  • PM Modi: ₹21,000 crore invested in education sector in North-East over last decade

    Prime Minister Narendra Modi, while addressing the Rising North East Summit in New Delhi, underscored the pivotal role of skill development in accelerating growth and shaping a secure future for the region. He said the North-East offers a conducive environment for progress in this direction, with the central government consistently investing in education and capacity-building efforts.
     
    The Prime Minister informed that over the last ten years, ₹21,000 crore has been allocated to the education sector in the North-East. This has led to the establishment of more than 800 new schools, nine new medical colleges, two new Indian Institutes of Information Technology (IIITs), and the region’s first All India Institute of Medical Sciences (AIIMS).
     
    Further emphasizing the region’s growing educational infrastructure, he said a new campus of the Indian Institute of Mass Communication (IIMC) has been set up in Mizoram. In addition, nearly 200 skill development institutes have been established across the region to support youth empowerment and employment.
     
    The Prime Minister also highlighted major strides in the field of sports. He said the country’s first Sports University is being developed in the North-East, supported by significant investment under the Khelo India initiative. So far, eight Khelo India Centres of Excellence and over 250 Khelo India Centres have been set up to nurture sports talent across the region.
     
    He said the North-East is now emerging as a hub of top-tier talent across various sectors and urged industries and investors to explore the vast opportunities the region presents.

    Heart Lamp by Banu Mushtaq has won the 2025 International Booker prize. Here, our literature experts review the book and the other five novels that were shortlisted for the prize.

    Heart Lamp by Banu Mushtaq, translated by Deepa Bhasthi

    Banu Mushtaq’s Heart Lamp shines a light on the lives of Muslim women in rural India. In a bold and memorable translation from Kannada by Deepa Bhasthi, this quietly powerful collection of short stories opens up the intimate space of domestic rituals and family tensions.

    Mushtaq’s fervent advocacy of women’s rights is evident in the compassion with which she brings to life the women in the stories: from the lack of autonomy suffered by young girls forced into wedlock to the indignity of an older woman obliged to accept her husband taking a second wife or a widow whose son arranges a new marriage for her, the women’s lives are dictated by men.

    Heart Lamp is perhaps best summed up in the final story, “Be a Woman Once, O Lord!” Throughout these stories, Mushtaq invites us – and whichever male deity might be listening – to walk in the shoes of women overlooked by an unquestioned patriarchal hierarchy.

    Under the Eye of the Big Bird by Hiromi Kawakami, translated by Asa Yoneda

    Hiromi Kawakami’s Under the Eye of the Big Bird offers us glimpses of one imagined future for earth and humanity.

    Its vision could be described as post-apocalyptic. After unspecified cataclysmic events, humans exist only in tiny, scattered communities and extinction seems imminent. But this is also a beautiful, if dreamlike, world and one in which humanity still has the potential for astonishing growth and change.

    Each chapter introduces something new and startling to the reader. Many of the tropes are familiar – cloning, superpowers, mutation, AI. Yet they are configured in unfamiliar ways and prompt reflections on the nature of humanity and our relationship with the rest of creation – as well as on time, religion and the possibility of an afterlife.

    Despite grappling with so many huge questions, Under the Eye of the Big Bird is an accessible and absorbing novel. And, although tragedy is never far away, there remains humour – and hope.

    A Leopard-Skin Hat by Anne Serre, translated by Mark Hutchinson

    Published in France in 2008 as Un chapeau léopard, A Leopard-Skin Hat is a novel about a friendship spanning 20 years between a woman called Fanny and a man known throughout only as “the Narrator”. He is not, though, the narrator of the novel. Rather, an unknown storyteller tells us how the Narrator sees Fanny gradually lose the fight against madness (the novel’s word) and, in the end, death.

    This is a novel about the mystery of other people, about how unknowable others are to us. It explores how we narrate to try to understand people who are not us, but whom we love. What is most extraordinary about Serre’s novel is the way it shows us two friends doing very ordinary things – going out for dinner, going on holiday, walking in the countryside and swimming in lakes – but shows us through this the strangeness and complexity of friendship, love and life.

    Perfection by Vincenzo Latronico, translated by Sophie Hughes

    Perfection is a slim account of the way that time “disappears” for Anna and Tom, an expat couple living in Berlin as creative freelancers in the 2010s.

    Written in homage to Georges Perec’s Things: The Story of the Sixties (1965), the novel opens with an overbearing description of the items in their apartment, moving in and out of the characters’ dissatisfaction with the aesthetic, social, creative, economic and political routes open to them in 120 pages spanning a little over 10 years.

    As international elections, the European refugee crises and climate catastrophe dance in and out of their peripheral vision, Anna and Tom find neither satisfaction with their current moment nor successfully imagine a better one. As such, Latronico gently, but with an increasing sense of fatalism, considers the stagnation of a millennial creative class whose views on influence, status, power and happiness remain deeply linked to the “new emotions” of digital mediation.

    On The Calculation of Volume I by Solvej Balle, translated by Barbara Haveland

    In On The Calculation of Volume, a woman, Tara Selter, finds herself trapped in an endlessly repeating day, November 18. Volume I, the first of seven books, recounts the first 365 days of this time loop, with Tara attempting to make sense of her predicament, to explain it to her husband – who is still bound by the normal rules of time – and to try to fix whatever has initiated this situation.

    As the novel continues, it becomes less focused on the novelty of the situation and more on the philosophical questions it raises: the alternate claustrophobia and liberation of replaying the same day; how our friends and partners sometimes feel like they inhabit a different reality; the way in which time pulls things and people apart; of the importance we place in the idea of “tomorrow”.

    What’s remarkable about Balle’s novel is how compulsive it is – even though we know time is standing still, we still want to know what will happen next.

    Small Boat by Vincent Delecroix, translated by Helen Stevenson

    Vincent Delecroix’s Small Boat is a slim, bruising novel that centres on a real horror: the drowning of 27 migrants in the English Channel in November 2021. In a small, inflatable craft, they reached out over crackling radio lines, asking for help that never came.

    Small Boat focuses not on the migrants themselves, but on a French coastguard operator who spent that night on the radio, fielding their calls for rescue. Delecroix’s brilliance lies in showing how violence at the border is carried out not by villains, but by workers. It was not evil that allowed those people to die in the water, it was a string of decisions made by people in warm rooms who believed they were doing their jobs.

    In a world ever more brutal towards those who flee war, hunger and despair, Delecroix’s novel is a necessary – and merciless – indictment. It reminds us that the shipwreck is not theirs alone. It is ours too.

    TIANJIN, May 23 (Xinhua) — The northern Chinese city of Tianjin, which will host the next summit of the Shanghai Cooperation Organization (SCO) this fall, has published a guide to standardize the English translation of identification signs in public places.

    The document was recently released by the Foreign Affairs Office of the Tianjin Municipal People’s Government. The move is aimed at improving the translation quality of signs in public places and improving the city’s language environment for foreigners.

    As part of the work to compile the guide, a team led by Zhou Wei, vice dean of the School of Advanced Translation at Tianjin Foreign Studies University, conducted research in public places such as the airport, subway, hotels, and train stations, finding many errors in translations from Chinese to English.

    According to experts, as the number of foreigners visiting Tianjin increases, everything from foreign-language signs and markers in public places to language services related to cultural and tourism consumption directly affects foreigners’ perception of Tianjin.

    “We also used artificial intelligence (AI) and big data technologies to develop a translation verification system and a multilingual service platform, which have greatly improved the translation efficiency and quality,” Zhou Wei said.

    According to her, this AI system can provide several translation options, compare their pros and cons, and give professional recommendations.

    As Luan Jianzhang, Director of the Foreign Affairs Office of the Tianjin Municipal People’s Government, noted, promoting the creation of a language environment oriented toward foreigners can better showcase Tianjin’s image as an open, inclusive, internationalized and modern city to the outside world. -0-

  • MIL-OSI Security: Michigan Resident and Heavy-Duty Diesel Parts Supplier Plead Guilty to Conspiracy to Violate the Clean Air Act

    Kyle Offringa and Highway and Heavy Parts, LLC Admit to Conspiring with Heavy-Duty Diesel Truck Operators to Tamper with Emissions-Control Monitoring Devices

    ALBANY, NEW YORK – Kyle Offringa, age 33, of Caledonia, Michigan, and Highway and Heavy Parts, LLC (“HHP”), a heavy-duty diesel parts supplier headquartered in Coleman, Michigan, recently pled guilty to conspiracy to violate the Clean Air Act (“CAA”).  United States Attorney Carla B. Freedman and Tyler Amon, Special Agent in Charge of the United States Environmental Protection Agency (“EPA”)’s Criminal Investigations Division (“CID”), Northeast Area Branch, made the announcement. Offringa pled guilty to the indictment today and HHP pled guilty to the indictment last month.

    Offringa and HHP were indicted by a grand jury in the Northern District of New York earlier this year.  As alleged in the indictment, the purpose of the CAA is, among other things, “to protect and enhance the quality of the Nation’s air resources so as to promote the public health and welfare and the productive capacity of its population.”  Pursuant to the CAA, the EPA enacted regulations that required heavy-duty diesel engine manufacturers to limit emissions on those engines.  To comply with these regulations, manufacturers install hardware components, including filters, exhaust recirculation systems, and exhaust aftertreatment systems.  Heavy-duty diesel trucks are also required under the CAA to maintain an onboard-diagnostic system (“OBD”), which monitors the functionality of the hardware emissions control components.  If the OBD detects that an emissions control component is not working, or has been removed, it will ultimately put the truck into what is known as “limp mode,” which limits the top speed to as low as 5 miles per hour.  This is designed to incentivize truck operators to repair any faulty components.

    As further alleged in the indictment, truck operators deleted the emissions control hardware on their heavy-duty diesel trucks, which significantly increased pollution emitted by those trucks but allowed them to run at higher horsepower, with greater fuel efficiency, and with reduced maintenance cost. 

    As part of their pleas, Offringa and HHP admitted that between at least June 2017 and March 2019, they conspired together and with HHP’s customers, including coconspirators DAIM Logistics, Inc. and Patrick Oare of Fultonville, New York, to tamper with (“tune”) the emission control monitoring devices and systems of numerous diesel vehicles.  As part of the conspiracy, HHP referred its customers who had removed emissions hardware on their heavy-duty diesel trucks to Offringa, who then reprogrammed the OBDs to bypass the CAA monitoring functions so the trucks would remain operational in exchange for a fee of $1,000 to $1,500 per OBD.  HHP charged its customers approximately $250 for each tune performed by Offringa on top of what Offringa charged.

    HHP is scheduled to be sentenced on December 17, 2024, and Offringa is scheduled to be sentenced on January 17, 2025, before U.S. District Judge Mae A. D’Agostino in Albany.  If HHP’s plea agreement is accepted, it will be required to pay a fine of $25,000.  Offringa has agreed to pay a fine of $100,000 and also faces a maximum sentence of 5 years in prison and a term of supervised release of up to three years.  A defendant’s sentence is imposed by a judge based on the particular statute the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors.

    Coconspirators Patrick Oare and DAIM Logistics, Inc., of Fultonville, New York, previously pled guilty to violating the CAA and are scheduled to be sentenced by U.S. District Judge Mae A. D’Agostino in Albany on October 23, 2024.

    The United States Environmental Protection Agency Criminal Investigations Division (EPA CID) is investigating the case, with the assistance of the Federal Bureau of Investigation (FBI) and the New York State Department of Environmental Conservation Police.  Assistant United States Attorney Benjamin S. Clark is prosecuting the case.

  • MIL-OSI Security: Former Corrections Officer Pleads Guilty to Accepting Bribes in Exchange for Smuggling Narcotics Into Rikers Island

    Edward Y. Kim, the Acting United States Attorney for the Southern District of New York, announced that GHISLAINE BARRIENTOS, a former corrections officer, pled guilty today to bribery in connection with her participation in a scheme to accept bribes in exchange for smuggling narcotics into Rikers Island.  BARRIENTOS pled guilty before U.S. District Judge Gregory H. Woods and is scheduled to be sentenced on April 16, 2025.

    Acting U.S. Attorney Edward Y. Kim said: “Ghislaine Barrientos took bribes when working as a corrections officer at Rikers Island.  Rikers Island is less safe, for inmates and officers alike, when corrections officers and others in positions of public trust accept bribes to smuggle contraband.  We will not tolerate any breach of trust or corruption that jeopardizes the well-being of inmates and staff.”

    As reflected in the Complaint, Information, and statements made in court:

    BARRIENTOS, a former New York City Department of Correction (“DOC”) correction officer, conspired with others to smuggle contraband, including cocaine, smokeable synthetic cannabinoids (known as “K2”), and food to inmates housed at the Robert N. Davoren Complex on Rikers Island in exchange for thousands of dollars in bribe payments.

    For example, on April 11, 2024, CC-1, an associate of an inmate (“Inmate-1”), and BARRIENTOS discussed CC-1 sending BARRIENTOS a package through a delivery service.  On April 15, 2024, surveillance footage showed BARRIENTOS entering Inmate-1’s cell, where surveillance footage could not capture her actions.  Two days later, DOC searched Inmate-1’s cell and recovered sheets of paper that tested positive for the presence of cocaine.

    On April 24, 2024, CC-1 sent BARRIENTOS another package using the delivery service.  When BARRIENTOS went to work later that day, a drug-detecting canine alerted for the presence of narcotics.  DOC employees searched BARRIENTOS’s belongings and found approximately 10 sheets of paper that tested positive for the presence of K2.  In an interview with law enforcement, BARRIENTOS falsely stated, among other things, that no inmate had ever asked her to bring them contraband.  Law enforcement officers then searched BARRIENTOS’s vehicle and recovered additional sheets of paper, as well as approximately $2,466 in cash, as shown in the following photographs:

    BARRIENTOS, 37, of Mount Vernon, New York, pled guilty to one count of conspiracy to commit federal program bribery, which carries a maximum sentence of five years in prison.

    The statutory maximum sentence in this case is prescribed by Congress and is provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.

    Mr. Kim praised the outstanding investigative work of the Federal Bureau of Investigation and the New York City Department of Investigation.

    This case is being handled by the Office’s Public Corruption and Narcotics Units.  Assistant U.S. Attorney Jeffrey Coyle is in charge of the prosecution.

  • MIL-OSI Security: High-Ranking MS-13 Gang Member Pleads Guilty to Seven Murders, Multiple Attempted Murders, Arson and Firearms Offenses

    Earlier today, in federal court in Central Islip, Jairo Saenz, also known as “Funny,” a high-ranking member of the Brentwood/Central Islip chapter of the Sailors Locos Salvatruchas Westside (Sailors) clique of La Mara Salvatrucha, also known as the MS-13, a transnational criminal organization, pleaded guilty to racketeering charges in connection with his participation in seven murders, namely, the January 28, 2016 murder of Michael Johnson; the April 29, 2016 murder of Oscar Acosta; the September 13, 2016 murders of Kayla Cuevas and Nisa Mickens; the October 10, 2016 murder of Javier Castillo; the October 13, 2016 murder of Dewann Stacks; and the January 30, 2017 murder of Esteban Alvarado-Bonilla.  Saenz also pleaded guilty to his participation in three attempted murders, arson, narcotics trafficking, firearms offenses and a conspiracy to kill Marcus Bohannon, who was murdered on September 5, 2016 by other members of the MS-13.

    Today’s guilty plea proceeding was held before United States District Judge Gary R. Brown.  When sentenced, Jairo Saenz faces up to 60 years in prison, and a minimum sentence of 40 years in prison under the terms of his plea agreement. 

    Carolyn Pokorny, Acting United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI) and Robert E. Waring, Acting Commissioner, Suffolk County Police Department (SCPD), announced the guilty plea.

