    Chinese internet giant Tencent’s revenue for 2024 increased 8 percent year on year to reach 660.3 billion yuan (about 92.02 billion U.S. dollars), according to its financial results released on Wednesday.

    Tencent’s gross profit and operating profit also increased by 19 percent and 24 percent last year, respectively.

    In the fourth quarter alone, the company’s revenue increased 11 percent year on year to 172.45 billion yuan, while operating profit surged 21 percent to 59.48 billion yuan.

    AI technology played a crucial role in driving business innovation and fueling high-quality growth throughout the year, according to the financial report.

    Meanwhile, Tencent Video’s paid memberships continued to expand, reaching 113 million in 2024, while its music annual subscription revenue climbed to 15.23 billion yuan, up 25.9 percent year on year.

  • MIL-OSI China: Chinese satellites to enhance global early warning systems

    China will launch three Fengyun geostationary meteorological satellites over the next two years to enhance global early warning systems, supporting the United Nations’ Early Warnings for All initiative and helping billions fight climate change, a senior official said.

    Chen Zhenlin, head of the China Meteorological Administration, said the satellites — one optical over the Indian Ocean, and one optical and one microwave over the western Pacific Ocean — are in their final phases of integration testing and are scheduled for launch between 2025 and 2026.

    The deployment of these satellites will bring groundbreaking development to global early warning systems, Chen told China Daily in an exclusive interview ahead of World Meteorological Day, which falls on Sunday and is themed “Closing the Early Warning Gap Together”.

    “Their high-frequency monitoring capabilities will allow these satellites to take advantage of the window for disaster prevention,” Chen said.

    The Indian Ocean and the western Pacific regions are vulnerable to extreme weather events, including typhoons and torrential rainfall. Real-time monitoring by the Fengyun satellites will enable early detection of disaster precursors, buying crucial response time.

    The microwave satellite, which is capable of penetrating cloud cover, will provide precise analysis of typhoon structures, improving the accuracy of their path and intensity forecasts. “This will give nations across Asia and the Pacific advance warnings ranging from hours to days,” Chen said.

    The optical satellites are capable of detecting heat waves and smoke from wildfires, while the microwave satellite can monitor changes in atmospheric moisture, helping in flood prediction. Together, they can track drought trends in Africa and conduct 3D observations of severe rainstorms in Southeast Asia, supporting climate resilience in countries involved in the Belt and Road Initiative.

    Each of the optical satellites features a rapid scanning mode, providing minute-specific data for high-risk areas. “For instance, Pacific island nations will be able to predict the landfall of a severe cyclone 72 hours in advance,” Chen said.

    In line with global efforts to strengthen climate adaptation, China unveiled its Action Plan on Early Warning for Climate Change Adaptation (2025-27) during the COP29 UN climate conference in Baku, Azerbaijan, in November.

    The action plan focuses on sharing China’s expertise and technological prowess with developing economies to enhance disaster preparedness, minimize economic losses and reduce casualties from extreme weather events.

    Under the plan, China will provide and co-develop cloud-based early warning systems, alongside capacity-building programs, Chen said, adding that a key feature is integrating satellite data, global numerical forecasting and AI-powered meteorological models to improve prediction accuracy and accessibility.

    Multi-hazard monitoring will extend across meteorology, hydrology and marine fields, providing digital tools and interactive platforms to developing economies to close the technological gap.

    “A cloud-based early warning system has already been deployed in Pakistan, the Solomon Islands and several other countries involved in the BRI, significantly enhancing their ability to respond to climate threats,” Chen said.

    The action plan also prioritizes the development of local expertise.

    China will train 2,000 specialists, offer 100 scholarships and provide 50 visiting scholar positions over the next two years to help partner nations build independent meteorological and disaster response teams.

    The plan was well received when it was unveiled last year, Chen noted.

    Selwin Hart, special adviser to the UN secretary-general on climate action, called it the first national action plan directly supporting the UN’s Early Warnings for All initiative, which was launched by UN Secretary-General Antonio Guterres in March 2022. The initiative called for every person on Earth to be protected by early warning systems by 2027.

    Celeste Saulo, secretary-general of the World Meteorological Organization, highlighted the critical role of China’s upcoming satellite launch in advancing global early warning capabilities.

    Chen, from the China Meteorological Administration, said the country plans to expand cloud-based early warning platforms, with a focus on supporting African nations in building meteorological early warning systems. AI models and numerical forecasting technology will improve the accuracy of global meteorological disaster predictions, he said.

    China will establish data service hubs in high-risk regions such as Africa, ASEAN countries and South Asia, aiming to bolster African drought and flood responses through cross-border meteorological disaster coordination.

    “China is exploring trilateral cooperation with developed economies, including the United States and European nations, to expand the reach of early warning services,” Chen said.

    The country will continue implementing capacity-building programs for developing economies, including setting up joint laboratories and fostering international research collaborations to equip vulnerable countries with technical expertise, he added.

    Beyond meteorology, China seeks to integrate early warning systems with UN sustainable development goals, using climate data to enhance food security in Africa and improve urban infrastructure resilience worldwide.

    “The combination of Chinese technology and international cooperation will directly benefit billions of people, making a tangible contribution to global climate resilience,” Chen said.

    According to an online survey by Samsung Electronics, consumers worldwide seek personalized AI-powered home solutions that streamline household chores with minimal time and effort.
     
    From May 23 to 28, 2024, Samsung conducted an independent online survey with 1,880 participants aged 20 to 59 across South Korea, the United Kingdom and the United States. The multiple-response survey targeted primary home appliance users and key purchasing decision-makers, gathering insights into perceptions of AI and the outlook for AI home appliances.
     
    When asked about the expected role of AI in the home, respondents frequently mentioned “help / helpful / assist” (379 responses), “cleaning” (259), “cooking” (181), “automatic” (178) and “easy / easier” (144).
     
