  • MIL-OSI Security: Legacy of partnership: 25th FS hosts Buddy Squadron 25-1

    The 25th Fighter Squadron hosted two units from the Republic of Korea Air Force 8th Fighter Wing for Buddy Squadron 25-1 at Osan Air Base, ROK, Oct. 15-17, 2024.

    Unique to the ROK, Buddy Squadron is a tradition between the ROKAF and U.S. Air Force that started in the late 1990s and has grown over time. It is an opportunity to allow ROKAF and U.S. Air Force fighter pilots to share and practice flying concepts and tactics while also building and developing relationships between the Airmen.

    Today, all four U.S. Air Force fighter squadrons on the Korean peninsula participate in this training event on a semi-annual basis with their designated Buddy Squadron.

    “Being a fighter pilot in Korea can be very demanding both physically and emotionally,” said U.S. Air Force Capt. Chase McCathern, 51st Operational Support Squadron current operations flight commander and project officer for Buddy Squadron 25-1. “These Buddy Squadron events help make those long days worth it.”

    Since its development in the ‘90s, the program continued to grow and thrive with eager participation from both the ROKAF and U.S. Air Force members. While the COVID-19 pandemic brought the training event to a halt for a few years; since its rebirth in 2022, the program has once again started to flourish.

    “This program has returned stronger than ever,” expressed McCathern. “I think that’s a testament to the relationships amongst the squadrons and to how much of a priority this is for us all.”

    As the most forward-deployed, permanently based fighter wing, Osan AB trains their Airmen to be ready to “Fight Tonight” and defend the peninsula at a moment’s notice. In order to accomplish this goal, integration and collaboration with our ROK military partners is paramount.

    “This level of interdependence while flying requires a deep level of trust, teamwork, communication, and skill,” explained McCathern. “ These things aren’t developed overnight and Buddy Squadron is an intentional method to build the relationships which are the foundation for all of them.”

    On top of the great training opportunity and tactical value Buddy Squadron provides, pilots assigned to the 25th FS also look forward to reconnecting with their counterparts, meeting new aviators, and taking the opportunity to repay the kindness of their ROKAF partners.

    Cantwell Announces $290,000 in New Funding to Fight Fentanyl Trafficking
    Funding goes to Northwest HIDTA, which successfully seized nearly 5 million illicit fentanyl pills last year in WA
    EDMONDS, WA – Today, U.S. Senator Maria Cantwell (D-WA) announced that the Northwest High Intensity Drug Trafficking Areas (HIDTA) program will receive $290,000 in new funding.
    “With overdose deaths continuing to rise in our state, the federal government is stepping up to help,” said Sen. Cantwell. “Northwest HIDTA seized nearly 5 million illicit fentanyl pills last year, and this funding will aid their successful work with more than 75 federal, state, local, and tribal law enforcement agencies across 15 counties to disrupt drug traffickers. We must continue to support proven ways to address this crisis and keep this dangerous illicit drug out of our communities.”
    The funding comes from the White House Office of National Drug Control Policy, and is in addition to $5,031,349 in base funding allocated to Northwest HIDTA earlier this year.
    The HIDTA Program coordinates and assists federal, state, local, Tribal, and territorial law enforcement agencies to address regional drug threats and reduce illicit drug production and trafficking.
    Sen. Cantwell has traveled across the State of Washington hearing from people in 10 communities on the front lines of the fentanyl crisis, including first responders, law enforcement, health care providers, and people with firsthand experience of fentanyl addiction. She’s using what she heard in those roundtables to craft and champion specific legislative solutions, including:
    The Stop Smuggling Illicit Synthetic Drugs on U.S. Transportation Networks Act, which would create first-ever inspection strategies to stop drug smuggling by commercial aircraft, railroads, vehicles, and ships. The legislation would boost state, local, and tribal local law enforcement resources,; deploy next generation non-intrusive detection technologies,  and increase inspections at ports of entry.
    The Opioid Overdose Data Collection Enhancement Act, which would which would direct the Department of Justice (DOJ) to award grants to states, units of local government, law enforcement task forces, and tribes to adopt and implement an overdose data collection program.
    The Fatal Overdose Reduction Act, which would expand an evidence-based, low-barrier fentanyl treatment pilot program across the United States; and
    The Fight Illicit Pill Presses Act, which would require that all pill presses be engraved with a serial number and impose penalties for the removal or alteration of the number.
    Sen. Cantwell’s other legislative actions to fight fentanyl include cosponsoring the FEND Off Fentanyl Act, a new law enacted earlier this year that will help U.S. government agencies disrupt opioid supply chains by imposing sanctions on traffickers and fighting money laundering.
    In addition, in March 2024, Sen. Cantwell voted for a series of federal funding bills allocating $1.69 billion to combat fentanyl and other illicit drugs coming into the United States, including an additional $385.2 million to increase security at U.S. ports of entry, with the goal of catching more illegal drugs like fentanyl before they make it across the border. Critical funding will go toward Non-Intrusive Inspection (NII) technology at land and sea ports of entries. NII technologies—like large-scale X-ray and Gamma ray imaging systems, as well as a variety of portable and handheld technologies—allow U.S. Customs and Border Protection to help detect and prevent contraband from being smuggled into the country without disrupting flow at the border. The funding breakdown includes:
    $201 million for construction and infrastructure activities for drive-through NII deployment;
    $75.5 million for the Fentanyl Initiative for NII at ports of entry and for labs at eight ports of entry;
    $65.3 million to procure and deploy new NII detection devices;
    $14.4 million to procure advanced Computed Tomography scanners for deployment to mail and courier facilities;
    $12.6 million for artificial intelligence and machine learning capabilities; and
    $12.1 million for system integration that brings together the use of the scanning, machine learning and other customs data.
    Sen. Cantwell also cosponsored and helped advance the TRANQ Research Act of 2023, which President Joe Biden signed into law last year. That measure will spur more research into xylazine and other novel synthetic drugs, by directing the National Institute of Standards and Technology to tackle these issues.

  • MIL-OSI China: Auto industry accelerates toward intelligent transformation

    Having surged to the forefront of the global new energy vehicle (NEV) market with their outstanding performance, Chinese automakers are exploring strategies to gain an advantage over their competitors in the more challenging latter phase of the market race, which is increasingly driven by intelligent development and artificial intelligence.

    One of the latest efforts in this push is the 2024 World Intelligent Connected Vehicles Conference (WICV), held from Oct. 17 to 19 in Beijing.

    The WICV attracted over 250 auto firms and institutions from home and abroad, with more than 200 new technologies and products making their debut.

    “Intelligent connected vehicles (ICVs) have become a focus of industry innovation, and Chinese automobiles are accelerating into a new stage with intelligence as their core competitiveness,” said Li Shufu, chairman of Geely Holding Group, at the event.

    Seizing the opportunities presented by intelligent technology and promoting China’s transformation into an automotive powerhouse is a challenge the entire Chinese auto industry must address, he added.

    Like many of China’s leading car companies, Geely has made significant strides in intelligent innovation, driving advancements in areas such as automobile safety, human-machine interaction, intelligent driving, onboard chips and low-orbit satellites. The company is also committed to creating an integrated space-ground smart network.

    According to Zhu Huarong, chairman of Chongqing Changan Automobile Co., Ltd, China’s ICVs saw rapid growth this year, with sales projected to reach 17 million and a penetration rate surpassing 63 percent.

    Stefan Mecha, CEO of the Volkswagen China Passenger Cars Brand, said that China actively fosters innovation opportunities through consistent government plans for ICV and NEV development, a tech-savvy consumer base, and an openness to technology within an advanced tech ecosystem.

    A comprehensive industrial system for China’s ICV sector has basically taken shape, covering products and technologies such as basic chips, sensors, computing platforms and chassis control, Minister of Industry and Information Technology Jin Zhuanglong said Thursday during the opening ceremony of WICV.

