  • MIL-OSI Russia: Large language models no longer require powerful servers

    Scientists from Yandex, HSE, MIT, KAUST and ISTA have made a breakthrough in LLM optimization. The Yandex Research artificial intelligence laboratory, together with leading scientific and technological universities, has developed a method for quickly compressing large language models (LLM) without losing quality. Now, a smartphone or laptop is enough to work with the models, and there is no need to use expensive servers and powerful GPUs.

    The method allows for quick testing and implementation of new solutions based on neural networks, saving time and money on development. This makes LLM more accessible not only for large companies, but also for small ones, non-profit laboratories and institutes, individual developers and researchers.

    Previously, to run a language model on a smartphone or laptop, it was necessary to quantize it on an expensive server, which took several weeks. Now, quantization can be done directly on a phone or laptop in a matter of minutes.

    Difficulties in applying LLM

    The difficulty with using large language models is that they require significant computing resources. This is also true for open-source models. For example, one of them, the popular DeepSeek-R1, does not fit even on expensive servers designed for working with artificial intelligence and machine learning. This means that only a limited number of companies can use large models, even if the model itself is openly available.

    The new method allows you to reduce the size of the model while maintaining its quality and run it on more affordable devices. For example, this method can be used to compress even such large models as DeepSeek-R1 with 671 billion parameters and Llama 4 Maverick with 400 billion parameters, which until now could only be quantized using the simplest methods with a significant loss in quality.

    The new quantization method opens up more opportunities for using LLM in various fields, especially where resources are limited, such as education or the social sphere. Startups and independent developers can now use compressed models to create innovative products and services without spending money on expensive equipment. Yandex itself is already using the new method for prototyping — creating working versions of products and quickly testing ideas: compressed models are tested faster than their original versions.

    More about the new method

    The new quantization method is called HIGGS (from Hadamard Incoherence with Gaussian MSE-optimal GridS). It allows neural networks to be compressed without using additional data and without computationally complex parameter optimization. This is especially useful in situations where there is not enough suitable data to further train the model. The method provides a balance between quality, model size, and quantization complexity, which allows models to be used on a wide range of devices.

    The method has already been tested on popular models Llama 3, Llama 4 and Qwen 2.5. Experiments have shown that HIGGS is the best quantization method in terms of quality to model size ratio among all existing data-free quantization methods, including GPTQ (GPT Quantization) and AWQ (Activation-Aware Quantization).

    Scientists from the National Research University Higher School of Economics, the Massachusetts Institute of Technology (MIT), the Austrian Institute of Science and Technology (ISTA), and the King Abdullah University of Science and Technology (KAUST, Saudi Arabia) participated in the development of the method.

    Reaction of the scientific community, other methods

    A scientific article describing the new method has been accepted to one of the world’s largest conferences on artificial intelligence, NAACL (The North American Chapter of the Association for Computational Linguistics), which will be held from April 29 to May 4, 2025, in Albuquerque, New Mexico, USA. Along with Yandex, such companies and universities as Google, Microsoft Research, Harvard University, and others will participate. The article has already been cited by the American company Red Hat AI, Peking University, Hong Kong University of Science and Technology, Fudan University, and others.

    Earlier, Yandex scientists presented 12 scientific studies in the field of quantization of large language models. In this way, the company aims to make the use of these models more efficient, less energy-consuming and accessible to all developers and researchers. For example, the Yandex Research team previously developed methods compression of large language models, helping to reduce computing costs by almost eight times without significantly losing the quality of neural network responses. The team also created service, which allows you to run a model with 8 billion parameters on a regular computer or smartphone through a browser interface even without large computing power.

    CHINHAE NAVAL BASE, Republic of Korea – U.S. Navy divers from Mobile Diving and Salvage Unit (MDSU) 1 and divers from the Republic of Korea Navy (ROKN) kicked off Salvage Exercise (SALVEX) Korea, April 07, 2025, in Chinhae, South Korea.

    This year’s SALVEX Korea marks the 41st year of this bilateral training exchange, focusing on enhancing interoperability in combined diving and salvage operations through a series of practical and classroom-based events. Sailors and divers from both navies will participate in gear familiarization, tactical procedure exchange and full-mission profile salvage operations.

    “SALVEX Korea exemplifies the bedrock of our alliance,” said Rear Adm. Todd F. Cimicata, Commander, Logistics Western Pacific/Task Force 73 (COMLOG WESTPAC/CTF-73). “Through shared training and unwavering partnership with the Republic of Korea Navy, we forge a combined force ready to face any challenge and ensure a secure and stable Indo-Pacific.”

    The exercise will enhance the combined ability of both navies to respond effectively to underwater search and recovery, ship salvage and repair, humanitarian assistance and disaster response scenarios.

    “Through this exercise, we are able to further strengthen the combined rescue operation capabilities of the ROK-US navies.” said ROK Navy Commander Park Youngnam, commander of the Rescue Operations Battalion. “We will continue to establish combined operations posture based on continuous exchanges and practical trainings between the rescue units of both countries.”

Leveraging the WISeSat Low Earth Orbit (LEO) constellation and the FOSSA IoT platform, this milestone marks a major step toward SEALCOIN’s vision for a decentralized, transactional IoT that transcends terrestrial infrastructure.

    Built on WISeKey’s satellite infrastructure, the PoC enables microtransaction-driven data exchanges between fully off-the-grid IoT devices, with each data set cryptographically signed at the source device for integrity and trust.

    The architecture operates as follows:

    • Device-to-Device Exchange via Satellite: A request for data is initiated by one IoT device and fulfilled by another using SEALCOIN as the value exchange layer.
    • REST API Integration with WISeSat via FOSSA: The responding device acts as a bridge to the WISeSat network through a REST API, retrieving data from the satellite-linked database, which has been securely signed by the source device.
    • Blockchain Settlement via SEALCOIN on Hedera: Each exchange is recorded and settled securely and efficiently via the SEALCOIN token on the Hedera network.