    Expectations for AI within Households

     
    Moreover, some respondents highlighted security and safety as key expectations — anticipating that AI home appliances will not only reduce household burdens based on individual needs but also manage home safety.

    When asked about AI interaction preferences, respondents most frequently mentioned “voice / tell / talk” (203 responses) — followed by “help / helpful / assist” (175), “convenient / comfort” (155) and “control” (128).

    AI Home Appliances Must Do More With Less
    Many respondents expressed strong interest in conserving resources. When asked about the most relevant AI-driven experiences, “minimizing resource usage” ranked highly among respondents in the U.S. (67%), U.K. (59%) and South Korea (49%).6
     
    Samsung’s latest AI home appliances enhance performance and energy efficiency by combining advanced hardware, AI and SmartThings.
     
    The new Bespoke AI Laundry Combo reduces drying time by approximately 20 minutes compared to its predecessor, completing a wash and dry cycle in just 79 minutes7 using Super Speed cycle. Meanwhile, the Bespoke AI Hybrid Refrigerator optimizes cooling efficiency and energy savings by using a compressor and Peltier module8 to deliver rapid cooling while maximizing energy efficiency.
     
     

    Enhancing Home Security and Safety With AI
    Respondents expect AI-driven security features to protect their homes and ensure their families’ safety. “Security / safe” was frequently mentioned as a key factor in interactions with AI home appliances.
     
    To address these concerns, Samsung equips all its smart appliances with the proprietary Samsung Knox9 security solution to safeguard user data from external threats such as malware.

    This year, the company is expanding Knox Matrix10 — its blockchain-based security system that enables connected appliances to monitor each other’s security status — to appliances with 7- and 9-inch screens as well as the latest robot vacuum cleaner.
     
    The Knox Matrix Dashboard will be introduced to Samsung’s 2025 home appliance lineup,11 allowing users to monitor the security status of all connected devices and receive alerts for potential security issues.
     
    Furthermore, Samsung is integrating Knox Vault into its screen-equipped home appliances and robot vacuum cleaners this year.12 This system securely stores sensitive user data — such as passwords and biometric information — on a dedicated hardware security chip, protecting against data breaches and hacking attempts while reinforcing security.
     
    Passkey will be introduced to screen-equipped home appliances that support browsers, helping users replace traditional passwords with biometric authentication — such as fingerprint or facial recognition — via their smartphones for more secure and convenient logins.13

    Today, the Honourable Anita Anand, Minister of Innovation, Science and Industry, announced that the Government of Canada has finalized its investment of up to $240 million in Cohere Inc.’s $725 million project to bring domestic compute capacity to Canada and support the development and scaling of AI capabilities here at home.

    This federal investment will incentivize new cutting-edge AI compute infrastructure with the development of a new multi-billion-dollar AI data centre, located in Canada, that will come online this year.     Today, the Honourable Steven Guilbeault, Minister of Canadian Culture and Identity, Parks Canada and Quebec Lieutenant, along with the Minister of Natural Resources and Forests of Quebec, Maïté Blanchette Vézina, announced a joint contribution of over $8.5 million for four projects that will promote green construction in Quebec, including the use of low-carbon Canadian wood to accelerate new building projects. The Government of Canada is investing more than $4.7 million, while the Government of Quebec is contributing $3.83 million.

    The funding announced today includes:

    • $1 million for Les Chantiers Chibougamau Ltée from Natural Resources Canada’s (NRCan) Green Construction through Wood (GCWood) program and $1.33 million from the Programme d’innovation en construction bois of Quebec’s Ministry of Natural Resources and Forests. The project will:

    o       Develop a four-storey, 20-unit residential mass timber building using prefabrication and modular construction techniques.

    o    Demonstrate how we can deliver affordable housing using innovative wood-based products and technologies, including in remote communities and regions.

    • An additional $2 million for Les Chantiers Chibougamau Ltée from NRCan’s Investments in Forest Industry Transformation (IFIT) program and $2.5 million from the Programme Innovation Bois of Quebec’s Ministry of Natural Resources and Forests. This project will:

    o    Modernize production processes of finger-jointed lumber, glue-laminated, I-joists and cross-laminated timber through the innovative use of artificial intelligence.

    o    Support a strong Canadian supply of value-added advanced wood construction products.

    • $500,000 for Samcon Stanley Properties from NRCan’s Green Construction through Wood (GCWood) program. This project will:

    o    Develop the design for a 21-storey multi-unit residential building built from mass timber.

    o    Provide crucial data and insights into the feasibility of taller mass timber structures.

    • $1.2 million for the Cree First Nation of Waswanipi from NRCan’s Green Construction through Wood (GCWood) program. This project will:

    o    Build a two-storey low-rise community building with wood building technology.

    o    Ensure that the building’s shape and design preserve the historical culture of the Cree First Nation. 

    Through these investments, the Government of Canada and the Government of Quebec are further accelerating the adoption of cutting-edge residential construction technologies to drive down costs and help the industry access the made-in-Canada products it needs to build more homes for Canadians.

    Recognizing the rapid growth of MSMEs in IT, tourism, business accounting, and financial services, Union Minister of Commerce & Industry, Shri Piyush Goyal, emphasized the sector’s key role in driving services exports and creating jobs. He said this while speaking at the Global Confluence 2025 organized by Nasscom in New Delhi today.

    Shri Goyal expressed confidence that the IT sector can achieve an ambitious $450 billion services export target in the next financial year. He underscored the critical role of the IT and IT-enabled services (ITES) sector in India’s economic growth. He noted that the services sector exports reached approximately $340 billion last year, with IT and ITES contributing nearly $200 billion. This year, services exports are expected to reach between $380 billion and $385 billion, further solidifying India’s global presence.

    Shri Goyal highlighted the importance of innovation and adaptability in maintaining India’s competitive edge. He praised Nasscom for fostering a culture of continuous learning, stating that the IT sector has consistently remained ahead of the curve by embracing new technologies such as quantum computing, artificial intelligence, and machine learning.

