Dr. Jitendra Singh Hails International Certification for Indigenously Developed Underwater Acoustic Test Facility

With Global Recognition, Acoustic Lab at NIOT Chennai Now Sets India’s global Standards in Underwater Technology

Posted On: 12 APR 2025 5:40PM by PIB Delhi

CHENNAI, April 12: Union Minister of State (Independent Charge) for Science and Technology; Earth Sciences and Minister of State for PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh today hailed the global recognition and international certification of the Underwater Acoustic Test Facility (ATF) at the National Institute of Ocean Technology (NIOT), Chennai, describing it as a proud milestone in India’s journey towards scientific self-reliance in underwater acoustics and ocean technology.

After unveiling the commemorative plaque, Dr. Jitendra Singh witnessed a live demonstration of the facility’s capabilities, which include precise testing and calibration of a wide range of underwater acoustic instruments such as hydrophones, transducers, and acoustic modems—vital for both strategic and civilian applications.

Describing the facility as a “critical national asset,” the Minister highlighted its pivotal role in strengthening India’s self-reliance in ocean technology. “The Acoustic Test Facility enhances our ocean observation capabilities, supports tsunami detection systems, and reinforces national security through its strategic applications,” he said.

Established in 2004 under the Ministry of Earth Sciences, the ATF is India’s only facility accredited by the National Accreditation Board for Testing and Calibration Laboratories (NABL) for hydrophone calibration. Since 2005, it has consistently maintained this accreditation and caters to a broad spectrum of users, including naval laboratories, IITs, universities, and major industrial players such as BEL, L&T, and Tata Power.

In 2018, the facility’s global competence was validated when it participated in a Key Comparison Test organized by the National Physical Laboratory, UK, alongside laboratories from seven other countries, including the US, UK, and Russia. The ATF’s calibration results matched international benchmarks, establishing its parity with top global labs.

In a significant milestone, the facility was recently recognized as India’s “Designated Laboratory” in the field of underwater acoustics under the International Bureau of Weights and Measures (BIPM), Paris, through CSIR-NPL, effective January 30, 2024. This means NIOT now holds the national standards for measurements in underwater acoustics—a crucial responsibility for ensuring measurement accuracy across strategic sectors.

Experts say this recognition not only boosts India’s scientific credibility but also opens up opportunities for global collaborations in underwater research and maritime technology.

As India scales up its ambitions in ocean exploration and maritime security, the Acoustic Test Facility is expected to play a defining role in shaping future technologies, offering both precision and indigenous strength to the nation’s deep-sea endeavours.

Source: Hong Kong Government special administrative region

Following is the speech by the Financial Secretary, Mr Paul Chan, at the Opening Ceremony of BIT Week 2025 today (April 13):

(member of the Standing Committee of the 14th National Committee of the Chinese People’s Political Consultative Conference) (Vice Governor of Jiangsu Provincial People’s Government) (Director-General of the Department of Educational, Scientific and Technological Affairs of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region), Peter (Chairman of the Hong Kong Trade Development Council (HKTDC), Dr Peter Lam), Margaret (Executive Director of the HKTDC, Ms Margaret Fong), distinguished guests, ladies and gentlemen,

It is my pleasure to welcome you all to Hong Kong’s Business of Innovation and Technology (BIT) Week. As Margaret eloquently highlighted, this week features a dynamic series of exhibitions, dialogues, summits and festivals – each designed to spark collaboration, inspire innovation and seek to map the future of the digital economy.

To our international guests: a very warm welcome to Hong Kong, Asia’s World City.

Allow me to take a moment to highlight why Hong Kong is the ideal strategic destination for innovation and technology businesses.

In addition to our world-class infrastructure and business-friendly environment mentioned by Margaret, Hong Kong’s “one country, two systems” arrangement has set us apart from any other city in Asia. To name just a few of our unique strengths, we have –

    • first, convenient access to the vast Chinese Mainland and Asian markets;
    • second, a trusted common law system and strong intellectual property protection;
    • third, the convergence of Mainland and international data and capital; and
    • fourth, a thriving international talent pool that attracts and nurtures the top minds from around the world.

These strengths have made Hong Kong a premier launchpad for companies looking to scale up their business in Asia and beyond.

Today, we are home to over 4 700 startups, and 28 per cent of their founders come from outside the city. For a glimpse of this dynamism, I encourage you to visit InnoEX, which showcase the ingenuity of our startups and talent, with groundbreaking innovations ranging from AI and robotics to green tech, smart mobility, and much more.

In fact, we have been ranked the world’s second most innovative cluster for five consecutive years.

Ladies and gentlemen, we gather at a pivotal moment. We are witnessing a shifting global landscape marked by a daunting trade war and technological fragmentation. Trade patterns, industrial chain, supply chain and partnerships are being reshaped. In this “new normal”, many businesses will have to find new collaborators, explore untapped markets and embrace more agile business models.

In these turbulent times, Hong Kong remains open and welcoming to businesses and talent from all over the world. We are eager to establish new connections and forge new partnerships. These are in our DNA. Rest assured that our free port status and free trade policy remain unshaken. We are firm in our commitment to the free flow of capital, goods, talent and information.

Let me conclude by extending my gratitude to my government colleagues, the HKTDC, and all the exhibitors and partners who have brought the BIT Week to life. To our visitors: beyond networking and conducting business, please take some time to explore this vibrant city, not just our scenic hills, stunning coastlines and beautiful outlying islands, but also the 200+ Michelin-recommended restaurants. We impose no duty on wine. Coldplay was performing in our world-class Kai Tak Stadium. The Palace Museum and M+ museum are just across the harbour.

I am sure you will enjoy the city, and wish you all the best of business and health for the time ahead. Thank you very much.

  • MIL-OSI United Kingdom: £121 million boost for quantum technology set to tackle fraud, prevent money laundering and drive growth

Source: United Kingdom – Government Statements

    Press release

£121 million boost for quantum technology set to tackle fraud, prevent money laundering and drive growth

The UK government is investing £121 million in quantum technology to tackle crime, fraud, and money laundering, while reinforcing its global leadership in the field and driving economic savings.

    • A new £121 million investment in quantum, a novel technology with huge potential, will bolster the UK’s world-leading research programmes.
    • Developing and rolling out quantum will bring a range of benefits to working people, including improved healthcare systems and boosted energy efficiency in the grid.
    • Areas such as crimefighting, tackling fraud and preventing money laundering will also benefit, putting more money in working people’s pockets and driving economic growth.
    • Investment will see more opportunities to create the next generation of quantum researchers through talent and skills schemes, supporting the government’s Plan for Change.

Cutting-edge quantum technology is being put to work to deliver the government’s Plan for Change, with a new £121 million investment to help tackle challenges including crimefighting, spotting the first signs of fraud and halting money laundering which could save billions for the economy.

To coincide with World Quantum Day (Monday 14 April), the funding is being made available over the next year to expand the use of the technology, which uses the properties of the universe’s smallest particles to build ultra-powerful computers and sensors. This will further secure the UK’s position as a world-leader in quantum as part of the government’s long-term commitment to the sector.

