    WASHINGTON, D.C. – Congressman Mario Díaz-Balart (FL-26), Vice Chair of the House Appropriations Committee, led a 17-member coalition from the Florida Congressional Delegation in a letter to President Trump and his administration requesting sustained F-35A production and fielding to modernize the aging F-16C fleet at Homestead Air Reserve Base.

    “As Dean of the Florida Delegation, I am acutely aware of the security threats our nation faces from drug trafficking, transnational criminal organizations, and the increasing malign influence and presence of anti-American adversaries like Russia and China in the Southern Hemisphere. Florida is foundational in protecting our national security, countering the southern border threats and defending our Eastern coastline.

    “For these reasons, having the modern, multi-role F-35A fighter aircraft at HomesteadAir Reserve Base, which has served as a foundational line of defense for over 80 years, is a vital asset and will ensure the United States’ readiness in confronting these threats to our national security,” said Congressman Mario Díaz-Balart.

As Commander in Chief, you understand the critical role Florida plays in delivering on that mission and protecting our national security. From deterring and preventing the approximately $2.7 trillion impact to American lives through fentanyl counternarcotics efforts to supporting Southern border operations and homeland defense alert missions along our coastlines, Homestead Air Force Reserve Base (HARB) is critical for our national security. Florida’s strategic location makes it uniquely postured to counter Chinese, Russian, Violent Extremist Organizations (VEOs), and transnational criminal organizations (TCOs) and their influence in the southern hemisphere. These regional threats are the largest contributor to the state of national emergency within the United States over illegal aliens, infiltration of Tren de Aragua and MS-13 gangs, and illicit opioids.

    “Under your leadership as both our 45th and 47th president, Florida continues to fight the cartels and drug traffickers, leading to South Florida being named the High Intensity Drug Trafficking Area of the Year. We dismantled or disrupted 54 drug trafficking organizations in 2023 and seized an estimate value of $748 million in illicit drugs, including 23 metric tons of cocaine, 248 kilograms of methamphetamine, and 224 kilograms of fentanyl.

    “Through U.S. Southern Command, appropriately headquartered in Florida, we are tracking and thwarting Chinese efforts to expand their Belt and Road Initiative in Latin American Countries to monopolize natural resources, such as 20% of the world’s oil reserves, 25% of the strategic metals, and 31% of the fishing areas. We are working to claw back the $358 billion amassed by 35 TCOs in the region in 2023 through interdiction and counter trafficking efforts to help stabilize South America, preventing their problems from reaching our shores. The Russian Surface Action Group, led by the frigate Admiral Gorshkov and cruise missile submarine Kazan docked in Havana, Cuba, passed within 30 miles of the Florida Keys last June. Florida is uniquely postured to support the border alert mission to deter these acts of aggression.

    “Within Florida, HARB serves a foundational role in supporting the most critical national defense missions. HARB generated $364 million for the local economy in 2023 alone. It is the home to the 2,500-member 482nd Fighter Wing and its reserve associate, the 367th Fighter Squadron, responsible for F-16 alerts across the coastline in support of Operation Noble Eagle. It houses the Customs and Border Protection Air and Marine Branch, operating Blackhawks and turbo-prop airliners like the DHC-8 to interdict smugglers and prevent illegal aliens from crossing into the United States. Special Operations Command South Headquarters is also resident at HARB, executing special operations as assigned to U.S. Southern Command, spanning 31 countries and 10 overseas territories across Central and South America and the Caribbean.

    “Florida’s Gulf of America, Atlantic Ocean access, and its proximity to Central and South America is what drove the 125th Fighter Wing Air National Guard (ANG) unit selection for the F-35A Lightning II. Starting with an initial batch of aircraft to Jacksonville ANG in March of this year and expanding to the 125th Fighter Wing Detachment 1 at HARB in 2027. The Air Force Reserve also planned this F-35A modernization to replace the aging F-16C fleet within the 482nd Fighter Wing. This would create a common fighter platform between the Reserves and National Guard at HARB, reducing costs for base operations through shared maintenance efforts. Together, these units would provide a considerable increase in readiness for the North American Aerospace Defense Command Alert mission across both the Southern and Eastern U.S. border as well as downrange multi-role operations through short-notice worldwide deployments.

    A working meeting with a delegation from the Ministry of Higher Education of Venezuela was held in the Committee for Science and Higher Education of St. Petersburg. The representatives of the friendly Latin American country were met by the Chairman of the Committee for Science and Higher Education Andrey Maksimov. Representatives of six universities of St. Petersburg took part in the meeting. The Polytechnic University was represented by the Head of the International Cooperation Department Vladimir Khizhnyak.

    The Venezuelan delegation was headed by the Minister of People’s Power for Higher Education, Richardo Mujica. The delegation included the Director General of the Directorate of Integration and International Relations, Gasparri Rey, the Director of Bilateral Meetings of the International Relations Department, Jimenez Cubillán, and the First Secretary of the Embassy of the Bolivarian Republic of Venezuela in the Russian Federation, Andrés González.

    During the meeting, Andrei Maksimov briefly spoke about St. Petersburg, which is one of the largest scientific and educational centers in Russia. It concentrates over ten percent of the country’s scientific potential, with more than 350 scientific organizations, including about 60 organizations of the Russian Academy of Sciences and other state academies. The human resources potential of science and education in St. Petersburg exceeds 170,000 employees of scientific organizations and universities, including approximately 9,000 doctors of science and 26,000 candidates of science. Andrei Stanislavovich presented the work of KNVS in general and the interaction of St. Petersburg universities with universities in Venezuela, in particular.