    He also stressed the need to attract Global Capability Centers (GCCs) to India, leveraging the country’s vast talent pool. Encouraging businesses to operate from India rather than relocating talent abroad, he said this would enhance foreign exchange earnings and fuel domestic economic growth.

    Discussing India’s expanding middle class and rising consumption levels, Shri Goyal outlined the cascading benefits of IT-led growth, including increased demand for commercial real estate, housing, and infrastructure.     Introduction

    On March 19, 2025, the Union Cabinet took two key decisions to further the development of agriculture, dairying and animal husbandry in India. Agriculture, animal husbandry, and dairying are the cornerstone of India’s economy. These sectors play a crucial role in ensuring rural employment and economic stability.

    The Union Cabinet approved the Revised National Program for Dairy Development (NPDD), a Central Sector Scheme, with an additional budget of ₹1,000 crore, bringing the total to ₹2,790 crore for the 15th Finance Commission period (2021-22 to 2025-26).

    Key Objectives of the Revised NPDD:

    • Improved milk procurement, processing capacity, and quality control.
    • Enhanced market access for farmers and better pricing through value addition.
    • Strengthening of the dairy supply chain to increase rural income and development.

    Components of the Revised NPDD:

    1. Component A: Focuses on improving dairy infrastructure.
    2. Component B: Dairying through Cooperatives (DTC) in partnership with Japan International Cooperation Agency (JICA).

    Expected Outcomes of Revised NPDD:

    • Establishment of 10,000 new Dairy Cooperative Societies.
    • Additional 3.2 lakh employment opportunities, 70% benefiting women.

    The Union Cabinet has also approved the Revised Rashtriya Gokul Mission (RGM) to boost the livestock sector, with an additional outlay of ₹1,000 crore, bringing the total budget to ₹3,400 crore for the 15th Finance Commission period (2021-22 to 2025-26).

    Key Additions to the Revised RGM:

    1. Heifer Rearing Centres: One-time assistance of 35% of capital cost for setting up 30 housing facilities for 15,000 heifers.
    2. Support for High Genetic Merit (HGM) Heifers: 3% interest subvention on loans taken by farmers to purchase HGM IVF heifers from milk unions/financial institutions.

    Ongoing Activities under RGM:

    • Strengthening of semen stations and Artificial Insemination (AI) network.
    • Bull production and breed improvement using sex-sorted semen.
    • Skill development and farmer awareness programs.
    • Establishment of Centres of Excellence and strengthening of Central Cattle Breeding Farms.

    Expected Outcomes of Revised RGM:

    • Increased incomes for 8.5 crore farmers engaged in dairying.
    • Scientific conservation of indigenous bovine breeds.

    India is the world’s largest producer of milk and the second-largest producer of fruits and vegetables. With a rising global demand for organic produce, value-added dairy products, and sustainable farming practices, the government has placed renewed emphasis on enhancing productivity, infrastructure, and market access for farmers. In the past six months, the Union Government has introduced key policy decisions aimed at modernizing these sectors. Through targeted investments, regulatory support, and infrastructure development, the government seeks to improve farmer incomes, ensure disease control in livestock, and bolster cooperative movements to benefit small and marginal farmers. A crucial component of this vision is the Union Budget 2024-25, which has made substantial allocations to agriculture, animal health, and rural development.

    Overview of Cabinet Decisions Since October 2024

    1. Continuation of Pradhan Mantri Fasal Bima Yojana (PMFBY) and Restructured Weather Based Crop Insurance Scheme (RWBCIS)

    On January 1, 2025, the Union Cabinet approved continuation of the Pradhan Mantri Fasal Bima Yojana and Restructured Weather Based Crop Insurance Scheme till 2025-26 with an overall outlay of Rs.69,515.71 crore from 2021-22 to 2025-26. The decision will help in risk coverage of crops from non-preventable natural calamities for farmers across the country.

    In addition to the same, for large scale technology infusion in implementation of the scheme leading to increasing transparency and claim calculation and settlement, the Union Cabinet has also approved creation of Fund for Innovation and Technology (FIAT) with a corpus of Rs.824.77 crore.

    1. Extension of One-time Special Package on Di-Ammonium Phosphate (DAP)

    On January 1, 2025, the Union Cabinet approved the proposal of the Department of Fertilizers for extension of One-time Special Package on Di-Ammonium Phosphate (DAP) beyond the NBS subsidy @ Rs 3,500 per MT for the period from 01.01.2025 till further orders to ensure sustainable availability of DAP at affordable prices to the farmers. The tentative budgetary requirement for above would be approximately up to Rs. 3,850 crore.

    1. Increase in Minimum Support Price (MSP) for Copra for 2025 season

    The Cabinet Committee on Economic Affairs, on December 20, 2024, has given its approval for the Minimum Support Price (MSP) for copra for 2025 season. The government has increased MSP for milling copra and ball copra from Rs. 5250 per quintal and Rs. 5500 per quintal for the marketing season 2014 to Rs. 11582 per quintal and Rs. 12100 per quintal for the marketing season 2025, registering a growth of 121% and 120%, respectively. A higher MSP will not only ensure better remunerative returns to the coconut growers but also incentivize farmers to expand copra production to meet the growing demand for coconut products both domestically and internationally.

    1. Launch of National Mission on Natural Farming

    The Union Cabinet, on November 25, 2024, approved the launching of the National Mission on Natural Farming (NMNF) as a standalone Centrally Sponsored Scheme under the Ministry of Agriculture & Farmers’ Welfare. The scheme has a total outlay of Rs.2481 crore (Government of India share – Rs.1584 crore; State share – Rs.897 crore) till the 15th Finance Commission (2025-26).