    “Today, Jairo Saenz pleaded guilty to seven murders that can only be described as barbaric, and multiple acts of senseless gang violence that had turned parts of Long Island into a war zone, with MS-13 gang members wielding guns, machetes, bats and fire that threatened the safety of our communities,” stated Acting United States Attorney Pokorny.  “I commend my Office’s prosecutors and the Long Island Gang Task Force who are committed to holding MS-13 gang members accountable for the crimes they have committed and harm they have caused.  It is my sincere hope that today’s guilty plea brings some measure of solace and closure to the families of the defendant’s victims who continue to mourn the deaths of their loved ones.”

    According to court filings and statements made during today’s guilty plea proceeding, Jairo Saenz was a high-ranking member of the Brentwood/Central Islip chapter of the Sailors clique of the MS-13 – one of the more powerful, violent and well-established cliques on the East Coast of the United States.  At the time, he was second in command to his brother, Alexi Saenz, who pleaded guilty to the same crimes on July 10, 2024.  Jairo Saenz committed the following crimes in order to maintain and increase his membership and status within the gang, and to further the mission of the MS-13:

    January 28, 2016 Murder of Michael Johnson

    On January 28, 2016, Alexi Saenz and other MS-13 members and associates were at the Jocorena Deli in Brentwood, where they saw 29-year-old Michael Johnson, and claimed to recognize him as a member of the rival Bloods street gang.  At that point, Johnson was marked as their “food” – a reference to their intention to kill him. 

    After receiving the requisite approval from the New York leader of the Sailors clique to commit this murder, Alexi Saenz contacted Jairo Saenz and several other MS-13 members, informed them of the plan to kill Johnson and instructed them to bring weapons, including a machete and a baseball bat, to a wooded area in Brentwood.  Alexi Saenz then lured Johnson to that secluded meeting location under the guise of smoking marijuana.  The MS-13 members and associates, including Jairo Saenz, ambushed Johnson from behind – striking Johnson with the baseball bat, stabbing him with a knife and taking turns hacking him with the machete.  They fled after hearing police sirens in the area.   

    Johnson was reported missing by family members.  Less than one week after his murder, on February 2, 2016, members of the SCPD responded to a 911 call about a body found in the woods by a passerby and recovered Johnson’s body.  An autopsy determined Johnson’s cause of death to be sharp and blunt force injuries.   

    April 29, 2016 Murder of Oscar Acosta

    In early 2016, Alexi Saenz, Jairo Saenz and their fellow Sailors clique members decided to “green light,” or approve, the murder of 19-year-old Oscar Acosta because they suspected that he was associating with the rival 18th Street gang after previously aligning himself with the MS-13.  The New York Sailors clique leader assigned roles as to which members would take the lead in planning and carrying out the murder. 

    On April 29, 2016, MS-13 members met Acosta in a wooded area near an elementary school in Brentwood where he had been lured under the guise of smoking marijuana.  They brutally beat Acosta with tree limbs, knocking him unconscious. They bound Acosta’s hands and feet, wrapped an article of clothing around his mouth to prevent him from making noise and summoned other MS-13 members, including Alexi Saenz and Jairo Saenz, who arrived together.  The MS-13 members loaded Acosta into the trunk of the Saenz brothers’ car, and drove to a more secluded area in Brentwood near the abandoned Pilgrim State Psychiatric Hospital.  At the direction of Alexi Saenz, the MS-13 members removed Acosta, who was still alive, from the trunk and carried him deeper into the woods where they took turns hacking him to death with a machete.  The murder was supervised by the Saenz brothers.  The MS-13 members then buried Acosta’s body in a shallow grave. 

    Acosta’s body was discovered by law enforcement nearly five months later, on September 16, 2016, during a search for another MS-13 victim.  His cause of death was homicidal violence, including sharp and blunt force injuries to his head and torso.

    July 18, 2016 Attempted Murders of John Doe #1 and John Doe #2

    On July 18, 2016, during a Sailors clique meeting at the Saenz brothers’ house in Central Islip, Alexi Saenz instructed the group to hunt for rival gang members who had been disrespectful to the MS-13, in order to attack and kill them.

    Later that evening, Jairo Saenz and other members of the MS-13, who were driving around Brentwood armed with firearms and a machete, spotted a group of men on Apple Street.  Believing these men to be members of a rival gang, three MS-13 members got out of the car driven by Jairo Saenz and attacked the group, firing rounds from two different guns, and then using a machete to hack at one of the men who had fallen to the ground.

    Two individuals were injured as a result of this attack.  John Doe #1 was struck with a bullet, but survived.  John Doe #2 was attacked with a machete, and was permanently disfigured.

    August 10, 2016 Attempted Murders of Suspected Rival Gang Members

    In 2016, members of the MS-13 were engaged in a series of disputes with members of the Goon Squad, a rival gang in Brentwood. 

    On August 10, 2016, Alexi Saenz and another MS-13 member drove through the neighborhood around Lukens Avenue in Brentwood, and spotted several men who they believed were members of the Goon Squad.  They then rallied other members of the Sailors clique, including Jairo Saenz, to come kill the rivals. 

    The MS-13 members divided into two vehicles and drove towards the house where the suspected Goon Squad members had been spotted. The Saenz brothers’ car kept watch for the police, while two other MS-13 members, each armed with a gun, approached the group of suspected rivals and fired numerous shots in their direction. No one was hit, although a stray bullet entered a neighbor’s house and struck the headboard of a bed in which the neighbor was sleeping.

    September 5, 2016 Murder of Marcus Bohannon

    On September 4, 2016, after a Sailors clique meeting at the Saenz brothers’ house in Central Islip, Jairo Saenz, Alexi Saenz and other MS-13 members went out hunting for rival gang members to kill.

    The MS-13 members separated into several cars and drove around Central Islip and Brentwood, until Alexi Saenz’s group spotted 27-year old Marcus Bohannon walking along Lowell Avenue in Central Islip in the early morning hours of September 5.  Suspecting that Bohannon was a member of the rival Bloods gang, two MS-13 members, carrying firearms, got out of the vehicle, approached him and started shooting.  Bohannon was struck nine times, including in his head, neck, and chest, and died from his wounds.

    September 12, 2016 Arson

    During the summer of 2016, Sailors clique members of the MS-13 were regularly having altercations with local gang members based in a neighborhood on Freeman Avenue in Brentwood.

    On September 12, 2016, the MS-13 members retaliated by setting fire to a car parked in the driveway of one of the houses in that rival gang neighborhood.  Alexi Saenz directed other gang members to purchase gasoline and carry out the arson, while he drove around watching for police. Jairo Saenz drove the other MS-13 gang members to that house, where they poured gasoline on a car parked in the driveway, and set it on fire.  The car exploded and set another parked car on fire.   

    September 13, 2016 Murders of Kayla Cuevas and Nisa Mickens

    On September 13, 2016, Sailors clique members brutally murdered 15-year-old Nisa Mickens and 16-year-old Kayla Cuevas, both students at Brentwood High School.

    In the months leading up to the murders, Cuevas was involved in a series of disputes with members and associates of the MS-13.  Approximately one week before the murders, these disputes escalated when Cuevas and several friends were involved in an altercation with MS-13 members at Brentwood High School.  After that incident, the MS-13 members vowed to seek revenge against Cuevas.

    On the evening of September 13, 2016, the Saenz brothers and other members of the Sailors clique of the MS-13 were driving in separate cars around Brentwood in search of rival gang members to attack and kill.  One group of MS-13 members spotted Cuevas and Mickens walking down residential Stahley Street.  Recognizing Cuevas, they called the Saenz brothers and were granted permission to kill the girls.  Several MS-13 members then chased down and attacked both Cuevas and Mickens, wielding baseball bats and a machete, striking each of the girls numerous times in their heads and bodies, while the Saenz brothers’ car drove around watching for police.  After the murders, the group retreated to the Saenz brothers’ home in Central Islip, where they changed clothes and hid the weapons.   

    Mickens, whose body was discovered later that evening on Stahley Street, not far from Cuevas’s home, sustained significant sharp force trauma to her face and blunt force trauma to her head.  Cuevas, whose body was discovered the following day behind a house adjacent to where Mickens’s body was found, sustained significant blunt force trauma to her head and body and multiple lacerations.

    October 10, 2016 Murder of Javier Castillo

    In October 2016, the MS-13 targeted 15-year-old Javier Castillo because he was believed to be a member of the 18th Street gang, one of MS-13’s principal rivals. 

    On October 10, 2016, Jairo Saenz and other members of the Sailors clique convinced Castillo, who lived in Central Islip, to drive with them to Freeport – approximately 30 miles away – to smoke marijuana.  Once there, they met Alexi Saenz and other Sailors clique members.  The group then lured Castillo to an isolated marsh area in Cow Meadow Park, where they attacked him, taking turns hacking him to death with a machete. 

    Afterwards, the MS-13 members dug a hole and buried Castillo’s body, which was not recovered until one year later, in late October 2017.  Castillo was determined to have suffered multiple sharp force injuries to his head, neck, torso and extremities.

    October 13, 2016 Murder of Dewann Stacks

    On the evening of October 13, 2016, the Saenz brothers and other members of the Sailors clique of MS-13 were driving around Central Islip and Brentwood in search of rival gang members to attack and kill.

    That night, they spotted 34-year-old Dewann Stacks and, believing him to be a rival gang member, Alexi Saenz authorized his murder.  While Alexi Saenz drove around watching for police presence, Jairo Saenz drove three MS-13 members, armed with two machetes and a baseball bat, to attack Stacks.  The three armed MS-13 members got out of the car, and beat and hacked Stacks to death on American Boulevard, a residential street in Brentwood.  Stacks sustained severe sharp and blunt force trauma to his face and head, leaving his body nearly unrecognizable.

    January 30, 2017 Murder of Esteban Alvarado-Bonilla

    On the morning of January 30, 2017, Alexi Saenz and other members of the Sailors clique of MS-13 spotted 29-year-old Esteban Alvarado-Bonilla inside El Campesino Deli in Central Islip.  Alvarado-Bonilla was wearing a football jersey bearing the number “18,” which led the MS-13 to conclude that he was a member of a rival gang, and they plotted to kill him.

    After Alvarado-Bonilla was observed in the Deli, Jairo Saenz drove MS-13 members to get a mask and another vehicle, both of which would be used when committing the murder.  Alexi Saenz provided the clique’s 9-millimeter handgun for use in the murder.

    At approximately 10:30 a.m., a masked MS-13 member entered the deli, approached Alvarado-Bonilla from behind, and shot him multiple times, killing him.  One of the bullets pierced through Alvarado-Bonilla’s head and struck the chest of a female employee of the deli, who was standing directly in front of him.  The deli employee survived the gunshot wound.   

    Narcotics Trafficking Conspiracy

    For a year and a half, from approximately April 2016 through March 2017, in order to finance the illegal operations of the Sailors clique, the Saenz brothers obtained wholesale quantities of cocaine and marijuana, which they distributed to other Sailors clique members and associates for street-level sales in Brentwood and its surrounding areas.  After the sales, the profits were turned over to the Saenz brothers, for use in, among other things, purchasing firearms for use by clique members, wiring money to MS-13 leaders in El Salvador and buying additional narcotics for further distribution.     

    Today’s guilty plea is the latest achievement in a series of federal prosecutions by the United States Attorney’s Office for the Eastern District of New York targeting members of the MS-13, a violent, transnational criminal organization.  The MS-13’s leadership is based in El Salvador, Honduras, Guatemala and Mexico, but the gang has thousands of members across the United States.  With numerous branches, or “cliques,” the MS-13 is the most violent criminal organization on Long Island.  Since 2003, hundreds of MS-13 members, including dozens of clique leaders, have been convicted on federal felony charges in the Eastern District of New York. A majority of those MS-13 members have been convicted on federal racketeering charges for participating in murders, attempted murders and assaults.  Since 2010, this Office has obtained indictments charging MS-13 members with carrying out more than 70 murders in the Eastern District of New York, resulting in the convictions of dozens of MS-13 leaders and members in connection with those murders.  These prosecutions are the product of investigations led by the FBI’s Long Island Gang Task Force, which is comprised of agents and officers of the FBI, SCPD, Nassau County Police Department, Nassau County Sheriff’s Department, Suffolk County Probation Office, Suffolk County Sheriff’s Office, the New York State Police, the Hempstead Police Department, the Rockville Centre Police Department and the New York State Department of Corrections and Community Supervision.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) investigation.  OCDETF identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

    The government’s case is being handled by the Criminal Section of the Office’s Long Island Division.  Assistant United States Attorneys John J. Durham, Paul G. Scotti, Justina L. Geraci and Megan E. Farrell are in charge of the prosecution, with the assistance of Paralegal Specialist Kerry Ucci and Automated Litigation Specialist Michael Compitello.

  • MIL-OSI Security: Five People Charged with Gun-Point Home Invasion Robbery That Involved Zip Tying Two Victims in Front of Their Children

    Edward Y. Kim, the Acting United States Attorney for the Southern District of New York, and James E. Dennehy, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today the unsealing of a Complaint charging BHUPINDERJIT SINGH, ELIJAIH ROMAN, COREY HALL, ERIK SUAREZ, and DIVYA KUMARI with perpetrating a gun-point home invasion robbery of the home of a small business owner in Orange County, New York.  The defendants were arrested today, and will be presented in White Plains federal court before the Hon. Victoria Reznik, United States Magistrate Judge.

    Acting U.S. Attorney Edward Y. Kim said: “Bhupinderjit Singh and his co-defendants allegedly planned and executed a violent robbery, during which four children watched as their parents were zip tied and held at gunpoint while four men ransacked their home looking for money and valuables.  Thanks to the hard work of our law enforcement partners and the career prosecutors of this Office, the defendants will now face charges stemming from this brazen robbery.”

    FBI Assistant Director in Charge James E. Dennehy said: “These five defendants participated in a robbery in which a firearm was brandished to gain unauthorized entry into a family’s home and steal valuable jewelry and thousands of dollars. This alleged forceful intrusion violated the privacy and security expected inside one’s home, and terrorized four young children left to helplessly beg for the safety of their restrained parents. The FBI will continue to apprehend any individual who utilizes weapons to intimidate victims to fulfill their criminal agenda.”

    As alleged in the Complaint filed on January 15, 2025, in White Plains federal court and unsealed today:

    On or about December 1, 2024, SINGH, ROMAN, HALL, SUAREZ, and KUMARI perpetrated a gun-point home invasion robbery in the vicinity of the Town of Wallkill, New York.  When they arrived at the house, SINGH, ROMAN, HALL, and SUAREZ forced the homeowner (“Victim-1”) and Victim-1’s daughter, who is approximately 10 years old, into the house at gunpoint.  When SINGH, ROMAN, HALL, and SUAREZ entered the home, Victim-1’s wife was sitting with the couple’s other three children, who ranged from approximately two to nine years old.  SINGH, ROMAN, HALL, and SUAREZ then zip tied the hands and legs of both Victim-1 and his wife and placed the couple on the couch next to their children.  Three of the four robbers then began to search throughout the house, while the fourth robber remained with Victim-1 and his family, armed with what appeared to be a small black pistol.  At one point, Victim-1’s daughter begged the robbers to not hurt her parents and indicated that she would tell them where the family stored their valuables.  Certain of the robbers then took Victim-1’s daughter to the house’s master bedroom where there was a safe, but Victim-1’s daughter was unable to get the safe open.  The robbers then took Victim-1’s daughter back to her parents and forced Victim-1’s wife to come with them instead.  Once in the bedroom, Victim-1’s wife opened the safe and watched as the robbers removed from it, among other items, numerous pieces of jewelry and approximately $10,000 in U.S. currency.  While the robbery was ongoing, KUMARI was waiting in the vicinity of Victim-1’s house to act as a lookout.  Eventually, SINGH, ROMAN, HALL, and SUAREZ left Victitm-1’s house with various stolen items, including the jewelry and U.S. currency stolen from the safe.

