  • MIL-OSI Security: FBI and CISA Issue Public Service Announcement Warning of Tactics Foreign Threat Actors are Using to Spread Disinformation in the 2024 U.S. General Election

    WASHINGTON – The Federal Bureau of Investigation (FBI) and the Cybersecurity and Infrastructure Security Agency (CISA) issued their final four-part joint public service announcement (PSA) today titled “Just So You Know: Foreign Threat Actors Likely to Use a Variety of Tactics to Develop and Spread Disinformation During the 2024 U.S. General Election Cycle.” This PSA highlights efforts by foreign actors to spread disinformation in the lead-up to the 2024 U.S. general election with the goal of casting doubt on the integrity of the democratic process and sowing partisan discord. Foreign adversaries are using a variety of sophisticated disinformation campaigns, often leveraging new tools, such as generative artificial intelligence (AI), to craft and spread misleading content. 

    “As we approach Election Day, it is important to remember that while elections are political, election security is not. Election security is national security. Our foreign adversaries are looking to attack our democratic process to further their own objectives, and we need the help of all Americans in ensuring they are not successful,” said CISA Senior Advisor Cait Conley.  “There has been incredible effort across local, state and federal governments to ensure the security and integrity of our nation’s election infrastructure. Americans should be confident that their votes will be counted as cast.  They should also know that our foreign adversaries will try to make them believe otherwise. We encourage everyone to remain vigilant, verify the information they consume, and rely on trusted sources like their state and local election officials.” 

    The PSA highlights specific examples of tactics we have seen used by Russia and Iran during the 2024 election cycle to target all Americans. These include things from mimicking national level media outlets like the Washington Post and Fox News and creating inauthentic news sites posing as legitimate media organizations to using paid influencers to hide their hand. It is important for voters to critically evaluate information sources, particularly as disinformation campaigns evolve to use AI-generated content. Both agencies urge the American public to rely on trusted information from state and local election officials and to verify claims through multiple reliable sources before sharing them on social media or other platforms.

    Boston, MA – U.S. Senators Elizabeth Warren (D-Mass.) and Peter Welch (D-Vt.), along with Representative Jan Schakowsky (D-Ill.) introduced the Medical Innovation Act of 2024 to increase funding for medical innovation by requiring large pharmaceutical companies that are accused of breaking the law and settle with the federal government to reinvest a small percentage of their profits into the National Institutes of Health (NIH) and the U.S. Food and Drug Administration (FDA). 

    In 2023, the NIH only had funds for 23% of the applications it received, contributing to a huge medical innovation gap. At the same time, pharmaceutical companies have been accused of defrauding Medicare and Medicaid, marketing drugs for unapproved uses, illegally incentivizing doctors to prescribe drugs, lying about the safety of their drugs, and violating other criminal and civil laws. The companies have settled many of these claims with the federal government, treating the fines as a cost of doing business. Most recently, Teva Pharmaceuticals agreed to pay the Justice Department $450 million to settle a set of lawsuits alleging that the company defrauded Medicare and conspired with other drug-makers to illegally inflate the prices of two generic drugs.

    Between 2019 and October 2024, the Department of Justice pursued new actions against or settled cases with at least 40 pharmaceutical companies. 

    The Medical Innovation Act would: 

    • Require pharmaceutical companies accused of breaking the law to reinvest a small percentage of their profits in NIH and FDA. These payments would increase with the severity of the settlement penalty, and would only be required of companies that rely on federally-funded research to develop billion-dollar, “blockbuster” drugs.  
    • Invest in life-saving medical innovation through the NIH and FDA. Payments collected through this bill would be used to develop treatments and diagnostics to address unmet medical needs; support research grants for early career scientists; research diseases that disproportionately contribute to federal health care spending; and advance basic biomedical research, among other uses.
    • Promote sustained investments in biomedical research. To ensure that the Act results in a net increase in funding for medical research, money from the supplemental settlement fees would only be available in years that annual appropriations for NIH and FDA are equal to or greater than appropriations for the agencies in the prior fiscal year.    

    “Big Pharma shouldn’t be able to defraud the federal government and get away with just a slap on the wrist,” said Senator Warren. “This bill will help us save lives by ensuring giant drug companies that enter into settlement agreements with the federal government chip in to fund the next generation of medical research.”

    “The Medical Innovation Act is a commonsense way to advance more medical research by holding shady pharmaceutical companies accountable when they break the law,” said Senator Welch. “I led this bill as a member of the House and am fighting today with my colleagues Senator Warren and Representative Schakowsky to maintain America’s leadership in biomedical science.”

    Senator Warren first introduced the Medical Innovation Act in the 114th Congress and has pushed for its passage in every Congress since.

  • MIL-OSI Security: U.S. Strategic Command to Commence Exercise Global Thunder 25

    U.S. Strategic Command (USSTRATCOM) will commence its annual nuclear command and control exercise, Global Thunder, October 18, 2024.

    Global Thunder 25 (GT25) involves personnel throughout the strategic enterprise, including USSTRATCOM components and subordinate units. The purpose of GT25 is to enhance nuclear readiness and ensure a safe, secure, and effective strategic deterrent force.

    This is an annual exercise and is not in response to actions by any nation or other actors, or current world events.

    In addition to U.S. personnel, GT25 will involve key allied and NATO partners, including personnel from the United Kingdom, who will integrate into senior leadership teams and work across a broad spectrum of areas offering policy support and operational insight.

    As in previous years, Global Thunder 25 will include an increase in bomber and other aircraft flights throughout the exercise.

  • MIL-OSI Security: U.S. Strategic Command Hosts EMS Modeling and Simulation Technical Interchange Meeting

    On 10-11 September, U.S. Strategic Command’s (USSTRATCOM) Advanced Warfare Capabilities Division (J81) hosted its second technical interchange meeting (TIM) on the topic of electromagnetic spectrum (EMS) modeling, simulation, and analysis (MS&A).

    Maj. Gen. AnnMarie Anthony, Director of the Joint Electromagnetic Spectrum Operations Center (JEC), opened the TIM by welcoming to USSTRATCOM the modeling and simulation experts to the 2024 TIM.

    Emphasizing, “the importance of campaign MS&A in helping to identify and qualify requirements for future EMS systems,” Anthony noted that, “one model can’t do it all for fully understanding the EMS.”  Focusing on model integration, she said, “We need to find ways to integrate multiple models to better visualize the impacts of a congested and contested EMS environment within a campaign.”   

    Anthony also discussed the analytic consistency needed with integrated models, evolving and standardizing EMS ontologies, and building baselined EMS mission engineering models.  And, while a tall order regarding modeling the electromagnetic spectrum, Anthony also keyed in on making future tools easier to use, by stating, “We need a tool where you shouldn’t need a Ph.D. in electrical engineering just to run a model.”

