  • MIL-Evening Report: Silicosis is ruining the lungs of construction workers. An AI-powered breath test can detect it in minutes

    Silicosis is an incurable but entirely preventable lung disease. It has only one cause: breathing in too much silica dust. This is a risk in several industries, including tunnelling, stone masonry and construction.

    Just last week, ABC reported that 13 workers from tunnelling projects in Sydney have been diagnosed with silicosis. It’s yet another reminder that current diagnostic methods are limited. They often detect the disease only after the lungs already have significant damage.

    Our new study, published in the Journal of Breath Research, provides the latest results on a breath test for detecting silicosis powered by artificial intelligence (AI). It’s non-invasive and measures dozens of molecules to identify silicosis in just minutes.

    The test we’ve developed achieved over 90% accuracy in differentiating silicosis patients from healthy individuals. This is better than traditional lung function tests.

    While our test is yet to be trialled in real-world clinics, our results so far suggest breath testing could become a crucial tool in workplace health screening. Early detection would prevent suffering and disease progression, and reduce healthcare costs.

    Silicosis is a growing problem – but hard to detect

    Currently, more workers in New South Wales, elsewhere in Australia and internationally are being diagnosed with silicosis at younger ages. The Australian government has responded by banning engineered stone, but that doesn’t address ongoing risks in other industries.

    Patients with silicosis often describe a feeling like they are slowly being strangled, with every breath becoming more difficult over time. In advanced stages, silicosis can be fatal unless patients can access a lung transplant.

    The only way to stop the progression of silicosis is removing affected workers from further silica exposure. This is why diagnosing patients in the early stages – before irreversible lung damage occurs – is critical.

    However, this isn’t easy to achieve. Lung function testing and chest X-rays only identify the problem once irreversible lung damage has occurred. In some cases, patients also need CT scans and invasive biopsy to confirm diagnosis. But CT scans, although much higher resolution, also rely on visible signs of silicosis.

    And these methods are costly and take time, making it harder to easily screen the thousands of workers who could be at risk.

    This is where breath testing comes in.

    How breath tests can detect disease

    Human breath contains hundreds of volatile organic compounds – small gas molecules that come from metabolic processes in the body, as well as the environment.

    The composition of these molecules changes in response to physiological conditions like disease. However, volatile organic compounds are often present in extremely low concentrations – we need highly sensitive technology to detect them reliably.

    Our team has developed tools that can detect volatile organic compounds at concentrations as low as parts per trillion. This is equivalent to detecting a single drop of liquid diluted in multiple Olympic-sized swimming pools.

    This level of sensitivity allows us to identify very small biochemical changes in breath. AI is key to this approach. Our machine learning model analyses breath samples to tell apart healthy individuals and those with silicosis.

    This builds on our previous work using AI to analyse blood plasma for early Parkinson’s disease detection with high accuracy and interpretability, which allows us to determine the chemical features that contribute the most to model accuracy. Interpretability refers to the ability to understand and explain how the AI model arrives at its predictions, providing insights into which data inputs are most important.

    Now, we have applied similar methods to breath analysis. Thanks to the sensitivity of our test, we could potentially detect silicosis at very early stages.

    How well does it work?

    In our new study, the breath test was trialled on 31 silicosis patients and 60 healthy controls. The AI-powered model successfully distinguished silicosis cases with over 90% accuracy.

    The test takes less than five minutes per sample, making it feasible for large-scale health screening. Additionally, the test doesn’t require subjects to fast or undergo any special preparation beforehand.

    An important question in breath analysis is whether external factors, such as diet or smoking, influence test results. Our study included smokers and non-smokers in both silicosis and healthy control groups, and the test maintained high accuracy.

    Our results show great promise, but there are challenges to overcome. The test relies on highly sensitive instrumentation that, while compact (less than a cubic metre), still requires technical expertise to operate.

    Currently, breath samples are collected in clinics and transported to a lab for analysis. We hope future iterations could allow for testing in workplace settings, creating routine screening programs. Further validation in larger, diverse worker populations is also necessary before full implementation.

    The next phase of research will involve refining the AI model and expanding real-world testing to thousands of silica-exposed workers who might be at risk.

    While routine medical evaluations will still be necessary for at-risk workers, the addition of breath analysis could enable more continuous monitoring than what is currently practical. It could help detect silicosis earlier, before the symptoms become irreversible, reducing long-term health risks.

    Samsung Electronics today announced the global rollout of its latest lineup of smart refrigerators, reinforcing the “Screens Everywhere” vision introduced at CES 2025. This expansion includes the introduction of the 9-inch AI Home screen1 on the 4-Door, 4-Door French Door and Side-by-Side refrigerators, as well as an enhanced Family Hub screen on select French Door and Side-by-Side models. An enhanced AI Vision Inside2 feature is integrated on select 4-Door and 4-Door French Door models, refining food identification and streamlining meal planning to ensure a more intuitive kitchen experience for users.

    A Smarter Way To Manage Food, Home, Family Communication and Entertainment
    Samsung’s new refrigerators incorporate the intuitive 9” AI Home screen and 32” or 21.5” Family Hub screens, which are designed to enhance four key areas of daily life: Food, Home, Family Communication and Entertainment. The first category, food, is especially powered by the upgraded AI Vision Inside, which adds four more food items to the list of recognizable types for a total of 37. Furthermore, adding on to fresh food items, AI Vision Inside can now also recognize processed food items. Refrigerators with the enhanced AI Vision Inside will recognize and recommend users to save processed food items that have been placed inside multiple times, allowing up to 50 items to be saved with designated names.3 Based on the improved food list, the screen will provide tailored recipe recommendations and meal planning,4 making home cooking more seamless and personalized.
     
    Beyond food, the screens also enhance smart home connectivity. The latest advancements provide deeper integration into the smart home ecosystem, making the refrigerator a central hub capable of controlling connected appliances throughout the entire home. With the integration of Map View, users can monitor and control Samsung appliances and even third-party smart home devices5 like lights and smart plugs. There’s also SmartThings Energy,6 which helps users track and optimize their energy consumption, facilitating greater efficiency in everyday life. The intuitive display provides users with access to a great deal of information about their home, with users also being able to issue voice commands through Bixby.7
     
    The new Daily Board feature keeps everyone informed and connected. Placed at the heart of the home, the refrigerator screen delivers real-time updates throughout the day — whether it’s the morning weather and schedule before heading to work, or daily energy consumption reports in the evening. Users can also easily access their schedules through voice commands and receive tailored responses. By recognizing each family member’s voice and replying accordingly, Bixby will serve as both a helpful assistant for the entire household and for each person individually.8 Additional family-focused features include a shared gallery for storing precious memories and a calendar to help with daily planning.
     
    Samsung’s latest refrigerators also redefine entertainment in the kitchen, allowing users to stay engaged while cooking or spending time with family. With Spotify integration, users can listen to their favorite music or podcasts directly from their fridge.9 SmartView Mirroring enables seamless screen sharing from smartphones or Samsung TVs, and the dedicated gallery feature lets families display their favorite photos, adding a personal touch to the kitchen.
     
     
    The Next Generation of Refrigeration

    The 4-Door Refrigerator is designed to meet the needs of modern households with its innovative features.10 The 9” AI Home applied on select models allows the refrigerator to integrate seamlessly with the smart home ecosystem. Models that incorporate Hybrid Cooling technology11 keep produce fresh for even longer, while also allowing extra space12 by utilizing a peltier module that is compact in size for cooling. By utilizing the conventional compressor and the Peltier module together, AI Hybrid Cooling is capable of providing additional cooling whenever necessary, such as when the internal temperature increases or when AI predicts a potential rise.13 When users put in a large amount of groceries after shopping or open the door multiple times in the summer, the Peltier module will assist the compressor to maintain a consistent internal temperature.
     
    The 4-Door Refrigerator also comes in Kitchen Fit design, allowing agile installation that requires only a tiny gap of just 4mm from the sides and 20mm from the top. Also, the refrigerator’s doors have been enhanced with SpaceMax insulation technology that uses less amount of high-efficiency insulation, increasing the space in the doors by 56% compared to previous models equaling 10L in capacity.14 Users can also enjoy convenience with the wide opening door that opens more than 90 degrees, and the food showcase to store frequently used items.
     

     
    The 4-Door French Door Refrigerator, launching in North America, is available in various configurations, including a 32” Family Hub and a 9” AI Home. This flexibility allows users to choose the best fit for their kitchen. The Auto Open Door15 feature ensures hassle-free accessibility with just a gentle tap, making it accessible to everyone in all kinds of situations to effortlessly access the inside of the fridge. It also has a Beverage Center that includes a water dispenser and a 1.4L Auto-Fill Water Pitcher that is dishwasher safe16 and BPA free.17 Apart from ensuring that fresh, filtered water is always available, the pitcher also allows users to infuse their water with fruits and herbs.
     

     
    The Side-by-Side Refrigerator also offers multiple screen options, including the 21.5” Family Hub and 9” AI Home.18 The model, featuring an Auto Open Door that opens up widely makes it simpler to reach stored items,19 is designed for users who prioritize easy access and organization. Select European models are equipped with Hybrid Cooling technology — as seen in the 4-Door refrigerator — to maintain freshness by preventing temperature fluctuations.
     
    All three types of refrigerators come with the AI Energy Mode feature, allowing users to reduce energy consumption by up to an additional 10%.20 Users can choose to activate the mode always or when electricity bills are expected to exceed the preset target.
     
    With these latest innovative solutions, Samsung continues to push the boundaries of the connected kitchen, transforming the refrigerator into an intelligent hub that enhances food management, smart home integration and entertainment. By seamlessly blending AI-enabled convenience with energy efficiency, Samsung is redefining how users interact with their appliances and bringing the future of the smart home to life.

It operates when either the temperature in the refrigerator rises above the normal range or AI predicts that the temperature will rise in 5 minutes due to a long period of food storage or cleaning, based on an analysis of the user’s refrigerator opening and closing pattern.14 Based on internal testing, compared to Samsung RF60DB9KF*** model launched in Korea. The capacity may vary by models, region, and feature specifications.15 An automatic closing function is not available. The actual angle that the doors open may vary due to the installation circumstances and usage conditions, like storing heavy items in the door bins. The user may need to adjust how the refrigerator is installed if the doors don’t open properly. The touch sensors can be turned on/off from the display or SmartThings app and the default setting is ‘Off’. The Auto Open Door function may be activated inadvertently by contact with any body part or by a child or pet.16 Tested for 125 cycles in accordance with the “Mechanical dishwashing resistance of utensils” test method (BS EN 12875-1:2005) and certified as dishwasher safe by SGS.17 Bisphenol A (BPA) is found in polycarbonate plastics and epoxy resins, which are often used in food and beverage containers, and has been linked with possible adverse health effects.18 Available in Europe, Southeast Asia, China, the Middle East, Africa and the Commonwealth of Independent States (CIS).19 You can select the door opening level using the SmartThings App (SmartThings is available on Android and iOS devices. A Wi-Fi connection and a Samsung account are required). The ‘Wide-open’ option automatically opens the door by an angle of 80 degrees or more, but the door does not close automatically.     China will combine robust policy support and the unleashing of market forces as it strives to achieve its economic growth target of around 5 percent this year, and policymakers are well prepared to introduce new incremental policies if necessary, Premier Li Qiang said in Beijing at the opening ceremony of the two-day China Development Forum 2025.

    The recent dynamism observed in China’s consumer market, particularly in the film, winter sports and cultural tourism sectors, has pointed to the vast potential of the country’s domestic economic circulation, Li said.

    The theme of this year’s forum is “Unleashing Development Momentum for Stable Growth of the Global Economy”.

    Han Wenxiu, executive deputy director of the Office of the Central Commission for Financial and Economic Affairs, said that China is set to enhance people’s consumption capacity, to ensure they have the financial means and the willingness to consume. These initiatives go beyond merely promoting economic growth and productivity, he said.

    The initiatives also seek to increase the income of urban and rural residents, optimize the income distribution structure and elevate the share of household income in overall national income, Han said.

    Liu Shijin, former deputy director of the Development Research Center of the State Council, noted that “China faces a critical transition from an investment- and export-driven growth model to one fueled by innovation and consumption”.

    “While structural imbalances in consumption present major challenges, resolving them could unlock growth potential comparable to that once provided by the real estate sector. This transformation would establish a foundation for sustained medium-speed economic growth, ensuring stability for China’s economy in the years ahead,” Liu said.

    Premier Li stressed at the forum that the continuous emergence of technological advancements by Chinese tech startups such as DeepSeek and Unitree Robotics has showcased the country’s immense capability for innovation and creativity.

    Minister of Finance Lan Fo’an, said that this year, China will scale up its funding to the sci-tech sector to expedite breakthroughs in critical and core technologies, stressing that a variety of policy tools will be used, including tax incentives and investment funds, to drive the “AI Plus” initiative and foster the growth of emerging and future industries.

    Policymakers are committed to implementing measures that promote the development of the private sector, providing tangible assistance to enterprises, so that they can innovate and thrive, Lan said.

