluminense looked deflated as Chelsea continued to press forward in the oppressive conditions.

    Gusto’s long-range attempt narrowly missed the top-right corner and substitute Nicolas Jackson sent an angled shot into the side-netting when Cole Palmer was free inside the six-yard box.

    Playing against his former club, 40-year-old defender Thiago Silva was arguably Fluminense’s best player, blocking and repelling a number of Chelsea attacks.

    His clearing header from a Cucurella cross in the 75th minute almost certainly denied the Premier League club a third goal.

    Fluminense pushed to get back into the match but struggled to break down Chelsea’s organized defense. Substitute Keno almost broke the English team’s resistance in the final minutes, steering a header wide after beating Reece James in the air.

  • India, Brazil sign six key pacts with focus on terror, trade, and tech

    India and Brazil signed six agreements on Tuesday during Prime Minister Narendra Modi’s state visit, covering cooperation in security, digital infrastructure, renewable energy, agriculture, and intellectual property.

    The agreements include a pact on combating international terrorism and transnational organized crime, as well as a memorandum on the exchange of large-scale digital solutions to support digital transformation.

    Both countries also agreed to collaborate in renewable energy and agricultural research, with an MoU signed between Brazil’s EMBRAPA and India’s Council of Agricultural Research.

    An agreement was also signed for the exchange and mutual protection of classified information.

    Additionally, the Department for Promotion of Industry and Internal Trade (DPIIT) of India and Brazil’s Secretariat of Competitiveness and Regulatory Policy under the Ministry of Development, Industry, Trade and Services signed an MoU on cooperation in the field of intellectual property.

    India and Brazil also announced the establishment of a ministerial-level mechanism to monitor trade, commerce, and investment between the two countries.

    Trade and energy cooperation

    PM Modi said India and Brazil have agreed to raise bilateral trade to USD 20 billion over the next five years. “Football is Brazil’s passion, just as cricket is loved by the people of India. Whether it’s sending the ball past the boundary or into the goal, when both are on the same team, a USD 20 billion partnership is not difficult to achieve,” he said, adding that both sides will also work to expand the India–MERCOSUR Preferential Trade Agreement (PTA).

    The Prime Minister stressed that cooperation in the energy sector was steadily growing and highlighted the new agreement signed to boost collaboration on clean energy and sustainable development.

    Defence, AI and digital linkages

    Highlighting ties in agriculture and health, PM Modi noted that cooperation in agriculture and animal husbandry spans several decades, and both sides are now working together in agricultural research and food processing too. “In the health sector too, we are enhancing our win-win collaboration. We have also emphasized the expansion of Ayurveda and traditional medicine in Brazil,” he said.

    Underscoring the importance of people-to-people connections, the Prime Minister said that the shared passion for sports — cricket and football — brings India and Brazil closer. “We wish for India–Brazil relations to be as vibrant as Carnival, as passionate as football, and as heart-connecting as Samba — all without the long visa counter queues! With this spirit, we will work together to ease people-to-people exchanges between our two nations, especially for tourists, students, sportspersons, and businessmen,” he said.

    On global issues

    PM Modi said India and Brazil have always worked in close coordination on global issues and stressed that their partnership is relevant to the Global South and the wider world. “We firmly believe that it is our moral responsibility to bring the concerns and priorities of the Global South to the forefront of the global stage,” he said.

    Calling for disputes to be resolved through “dialogue and diplomacy,” the PM said the India–Brazil partnership stands as an “important pillar of stability and balance” amid global tensions and uncertainty.     RIO DE JANEIRO, July 8 — Chinese Premier Li Qiang said here Tuesday that the Chinese economy is fully capable of withstanding any external shocks and achieving long-term stable growth.

    Meeting with representatives of Chinese enterprises operating in Brazil, Li said that since the year’s beginning, the Chinese economy has held up under pressure and maintained sustained and positive momentum.

    Participants included local branch chiefs of Bank of China, Great Wall Motor, State Grid, Goldwind Sci & Tech, China’s leading food trader COFCO, Gree Electric Appliances, Dahua Technology and ZTT Group.

    After listening to the remarks from the participants, Li said that in recent years, Chinese enterprises have accelerated their pace of going global and improved their capabilities for international operations, playing an increasingly important role in boosting domestic economy.