    The two-day meeting addressed the need to improve EMS MS&A by featuring briefings and demonstrations on current efforts.  Discussions, led by Mr. Tom Woods, USSTRATCOM’s lead for EMS campaign MS&A, focused on current and future challenges and capabilities, including advancements in artificial intelligence, the use of large language models, and the need for standardized EMS data structures among the different models.

    “This TIM connected government and industry modeling and simulation thought-leaders and leading practitioners to identify campaign modeling, integration, and visualization challenges for electromagnetic spectrum analysis tools,” said U.S. Navy Capt. Travis Wood, USSTRATCOM’s J81 Advanced Warfare Capabilities Division Chief.

    “A key DoD emphasis area,” said Capt. Wood, “is incorporating model-based systems engineering practices.  We need to bring this into existing tools so we can prove integrated modeling concepts and then drive spectrum modeling and analysis requirements into future [Department of Defense] DoD campaign tool suites.”

    Through technical interchanges such as this one, USSTRATCOM is charting the course for EMS MS&A, identifying spectrum interdependencies and bringing these requirements into current and future campaign models and war games.

    Moving forward for EMS MS&A, Mr. Woods stated, “We must vastly improve visualization while exploring and defining measures of objectives, performance, and effectiveness.  We also need to develop common data structures that will simplify data exchanges within the Department’s emerging modeling ecosystems.”

  • MIL-OSI Security: Air Force Global Strike Command activates Provisional 95th Wing at Offutt Air Force Base

    BARKSDALE AIR FORCE BASE, La.  –  

    As part of the Air Force reoptimatization for Great Power Competition, Air Force Global Strike Command activated the 95th Wing (Provisional) at Offutt Air Force Base, Nebraska, effective October 1. In provisional status, the 95th Wing (P) will immediately begin leading planning efforts for the 95th Wing to stand-up, receive personnel and use facilities at Offutt starting in 2025.

    In its full operational state, the new wing’s focus will provide combatant commanders with assured command and control (C2) over assigned forces through global command, control, and communication (C3) capabilities. The unit will organize, train, and equip the total force to execute strategic requirements as set forth by commanders.

    “Once activated, the 95th Wing, under AFGSC, will enable effective command of forces to ensure readiness,” said Col. David Leaumont, 95th Wing (Provisional) Commander. “The intent of the 95th Wing is to integrate three units that currently do not exist in a doctrinal chain of command and bring them together under a single commander with the appropriate positional rank and authority to lead and advocate for their resources and readiness.”  

    Once fully activated, the 95th Wing will incorporate existing disaggregate units from the 595th Command and Control Group at Offutt AFB, Nebraska; the 253rd Command and Control Group, of the Wyoming Air National Guard; and the 610th Command and Control Squadron, Air Force Reserve Command, at Davis-Monthan AFB, Arizona, to form an integrated unit. 

    “Additionally, the 95th Wing will manage and oversee the modernization efforts for Offutt to receive the Air Force’s newest strategic command and control aircraft, the E-4C Survivable Airborne Operations Center, that will replace the aging E-4B,” added Leaumont.

    As the 95th Wing moves forward, it will implement the Secretary of the Air Force’s and the Air Force Chief of Staff’s direction and decisions as part of the overall Department of the Air Force reorganization effort to optimize the Air Force for the future.

    The new wing will add about 70 military authorizations at Offutt beginning in 2025 and be fully operational in 2027.

  • MIL-OSI Security: Proving Credibility: 91st Missile Wing completes simulated test launch

    MINOT AIR FORCE BASE, N.D.  –  

    The 91st Missile Wing successfully performed its biennial Simulated Electronic Launch Minuteman (SELM) test, the first phase of testing for the Minuteman III, at Minot Air Force Base, North Dakota, on September 17th and 18th, 2024.

    “This year’s SELM, named OPERATION GIANT PACE 24-2M, was conducted to evaluate the readiness and reliability of the MMIII ICBM system,” said 1st Lt. Ivan Cruz, 91MW Maintenance Group executive officer. “Although operational test launches are executed frequently at Vandenberg Space Force Base, SELM allows the Air Force to test critical processes in a deployed environment without firing the missile.”

    This evaluation is an end-to-end test that is used to verify the reliability of the MMIII ICBM system’s ability to launch if given the command from a Launch Facility (LF), a Launch Control Center (LCC), or an Airborne Launch Control System (ALCS).

    “This year we tested four LFs and two LCCs, with assistance from the 625th Strategic Operations Squadron, to test a new flight track of the E-6B Mercury,” said Cruz.

    Before the test launch order can be given, more than 1,500 hours are committed to ensure all safety measures are met. For the SELM test, the maintenance crews and operators replaced the operational components with test components and isolated the LFs from the rest of the operational squadron to form a test squadron. This allows the test to be conducted safely without affecting an operational missile site while the testing missile crew members use real commands.

    “Due to the ever-growing age of our weapon system, showing that it can complete its mission when asked is important for us in gathering analytical data, and show we are capable of assuring our allies and deterring our adversaries,” said 1st Lt. Alex Mathews, 740th Missile Squadron missileer.

    Once the preparation phase was concluded, the SELM test began. The teams tested their ability as combat crews to launch from not only the LCC but from an ALCS aboard a Navy E-6B Mercury aircraft, which is capable of remotely launching the fleet of MMIII ICBMs. 

    Many agencies are involved in safety, like the missile maintenance team and electronic mechanical team, who ensure the numerous safety procedures are complete prior to testing. The 91MW’s crisis action team then confirms that all sites are in a safe configuration before the simulated launch, Cruz said.

    When all of these tasks have been completed a last-look inspection is done by SELM Quality Assurance personnel to verify the proper configuration of the test LF and LCCs.

    After the safety of each site was confirmed, test commands were sent from isolated test LCCs and the airborne ALCS. Missile commands were transmitted to the isolated SELM test squadron to evaluate everything from routine activities all the way up to the first stage ignition of the MMIII.

    “The credibility of the 91st MW lies in our Airmen and the weapon system we maintain and operate. We train daily for our mission, and SELM allows us to demonstrate the standard of upkeep provided by our maintainers, and the expertise of missileers tasked with executing our mission,” said Mathews.

    The most important aspect of any weapon system is to demonstrate its reliability through extensive scheduled and routine testing. With the SELM test complete the second and final phase of testing can be completed. This second phase of testing will see a live launch of unarmed MMIII at Vandenberg Space Force Base, California. This rigorous testing allows the 91MW, U.S. Air Force and U.S. Space Force to provide a demonstration of combat capability without compromising safety.