Today’s investment is also giving the next generation of researchers to the opportunity to bring their ideas for health, cybersecurity and beyond to life. Their innovations, like quantum technologies for tackling fraud, could birth thousands of jobs and the businesses of tomorrow – supporting the Government’s economic mission and the Plan for Change.

This is the latest part of the UK’s National Quantum Technologies Programme: which sets out the long-term effort to back early-stage research, and support getting quantum technologies out of the lab and onto the marketplace. It sets the UK on the pathway to deliver its ambitious National Quantum Missions – our plan to make this tech deliver for the private and public sectors.

Secretary of State for Science and Technology, Peter Kyle said:

Quantum – manipulating the universe at its smallest scale – has the potential to save millions for our economy, create thousands of jobs and improve businesses across the country – stopping fraudsters in their tracks, protecting our bank accounts and more.

Backing our world-class quantum researchers and businesses is an important part of our Plan for Change.

The UK is home to the second largest community of quantum businesses in the world and this investment means they can go further paving the way for new quantum tools and products that make our lives easier, fuel growth, and help us tackle the great challenges of our era.

    Examples of use

The technology is already being harnessed, by using quantum computing’s unique ability to analyse complex data and detect subtle patterns, to tackle fraud, one of the biggest challenges facing society, which currently costs the economy £2.6 billion each year.

Quantum specialists at HSBC bank have been working with government backed partners like the National Quantum Computing Centre (NQCC)to find ways quantum can be used to identify the indicators of anti-money laundering. The support for the NQCC and other cutting edge facilities across the UK, that we are announcing today, is making this research possible.

This project is proof that, with strong support from the government, researchers can harness quantum technologies to benefit working people, nationwide – in this case, protecting their bank accounts from would-be fraudsters and sparing them the lost time and heartache this crime can cause.

The UK quantum sector is world-leading and home to the second largest community of quantum companies globally, behind only the US.This investment is the latest drive to deliver the government’s goal to unleash economic growth across the country as part of the Plan for Change, by leveraging the potential for breakthrough technologies like quantum to deliver new products, create new businesses, and support high-skill jobs. It builds on commitments such as the AI Opportunities Action Plan, which will also benefit the UK’s quantum innovators.

    Notes to editors:

    Full breakdown of today’s investment:

    • £46.1 million through Innovate UK to accelerate the deployment of quantum technology across a range of sectors, including computing, networking, PNT (position, navigation and timing) and sensing.

    • £21.1 million to further the work of the National Quantum Computing Centre, including their testbed programme with Innovate UK, with support from the Quantum Software Lab to accelerate the discovery of more ways that quantum can overhaul how we work and solve problems.

    • £10.9 million for the National Physical Laboratory’s (NPL) quantum measurement programme to encourage more businesses to make full use of the technology

We’re also backing the next generation of leaders in quantum research to maintain the UK’s position as a pioneering nation in quantum technologies with:

£24.6 million in funding from EPSRC for the five research hubs announced last year, including a £3 million investment into training and skills programmes.

    • £15.1 million being awarded to 11 Quantum Technology Career Acceleration Fellowships, by UKRI EPSRC, to find more real-world applications for quantum, from drug discovery to disease diagnostics

    • £4.3 million from Science and Technology Facilities Council to back early- career researchers and Quantum- enabled apprenticeships.

Today’s announcement includes a round up of earlier investments from ESPRC and Innovate UK, including support for the five research hubs and the Quantum Missions Pilot competition, bringing the total commitment from the UK Government over the next 12 months to £121 million.

This announcement comes as the government marks World Quantum Day, an international initiative promoting awareness of the vast capabilities of quantum science and technology. 53 countries are hosting events, from research programmes to conferences.

What is Welnax Bioclear (Welnax Reviews)

Welnax BioClear is a revolutionary light therapy device that helps to improve the health of toenails through non-drug, non-surgical technology. Producing specific light wavelengths that can penetrate through the nail bed, it attacks fungal infections along the way as well as treating conditions such as discoloration, brittleness, and thickening of nails.

In contrast to conventional treatments like antifungal tablets or creams (usually side effect inducing with long courses of treatment—Welnax BioClear provides a safer, more convenient option.

The phototherapy component of its mode of action is designed to break down and destroy fungal cells without damaging nearby skin or nail tissue, ultimately leading to healthier, clearer nails with ongoing use.

One of the greatest things about it is that it’s so easy to use. Its lightweight, small size makes it easy for anyone to treat their toenails at home with no messy application, discomfort, or repetitive visits to the doctor’s office. Just place the device over the affected toenail, flip on the light therapy, and it’ll get to work.

The increasing popularity of light therapy on medical and cosmetic markets is testimony to its use as a non-surgical option. Visible improvements are reported by the majority of users within weeks, with usage leading to increasingly dramatic results.

If you have become frustrated with recurring toenail problems and need a break from traditional treatments, Welnax BioClear might be the revolution you are waiting for.

    How Welnax BioClear Works

Laser Penetration – The unit possesses 18 antifungal laser beams which penetrate deep into the nail bed, down to the root where the fungal cells are located. The impact damages the fungus’s DNA, stopping the fungus from growing.

Thermal Effect – Along with laser treatment, the device also sends out gentle heat, which breaks down the fungus and promotes faster healing. The combination of heat and light ensures that the entire fungus is removed.

Non-Invasive & Drug-Free – Unlike oral antifungals, which have the reputation of being accompanied by side effects such as liver toxicity or skin rashes, Welnax BioClear is a completely natural, chemical-free approach.

Encourages Healthy Nail Growth – By removing the infection from the start, the device allows for the development of new healthy nails instead of the infected ones.

Low-Level Laser Therapy (LLLT) is also recommended by skin and nail physicians. It is safe, painless, and proved to be effective for nail fungus. You can enjoy healthier and clearer nails with Welnax BioClear without worrying about side effects of frequent treatments.

The Problem with Toe Nail Fungus (Welnax Bioclear reviews)

Toenail fungus, or onychomycosis as it is referred to medically, is a humiliating and frequently embarrassing condition that afflicts millions of individuals worldwide.

What begins as an apparently harmless nail discoloration or nail thickening can quickly turn into a persistent, unsightly, and occasionally painful condition that’s hard to get rid of.

To those afflicted, it’s more than a cosmetic problem. The condition erodes self-esteem so that individuals conceal their feet in closed-toe shoes even in warm weather or feel humiliated at the beach, the pool, or even in intimate situations. It’s one of those afflictions that isn’t life-threatening, yet it has a huge effect on everyday life—particularly when the condition persists for years without relief.

The real problem is that toenail fungus is so difficult and slippery to eradicate. It’s not a rash or skin irritation that you can send packing with a couple of applications of cream.

Fungal spores are incredibly resilient, penetrating deep beneath the nail bed where most topicals are unable to reach. The infection likes warm, dark, damp environments—like the inside of shoes—and often resists treatment.

Creams and ointments, regardless of their price or promise, frequently just scratch the surface—literally. They cover the surface of the nail without reaching deep enough to eliminate the fungus at its origin.
And oral antifungal drugs might bring some degree of relief but have their own horror stories to deal with. These drugs can cause nasty side effects, such as headaches, stomach pain, liver toxicity, and hazardous interactions with other drugs.

