    As long as South Africa continues to support bad actors on the world stage and allows violent attacks on innocent disfavored minority farmers, the United States will stop aid and assistance to the country.
    The United States will establish a plan to resettle disfavored minorities in South Africa discriminated against because of their race as refugees.
    STANDING UP AGAINST INJUSTICE AND OPPRESSION: President Donald J. Trump is committed to holding South Africa accountable for its actions.
    South Africa has taken positions against the United States and its allies.
    Merely two months after the October 7th terrorist attacks on Israel, South Africa accused Israel, not Hamas, of genocide in the International Court of Justice.
    South Africa also strengthened ties with Iran, which supports terrorism globally.

    While championing terrorism and autocratic regimes abroad, South Africa has committed similar human rights violations at home. The recent Expropriation Act enables the government of South Africa to seize ethnic minority descendants of settler groups’ agricultural property without compensation.         
    The Expropriation Act follows countless government policies designed to dismantle equal opportunity in employment, education, and business, and hateful rhetoric and government actions fueling disproportionate violence against racially disfavored landowners.
    Years ago, the South African government disbanded volunteer forces defending rural farmers, turning a blind eye to the ensuing farm attacks.

    ESTABLISHING A FAITH OFFICE: Today, President Donald J. Trump signed an Executive Order to establish the White House Faith Office.
    The White House Faith Office will empower faith-based entities, community organizations, and houses of worship to better serve families and communities.
    The Office will be housed in the Domestic Policy Council and will consult with experts within the faith community and make recommendations to the President regarding changes to policies, programs, and practices to better align with the American values.
    The Office will coordinate with agencies on religious liberty training and on identifying and promoting grant opportunities for non-profit faith-based entities, community organizations, and houses of worship.  
    The Office will work in collaboration with the Attorney General to identify failures to enforce constitutional and Federal statutory protections for religious liberty.
    DEFENDING RELIGIOUS LIBERTY: President Trump is committed to protecting the liberty and freedom of our religious communities, organizations, and students.

    WASHINGTON–U.S. Senator Chris Murphy (D-Conn.) on Sunday joined ABC’s This Week with Martha Raddatz to sound the alarm on Donald Trump’s corrupt power grab and the billionaire takeover of the U.S. government. Murphy slammed Trump’s move to eliminate USAID and vowed to keep fighting to protect American democracy.
    “I think this is the most serious constitutional crisis the country has faced, certainly since Watergate,” said Murphy. “The President is attempting to seize control of power, and for corrupt purposes. The President wants to be able to decide how and where money is spent so that he can reward his political friends, he can punish his political enemies—that is the evisceration of democracy. You stand that next to the wholesale endorsement of political violence with the pardons given to every single January 6th rioter— including the most violent, who beat police officers over the head with baseball bats— and you could see what he’s trying to do here. He is trying to crush his opposition by making them afraid of losing federal funding, by making them afraid of physical violence. So yes, this is a red alert moment when this entire country has to understand that our democracy is at risk—and for what? The billionaire takeover of government.”
    Murphy blasted Trump’s plan to cut USAID, calling it a gift to billionaires and a threat to global stability: “The military tells us that if you eliminate foreign aid, you will have to double the number of bullets you buy them. Why? Because we prevent conflict around the world through things like economic development and conflict resolution. I think the American public are learning about the scale of this corruption, how our foreign policy is being turned over to billionaires like Elon Musk to help them financially. As the American people are learning how much influence the billionaires have, how corrupt our policy has become, they are turning against this handover of government to the very few economic elites.”
    He continued: “Most of what USAID is doing is employing Americans, and often foreign nationals, to try to prevent instability and conflict. They are also working to try to reduce the reasons why young people join terrorist groups overseas. They are chasing Chinese and Russian influence. I mean, listen. The major question of the next 50 years is who will control the piping of the international economy: the United States or China? It’s USAID, not the U.S. military, that is working to try to blunt Chinese influence, so it’s ultimately American and European rules that control the global economy, not Chinese rules. So USAID is out there protecting American jobs and American interests, and if you roll up USAID, it is just a massive gift to China in particular, and that is very bad for U.S. national security interests, very bad for the U.S. economy and U.S. workers.”
    Murphy argued that Democrats shouldn’t shy away from forcefully defending our democracy: “I’m not going to calm down. I had 800 people at a rally with 24 hours’ notice in Connecticut this last weekend. This is a fundamental corruption. And democracies don’t last forever, and what those who are trying to destroy democracies want is for everyone to stay quiet, for everyone to believe that the moment isn’t urgent. They want to use violence and the threat of violence and the threat of arrest to keep the opposition at home. We are not going to do this. We see this as a crisis of epic proportions. We are watching the billionaires try to steal government from the people, and I think the broad cross-section of the American public, as you have seen in the last week, is going to rise up and say, enough.”

    The 2025 Academy Awards could shape up to be a big one for stop-motion animation. Australian director Adam Eliott’s Memoir of a Snail (2024) has raked in a nomination for Best Animated Feature Film, alongside Wallace & Gromit: Vengeance Most Fowl (2024).

    Coincidentally, this recognition comes in what is already an historic year for stop motion. A century ago, on February 8 1925, The Lost World hit cinemas. This film is widely considered the first feature-length stop-motion production, as well as the first “creature feature”.

    Audiences were captivated as they watched animated dinosaurs share the screen with live actors. The animators positioned and photographed miniature dinosaurs made of rubber, one frame at a time, to create moving sequences that accompanied full-scale shots with human actors.

    This method drew from earlier works such as Georges Méliès’s 1902 short film A Trip to the Moon (Le voyage dans la lune).

    Dynamation: the beginnings

    After animating on The Lost World, stop-motion pioneer Willis O’Brien went on to animate King Kong (1933) and the lesser-known Mighty Joe Young (1949), where he mentored Ray Harryhausen.

    Harryhausen himself would later design and animate some of the most celebrated stop-motion sequences of all time, including the famous skeleton fight in Jason and the Argonauts (1963) and the fictional Rhedosaurus from The Beast from 20,000 Fathoms (1953).

    The blend of animated miniatures and live actors become known as Dynamation, as Harryhausen pushed to create ever-more integrated and dynamic sequences in which animated puppets “interacted” with real actors.

    Back then it wasn’t possible to review animation as it was being shot; you could only see the puppet as it was in the moment. Sequences were shot on celluloid film, and animators had to wait for the film to develop before they could see the results.

    The famous skeleton fight in Jason and the Argonauts required Harryhausen to remember the movements of seven skeletons and line up a fight sequence with two pre-recorded actors, one frame at a time. He would often work for months before being able to review his work.

    In Eastern Europe, filmmakers such as Karel Zeman were also combining live action with miniature special effects and stop motion – extending a long history of Eastern European puppet theatre into cinema.

    In 1958, Zeman brought Jules Vernes’ whimsical vehicles and underwater worlds to the screen in his feature film Invention for Destruction (Vynález zkázy).

    Zeman’s work went on to influence famous animators such as Jan Švankmajer and Terry Gilliam.

    Invention for Destruction was later named The Fabulous World of Jules Verne. Zeman used a combination of puppetry, stop motion and live action effects for the film.

    Technology advances

    In the 1970s, Phil Tippet and others working at Industrial Light and Magic (ILM) – a studio founded by George Lucas – pushed the medium further through the development of “go-motion”.

    This invention used a custom-made control rig that precisely moved a puppet while it was being photographed – resulting in a subtle motion blur that emulated live-action movement.

    This technique allowed for more realistic animation and was used in productions such as Dragon Slayer (1981) and Star Wars: The Empire Strikes Back (1980).

    In the 1980s, however, Star Wars began a trend towards photorealism and audiences became more scrutinising of visual effects. Harryhausen’s creatures in Clash of the Titans (1981) appeared especially hammy and outdated even for the time.

    The CGI scare

    In the early 90s, Phil Tippet and colleagues at ILM, in the pursuit of perfecting the craft, developed test dinosaur sequences for Steven Spielberg’s Jurassic Park (1993). Tippet animated the original test sequences in stop motion.

    Also at ILM, Dennis Muren was experimenting with a new kind of animation for creatures made entirely using computer software. These were the early days of computer-generated imagery (CGI).