    SINGH, 26, of South Ozone Park, New York; ROMAN, 22, of Far Rockaway, New York; HALL, 45, of Saint Albans, New York; SUAREZ, 24, of Elmhurst, New York; and KUMARI, 26, of Massapequa, New York, are all charged with one count of Hobbs Act robbery conspiracy, which carries a maximum sentence of 20 years in prison, and one count of Hobbs Act robbery, which carries a maximum sentence of 20 years in prison.  SINGH, ROMAN, HALL, and SUAREZ are additionally charged with one count of using, carrying, possessing, and brandishing a firearm in furtherance of a crime of violence, which carries a maximum sentence of life in prison.

    The maximum potential sentences are prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendants will be determined by the judge.

    Mr. Kim praised the outstanding investigative work of the FBI’s Hudson Valley Safe Streets Task Force, as well as the assistance of the Town of Wallkill Police Department and the New York State Police.

    The case is being handled by the Office’s White Plains Division.  Assistant U.S Attorney David A. Markewitz is in charge of the prosecution.

    The charges contained in the Complaint are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

    Reductions in tariffs on automobile exports have provided security for 15,000 workers.

    British steel exports are also protected from new rules and restrictive tariffs from the EU, supporting 4,300 people working in the steel industry across the North West. 

    The Prime Minister will tell the English Mayors and the Leaders from the Devolved Governments at a meeting of the Council of Nations and Regions in London today (Friday 23 May) that his trade deals with India, the United States and the EU will deliver economic growth that will improve people’s lives at home.   

    He will challenge those in attendance to drive economic growth in their local areas to deliver for working people.

    India is a significant marker for the Northwest where over 900 business exported goods worth £412 million last year.

    The three trade deals that we have struck in three weeks will benefit manufacturing that employs nearly 10% of all people in West Yorkshire.  

    Reducing India’s tariffs on machinery, slashing tariffs on car exports in both deals and our agreement with the US to remove the 25% tariff on steel provides stability for the biggest employers in the region like Hitachi, Bombardier and Siemens.  

    This means greater job security for workers, stronger economic growth to create more jobs and higher living standards across West Yorkshire.

    Under the Free Trade Deal that was concluded, India has agreed to reduce tariffs on products including machinery, enhancing the region’s renowned engineering sector.  

     Based on 2022 trade alone, India will cut tariffs worth over £400 million when the deal comes into force, which will more than double to around £900 million after 10 years.    

    Formed in 1824, Group Rhodes designs and manufactures advanced metal, heavy ceramic and composite forming machinery.

    The US deal also contains provisions to streamline custom rules on textiles and clothes made in West Yorkshire, making it easier for small and medium sized businesses to enter the US market.  

    Just this week, the Prime Minister confirmed a new agreement with the European Union that will deliver on his core mission to grow the economy, create more jobs in West Yorkshire, raising living standards and put more money in people’s pockets.

    The deals negotiated by the Prime Ministers deliver long-term certainty for 39,000 jobs in Greater Lincolnshire’s manufacturing sector, including 2,700 steel workers in Scunthorpe. 

    Our deal with the EU will benefit around 100,000 people (including in food retail) that are employed in the county’s food sector. It means less checks and red tape so that farmers and producers who grow food in Lincolnshire now have easy access to the EU, the UK’s biggest trading partners.

    Just weeks after he stepped into support the UK steel industry that was on the brink of collapse, the Prime Minister has negotiated the 25% tariff down to zero, meaning that UK steelmakers, like British Steel in Scunthorpe can carry on exporting to the US.   

    The UK exported £343 million in primary steel products to the US in 2024, so the deal agreed supports the viability of 40,000 jobs in the industry nationwide, including 2,700 workers in Scunthorpe and their families.  

    Lisa Coulson, British Steel’s Interim Chief Commercial Officer, said:  

    Europe is a strategically important market for our business, so we whole-heartedly welcome this agreement and the new working relationship between the UK and EU.  

    It will enable us to deliver more of the high-quality products synonymous with the British Steel name and support our drive to be one of the world’s leading manufacturers of steel.

    In the same week, the Prime Minister agreed a trade deal with India that could see cheaper prices and more choice on products including clothes, footwear, and food products. 

    From this position of strength, we also upheld our red lines on standards including in agriculture, meaning that produce farmed in Greater Lincolnshire has been protected.  

    At today’s meeting of the Council of Nations and Regions the Prime Minister will also lead discussions about spreading AI to help working people access the services that they need in their local areas.