    Mr. Mujica began his speech by thanking Russia for supporting Venezuela in its fight against the aggressive policies of Western countries and expressing admiration for the courage and fortitude of the Russian people. He recalled that President Maduro had recently visited Russia, took part in events marking the 80th anniversary of the Great Victory, and then visited St. Petersburg. Mr. Mujica also noted that Venezuela had adopted a program to develop cooperation with Russia in science and education. In accordance with this program, the number of students from this country in Russian universities should increase tenfold in the near future, from 200 to at least 2,000. A working group has been created at the Ministry to create an interuniversity university network of Venezuelan and Russian universities. It is planned to create joint programs and double degree programs. Priority areas of training are artificial intelligence, nanotechnology and new materials, agro-biotechnology, mining, etc. The issue of creating cultural and language centers in both Venezuela and Russia is also being worked on. The training of highly qualified personnel is also an urgent issue.

    Vladimir Khizhnyak spoke about the Polytechnic University and suggested areas of cooperation. He noted that the university has students from Venezuela, but there are not many of them, and our institutes are ready to accept many more representatives of this country in numerous training programs, including in English. Summer and winter school programs may also be of interest to students from Venezuela. Joint supervision of postgraduate students, participation of leading professors in dissertation councils and in the “Visiting Professor” program are also a good start for cooperation.

    Mr. Mujica responded positively to the proposal to visit the Polytechnic and conclude a cooperation agreement with the National Scientific University. It was opened recently and enjoys great support from the government of this country. He also noted that there are 25 polytechnic universities in Venezuela and he is ready to assist in establishing contacts with them. The country has adopted a 15-year program to support polytechnic universities.

    Mr. Mujica noted that the people of Venezuela remember that back in 1786, their compatriot, the hero of the national liberation struggle Francisco Miranda arrived in Russia and spent almost a year traveling around it. Catherine II granted him the rank of colonel of the Russian army, and he also received a passport of our country. The Empress allocated Miranda a cash subsidy to fight the Spanish colonizers and ordered a military squadron to be sent to the shores of Venezuela. So the friendship between our countries has deep roots and the Ministry of Higher Education is ready to contribute to its strengthening in every possible way.

    WASHINGTON, D.C. — In case you missed it, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Judiciary Immigration Subcommittee, joined MSNBC’s “The Weekend: Primetime” to condemn the Trump Administration’s Immigration and Customs Enforcement (ICE) raids across Los Angeles and President Trump’s ensuing unprecedented deployment of nearly 2,000 members of California’s National Guard to the region.

    Senator Padilla slammed President Trump for manufacturing a cruel crisis to scapegoat immigrants and distract from Republicans’ harmful budget bill that will cut critical services that millions of Americans depend on to give tax cuts to the ultra-wealthy. He also blasted the Trump Administration for their hypocrisy in calling the largely peaceful Los Angeles protests an “insurrection” as President Trump and Republicans refuse to use that word to describe the January 6th Capitol insurrection. Padilla encouraged Californians to continue peacefully protesting the Trump Administration’s inhumane immigration enforcement.

Look what happened on January 6. You’ve got to call out the hypocrisy. He did not once say “insurrectionist” for the people who stormed the Capitol and attacked police officers, but one protester who gets a little bit out of hand in Los Angeles and all of a sudden, he’s going to bring in the Marines? That’s beyond hypocritical.”
    • “If it’s one thing that the Team Trump does have going for it, is they are masters of misinformation and disinformation. What’s happening in Los Angeles is not an insurrection. What happened on January 6 at the nation’s Capitol was an insurrection. So intellectual dishonesty is nothing new for J.D. Vance, or Donald Trump, or anybody in the White House right now. They should know better.”

But when you’re going after kids that are depending on lifesaving treatment, when you’re going after people in the workplace, in houses of worship, children in schools — that’s a whole thing altogether. So in a diverse community like Los Angeles, there’s going to be a lot of people who are passionate about defending fundamental rights and due process and to speak up when they see that not being respected.”
    • “So for all the people in Los Angeles, I do say protest. Protest peacefully, but protest because Donald Trump wants one of two things. He wants people … to be quiet, to suck it up, and ignore what’s happening, let him do whatever he wants. That’s not in our DNA.”

    • “You can’t help but take this personal because you can relate to the story, because you can relate to the sacrifice, because you can relate to that journey — not just me, my brother, my sister, my parents, and our family, but everybody, frankly, in the community where and how I grew up, which is indicative of millions of families across the country. You know, my parents came in pursuit of the American Dream, as so many have over generations, and my parents found it. My dad as a short order cook for 40 years, my mom cleaning houses. And to think that in one generation, someone like me can grow up in public schools in Los Angeles, go on to college, and one day represent our state in the United States Senate.”
    • “But there’s a reason why I left my engineering degree behind in 1994. It’s because of the rhetoric I saw back then in California, very different than the California we see today. Governor Pete Wilson, at the time, standing for re-election, down in the polls, turns to anti-immigrant rhetoric to try to seek re-election and divide the people. And it was because of … that Proposition 187 that people like my parents, finally took the steps to become citizens, as opposed to just being long-term permanent residents, but also my generation choosing to get involved in government and politics and change the trajectory of our state.     Paraguay manager Gustavo Alfaro said Sunday that his side will approach its crucial World Cup qualifier against Brazil with the belief that a place on the sport’s grandest stage is within reach.

    Paraguay, which last featured at the World Cup in 2010, is third in the 10-team South American group with 24 points, two ahead of fourth-placed Brazil.

    The top six teams will qualify directly for next year’s showpiece in the United States, Mexico and Canada while the seventh-ranked side will earn a playoff spot.

    “These are the kinds of matches in which we have everything to win and nothing to lose,” Alfaro said ahead of Tuesday’s clash at Corinthians Arena in Sao Paulo.

    “Brazil is always a difficult opponent but at the same time we know that if we win we could get the outcome that we’ve been striving for. It’s a dream that has been put on hold for 15 years,” he added.