    Executives attending the forum said that amid the growing uncertainties in the global economy marked by rising protectionism, it is more important than ever for nations to open up their markets and for businesses to pool their resources, in order to jointly tackle challenges and achieve shared growth.

    “We expect China to remain an engine for global growth in 2025 and across this decade,” said Georges Elhedery, group chief executive of HSBC Holdings, adding that he is confident that in the long run, China will remain a thriving, sustainable economy at the heart of global trade and investment and at the forefront of innovation.

    Cristiano Amon, president and CEO of Qualcomm, told China Daily that he was excited by the innovation from DeepSeek, a Chinese artificial intelligence startup.

    “Our Chinese partners are very excited at embracing AI, and Qualcomm will expand our cooperation with them in the future,” Amon said, adding that he believes technology will play an important role in spurring economic growth.

    Li Lecheng, Party secretary of the Ministry of Industry and Information Technology, said that China has become the world’s second-largest contributor to the global open-source community and the fastest-growing country in this field.

    An open-source community is a collective of users, developers and contributors centered around a project in which the source code is freely available for modification and redistribution.

    “We will support foreign-funded enterprises to establish research and development centers in China, and to further promote innovation and entrepreneurship in the country,” Li Lecheng said.

    More efforts will be made to facilitate the translation of scientific and technological progress into practical applications, he said, adding that the country also encourages foreign enterprises to participate in such initiatives.

    Pascal Soriot, CEO of AstraZeneca, said the strong signals from this year’s Government Work Report, which reaffirmed China’s commitment to science, innovation and opening-up, are highly encouraging.

    “We have been investing in science and innovation for many years in China, and we plan to invest even more in the future,” Soriot said.

Chaudhary emphasized that “Transportation is all about acceleration, and it accelerates growth. Future of Logistics is green and digital, and AI driven predictive maintenance shall be a key driver”.

    Gati Shakti Vishwavidyalaya successfully concluded its 3rd Annual Tech-Fest “EPITOME’25”. The fest over the course of two days covered immersive technical sessions from industry experts, deliberation over technological application for economy growth and display of path-breaking ideas for real world applications.

    The Minister emphasized the role of Logistics efficiency, and PM Gati Shakti National Master Plan. He mentioned that the investment by the country in multimodal logistics, aviation, railways, maritime etc are opening up global career pathways for the youth. However, the entire sector (Railways, Aviation, Logistics etc) being highly technical in nature, requires highly skilled manpower. Industry, Academia and Government must work in synergy for creating these skilled professionals to reduce errors and increase efficiency.

    Highlighting the role of Ministry of Skill Development and Entrepreneurship, he mentioned that doubling of India’s startup ecosystem by 2030, from 1.2 lakh to 2.4 lakh, is projected to create 50 million jobs, including direct white-collar roles, gig economy opportunities, and indirect jobs across industries and; therefore sector-specific skilling programs and encouraging startup culture are extremely important. The Govt of India has recently announced 60,000 crores scheme to upgrade ITIs.

    Strongly praising the “Industry-driven” approach of Gati Shakti Vishwavidyalaya, Sh. Chaudhary advised the university to partner and mentor NSTIs to significantly enhance the reskilling and upskilling initiatives.

    The event was a hub of exchanging ideas, fostering steadfast collaborations, mentoring of young minds along with exploring and forming new alliances. It featured addresses from various industry leaders and from entities of social significance all highlighting the role of education institutes in cultivating young minds to reinforce and propel India towards Viksit Bharat by 2047.

    The 2-day technical festival with the theme “Transport 360: Land, Air, Sea and Beyond” attracted several top companies in the sector. Speaking on the occasion, Dr. Hemang Joshi (MP of Vadodara) spoke about the PM’s vision of Viksit Bharat 2047 and very important role of Gati Shakti Vishwavidyalaya in it.     Spreading Honourable Prime Minister Narendra Modi’s message of fighting obesity and indulging in a healthy and active lifestyle, Dr Mandaviya said “Cycling not only enhances one’s health but also builds character.”

    The Union Sports Minister completed a 3 kilometre ride from Marine Drive (Samajik Parivartan Sthal) to Samta Mulak Chauraha to 1090 Chauraha and back along with senior officials from Sports Authority of India (SAI) and members of MyBharat intitiative and Physical Education Foundation of India (PEFI).

    Organised by SAI’s Netaji Subhas Regional Centre in Lucknow, the cycling drive witnessed huge enthusiasm from young boys and girls and 100-plus athletes from the local National Centre of Excellence (NCOE) who also grooved to Zumba performances prior to the cycling drive.

    Addressing the media after the cycle rally, Dr Mandaviya encouraged citizens to incorporate cycling in their daily routines to fight obesity and reduce air pollution levels across the country.

It is not just a mode of transport, but a key step towards a healthier, more sustainable future. By adopting cycling as part of our daily lives, we can improve our physical well-being, reduce pollution and contribute to a greener environment. I urge every citizen to embrace cycling, not only as a hobby but as a regular part of their lifestyle for the benefit of their health and our planet. Let us all make fitness a priority, for a healthy youth is the strength of a prosperous state and country,” he said.

    Sh. Girish Chandra Yadav, Hon’ble Minister of State for Sports and Youth Welfare, Govt. of Uttar Pradesh, remarked: “Fitness is the foundation of a strong and vibrant society. For our youth to succeed in life, both physically and mentally, it is essential that we instill the values of discipline, hard work and fitness.”

    In Delhi, the ‘Fit India Sundays on Cycle’ saw the presence of Paris Paralympics para badminton medallists Nitesh Kumar and Manisha Ramadass. The athletes were in Delhi to participate in the ongoing Khelo India Para Games 2025. Smt Sminu Jindal, founder of Svayam, the official accessibility partner of KIPG 2025, was also present to motivate the participants. Nitesh, Manisha and Ms. Jindal flagged off the event that was supported by PEFI and witnessed participation of more than 600 people.

    In Mumbai, Asian Games medal-winning javelin thrower Kishore Jena participated in the cycling movement at picturesque Aksa Beach.

    Till now, the nationwide cycling drive has been organised across 5000 locations with approximate participation of 2 lakh-plus individuals. The movement also promotes environment-friendly practices to decrease air pollution levels across the country. The initiative is being conducted across multiple States & Union Territories with participation from cycling enthusiasts, athletes, coaches, sports science experts, amongst others.

    Previously, the cycling event witnessed participation of Indian Army jawans, Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP) and prominent sports stars like Lovlina Borgohain, Sangram Singh, Shanky Singh, Nitu Ghanghas, Saweety Boora, Paris Paralympics bronze medallist Rubina Francis and Simran Sharma (para world champion) apart from celebrities like Rahul Bose, Amit Sial and Gul Panag, to name a few.

    The ‘Fit India Sundays on Cycle’ is organised by the Ministry of Youth Affairs and Sports (MYAS), in collaboration with the Cycling Federation of India (CFI), My Bikes and MY Bharat. Events are simultaneously held nationwide at SAI Regional Centres, National Centres of Excellence (NCOEs) and the Khelo India centres (KICs).

    NEW DELHI, March 22: Union Minister Dr. Jitendra Singh hailed the expansion of recruitment exams to 13 regional languages, a significant move from the earlier limitation to Hindi and English before 2014.

    Chairing a high-level holistic meeting at the Department of Personnel and Training (DoPT) in North Block here, he emphasized the government’s commitment to streamlining the recruitment process and enhancing governance through technology-driven reforms.

     

    Dr. Jitendra Singh stated that the average recruitment cycle time has been reduced from 15 months to 8 months, with further reductions planned in the coming days. He also recalled the Public Examinations (Prevention of Unfair Means) Act, 2024, which was propelled by his efforts, and confirmed that its rules and details have been notified.

    Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, Minister of State in the Prime Minister’s Office, Department of Atomic Energy, Department of Space, and Personnel, Public Grievances, and Pensions, Dr. Jitendra Singh directed officials to establish standards and guidelines for conducting computer-based tests, ensuring a level playing field for all candidates. He also instructed the creation of a ‘Single Job Application Portal’ to ease the burden on job seekers and save their time and energy from applying across multiple platforms.

    Dr. Jitendra Singh took stock of Mission Karmayogi, noting that as of date, nearly 89 lakh Karmayogis have been onboarded. He emphasized the importance of capacity building for government employees, focusing on their overall development and increased workplace efficiency.

    The DoPT Minister instructed officials to create a repository of Good Governance practices and amplify them through outreach for other departments to follow. Stressing the use of Artificial Intelligence (AI) in governance, he cited its success in CPGRAMS 2.0, an AI-enabled grievance redressal system.

    Dr. Jitendra Singh also stressed continuous digitalization, recalling how during the COVID-19 pandemic lockdown, 70-80% of government work was carried out online, thanks to Prime Minister Narendra Modi’s Digital India Mission, envisioned in 2015. He emphasized the need for process re-engineering to revise guidelines for framing and amending recruitment rules.

    On personnel policies and rules, Dr. Singh directed officials to ensure inclusive and equitable policies while leveraging technology to foster transparency and accountability.

    During the review, Dr. Jitendra Singh also addressed the questions raised by officials and guided them on the way forward. Smt. Rachna Shah, Secretary, DoPT, along with senior officials of the ministry, attended the high-level meeting.

    100 New Food Testing Labs to be Established with Financial Support from Ministry of Food Processing Industries, Announces Ravneet Singh Bittu

    Bathinda, 22nd March 2025 – In a bid to enhance food safety and quality, Ravneet Singh Bittu, the Union Minister of State for Railways and Food Processing Industries, announced that the Ministry of Food Processing Industries (MOFPI) will financially support the establishment of 100 new NABL-accredited food testing laboratories across India in the financial year 2025-26.

    Bittu, who inaugurated a world-class food testing laboratory at Maharaja Ranjit Singh Punjab Technical University, highlighted the critical role of food testing in ensuring food safety. “Food testing is vital for ensuring that food products meet safety standards and are free from harmful contaminants and pathogens,” he said.

    The initiative is part of the government’s broader plan under the Pradhan Mantri Kisan Sampada Yojana (PMKSY), which has allocated ₹503.47 crore for 205 laboratory projects. Out of these, 169 projects have already been completed, with ₹349.21 crore disbursed. These labs play a crucial role in meeting the requirements of major regulatory bodies such as the Food Safety and Standards Authority of India (FSSAI), the Export Inspection Council of India (EIC), the Agricultural and Processed Food Products Export Development Authority (APEDA), and international agencies like the USFDA and EU regulations.

    Farmers and producers in sectors such as citrus fruits, green peas, cauliflower, carrots (both fresh and frozen), milk and milk products, basmati rice, wheat, millets like bajra and sorghum, mustard and sunflower oilseeds, and farm-produced shrimp will benefit from these state-of-the-art facilities. These laboratories help ensure compliance with global standards, support exports, and improve the overall quality of food products, ultimately contributing to higher income for farmers and job creation, particularly for skilled technical personnel.

    The laboratory inaugurated at Bathinda will employ cutting-edge technologies like GC-MS/MS, ICP-OES, HPLC, and UV spectrophotometers for testing pesticide residues, heavy metals, microbiological contaminants, and more. With a total project allocation of ₹253.12 lakh and ₹191.259 lakh already released, the facility will serve food processors, farmers, and food businesses to ensure the safety and quality of food products.

    Elaborating on the achievements of the food processing sector in Punjab, Ravneet Singh shared that the Ministry has approved 24 cold chain projects totaling ₹553 crore, 3 agro-processing cluster projects worth ₹70 crore, 16 food processing units with an investment of ₹432 crore, and 10 food testing laboratories totaling ₹48 crore. Under the PMKSY scheme, 61 projects amounting to ₹1557 crore have been approved in Punjab, with a grant of ₹419 crore.

    Additionally, six factories in Punjab have committed investments under the Production-Linked Incentive (PLI) Scheme, totaling ₹126.31 crore. Over 2,500 micro-entrepreneurs in Punjab have received subsidies under the Pradhan Mantri Formalization of Micro Enterprises (PMFME) Scheme, and 1,296 members of Self-Help Groups (SHGs) have received seed capital approval amounting to ₹3.99 crore. In Bathinda and Mansa, honey and milk-based products are identified as the key products under the “One District, One Product” initiative.

    In Bathinda, 483 loans amounting to ₹142.3 crore were disbursed, while in Mansa, 253 loans amounting to ₹72.15 crore were granted. Additionally, Self-Help Groups in Bathinda and Mansa received seed capital funding of ₹75 lakh and ₹18 lakh, respectively, under the PMFME scheme.

    Ravneet Singh also visited an exhibition organized by PMFME beneficiaries, showcasing their products.

    Other dignitaries present at the event included Dr. Sandeep Kansal, Vice Chancellor of Maharaja Ranjit Singh Technical University, Sh. Ranjit Singh, Joint Secretary of MOFPI, Sh.     The ‘India 2047: Building a Climate-Resilient Future’ symposium concluded today at Bharat Mandapam, New Delhi, with a resounding call for sustained action, collaboration, and policy-driven climate adaptation and resilience.