    • National Mission on Natural Farming (NMNF) promotes NF to ensure safe, nutritious food and reduce farmers’ dependency on external inputs. It aims to enhance soil health, biodiversity, climate resilience, and sustainable agriculture.
    • Natural Farming (NF) is a chemical-free farming method based on traditional knowledge, local agro-ecological principles, and diversified cropping systems.
    • NF reduces input costs, soil degradation, and health risks from fertilizers and pesticides, ensuring nutritious food and climate resilience.
    1. Launch of PM Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY)

    On October 3, 2024, the Union Cabinet approved the proposal of the Department of Agriculture & Farmers Welfare (DA&FW) for rationalization of all Centrally Sponsored Schemes (CSS) operating under Ministry of Agriculture and Farmer’s into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), and Krishonnati Yojana (KY).  

    PM-RKVY will promote sustainable agriculture, while KY will address food security & agricultural self-sufficiency. The PM-RKVY and KY are being implemented with total proposed expenditure of Rs.1,01,321.61 crore. These Schemes are implemented through the State Governments. Out of the total proposed expenditure of Rs.1,01,321.61 crore the projected expenditure towards central share of DA&FW is Rs.69,088.98 crore and states share is Rs.32,232.63 crore. This includes Rs.57,074.72 crore for RKVY and Rs.44,246.89 crore for KY.

    1. Approval of National Mission on Edible Oils – Oilseeds

    On October 3, 2024, the Union Cabinet approved the National Mission on Edible Oils – Oilseeds (NMEO-Oilseeds), a landmark initiative aimed at boosting domestic oilseed production and achieving self-reliance in edible oils. The Mission will be implemented over a seven-year period, from 2024-25 to 2030-31, with a financial outlay of Rs 10,103 crore.

    The mission aims to increase primary oilseed production from 39 million tonnes (2022-23) to 69.7 million tonnes by 2030-31. Together with NMEO-OP (Oil Palm), the Mission targets to increase domestic edible oil production to 25.45 million tonnes by 2030-31 meeting around 72% of our projected domestic requirement.

    Welfare Schemes for Agriculture, Dairying and Animal Husbandry by the Indian Government

    • Pradhan Mantri Kisan Samman Nidhi (PM-KISAN): Launch of PM-KISAN in 2019 an income support scheme providing Rs. 6000 per year in 3 equal instalments. So far, more than Rs. 3.46 lakh crore has been disbursed to over 11 crore farmers through 18 instalments. On February 24, 2025, the government released the 19th instalment of the PM-KISAN scheme. Over 9.8 crore farmers including 2.41 crore female farmers across the country will be benefitted through the 19th instalment release, receiving direct financial assistance exceeding ₹22,000 crore through Direct Benefit Transfer (DBT) without involvement of any middlemen.
    • Pradhan Mantri Kisan Maandhan Yojana: PMKMY is a central sector scheme, is a voluntary and contributory pension scheme for the entry age group of 18 to 40 years with a provision of Rs. 3000/- monthly pension on attaining the age of 60 years, subject to exclusion criteria. Since the inception of the scheme, over 24.67 lacs small and marginal farmers have joined the PMKMY scheme.
    • Pradhan Mantri Fasal Bima Yojana: PMFBY was launched in 2016 addressing problems of high premium rates for farmers and reduction in sum insured due to capping. In past 8 Years of implementation. In past 8 Years of PMFBY implementation, 63.11 crore farmer applications have been enrolled and over 18.52 crore (Provisional) farmer applicants have received claims of over Rs. 1,65,149 crore. During this period nearly Rs. 32,482 crore were paid by farmers as their share of premium against which claims over Rs. 1,65,149 crore (Provisional) have been paid to them. Thus, for every Rs. 100 of premium paid by farmers, they have received about Rs. 508 as claims.

    • National Livestock Mission (NLM): The focus of the scheme is towards employment generation, entrepreneurship development; increase in per animal productivity and thus targeting increased production of meat, goat milk, egg and wool. An outlay of Rs. 324 crores have been allocated during the year 2024-25 for this mission.
    • Animal Husbandry Infrastructure Development Fund (AHIDF): The scheme envisaged for incentivizing investments by individual entrepreneurs, private companies, MSME, Farmers Producers Organizations (FPOs), and Section 8 companies to establish dairy processing and value addition infrastructure, meat processing and value addition infrastructure, animal feed plant, breed improvement technology and breed multiplications farms, veterinary drugs and vaccine infrastructure and waste to wealth management. Further, the Dairy Infrastructure Development Fund (DIDF) has been subsumed in the AHIDF and revised outlay is now Rs. 29610 crore.
    • National Animal Disease Control Programme (NADCP): Launched in 2019, the program is the largest of its kind globally, targeting the eradication of FMD and Brucellosis by 2030. Over 99.71 crore vaccinations against Foot and Mouth Disease (FMD) in cattle and buffaloes, benefitting 7.18 crore farmers have been made so far.

    Conclusion

    The government’s recent decisions and budgetary provisions reflect a strong push towards modernization, infrastructure development, and sustainability in agriculture, animal husbandry, and dairying. The focus on disease control, cooperative strengthening, and technological innovation will contribute to improving productivity and farmers’ incomes, ensuring the long-term growth of these vital sectors.

  • MIL-OSI Asia-Pac: Leveraging Non-conventional Data Sources for Official Statistics

    The brainstorming session on Leveraging Non-Conventional Data Sources for Official Statistics, of Ministry of Statistics and Programme Implementation (MoSPI), was concluded on 20th March, 2025 at Vigyan Bhawan, New Delhi.

    The inaugural session of the event was addressed by Sri Kris Gopalakrishnan, Chairman Axilor Ventures and Co-founder of Infosys, Sri Rana Hasan, Regional Lead Economist, South Asia, Asian Development Bank (ADB), Sri Shombi Sharp, UN Resident Coordinator (UNRC), and Dr. Saurabh Garg, Secretary, Ministry of Statistics and Programme Implementation.

    Sri Kris Gopalakrishnan, one of the co-founders of Infosys, Chairman, The Council, IISc Bangalore, and the Chairman, Board of Governors of IIIT, Bangalore, in his keynote address, underpinned the importance of the non-conventional data by citing success of Aadhar, primarily developed as a tool of citizen services, however, now used for developing various applications. He said that in view of India’s tremendous potential in technology, it can lead from front in respect of using non-conventional datasets for decision making.

