  • MIL-OSI Security: Detroit Man Pleads Guilty to Concealing His Cryptocurrency Donations to ISIS

    DETROIT – Jibreel Pratt, 26, of Detroit, Michigan, pleaded guilty today to two counts of concealing cryptocurrency donations he intended to make to the Islamic State of Iraq and Al-Sham (ISIS), a designated foreign terrorist organization, announced United States Attorney Jerome F. Gorgon, Jr.

    Gorgon was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan.

    According to the plea agreement, in February 2023, Pratt initiated a conversation with a Confidential Human Source (CHS) who Pratt believed was an ISIS member who could facilitate overseas travel to join ISIS. Over the next several months, Pratt communicated his desire to travel overseas to join ISIS and recorded a video pledging allegiance to ISIS’s leader. Pratt also provided ideas, information, documents and handwritten notes on a variety of subjects, including how ISIS could use drones and remote-controlled cars to deliver explosives, how ISIS could organize intelligence operations, and how ISIS could improve its air defense systems. And, in March and May 2023, Pratt sent cryptocurrency (Bitcoin) to the CHS, intending that the money would be used to help pay for the travel of other individuals who were purportedly traveling to join ISIS and/or to help fund an individual who Pratt believed would commit an act of violence in support of ISIS. Pratt concealed the nature and source of his Bitcoin transfers by using a privacy focused VPN and an app that encrypted private keys and transaction data.

    “Jibreel Pratt has many talents. And he swore a binding oath to use them to help ISIS—a genocidal anti-American terrorist organization,” said U.S. Attorney Gorgon. “Pratt meticulously plotted to support ISIS and covertly sent them money to further their evil works. We will find the terrorists operating in our shadows and bring them to justice.”

    “Today’s guilty plea by Jibreel Pratt underscores the serious threat posed by individuals who attempt to support foreign terrorist organizations known for violence and human rights abuses,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI Detroit Field Office. “The FBI remains unwavering in its commitment to protecting the American people from those who seek to carry out or orchestrate acts of terrorism. This outcome reflects the strength of our partnerships with law enforcement and intelligence agencies, as well as the dedication of our Joint Terrorism Task Force. The FBI in Michigan will continue working relentlessly to disrupt any plot that threatens the security of our nation.”

    Sentencing is scheduled for November 13, 2025. A conviction for concealing the financing of terrorism carries a maximum penalty of 10 years in prison, a $250,000 fine, or both. The parties agreed that a 9-year sentence is an appropriate resolution of the matter. 

    The Federal Bureau of Investigation investigated the case. Assistant United States Attorney Douglas Salzenstein and Jennifer Burke, Trial Attorney, National Security Division, U.S. Department of Justice are prosecuting the case on behalf of the United States.

  • MIL-OSI USA: Congressman Gonzalez Leads 16 Congressional Hispanic Caucus Colleagues in Demanding Answers from Navy Secretary Concerning Tragic Death of Valley Native, Seaman Angelina Petra Resendiz

    WASHINGTON, D.C. – Today, Congressman Vicente Gonzalez (TX-34) announced that he led a letter to the Secretary of the Navy, John Phelan, concerning the tragic and disturbing death of Seaman Angelina Resendiz. More than a dozen Members of the Congressional Hispanic Caucus joined the Congressman in demanding answers regarding the circumstances surrounding Seaman Resendiz’s death and the Navy’s ongoing investigation into the matter.

    The letter reads, “As you may know, on May 29, 2025, Angelina P. Resendiz, a 21-year-old sailor from Brownsville, Texas, went missing from her barracks at Naval Station Norfolk, Virginia…Despite early warnings from her colleagues, friends, and family, the U.S. Navy did not classify Seaman Resendiz as a missing person until June 3, 2025, at which point the Naval Criminal Investigative Service (NCIS) and the Virginia State Police were involved. Tragically, on June 9, 2025, her body was found in a wooded area behind an elementary school 10 miles from Naval Station Norfolk. The Navy has a responsibility to ensure the safety and well-being of the men and women who take an oath to defend our country. When a service member goes missing, their next of kin should be provided with relevant and accurate information as soon as possible, and an investigation should be launched immediately. 

    This letter follows the Congressman’s meeting with Seaman Resendiz’s mother in Washington, DC. Congressman Gonzalez is committed to doing everything in his power to bring justice, peace, and accountability to Ms. Resendiz’s family.

    WASHINGTON, D.C. — Today, Congressman David Kustoff (R-TN) introduced the Restoring the Armed Career Criminal Act in the House of Representatives. This legislation will reinstate an important tool for prosecutors to seek enhanced penalties against violent, repeat offenders. 

    Senators Marsha Blackburn (R-TN) and Tom Cotton (R-AR) introduced the companion legislation in the U.S. Senate. 

    “Career criminals are a danger to our citizens and our communities,” said Congressman Kustoff. “The Restoring the Armed Career Criminal Act will reinstate a critical tool that allows prosecutors to seek tougher penalties for violent career criminals. I appreciate Senator Marsha Blackburn and Senator Tom Cotton for their work on this important bill.” 

    “Violent, repeat offenders have no business being back on our streets,” said Senator Blackburn. “We’ve seen the heartbreaking consequences of rewarding repeat offenders with the freedom to victimize more law-abiding Americans.     Background:
    In 1984, the Armed Career Criminal Act (ACCA) was included in the Comprehensive Crime Control Act with the intent to guard Americans from the most dangerous career offenders by defining the parameters under which offenders are classified. However, in the 2015 case Johnson v. United States, the Supreme Court ruled the residual clause unconstitutional, thus providing a loophole for repeat offenders to end up back on the streets.

    Today, under the current ACCA, individuals with three prior “serious drug felonies” or “violent felonies” who are found in possession of a firearm are subject to a 15-year mandatory minimum penalty. 

    The Restoring the Armed Career Criminal Act of 2025 would:

    • Establish a new, clear definition of a “serious violent felony”
    • Empower prosecutors to hold habitual violent offenders accountable when they’re caught with a firearm
    • The Armed Career Criminal Act would still apply only in a case where a felon who possesses a firearm –in violation of 18 U.S.C. § 922(g) –has previously been convicted three times of serious felonies, which must have been committed on different occasions.