Even more disheartening, most of these drugs must be taken for months at a time—and even then, they don’t always produce long-term effects.

Aside from the health concern, there is a monetary factor that also adds up fast. Individuals invest hundreds—if not thousands—of dollars in doctor appointments, prescriptions, over-the-counter medication, pedicures that purport to “cleanse” the nails, and “miracle” vitamins, all in the hope of getting healthy nails.

Some others try hazardous home remedies, such as vinegar or bleach soaks, that create even more problems.

And for those who opt for professional laser treatments—arguably the most effective conventional option—the costs skyrocket into the hundreds per session, often requiring multiple appointments over several months.

Add travel time, clinic wait times, and the anxiety of recurring symptoms, and you’ve got a problem that feels downright inescapable.

Perhaps the most disabling part of the toenail fungus struggle is the emotional one.

It’s easy for people who haven’t suffered from it to brush it off as something minor. But anyone who has struggled with this condition can remember the hopelessness of trying another round of treatment only to have the infection persist—or worse, spread.

It’s frustrating to think you’re doing everything correctly—washing your feet every day, trimming your nails, applying antifungal sprays—and not getting any better.

People suffer in silence with the condition, conceal their feet, and don’t discuss it due to stigma.

Shame, embarrassment, and feelings of helplessness exist. You cannot simply will your nails to be clean and healthy. You require a proper treatment—something that goes beneath the surface to combat the fungus from the inside out.

Introducing Welnax BioClear, a breakthrough treatment that doesn’t camouflage the issue but rather targets it with cutting-edge, scientifically tested technology.

This over-the-counter, handheld unit uses Low Light Laser Therapy (LLLT) to penetrate the nail bed and kill fungal cells at their source—where creams and ointments can’t.

It’s a painless, chemical-free, and drug-free solution to conventional treatments, doing away with the need for toxic oral medications and messy creams. It only requires seven minutes a day to start reversing months or years of fungal growth.

And unlike laser therapy at the office that costs an arm and a leg, Welnax BioClear is a one-time expense that users can count on daily from the comfort of their own homes.

It not only claims to cure the issue of toenail fungus—it does so with ease, convenience, and guarantees.

In a world full of broken cures and unsuccessful treatments, Welnax BioClear is the genuinely effective, inexpensive, and safe answer to a problem far too many individuals have suffered in silence for far too long.

What are the benefits of Welnax Bioclear (Welnax Reviews)

On the surface, Welnax BioClear may seem like nothing more than a small device intended to cure toenail fungus.

But in reality, it’s so much more than that. It is your silent warrior in the battle against a frustrating and all-too-common condition that has likely had you feeling not in control for far too long.

Does it leverage proven technology? Yes.

Does it produce actual results? Yes.

But the true magic lies in how it transforms your confidence, enhances your day-to-day living, empowers your sense of control—and ultimately, changes your life.

Let’s take a deeper look at how Welnax BioClear benefits you—not just on the surface, but far beyond.

    Immediate Benefits: Your Quick Wins

    1. It Targets the Fungus at the Source
Welnax BioClear isn’t just another lotion that coats the surface. It employs Low Light Laser Therapy (LLLT) to penetrate through your nail and target the fungal infection down below under the nail bed. That’s where the fungus lives—and that’s where this technology gets in to work its magic. You’re not covering up symptoms anymore; you’re actually treating the source of the issue, something most over-the-counter treatments can’t do.

    2. Healthier, Cleaner Nails Begin to Regrow
The longer you keep using the product, the more you’ll see your nails smooth out, clear up, and get more luminous. Yellowing discoloration, thickening, or that horrendous crumbly texture will be a thing of the past. Your nails will, instead, grow stronger, which is a huge win—not only aesthetically, but for your nails’ overall health.

    3. You Get a 100% Pain-Free, Chemical-Free Treatment
There is no burning, no stinging, and no danger to your liver from oral drugs. Welnax BioClear works gently and non-invasively, so you can get the results you want without having to suffer from unpleasant side effects. This is especially great if you’ve got sensitive skin, allergies, or just want a treatment that doesn’t feel like punishment.

    4. It’s Fast and Easily Fits into Your Day
Each session takes just seven minutes. You can use it while watching TV, checking your email, or preparing for bed. No mess, no hassle, and no complicated setup. Simply put it over your nail, press a button, and let it work its magic as you go about your day.

    5. In the Long Run, You Save Money
Let’s be real here—most individuals who suffer from toenail fungus spend plenty of money in the long term. From medical visits, the expense of renewing prescriptions, to the cost of over-the-counter creams that just don’t work, the funds can add up really quickly. With Welnax BioClear, there is only a single investment that eliminates all of that residual spending, offering a genuine long-term solution without depleting your bank.

    6. You Can Take It Anywhere

    Long Term Benefits: Life-Changing Results

    1. You Finally Feel Comfortable Showing Your Feet
You don’t know how much toenail fungus hurts your self-esteem until it’s gone. Suddenly, you’re not ashamed to expose your feet in public, you’re not avoiding sandals, and you’re not apologizing for the way your toes look. Whether you’re strolling on the beach barefoot, hanging out around the pool, or gliding into summer shoes, you’re feeling good again. That matters.

    2. You Break the Cycle of Failure and Frustration
If you’ve attempted hundreds of pills and creams, yet experienced minimal or no real change, it’s little wonder despair has taken hold. Welnax BioClear shatters the vicious cycle. This is not another broken promise, but a solution founded upon real science and tangible results. The instant you notice the unmistakable signs of your recovery, a wave of relief washes over you. Hope once more starts to grow. This type of change in attitude can literally transform your life.

    3. You Connect Intimately Without Self-Consciousness
Fungus on the feet is a sneaky relationship stretcher. Maybe you’ve kept your partner at arm’s length, afraid of physical intimacy, or avoided affection because you felt self-conscious about your feet. Taking care of your nails does more than make you look better—it makes you feel better about being in your own skin. That sense of self-confidence carries over into every encounter, especially those that are most meaningful.

    4. You Take Charge of Your Own Health Journey
You feel the independence when you drive your own care—on your own terms, unencumbered by prescription, clinics, and the constant nag of needing to follow up. Welnax BioClear gives you that very independence. It grants you the freedom to set your own course for healing. No need to place faith in others as you move forward.

    5. You Let Go of the Worry That It’ll Come Back
One of the worst fears people have with toe nail fungus is the constant worry that it will return, even when it seems to have cleared up. Welnax BioClear doesn’t just eliminate the infection you currently have; it fortifies your nails and defends you against any future invasions.
    That peace of mind? Priceless.
You don’t question your own cleanliness anymore. You don’t panic every time your toe stubs or appears a bit unusual. You just keep on living.

    6. You Enjoy a Life Without Limits and Shame
Toenail fungus is more than just about looks—it’s a limiter of wardrobe options, of destinations, of even your own self-image. With healthy, clear nails, those subtle concessions disappear. You wear what you want. You walk with confidence. You hold your head a bit taller. You smile more readily. That is not vanity—that is freedom.