    Li said the first half of the year has witnessed the resilience of China’s economic growth with potential in domestic demand and bright spots in innovation.

    Noting that the Chinese economy will always provide staunch support for Chinese companies operating overseas, the premier said the government will provide better services and guarantees for enterprises, strengthen the building of various mechanisms and platforms for economic and trade cooperation, and improve the overseas comprehensive service system.

    He added that greater policy support will be introduced in such areas as policy consultation, finance, credit insurance and security, in order to create a better environment for enterprises and better facilitate their development.

    The current global economic and trade landscape is undergoing profound changes with the rise of unilateralism and protectionism, and increasing trade and investment barriers, Li noted. At the same time, a new round of technological revolution and industrial transformation is further advancing, presenting both challenges and opportunities for enterprises, he added.

    Li said he hopes Chinese companies can adapt to the trend and take proactive actions. They should build strong brands, strengthen planning, and enhance the global competitiveness of “Made in China” and “Created in China,” he said.

    It is essential to cultivate the local markets deeply by providing consumers with more products and services that meet market demand, the premier said, adding that Chinese companies should use Brazil as a platform to expand into the broader Latin American market and strive for greater development.

    Li said that Chinese enterprises must respect local laws, regulations and cultural practices, operate in compliance with legal requirements, actively undertake social responsibilities, and strive to forge a responsible and accountable image.

    Participants said Chinese enterprises will give full play to their own strengths and characteristics, enhance cooperation, effectively respond to various challenges, take root locally and remain committed to operating in compliance with laws and regulations.

    They also vowed to continue to expand their presence in sectors such as finance, energy, agriculture and scientific and technological innovation, uphold the positive image of Chinese enterprises overseas, contribute to building closer economic and trade ties between China and Brazil as well as other Latin American countries, and better achieve mutual benefit and win-win outcomes.

  • PM Modi’s Brazil visit: Terror, trade, tech on focus as India, Brazil ink six key pacts

    India and Brazil signed six agreements on Tuesday during Prime Minister Narendra Modi’s state visit, covering cooperation in security, digital infrastructure, renewable energy, agriculture, and intellectual property.

    The agreements include a pact on combating international terrorism and transnational organized crime, as well as a memorandum on the exchange of large-scale digital solutions to support digital transformation.

    Both countries also agreed to collaborate in renewable energy and agricultural research, with an MoU signed between Brazil’s EMBRAPA and India’s Council of Agricultural Research.

    An agreement was also signed for the exchange and mutual protection of classified information.

    Additionally, the Department for Promotion of Industry and Internal Trade (DPIIT) of India and Brazil’s Secretariat of Competitiveness and Regulatory Policy under the Ministry of Development, Industry, Trade and Services signed an MoU on cooperation in the field of intellectual property.

    India and Brazil also announced the creation of a ministerial-level mechanism to monitor trade, commerce, and investment between the two countries.

    Prime Minister Narendra Modi on Tuesday shared glimpses of his meetings with key international figures — including Chilean President Gabriel Boric Font, United Nations Secretary-General Antonio Guterres and former Brazilian President Dilma Rousseff — held on the sidelines of the BRICS Summit in Rio de Janeiro.

    Sharing details about his meeting with Chilean President Gabriel Boric Font, PM Modi highlighted the growing friendship between the two nations.

    During that visit, which marked 76 years of diplomatic relations between the two countries, both leaders discussed in detail the historic diplomatic ties established in 1949, growing trade linkages, people-to-people connections, cultural exchanges and the warm and cordial bilateral relations. They also expressed their desire to further expand and deepen the multifaceted relationship in all areas of mutual interest.

    Prime Minister Narendra Modi on Tuesday departed for Namibia after concluding his two-day visit to Brazil, where he attended the 17th BRICS Summit in Rio de Janeiro and held wide-ranging discussions with Brazilian President Luiz Inacio Lula da Silva.

    PM Modi is on a five-nation visit, with Namibia being his final stop.

    In a post on X, the Prime Minister said, “Held fruitful talks with President Lula, who has always been passionate about the India-Brazil friendship. Our talks included ways to deepen trade ties and diversify bilateral trade. We both agree that there is immense scope for such linkages to thrive in the coming times.”