  • MIL-OSI Australia: Pedestrians struck by car at Aberfoyle Park

    A learner driver will be fined after colliding with two pedestrians in a shopping centre car park at Aberfoyle Park today.

    Police and emergency services were called to the Hub Shopping Centre, Hub Drive, Aberfoyle Park just after midday on Saturday 12 July by reports of a crash.

    A vehicle lurched forward while parking and collided with two pedestrians.

    The pedestrians were knocked to the ground and both sustained minor injuries and grazes.  One of the pedestrians, a man aged in 70s, was taken to hospital as a precaution.

    The Holden Commodore sedan also sideswiped a car parked alongside it and struck the chicken shop.

    The driver, a 20-year-old man from Old Noarlunga, only holds a learner’s permit and did not have a qualified supervising driver present.

    Neither he, nor his young passengers, were injured in the crash.

    The driver is expected to receive an expiation notice for failing to maintain proper control of his vehicle and breaches of his learner’s permit conditions.

    The Holden was towed from the scene.

    On the once-in-a-generation impact of the One Big Beautiful Bill:“Quite historic, Maria. It’s going to be great for American families who have been struggling. I mean, look, for four years, people struggled under Joe Biden, high inflation, high interest rates, high costs at the grocery store. All that is going to be turning around. You’re going to see, number one, more jobs, millions of more jobs will be created, trillions of more investment, people investing in America again because of this bill, stabilizing the tax code. Nobody gets a tax increase. I’d love, Maria, for every Democrat who’s out bashing this bill, ask them this basic question: Will you pay the higher tax rate that you voted for for all Americans? Because every Democrat voted ‘no,’ which means they voted for a higher tax rate for everybody in America. Will they pay that higher tax rate? Or are they going to take the benefits of this bill? There’s a lot of hypocrisy out there because this bill delivers a lot of great things for a lot of people. No tax on tips. So all the taxes you paid on your overtime this year, you’re going to get that money back when you file your return. That’s going to be more money in your pockets. These are blue-collar workers.These aren’t the millionaires and the billionaires that the Democrats have been lying about this bill. This is blue-collar workers that get the benefits of this bill, plus more energy production, more border security. We revamp and modernize America’s whole air traffic control system. We’ve seen all these horrible reports. Laguardia being shut down for days, every air flight in America being canceled because we’re running off of floppy disks, for goodness’ sake. We fixed that in this bill. Sean Duffy, the great job he’s been doing over at transportation, they will now have the resources to modernize America’s air traffic control system. Every Democrat voted against that, Maria.”On combating Democrat lies over strengthened Medicaid for deserving Americans:“Well, we’re going to tell the truth while they’re out lying. We’ve always said, ‘If you keep lying about us, we’re going to keep telling the truth about you.’ They’ve been saying, ‘Everybody’s going to die. Every hospital is going to close.’ Well, a year from now, Maria, we’re actually going to be able to see results. It’s all the hyperbole that you saw them saying on the House floor. They were all lies. Disabled people will get better Medicaid under this bill because all of the fully able-bodied, the 35-year-old guy sitting at home playing video games in his mom’s basement, he’s going to have to go work because we put work requirements in place. And so he will not be crowding out disabled people in Medicaid. It’s a crowded program. It’s not the best form of health care right now. And so we’re going to make that program work better for the people that are truly disabled and needy, not for somebody who’s turning down work. And by the way, when he gets a job, he’s going to get health care with his job that’s better than Medicaid. So these are all components of the bill that they’ve been lying about. The truth is going to be something that the American people like because these are all things that President Trump campaigned on, and so did we.”On the Biden Administration’s coverups:“First, this is not somebody who has been stumbling over words, Maria. Everybody in America has watched his cognitive decline for years. Some in the far-left media act like that this was some new revelation at the debate where President Trump destroyed Joe Biden in the debate. It had been going on before that, and everybody knew about it, but the left was covering up, including the media in the left. And so let’s not play that game. “However, we’re really concerned about things like the use of the autopen. The autopen wasn’t just used to sign some congratulatory note for somebody who turned 100. They were signing pardons with the autopen, other really important documents. And then now there are people testifying saying, ‘Joe Biden probably didn’t even know it was being used.’ Well, if so, who was? Why was somebody using President Biden’s signature without President Biden’s own knowledge? We’re digging into things like that. His doctor raises a lot of questions when you’re asked, ‘Were you ever pushed into lying about Joe Biden?’ And you plead the fifth. It raises a lot of serious questions, Maria, and we’re going to keep digging to get answers.”On the disarray in the Democrat Party:“Yeah, Maria, people want to know the truth. The American people deserve to know the truth. And we have some people who are talking. There were some people in the Biden White House who are talking to Chairman [James] Comer’s committee. You were spot on in 2021. I have a number of my colleagues, we were all talking about this back then because you could see it. It wasn’t just something that we were trying to throw at the wall. It was something everybody that saw Joe Biden could see. They scripted him. They limited his schedule severely. They kept a really close bubble around him so people couldn’t talk to him. He didn’t do press conferences. Donald Trump does press conferences, everyday free-wheeling.     OVERLAND PARK, KS – Today, Representative Sharice Davids joined local health care workers and law enforcement officials for another summit regarding the growing threat of fentanyl, the number one cause of overdose deaths in the United States. The group discussed the challenges health care workers face when caring for fentanyl-related overdose patients and how Davids can better support their work in Congress.

    Fentanyl, a synthetic opioid up to 100 times stronger than morphine, is increasingly found in fake prescription pills such as Vicodin, OxyContin, or Adderall. Overdose deaths dropped by 24 percent from September 2023 to September 2024. Davids is working to build on this momentum and remains committed to protecting Kansans’ health through continued action in Congress.

    Davids, a member of the bipartisan Fentanyl Prevention Caucus, has collaborated with Midwest HIDTA, a regional office working to reduce illicit drug availability, on multiple fentanyl summits with health care workers, education professionals, and law enforcement officers. She has also taken several legislative actions based on the specific needs of the Kansas Third District, including:

    • Joining a bipartisan group of lawmakers to request funding for new handheld mass spectrometry trace-level chemical detection devices at domestic ports.
    • Urging the FDA to take up expert recommendations and make Narcan, a common naloxone nasal spray, available without a prescription — which they did earlier this year.