    This PoC proves the feasibility of executing secure, decentralized, satellite-enabled data transactions between machines in geographically isolated or infrastructure-deficient environments. The implications for smart agriculture, environmental monitoring, autonomous logistics, and defense applications are immense, setting the stage for a new wave of use cases previously unimaginable.

    This is the first iteration of SEALCOIN’s satellite integration roadmap. Looking ahead, the project will focus on embedding SEALCOIN capabilities directly within satellites, secured at the silicon level using Secure Element technology. This foundational step will enable future “Satellite-as-a-Service” business models, where spaceborne infrastructure autonomously participates in decentralized economies.

    Chinese ambassadors say they are upbeat about building on historic achievements to open new prospects for China’s relations with neighboring countries, after a key meeting outlined goals and tasks for the next phase of the country’s neighborhood work.

    Chinese President Xi Jinping, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, called for building a community with a shared future with neighboring countries and striving to open new ground for the country’s neighborhood work, at a central conference on work related to neighboring countries held in Beijing from Tuesday to Wednesday.

    China’s relations with neighboring countries are at the best level seen in modern times, and they are entering a critical phase in which regional dynamics and global transformations are deeply intertwined, the conference noted.

    “China always places its neighborhood diplomacy at the top of its diplomatic agenda, and ASEAN is the priority in this neighborhood diplomacy,” Chinese Ambassador to Malaysia Ouyang Yujing said.

    Chinese and Malaysian leaders have reached a consensus on building a community with a shared future, and China-Malaysia trade accounts for one-fifth of China-ASEAN trade. In addition to the East Coast Rail Link project and other joint infrastructure projects, both countries are cooperating in such fields as 5G, artificial intelligence, big data, electric vehicles and photovoltaic products.

    “Under the strategic guidance of the leaders of the two countries, China-Malaysia relations will further grow, and cooperation between China and ASEAN will also expand,” the ambassador said.

    China-Central Asia relations have seen leapfrog progress with the establishment of comprehensive strategic partnerships between China and the five Central Asian countries, the launch of the China-Central Asia mechanism, and joint efforts to promote the growth of the Shanghai Cooperation Organization (SCO), according to Chinese Ambassador to Kazakhstan Han Chunlin.

    President Xi’s vision of building a community with a shared future for humanity and his three global initiatives offer important guidance for the China-Central Asia mechanism and SCO development, Han noted.

    As a pilot project under the Belt and Road Initiative, the China-Pakistan Economic Corridor has seen more than 25 billion U.S. dollars in direct investment and created more than 230,000 jobs. It has raised the level of China-Pakistan cooperation and promoted Pakistan’s economic and social development, according to Chinese Ambassador to Pakistan Jiang Zaidong.

    “We will continue to promote high-quality Belt and Road cooperation, make greater contributions to the building of a community with a shared future for humanity, and safeguard China’s overseas interests,” Jiang said.

    China continues to bring development opportunities and certainty to its neighboring countries through its own development, said Shen Minjuan, Chinese ambassador to Mongolia. “In Mongolia, people remember President Xi’s offer of welcoming them to ride China’s fast train of development.”

    The 21st century will undoubtedly be the Asian Century, and China’s diplomacy with its neighboring countries holds immense potential, Shen said, adding that Asia should remain stable and thriving, thereby supporting China’s modernization drive.

    China and ASEAN have been each other’s largest trading partners for five consecutive years. ASEAN regards China as an indispensable partner for regional countries to achieve modernization, and China firmly supports ASEAN’s centrality in regional cooperation, said Chinese Ambassador to ASEAN Hou Yanqi.

    China encourages ASEAN to forge close ties with the SCO and BRICS, together practice genuine multilateralism and open regionalism, and safeguard international fairness and justice as well as the interests of developing countries, Hou said.

    Fu Cong, China’s permanent representative to the United Nations, noted that the world today is undergoing both transformation and upheaval, and that changes unseen in a century are unfolding at a faster pace.

    “The CPC Central Committee exercises overall leadership, maintains strong strategic resolve, and responds to challenges with steadfastness and prudence. This is our greatest source of confidence in advancing our diplomatic endeavors, and the root cause of the respect and growing influence China gains on the global stage,” Fu said.

    “We must unwaveringly uphold the vision of a global community with a shared future, continuously advance the reform and improvement of global governance, and safeguard the interests of developing countries,” Fu said.

    The ambassadors expressed opposition to the United States’ indiscriminate tariffs on all of its trading partners, saying that China and neighboring countries should oppose the fallacy of “might makes right” and work together to safeguard international fairness and justice, as well as the legitimate rights and interests of all countries.

    Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Lisa Blunt Rochester (D-Delaware), John Fetterman (D-Pennsylvania) and Thom Tillis (R-North Carolina) today introduced the bipartisan, bicameral Housing Supply Frameworks Act.  
    The lack of affordable housing is the top issue Idahoans bring up to Senator Crapo in meetings across the state.
    The Housing Supply Frameworks Act would provide resources to help communities rehaul their zoning and land use regulations.  By channeling national expertise, the U.S. Department of Housing and Urban Development (HUD) would provide a new framework to assist localities in breaking down barriers and increasing the supply of affordable housing across income levels.  The bill was introduced in the U.S. House of Representatives by Representative Brittany Pettersen (D-Colorado) and Representative Mike Flood (R-Nebraska).
    The federal government first laid the foundation for zoning in the 1920s with the Standard State Zoning Enabling Act, a model law for states to enable zoning regulations in their jurisdictions.  This legislation provides a similar conceptual framework that would help states and localities move toward the regulatory structure needed for the housing industry of the 21st century, without imposing a federal mandate.
    “The affordable housing crisis is squeezing too many Americans out of the dream of homeownership.  Equipping cities and states with tools to change their zoning and land use policies to accommodate increasing the available supply of housing is a good place to start in mitigating this crisis,” said Senator Crapo.  “This bill contains no federal mandate, but would empower municipalities to choose zoning reforms uniquely tailored to the needs of their local communities.”