    Paraguay is unbeaten in nine games since Alfaro replaced Daniel Garnero as manager last August.

    While accepting that Brazil would pose a stern test under new head coach Carlo Ancelotti, the Argentine expressed confidence that his team had the mindset to overcome the five-time world champions.

    “I have no doubt that our attitude is what stands us apart and that we can maintain the same determined approach in every game we play,” he said.

    Veteran midfielder Casemiro says Brazil will look to rediscover its attacking instincts when it meets Paraguay in a FIFA World Cup qualifier on Tuesday.

    Brazil held Ecuador to a goalless draw in Guayaquil on Thursday in Carlo Ancelotti’s debut as manager, showing defensive discipline but little attacking threat.

    Casemiro, recalled by Ancelotti to the national squad after an absence of almost two years, said Brazil would need to take a more proactive approach to break down an in-form Paraguay at Corinthians Arena in Sao Paulo.

    “Each game is a different story,” said the 33-year-old, who played under Ancelotti at Real Madrid before his 2022 move to Manchester United.

    “It will be a game with a lot of possession and Paraguay wanting to play on the counterattack. We will need to be switched on mentally and take our chances when they come.

    “Brazil’s main characteristic is always to attack, but having defensive solidity is already a step forward. There’s no point in me saying here that we’re playing well but the team’s attitude in the last game was good. Now we have to prioritize the offensive aspect a little more.”

    Casemiro also praised Ancelotti’s early impact on the squad, saying the Italian had brought “experience” and “peace” to a team in transition.

    The former Sao Paulo and Porto player said he is enjoying his best form in years after a turbulent start to his spell at Manchester United.

    “This has been one of the most important years of my career,” he said. “I never stopped working and that has allowed me to come back stronger. Hard work always pays off and now I’m here, not because I know the coach, but because I earned it.”

    The winner of the clash will secure a ticket to next year’s World Cup in the United States, Mexico and Canada – but only if Uruguay beats Venezuela in Montevideo the same day.

  • MIL-OSI China: UN Ocean Conference to focus on biodiversity, subsidies, “30X30 goal”

    The third United Nations Ocean Conference (UNOC3), to be held in Nice, France, from June 9 to 13, 2025, will center on three core objectives: conserving marine biodiversity, eliminating harmful fisheries subsidies, and advancing the global “30×30” target.

    Rising ocean temperatures, acidification, and oxygen loss are undermining the ocean’s ability to regulate the climate, according to scientists from the One Ocean Science Congress. These environmental shifts, together with rising sea levels, pose a serious threat to global infrastructure and life on Earth, they warned in a recent statement meant to inform decision-makers gathering in Nice.

    In this context, UNOC3 will convene governments, international financial institutions, non-governmental organizations, researchers, civil society groups, and private sector stakeholders to address challenges and explore opportunities linked to the United Nations Sustainable Development Goal 14: to conserve and sustainably use the oceans, seas, and marine resources for sustainable development.

    The conference will feature ten plenary sessions and ten roundtable discussions, along with numerous side events.

    A top priority will be to secure the 60 ratifications needed to bring into force the Agreement under the United Nations Convention on the Law of the Sea on the Conservation and Sustainable Use of Marine Biological Diversity of Areas Beyond National Jurisdiction, known as the “BBNJ Agreement.” Adopted in 2023, the accord aims to safeguard marine ecosystems in international waters. So far, only 32 countries have ratified it. The deadline for reaching the 60-country threshold is Sept. 20, 2025.

    “The goal for Nice is to achieve at least 60 ratifications to ensure the agreement’s entry into force. We aren’t there yet… There is still a lot of work to be done,” French President Emmanuel Macron said, as quoted by Le Monde.

    The second objective targets the prohibition of harmful fisheries subsidies, widely seen as a major driver of global fish stock depletion. While the World Trade Organization adopted an agreement on this issue in June 2022, it still requires formal ratification by two-thirds of its members – or 111 countries – with only 101 having done so to date.

    Macron also emphasized the importance of combatting “illegal, unreported, and unregulated fishing,” Le Monde reported.

    The third major aim concerns achieving the “30×30” goal – the commitment to protect 30 percent of the oceans by 2030. Currently, only around 8 percent of marine areas enjoy some form of protection.

    To close the financial gap and support ocean conservation, conference participants will discuss innovative funding instruments such as “Blue bonds” and “Blue loans” to advance a sustainable ocean economy.

    Brazil goalkeeper Alisson Becker said Saturday that the influence of new manager Carlo Ancelotti may not be fully apparent until the FIFA World Cup next year.

    Ancelotti, who was appointed last month, took charge of his first match on Thursday as Brazil was held to a goalless draw by Ecuador in a World Cup qualifier in Guayaquil.

    Alisson said Ancelotti was already making his mark within the squad but cautioned that the long-term effects of the Italian’s management would take time to materialize.

    “We know that football is a process and we can’t expect all the problems to be resolved overnight,” the Liverpool player told a news conference in Sao Paulo, where the team is training ahead of next Tuesday’s World Cup qualifier against Paraguay at Corinthians Arena.

    Alisson said the former Real Madrid boss had already brought greater defensive cohesion and a relaxed atmosphere in the dressing room.

    He added the 65-year-old’s winning mentality was noticeable in training sessions and team meetings.

    “Ancelotti contributes in a lot of ways, it’s evident just by his presence,” he said. “He’s a manager with a long history in football and he carries that wherever he goes. It’s no different with the national team.”

    Meanwhile, Alisson raised the prospect of returning to his homeland to play for former club Internacional when his Liverpool contract expires in 2027.

    “My immediate goal is to be very focused on the present, especially with the World Cup approaching,” the 32-year-old said. “I’ve spoken with some players who have already gone through the process of returning to Brazil and some had positive experiences while others didn’t.”