    United States Attorney for the Southern District of New York, Jay Clayton, announced that MARIO STEWART, a Sergeant with the Mount Vernon Police Department (“MVPD”), was sentenced by U.S. District Judge Kenneth M. Karas to six months in prison.  While working as a Sergeant for the MVPD in 2019, STEWART used excessive force against an individual experiencing a mental health crisis (the “Victim”), tasing him seven times over the course of several minutes, in violation of the Victim’s rights under the U.S. Constitution.

    “New Yorkers depend daily on the women and men of law enforcement,” said U.S. Attorney Jay Clayton.  “We trust them to keep us safe, to act in line with their training, and to respect our individual rights.  This trust, earned over decades, is essential to our way of life.  When a law enforcement officer breaches that trust, we are all affected.  Yesterday’s sentencing was about protecting the trust between our communities and our police departments.”

    According to the Indictment, court filings and statements made in court:

    On or about March 26, 2019, STEWART was employed as a Sergeant with the MVPD.  STEWART was assigned to the MVPD’s Emergency Services Unit, which is responsible for, among other things, responding to individuals who are experiencing mental health crises.  On that day, STEWART and six other MVPD officers received a call to assist the Victim in Mount Vernon, New York, as the Victim was experiencing a mental health crisis.

    At the scene, STEWART and the other MVPD officers restrained the Victim, handcuffing his hands behind his back and securing his legs in a restraint bag in preparation to transport the Victim for medical assistance.  When the MVPD officers were unable to pull the restraint bag over the Victim’s chest because the Victim was holding onto one of the bag’s straps, STEWART directed the Victim to release the strap.  STEWART then deployed his taser seven times on the Victim. During each of STEWART’s taser deployments, the Victim remained laying on the ground, handcuffed with his hands behind his back and his legs secured in the restraint bag.  STEWART’s actions caused bodily injury to the Victim, including extreme pain.   

    In pronouncing STEWART’s sentence, U.S. District Judge Kenneth M. Karas stated that a prison sentence was necessary “to send a clear message” to law enforcement that “even though your job is really hard, and even though you protect us every day and you have to make really tough decisions, there are still times where you have to yield to authority, and where the line is clear, you cannot cross it. . . . The people of Mount Vernon have to know that they will not be themselves victims of their law enforcement officers.”

    In addition to the prison term, STEWART, 46, of Brooklyn, New York, was also sentenced to six months of home confinement.

    Mr. Clayton praised the outstanding investigative work of the Federal Bureau of Investigation and thanked the Westchester County District Attorney’s Office and the MVPD for their assistance with the investigation.

    The case is being handled by the Office’s Civil Rights Unit in the Criminal Division. Assistant U.S. Attorneys Sam Adelsberg and Jared Hoffman are in charge of the prosecution.

  • MIL-OSI Security: Ohio Doctor Pleads Guilty to Role in Telemedicine Scheme

    CLEVELAND – Mohammed Ahmad, 38, of Avon, Ohio, has pleaded guilty to submitting orders for patients in connection with a durable medical equipment (DME) scheme that caused Medicare to be unnecessarily billed for thousands of dollars. Medicare is a federal health care benefit program that provides items and services mainly to people who are age 65 and older.

    According to court documents, Ahmad has been a licensed physician in Ohio since 2014 and worked as a contractor for Florida-based Lifeline Recruiting Inc. to provide telemedicine services. Lifeline Recruiting purchased “leads” of Medicare beneficiaries and used call center services to find and target individuals who were eligible to receive orthotic braces and other DME. Lifeline provided pre-completed orders for Ahmad to review and sign to authorize treatment with DME as medically necessary, even though he did not personally examine patients or conduct the tests that his orders indicated he had performed.

    From November 2018 to May 2019, medical orders that Ahmad signed caused approximately $267,402 in false and fraudulent claims to be submitted to Medicare, of which approximately $126,643 was paid.

    On July 9, 2025, Ahmad pleaded guilty after being charged by information for making false statements related to health care matters in connection with the DME telemedicine scheme. He faces a maximum of up to five years in prison and up to $250,000 in fines. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is yet to be scheduled.

    This investigation was conducted by the FBI Cleveland Division and the U.S. Department of Health and Human Services-Office of the Inspector General.

    This case is part of the Department of Justice’s 2025 National Health Care Fraud Takedown. The Takedown is part of a strategically coordinated, nationwide law enforcement action that brought criminal charges against 324 defendants, including 96 doctors, nurse practitioners, pharmacists, and other licensed medical professionals, in 50 federal districts and 12 State Attorneys General’s Offices across the United States, for their alleged participation in various health care fraud schemes involving over $14.6 billion in intended loss. The Takedown involved federal and state law enforcement agencies across the country and represents an unprecedented effort to combat health care fraud schemes that exploit patients and taxpayers.   • MIL-OSI Australia: Five arrested after South Brighton disturbance

    Five young males were arrested yesterday by SAPOL’s Youth and Street Gangs Task Force after a disturbance at South Brighton.

    Just before 4pm on Friday 11 July, police were called to Brighton Road, South Brighton after two males were seen walking along Brighton Road, one carrying a machete.

    Witnesses also reported that a male in a grey or silver car appeared to point a firearm out the vehicle towards the other males.

    There were no reported injuries.

    As a result of the subsequent investigation, Youth and Street Gangs Task Force investigators, with the assistance of Western District patrols, located and stopped a silver Mitsubishi in Fulham Gardens.

    Officers searched the vehicle and allegedly located an imitation firearm and machetes.

    All five occupants of the vehicle, aged 16, 17, 18, 24 and 29, were arrested and charged with carry offensive weapon and possess firearm.

    The 17-year-old boy from Edwardstown was also charged with aggravated robbery allegedly committed on 3 July at Croydon Park where a machete was produced.

    All five were refused police bail and will appear in the Port Adelaide Magistrates and Adelaide Youth Courts on Monday, 14 July.

    The Mitsubishi was seized for further forensic examination.