    When Tippet saw an early Jurassic Park test of CGI dinosaur footage, he said to Steven Spielberg “I’m extinct”.

    Nonetheless, once it was decided the dinosaurs would be created with CGI, Tippet continued working on the film. He used a dinosaur-shaped physical rig, which allowed changes to the rig’s position to translate to CGI movements onscreen. Stop-motion animators were helpful in this process because “CGI animators” as we know them didn’t yet exist.

    Amid a CGI-induced scare, Tim Burton and Henry Selicks’ The Nightmare Before Christmas (1993) became the first fully stop-motion animated feature to be produced by a major studio. This film proved stop motion could be achieved at a Hollywood scale.

    Stop motion took a backseat to CGI in the years that followed. Pixar’s Toy Story (1995), the world’s first fully CGI animated feature, cemented CGI as the way of the future.

    The only other noteworthy stop-motion cinematic release came at the turn of the century, when DreamWorks teamed up with Aardman Animations to produce Chicken Run (2000), following a number of successful stop motion shorts, starting with Wallace and Gromit’s A Grand Day Out in 1989.

    The comeback

    Eventually, innovations in digital cameras and motion control paved the way back to stop motion, giving us films such as Wallace & Gromit: The Curse of the Were-Rabbit (2005) and The Corpse Bride (2005).

    Working on Coraline (2008), Laika studios introduced 3D printing technology for a sophisticated form of replacement animation, in which different body and facial pieces are swapped to create character movements and expressions.

    Traditionally, this technique was achieved by carving individual wooden models and swapping them out between capturing frames. This is how filmmaker George Pal made his Puppetoons films in the 1930s.

    Embracing new tech brought stop motion back onto the world stage, with studios such as Laika leading the charge. Since then, we’ve seen the release of features including ParaNorman (2012), The Boxtrolls (2014), Kubo and the Two Strings (2016), Missing Link (2019) and Guillermo del Toro’s Academy Award-wining Pinnoccio (2022).

    A new era of stop-motion features

    Despite huge developments in CGI, audiences still appreciate the painstaking work of bringing inanimate objects to life frame by frame.

    There are more stop motion films being made than ever before, with independent filmmakers and students creating quality sequences for a fraction of what it cost 30 years ago.

    Some directors use the medium for its connection with real materials, and out of respect for the art form. Phil Tippet spent more than 30 years on his stop motion feature Mad God (2021) – an experimental and intense horror magnum opus that embodies the materiality of stop motion.

    Wes Anderson says his approach to stop motion in Fantastic Mr. Fox (2009) was “very much about bringing to life the [characters’] performance.”

    In Pinocchio (2022), Guillermo del Toro tells the touching story of a puppet, using real puppets, in which imperfection and human frailty are emphasised.

    We’re also seeing the return of stop-motion creature effects, such as with Disney’s Star Wars series Skeleton Crew (2024–25), in which live action is once again integrated with stop-motion puppets.

    The development of artificial intelligence (AI) is now pushing audiences and creators to question what they value in animation, cinema and art more generally.

    If AI could generate high-quality films with a stop-motion aesthetic, would we value them as much as those productions that were laboured over for years on end? The recent Oscar nominees may hold the answer.

  • MIL-Evening Report: Schools need parent permission to put students’ photos on social media. 3 questions to ask before you say yes

    If you are a parent of a school student, you may have received a form seeking permission to use your child’s image on school social media accounts.

    It’s very common for schools to share photos of smiling students on platforms such as Facebook and Instagram. This may be to celebrate the start of term, student achievements, or performances and events at the school.

    Schools need permission from parents to publish or disclose students’ personal information, including photos and videos, on any online platform.

    But research suggests families can lack support and information to provide fully informed consent.

    Why do schools post photos online?

    Our recent study showed one of main reasons schools post on social media is they believe it is what parents want. This is part of marketing their school as a positive place to learn.

    But some parents take a more cautious approach to social media and don’t necessarily want photos of their children made public online.

    There is significant community concern about children’s online privacy and their digital footprint or the information trail about them.

    Last month, the Australian Federal Police warned parents about sharing images of their children online, especially back-to-school photos. It recommended parents blur or obscure the logo of the child’s school. Police also noted how background features can identify a school or child’s location.

    The AFP has seen non-explicit pictures of children and young people become the target of highly sexualised and inappropriate comments or role play.

    The risks also go beyond other people identifying your child online. Photos of children shared online can be used to train AI models or create deepfakes that are increasingly being used in cases of cyber bullying and cyber abuse.

    What are the rules in Australia?

    The Australian Privacy Act and related Australian Privacy Principles, say consent to share personal information should be current, clearly explained and specific.

    This is why schools need to ask parents at the start of each year, but how they do this will depend on the state education department or individual school.

    Here are three questions to consider before you sign.

    1. What is the school asking you for?

    While approaches vary, it is common for schools to ask for several types of permission in one bundle.

    For example, they may ask if they can use photos and videos of your child in the school newsletter, school website, annual report, online learning platforms, traditional news media as well as social media.

    So the locations where your child’s information and photo may be shared are quite different in terms of privacy and your child’s digital footprint.

    For example, this could involve a photo of your child doing a class activity shared on a secure education app, or a video of your child on a public Facebook page.

    Parents have the right to consent and/or decline the use of their children’s information for specific purposes. If you can’t do this on the form, you can contact the school.

    2. What does the school post?

    Before providing or declining consent, you may want to take a closer look at the kinds of posts the school shares. This includes:

    • the quantity of information shared (number of photos or videos shared, and how often)

    • strategies used to protect children’s privacy (no names or locations, or photos in which children are not clearly identifiable or faces are obscured)

    • the purpose of the posts (can you see the value and benefit of sharing information?).

    Think about whether the school’s approach fits with your family’s approach to social media and what you share.

    3. How does your child feel?

    Research shows children as young as eight are developing an understanding of the risks of sharing personal information online.

    Understanding how your child feels about their school’s social media is important in making an informed decision about consent. It also helps teach them about making decisions about their digital footprint.

    You could ask your child:

    • are they aware of the school social media sites?

    • how does having their photo taken, or not, at school make them feel?

    • are they asked when their photo is taken, and are they told where it will be used or shared?

    These forms can seem routine or presented as if it’s not a big deal. But if you have any questions or concerns you should talk to your school. Schools can help you with more information and can also forward feedback to education departments. This is particularly important as we navigate the changing nature of social media and the potential impacts on children.

    On the vast expanse of the Nullarbor Plain in South Australia, two very different creatures live side by side – but not always peacefully.

    One is the southern hairy-nosed wombat, a slow-moving nocturnal digger that loves its underground burrows. The other is the European rabbit: a small and speedy invader that has spread across the continent, often wreaking environmental havoc and creating its own networks of tunnels.

    How do we know where these semi-subterranean creatures live, and how many there are? The answer is from the sky.

    In new research published in Australian Mammalogy, we show a way to detect wombats and rabbits using satellites that take pictures of our planet from space. By studying high-resolution images from the likes of Google Earth and Bing Maps, we can spot the telltale signs of the burrows and warrens these creatures dig into the ground.

    Why is it any of our business where wombats and rabbits live?

    Knowing where wombats and rabbits live is important for conservation.

    Wombats are unique Australian marsupials that need protection. Rabbits are an invasive species that often damage the land, eating too much vegetation and eroding soil.

    Finding their warrens can help scientists and wildlife managers to understand where they live. This in turn helps to make better decisions about protecting native species and controlling pests.

    How do you spot a warren?

    Imagine looking down at the world from the window of an aeroplane. You might easily see rivers and roads, and even buildings.

    But would you spot a hole in the ground? That’s the challenge we faced in our study of satellite images.

    As it turns out, wombat warrens are relatively easy to spot. They are quite large and have clear trails leading in and out. The digging leaves mounds of lighter-coloured soil.

    Rabbit warrens are trickier to find. They are smaller, lack trails, and can blend in with bare patches of dirt.

    How well did we do?

    By comparing satellite images with surveys conducted on the ground, we figured out we could accurately detect about 82% of wombat warrens from the photos. We weren’t quite as good at rabbit warrens: we could only spot 49%. Small rabbit warrens were particularly easy to miss.