    The measure comes as part of the country’s latest push for high-quality, sufficient employment for the millions of graduates hitting the workforce each year.

    A comprehensive, well-functioning and reliable job services network will be established within the next three to five years to support college graduates in the job market, according to new guidelines released on Tuesday.

    China will also step up analysis and consultation regarding the demand for talent critical to national strategies, said the policy document from the general offices of the Communist Party of China Central Committee and the State Council.

    This means digging into big data across innovation, industry, capital and talent chains, forecasting supply-demand trends, and updating a list of high-demand disciplines and majors to guide universities in the refinement of their programs, according to the document.

    Education officials emphasized the need to pinpoint real societal demand, boost the effectiveness of education, and strive for supply-demand balance.

    Addressing these pressing, real-world challenges is crucial for the education system today, they said.

    “Only when what we teach matches what society needs, will graduates thrive in the job market,” said Kuang Xiaozhen, director of an employment and entrepreneurship guidance center for college students in Beijing.

    In 2025, a record 12.22 million graduates — 430,000 more than last year — are expected to join the workforce. The figure has remained above 10 million for three consecutive years.

    To meet this challenge, China aims to create over 12 million urban jobs in 2025, targeting a surveyed unemployment rate of 5.5 percent. Last year, China successfully added 12.56 million urban jobs, maintaining a surveyed urban unemployment rate of 5.1 percent.

    Yet, the pressure is unlikely to lessen anytime soon. The ministry said that the surge of graduates is likely to persist for a decade, fueled by the growing availability of higher education in China.

    Meanwhile, the job market itself is shifting. Industries once eager to scoop up fresh talent — internet giants, private tutoring, and real estate — are losing ground to rising sectors like new energy vehicles, semiconductors, and green technologies.

    The success of DeepSeek and Unitree Robotics has ignited the ambitions of numerous startups, spurring fierce competition in fields like artificial intelligence (AI) and humanoid robotics. The lavish pay packages offered by these companies have made headlines during the spring hiring season, which is now in full swing across the country.

    It is estimated that China faces a workforce shortage of over 5 million in AI, 2.3 million in big data, over 1 million in new energy vehicles, and another 1 million in drone operators for the low-altitude economy, according to recent statistics.

    “Industry regulators need to team up with education folks and share data to make the database full and precise,” said Kuang.

    Dynamic adjustments 

    China will also work on supply-side fixes by pushing universities to “dynamically” adjust their programs and resources, according to the guidelines. Education quality and job placement rates will be factored into shaping university enrollment plans.

    At a meeting focused on employment and other issues on March 31, Education Minister Huai Jinpeng highlighted how a database linking disciplines, programs, market trends, and career paths could provide solid evidence for revamping academic programs.

    The minister called for forward-looking research and evaluation, real-time monitoring, and rapid detection in this process.

    China plans to revamp approximately 20 percent of its degree and diploma programs in colleges between 2023 and 2025.

    Last year alone, 1,673 new programs aligned with national strategies were introduced, while 1,670 outdated ones were removed for failing to meet current economic and social needs.

    At Sichuan Agricultural University in southwest China, an index system evaluates disciplines and programs based on faculty strength, enrollment scores, job placement rates, and social impact.

    Each year, the university distributes numerous questionnaires to employers and government agencies, using a red-and-blue warning system to guide necessary adjustments.

    Disciplines and majors flagged blue for low index scores must improve within three years, while those flagged red may face phase-out by the academic degrees committee, said Wu De, president of the university.

    Such dynamic adjustments are designed to sharpen students’ skills and give them a competitive edge in the job market, said experts.

    Tuesday’s policy document also covers career guidance, recruitment services and subsidies for new jobseekers in difficulty.

    I don’t have to tell you that Biden-era policies drained the pocketbooks of American families. But just how bad was it? Everything got more expensive. Food, consumer goods and especially energy. During President Joe Biden’s administration, energy prices increased by over 30% as a direct result of his disastrous anti-energy agenda.  
    But the Biden era is over, and that’s nowhere more apparent than in America’s energy outlook. President Donald Trump is reversing course and returning us to the Golden Age of American energy production. That’s great news for Wyoming and for America. 
    One big way the president is unleashing American energy is by removing costly regulatory hurdles. On day one, Trump declared a national energy emergency to spur domestic energy and critical mineral production and lower prices for all Americans. He reversed the Biden administration’s unconscionable decision to pause LNG export permits. He has opened up new federal lands and offshore locations for responsible leasing, and he has proposed permitting reforms. Under the leadership of EPA Administrator Lee Zeldin, the administration is protecting mining jobs out west and reversing the Biden administration’s assault on U.S. energy.  ….
    Trump has been an ally and friend of coal country. Unlike Democrats, who are still obsessively pushing their radical Green New Deal, Trump knows that intermittent wind and solar will not meet all of our energy needs in the era of cloud computing and artificial intelligence demands.  
    Trump, likewise, has been honest with the American people about the importance of baseload energy sources. And Wyoming knows that better than anyone, we’ve been America’s No. 1 coal producer since the 1980s, making ever cleaner baseload energy from coal a reality.  
    But Trump isn’t content to just stick with what we’ve always done. He wants to innovate. And so does Wyoming. We want to unleash our traditional energy sector while investing in new and exciting nuclear technology. Wyoming began construction on the first new-generation advanced reactor in Kemmerer last year. When completed, it will supply energy to 400,000 homes, creating 1,600 construction jobs and 250 high-paying permanent positions in the process. 
    Wyoming contains the largest uranium deposits in the country, presenting the opportunity to lead the way from mining to fabrication to energy production. America will not achieve Trump’s energy goals without nuclear energy, which means America will not achieve energy dominance without Wyoming.  ….
    The Biden administration’s full-scale assault on Wyoming energy will take years to undo, but I’m pleased that Trump and his administration are already making headway and bringing American energy back.  ….