  • MIL-OSI Global: How your online world could change if big tech companies like Google are forced to break up

    The US Department of Justice may be on the verge of seeking a break-up of Google in a bid to make it less dominant. If the government goes ahead and is successful in the courts, it could mean the company being split into separate entities – a search engine, an advertising company, a video website, a mapping app – which would not be allowed to share data with each other.

    While this is still a distant prospect, it is being considered in the wake of a series of rulings in the US and the EU which suggest that regulators are becoming increasingly frustrated by the power of big tech. That power tends to be highly concentrated, whether it’s Google’s monopoly as a search engine, Meta’s data gathering from Facebook, Instagram and WhatsApp, or by small businesses becoming dependent on Amazon.

    But what would a breakup of these tech giants achieve for consumers? Those in favour of shaking up Silicon Valley in this way argue that it would lead to more competition and more choice. And the best-case future scenario might look something like this:

    The year is 2030, and you are on your way to meet a friend for a meal. You receive a message notification on WhatsApp, which was sent by your friend using her Signal messaging app. Sending and receiving messages from different apps is now so common you barely notice it.

    In fact, “interoperability” – where different systems and tech work seamlessly together – is everywhere. In the same way you could send an email from Gmail to Hotmail back in 2024, you can now choose from a range of social media apps – alongside Instagram, TikTok and Snapchat – with text, pictures and video posted on one network easily accessible via another.

    You choose an app because you like the way it looks or the way it filters and presents content – not just because everyone else is on it.

    Similarly, your choice of restaurant and information on directions came from apps you have chosen from a much wider selection than the one you had access to back in 2024. You look at reviews produced by people you follow, irrespective of the platform they used to share it.

    Product placement and AI-generated content have practically disappeared, as the mapping app does not want to risk giving you advice you don’t want. If it did, you would simply switch to a competitor which provides a superior service.

    This increased level of competition is central to those who argue for breaking up big tech. Instead of app developers having to pay 30% of their sales to Google or Apple, there would be numerous app stores available, all competing to offer the best apps by cutting their profit margins. The theory is that the app market – and technological innovation – would thrive as a result.

    Research also suggests that the existence of competing apps makes consumers less lazy, and forces businesses to deliver better products, and better value for money.

    Private browsing

    In 2024, you would have had to trust the results provided to you by Google search, Google Maps, or a Google advert. And because Google owned your data, it could auction information about you to other businesses trying to reach you, without your say.

    You might have found Google’s services useful, but most of the benefit from personalised data would have gone to Google. And another big change that could come from breaking up big tech is that you might finally become the unique owner of that data.

    Potentially, you would be the only one with full access to your browsing history – the products you searched for, the ones you bought and the ones you almost bought. You would own the information about where you went for lunch, what you ordered, and how much you spent.

    Other information that would be owned by you might include how you commute to work, which video clips make you laugh, and which books you finished and the ones you abandoned immediately. The same goes for how you met your partner online, your dating history, and the health data your watch has collected about how hard you work at the gym.

    In the imagined year of 2030, you would keep this data on an encrypted server, and different companies would offer apps to help you organise and manage your information. Whenever you wanted to, you could decide to use your data for your own purposes.

    Breaking up is hard to do

    Splitting up big tech companies is not without risks however. An obvious consequence is that those big companies would be less profitable.

    Right now, Google and Meta make (a lot of) money from advertising, and this is only possible because they own so much information about us. If they didn’t, they might end up charging users for the services they provide.

    Interoperability and greater competition may also provide more room for scam app operators. And while more choice about apps may be fine for some, it may be problematic for those who find modern technology challenging enough already.

    For regulators though, the challenge of modern technology seems to be a sense of powerlessness. And if they do decide to take the radical option and break up dominant companies, it could make a big difference to the online world for all of us.

    Foreign Secretary David Lammy met Foreign Minister of the People’s Republic of China, Wang Yi, in Beijing today.

    Foreign Secretary David Lammy met Foreign Minister of the People’s Republic of China, Wang Yi, in Beijing today (18 October).

    The Foreign Secretary set out that as fellow Permanent Members of the UN Security Council, it is a necessity that the UK and China increase bilateral engagement. He made clear that, as global players, both countries have an obligation to work together to find pragmatic solutions to complex challenges. 

    Areas of pragmatic, mutually beneficial cooperation were clear. This included working together on achieving the global green transition; making greater efforts on development and global health; and the safe use of AI. The Foreign Secretary reiterated his commitment to promoting secure and resilient growth through increased trade and investment which creates jobs, drives innovation, boosts productivity and provides economic stability and certainty for the UK economy. They agreed that the UK and China can support both countries’ growth objectives, with China as the world’s second largest economy and the UK’s 4th largest trading partner.

    The Foreign Secretary also raised a number of foreign policy and security matters, including Russia’s war in Ukraine, where he stated how both the UK and China have a shared interest in European peace and ending the war. He reaffirmed that concerns over China’s supply of equipment to Russia’s military industrial complex risks damaging China’s relationships with Europe whilst helping to sustain Russia’s war. The Foreign Secretary urged Wang Yi to take all measures to investigate and to prevent Chinese companies from supplying Russia’s military. The Foreign Ministers agreed to continue to discuss this and other broader foreign policy issues, such as the ongoing conflict in the Middle East.

    Human Rights were discussed, including in Xinjiang, and the Foreign Secretary referenced this as an area which the UK and China must engage, even where viewpoints diverge. Hong Kong is a shared interest, and the Foreign Secretary raised serious concerns around the implementation of the National Security Law and the ongoing treatment of British national Jimmy Lai, again calling for his release. 

    The meeting was constructive across the full breadth of the bilateral relationship, from areas of pragmatic cooperation to issues of contention. Both the Foreign Secretary and Foreign Minister agreed that maintaining channels of communication was essential and committed to holding regular discussions across their respective governments at Ministerial level.

  • MIL-OSI Economics: 8 expert tips for getting started with NotebookLM

    You might know Steven Johnson as an author. He’s written a number of books, many focused on the science of how we think and the history of innovation. But he’s also a Googler who has worked on the NotebookLM team from the beginning of the project two years ago. “Simply put, NotebookLM is a tool for understanding things,” Steven says. Think of it as your virtual note-taking and research assistant: NotebookLM takes information, digests and analyzes it so that you can glean more from it. It’s designed for that “deeper dive” you may need to take into a topic — or multiple topics at once.

    With NotebookLM, you create individual notebooks dedicated to a topic or project. You can upload up to 50 “sources” with up to 25 million words — all from things like PDFs, Google Docs, websites and YouTube videos. Then, NotebookLM uses Gemini 1.5’s multimodal capabilities to assess and make connections between the sources you’ve added. You can ask questions about the content or ask NotebookLM to format it in a specific way — it will even provide citations that link back to the most relevant original passages in your sources. And along the way, your private information is never shared or used to train the model.