    Brazil is currently fourth in the 10-team South American group with three qualifiers remaining.

    Contact has been lost with the Gaza Freedom Flotilla humanitarian aid boat Madleen after Israeli commandos intercepted it in international waters.

    The commandos demanded that everyone on board turn off their phones, and the boat lost contact with Al Jazeera Mubasher journalist Omar Faiad as well as its live feed, reports the AJ live tracker.

    International Solidarity Movement co-founder Huwaida Arraf confirmed that they had also lost contact with the Madleen.

    Arraf, whose ISM is supporting the Gaza Freedom Flotilla, later said from Sicily: “Just moments ago, communication seemed to be cut.”

    “So, we have lost all contact with our colleagues on the Madleen.”

    “Before that, we know that they had two drones hovering above them that dropped some kind of chemical on the vessel. We don’t know what that chemical was,” she said.

    “Some people reported that their eyes were burning. Before that, they were also approached by vessels in a very threatening manner.”

    So at least for the last hour the Madleen crew had been threatened by Israeli forces.

    “The last we saw, were able to hear from them, they were surrounded . . . by Israeli naval commandos and it looked like the commandos were about to take over the vessel.”

    The Freedom Flotilla earlier posted a message on social media saying “Red Alert: The Madleen is currently under assault in international waters.” It also said: “Israel navy ‘here right now, please sound the alarm’.”

    A video posted by Palestinian journalist Motaz Azaiza showed Brazilian activist Thiago Avila on board the Madleen wearing a life jacket.

    “The IOF [Israel Occupation Forces] is here right now, please sound the alarm. We are being surrounded by their boats,” he said in the video.

    “Yes this is an interception, a war crime is happening right now,” he said.

    “Donald Trump is demonstrating the height of his racism as he works to remove 500,000 legal immigrants from this country. These are individuals who followed the legal process to apply for and receive humanitarian parole, which allows migrants from countries facing instability, including Cuba, Haiti, Nicaragua, and Venezuela, to enter the United States and live and work here legally, in this case for two years, provided they have a private sponsor. These people followed that process, entered the United States legally, and became law-abiding and contributing members of their communities.  It is downright cruel for Donald Trump to interfere with that process, take away their parole status with virtually no warning, uproot them from their families, sponsors, and communities, and deport them to situations that are still unstable.

    overnor Kathy Hochul today announced new investments into nonprofit organizations whose missions are to advance and promote Puerto Rican culture, arts and education statewide.     In this year’s FY26 Enacted Budget, Governor Hochul secured two major capital funding investments:

    • $7 million to complete construction of The Hispanic Heritage Council’s Cultural Institute
    • $2 million infrastructure and equity investment toward the Hispanic Society Museum and Library (HSML)

    $7 Million To Complete Construction of the Hispanic Heritage Council’s Cultural Institute
    As New Yorkers gather today to celebrate the vibrant spirit of Puerto Rican culture at the National Puerto Rican Day Parade, Governor Kathy Hochul today highlighted her administration’s crucial, “gap-filling” investments for Phase 2 of the Hispanic Heritage Cultural Institute (HHCI) in Buffalo. These strategic funds are propelling the landmark project towards its full completion, solidifying its future as a premier destination for Hispanic arts, history and community in Western New York.

    Governor Hochul has been a steadfast champion of the HHCI since breaking ground on the $30 million, 37,000-square-foot facility in September 2023, coinciding with the start of Hispanic Heritage Month. Her administration’s ongoing commitment includes a pivotal $5 million grant through Empire State Development, alongside other critical funding, directly addressing the remaining financial needs to ensure the seamless progression to Phase 2 and the eventual grand opening. This targeted investment underscores New York State’s unwavering dedication to fostering cultural understanding and driving economic growth in diverse communities.

    The HHCI, developed by the Hispanic Heritage Council of Western New York, is rapidly approaching its full vision, which includes a museum, a 150-seat performing arts theater, state-of-the-art event spaces, a vibrant café, a cutting-edge media center and expansive learning labs. Upon completion, it will serve as a central gathering place, showcasing the diverse arts and cultures of the region’s expansive Hispanic population, which includes communities from nearly two dozen Latin American countries. This targeted investment is a testament to Governor Hochul’s ongoing efforts to strengthen cultural institutions and empower communities across New York by seeing projects through to their successful completion.

    $2 Million for the Hispanic Society Museum and Library
    Additionally, the Governor included a $2 million infrastructure and equity investment in this year’s Budget that will go toward the Hispanic Society Museum and Library (HSML) located in New York City. Its vast collection of over 750,000 objects and inclusive programming reflect a bold commitment to cultural equity and local engagement. The museum highlights significant Latino art work both globally and locally, however, the deteriorating condition of the Landmark Audubon Terrace, including the closure of the Lower Terrace due to safety concerns, limits access to this important resource. This funding will stabilize structural elements, improve infrastructure and install an ADA-compliant bridge — improvements that are essential to reopening public space and ensuring safe, inclusive access to exhibitions and educational programming. These upgrades will allow HSML to fully serve the surrounding Latino and immigrant communities, while enhancing New York’s cultural landscape for all. As the only institution in New York solely dedicated to the arts and cultures of the Spanish- and Portuguese-speaking world, the Hispanic Society is a globally significant yet deeply rooted community anchor.

    WASHINGTON – Today, the Department of Homeland Security (DHS) published additional information about some of the worst of the worst criminal illegal aliens arrested during Immigration and Customs Enforcement’s (ICE) Los Angeles operation.

    “Why do Governor Newsom and Los Angeles Mayor Karen Bass care more about violent murderers and sex offenders than they do about protecting their own citizens?” said Assistant Secretary Tricia McLaughlin. “These rioters in Los Angeles are fighting to keep rapists, murderers, and other violent criminals loose on Los Angeles streets. Instead of rioting, they should be thanking ICE officers every single day who wake up and make our communities safer.”