    China leads the world in human-machine interaction and is rapidly advancing toward breakthroughs in technologies like steer-by-wire and active suspension technologies, among others, the minister noted.

    According to Jin, the country’s ICV sector currently boasts nearly 400 “little giant” firms, or novel elites of small and medium-sized enterprises that are engaged in manufacturing, specialize in a niche market and hold cutting-edge technologies. Five Chinese lidar companies have ranked among the global top 10 in sales, while nine automotive manufacturers are piloting conditional automated driving models.

    Lei Jun, founder and CEO of tech giant Xiaomi, revealed at the WICV that the company is expected to deliver more than 20,000 units of its first self-developed NEV model SU7 this month, and achieve its annual delivery target of 100,000 vehicles in November.

    The new model was released by the market newcomer in late March, and technological breakthroughs in key fields have been achieved, such as modeling design, batteries, intelligent driving and intelligent cockpits.

    “In the next five years, the structure of the entire automotive industry will be reconstructed on a large scale,” Lei said.

    The CEO noted that the entire industry should engage in benign competition and work together to explore the international market. He also urged Chinese automakers to avoid redundant investments and focus on creating a smart automotive ecosystem.

    Global players like Volkswagen are also speeding up their intelligent transformation in a bid to expand their presence in the Chinese market.

    “We will invest consequently into the localization of our R&D activities to integrate ourselves much more strongly into the rapidly growing ecosystem for electric vehicles in China,” said Ralf Brandstaetter, chairman and CEO of Volkswagen Group China.

    In addition to building its largest development center outside Germany in the city of Hefei in east China, Volkswagen is also strengthening cooperation with local manufacturers like Xpeng and high-tech companies such as Horizon Robotics, Thundersoft and Gotion.

    “This deep integration into the world’s leading development network for ICVs will further expand our local innovative strength, but also provides us with a strategic advantage on the global markets in the mid-term,” Brandstaetter said.

    “China is driving the future of the automotive industry, and we are committed to being part of this journey in the era of ICVs,” he added.

    To support such rapid industrial development in China, more than 50 cities have designated over 32,000 kilometers of test routes for ICVs and upgraded about 10,000 kilometers of roads with smart technologies, according to the Ministry of Industry and Information Technology.

    The Arleigh Burke-class guided-missile destroyer USS Higgins (DDG 76) and Royal Canadian Navy Halifax-class frigate HMCS Vancouver (FFH 331) conducted a routine Taiwan Strait transit on Oct. 20 (local time) through waters where high-seas freedom of navigation and overflight apply in accordance with international law. The ship transited through a high seas corridor in the Strait that is beyond the territorial sea of any coastal state. Higgins and Vancouver’s transit through the Taiwan Strait demonstrated the United States’ and Canada’s commitment to upholding freedom of navigation for all nations as a principle. The international community’s navigational rights and freedoms in the Taiwan Strait should not be limited. The United States rejects any assertion of sovereignty or jurisdiction that is inconsistent with freedoms of navigations, overflight, and other lawful uses of the sea and air.

    A new report concerning the investigation into the conditions and circumstances resulting in fatal crash in 1961that killed then-United Nations Secretary-General Dag Hammarskjöld assesses it to remain plausible that an external attack or threat was a cause, a United Nations spokesman said today. The report, written by the designated Eminent Person, Mohamed Chande Othman, notes that the alternative hypotheses that appear to remain available are that the crash resulted from sabotage, or unintentional human error. Spokesman Farhan Haq said the Secretary-General calls for renewed resolve and commitment to pursue the full truth of what happened on that fateful night in 1961.

    One of the most enduring mysteries in United Nations history – the 1961 plane crash that killed Secretary-General Dag Hammarskjöld and all on board as he sought to broker peace in the Congo – will linger on, with a new assessment announced today (18 Oct) suggesting that “specific and crucial” information continues to be withheld by a handful of Member States.

    According to the UN’s Deputy Spokesperson Farhan Haq, “significant new information” has been submitted to the inquiry for this latest update.

    This included probable intercepts by Member States of communications related to the crash, the capacity of Katanga’s armed forces, or others, to mount an attack on SE-BDY and the involvement of foreign paramilitary or intelligence personnel in the area at the time.

    It also included additional new information relevant to the context and surrounding events of 1961.

    Over the years, the UN General Assembly has mandated a series of inquiries into the death of Hammarskjöld and those of his party. The most recent, in December 2022, was led by Mohamed Chande Othman, former Chief Justice of Tanzania, with the formal title of “Eminent Person.”

    Othman, Haq said, “assesses it to remain plausible that an external attack or threat was a cause of the crash,” and “notes that the alternative hypotheses that appear to remain available are that the crash resulted from sabotage or unintentional human error.”

    However, Haq continued, Othman assessed so far that it is “almost certain” specific, crucial and so far undisclosed information exists in the archives of Member States.

    He noted that Othman has not received, to date, specific responses to his queries from some Member States believed to be holding useful information.

    Haq said, “the Secretary-General has personally followed up on [Mr. Othman’s] outstanding requests for information and calls upon Member States to release any relevant records in their possession,” and added that “with significant progress having been made, the Secretary-General calls on all of us to renew our resolve and commitment to pursue the full truth of what happened on that fateful night in 1961.”

    Appointed at just 47 years old, Hammarskjöld of Sweden remains the youngest UN Secretary-General.

    Widely regarded as a visionary diplomat and reformer, Hammarskjöld is credited with strengthening the role of the newly established UN during a period of intense global tensions, including the drive to decolonise Africa and Asia.

    His leadership was pivotal during the tumultuous events of 1956. He led a ceasefire mission to the Middle East and continued through the Suez crisis, where he helped negotiate the withdrawal of foreign forces from Egypt and oversaw the deployment of the Organization’s first emergency peacekeeping mission, the UN Emergency Force.

    Hammarskjöld was known for his integrity and dedication to public service, earning the Nobel Peace Prize for developing the UN into an effective and constructive international organization capable of giving life to the principles and aims expressed in the UN Charter.

    Hammarskjöld served as Secretary-General from April 1953 until his death aged 56, when the chartered Douglas DC6 aircraft he was travelling in with others, registered as SE-BDY, crashed shortly after midnight on 17-18 September 1961, near Ndola, then in Northern Rhodesia (now Zambia).

    He was en route to negotiate a ceasefire between UN peacekeepers and separatists from the breakaway Congolese region of Katanga, and possibly even a peace agreement encompassing the whole of newly independent Congo.

    Fourteen of the 15 passengers died on impact, and the sole survivor succumbed to their injuries a few days later.

    An initial inquiry by Rhodesian authorities reportedly attributed the crash to pilot error but the finding was disputed.

    The Mayor of London, Sadiq Khan, has announced the three winners of his No Wrong Door Open Innovation Competition, which will help to pioneer new ways to help disabled Londoners, women, refugees, young and older Londoners access high-quality skills and employment support to better thrive in our economy. For Londoners, the No Wrong Door innovation challenge means that no matter their starting point or what service they access first, they can be connected to the right type of support at the right time to help them into good work.     

    Sadiq’s No Wrong Door Open Challenge encouraged innovators to address the challenges that London’s diverse communities can face when accessing the labour market. These include lack of necessary additional support when navigating employment applications or systems; insufficient understanding from employers when tailoring jobs; and lack of support for physical or mental health barriers.  

    The three winners are:

    • Earlybird, an AI-driven platform will equip individuals with the skills and support they need to overcome barriers to employment, helping them secure and retain meaningful jobs.
    • Facework Group CIC, an online platform providing training and workspaces for refugees, that will provide training in employability skills, mental health support, self-employment opportunities, and social integration.
    • Tailored Futures, an AI-powered platform providing support to individuals within the criminal justice system by connecting them with employers, helping them access job opportunities and rebuild their lives, ultimately reducing reoffending rates.