    Good afternoon!
    It is so great to be here at the AI and biotechnology summit alongside members of the National Security Commission on Emerging Biotechnology to unveil our new report!
    I want to thank:
    My colleague and Chair of the Commission, Senator Todd Young
    Vice Chair, Dr. Michelle Rozo, who has been instrumental to all our Congressional engagements on both sides of the aisle
    And all of the other commissioners and staff who have worked so hard to make this day happen
    This is a report three years in the making. And my hope is that it can serve as a watershed moment for biotech in America and, as we’ll talk about later, for the world.
    I am proud to be here today as a commissioner. But I’m also proud to be here today as a U.S. Senator who represents California.
    California is the birthplace of biotech.
    Whether it’s the founding of Genentech in 1970s San Francisco, or a booming industry aided by researchers at Stanford, Berkeley, and UCSF.
    Even today, more patents for bioscience and biotech are issued to California than any other state.
    And our life sciences companies continue to raise more in venture capitalism investment than any other state.
    So you could say California has some experience here!
    And while my personal experience isn’t in biotech, I am one of the few Senators with a background in engineering.
    I earned my degree in mechanical engineering from the Massachusetts Institute of Technology.
    And to this day, people ask me, “How do you go from engineering to politics and government?”
    I tell them: “It’s perfectly logical. Engineers are trained to solve problems. Isn’t that what policymakers are supposed to do?”
    Today, we’ve got quite the problem set before us!
    It’s not just about the problems that biotech can help us solve — from agriculture to medicine to biofuels and more.
    It’s also the global technology competition we now find ourselves in with China.
    From artificial intelligence to biotechnology, the stakes are high — and the time to act is now.
    We are truly at an inflection point in biotechnology development.
    We’re making progress at a speed once unimaginable. And yet, we also know we’re at risk of falling behind.
    How can that be?
    It comes down to investment. And priorities.
    Over the last two decades, China has invested in biotechnological advancements.
    And as a result, as you may have heard today, China’s research and development have skyrocketed.
    In 2015, China’s biopharma R&D investment sat at 35 million dollars.
    Today, it’s 15 billion — that’s billion, with a “B.”
    China now controls 80 percent of global pharmaceuticals.
    This is no longer hypothetical — we are at real risk of falling behind.
    Today, we need a molecular moonshot to get ahead — and stay ahead — in developing the biotech of the future.
    Why? Because our very national security is on the line.
    Of course, that means investments in things Americans think about and interact with every single day — like the fruits and vegetables they count on to be safe to eat, and the supply chains they rely on every time they go to the grocery store.
    Because yes, food security is national security, too.
    In fact, that’s why just last spring, Senator Young and I came together to introduce a bipartisan package of bills to protect our food supply — which would establish a Senior Advisor for National Security within the USDA, and establish the USDA Office of Biotechnology policy.
    But it has to reach beyond food to things like energy sources, vaccines, and medicine.
    Because we can’t afford to find ourselves in a position where China controls a majority of the world’s pharmaceuticals — and then decides to turn off the spigot.
    Let’s say they wanted to retaliate for some hypothetical trade war a U.S. president was waging…
    But that’s what’s at stake! And we have to be clear-eyed and honest about the threats we face.
    And of course, the shadow hanging over any discussion of national security and biotech is the threat of biological war and bioterrorism.
    While we hope we never see it, warfare of the future won’t just be fought with AI and drones.
    It’ll be fought with bioweapons, too.
    We have a responsibility try to prepare and prevent that.
    Now, I know that in a few minutes you’ll have the opportunity to hear a discussion on the importance of allies in this fight.
    And it’s an important point! Because for as much progress as we’ve made as a nation, we can be that much stronger on the world stage if we’re pulling in the same direction as our allies.
    In fact, our Commission has already sent delegations to visit partners, including Sweden and the UK … whose ambassadors you will hear from shortly.
    But I also want to acknowledge that we’re in a strange moment in history for U.S. leadership.
    In just less than three months, the Trump Administration has dramatically pulled back from international alliances. They’ve cut ties with programs and partnerships that in many cases have kept us safe.
    And they have openly taunted and threatened our allies.
    But what I would say is this: you don’t have to have a PhD in foreign policy to understand that we cannot go at this alone.
    We understand the adage that “No Man Is an Island” — and that when we pull back on our commitments, it’s not only wrong to our allies, it also creates a vacuum for our adversaries to fill.
    That’s true for our security, that’s true economically, and it is absolutely true for biotechnology.
    With the release of this report, my hope is that we can highlight just how dangerous it would be to pull back now.
    Instead of moving further away from our spot at the head of the table, we should be leveraging it to mobilize our allies.
    We should be working with the State Department to not only fund international research and secure supply chains, but to also use them to promote American industry in foreign markets.
    We can and should be forming reciprocal biological data sharing agreements.
    Because together, the U.S. can learn more from other leading researchers.
    At the same time, we can build out our influence, so that other nations rely on our homegrown biotech hubs.
    And lastly, Congress should jump at the opportunity to write the rules of the road for biotech.
    Because every day that we allow China to drive the industry is another day American leadership in biotech falls behind.
    So we have an enormous problem set before us — there’s no denying it.
    But we also have an enormous opportunity before us, and I hope we seize it.