    This grant will support efforts to lower housing costs, expand housing supply, spark economic opportunity, revitalize neighborhoods, and strengthen communities across Illinois’s 14th Congressional District. NeighborWorks America, a public nonprofit established by Congress in 1978, provides financial and technical support to nearly 250 local and regional partner organizations nationwide.

    City of Ottawa, Ottawa, Illinois – $1,243,270

    The City of Ottawa will receive $1,243,270 in federal funding from the U.S. Environmental Protection Agency’s Brownfields Cleanup Grant Program.

    The grant will fund the cleanup of the former Beer Depot site at 429 W. Lafayette Street, which was previously used for oil and coal distribution from 1891 until the 1970s. The site, vacant since the 1970s and contaminated with semi-volatile organic compounds, metals, and pesticides, will be remediated to support community revitalization and economic redevelopment.

    Rep. Underwood helped secure this funding through the Bipartisan Infrastructure Law and her work on the Appropriations Committee.

    A Cubed Design LLC, Aurora, Illinois – $305,000

    A Cubed Design LLC has been awarded federal funding from the National Science Foundation (NSF) through a Small Business Innovation Research (SBIR) Phase I grant to develop an affordable, durable, and user-repairable refreshable braille display.

    This project aims to address the high cost and limited accessibility of current refreshable braille technology, which hinders braille literacy and digital access for blind and low-vision individuals. The innovation has strong commercial potential in a rapidly growing market and is expected to benefit thousands of users within three years of launch, expanding access to education, employment, and digital tools for the blind and low-vision community.

Josh Harder (CA-09) announced two bipartisan bills to crack down on fentanyl drug dealers and expand overdose training for first responders. The Disrupt Fentanyl Pill Production Act, led with Rep. Dan Crenshaw (TX-02), helps local law enforcement track down drug dealers manufacturing counterfeit pills laced with fentanyl, and the Safer Response Act, led with Rep. Mike Lawler (NY-17), funds a grant training program to expand overdose training to local first responders.

    Valley communities are on the front lines of the drug epidemic:

    “This is about stopping criminals who are poisoning our families,” said Rep. Harder. “Fentanyl is flooding into our communities and we have to do something about it.     In letters to Commerce Secretary Howard Lutnik and Subcommittee Chairman Hal Rogers, lawmakers urge the rejection of proposed funding cuts and facility closures at NOAA. 

    Washington, DC— Following the release of the White House’s Fiscal Year 2026 budget proposal, Congressman Joe Neguse (CO-02) led a coalition of 23 lawmakers urging both the Department of Commerce and their colleagues on the House Appropriations Committee to reject devastating proposed cuts to the National Oceanic and Atmospheric Administration (NOAA) by the Trump administration. The budget proposal would decimate funding for NOAA’s critical programs, including the Oceanic and Atmospheric Research (OAR), and terminate several Weather Laboratories and Cooperative Institutes, including several in Colorado’s Second Congressional District.   

    In their letter, the lawmakers condemned the proposed budget cuts to NOAA and underscored the importance of the agency and its Cooperative Institutes. Colorado is home to several of NOAA’s Climate Laboratories, including the Physical Sciences Laboratory (PSL), the Chemical Sciences Laboratory (CSL), and the Global Monitoring Laboratory (GML), all located in Boulder, CO. 

    Colorado is also the only state in the nation home to two Cooperative Institutes, the Cooperative Institute for Research in the Atmosphere (CIRA) at Colorado State University and the Cooperative Institute for Research in Environmental Sciences (CIRES) at the University of Colorado Boulder, which are academic and non-profit research centers that have provided invaluable support to NOAA’s mission and work in drought, wildfire, and space weather since 1967. The lawmakers denounced the proposed cuts in their letter to Department of Commerce Secretary Howard Lutnick and Subcommittee Chairman Rogers and Ranking Member Meng, as well as any plans to terminate funding for these institutions, making clear the damage to our nation would be irreversible, and emphasizing the important work that is ongoing at both CIRES and CIRA.  

    “CIs are home to experienced researchers and long-standing data collection programs with major impacts on human societies. If these sweeping cuts are made, the damage will be irreversible. Even short-term interruptions in their research could threaten the safety and economies of the communities that CIs serve across the nation. These cuts would primarily leave tornado and weather research and ocean observation to be reprogrammed to other offices, effectively moving weather research and development under the National Weather Service, while getting rid of most of the people and infrastructure that do this critical work.” 

    They continued: “The value NOAA and its programs, like OAR, provide to our communities cannot be overstated. OAR operates research laboratories across the country providing the foundation for understanding and predicting changes in Earth’s atmosphere, oceans, and inland waters. This includes the Atlantic Oceanographic & Meteorological Laboratory (AOML) in Miami, FL; the Air Resources Laboratory (ARL) in College Park, MD, Idaho Falls, ID, and Oak Ridge, TN, Physical Sciences Laboratory (PSL) in Boulder, CO; the Chemical Sciences Laboratory (CSL) in Boulder, CO; the Geophysical Fluid Dynamics Laboratory (GFDL) in Princeton, NJ; , as well as a nation-wide network of soil moisture sensors; the Global Monitoring Laboratory (GML) in Boulder, CO, Utqiaġvik, AK; Mauna Loa, HI; Hilo, HI; Big Island, HI; American Samoa, and the South Pole; and the Pacific Marine Environmental Laboratory (PMEL) in Seattle. Shutting down these facilities would be devastating for our communities.

  • MIL-OSI USA: Congressman Crow Leads Bipartisan Bill to Help Servicemembers Suffering from Traumatic Brain Injury

    WASHINGTON – Congressman Jason Crow (D-CO-06), a former Army Ranger, has introduced the Support Modern Approaches in Recovery Technology for Traumatic Brain Injury (SMART for TBI) Act, bipartisan legislation that would improve care for active-duty servicemembers suffering from traumatic brain injury (TBI) by identifying ways that digital technology can be used to better deliver care.

    Due to the rigors of military training and combat, servicemembers are particularly vulnerable to traumatic brain injury. TBI affects brain function, and if left untreated, people have a higher risk of experiencing mental health or substance use problems, as well as an increased risk of suicide. Between 2000 and 2019, more than 400,000 American servicemembers were diagnosed with at least one TBI – and more than 185,000 veterans have been diagnosed with TBI through the VA system. 