    If you’re just getting started, try these eight tips from Steven to get the most out of NotebookLM.

    1. Experiment with your recent documents — even if they’re random

    One of the first things Steven suggests new NotebookLM users do is upload their 10 most recent documents into one notebook and start experimenting by asking questions. Even if your most recent documents are unrelated and totally random, it’s a great way to test run what NotebookLM can do. Whether you know the material in the documents down to the letter, or it’s all pretty new to you, NotebookLM will help you uncover some interesting insights.

    2. Create one main notebook and then identify topic-based notebooks from there

    Steven suggests keeping what he calls an “everything notebook,” which you load up with sources that include the general knowledge you work with most days. The sources might be inspirational quotes from books you read, or the core documents that describe the company you work for, or all your brainstorming ideas that you’ve captured over the years. “I do a lot of open-ended thinking and exploring of ideas in my ‘everything’ notebook,” Steven says. But it’s equally important to create topic- or project-based notebooks as well. “I’ve got a notebook devoted exclusively to the work we do building NotebookLM,” Steven explains. “It’s got all the press releases, new feature descriptions and important internal docs we write as a team.” By keeping all those related sources in a single notebook, Steven effectively has a personalized AI that’s almost like having another member of the team. “I can go in there and type something like, ‘Draft the outline of a blog post for that feature we were discussing last week,’ and Notebook knows exactly what to do.”

    3. Use NotebookLM to connect the dots from different materials

    NotebookLM is extremely useful for situations where you need to manage, connect and synthesize information from multiple sources. “We all have this problem where we’re working on something, and the information we need is scattered across desktop folders, tabs and wherever else,” Steven says. This is what NotebookLM is made for, he explains: connecting all those scattered dots.

    It can be especially helpful as a next step after using Gemini and Gems. After you brainstorm or have other open-ended conversations in those tools, NotebookLM can take the results and turn them into something easy to follow. Steven offers the example of working on a slide deck. Maybe you start the process by brainstorming with Gemini, which leads you to open a few tabs of articles, save some design inspo images and put some notes in a Google doc. You can then feed all of that into NotebookLM, which will synthesize the information into an easy-to-digest format so you can reference everything in one place when you get to the stage of building your presentation in Google Slides.

    4. Start with the suggested questions

    Once you’ve added content to NotebookLM, it’s time to start asking questions — which might leave you stumped. Similarly to tips we shared about using the Gemini-powered side panel in Workspace tools, Steven says NotebookLM’s suggested questions are a great resource. “The model will actually help you ask questions that guide you through the material for a while until you think of something you want to ask,” he explains. You can find some starter questions in the “Notebook Guide” that appears after you upload your first sources. Plus, when you start asking questions, NotebookLM will suggest follow-up queries, too, based on what you’ve already asked and what you uploaded.

    5. Ask NotebookLM to deliver info in different ways

    Something that came out of early testing, Steven says, was the need for NotebookLM to show information in various formats. “Everyone processes information differently, or even just prefers to see information presented in different ways,” he explains. Using the Notebook Guide feature, NotebookLM can turn your uploaded content into an FAQ, a briefing document, a timeline, a table of contents, a study guide — or the popular new Audio Overview, which actually transforms your information into an engaging conversation between two AI “hosts.” Try different options both to see what works best for your own learning purposes as well as for presenting information to others.

    6. Don’t shy away from creative uses

    NotebookLM is an amazing resource for work and school projects (the team actually just launched a pilot program for NotebookLM Business for collaborating within a workplace). But it’s also a great tool for lots of creative uses outside the office or classroom. “We’re seeing a lot of people using it for assistance with writing fantasy and sci-fi novels or developing games where they’re working on world building and intricate backstories,” Steven says. Maybe for your screenplay, you jotted down some notes in a doc, saved various webpages and took photos and videos as inspiration. “There’s all of this information that can be hard to keep straight,” Steven says. “You can put all of that stuff into a single notebook and ask things like, ‘What was the deal with that one character?’ Or ‘Remind me which characters live where?’”

    Steven particularly likes that you can ask NotebookLM for creative input with questions like, “Which characters do you think are most compelling?” or, “What are your favorite parts?” “It’s like being able to control F for ‘interestingness’!” he says.

    7. Turn your sources into Audio Overviews

    You should definitely turn each of those 10 documents you start with, or whatever else you upload, into an Audio Overview, Steven says. “After waiting a few minutes for it to generate, you will have a very entertaining, kind of mind-blowing audio conversation about whatever you uploaded!” Steven says. And the team has just released a new feature in Audio Overviews that allows you to adjust the format of the conversation. Just hit “Customize” in the Audio Overviews panel and enter a short description of what you want the hosts to focus on from your sources. “You can also steer them in terms of the approach of the level of sophistication you want from the Overview,” Steven explains. “I’ve been uploading my own writing and asking them to give me constructive criticism about my work.”

    8. Revisit your NotebookLM chat sessions

    NotebookLM makes it easy to save anything interesting that comes up during your text chats with the AI, just by hitting the “save to note” button in every text exchange. Steven recommends another option as well. “Let’s say you have a conversation about one of your notebooks — you ask questions and then follow-up questions, and you even ask it to refine your idea,” Steven says. You don’t want to lose whatever progress you made or insights you gathered during that dialogue. “At the end of the chat, you can ask NotebookLM to summarize the key points from the conversation into a single note that goes in that notebook,” Steven explains. “That way,” he says, “Future You will thank Past You — and NotebookLM — for making it as easy as possible to pick up where you left off.”

  • MIL-OSI USA: Rep. Panetta Announces New Federal Investment in Local Semiconductor Manufacturer Expansion

    San Jose, CA – United States Representative Jimmy Panetta (CA-19) announced a significant new federal investment in a local semiconductor manufacturer through the landmark CHIPS and Science Act.  The $93 million federal investment awarded to Infinera will support the expansion and modernization of both a new semiconductor fabrication plant, or Fab, in South San Jose and a new Advanced Test and Packaging (ATP) facility in Bethlehem, Pennsylvania.  This funding is expected to multiply Infinera’s domestic manufacturing capacity by ten and create up to 1,200 construction jobs.  

    Infinera is a local semiconductor and telecommunications equipment manufacturer that has operated its U.S. fabrication and ATP facilities for over two decades.  Specifically, the project in South San Jose will construct a new modernized Fab and foundry with over 40,000 square feet of cleanroom space to increase its indium phosphide-based photonic integrated circuits (InP PICs) manufacturing.