    “Clean energy, sustainable development and overcoming climate change were also prominent topics of discussion.     The Secretary-General is wrapping up his visit to Rio de Janeiro, where he was attending the BRICS Summit. He held a number of bilateral meetings today, notably with the Premier of the State Council of the People’s Republic of China, Li Qiang. They discussed cooperation between the United Nations and China, sustainable development, climate change and financing.
    And yesterday afternoon, on the margins of the BRICS, the Secretary-General also met the Iranian Foreign Minister, Seyed Abbas Araghchi. The Secretary-General noted the importance of the consolidation of the ceasefire to lay the groundwork for the resumption of negotiations.
    He also held a bilateral meeting with the Foreign Minister of Türkiye, Hakan Fidan. They exchanged views on the war in Ukraine, the situation in the Middle East and the next round of meetings on Cyprus.
    The Secretary-General is leaving Rio later today and will be back in New York at daybreak tomorrow.

    BOSNIA AND HERZEGOVINA
    This morning, the General Assembly held a ceremony in solidarity and reflection on the 30th anniversary of the genocide in Srebrenica, as mandated by the General Assembly.
    Courtenay Rattray, the Secretary-General’s Chef de Cabinet, delivered remarks on the Secretary-General’s behalf, saying that we must remember the more than 8,000 Bosnian Muslim men and boys who were killed at Srebrenica, and we pay tribute to the strength, to the dignity and the courage of the survivors and their families.
    Thirty years ago, the Secretary-General said in his message, the United Nations and the world failed the people of Srebrenica. This collective failure, he added, was the result of policies, propaganda, and international indifference.
    Today, he said, we remember, and we must also confront reality.
    After Srebrenica, the world said – once again – “Never Again”. Hate speech is on the rise again – fueling discrimination, extremism, and violence. We see the glorification of war criminals. We see the same dangerous currents that once led to atrocity crimes. The Secretary-General said we cannot ignore these warning signs.

    As a note, Rosemary DiCarlo, the Under-Secretary-General for Political and Peacebuilding Affairs, will be representing the Secretary-General at the official remembrance in Srebrenica that takes place this Friday.

    HAITI
    Turning to Haiti, where the Office for the Coordination of Humanitarian Affairs report that armed attacks in the Centre department last week displaced more than 16,000 human beings. Most have found refuge with host families, while 2 per cent of them have settled in seven informal displacement sites that were created in the wake of these incidents.
    These developments reflect the continued deterioration of the security situation in Haiti, which is compounding humanitarian needs in a country where more than 1.3 million people are already internally displaced. Half of those are children. Overall, 6 million people in Haiti need humanitarian assistance, amid persistent insecurity and the gradual collapse of essential services.
    Displaced women and girls face particular risks.
    They face severe risks to their safety, including exposure to sexual and gender-based violence, with cases reported in some displacement sites.
    Despite major challenges, humanitarian partners continue to deliver life-saving assistance to the most vulnerable in Haiti. From January to March, more than 720,000 people received emergency food assistance, 25,000 people received emergency shelter kits, and 35,000 benefited from essential non-food items. Nearly 170,000 people gained access to safe drinking water, and 55,000 accessed emergency sanitation facilities.
    However, as we said yesterday, the lack of funding is significantly impacting our ability and our partners’ ability to meet the growing needs of the Haitian people. And as I said, unfortunately, the Haitian humanitarian appeal remains the least funded of all of our humanitarian appeals, which are almost all underfunded. Out of the $908 million we need, we have less than $75 million in the bank.
    OCHA remains committed to working closely with humanitarian partners, national authorities and others to increase funding levels, coordinate the delivery of assistance, facilitate humanitarian access, and ensure that the needs of Haiti’s most vulnerable people are addressed.

  • MIL-OSI Security: RGV man sent to prison after using girlfriend and minor to pass through checkpoint with illegal alien

    CORPUS CHRISTI, Texas – A 42-year-old resident of Rio Grande City has been ordered to federal prison for unlawfully transporting an illegal alien, announced U.S. Attorney Nicholas J. Ganjei.

    Jason Al Venecia pleaded guilty March 26.

    U.S. District Judge Nelva Gonzales Ramos has now ordered Venecia to serve 24 months in federal prison to be immediately followed by two years of supervised release. At the hearing, the court heard additional evidence that Venecia took his girlfriend and her minor daughter with him to smuggle the illegal alien to facilitate passage through the checkpoint.