    Congressman Crow’s Support Modern Approaches in Recovery Technology for Traumatic Brain Injury (SMART for TBI) Act would require the establishment of a working group to identify ways digital technology can treat our active-duty servicemembers with TBI. Congressman Jeff Crank (R-CO-05) joined Congressman Crow in introducing this bipartisan legislation.

    “As a veteran of Iraq and Afghanistan, caring for our servicemembers is personal to me,” said Congressman Crow. “That’s why I’m introducing a bipartisan bill to identify new ways to treat traumatic brain injury & deliver world-class care for our servicemembers.”

    As an Iraq and Afghanistan veteran, ensuring America’s military servicemembers and their families get the appropriate care and resources is a top priority for Congressman Crow. In the 118th Congress, he introduced the Veteran’s Sentinel Act, bipartisan legislation to respond to suicide by US veterans at Department of Veterans’ Affairs (VA) facilities by improving the accuracy of data collection and enhancing congressional oversight. Previously, he introduced the Justice Involved Veterans Support Act and supported the PACT Act, which expands health care to millions of servicemembers exposed to toxic chemicals.

  • MIL-OSI Security: Harlem, Montana, Man Pleads Guilty to Sex Abuse Charges on the Fort Belknap Indian Reservation

    GREAT FALLS – A Harlem man accused of sexual abuse on the Fort Belknap Indian Reservation admitted to charges today, U.S. Attorney Kurt Alme said.

    The defendant, Ross Vincent Dale, 26, pleaded guilty to one count of sexual abuse. Dale faces maximum penalties of life imprisonment, a $250,000 fine, and 5 years to a lifetime of supervised release.

    Chief U.S. District Court Judge Brian M. Morris presided and will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing has been set November 5, 2025. Dale was detained pending further proceedings.

    The government alleged in court documents that in January 2022, Jane Doe was taken to Benefis in Great Falls for a sexual assault examination. Doe alleged she was sexually abused by the Ross Dale on New Year’s Eve or in the early morning hours of New Year’s day, 2021-2022.

    Doe lived with her grandmother/guardian at the time. On New Year’s Eve, Doe’s grandmother and aunt traveled to Wolf Point, leaving Doe at the house alone. Dale contacted her on New Year’s Eve and brought alcohol. Doe took a video of herself and Dale drinking. At some point, Doe must have passed out because she woke up in her bed to her headboard banging against the wall. Dale was behind her, vaginally raping her. She tried to remain calm until he finally left the house. She told her grandmother immediately upon her return home from Wolf Point.

    Dale was interviewed. Although he claimed he was not in Harlem but in Billings with his kids on New Year’s Eve, DNA testing resulted in his DNA being found in Doe’s underwear, extracted from semen that was present on Doe’s underwear.

    Assistant U.S. Attorney Amanda L. Myers prosecuted the case. The FBI and Fort Belknap Law Enforcement Services conducted the investigation.

  • MIL-OSI Security: Jamaican National Pleads Guilty to Drug Trafficking and Aggravated Illegal Reentry Charges

    Greenbelt, Maryland – Sarah Maud Jess, 62, a Jamaican national living in Capitol Heights, Maryland, pled guilty to two counts, distributing more than 40 grams of fentanyl and re-entry of an alien removed after conviction for an aggravated felony.

    Kelly O. Hayes, U.S. Attorney for the District of Maryland, announced the plea with Acting Special Agent in Charge Evan Campanella, Homeland Security Investigations (HSI) Baltimore; Special Agent in Charge Ibrar A. Mian, Drug Enforcement Administration (DEA) – Washington Division; Acting Special Agent in Charge Amanda M. Koldjeski, Federal Bureau of Investigation (FBI) – Baltimore Field Office; Chief Marc R. Yamada, Montgomery County Police Department (MCPD); and Chief George Nader, Prince George’s County Police Department (PGPD).

    According to her guilty plea, Jess disseminated at least 40 grams of fentanyl in Maryland and elsewhere between at least November 2023 and October 2024. Jess distributed the fentanyl in the form of pressed fentanyl pills – round, light blue pills imprinted with “M30.” As part of the investigation, a DEA undercover (UC) agent purchased fentanyl pills from Jess. Law enforcement also seized fentanyl pills from her vehicle as she was en route to distribute to the UC and recovered additional fentanyl pills and a firearm from Jess’s residence. In total, law enforcement recovered more than 3,000 fentanyl pills, totaling more than 350 grams of fentanyl, from Jess.

    During the investigation, on June 21, 2024, after coordinating with Jess via text message, the UC conducted a controlled purchase of approximately 600 fentanyl pills from Jess in a Greenbelt, Maryland restaurant parking lot for $3,600. Jess provided the UC with a black sock containing a clear plastic baggie with pills totaling more than 65 grams of fentanyl.

    Then on September 4, the UC conducted another purchase of approximately 1,000 pills from Jess for $6,000. Jess again met the UC in the Greenbelt restaurant parking lot and provided the UC with a black sock containing a clear plastic baggie with fentanyl pills comprised of more than 100 grams of fentanyl.

    On September 30, Jess texted the UC asking how many pills he or she wanted to purchase. Jess agreed to sell the UC 700 pills. Then on October 2, Jess and the UC spoke and arranged to meet at a Silver Spring, Maryland mall parking lot. Law enforcement officers surveilled Jess while she drove to the mall. As Jess drove to meet the UC, law enforcement officers conducted a traffic stop.

    Law enforcement found the pills Jess intended to sell to the UC and took her into custody. Jess provided the officers with a fake driver’s license with a fake name and an address that was not her actual residence. However, law enforcement saw her visit that address during the investigation. While searching the vehicle, law enforcement officers recovered a black sock with a clear plastic baggie inside containing approximately 700 blue pills — weighing more than 75 grams of fentanyl — that Jess intended to distribute to the UC.

    Additionally, law enforcement executed a search warrant at Jess’s residence. During the search, law enforcement discovered a plastic baggie containing 46 fentanyl pills — weighing more than five grams — and a handgun loaded with nine rounds of ammunition in Jess’s bedroom.