    In his remarks during the valedictory session, Union Minister of State for Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, highlighted India’s remarkable journey in confronting climate challenges. He emphasized the multidimensional nature of climate action, touching upon critical issues such as the impact of heatwaves and water scarcity on agriculture, the urgency of building resilient health systems, adaptation financing, and innovative solutions in the built environment. He called for comprehensive climate adaptation and resilience measures.

    The Minister outlined Critical Action Points that emerged from the symposium:

    • Stronger Institutional Frameworks: Climate adaptation must be embedded across all levels of governance, including at the local level.
    • Community-Driven Solutions: Policies should be tailored to ground realities, local needs and circumstances.
    • Immediate and Long-Term Action: While emergency interventions like heat relief programmes are vital, systemic changes in infrastructure, policy and financing are pertinent for long-term resilience. Addressing adaptation finance, is a critical pillar for mainstreaming adaptation in the short-term and long-term climate adaptation actions.
    • Collaborative Implementation: Policymakers, researchers, businesses, and communities must work together to scale up just and equitable climate adaptation strategies.

    Shri Singh mentioned that the collaboration between Ministry of Environment, Forest & Climate Change, Government of India and Harvard University represented by Lakshmi Mittal and Family South Asia Institute and The Salata Institute for Climate and Sustainability has been a unique opportunity to bring together experts and stakeholders facilitating exchange of ideas. He suggested that the lessons and recommendations from this Symposium be taken, as appropriate, to support India’s continued lead in addressing the Climate challenges of the 21st century.

    Over the past four days, the symposium served as a dynamic knowledge sharing platform for experts from diverse fields—including climate science, public health, labour, and urban planning—to deliberate on the urgent challenges posed by climate change and the pathways to a resilient future. The deliberations focused on four key themes: Climate Science of Heat and Water with its implications on Agriculture, Health, Work and the Built Environment.

    The climate adaptation in Agriculture requires evidence-based policies and decision-making. Emphasis was placed on localized governance and climate-resilient agricultural practices to improve food security and nutrition. Discussions suggested integrating scientific research with policy, long-term climate changes, water use trends, establishing local climate forums, stakeholder-centric metrics, and integrating AI in forecasting. Experts highlighted the need for communication among stakeholders, technological advancements, and balancing short-term and long-term adaptation strategies.

    The resilience in Health sector discussion focused on quantification of heat exposure and its impact on human health, emphasizing the need to improve data collection, correlation and consideration of local context, using the advancements in AI and machine learning. The deliberation also stressed the importance of strengthening climate-responsive public health systems, addressing the fragmented health data landscape, and promoting cross-sectoral collaboration. Emphasis was placed on multi-sectoral governance, suitable metrics, and training healthcare workers on climate-linked health risks, with a focus on leveraging existing programmes and engaging in multi-stakeholder collaboration for policymaking.

    Adaptation at Work is essential to address the heat-related stress and its impact on workers. The challenges faced by workers especially women were recognized and best practices in technical and behavioral adaptation, emphasizing health standards, occupational safety, safe civic spaces, etc. were highlighted.  The importance of government intervention, innovative financial solutions, and multi-stakeholder collaboration was underscored to enhance resilience in diverse geo-climatic conditions. The need for comprehensive strategies, considering local work culture and conditions, leveraging existing policies was emphasized to protect workers from climate-induced heat stress.

    The Built environment we live in, directly impacts our adaptation capacities. The experts in the sector emphasized a balanced approach to urban resilience, combining legal mandates with market-based incentives. The importance of addressing vulnerable populations, particularly in slum areas was highlighted, through local interventions and long-term planning. The success of urban planning policies depends not just on their design but also on operational feasibility, efficiency and cultural acceptance. The need for responsive urban planning frameworks, interdisciplinary collaboration, and action-oriented research was emphasized. There is a need to shift focus to thermal comfort for all.

    Professor Caroline Buckee from Harvard University emphasized the need for more granular data to identify those most at risk from climate impacts. She highlighted the challenges posed by India’s large health system and the importance of integrating health data across different sectors. Professor Buckee also stressed the value of timely censuses for accurate epidemiological estimates and the need for interdisciplinary approaches to address the complex interactions between climate change, health, and other sectors.

    Shri Tanmay Kumar, Secretary (MoEFCC), emphasized the importance of building local capacities to address climate impacts effectively. He highlighted the need for integrated approaches that consider the unique challenges faced by different regions and communities. He noted that adaptation strategies must be inclusive and community-driven, drawing on traditional knowledge and practices. He emphasized that climate resilience and sustainable development require continuous collaboration and commitment. He also reaffirmed that the Ministry remains committed to ensuring that climate resilience strategies are inclusive, sustainable and grounded in scientific evidence and also take into account the development aspirations.

    Prof. Tarun Khanna, Director (The Lakshmi Mittal and Family South Asia Institute, Harvard University), appreciated the collaboration and expressed his gratitude towards the Ministry and Harvard University represented by Lakshmi Mittal and Family South Asia Institute & The Salata Institute for Climate and Sustainability for bringing together leaders from across the field to collaboratively work on the leading challenge of our times. He highlighted the collaborative spirit and the diverse energies that came together to make this symposium a success.

    Shri Naresh Pal Gangwar, Additional Secretary (MoEFCC), expressed heartfelt gratitude to all distinguished speakers, experts, and panelists for sharing their knowledge and insights. He urged everyone to continue working with renewed focus and dedication, emphasizing the importance of collaboration and determination in addressing climate challenges.

    The symposium concluded with a strong message for continued dialogue, knowledge sharing and collaborative efforts.     Intensifying the fight against obesity, Union Minister of Youth Affairs & Sports and Labour & Employment, Dr. Mansukh Mandaviya will be taking part in the nationwide movement ‘Fit India Sundays on Cycle’ on 23rd March 2025. Union Minister will be joined by Honourable Governor of Uttar Pradesh, Smt. Anandiben Patel and Uttar Pradesh Minister of Sports & Youth Affairs, Shri Girish Chandra Yadav.

    Dr. Mandaviya will ride a bicycle for 3 kilometres from Marine Drive (Samajik Parivartan Sthal) to Samta Mulak Chauraha to 1090 Chauraha and back, leading a group of more than 400 cyclists, spreading Honourable Prime Minister Narendra Modi’s message of fighting obesity and indulging in a healhthy and active lifestyle.

    Elsewhere, Asian Games medal-winning javelin thrower Kishore Jena will be participating in the cycling movement at picturesque Aksa Beach in Mumbai with members of Physical Education Foundation of India (PEFI) taking part in the initiative in New Delhi.

    Till now, the nationwide cycling drive has been organised across 4200 locations with approximate participation of 2 lakh individuals. The movement also promotes environment-friendly practices to decrease air pollution levels across the country. The initiative is being conducted across multiple States & Union Territories with participation from cycling enthusiasts, athletes, coaches, sports science experts, amongst others.

    Previously, the cycling event witnessed participation of Indian Army jawans, Central Reserve Police Force (CRPF), Indo-Tibetan Border Police (ITBP) and prominent sports stars like Lovlina Borgohain, Sangram Singh, Shanky Singh, Nitu Ghanghas, Saweety Boora, Paris Paralympics bronze medallist Rubina Francis and Simran Sharma (para world champion) apart from celebrities like Rahul Bose, Amit Sial and Gul Panag, to name a few.

    The ‘Fit India Sundays on Cycle’ is organised by the Ministry of Youth Affairs and Sports (MYAS), in collaboration with the Cycling Federation of India (CFI), My Bikes and MY Bharat. Events are simultaneously held nationwide at SAI Regional Centres, National Centres of Excellence (NCOEs) and the Khelo India centres (KICs).

  • MIL-OSI United Kingdom: Housing Bill: Women must be better protected to flee domestic abuse

    Scottish Green MSP Maggie Chapman has lodged proposals to expand the definition of domestic abuse to protect more women and children who are facing homelessness. The proposal will be considered as an amendment to the upcoming Housing (Scotland) Bill.

    Ms Chapman believes that the Scottish Government’s current definition within the context of this bill is not broad enough to offer the necessary protections, only covering violent, threatening and intimidating conduct.

    The expanded definition that Ms Chapman is calling for would see controlling, coercive, and degrading behaviour included within the definition – a change that charity organisation Scottish Women’s Aid has long called for.

    Ms Chapman said:

    “Women might feel unable to leave a violent and abusive relationship for fear of ending up homeless, and that sense of feeling trapped only increases when there are children involved in the process.

    “This bill must work to enhance the support we offer women and children, so that they are better protected and able to flee from abuse, without fear of being left homeless or placed in unsuitable and unsafe accommodation due to their experience of abuse not matching the government’s definition.

    “By expanding the definition of domestic abuse, we can help to resolve that fear and create a more hopeful future for women and their families who are rebuilding their lives.”

    Ms Chapman has also lodged an amendment that would force the Scottish Government to implement the findings of their December 2020 report on improving housing outcomes for women and children experiencing domestic abuse.

    The actions called for in the report include: improving how homelessness due to domestic abuse appears in statistics, developing a Housing First pathway for women experiencing domestic abuse, and developing a timetable to implement the Ending Homelessness Together action plan that will ensure the homelessness system meets the needs of diverse groups of women.

    Ms Chapman said:

    “There are groups who have been waiting years for the findings of this report to be put into action. My proposal will bring them forward and help ensure that women and children experiencing domestic abuse are provided with the right services, with the right support and regular reviews to ensure that progress is being made.”

  • MIL-OSI United Kingdom: Taking on Trump & Farage – and fixing church roofs

    We meet at a time of great peril. For our continent, and for our country.

    Because Donald Trump is not only betraying Ukraine. It’s not only their sovereignty he’s selling out. It’s our security. The security of Europe and the security of our United Kingdom.

    And that is unforgivable.

    Putin might be able to fool Donald Trump into thinking that his ambitions do not extend beyond parts of Ukraine, but we know better. Just look at what he’s already doing in Georgia, in Moldova, in Romania – undermining their democracies and seeking to extend his grip further into Europe.

    Our brave Ukrainian allies are on the frontline. Fighting not just for their homes. Not just for their freedom. But for the freedom and security of people across Europe, including ours here in the UK. Their fight is our fight.

    So to our Ukrainian friends, on behalf of all Liberal Democrats, let me say once again – We thank you. We salute you. We stand with you. Today. Tomorrow. Always.

    And of course, that solidarity must go beyond mere words. That’s why I am proud that the United Kingdom has been Ukraine’s staunchest ally right from the start. Why I am so proud of the tens of thousands of British families who welcomed Ukrainians into their homes. Showing the incredible warmth and generosity of the British people. Why I am proud of all the military assistance we have given to the Ukrainian armed forces – the tanks and training, missiles and drones to repel Putin’s war machine. And it’s why I was proud that the Prime Minister brought Europe and Canada together here in Britain to chart a way forward, the day after those appalling scenes of Trump and Vance ambushing President Zelenskyy in the Oval Office.

    And Trump’s so-called “special envoy” might dismiss British leadership as pointless posturing, but we know what it really is… Britain, leading in Europe again, as we have done at the greatest moments in our nation’s history. And friends, it was good to see that again after such a long time, wasn’t it?

    But now we must step up our efforts and do more. Much more. For the defence of Ukraine, for the defence of Europe, and for our own national defence too.

    So we Liberal Democrats have led calls for far more support for Ukraine – funded by the tens of billions of pounds of Russian assets frozen in the UK, and the hundreds of billions of pounds frozen across the G7. We backed proposals for a new European Rearmament Bank, to finance a massive expansion of defence manufacturing here at home and across the continent. We pressed the Government to raise defence spending to 2.5% of GDP – and now we are continuing to push for cross-party talks to get it to 3%.

    Because the threat we face is existential.

    To our east, a murderous dictator hellbent on building a new Russian empire – and committing atrocities on European soil in pursuit of it. And to our west, for the first time in my life, a President of the United States willing not merely to turn a blind eye to Putin’s aggression – but actually to praise it. A President who has repeatedly demonstrated that he is not a reliable ally to Ukraine, to Britain, to Europe, or to anyone else.

    So the fundamental questions we now face are these:

    How do we deal with Putin?

    And how do we deal with Trump?

    Well, let me tell you how not to deal with them. Just like any bully, you don’t deal with them by curling up in a ball and hoping they’ll leave you alone. You don’t turn a blind eye as they attack your friends, praying that maybe they’ll stop there. You have to stand up. Stand tough. Stand together with our friends. Make clear that an attack on one is an attack on all.

    And that – for the vast majority of people in our country – is our instinctive response. Brits can’t stand a bully.

    What Trump and Putin are doing offends our fundamental British values of decency, fair play, respect for national sovereignty and the rule of law. Almost everyone I speak to – in every part of our country – feels that way. But there is one man who thinks differently.

    One lone holdout. Someone who simply doesn’t seem to get it. A man who splits his time between GB News, Mar-a-Lago… and weirdly selling nappies on social media, apparently. A man who can even, legend has it, occasionally be spotted in the House of Commons and – if you wait long enough – in the town of Clacton-on-Sea. Nigel Farage.

