  • MIL-OSI Global: 3 things Ngũgĩ wa Thiong’o taught me: language matters, stories are universal, Africa can thrive

    Celebrated Kenyan writer and decolonial scholar Ngũgĩ wa Thiong’o passed away on 28 May at the age of 87. Many tributes and obituaries have appeared across the world, but we wanted to know more about Thiong’o the man and his thought processes. So we asked Charles Cantalupo, a leading scholar of his work, to tell us more.

    Who was Ngũgĩ wa Thiong’o – and who was he to you?

    When I heard that Ngũgĩ had died, one of my first thoughts was about how far he had come in his life. No African writer has as many major, lasting creative achievements in such a wide range of genres as Ngũgĩ wa Thiong’o. His books include novels, plays, short stories, essays and scholarship, criticism, poetry, memoirs and children’s books.

    His fiction, nonfiction and plays from the early 1960s until today are frequently reprinted. Furthermore, Ngũgĩ’s monumental oeuvre is in two languages, English and Gĩkũyũ, and his works have been translated into many other languages.

    From a large family in rural Kenya and a son of his father’s third wife, he was saved by his mother’s pushing him to be educated. This included a British high school in Kenya and Makerere University in Uganda.

    When the brilliant young writer had his first big breakthrough at a 1962 meeting in Kampala, the Conference of African Writers of English Expression, he called himself “James Ngũgi”. This was also the name on the cover his first three novels. He had achieved fame already as an African writer but, as is often said, the best was yet to come.

    Not until he co-wrote the play I Will Marry When I Want with Ngũgĩ wa Mirii was the name “Ngũgĩ wa Thiong’o” on the cover of his books, including on the first modern novel written in Gĩkũyũ, Devil on the Cross (Caitaani Mũtharaba-inĩ).

    I Will Marry When I Want was performed in 1977 in Gĩkũyũ in a local community centre. It was banned and Ngũgĩ was imprisoned for a year.

    And still so much more was to come: exile from Kenya, professorships in the UK and US, book after book, fiction and nonfiction, myriad invited lectures and conferences all over the world, a stunning collection of literary awards (with the notable exception of the Nobel Prize for Literature), honorary degrees, and the most distinguished academic appointments in the US, from the east coast to the west.

    Yet besides his mother’s influence and no doubt his own aptitude and determination, if one factor could be said to have fuelled his intellectual and literary evolution – from the red clay of Kenya into the firmament of world literary history – it was the language of his birth: Gĩkũyũ. From the stories his mother told him as a child to his own writing in Gĩkũyũ for a local, pan-African and international readership. He provided every reason why he should choose this path in his books of criticism and theory.

    Ngũgĩ was also my friend for over three decades – through his US professorships, to Eritrea, to South Africa, to his finally moving to the US to live with his children. We had an ongoing conversation – in person, during many literary projects, over the phone and the internet.

    Our friendship started in 1993, when I first interviewed him. He was living in exile from Kenya in Orange, New Jersey, where I was born. We both felt at home at the start of our working together. We felt the same way together through the conferences, books, translations, interviews and the many more literary projects that followed.

    What are his most important works?

    Since Ngũgĩ was such a voluminous and highly varied writer, he has many different important works. His earliest and historical novels like A Grain of Wheat and The River Between. His regime-shaking plays.

    His critical and controversial novels like Devil on the Cross and Petals of Blood. His more experimental and absolutely modern novels like Matigari and Wizard of the Crow.

    His epoch-making literary criticism like Decolonising the Mind. His informal and captivating three volumes of memoirs written later in life. His retelling in poetry of a Gĩkũyũ epic, The Perfect Nine, his last great book. A reader of Ngũgĩ can have many a heart’s desire.

    My book, Ngũgĩ wa Thiong’o: Texts and Contexts, was based on the three-day conference of the same name that I organised in the US. At the time, it was the largest conference ever held on an African writer anywhere in the world.

    What I learned back then applies now more than ever. There are no limits to the interest that Ngũgĩ’s work can generate anytime anywhere and in any form. I saw it happen in 1994 in Reading, Pennsylvania, and I see it now 30 years later in the outpouring of interest and recognition all over the world at Ngũgĩ’s death.

    In 1993, he had published a book of essays titled Moving the Centre: The Struggle for Cultural Freedoms. Focusing on Ngũgĩ’s work, the conference and the book were “moving the centre” in Ngũgĩ’s words, “to real creative centres among the working people in conditions of gender, racial, and religious equality”.

    What are your takeaways from your discussions with him?

    First, African languages are the key to African development, including African literature. Ngũgĩ comprehensively explored and advocated this fundamental premise in over 40 years of teaching, lectures, interviews, conversations and throughout his many books of literary criticism and theory. Also, he epitomised it, writing his later novels in Gĩkũyũ, including his magnum opus, Wizard of the Crow.

    Moreover, he codified his declaration of African language independence in co-writing The Asmara Declaration, which has been widely translated. It advocates for the importance and recognition of African languages and literatures.

    Second, literature and writing are a world and not a country. Every single place and language can be omnicentric: translation can overcome any border, boundary, or geography and make understanding universal. Be it Shakespeare’s English, Dante’s Italian, Ngugi’s Gĩkũyũ, the Bible’s Hebrew and Aramaic, or anything else, big or small.

    Third, on a more personal level, when I first met Ngũgĩ, I was a European American literary scholar and a poet with little knowledge of Africa and its literature and languages, much less of Ngũgĩ himself. He was its favourite son. But this didn’t stop him from giving me the idea and making me understand how African languages contained the seeds of an African Renaissance if only they were allowed to grow.

    I knew that the historical European Renaissance rooted, grew, flourished and blossomed through its writers in European vernacular languages. English, French, German, Italian, Spanish and more took the place of Latin in expressing the best that was being thought and said in their countries. Yet translation between and among these languages as well as from classical Latin and Greek culture, plus biblical texts and cultures, made them ever more widely shared and understood.

    From Ngũgĩ discussing African languages I took away a sense that African writers, storytellers, people, arts, and cultures could create a similar paradigm and overcome colonialism, colonial languages, neocolonialism and anything else that might prevent greatness.