    7. You Save Time, Energy, and Emotional Drain
No more hunting for miracle cures. No more reading reviews for the next useless cream. No more standing in front of the pharmacy shelf torturing yourself over what to try next. Welnax BioClear cuts through the hype. It simply works. The peace of mind that comes from having one product that can do the job at hand is, in itself, a blessing.
In fact, Welnax BioClear not only makes you have healthier nails, what it really gives you is confidence, control, relief, and freedom.
It’s more than just curing a fungal infection; it’s really about healing the effect that infection has had on your life.
When you care for your nails, you care for so much more. That’s the benefit that really matters.

Welnax BioClear Pricing & Discounts — Why It’s a Steal

    Let’s talk real numbers.

Welnax BioClear isn’t just effective—it’s surprisingly affordable. When you compare it to the mountain of ongoing costs from traditional treatments like doctor visits, prescriptions, antifungal creams, and clinic-based laser therapy, this device starts to look like a straight-up bargain.

Right now, Welnax is offering up to 50% off, depending on how many units you grab:

    • ✅ 1 Device – $99.90 (previously $199.99 )
    • ✅ 2 Devices – $149.90 (previously $398.80)
    • ✅ 3 Devices – $179.90 (previously $599.7)
    • ✅ 4 Devices – $199.90 (previously $799.60 )

That means you can get rid of your toenail fungus for less than the cost of one clinical laser session (which often runs $200–$400 per visit—and you’ll likely need multiple sessions).

Even prescription oral antifungals can cost $60–$120 per refill, not to mention potential liver testing, doctor follow-ups, and risk of side effects. Add it up over time, and you’re easily looking at $500+ a year.

Now compare that to a one-time payment of just $99.90, and you get to keep the device, use it at home, and even share it with family (with proper hygiene precautions).

But let’s zoom in even more—this is the kind of purchase that costs:

    • Less than 2 large pizzas and a soda night out
    • Less than 4 fancy Starbucks drinks
    • Less than your monthly Netflix + Spotify combo
    • Less than one pair of trendy sneakers you’ll only wear occasionally

For something that could restore your confidence, fix your nails, and finally solve a long-standing health issue? That’s a no-brainer. You’re not just buying a device—you’re buying freedom from an annoying, recurring problem. And at this price, it’s one of the smartest health investments you can make.

  • MIL-OSI Global: Humanity depends on the ocean — Here is what we need to prioritize for immediate ocean science research

Source: The Conversation – Canada – By Brad deYoung, Robert Bartlett Professor of Oceanography, Memorial University of Newfoundland

Humankind is inextricably dependent on the ocean. Many of our greatest civilizations have thrived on the rim of the ocean. Today, we are more reliant than ever on the ocean for our economic, social and physical well-being.

Maritime activities, from global trade to tourism, exceed US$3 trillion annually. The “ocean economy” is the fourth largest in the world. Furthermore, our global economic vitality is largely due to the cost-effective nature of ocean transportation, which contributes to the reduced price per ton of shipped goods.

From submarine cables to shipping, fisheries and aquaculture, we are increasingly reliant on the blue economy. Roughly 20 per cent of the animal protein that we eat comes from marine fish.

The ocean has changed dramatically in the past century, and we expect more change to come. Collapses of fisheries, coral reefs, shark populations and other species — along with increased dead zones, red tide blooms and invasive species — have followed increased human development, industrial use of the sea, climate change and pollution.

Humanity is at a social, political, environmental and scientific nexus point.

We are a group of researchers and experts who served on a committee of the U.S. National Academy of Sciences, Engineering, and Medicine to advise the National Science Foundation on forward-looking approaches to investing in ocean science research, infrastructure and workforce development.

We considered the question: What vital research must we pursue now, and what investments must we make to achieve ambitious research goals?

Our scientific efforts must focus on the key gaps in our predictive knowledge, and on the critical pathways and thresholds for ocean change. We should support ocean science to prepare for the future.

    Readying ocean science

Given limited resources and rapid changes, we need to consider how to set priorities. Our committee offered a distinction between urgent and vital research: urgent research is time-sensitive, with immediate relevance to emerging regional and global issues, while vital research transforms our ability to grapple with rapid changes in the ocean and the Earth system.

Our ability to observe, model and understand the ocean has greatly increased in recent years.

For example, Argo — an ocean weather observing system — provides a global view of water properties around the planet. Argo has expanded our understanding of the global ocean and has significantly improved weather forecasts.

In addition, research on the impact of climate shifts on ocean species is more accurate, helping us to understand the impact of these shifts on carbon sequestration, shoreline protection from storms and tipping points in interconnected ocean systems.

The growing focus on links between the chemical, physical, geological and biological states of the ocean, and planetary climate states, provides a much-improved structure for forecasting the state of the ocean.

    Healthy oceans, healthy people

A focus on human well-being and its dependence on ocean processes can provide an important connection that places ocean sciences in key conversations related to human health.

When it comes to understanding the importance of ocean and climate, we need to determine how the ocean’s ability to absorb heat and carbon dioxide will change. While the ocean presently absorbs 90 per cent of global heat and roughly 30 per cent of carbon dioxide, changes in the physical and biological ocean will likely slow these rates, leading to accelerated atmospheric warming.

Related to this climate question, how will marine ecosystems respond to changes in the Earth system? Declining ecosystem resilience will likely have strong negative impacts on food supplies and livelihoods.

Can we develop new understanding that will support model forecasts to determine the effects of warming, acidification and de-oxygenation on marine life?

Another challenge is to improve our ability to forecast extreme events driven by ocean and seafloor processes. Marine earthquakes, tsunamis, hurricanes and storm surges are natural processes that pose serious risks to human well-being. Societal vulnerability to these extreme events can be profound.

As our built coastal infrastructure expands, and climate change shifts patterns of such extreme events, it is critical to improve our ability to observe, understand and forecast extreme events.

    Investing in ocean futures

Ocean research depends on continued funding of basic studies and investment in key ocean science infrastructure. We must integrate emerging technologies, artificial intelligence and expanded use of existing ocean infrastructure such as globally ranging research vessels, global drifters that float on the ocean surface and gather information, underwater communication cables and coastal marine laboratories.

International co-operation is needed since few of these challenges are truly local. A move towards more collaborative, transdisciplinary research is necessary, alongside an expanded ocean science workforce with training and knowledge well beyond those of traditional disciplines.

Our assessment of the state of ocean science in the United States identified key infrastructure required to address these challenges.

For example, while advances in autonomous vehicle technology offer many opportunities, there will remain a need for specialized research ships that can operate in coastal and deep-sea waters and ice-covered regions to drill for** seafloor samples. Globally, there has been a decline in available ships to support ocean research.

Likewise, nearly 100 marine laboratories dot U.S. coastlines, providing training, access and research for thousands of students each year. The development of this infrastructure offers opportunities for international collaboration and cooperation with private sector partners. It may also be that some of the existing infrastructure, such as the Ocean Observatories Initiative, needs to be reconsidered in light of shifting priorities and developing technologies.

    Collective action

We differentiate between urgent and vital ocean science research priorities.