    Unlike you and me, Nigel Farage thinks Donald Trump and Vladimir Putin are great. Not in a “look, we have to be pragmatic and work with them” kind of way. More in a teenager with a celebrity crush kind of way.

    Don’t forget, when Farage was asked which world leader he most admired, his answer was Vladimir Putin. Yes, really. Now, to be fair, that was before Donald Trump became President – so I guess Putin might have slipped to number two by now. 

    A tyrant responsible for the brutal suppression of Russia’s own people, and countless atrocities in Ukraine. Who has murdered thousands of innocent civilians. And abducted 20,000 children from their homes. Snatched them away from their families.

    That, apparently, is the sort of man who wins Nigel Farage’s admiration.

    How despicable. How completely out-of-touch with British values. With human values. How unpatriotic. How deeply un-British. And this from a man who thinks he can be our Prime Minister. Not on our watch.

    With war on our continent, an unpredictable President in the White House, and an increasingly volatile world… This is no time for a nationalist.

    We need real British patriotism instead. At home and abroad, our country has big problems to solve. And let’s be absolutely clear: Nigel Farage is not the least bit interested in solving them.

    If Farage had his way, he would turn our great country into little more than a Donald Trump tribute act. He has said it himself: he sees Trump as his inspiration. He wants to do to Britain what Trump is doing to America: All the division. The nasty culture-war nonsense. The economic self-harm of tariffs. Cruelty for the sake of being cruel. Siding with criminals and undermining the rule of law. And of course, limiting your access to healthcare. And making you pay more for it.

    Farage doesn’t like to talk about it much these days, but he has been very clear throughout his long political career that he doesn’t believe in the fundamental NHS principle of universal healthcare free at the point of use. He’s called for an American-style insurance-based model. He says he’s “open to anything” when it comes to the future of the NHS – including privatisation. Just like his idol Donald would want.

    And apart from that, isn’t it striking that Farage has nothing to say about the challenges facing our NHS? Nothing to say about how to make sure people can actually see a doctor or a dentist when they need one. Nothing to say about ambulance delays or crumbling hospitals. Nothing to say about fixing social care, so that our loved ones get the care they need and carers get the support they deserve. And I mean literally – nothing to say. 

    Farage has never uttered the word “care” once in Parliament. Because the truth is: Nigel Farage doesn’t care.

    He hasn’t mentioned the “NHS” once either – or GPs, hospitals, ambulances, dentists. Imagine that. A political party whose leader has nothing at all to say on one of the biggest issues on people’s lips, and the biggest challenges we face. Our country has big problems to solve. And Nigel Farage is not the least bit interested in solving them.

    But friends, that’s not the worst of it, is it? What worries us most about Farage and Reform is the deeply destructive, divisive brand of politics they deploy.

    The weaponisation of difference. The demonisation of diversity. The scapegoating of “the other”. The superficial, simplistic, snake-oil solutions they peddle. We know where it all will lead, if we don’t stop it.

    We know what happens when cynical, opportunistic politicians seize on the struggles and the anxieties of ordinary people – Anxieties about the cost of living. About cultural and technological change. About sovereignty and security. When they exploit those struggles and anxieties for their own selfish ends – When they point the finger of blame at those who differ from you because of their religion or their nationality or the colour of their skin – When they teach that those people threaten your job or your family or your way of life – When they manipulate new forms of media to spread lies, sow fear and stir hatred – When they use those tools to convince you that their cause alone is righteous and all who stand against them are evil… We know where that ends.

    We have seen it before across history – too many times. It is the populist playbook, and its pages are very well-worn. It is ugly. It is powerful. And it is incredibly destructive. Not only to the groups they target – the vulnerable, the minorities – but ultimately to us all. To our whole society. To the very idea of liberal democracy that our United Kingdom embodies.

    And if this sounds alarmist or over-the-top, remember this: It always starts that way.

    With a reasonable, even beguiling face. With an appeal to “common sense” and “plain speaking”. But if allowed to take root, it grows and mutates with such speed and ferocity, till it fills every crack in the foundations of our country… Until those cracks become chasms.

    And what is broken can never be mended. So we know where it leads. We know what is at stake. Not just an election. Not just a set of policies. But the very future of liberal democracy itself.

    That is what’s under threat. And friends – Liberal Democrats – it falls to us to save it.

    Because with the Conservatives desperately chasing Reform’s tail – And Labour sounding more and more like them every day – We Liberal Democrats are the only ones with the courage and the conviction to stand up and offer something different. Offer a positive alternative. Something better… Hope.

    And here’s the good news – Because I know it can feel like the tides of history are against us right now. I know that when you look at Trump in America, Le Pen in France, the AfD in Germany, Reform here in the UK – When the headlines are so often so bleak – It can be tempting to give in to despair.

    Well the good news is this: What we can offer people is even more powerful than all their lies. All their false promises. The easy answers of the populist right. Even more powerful, and even more popular. Real hope.

    Hope based not on empty rhetoric or magical thinking – But on hard work and concrete action that people can see making a difference to their lives and to their communities.

    That’s what good old-fashioned Liberal Democrat community politics has always been all about. Winning people’s trust by getting things done. Showing them what liberal democracy can do for them – not by talking about it, but by rolling up our sleeves and actually doing it. Putting our policies into practice and our ideals into action.

    I don’t know if you heard what Kemi Badenoch said about us recently. Did you hear this?

    She said – and I quote: “A typical Liberal Democrat will be somebody who is good at fixing their church roof. And people in the community like them.”

    Good at fixing the church roof. People in the community like them.

    I think she meant it as an insult! But I’ll happily wear it as a badge of honour.

    Because she’s right. Liberal Democrats fix things.

    And isn’t it telling, that attitude from the Leader of the Conservative Party? 

    Not that she doesn’t like us – I’m not surprised about that. She’s got good reason not to like the Liberal Democrats… After all, we did take 60 seats off them last July! I’ll say that again, Conference… We took 60 seats off the Conservatives! So you can hardly blame them for being a bit upset!

    But what I’m talking about is the sneering attitude of the Leader of the Conservatives. The sneering attitude that says fixing church roofs is somehow beneath her. Even beneath politics altogether. That what happens in our communities is trivial and insignificant compared to debating the true meaning of conservatism on Twitter.

    And it goes far beyond Kemi Badenoch and church roofs. It’s the whole Conservative Party – whether in Westminster or in town halls and county halls across the country. They have abandoned our communities.

    The Conservatives left schools and hospitals to crumble. Left whole areas without enough GPs or dentists. Left water companies to pump filthy sewage into our rivers and seas. And they have left decent, traditional Conservatives without a political home.

    Their out-of-touch, disdainful thinking is why the Conservative Party is in the mess it is today. Treating the day-to-day things that matter in people’s lives not just with indifference, but outright contempt.

    It’s why so many lifelong Conservative voters have turned to the Liberal Democrats. It’s why people rightly kicked them out of government last July – And why we must kick them out of our councils in May too.

    But that Conservative disdain and neglect is also what has opened the door to Reform. And that’s why it’s so important that we Liberal Democrats are rooted in our communities, getting things done.

    Fixing the church roof – and much more besides. Showing people that politics can work for them. That who they vote for can make a difference. That their voice matters. 

    That is how you defeat the populists. How you drain away the cynicism that feeds them. How you win back people’s trust and restore their hope.

    It’s not easy, our way of doing politics.

    Liberal Democrat MPs certainly have to spend a lot more time in our constituencies than Nigel Farage spends in Clacton – although I admit that’s a low bar.

    That’s why no one ever joins the Liberal Democrats as a shortcut to high office. And if that’s why any of you are here today, I’m sorry to have to let you down like this.

    We join because we want to make a difference to our communities and our country. Even though we know it’s hard work. 

    And we join – we all joined – because of a genuine belief in the core Liberal values that have made our country great: Freedom and equality. Community and internationalism. A commitment to human rights, to the environment, and to democracy. And those values are exactly what this moment in history demands.

    At a time when people are facing so many daily challenges on so many different fronts – The cost of living crisis. An economy that is still barely growing. Public services that just aren’t working the way they should. Opportunity that feels further and further out of reach for too many young people.

    These are challenges that can really test our values. When people feel so economically insecure. When times are so tough. Historically these are the times that liberalism has struggled, that progress has stumbled. But these are the times when our liberal values are needed more than ever.

    To build the fair, free and open society we all believe in. So that people can get on in life – with real power to make their own choices and pursue their own dreams.

    Because we understand that if you free people – If you empower them to make their voices heard and hold the powerful properly to account – Then you unleash the best in people and create a better society and a stronger economy as a result.

    So that everyone gets a fair deal. Every child gets the best possible start in life, and everyone sees their hard work and aspiration properly rewarded. Everyone gets the care they need when they need it, and a helping hand if they fall on tough times.

    And friends, how critical are our Liberal, internationalist values right now?

    Not just on Ukraine and defending Europe from Putin – critical though that is. But on so many big, global challenges – from the rise of China to the threat of climate change to the risks of artificial intelligence.

    These are challenges that no nation can afford to ignore. And challenges that no nation can tackle alone. Pulling up the drawbridge simply isn’t an option. Like I said, this is no time for a nationalist.

    What we need is a movement of proud internationalists – People who believe that our country and our people thrive when we are open and outward-looking. Who know that the UK can be an incredible force for good when it stands tall on the world stage. And stands up for what is right. Who recognise that the concerns of one nation inevitably become the concerns of all nations. A movement of proud internationalists. And Liberal Democrats, that is who we are.

    The only party that has consistently opposed the Conservatives’ damaging Brexit deal from the start. The only party arguing for a new deal with the EU, with a Customs Union at its heart – putting us on a path back to the Single Market. The only party still championing international aid, after first the Conservatives and now Labour shamefully cut it.

    And friends, we’re the only party in British politics speaking up in defiance of Donald Trump. The only ones willing to state the obvious truth: that he is no leader of the free world. I mean, this is a man who stands on the White House drive, flogging Teslas for Elon Musk like a particularly bad used car salesman. It’s hardly “Ask not what your country can do for you”, is it?

    And more despicably, this is a man who halted shipments of food, medicine and other essential aid supplies to people around the world who desperately need them. Locking whole shipping containers in port for their contents to rot. So much for Ronald Reagan’s “shining city on a hill”.

    And remember – this is the man Nigel Farage calls his “inspiration”. We’re the only ones willing to say that Trump cannot be relied upon to play by the rules, or stick to agreements. That his presidency is a threat to peace and prosperity in the UK, across Europe, and around the world. And that we must deal with him as he is. Bullying. Narcissistic. Unpredictable. We must deal with Trump from a position of strength, not weakness.

    Like on trade. If there’s one thing we know, it’s that Donald Trump loves tariffs. He says it’s “the most beautiful word in the dictionary”…

    Which, when you think about it, really is a very Donald Trump way of deciding your economic policy, isn’t it?

    Now, as Liberals, we profoundly disagree. After all, it was the Victorian Liberals who overturned centuries of protectionism and ushered in a new era of free trade and prosperity. We can already see the damage Trump’s tariffs are doing to the US economy, with forecasters saying he may plunge it into recession. And we fear the damage his trade war could do to the world economy, impacting jobs and living standards here in the UK too.

    So the question, again, is how do we deal with him?

    And the answer, we say again, is from a position of strength. Regrettably, that’s not Labour’s strategy. They say: “Let’s be nice to him and hope he won’t hurt us”.

    Now Labour’s even talking about scrapping Britain’s tax on social media giants. Changing the UK’s tax policy to appease Donald Trump – and Elon Musk. Well appeasement never works with bullies, and it doesn’t work with Trump – as his tariffs on British steel already show.

    And let me say this to Elon Musk, who I know is my biggest fan… We will make out-of-control social media giants like you pay more – so we can defend our children and young people from the harm you’re causing them.

    But it’s not just Labour bending the knee to this White House. It’s the Conservatives too. They’d have us go to Mar-a-Lago, begging bowl outstretched, pleading for a trade deal on whatever terms Trump will give us. The Conservatives would sell out British farmers to President Trump, just as they sold them out in their damaging trade deals with Australia and New Zealand. And then they’d let Trump’s billionaire mates carve up the NHS between them. 

    Another Elon Musk rebrand, this time to NH-X.

    More and more appeasement – in the futile hope it would protect us from more Trump tariffs in future. But we know it wouldn’t. Of course it wouldn’t.

    Just look at how he’s treated Canada – a steadfast ally who fought fascism alongside the US and the UK. He has hit them with outrageous tariffs, breaking the trade deal between their two countries. Because he doesn’t like the deal, so he doesn’t think he has to stick to it.

    Last month he asked “who would ever sign a thing like this”. The answer, of course, is you did Donald. Only five years ago. His signature means nothing.