    The abuse of known security flaws to deploy bots on vulnerable systems is a widely recognized problem. Many automated bots constantly search the web for known vulnerabilities in servers and devices connected to the internet, especially those running popular services. These bots often carry Remote Code Execution (RCE) exploits targeting HTTP services, allowing attackers to embed Linux commands within GET or POST requests.

    We recently observed the use of CVE-2024-3721 in attempts to deploy a bot in one of our honeypot services. This bot variant turned out to be part of the infamous Mirai botnet, targeting DVR-based monitoring systems. DVR devices are designed to record data from cameras, widely used by many manufacturers and can be managed remotely. In this article, we describe the new Mirai bot features and its revamped infection vector.

    Exploitation

    During a review of the logs in our Linux honeypot system, we noticed an unusual request line linked to a CVE-2024-3721. This vulnerability allows for the execution of system commands on TBK DVR devices without proper authorization as an entry point, using a specific POST request:

    The POST request contains a malicious command that is a single-line shell script which downloads and executes an ARM32 binary on the compromised machine.

    Typically, bot infections involve shell scripts that initially survey the target machine to determine its architecture and select the corresponding binary. However, in this case, since the attack is specifically targeted at devices that only support ARM32 binaries, the reconnaissance stage is unnecessary.

    Malware implant – Mirai variant

    The source code of the Mirai botnet was published on the internet nearly a decade ago, and since then, it has been adapted and modified by various cybercriminal groups to create large-scale botnets mostly focused on DDoS and resource hijacking.

    The DVR bot is also based on the Mirai source code but it includes different features as well, such as string encryption using RC4, anti-VM checks, and anti-emulation techniques. We’ve already covered Mirai in many posts, so we’ll focus on the new features of this specific variant.

    Data decryption

    The data decryption routine in this variant is implemented as a simple RC4 algorithm.

    The RC4 key is encrypted with XOR. After the key decryption, we were able to obtain its value: 6e7976666525a97639777d2d7f303177.

    The decrypted RC4 key is used to decrypt the strings. After each piece of data is decrypted, it is inserted into a vector of a custom DataDecrypted structure, which is a simple string list:

    Anti-VM and anti-emulation

    To detect if it is currently running inside a virtual machine or QEMU, the malware lists all processes until it finds any mention of VMware or QEMU-arm. Listing running processes is simply a matter of opening the /proc directory, which is the proc filesystem on Linux.

    Each process ID (PID) has its own folder containing useful information, such as cmdline, which describes the command used to start the process. Using this information, the malware verifies if there are any processes with VMware or QEMU-arm in their command line.

    The implant also verifies if the bot process is running outside an expected directory, based on a hardcoded list of allowed ones:

    Once those checks are successfully completed, Mirai will continue normal execution, preparing the vulnerable device for receiving commands from the operator.

    Infection statistics

    According to our telemetry data, the majority of infected victims are located in countries such as China, India, Egypt, Ukraine, Russia, Turkey, and Brazil. It’s challenging to ascertain the exact number of vulnerable and infected devices globally. However, by analyzing public sources, we’ve identified over 50,000 exposed DVR devices online, indicating that attackers have numerous opportunities to target unpatched, vulnerable devices.

    Conclusion

    Exploiting known security flaws in IoT devices and servers that haven’t been patched, along with the widespread use of malware targeting Linux-based systems, leads to a significant number of bots constantly searching the internet for devices to infect.

    The main goal of such bots is to carry out attacks that overwhelm websites and services (DDoS attacks). Most of these bots don’t stay active after the device restarts because some device firmware doesn’t allow changes to the file system. To protect against infections like these, we recommend updating vulnerable devices as soon as security patches become available. Another thing to consider is a factory reset if your device is indeed vulnerable and exposed.

    My work focuses on the long-term legacies of wars on political participation in post-conflict societies. During civil wars, it is not uncommon to see the emergence of alternative forms of social orders at the local level, under the control of armed actors such as paramilitaries, rebel groups, state counterinsurgent forces, and others.

    These actors often impose new norms of civilian behaviour, organisation, and seek to instil new political ideologies in the populations under their control. Although we now understand well how these orders emerge and function across the globe, we still lack an understanding of how they reshape the organisation and political subjectivities of civilians. These new social relations and political subjectivities regularly endure well beyond the end of the conflict, with important implications for state-society relations, peacebuilding, and political representation post-conflict. 

    Through a rigorous comparison of Mayan indigenous communities who survived the civil war (1960-1996) and the Mayan genocide (1980-1983) in Northern Guatemala along the Mexican border, I compare how the control of state forces, rebel actors, and humanitarian actors in refugee camps in Mexico ushered in the emergence of alternative forms of social orders during the war. Using in-depth interviews with survivors, extensive archive evidence, and an original household survey embedded in nine months of ethnographic fieldwork, I show that these social orders durably shaped the forms of organisation and the political thinking of local civilian populations.

    I find that, after the war, these legacies endured to shape patterns of indigenous engagement in protests and electoral politics, but also their capacity to resist the encroachment of organised crime and dispossession by agribusiness. These differences have fundamental implications for survivor access to representation, public goods and services, and the continuity of indigenous self-determination in Norther Guatemala. 

    While I focused on Guatemala, these findings have important implications for other war-ridden countries, and my book project will include a comparative study of Colombia’s internal conflict, while future projects will incorporate cases from other world regions.

    Julian Alvarez scored a first-half winner as Argentina clinched a 1-0 away victory over Chile in their FIFA World Cup qualifier on Thursday.

    The visitors took the lead in the 16th-minute at Estadio Nacional in Santiago when Alvarez ran onto Thiago Almada’s through ball and lifted a shot over goalkeeper Brayan Cortes.

    Argentina controlled more than two thirds of possession against a Chile side that could only manage three shots on target.

    With World Cup qualification already secured, Argentina started without captain Lionel Messi, as manager Lionel Scaloni fielded a largely inexperienced side.

    Messi replaced Nico Paz in the 57th minute and the 37-year-old came close to scoring shortly after with a dangerous free-kick that was saved by Cortes.

    Scaloni paid tribute to his players’ commitment after the match, adding that Chile had provided a stern test.