    On the afternoon of February 27, President Lai Ching-te presided over the third meeting of the Healthy Taiwan Promotion Committee. In his opening statement, the president stated that the best strategies to care for citizens’ health are to increase physical activity, boost food literacy, and improve the domestic food environment, preventing chronic diseases from the front end. The president said that the Ministry of Health and Welfare (MOHW) has upgraded preventive health services for adults this year, lowering the age eligibility to 30. He expressed hope that public-private sector cooperation can help reduce the incidence of chronic diseases and their associated disability risks and achieve the goal of lowering the standardized mortality rate for chronic diseases related to the “three highs”(high blood pressure, high cholesterol, and high blood sugar) by one-third by 2030. With regard to the hospital congestion issue, President Lai noted that through local health departments, the government will strengthen the supervision and distribution of emergency room beds, boost the distribution of inpatient beds in medical centers, and enhance joint prevention mechanisms among regional hospitals to reduce the pressure on emergency departments. The president said that the government will continue to incentivize hospitals to hire more nursing personnel and will consider adjusting health insurance coverage to encourage more hospitals to participate in emergency and critical care so as to reduce the pressure on medical institutions. By taking a multi-channel approach, the president said, we hope to resolve the problems facing healthcare in Taiwan, provide the public with better care, and achieve our vision of a Healthy Taiwan. A translation of President Lai’s opening statement follows: Today is the third meeting of the Healthy Taiwan Promotion Committee. First, I would like to thank both deputy conveners, our advisors and committee members, and our friends online for their continuing concern about the planning and implementation of the Healthy Taiwan initiative.        At the last meeting, we heard a report on enhancing cancer prevention and treatment strategies. Guided by the Executive Yuan, the scope of government-funded major cancer screenings will be expanded starting this year, including expanding the age parameters and the categories eligible for screening. Treatment efforts will focus on genetic testing and precision medicine, and a fund will be established that provides diversified coverage for new cancer drugs. We hope to achieve our goal of reducing the standardized cancer mortality rate by one-third by 2030.  At today’s meeting, the MOHW will deliver progress reports on certain items listed in the second committee meeting, as well as chronic disease prevention and treatment initiatives under the Healthy Taiwan plan including the development of models for healthy living, obesity prevention and treatment, and the 888 Program for prevention and treatment of the “three highs.”Among the top ten causes of death in Taiwan, seven are related to chronic diseases, and five of those seven are related to “three highs” chronic diseases. Annual spending related to treating “three highs” chronic diseases is up to NT$170 billion, and has become a tremendous medical burden.  According to the World Health Organization, most non-communicable diseases are the result of four particular behaviors: tobacco use, physical inactivity, unhealthy diet, and the harmful use of alcohol. The results of the Nutrition and Health Survey in Taiwan show that most citizens are getting low or moderate amounts of physical activity, and have unbalanced diets that include excessive amounts of sugar and salt, and inadequate amounts of fruits, vegetables, and dairy products.  Therefore, the best strategies to care for the health of our citizens are to increase physical activity, boost food literacy, and improve the domestic food environment, preventing chronic diseases from the front end.  In a few minutes, the MOHW will give complete explanations for the various chronic disease prevention and treatment strategies, from building healthy lifestyles at the front end to preventing and treating obesity in the middle stage, making every effort to prevent citizens from symptoms of the “three highs.” Beginning this year, the MOHW has upgraded preventive health services for adults, lowering the age eligibility to 30. Among people who already suffer from the “three highs,” the 888 Program for the prevention and treatment of those diseases will identify a target group and then conduct interventions, making every effort to improve symptoms and avoid the development of chronic disease.  This kind of action strategy needs to be promoted simultaneously in the workplace, the community, on campus, and in the military. Only through public-private sector cooperation can we reduce the incidence of chronic diseases and their associated disability risks. We have also set a goal to lower the standardized mortality rate for chronic diseases related to the “three highs” by one-third by 2030. I hope that through the expertise of our advisors and committee members, we can provide discussions and suggestions from multiple perspectives to enable the government to propose health policies that meet citizens’ needs. The government will also actively address the hospital congestion issue that everyone is concerned about. The MOHW, in addition to taking preventive measures such as purchasing additional flu vaccines before the Lunar New Year, is addressing the emergency department congestion that occurred from the Lunar New Year until recently, and has formulated a short-term response strategy as well as middle and long-term directions for reforms as directed by Premier Cho Jung-tai (卓榮泰). Through local health departments, we will strengthen the supervision and distribution of emergency room beds. At the same time, we will continue to boost the distribution of inpatient beds in medical centers, and give full play to our emergency medicine network to enhance joint prevention mechanisms among regional hospitals and reduce the pressure on emergency departments. We will also enhance the public’s access to information about tiered healthcare, and implement a tiered treatment system to make better use of resources.  To address middle- and long-term human resource issues, we will continue to incentivize hospitals to hire more nursing personnel to lighten their burdens. We will also consider adjusting health insurance coverage to encourage more hospitals to participate in emergency and critical care. To respond to the challenges of an aging society, home healthcare, acute hospital care at home, Long-term Care 3.0, and post-acute care programs need to be promoted together to reduce the pressure on medical institutions.    By taking a multi-channel approach, we hope to resolve the problems facing healthcare in Taiwan, provide the public with better care, and achieve our vision of a Healthy Taiwan. In his opening statement, the president said that we are implementing mental health support programs this year to provide more support for young and middle-aged people, pointing out that the policy has served over 20,000 people since it was implemented just over three months ago. In terms of bolstering mental health resilience, the president said we still have much to do, our government must lead by example, and the public and private sectors must work together, making every effort to ensure that no one is left behind. Noting that our goal is to reduce the standardized cancer mortality rate by one-third by the year 2030, President Lai stated that next year’s budget for cancer screening will be increased to NT$6.8 billion. He also stated that plans are in the works to establish a fund for new cancer drugs, adding that in the general budget we will allocate NT$5 billion, which will gradually rise to NT$10 billion. I also want to welcome Committee Member Chien Wen-jen (簡文仁), who was on leave for the previous meeting. I would also like to introduce three new committee members: Let’s welcome Committee Member Huang Chin-shun (黃金舜), president of the Federation of Taiwan Pharmacists Associations. During the pandemic, he led the nation’s pharmacists in promoting services including name-based distribution systems for masks and rapid-test kits and home delivery of medications. I am sure that he will be able to provide many valuable views regarding pharmaceutical safety and supply resilience.    Let’s also welcome Committee Member Ko Fu-yang (柯富揚). During his time as secretary-general of the National Union of Chinese Medical Doctors’ Association, he led the Chinese medicine community in the transition from experience-based medicine to evidence-based medicine, and promoted the modernization of traditional Chinese medicine. With his participation, the committee will be able to spur research and development in both modern and traditional medicine. Our third new committee member is Liao Mei-nan (廖美南), president of the Taiwan Nurses Association, who was unable to be here today. She has long been dedicated to raising the quality of nursing care and actively promoting a high-quality, friendly work environment for nurses. The committee will rely on her experience to strengthen the link between policy and practice in nursing care. I want to thank all the members of the committee once again for working together with the government. Since the last committee meeting, under the guidance of Minister without Portfolio Chen Shih-chung (陳時中), the Ministry of Health and Welfare (MOHW) has implemented various policies. At the beginning of October, for example, three major AI centers were set up to resolve three key AI application issues: implementation, certification, and reimbursement, helping advance Taiwan’s smart healthcare ecosystem. At today’s meeting, the MOHW will first deliver a report on the progress of certain items listed in the first committee meeting, followed by a joint report by the MOHW and Ministry of Education on bolstering public mental health resilience and a report by the MOHW on enhancing cancer prevention and treatment strategies.  The World Health Organization has affirmed that “there is no health without mental health.” In a fast-changing, fast-paced society, the government should invest more resources in the field of mental health to safeguard the people’s overall health. We are therefore implementing mental health support programs this year and expanding the range of eligibility, from 15 to 30, to 15 to 45 years old, to provide more support for young and middle-aged people. That policy has served over 20,000 people since it was implemented just over three months ago. In terms of bolstering mental health resilience, we still have much to do. From the workplace to the campus and every corner of society, our government must lead by example, and the public and private sectors must work together, making every effort to ensure that no one is left behind.    Aside from mental health, in view of cancer being the leading cause of death in Taiwan for 42 consecutive years, our goal is to reduce the standardized cancer mortality rate by one-third by the year 2030. And so we must expand screening and advance treatment. Last year, the government subsidized screenings for five types of cancer, providing a total of 4.87 million screenings and detecting 11,000 cases of cancer and 52,000 cases of precancerous conditions. We have allocated an additional NT$4 billion beginning next year, bringing the total budget for cancer screening to NT$6.8 billion, to expand the scope of cancer screening eligibility and services.  Plans are also in the works to establish a fund for new cancer drugs. In next year’s general budget, we will allocate NT$5 billion, which will gradually rise to NT$10 billion, to provide reimbursement funding for a variety of new cancer drugs and reduce the economic burden on patients. These new measures will be reported on in detail moments from now by the MOHW. At the same time, we are also actively promoting genetic testing and precision medicine. Next generation sequencing, for example, has already been included in National Health Insurance coverage, which will help provide patients with precise, individualized treatment strategies. I am confident that expanding preventive screening at the front end and providing advanced treatments at the back end will effectively fight cancer and improve the overall health of our citizens. Today’s meeting will help the government understand viewpoints from many perspectives so we can promote policies that more closely meet the public’s needs. Let’s keep working hard together.     President Lai presides over first meeting of Healthy Taiwan Promotion Committee
    On the afternoon of August 22, President Lai Ching-te presided over the first meeting of the Healthy Taiwan Promotion Committee. As the committee’s convener, the president presented committee members with their letters of appointment, and explained that the Healthy Taiwan Promotion Committee is not just about promoting a Healthy Taiwan, but also achieving a Balanced Taiwan. The president stated that the committee spans various areas of expertise, and also considers the balance of Taiwan’s northern, central, southern, and eastern regions. The president expressed confidence that by soliciting a wide range of suggestions, engaging in diverse dialogue, and forging a consensus, the committee can help to realize health equality and further elevate the standard of medical care in Taiwan. President Lai indicated that next year, the Ministry of Health and Welfare’s total budget will be increased, along with expanded investment in medical treatment and care. In addition, he reported that the central government budget has also added a National Health Insurance (NHI) financial assistance program, which will help to enhance the work environments of healthcare professionals. The president stated that we will also launch the Healthy Taiwan Cultivation Plan to help rear talent and develop smart medicine. These budgets and programs, President Lai stated, reflect the government’s determination to create a Healthy Taiwan, and prove that “Healthy Taiwan” is not just a slogan, and has already been turned into concrete action. A translation of President Lai’s opening statement follows: At the end of my first month in office, I announced that the Presidential Office will establish three committees in response to three major global issues of nationwide concern: climate change, health promotion, and social resilience. These committees will consolidate forces from different sectors to strategize on national development. At the beginning of this month, we convened the first meeting of the National Climate Change Committee. Today, we convene the first meeting of the Healthy Taiwan Promotion Committee. I would like to thank the three deputy conveners and all advisors and committee members for making a commitment to the Healthy Taiwan Promotion Committee. I also want to thank our fellow citizens and friends joining us online to follow the committee’s proceedings. During my campaign, I was constantly thinking about what I could contribute to our people that is different from past presidents if I were fortunate enough to be elected. After a lot of thought, I felt that as a physician, I should utilize my professional background in health care and work together with people from all sectors of society to help create a Healthy Taiwan. Healthy Taiwan is our goal, and health is both a basic human right and a universal value. Health promotion not only involves the well-being of a nation’s people, but is also of great concern to humankind so that we may survive and thrive. Taiwan is a responsible member of the international community. Amid the challenges of the pandemic over the past few years, we have shared disease prevention supplies, technology, and experience with countries around the world, and have continued to contribute to the global public health system. Going forward, Taiwan must actively address critical health-related challenges, including cancer, transnational communicable diseases of unknown origin, antibiotic-resistant superbugs, a low birth rate, and an aging society. We are confident that, sharing countermeasures and experience with countries around the world, we can keep people healthy and make the nation stronger so that the world embraces Taiwan. I want to thank former Superintendent of National Cheng Kung University Hospital Chen Jyh-hong (陳志鴻), who is also a mentor of mine, for organizing five regional forums and a national forum for the Healthy Taiwan Promotion Alliance this past March and April. Over 1,200 healthcare professionals from all over the country attended the forums and shared their views. Premier Cho Jung-tai (卓榮泰), Vice Premier Cheng Li-chiun (鄭麗君), and I were also invited to attend the national forum and participate in full. I also want to thank the experts from various fields for their suggestions throughout this process, which became key reference points for promoting policies after we took office on May 20. The position paper on the table in front of you is a compilation of those valuable insights, which will be the foundation of our future actions. To implement the Healthy Taiwan initiative, we must also achieve a Balanced Taiwan. Therefore, the Healthy Taiwan Promotion Committee established today not only spans various areas of expertise, but also considers the balance of Taiwan’s northern, central, southern, and eastern regions to achieve nationwide health equality. I want to thank the nine advisors here with us today: Superintendent Wu Ming-shiang (吳明賢), Superintendent Chen Wei-ming (陳威明), Chairman Cherng Wen-jin (程文俊), President Chiu Kuan-ming (邱冠明), and Chairman Chang Hong-jen (張鴻仁) from northern Taiwan; Superintendent Chen Mu-kuan (陳穆寬) from central Taiwan; Superintendent Lin Sheng-che (林聖哲) and President Yu Ming-lung (余明隆) from southern Taiwan; and Superintendent Lin Shinn-zong (林欣榮) from eastern Taiwan. Your participation will give us a better understanding of viewpoints from around the country. The objective of Healthy Taiwan is to raise the population’s average life expectancy while simultaneously reducing time spent living with illness or disability, while also caring for physical, mental, and spiritual health. The 20 members of the committee are therefore drawn from a variety of fields of professional expertise. We have Superintendent Chen Shih-ann (陳適安) in the field of smart medicine, Vice-Superintendent Susan Shur-fen Gau (高淑芬) in pediatric psychiatry, medical and long-term care service integration specialist Superintendent Chan Ding-cheng (詹鼎正), and emerging infectious disease specialist Director Shen Ching-fen (沈靜芬). We have also invited Professor Tsai Sen-tien (蔡森田) to provide suggestions on optimizing healthcare services and health insurance sustainability, and invited President Chou Ching-ming (周慶明) and President Huang Cheng-kuo (黃振國) to continue promoting The Family Doctors’ Plan 2.0 and report on primary care issues. We have also recruited President Li Yi-heng (李貽恒), who put forward the 888 Program for prevention and treatment of the “three highs” (high blood pressure, high cholesterol, and high blood sugar) and kidney disease, pediatric health specialist President Ni Yen-hsuan (倪衍玄), women’s health care specialist Secretary-General Huang Jian-pei (黃建霈), and President Hung Te-jen (洪德仁), who is focused on community development. We also have Dean Shan Yan-shen (沈延盛) from the field of cancer prevention and treatment, psychiatric and mental health specialist Professor Su Kuan-pin (蘇冠賓), epidemiology expert and Emeritus Research Fellow Ho Mei-shang (何美鄉), and biomedicine and regenerative medicine specialist Professor Patrick Ching-ho Hsieh (謝清河). The committee also includes specialist in nutrition and health for all ages President Kuo Su-e (郭素娥), and expert in the promotion of physical activity and health Vice Chairman Chien Wen-jen (簡文仁). I also want to thank Chairman Lin De-wen (林德文) for participating as we work together to enhance the health and well-being of indigenous peoples. In addition, public sector participants include Minister of National Development Liu Chin-ching (劉鏡清) and Minister of Education Cheng Ying-yao (鄭英耀), as well as Minister of Health and Welfare Chiu Tai-yuan (邱泰源), who is serving as executive secretary, and NHI Administration Director General Shih Chung-liang (石崇良) serving as deputy executive secretary. Over 80 percent of the committee’s members are from the private sector, and I will take advantage of this opportunity to continue to combine the strengths of all stakeholders throughout society to promote a healthy lifestyle for one and all, and enhance medical care for all ages. At today’s first meeting of the committee, the Ministry of Health and Welfare will brief us on two topics: the first is the Healthy Taiwan vision plan, illustrating Taiwan’s current challenges and opportunities, as well as an action blueprint. The second issue is reform and optimization for NHI sustainability. Next year will mark the 30th anniversary of our NHI system. NHI is the pride of Taiwan, because health insurance can free citizens from the vicious cycle of poverty caused by illness, or illness caused by poverty. Since 2020, the NHI system has achieved a public satisfaction rate of over 90 percent. Next year, Taiwan will also become a “super-aged society,” which means that one of every five people will be a senior citizen 65 or older. Due to new pharmaceuticals of all kinds, the development of new technologies, and citizen expectations for an optimized medical practice environment, many aspects of health insurance operations will face an increasing number of challenges. The NHI system’s core values are health equality and mutual assistance for all. Better care for everyone, however, depends on sustainable NHI operations. We closely monitor NHI system point values, but also want to embody the greater values of the system. The government will continue to refine the budget system and management, rationally distribute medical resources and stabilize point values, and continue to optimize NHI finances to enhance the efficiency and quality of services. We also look forward to working with everyone to achieve sustainable NHI development, enhance health equality, and further elevate the standard of medical care in Taiwan. I also want to report that next year, the Ministry of Health and Welfare’s total budget will reach NT$370.2 billion, an increase of NT$31.8 billion over this year. The total budget is expected to allocate NT$60.7 billion to expand investment in medical treatment and care to create a Healthy Taiwan. The central government budget has also added an NHI financial assistance program that includes incentives for maintaining specified nurse-patient ratios across all three shifts and rotating night-shift nursing staff, and promoting smart information upgrades at medical facilities to enhance the work environments of healthcare professionals. We will also launch the Healthy Taiwan Cultivation Plan, investing funds to support medical institutions at all levels nationwide, rear talent, and develop smart medicine. Regarding the fund for new cancer drugs that many cancer patients care deeply about, in next year’s general budget we will allocate NT$5 billion for health insurance funding. In 2026, that figure is expected to reach NT$10 billion. We will also promote the fifth-stage national plan for cancer prevention and treatment, and beginning next year the budget for cancer screening will be increased by NT$4 billion, reaching NT$6.8 billion, to boost screening rates. I want everyone to know that these budgets and programs reflect the government’s determination to create a Healthy Taiwan. Since I took office, the government has created plans and programs to increase nursing staff levels and promote public mental health. We also launched an Acute Hospital Care at Home pilot project to provide integrated long-term and medical care services. Once again, I would like to thank everyone here today for participating, and thank our fellow citizens for their support. I also want our fellow citizens to know that Healthy Taiwan is not just a slogan, and has already been turned into concrete action. These are all concrete, substantive actions by a government team that has been in office for less than 100 days. I am confident that with the support and participation of our committee members and advisors, and through soliciting a wide range of suggestions, engaging in diverse dialogue, and forging a consensus, our actions to create a Healthy Taiwan will more closely align with society’s expectations, and we will move more quickly and steadily toward realizing our vision.     President Lai attends opening of International Conference on Emergency Medicine 2024
    On the morning of June 20, President Lai Ching-te attended the opening ceremony of the International Conference on Emergency Medicine (ICEM) 2024. In remarks, President Lai stated that one goal of his administration is to create an even healthier Taiwan and that we will continue to strengthen our capabilities in medicine and public health to enhance health for all and help make the world a better place. The president emphasized that the global disease prevention network is something every country should be a part of, and that if any country is missing from this network, the rest of the world will be at a disadvantage. The president then asked for the participants’ support for Taiwan to participate in the World Health Organization so that we may contribute even more to the global public health system. A transcript of President Lai’s remarks follows: I would like to begin by welcoming all guests from overseas to Taiwan. ICEM is the world’s largest conference on emergency medicine. Over 2,500 experts and academics from home and abroad have gathered here for this year’s conference. This not only underlines the importance of emergency medicine, but is also a testament to global cooperation in medicine. This year also marks TSEM’s [Taiwan Society of Emergency Medicine] 30th anniversary. I would like to thank Chairperson Ng Chip-jin (黃集仁), President Hsu Chien-chin (許建清), and everyone who helped bring ICEM to Taiwan. This conference will help expand people-to-people diplomacy, showing Taiwan’s development and contributions in emergency medicine to the world. I am confident that everyone here shares my belief that health is a basic human right. And to ensure this right, emergency medical professionals are indispensable. Before entering politics, I myself worked as a clinician. I know well that emergency rooms are at the frontline of hospitals, and often the last hope for those who need lifesaving care. Especially during the COVID-19 pandemic, we all witnessed the rapid response and important support of emergency medical professionals, who gave their all for the health of others. I want to take this opportunity to express my utmost respect for your work. The theme of ICEM 2024 is Glocalization of Emergency Medicine: Global Wisdom and Local Solution. With that in mind, I hope that through clinical research, public health, smart tech, and other strategies, we can help reduce disparities in emergency medicine around the world. Here in Taiwan, we have made major progress in emergency medicine, from developing a cutting-edge trauma care system to implementing advanced strategies for disaster response. We are also committed to training highly skilled professionals in the field, as well as developing an advanced medical infrastructure. This conference will give Taiwan the opportunity to share our experience, and allow everyone to exchange best practices, engage in discussions, and promote the global development of emergency medicine. One goal of my administration is to create an even healthier Taiwan. We will continue to strengthen our capabilities in medicine and public health to enhance health for all and help make the world a better place. A healthier Taiwan also means a booming medical sector, and an even higher quality and diversity of medical services. Taiwan has had, and will continue to have, many medical accomplishments to share with the world. Today, all of you gather here to continue making global contributions through emergency medicine. The mission of IFEM [International Federation for Emergency Medicine] is to create a world where all people, in all countries, have access to high quality emergency medical care. On this point, the global disease prevention network is something every country should be a part of. If any country is missing from this network, the rest of the world will be at a disadvantage. I would like to ask for your support for Taiwan to participate in the World Health Organization, so that we may contribute even more to the global public health system. And as President Hsu Chien-chin has said, although the road is long, if we travel together, we can travel far. With this vision as our guide, alongside our friends from around the world, Taiwan will strive to achieve our common goals and realize quality healthcare for all. I wish ICEM 2024 great success, and all participants a rewarding experience. I also invite you to travel around Taiwan during your stay, and get to know our beautiful nation.     President Lai meets WHA action team
    On the morning of June 1, President Lai Ching-te met with members of Taiwan’s World Health Assembly (WHA) action team. In remarks, President Lai stated that standing on the front lines, the team fought for the human right to health for both Taiwan and the world. He also thanked the international community for their support for Taiwan. The president said that Taiwan is an indispensable member of the international community when it comes to ensuring global health security. In addition, he said that one of the new government’s goals is to create a healthier Taiwan, as we want our people to live longer and healthier, and that we want to leverage Taiwan’s strengths in public health and medicine. He said we will continue to deepen our partnerships with other countries as we build an even more resilient global public health system, and that a healthy Taiwan will help make the world a better place. A translation of President Lai’s remarks follows: I would like to warmly welcome our partners from the WHA action team back from Geneva, and express my appreciation for your hard work and efforts. Standing on the front lines, you fought for the human right to health for both Taiwan and the world, and we thank you for giving it your all. Your flight only just arrived at 7 a.m., but I can see that everyone is still in high spirits. You have truly put in your heart for Taiwan, and once again, I thank you all. It is regrettable that at this year’s WHA, constrained by political factors, a proposal item for Taiwan to join as an observer was not included in the agenda yet again. However, the hard work of our WHA action team over the years has already borne fruit. Last year, the Ministry of Health and Welfare signed MOUs with the public health agencies of the Czech Republic, Canada, and the United Kingdom, and bilateral talks this year included discussion on substantive cooperation. The bilateral talks carried out by our action team in Geneva were not only more numerous this year, but also involved officials of even higher level. The team also held professional forums addressing important issues of the WHA in cooperation with various medical and health organizations. This is all proof of Taiwan’s contribution toward global public health and the human right to health. The steps we take for Taiwan to participate in world health affairs will not falter. Support for Taiwan from the international community grows stronger year by year. This year, 26 member states of the World Health Organization and the European Union, which is an observer, directly or indirectly voiced their support for Taiwan’s participation in the WHA. Their support reaffirms that Taiwan is an indispensable member of the international community when it comes to ensuring global health security. Health knows no borders. Health is a basic human right. One of the new government’s goals is to create a healthier Taiwan. We want our people to live longer and healthier. And we also want to leverage Taiwan’s strengths in public health and medicine, as we deepen our cooperation with other countries and work together to advance the health of humankind and global sustainable development. I want to thank the member states for their support for Taiwan. I also want to once again thank the members of the WHA action team and our many friends, both here and outside of Taiwan, for their hard work on this issue. Moving forward, we will continue to deepen our partnerships with other countries as we build an even more resilient global public health system. So just as democratic Taiwan continues to shine its light upon the world, a healthy Taiwan will help make the world a better place. On that note, let us keep working together toward these goals.     In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era.  The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

  • MIL-OSI Security: A Proven Partnership: Director Discusses FBI-Military Collaboration at West Point

    On March 4, FBI Director Christopher Wray visited the U.S. Military Academy at West Point to speak with future U.S. Army officers about the Bureau’s legacy of collaboration with the Defense Department. 

    “The FBI’s special agents, intelligence analysts, and professional staff are motivated by the same sense of patriotism and duty as the Corps and soldiers around the world,” Wray said in his address to the West Point Corps of Cadets. “Like you, everything we do is driven by our mission—protecting the American people and upholding the Constitution. We’ll always have a bond with those in careers of service protecting Americans, and with anyone committed to the values of duty, honor, country.” 

    He also spoke to the persistence of great-power competition, threats posed by generative artificial intelligence, and counterterrorism. 

    Finally, he invited the cadets in attendance to consider a career with the FBI once they leave uniform. If they do, he said, they’ll be in good company. 

    “At the FBI, we’ve got almost 8,000 veterans among our 38,000 employees—including 179 who attended West Point—and it’s easy to see why so many veterans find working at the Bureau a natural fit: It’s a chance to keep serving a cause greater than themselves,” Wray said. “Among those is our Associate Deputy Director Brian Turner, who was Class of ’91. … Brian is now the number-three executive in the Bureau and our second-highest ranking special agent.” 

    The speech was followed by a question-and-answer session, during which cadets posed candid questions to Director Wray.

    Partnering with the Military 

    West Point cadets should expect to partner with the FBI during their tenures, no matter what career field they pursue once they’re commissioned into the Army, Wray said.  