    So no, a bad Trump deal won’t protect us from tariffs. And playing nice, being weak, is no way to deal with him either. So let’s stand up to Trump. Let’s stand side by side with the EU and with our Commonwealth ally Canada. I urge the Prime Minister to bring those leaders together here in the UK to agree a coordinated response to Trump’s trade war – just like he’s rightly done on Putin’s murderous war. As others have done, we should hit back with tariffs of our own – starting with those Teslas Trump is so desperate to sell. 

    And Conference, let’s put ourselves in the strongest possible position by rebuilding our trade with Europe – Strengthening British businesses and showing Trump we have other options.

    So you see, when it comes to dealing with Trump – as with the other looming threats in the world right now – it is our liberal belief in internationalism that offers the solution. Conference, with Trump in the White House and Farage leading a Trump tribute act here in the UK – Our role in British politics has never been more essential. Our precious liberal values are the only antidote to their destructive nationalism. Our trademark community politics is the only way to defeat their cynical populism.

    The threat they pose is grave. The challenge before us is great. This is a battle of competing values. A battle of competing visions. A battle for the future.

    We didn’t choose this fight. But friends, I know you are up for it. I know together we can win it.

    Government-backed technologies support those living with dementia

    Cutting-edge research networks backed by government to tackle debilitating symptoms of dementia including memory loss and communication difficulties

    People living with dementia are set to benefit from government-backed research designed to help them live more independently in their own homes.

    Four new research networks led by the UK’s top researchers, developers, health and social care professionals will focus on creating technologies to help dementia patients manage memory loss, communication difficulties and cope better with everyday tasks, in the hopes of slowing the progress of the disease and maximising the time they can spend safely and happily at home.   

    The teams will work alongside people living with dementia and carers to ensure lived experience and changing needs are at the heart of innovation, delivering the government’s Plan for Change to shift healthcare from hospitals into the community, with better results for patients while also reducing pressure on the NHS. 

    The four successful networks are: 

    • The University of Sheffield – to develop technologies to help dementia patients communicate as their disease progresses, supporting speech and memory challenges  

    • Heriot-Watt University – to develop technology to anticipate, and where possible slow, progression of dementia patients’ symptoms  

    • Northumbria University – to develop local hubs in rural and remote areas, where dementia patients can access technology to help them with everyday tasks  

    • Imperial College London – to develop easily-used tools to support independent living, and using AI to support data analytics  

    The networks will also collaborate with a range of key partners including NHS, Age UK, Alzheimer’s Society, Alzheimer’s Research UK and local authorities and councils, to deliver the projects, ensuring expertise at all levels is consulted on, and helping to develop the best outcome.  

    The projects are being backed by government, with The Minister of State for Health set to unveil £6.7 million in funding later this week at the World Dementia Council Summit on Tuesday 25th March.  

    The networks are funded by £6.7 million from the UKRI Engineering and Physical Sciences Research Council (EPSRC) and the National Institute for Health and Care Research (NIHR), in partnership with Alzheimer’s Society.  

     Minister of State for Health, Karin Smyth, said:  

    Dementia is a cruel and heartbreaking disease, not only for those living with it, but for the families and friends who often watch their loved one become a shadow of the person they once were.   

    Backing these groundbreaking technologies won’t just help people with dementia – it’ll transform their lives, giving people the freedom to stay in their own homes, around the people they love.   

    Moving care out of hospitals and into communities isn’t just smart healthcare – it’s about giving people independence. Britain will be at the forefront of dementia innovation, backing cutting-edge research and rolling out life-changing technologies that deliver real results for patients and families. This is exactly the bold thinking we need at the heart of our Plan for Change.

    Science Minister, Lord Vallance said:

    Dementia is one of the biggest challenges to health and social care of our time. These four networks will take on that challenge, harnessing technology to improve the quality of life for those living with the disease.

    Helping people with Dementia to live more independently will allow us to move their care from hospitals to communities, reducing strain on the NHS and supporting the plans for health that are key to our Plan for Change.

    Professor Lucy Chappell, Chief Scientific Adviser at the Department of Health and Social Care (DHSC) and Chief Executive Officer of the NIHR said: 

    By developing networks and technologies that help people living with dementia stay independent for longer, and closer to home, we can help improve the quality of care that patients and their families receive.  

    I welcome this collaboration which will increase the range of support enabling dementia patients to live independently at home and in their communities and freeing up vital time and resource for other areas of treatment and care.

    Professor David Sharp at Imperial College London, and the Director of Care Research & Technology Centre, at the UK Dementia Research Institute, said:  

    This is a really exciting opportunity that will bring together UK scientists and partners from health and social care, industry, third sector and lived experience, to develop new technologies that will help people affected by dementia to live independently for as long as possible.

    According to an Alzheimer’s Society survey, 85% of people have said they would prefer to stay in their own home for as long as possible if diagnosed with dementia, but many are currently unable to do so. It is hoped these projects will help slow the progression of the disease and provide a better quality of life for people living with dementia, to help people out of hospital and back into the community, where they’re most comfortable.

    Netflix’s new series Zero Day paints a terrifyingly plausible scenario: a nationwide cyberattack crippling power grids, communication networks, and critical infrastructure – all triggered by zero-day vulnerabilities. While it makes for gripping television, the reality is that zero-day exploits are already a threat.

    Experts from Avast, a Cyber Safety brand of Gen, provide commentary on how realistic Zero Day is, what would actually happen in the event of a real zero-day attack, and the growing role AI plays in cyber threats.

    The idea of invisible software flaws might sound scary, but there are many practical steps you can take to reduce your risk from zero-day threats. Cybersecurity is about managing risk and limiting exposure, and even against unknown exploits, the following best practices make a big difference:

    Keep your devices and software updated. When vendors release security patches (often in routine updates), install them promptly. Many zero-day attacks only succeed until a fix is available – once patched, the threat is neutralized. Enabling automatic updates on your operating system, applications, and phone ensures you get these critical patches as soon as they come down. Regular updates close the holes that attackers might otherwise use. As the WannaCry example showed, delaying patches can leave you vulnerable to an exploit that’s already been solved.

    Use reputable security software. A good security solution can sometimes detect suspicious behavior even from new, unknown threats. Modern security software doesn’t rely solely on known virus signatures; it also looks at what programs are doing (heuristics and behavior analysis). While it may not catch every zero-day, it adds an extra layer of defense that could stop or contain an attack. Make sure your security software stays up to date so it can recognize the latest threats. Additionally, consider using a firewall (many operating systems include one by default) to block unauthorized connections, which can help limit the damage if some malware does get in.

    Beware of phishing – think before you click. Phishing is one of the most common ways attackers deliver exploits. A convincing scam email might lure you to a malicious website that quietly uses a zero-day to infect your computer or get you to install a “document” that is actually malware. Always examine emails and texts critically: check the sender’s address, look for signs of hoaxes or urgency, and verify via other means if you get an odd request (like a supplier asking you to install an update or a “bank” emailing for login info). When in doubt, don’t click the link. This caution helps because even if a zero-day is involved, it often needs that initial hook to get to you.

    Practice good cybersecurity hygiene. Many zero-day exploits still require some action to reach you – for instance, convincing you to open a file, click a link, or plug in an infected device. By staying vigilant with your online habits, you can avoid falling into those traps. This means: Don’t download attachments or software from untrusted or unknown sources. Be wary of unexpected emails or messages, especially those urging you to run macros or enable content in documents. Use strong, unique passwords (and a password manager) so that if one account is compromised it doesn’t unlock everything. And always enable 2 Factor Authentication (2FA) whenever is possible. Good habits act like a safety net, catching a lot of threats before they can ever execute, whether zero-day or not.

    Backup your data regularly. This won’t prevent an attack, but it can save you if the worst happens. If a zero-day powered ransomware or wiper malware strikes, having recent backups of your important files (and storing them offline or in a secure cloud service) means you can restore your system without paying ransom or losing everything. Test your backups occasionally to ensure they work. It’s a last-resort measure, but an essential part of resilience.

  • MIL-Evening Report: I was a music AI sceptic – until I actually used it

    With artificial intelligence programs that can now generate entire songs on demand, you’d be forgiven for thinking AI might eventually lead to the decline of human-made music.

    But AI can still be used ethically to help human musicians challenge themselves and grow their music-making abilities. I should know. As a composer and music educator, I was an AI sceptic until I started working with the technology.

    Two sides of the argument

    If you can write a text prompt, you can use AI to create a track in any genre, for almost any musical application.

    Besides generating full tracks, music AI can be used in sound analysis, noise removal, mixing and mastering, and to create entire sound palettes (such as for use in video games and podcasts). Suno, Beatoven, AIVA, Soundraw and Udio are some of the companies currently leading in the AI music space.

    In many cases, the outputs don’t have to be excellent, they just have to be good enough, and they can undercut the services of real musicians and sound designers.

    The music industry is understandably concerned. In April 2024, the US-based Artist Rights Alliance published an open letter, signed by more than 200 artists, calling for developers to stop training their AIs with copyrighted work (as this would allow companies to emulate artists’ music and image, and therefore deplete the royalties paid to artists).

    At the same time, music AI companies claim to lower the barrier to making music, such as by removing the need for physical equipment and traditional music education.

    In an interview from January, Suno’s chief executive Mikey Shulman said:

    it’s not really enjoyable to make music now. It takes a lot of time. It takes a lot of practice […] the majority of people don’t enjoy the majority of the time they spend making music.

    This is far from the message I want to send my students. However, it does unfortunately reflect the increasing pressure musicians feel to master their craft as soon as possible, in an increasingly fast-paced world that’s geared towards an intangible end goal, rather than enjoying the process of making mistakes and learning.

    From a sceptic to a reluctant advocate

    In 2023, I was commissioned by the Sydney Opera House create a new work with Sydney-based design company Kopi Su, and to develop a new generative music AI tool in the process. This tool, called Koup Music, is now in beta testing.

    I accepted the opportunity – but with quite a few hesitations, as I wasn’t really interested in working with AI. Would this be a huge waste of time, or end with my data added to some mysterious AI data pool? Or would it open up new creative directions for me?

    The tool was based on a text-to-image diffusion model called Riffusion. It takes a text prompt and generates a spectrogram, which is a visual representation of the various frequencies in an audio signal as they change through time. This is then converted to audio.

    First, I would upload my own recorded sample to the AI, and then choose a text prompt to transform it into a new five-second sample.

    For example, I could upload a short vocal melody and ask the AI to turn it into an insect, or re-contextualise it for a “hip hop” style. Sometimes the generated samples sounded very similar to my own voice (due to the vocals I uploaded).

    The following insect voice output became the subject of the musical piece below it.

    At the time of the project, the outputs could only be 5 or 10 seconds long – not long enough to make a full track. I considered this a positive, as it meant I had to incorporate the samples into my own larger work.

    Some samples were catchy. Some were funny. Others were boring. Some came out with scratchy, harsh timbres. The imperfection of it all gave me permission to have fun.

    I focused on generating separate musical elements with my text prompts, rather than fully arranged samples. A generated drum beat or melody line could be enough to inspire a completely new musical track in a style I would never have attempted otherwise.

    Sometimes, one generated sample was enough. Other times, I challenged myself to use only AI-generated sounds to create a full track. In these cases, I used techniques such as filtering and looping small snippets to tease out the sounds I wanted.

    The process felt like a collaboration – like I was making music with a kooky colleague. This took away the pressure to make “perfect” music, and instead allowed me to focus on new creative possibilities.

    My takeaways

    I’ve concluded it’s not a bad idea to know what large music AIs are capable of. We can use them to further our own musical understanding, such as by studying how they use stylistic trends and mixing techniques, or how they translate musical ideas to suggest different genres.

    For me, the key to quashing my AI scepticism was using an AI that didn’t take over the entire working process. I remained flexible to its suggestions, while using my own knowledge to retain creative control.

    My experience isn’t isolated. Multiple studies have found that users of music AIs reported feeling satisfied with programs that allowed them to retain a sense of ownership over the composing process.

    The connecting factor across these projects was that the AI did not generate entire musical works in one go. Instead, a limited amount of musical information was generated (such as rhythms, melodies or chords), allowing the user to dictate the final result.

    The beauty in human imperfection

    Despite Shulman’s claims, the key to a meaningful relationship with music AI is to work alongside it – not to let it do all the work.

    Do I think every music student should start incorporating AI into their daily practice? No. But under the right circumstances, it can provide the tools to produce something truly creative.

    Making “imperfect” art that takes time – and hard work – is the price of being human. And I’m grateful for that.

  • MIL-OSI Global: Pharmacare is now law in Canada, but negotiations with provinces could slow progress

    Despite Canada’s commitment to universal health care, one in 20 Canadians cannot afford their prescribed medications, with people from Alberta, New Brunswick and British Columbia being the most likely to say they’re missing doses due to costs.

    When people skip medications, it leads to more emergency room visits, costly hospital stays and worse health.

    Ensuring people have coverage for essential medications is crucial. In October 2024, Canada took a step forward when Bill C-64, or the Pharmacare Act, received royal assent and became law.

    The act will cover contraceptives for nine million Canadians, helping with family planning and managing conditions like endometriosis and polycystic ovary syndrome.