    Throughout this timeframe, Jess was an alien illegally in the United States. Jess was previously convicted of Conspiracy to Distribute Marijuana in Prince George’s County, Maryland. Based on the conviction for an aggravated felony, Jess was previously removed from the United States after proceedings before an immigration judge. As part of her removal, Jess was advised that she was permanently excluded from re-entering the United States because of her prior conviction.

    Jess voluntarily and unlawfully re-entered the United States without inspection or permission. She never sought nor obtained the consent of the Attorney General of the United States or the Secretary of Homeland Security to apply for re-admission.

    Jess faces a mandatory minimum of five years and a maximum of 40 years in federal prison for the fentanyl charge. She faces a maximum sentence of 20 years for the illegal re-entry charge.

    Actual sentences for federal crimes are typically less than the maximum penalties.  A federal district court judge determines sentencing after considering the U.S. Sentencing Guidelines and other statutory factors. Sentencing is scheduled for Wednesday, October 29, at 2 p.m.

    U.S. Attorney Hayes commended HSI, the DEA, FBI, MCPD, and PGPD for their work in the investigation.  Ms. Hayes also thanked Assistant U.S. Attorneys Elizabeth Wright and Nicholas Potter who are prosecuting the federal case.

  • MIL-OSI Security: Seven Chinese Nationals Charged for Alleged Roles in Multimillion-Dollar Money Laundering, Alien Smuggling, and Drug Trafficking Enterprise

    Defendants allegedly smuggled Chinese nationals into the United States to work at grow houses in suburban neighborhoods, cultivating and distributing kilogram-sized quantities of marijuana

    BOSTON – Seven Chinese nationals were charged today in connection with a multi-million-dollar conspiracy to cultivate and distribute marijuana across the Northeast that used interconnected grow houses concealed inside single-family properties in Massachusetts and Maine. It is alleged that Chinese nationals were smuggled into the United States to work in these grow houses without access to their passports until they repaid their smuggling debts.

    The following individuals have been indicted on one count each of conspiracy to manufacture, distribute and possess with intent to distribute marijuana, as well as additional charges listed respectively:

    1. Jianxiong Chen, 39, of Braintree, Mass. also indicted on one count of money laundering conspiracy, 11 counts of money laundering and one count of bringing aliens into the United States;
    2. Yuxiong Wu, 36, of Weymouth, Mass. also indicted on one count of money laundering conspiracy and four counts of money laundering;
    3. Dinghui Li, 38, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    4. Dechao Ma, 35, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    5. Peng Lian Zhu, 35, of Melrose, Mass. also indicted on one count of money laundering conspiracy;
    6. Hongbin Wu, 35, of Quincy, Mass.; and
    7. Yanrong Zhu, 47, of Greenfield, Mass. and Brooklyn, N.Y.

    Six defendants were arrested this morning. Yanrong Zhu remains a fugitive.

    “This case pulls back the curtain on a sprawling criminal enterprise that exploited our immigration system and our communities for personal gain. These defendants allegedly turned quiet homes across the Northeast into hubs for a criminal enterprise – building a multi-million-dollar black-market operation off the backs of an illegal workforce and using our neighborhoods as cover. That ends today,” said United States Attorney Leah B. Foley.

    “Today, we arrested members of an alleged Chinese-run drug trafficking organization who are accused of running a massive marijuana cultivation and distribution scheme that has raked in millions and contributed widely to the illegal drug trade here in the Northeast,” said Ted E. Docks, Special Agent in Charge of the FBI’s Boston Division. “Equally disturbing is that Jianxiong Chen – the accused ringleader of this organization – is charged with paying to smuggle a Chinese national across the Mexican border to work at his grow houses. This takedown highlights the need for a sustained law enforcement effort, across all levels, to shut down and thoroughly investigate the organized criminal enterprises behind these unlicensed and illegal operations.”

    “The Massachusetts State Police share the resolve of our federal and local partners to support safer communities across the Commonwealth,” said Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police. “Troopers assigned to our Special Services Section used their training and skill in this Operation to respond to the concerns of our neighbors, disrupt these illicit growing activities, and improve the quality of life across Massachusetts. Each of these properties can now return to their intended purpose as homes which our communities desperately need.”

    According to the charging documents, from in or about January 2020, the defendants allegedly owned, operated or partnered with a network of interconnected grow houses in Massachusetts and Maine to cultivate and distribute kilogram-sized quantities of marijuana in bulk. Specifically, the enterprise allegedly operated grow houses in Braintree, Mass.; Melrose, Mass.; and Greenfield, Mass., among other locations in Massachusetts, Maine and elsewhere. It is alleged that the grow house operators maintained contact with each other through a list of marijuana cultivators and distributors from or with ties to China in the region called the “East Coast Contact List.”

    It is alleged that Chen controlled several grow houses in Maine as well as a home in Braintree, Mass., which served as a base of operations for the enterprise. Marijuana manufactured by the interconnected grow house network, as well as bulk cash from dealers, was allegedly delivered to and redistributed by Chen at this Braintree residence. It is further alleged that co-conspirators concealed the marijuana and cash they were delivering to Chen inside the engine compartments of their vehicles. During a search of the home in October 2024, over $270,000 in cash was allegedly recovered from the house and from a Porsche in the driveway, as well as several Chinese passports and other identification documents inside a safe.

    Data extracted from Chen’s cell phone allegedly revealed that he helped smuggle Chinese nationals into the United States – putting the aliens to work at one of the grow houses he controlled while keeping possession of their passports until they repaid him for the cost associated with smuggling them into the country.

    It is alleged that profits from the marijuana sales, which totaled in the millions of dollars, were used to purchase luxury homes, automobiles, jewelry and other items in Massachusetts including to expand the enterprise through the purchase of real estate.

    Additional October 2024 searches of grow houses located in Braintree and Melrose where Ma and Zhu resided, respectively, allegedly resulted in the seizure of over 109 kilograms of marijuana, nearly $200,000 in cash and numerous luxury items including a gold Rolex watch with a $65,000 price tag still on it.

    It is further alleged that the enterprise conducted bulk cash transactions with operators located in the Eastern District of New York. According to court documents, in June 2023, Hongbin Wu and Yanrong Zhu were stopped by law enforcement after leaving a grow house in Greenfield, Mass., during which $36,900 in cash was seized from the defendants.