While the urgent will continue to demand our attention — the next coral bleaching event, the latest fisheries collapse — it is our commitment to the vital research priorities identified in the report that will ultimately determine our ability to steward rather than merely react to complex changes in the oceans.

Our work offers a compass, but navigation requires collective action. Research institutions must transform their approach: restructuring tenure and promotion criteria to reward transdisciplinary investigations, supporting reskilling and upskilling of faculty, and preparing an innovative, adept workforce.

Policymakers must create frameworks that value long-term investigation. And citizens must advocate for sustained investments in ocean science that transcend political cycles. The ocean’s future — and our own — depends on our willingness to pursue what is vital.

  • MIL-Evening Report: ‘Trump fatigue’ is putting Kiwis off the news, with trust in media still low – new report

Source: The Conversation (Au and NZ) – By Merja Myllylahti, Senior Lecturer, Co-Director Research Centre for Journalism, Media & Democracy, Auckland University of Technology

    Getty Images

The news media is doing its best to keep everyone up to speed with the pace of Donald Trump’s radical changes to the world order.

But in Aotearoa New Zealand, where avoiding news is more common than in other countries, many of us are blocking our ears to it all.

In 2025, “Trump fatigue” is now one of the key reasons 73% of New Zealanders say they actively avoid the news to some extent. For context, in Finland (where trust in news is highest), avoidance sits at only 21%.

For our 2025 Trust in News report, we asked New Zealanders why they were avoiding the news and analysed 749 responses. A couple of quotes give a sense of what we found:

“Trump, Trump, Trump and no real investigative news.” – Female, European/Pākehā, aged 55-64, party vote Labour in 2023.

“I actively avoid any news of Donald Trump. If I hear any extreme right-wing views on the news […] I will turn it off. There is no place for that.” – Female, European/Pākehā, aged 35-44, party vote National in 2023.

This fatigue appears to cross age, gender and even political boundaries. Incessant news about the unpredictable United States president had similar effects on a middle-aged Pākehā woman who voted National, an elderly Māori woman who voted Labour, and a middle-aged Pākehā who identified as “another gender” and voted Te Pāti Māori.

Many said Trump-related reporting encouraged them to disengage from news entirely, or at least selectively avoid US politics.

Other reasons for avoiding the news were familiar to us from earlier research: the overwhelming negativity, perceived political bias from journalists, sensationalism and the repetitive nature of the news cycle.

    The trust puzzle

To measure general trust in news, we asked respondents to what extent they feel they can “trust most news most of the time”. The numbers agreeing with that statement have plummeted in New Zealand faster than in comparable countries, from 53% in 2020 to 33% in 2024.

The slide has slowed, however, with general trust levels falling just one percentage point to 32% in 2025.

We also asked respondents how much they agreed with this statement: “I think I can trust most of the news I consume most of the time.” Those who agreed stayed steady at 45%.

And trust in all the New Zealand news brands we asked about had improved. Overall, trust in news appears to be stabilising, albeit at low levels.

That may be better news for a functioning democracy, but our latest report also shows the number of New Zealanders “interested” or “very interested” in the news has dropped, from 72% in 2024 to 69% in 2025.

At the same time, New Zealand has among the highest overall levels of interest in the news (92% at least “somewhat interested”) when compared internationally.

This is something of a paradox, given the high numbers of news avoiders, with one-third (34%) of those surveyed saying they are “worn out by the amount of news these days”.

Similarly, sizeable majorities say they are “highly interested” in international news (70%) and political news (60%). Yet many feel overwhelmed by the number of stories dealing with Trump, Gaza and Ukraine.

One male respondent, 55-64 years old, said: “I try to Trumptox as much as is possible. He’s hard to escape currently, so I find myself [going] near news generally less and less to avoid the creep.”

    Politics and the news

We also wanted to better understand the links between trust in news and politics, so this year we asked for respondents’ political leanings.

Going by 2023 party vote, approximately 64% of those on the right and 54% on the centre-right believe you can’t trust the news. Those who trust the news most tend to be centre-left (46%) and left (40%).

Those who voted ACT or NZ First in 2023 were more likely to avoid the news often. Those who distrust publicly-owned broadcasters RNZ and TVNZ tended to be on the right of the political spectrum, while those who distrust Newstalk ZB tended to be on the left.

Social media as a news source

The latest Reuters Institute survey of 47 countries found the use of Facebook for news had declined four percentage points in a year, with 26% of respondents now using it as a source.

In New Zealand, the trend is the opposite. Facebook continues to be the main social media news source, rising from 53% in 2024 to 58% in our 2025 survey.

But YouTube is growing fastest as a news platform in New Zealand: 43% of people in 2025 use the video-sharing platform as a news source, rising from 33% in 2024.

Facebook, YouTube and Instagram are now among the seven most-used news sources in Aotearoa New Zealand. In order, according to our survey, these are Stuff, TVNZ, the New Zealand Herald, Facebook, YouTube, RNZ and Instagram.

    AI in the newsroom

New Zealand newsrooms have rapidly adopted artificial intelligence (AI) tools in news gathering and production. One recent report suggested most story selection and placement on a major local news site is managed by AI.

It remains to be seen how far into news production this trend will continue. But when we asked our survey respondents if they were comfortable with news mostly produced by AI with some human oversight, approximately 60% said no. Only 8% were comfortable with news mainly produced by AI.

Conversely, when we asked about news produced mainly by human journalists with assistance from AI, 26% were comfortable and 35% felt uncomfortable. At the moment, then, New Zealanders seem to be generally wary of news produced or assisted by AI.

Change is the only constant in New Zealand’s turbulent news media sector. As new complexities like AI emerge, the trust puzzle will become more complex too. Next year’s survey will give us a better sense of where these trends and attitudes are heading.

The authors do not work for, consult, own shares in or receive funding from any company or organisation that would benefit from this article, and have disclosed no relevant affiliations beyond their academic appointment.

XploraDEX is also granting early adopters front-row access to launchpad token sales and exclusive trading modules available only to $XPL holders.

    The Final Phase Is Here

Once the $XPL PreSale ends, $XPL will be listed on major XRPL-based decentralized exchanges at a higher price point. Platform rollouts, staking programs, and AI feature deployments will follow immediately—giving early investors a clear edge. This is your last chance to be part of the protocol’s foundation and share in the upside as adoption accelerates.

If you’ve been watching XploraDEX rise from concept to presale success, this is your final call to join the ranks of first movers. There are just 9 days left before this door closes—and based on current momentum, the final allocation won’t last that long.