    One complicating issue was the fact that wombats and rabbits sometimes share the same burrow. Usually it’s the smaller, sneakier rabbits taking advantage of the large and sturdy tunnels dug by wombats.

    This makes it even harder to figure out exactly who is living where. We could recognise shared warrens when we inspected them on the ground, but so far we can’t distinguish them from satellite photos.

    What’s next?

    Our research shows we can use satellites to map burrowing animal populations without ever setting foot in the outback. This saves time and money, and also reduces the the risk of disturbing wildlife while conducting research.

    In the future, with higher-resolution satellite images and better software – using tools like machine learning – we may be able to detect and count burrows and warrens automatically. This could be a big change for wildlife conservation and pest control.

    So next time you look up at the sky, remember that somewhere out there a satellite might be taking a picture of a sleepy wombat’s home – or a rabbit plotting its next move.

    Users swapping on REE enjoy a 100x reduction in swap time while retaining custody of their assets throughout the process. Because there is no limit to the number of PSBTs bundled together or the rate of PSBT production, multiple trades per-user can occur securely within a single Bitcoin block.

    Food insecurity is one of humanity’s most pressing challenges, impacting more than two billion people worldwide.

    Paradoxically, as so many suffer from lack of access to food, more than 30 per cent of the world’s food is wasted each year, driven by inefficiencies in production, distribution and consumption.

    Outdated, imprecise and often incorrect labelling systems — such as printed expiry dates — contribute to these huge problems, leading to the unnecessary disposal of safe, healthy food, increased greenhouse gas emissions and financial losses.

    Addressing these crises requires bold investment in sustainable technologies that are already tested and available. These include smart food-packaging innovations that provide real-time food quality monitoring in every package. This would allow producers, retailers and consumers to receive up-to-date information through the package itself.

    Real-time information

    Unlike traditional expiration-date labels that communicate only time, food packaging innovations use advanced sensors and artificial intelligence to measure spoilage indicators such as pH balance, bacterial growth and biogenic amines. This allows for dynamic and up-to-the-minute tracking of food freshness.

    These systems would increase food safety and prevent food fit for consumption from being thrown out. The early and highly specific warnings they provide would also reduce the need for costly and labour-intensive testing when problems occur.

    Despite the promise of these scientifically proven systems, getting them into the marketplace is a significant challenge.

    Corporations often resist smart packaging due to higher costs and tight profit margins in the highly competitive food sector.

    Innovative solutions

    However, the wider economic argument for smart packaging is compelling: food waste contributes to hundreds of billions of dollars in global annual losses, and smart solutions can reduce these losses substantially.

    By quantifying the potential savings — such as reduced spoilage, fewer recalls, less food-related illness and lower legal liabilities — public and private stakeholders can understand why it’s valuable to share the cost of these innovations.

    These technologies also align nicely with growing consumer demand for sustainability and transparency in food systems.

    Reducing food waste through smart food packaging would lower greenhouse gas emissions, conserve agricultural resources and reduce the strain on global supply chains.

    Such innovations can help improve food availability, especially in underserved regions where food insecurity is most acute, fostering healthier and more resilient communities.

    Governments can further incentivize smart food-packaging adoption through tax benefits, subsidies, or funding for companies to integrate real-time monitoring technologies. Such measures would make this beneficial change more economically viable for corporations.

    Empowering consumers

    Smart food packaging would also empower consumers to make informed decisions. Innovations such as AI-enabled apps that predict food freshness from smartphone photos can help households reduce waste by determining the safety of food without needing to open the package.

    For developing nations disproportionately affected by food insecurity, smart packaging technologies can be transformative, extending shelf life and improving distribution efficiency.

    Collaboration across industry, academia and government is vital to getting these solutions into broad use.

    Researchers and innovators must work with corporations to develop proven prototypes into cost-effective, high-performance technologies, while policymakers need to create frameworks to incentivize adoption. Investments must prioritize not just economic returns but also long-term societal benefits.

I have led research teams that have developed technologies such as Lab-in-a-Package and sprayable bacteriophage microgels. These innovations simultaneously improve food safety and reduce waste.

    Addressing food insecurity demands a holistic, sustainable approach that brings together technological innovation, supportive policies and societal awareness. By investing in smart, scalable solutions, we can transform our food systems to ensure less food is wasted.

    The Government is modernising visa settings to incentivise migrants to invest in New Zealand.
    “Foreign investment has the potential to provide jobs for Kiwis, lift incomes by delivering new businesses and investing in existing ones. We should be rolling out the welcome mat and encouraging investor migrants to choose New Zealand as a destination for their capital,” Economic Growth Minister Nicola Willis says.
    “Unfortunately, changes made to the Active Investor Plus (AIP) visa category by the previous government had the effect of discouraging potential investors from seeking New Zealand residence. Since 2022, migrants entering New Zealand under the AIP category have invested just $70 million. By contrast, in the two years prior to COVID-19 migrants invested $2.2 billion.
    “Rather than turning potential investors away, this Government is intent on welcoming people who want to contribute to New Zealand. We are already making it easier for digital nomads to work remotely while visiting here and have established Invest New Zealand to promote investment into this country,” Ms Willis says.
    “Capital is highly mobile and in an increasing complex world, people are looking for a safe and stable country to do business. We are now making our investor visa simpler and more flexible to incentivise investors to choose New Zealand as a destination not just for their capital, skills and international connections, but to build a life for themselves and their family here,” Immigration Minister Erica Stanford says.
    From 1 April the current complex weighting system for the AIP will be replaced with two simplified investment categories:

    The Growth category will focus on higher-risk investments, including direct investments in New Zealand businesses. It will require a minimum investment of $5 million for a minimum period of three years.
    The Balanced category will focus on mixed investments, with the ability to choose ones that are lower risk. There will be a minimum investment of $10 million over five years. 

    Other changes include expanding the scope of acceptable investments and removing potential barriers to investment, such as the English language requirement.
    “Incentivising, simplifying and broadening the investment offerings will make New Zealand more attractive and accessible to more foreign high-value investors. These changes will turbocharge our economic growth, bringing brighter days ahead for all Kiwis,” Ms Stanford says.

    SECRETARY-GENERAL’S TRAVEL
    The Secretary-General will be in Paris, France, on Monday to attend the Artificial Intelligence Action Summit. He will speak at one of the sessions on Tuesday, and he will tell leaders gathered there that the growing concentration of AI capabilities in the hands of a few companies and countries risks widening global inequalities and deepening geopolitical divides. He will underscore that we must prevent a world of AI “haves” and “have-nots” and will call on AI leaders to pool expertise and cooperate with each other. He will emphasize that it is in the interests of government and technology leaders to commit to global guardrails.
    While in Paris, he is also expected to meet with President Emmanuel Macron and other world leaders.
    The Secretary-General will leave France on Wednesday.

    In response to questions about our response to the US Government’s executive order regarding the International Criminal Court, the Deputy Spokesperson said the following:

    HUMAN RIGHTS
    This morning in Geneva, the Human Rights Council held a special session on the situation in eastern Democratic Republic of the Congo.
    The High Commissioner for Human Rights, Volker Türk, said that if nothing is done to end the offensive of the M23, supported by the Rwanda Defense Forces, the worst may be yet to come, for the people of eastern DRC, but also beyond the country’s borders.
    He said that he is horrified by the spread of sexual violence, adding that his team in the DRC is currently verifying multiple allegations of rape, gang rape and sexual slavery, throughout the conflict zones.
    Mr. Türk also said that hundreds of human rights defenders, journalists and members of civil society have reported to his Office that they have been threatened or are being pursued by the M23 and Rwandan forces. Our human rights colleagues have also facilitated the protection of judicial authorities who were in danger.

    And to note that this morning, the Human Rights Council adopted by consensus a resolution establishing a Fact-finding mission by the UN Human Rights Office and an Independent Commission of Inquiry (COI) on the DRC. Both will examine violations of international humanitarian law and human rights law committed in North and South Kivu Provinces of the DRC since January 2022.

    Bintou Keita, the Head of our peacekeeping mission in the DRC – MONUSCO- also spoke in Geneva this morning.
    She said that hundreds of thousands of displaced people are being forced by M23 to return to their places of origin, without any guarantee or humanitarian assistance on their safe and dignified return.
    She also expressed her concerns about the use of misinformation and dis-information, adding that the suspension of social networks such as X and TikTok by the Congolese authorities is a serious infringement of the right to information and must be swiftly lifted. In a region with a sensitive history, Ms. Keita added, ethnically motivated attacks remain a serious concern.