     

    Research commissioned by City Hall(1) in the summer of 2023 has shown that integration of employment and skills services could be improved through human centred, technology and innovative solutions to address barriers that make it harder for various Londoners to access support. 

    Alongside the winners, five runners up were chosen and will receive £5,000 in additional funding, along with monthly coaching sessions provided by delivery partner, Allia Impact, to help them further their ideas. These ideas range from helping Londoners to access skills and training for green jobs, enhanced CV writing, upskilling for mothers returning to the workplace and support to access job opportunities for young Londoners.  

    The Mayor’s adult skills programmes have already supported over one million learners. As part of the Mayor’s commitment to help grow London’s economy, Sadiq is focused on ensuring that Londoners furthest from the labour market to get the support they need to help them build their skills and move into new and better jobs. 

    One of the Mayor’s 10 key priorities is the new London Growth Plan, with a target of helping to create more than 150,000 good jobs by 2028 and increasing living standards for all Londoners. The new growth plan aims to grow London’s economy, so we can improve the lives of all Londoners, drive London’s green transition and support prosperity in London and across the country.

    $4.4 million investment enabling fruit growers to meet consumer demand

    Oct. 21, 2024 – Toronto, Ontario  –  Agriculture and Agri-Food Canada

    The governments of Canada and Ontario are helping 128 apple, tender fruit, and table grape producers grow more popular and hardy varieties of produce. The Growing Future Opportunities Initiative, with funding through the Sustainable Canadian Agricultural Partnership (Sustainable CAP), is supporting these projects through a $4.4 million investment.

    Growers are replanting more than 94 acres of apples and more than 60 acres of tender fruit and table grapes. The range of fruit varieties being planted are considered by the sector to have greater appeal with changing consumer tastes, and are more resilient to increase yield, improve hardiness, and enhance resistance to pests and diseases. This includes fruits such as Coral Star and Summer Serenade peaches and Gala and Honeycrisp apples.

    The Growing Future Opportunities Initiative is a 3-year, $8 million initiative providing eligible fruit producers with cost-share funding to purchase vines or trees of popular fruit varieties. Applications are still being accepted for tender fruit, table grapes and wine grapes. Under the Growing Future Opportunities Initiative, eligible producers can receive 75% of cost-share funding for plants.

    The Sustainable CAP is a 5-year, $3.5-billion investment by federal, provincial and territorial governments to strengthen competitiveness, innovation, and resiliency of Canada’s agriculture, agri‐food and agri‐based products sector. This includes $1 billion in federal programs and activities and a $2.5-billion commitment that is cost-shared 60% federally and 40% provincially/territorially for programs that are designed and delivered by provinces and territories.

    The Securities and Exchange Commission’s Division of Examinations today released its 2025 examination priorities. The Division publishes its examination priorities annually to inform investors and registrants of potential risks in the U.S. capital markets and to make them aware of the examination topics that the Division plans to focus on in the new fiscal year. This year’s examinations will prioritize perennial and emerging risk areas, such as fiduciary duty, standards of conduct, cybersecurity, and artificial intelligence.

    “The Division of Examinations 2025 priorities enhance trust in our ever-evolving markets,” said SEC Chair Gary Gensler. “In examining for compliance with our time-tested rules, the Division plays a critical role in protecting investors and facilitating capital formation. Working with registrants to understand the rules helps ensure that markets work for investors and issuers alike.”

    “Our 2025 examination priorities identify the key areas of potentially increased risks and related harm for investors,” said Keith Cassidy, Acting Director of the Division of Examinations. “We hope that registrants will evaluate their compliance programs in the areas we identified and make the changes necessary to protect investors and maintain fair and orderly capital markets.”

    The Division examines SEC-registered investment advisers, investment companies, broker-dealers, clearing agencies, and self-regulatory organizations, among others, for compliance with federal securities laws. The Division prioritizes examinations of the practices, products, and services that were found, through a risk-based assessment, to present a heightened risk to investors or the integrity of the U.S. capital markets. The annual publication of the examination priorities furthers the SEC’s mission and aligns with the Division’s four pillars to promote and improve compliance, prevent fraud, monitor risk, and inform policy.

    For fiscal year 2025, in addition to conducting examinations in core areas such as disclosures and governance practices, the Division will also examine for compliance with new rules, the use of emerging technologies, and the soundness of controls intended to protect investor information, records, and assets.

    The 2025 examination priorities cover a broad landscape of potential risks to investors that firms should consider as they review and strengthen their compliance programs. They are not, however, an exhaustive list of all the areas the Division will focus on in the upcoming year.  The scope of any examination includes analysis of other risk factors such as an entity’s history, operations, and products and services.

    The All-Russian Conference IV Novosibirsk Scientific Readings in Memory of Academician T.I. Zaslavskaya “Time of Change: Individual and Group Choice in Response to New Challenges” was held on October 17-19. The event was organized by Novosibirsk State University and the Institute of Economics and Industrial Engineering of the Siberian Branch of the Russian Academy of Sciences.

    The readings were held in the form of a series of six thematic round tables, the program of which was formed on the basis of participants’ applications: “Socio-economic relations and inequalities in modern Russia”, “Subjects of territorial relations: interests, behavior, interaction”, “Urban spaces and communities: transformation , development, conflicts”, “Dynamics of the labor market and employment in the context of digitalization and economic transformation”, “Spatial mobility and connectivity: what flows make space unified?” and “Development and preservation of human capital: trends, practices, factors.” Scientists from universities and institutes in several regions of Siberia and the Urals, as well as leading universities in Moscow, took part in them. Researchers from the Novosibirsk State University, Novosibirsk State Technical University, Siberian State University of Telecommunications and Informatics (Novosibirsk), Institute of Economic Forecasting of the Russian Academy of Sciences, Russian Academy of National Economy and Public Administration under the President of the Russian Federation, Higher School of Economics, Moscow State University presented their reports. . M.V. Lomonosov, Institute of Economics of the Ural Branch of the Russian Academy of Sciences (Ekaterinburg), Ural Federal University named after. the first President of Russia B.N. Yeltsin (Ekaterinburg), Institute of Mongolian Studies, Buddhology and Tibetology SB RAS (Ulan-Ude), Khakass State University named after. N.F. Katanova (Abakan). The majority of nonresident conference participants were researchers from Moscow universities. Representatives of several scientific organizations traditionally participate in the conference.

    At the opening of the conference, the dean Faculty of Economics, NSU, candidate of sociological sciences Tatyana Bogomolova spoke about the history of the Novosibirsk economic and sociological school. Associate Professor of the Department of General Sociology of the Faculty of Economics of NSU, Head of the Department of Social Problems of the Institute of Economics and Industrial Production of the Siberian Branch of the Russian Academy of Sciences Olga Fadeeva spoke about rural (agrarian) research, which is the “calling card” of the Novosibirsk economic and sociological school.

    The conference was held in a mixed format, but most of the presentations were in person. About 60 participants presented their reports, including not only experienced researchers, but also students, postgraduates and interns of university laboratories. The organizers of the scientific readings deliberately did not single out their presentations in a separate section, recognizing the relevance of the research of young sociologists and economists. Thus, the reports were made by NSU master’s students – Daria Ivanova (“Public conflicts in the Novosibirsk Akademgorodok: participants’ ideas about justice and prospects for their rapprochement”) and Rinat Galiullin (“Modern urban segregation: conceptual foundations of analysis”).