    Below are just a few of the worst of the worst ICE arrested this week in Los Angeles:

    Cuong Chanh Phan

    ICE arrested Cuong Chanh Phan, a 49-year-old illegal alien from Vietnam. His criminal history includes a conviction for second degree murder and was sentenced to 15 years to life.

    Rolando Veneracion-Enriquez

    ICE arrested Rolando Veneracion-Enriquez, a 55-year-old illegal alien from the Philippines. His criminal history includes burglary in Ontario, CA with a sentence of four years in prison, sexual penetration with a foreign object with force and assault with intent to commit rape in Pomona, CA with a sentence of 37 years in prison. 

    Lionel Sanchez-Laguna

    ICE Los Angeles Lionel Sanchez-Laguna, a 55-year-old illegal alien from Mexico. Sanchez-Laguna’s criminal history includes discharging a firearm at an inhabited dwelling and vehicle in Orange, CA with a sentence of 365 days in jail, battery on spouse or cohabitant in Orange, CA with a sentence of four years of probation, willful cruelty to child in Orange, CA with a sentence of four years of probation, driving under the influence in Orange, CA with a sentence of ten days in jail, assault with semi-automatic firearm in Orange, CA with a sentence of three years in prison, and personal use of a firearm in Orange, CA with a sentence of three years in prison.

Ordaz’s criminal history includes sexual battery in Los Angeles, CA with a sentence of 135 days of jail and five years of probation, receiving known or stolen property in Norwalk, CA with a sentence of 90 days in jail and three years of probation, and petty theft in Los Angeles, CA with a sentence of 365 days in jail and four years of probation.

    Francisco Sanchez-Arguello

    ICE arrested Francisco Sanchez-Arguello, a 38-year-old illegal alien from Mexico. Sanchez-Arguello’s criminal history that includes arrests for grand theft larceny and possession of a prohibited weapon.

    Jose Gregorio Medranda Ortiz

    ICE arrested Jose Gregorio Medranda Ortiz, a 42-year-old illegal alien from Ecuador. Medranda Ortiz’s criminal history includes conspiracy to possess with intent to distribute five kilograms or more cocaine while on board a vessel in Tampa, FL with a sentence of 135 months in prison.

    Victor Mendoza-Aguilar

    ICE arrested Victor Mendoza-Aguilar, a 32-year-old illegal alien from Mexico. His criminal history includes a conviction for possessing unlawful paraphernalia in Pasadena, CA with a sentence of 112 days jail, possessing controlled substances in Pasadena, CA with a sentence of 16 months in jail, assault with a deadly weapon: not firearm in Pasadena, CA with a sentence of four years in prison; obstructing a public officer in Pasadena, CA with a sentence of 364 days in jail.

    WASHINGTON, D.C. – Today, Congresswoman Doris Matsui (CA-07) Congressman Darren Soto (FL-09), Congresswoman Kathy Castor (FL-14), and Congressman Paul Tonko (NY-20) led a group of 33 lawmakers in a letter to Secretary of Transportation Sean Duffy and Federal Highway Administration (FHWA) Executive Director Gloria Shepherd, demanding that they immediately release National Electric Vehicle Infrastructure (NEVI) funding, following the Government Accountability Office’s finding that the funding freeze is illegal. 

    The National Electric Vehicle Infrastructure Program provides funding to states to build a nationwide network of publicly accessible electric vehicle chargers along major highways across the country. Congress authorized $5 billion for the NEVI program through the Bipartisan Infrastructure Law. The program has already had a transformative effect, creating jobs and catalyzing private investment throughout America. However, on February 6, the Trump Administration notified states that they were suspending the program and freezing states’ funding. This has left hundreds of projects and thousands of workers across the country in limbo.

    On May 22, the nonpartisan Government Accountability Office (GAO) found that these actions by the Trump Administration violated the Impoundment Control Act by illegally withholding funds that had been authorized by Congress. Despite this clear and unambiguous finding by Congress’s nonpartisan watchdog, the White House’s Office of Management and Budget instructed DOT on Wednesday to disregard the GAO ruling. 

    In response,the lawmakers wrote, “Congress did not give the Executive Branch the authority to withhold or rescind NEVI funding that has been made available to the states, and Congress clearly did not intend for the Administration to retroactively disapprove or suspend approval of state plans.” 

    “The Trump Administration’s continued attacks on the U.S. automobile industry are not only unamerican but also illegal,” the lawmakers concluded.  “As such, we request that FHWA immediately rescind the memo issued on February 6th and enable states to begin spending NEVI funds without delay.”

    Dear Secretary Duffy and Director Shepherd,

    We write to express our continued alarm and opposition to the Trump Administration’s illegal impoundment of formula funds under the National Electric Vehicle Infrastructure Formula Program (NEVI). The nonpartisan Government Accountability Office (GAO) has confirmed in a recent legal opinion that the Trump Administration’s actions withholding NEVI funding from expenditure violate the Impoundment Control Act, reaffirming what 52 Members of Congress have previously stated: this funding pause is not only harmful but illegal. Contrary to views expressed by the Office of Management and Budget,  the Administration’s actions clearly do not align with Congressional intent. The Trump Administration must immediately rescind the February 06, 2025, memorandum issued by the Federal Highway Administration (FHWA), which suspended state electric vehicle infrastructure deployment plans and rescinded related guidance. States must be allowed to spend the funds to which they are legally entitled.  