    He impressed upon the need of standardization of various datasets, strengthening data processing capabilities, and developing data governance framework. He emphasized further that there is a need for evolving a framework enabling access to private data, legally backed and for rightful usages. In addition, he underlined that there is a need of fostering data literacy amongst all stakeholders so that the non-conventional sources are effectively used. Further, he opined that a single source of data would empower not only to the data producers but also to the entrepreneurs. He concluded by stating that the deliberations like this would strengthen formalizing the non-conventional data sources.

    Dr. Saurabh Garg, Secretary, MoSPI, impressed upon the importance of such sessions for encouraging a concerted effort of all stakeholders for the optimal usages of available in the ecosystem. He urged upon the representatives of the Central Ministries/Departments, including the Statistical Advisors to explore the possibility of reusing datasets generated by the other agencies. Further, he also mentioned that the culture of data sharing, however, maintaining the sanctity of Personally Identifiable Information (PII) must be fostered in the working of all the stakeholders.

    Sri Shombi Sharp, UNRC in his address shared some best practices regarding the citizen generated data and their usages in the official statistics especially in achieving the SDGs. Besides, he also emphasized upon a greater collaboration amongst the stakeholders to capitalize the full potentials of all possible alternate datasets.   

    Sri Rana Hasan in his presentation demonstrated the power of combining various datasets for an improved decision making.  He noted that the cities are hubs of growth and innovation, and thus India’s ongoing urbanization should be appropriately leveraged. He observed further that since the industrial parks are affecting neighboring settlements, they should be catalysed for structural transformation.

    The first technical session invited presentations from Shri. M. C. Gaur, Addl. Surveyor General (NZ), Survey of India; Shri. Ayago Wambile, Senior Economist, World Bank; Prof. Bappaditya Mukhopadhyay, Expert in Analytics, Great Lakes Institute of Management, New Delhi; and Shri. Ankur Bansal, Founder, GDi Partners. This session was moderated by Sh. P. R. Meshram, Director General (Data Governance), MoSPI.

    Sh. Gaur from Survey of India, in his presentation, highlighted the relevance of linking statistical data to geospatial locations and making the same easily accessible to various data users. While Shri. Wambile from World Bank, spoke about different non-traditional data sources such as, scanner data, mobile phone data, etc that can be leveraged to supplement the official statistical data in the country. Prof Mukhopadhyay from Great Lakes Institute of Management, presented a specific use case of using satellite data to assess SDG at district and sub-district levels over time. Shri Bansal from GDi Partners thereafter, brought attention to objectives, challenges, and potential way forward of using non-traditional data sources along with illustrations of use of such data sets by NSOs across the world.

    The second technical session invited presentations from Ms. Tanusree Deb Barma, Deputy Director General, UIDAI, M/o Electronics and Technology; Prof. Shalabh, Professor of Statistics & Data Science, IIT Kanpur; Shri Srinivasa Rao Sitiraju, DD, BGWSA, NRSC, Department of Space, ISRO; and Dr. Karan Nagpal, India Regional Director, IDinsight, New Delhi, India. The session was moderated by Ms. Geeta Singh Rathore, Director  General (NSS), MoSPI.

    Ms. Tansuree from M/o Electronics and Technology, provided an overview of the Aadhar Ecosystem and presented areas where non-traditional data is being used for authentication of data, identification of bugs, etc. Further, Shri Sitiraju from ISRO, presented various types and aspects of Geospatial data being collected by ISRO and products built using them within the official data ecosystem. Dr. Shalabh from IIT Kanpur, thereafter, presented a specific use case of grievance redressal mechanism leveraging emerging technologies for deriving insights from grievance data collected by Government of India, while Dr. Nagpal from IDinsight presented various use cases of alternative datasets and their usages in generating macro indicators. He, specifically, discussed various usages in price data in official statistics.

    The event has been attended by around 150 delegates, ranging representations from the central Ministries/Departments, UN agencies, Think Tanks, Independent organisations, and Universities and research institutions.

    The deliberations of the brainstorming session would be a sine qua non for the data innovation involving tapping into alternative data gathered from new or non-conventional data sources and combining and enhancing existing data sources with that new data to gain additional insights.

    One of the significant takeaways of the brainstorming session is that the digital revolution provides abundant opportunities to improve the way services are delivered, including harnessing valuable data and insights into products, services, and customer behaviors. Such data innovations are rapidly changing institutions and the data sources available to them. A well-designed intertwining of various data sources may provide better comprehension resulting into improved health care system, Strong supply chains and logistics, Convenient travel, Smart farming, and a transparent FinTech ecosystem.

    Further, it was discussed that the Ministries/Departments may use the alternative datasets for the real time monitoring and tracking the decision variables. In addition, it also emerged that the Ministries/Departments may make available Alternative/Administrative datasets to various stakeholders so that their integration with Census/Survey data may become possible.  Besides, it emerged that there should be concerted efforts of all the stakeholders for creation of enabling environment so that all possible data sources, Conventional and Non-Conventional are used for decision making.

    The Ministry of Information & Broadcasting (MIB), Government of India, in collaboration with the Media & Entertainment Association of India (MEAI), announces the next edition of WAM! (WAVES Anime & Manga Contest) in Mumbai. WAM! is part of Create in India Challenge, under WAVES (World Audio Visual & Entertainment Summit), set to take place from 1st to 4th May 2025 in Mumbai. The previous editions of WAM! were successfully conducted in Guwahati, Kolkata, Bhubaneswar, Varanasi, and Delhi.