    — Currently, research on urban problems is becoming one of the prominent areas, and at our conference a large block of speeches was devoted to the subjects of urban relations and urban conflicts. Reports were also presented on economic inequality, territorial relations, social aspects of the use of space and infrastructure, population migration, and the accumulation of human potential in a certain territory. Many messages were devoted to problems associated with digitalization, including relations in the labor market. It was discussed how moving many of the processes associated with registering unemployed status or finding a job into the digital space cuts off some job seekers and makes it easier for others to access them. Concluding our conference, we discussed how, due to digitalization, the data with which sociologists work is paradigmatically changing, and what new requirements arise for assessing their relevance, validity and other data quality criteria. On the one hand, we made sure that we were working on the current agenda and presented our research at the conference, on the other hand, we made new contacts, since researchers with whom we were not previously familiar responded to our invitation to take part in the Readings this year – said the head of the department of general sociology of the Faculty of Economics of NSU, leading researcher at the Institute of Economics and Organization of Industrial Production SB RAS Tatyana Cherkashina.

    The participants’ attention was drawn to the report on the study by young researchers from the Higher School of Economics Kirill Chertenkov, Olga Rodina and Mikhail Balaban “What determines the desire to move? Results of questionnaire surveys in 10 regions of Russia”. No less interesting was the report by another postgraduate student of the Higher School of Economics, Georgy Stalinov “Practices of self-organization of couriers, taxi drivers and truck drivers”.

    For the fourth time, representatives of the Center “Institute for Social Analysis and Forecasting” of the Russian Presidential Academy of National Economy and Public Administration took part in the scientific readings. This year, senior researcher Sofia Korzhuk spoke about the study “The Well-being of Foster Families: Obstacles and Ways to Achieve”, conducted jointly with leading researcher Alla Makarintseva. Alla Makarintseva herself gave a report “Factors of Intentions Regarding the Third Child: What Does the Analysis Show Using Machine Learning Methods”. She conducted the study of this problem jointly with senior researcher Alexandra Burdyak. Ekaterina Seredkina presented a report “Child Benefits as a Tool for Reducing Child Poverty in Russia: Microsimulation Analysis” about the study that she conducted together with Marina Kartseva and Polina Kuznetsova.

    A highlight of the IV Novosibirsk Scientific Readings was the presentation by Doctor of Economics, Professor, Head of the Department of Economic Sociology at the Higher School of Economics Vadim Radaev on the topics: “Crisis in Modern Education” and “Non-Standard Consumption: Characteristic Features, Causes and Consequences”.

    — The conference program was designed in such a way that the participants not only listened to the reports, but also discussed them with each other. And according to the feedback from those present, the organizers succeeded in this. Our Moscow colleagues who took part in the online readings showed interest in this format of communication and actively participated in the discussion of their colleagues’ presentations.   • MIL-OSI Economics: AIIB Accredited as Green Climate Fund Entity to Accelerate Climate Action in Developing Members

    The Asian Infrastructure Investment Bank (AIIB) has been accredited as an International Access Entity (Accredited Entity) of the Green Climate Fund (GCF) at the 40th GCF Board meeting in Songdo, Incheon, Republic of Korea, Oct. 21-24.

    The partnership is in line with AIIB’s Corporate Strategy and GCF’s reform agenda. It will enable both institutions to leverage their resources to more effectively support members in achieving their Nationally Determined Contributions targets for low emissions and climate-resilient development, a critical component of the Paris Agreement.

    “AIIB’s top priority is to develop green infrastructure that facilitates climate transition and is resilient to climate change impacts in the coming decades,” said Sir Danny Alexander, AIIB Vice President for Policy and Strategy. “This partnership with GCF is a testament to our commitment to this mandate as outlined in our corporate strategy.”

    With this accreditation, AIIB will gain access to GCF funds through a flexible combination of grants, concessional debt, guarantees and equity instruments. These will enable AIIB to leverage blended finance and attract private capital for climate action in developing members. As a GCF Accredited Entity, AIIB will continue to deepen its collaboration with other international, regional and national development finance institutions; equity funds; and UN agencies to develop high-quality, climate-focused projects.

    Henry Gonzalez, Chief Investment Officer of the Green Climate Fund (GCF), welcomed the GCF Board’s decision to approve the accreditation. “This partnership opens new and exciting opportunities for collaboration on scaled-up climate action that focuses on green and resilient infrastructure in various countries,” he said. “Both GCF and AIIB have a shared focus on innovative solutions that provide a pathway for a low-emission, climate-resilient pathway towards sustainable development.”

    In 2023, AIIB’s climate finance reached 60% of total approved regular financing, an increase from 56% in 2022, surpassing the targets outlined in its corporate strategy. In terms of volume, its climate finance rose from USD 2.39 billion in 2022 to USD 3.43 billion in 2023.

    Election suspense in BTC Options Volatility: The relative stability of short-term options does not signal significant price chances for BTC in the near term, but tension tied to the uncertainty of the U.S. election could trigger movements post-result, which has shown a bigger effect on BTC volatility than the recent surge in spot prices.

It is a pleasure to stand before you today at the Accenture FinTech Innovation Lab Asia-Pacific Demo Day. This event represents the culmination of hard work, innovation, and collaborative effort, showcasing the remarkable advancements that are shaping the future of financial technology in our region.      As we gather here, I am reminded of the incredible journey that the FinTech Innovation Lab Asia-Pacific has undertaken over the years. This year, the programme has once again proven to be a highly competitive platform, attracting over 100 applicants from 35 countries. From this pool of talent, we celebrate the achievements of nine outstanding companies selected to present their innovations today. Each of these start-ups embodies the spirit of resilience and creativity that is essential in today’s fast-paced financial landscape. The role of artificial intelligence      One common thread among these nine companies is their deployment of artificial intelligence (AI) in their service offerings. The excitement surrounding AI, particularly Generative AI, has been palpable over the last two years. Despite the fluctuations in the global financial environment, start-ups leveraging generative models continue to attract significant funding. Investors and market participants recognise the vast opportunities that AI presents, allowing businesses to enhance efficiency, improve customer experiences, and create innovative solutions tailored to ever-evolving market demands.      As we look ahead, I want to share that during the upcoming Hong Kong Fintech Week 2024, we will be issuing a policy statement that outlines the Government’s stance towards the responsible application of AI in financial markets. This statement will provide a framework for integrating AI into our financial ecosystem, ensuring that innovation is harmonised with robust security and regulatory frameworks. The vibrant ecosystem of fintech in Hong Kong      The fintech ecosystem in Hong Kong is not only vibrant but also continues to grow at an unprecedented pace. According to the latest Global Financial Centres Index, Hong Kong ranks ninth globally in fintech offerings, placing us among the elite top 10 fintech hubs worldwide. This recognition is a testament not only to our achievements but also to our commitment to fostering innovation in the financial sector.      We understand that promoting fintech is essential for enhancing the overall competitiveness of Hong Kong’s financial services industry. To this end, we work closely with financial regulators, industry leaders, and innovators to ensure that our fintech sector remains at the cutting edge of global developments. Advancing financial services      As outlined in the latest Policy Address presented just last week, the Government is dedicated to solidifying Hong Kong’s position as a global leader in financial innovation. We are advancing the development of cutting-edge financial services that will reshape the financial landscape of tomorrow. Key areas of focus include Central Bank Digital Currencies (CBDCs), mobile payments, virtual banking, virtual insurance, and virtual asset (VA) transactions.      Each of these innovations holds the potential to significantly alter how we conduct financial transactions, interact with financial institutions, and manage our assets. By deepening our efforts in these areas, we are not just keeping pace with global advancements; we are striving to remain at the forefront of this evolution. Initiatives to cultivate innovation      Over the past few months, we have introduced a range of initiatives aimed at cultivating a vibrant ecosystem for fintech innovation. These efforts span multiple key areas, from enhancing cross-boundary payment systems to advancing digital asset regulation and fostering a dynamic fintech talent pool.      In May, we expanded the cross-boundary e-CNY pilot programme, providing safe and convenient retail payment options for residents in both Hong Kong and the Mainland. The Hong Kong Monetary Authority (HKMA) is actively exploring new technological solutions for cross-boundary trade settlements through the mBridge platform. By expanding use cases and widening participation from both public and private sectors, we aim to make cross-border transactions faster, more secure, and more cost efficient.      Moreover, we are promoting real-world asset tokenisation and developing a digital money ecosystem. Through Project Ensemble, the HKMA is laying the groundwork for the tokenisation of real-world assets and the use of digital money for interbank settlements. This initiative is designed to facilitate more efficient asset trading and further integrate digital currencies into our financial system. Stablecoin regulation and digital currencies      As part of our commitment to fostering a secure digital financial environment, potential stablecoin issuers will have the opportunity to test their business plans and use cases through the stablecoin issuer sandbox. Later this year, we will introduce legislation to regulate fiat-referenced stablecoin issuers, creating a secure and consistent framework for the growth of this emerging market.      Further underlining our dedication to digital currencies, we launched Phase 2 of the e-HKD Pilot Programme in September, now renamed Project e-HKD+. This initiative allows us to explore innovative use cases for new forms of digital money, including e-HKD and tokenised deposits. Our expanded focus on the digital money ecosystem will ensure that we remain at the forefront of technological advancements in this space. Regulatory frameworks and risk mitigation      Regulations play a critical role in mitigating risks in the rapidly evolving world of virtual assets. To protect investors and uphold market integrity, the Financial Services and the Treasury Bureau (FSTB) is conducting a second round of public consultation on regulatory proposals for over-the-counter VA trading. We will also introduce a proposed licensing regime for VA custodian service providers, ensuring the safekeeping of digital assets in line with international standards. Commitment to digital securities      Our commitment to innovation extends to the digital securities market as well. The HKMA is preparing to launch the Digital Bond Grant Scheme, which will incentivise financial institutions and issuers to adopt tokenisation technology in capital market transactions. This initiative will unlock new opportunities in the digital securities space, modernising our financial infrastructure and ensuring that Hong Kong continues to lead in global financial innovation. The horizon ahead      As demonstrated by today’s gathering of innovators, Hong Kong is truly an ideal platform for nurturing fintech talent and fostering global engagement. The upcoming ninth Hong Kong Fintech Week, themed “Illuminating New Pathways in Fintech”, will soon take place, from October 28 to November 1. Last year’s event set a new benchmark, drawing a record 35 000 attendees and garnering 5.5 million online views from over 100 economies.      This year, we welcome top leaders, policymakers, and investors from around the world for insightful discussions on the fintech landscape and cutting-edge technologies such as AI, tokenisation, and Web3. I encourage each of you to join us for what promises to be an exciting and transformative event. Supporting start-ups and entrepreneurs      To further support innovators like you, the Government is introducing a $10 billion I&T Industry-Oriented Fund to drive investment into the innovation and technology sectors. In addition, we are enhancing the Innovation and Technology Venture Fund by redeploying $1.5 billion to create matching funds with market partners. This will provide greater opportunities for start-ups and entrepreneurs to access capital, ensuring that our vibrant start-up ecosystem continues to flourish. Conclusion      Ladies and gentlemen, as I conclude, I would like to express my sincere gratitude to Accenture and Cyberport for organising today’s Demo Day.   • MIL-OSI Economics: AIIB Backs Early-Stage Innovation in India, Investing in Endiya Partners under Venture Capital Investment Program