    Rep. Panetta with bipartisan majorities in the House and Senate passed the CHIPS and Science Act into law during the 117th Congress.  The landmark legislation has already allocated over $35 billion in proposed funding across 16 states, including California, and is expected to create over 115,000 jobs in emerging high-tech manufacturing and research sectors.  Since the beginning of the Biden-Harris Administration, semiconductor and electronics companies have announced over $400 billion in private investments, catalyzed in large part by public investment.

    “Although Silicon Valley leads the world in innovation, it isn’t really known as a manufacturing base for semiconductor chips,” said Rep. Panetta.  “That may change with this major federal investment in Infinera, its innovation, and its manufacturing of semiconductor chips in California’s 19th Congressional District. Through the bipartisan CHIPS and Science Act, we are investing in local projects with hundreds of good-paying jobs that will bolster our innovation and dramatically increase our domestic output of semiconductors in South San Jose.”

    InP PICs are key components in optical network communications.  These components enable the fast and reliable transfer of large amounts of data in communications, spanning short- to long-distance broadband networks; between AI and machine-learning clusters inside the data center; and between data centers.  This technology is essential to powering American economic innovation and support security technology.

    The California project will be supported by the Nor Cal Carpenters Union (NCCU).  For trades not covered by NCCU, Infinera’s general contractor, Vulcan Construction, has agreed to hire from a contractor base consisting of 100% labor union-signatory contractors affiliated with the building trades.  Infinera’s current operations in South San Jose are 95% carbon free, which is expected to continue with the expansion of the Fab.

  • MIL-OSI Security: Secretary Del Toro Travels to Argentina for the XVI Conference of Defense Ministers of the Americas

    MENDOZA, Argentina – From October 13-16, 2024, Secretary of the Navy Carlos Del Toro led the United States delegation to the XVI Conference of Defense Ministers of the Americas (CDMA) in Mendoza, Argentina. The delegation included senior officials from the Office of the Under Secretary of Defense for Policy. U.S. Southern Command and U.S. Northern Command were also represented.

    CDMA is the premier defense forum in the Western Hemisphere, convening the senior most national security and defense officials biennially to address hemisphere-wide challenges while forging strong partnerships throughout the region. This year’s event featured discussions on the responsible use of artificial intelligence, and climate and environmental challenges from a defense perspective.

    Secretary Del Toro held bilateral meetings with Ministry of Defense leaders from the following countries:

    Argentina
    Secretary Del Toro and Minister of Defense Petri reaffirmed their mutual commitment to the U.S.- Argentina defense relationship and discussed efforts to strengthen bilateral cooperation, including in Women, Peace, and Security, and peacekeeping operations. The two sides recognized the progress made towards finalization of the U.S.-Brazil Reciprocal Defense Procurement Agreement.

    Secretary Del Toro and Vice Minister Suárez discussed the strong bilateral U.S.-Colombia defense relationship, and tackling emerging challenges such as counter-unmanned aircraft system, climate change, and support to special operations. The delegations discussed countering transnational criminal organizations, and regional security.

    Peru
    Secretary Del Toro and Minister Astudillo discussed the strength of the U.S.-Peru bilateral defense relationship, especially in areas of security cooperation and countering transnational criminal organizations (TCOs). The U.S. commended Peru’s recent progress toward the lifting of aerial interdiction restrictions.

    The governments of Canada and Ontario are investing nearly $1.8 million over 2 years to provide international agricultural workers (IAWs) in Ontario with enhanced access to mental health supports in Spanish, Tagalog, French and English.

    Federal-provincial investment will provide new mental health resources

    Oct. 17, 2024 – Toronto, Ontario  –  Agriculture and Agri-Food Canada

    The governments of Canada and Ontario are investing nearly $1.8 million over 2 years to provide international agricultural workers (IAWs) in Ontario with enhanced access to mental health supports in Spanish, Tagalog, French and English.

    Delivered by the Canadian Mental Health Association (CMHA), Ontario Division, in close partnership with its Windsor-Essex and Brant-Haldimand-Norfolk regional branches, the International Agricultural Worker Wellness Program will support IAWs with managing stress, homesickness and isolation. The program will provide referrals to free local services, including recreational activities, primary care, counselling, support groups, in-person workshops, and more.

    The program will launch in early 2025 and be delivered over 2 years, with resources available in Spanish, French and English in year 1, expanding to include Tagalog in year 2. The program will focus on the Windsor-Essex region first and then expand to Brant-Haldimand-Norfolk in year two. Both regions have high populations of IAWs. In the second year, the program will also offer support to farm operators with workshops on how to create safer workplaces.

    This investment recognizes the critical contribution IAWs make in Ontario’s agricultural economy. It builds on the success of the IAW Welcome Centre and the IAW Welcoming Communities Initiative.

    This program is funded through the Sustainable Canadian Agricultural Partnership (Sustainable CAP), a 5-year (2023-2028), $3.5-billion investment by federal, provincial and territorial governments to strengthen competitiveness, innovation, and resiliency of Canada’s agriculture, agri‐food and agri‐based products sector. This includes $1 billion in federal programs and activities and a $2.5 billion commitment that is cost-shared 60% federally and 40% provincially/territorially for programs designed and delivered by the provinces and territories.

  • MIL-OSI Global: Tech bosses think nuclear fusion is the solution to AI’s energy demands – here’s what they’re missing

    The artificial intelligence boom has already changed how we understand technology and the world. But developing and updating AI programs requires a lot of computing power. This relies heavily on servers in data centres, at a great cost in terms of carbon emissions and resource use.

    One particularly energy intensive task is “training”, where generative AI systems are exposed to vast amounts of data so that they improve at what they do.

    The development of AI-based systems has been blamed for a 48% increase in Google’s greenhouse gas emissions over five years. This will make it harder for the tech giant to achieve its goal of reaching net zero by 2030.

    Some in the industry justify the extra energy expenditure from AI by pointing to benefits the technology could have for environmental sustainability and climate action. Improving the efficiency of solar and wind power through predicting weather patterns, “smart” agriculture and more efficient, electric autonomous vehicles are among the purported benefits of AI for the Earth.

    It’s against this background that tech companies have been looking to renewables and nuclear fission to supply electricity to their data centres.

    Nuclear fission is the type of nuclear power that’s been in use around the world for decades. It releases energy by splitting a heavy chemical element to form lighter ones. Fission is one thing, but some in Silicon Valley feel a different technology will be needed to plug the gap: nuclear fusion.

    Unlike fission, nuclear fusion produces energy by combining two light elements to make a heavier one. But fusion energy is an unproven solution to the sustainability challenge of AI. And the enthusiasm of tech CEOs for this technology as an AI energy supply risks sidelining the potential benefits for the planet.