    The Mumbai edition will be hosted at Whistling Woods International and is expected to attract participants competing in different categories, including:

    • Manga (Japanese-style comics)

    • Webtoon (digital comics)

    • Anime (Japanese-style animation)

  • MIL-OSI Asia-Pac: NHAI Debars 14 Agencies for Irregular activities in Fee Collection at Toll Plazas

    In an unprecedented action to strengthen and establish a robust user fee collection at the toll plazas, NHAI has debarred 14 User Fee Collection Agencies for Irregular activities in Fee Collection at Toll Plazas. Raids at the Atraila Shiv Ghulam Toll Plaza in Mirzapur district of Uttar Pradesh was conducted by UP Special Task Force.  Based on the FIR, NHAI took prompt action and served ‘Show Cause Notice’ to the defaulting agencies.

    The replies submitted by the fee collection agencies were not found to be satisfactory. The agencies have been debarred for a period of two years for violation of the provisions of the contract agreement.  ‘Performance Securities’ worth over Rs. 100 crores of the defaulting agencies have been forfeited and are being encashed for breach of the contract.   

    In order to ensure seamless operation of the toll plazas that were managed by debarred agencies, NHAI will intimate the defaulting agencies to hand over the Toll plazas to a new agency that will be appointed by the authority.     

    NHAI is committed to follow the highest standards in highway operations and any lapses will be dealt with zero tolerance. Action will be taken against the defaulters, and they will be debarred from NHAI projects with severe penalties.

    In under a month of the assumption of charge as the 26th Chief Election Commissioner (CEC) of India, ECI led by Shri Gyanesh Kumar along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi has put the entire election machinery right up to the BLO level on a path firmly on course for promoting participation of all electors and ensuring a pleasant experience for them at the polling stations. Political parties, being key stakeholders, are also being involved at the grassroot level.

    The Commission reaffirms that the nearly 100 crore electors always stand as the pillar of democracy. Technical consultations between UIDAI and experts of ECI are to begin soon. Though an elector can only vote in the assigned polling booth and nowhere else, the Commission has resolved to remove duplicates countrywide in EPIC numbers and end a decades-long issue within 3 months. Regular updation of the voter list shall be strengthened in close coordination with the birth and death registration authorities.  In the Commission’s interactions with political parties, it was clarified that any inclusion or deletion to the draft elector list is governed by the process of appeals under relevant legal provisions for filing claims and objections, available to all political parties in the Representation of People act, 1950. In the absence of such appeals, the list as prepared by the ERO prevails. It may be recalled that the ECI had on 7th March, 2025 clarified that merely 89 first appeals and just the sole second appeal was filed after the completion of the Special Summary Revision (SSR) exercise as of 6th-10th of January 2025.

    Ensuring 100% enrolment of all eligible citizens, ensuring ease of voting and a pleasant voting experience are key objectives of ECI. Steps will be taken to ensure that no polling station has more than 1,200 electors and they will be within 2 Kms of the electors. Even in the remotest rural polling station, basic facilities (AMF) will be ensured. To tackle urban apathy and encourage more participation, clusters of high-rise buildings and colonies will also have polling stations within their premises.

    In a major step towards comprehensive and continuous capacity building of nearly 1 crore election personnel, a two-day conference of CEOs of all States/UTs at IIIDEM was held in New Delhi on the 4th and 5th of March in which, in a first, DEOs and EROs of each of the State/UTs participated. The conference provided a thrust to energise the entire election machinery with a clear mapping of 28 stakeholders along with their responsibilities as per the framework set by the constitution, electoral laws and guidelines issued by ECI. Electoral handbooks and manuals for instructions will be harmonised with the most recent changes. Digital training kits in multiple Indian languages will be prepared for easy absorption and effective training of frontline functionaries. Animated videos and integrated dashboard will provide a digital push to training. A training module is being devised to train BLOs in days to come.

    To ensure full participation of political parties in all aspects of the election processes, CEC Gyanesh Kumar during the CEO conference on 4th March had directed that regular all-party meetings and interactions be held by all the 36 CEOs, 788 DEOs, 4123 EROs. Such meetings across the country will help resolve any outstanding and emergent issues raised by the political parties at the grassroot level itself. This process will be completed pan-India by the 31st of March, 2025.  The offer of the Commission to train political party representatives and their appointed BLAs on the due processes as per electoral laws including claims and objections to the voter list has been welcomed by political parties. The ECI has also invited suggestions from all political parties on any and all matters concerning the conduct of elections and they can send these by the 30th of April, 2025. The parties have also been extended an invitation to meet the Commission in Delhi at a mutually convenient time.

    These bold and far-reaching initiatives span the entire gamut of elections and encompass all the key stakeholders in a participatory manner.

    The irradiation technology has been transferred to private entrepreneurs for commercialization for food preservation. Presently 37 Gamma Radiation Processing Plants are operational in the country in private, cooperative, semi government and government sector, out of which 21plants are capable of carrying out radiation processing of agricultural/ food products. List of 21 plants is enclosed in Annexure.

    The Department for Promotion of Industry and Internal Trade (DPIIT), Government of India, and Kyndryl Solutions Pvt Ltd, have signed a Memorandum of Understanding (MoU) to accelerate innovation and scale India’s startup ecosystem. The partnership will focus on supporting startups in the manufacturing and IT sectors by leveraging Kyndryl’s expertise in digital transformation and Generative AI solutions.

    Speaking on the occasion, Joint Secretary, DPIIT, Shri Sanjiv, stated that this collaboration marks an important step in fostering an innovation-driven startup ecosystem in India. By leveraging Kyndryl’s global expertise and enterprise solutions, DPIIT aims to support startups in scaling their operations and driving technological advancements across industries.

    Under this partnership, startups will be empowered through mentorship, infrastructure support, and market access, enabling them to integrate their solutions into enterprise ecosystems across industries such as automotive, pharmaceuticals, BFSI, oil & gas, and government services. Kyndryl will institutionalize dedicated programs to support digital product startups, AI-driven innovators, and entrepreneurs.