THE CHAIR OF THE UNITED STATES INTERNATIONAL TRADE COMMISSION
SUBJECT:       Clarification of Exceptions Under Executive
Order 14257 of April 2, 2025, as Amended
In Executive Order 14257 of April 2, 2025 (Regulating Imports With a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits), I declared a national emergency arising from conditions reflected in large and persistent annual U.S. goods trade deficits, and imposed additional ad valorem duties that I deemed necessary and appropriate to deal with that unusual and extraordinary threat, which has its source in whole or substantial part outside the United States, to the national security and economy of the United States.
In Executive Order 14257, I stated that certain goods are not subject to the ad valorem rates of duty under that order.  One of those excepted products is “semiconductors.”  The subsequent orders issued in connection with Executive Order 14257 — i.e.,  Executive Order 14259 of April 8, 2025 (Amendment to Reciprocal Tariffs and Updated Duties as Applied to Low-Value Imports from the People’s Republic of China), and the Executive Order of April 9, 2025 (Modifying Reciprocal Tariff Rates to Reflect Trading Partner Retaliation and Alignment), (Subsequent Orders) — incorporate the exceptions in Executive Order 14257, including for “semiconductors.”
That term’s meaning includes the products classified in the following headings and subheadings of the Harmonized Tariff Schedule of the United States (HTSUS):
    ·       8471

    ·       85415100
    ·       85415900
    ·       85419000
    ·       8542
To the extent that the HTSUS does not currently fully reflect the products listed above as excepted from the ad valorem duties imposed under Executive Order 14257 and the Subsequent Orders, the HTSUS shall be modified by inserting in numerical order the headings and subheadings listed above into subdivision (v)(iii) of U.S. note 2 to subchapter III of chapter 99, effective as of 12:01 a.m. eastern daylight time on April 5, 2025.  Any duties that were collected at or after 12:01 a.m. eastern daylight time on April 5, 2025, pursuant to Executive Order 14257 and the Subsequent Orders, on imports that are excepted under Executive Order 14257 and the Subsequent Orders because they are “semiconductors,” as explained in this memorandum, shall be refunded in accordance with U.S. Customs and Border Protection’s standard procedures for such refunds.

  • MIL-OSI Security: Tech CEO Charged in Artificial Intelligence Investment Fraud Scheme

Source: Federal Bureau of Investigation (FBI) State Crime Alerts (c)

Former CEO of Nate, Inc. Charged with Making False Claims About His Company’s Artificial Intelligence Technology

Matthew Podolsky, the Acting United States Attorney for the Southern District of New York, and Christopher G. Raia, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today an Indictment charging ALBERT SANIGER, the former Chief Executive Officer of Nate, Inc. (“nate”), with engaging in a scheme to defraud investors and prospective investors of nate by making false and misleading statements about nate’s use of proprietary AI technology and its operational capabilities.

Acting U.S. Attorney Matthew Podolsky said: “As alleged, Albert Saniger misled investors by exploiting the promise and allure of AI technology to build a false narrative about innovation that never existed. This type of deception not only victimizes innocent investors, it diverts capital from legitimate startups, makes investors skeptical of real breakthroughs, and ultimately impedes the progress of AI development. This Office and our partners at the FBI will continue to pursue those who seek to harm investors by touting false innovation.”

FBI Assistant Director in Charge Christopher G. Raia said: “Albert Saniger allegedly defrauded investors with fabrications of his company’s purported artificial intelligence capabilities while covertly employing personnel to satisfy the illusion of technological automation. Saniger allegedly abused the integrity associated with his former position as the CEO to perpetuate a scheme filled with smoke and mirrors. The FBI will continue to investigate any business owner who withholds material information to encourage additional investments.”

According to the allegations contained in the Indictment:[1]

In or about 2018, SANIGER founded nate, an e-commerce company that launched the nate app. SANIGER marketed the nate app as a universal shopping cart app that simplified online shopping by enabling users to “skip the checkout” on retail website by reducing the checkout process to a “single tap.” For example, if a consumer found a pair of sneakers that they wanted to purchase on a particular e-commerce site, the user could buy the sneakers by opening the nate app and clicking “buy.” The nate app purported to take care of the remainder of the checkout process through AI: selecting the appropriate size, entering billing and shipping information, and confirming the purchase.

Nate distinguished itself from other e-commerce companies and apps through a single defining feature: the ability to intelligently and quickly complete retail transactions across all e-commerce sites through the use of AI technology. SANIGER repeatedly told investors and the public that the company’s app used proprietary AI technology to autonomously complete online purchases on behalf of users.

Based on representations about nate’s use of AI, SANIGER solicited investments from venture capital firms. In pitch materials transmitted to investors, SANIGER touted the company’s use of AI and represented that nate was “able to transact online without human intervention.” As prospective investors conducted due diligence, SANIGER repeatedly represented that—except for certain “edge cases” in which the AI failed to complete a customer transaction—the nate app was fully automated based on AI.

In reality, nate did not use AI to autonomously navigate the checkout process of e-commerce websites and complete purchases on behalf of users. While SANIGER had acquired AI technology from a third party and hired a team of data scientists to develop it, nate’s AI never achieved the ability to consistently complete e-commerce purchases. As SANIGER knew, at the time nate was claiming to use AI to automate online purchases, the app’s actual automation rate was effectively zero percent. SANIGER concealed that reality from investors and most nate employees: he told employees to keep nate’s automation rate secret; he restricted access to nate’s “automation rate dashboard,” which displayed automation metrics; and he provided false explanations for his secrecy, such as the automation data was a “trade secret.”

In truth, nate relied heavily on teams of human workers—primarily located overseas—to manually process transactions in secret, mimicking what users believed was being done by automation. SANIGER used hundreds of contractors, or “purchasing assistants,” in a call center located in the Philippines to manually complete purchases occurring over the nate app. In or about the fall of 2021, with the busy holiday shopping approaching, and despite his numerous prior representations that nate did not use bots (or “dumb bots”, as he referred to them), SANIGER directed nate’s engineering team to develop “bots” to automate some transactions on the nate app.  After creating the bots, nate used bots in addition to the manual teams to complete purchases that were purportedly being completed by AI technology.

SANIGER raised more than $40 million from multiple investors based in part on his representations to investors about nate’s development and deployment of AI.

    *                      *                      *

SANIGER, 35, of Barcelona, Spain, is charged with one count of securities fraud, which carries a maximum sentence of 20 years in prison, and one count of wire fraud, which also carries a maximum sentence of 20 years in prison.

The maximum potential sentences in this case are prescribed by Congress and are provided here for informational purposes only, as any sentencing of the defendant will be determined by the judge.

Mr. Podolsky praised the outstanding investigative work of the Special Agents from the FBI.  Mr. Podolsky also thanked the U.S. Securities and Exchange Commission, which has filed a parallel civil action.

The case is being handled by the Office’s Securities and Commodities Fraud Task Force and the Complex Frauds and Cybercrime Unit, and Assistant U.S. Attorneys Nicholas W. Chiuchiolo, Alexandra Messiter, and Sarah Mortazavi are in charge of the prosecution.

The charges contained in the Indictment are merely accusations and the defendant is presumed innocent unless and until proven guilty.

[1] As the introductory phrase signifies, the entirety of the text of the Indictment and the descriptions of the Indictment constitute only allegations, and every fact described should be treated as an allegation.