    WASHINGTON – U.S. Senator Maggie Hassan (D-NH), Ranking Member of the Joint Economic Committee, helped lead a hearing yesterday focused on ways to use artificial intelligence and data to improve government efficiency and reduce waste, fraud, and abuse. In her first remarks as Ranking Member of the Joint Economic Committee, Senator Hassan emphasized the importance of bipartisan collaboration and highlighted the potential of new technologies to save taxpayer dollars.
    “We need to keep working together across the aisle to save taxpayer dollars by reducing waste, fraud, and abuse. As we will discuss in today’s hearing, there are many ways to do so by embracing new technologies and better data analytics. These types of tools can help an investigator identify potential fraud, or a caseworker streamline an application process,” Senator Hassan began. 
    She also said that actions from the Trump Administration and Elon Musk are not improving government efficiency: “Whether the government is providing health care for veterans, Social Security checks for seniors, or loans for small businesses, we should continually strive to improve the taxpayer experience – but Mr. Musk’s slash-and-burn tactics are doing the opposite,” Senator Hassan emphasized. “In addition, I want to bring the Committee’s attention to the fact that the Administration’s decision to fire 17 Inspectors General who investigate fraud – that’s what they do – is completely counterproductive to the goal of improving government efficiency.”

    I just really want to thank you for calling today’s hearing on a really important topic and, to your point, a topic that has a lot of bipartisan interest and a lot of bipartisan potential. As this is the first JEC hearing this Congress, I also want to say how much I look forward to working with you, Mr. Chairman, in your new role as Chair of the Committee and my new role as Ranking Member. I really look forward to working together and I’ve appreciated our conversations so far. And I’m glad we’re starting out with a topic that we can find some real common ground on – cutting waste, fraud, and abuse through the use of innovation. I also want to thank the four witnesses for testifying before the Committee and sharing your expertise on this topic. We need to keep working together across the aisle to save taxpayer dollars by reducing waste, fraud, and abuse.
    As we will discuss in today’s hearing, there are many ways to do so by embracing new technologies and better data analytics. I know that all four of our witnesses today will outline ways that the government can better deploy technology. I really look forward to building off these ideas moving forward.

    WASHINGTON, D.C. — Today, U.S. Senators Marsha Blackburn (R-Tenn.), Maria Cantwell (D-Wash.), and Martin Heinrich (D-N.M.) reintroduced the Content Origin Protection and Integrity from Edited and Deepfaked Media Act (COPIED ACT) to combat harmful deepfakes. The bill would set new federal transparency guidelines for marking, authenticating and detecting AI-generated content, protect journalists, actors and artists against AI-driven theft, and hold violators accountable for abuses.  

    “Artificial intelligence has given bad actors the ability to create deepfakes of every individual, including those in the creative community, to imitate their likeness without their consent and profit off of counterfeit content,” said Senator Blackburn. “The COPIED Act takes an important step to better defend common targets like artists and performers against deepfakes and other inauthentic content.” 

    “The bipartisan COPIED Act I introduced with Senator Blackburn will provide much-needed transparency around AI-generated content,” said Senator Cantwell. “The COPIED Act will also put creators, including local journalists, artists and musicians, back in control of their content with a provenance and watermark process that is very much needed.”

    “Deepfakes are a real threat to our democracy and to Americans’ safety and well-being,” said Senator Heinrich. “I’m proud to support Senator Cantwell’s COPIED Act that will provide the technical tools needed to help crack down on harmful and deceptive AI-generated content and better protect professional journalists and artists from having their content used by AI systems without their consent. Congress needs to step up and pass this legislation to protect the American people.”

    The COPIED Act (S. 1396):

    Bill Text and Summary

    • Creates Transparency Standards: Requires the National Institute of Standards and Technology (NIST) to develop guidelines and standards for content provenance information, watermarking and synthetic content detection. These standards will promote transparency to identify if content has been generated or manipulated by AI, as well as where AI content originated. The bill also directs NIST to develop cybersecurity measures to prevent tampering with provenance and watermarking on AI content.
    • Puts Journalists, Artists and Musicians in Control of Their Content: Requires providers of AI tools used to generate creative or journalistic content to allow owners of that content to attach provenance information to it and prohibits its removal. The bill prohibits the unauthorized use of content with provenance information to train AI models or generate AI content. These measures give content owners—journalists, newspapers, artists, songwriters, and others—the ability to protect their work and set the terms of use for their content, including compensation.
    • Gives Individuals a Right to Sue Violators: Authorizes the Federal Trade Commission (FTC) and state attorneys general to enforce the bill’s requirements.  It also gives newspapers, broadcasters, artists, and other content owners the right to bring suit in court against platforms or others who use their content without permission.

    WASHINGTON, D.C. – Today, U.S. Senators Marsha Blackburn (R-Tenn.) and Amy Klobuchar (D-Minn.) introduced the Combating Trafficking in Transportation Act, which would give states flexibility with federal funding to post human trafficking awareness signage at rest stops and welcome centers along the Interstate System, helping to educate the public and better support survivors of human trafficking:

    “As human traffickers move their victims across the country, they travel on the same highways and visit the same rest stops and gas stations as everyone else, which creates multiple opportunities to identify these victims,” said Senator Blackburn. “This bipartisan legislation would give all states the flexibility to take advantage of signage campaigns that have been proven effective to rescue more men, women, and children from this heinous crime.”

    BACKGROUND

    • Human trafficking is a multibillion-dollar industry, generating over $250 billion in profits each year. Individuals trafficked in the United States, whether through labor or sex trafficking, are transported on our nation’s interstate system. 
    • Victim identification is essential to disrupting transnational trafficking rings, and public awareness is key to these efforts. Signage campaigns detailing ways to recognize and report human trafficking have been extremely successful. 
    • One public awareness signage campaign in Texas led to a 30 percent increase in calls to the National Human Trafficking Hotline, ultimately resulting in over 1,000 survivors being identified.