    The 15th edition of the Biennial Aero-India International Seminar commenced in Bengaluru, Karnataka on February 08, 2025.     Aero India 2025, the 15th edition of Aero India, is designed to be a landmark edition that leverages the successes of its predecessors while charting new territories in aerospace and defence technology. Aero India 2025 will be held from 10th to 14th February 2025 at Yelahanka Air Force Station, Bengaluru, Karnataka, India. The first three days are dedicated to business visitors, while the last two days are open to the general public.

     

     

    The broad theme is ‘The Runway to a Billion Opportunities’.

     

    Events at Aero India 2025

     

    The five-day event comprises a curtain raiser event, inaugural event, Defence Ministers’ Conclave, CEOs’ Round-Table, iDEX start-up event, breath-taking air shows, a large exhibition area comprising India Pavilion and a trade fair of aerospace companies.

    • To facilitate dialogue towards strategic partnership with friendly countries, India will host the Defence Ministers’ Conclave on the theme ‘BRIDGE -Building Resilience through International Defence and Global Engagement’. It encapsulates the dynamic geopolitical conditions and the path to mutual prosperity, which can be BRIDGED through cooperation among nations with shared vision of security and development.

     

     

    • A number of bilateral meetings are planned at the levels of Raksha Mantri, Raksha Rajya Mantri, Chief of Defence Staff and Secretary among others on the sidelines of the event. The focus will be on bolstering the defence and aerospace ties with friendly countries by exploring newer avenues to take the partnership to the next level.

    Defence Ministers’ Conclave was held on 14th February 2023.     The ‘CEOs Round Table’, under the chairmanship of the Raksha Mantri, was held on 13th February 2023, on the theme ‘Sky is not the limit: opportunities beyond boundaries.’ It laid the foundation of a more robust interaction between the Industry Partners and Government with an eye on bolstering the ‘Make in India’ campaign.

     

    The Round Table witnessed participation from officials, delegates and global CEOs from 26 countries including global investors such as Boeing, Lockheed, Israel Aerospace Industries, General Atomics, Liebherr Group, Raytheon Technologies, Safran, General Authority of Military Industries (GAMI) etc. Domestic PSUs like HAL, BEL, BDL, BEML Limited and Mishra Dhatu Nigam Limited also participated.

     

    Bandhan ceremony

    The Bandhan ceremony, which witnessed signing of Memoranda of Understanding (MoUs)/Agreements, Transfer of Technologies, Product Launches and other major announcements, was held on February 15th. A concerted effort was made towards forging B2B partnerships at the Bandhan ceremony and more than 250 such partnerships with a total value of more than Rs 75,000 crore have been finalized.

     

    Manthan

    The annual defence innovation event, Manthan, was the flagship technology showcase event held on 15th February. Organised by Innovations for Defence Excellence (iDEX), the Manthan platform will bring the leading innovators, start-ups, MSMEs, incubators, academia and Investors from defence & aerospace ecosystem under one roof.

     

    Manthan had many firsts, including launch of challenges on Cyber Security, establishment of iDEX Investor Hub, MoUs with investors etc. Manthan 2023 provided an overview on the future vision/next initiatives of iDEX to galvanise the start-up ecosystem to foster innovation and technology development in the defence sector.

     

    India Pavilion

    The India Pavilion, based on ‘Fixed Wing Platform’ theme, showcased India’s growth in the area, including the future prospects. There was a total of 115 companies, displaying 227 products. It further showcased the growth of India in developing an ecosystem for Fixed Wing platform which includes the demonstration of various structural modules, simulators, systems (LRUs) etc. of LCA-Tejas aircraft being produced by Private Partners. There was also be a section for Defence space, New Technologies and a UAV section which will give an insight about the growth of India in each sector.

     

    A full scale LCA-Tejas aircraft in Full Operational Capability (FOC) configuration was at the center stage of India Pavilion. LCA Tejas is a single engine, light weight, highly agile, multi-role supersonic fighter. It has quadruplex digital fly-by-wire Flight Control System (FCS) with associated advanced flight control laws. The aircraft with delta wing is designed for ‘air combat’ and ‘offensive air support’ with ‘reconnaissance’ and ‘anti-ship’ as its secondary roles.

     

    Seminars

    A number of seminars were held during the five-day event. The themes included Harnessing Potential of Ex-servicemen for Indian Defence Industry; India’s Defence Space Initiative: Opportunities for shaping Indian private space ecosystem; Indigenous development of futuristic aerospace technologies, including aero engines; Destination Karnataka: US-India defence cooperation innovation and Make in India; Advancement in maritime surveillance equipment and assets; sustenance in MRO and Obsolescence Mitigation and achieving excellence in defence grade drones and Aatmanirbharta in Aero Armament Sustenance.

    [WASHINGTON, D.C.] – Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Foreign Relations Committee (SFRC)—and U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senator Tim Kaine (D-VA) and 16 of their Senate colleagues in introducing legislation to expand congressional oversight of foreign assistance decision-making. The Foreign Assistance Accountability and Oversight Act would require the State Department’s Director of Foreign Assistance to be confirmed by the U.S. Senate and for all foreign assistance funding provided to the State Department or U.S. Agency for International Development (USAID) to be used as directed within 90 days of its appropriation by Congress. The Director of Foreign Assistance is currently not confirmed by the Senate, and the Trump Administration has refused to publicly identify the individual currently occupying this powerful position.

    “Donald Trump and Elon Musk illegally dismantling USAID would not only jeopardize the safety and well-being of innocent people around the world, but it would also hurt our national security, make our country less safe and cost taxpayers more money—not less,” said Duckworth. “This is yet another illegal power grab by the President—and Americans will undoubtedly feel the ramifications as bad actors like the PRC and Russia step in to fill the leadership vacuum that Trump so foolishly created. Our legislation would help push back against this dangerous agenda by strengthening our foreign assistance programs, increasing Congressional oversight of the State Department and reaffirming that this Administration must follow the law as written by Congress.”

  • MIL-Evening Report: ‘Journalism has become a blood sport. It is harder and harder to tell the truth’

    A investigative journalism programme — Organised Crime and Corruption Reporting Project (OCCRP) — that has pubiished exposes about the South Pacific and has not been impacted on by the “freeze” of USAID funding has hit back in an editorial calling for support of independent media.

    How did we end up getting this kind of attention? Old fashioned investigative journalism.

    We wrote a simple story in 2019 about how Rudy Giuliani went to Ukraine for some opposition research and ended up working with people connected to organised crime who misled him.

    Unbeknown to us, a whistleblower found the story online and added it to a complaint that was the basis of President Trump’s first impeachment. We also wrote a story about Hunter Biden‘s business partners and their ties to organised crime but that hasn’t received the same attention.

    Journalism has become a blood sport. It’s harder and harder to tell the truth without someone’s interests getting stepped on.

    OCCRP prides itself on being independent and nonpartisan. No donor has any say in our reporting, but we often find ourselves under attack for our funding.

    It’s not just political interests but organised crime, businesses, enablers, and other journalists who regularly attack us. What’s common in all of these attacks is that the truth doesn’t matter and it will not protect you.

    Few attack the facts in our reporting. Instead we’re left perplexed by how to respond to wild conspiracy theories, outright disinformation, and hyperbolic hatred.

    At the same time, we’ve lost 29 percent of our funding because of the US foreign aid freeze. This includes 82 percent of the money we give to newsrooms in our network, many of which operate in places [Pacific Media Watch: Such as in the Pacific] where no one else will support them.

    This money did not only fund groundbreaking, prize-winning collaborative journalism but it also trained young investigative reporters to expose wrongdoing. It’s money that kept journalists safe from physical and digital attacks and supported those in exile who continued to report on crooks and dictators back in their home countries.

    OCCRP now has 43 less journalists and staff to do our work.

    No attack or funding freeze will stop us from trying to fulfill our mission. Just in the past week, OCCRP and its partners revealed how Russia’s shadow fleet sources its ships, how taxes haven’t been paid on Roman Abramovich’s yachts, and how Syrian intelligence spied on journalists.