    Congress authorized $5 billion for FY22 through FY26 in the Bipartisan Infrastructure Law for states to deploy EV charging infrastructure. Every state, Washington D.C., and Puerto Rico submitted plans in accordance with the statute, and many have awarded contracts and deployed active charging stations. According to the GAO opinion, the $3,270,000,000 made available to states from FY22-FY25 constitutes an obligation and states are entitled to proceed with their programs. Congress did not give the Executive Branch the authority to withhold or rescind NEVI funding that has been made available to the states, and Congress clearly did not intend for the Administration to retroactively disapprove or suspend approval of state plans. The Trump Administration’s actions are therefore plainly counter to Congressional intent and illegal under the Impoundment Control Act.     

    NEVI is a critical investment in American infrastructure and innovation and is key to the long-term competitiveness of the American automobile industry. It is designed to increase accessibility and address range anxiety for Americans who choose to drive EVs. The program has already catalyzed significant private investment, and over 13,000 potential jobs could be at risk if the Administration does not release the NEVI funding.  Continued delay could lead to stranded assets and wasted expenditures. Importantly, a 2024 study by the National Renewable Energy Laboratory projected that the U.S. would need 182,000 publicly accessible direct current fast chargers (DCFC) to accommodate the growing EV market, nearly triple the current capacity of around 55,000 charging ports. 

    The Trump Administration’s continued attacks on the U.S. automobile industry are not only unamerican but also illegal. As such, we request that FHWA immediately rescind the memo issued on February 6th and enable states to begin spending NEVI funds without delay. Inaction on this request may very well be unconstitutional.

  • MIL-OSI Global: Canada must take action to prevent climate-related migration

    As wildfire season begins, the destructive impacts of climate change are being felt across Canada. Several communities in northern Saskatchewan have been issued evacuation orders due to wildfires. In Manitoba, Pimicikamak Cree Nation worked to evacuate hundreds of people as wildfires closed in, while smoke from those fires caused air-quality issues across the country.

    It isn’t just wildfires threatening people’s homes and livelihoods. In May, 1,600 residents from the Kashechewan Cree First Nation in Northern Ontario evacuated again due to flooding of the Albany River, which happens almost every year.

    The 2018 United Nations Climate Conference called on all states to adopt “laws, policies and strategies” meant “to avert, minimize and address displacement related to the adverse impacts of climate change.”

    The figures are disquieting. By 2050, more than 140 million people could become internal climate migrants in sub-Saharan Africa, South Asia and Latin America alone, especially if action towards reaching net-zero carbon emissions continues to be insufficient.

    Canada is not spared: 192,000 people were evacuated in 2023 due to disasters made more severe by climate change, including floods and wildfires. As climate change leads to more extreme weather, temporary climate displacement could become permanent migration.

    Climate migration

    The World Bank defines internal climate migration as having to relocate for at least a decade to a location 14 kilometres or more away from your community because of climate impacts.

    Research I presented at the 2025 Canadian Association for Refugee and Forced Migration Studies Conference at Toronto Metropolitan University analyzed how Canada addresses the climate migration challenge in its submissions under the Paris Agreement, which requires parties to adapt to climate change.

    The Canadian government understated the reality of internal climate migration in its submissions under the 2015 Paris Agreement, which obscure the gravity of this phenomenon.

    One of those submissions is the Nationally Determined Contribution (NDC), the cornerstone report each state party must present every five years. Canada’s NDC from 2021 recognizes that climate change harms certain populations more than others, but does not address temporary displacement, let alone internal climate migration.

    The Fort McMurray wildfires displaced more than 80,000 people in 2016, with its population declining 11 per cent between 2015 and 2018. Similarly, the 2019 Québec spring floods displaced more than 10,000 people and, in Sainte-Marie, hundreds of low-income families abandoned the city because they could not afford the reconstructed homes.

    A clear definition of internal climate migrants in Canada, robust data and better co-ordination among Indigenous, municipal, provincial and federal governments is needed.

    This is something a National Adaptation Act could deliver, as a part of a comprehensive framework to bolster adaptation action across the country.

    Transparency lacking

    Canada submitted an adaptation communication in 2024. The communication discusses climate impacts but mentions internal displacement only once. It contains no data or discussion of when displacement becomes permanent, nor does it focus on the disproportionate impact on equity-deserving groups.

    The government submitted an updated NDC earlier this year. It noted “the devastating impact of wildfires, floods, drought and melting permafrost on communities across the country” but only briefly discusses adaptation, referring instead to the 2023 National Adaptation Strategy. The only mentions of displacement come in appended submissions by Indigenous Peoples, including Trʼondëk Hwëchʼin First Nation and Makivvik.

    Indigenous Peoples suffer from flawed adaptation policies and institutional barriers that prevent them from effectively responding to emergencies. As a result, First Nations evacuate 328 times more frequently than settler communities during climate disasters.

    In 2011, for example, officials in Manitoba diverted flood waters to Lake St. Martin to protect urban, cottage and agricultural properties. In the process, they flooded 17 First Nations and displaced 4,525 people. Return of the 1,400 residents of the Lake St. Martin First Nation to a new location only started in 2017, and as recently as 2020 displaced families were protesting on highways for their right to housing.

    A national adaptation act

    Canada should adopt a clear definition of internal climate migrants that captures displacement from climate disasters and slow-onset phenomena like sea-level rise, permafrost thaw and biodiversity loss.

    UN experts released a Technical Guide on Human Mobility in 2024, calling for “a sound evidence base on the patterns and trends, as well as on the drivers and outcomes” of climate-induced mobility. It also highlighted the need for adaptation efforts “that are informed by stakeholder consultations” and “existing (Indigenous) adaptation practices.”

    Defining internal climate migrants would allow Canada to gather robust data at last, and to act decisively on it.

    One first step is the federal government’s pledge of a National Recovery Strategy by 2028, which would set out “shorter time frames for displaced individuals to be able to return to their homes or resettle after climate change disaster events.” But a comprehensive approach is needed to go beyond the fragmented landscape of federal and provincial strategies.