    COMBATING TRAFFICKING IN TRANSPORTATION ACT

    Specifically, the Combating Trafficking in Transportation Act would: 

    • Amend the list of eligible projects under the Surface Transportation Block Grant Program and the RAISE Discretionary Grant Program to include the procurement and installation of human trafficking awareness signage at rest stops and welcome centers along the Interstate System; and
    • Add a 16th seat to the Department of Transportation Advisory Committee on Human Trafficking specifically for a representative from state departments of transportation.

    Millions of pounds in investment by Wrightbus to develop the next generation of green buses has been welcomed today by Science Secretary Peter Kyle, highlighting it as a key driver of economic growth under the Plan for Change.

    As the UK’s fastest-growing zero-emission bus manufacturer and a major employer in Northern Ireland and the wider UK, Wrightbus’ new funding will accelerate the next generation of electric and hydrogen-powered buses, potentially creating dozens of new jobs, slashing emissions, and supporting the government’s mission to make Britain a clean energy superpower.

    During his visit to the company’s Northern Ireland headquarters, Science Secretary Peter Kyle praised Wrightbus as a standout example of how investing in R&D fuels business development, job creation and regional economic growth. Studies show that for every £1 a business invests in R&D, it can generate a return of 20% for the firm – with similar, additional gains spilling over into the wider British economy (1) – evidence of a dynamic economy rooted in enterprise. He called on more businesses to follow suit, emphasising that such investments are crucial for maintaining the UK’s competitive edge in science and technology and that government alone cannot deliver this growth.

    Wrightbus is part of a growing network of high-tech businesses and innovators driving growth in Northern Ireland. The region boasts a thriving advanced manufacturing sector and a rapidly expanding tech scene. One such example is Belfast-based Ionic Technologies, which is developing new ways to recycle rare materials needed for electric vehicles and wind turbines, helping to make green technologies more sustainable and less reliant on overseas supply chains.

    The government’s upcoming Industrial Strategy, set to be published this summer, will build on success stories like Wrightbus and make Britain the best country to do business – helping more firms lead the way in future industries like advanced manufacturing, clean transport, and clean energy.

    This investment follows government action to increase demand for electric vehicles, with £2.3 billion investment already boosting British manufacturing and improving charging infrastructure.

    Since July, the government has seen £34.8 billion of private investment announced into UK’s clean energy industries. The UK was the largest electric vehicle market in Europe in 2024 and the third in the world with over 382,000 sold – up a fifth on the previous year. There are now more than 75,000 public charge points in the UK – with one added every 29 minutes – ensuring that motorists are always a short drive from a socket.

    The £25 million investment announced today will be used to develop groundbreaking zero-emission vehicles, support UK businesses that provide the parts and technology needed to build them and enhance advanced testing capabilities. Funding includes:

    • £10 million to develop the world’s most efficient double-deck and single-deck electric bus, the Wrightbus StreetDeck Electroliner. Designed for extended range and rapid charging times, it can travel up to 200 miles on a single charge and recharge in just 2.5 hours, cutting energy costs and reducing reliance on fossil fuels.
    • £5 million to develop the UK’s first hydrogen-powered coach due for release within 18 months. Capable of travelling up to 1,000km on a single refuel, it will rival diesel coaches in range and efficiency and make long-distance travel greener without compromising on performance or convenience.
    • £5 million for product validation using the UK’s most advanced proving grounds – ensuring Wrightbus vehicles are rigorously tested for durability, efficiency, and safety so that UK-manufactured buses set new global standards for reliability and performance.
    • £5 million for a world-class telematics system – an advanced vehicle monitoring system that collects real-time performance data to operators. The telematics system is improving efficiency, lowering costs, helping fleet operators optimise routes, extending vehicle lifespans and driving down operating expenses using predictive maintenance based on AI algorithms.

    Last week, Wrightbus buses passed 50 million zero-emission miles – preventing over 85,000 tonnes of CO2 emissions compared to diesel alternatives. The company’s rapid growth underscores the UK’s strength in high-tech manufacturing and the economic benefits of investing in green innovation. Wrightbus is also a potential customer of the Bradford Low Carbon Project, which received funding from the government’s flagship hydrogen programme.

    The Ballymena-based company had a record-breaking year of orders in 2024 which it is on track to exceed this year, increasing production from 1,016 to 1,200 with plans to reach 1,400 by 2026. Its supply chain supports businesses in 47 counties, from suppliers of heating systems to software developers across the UK and in key European markets, including France, Germany, and the Netherlands.

    WASHINGTON – Today, U.S. Senator Tommy Tuberville (R-AL) and U.S. Senator Mike Lee (R-UT) introduced the Veterans First Act of 2025, which will redirect wasteful taxpayer funding previously allocated for the U.S. Agency for International Development (USAID) to instead pay for outstanding repairs in state veterans’ homes. This legislation follows the Trump administration’s actions to largely shut down USAID after it was revealed that the agency was using taxpayer funds to pay for woke, leftist priorities. As Alabama’s representative on the Senate Committee on Veterans’ Affairs, Sen. Tuberville is always looking for ways to improve the lives for our veteran heroes.
    “Let’s be honest, USAID was largely being used as a Democrat slush fund under Joe Biden,” said Sen. Tuberville. “We don’t need to waste BILLIONS of taxpayer dollars on research in Wuhan or transgender operas in Colombia when our own veterans are living in horrible conditions. There are more than 160 state veteran homes across the country that provide long-term care to eligible military veterans. The VA currently offers construction grants that cover up to 65% of renovation costs, but funding constraints can cause years of delays for homes that are waiting to receive federal funds to match the funds approved at the state level. This critical legislation would provide sufficient federal funding to cover all outstanding Priority 1 VA State Home Construction projects that already have the state-matching funds. Our veteran heroes were willing to lay down their lives for our freedom. The least we can do is make sure they have a decent place to call home.
    “Our bill takes 2 billion dollars that was going to be thrown into the USAID money pit and distributed to radical progressive causes across the globe, and instead puts it toward desperately needed housing and hospitals for the men and women who defend America.   • MIL-OSI USA: Volcano Watch — A Focus on the National Volcano Information Service