    Beyond the conventional

    Google recently announced that it had signed a deal to buy energy from small nuclear reactors. This is a technology, based on nuclear fission, that allows useful amounts of power to be produced from much smaller devices than the huge reactors in big nuclear power plants. Google plans to use these small reactors to generate the power needed for the rise in use of AI.

    This year, Microsoft announced an agreement with the company Constellation Energy, which could pave the way to restart a reactor at Pennsylvania’s Three Mile Island nuclear power station, the site of the worst nuclear accident in US history.

    However, nuclear power produces long-lived radioactive waste, which needs to be stored securely. Nuclear fuels, such as the element uranium (which needs to be mined), are finite, so the technology is not considered renewable. Renewable sources of energy, such as solar and wind power suffer from “intermittency”, meaning they do not consistently produce energy at all hours of the day.

    These limitations have driven some to look to look to nuclear fusion as a solution. Most notably, Sam Altman of OpenAI has shown particular interest in Helion Energy, a fusion startup working on a relatively novel technological design.

    In theory, nuclear fusion offers a “holy grail” energy source by generating a large output of energy from small quantities of fuel, with no greenhouse gas emissions from the process and comparatively little radioactive waste. Some forms of fusion rely on a fuel called deuterium, a form of hydrogen, which can be extracted from an abundant source: seawater.

    In the eyes of its advocates, like Altman, these qualities make nuclear fusion well suited to meet the challenges of growing energy demand in the face of the climate crisis –- and to meet the vast demands of AI development.

    However, dig beneath the surface and the picture isn’t so rosy. Despite the hopes of its proponents, fusion technologies have yet to produce sustained net energy output (more energy than is put in to run the reactor), let alone produce energy at the scale required to meet the growing demands of AI. Fusion will require many more technological developments before it can fulfil its promise of delivering power to the grid.

    Wealthy and powerful people, such as the CEOs of giant technology companies, can strongly influence how new technology is developed. For example, there are many different technological ways to perform nuclear fusion. But the particular route to fusion that is useful for meeting the energy demands of AI might not be the one that’s ideal for meeting people’s general energy needs.

    The overvaluation of innovation

    Innovators often take for granted that their work will produce ideal social outcomes. If fusion can be made to work at scale, it could make a valuable contribution to decarbonising our energy supplies as the world seeks to tackle the climate crisis.

    However, the humanitarian promises of both fusion and AI often seem to be sidelined in favour of scientific innovation and progress. Indeed, when looking at those invested in these technologies, it is worth asking who actually benefits from them.

    Will investment in fusion for AI purposes enable its wider take-up as a clean technology to replace polluting fossil fuels? Or will a vision for the technology propagated by powerful tech companies restrict its use for other purposes?

    It can sometimes feel as if innovation is itself the goal, with much less consideration of the wider impact. This vision has echoes of Meta CEO Mark Zuckerberg’s motto of “move fast and break things”, where short-term losses are accepted in pursuit of a future vision that will later justify the means.

    Today, Microsoft announced a new collaboration with Be My Eyes to bring high-quality, disability representative data to help train AI systems. This work with Be My Eyes will help make Microsoft AI models more inclusive for the 340 million people in the world who are blind or have low vision and is the latest step in our commitment to build inclusive technology.

    AI requires large amounts of data for training and utility but too often disability is underrepresented or incorrectly categorized in datasets. In Microsoft Research’s most recent paper on AI performance for describing images from blind or low vision individuals, disability objects, like a braille device, were included less frequently in popular large-scale image-text datasets, leading to recognizing those objects ~30 percent less accurately. This disability data desert can limit the utility of a technology, strengthen existing stereotypes and magnify bias. As we continue to discover the opportunities for AI and accessibility, inclusive data through these types of partnerships and community collaborations are paramount to building inclusive AI.

    How we do this matters. Transparency and user control are the guiding principles for data privacy in this agreement. Be My Eyes will provide video data sets, including unique objects, lighting and framing that realistically represents the lived experience of the blind and low vision community. Personal information will be removed from metadata by Be My Eyes prior to sharing and the company continues to work transparently with its members to provide a clear process and options to opt out of data sharing. Microsoft will then use the data to improve the accuracy and precision of scene understanding and descriptions with the goal of increasing the utility of AI applications for the blind and low vision community.

    Today’s news is the next chapter in our collaboration with Be My Eyes, which began in 2017 when their app was integrated into the Disability Answer Desk support experience to give customers more efficient technical support. Last year, Microsoft was the first to pilot their new ‘Be My AI’, with AI helping to solve technical support issues. Be My Eyes also recently developed a Windows app, available in the Microsoft Store. Collaborations like these allow us to improve representation and diversity of AI data and drive more authentic inclusion of disability in our technology.

    Responsible AI is inclusive AI

    In the last 18 months, we have been focused on understanding how generative AI can directly impact disabled people, but our history here goes back even further. We are principled in our approach to make sure we extend those benefits and mitigate potential harms of AI. Microsoft’s Responsible AI framework is how we do this. It includes fairness, reliability and safety, privacy and security, transparency, accountability, and inclusiveness including accessibility.

    AI innovations can reduce cognitive load through summarization, automate meeting notes, and provide detailed image descriptions. These innovations have so many positive implications for neurodiverse, deaf, and blind communities and more, and with 1+ billion people on the planet who experience some type of disability, the disability data desert is a crucial issue to address.

    Speech is one example of where we have been investing, and since 2022, we are proud to work with the University of Illinois Urbana-Champaign (UIUC) along with Apple, Google, Meta, and Amazon on the Speech Accessibility Project. The UIUC works with nonprofit organizations to collect data to improve speech recognition for individuals with diverse speech patterns such as those with ALS. This data helps AI models learn a broader understanding of the diversity of speech and expands scenarios where this technology can bring benefits – including accelerating non-standard speech data accuracy in mainstream speech platforms, like Azure Speech. The project is enhancing AI systems for people with disabilities by integrating diverse data and perspectives into the development process.

During the first panel session on “Inclusion as a priority of all countries’ agenda,” the Minister referenced ongoing efforts to realize the goal of a barrier-free Canada as set out in the Accessible Canada Act, and highlighted significant actions being implemented under the Disability Inclusion Action Plan, including the new Canada Disability Benefit.

    Minister Khera encouraged G7 nations to consider the importance of initiatives that promote equal access to employment opportunities, highlighting Canada’s new Employment Strategy for Canadians with Disabilities, which aims to close the employment gap between persons with disabilities and those without. The Minister also noted Canada’s dedication to ensuring that the design and use of artificial intelligence (AI) is safe, secure and protects the human rights of persons with disabilities. Accessibility Standards Canada is leading the development of a standard that aims to ensure the application of emerging technologies like AI are equitable, inclusive and do not introduce new barriers for persons with disabilities.