    It will also cover diabetes medications for the 3.7 million Canadians living with the disease — critical for managing blood sugars and preventing complications like blindness, kidney failure, heart attacks and strokes.

    Despite this historic passage of pharmacare legislation, its rollout remains uncertain. The government’s next steps are complicated by the Constitution Act of 1867, which gave provinces jurisdiction over health care.

    The federal government must now negotiate agreements with each province to implement the plan — a task made more difficult because medication coverage varies widely across Canada. Without full co-operation, pharmacare’s impact could be limited, with coverage gaps persisting for millions of Canadians.

    Conservative Leader Pierre Poilievre has also said he’ll scrap pharmacare.

    Coverage differs among provinces

    In many provinces — including B.C., Saskatchewan, Manitoba, Ontario, Nova Scotia, P.E.I. and Newfoundland and Labrador — pharmacare coverage is provided universally with income-based deductibles. This means provincial coverage only kicks in after an individual reaches a spending threshold on medications. This threshold varies by age and income level.

    Alberta and New Brunswick use premium-based systems, requiring monthly membership fees.

    Most provinces also use co-payments, meaning people must cover part of the cost of each prescription — for example, 20 to 30 per cent of the full cost, or a flat fee of $5 to $10. Only Québec mandates prescription insurance coverage, either privately or through its public plan.

    Currently, a major driver of how much Canadians pay for their medications is arbitrary — it’s about where one lives. For example, a young Albertan living with diabetes and heart disease who earns $14,000 would need to pay $1,000 annually for medications. In Ontario, that same person would pay just $100.

    Such differences can influence where people choose to live and can hinder interprovincial labour mobility. It’s a driving force behind the push for pharmacare — to ensure free access to the most important medications, regardless of where someone lives.

    An opportunity for national pharmacare

    Pharmacare could have been implemented nationally, like it was for the Canadian Dental Care Plan, offering federal coverage for essential medications like contraceptives and diabetes medications, while insurers and provincial plans cover the rest.

    This would have been a simple approach that would have allowed for future changes, and could have been implemented by provinces much like vaccines are — paid for using people’s provincial health numbers, sidestepping the difficulty of enrolling people in a new plan.

    But in the waning days of the current Liberal federal government, it appears the chosen direction has been to negotiate separate agreements with each province and territory to establish a minimum standard.

    Movement in this direction has already been seen in B.C., Manitoba and P.E.I. where deals have already been made with the federal government, while other provinces remain in talks.

    The pace of these agreements remains uncertain, and it’s unclear when — or if — all the provinces and territories will sign on.

    The fight for pharmacare isn’t over

    As Canada takes its first steps toward pharmacare, many questions remain. For provinces with income-based deductibles, would the deductible simply shift to other drugs, meaning people with other health conditions won’t really save on their overall medication costs each year?

    For those with premium-based coverage, how would those who don’t enrol in the public plan access coverage? How would this be rolled out in Québec where some form of medication coverage is already mandatory?

    The push for universal drug coverage in Canada dates back decades. When medicare was first recommended in 1964 by the Hall Commission, it included a proposal for universal drug coverage that was ultimately never implemented.

    Over the decades, multiple reports, including the 1999 Kirby Report and the 2019 Pharmacare For All Report, have called for its implementation.

    Organizations like the Canadian Medical Association and the Canadian Nursing Association have similarly stressed its importance. Yet, despite decades of advocacy, Canada has remained the only country with a universal health-care system that doesn’t provide comprehensive drug coverage.

    With negotiations on pharmacare officially underway, its success will depend on federal-provincial co-operation, which has been increasingly strained in recent years. Advancing pharmacare is in Canadians’ best interest — especially for the 7.5 million people who cannot afford the medications their doctor prescribes.

    The question now is whether governments will act swiftly to implement pharmacare, or if political roadblocks will delay access to life-saving medications even further.

    Continuing his visit to Beijing, Financial Secretary Paul Chan today attended the China Development Forum opening ceremony and delivered a keynote speech at the forum’s Symposium on Igniting Growth Momentum through Reform.

    In the speech, Mr Chan pointed out three major trends that are profoundly impacting the global political landscape and economic development.

    He said the rise of protectionism and unilateralism is bringing uncertainty and instability to the global economy, while the trend of regionalisation is reshaping international economic and trade relations, as well as the global trading system.

    At the same time, the emergence of economies in the Global South is becoming a new driving force for economic growth, while technological innovation, particularly artificial intelligence (AI), is triggering changes in production models, business models and consumption patterns.

    He emphasised that in the face of a complex and changing global situation, China remains steadfast in embracing true multilateralism, and works with countries to promote inclusive economic globalisation.     BEIJING, March 23 — Inside a smart greenhouse in Chengdu, the capital of southwest China’s Sichuan Province, two robots, swiftly zipping through ridges between fields, were taking patrol training. With their high-definition cameras, these robots can snap real-time shots of crops’ growth and send images straight to the cloud.

    “After integrating with the DeepSeek large model, our team trained the robots through tens of thousands of images to improve their pest identification accuracy, which has exceeded 80 percent,” said Wu Yuanqing, the robots’ developer.

    Once the accuracy is improved, these robots can help farmers increase their decision-making precision in planting and efficiency of agricultural production, Wu added.

    The rise of AI-powered agriculture in China highlights the government’s continued efforts to modernize its agricultural sector to accelerate rural revitalization, which profoundly impacts the lives of over 460 million people in rural areas.

    The Chinese government has introduced multiple policies to promote smart agriculture development for years. In this document for 2025, Chinese policymakers have, for the first time, identified the development of “new quality productive forces in agriculture” as a top priority.

    The document underscores the need to increase support for smart agriculture and calls for expanding the use of technologies such as AI, big data and low-altitude systems in agricultural production.

    Maoming, a well-known lychee-growing city in south China’s Guangdong Province, is a premium example of how age-old practices meet with cutting-edge technologies to create a smarter, more efficient, precision-driven local industry.

    In February, the city completed deploying the DeepSeek model into its local AI assistant platform, integrating more than five million data points, including a lychee disease prevention database and detailed local meteorological records.

    So far, 69 sets of 5G-powered Internet of Things sensors have been installed across 20 lychee-growing towns in Maoming, according to Xu Hong, an official with Maoming’s agricultural and rural affairs bureau. These facilities monitor everything from soil moisture to air temperature, generating real-time insights that allow farmers to anticipate and mitigate risks before adverse weather takes a toll.

    Farmers in Maoming also dived into learning and applying AI technologies in lychee cultivation. Zhang Xianfeng, a local farmer, has recently turned to an AI-powered assistant for guidance as persistent wet and chilly weather threatened Zhang’s lychee. Within seconds, the system provided a tailored management plan for her.

    “In the past, we relied entirely on experience to determine the flowering period of crops. Fertilizers were applied by instinct, and we often reacted too late to disease outbreaks,” Zhang said. “Now, solutions provided by AI help us tackle these challenges immediately and accurately.”

    Fueled by a surging demand, AI in agriculture has expanded rapidly. In 2021, China’s “AI plus Agriculture” market was valued at approximately 68.5 billion yuan (about 9.55 billion U.S. dollars). That figure is projected to exceed 90 billion yuan by 2024, marking an average annual compound growth rate of around 10 percent, according to the Qianzhan Industry Research Institute, a Chinese think tank.

    While still in the early stages, experts are optimistic about AI’s future in agriculture. “AI holds great potential in precision farming, pest identification and control, automated agricultural machinery, and supply chain optimization,” said Li Zhan, a professor at Southwest Jiaotong University.

    Li noted that domestic AI technologies like DeepSeek will significantly enhance agricultural production efficiency, resource management accuracy, and product quality safety, driving the intelligent and sustainable development of agriculture.

    However, challenges still remain. Issues such as inconsistent data collection, privacy concerns, and limited farmer adoption continue to curtail the full potential of AI in this field.

    More efforts are needed to strengthen infrastructure in rural areas to lower the barriers to AI access, said Liu Jingjing, a researcher at a research center under China’s Ministry of Agriculture and Rural Affairs.

    Liu stressed that it is vital to cultivate more AI talents to facilitate the integration of new technologies into agricultural practices.

    At times like this, that’s really important.  

    We are the best country in the world.

    I really believe that.

    And a big part of that, I think, is because we are made up of people from all around the world, all different backgrounds, all different faiths.

    Living in harmony.

    That makes us different to most other countries.

    It sends a message to the rest of the world about what is possible.

    We haven’t always been like this.

    If we jumped in a time machine and went back to when I was born in the early 70s we would barely recognise the Australia we found.

    The White Australia Policy still hadn’t been completely dismantled.

    Only about 1 per cent of Australians came from somewhere other than Europe.

    Today more than 4 million Australians were born in Asia – or their parents were.

    The number of Indian Australians has doubled in just the last decade.

    After Christianity, the next biggest faith practiced by Australians is Islam.

    The fastest growing religion is Hinduism.

    We are a different country.

    Education has also made us a different country to the one I was born in.

    In 1972 only 18 per cent of Australians finished school. Today’s it’s about 80 per cent.

    Back then less than 10 per cent of young Australians had a uni degree. Now it’s almost one in two.

    That’s nation changing stuff.

    And the truth is religious institutions have done a big chunk of that work.  

    Professor Paul Oslington from Alphacrucis College has made the point that faith-based education was here before our first public universities.

    St James College on King Street was teaching children and adults before the first brick was laid at the University of Sydney.

    Across the country now there are almost 3,000 Catholic, Anglican, Islamic, Jewish and other religious schools.

    That change that I talked about, that’s happened in the last 50 years hasn’t stopped. We are still changing.

    And if we get into a time machine and take it to 2050 it will look a lot different again.

    This is why the Universities Accord is important.

    To help us get ready for that future.

    What it says is that by 2050 we are going to need a workforce where 80 per cent haven’t just finished high school, we are going to need a workforce where 80 per cent have finished school and they have gone to TAFE or university as well.

    That’s a big shift.

    Some of that will happen organically.

    Just because the fastest growing jobs are in professions that require a uni degree or a TAFE qualification.

    But some of it will require reform.

    Reform to our education system.

    To help us get there.

    I said a moment ago about one in two young Australians have a university degree today.

    But it’s not one in two everywhere.

    But it’s not one in two in our outer suburbs. It’s not one in two in the regions or the bush.

    And if we are going to hit that 80 per cent target, we have got to change that.

    That’s what the Accord says. And that’s what the reforms I am implementing are all about.

    Things like:

    •    Wiping $3 billion of HECS debt for more than 3 million Australians. 
    •    Paid prac – financial support for teaching, nursing, midwifery and social work students while they do their prac.
    •    Massively expanding fee-free uni ready courses – those courses that act as a bridge between school and uni.

    All of that is in the Parliament right now.

    It’s just the start.

    The Accord also recommends a new funding system, needs-based funding and a new Australian Tertiary Education Commission to steer reform over multiple governments.

    And I hope to provide you with more detail on all of that before the end of the year.

    There is also another Bill in the Parliament.

    That’s the one that sets up a National Student Ombudsman.

    An independent body to investigate and resolve disputes and give students a stronger voice when the worst happens.

    It will also have strong investigative powers, similar to those of a Royal Commission.

    It is a long overdue response to the appalling evidence of sexual violence and harassment on campuses and in student accommodation.

    But it’s not just about that. Its scope will be broad.

    That includes complaints about antisemitism and Islamophobia or any type of racism or discrimination.

    The bottom line is I want students to be safe and feel safe and if something really bad happens they have a place to go to get action.

    Something else I want to talk about today is this.

    Institutions here in this room help train teachers, nurses, counsellors, lawyers, care workers.

    And you also train pastors and priests and ministers. But we don’t train Rabbis or Imams in Australia. Not yet.

    I’ve spoken a number of times to leaders in the Jewish community and Islamic community and others, like Murray Norman, CEO of Better Balanced Futures, about this.

    I think it’s in our interest as a country to change this.

    For Australian religious leaders to be able to get the training and qualifications they need here in Australia.

    Without having to go overseas.

    I also want to talk to you today about our schools.

    We have got big challenges here too.

    Think about this.

    Over the last eight years the percentage of students finishing high school has gone down not up.

    From 85 percent to 79 percent.

    That drop isn’t happening everywhere.

    In non-government schools the percentage of students finishing school is either pretty flat or going up.

    Where the drop is happening is in our public schools. From 83 percent to 73 percent.

    This is what we have to turn around.

    This is what the reforms I am trying to implement with the States are all about.

    Our non-government schools are fully funded or on a path to be fully funded.

    Our public schools aren’t.

    We need to fix funding and tie that funding to the reforms that are going to help students catch up, keep up and finish high school.

    This not about breaking Gonski. It is about finishing it.

    That’s good for the whole schooling system.

    You know I am a product of public education. And proud of it.

    But I hope you also know that I value what you do too.

    You will never see me attacking faith-based education.

    You are an integral part of our education system.

    One last thing.

    The reforms I am driving aren’t just in our universities or schools.

    If we are serious, we have to go back further than that.

    I am talking about early education.  