    Volcano Watch is a weekly article and activity update written by U.S. Geological Survey Hawaiian Volcano Observatory scientists and affiliates. Today’s article was written by Thomas-Jon Hoomanawanui, HVO Systems Administrator.

    A USGS IT Specialist presents a visualization of volcanic hazards derived via satellite radar systems. IT systems facilitating the swift and accurate production of such solutions will be vital to the success of NVEWS. USGS image. The background image shows a Synthetic Aperture Radar (SAR) Volcanic Flow Map (VFM). This map combines cross-polarized radar amplitude images taken on two different dates, along with interferometric coherence from the time between those dates. This approach enables the detection of volcanic mass flows (such as lava flows) and other tephra-fall deposits regardless of surface or weather conditions.The SAR VFM is created using SAR data from the COSMO-SkyMed Second Generation (CSG) satellite constellation, covering the period from March 27, 2025, to April 4, 2025. It highlights Kīlauea summit eruption episode 16 (March 31-April 2, 2025) lava flows located on the caldera floor, as well as tephra deposits to the west of the caldera. In the VFM unchanged barren areas are represented in blue/purple, vegetated areas appear in yellow/light green, and new deposits over barren land are shown in either dark or bright green.The CSG data used to create this map were provided by the Italian Space Agency (Agenzia Spaziale Italiana , ASI).

    NVEWS, when fully implemented, will operate through an interoperable network of domestic volcano observatories and utilize advanced technological tools.  Central to the success of NVEWS will be the National Volcano Information Service (NVIS), which aims to be the backbone for data management and analysis within the system. NVIS will be an indispensable component of NVEWS, integrating cutting-edge information technology (IT) solutions to ensure efficient monitoring, accurate data interpretation, and effective communication of volcanic hazards. 

    NVIS will be responsible for collecting, aggregating, storing, and distributing vast amounts of volcano monitoring data from across the country, including earthquake activity, ground deformation, gas emissions, and other phenomena associated with volcanic unrest. NVIS aims to not only integrate data generated directly by volcano observatories (e.g., local instrumentation and on-the-ground measurements), but also satellite imagery provided by partner agencies including the National Oceanic and Atmospheric Administration (NOAA) and National Aeronautics and Space Administration (NASA).

    For instance, several NOAA satellites provide critical thermal imaging capabilities important for ash and hot-spot detection, while satellite missions operated by NASA and other parties can provide detailed radar observations of volcanic terrains. These technologies enable continuous monitoring of volcanic activity, even in remote or hard-to-reach locations. The integration of satellite data with future and existing ground-based sensors will ensure that NVIS has a comprehensive view of volcanic conditions. 

    NVIS IT systems will need to be robust, capable of ingesting and processing large data streams in real-time, which will require sophisticated storage solutions and efficient database management systems. NVIS must employ advanced technologies to potentially utilize petabytes of information (equivalent to about a thousand terabytes or a million gigabytes!), ensuring that historical data is preserved and accessible for analysis. NVIS will leverage scalable cloud-based storage solutions where applicable, given the exponential growth in data generated by increased volcanic monitoring efforts.

    The success of NVEWS depends on the ability to distribute timely and accurate information to stakeholders. NVIS will play a key role in ensuring that this happens through user-friendly interfaces and standardized software tools. For example, online platforms, provided via NVIS, will be accessible to academic researchers, government agencies, and even the general public. By providing a common set of information systems and tools, NVIS can enable scientists and decision makers to work together seamlessly, regardless of their physical location. This collaborative environment is crucial for analyzing complex volcanic datasets and developing actionable insights.

    One of the most significant contributions of IT to the success of NVIS lies in its ability to support real-time analysis and predictive modeling. NVIS is expected to utilize statistical and machine learning algorithms to enable the processing of data streams, identifying patterns, and forecasting potential volcanic eruptions with increased accuracy.     Volcano Activity Updates

    Kīlauea has been erupting episodically within the summit caldera since December 23, 2024. Its USGS Volcano Alert level is WATCH.

    The summit eruption at Kīlauea volcano that began in Halemaʻumaʻu crater on December 23 continued over the past week. Episode 17 began the evening of April 7 and ended the morning of April 9.  During episode 17, the south vent sustained fountain heights of 50-200 feet (15-60 meters) while minor activity occurred briefly at the north vent. Since the end of episode 17, the summit region has showed inflation suggesting another episode is possible. Sulfur dioxide emission rates are elevated in the summit region during active eruption episodes. No unusual activity has been noted along Kīlauea’s East Rift Zone or Southwest Rift Zone. 

    Mauna Loa is not erupting. Its USGS Volcano Alert Level is at NORMAL.

    No earthquakes were reported felt in the Hawaiian Islands during the past week.

  • MIL-OSI Security: Two New Orleans Men Indicted for Bank Robbery and Possession of Stolen Vehicle

    NEW ORLEANS, LOUISIANA – KAILUS JAMES (“JAMES”), age29, and CEDRIC MAY (“MAY”), age 31, were charged on April 4, 2025, in a three-count indictment, announced Acting U.S. Attorney Michael M. Simpson. Count 1 charged them with conspiracy to commit bank robbery, in violation of Title 18, United States Code, Section 371. Count 2 charged them with bank robbery, in violation of Title 18, United States Code, Sections 2113(a) and (d), and 2. Count 3 charged them with possession of a stolen vehicle, in violation of Title 18, United States Code, Sections 2313 and 2.