    Wray said that examples of the Bureau’s partnership with the military in action include: 

    • Supporting the Joint Interagency Task Force, South, which detects and monitors the illegal trafficking of human, drug, and weapons trafficking  
    • Collaborating on trials held at Naval Station Guantanamo Bay 
    • “Collaborating on emerging technology at the Army Futures Command—where our current FBI detailee is himself a West Point grad” 
    • Teaming up “on mission areas as diverse as hostage rescue, human intelligence, and special warfare” 

    And, he added, the partnership works both ways, noting that military representatives serve on FBI task forces throughout the country. 

    Wray also praised the FBI’s use of teamwork with the military in cyberspace. 

    “Even within that mission set, we’ve worked together across government to innovate—moving from a defensive mindset to one that’s more offensive,” he said. “That means coordinating with our partners on joint, sequenced operations designed to maximize impact on our adversaries.”

    He said the fruits of that collaboration have included an operation that forced the Russian Federal Security Service’s Snake malware to “effectively cannibalize” itself. “We took down Snake in over 50 countries, with the help of our U.S. and more than half a dozen foreign partners,” Wray said. 

    “Another example: the year-and-a-half-long campaign we waged—with our European partners—to hack the hackers of Hive, a ransomware group targeting hospitals, schools, and emergency services, whose servers and websites we seized and shut down, and whose victims we saved from tens of millions in ransom payments by using our access to decrypt their networks,” Wray said. 

    And in February, he added, the military helped the Bureau and our international law enforcement partners conduct an operation that evicted Russia’s Main Intelligence Directorate from more than 1,000 wireless internet routers and prevented it from getting that access back. As a result, Russia lost access “to a botnet it was piggybacking to run cyber operations against countries around the world,” such as the U.S. and our European allies.

    Wray noted that he meets with the dual-hatted commander of U.S. Cyber Command (CYBERCOM) and director of the National Security Agency (NSA) “just about every other week.”

    Counterterrorism 

    Wray also addressed a recent influx in foreign terrorist threats against the U.S. and our allies from Hezbollah, al Qaeda, al Qaeda in the Arabian Peninsula (an offshoot of the main organization), and ISIS stemming from the ongoing Israel-Hamas conflict following the October 7, 2023, terror attacks in the region. 

    “Although we cannot and do not discount the possibility of another coordinated 9/11-style attack by a foreign terrorist organization, our most immediate concern has been that individuals or small groups will draw twisted inspiration from the events in the Middle East to carry out attacks here at home,” Wray said.  

    Since October 7, 2023, Wray said, the FBI’s Counterterrorism Division has investigated “thousands of reported threats stemming from the conflict.” And while he says those reports are beginning to “level off,” the Bureau anticipates that the situation in the Gaza region “will feed a pipeline of radicalization and mobilization for years to come.” 

    Great-Power Competition 

    The FBI is also hard at work ensuring to shield U.S. national security from threats posed by hostile nation-states. Wray also pointed to China’s outsized hacking program and the amount of American data it’s stolen as proof that great-power competition persists. 

    “The Chinese Communist Party has shown it’s willing to lie, cheat, and steal its way to achieve its ambition of becoming the world’s one and only superpower,” he said. 

    China’s government poses “the greatest long-term threat to” American ideas and the security of both our country and its economy, by Wray’s estimation. 

    But, he noted, China isn’t alone in its quest to challenge America’s standing on the world stage. 

    The FBI’s counterintelligence workforce also spends “countless hours” fighting off Russian attempts to pilfer U.S. “government secrets and sow division through human intelligence operations, sophisticated cyber intrusions, signals collection platforms, and foreign malign influence campaigns,” he said.

    Generative AI as a Double-Edged Sword 

    Wray also addressed the topic of emerging technology, noting that while it can help the Bureau and military achieve its missions, it also comes with risks.  

    Wray used generative artificial intelligence to illustrate this point. While this kind of AI can help law enforcement more efficiently work with data and detect threats, it’s also helping bad actors—including terrorists and hackers.  

    “There’s a lot of AI-enhanced or -enabled danger for us to battle already, and more coming down the road—all of which highlights the importance, for both the FBI and our nation’s military, of innovation: finding new ways to be more efficient, more agile, and more resilient to prepare ourselves for five, 10, 20 years down the road,” Wray said.

  • MIL-OSI Security: Protecting Quantum Science and Technology

    As scientists race to develop these technologies, hostile nation-states stealing research and trade secrets is a key risk.

    Some nation-states, such as the People’s Republic of China (PRC), seek to fast-track getting these advanced tools through illegal or otherwise illicit technology transfer—for instance, illegally taking technology from companies or academic institutions and transferring it to the adversary government for its own use.

    When it comes to economic espionage, the government of China is using every possible avenue to steal U.S. companies’ innovation and is engaged in a well-resourced and systematic campaign to steal our intellectual property, compromise the integrity of our academic institutions, and put our companies out of business in pursuit of the “innovation-driven” economic growth highlighted in their Five-Year and Made in China 2025 strategic plans.

    More specifically, the PRC’s Five-Year Plan identifies major technologies China wants to develop within that period, such as semiconductors, quantum computing, artificial intelligence, machine learning, new energy, biotechnology, aerospace, robotics, and the devices and software that contribute to the manufacturing process of any of these technologies.

    In March 2023, China and Russia agreed to deepen their scientific and other cooperation, benefiting their respective militaries’ technology research goals, including nuclear programs.

    Investigating and preventing economic espionage and illicit technology transfer to adversarial governments are among the FBI’s most important work, as the United States’ economic and national security are inextricably linked. Stolen innovation is not just the theft of one idea—it could also result in lost jobs and stolen opportunities for American workers, decreased national power, and reduced leadership in the industries hostile nations seek to dominate in the decades to come.

    The FBI and our NCITF partners have developed security partnerships with technology developers, investors, and end-users to thwart adversaries’ efforts to steal quantum innovations. To aid in keeping the quantum field safe, we are increasing outreach to government research agencies, private sector companies, and academic institutions to help bolster the industry’s cybersecurity defenses and to coordinate any counterintelligence investigations associated with quantum technology.

    Partnerships are vital—the threat from foreign intelligence adversaries has become increasingly complex as they employ an all-tools approach that includes non-traditional collectors, economic and academic influence, and other asymmetric intelligence operations. As a result, no single U.S. counterintelligence agency can fully understand or mitigate these operations on its own. The NCITF, which comprises over 45 government agencies, was born out of this idea. A component of its mission is to protect the quantum research and development landscape, covering all efforts across and within government, academia, and the private sector.

    Within NCITF, the Quantum Information Science Counterintelligence Protection Team (QISCPT) is an interagency unit tasked with protecting the quantum information science technology developed by the U.S. and like-minded nations. This team was created as a result of the National Quantum Initiative Act of 2018, which established a coordinated federal program to provide and support accelerated quantum research for the economic and national security of the U.S.

    The QISCPT puts the FBI and our intelligence and security agency partners within arm’s reach of representatives from all government agencies—not just the law enforcement and intelligence communities—and in contact with key players in the quantum information science and technology ecosystem. This access allows us strategic agility and deep insight into the strengths and vulnerabilities of the field, allowing us to form a nuanced threat picture and positions us to help protect vital U.S. innovation and security.

    The FBI and our NCITF intelligence and security partners understand the value and importance of a diverse workforce, especially in research and innovation environments. International collaboration in emerging technology fields is a boon to U.S. industry and academia.     Severe storms are likely across part of the southern Plains and
    western Ozarks on Saturday. Severe wind gusts, large hail and a
    couple tornadoes will be possible. Hailstones greater than 2 inches
    in diameter could also occur. Marginally severe storms will also be
    possible across parts of the central High Plains, and Southeast.

    …Southern and Central Plains…
    At mid-levels, a low will move slowly eastward across the
    Intermountain West on Saturday, as a ridge moves eastward across the
    south-central U.S. At the surface, a low will remain over west
    Texas, with a moist and unstable airmass extending from the southern
    Plains into the lower Mississippi Valley. Elevated convection is
    forecast over part of the southern Plains and Ozarks Saturday
    morning, but this convection should move southeastward during the
    day, allowing for moderate to strong instability to develop over
    parts of Oklahoma and north Texas by afternoon. Scattered
    thunderstorms are expected to form during the late afternoon within
    this maximum of instability. Some of the storms could be severe.

    Model forecasts suggest that a pocket of strong instability will
    develop by Saturday afternoon across parts of southwest and central
    Oklahoma. ECMWF and NAM forecast soundings near the expected maximum
    of instability increase MLCAPE into the 4000 to 5000 J/kg range. 0-6
    km shear is forecast in the 35 to 40 knot range, with 700-500 mb
    lapse rates around 9 C/km. This thermodynamic environment will be
    favorable for large hail with supercells that form in the late
    afternoon. The more intense cores could produce hailstones greater
    than 2 inches in diameter. As a low-level jet strengthens across
    central Oklahoma, NAM forecast soundings increase 0-3 km
    storm-relative helicity to over 400 m2/s2. This suggest an isolated
    tornado threat will be possible with the more dominant supercells. A
    wind-damage threat should also develop. A cluster of strong to
    severe storms is expected to move eastward toward the Ozarks during
    the evening.

    …Southern and Central High Plains…
    A mid-level anticyclonic flow pattern is forecast across the Rockies
    and High Plains on Saturday. The western edge of a moist airmass
    will be in place from west Texas north-northwestward into eastern
    Colorado. As surface temperatures warm during the day, cells will
    initiate in the higher terrain of southern and central Colorado and
    in eastern New Mexico. This convection will spread eastward into the
    High Plains. The environment over the southern and central High
    Plains is forecast to have steep mid-level lapse rates and moderate
    deep-layer shear. This, along with sufficient instability, should be
    enough for a marginal severe threat during the late afternoon and
    early evening. Hail and severe gusts will be the primary threats.

    …Southeast…
    West-northwest mid-level flow is forecast over the southeastern U.S.
    on Saturday. At the surface, a moist airmass will be in place, with
    dewpoints in the upper 60 to lower 70s F. As instability increases
    during the day, isolated thunderstorm development is expected along
    corridors of enhanced low-level convergence. Although forcing will
    be weak, enough directional shear in the low to mid-levels should
    exist for a marginal severe threat. Hail and isolated damaging wind
    gusts will be possible.

    A few severe storms are expected across portions of the central and
    southern Plains later today, with large hail and severe gusts the
    main threats. More isolated strong to severe storms are possible
    across southeast Florida.

    …Central/Southern Plains…

    Large-scale pattern is not expected to change appreciably during the
    upcoming day1 period with ridging forecast to extend across the
    central Rockies into the northern High Plains. Even so, latest model
    guidance and satellite imagery suggest a few weak disturbances will
    translate through this ridge then dig southeast toward the Ozarks
    region of southern MO/northern AR. Each of these features should
    encourage an increased response to the LLJ. Early in the period, LLJ
    should be focused primarily across the central High Plains, but
    gradually sag south and concentrate from northwest TX into northern
    AR by 24/12z.

    Latest thinking is each weak disturbance will prove somewhat
    influential in aiding robust convection along a warm-advection
    corridor that will extend from western NE into the Ozarks. LLJ will
    aid upscale growth and one or more thunderstorm clusters/MCSs will
    likely traverse this zone. It’s not entirely clear how each complex
    will evolve, but some supercell risk will be noted, especially
    across the High Plains during the late afternoon/evening. Very large
    hail may accompany the supercell structures, otherwise wind/hail are
    possible with these clusters. Severe threat will likely continue
    well into the overnight hours as convection should remain favorably
    sheared within an environment of steep lapse rates and modest
    buoyancy.

    …South Florida…

    Seasonally cool mid-level temperatures, and modestly steep lapse
    rates, will persist across the Florida Peninsula again today.
    Forecast soundings suggest ample deep-layer flow and high PW will be
    available for robust convection. Solenoidal influences will once
    again prove instrumental in a few strong storms capable of
    generating gusty winds and perhaps some hail.

    LAS VEGAS – The Justice Department joins its partners across the federal government, as well as people throughout American Indian and Alaska Native communities, in recognizing May 5 as National Missing or Murdered Indigenous Persons (MMIP) Awareness Day.

    In recognition of MMIP Awareness Day, Attorney General Merrick B. Garland highlighted ongoing efforts to tackle the MMIP and human trafficking crises in American Indian and Alaska Native communities, and other pressing public safety challenges, like the fentanyl crisis, in Tribal communities.

    “There is still so much more to do in the face of persistently high levels of violence that Tribal communities have endured for generations, and that women and girls, particularly, have endured,” said Attorney General Merrick B. Garland. “In carrying out our work, we seek to honor those who are still missing, those who were stolen from their communities, and their loved ones who are left with unimaginable pain. Tribal communities deserve safety, and they deserve justice. This day challenges all of us at the Justice Department to double down on our efforts, and to be true partners with Tribal communities as we seek to end this crisis.”

    Justice Department Prioritization of MMIP Cases

    Last July, the Justice Department announced the creation of the Missing or Murdered Indigenous Persons (MMIP) Regional Outreach Program, which permanently places 10 attorneys and coordinators in five designated regions across the United States to aid in the prevention and response to missing or murdered Indigenous people. The five regions include the Northwest, Southwest, Great Plains, Great Lakes, and Southeast Regions. 

    The MMIP Regional Outreach Program prioritizes MMIP cases consistent with the Deputy Attorney General’s July 2022 directive to U.S. Attorneys’ offices promoting public safety in Indian Country. The program fulfills the Justice Department’s promise to dedicate new personnel to MMIP consistent with Executive Order 14053, Improving Public Safety and Criminal Justice for Native Americans and Addressing the Crisis of Missing or Murdered Indigenous People, and the Department’s Federal Law Enforcement Strategy to Prevent and respond to Violence Against American Indians and Alaska Natives, Including to Address Missing or Murdered Indigenous Persons issued in July 2022.

    Nevada is home to 28 federally recognized tribes, bands and communities located on 31 Indian reservations and colonies. The U.S. Attorney’s Office has resources, including a Tribal Liaison, dedicated to promoting safety and security on tribal lands and in tribal communities. Assistant U.S. Attorney Penelope Brady serves as the MMIP Coordinator for the District of Nevada.     Last year, the U.S. Attorney’s Office for the District of Nevada obtained a conviction after a jury trial:

    • U.S. v. Michael Burciaga – In September 2023, Burciaga was sentenced by Chief United States District Judge Miranda M. Du to life in prison, plus 20 years in prison, for murdering his pregnant girlfriend, a registered member of the Pyramid Lake Paiute Tribe, on the Pyramid Lake Indian Reservation in December 2020.

    Not Invisible Act Commission Response

    The Department’s work to respond to the MMIP crisis is a whole-of-department effort. In March, the Departments of Justice and the Interior released their joint response to the Not Invisible Act Commission’s recommendations on how to combat the missing or murdered Indigenous peoples (MMIP) and human trafficking crisis. The NIAC response, announced by Attorney General Garland during a visit to the Crow Nation, recognizes that more must be done across the federal government to resolve this longstanding crisis and support healing from the generational traumas that Indigenous peoples have endured throughout the history of the United States. 

    Addressing Violent Crime and the Fentanyl Crisis in Indian Country

    As noted in the joint response to the NIAC, research suggests that certain public safety challenges faced by many American Indian and Alaska Native communities—including disproportionate violence against women, families, and children; substance abuse; drug trafficking; and labor and sex trafficking—can influence the rates of missing AI/AN persons.

    Further, fentanyl poisoning and overdose deaths are the leading cause of opioid deaths throughout the United States, including Indian County, where drug-related overdose death rates for Native Americans exceeds the national rate.