    On October 16, Ministers adopted the Solfagnano Charter, the Ministerial Declaration that identifies eight priorities and outlines recommendations and actions for G7 member countries, including universal accessibility, independent living, as well as inclusive education, employment and services.

    Minister Khera thanked the Italian Presidency for hosting the G7 Ministers’ Meeting on Inclusion and Disability and stated that Canada is working hard to build a fairer and more equitable future where no one is left behind.

  • MIL-OSI Banking: The AI opportunity: Updates to our Gemini and Knowledge & Information teams

    It’s been an exciting few days for AI across our products. We saw NotebookLM with Audio Overviews go viral, added more ways to find information in Search and Lens, and launched a revamped Google Shopping for the AI era. We also just shared a big milestone in our work to help doctors use AI to detect diabetic retinopathy: 600,000 screenings and counting, and we’re expanding access to more people across India and Thailand. There’s a lot more to come.

    AI moves faster than any technology before it. To keep increasing the pace of progress, we’ve been making shifts to simplify our structures along the way, including the creation of Google DeepMind and the joining of the Platforms & Devices teams. As a next step, Prabhakar and I have been thinking through how to structure our Knowledge & Information team for the Gemini era, and today we shared the following changes:

    • The Gemini app team led by Sissie will join Google DeepMind under Demis. As the name suggests, the Gemini app is the direct consumer interface to the latest and greatest Gemini models. Bringing the teams closer together will improve feedback loops, enable fast deployment of our new models in the Gemini app, make our post-training work proceed more efficiently and build on our great product momentum. 
    • The Assistant teams focused on devices and home experiences will move to Platforms & Devices so they can sit closer to the product surfaces they’re building for and bring our AI-powered home initiatives into one team and focus on improving user experience.

    In parallel to this, Prabhakar has decided it’s time to make a big leap in his own career. After 12 years leading teams across Google, he’ll return to his computer science roots and take on the role of Chief Technologist, Google. In this role, he’ll partner closely with me and Google leads to provide technical direction and leadership and grow our culture of tech excellence. Nick Fox, a longtime Googler and member of Prabhakar’s leadership team, will be stepping up to lead K&I, which includes our Search, Ads, Geo, and Commerce products.

    Prabhakar’s leadership journey at Google has been remarkable, spanning Research, Workspace, Ads, and K&I. He led the Gmail team in launching Smart Reply and Smart Compose as early examples of using AI to improve products, and took Gmail and Drive past 1 billion users. Since the start of my career, I’ve been excited by the “magic cycle” of research, where real-world challenges motivate new foundational and applied research, which in turn has a positive impact in the real world. Today, with the right infrastructure, talent and approach, we’re able not only to make rapid breakthroughs in everything from AI to algorithms to computing infrastructure, but to put those technologies to work to improve people’s daily lives and have societal impact faster than ever before, sometimes in a matter of months.

    I’m seeing this firsthand as I’ve recently stepped up to lead Google Research, so I wanted to share a perspective on the incredible progress we’re seeing — and how important research is in driving helpful innovation.

    Our approach: impact-driven curiosity

    Google itself in fact began with research. “The anatomy of a large-scale hypertextual Web search engine,” published in 1998, explored how PageRank could provide a fundamentally better way to find info on the web, But it didn’t stop with a research paper — it was applying that research that produced Google. Over the past 26 years, that approach to implementing research — quickly — has transformed not only our company, but also how people can interact with the world’s information. Indeed, much of the rapid progress in AI we see all around us today grew from Google Research’s invention of the Transformer.

    In all of our research, we ask ourselves: How can we make a step change, not just incremental? What’s impossible today, that we could make possible? And what is the greatest impact we can have — how can this make a real difference in the world?

    Google Research today includes fundamental and applied work in foundational machine learning and algorithms, computing systems and quantum AI, and science, AI & societal impact. And across all these domains, we run initiatives on efficiency in machine learning, factuality & grounding in AI systems, and new data techniques.

    Breakthroughs for the benefit of people and the planet

    We motivate our research by going after the biggest questions that matter to advance science and make a difference to people and to communities globally. What are the most effective ways to mitigate climate change? How can we help make billions of people healthier? How can we enable new experiences? And to do all this, can we break through limitations in computing and AI systems? Each of those becomes an inspiring research challenge — and in so many cases we’ve already translated research into solutions.

    For example, to address climate change, in a trial with American Airlines we used AI to help reduce contrails by 54%, demonstrating that airlines can verifiably avoid contrails and thereby reduce their climate impact. To help address the growing wildfire crisis, we partnered with leading wildfire authorities to develop FireSat, an upcoming AI-powered global satellite constellation to detect and track wildfires the size of a classroom — within 20 minutes. And consider flood forecasting — when our team at Google Research began the project in 2018, experts I met with said it was likely impossible to forecast riverine floods. But by developing AI that can build a global hydrologic model, we’ve not only proven it’s possible, but applied it to provide communities accurate early warnings and help save lives.

    Meanwhile, to support health and wellbeing, we’ve developed AI that can help screen for breast cancer and colorectal cancer, help prevent blindness at scale, spot potential skin conditions and detect diseases based on the sound of coughs. We’re still in the earliest days of AI breakthroughs and genomics research, and yet we’ve made progress with Large Language Models for the medical domain and we’re already poised to improve the health care for hundreds of millions of people.

    But perhaps one of the biggest undertakings involves advancing computing itself, and how it can fundamentally alter the scope of problem-solving. We’ve developed state-of-the-art attention models and use graph mining to improve retrieval quality. We’re also working on approaches to grounding large language models, such as by training models to rely on source documents for summarization and evaluating factual consistency. This research has led to improvements like the double-check feature in the Gemini app. We’ve made AI more efficient with research on speculative decoding, efficient inference techniques, and cascades, and we’ve helped improve privacy with federated learning and differential privacy. And our quantum computing team just published new results in Nature affirming that as we reduce the error rate in our quantum processors, we reach levels of computation that can’t be matched by even the world’s most powerful classical computers — putting us on track to crack open an entirely new computational capability for the world.

    These are just a few examples of the type of work done across Google Research.

    Why partnership is crucial for turning research into impact

    Of course, as we turn research towards impact, we’re acutely aware that technology is not automatically beneficial — you can’t “invent it and forget it,” simply releasing powerful technologies on the naive assumption that they will be helpful. It requires careful stewardship, partnership and a fundamentally human-centric view of how to design and guide emerging technologies. That’s one reason we do our research in partnership with a multitude of researchers in academia and many others, while creating tools and best practices that support a truly global research ecosystem with the aim of steering new technologies towards beneficial outcomes. We actively engage in advancing socio-technical research to bolster our AI principles — including on equitable datasets, interpretability, and algorithmic fairness — and there’s important work ahead to make our AI models even more efficient, factual, robust and safe.