    “It’s the players’ job to always give their all when they wear the national team shirt,” he told a post-match news conference. “These are tough matches because the players are having to get through a lot of games, but everyone wanted to be here and contribute – that’s the important thing.”

  • MIL-OSI Banking: New Development Bank, Bank of China and Haitong Unitrust Financial Leasing sign RMB 1.2 billion Syndicated Loan Agreement to Support Environmental Projects in China

    The New Development Bank (NDB), Bank of China and Haitong Unitrust International Financial Leasing (HUIFL) have signed a syndicated loan agreement totalling RMB 1.2 billion to finance green leasing sub-projects that support China’s environmental goals and climate commitments.

    The signed loan agreement supports China’s transition toward a new growth model centred on low-carbon development, climate resilience, and environmental protection. Despite progress in recent years, environmental protection and climate change mitigation continue to be considered national priorities, and this Project aligns directly with that policy direction.

    Under the loan agreement, NDB will provide RMB 713.32 million, Bank of China will contribute RMB 500 million, and HUIFL will use the funds to acquire and lease equipment to lessees implementing sub-projects related to wastewater treatment, solid waste management, and metallurgical waste gas utilization for power generation. To promote balanced development, eligible sub-projects will be located outside China’s four Tier I cities, channelling investment into less-developed regions.

    This is the first time NDB mobilizes private capital in a syndicated operation, marking a significant evolution in the Bank’s development financing approach. Since the adoption of the Addis Ababa Action Agenda in 2015, multilateral development banks have increasingly prioritized the mobilisation of private capital to help bridge the significant financing gap required to achieve the 2030 Agenda. In line with this collective commitment, NDB is scaling up private capital mobilization, and this transaction represents a concrete step in implementing that strategy, positioning NDB as a project orchestrator within its member countries.

    Aligned with NDB’s General Strategy for 2022–2026, this operation reinforces New Development Bank’s commitment to financing sustainable development projects using local currency instruments, while strengthening domestic financial markets and fostering private sector participation.

    BRASILIA, June 6 (Xinhua) — Vice Chairwoman of the Standing Committee of the National People’s Congress (NPC) Tie Ning led a delegation to Brazil to attend the 11th BRICS Parliamentary Forum, which was held in the capital of the Latin American country from June 3 to 5.

    During the visit, Te Ning met with the President of the Senate (upper house of parliament) of Brazil, Davi Alcolumbre, and the Speaker of the Chamber of Deputies (lower house of parliament), Hugo Motta.

    During the talks with them, the vice-chairwoman of the NPC Standing Committee said that under the strategic leadership of the two heads of state, relations between China and Brazil have reached the level of a China-Brazil community with a shared future for a fairer world and a more sustainable planet.

Your hard work over the years has helped deepen Taiwan-Europe relations and brought about such fruitful cooperation. Thank you. This year we celebrate the 75th anniversary of the Schuman Declaration. In 1950, then-French Foreign Minister Robert Schuman proposed to create a European federation dedicated to preserving peace. The declaration symbolized a new flowering in the post-war era of democracy, unity, and cooperation. As we face the geopolitical challenges and drastic economic changes of today’s world, the Schuman Declaration still speaks to us profoundly. This year is also the 80th anniversary of the end of World War II in Europe. Moving forward, Taiwan will continue to advance cooperation with our democratic partners, and will join hands with Europe to build a partnership of even greater resilience and mutual trust. Europe is Taiwan’s third largest trading partner. It is also Taiwan’s largest source of foreign direct investment. Last year, bilateral trade between Taiwan and Europe totaled US$84.7 billion. This demonstrates our vibrant economic and trade ties and reflects the high levels of confidence our businesses have in each other’s markets and systems. We look forward to Taiwan and Europe further establishing institutionalized mechanisms for our trade and investment ties. And we hope to take an innovative and diverse approach to sign an economic partnership agreement with the EU, to provide a more transparent, stable, and predictable business environment for our enterprises. Today’s Taiwan has an internationally recognized democracy and a semiconductor industry vital to global security and prosperity. This enables us to play a key role in restructuring global democratic supply chains and the economic order. In particular, we see supply chains dominated by a new authoritarian bloc expanding their influence through non-market mechanisms, price subsidies, and monopolies on resources, as they seek global control of critical technologies and manufacturing capabilities. Their actions not only distort principles of market fairness, but also threaten the international community’s basic expectations for democracy, the rule of law, and corporate responsibility. In response, Taiwan will actively work alongside other democracies, including those in Europe, to jointly build resilient, promising non-red supply chains. We will also introduce an initiative on semiconductor supply chain partnerships for global democracies. This is more than a proposal for economic cooperation; it is an alliance of shared values and advanced technology. Security in the Taiwan Strait and regional peace and stability have always been issues of mutual interest for Taiwan and Europe. So here today, on behalf of all the people of Taiwan, I would like to thank the EU and European nations for continuing to take concrete actions in public support of peace and stability across the strait. Such actions are vital to regional security and prosperity. Taiwan will continue to bolster itself to achieve real peace through strength, and will work with democratic partners to safeguard freedom and democracy, thereby showing our determination for regional peace.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • India calls for global facility on DRR financing at Geneva meet

    India urged the international community to adopt concrete, time-bound measures and establish a dedicated global facility to support Disaster Risk Reduction (DRR) financing, Principal Secretary to the Prime Minister Dr. P. K. Mishra said today at the Ministerial Roundtable on DRR Financing in Geneva. He praised the United Nations Office for Disaster Risk Reduction (UNDRR) and its partners for convening the discussion and acknowledged Brazil and South Africa for sustaining global dialogue through their G20 presidencies.
     
    Dr. Mishra told delegates that financing for disaster risk reduction bears directly on a country’s ability to protect development gains as climate and disaster threats grow. He noted that, in India’s early years, Finance Commission allocations for DRR amounted to only INR 60 million (approximately USD 0.7 million). Today, outlays under the 15th Finance Commission top INR 2.32 trillion (around USD 28 billion). “Over time, India has transformed DRR financing from a reactive measure into a planned, predictable framework,” he said, explaining that the Disaster Management Act of 2005 laid the groundwork for rule-based fund transfers from national authorities down to states and districts.
     