    Next week, we’ll take on another set of powerful actors to defend the public interest. And another set the week after that.

    We are determined to stay in the fight and keep reporting on organised crime and the corrupt who enable and benefit from it. But it’s getting harder and we need help.

    SHANGHAI, Feb. 8 — The 2025 Global Developer Conference, scheduled from Feb. 21 to 23 in Shanghai, is expected to bring together approximately 100 developer communities from around the world, the organizer Shanghai AI Industry Association (SAIA) said Friday.

    The conference will focus on cutting-edge technologies, including large models, computing power and software platforms. Participating developer communities will represent diverse fields such as hardware development, cloud computing, big data, the Internet of Things, artificial intelligence (AI), robotics, blockchain and the metaverse.

    Leading global communities such as Hugging Face, the Microsoft Developer Community, Alibaba’s ModelScope Community, and the Huawei Community will host a variety of engaging activities throughout the event.

    The DeepSeek team, which has created a significant buzz recently, will also take part in the conference, according to SAIA.

    The conference will offer interactive experiences and workshops, giving developers the chance to engage with industry experts and exchange ideas.

    To keep pace with rapid technological advancements, the conference will transition from an annual to a biannual event starting this year, with the next session scheduled for autumn, according to Zhong Junhao, secretary general of SAIA.

  • MIL-Evening Report: Trump’s foreign aid freeze throws independent journalism into chaos

    President Donald Trump has frozen billions of dollars around the world in aid projects, including more than $268 million allocated by Congress to support independent media and the free flow of information.

    Reporters Without Borders (RSF) has denounced this decision, which has plunged NGOs, media outlets, and journalists doing vital work into chaotic uncertainty — including in the Pacific.

    In a statement published on its website, RSF has called for international public and private support to commit to the “sustainability of independent media”.

    Since the new American president announced the freeze of US foreign aid on January 20, USAID (United States Agency for International Development) has been in turmoil — its website is inaccessible, its X account has been suspended, the agency’s headquarters was closed and employees told to stay home.

    South African-born American billionaire Elon Musk, an unelected official, whom Trump chose to lead the quasi-official Department of Government Efficiency (DOGE), has called USAID a “criminal organisation” and declared: “We’re shutting [it] down.”

    Later that day, Secretary of State Marco Rubio announced that he was named acting director of the agency, suggesting its operations were being moved to the State Department.

    Almost immediately after the freeze went into effect, journalistic organisations around the world — including media groups in the Pacific — that receive American aid funding started reaching out to RSF expressing confusion, chaos, and uncertainty.

    Large and smaller media NGOs affected
    The affected organisations include large international NGOs that support independent media like the International Fund for Public Interest Media and smaller, individual media outlets serving audiences living under repressive conditions in countries like Iran and Russia.

    “President Trump justified this order by charging — without evidence — that a so-called ‘foreign aid industry’ is not aligned with US interests.

    “The tragic irony is that this measure will create a vacuum that plays into the hands of propagandists and authoritarian states. Reporters Without Borders (RSF) is appealing to the international public and private funders to commit to the sustainability of independent media.”

    USAID programmes support independent media in more than 30 countries, but it is difficult to assess the full extent of the harm done to the global media.

    Many organisations are hesitant to draw attention for fear of risking long-term funding or coming under political attacks.

    According to a USAID fact sheet which has since been taken offline, in 2023 the agency funded training and support for 6200 journalists, assisted 707 non-state news outlets, and supported 279 media-sector civil society organisations dedicated to strengthening independent media.

    Activities halted overnight
    The 2025 foreign aid budget included $268,376,000 allocated by Congress to support “independent media and the free flow of information”.

    All over the world, media outlets and organisations have had to halt some of their activities overnight.

    “We have articles scheduled until the end of January, but after that, if we haven’t found solutions, we won’t be able to publish anymore,” explains a journalist from a Belarusian exiled media outlet who wished to remain anonymous.

    In Cameroon, the funding freeze forced DataCameroon, a public interest media outlet based in the economic capital Douala, to put several projects on hold, including one focused on journalist safety and another covering the upcoming presidential election.

    An exiled Iranian media outlet that preferred to remain anonymous was forced to suspend collaboration with its staff for three months and slash salaries to a bare minimum to survive.

    An exiled Iranian journalist interviewed by RSF warns that the impact of the funding freeze could silence some of the last remaining free voices, creating a vacuum that Iranian state propaganda would inevitably fill.

    “Shutting us off will mean that they’ll have more power,” she says.

    USAID: the main donor for Ukrainian media
     In Ukraine, where 9 out of 10 outlets rely on subsidies and USAID is the primary donor, several local media have already announced the suspension of their activities and are searching for alternative solutions.

    “At Slidstvo.Info, 80 percent of our budget is affected,” said Anna Babinets, CEO and co-founder of this independent investigative media outlet based in Kyiv.

    The risk of this suspension is that it could open the door to other sources of funding that may seek to alter the editorial line and independence of these media.

    “Some media might be shut down or bought by businessmen or oligarchs. I think Russian money will enter the market. And government propaganda will, of course, intensify,” Babinets said.

    RSF has already witnessed the direct effects of such propaganda — a fabricated video, falsely branded with the organisation’s logo, claimed that RSF welcomed the suspension of USAID funding for Ukrainian media — a stance RSF has never endorsed.

    This is not the first instance of such disinformation.

    Finding alternatives quickly
     This situation highlights the financial fragility of the sector.

    According to Oleh Dereniuha, editor-in-chief of the Ukrainian local media outlet NikVesti, based in Mykolaiv, a city in southeast Ukraine, “The suspension of US funding is just the tip of the iceberg — a key case that illustrates the severity of the situation.”

    Since 2024, independent Ukrainian media outlets have found securing financial sustainability nearly impossible due to the decline in donors.

    As a result, even minor budget cuts could put these media outlets in a precarious position.

    A recent RSF report stressed the need to focus on the economic recovery of the independent Ukrainian media landscape, weakened by the large-scale Russian invasion of February 24, 2022, which RSF’s study estimated to be at least $96 million over three years.

    Moreover, beyond the decline in donor support in Ukraine, media outlets are also facing growing threats to their funding and economic models in other countries.

    Georgia’s Transparency of Foreign Influence Law — modelled after Russia’s legislation — has put numerous media organisations at risk. The Georgian Prime Minister welcomed the US president’s decision with approval.

    This suspension is officially expected to last only 90 days, according to the US government.

    However, some, like Katerina Abramova, communications director for leading exiled Russian media outlet Meduza, fear that the reviews of funding contracts could take much longer.

    Abramova is anticipating the risk that these funds may be permanently cut off.

    “Exiled media are even in a more fragile position than others, as we can’t monetise our audience and the crowdfunding has its limits — especially when donating to Meduza is a crime in Russia,” Abramova stressed.

    By abruptly suspending American aid, the United States has made many media outlets and journalists vulnerable, dealing a significant blow to press freedom.

    For all the media outlets interviewed by RSF, the priority is to recover and urgently find alternative funding.

    Fiji, Pacific media, aid groups reel shocked by cuts
    In Suva, Fiji, as Pacific media groups have been reeling from the shock of the aid cuts, Fijivillage News reports that hundreds of local jobs and assistance to marginalised communities are being impacted because Fiji is an AUSAID hub.

    According to an USAID staff member speaking on the condition of anonymity, Trump’s decision has affected hundreds of Fijian jobs due to USAID believing in building local capacity.

    The staff member said millions of dollars in grants for strengthening climate resilience, the healthcare system, economic growth, and digital connectivity in rural communities were now on hold.

    The staff member also said civil society organisations, especially grantees in rural areas that rely on their aid, were at risk.

  • MIL-OSI China: China prioritizes AI, low-altitude transport standards for 2025

    China’s Ministry of Transport (MOT) has urged efforts to expedite the development of standards for road and air collaboration in low-altitude transport and artificial intelligence (AI), highlighting these areas as key priorities for 2025.

    The directive was issued during a meeting on Friday, where a task assignment plan to improve transport industry standards between 2024 and 2027 was approved, according to a statement by the MOT.

    Measures must be taken to promote intelligent transport as part of the national pilot program for service standardization, aiming to make the country’s transport industry smarter and more digitalized, according to the ministry.