    The Asian Infrastructure Investment Bank (AIIB) has approved investments in Endiya Partners Fund III under the AIIB Venture Capital (VC) Investment Program. The investments will support early-stage companies focused on green and technology-enabled infrastructure in India and Southeast Asia.

    Launched in December 2022, AIIB’s VC Investment Program for Green and Technology-Enabled Infrastructure began with a commitment of USD100 million, with an additional USD30 million for co-investments. The program aims to fill the capital gap for early-stage ventures by investing through small-scale VC funds.

    Endiya Partners Fund III will invest in early-stage start-ups in India, focusing on intellectual property that aligns with AIIB’s strategic priorities.

    “Endiya Partners shares AIIB’s vision of promoting innovation in green and technology-enabled infrastructure through strategic investments in the digital industry, healthcare and enterprise sectors,” said Sateesh Andra, Managing Partner at Endiya Partners. “We thank AIIB for their confidence and LP (limited partners) investment as we drive impactful change.”

    This will be the second signed commitment, previously approved as MSA Emerging Technology Markets Fund I in 2023. The total investment under the VC Program now represents about 20% of its investable corpus. The program’s goal is to build a diversified portfolio of 10 to 12 VC funds across sectors, geographies and stages of development.“These investments are pivotal as they operationalize AIIB’s forward-looking VC Program, with significant potential to grow the innovation landscape in our Members,” said Gregory Liu, AIIB Director General of Financial Institutions and Fund Clients, Global. “Our focus will be to enhance this program by identifying innovative ideas that deliver scalable impacts, creating a portfolio that generates returns and positive outcomes.”

    The investments align with AIIB’s Private Capital Mobilization thematic priority and mission of Financing Infrastructure for Tomorrow, emphasizing technology as a competitive advantage.     Cameroon’s President Paul Biya is 91 years old. He is Africa’s oldest head of state and only one has served longer: President Teodoro Obiang Nguema of neighbouring Equatorial Guinea, who is 82 years old.

    Biya has been Cameroon’s president since 1982. Prior to that, he was prime minister from 1975.

    In recent weeks there has been growing speculation about the nonagenarian’s health. Some rumours even suggested that he had died. This led the Cameroonian government to issue a statement banning all reports about his health.

    These cycles of rumour have recurred whenever Biya has “gone missing” for extended periods of time. Before he arrived at Yaoundé’s international airport on 21 October, Biya was last seen in public on 8 September, when he attended a China-Africa forum in Beijing.

    Cameroon has known only two presidents since independence. For 60% of the country’s youth population, Biya is the only president they have known.

    The country finds itself in a precarious situation, uncertain about what will happen after Biya, who has ruled with an iron fist.

    Long term incumbencies don’t usually end well. Examples across the continent illustrate the high potential for political instability. The most vivid cases include Libya, Tunisia, Sudan, Gabon, Chad and the Democratic Republic of Congo.

    For me as an associate professor of international studies and researcher of regime transformation in Africa, Cameroon holds specific interest because of its regime resilience over the decades, when many in the region haven’t fared as well.

    My view is that Cameroon will, sooner rather than later, hit an inflection point post-Biya. Cameroon lacks strong constitutional guard rails, so succession is bound to be a very messy affair.

    Second, due to years of nepotism and tribalism institutionalised by Biya, there will be heightened potential for regional and ethnic tensions or conflict – even a general breakdown of law and order.

    Lastly, the military establishment could well make a move in the name of safeguarding the republic in times of uncertainty.

    The legacy

    Cameroon is endowed with abundant resources, including oil, gas and timber. It is also strategically located at a crossroads between west and central Africa on the Atlantic coast, an entry point to landlocked inner regions.

    Yet, according to the World Food Programme, over 55% of Cameroonians live in poverty and 37.7% are severely impoverished.

    The country’s infrastructure is in poor shape. While the Douala port has been modernised and railway regional linkages such as the Douala-Yaoundé lines have been expanded, road and railway infrastructure are barely functional.

    According to Transparency International, corruption is endemic in Cameroon. The country ranks 140th out of 180. This is despite official efforts to do something about it.

    In 1982 Biya capitalised on the anti-corruption sentiment that had been directed at the Amadou Ahidjo regime. Biya promised an anti-corruption “new deal”. Despite initial progress, by the early 1990s Cameroon was topping the world’s corruption tables.

    Critics suggest that Biya has also used his anti-corruption drive to keep his potential competitors in check.

    Nepotism and tribalism continue as Biya has established a patron-client state system. For example, the Beti people, who are the president’s ethnic kin, are reported to take up a disproportionate slice of senior positions in government and the military. Yet they account for a small percentage of the population.

    This has bred a kleptocratic system matched only by widespread communal resentment.

    There are other deep fissures in Cameroonian society. Socially, the country became a federated entity at independence in 1960. Two language groups – French and English speaking – came together for a United Republic of Cameroon.