    The Canadian government should work with all stakeholders toward the adoption of a National Adaptation Act, like Brazil, Germany and Japan.

    Such a law could remove barriers to Indigenous adaptation action, co-ordinate efforts across orders of governments to prevent displacements, define internal climate migration, ensure data collection and protect the rights of people temporarily displaced or internally migrating because of climate change.

    It should also aim for greater transparency and accountability than what Canada has so far achieved with its Paris Agreement submissions.

    Colombian Senator Miguel Uribe, a potential presidential contender, was shot in Bogota on Saturday, according to the government and his party, as his wife said he was fighting for his life in hospital.

    The 39-year-old senator, who was shot during a campaign event as part of his run for the presidency in 2026, is a member of the opposition conservative Democratic Center party founded by former Colombian President Alvaro Uribe. The two men are not related.

    According to a party statement condemning the attack, the senator was hosting a campaign event in a public park in the Fontibon neighborhood in the capital on Saturday when “armed subjects shot him from behind.

    The party described the attack as serious, but did not disclose further details on Uribe’s condition. Videos on social media showed a man, identified as Uribe, being tended to after the shooting. He appeared to be bleeding from his head.

    Uribe’s wife Maria Claudia Tarazona wrote on her husband’s account on X that he was “fighting for his life.”

    Colombia’s Defense Minister Pedro Sanchez said a suspect had been arrested in the shooting and that authorities were investigating whether others were involved. Sanchez said he had visited the hospital where Uribe was being treated.

    The government is offering some $730,000 as a reward for information in the case.

    Colombia’s presidency issued a statement saying the government “categorically and forcefully” rejected the violent attack, and called for a thorough investigation into the events that took place.

    Leftist President Gustavo Petro sympathized with the senator’s family in a message on X saying, “I don’t know how to ease your pain. It is the pain of a mother lost, and of a homeland.”

    Petro later said in a speech on Saturday night that the person arrested was a minor and that the investigation would focus on finding who had ordered the attack.

    “For now there is nothing more than hypothesis,” Petro said, adding that failures in security protocols would also be looked into.

    The United States’ Secretary of State Marco Rubio said in a statement that the U.S. “condemns in the strongest possible terms the attempted assassination” of Uribe, blaming Petro’s “inflammatory rhetoric” for the violence.

    Uribe, who is not yet an official presidential candidate for his party, is from a prominent family in Colombia. His father was a businessman and union leader. His mother, journalist Diana Turbay, was kidnapped in 1990 by an armed group under the command of the late cartel leader Pablo Escobar. She was killed during a rescue operation in 1991.

    Colombia has for decades been embroiled in a conflict between leftist rebels, criminal groups descended from right-wing paramilitaries, and the government.

    A pioneering international initiative for hadal zone exploration, led by Chinese scientists, has received official approval from the United Nations Decade of Ocean Science for Sustainable Development (2021-2030).

    The Global Hadal Exploration Programme (GHEP), spearheaded by Institute of Deep-sea Science and Engineering (IDSSE) under the Chinese Academy of Sciences (CAS), aims to transform fragmented hadal research into a coordinated global mission to explore, understand and protect the planet’s most inaccessible marine ecosystems.

    The hadal zone comprises primarily of ocean trenches, particularly from a depth of 6,000 meters to the bottom of the ocean up to about 11,000 meters. The hadal environment is characterized by extreme depths and pressures, darkness, low temperatures, frequent earthquakes, and peculiar living forms.

    For a long time, the hadal trenches have been among the most under-explored and mysterious areas on Earth due to technological limitations.

    China has been a key driver of deep-sea exploration over the past decade through sustained sci-tech advancements. In 2014, the CAS launched the Hadal Science and Technology Program, followed by a historic dive to the Mariana Trench’s 10,000-meter depths in 2016. By 2022, the CAS initiated the Global Trench Dive and Exploration Programme, leveraging its cutting-edge manned submersible Fendouzhe (Striver) and the Tansuo research vessels.

    “Venturing deeper is about understanding our ocean so we can coexist with it,” said Du Mengran, a lead researcher at IDSSE.

    “Global cooperation in these ‘untouched zones’ will redefine the boundaries of marine science and provide critical knowledge for deep-sea conservation and sustainable use,” she said.

    To date, Chinese scientists have collaborated with 145 researchers from 10 countries, exploring nine hadal trenches worldwide, including the Mariana, the Kermadec and Puysegur trenches.

    Starting from this year, GHEP will unify international research on extreme environments, life evolution, and geological processes in the hadal zone. The program will establish international research hubs, organize joint deep-diving expeditions, and host regular symposia while offering training and open access to samples, data, and facilities — particularly for young scientists, Du added.

Throughout the five-day gathering, delegates, practitioners, and community leaders demonstrated that resilience can only be achieved when no one is left behind.

The platform revealed how inclusion manifests differently across various disaster risk reduction challenges. In early warning systems, it means ensuring alerts reach everyone through accessible formats and trusted community channels. In risk assessment, it requires disaggregated data that captures how different groups experience hazards. In preparedness planning, it demands meaningful participation from women, persons with disabilities, older persons, and indigenous communities as leaders and decision-makers, not merely as beneficiaries.

    A key message is that communities who have been excluded from DRR governance possess critical knowledge and capabilities that benefit us all. Indigenous forecasting methods, women’s community networks, and disability advocates’ understanding of accessibility barriers emerged as essential resources for building resilient societies. Sessions highlighted successful examples where traditional wisdom enhanced modern early warning systems and where community-led initiatives achieved stronger outcomes.

    The conversations also confronted persistent gaps honestly. Despite years of commitments, persons with disabilities continue to face significant barriers in accessing disaster services, women remain underrepresented in disaster risk reduction leadership, and intersectional vulnerabilities-such as those faced by adolescent girls with disabilities-often remain invisible to planners and responders.