    In recent years, China has actively advanced low-altitude transport and logistics, with drones playing a key role in short-haul, cross-region and city deliveries.

    Data from the MOT shows that approximately 2.7 million parcels were delivered by drones across the country in 2024.

    According to the China low-altitude logistics development report, released by the Linksum Institute of Digital Industry, the industry’s market size expanded from 27.18 billion yuan (about 3.8 billion U.S. dollars) in 2020 to 58.18 billion yuan in 2023. Projections indicate it could reach 120 to 150 billion yuan by 2025.

    On the morning of January 14, President Lai Ching-te conferred the Order of Brilliant Star with Special Grand Cordon upon former Minister of Foreign Affairs Gabrielius Landsbergis of the Republic of Lithuania in recognition of his remarkable contributions to deepening Taiwan-Lithuania relations. In remarks, President Lai thanked former Minister Landsbergis for standing firmly with Taiwan and remaining a staunch defender of democratic values, yielding fruitful cooperative results. The president expressed hope that the two countries will engage in even more cooperation and exchanges in such areas as the economy, trade, technology, and culture, and continue to advocate for the values of freedom and democracy so that together we can contribute even more to our nations’ development and to peace and prosperity throughout the world. He noted that only partially can he accept the honor, as there have been many people who worked together with him in the ministry and in the whole country who support the people of Taiwan and see the benefit of supporting democracy in Taiwan. He often says that in Lithuania they remember well the fight for their freedom, and just today, he mentioned, he was shown the permanent exhibition in the Presidential Office, where he saw similar pictures of Taiwanese people fighting for democracy. He emphasized that not even one generation has passed since these events took place here in Taipei or similar events took place in Vilnius. Former Minister Landsbergis said that decision-makers in the Lithuanian government are either people who were themselves fighting for freedom, or, as in his case, those who were sitting on the shoulders of parents who were fighting for freedom. So for them, he underlined, freedom, democracy, liberty, and sovereignty are very real concepts that they cherish, not just things read about in a history book. He said that this is the main connector between Lithuania and Taiwan, a feeling of freedom and support for each other. Former Minister Landsbergis stated that in the face of authoritarians who do not wish us prosperity, who do not wish us freedom and future achievements, what he expects from the future is that the friendship, collaboration, and mutual support between Lithuania and Taiwan will inspire others to join in. Lithuanian history, the former minister said, is difficult, and a big part of it was fighting for their freedom.     President Lai delivers 2025 New Year’s Address
    On the morning of January 1, President Lai Ching-te delivered his 2025 New Year’s Address, titled “Bolstering National Strength through Democracy to Enter a New Global Landscape,” in the Reception Hall of the Presidential Office. President Lai stated that today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy. In this new year, he said, Taiwan must be united, and we must continue on the right course. The president expressed hope that everyone in the central and local governments, regardless of party, can work hard together, allowing Taiwan sure footing as it strides forward toward ever greater achievements.  President Lai emphasized that in 2025, we must keep firm on the path of democracy, continue to bolster our national strength, make Taiwan more economically resilient, enhance the resilience of supply chains for global democracies, and continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. The president said that Taiwan will keep going strong, and we will keep walking tall as we enter the new global landscape. At the Paris Olympics, Wang Chi-lin (王齊麟) and Lee Yang (李洋) clinched another gold in men’s doubles badminton. Lin Yu-ting (林郁婷) took home Taiwan’s first Olympic gold in boxing. At the International Junior Science Olympiad, every student in our delegation of six won a gold medal. And Yang Shuang-zi’s (楊双子) novel Taiwan Travelogue, translated into English by King Lin (金翎), became a United States National Book Award winner and a tour de force of Taiwan literature on the international level. Our heroes of Taiwan are defined by neither age nor discipline. They have taken home top prizes at international competitions and set new records. First, we must keep firm on the path of democracy. Taiwan made it through a dark age of authoritarianism and has since become a glorious beacon of democracy in Asia. This was achieved through the sacrifices of our democratic forebears and the joint efforts of all our citizens. Democracy’s value to Taiwan lies not just in our free way of life, or in the force driving the diverse and vigorous growth of our society. Democracy is the brand that has earned us international trust in terms of diplomacy. No matter the threat or challenge Taiwan may face, democracy is Taiwan’s only path forward. We will not turn back. Domestic competition among political parties is a part of democracy. But domestic political disputes must be resolved democratically, within the constitutional system. This is the only way democracy can continue to grow. The Executive Yuan has the right to request a reconsideration of the controversial bills passed in the Legislative Yuan, giving it room for reexamination. Constitutional institutions can also lodge a petition for a constitutional interpretation, and through Constitutional Court adjudication, ensure a separation of powers, safeguard constitutional order, and gradually consolidate the constitutional system. The people also have the right of election, recall, initiative, and referendum, and can bring together even greater democratic power to show the true meaning of sovereignty in the hands of the people. In this new year, the changing international landscape will present democratic nations around the world with many grave challenges. Russia’s invasion of Ukraine and conflict between Israel and Hamas rage on, and we are seeing the continued convergence of authoritarian regimes including China, Russia, North Korea, and Iran, threatening the rules-based international order and severely affecting peace and stability in the Indo-Pacific region and the world at large. Peace and stability in the Taiwan Strait are essential components for global security and prosperity. Taiwan needs to prepare for danger in times of peace. We must continue increasing our national defense budget, bolster our national defense capabilities, and show our determination to protect our country. Everyone has a responsibility to safeguard Taiwan’s democracy and security. We must gather together every bit of strength we have to enhance whole-of-society defense resilience, and build capabilities to respond to major disasters and deter threats or encroachment. We must also strengthen communication with society to combat information and cognitive warfare, so that the populace rejects threats and enticements and jointly guards against malicious infiltration by external forces. Here at home, we must consolidate democracy with democracy. Internationally, we must make friends worldwide through democracy. This is how we will ensure security and peace. The more secure Taiwan, the more secure the world. The more resilient Taiwan, the sounder the defense of global democracy. The global democratic community should work even closer together to support the democratic umbrella as we seek ways to resolve the war in Ukraine and conflict between Israel and Hamas. Together, we must uphold stability in the Taiwan Strait and security in the Indo-Pacific, and achieve our goal of global peace. Second, we must continue to bolster our national strength, make Taiwan more economically resilient, and enhance the resilience of supply chains for global democracies. In the first half of 2024, growth in the Taiwan Stock Index was the highest in the world. Our economic growth rate for the year as a whole is expected to reach 4.2 percent, leading among the Four Asian Tigers. Domestic investment is soaring, having exceeded NT$5 trillion, and inflation is gradually stabilizing. Export orders from January to November totaled US$536.6 billion, up 3.7 percent from the same period in 2023. And compared over the same period, exports saw a 9.9 percent increase, reaching US$431.5 billion. Recent surveys also show that in 2024, the average increase in salaries at companies was higher than that in 2023. Additionally, over 90 percent of companies plan to raise salaries this year, which is an eight-year high. All signs indicate that Taiwan’s economic climate continues to recover, and that our economy is growing steadily. Our overall economic performance is impressive; still, we must continue to pay attention to the impact on Taiwan’s industries from the changing geopolitical landscape, uncertainties in the global economic environment, and dumping by the “red supply chain.”  For a nation, all sectors and professions are equally important; only when all our industries are strong can Taiwan be strong as a nation. Our micro-, small-, and medium-sized enterprises (MSMEs) are the lifeblood of Taiwan, and the development of our various industrial parks has given Taiwan the impetus for our prosperity. We must carry the spirit of “Made in Taiwan” forward, bringing it to ever greater heights. Thus, beyond just developing our high-tech industry, our Executive Yuan has already proposed a solution that will help traditional industries and MSMEs comprehensively adopt technology applications, engage in the digital and net-zero twin transition, and develop channels, all for better operational structures and higher productivity. Taiwan must continue enhancing its economic resilience. In recent years, Taiwan has significantly increased its investments in the US, Japan, Europe, and the New Southbound countries, and such investment has already surpassed investment in China. This indicates that our efforts in diversifying markets and reducing reliance on any single market are working. Moving forward, we must keep providing assistance so that Taiwan industries can expand their global presence and market internationally from a solid base here in Taiwan. At the same time, Taiwan must use democracy to promote economic growth with the rest of the world. We must leverage our strengths in the semiconductor and AI industries. We must link with democratic countries so that we can together enhance the resilience of supply chains for global democracies. And through international cooperation across many sectors, such as UAVs, low-orbit communications satellites, robots, military, security and surveillance, or biopharmaceuticals, renewable energy technology, new agriculture, and the circular economy, we must keep abreast of the latest cutting-edge technology and promote diverse development. This approach will help Taiwan remain a leader in advancing global democratic supply chains, ensuring their security and stability. Third, we must continue working toward a Balanced Taiwan and generational justice, ensuring that the fruits of our economic growth can be enjoyed by all our people. Democracy means the people have the final say. Our nation belongs to all 23 million of us, without regard for ethnic group, generation, political party, or whether we live in urban or rural areas. In this new year, we must continue to pursue policies that promote the well-being of the nation and the people. But to that end, the central government needs adequate financial resources to ensure that it can enact each of these measures. Therefore, I hope that the ruling and opposition parties can each soberly reconsider the amendments to the Act Governing the Allocation of Government Revenues and Expenditures and find a path forward that ensures the lasting peace and stability of our country. For nine consecutive years, the minimum wage has continued to rise. Effective today, the minimum monthly salary is being raised from NT$27,470 to NT$28,590, and the hourly salary from NT$183 to NT$190. We hope by raising the pay for military personnel, civil servants, and educators for two consecutive years, coupled with benefits through wage increases and tax reductions, that private businesses will also raise wages, allowing all our people to enjoy the fruits of our economic growth. I know that everyone wants to pay lower taxes and rent. This year, we will continue to promote tax reductions. For example, unmarried individuals with an annual income of NT$446,000 or less can be exempt from paying income tax. Dual-income families with an annual income of NT$892,000 or less and dual-income families with two children aged six or younger with an annual income of NT$1,461,000 or less are also exempt from paying income tax. Additionally, the number of rent-subsidized housing units will also be increased, from 500,000 to 750,000 units, helping lighten the load for everyone. This year, the age eligibility for claiming Culture Points has been lowered from 16 to 13 years, so that now young people aged between 13 and 22 can receive government support for experiencing more in the arts. Also, our Taiwan Global Pathfinders Initiative is about to take effect, which will help more young people in Taiwan realize their dreams by taking part in education and exchange activities in many places around the world. We are also in the process of establishing a sports ministry to help young athletes achieve their dreams on the field, court, and beyond. The ministry will also be active in developing various sports industries and bringing sports and athletics more into the lives of the people, making our people healthier as a result. This year, as Taiwan becomes a “super-aged society,” we will launch our Long-term Care 3.0 Plan to provide better all-around care for our seniors. And we will expand the scope of cancer screening eligibility and services, all aimed at creating a Healthy Taiwan. In addition, Taiwan will officially begin collecting fees for its carbon fee system today. This brings us closer in line with global practices and helps us along the path to our goal of net-zero emissions by 2050. We will also continue on the path to achieving a Balanced Taiwan. Last month, the Executive Yuan launched the Trillion NT Dollar Investment National Development Plan and its six major regional flagship projects. Both of these initiatives will continue to expand the investment in our public infrastructure and the development of local specialty industries, narrowing urban-rural and wealth gaps so that all our people can live and work in peace and happiness. My fellow citizens, today’s Taiwan is receiving international recognition for its performance in many areas, among them democracy, technology, and economy.     The 2025 Global Developer Conference, an artificial intelligent event for global developers to communicate, collaborate and innovate, will be held from Feb 21 to 23 in Shanghai, the Shanghai Commission of Economy and Informatization announced on Feb 7.