  • MIL-OSI: BexBack Launches New Promotional Packages: 100x Leverage, $50 Bonus, and No KYC for Crypto Traders

    Source: GlobeNewswire (MIL-OSI)

SINGAPORE, April 12, 2025 (GLOBE NEWSWIRE) — As Bitcoin continues to trade below $85,000 and analysts predict that the crypto market will remain volatile, holding spot positions may not generate short-term profits. Recent economic shifts, including policy announcements such as President Trump’s tariff decisions, have brought some stabilization, but the volatility remains. For investors seeking to maximize returns in these uncertain times, BexBack Exchange offers a powerful solution. With 100x leverage, a 100% deposit bonus, and a $50 welcome bonus for new users, BexBack empowers traders to seize market opportunities. And with no KYC requirements, it provides a seamless and efficient way to trade.

What Is 100x Leverage and How Does It Work?

Simply put, 100x leverage allows you to open larger trading positions with less capital. For example:

Suppose the Bitcoin price is $60,000 that day, and you open a long contract with 1 BTC. After using 100x leverage, the transaction amount is equivalent to 100 BTC.

One day later, if the price rises to $63,000, your profit will be (63,000 – 60,000) * 100 BTC / 60,000 = 5 BTC, a yield of up to 500%.

    With BexBack’s deposit bonus

BexBack offers a 100% deposit bonus. If the initial investment is 2 BTC, the profit will increase to 10 BTC, and the return on investment will double to 1000%.

Note: Although leveraged trading can magnify profits, you also need to be wary of liquidation risks.

How Does the 100% Deposit Bonus Work?
The deposit bonus from BexBack cannot be directly withdrawn but can be used to open larger positions and increase potential profits. Additionally, during significant market fluctuations, the bonus can serve as extra margin, effectively reducing the risk of liquidation.

    About BexBack?

BexBack is a leading cryptocurrency derivatives platform that offers 100x leverage on BTC, ETH, ADA, SOL, XRP, and more than 50 other major altcoins. Now with the AV Syndicate, investors can directly select deals from our carefully vetted opportunities, giving them the ability to create their own venture portfolio.”

AV and its team of ~40 venture investing professionals also ensure that AV investors have access to the firm’s diligence materials and opportunities to discuss the deal in live deal discussions prior to making an investment decision. Collins explains, “One week you might see a seed company that’s offering AI-powered visual inspection to manufacturers. The next might be a Series B company that’s developed a rapid test for sepsis, a leading cause of hospital deaths.”

Collins added. “We’ve always believed in empowering investors. The AV Syndicate is just the next evolution in delivering on that promise.”

  • MIL-OSI China: What to expect from 2025 consumer products expo in China’s Hainan?

Source: People’s Republic of China – State Council News

HAIKOU, April 12 — The 5th China International Consumer Products Expo (CICPE) will be held in south China’s island province of Hainan from April 13 to 18.

As China’s only national-level exhibition focused on consumer goods, this year’s edition emphasizes innovation and global collaboration.

One of the most noticeable highlights of the expo is its global participation and record scale. An estimated 71 countries and regions are set to participate, showcasing over 4,100 brands, including 65 Fortune Global 500 companies and industry leaders.

Slovakia will make its debut with a national pavilion, while Brazil’s Sao Paulo State, along with several others, will launch regional pavilions for the first time.

Britain, this year’s guest country of honor, will occupy over 1,300 square meters to display 53 brands spanning fashion, beauty, and home goods. Beijing, participating as a guest city for the first time, will feature a 400-square-meter themed exhibition zone.

Some exhibition zones spotlighting cutting-edge technologies and emerging trends are set to become another major highlight of the expo.

The tech innovation zone in Hall No. 1 features artificial intelligence (AI), smart homes, and low-altitude economy applications. Brands like Huawei, Tesla, and Unitree will demonstrate products such as their latest smartphones, humanoid robots, and AR glasses.

Live displays of low-altitude tech, such as Xpeng AeroHT’s “flying car” and EHang’s drones for cross-sea transport and tourism, will take center stage.

In the global lifestyle zone in Hall No. 4, luxury watches, cosmetics, and premium foods will offer visitors an immersive cross-border shopping experience.

This year’s CICPE will also offer visitors tech-driven experiences, with debut showcases of brain-computer interfaces, exoskeletons, and sleep assistance tech designed for elderly care.

Chinese provinces and municipalities will showcase their unique cultural heritage through innovative products. Meanwhile, international brands and Chinese time-honored names will unveil flagship products and heritage collections.

China’s Ministry of Commerce, one of the organizers of the expo, will launch the “Shop in China” campaign, a nationwide initiative promoting shopping, dining, and tourism.

The eco-friendly theme of the expo will be prominently featured throughout the event. The mascots, “Yuanyuan” and “Xiaoxiao,” inspired by Hainan gibbons, symbolize rainforest conservation. Expo branding seamlessly blends tropical elements with green concepts.

The “message-in-a-bottle” sculpture at Haikou’s iconic Cloudscape library symbolizes global cultural exchange. Similarly, the 2025 CICPE aims to become Asia-Pacific’s largest consumer goods expo, bridging global brands with China’s market and highlighting Hainan’s role as a key free trade hub.

    From research to start-up

“Research is funny like that,” Savannah said. “You never know where you going to end up.”

“I started out my PhD looking at carbon levels in soil, but soon discovered that soil moisture was impacting remote sensing satellite and drone data for carbon monitoring. What I also found, was there is no consistency in methods for monitoring soil moisture levels with optical satellite data.”

That’s when things shifted for Savanah. She saw the application of her scientific research for the purpose of solving real world industry problems.

Remote Water Analytics is in its infancy as Savannah finalises her PhD, but she’s already working with some clients. She’s using state-of-the-art remote sensing technologies, like satellites and drones alongside advanced data science, AI and machine learning to pull comprehensive insights into soil and water conditions.

“We can do soil moisture mapping as well as long and short-term soil monitoring. We can also provide geospatial data visualisation. Satellite data gives us near real-time access to accurate and actionable information,” she said.

Savannah said they can help small scale farmers or large agricultural operations to adopt more sustainable practices.

“To be honest, I was surprised there wasn’t already a product in market that could affordably, reliably and efficiently test soil moisture remotely.

“Soil sampling and testing is an expensive and labour-intensive endeavour, particularly over large areas when we’re dealing with large agricultural holdings.”

But it’s not just agricultural applications that Remote Water Analytics can deal with. Savannah is currently working with a local Canberra civil construction company who are developing a new Canberra suburb.

“Construction companies can’t work when it’s wet without damaging the surfaces which they have already carefully prepared. By accurately monitoring soil moisture levels, we can get them back on site as quickly and safely as possible after rain, ultimately helping them get their job done faster and realise real financial savings.”

    ACT Government business support

Earlier this year, Savannah attended the ACT Government’s first CBR Small Business Expo. Curious to see what was on offer, she came across the Access Canberra Business Assist Team.

“I overheard them speaking to someone else, and they sounded helpful,” she said.

“It got me thinking about whether there were any permits or licences I need to operate a soil and water management business.”

Like a true Canberran, and scientist, Savannah was keen to know that she was following all the correct processes and had all the right licences and permits.

After hearing Savannah’s story, the Business Assist Team got to work on her behalf, seeking advice across government, including from the ACT Environmental Protection Authority.

Kim from the Access Canberra Business Assist Team said they were glad to provide advice to Savannah.

“Savannah’s business is a bit niche, and we were able to give her peace of mind that she was compliant with necessary regulations,” said Kim.