    Kyndryl will facilitate startup growth by integrating their innovations into enterprise solutions and connecting them with large-scale business customers. Startups will receive mentorship on product development, market readiness, cybersecurity resilience, and enterprise deployment. Kyndryl will conduct advisory sessions and industry workshops to enhance customer experience and operational efficiency. In collaboration with Startup India and DPIIT, Kyndryl will provide knowledge sharing, policy insights, and access to government incentives. Startups will also receive guidance on scaling their solutions internationally and exploring new markets.

    The MoU was signed by Director, DPIIT, Dr. Sumeet Kumar Jarangal and the representative of Kyndryl, in the presence of senior officials from both organizations.

    This partnership aligns with the government’s vision of positioning India as a global innovation hub. By integrating DPIIT’s startup support framework with Kyndryl’s enterprise capabilities, the collaboration will create a structured ecosystem where startups can thrive, innovate, and contribute to economic growth.

  • MIL-OSI Asia-Pac: Use of AI in Supreme Court Case Management

    As per the information provided by the Supreme Court of India, Artificial Intelligence (AI), and Machine Learning (ML) based tools are being deployed in case management. They are being used in transcribing of oral arguments in Constitution Bench matters. The AI assisted transcribed arguments can be accessed from the website of the Supreme Court. The competent authority has directed to consider the transcribing of oral arguments on regular hearing days i.e. Thursdays.

    The Registry, Supreme Court of India is also using AI and ML based tools in close coordination with National Informatics Centre (NIC), in translation of judgments from English language to 18 Indian languages viz., Assamese, Bengali, Garo, Gujarati, Hindi, Kannada, Kashmiri, Khasi, Konkani, Malayali, Marathi, Nepali, Odia, Punjabi, Santali, Tamil, Telugu and Urdu. The judgments can be accessed through the eSCR portal of the Supreme Court of India.

    The Registry, Supreme Court of India in close coordination with IIT, Madras has developed and deployed AI and ML based tools integrated with the electronic filing softwareof the Registry in identification of defects. Recently, the access of the proto-type has been granted to 200 Advocates-on-Record to use the same and share their feedback, to strengthen the right to access to justice and right to administration of justice.

    The Registry, Supreme Court of India is also testing prototypes of AI and machine learning (ML) tools, for curing defects, data, meta data extraction in collaboration with IIT, Madras. This AI and ML based tool will be integrated with the electronic filing module and the case management software, namely, Integrated Case Management & Information System(ICMIS).

    However, no AI and ML based tools are being used by the Supreme Court of India in decision making process.

    The AI based tool, Supreme Court Portal Assistance in Court Efficiency (SUPACE), aimed at developing a module to understand the factual matrix of cases with an intelligent search of the precedents apart from identifying the cases, is in an experimental stage of development for its testing. The use of SUPACE may be deployed after procurement and deployment of graphic processing unit(s) and other latest technology-based units such as Tensor Processing Unit.

The 190 new homes include 94 permanent supportive housing residences and 96 homes to fit families budgets, as well as the health clinic

    Governor Polis has signed historic housing laws in partnership with the legislature to create more housing near transit lines, give Coloradans the freedom to build Accessory Dwelling Units (ADUs) on their property, and eliminate unnecessary parking mandates that raise housing costs, and get rid of discriminatory occupancy limits. The Polis administration continues to be focused on expanding housing options for all Coloradans and creating more housing opportunities that Coloradans can afford, including through allowing more cost-effective, single-stair housing to be built and breaking down barriers for more modular housing that will save Coloradans money.

    I’d like to return to a few points – first of all, to congratulate you on the Bundestag’s historic vote, which is good news for Germany and good news for Europe. It’s good news because it will enable us to do more for defence and investments, and we need that. Secondly, to get back to the issue of Ukraine, we’re continuing to support the Ukrainian army in its war of resistance against the Russian aggression, and we’re right to be doing so. We’re also in the process of raising funding that we’re fully committed to. I’m thinking of the European share of the G7 loan, and the €18 billion of revenues from frozen Russian assets to finance military support in particular. And it’s important to continue lending support at this time, when Russia has been stepping up the conflicts in recent days and again in recent hours, and continue standing by the Ukrainian people and their defence.

    You’re aware of what our position is. We were upholding peace, I would say, before the first day, because both of us did everything together in February 2022 to prevent a further operation after the annexation of Crimea and the initial, partial annexation of the Donbas that followed the operations of 2014. And so we’ve always been on the side of peace. In this regard, we mustn’t give in to any sort of inversion of values or discourse. That’s the historic role of Germany and France together and of Europe as a whole alongside the Ukrainians. The latest discussions are a step in the right direction, and indeed we want a solid, lasting settlement for Ukraine and for security in Europe.

    And in this regard, thanks to the work with the United Kingdom and Germany we have, I believe, done some useful work to persuade President Zelenskyy, and I believe he made a very good decision to have the courage to take a peace initiative with President Trump by agreeing to a 30-day ceasefire. The Chancellor has reported on the discussions we had before that conference. The first stages are being put in place, but the goal must remain the same: to have a measurable, verifiable ceasefire that is fully complied with, and to begin detailed, full peace talks that will allow for a solid, lasting peace and the guarantees that go with it. That’s still our aim. And obviously it’s inconceivable without the Ukrainians being around the table. That’s what we’ve also steadfastly argued for.

    In addition to Ukraine, on defence, tomorrow the Commission will present its White Paper, and there again our shared desire is to speed up the implementation of the plan we validated at the Council a few days ago, roll out the speediest and most efficient processes in order to have joint programmes, and basically continue defending ourselves, defending ourselves better, increasing our collective deterrence capabilities, and doing so by developing more equipment and capabilities in Europe – which means joint research, joint programmes, more simplicity and more speed. But this European added value which tends towards the strategic autonomy we both uphold is absolutely critical for us. It’s what we launched together in March 2022 with the so-called Versailles agenda, following the Russian aggression.