    With a task to materialize AI applications in various scenarios and to promote the commercialization of AI, this year’s conference consists of an opening ceremony, a young developers’ exchange meeting, enterprise forums, and developers’ activities.

    The conference will focus on key technologies including large model, computing power, corpus, tools, and software platforms, according to the organizers.

    The conference originated from the World Artificial Intelligence Conference, which has become an influential platform for AI cooperation and exchange. The 2025 conference looks to offer fine development environment for developers in the field of artificial intelligence and related sectors, facilitate integration of various industries and resources along the AI industry, empower developers, motivate the application of AI in various scenarios, strengthen the vitality of AI and related industries, and promote artificial intelligence’s development in China and the world as a whole.

    Award-winning rock singer Yang Tianning will hold a 3D digital interactive concert on metaverse platform MarsX on Feb 12.

    As the second of its kind following American singer-songwriter Chante Moore’s metaverse concert last year, the upcoming event will enable fans to attend as avatars, and experience a an ever-changing world which will reflect the essence of every song.

    Moore’s concert, livestreamed on Dec 8, drew an audience of 15 million, with 800,000 people simultaneously online at its peak. Listed in trending topics on Sina Weibo multiple times, the concert received over 250 million clicks on major social platforms, including Douyin.

    Yang, a Beijing native, started his band in 2005 after returning from studies overseas. He rose to recognition with his debut album Parachute, which was followed bya series of personal performances, and a string of songs, including Life, Live, Loud.     WASHINGTON, D.C. — Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Foreign Relations Committee, led the introduction of the Foreign Assistance Accountability and Oversight Act, legislation to expand congressional oversight of foreign assistance decision-making. The bill would require the State Department’s Director of Foreign Assistance to be confirmed by the U.S. Senate and for all foreign assistance funding provided to the State Department or U.S. Agency for International Development (USAID) to be used as directed within 90 days of its appropriation by Congress. The Director of Foreign Assistance is currently not confirmed by the Senate, and the Trump Administration has refused to publicly identify the individual currently occupying this powerful position.

    “Foreign assistance is not a handout. It is a critical part of our national security strategy and a key tool to keep Americans safe from disease, narcotics and instability. China has rapidly expanded its foreign assistance over the past decade, and would like nothing more than for the United States to retreat on the global stage. The Trump Administration’s recent attempts to destroy USAID and U.S. foreign assistance programs emboldens China, Russia, and Iran, makes Americans less safe, puts thousands of Americans out of work, and is already causing cause immense human suffering for millions of people around the world,” said Kaine. “That’s why I’m introducing this bill to force congressional oversight of this lawless and damaging behavior.”

  • MIL-OSI China: China adopts multiple measures as cold wave grips nation

    Local authorities in China have taken swift actions to safeguard public safety and ensure daily supplies, as large parts of the country remain under the grip of a cold wave, with central and eastern regions set to reach their lowest temperatures of the season.
    The National Meteorological Center renewed a blue alert for a cold wave on Friday, saying that from Friday to Saturday, a cold wave is expected to sweep across China, causing temperature drops in parts of the northwest and northern regions, the Huanghuai region (including Henan, Anhui, Jiangsu and Shandong), most parts of the southern region, the Qinghai-Xizang Plateau and the western Sichuan plateau. In some regions, the temperature could drop by more than 10 degrees Celsius.
    As the cold wave sweeps through east China’s Shandong Province, temperatures have plummeted. Local authorities have taken measures including ensuring power supply and protecting agricultural production.
    Early in the morning, Wu Binbin, director of a power supply station in Jinan, the capital of Shandong, and his team patrolled the 10kV power line to prevent ice-related issues.
    Moving through mountains and forests, they carefully inspected each pole, tower, and power line for damage, rust or loose components.
    “The safe and stable operation of power lines is crucial for keeping homes lit and warm. No risk can be overlooked,” Wu said.
    The latest cold snap has also strained Shandong’s agricultural production. In Shouguang, a major vegetable production base, local agricultural experts have been providing technical guidance at planting bases and inside greenhouses.
    Liu Chunxiang, an agricultural expert from Shouguang’s Bureau of Agriculture and Rural Affairs, outlined key measures to mitigate the impact of the temperature drop.
    “The drainage channels around the greenhouses must be cleared, and the greenhouses and thermal insulation blankets should be reinforced,” Liu said.
    Shouguang’s greenhouses have now evolved to integrate advanced technologies such as artificial intelligence, the Internet of Things, and 5G. Intelligent temperature control, automated ventilation, and supplemental lighting systems are crucial for mitigating the impact of extreme weather.
    Shouguang has 600,000 mu (about 40,000 hectares) of facility-based vegetable cultivation, with an annual output of 4.5 million tonnes.
    On Thursday, Beijing experienced its most severe cold wave since the start of winter.
    Beijing’s transport sector has implemented measures to ensure safe travel amid strong winds and low temperatures. Subway services switched to manual operation, while buses on mountainous and highway routes reduced their speeds.
    In southwest China’s Guizhou Province, transportation authorities have implemented various measures to respond to potential snowfall or freezing rain.
    As of 7 a.m., Friday, 13 sections of expressways and national and provincial roads across the province were temporarily closed due to icy conditions, and 12 toll stations were closed.
    The impact of the cold wave is expected to ease by the weekend.