    According to Dr. Mishra, India’s approach rests on ensuring that budgets cover preparedness, mitigation, relief, and recovery in one integrated flow of funds. He emphasized that the needs of vulnerable communities remain at the forefront of allocation decisions. He added that, by making resources accessible at every level—central, state, and local—the government ensures timely assistance for all affected areas. “We have built accountability and transparency into every stage of expenditure, so outcomes can be measured and lessons learned applied,” he explained.
     
    Dr. Mishra stressed that while each country must design a financing system suited to its governance, fiscal context, and risk profile, guidance from global benchmarks is essential. He said: “Countries need to take ownership of DRR financing, while benefiting from technical support and experience sharing. At the same time, international cooperation can help mobilize resources that go beyond traditional public finance.”
     
    He proposed that risk-pooling arrangements, insurance schemes, and other innovative tools be developed in line with local fiscal capacity, noting that these instruments can complement public budgets without imposing unsustainable debt burdens. “It is not enough to wait for disasters and then allocate funds; we need a mix of financial instruments that can smooth the impact of shocks,” he argued.
     
    At the global level, Dr. Mishra observed that no dedicated international mechanism currently exists to help countries set up or strengthen DRR financing frameworks. He called for the creation of a global facility under the UN system and in partnership with multilateral development banks, one that would provide catalytic funding, technical assistance, and a platform for knowledge exchange. “Such a facility would help countries move from intent to action with clear, time-bound milestones,” he said.

    Suspects across 12 countries were identified thanks to Spanish online investigation

    LYON, France – An international operation against the production and distribution of child sexual abuse material, led by the Spanish National Police in collaboration with INTERPOL and Europol, has resulted in the arrest of 20 people across the Americas and Europe.

    The operation was initiated by Spain in late 2024, when specialized officers carried out online patrols and identified instant messaging groups dedicated to the circulation of child sexual exploitation images.

    As the investigation progressed, officers were able to fully identify the alleged perpetrators and alert authorities in the relevant countries through INTERPOL and Europol.

    In December 2024, INTERPOL invited Spanish investigators to Chile to attend the Latin America Victim Identification Task Force meeting. There, they presented Operation Vibora to specialized officers from across Latin America, allowing them to exchange on cases, provide concrete leads and launch coordinated actions.

    INTERPOL’s Crimes against Children unit facilitated follow-up sessions between authorities to align operational efforts with Argentina, Bolivia, Brazil, Costa Rica, El Salvador, Honduras and Paraguay. This included in-person meetings on the sidelines of the Specialists Group on Crimes Against Children conference in April 2025.

    Arrests across 12 countries between March and May 2025

    Spanish authorities arrested seven suspects, including a healthcare worker and a teacher. The healthcare worker allegedly paid minors from Eastern Europe for explicit images, while the teacher is accused of possessing and sharing child sexual abuse material via various online platforms.

    Searches carried out during the operation resulted in the seizure of desktop computers, laptops, mobile phones, tablets and digital storage devices.

    In Latin America, through INTERPOL’s support, authorities arrested 10 suspects across the seven target Latin American countries, including three in El Salvador and a teacher in Panama.

    The remaining suspects were arrested elsewhere in Europe and the United States.

    To date, 68 additional suspects have been identified and further investigations are underway globally. Information gathered during the operation has been shared with law enforcement authorities in 28 countries in the Americas, Europe, Asia and Oceania.

  • Trump administration imposes sanctions on four ICC judges in unprecedented move

    President Donald Trump’s administration on Thursday imposed sanctions on four judges at the International Criminal Court, an unprecedented retaliation over the war tribunal’s issuance of an arrest warrant for Israeli Prime Minister Benjamin Netanyahu and a past decision to open a case into alleged war crimes by U.S. troops in Afghanistan.

    Washington designated Solomy Balungi Bossa of Uganda, Luz del Carmen Ibanez Carranza of Peru, Reine Adelaide Sophie Alapini Gansou of Benin and Beti Hohler of Slovenia, according to a statement from U.S. Secretary of State Marco Rubio.

    “As ICC judges, these four individuals have actively engaged in the ICC’s illegitimate and baseless actions targeting America or our close ally, Israel. The ICC is politicized and falsely claims unfettered discretion to investigate, charge, and prosecute nationals of the United States and our allies,” Rubio said.

    The ICC slammed the move, saying it was an attempt to undermine the independence of an international judicial institution that provides hope and justice to millions of victims of “unimaginable atrocities.”

    Both judges Bossa and Ibanez Carranza have been on the ICC bench since 2018. In 2020 they were involved in an appeals chamber decision that allowed the ICC prosecutor to open a formal investigation into alleged war crimes by American troops in Afghanistan.

    Since 2021, the court had deprioritized the investigation into American troops in Afghanistan and focused on alleged crimes committed by the Afghan government and the Taliban forces.

    ICC judges also issued arrest warrants for Netanyahu, former Israeli defense chief Yoav Gallant and Hamas leader Ibrahim Al-Masri last November for alleged war crimes and crimes against humanity during the Gaza conflict. Alapini Gansou and Hohler ruled to authorize the arrest warrant against Netanyahu and Gallant, Rubio said.

    The move deepens the administration’s animosity toward the court. During the first Trump administration in 2020, Washington imposed sanctions on then-prosecutor Fatou Bensouda and one of her top aides over the court’s work on Afghanistan.

    The measures also follow a January vote at the U.S. House of Representatives to punish the ICC in protest over its Netanyahu arrest warrant. The move underscored strong support among Trump’s fellow Republicans for Israel’s government.

    DIFFICULT TIME FOR ICC

    The measures triggered uproar among human-rights advocates. Liz Evenson, international justice director at Human Rights Watch, said the punitive measures were a “flagrant attack on the rule of law at the same time as President Trump is working to undercut it at home.”

    Sanctions severely hamper individuals’ abilities to carry out even routine financial transactions as any banks with ties to the United States, or that conduct transactions in dollars, are expected to have to comply with the restrictions.

    But the Treasury Department also issued general licenses, including one allowing the wind-down of any existing transactions involving those targeted on Thursday until July 8, as long as any payment to them is made to a blocked, interest-bearing account located in the U.S.