    The charge of conspiracy to manufacture, distribute and possess with intent to distribute marijuana provides for a sentence of up to five years in prison, at least two years of supervised release and a fine of up to $250,000. The charge of money laundering conspiracy provides for a sentence of up to 20 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charges of money laundering each provide for a sentence of up to 10 years in prison, up to three years of supervised release and a fine of up to $500,000, or twice the amount involved, whichever is greater. The charge of bringing aliens into the United States provides for a mandatory minimum sentence of three years and up to 10 years in prison, three years of supervised release and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.

    U.S. Attorney Foley, FBI SAC Docks and MSP Superintendent Colonel Noble made the announcement today. Valuable assistance was provided by the Drug Enforcement Administration; New York State Police; Maine State Police; and the Braintree, Westchester County and New York Police Departments.     Defendants allegedly smuggled Chinese nationals into the United States to work at grow houses in suburban neighborhoods, cultivating and distributing kilogram-sized quantities of marijuana

    BOSTON – Seven Chinese nationals were charged today in connection with a multi-million-dollar conspiracy to cultivate and distribute marijuana across the Northeast that used interconnected grow houses concealed inside single-family properties in Massachusetts and Maine. It is alleged that Chinese nationals were smuggled into the United States to work in these grow houses without access to their passports until they repaid their smuggling debts.

    The following individuals have been indicted on one count each of conspiracy to manufacture, distribute and possess with intent to distribute marijuana, as well as additional charges listed respectively:

    1. Jianxiong Chen, 39, of Braintree, Mass. also indicted on one count of money laundering conspiracy, 11 counts of money laundering and one count of bringing aliens into the United States;
    2. Yuxiong Wu, 36, of Weymouth, Mass. also indicted on one count of money laundering conspiracy and four counts of money laundering;
    3. Dinghui Li, 38, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    4. Dechao Ma, 35, of Braintree, Mass. also indicted on one count of money laundering conspiracy and two counts of money laundering;
    5. Peng Lian Zhu, 35, of Melrose, Mass. also indicted on one count of money laundering conspiracy;
    6. Hongbin Wu, 35, of Quincy, Mass.; and
    7. Yanrong Zhu, 47, of Greenfield, Mass. and Brooklyn, N.Y.

    Six defendants were arrested this morning. Yanrong Zhu remains a fugitive.

    “This case pulls back the curtain on a sprawling criminal enterprise that exploited our immigration system and our communities for personal gain. These defendants allegedly turned quiet homes across the Northeast into hubs for a criminal enterprise – building a multi-million-dollar black-market operation off the backs of an illegal workforce and using our neighborhoods as cover. That ends today,” said United States Attorney Leah B. Foley.

    “Today, we arrested members of an alleged Chinese-run drug trafficking organization who are accused of running a massive marijuana cultivation and distribution scheme that has raked in millions and contributed widely to the illegal drug trade here in the Northeast,” said Ted E. Docks, Special Agent in Charge of the FBI’s Boston Division. “Equally disturbing is that Jianxiong Chen – the accused ringleader of this organization – is charged with paying to smuggle a Chinese national across the Mexican border to work at his grow houses. This takedown highlights the need for a sustained law enforcement effort, across all levels, to shut down and thoroughly investigate the organized criminal enterprises behind these unlicensed and illegal operations.”

    “The Massachusetts State Police share the resolve of our federal and local partners to support safer communities across the Commonwealth,” said Colonel Geoffrey D. Noble, Superintendent of the Massachusetts State Police. “Troopers assigned to our Special Services Section used their training and skill in this Operation to respond to the concerns of our neighbors, disrupt these illicit growing activities, and improve the quality of life across Massachusetts. Each of these properties can now return to their intended purpose as homes which our communities desperately need.”

    According to the charging documents, from in or about January 2020, the defendants allegedly owned, operated or partnered with a network of interconnected grow houses in Massachusetts and Maine to cultivate and distribute kilogram-sized quantities of marijuana in bulk. Specifically, the enterprise allegedly operated grow houses in Braintree, Mass.; Melrose, Mass.; and Greenfield, Mass., among other locations in Massachusetts, Maine and elsewhere. It is alleged that the grow house operators maintained contact with each other through a list of marijuana cultivators and distributors from or with ties to China in the region called the “East Coast Contact List.”

    It is alleged that Chen controlled several grow houses in Maine as well as a home in Braintree, Mass., which served as a base of operations for the enterprise. Marijuana manufactured by the interconnected grow house network, as well as bulk cash from dealers, was allegedly delivered to and redistributed by Chen at this Braintree residence. It is further alleged that co-conspirators concealed the marijuana and cash they were delivering to Chen inside the engine compartments of their vehicles.   • MIL-OSI Security: H Block Gang Member Sentenced to Over Six Years in Prison for Drug Conspiracy

    BOSTON – A long-time member of the violent Boston-based gang, H-Block, was sentenced today in federal court for drug conspiracy offenses.

    Dennis Wilson, a/k/a “Deuce,” 36 of Boston, was sentenced by U.S. District Court Judge Leo T. Sorokin to 77 months in prison, to be followed by three years of supervised release. In April 2025, Wilson pleaded guilty to conspiracy to distribute and possess with intent to distribute controlled substances.

    Wilson was one of 10 H-Block gang members and associates charged in August 2024 following a multi-year investigation that began in 2021 in response to an uptick in gang-related drug trafficking, shootings and violence. According to court documents, over 500 grams of cocaine, cocaine base (crack cocaine) and fentanyl, as well as over 20,000 doses of drug-laced paper were seized during the investigation.

    According to the charging documents, the H Block Street Gang is one of the most feared and influential city-wide gangs in Boston. Originally formed in the 1980s as the Humboldt Raiders in the Roxbury section of Boston, the gang re-emerged in the 2000s as H Block. Current members of H Block have a history of violent confrontation with law enforcement, including an incident in 2015 when a member shot a Boston Police officer at point blank range without warning or provocation.

    From 2022 through 2023, Wilson participated in a conspiracy to distribute various controlled substances, including fentanyl, powdered cocaine and cocaine base (crack). On numerus occasions, Wilson accompanied a co-conspirator on various drug deals with undercover officers.