    Savannah agreed.

“It was reassuring to be able to access the team by email and get confirmation that I had done the right things and was compliant in running my business,” she said.

As for what’s next for Savannah, her business is one of 24 across Australia participating in a business accelerator program run by the Commonwealth Government Department of Agriculture, Fisheries and Forestry.

“It’s a three-month accelerator program to support drought-resilience in Australian agriculture.

“I’m a scientist, so I’m looking forward to learning many of the skill sets I need to run and operate a successful start-up,” she said.

  • MIL-OSI USA: Congresswoman Maxine Waters Sends Letter to Secretary Kennedy Demanding Answers on Reported Elimination of HIV Funding

Source: United States House of Representatives – Congresswoman Maxine Waters (43rd District of California)

Washington, D.C. – Today, Congresswoman Maxine Waters (CA-43) sent a letter to the U.S. Health and Human Services Secretary Robert F. Kennedy Jr. demanding answers regarding the reported complete elimination of $700 million in Centers for Disease Control and Prevention (CDC) funding for HIV prevention.

In the letter, Congresswoman Waters slams the agency’s drastic and irresponsible actions that would have catastrophic consequences for public health, including critical prevention and screening services in our battle against HIV/AIDS.

“This decision is not just reckless — it is deadly. By eliminating HIV prevention funding, lives will be lost. People who rely on outreach programs for testing will go undiagnosed. Individuals who depend on prevention services will be left unprotected. Health systems that have worked tirelessly to combat this epidemic will be overwhelmed with preventable cases. This is an unconscionable abdication of responsibility by the federal government,” wrote Congresswoman Waters.

“NMAC is deeply grateful to Congresswoman Waters for her unwavering commitment to protecting HIV funding. The proposed cuts to HIV prevention would be catastrophic, threatening decades of progress in the fight against HIV. The community is deeply concerned by these potential reductions, but we take solace in knowing that Congresswoman Waters is on the frontlines, fiercely advocating for these critical resources,” said Harold Phillips, Deputy Director of Programs for NMAC.

  • MIL-OSI USA: House Foreign Affairs Committee Ranking Member Meeks, Frankel, Shaheen, Schatz Send Letter Objecting to Trump Administration’s Proposed Reorganization of USAID

Source: United States House of Representatives – Congressman Gregory W Meeks (5th District of New York)

Washington, DC – Today, Representatives Gregory W. Meeks (D-NY), Ranking Member of the U.S. House Foreign Affairs Committee, and Lois Frankel (D-FL), Ranking Member of the U.S. House Appropriations Subcommittee on National Security, Department of State and Related Programs, and U.S. Senators Jeanne Shaheen (D-NH), Ranking Member of the U.S. Senate Foreign Relations Committee, and Brian Schatz (D-HI), Ranking Member of the U.S. Senate Appropriations Subcommittee on State, Foreign Operations and Related Programs, sent a letter to Secretary of State Marco Rubio objecting to the Trump Administration’s proposed reorganization of the U.S. Agency for International Development (USAID). The lawmakers expressed a willingness to work with the Secretary on reforms but stated concern that the current plan violates federal law, further endangers lifesaving global health and humanitarian programs, overburdens the State Department, and damages U.S. credibility. They urged Secretary Rubio to testify before Congress and commit to a lawful and transparent reform process.

“It is critical that the Department of State and USAID undertake any reform or realignment in a transparent manner that adheres to applicable laws so that implementation is effective and sustainable. Unfortunately, that is not how you have pursued reforms and realignment to date, including through this CN. Not only has the process that produced the CN been unlawful, but its implementation would render it impossible for the Administration to lawfully comply with authorizing laws and spending directives enacted in recent appropriations bills and meet other statutory requirements,” wrote the lawmakers.

“In addition, we have serious concerns about the legal, financial, and national security risks the proposal will create.  The CN also does not address the proposed process for consolidating USAID operations into the State Department, including the requisite staffing, contracting, vetting, and oversight that would be required to maintain critical USAID programs, including lifesaving humanitarian and global health programs, without interruption.  The concurrent plan to fire all USAID staff — and therefore all expertise — raises further concern about disruptions to lifesaving programs and other critical harm to American workers, businesses, and implementing partners and increases the risk of waste, fraud, and abuse,” continued the lawmakers.

“The fundamental goal of any reform effort should be to strengthen the effectiveness of U.S. foreign policy, including by enhancing our capabilities. As proposed, this plan will overburden the State Department, jeopardize the continuity of programs that save lives and keep Americans safe at home, and further undermine U.S. credibility and reliability. We remain open to working with you on reforms, including reorganization proposals, pending your testimony before our committees on the foreign assistance review and related reorganization, responses to the questions and requests we have sent in prior letters regarding these matters and a demonstrated commitment to a transparent process that protects and advances U.S. national security interests,” concluded the lawmakers.

Full text of the letter is provided below.

    Dear Secretary Rubio:

We write to object to the Congressional Notification (CN) submitted to the Appropriations Committees, Senate Foreign Relations Committee and House Foreign Affairs Committee on March 28, 2025, notifying your intent to undertake a reorganization that would realign or discontinue all functions of the United States Agency for International Development (USAID).

We do not believe that the State Department, USAID or the broader foreign assistance enterprise should be immune from reform. In fact, we have supported many reform initiatives designed to maximize impact and ensure we have the best diplomatic and development agencies in the world. These efforts have included increasing burden sharing, expanding the implementing partner base, better leveraging the private sector and holding partners more accountable for delivering results and controlling costs, among others.

We also recognize that the Trump Administration will have different foreign policy priorities than prior Administrations.

However, it is critical that the Department of State and USAID undertake any reform or realignment in a transparent manner that adheres to applicable laws so that implementation is effective and sustainable. Unfortunately, that is not how you have pursued reforms and realignment to date, including through this CN. Not only has the process that produced the CN been unlawful, its implementation would render it impossible for the Administration to comply with authorizing laws and spending directives enacted in recent appropriations bills and meet other statutory requirements.

In addition, we have serious concerns about the legal, financial and national security risks the proposal will create. The CN also does not address the proposed process for consolidating USAID operations into the State Department, including the requisite staffing, contracting, vetting and oversight that would be required to maintain critical USAID programs, including lifesaving humanitarian and global health programs, without interruption. The concurrent plan to fire virtually all USAID staff — and therefore lose all expertise — raises further concern about disruptions to lifesaving programs and other critical harm to American workers, businesses and implementing partners and increases the risk of waste, fraud and abuse.

The fundamental goal of any reform effort should be to strengthen the effectiveness of U.S. foreign policy, including by enhancing our capabilities. As proposed, this plan will overburden the State Department, jeopardize the continuity of programs that save lives and keep Americans safe at home and further undermine U.S. credibility and reliability.

That is why we object to any implementation of your proposal at this time.

We remain open to working with you on reforms, including reorganization proposals, pending your testimony before our committees on the foreign assistance review and related reorganization, responses to the questions and requests we have sent in prior letters regarding these matters and a demonstrated commitment to a transparent process that protects and advances U.S. national security interests.