    The child care debate is over. It’s not babysitting. It’s early education.

    The first five years of a child’s life are everything.

    Everything they see, everything they hear, everything they eat, every book they open, every lesson they learn shapes the person that they become.

    The Government is now considering the Productivity Commission’s final report on the future of early education.

    It tells us it’s children from poor families who are the least likely to go to early childhood education and care, and the most likely to benefit from it.

    It will help us to build a more accessible and affordable early education and care system, which gives children the skills they need to start school ready to learn.

    All these reforms will help us to continue to write the story of Western Sydney.

    A story of change. A story of progress. A story of aspiration.

    A story made possible by the power of education.

  • MIL-OSI Australia: Tertiary Education Quality and Standards Agency’s (TEQSA) 2024 Conference

    Two and half years ago when I got this job, I said I didn’t want to be the type of Minister that just signed letters.

    I wanted to reform the system. 

    To make it better and fairer.

    I suspect now you can see I meant it. 

    And I hope you can see the reason why in the Universities Accord. 

    What it tells us is that by the middle of this century we are going to need a workforce where 80 per cent of people have a university degree or a TAFE qualification.

    That’s up from about 60 per cent today. 

    That’s a big shift. A big change.

    Some of this will happen organically. 

    Think about it. The fastest growing professions all require some sort of tertiary qualification.

    But some of it will require us to change what we do and how we do it.

    The key message in the Accord is that we are not going to hit that 80 per cent target unless we break that invisible barrier that stops a lot of young people from walking through your door. 

    Overwhelmingly, the young people they are talking about are from poor families, from the outer suburbs of our big cities and from our regions.

    Breaking down that barrier means reforming our entire education system.

    Here’s the nub of it.

    At a time when we need more people to go to TAFE and university, the number of people finishing school at the moment is going backwards.

    From 85 per cent 8 years ago to 79 per cent today.

    That drop isn’t happening everywhere. 

    In non-government schools it’s either pretty flat or going up. 

    It’s happening in our public schools. It’s dropped from 83 per cent to 73 per cent in just eight years.

    And in particular its kids from poor families.

    If we are going to hit that 80 per cent target we have got to turn this around.

    And that doesn’t start in high school either.

    The same young people you don’t see walking through your doors, the same young people who don’t finish high school are the same people who fall behind when they are little.

    They are also the same people who are more likely to start behind, to have never been to early education and care.

    Can you see the common thread?

    Fixing this isn’t easy or quick.

    It is going to talk a lot of work and it is going to take time.

    But the first parts of that are in the Parliament right now.

    In the next two weeks six pieces of education legislation will be voted on by the Senate. 

    The first is a 15 per cent pay rise for early educators right across the country.

    Some of the most important workers in the country and some of the most underpaid.  

    If we are going to build the sort of early education system that we need, that Danielle’s team have plotted out for us in their recent report, we need to build the workforce first. 

    And that’s what this is about. 

    The second bill is to increase funding for our public schools – to help complete the work that David Gonski started more than a decade ago. 

    Fully funding all public schools and tying that funding to reforms to turn around that drop in high school completion rates. 

    The third bill is another piece of unfinished business. 

    It extends the system of USIs, or unique student identifiers, that every university student and every TAFE student has to every school student.

    We have been talking about this for 15 years – and now it is finally happening.

    The fourth bill implements the change we are making to international education. 

    It makes important changes to fix integrity issues in the system and introduces limits, or caps, on the number of international students. 

    For VET providers, it will mean they will be able to enrol about 30 per cent fewer students next year than they did last year.

    For universities it’s different. It will mean they will be able to enrol roughly the same number of students next year that they did last year.

    The difference is it won’t just the big metro universities that benefit. 

    And when it passes, Ministerial Direction 107 will go.

    I know how important international education is. 

    It doesn’t just make money. It makes us friends.

    But we have got to get the balance right here.

    And we have also got to remember what the primary and most important job our universities do is.

    And that brings me to the fifth bill. 

    This is the bill that implements the first stage of the Universities Accord.

    It includes almost half a billion dollar investment in paid prac.

    The first time the Commonwealth has ever done this.

    That’s financial support for teaching students, for nursing students, for midwifery students and for social work students, to help support them while they do the practical part of their degree.

    A lot of students tell me that when they do their prac they have to give up their part-time job, or they’ve got to move away from home or work fewer hours. 

    Sometimes it can mean they have to delay doing their degree or not finish it at all.

    This will give people who have signed up to do some of the most important jobs in this country a bit of extra help to get the qualifications they need. And we need.

    Just to give you one example of what this will mean, earlier this year I met a midwifery student at UTS who told me this:

    “I’m a first-year mature-age midwifery student. This payment is going to be absolutely life-changing for me. As a mother of two small children, I’m often balancing between practical work, placement and looking after my babies. 

    “There are literally some days where I’m doing 16 hour days between my study and my work and looking after my children. 

    “I cannot wait for this payment to be available for myself and other future mature-age students who might also want to enrol in this course who previously couldn’t financially afford it.”

    That’s what this reform is all about.

    This is also the bill that will massively expand the number of free enabling courses.

    You know what I’m talking about.

    These are those free courses that are effectively a bridge between school and university. 

    A lot of unis already offer these courses.

    Not many do it better than Newcastle University. They have been doing it now for 50 years. 

    One in five people who get a degree from Newcastle University today, start with one of these free courses.

    People like Jennifer Baker.

    Jennifer was a mum at 19. She worked in hospitality for 10 years. One day she saw an ad for one of these free courses in the local paper. 

    Now she’s got a science degree. An Honours degree. A PhD. And a Fulbright Scholarship. 

    She’s a computational medicinal chemist.

    That’s what these courses do.

    And what this bill does is effectively uncap funding for those courses, right across the country.

    We’ve committed an additional $350 million over four years to significantly expand these courses. 

    It’s an ongoing funding commitment. 

    Universities currently receive as little as $1,286 per place to run these courses.

    These changes ensure that universities will receive $18,278 per place next year, which will be tied to CPI increases each year. 

    It provides funding certainty for universities. 

    It deals with the disincentives baked into the current system. 

    And most importantly, it ensures that these courses remain free. 

    It will help more Australians to get a crack at university and succeed when they get there. 

    The Department of Education estimates that this will increase the number of people doing these free courses by about 40 per cent by the end of this decade and double that number in the decade after that.

    This is also the bill that fixes how HECS debts are indexed. 

    It fixes what happened last year when inflation spiked and indexation went through the roof, and makes sure it never happens again.

    To do this, it caps indexation at either inflation or wage growth, whatever is the lowest.

    And it backdates this to June last year. 

    That on its own will wipe $3 billion in student debt for more than 3 million people.

    But it is just the first step in making HECS fairer. 

    As you know, a bit over a week ago, the Prime Minister announced that if we win the next election, the first piece of legislation we introduce will cut all student debts by a further 20 per cent. 

    For someone with an average student debt of around $27,000 the legislation in the Parliament at the moment will wipe about $1,200 off their debt. This will wipe a further $5,500 off it. 

    That’s real help for a lot of young Australians, just out of uni or just out of TAFE, just moved out of home, just getting started.

    And we will also make another change, to make it easier to pay off your student debt.

    We will increase the salary you have to earn before you have to start paying it off from $54,000 to $67,000. 

    And will reduce your annual minimum repayments.

    For someone on about $70,000, for example, this will mean you have to repay more than $1,000 less a year.

    It’s another recommendation of the Universities Accord. In fact it’s a recommendation from the architect of HECS, Professor Bruce Chapman. 

    The fact is university is more expensive today than it was when most of us were uni students. 

    When HECS was first created students paid an average of about 24 per cent of the cost of degree. 

    This increased to about 36 per cent in the late 1990s. 

    And now, because of the changes the previous government made, it’s about 45 per cent. 

    Cutting student debt by 20 per cent fixes that for a generation of Australians. 

    But there is more to do. 

    That includes changing the way we fund universities. 

    Part of that is uncapping the number of places at university for students from disadvantaged backgrounds who get the marks for the course they want to do. 

    Part of that is a new needs-based funding system, so these same students get the extra academic and wraparound support that they need to succeed when they get there. 

    And part of that is a new Australian Tertiary Education Commission.

    A steward. To drive reform over the long term. 

    And I hope to provide you with more detail on all of that before the end of the year.

    Finally, the sixth bill that I want the Senate to pass in the next two weeks creates a National Student Ombudsman. 

    When I was at this conference last year, I talked about the scourge of sexual violence in our universities and I said that change is coming.

    And change is coming. 

    What we are establishing is a dedicated, national body to handle student complaints within our higher education system.

    Equipped with the power:

    • To investigate complaints;
    • To bring parties together to resolve issues, including offering restorative engagement processes and alternative dispute resolution where appropriate;
    • To make findings and recommendations on what actions universities should take; and
    • To monitor the implementation of those recommendations.

    It will also have the sort of investigative powers a Royal Commission has. That includes the power to:

    • To require a person or university to provide information, documents or other records relevant to an investigation;
    • To enter premise of a university as part of an investigation; and
    • To require a person to attend and answer questions before the Ombudsman.

    Recent events at St Paul’s College in Sydney remind us of how important this work is. 

    This is another recommendation of the Universities Accord.

    And it’s not just about sexual violence. 

    It will be able to investigate everything from complaints about homophobia to antisemitism to Islamophobia to any other form of racism or discrimination.  

    This will complement the work of TEQSA.

    A couple of weeks ago I was with Dr Russell and the team at TEQSA for a meeting they organised with all Vice Chancellors as well as the Special Envoy to Combat Antisemitism and the Race Discrimination Commissioner.

    It was focussed on lessons learned from the last few months, sharing best practice and the work we need to do together to ensure students and staff are safe and feel safe on campus.  

    As part of this, TEQSA is currently developing ‘Sector Guidance’ and a ‘Statement of Regulatory Expectations’ for Australian higher education providers.

    To help manage contested issues, protests, and improve complaints and grievance services.

    Can I thank Dr Russell and the whole team for all the work you are doing here.

    For a lot of Australians, October 7 and everything that’s happened since in Gaza and now in Lebanon feels like a world away.

    But for some Australians, it’s close to home.

    It feels different because it is different. 

    The people we see suffering on our television or on social media aren’t strangers to them. They know them. Or they know someone who knows them.

    All of that pain and helplessness manifests itself in different ways.

    I see it in my local community in Western Sydney and we’ve seen it here at Monash and at other universities across the country.

    Today, I thought I would tell you a story about how it’s affected one particular friend of mine. A Jewish friend.

    In the days after October 7, he rang me and told me how he felt afraid to send his son to school. 

    A few months later, he rang me again.

    This time he wanted me to know that before October 7 that his son’s best friend was a boy called Mohammed, and that he is still his best friend today. 

    He told me every week during soccer season he drops his son over at Mohammed’s house, and they go to training together. 

    And he also wanted me to know that next year, his son will celebrate his bar mitzvah, and Mohammed will be there too.

    There’s a lesson here in this, I think, for all of us.

    A lesson about the sort of country we really are. 

    About what we are like at our best.

    When you take the politics out of it. 

    People living and working and studying and playing soccer together.

    And that’s what the work that David and Susan are about to kick off is all about too – without the soccer bit.

    It’s such important work.

    At its core, it’s about something really simple, and that’s respect. About all of us being a little bit more like these two little boys.

    And being big enough to admit it.

    And see how we can do things better. 

    I want to thank Susan and David for your courage and your ambition in embarking on this work. 

    I know it isn’t easy. It’s a lot easier to say no at the moment than it is to say yes.

    And I want to thank you, Sharon, for funding this work. Without hesitation. 

    That is real leadership. 

    And what comes out of this research won’t just make Monash a better and a safer and a more welcoming place. 

    It will also help inform the work the Race Discrimination Commissioner is doing about racism in all its forms on every campus across the country.

  • MIL-OSI United Nations: Mind your language: The battle for linguistic diversity in AI

    For two years, one international organization under the umbrella of the UN has been leading a relentless campaign in the corridors of global digital diplomacy. Its mission? To bring linguistic diversity to English-dominated artificial intelligence.

    With his signature geeky glasses and TED-Talk-style headset, Sundar Pichai looked straight out of a Silicon Valley incubator.

    That Monday, February 10, Google’s chief executive took the stage at the Artificial Intelligence Action Summit in Paris. From the Grand Palais podium, he heralded a new golden age of innovation.

    “Using AI techniques, we added over 110 new languages to Google Translate last year, spoken by half a billion people around the world,” said the tech mogul, his eyes fixed on his notes. “That brings our total to 249 languages, including 60 African languages – more to come.”

    Delivered in a monotone, his statement barely registered among the summit’s attendees – an assembly of world leaders, researchers, NGOs, and tech executives.

    But for advocates of linguistic diversity in artificial intelligence, Mr. Pichai’s words marked a quiet victory – one achieved after two years of intense, behind-the-scenes negotiations in the arcane world of digital diplomacy.

    “It shows the message is getting through and tech companies are listening,” said Joseph Nkalwo Ngoula, digital policy advisor at the UN mission of the International Organisation of La Francophonie, in New York.