    For a while this unity held. But increasing disenchantment with Biya’s regime, especially the marginalisation of the Anglophone south-west, developed into a rebellion in 2016. Thousands of people have been killed and tens of thousands displaced. It has also resulted in an increased crackdown by the central authority.

    Today, Cameroon is a fractured society with the south-west calling for increased autonomy and language justice and even self-determination. The creation of the Commission of Bilingualism and Multiculturalism and designating special status to the rebellious regions has done little to quell the crisis.

    Regional role

    Regionally, Cameroon has been a key partner for the US and France through tackling Boko Haram in the region. The country has been directly affected by the attacks of this Islamist group, which originated in Nigeria and has extended its reign of terror across the region.

    The anti-terror campaign has seen a close US-France-Cameroon relationship with military and intelligence strategic cooperation.

    Equally Biya can be lauded for having peacefully settled the Bakassi peninsula crisis with Nigeria, a territorial border dispute, thereby averting regional instability.

    There are not yet obvious signs that, after Biya, the Franco-Cameroon relationship would come under strain similar to other scenarios in the region.

    France has built a steady political and economic relationship with Cameroon, investing heavily in the region, providing political cover to the regime and entering into a defence pact.

    This relationship has also benefited many a political and military elite. Barring any monumental development, it is bound to be sustained in the post-Biya era.

    Fractured political landscape

    Biya’s longevity at the helm of Cameroon politics is testament to his ability to mobilise all state resources, power and constitutional levers for his lifetime presidency. He has outmanoeuvred all political competitors.

    This has enabled him to avoid the fate of neighbouring countries such as Central African Republic, Niger, Chad and Gabon, where governments have been overthrown by military coups.

    In 1992 Biya agreed to a multiparty dispensation. But since then, he has engineered removal of term limits and he is on his seventh term of office.

    But in the evening of his years, and in the absence of a designated successor or an elite pact, there is a real possibility that various factions of the Biya regime such as that of Frank Biya, Ngoh Ngoh, Laurent Esso or even the military will jostle and fight for power.

    Without a political culture of constitutional constraint, instability seems inevitable. And the south-west rebellion might escalate its military and political pressure for better leverage with whoever comes to power post-Biya.

    Whether the next political leadership will be able to set a transformative agenda for socio-political reconciliation and national renewal will be dictated by their ability to strike a grand compromise.

    Cameroon is endowed with abundant resources, including oil, gas and timber. It is also strategically located at a crossroads between west and central Africa on the Atlantic coast, an entry point to landlocked inner regions.

    Yet, according to the World Food Programme, over 55% of Cameroonians live in poverty and 37.7% are severely impoverished.

    The country’s infrastructure is in poor shape. While the Douala port has been modernised and railway regional linkages such as the Douala-Yaoundé lines have been expanded, road and railway infrastructure are barely functional.

    According to Transparency International, corruption is endemic in Cameroon. The country ranks 140th out of 180. This is despite official efforts to do something about it.

    In 1982 Biya capitalised on the anti-corruption sentiment that had been directed at the Amadou Ahidjo regime. Biya promised an anti-corruption “new deal”. Despite initial progress, by the early 1990s Cameroon was topping the world’s corruption tables.

    Critics suggest that Biya has also used his anti-corruption drive to keep his potential competitors in check.

    Nepotism and tribalism continue as Biya has established a patron-client state system. For example, the Beti people, who are the president’s ethnic kin, are reported to take up a disproportionate slice of senior positions in government and the military. Yet they account for a small percentage of the population.

    This has bred a kleptocratic system matched only by widespread communal resentment.

    There are other deep fissures in Cameroonian society. Socially, the country became a federated entity at independence in 1960. Two language groups – French and English speaking – came together for a United Republic of Cameroon.

    For a while this unity held. But increasing disenchantment with Biya’s regime, especially the marginalisation of the Anglophone south-west, developed into a rebellion in 2016. Thousands of people have been killed and tens of thousands displaced. It has also resulted in an increased crackdown by the central authority.

    Today, Cameroon is a fractured society with the south-west calling for increased autonomy and language justice and even self-determination. The creation of the Commission of Bilingualism and Multiculturalism and designating special status to the rebellious regions has done little to quell the crisis.

    Regional role

    Regionally, Cameroon has been a key partner for the US and France through tackling Boko Haram in the region. The country has been directly affected by the attacks of this Islamist group, which originated in Nigeria and has extended its reign of terror across the region.

    The anti-terror campaign has seen a close US-France-Cameroon relationship with military and intelligence strategic cooperation.

    Equally Biya can be lauded for having peacefully settled the Bakassi peninsula crisis with Nigeria, a territorial border dispute, thereby averting regional instability.

    There are not yet obvious signs that, after Biya, the Franco-Cameroon relationship would come under strain similar to other scenarios in the region.

    France has built a steady political and economic relationship with Cameroon, investing heavily in the region, providing political cover to the regime and entering into a defence pact.

    This relationship has also benefited many a political and military elite. Barring any monumental development, it is bound to be sustained in the post-Biya era.

    Fractured political landscape

    Biya’s longevity at the helm of Cameroon politics is testament to his ability to mobilise all state resources, power and constitutional levers for his lifetime presidency. He has outmanoeuvred all political competitors.

    This has enabled him to avoid the fate of neighbouring countries such as Central African Republic, Niger, Chad and Gabon, where governments have been overthrown by military coups.

    In 1992 Biya agreed to a multiparty dispensation. But since then, he has engineered removal of term limits and he is on his seventh term of office.

    But in the evening of his years, and in the absence of a designated successor or an elite pact, there is a real possibility that various factions of the Biya regime such as that of Frank Biya, Ngoh Ngoh, Laurent Esso or even the military will jostle and fight for power.

    Without a political culture of constitutional constraint, instability seems inevitable. And the south-west rebellion might escalate its military and political pressure for better leverage with whoever comes to power post-Biya.

    Whether the next political leadership will be able to set a transformative agenda for socio-political reconciliation and national renewal will be dictated by their ability to strike a grand compromise.

Sameh Fahmy, Chairman of Egyptian Petroleum Investments Corporation “EPI Corp.” (Founding Director and Lead Consultant of Soukhna Refinery), announced today that the Arab Petroleum Pipelines Company “SUMED” has signed a Term Sheet for handling, storing, and transferring crude oil feedstock and petroleum products with the Soukhna Refinery and Petrochemical Company “SRPC”.

    “SUMED signing the Term Sheet with Soukhna Refinery – SRPC will reduce the refinery construction cost by USD 700 Million, making the project’s capital USD 4.7 Billion, which will positively reflect on the appetite of targeted investors to enter as partners into the project, while reducing any future financing burdens and contributing to the expected financing process,” Mr. George Matharu said.

    The SUMED Pipeline (also known as the Suez-Mediterranean Pipeline) is an oil pipeline in Egypt, running from the Ain Sokhna terminal in the Gulf of Suez, the northernmost terminus of the Red Sea, to offshore Sidi Kerir port, Alexandria in the Mediterranean Sea. It provides an alternative to the Suez Canal for transporting oil from the Arabian Gulf region to the Mediterranean.

    The pipeline is owned by the Arab Petroleum Pipelines Company “SUMED”, a joint venture of Egyptian General Petroleum Corporation “EGPC” (50%, Egypt), Saudi Aramco (15%, Saudi Arabia), Mubadala Investment Company “Formerly IPIC” (15%, the United Arab Emirates), Kuwait Investment Authority “KIA” (15%, Kuwait), and QatarEnergy (5%, Qatar).

    His Excellency Eng. Sameh Fahmy, Chairman of EPI Corp (former Minister of Petroleum), added, “Soukhna Refinery and Petrochemical Company – SRPC is a promising project and will be one of the most important petroleum and petrochemical projects globally, especially since it is located in the heart of the world to serve four important markets – Europe, Asia, the Middle East, and Africa. Therefore, the project’s success is inevitable, as all companies involved in this project are currently cooperating with Elite Capital & Co. Limited to provide the necessary financing to build it.”