    A Special Session on Progress Implementing The Gender Action Plan to Support Implementation of the Sendai Framework (Sendai GAP) highlighted progress that has been made over the past year since the Sendai GAP was launched. Success stories highlighted the impact that gender-responsive disaster risk reduction has had across diverse stakeholders, from disaggregated data informing budget allocations in Burundi, to how the Sendai GAP implementation tools have supported Kiribati; how women leadership has expanded across Mali, to how the transgender community in Pakistan has worked with provincial government to ensure inclusive disaster risk reduction is inclusive of all.

    As the Global Platform concluded, the message was clear: inclusion is not an add-on to disaster risk reduction-it is fundamental to its success. The path forward requires strengthening data collection to better understand how disasters affect different groups while scaling successful models like community-based early warning systems that integrate traditional knowledge and ensure accessibility for all.

    Equally important is investing in leadership development for women, persons with disabilities, and most at-risk communities to take central roles in disaster risk reduction planning and implementation. This shift demands embedding inclusion requirements into national and local disaster risk reduction strategies with dedicated resources and accountability mechanisms, while leveraging innovation to develop accessible early warning systems and preparedness resources that serve everyone effectively.

    GENEVA – As more than a thousand global leaders gathered for the 2025 Global Platform for Disaster Risk Reduction (GP2025), a powerful force from a behind-the-scenes presence to taking a centre-stage role: the LAC Women’s Network (the Americas and the Caribbean Women’s Network for Disaster Risk Reduction) descended on Geneva not only to participate, but to transform. With over 1,500 members and four elected representatives, the network brings the voices and stories of women from an expansive region where disasters intersect with deep-rooted inequalities.

    Keeping track of gender representation

    Their centerpiece? The Gender Observatory.

    Formed in 2023 at the VIII Regional Platform in Uruguay, this citizen-monitoring tool has quickly evolved from a regional experiment into a global accountability mechanism. The Gender Observatory tracks gender and intersectional representation across official sessions, going far beyond surface-level parity.

    Observers record who speaks, how women are portrayed, and whether marginalized groups are represented at all. With more than 60 volunteers gathering data in six languages during GP2025, the preliminary results suggest women are often present – but still struggle to be heard. Mentions of inclusion often lean towards the symbolic, and representation remains uneven.

    What isn’t measured, doesn’t change

    “Observatories like this are crucial because what isn’t measured, doesn’t change,” said Cynthia Rodríguez, the Network’s Executive Secretary.

    Rodríguez, who grew up near Ecuador’s Chimborazo volcano, knows firsthand how disaster risk multiplies along gender and class lines. At the Multi-Stakeholder Plenary, she shared a personal story of losing her mother to forced migration during Ecuador’s 1998 El Niño crisis – and of returning years later to co-found the country’s first private-sector DRR network.

    By 6 June, the Gender Observatory had logged 92 observations from over 30 contributors at GP2025 – and counting. While data continues to come in, early figures offer a revealing snapshot of participation and representation:

    • A majority of observers (58.7%) followed proceedings online, with 38% on-site in Geneva.
    • Thematic and Preparatory Day sessions drew the most attention, followed by plenaries, dialogues, and special events.
    • Among moderators, nearly 71% were women, while 3.3% identified as gender-diverse – a sign of shifting norms, though still not parity.
    • Inclusive language appeared inconsistently: only a quarter of sessions used it throughout, while over half featured it sporadically.
    • Despite these gaps, over 70% of sessions received high quality ratings, a testament to growing awareness – and the work still to be done.

    Advocating for Sendai GAP implementation across the board

    But the Gender Observatory was not the Network’s only contribution. In a session titled Women’s Empowerment & Resilience: DRR Leadership Across Continents, the LAC Women’s Network joined forces with its Asia-Pacific counterpart (WIN DRR) and governments like Canada and Australia to advocate for the full implementation of the Sendai Framework’s Gender Action Plan.

    Their message was simple: Women are not just vulnerable – they are leaders.

    Elsewhere at GP2025, the Network hosted a Spanish-language showcase of good practices at the Inclusion Hub and participated in strategy dialogues with UNDRR leadership.

    On June 5, 2025, the Moscow Academic Economic Forum (MAEF-2025) ended, part of the working program of which was held at the State University of Management.

    This year, the Moscow Academic Economic Forum was dedicated to the 260th anniversary of the founding of the Free Economic Society of Russia and was devoted to the topic “Russia – 2025: the trajectory of dynamic balanced socio-economic development”.   • MIL-OSI Security: ATF Participates in Arms Trafficking and Explosives Roundtable Between Mexico and the United States

    On June 5 and 6, 2025, Bureau of Alcohol, Tobacco, Firearms and Explosives officials participated in a roundtable co-hosted by the State Department Bureau of International Narcotics and Law Enforcement Affairs and the Secretaría de Seguridad y Protección Ciudadana (Secretariat of Security and Civilian Protection). The roundtable took place in Mexico City and brought over 100 Government of Mexico officials together with U.S. law enforcement components from across the government to discuss arms trafficking trends and best practices in curbing arms trafficking.

    ATF was joined by U.S. Customs and Border Protection, Homeland Security Investigations, and the U.S. Marshals Service in meetings with public security secretaries and attorneys general from most Mexican states, along with federal government representatives from across the Mexican government. Sessions included presentations on seizing and storing illegal firearms, arms and explosive trafficking trends, and investigative case studies where eTrace and bilateral information sharing led to successful outcomes. Additionally, there were discussions of new bilateral projects to curb arms trafficking, which include the sharing of ballistic information linked to crimes between the U.S. and Mexico border states, and a data exploitation lab, where weaponized drones will be leveraged for the arms trafficking vetted unit.