    On Jan. 2, Venecia approached the Falfurrias Border Patrol checkpoint in a Cadillac SRX. Authorities noticed two adult males in the front and an adult and minor female in the backseat. During initial inspection, the front male passenger admitted to being in the United States illegally.

    He was from Mexico with no authority to be in the United States.

    Law enforcement found multiple proof of life videos in Venecia’s cell phone from illegal aliens after they had crossed the Rio Grande River. There were text messages telling Venecia he would be paid $1,250 when the illegal aliens made it to their next destination.

    While on bond awaiting sentencing, Venecia was caught assisting his girlfriend during her own attempt to smuggle illegal aliens further into the United States. His bond was subsequently revoked and ordered into custody where he will remain pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Venecia’s girlfriend has since pleaded guilty to her separate case prosecuted in the McAllen Division.

    Customs and Border Protection conducted the investigation. Assistant U.S. Attorney Ashley Pruitt prosecuted the case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces and Project Safe Neighborhood.

  • MIL-OSI Security: Woman sentenced for smuggling firearms into Mexico

    BROWNSVILLE, Texas – A 38-year-old Georgia woman has been sentenced today for smuggling several firearms and magazines hidden in a vehicle’s gas tank, announced U.S. Attorney Nicholas J. Ganjei.

    Mirna Luna pleaded guilty April 1.

    U.S. District Judge Fernando Rodriguez Jr. has now handed Luna a 46-month term of imprisonment to be immediately followed by two years of supervised release. In handing down the sentence, the court noted the seriousness 0f trafficking of firearms.

    Luna traveled from her Canton, Georgia, residence Dec. 15, 2024, and attempted to cross at the Brownsville/Matamoros  port of entry into Mexico.

    Once there, authorities had referred her to secondary inspection where they discovered 17 firearms and 27 magazines hidden in the gas tank of the Nissan car she was driving.

    Luna claimed ownership of the car and admitted she is the only person who drives it. She does not have a license to export firearms and has not applied for one.

    She will remain in custody pending transfer to a Federal Bureau of Prisons facility to be determined in the near future.

    Immigration and Customs Enforcement – Homeland Security Investigations conducted the investigation. Assistant U.S. Attorneys Jose Esquivel and Ana Cano prosecuted the case.

    WASHINGTON, D.C.U.S. Representative Gabe Vasquez (NM-02) introduced two standalone bills to address critical healthcare gaps affecting military families and deliver recognition to New Mexico’s Downwinders. The bills, which have been introduced ahead of the FY26 National Defense Authorization Act (NDAA) markup, reflect Rep. Vasquez’s continued push to ensure New Mexico communities are prioritized in national defense policy.

    “As a member of the House Armed Services Committee, I’m making sure New Mexico’s voices are heard, our families are respected, and our contributions are recognized in national policy,” said Vasquez. “By introducing these bills, I’m making clear that honoring our Downwinders and supporting our military families aren’t afterthoughts — they’re priorities. These efforts are about fairness, justice, and delivering real results for southern New Mexico.”

    The two bills include:

    • The TRICARE Travel Improvement Act, which reduces the travel reimbursement threshold under TRICARE Prime from 100 miles to 50 miles for active-duty servicemembers and their families. Currently, families stationed at White Sands Missile Range and Holloman Air Force Base who travel nearly 100 miles to El Paso for medical care are denied reimbursement due to being just under the threshold. This bill would ensure fairness for military families serving in remote areas.
    • The Downwinder Commemoration Act, which directs the Departments of Defense and Interior to place commemorative plaques in publicly accessible areas at White Sands Missile Range and Holloman Air Force Base. These plaques will recognize the harm endured by New Mexico’s Downwinders following the 1945 Trinity Test — the first nuclear detonation in U.S. history. Despite their exposure to radioactive fallout, Downwinder families were excluded from the Radiation Exposure Compensation Act (RECA) until Rep. Vasquez’s successful push to reauthorize and expand RECA to include New Mexico’s Downwinders. This bill helps deliver long-overdue recognition by permanently commemorating their suffering while preserving their legacy for future generations. 

    By introducing these bills independently, Rep. Vasquez is working to ensure these local priorities are protected as the NDAA advances through the legislative process.