    The new sanctions come at a difficult time for the ICC, which is already reeling from earlier U.S. sanctions against its chief prosecutor, Karim Khan, who last month stepped aside temporarily amid a United Nations investigation into his alleged sexual misconduct.

    The ICC, which was established in 2002, has international jurisdiction to prosecute genocide, crimes against humanity and war crimes in member states or if a situation is referred by the U.N. Security Council. The United States, China, Russia and Israel are not members.

    It has high-profile war crimes investigations under way into the Israel-Hamas conflict and Russia’s war in Ukraine as well as in Sudan, Myanmar, the Philippines, Venezuela and Afghanistan.

    The ICC has issued arrest warrants for President Vladimir Putin on suspicion of deporting children from Ukraine, and for Netanyahu for alleged war crimes in Gaza. Neither country is a member of the court and both deny the accusations and reject ICC jurisdiction.

    Uzbekistan coach Timur Kapadze lauded the efforts of his players after the Central Asian country qualified for the World Cup for the first time.

    The White Wolves claimed their spot at the expanded 48-team 2026 finals on Thursday with a 0-0 draw in the United Arab Emirates, which guaranteed Kapadze’s side a top-two finish in Group A, alongside already-qualified Iran.

    Uzbekistan have tried and failed to qualify seven times since their independence after the break-up of the Soviet Union in 1991, suffering heartbreak in the final stage of continental qualifiers for Germany 2006 and Brazil 2014.

    A genuine force in Asia since their 1994 Asian Games triumph, the Uzbekistan FA has invested heavily in youth development in the attempt to take the final step onto the world stage.

    Kapadze has reaped the dividends with a young generation of players, including Manchester City’s 21-year-old centre back Abdukodir Khusanov at his disposal.

    “We have achieved an important result after a long and difficult journey. A lot of work was done for this result, I sincerely congratulate our people,” Kapadze told Uzbekistan’s online publication Zamin.

    Kapadze, who played 119 times for Uzbekistan and led the under-23 team at last year’s Olympic Games, was appointed coach after Srecko Katanec left because of illness in January.

    President Lai and President Bernardo Arévalo of Guatemala hold bilateral talks and witness signing of agreements
    On the morning of June 5, President Lai Ching-te, accompanied by Vice President Bi-khim Hsiao, held bilateral talks with President Bernardo Arévalo of the Republic of Guatemala at the Presidential Office following a welcome ceremony with military honors for him and his wife. The leaders also signed a letter of intent for semiconductor cooperation and jointly witnessed the signing of cooperation agreements. In remarks, President Lai expressed hope that the two nations can deepen their diplomatic alliance, open up more opportunities for cooperation, and continue to contribute to global democratic development as well as regional prosperity and stability.
    A translation of President Lai’s remarks follows:
    I recall my videoconference with President Arévalo last year, the day after Vice President Hsiao and I took office. We exchanged many ideas about ways to strengthen our diplomatic partnership. Today, I am delighted to receive President Arévalo and First Lady Lucrecia Peinado at the Presidential Office. This is not just a heartwarming occasion, but an important moment in deepening the relationship between our two countries. On behalf of the people of Taiwan, I want to extend my sincerest welcome and gratitude.
    Guatemala is an important diplomatic ally of Taiwan. For many years, both our countries have shared universal values such as democracy, freedom, and respect for human rights, continuing to cooperate as a force for good and working together to respond to international challenges.
    I want to extend my thanks to President Arévalo. Since taking office last year, he has spoken up on behalf of Taiwan numerous times at international venues including the United Nations and World Health Assembly, letting the world see that our two countries are determined to protect democracy and freedom and promote global prosperity.
    Taiwan and Guatemala continue to innovate and deepen cooperation in many areas, including public health, agriculture, and women’s empowerment, yielding tangible results. This past May, our two countries cooperated to promote a semiconductor technical vocational course that brought 28 young Guatemalans to Taiwan to receive training. Not only was this an important starting point for cultivating technical personnel in both countries, but it was also a concrete example of putting our Diplomatic Allies Prosperity Project into practice.
    Over the past few years, our bilateral trade has flourished, and among many imported products, Guatemalan coffee is extremely popular with Taiwanese consumers. Guatemala is Taiwan’s fourth-largest coffee supplier, and in March this year, we purchased a record high of 720,000 kilos, affirming the high quality of Guatemalan products. At the same time, we encourage even more Taiwanese enterprises to expand investments in Guatemala to leverage its geographic location, natural resources, and high-quality human resources. This would create a mutually beneficial industrial cooperation model, further strengthen supply chain resilience, and give our partnership even greater strategic significance.
    Shortly, President Arévalo and I will sign a letter of intent for semiconductor cooperation, and witness the signing of cooperation documents to establish a political consultation mechanism and continue to promote bilateral investment. These achievements will not only deepen our diplomatic alliance, but will also open up more opportunities for cooperation. Looking ahead, Taiwan and Guatemala will advance into the future together, and continue to contribute our efforts to global democratic development, as well as regional prosperity and stability.
    President Arévalo then delivered remarks, expressing that this state visit will help bring the bilateral ties between Guatemala and the Republic of China (Taiwan) to a new level. In addition to continuing to consolidate and advance our relationship to achieve new milestones, he said, the visit will also benefit cooperation in areas such as technology, the economy, education, and healthcare, helping us work toward our goals of sustainable development and global integration. Although our two countries are geographically distant from each other, he said, we are on the same path in pursuing well-being for humankind.
    President Arévalo emphasized that Guatemala highly values and cherishes Taiwan, and that our strong cooperation in key areas such as agriculture, education, technology, healthcare, women’s empowerment, and rural development have generated tangible impacts for Guatemala. This reflects the cooperative spirit of humanitarian care, he said, and shows the world that our nations share common goals and clear guidelines and directions for cooperation.
    Noting that Taiwan is an important economic partner of Guatemala, President Arévalo underlined that since the Taiwan-Guatemala free trade agreement entered into force, considerable progress has been made in our economic and trade ties. He went on to say that the letters of intent they would shortly be signing will help advance bilateral investment and promote development in the semiconductor industry.
    President Arévalo said that the semiconductor technical vocational course just mentioned by President Lai, which was promoted by both nations, attracted enthusiastic participation from Guatemalan university students, engineers, and educators. He added that it will help Guatemala take the first step in its future technological development, and also demonstrates its investment in technological innovation and the global value chain, which is of great significance.
    President Arévalo said he feels that Guatemala and Taiwan are brotherly nations, both being reliable friends as well as strategic allies. He then expressed hope that we can strengthen our existing cooperative mechanisms, explore new avenues for cooperation, and further deepen all manner of ties on the basis of mutual respect, trust, and solidarity. The president said that universal values such as mutual understanding, shared peace, freedom, democracy, and respect for human rights form the solid foundations of the friendship between Taiwan and Guatemala, and that on these foundations, our two nations are certain to further exchanges and cooperation.
    Over the past 90 years, President Arévalo stated, Taiwan and Guatemala have moved forward side by side, sharing each other’s experiences and dreams. Both will strive together to pursue prosperity, happiness, and lives of dignity, he said, and form a bridge of cooperation and dialogue between Central America and Asia and a hub for the development of civilization. The president then expressed hope that our nations’ diplomatic relationship continues to deepen as we advance our peoples’ well-being and promote world peace and prosperity.
    After the bilateral talks, President Lai and President Arévalo witnessed the signing of a letter of intent regarding the promotion of bilateral investment in supply chains by Minister of Economic Affairs Kuo Jyh-huei (郭智輝) and Guatemala Minister of Economy Gabriela García, as well as a memorandum of understanding on a political consultation mechanism by Minister of Foreign Affairs Lin Chia-lung (林佳龍) and Guatemala Minister of Foreign Affairs Carlos Ramiro Martínez. The two heads of state then signed a letter of intent for semiconductor cooperation.
    The visiting delegation was accompanied to the Presidential Office by Guatemala Ambassador Luis Raúl Estévez López.