    Linguistic divide

    Mr. Pichai’s speech was a far cry from the linguistic missteps of early generative AI – a branch of artificial intelligence capable of creating original content, from text to images, music and animation.

    When OpenAI launched ChatGPT in 2022, non-English speakers quickly discovered its limitations.

    A query in English would generate a detailed, informative response. The same prompt in French? Two paragraphs, followed by a sheepish apology: “Sorry, I haven’t been trained on that,” or, “my model isn’t updated beyond this date.”

    Such a gap lies in the intricate mechanics of AI tools, which rely on so-called large language models (LLMs) like GPT-4, Meta’s LlaMA, or Google’s Gemini to digest vast troves of internet data that help them understand and generate text.

    But the internet itself is overwhelmingly Anglophone. While only 20 per cent of the world’s population speaks English at home, nearly half of the training data for major AI models is in English.

    Even today, ChatGPT’s responses in French, Portuguese, or Spanish have improved but remain less illuminating than their English counterparts.

    Sharper focus

    “The volume of available information in English is much greater, but it’s also more up to date,” said Mr. Nkalwo Ngoula. By default, AI models are conceived, trained, and deployed in English, leaving other languages struggling to catch up.

    The divide isn’t just quantitative. AI, when deprived of robust training in any given language, starts to “hallucinate” – generating incorrect or absurd answers with unsettling authority – much like an overconfident friend bluffing his way through trivia night.

    A classic AI hallucination consists of responding to a request for biographical details about a famous person by inventing a Nobel Prize or coming up with an odd parallel career, as in this example generated by ChatGPT, at the behest of UN News:

    Black box

    “It’s a black box absorbing data,” Mr. Nkalwo Ngoula explained. “The results might be formally coherent and logically structured, but factually, they can be wildly inaccurate.”

    Beyond factual errors, AI tends to flatten linguistic richness. Chatbots struggle with regional accents and language variations, such as Quebecois French or Creole languages spoken in Haiti and the French Caribbean.

    AI-generated French often feels sanitized, stripped of its stylistic nuances.

    “Molière, Léopold Sédar Senghor, Aimé Césaire, Mongo Beti – they’d all be turning in their graves if they saw how A.I. writes French today,” joked Mr. Nkalwo Ngoula.

    The issue runs deeper in multilingual countries, as in the diplomat’s native Cameroon, where youth commonly speak Camfranglais – a hybrid of French, English, Pidgin, and local languages.

    “I doubt young people could ask an AI something in Camfranglais and get a meaningful response,” he said. Expressions like “Je yamo ce pays” (I love this country) or “Réponds-moi sharp-sharp” (Answer me quickly) would likely leave A.I. models bewildered.

    Shadow Campaign of La Francophonie

    Mr. Nkalwo Ngoula’s organization, La Francophonie – which brings together 93 states and governments around the use of French, representing more than 320 million people worldwide – has made this linguistic gap a centerpiece of its digital strategy.

    The group’s efforts culminated in last year’s UN Global Digital Compact, a framework for AI governance adopted by the Member States. From 2023 onward, La Francophonie leveraged its diplomatic network – including the influential Francophone Ambassadors’ Group at the UN – to ensure linguistic diversity became a core principle in AI policymaking.

    Along the way, unexpected allies emerged. Lusophone and Hispanic advocacy groups joined the fight, and even Washington sided with their cause. “The US defended language inclusion in AI development,” Mr. Nkalwo Ngoula noted.

    Their push paid off. The final Global Digital Compact explicitly recognizes cultural and linguistic diversity – an issue that had initially been buried under broader discussions on accessibility. “Our goal was to bring it to the forefront,” he said.

    The movement even reached Silicon Valley. At the UN Summit for the Future in September 2024, where the Compact was officially adopted, Sundar Pichai, Google’s CEO, surprised many by emphasizing the need for A.I. to provide access to global knowledge in multiple languages.

    “We’re working toward 1,000 of the world’s most spoken languages,” he pledged – a commitment he reaffirmed in Paris months later.

    Limits of the Global Digital Compact

    Despite these gains, challenges remain. Chief among them is visibility. “Francophone content is often buried by platform algorithms,” Mr Nkalwo Ngoula warns.

    Streaming giants like Netflix, YouTube, and Spotify prioritize popularity, meaning English-language content dominates search results.

    “If linguistic diversity were truly considered, a French-speaking user should see French-language films at the top of their recommendations,” he argued.

    The overwhelming dominance of English in AI training data is another hurdle sidestepped by the Compact, which also omits any reference to UNESCO’s Convention on Cultural Diversity – an oversight that, according to Mr. Nkalwo Ngoula, should be rectified.

    “Linguistic diversity must be the backbone of digital advocacy for La Francophonie,” Nkalwo Ngoula insisted.

    Given the pace of AI development, those changes can’t come a moment too soon.

  • MIL-OSI China: China contributes to world meteorological early warning efforts

    March 23 marks the 65th World Meteorological Day, with the theme of “Closing the Early Warning Gap Together.”
    Planet Earth faces unprecedented climate challenges. 2024 was the hottest year on record. Global warming has triggered frequent and intensified extreme weather events, which emphasizes the importance of early warning systems in disaster prevention and mitigation.
    In March 2022, UN Secretary-General Antonio Guterres launched the Early Warnings for All (EW4All) initiative.
    From global consensus to national action, China is implementing its National Climate Change Adaptation Strategy 2035 to build a climate-resilient society.
    “Ensuring universal access to meteorological early warning systems is not only a shared vision of the international community but also an important mission of China’s meteorological departments. China Meteorological Administration (CMA) will continuously enhance the meteorological science and technology, improve public services, deliver more robust scientific, institutional and governance support to achieve the goals of EW4ALL initiative, and contribute more wisdom and plans to building a community with a shared future for mankind,” said Chen Zhenlin, head of the CMA.
    CMA has made great efforts to step up meteorological disaster monitoring, forecasting, and warning as well as prevention and response capabilities.
    Today, the new-generation National Emergency Early Warning Information Release System disseminates 82 types of warning information to designated emergency responders within one minute, achieving 99.1 percent public coverage.
    “Enhancing meteorological science and technology capabilities underpins more timely, accurate and widespread early warning dissemination,” said Chen Zhenlin.
    China has effective early warning mechanisms such as Progressive Service and High-Impact Alert and Response systems. When high-impact hazards occur, each warning triggers immediate action, followed by confirmation to ensure closed-loop disaster prevention.
    Recently, Ko Barrett, deputy secretary-general of the World Meteorological Organization (WMO) said, “I love the focus on ensuring that the people and their safety are actually of central importance. ”
    China stands ready to work with fellow developing countries through professional training, visiting scholar programs, and research scholarships to enhance its shared capacity for climate resilience.
    China’s Fengyun meteorological satellite data services now cover 133 countries and regions, achieving an 80 percent global service satisfaction rate.
    Celeste Saulo, secretary-general of the WMO, highlighted the critical role of China’s upcoming satellite launch in advancing global early warning capabilities.
    In 2024, CMA and Vietnam Meteorological and Hydrological Administration (VNMHA) shared rainfall observation data from meteorological stations in China-Vietnam bordering areas, supporting decision-making for local governments on both sides, in particular county- and prefecture-level governmental agencies in disaster mitigation and response work.
    The joint development work by CMA and Pakistan Meteorological Department (PMD) has resulted in an Early Warning Supporting System tailored for Pakistan. The system features a cloud-based open platform and toolbox series covering local information access, numerical weather prediction (NWP) models, artificial intelligence (AI) models, severe weather identification algorithms, early warning information dissemination, etc., enabling swift and effective tracking of meteorological disasters.
    Given the theme of this year’s World Meteorological Day, I think China has already made progress in closing the early warning gap, said Somses Sieglinde, a meteorologist from Namibia.

    TOKYO, March 22 — Chinese Foreign Minister Wang Yi and his Japanese counterpart Takeshi Iwaya on Saturday co-chaired the sixth China-Japan High-Level Economic Dialogue in Tokyo.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, pointed out that since the normalization of diplomatic relations between China and Japan, bilateral trade has increased more than 300 times and has remained at a high level of 300 billion U.S. dollars for 15 consecutive years, with the accumulative bilateral investment reaching nearly 140 billion U.S. dollars.

    The economic outcomes proved that China and Japan are partners, not rivals, Wang stressed.

    Amid profound adjustments in the global economic landscape, rising unilateral protectionism, and setbacks to economic globalization, China and Japan, as major world economies, should establish a correct understanding of each other, demonstrate responsibilities, seek development with innovative thinking, add momentum to cooperation and mutual benefit, and reduce obstacles and differences, Wang said.

    He called for efforts on four key areas of cooperation, including accelerating the transformation and upgrading of economic and trade cooperation, achieving strong partnerships for mutual success, addressing each other’s concerns in a balanced manner, and strengthening regional and multilateral cooperation.

    The two countries should uphold the tradition of promoting political relations through economic cooperation, and expand dialogue and exchanges across all sectors to cultivate new growth drivers, Wang said.

    Enterprises from both countries should be encouraged to collaborate in artificial intelligence, the digital economy, energy conservation, environmental protection, and green trade.

    Cooperation in medical and elderly care industries will be further strengthened to foster the “silver economy.”

    The two countries should expand third-market cooperation to benefit the Global South, and support each other in the successful hosting of the Osaka Expo and the China International Import Expo, while promoting regional cooperation, Wang said.

    With a forward-looking approach, China and Japan should leverage the China-Japan economic partnership consultation mechanism to enhance government-business communication, expand market access and eliminate discriminatory restrictions.

    The two sides will work to avoid the politicization of economic security in order to maintain stable and smooth industrial and supply chains.

    Upholding Asian values, the two countries should advocate openness over isolation, and promote inclusiveness over exclusiveness, Wang noted.

    Negotiations for the China-Japan-Republic of Korea Free Trade Agreement should be resumed and the process of establishing an Asia-Pacific Free Trade Area should be advanced, according to Wang.

    Officials from 15 government departments of both countries attended the meeting.

    In conclusion, Wang said that the dialogue enhanced mutual understanding and confidence in cooperation.

    At a time when unilateral protectionism is rampant, the dialogue has sent a strong signal in support of a free trade system, adherence to international trade rules, and alignment with economic globalization.

    Both sides should further expand their horizons and explore new areas of cooperation to continuously enrich the China-Japan strategic relationship of mutual benefit, Wang said.

    The Government of Canada is working tirelessly to build up Canada’s life sciences and biomanufacturing sector to develop safe and effective next-generation treatments. Since March 2020, over $2.3 billion has been invested to rebuild Canada’s vaccines, therapeutics and biomanufacturing capacity across our country.

    Today, the Honourable Anita Anand, Minister of Innovation, Science and Industry, announced that Canada will work with OmniaBio to expand its facility to manufacture cell and gene therapies and provide production services to companies around the world, strengthening Canada’s participation in global value chains. Cell and gene therapies have the potential to revolutionize the treatment of a broad range of life-threatening diseases.

    OmniaBio’s project will be focusing primarily on advanced treatments for chronic diseases, including cancer, autoimmune conditions, diabetes, and cardiovascular and neurological diseases. OmniaBio is seeking to expand its current space at the McMaster Innovation Park facility in Hamilton, Ontario, and invest in artificial intelligence- and robotics-enabled clinical and commercial scale manufacturing.

  • MIL-OSI United Kingdom: Making Britain a science superpower

    British scientists and researchers already punch above their weight. This technological innovation is essential to tackling the major challenges of our time; climate breakdown, conflict, economic stagnation, crumbling public services, and social unrest.

    The last Conservative government utterly failed UK science and innovation with a total lack of strategy and interest. From their hostile attitude towards international collaboration and ideological hostility to sensible regulation, to the shambolic adoption of technology in the public sector and chaotic management of the economy putting off investment.

    Now the new Labour Government risks making the same mistakes. Already they have cancelled the exascale supercomputer in Edinburgh, a short-sighted cost-saving measure, symbolic of their lack of vision and understanding of how science and technology works.

    Liberal Democrats take a different approach, one grounded in our values of internationalism, respect for individual rights, and challenging concentrations of power. 

    Today we’re setting out the rescue plan that science and innovation in the UK needs:

    • A national and international science and technology strategy that raises R&D spending to 3.5% of GDP.
    • Measures to invest in education, including through a teacher workforce strategy to ensure every secondary school child is taught STEM subjects by a specialist.
    • A National People Strategy alongside an industrial strategy to ensure the UK workforce has the necessary skills and people are protected from disruption.
    • Measures to strengthen UK universities as world leaders in research including by fully participating in Horizon Europe, and enacting a decade-long program of increasing and improving research funding with a package of measures to improve spin-outs.
    • Sensible regulation of AI, including a National AI Strategy.
    • A comprehensive public sector technology policy and investment plan.
    • Tackling regional inequality through a digital inclusion strategy, national investment in digital infrastructure and investing in local government.
    • Investing in green technologies to help mitigate and adapt to the climate crisis.