The investigation was supported by the Massachusetts State Police; Massachusetts Department of Corrections; Suffolk County District Attorney’s Office; and the Braintree, Quincy, Randolph and Watertown Police Departments. Assistant United States Attorney John T. Dawley of the Organized Crime & Gang Unit and Jeremy Franker of the Justice Department’s Violent Crime & Racketeering Section are prosecuting the cases.

    The case was investigated under the Organized Crime Drug Enforcement Task Forces (OCDETF). OCDETF identifies, disrupts, and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.   • MIL-OSI Security: Nevada Resident Pleads Guilty to Conspiracy to Engage in Voter Registration Fraud

    MINNEAPOLIS – Ronnie Williams pled guilty today to an information charging him with conspiracy to engage in voter registration fraud, announced Acting U.S. Attorney Joseph H. Thompson.

    “Today’s guilty plea underscores our commitment to protecting the integrity of the electoral process,” said Acting U.S. Attorney Joseph H. Thompson. “Free and fair elections are the cornerstone of our democracy. Any attempt to undermine that process through fraud will be investigated and prosecuted. This case sends a clear message—election fraud will not be tolerated in Minnesota.”

    According to court documents, beginning in 2021 through 2022, Ronnie Williams, 58, was involved in a conspiracy to create fictitious identities and information for use in Minnesota voter registration applications. After filling out the forms, Williams signed a statement affirming that he had read and understood the certification, which included a warning that submitting false information constitutes a felony punishable by up to five years in prison. 

    According to court documents, Williams then submitted the fraudulent registrations to Foundation 1, an organization focused on voter registration efforts in Minnesota. Foundation 1 forwarded the false applications to county election offices throughout the state. In exchange, Foundation 1 compensated Williams for each registration submitted, and Williams shared a portion of the payments to his co-conspirator.

    Williams pled guilty today in U.S. District Court before Judge David S. Doty.

    This case is the result of an investigation conducted by the Federal Bureau of Investigation.     (Kansas City, MO) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) announced the City of Kansas City has been awarded a $3.5 million federal grant from the Bipartisan Infrastructure Law to clean up brownfield sites within the city. The federal funding, which Cleaver helped secure through his support for the Infrastructure Investment and Jobs Act, will invest in Kansas City’s Brownfields Supplemental Revolving Loan Fund, which provides loans and subgrants to remediate and redevelop projects at brownfield sites throughout Kansas City.

    “From investments in new roads and bridges to funding that enables the cleanup and redevelopment of brownfield sites like the Hardesty Federal Complex, the Bipartisan Infrastructure Law continues to fuel a remarkable economic comeback in Kansas City,” said Congressman Cleaver. “While we’ve come a long way since the dark days of the global pandemic, thanks in part to investments like this, there is still so much work that can be done to boost economic development in underserved communities across the metro area – and this funding will help support those efforts.     Specifically, this funding will assist in re-capitalizing Kansas City’s Revolving Loan Fund from which the City can make loans and subgrants to clean up brownfield sites, ensuring more projects can be funded.

    Thanks to the historic $1.5 billion boost from President Biden’s Bipartisan Infrastructure Law, EPA’s Brownfields program is helping more communities than ever before begin to address the economic, social, and environmental challenges caused by brownfields and stimulate economic opportunity and environmental revitalization in historically overburdened communities.

    Since passage of the Infrastructure Investment and Jobs Act, Kansas City has received more than $18.5 million in brownfields grants, supporting over a dozen remediation projects across the city. In 2022, Rep. Cleaver announced $5.5 million in federal brownfields grants awarded to Kansas City, supporting the cleanup of the Hardesty Federal Complex Buildings. Last September, Congressman Cleaver joined EPA Region 7 to announce $4.5 million in federal brownfields grants for Kansas City’s Brownfields Revolving Loan Fund. This May, Congressman Cleaver announced a $4 million brownfields grant to clean up 47 vacant parcels known as the Washington Wheatley Vacant Lots Site, as well as the former Benson Manufacturing Company Site.

    WASHINGTON, D.C. Ranking Member Robert C. “Bobby” Scott (VA-03), House Committee on Education and Workforce, issued the following statement after James E. Ryan, the President of the University of Virginia resigned. 

    “The University of Virginia (UVa) has consistently been recognized as one of the nation’s premier public universities because of its commitment to academic excellence.  However, today’s decision of UVa President James E. Ryan to resign because of the Trump Administration’s Department of Justice (DOJ) threat to withhold federal funds is an attack on due process, the independence and integrity of ‘academic freedom’ in higher education, and the UVa’s effort to address its own history.

    “Under Title VI of the Civil Rights Act of 1964, the DOJ is not authorized to impose sanctions until it has concluded that the university violated the law, and it would not redress the abuse.  The DOJ’s demand that Ryan step down was both premature and a perversion of the civil rights resolution practice. 

    “During Trump’s first administration, UVa was the scene of white supremacists’ Unite the Right march where white supremacists’ chanted ‘you will not replace us, Jews will not replace us.’ Then-President Trump’s response to the violence and the death of Heather Heyer was that there were ‘very fine people on both sides.’

    “As a result, President Ryan was brought to UVa in 2018 to improve the university’s racial climate, learning environment, and diversity, equity, inclusion, and accessibility (DEIA) efforts.  Under President Ryan’s tenure, UVa has been recognized for its commitment to free speech, financial aid among public universities for the fourth year in a row, and this year, 10,000 first-generation students applied to UVa. All indications are that President Ryan was very popular among the academicians and students alike.

    “As a country, we are all worse off because of the Trump Administration’s crusade against diversity, equity, inclusion, and accessibility, while there has been no crusade against racial discrimination.  Ryan’s resignation, therefore, signals to the higher education community that diversity as a positive value is now diminished and that segregation is to be celebrated.  This situation is made worse because of the willingness of universities and businesses to quickly capitulate.”

    Motorists travelling on State Highway 29, Lower Kaimai, are advised to expect delays following a crash.

    Emergency services were called to the single-vehicle crash near Hanga Road at around 2:30pm.

    One person has sustained moderate injuries.

    Diversions are in place, and motorists should expect delays.