    On May 30, 2025, the Board of Directors (Board) of the New Development Bank (NDB) convened its 47th Meeting at the NDB Headquarters in Shanghai.

    Operations

    The Board approved the amended General Conditions (Loans to Sovereigns or Loans with Sovereign Guarantees).

    During the meeting, an update on the Bank’s strong and dynamic project pipeline was provided to the Board. Members of the Board were briefed on project implementation, disbursement as well as project procurement in non-member countries.

    Brazil began its new era under manager Carlo Ancelotti with a goalless away draw against Ecuador in their FIFA World Cup qualifier on Thursday.

    In a match that featured just five shots on target, Ecuador extended its unbeaten run in South American qualifiers to eight games. Brazil, meanwhile, continues to search for form, having secured just one victory from its past five qualifiers.

    Ancelotti, who officially took over the five-time world champions last week after leaving Real Madrid, had emphasized the need for balance between attack and defense ahead of the match in the Pacific port city of Guayaquil.

    While Brazil looked organized at the back, the team showed little attacking flair despite boasting Real Madrid forward Vinicius Junior and Chelsea-bound Palmeiras teenager Estevao.

    There were few clear chances in a first half that saw both teams prioritize territorial control over forward movement.

    Brazil came closest in the first 20 minutes when Ecuador goalkeeper Gonzalo Valle rushed off his line to deny Vinicius following a clever pass from Gerson.

    Casemiro then missed an opportunity to put Brazil ahead, heading over the bar following a corner.

    Ecuador had slightly more possession before halftime but rarely threatened Alisson, whose only first-half intervention was a routine save from John Yeboah’s long-range effort.

    The hosts showed why they boast the best defensive record in South American qualifying, frustrating Brazil’s attack after the break.

    Sebastian Beccacece’s side began to find more space going forward, with Pervis Estupinan racing onto Joel Ordonez’s volleyed pass to deliver a dangerous cross that Casemiro cleared.

    Alisson was then tested twice in quick succession, saving efforts from Yeboah and Estupinan.

    Brazil’s first real chance of the second half came when Casemiro forced a smart save from Valle after a Vinicius cross from the left.

    Estupinan remained a threat with his runs from deep, nearly scoring a late winner with a long-range strike that sailed just over the bar.

    The result means Ecuador remains second in the 10-team CONMEBOL zone standings with 24 points, two ahead of fourth-place Brazil, with three matchdays remaining.

    Last year, an illegal alien from Mexico was charged with criminal homicide and evidence tampering after Nashville restaurant owner, Matt Carney, was tragically killed in a hit-and-run crash. Just a few months earlier, another illegal alien was charged with attempted kidnapping, sexual battery, public intoxication, and evading arrest he followed a woman into the bathroom and groped her at the Nashville Sundae Club in the Gulch.
    President Trump vowed to carry out the largest deportation operation in American history to make the country safer.

    GENEVA, June 6 (Xinhua) — United Nations High Commissioner for Human Rights Volker Turk on Thursday expressed concern over the new travel ban imposed by the United States.

    In a statement sent to Xinhua, he said the broad and comprehensive nature of the new restrictions raises concerns “from the perspective of international law.”

    According to F. Türk, although international law allows states to regulate their borders sovereignly, they “have an obligation to ensure equal protection of all persons before the law and to prevent discrimination on any grounds, including nationality, origin, religion, migration or other status.”

    “We are also generally concerned that the extremely unfortunate official public statements containing disparaging assessments of those affected by these measures contribute to the stigmatization of people from the countries concerned both in the United States and abroad and may increase their likelihood of facing xenophobic hostility and harassment,” the High Commissioner added.

    US President Donald Trump signed a proclamation on Wednesday completely banning entry into the country for citizens of 12 countries: Afghanistan, Haiti, Iran, Yemen, Libya, Myanmar, the Republic of Congo, Somalia, Sudan, Chad, Equatorial Guinea and Eritrea.   • MIL-OSI Security: Three Foreign Nationals Charged with Conspiracy and Possession with Intent to Distribute Almost Four Tons of Methamphetamine

    SAN DIEGO – A federal complaint was filed today charging Erick Arriola, Baltazar Rodriguez Reyes and Eugenio Lizama, alleged drivers of drug-laden vans and a truck, with conspiring to distribute almost four tons of methamphetamine.