    NAIROBI, Feb. 7 — The China-Africa digital learning center was launched on Friday at the Open University of Kenya in Konza Technopolis city, about 65 kilometers southeast of the Kenyan capital of Nairobi.

    Faculty members from the Open University of Kenya and Donghua University of China graced the ceremony of the China-Africa Regional Cooperation Center for Digital Education and the University of China’s Open Learning Center.

    Elijah Omwenga, vice-chancellor of the Open University of Kenya, said the launch of a digital skills development hub marked a milestone in Sino-Africa collaboration in the field of education.

    In September 2024, Donghua University and Open University of China signed a memorandum of understanding with Open University of Kenya to strengthen collaboration in digital education, said Omwenga.

    “The collaboration has four areas of focus, one of which is to host the Open Learning Center and the China-Africa Regional Cooperation Center for Digital Education,” Omwenga said.

    “Further it will include aspects of staff capacity building, development of both academic and non-academic programs, co-offering of the programs among other activities of mutual interest,” he added.

    Zhao Mingwei, director of the International Cooperation Office at Donghua University, said the launch of the digital learning center reaffirmed the vitality of Sino-Africa cooperation in the field of education and skills development.

    Both China and African partners are aligned in their quest to attain the fourth industrial revolution, necessitating practical cooperation to build the capacity of key players in the digital economy such as youth, Mingwei said.

    “We anticipate joint online programs that will break the geographical barriers and enable students and educators from both sides to share knowledge and experiences,” Mingwei said, adding that the digital learning center will act as a platform for cultural exchange and mutual understanding in a digital era.

    Josphat Mwasiagi, coordinator of the project management unit at Open University of Kenya, said the launch of the flagship digital education center will hasten Kenya’s transition to a resilient knowledge-based economy.

    Wang Xiangxu, deputy dean of the College of International Education at Open University of China, said that cutting-edge courses will be offered at the pioneer digital learning center in Kenya, upskilling the youth and broadening their worldview.

    [WASHINGTON, D.C.] – Today, combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—a member of the U.S. Senate Foreign Relations Committee (SFRC)—led her fellow SFRC Democratic colleagues in demanding immediate answers from U.S. Secretary of State Marco Rubio on how much it will cost American taxpayers to pull USAID workers off the job overseas and relocate them back to the United States. In their letter, the lawmakers underscored that the Trump Administration’s attacks on USAID are not only likely illegal, but also counterproductive to U.S. interests and actually cost our country more money despite the Administration’s so-called claim that this move will cut costs. By helping reduce global instability that contributes to conflict and mass migration, USAID’s development work is critical in protecting our national security in addition to saving lives. The lawmakers’ letter comes amid news that the Trump Administration plans to cull the USAID global workforce from about 10,000 individuals to just under 300.

    In their letter, the lawmakers wrote: “While any new administration has a right to review programs, you do not have authority to unilaterally dismantle USAID, an independent agency created and funded by federal law, and destroy its infrastructure and workforce in a manner that would be difficult and even more costly to repair, despite how critical they are to our national security.”

    “We are incredulous that any such plan, which would come with great logistical challenges and cost to taxpayers, could be lawfully organized and funded under current requirements,” the lawmakers continued. “Public reporting that an appointee under your direction suggested that the military would step in if the impossible deadlines that were set for this global retreat were not met raises even more questions about how these appointees would be authorized to obligate U.S. Department of Defense (DoD) funds and manpower, at the direct cost of our military readiness.”

    The lawmakers are requesting immediate answers to 14 questions about the costs and legality of the decision to force the return of the global USAID workforce and their families to return to the United States, including: “What is the expected cost of the forced recall of USAID staff from overseas locations?” and “What is the estimated cost to DoD in dollars and in manhours required to support this evacuation?”

    Along with Duckworth, the letter is co-signed by U.S. Senators Tim Kaine (D-VA), Jeff Merkley (D-OR), Chris Van Hollen (D-MD), Cory Booker (D-NJ), Brian Schatz (D-HI) and Chris Coons (D-DE).

    We write with escalating concern about the spiral of destabilizing and likely illegal orders drafted by officials under your direct authority and often approved by you, with said orders providing directives to the global workforce of USAID. While any new administration has a right to review programs, you do not have authority to unilaterally dismantle USAID, an independent agency created and funded by federal law, and destroy its infrastructure and workforce in a manner that would be difficult and even more costly to repair, despite how critical they are to our national security.

    The February 4, 2025, communication to USAID staff announcing administrative leave for the global USAID workforce, along with a declaration that the Agency is working on a plan to force and fund the return of the global workforce—including their family members—raises a series of urgent questions to which Congress is owed immediate answers. While your directive suggests that exceptions will be granted for designated programs and personnel with extenuating circumstances, the necessary guidance hasn’t been provided and many personnel have already been cut off from their emails with little way to seek clarity. We are incredulous that any such plan, which would come with great logistical challenges and cost to taxpayers, could be lawfully organized and funded under current requirements. Public reporting that an appointee under your direction suggested that the military would step in if the impossible deadlines that were set for this global retreat were not met raises even more questions about how these appointees would be authorized to obligate U.S. Department of Defense (DoD) funds and manpower, at the direct cost of our military readiness.

    We are extremely skeptical about the legal authority under which such an evacuation may be undertaken but also the counterproductive and inefficient nature of the order.

    Therefore, we request answers to the following series of questions. We look forward to your response no later than February 12, 2025.

    1. What is the expected cost of the forced recall of USAID staff from overseas locations? Please detail the estimated cost of transportation for staff, for dependents, for obligated but unused housing and all other anticipated costs separately.
    2. From what accounts is this funding expected to be withdrawn, and under what authority would the Agency use funding in this manner?
    3. What are the terms of leases for office space that will be impacted by this forced recall, how quickly do you anticipate terminating them and how many months of rent for unused office space will U.S. taxpayers pay for?
    4. Please name the “applicable requirements and laws” to be taken into consideration in planning the evacuation, as referenced in the notification to all USAID staff.
    5. What specific congressional funding directives will go unmet as a result of the forced withdrawal of these personnel?
    6. Given the abrupt nature of the forced recall of USAID staff, what plans would the Agency have to provide a resettlement allowance for resettled staff and what amount is intended for that allowance?
    7. From what accounts would such resettlement allowances be withdrawn and under what authority would the Agency use funding in this manner?
    8. Who is responsible for making case-by-case determinations as referenced in the announcement to all USAID staff, by name and office? What accommodations will be available to those with medical and familial needs?
    9. What is the specific process for requesting and evaluating those determinations and what is the timeline for these decisions?
    10. What coordination is happening with DoD regarding potential support for evacuations?
    11. Who at DoD is responsible for this coordination, by name and by office?
    12. Under what authority is DoD potentially providing assistance for this evacuation?
    13. What specific platforms and assets are being requested of DoD to support this evacuation and how would their capabilities and responsibilities be covered while on this task deviating from their normal mission set?
    14. What is the estimated cost to DoD in dollars and in manhours required to support this evacuation?

    An abrupt withdrawal of overseas personnel for this critical agency directly contradicts your statements during your confirmation that the United States needs to show up and be engaged as we work to counter our adversaries around the world, in support of our own national security. The work of development is critical to this national security mission, as it reduces drivers of global instability that contribute to conflict and mass migration, in addition to saving lives. This preventative action comes at a low cost to the taxpayer for the value provided, and a literal retreat from this global mission would amount to burning taxpayer dollars and even military readiness for an emergency of your own making. Images of withdrawal would provide a defining and lasting stain on the United States’ reputation and our failures, and we urge you to shift course.