    Therefore, federal law enforcement components are ramping up efforts to forge stronger partnerships with federal and Tribal law enforcement partners to address violent crime and the fentanyl crisis, which exposes already vulnerable communities to greater harm.

    Accessing Department of Justice Resources

    Over the past year, the Department awarded $268 million in grants to help enhance Tribal justice systems and strengthen law enforcement responses. These awards have also gone toward improving the handling of child abuse cases, combating domestic and sexual violence, supporting Tribal youth programs, and strengthening victim services in Tribal communities.

    CARRASQUILLO, HECTOR HERNANDEZ, JOSE HERNANDEZ, MANNING, MARCUS, MORENO, BANKS, RIVERA, CEREZO, VARGAS, KUANG, SANTIAGO, MENDENG, VILLAFANE, CARRIEL, SANCHEZ, ALCANTARA, CALDERON, and MEADOWS were previously taken into custody on related charges.  SAMUELS, SERRANO, CAPELES, REYNOSO, DAWSON, LABELLA, and SMITH were arrested either yesterday evening or earlier today.  BARRERA is still at large.  All seven of the defendants arrested yesterday or today are expected to be presented before U.S. Magistrate Judge Robert W. Lehrburger later this afternoon.  The case is assigned to U.S. District Judge Victor Marrero.

    Acting U.S. Attorney Matthew Podolsky said: “Today, we have filed charges against twenty-eight alleged members of a violent drug trafficking gang that held an entire neighborhood of this city hostage for over three decades.  On a daily basis, this street crew, including those arrested today, allegedly distributed fentanyl, heroin, cocaine, and crack along several blocks on Valentine Avenue, creating an open-air drug market in the middle of a Bronx neighborhood.  And to protect their territory, they allegedly carried guns, extorted people with substance abuse issues through violence, and attacked rivals and anyone else attempting to weaken their control on their block. This violence resulted in multiple shootings, as well as the murder of Jozei Hullex.  It is a brutal reality that has lasted for far too long.  It ends now.  The streets of this great city belong to its people, and the career prosecutors of this Office will not stop until our streets are returned to the law-abiding people of New York City and their families.”

    DEA Special Agent in Charge Frank A. Tarentino said: “Today’s indictment against the Valentine Avenue Crew and its members, shows the commitment the Drug Enforcement Administration and our law enforcement partners have when targeting drug trafficking organizations and individuals who routinely use threats, violence, extortion, robbery, and murder in order to run their criminal enterprise and flood our neighborhoods with illicit and synthetic drugs. The DEA remains committed to ensuring our citizens and communities remain healthy and safe.”

    FBI Acting Assistant Director in Charge Leslie R. Backschies said: “For over three decades, these 28 Valentine Avenue Crew members allegedly protected their illicit narcotics distribution scheme and the enterprise’s dangerous reputation through violent gunfights and murder. Their alleged commandeering of a Bronx neighborhood allowed criminality and violence to flourish, threatening the lives of innocent residents. The FBI remains committed to dismantling all criminal organizations that utilize our city as their personal playground to promote illegal racketeering operations and endanger our communities.”

    NYPD Commissioner Jessica S. Tisch said: “The Valentine Avenue Crew created immense fear within their community for decades, fueling our streets with senseless gun violence, polluting our sidewalks with deadly poisons, and costing lives through their ruthless gang behavior. These indictments send a clear message: this era of lawlessness ends today. The NYPD remains steadfast in its mission to remove illegal firearms from the hands of criminals—having already seized over 1,000 firearms this year alone—and to dismantle the illicit drug trade they are so often associated with. I commend the relentless NYPD investigators and our law enforcement partners in the FBI, DEA, and the U.S. Attorney’s Office for the Southern District of New York for their unwavering commitment to placing members of organized networks such as these behind bars.”

    Since the mid-1990s, for multiple decades, the members and associates of the Valentine Avenue Crew, including the defendants, operated as a drug trafficking gang that was organized in a hierarchal structure and that took over and controlled the Block, working in shifts throughout the day and night to distribute fentanyl, heroin, cocaine, and cocaine base, in a form commonly known as “crack.”  These drugs were often manufactured and packaged elsewhere and then delivered to the Block, where members and associates of the Valentine Avenue Crew, many of whom were typically armed with firearms and other weapons, sold them to a large base of end-user customers.  In control of the sidewalks and the street of the Block, as well as the public spaces of multiple buildings along the Block, the Valentine Avenue Crew and its members and associates, including the defendants, worked freely, creating an open market for drugs, in which they extorted payments, including in-kind sexual acts, from customers through violence and the threat of violence. The members and associates of the Valentine Avenue Crew, including the defendants, also used violence—including multiple shootings—to compete with rival drug traffickers and within the Valentine Avenue Crew itself, principally to maintain dominance over the drug trade on the Block and control of the Valentine Avenue Crew.

    On or about June 25, 2020, CARRASQUILLO, one of the leaders of the Valentine Avenue Crew, and ALCANTARA used fentanyl to poison and murder Jozei Hullex, a disfavored member of the Valentine Avenue Crew.

    On or about June 25, 2020, CARRASQUILLO, HECTOR HERNANDEZ, JOSE HERNANDEZ, MANNING, MARCUS, and SAMUELS participated in a shootout for control of the Valentine Avenue Crew and in turn the Block.

    On or about September 22, 2020, CARRASQUILLO and CEREZO participated in shooting at a rival gang member.

    On or about January 1, 2021, CARRASQUILLO, MARCUS, MORENO, and SAMUELS used a chain and one or more firearms to assault a disfavored member of the Valentine Avenue Crew, who was seriously injured and hospitalized following the attack.

    In addition, VILLAFANE remains charged for his commission of two non-fatal shootings in Manhattan in July 2020 and January 2021.  Specifically, in or about July 2020, VILLAFANE paid a co-conspirator (“CC-1”) to lure a victim to a location in Manhattan where VILLAFANE attempted to murder the victim over a drug debt, resulting in personal injury to the victim.  Additionally, on or about January 8, 2021, VILLAFANE committed another non-fatal shooting in Manhattan.

    The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendants will be determined by the judge.

    Mr. Podolsky praised the outstanding investigative work of the DEA, FBI, and NYPD.  Today’s operation was conducted by the Trident Task Force, a joint task force of the DEA and FBI, among other federal, state, and local law-enforcement authorities, which is working on this case together with the NYPD.

    This case is being handled by the Office’s Violent and Organized Crime Unit.  Assistant U.S. Attorneys Michael R. Herman, Timothy Ly, and Thomas John Wright are in charge of the prosecution.

    The charges contained in the Indictment are merely accusations, and the defendants are presumed innocent unless and until proven guilty.

  • MIL-OSI Security: Charlotte Man is Sentenced to Prison for Transporting Child Sexual Abuse Material

    CHARLOTTE, N.C. – David Williams, 45, of Charlotte, was sentenced today to 140 months in prison followed by a lifetime of supervised release for transporting of child sexual abuse material (CSAM), announced Dena J. King, U.S. Attorney for the Western District of North Carolina. Williams was also ordered to register as a sex offender after he is released from prison.

    Robert M. DeWitt, Special Agent in Charge of the Federal Bureau of Investigation (FBI), Charlotte Division, and Chief Johnny Jennings of the Charlotte Mecklenburg Police Department, join U.S. Attorney King in making today’s announcement.

    “Williams possessed thousands of images and videos depicting the sexual abuse of children, yet his criminal conduct did not end there,” said U.S. Attorney King. “Williams produced a surreptitious recording of a prepubescent minor using the bathroom, and also used AI technology to modify and alter images of children he found on the internet to generate child sexual abuse material. This type of misuse of technology, and specifically generative AI, is at the forefront of our efforts to protect our children from this emerging threat and secure proper punishment for perpetrators.”

    According to filed court documents and today’s sentencing hearing, law enforcement received information from the National Center for Missing and Exploited Children (NCMEC) that an individual was using the internet to upload CSAM. Law enforcement identified the individual as Williams. On September 14, 2021, law enforcement conducted an interview of Williams. The defendant denied having any CSAM, at first. He later admitted to having CSAM and turned over some of his electronic devices to law enforcement. A forensic examination of Williams’s devices revealed that the defendant possessed images and videos depicting children being sexually abused and that Williams did not provide all of the relevant electronics.

    On September 16, 2021, law enforcement executed a search warrant at Williams’s residence, seizing additional electronics from the defendant. A forensic analysis of those electronics confirmed the presence of CSAM, including images and videos of children as young as toddlers being sexually abused. In total, Williams possessed over 4,000 videos and images of CSAM. Additionally, forensic analysis determined that Williams produced a surreptitious recording of a prepubescent minor using the bathroom.

    Forensic analysis further determined that Williams used an online AI chatbot to generate realistic CSAM by morphing or modifying images of clothed minors he found on the internet.  

    On June 12, 2023, Williams pleaded guilty to transportation of child pornography. He is currently in federal custody and will be transferred to the custody of the Federal Bureau of Prisons upon designation of a federal facility.

    In announcing Williams’s sentence, U.S. District Judge Max O. Cogburn, Jr., emphasized that “this is a serious crime with serious consequences.”

    The FBI and CMPD investigated the case.

    Assistant U.S. Attorney Daniel Cervantes of the U.S. Attorney’s Office in Charlotte prosecuted the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Asia-Pac: Re-domiciliation applications open

    The Government announced that company re-domiciliation is open for application as the Companies (Amendment) (No. 2) Ordinance 2025 came into effect today.

     

    A company incorporated outside Hong Kong may apply to the Companies Registry (CR) for re-domiciliation to the city.

     

    The Government explained that the re-domiciliation mechanism reduces the need to go through complicated and costly judicial procedures, and enables a re-domiciled company to maintain its legal identity as a body corporate, thereby ensuring business continuity.

     

    Meanwhile, an applicant for company re-domiciliation must fulfil requirements concerning company background, integrity, member and creditor protection, solvency and so on, it added.

     

    In Hong Kong’s new re-domiciliation regime, certain types of companies are eligible to apply. They include private companies limited by shares, public companies limited by shares, private unlimited companies with a share capital, and public unlimited companies with a share capital, or a type comparable to the four types of companies.

     

    Under normal circumstances, the CR will complete the approval process within two weeks of the applicant submitting the required documents and information. A 120-day period will be allowed for the re-domiciled company to complete the deregistration procedures at its place of incorporation.

     

    For regulatory purposes of the insurance and banking sectors, a non-Hong Kong-incorporated authorised insurer, or an authorised institution (AI), a holding company of an AI or an approved money broker should approach the Insurance Authority or the Monetary Authority for prior assessment before applying for re-domiciliation.

    Union Minister of Electronics and IT Ashwini Vaishnaw has called for concerted action to build talent and capacity in support of the ‘Viksit Bharat 2047’ mission.

    Addressing a roundtable attended by industry leaders and academia, Vaishnaw called on stakeholders to accelerate the development of a future-ready workforce to drive manufacturing growth in India.

    The roundtable discussion focused on talent development and capacity building for sustainable manufacturing, combining a global perspective with local action.

    Vaishnaw praised the emergence of a new sector, Manufacturing, Engineering, and Technology (MET), an initiative by NAMTECH (New Age Makers Institute of Technology), the MET Innovation School, which aims to meet the demands of Industry 4.0 and beyond, specifically by addressing the talent gap in emerging technologies and preparing a highly-skilled workforce and future leaders capable of driving transformative change in India.

    Vaishnaw welcomed MIT delegation at the event, calling them one of the best institutes globally for advanced manufacturing.

    He also recognized Indian industry leaders such as Suzuki, Siemens, ABB, Inox and others, emphasising that their participation is necessary to make NAMTECH truly impactful and aligned with ‘Viksit Bharat 2047’ mission.

    Vaishnaw highlighted the success of Gati Shakti platform as a model for industry-academia collaboration, where companies co-created job-ready curriculums without any financial investment just by sharing knowledge. He called for replicating such models across sectors to ensure employability from day one, stating that the opportunity for the stakeholders to build something truly transformative is now. He noted that NAMTECH aims to skill talent across all levels – shop floor, design, and research with full government support and MIT’s mentorship to drive innovation and mindset change.

    NAMTECH has previously signed MoUs with other partners such as Siemens India, Analog Devices Inc, and Applied Materials Inc to develop laboratories, training centres, skilling infrastructure, and scholarships in priority sectors such as semiconductors, smart manufacturing, and robotics.

    The government has launched several pioneering missions, including the India Semiconductor Mission, AI Mission, National Robotics Strategy, Mobility Manufacturing Mission, and National Hydrogen Mission, which reflect the priority placed on advanced technology development and adoption.

    The National Education Policy 2020 also emphasises holistic development and the integration of vocational and digital education into mainstream schooling.

    Complementing these are talent-oriented frameworks such as the Skill India Digital Hub, ITI Upgradation Scheme, Chip to Startup, and the National Apprenticeship Promotion Scheme (NAPS) — all of which emphasise industry-aligned, inclusive skilling models.

    Charges Include a Range of Violent Assaults and Contraband Smuggling in Continued Effort by Law Enforcement to Combat Crime Inside the Prison

    Today the United States Attorney’s Office for the Eastern District of New York announced criminal charges against 25 defendants in 12 separate cases relating to violence and contraband smuggling at the Metropolitan Detention Center (MDC-Brooklyn) in Sunset Park, Brooklyn. These include charges against 15 inmates for violent assaults against other inmates from May 2024 to the present; a former correctional officer for attempting to smuggle contraband into the facility on January 21, 2025; an inmate for orchestrating a contraband smuggling operation between April and June 2024; an inmate for smuggling ceramic scalpels into the facility on October 12, 2024; an inmate for possession of contraband and continuing to commit fraud while detained at MDC-Brooklyn; and an MS-13 gang associate for attempting to smuggle a large package of contraband, including 18 cellphones and marijuana, to other MS-13 gang members incarcerated at MDC-Brooklyn.

    Previously, nine inmates at MDC-Brooklyn were charged by the Office in September 2024 for violence and contraband smuggling.  In addition, the Office, in conjunction with the United States Attorney’s Office for the Southern District of New York (USAO-SDNY) and more than a dozen law enforcement partners, assisted in October 2024 with a week-long multi-agency operation aimed at detecting and seizing contraband from MDC-Brooklyn.

    John J. Durham, United States Attorney for the Eastern District of New York, Leslie R. Backschies, Acting Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI) and Kathleen Toomey, Associate Deputy Director, Federal Bureau of Prisons, announced the charges.

    “The safety and security of our federal detention facilities is paramount,” stated United States Attorney Durham.  “As alleged, in several separate charging instruments, inmates viciously attacked fellow detainees, a correctional officer betrayed his duty by attempting to smuggle drugs into the facility, several inmates orchestrated elaborate contraband smuggling operations and yet another inmate continued to engage in fraud schemes while detained.  These actions undermine the order and security of MDC-Brooklyn and endanger everyone within its walls.  My Office is working tirelessly to hold accountable those who commit violent acts or introduce contraband into the prison, whether they are inmates or staff.  These charges serve as a warning to those who would engage in criminal conduct behind bars, and anyone else who facilitates those crimes: your conduct will be uncovered, and you will be held accountable.”

    Mr. Durham thanked the U.S. Bureau of Prisons and the FBI New York Field Office for their investigative work in these cases, as well as the United States Attorney’s Office for the Southern District of New York and the Department of Justice, Office of Inspector General for their assistance.

    “These 25 defendants, an array of inmates and a former correctional officer, allegedly committed numerous violent attacks against fellow inmates and orchestrated various schemes to smuggle contraband into the prison,” stated FBI Acting Assistant Director in Charge Backschies. “These cases reflect the alleged extreme disregard for adhering to the rules designed to protect the other inmates and correctional staff within the institution. The FBI will never tolerate any individual, regardless of their incarceration status, who engages in deviant behavior that threatens the safety and stability of our federal facilities.