    It was one of the biggest seizures of methamphetamine in 2025 in the Southern District of California, and the most significant so far by the new Homeland Security Task Force San Diego, which was recently established by the Department of Justice and Department of Homeland Security at the request of President Trump.

    Among other goals, the task force was created to identify and target for prosecution transnational criminal organizations engaged in drug trafficking, money laundering, weapons trafficking, human trafficking and smuggling, homicide, extortion, and kidnapping.

    The complaint alleges that on June 2, 2025, federal law enforcement officials were conducting surveillance on four vehicles – which included two white panel vans, a white Ford F150 truck, and a semi-truck – as they congregated in a parking lot in the 8200 block of Otay Mesa Road.

    According to the complaint, bundles in each vehicle had been moved from the large semi-truck into the other vehicles while in the parking lot. The three defendants drove in separate directions before they were ultimately arrested by United States Border Patrol. Each vehicle was stuffed with large bundles of methamphetamine.

    Arriola, of El Salvador, was present in the United States despite being a felon convicted of DUI, battery of a spouse, and false imprisonment. Rodriguez Reyes and Lizama are Mexican nationals.

    Argentina captain Lionel Messi could start on the bench in his team’s FIFA World Cup qualifier against Chile, Albiceleste head coach Lionel Scaloni said on Wednesday.

    Thursday’s clash in Santiago will have little consequence for Scaloni’s men, who have already secured a spot in football’s showpiece tournament next year.

    Chile, meanwhile, is last in the 10-team South American group and must win to have an outside chance of qualifying.

    “We haven’t decided yet whether he’ll play from the start or not,” Scaloni said of 37 year-old Messi, who has been in impressive form for his club Inter Miami.

    “It would be good to know how he’s feeling physically. It’s clear that today we’re in a position to try other things. In principle, he’s available to play, and we’ll decide later.”

    Scaloni will already be without several key players for the duel at Estadio Nacional, including injured Liverpool midfielder Alexis Mac Allister and suspended duo Enzo Fernandez and Nico Gonzalez.

    Also missing will be Inter Milan striker Lautaro Martinez, who will be rested after the Italian club’s 5-0 loss to Paris Saint-Germain in the Champions League final on Saturday.

    “We’re going to have a lot of players out,” Scaloni said. “If some of the guys we call up are fit and ready to play, they’ll get their chance.”

    “I don’t have the starting eleven confirmed yet, but we will give some playing time to players who haven’t played much and who we believe are ready to play.”

    “Although the result is always important, we don’t think it’s crucial today. We’ll probably try to help these players settle in and give them the chance to get some playing time with the team.”

    Despite sitting top of the South American group with 31 points, eight clear of second-placed Ecuador with four qualifiers remaining, Scaloni said he was focused on obtaining “positive results” against Chile and also Colombia in Buenos Aires on Tuesday.

    “We want to play, it’s good for us to see other players, even those who are playing well. A match is never inopportune,” he said.

    “It’s not that we national teams play so much that we would say we don’t want to play this match. On the contrary. We think it’s a nice match to play, with its difficulties. We are in a good position.”

  • MIL-OSI China: FIFA announces draw for U17 Women’s World Cup

    The draw for the ninth FIFA Under-17 Women’s World Cup was announced Wednesday, with the 2025 edition set to feature 24 teams for the first time.

    The tournament will take place in Rabat, Morocco, from October 17 to November 8.

    It will also mark the first time the global event is held in Africa, with the draw ceremony staged at the Mohammed VI Football Academy in Rabat.

    Host Morocco will compete in Group A alongside Brazil, Costa Rica and Italy. Defending champion Democratic People’s Republic of Korea has been drawn into Group B with Cameroon, Mexico and the Netherlands.

    China is in Group C with Ecuador, Norway and the United States. Group D includes Canada, France, Nigeria and Samoa.

    Group E features Colombia, Cote d’Ivoire, South Korea and Spain, while Japan, New Zealand, Paraguay and Zambia make up Group F.

    The top two teams from each of the six groups, along with the four best third-placed teams, will advance to the round of 16.

    FRESNO, Calif. — On June 5, 2025, a federal grand jury returned an indictment against Helan Noel Lopez-Sanchez, 32, a citizen of El Salvador, charging him with being a felon in possession of a firearm and ammunition, the U.S. Attorney’s Office announced.

    According to court documents, on Jan. 16, 2025, law enforcement officers received information that Lopez-Sanchez, a felon who had escaped from police custody, was located at a Motel 6 in Fresno after he logged into his Snapchat account. The Fresno Sheriff’s Office’s SWAT team was activated to serve an arrest warrant at the Motel 6.

    According to court documents, SWAT operators sent a drone into the motel room, where they observed Lopez-Sanchez with a rifle pointing the rifle at the door. Law enforcement officers ultimately took Lopez-Sanchez into custody and located ammunition as well as a short-barreled, privately manufactured rifle.

    Lopez-Sanchez is prohibited from possessing firearms or ammunition due to felony convictions including bringing alcohol/drugs into a jail and grand theft.

    This case is the product of an investigation by Homeland Security Investigations, the Federal Bureau of Investigation, and the Fresno County Sheriff’s Office. Assistant U.S. Attorney Robert Veneman-Hughes is prosecuting the case.

    If convicted, Lopez-Sanchez faces a maximum statutory penalty of 15 years in prison and a $250,000 fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charges are only allegations; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to combat illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     Jerusalem, 5 June 2025 – In southern Gaza, displacement orders and movement restrictions imposed by Israeli authorities on Nasser hospital are pushing this vital medical facility on the brink of becoming non-functional, warns Médecins Sans Frontières/Doctors Without Borders (MSF).

    Ordering hospitals to refuse new patients and making it harder for people to reach places of care has been a pattern aimed at bringing down the hospitals by the Israeli forces through this war. Nasser is the only last remaining vital lifeline for the people in need, and its full functionality must be restored immediately and preserved.

    On 3 June, our teams were told that any movement to Nasser hospital would require authorisation and this would have to be requested with at least 24 hours’ notice. This meant that medical staff due on the day shift could not reach the hospital. The staff from the previous night had to continue working. They ended up staying on shift for 48 consecutive hours.