    We’re now in the implementation and action phase for issues of defence, production, joint procurement, simplification, standardization, and the release of available funding by the European Investment Bank and our national budgetary capabilities. On the issue of the economy – and the one doesn’t go without the other, because there’s no strategic autonomy in terms of defence and security unless Europe is also strongly competitive –, together we built in Meseberg a road map which is strategic for us, which remains totally valid as the Chancellor pointed out, which also, to a great extent, inspired the Commission’s guidelines, and which is also being rolled out, precisely with necessary reforms for simplification. And in this regard, the decisions at the end of February are a step in the right direction: regulatory simplification, lightening the burden, support for industry, clean tech, artificial intelligence, defending the plans for the automotive industry and for steel presented in recent days to our European manufacturers, and for the chemical industry of course, which all go in the same direction, which are support measures in the face of the world’s deregulation, measures of simplification, measures for greater competitiveness.

    In addition to simplification, strengthening the single market, defence policies and safeguarding clauses, we obviously built a historic agreement in Meseberg on the union of capital markets, with the desire in fact for European savings to fully finance major European innovation and investment projects. On each of these points we’re working together.

    And the Chancellor’s been very comprehensive – I don’t want to paraphrase him here – but I wanted to come back to these few points before this summit, which will essentially be about Ukraine, the implementation of our defence strategy and competitiveness. So we’ll meet again the day after tomorrow to continue this work, and certainly in the coming days and weeks, to continue not only this work for Europe but also this joint action alongside Ukraine for the sovereignty of our Ukrainian friends and the defence and security of all us Europeans.   • MIL-OSI Security: CEO Of Georgia HVAC Company Charged With Illegally Importing Harmful Greenhouse Gases Into The United States

    TRENTON, N.J. – The chief executive officer of a Georgia-based HVAC company has been charged with illegally importing 500 cylinders of potent greenhouse gases known as hydrofluorocarbons (HFCs) into the United States from Peru, U.S. Attorney John Giordano announced today. This case is the second prosecution in the United States under the AIM Act, and the first prosecution of a corporate executive.

    William Randolph Hires a/k/a “Randy Hires,” 57, of Woodstock, Georgia and Lima, Peru, is charged by complaint with violating the American Innovation and Manufacturing Act (AIM Act) by unlawfully importing 500 cylinders of HFCs. Hires appeared today before U.S. Magistrate Judge André M. Espinosa in Newark federal court.

    HFCs include refrigerants used in heating, ventilation, and air conditioning systems commonly known as “Freon.” The global warming impact of an HFC can be hundreds to thousands of times greater than carbon dioxide. Because of this, in 2020 Congress enacted the AIM Act, which authorizes the Environmental Protection Agency (EPA) to phase down the production and consumption of HFCs by 85 percent over time. 

    “The defendant’s actions in this case not only violated the AIM Act and created a threat to the environment they also unfairly disadvantaged other law-abiding U.S. businesses,” said Dan Meyers, Acting Assistant Special Agent in Charge for the Environmental Protection Agency’s Criminal Investigation Division. “Today’s charges send a clear message: Enforcement of the law protects our air, land, and water, ensuring a brighter future for our citizens and a level playing field for American businesses and workers.”

    “Hires disregarded our nation’s environmental laws and put our country at risk with shipments containing potent greenhouse gases,” said ICE HSI Newark Special Agent in Charge Ricky J. Patel. “HSI Newark successfully conducts investigations into violations of U.S. import and export laws to ensure national security and protect the public’s health and safety. We will hold individuals and corporations accountable for violating global trade regulations.”
    According to documents filed in this case and statements made in court:

    In April 2022, on behalf of his company, Hires purchased 500 cylinders of HFCs in Peru. Over the next several months, EPA officials explained to Hires’s employees that, under the AIM Act and its implementing regulations, Hires’s company could not lawfully import the HFCs to the United States because it did not have the required EPA-issued allowances. In a July 22, 2022 email to one of Hires’s employees, an EPA official stated, in substance, “it is not possible to import bulk HFCs without consumption allowances.”

    Hires’s employees conveyed this information from the EPA to Hires on several occasions. On one occasion, an employee forwarded to Hires an email that the employee had received from an EPA official which stated, “[t]he HFC you listed (R-410A) is a regulated substance. So if you do not have allowances, you cannot import those bulk HFC refrigerants.” In another email exchange between Hires and an employee, the employee informed Hires that, based on a video conference the employee had with EPA officials, shipping without the necessary allowances would violate import laws so “[i]t is out of our hands.”

    Hires nevertheless instructed his employees to illegally import the HFCs into the United States. In a July 28, 2022 email, Hires stated to his employees: “[y]eah you have to be careful what agencies you’re reaching out to because the EPA . . . can create a hassle and they can hold our stuff up in customs there[.]” In a subsequent email, Hires instructed his employees to “get [the HFCs] on the ship and get it out to sea . . . don’t care what it takes[.]” Hires later instructed his employees via email: “Do not call the EPA please do not.”  

    The violation of the AIM Act with which Hires is charged carries a maximum potential penalty of 5 years in prison and a $250,000 fine.

    U.S. Attorney John Giordano credited special agents of the Environmental Protection Agency-Criminal Investigation Divisions, under the direction of Acting Assistant Special Agent in Charge Dan Meyers;  special agents of the U.S. Department of Homeland Security, Homeland Security Investigations, New Jersey Division, under the direction of Special Agent in Charge Ricky J. Patel; and officers of U.S. Customs and Border Protection, under the direction of Francis J. Russo, Director of Field Operations, New York Field Office, with the investigation leading to today’s charge.

    The government is represented by Assistant U.S. Attorneys Jessica R. Ecker and Bernard J. Cooney of the Health Care Fraud Unit, and Senior Trial Counsel Barbara Ward of the Asset Recovery and Money Laundering Unit, in Newark, and Trial Attorney Ronald A. Sarachan of the Environmental Crimes Section of the U.S. Department of Justice Environmental and Natural Resources Division.

    The charge and allegations contained in the complaint are merely accusations, and the defendant is considered innocent unless and until proven guilty.