    A summary of the cases follows:

    U.S. v. Mike Josie

    Mike Josie has been charged by indictment with assault in a federal detention facility in connection with his participation in an assault of another inmate at MDC-Brooklyn on May 26, 2024.  As alleged, Josie brutally attacked another inmate in his housing unit who was sitting at a table in a common area of the unit.  Josie approached the victim from behind and made several slashing motions towards the victim’s face.  After the assault, the victim was taken to a nearby hospital to treat lacerations to his neck and face. If convicted, Josie faces up to10 years in prison.  Josie is scheduled to be arraigned this afternoon before United States Magistrate Judge Taryn A. Merkl. Assistant United States Attorney Sean Fern is in charge of the prosecution.

    U.S. v. Daryl Campbell, Ian Diez, Jonathan Guerrero, Abel Mora and Mayovanex Rodriguez

    Daryl Campbell, Ian Diez, Jonathan Guerrero, Abel Mora and Mayovanex Rodriguez are charged by complaint with conspiracy to smuggle contraband into MDC-Brooklyn.  As alleged, between April and June 2024, Campbell used a contraband cell phone to conspire with others to smuggle contraband into MDC-Brooklyn.  In several voice recordings found on the phone, Campbell explained his method of throwing a “line” out of a window of MDC-Brooklyn for a co-conspirator on the outside to “hook” or attach contraband, which could then be pulled back inside.  On June 30, 2024, Diez, Guerrero, Mora, and Rodriguez attempted to execute Campbell’s scheme by pulling a rope through the window of the recreation room in their housing area.  At the other end of that rope, correctional officers found what appeared to be suboxone, marijuana, a scalpel, a phone charger, lighters, and cigarettes.  If convicted, the defendants face up to 10 years in prison.  Assistant United States Attorneys Russell Noble and Elizabeth D’Antonio are in charge of the prosecution.

    U.S. v. Sean Smith, Rasheed Chapman and Antwan Mosley

    Sean Smith, Rasheed Chapman and Antwan Mosley have been indicted by a grand jury for the June 2, 2024 assault of another inmate at MDC-Brooklyn.  The defendants violently assaulted the victim, slashing him across the face and neck and causing serious lacerations.  The victim was then chased through the housing unit and struck repeatedly by his assailants. If convicted, the defendants face up to 10 years in prison.  Assistant United States Attorney Kamil Ammari is in charge of the prosecution.

    U.S. v. Adil Duran

    Adil Duran has been charged in an indictment with assault with a dangerous weapon, assault resulting in serious bodily injury and possessing contraband in prison.  As captured on video surveillance footage, on July 11, 2024, Duran slashed another inmate in the face and neck with a sharpened weapon, causing serious lacerations that required sutures.  If convicted, Duran faces up to 20 years in prison.  Assistant United States Attorney Kate Mathews is in charge of the prosecution.

    U.S. v. Erik Steadman and Javaughn Horton

    Erik Steadman and Javaughn Horton have been charged by complaint with assault in a federal detention facility for the September 5, 2024 assault of another inmate at MDC-Brooklyn.  As alleged, Horton and Steadman approached another inmate in their unit and began punching him repeatedly in the face until he fell to the ground.  The defendants continued punching and kicking the victim in the face, causing a significant laceration to his face.  If convicted, the defendants face up to 10 years in prison.  Assistant United States Attorney Molly Delaney is in charge of the prosecution.

    U.S. v. Angel Villafane

    Angel Villafane, a member of the gang Valentine Avenue Crew, has been indicted for possession of 21 ceramic scalpels smuggled into MDC-Brooklyn on October 12, 2024.  As alleged, while sitting in the visiting room at MDC-Brooklyn, Villafane removed a ball full of ceramic scalpels from a bag of Doritos chips and placed them in his shirt.  Correctional officers later discovered the scalpels during a search.  If convicted, the defendant faces up to five years in prison. Department of Justice Trial Attorney Margaret P. Mortimer is in charge of the prosecution.

    U.S. v. Juan Lopez and Jose Rivera

    Juan Lopez and Jose Rivera have been indicted for assaulting another inmate and possessing contraband weapons.  As alleged, on November 11, 2024, Lopez and Rivera slashed and stabbed another inmate in their housing unit.  The victim was seated at a table when Rivera snuck up behind him and slashed him multiple times in the head and neck with a sharp object. As the victim ran to seek help, Lopez tried to prevent him from reaching the correctional officers’ station by swinging his own weapon, stabbing the victim in the arm.  The victim suffered three lacerations to the back of his head, one laceration to his neck and a puncture wound to his forearm.  If convicted, the defendants face up to 15 years in prison.  Assistant United States Attorney Russell Noble is in charge of the prosecution.

    U.S. v. Tyquan Robinson

    Tyquan Robinson has been charged in a five-count superseding indictment with conspiracy to commit wire and bank fraud, conspiracy to commit wire fraud, bank fraud, aggravated identity theft and possession of contraband in prison.  Robinson was originally detained at MDC-Brooklyn for his alleged role in defrauding a court-appointed criminal defense attorney by obtaining a stolen $125,000 Treasury check issued to the attorney as payment for representing indigent defendants and stealing his identity.  In October 2024, officers at the MDC performed a search of Robinson’s cell. Inside his locker, the officers discovered that Robinson had hidden a contraband cellphone inside of a box of Raisin Bran cereal. An examination of this contraband cellphone revealed that even while incarcerated at the MDC, Robinson was participating in a separate fraud scheme from his original charges by discussing stealing checks issued to others, opening multiple bank accounts, and exchanging third parties’ personally identifiable information.  If convicted, Robinson faces up to 30 years in prison.  Assistant United States Attorney James R. Simmons is in charge of the prosecution with the assistance of Special Agent Anthony Cunder.

    U.S. v. Jairon Ortega-Corea

    Jairon Ortega-Corea, an MS-13 gang associate, was charged by indictment with attempting to provide contraband to inmates at MDC-Brooklyn.  He was arrested on March 3, 2025 in Minnesota.  The charges stem from the December 2, 2024 discovery, by MDC-Brooklyn employees, of a package on the fourth-floor roof of the jail containing 18 cellular telephones, approximately 345 grams of marijuana and one liter of drinking alcohol, among other items.  The prior evening, a witness had observed the attempted smuggling of the package into MDC-Brooklyn, when it was pulled up by a rope dangled out of the window of an empty cell within the unit that houses MS-13 members.  An investigation subsequently revealed that the defendant, who is related to a high-ranking MS-13 member housed at MDC-Brooklyn, purchased several of the contraband items at a local Walmart the day prior to the discovery.  At the time of the purchase, Ortega-Corea was communicating with MS-13 inmates at MDC-Brooklyn who were using a different contraband phone.  If convicted, Ortega-Corea faces up to 20 years in prison.  Assistant United States Attorneys Megan E. Farrell, Paul G. Scotti and Justina L. Geraci are in charge of the prosecution.

    U.S. v. Najee Jackson

    Najee Jackson, a former correctional officer at MDC-Brooklyn, has been indicted by a grand jury for attempting to smuggle contraband into the facility.  On January 21, 2025, Jackson, who was employed as a correctional officer, arrived at MDC-Brooklyn to begin working a night shift. After making several failed attempts to clear the metal detector in the staff screening area, Jackson removed his Bureau of Prisons-issued protective vest, which was found to contain vacuum‑sealed bags of marijuana and cigarettes. Jackson resigned from the Bureau of Prisons two days later.  If convicted, the defendant faces up to five years in prison.  Assistant United States Attorneys Turner Buford and Russell Noble are in charge of the prosecution.

    U.S. v. Devone Thomas

    Devone Thomas, who was previously charged with the June 7, 2024 killing of Uriel Whyte inside of the MDC Brooklyn, is now additionally charged by complaint with possession of a contraband weapon.  On February 28, 2025, Thomas was transported to federal court in Brooklyn for a status conference in connection with his murder case. Upon his return to MDC-Brooklyn after the court appearance, a blade was found in Thomas’s groin area.  If convicted, the defendant faces up to five years in prison.  Assistant United States Attorney Elizabeth D’Antonio is in charge of the prosecution.

    U.S. v. Brian Castro, Franklin Gillespie, Juan Lopez, Jowenky Nunez Jr., Hugo Rodriguez and Elvis Trejo

    Brian Castro, Franklin Gillespie, Juan Lopez, Jowenky Nunez Jr., Hugo Rodriguez, and Elvis Trejo have been charged by complaint with assault in a federal detention facility for their roles in what became a unit-wide fight between inmates at MDC-Brooklyn. As alleged, on February 22, 2025, Castro, Lopez, Nunez, Rodriguez and Trejo, along with other as-yet uncharged individuals, approached another inmate in their unit, armed with weapons, and began chasing and stabbing him.  The victim was stabbed 18 times and required hospitalization for his injuries. The brawl ultimately resulted in at least five inmates, including the victim, requiring transportation to a local hospital for further treatment.  Gillespie, who was not a part of the initial group attacking the victim, joined the brawl after it began, and, also armed with a weapon, assaulted a fellow inmate in the course of the fight.  The fight resulted in more than 20 inmates requiring medical assessments, and at least 10 inmates appeared to have wounds consistent with being stabbed or slashed.  If convicted, each defendant faces up to 10 years in prison.  Assistant United States Attorney Stephen Petraeus is in charge of the prosecution.

  • MIL-OSI Security: Ten Chinese Nationals Charged with Large-Scale Hacking of U.S. and International Victims on Behalf of the Chinese Government

    Eight Defendants Were Employees of i-Soon, a Chinese Company Hacking at the Direction of the Chinese Government, and Two Defendants are Chinese Officials Who Directed the Hacks

    Matthew Podolsky, the Acting United States Attorney for the Southern District of New York; Sue J. Bai, the Head of the U.S. Department of Justice’s National Security Division; and Leslie R. Backschies, the Acting Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced the unsealing of a two-count criminal Indictment charging 10 defendants with a years-long hacking scheme committed through the Chinese company i-Soon.  At the direction of the People’s Republic of China (“PRC”) government, i-Soon employees hacked and attempted to hack victims across the globe, including a large religious organization in the U.S., critics and dissidents of the PRC government, a state legislative body, U.S. government agencies, the ministries of foreign affairs of multiple governments in Asia, and news organizations. i-Soon’s victims were of interest to the PRC government because, among other reasons, they were prominent overseas critics of the PRC government or because the PRC government considered them threatening to the rule of the Chinese Communist Party.  The 10 defendants remain at large.

    Acting U.S. Attorney Matthew Podolsky said: “State-sponsored hacking is an acute threat to our community and national security. For years, these 10 defendants—two of whom we allege are PRC officials—used sophisticated hacking techniques to target religious organizations, journalists, and Government agencies, all to gather sensitive information for the use of the PRC. These charges will help stop these state-sponsored hackers and protect our national security. The career prosecutors of this Office and our law enforcement partners will continue to uncover alleged state-sponsored hacking schemes, disrupt them, and bring those responsible to justice.”

    National Security Division Head Sue J. Bai said: “The Department of Justice will relentlessly pursue those who threaten our cybersecurity by stealing from our government and our people. Today, we are exposing the Chinese government agents directing and fostering indiscriminate and reckless attacks against computers and networks worldwide, as well as the enabling companies and individual hackers that they have unleashed. We will continue to fight to dismantle this ecosystem of cyber mercenaries and protect our national security.”  

    Acting Assistant Director in Charge Leslie R. Backschies said: “The charges announced today expose the PRC’s continued attempts to spy on and silence anyone it deems threatening to the Chinese Communist Party. As alleged in the indictment, the Chinese government tried to conceal its efforts by working through a private company, but their actions amount to years of state-sponsored hacking of religious and media organizations, numerous government agencies in multiple countries, and dissidents around the world who dared criticize the regime. The FBI will continue to work tirelessly to disrupt our adversaries’ use of emerging technology to silence dissent and undermine the rule of law across the globe.”

    As alleged in the Indictment:[1]

    The PRC’s Ministry of State Security (“MSS”) had responsibility for the PRC’s domestic counterintelligence, non-military foreign intelligence, and aspects of the PRC’s political and domestic security. The PRC’s Ministry of Public Security (“MPS”) had responsibility for the PRC’s public and political security, including responsibility for law enforcement. To acquire information of interest to the PRC government in a manner that obscured their involvement, the PRC’s MSS and MPS used an extensive network of private companies and contractors in China to conduct unauthorized computer intrusions (“hacks”) in the U.S. and elsewhere.

    One of those private companies was i-Soon.  From approximately 2016 through 2023, i-Soon and its personnel engaged in the numerous and widespread hacking of email accounts, cell phones, servers, and websites at the direction of, and in close coordination with, the PRC’s MSS and MPS. i-Soon generated tens of millions of dollars in revenue and at times had over 100 employees.

    i-Soon’s primary customers were PRC government agencies.  It worked with at least 43 different MSS or MPS bureaus and charged the MSS and MPS between approximately $10,000 and $75,000 for each email inbox it successfully hacked.

    The victims of i-Soon’s hacking included:

    • A newspaper based in New York, New York, that publishes news related to China and is opposed to the Chinese Communist Party.
    • An additional newspaper based in New York, New York.
    • The U.S. Defense Intelligence Agency, an agency within the Department of Defense that specializes in defense and military intelligence.
    • The U.S. Department of Commerce and the International Trade Administration, an agency within the Department of Commerce that promotes U.S. exports and defends against unfair trade practices.
    • A religious organization based in the U.S. that has thousands of churches and congregations and millions of members.
    • A Texas-based organization founded by a prominent critic of the PRC government focused on promoting human rights and religious freedom in China.
    • A news service funded by the U.S. government that delivers uncensored domestic news to audiences in Asian countries, including China, and is headquartered in Washington, D.C.
    • A state research university in the U.S.
    • The New York State Assembly, a part of the legislature of the state of New York.
    • A religious leader who lived outside of China and the U.S.
    • A newspaper based in Hong Kong, China, that has actively covered the politics of Hong Kong and continues to do so today.
    • The foreign ministry of Taiwan.
    • The foreign ministry of India.
    • The foreign ministry of South Korea.
    • The foreign ministry of Indonesia.

    In many instances, the PRC government was particularly interested in these victims because they had criticized the PRC government.  In other instances, the PRC government was particularly interested in foreign ministries because those foreign ministries were in communication with the U.S.

    In some instances, i-Soon conducted its hacking at the direct request of the MSS or MPS. In other instances, i-Soon conducted hacks on its own initiative and then sold, or attempted to sell, the stolen data to different bureaus of the MSS or MPS.

    i-Soon also trained MPS employees how to hack independently of i-Soon and offered a variety of hacking methods for sale to its customers.  i-Soon touted what it called a “industry-leading offensive and defensive technology” and a “zero-day vulnerability arsenal” used to successfully hack computer systems.  One of i-Soon’s products was software called the “Automated Penetration Testing Platform.” i-Soon advertised the platform’s ability to send email phishing attacks, to create files with malware that could provide access to victims’ computers if opened, and to clone websites of victims in order to induce them to submit personal information.     Another of i-Soon’s products was software that allowed the user to gain unauthorized access to online accounts or computer systems by deciphering passwords—also called “password cracking.” This platform was called the “Divine Mathematician Password Cracking Platform.” An image of the interface for the Divine Mathematician Password Cracking Platform is below:

    i-Soon also sold software specifically designed to target victim accounts on a variety of computer systems and applications, including Microsoft Outlook; Gmail, the email service provided by Google LLC; the social media network X, formerly known as Twitter; the cellphone operating system Android; and the computer operating systems Windows, Macintosh, and Linux. i-Soon advertised its bespoke software as being able to overcome the unique defenses of these systems.