    According to the indictment, on or about March 15, 2025, JAMES and MAY stole approximately $98,320.00 of United States currency, belonging to and in the care, custody, control, management, and possession of a JP Morgan Chase Bank, in New Orleans.

    If convicted, JAMES and MAY face a maximum sentence of 20 years imprisonment, up to a $250,000 fine, and up to 3 years of supervised release, for Count 1; up to 25 years imprisonment, up to a $250,000 fine, and at least 3 years of supervised release for Count 2; and up to 20 years imprisonment, up to a $250,000 fine, and up to 3 years of supervised release for Count 3.  JAMES and MAY also face a payment of a $100 mandatory special assessment fee as to all three counts.

    Acting United States Attorney Simpson reiterated that the indictment is merely a charge and that the guilt of the defendant must be proven beyond a reasonable doubt.

    The case was investigated by the Federal Bureau of Investigation Violent Crime Task Force, the New Orleans Police Department, and the Louisiana State Police.  This case is being prosecuted by Assistant United States Attorney Troy L. Bell of the Violent Crimes Unit.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     WASHINGTON, D.C. — In a hearing of the Senate Energy and Natural Resource (ENR) Committee, U.S. Senator Angus King (I-ME) spoke with Dr. Preston Griffith, the nominee to serve as the Under Secretary of Energy, and Dr. Dario Gil, the nominee to serve as the Under Secretary of Energy for Science, about the need to prioritize energy storage technology as America works toward an “all of the above” energy future, making clear the value of renewable energy sources like wind and solar power. During the exchange, Senator King asked the two nominees to commit to further research and development of emerging power technologies to help strengthen grid storage capacity and unlock America’s renewable energy potential.

    “One of the technologies I’m most interested in is storage because we are talking about development of the grid and stabilization of the grid. And I hope that both of you will remain committed to the research and development of storage capacity on the grid because I think that is part of the solution. Do you agree, Dr. Gil,” questioned Senator King.

    “Thank you for the question. Let me also just say since you are representing Maine, that I have a long connection with Maine. My wife and in-laws are from Maine, so I’ve been going for many decades and it’s a pleasure,” replied Dr. Gil.

    “Wonderful. Tell her to tell your in-laws she saw me working,” said Senator King.

    “Will do so. And yes, I completely agree on the importance of storage technology. It is an essential part not only of present electricity systems, but also in the future. I will also point out that within the science portfolio of the Department, we also have a lot of opportunity to accelerate the opportunity for discovery of novel, more safe, and efficient storage technologies. So, the commitment is twofold. It is both a recognition of the importance that storage plays but also that we have to do a lot of discovery to make sure that we can take a very significant leap forward, which we can do by harnessing these capabilities on AI and in the future quantum computing as well,” responded Dr. Gil.

    “Mr. Griffith, I assume you believe storage is a part of all of the above,” asked Senator King.

    “Yes, Senator, absolutely. Thank you for your question. It is the holy grail. We need all energy sources, technology — we need to bring them all to bear to meet this growing demand,” agreed Dr. Griffith.

    As a member of the Senate Energy and Natural Resources Committee, Senator King has advocated for climate solutions that deliver on the clean energy potential of the historic Inflation Reduction Act. He has repeatedly emphasized the importance of permitting reform to deliver carefully considered, timely approvals of sorely-needed clean energy projects. Senator King has also been one of the Senate’s most vocal advocates for improving energy storage technologies and development and worked to include significant storage investments in the Bipartisan Infrastructure Law and Inflation Reduction Act. Most recently, Senator King reiterated the importance of an “all of the above” energy policy strategy during an ENR hearing considering the nominations of Energy Secretary Chris Wright and Interior Secretary Doug Burgum.

    In 2020, IRIS was selected as a recipient of the Microsoft AI for Health Initiative grant. This collaboration provides IRIS with access to advanced AI tools and Azure computing resources, further enhancing their diagnostic solutions. Deep learning has presented significant opportunities for the automated detection of retinal diseases, including DR. This approach allows for rapid and accurate detection of potential diseases, often within seconds, and facilitating immediate follow-up and treatment decisions. Research suggests that retinal screening using digital photography and telemedicine can lead to early detection, potentially preventing over 90% of DR cases.

    The IRIS software allows healthcare providers at various levels of training to conduct retinal scans and return a diagnosis quickly. After capturing the images, they are securely uploaded to the IRIS platform, enhanced for clarity, and reviewed remotely by a licensed eyecare professional at the IRIS Reading Center. Diagnosis results, including images and reports, are then added to the patient’s health record, enabling referrals to specialists if needed.

    Advancements in telemedicine now enable remote consultations, offering care without the need to visit an eye doctor in person. This is notable given that there are approximately 200,000 ophthalmologists worldwide, and roughly 20,000 currently practicing in the United States, with some states lacking any. IRIS software is part of that solution by creating a new model where skilled health workers can travel to a person’s home to capture the retinal scans and submit them for a timely diagnosis, reducing the strain on patients to make special trips to the closest doctor. Consequently, nearly 30 million individuals in the United States with diabetes may receive more timely diagnosis and treatment.

    In West Virginia, a small community hospital achieved notable success by integrating IRIS technology. Within 13 months, they conducted over 1,500 exams, detecting diabetic retinopathy in 16.17% of patients and other eye conditions in 24.4%. This program improved patient outcomes and satisfaction by making screenings more accessible and convenient, significantly impacting patients.