    SRPC’s Project is a petroleum complex consisting of an oil refinery, petrochemical technology, mini hospital, and petroleum studies institute. This project is located at the heart of the Suez Canal Economic Zone, specifically in Ain Sokhna, and it is surrounded by the continents of Asia from the east, Europe from the north, and Africa from the west.

    The refining capacity of the oil refinery is 208 thousand barrels per day, which will be relied upon in selling oil derivatives and fed by petrochemical technology, and therefore the project will be one of the world scale state of the art strategic refinery project in the world in selling oil derivatives and petrochemical products.

    “Implementation of the project will support the economy of Egypt, which witnessed remarkable development in all sectors during the era of His Excellency President Abdel Fattah El-Sisi, and which are expected to flourish in the coming period,” Eng. Sameh Fahmy said.

    RENOVATIONS TEMPORARILY CLOSE NĀWILIWILI HARBOR OFFICE

     

    (LĪHUʻE, KAUA‘I) – The Division of Boating and Ocean Recreation (DOBOR) office at Nāwiliwili Small Boat Harbor is currently undergoing renovations that will run through Nov. 7. The Nāwiliwili office will tentatively reopen at 7:45 a.m. on Friday, Nov. 8.

     

    During the construction period, all services offered at the Nāwiliwili Small Boat Harbor will be relocated to the Port Allen Small Boat Harbor at 4337 Waialo Road, ‘Ele‘ele. This includes Nāwiliwili mooring and commercial permittees, as well as vessel registration and titling services. Staff can be contacted at 808-335-8400.

     

    Boat owners also have the option to renew vessel registrations online at https://vessel.ehawaii.gov. A convenience fee is charged for any registration renewals completed online.

     

    DOBOR staff recognizes the inconvenience this temporary office closure creates and appreciates the community’s patience through the process.

    Coming here on this occasion, I get a feeling of sublimity. It is the essence of human life; it is a heavenly feeling. I am grateful to the Honourable Culture Minister, Gajendra Singh Shekhawat for having made available such an opportunity to me to know about what has been transacted during the last six days. One assurance I can hold out, Gajendra Singh Shekhawat is a game changer.

    He gets into his job with passion, mission and he is good at execution. I have seen the positive impact of his ministry when I was in Meghalaya last week. He has not been in the saddle for long but this gives as an indication of the shape of things to come and from every perspective. Bharat home to one-sixth to humanity, this aspect is more important than anything else.

    We have a global identity nurtured over centuries and the most inalienable facet, emotive facet, rich facet is our cultural identity.

    The presence of a very distinguished parliamentarian, an actor of reckoning, but her identity globally is only by her great commitment to dance. I am referring to Hon’ble Member of Parliament Hema Malini Ji.

    Her presence is electrifying because while she has been in various roles, in films and otherwise, her heart, soul and mind have always been in sync when it comes to dance. And dance, I can say, is her everlasting and first love.

    Dr. Padma Subramaniam, people look for civilian awards and to be honoured with the second-highest civilian award of this nation and that too in this great field, your presence means a lot to us.

    Dr. Sandhya Purecha, she is deep into it, you must have heard her. She is committed to it. This is the second time I am attending her function and I am sure things will always be on an incremental trajectory.

    My greetings and salutations to those celebrities, dignitaries who are of the dais. They represent our cultural wealth. They are premium ambassadors of this nation within and outside.

    Friends, nothing can be more delightful than to celebrate human expressions through art forms and the six days of deliberations. Mind-scratching, I am told by the Hon’ble Minister, have been extremely fruitful.

    All awardees, civilian or otherwise, converged at one place to analyze and address issues so that our culture is nurtured, it is blossomed, and it makes our identity globally more important. I have no doubt the deliberations will go a long way in shaping further course of action. And it is also an occasion to look to those who are committed to dance music, but are in suffering of some kind. We need to handhold them. We need to create a new interest in them.

    I know sometimes it is so vital to provide fiscal assistance because they are so deep into their art and culture, dance and music, they forget about it. I’m sure this will be looked into.

    I am sure the Honourable Minister would generate a mechanism that all stakeholders for dance and music or culture as a whole come on the same page. They work in tandem and togetherness to generate an ecosystem where our artists in these domains feel comfortable financially and otherwise. And we manage to see an explosion of real talent that lies in villages Tier 2 and Tier 3 cities.

    I am told that over 200 artists and scholars from 16 plus nations have performed various Indian dance forms and shared insights. The Utkarsh performance featuring 300 tribal performers was acclaimed by the President of India. I commend the organisers for this event. I must make by way of transgression, a brief reference, to an extremely talented chief minister, Mr. Sangma of Meghalaya. When I was there, at Raj Bhavan, all the tribes of Meghalaya performed, all of them. They performed one after the other. They performed in unison. They performed in harmony. And this reflected that house over maybe the divisiveness, the unity brought about by culture, by dance and music is impregnable. It is lasting. It is soothing. It is a seamless connection of the heart and soul of the people.

    Dance and Music are natural connecting modes. They bring about a friendship beyond language or other barriers.

    Bharat means a gold mine of fine arts. The world recognises it, we feel it. This festival testifies to dance’s universal appeal, featuring global artists with unique perspectives. It underscores that Indian art educates, uplifts and inspires offering a model of inclusivity in a divided world.

    The greatest challenge the planet faces today is lack of inclusivity. Lack of inclusivity in thought, in politics, in economic development. India has emerged as a global beacon of inclusive growth. A growth that is benefiting by good governance, Affirmative policies, the most vulnerable, the marginalized, the weakest, and that has given the nation a mood of hope and possibility, something that was lacking a few years back. In a world grappling with conflicts and transgressions, discord, there is ray of light. When the tunnel is of transgressions, conflagrations, we find light of dance and music that unites people across cultural barriers.

    Culture, dance, and music are universal languages of mankind. They are understood all over.

    as you mean without having to take recourse to the language or dialect that is specific to individuals.

    Performing arts have the power to unite, power to heal, power to inspire, power to motivate. Dance artists are cultural and peace ambassadors. They promote dialogue. They promote discussion. They lay great ground for soothing diplomatic maneuvers.

    Distinguish audience, our civilization has always valued various forms of expression. I am taking it in a wider connotation, our civilisation depth is always to lend your ears to the other point of view, never be dismissive about it. There will be occasions when you will find on introspection that the other point of view is the correct point of view.

    Dance is considered divine as described in Bharat Muni’s Natya Shastra and when you feel divinity, when you experience sublimity, when you rise about heart and mind, or in conversation with your soul, then you realise the existence of pure life. It gives a different meaning altogether, generating peace and harmony all around.

    When we look into our historical perspectives, ancient Indian centres like Patliputra, Puri, and Ujjain fostered dance forms. India shared its message of peace and unity through Vasudhaiva Kutumbakam, through scriptures and art forms globally.

    Let me reflect, our culture was a feast during our G20 presidency. 200 hundred locations in this great country when we had G20 presence. every state of the Union, every Union territory and therein you found something very great. The state government, the Union territory administration and the central government were on the same page as never before and that was a grandiose success.

    Indian dances have been performed worldwide for millennia, including Chinese and Greek courts. The Ramayana spread to Southeast Asia is visible at Angkor Wat in Cambodia. On my first maiden visit outside this country, as Vice President, I went to Cambodia to attend an ASEAN meeting. When I went to Angkor Wat, unbelievable! You look at what has been carved out in stone. As if everything was speaking. Amazing and believable! One has to see to believe. I saw it myself. This can turn out to be a great facet of cultural diplomacy and art does not define dominance. Art defines integration. Culture, music, art, they unite. They never dominate. 