    For example, with respect to Twitter, i-Soon sold software with the capability to send a victim a spear phishing link and then to obtain access to and control over the victim’s Twitter account. The software had the ability to access Twitter even without the victim’s password and to bypass multi-factor authentication. After a victim’s Twitter was compromised, the software could send tweets, delete tweets, forward tweets, make comments, and like tweets. The purpose of this software was to help i-Soon’s customers, including the PRC government, use hacked Twitter accounts to understand public opinion outside of China. For example, the software could be set to keep track of keywords appearing in tweets or messages. i-Soon referred to this software as its “Public Opinion Guidance and Control Platform (Overseas).” An image from the “Public Opinion Guidance and Control Platform (Overseas)” is below:

    The 10 defendants charged are WU HAIBO, a/k/a “shutd0wn,” a/k/a “Boss Wu,” a/k/a “吴海波,” the Chief Executive Officer, and leader, of i-Soon; CHEN CHENG, a/k/a “lengmo,” a/k/a “Chief C,” a/k/a “Jesse Chen,” a/k/a “陈诚,” the Chief Operating Officer of i-Soon; WANG YAN, a/k/a “crysolo,” a/k/a “王堰,” the leader of one of i-Soon’s “penetration testing” teams; WANG ZHE, a/k/a “ken73224,” a/k/a “王哲,” the Sales Director of i-Soon; ZHOU WEIWEI, a/k/a “nullroot,” a/k/a “周伟伟,” the leader of i-Soon’s “Technology Research and Development Center”; WANG LIYU, a/k/a “PICNIC350116,” a/k/a “王立宇,” an MPS officer based in Chengdu, China; and SHENG JING, a/k/a “sjbible,” “盛晶,” the defendant, an MPS officer based in Shenzhen, China.

  • MIL-OSI Security: Anchorage Man Sentenced to 14 Years for Trafficking Fentanyl, Methamphetamine

    FAIRBANKS, Alaska – An Anchorage man was sentenced on Sept. 5 to 14 years in prison for distributing large quantities of controlled substances in Alaska.

    According to court documents, Darrell Latory Moss Sr, 45, sold over 1,300 grams of methamphetamine and 100 fake prescription pills containing fentanyl over a three-month period.

    The defendant was arrested in Bethel, Alaska, in March 2023. The defendant pleaded guilty to one count of distributing a controlled substance, in violation of 21 U.S.C.§841(a)(1). Moss was sentenced to 14 years in federal prison, five years’ supervised release, and he is required to forfeit two vehicles and over $8,500 cash.

    ”Mr. Moss’s sentence brings us another step closer in our efforts to keep Alaskans safe,” said U.S. Attorney S. Lane Tucker for the District of Alaska. “Drugs are affecting communities and villages large and small and create serious public safety issues. Our office will continue to prioritize working with our Federal, State and local law enforcement partners to identify, investigate and prosecute people who choose to push dangerous drugs out into our communities. Their actions will not be tolerated.”

    “This defendant sought to financially gain from distributing dangerous drugs, including deadly fentanyl pills disguised as oxycodone pills, at the expense of Alaska’s communities,” said Special Agent in Charge Antony Jung of the FBI Anchorage Field Office. “This sentencing ensures accountability for those crimes, and is a result of law enforcement partnerships across Alaska working to keep illicit drugs out of our communities.”

    The FBI Anchorage Field Office, with assistance from the Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), IRS Criminal Investigation, Alaska State Troopers, Anchorage High Intensity Drug Trafficking Area (HIDTA) team, Fairbanks HIDTA team and Mat-Su Valley HIDTA team investigated the case.

    Assistant U.S. Attorney Carly Vosacek and former Assistant U.S. Attorney Ryan Tansey prosecuted the case.

    This investigation and prosecution were part of the Organized Crime Drug Enforcement Task Force (“OCDETF”), which identifies, disrupts, and dismantles the highest-level drug traffickers, money launderers, gangs, and transnational criminal organizations that threaten the United States by using a prosecutor-led, intelligence-driven, multi-agency approach that leverages the strengths of federal, state, and local law enforcement agencies against criminal networks.

  • MIL-OSI Security: San Fernando Valley Man Agrees to Plead Guilty to Engineering $5.9 Million Ponzi Scheme Targeting Elderly Church Parishioners

    LOS ANGELES – A San Fernando Valley man has agreed to plead guilty to a federal felony charge for swindling clients – many of them elderly church parishioners – in a long-running Ponzi scheme that took in more than $5.9 million in victim investor money, the Justice Department announced today. 

    Sylvein William Maximilian D’Habsburg XVII, 48, a.k.a. “Sylvein Scalleone,” of West Hills, has agreed to plead guilty to one count of wire fraud.

    D’Habsburg is expected to enter his guilty plea in the coming weeks in United States District Court in downtown Los Angeles.

    According to his plea agreement filed today, from at least January 2018 to June 2023, D’Habsburg hired recruiters to identify potential investors for his two companies, Wild Rabbit Technologies LLC and BAI Intelligence LLC, targeting the local Filipino community, including elderly church parishioners.

    At investment presentations, D’Habsburg claimed that he had an artificial intelligence (AI) technology that could predict the future and detect a COVID-19 infection based solely on a video recording, among other things. D’Habsburg also falsely claimed to investors that he had received approximately $500 million in investments for his companies from retired pro athletes and other noteworthy people, such as Kobe Bryant, Michael Jordan, and Steve Wozniak, and that he would use the investment funds to hire personnel and obtain patents. 

    But D’Habsburg did not use the victims’ money to hire personnel or obtain patents. Instead, he used his victim investors’ money to purchase luxury cars, such as a 1933 Rolls Royce Phantom II Continental Sedanca de Ville by Barker, and rare antiques, such as a pair of Italian carved Giltwood Thrones from the 1800s. 

    As a result of his fraudulent scheme, D’Habsburg caused his victim investors a total of approximately $5.9 million in losses. 

    Once D’Habsburg enters his guilty plea, he will face a statutory maximum sentence of 20 years in federal prison.

    The FBI is investigating this matter.

    Defendant Directed MS-13’s Transnational Criminal Operations and Coordinated Criminal Activity in the United States

    Earlier today, Fredy Ivan Jandres-Parada, also known as “Lucky de Park View” and “Lacky de Park View,” a high-ranking leader of La Mara Salvatrucha, also known as MS-13, was arraigned at the federal courthouse in Central Islip, New York by United States Magistrate Judge Steven L. Tiscione.  Jandres-Parada and 13 other high-ranking MS-13 leaders were indicted in December 2020 on terrorism offenses relating to their direction of the transnational criminal organization’s criminal activities in the United States, El Salvador, Mexico and elsewhere over the past two decades.  Specifically, Jandres-Parada is charged with conspiracy to provide and conceal material support to terrorists, conspiracy to commit acts of terrorism transcending national boundaries, conspiracy to finance terrorism and narco-terrorism conspiracy.  For more than three years, Jandres-Parada was a fugitive, but he was arrested by the Federal Bureau of Investigation (FBI) and Homeland Security Investigations (HSI) earlier this month and made an initial appearance in federal court in the Southern District of California, where he was ordered to be transferred in custody to the Eastern District of New York.

    Breon Peace, United States Attorney for the Eastern District of New York (EDNY); Mehtab Syed, Acting Assistant Director-in-Charge of the FBI’s Los Angeles Field Office; and Ivan J. Arvelo, Special Agent-in-Charge, HSI’s New York Field Office announced Jandres-Parada’s arrest and arraignment.

    “As alleged, Jandres-Parada, a high-ranking leader in MS-13, engaged in drug trafficking, public and private displays of violence, and terrorism — all in pursuit of power for the organization,” said United States Attorney Peace.   “This arrest is a monumental achievement for our Office and international partners, highlighting our dedication to dismantling MS-13 and their reign of terror wherever they hide.”

    Mr. Peace expressed his thanks to the FBI’s Los Angeles Field Office and Criminal Investigative Division’s Safe Streets Gang Unit, and HSI’s National Gangs and Violent Crime Unit and New York Field Office for spearheading the MS-13 leadership investigations.  Additionally, he thanked the FBI Legal Attachés in Mexico City and San Salvador, FBI and HSI’s San Diego Field Offices, HSI Attaché Mexico City and Assistant Attaché Tijuana, USMS Legal Attaché in Mexico City and the United States Customs and Border Protection Officers at the San Ysidro Port of Entry for the critical support provided in connection with the arrest, and the U.S. Attorney’s Office and the United States Marshals Service for the Southern District of California for coordinating the defendant’s initial appearance in San Diego.  Mr. Peace also thanked the numerous Department of Justice components that contributed to this indictment, including the National Security Division’s Counterterrorism Section and the Organized Crime Drug Enforcement Task Forces Executive Office.

    “The arrest of Jandres Parada demonstrates the FBI’s commitment to protecting the American public by proactively targeting MS-13’s highest ranking leaders in order to dismantle this transnational criminal organization, which is among the most violent in the world,” said Mehtab Syed, the Acting Assistant Director in Charge of the FBI’s Los Angeles Field Office.  “This collaborative effort among many agencies spanned coast to coast and led to this successful capture.”

    “Fredy Ivan Jandres-Parada, (a/k/a “Lucky”) has been a fugitive on HSI’s Most Wanted list since 2021.  As one of the founding members of the MS-13 street gang, Jandres-Parada is alleged to be responsible for ordering acts of violence against gang rivals, law enforcement, and civilians alike.  However, Jandres-Parada’s reign of violence came to an end when he was arrested in a joint operation by HSI and FBI,” said HSI New York Special Agent in Charge Ivan J. Arvelo.  “With the apprehension of one of HSI’s most wanted, I commend HSI New York, our Long Island Division, and our law enforcement partners for their steadfast commitment and resolve to securing justice for the countless victims whom have been impacted by MS-13’s violence.”

    As set forth in the indictment and related court filings, Jandres-Parada and his co-defendants are part of MS-13’s command and control structure, consisting of the Ranfla Nacional, Ranfla en Las Calles, and Ranfla en Los Penales. They play significant leadership roles in the organization’s operations in El Salvador, Mexico, the United States, and throughout the world.  In total, 27 of the highest-ranking leaders of MS-13 have been charged in the Eastern District of New York in this indictment and the related indictment of United States v. Arevalo-Chavez, et al.

    As further alleged, in approximately 2002, Jandres-Parada, his co-defendants, and other MS-13 leaders began establishing a highly-organized, hierarchical command and control structure as a means to effectuate their decisions and enforce their orders, even while in prison.  They directed acts of violence and murder in El Salvador, the United States and elsewhere, established military-style training camps for MS-13 members and obtained military weapons such as rifles, handguns, grenades, improvised explosive devices (IEDs) and rocket launchers.  Further, beginning in approximately 2012, Jandres-Parada and other members of the Ranfla Nacional negotiated with officials from the government of El Salvador (GOES) to obtain benefits and concessions from the government.  In order to extort those benefits and concessions, MS-13 engaged in public displays of violence to threaten and intimidate civilian populations, target GOES law enforcement and military officials, and manipulate the electoral process in El Salvador.

    Additionally, as alleged, the Ranfla Nacional directed the expansion of MS-13 activities around the world, including the United States and Mexico, where Jandres-Parada and other high-ranking leaders were sent to organize operations, make connections to obtain narcotics and firearms from Mexican drug cartels such as the Zetas, Gulf Cartel, Cártel de Jalisco Nueva Generación (CJNG) and Sinaloa Cartel, and engage in human trafficking and smuggling. The Ranfla Nacional also directed MS-13’s large membership in the United States to engage in criminal activities, such as drug trafficking and extortion to raise money to support MS-13’s terrorist activities in El Salvador and elsewhere.  Jandres-Parada, who previously resided in the Los Angeles area before being deported to El Salvador, played a key role coordinating communication and criminal activity between the Ranfla Nacional and MS-13 leaders in the United States, Mexico and elsewhere.

    Finally, the Ranfla Nacional and MS-13’s transnational leadership structure is alleged to have directed members in the United States to commit acts of violence to further its goals and implement rules enabling MS-13 to entrench itself in parts of the United States, including within the Eastern District of New York where, under the defendants’ leadership and rules, MS-13 has committed murders, attempted murders, assaults, kidnappings, drug trafficking, extortion of individuals and businesses, and obstruction of justice, and has sent dues and the proceeds of criminal activity by wire transfer to MS-13 leaders in El Salvador.  For example, this Office’s Long Island Criminal Division has prosecuted hundreds of MS-13 leaders, members and associates for carrying out more than 70 murders in the Eastern District of New York between 2009 and the present.

    One of Jandres-Parada’s co-defendants, Cesar Humberto Lopez-Larios, also known as “El Grenas de Stoners” and “Oso de Stoners,” and two related defendants from the Arevalo-Chavez indictment, Jorge Alexander De La Cruz, also known as “Cruger de Peatonales,” and Francisco Javier Roman-Bardales, also known as “Veterano de Tribus,” remain at large.  Members of the public with information concerning their whereabouts are strongly encouraged to contact the FBI’s toll-free MS-13 tip line, 1-866-STP-MS13 (1-866-787-6713), or HSI’s tip line at (866) 347-2423 or https://www.ice.gov/webform/ice-tip-form.  Together, FBI and HSI have offered a $20,000 reward for information leading to the arrest and conviction of the fugitives. 

    These charges are allegations, and the defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.  If convicted, Jandres-Parada faces a maximum sentence of life in prison.

    This case was brought by Joint Task Force Vulcan (JTFV), which was created to combat MS-13, led by Assistant United States Attorney John J. Durham of the EDNY, and comprised of U.S. Attorney’s Offices across the country, including the District of New Jersey; the Northern District of Ohio; the District of Utah; the District of Massachusetts; the Eastern District of Texas; the Southern District of New York; the Southern District of Florida; the Eastern District of Virginia; the Southern District of California; the District of Nevada; the District of Alaska; and the District of Columbia, as well as the Department of Justice’s National Security Division and the Criminal Division.  Additionally, the FBI; HSI; the U.S. Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the USMS; the U.S. Bureau of Prisons; and the United States Agency for International Development, Office of Inspector General have been essential law enforcement partners and spearheaded JTFV’s investigations.

    The government’s case is being prosecuted by Assistant U.S. Attorneys John J. Durham, Paul G. Scotti, Justina L. Geraci, and Megan E. Farrell from the Office’s Long Island Criminal Division.

    The Ministry of Digital Development, Communications and Mass Media of Russia and the Analytical Center under the Government of the Russian Federation have summed up the results of the competitive selection of universities to receive grants to launch higher education programs aimed at training highly qualified specialists in the field of artificial intelligence and information technology. Polytechnic University became the winner of both competitions. The project will be implemented at the Institute of Computer Science and Cybersecurity.

    Two structures will be created in the IKNK.

    Cross-industry educational center for artificial intelligence. Educational center for software and hardware systems for information systems, data storage systems and telecommunications.

    Winning the competition was a natural step in the development of IT education at our university. Now the task is to create an educational environment aimed at developing skills in analyzing large amounts of data, mastering machine learning methods, deeply understanding the capabilities and limitations of artificial intelligence, as well as the ability to assess the ethical implications of using the latest digital solutions. The joint work of the university and our partners in creating specialized centers helps to prepare high-level professionals who are able to successfully cope with modern challenges of the labor market and strengthen Russia’s competitiveness in the global digital environment, said Lyudmila Pankova, Vice-Rector for Educational Activities at SPbPU.

    The project will be implemented jointly with industrial partners from among leading IT companies, including Rostelecom and YADRO.

    Admission to bachelor’s degree programs in AI and IT will start this academic year. Top specialists will be trained within the framework of the national project “Data Economy and Digital Transformation of the State”.