    The outpatient department remained closed for the whole day.  Ambulances that were able to carry patients to the hospital did so at great risk, as there was a danger they would be shot at because they lacked authorisation. Nasser’s location on the frontline hampers both staff and patient’s ability to access this vital remaining hospital.

    This is happening while people are exhausted, their lives shattered by 20 months of extremely violent war and a suffocating siege where even the distribution of minimal amounts of aid results in devastating massacres. In this context, any remaining medical facility is of critical importance and must be protected.

    The attacks on healthcare are not only carried out through military action. They happen through limitations imposed on the importation of medical supplies, forcing doctors to ration pain relief medicine. They happen through displacement orders, leading to entire hospitals having to shut down at short notice. They happen through harassment and confusing orders issued by Israeli authorities, making it more and more difficult to provide lifesaving care.

    “We have seen this pattern before”, says Jose Mas, head of MSF emergency programmes. “It happened to facilities like Al Awda and the Indonesian hospital, in northern Gaza, where they were first asked to not admit more patients, and a few days later were attacked and practically shut down. Putting Nasser hospital out of service would equate to a death sentence for the most severe patients among wounded adults and children, critically ill patients, and women in need of emergency obstetric care.”

    Nasser hospital is a large referral hospital with many specialist wards not found anywhere else in the south of Gaza including operating theatres, an oxygen plant, ventilators, a blood bank, and incubators. Reducing access to this hospital and blocking the referral of patients who need specialist, emergency care, stops people from receiving treatment that may safe their life.

    In the past few months, MSF medical teams in Nasser hospital have provided care to over 500 patients in the maternity ward, including women requiring surgical care, as well as to more than 400 newborn babies and paediatric patients. The hospital is full of patients with burns and severe trauma.

    Healthcare is under attack everywhere in Gaza. In the morning of 4 June, Israeli forces struck the  MSF supported Al Aqsa hospital three times, the main facility in Deir Al Balah, central Gaza. Although no casualties were reported, it is a stark reminder of how patients, medical staff and health facilities are constantly at great risk in Gaza.

    Our teams have received patients who have been critically injured while trying to get food, as a result of the shootings which have taken place around the Gaza Humanitarian Foundation food distribution centres. This is in addition to the people who have been wounded in the ongoing bombardment of the Gaza Strip. Hospitals are overflowing with patients.

    It’s essential that Israeli authorities protect Nasser hospital and guarantee full and unimpeded access to patients and medical staff alike, to avoid more deaths.

  • MIL-OSI USA: Court orders halt to AmeriCorps funding cuts after AGs sue

    SEATTLE — Attorney General Nick Brown and 23 other attorneys general today won a court order that blocks the Trump administration’s attempts to dismantle AmeriCorps, the federal agency for national service and volunteerism. 

    On April 29, Brown joined a coalition of 23 other attorneys general—joined by the governors of Kentucky and Pennsylvania—in challenging the administration’s plans to eliminate nearly 90% of AmeriCorps’ workforce, abruptly cancel its contracts, and close $400 million worth of AmeriCorps-supported programs.

    The coalition sought a preliminary injunction to immediately stop the closure of programs in plaintiff states. Today the U.S. District Court for the District of Maryland granted the preliminary injunction, restoring all programs that had been terminated in plaintiff states, and ordering the reinstatement of over 750 National Civilian Community Corps members. 

    “Thanks to the states’ action, AmeriCorps volunteers in Washington can continue to serve food banks in Chelan and Douglas counties; help communities build climate resilience and prepare for disasters in rural areas; tutor children in places like the Tri-Cities and mentor at-risk youth in places like Tacoma and Seatac; and rehabilitate low-income housing, support veterans, and so much more statewide,” Brown said. “We’ll continue this fight until the Trump administration finally respects the rule of law and the value of community service.”

    Brown and the coalition successfully argued that the Trump administration’s attacks on AmeriCorps are illegal. By closing $400 million worth of AmeriCorps programs without explanation, the Trump administration harmed States that administer those programs as well as K–12 students, vulnerable seniors, and others who depend upon their services.   

    A federal judge found that the Trump administration’s actions were unlawful, because Congress explicitly required that the agency provide advance notice and an opportunity to comment on an any major changes to AmeriCorps services. 

    Today’s order restores $12 million in unspent funds vital to AmeriCorps programs in Washington. The court’s decision preliminarily stops the Trump administration from terminating them while the litigation continues. 

    Joining Attorney General Brown in filing the lawsuit are the attorneys general of Arizona, California, Colorado, Connecticut, Delaware, District of Columbia, Hawaii, Illinois, Maine, Massachusetts, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, North Carolina, Oregon, Rhode Island, Vermont, and Wisconsin, and the governors of Kentucky and Pennsylvania.

    Background:

    Commercial space regulations were developed in an era with limited industry activity. These regulations require modernization to adapt to ongoing technological development and anticipated growth and maintain safety while reducing bureaucratic burden. The Federal Aviation Administration’s (FAA) approval process for commercial space launches is onerous and subject to arbitrary minimum review timelines, which gives foreign adversaries the economic and national security advantage. To maintain America’s competitive position, the FAA must be able to efficiently approve weekly and, eventually, daily launch and reentry operations by multiple companies in a manner that reduces the burden on the commercial space industry and government resources.

    The LAUNCH Act would require:

    • The Federal Aviation Administration to streamline the application of regulations for commercial space launches and reentry requirements by eliminating duplicative efforts and taking industry feedback into account;
    • Continued support of the Aerospace Rulemaking Committee that includes launch providers;
    • The Commercial Remote Sensing Regulatory Affairs (CRSRA) within the U.S. Department of Commerce to streamline licensing of private remote sensing space systems or satellites;
    • The FAA and CRSRA to provide assistance to applicants to help them navigate licensing processes;
    • Elevation of the Commercial Space Transportation office to directly under the Secretary of Transportation;
    • And the Secretary of the Department of Transportation (DOT) to report on flight safety and workforce collaboration.

    This legislation is endorsed by the Commercial Spaceflight Federation.