    Bharat is a living civilization with geniuses like Tansen, Tagore, Purandar Drasa and Swami Haridas. But there was a time in our history, 400, 500 years back, where music was discarded by the then rulers. Our most precious treasure was antithetical to their values.

    We suffered that kind of repression. But our belief throughout has been that in every part of this great land, those who nurtured, blossomed furthered because of dance music were held in high esteem. And I’m so happy and delighted that in the last 10 years, the recognition extended to eminent, deserving personalities from this domain is very commendable and soothing.

    This will help come over challenges of day to day life. They will help us to nurture our indomitable spirit.

    Post-Independence, our founding fathers mandated the preservation of cultural heritage in the Constitution. It is reflected in the directive principles of state policy.

    India is rising. The rise is exponential. The economic upsurge is stunning. The world organizations are echoing in us. We are moving towards a destination which people of my generation never dreamt of. What we have today was not thought of even a decade ago. In that situation, it is our bounden duty. It is ordainment of our civilization that our art and heritage are made to shine as symbols of identity and influence. There must be our cutting edge when we deal with people to people contact. UNESCO recognizes eight Indian dance forms as intangible cultural heritage, including Kalbeliya, Garba and Chow. I don’t subscribe to this. We have many more. They are calibrating from their perspective. We must go much beyond that.

    Yoga’s global recognition, marked by International Yoga Day, reflects India’s role in promoting wellbeing. A thought occurred to the Prime Minister. The thought was put on the global platform. In the shortest time, the largest number of nations converged, and what we see now, yoga is doting every part of the globe that gets sunshine.

    Indian wisdom is coming to the rescue of billions.

    Our cultural revival integrates ancient wisdom with contemporary practices cementing India’s image as a cultural powerhouse.

    I congratulate the Ministry of Culture, ICCR and Sangeet Natya Academy for their efforts. However, And this is a time to be extremely proactive, time not to be complacent. We need to discover, nurture and find that it does not go into extinction. Lesser known dance forms, they need to create retention.

    Go to any part of the state and you will find every district having its own identity.

    Like one district, one product, you will find one district, one cultural event relating to culture, dance, music. I am amazed sometimes when I see the instruments, how hard they have worked to preserve those instruments, how skillfully they play, how they mesmerize you, how they release your stress and tension for a time. When you attend to them you find you are in a different world altogether. We have to focus on that. Let us give them a new lease of life.

    We have to also be in overdrive in a group to ensure that our youth get involved with Indian dance, music and the kind. This will also cut into the menacing habits our youth get into. Drugs to name one. A person who is involved in these finer arts either as a performer or as onlooker is surcharged with positivity, welfare of humanity, and I am sure this too will be attended.

    As I said, which is more important, your ministry does not stand alone. You have to get all the stakeholders be it the Ministry of Finance, Ministry of Railways, Ministry of Civil Aviation any ministry must have the role of Gajendra Singh Shekhawat because we need to spread our culture, disseminate the knowledge of it and wider the knowledge, wider the dissemination greater will be the impact.

    Additionally, I urged the honorable minister and I requested particular manuscript experts and dance scholars to work together in rediscovering lost dance manuscripts. I was happy to note what the honorable minister conveyed to me. The giants, the Padmavadis, the great exponents over the last six days have brainstormed to address the challenges and to find out. what can be done.

    I would particularly emphasise that we are in the grip of another industrial revolution and that revolution is technology.

    Technology, artificial intelligence, Internet of Things, machine learning, blockchain and the kind. They help refine our artistic talent. and the effort should be made in a structured scientific manner, employment for generating opportunities in the field of culture, art, dance, music.

    These endeavours, particularly promoting rural folk dance forms and rediscovering ancient heritage will serve a large interest of the nation. While institutional efforts are invaluable, collective action is crucial for cultural revival involving individual efforts, community engagement and international collaboration.

    I am sometimes amazed when people hold great functions, they think of a different mode of music, different mode of dance. Ignoring the wealth we have with us, once it catches up, they will know what gain they have got. Let us recognize this as the beginning of a commitment to nurture our artistic heritage.

    Let us pledge to ensure it blossoms to new heights, the heights that are due to it. Art and culture are vital to our existence, shaping our identity and relationships. Dance is both a window to our past and a pathway to our future. Together let’s celebrate the enduring relevance of Indian dance and arts, ensuring they continue to enrich our lives and the world.

    I will conclude by making one observation, India’s rise is phenomenal, Infrastructure development is unbelievable. From the time I faced a situation as a minister and a member of parliament in 1990, where foreign exchange reserve was one billion US dollars, now it has crossed 700 billion.

    I saw Jammu and Kashmir as a minister in 1990, we didn’t see even two dozen people on the road, two crore people went there last year as tourists. In this big change we must have proportionate development of our culture.

    Camps to be held at 800 Districts/Cities across the country, Largest ever DLC Campaign

    To promote Digital Empowerment of Pensionersusing face authentication technology

    Saturation model adopted to achieve 2 crore DLCs with 1 crore Face Authenticated DLCs

    19 Banks, 785 District Post offices, 57 Welfare Associations, MeitY & UIDAI teams, CGDA to collaborate in the month-long campaign

    Pensioners have to submit Life Certificate every year in the month of November for continuation of pension. DoPPW will be conducting the 3rd Nation-wide Digital Life Certificate campaign which will be held in 800 cities/ Districts across India from November 1-30, 2024. The department has notified the guidelines through O.M. dated 9th August, 2024. 

    The Campaign will be held in collaboration with Pension Disbursing Banks, India Post Payments Bank, Pensioners’ Welfare Associations, CGDA, DoT, Railways, UIDAI & MeitY with the aim of touching all the pensioners in remotest corners of the country.

    The DLC Campaign 2.0 was held at 597 locations in 100 cities in November, 2023 under which a total of 1.47 crore DLCs were generated, of which, 45.46 lakh were of Central Government Pensioners. 25.41 lakh DLCs were generated using Face Authentication technique and more than 30,500 pensioners above 90 years of age availed the benefit of DLCs.

    The preparatory phase for the forthcoming campaign has been commenced by holding extensive outreach meetings with all stakeholders. Dedicated DLC portal has been created with mapping of 800 Districts, 1900 camp locations and 1000 nodal officers. Trainings have been scheduled in a phased manner for all nodal officers.

    IPPB will be holding Camps at 785 districts through its vast network of 1.8 lakh postmen and Gramin Dak Sewaks. IPPB provides doorstep DLC services. This facility will be available to all the categories of Pensioners across the country irrespective of the fact their pension accounts are in different bank.In order to avail “Doorstep service for submission of DLC” through IPPB, pensioners can get detailed information on ippbonline.com. All postmen and Gramin Dak Sewaks are well equipped with mobile phones which will be used for DLC generation through Finger biometric & Face Authentication techniques.

    19 Pension Disbursing Banks will also hold camps at 150 cities at more than 750 locations. Visits will be made to the homes/hospitals for aged/disabled/sick pensioners, thus affording them the ease of digitally submitting life certificates.These steps are aimed at ensuring that all pensioners benefit from the Campaign and is particularly helpful to the super senior pensioners.

    57 Pension Welfare Associations, registered with DoPPW, will play a crucial role in the campaign by organizing camps and also mobilizing pensioners for the camps which will be held by IPPB and Pension Disbursing Banks.

    This year the focus will be on promoting Face Authentication Technology. MeitY and UIDAI will provide full technical support during this Campaign. Face Auth has been made more seamless and convenient for the elderly Pensioners.

    DD, AIR and PIB teams are fully geared up to provide full support to this campaign for Audio, Visual and Print publicity. Outreach efforts will be further complemented by SMSs, tweets (#DLCCampaign3), Jingles and Short films to spread awareness about the campaign.

    This will be the largest ever digital empowerment campaign and seeks toachieve maximum outreach to all the categories of  the Pensioners.