    We have the greatest impact when we’re working with research partners. Since 2005, Google has worked with more than 1,000 research institutions and invested over $400 million dollars in academic research worldwide, much of this led by Google Research. We find experts across disciplines, roll up our sleeves, dive into the research, and make scientific advances together. In our connectomics research, we’ve partnered with Harvard to use AI to make the most detailed mapping yet of neurons in the human brain, revealing newly discovered structures — all towards helping scientists understand fundamental processes such as thought, learning and memory. Google Research also engaged in a first-of-its-kind collaboration with Howard University and other HBCUs to build a high-quality African-American English (AAE) speech dataset that Google — and others — will use to improve speech products. This is related to our overall effort to reduce barriers and better serve communities by enabling technology to work in many more languages.

    With our partners, and through Google’s own products, we use our research advances to benefit billions of people. For example, as populations swell and shift in the Global South, millions of people’s buildings aren’t represented on any map, and they risk missing out on essentials like electricity, healthcare and mail delivery. So Google Research in Africa has used AI to make big improvements to the Open Buildings dataset — transforming blurry, low-res satellite imagery into useful, high-res building outlines so partners like the World Bank, the World Resources Institute, UN Habitat, WorldPop and Sunbird AI can use it to ensure global development includes everyone. Along with our SKAI effort, this has helped our partnership with the UN to boost damage assessment.

    In another sphere, our Operations Research team recently showed how cargo shippers could double their profit, deliver 13% more containers and use 15% fewer ships. This is not only helpful for businesses, but good for supply chains globally.

    Finally, we of course partner extensively with product teams to drive innovation across Google — and our responsibility also includes keeping an eye on the horizon, exploring the art of the possible, and imagining how we can apply our breakthrough technologies for maximum benefit in years to come.

    Towards the future

    We feel great urgency given the scope of problems facing humanity — but also great optimism because of what we’ve been able to do already. Our multi-decade track record shows that Google Research is second-to-none in delivering helpful advances. We’ve delivered breakthroughs that have shaped Google’s identity as a company, helped inaugurate new fields in computer science, and advanced the frontiers of innovation and technology with thousands of publications. The advances we’ve shared are already assisting people – from their everyday tasks, to their most ambitious and imaginative endeavors — and addressing society’s most pressing challenges, from healthcare to education to climate change and climate science.

  • MIL-OSI Banking: How gen AI can help doctors and nurses ease their administrative workloads

    Did you know doctors and nurses spend more than a third of their work week on paperwork? This includes maintaining detailed patient records, completing insurance forms and referrals, documenting procedures performed, organizing documentation for claims and inputting claim information into the system. A study published today by Google Cloud and The Harris Poll sheds light on the extent of this burden — and it also highlights how generative AI (gen AI) can help.

    Clinicians, including doctors and nurses in the United States, report that nearly 28 hours of each week are lost to administrative tasks, leaving less time for what truly matters: patient care. It’s no wonder that 82% of clinicians report feeling burned out. This isn’t just a doctor problem: Insurance staff face an even bigger mountain of paperwork, spending 36 hours a week on administrative duties, such as maintaining member records and compiling documentation for claims.

    Burnout, errors and less time with patients

    This administrative overload is contributing to many of healthcare’s biggest challenges:

    • Burnout and staffing shortages: 82% of clinicians, 81% of medical staff and 77% of claims staff agree that administrative work contributes to feelings of burnout. Furthermore, 85% of provider executives and 78% of insurance company (payor) executives report that excessive administrative work has led to staffing shortages.
    • Reduced time with patients: 8 in 10 providers say administrative tasks detract from time spent with patients, and 68% believe this negatively impacts the quality of care. This sentiment is echoed by 93% of clinicians, 88% of medical staff, and 94% of claims staff, who believe they could dedicate more time to patient care if their administrative burden was lessened.
    • Increased risk of human error: Two-thirds of providers and 89% of payors express significant concern about human error in administrative tasks, with 22% and 49%, respectively, being “extremely” concerned.

    Generative AI solutions

    However, there is a promising solution to help with many of these tasks: gen AI. The study found that healthcare professionals are open to using generative AI, with 91% of providers and 97% of payors saying they feel positively about AI’s potential to ease administrative burdens. The general public feels the same, with 72% of respondents saying using AI is a worthwhile way to allow their healthcare providers more time to talk to them. Here are a few ways gen AI can help:

    • Making it easier to search patient documents and medical records
    • Creating clinical documents, like discharge summaries, progress notes and referral letters, giving clinicians more time to focus on reviewing and finalizing the documents
    • Getting prior authorizations approved faster by pre-populating forms, flagging potential issues and suggesting relevant clinical guidelines
    • Speeding up turnaround times in medical imaging by creating initial drafts of reports, allowing radiologists to prioritize complex cases and collaborate more effectively

    While AI can’t replace human compassion and expertise in healthcare, it can support healthcare professionals, allowing them to focus more on people, not paperwork. By easing administrative burdens, AI can pave the way to a more efficient, accurate, and human-centered system where the needs of patients are always at the forefront.

  • MIL-OSI Global: Forest fires are shifting north and intensifying – here’s what that means for the planet

    Fires have long been a natural part of forest ecosystems, but something is changing. Our new study shows that forest fires have become more widespread and severe amid global heating, particularly in the high northern latitudes such as Canada and Siberia where fires are most sensitive to hotter, drier conditions.

    The implications of this are alarming, not just for the ecosystems affected or the cities engulfed by smoke downwind, but for the planet’s ability to store carbon and regulate the climate. The trend we discovered contrasts with declining fire extent in savannah grasslands, which may reflect the expansion of farming and changing rainfall patterns.

    We established the leading causes of forest fires in different parts of the world using an AI algorithm. It grouped forest regions into distinct zones with similar fire patterns and underlying causes, uncovering the worrying extent to which climate change is fuelling the expansion of forest fires in Earth’s high northern latitudes.

    More fires in ‘extratropical’ forests

    Since 2001, emissions from fires in forests outside of the tropics, like parts of the boreal forest in the far north of North America and Eurasia, have nearly tripled. This rise is largely the result of hotter, drier weather occurring more frequently, combined with forests growing more efficiently in places where the cold once stunted their growth.

    Climate change is creating ideal conditions for larger, more intense fires, which accelerate climate change in turn by releasing more carbon to the atmosphere. In fact, we found that global carbon emissions from forest fires have increased by 60% over the past two decades. The largest contributions come from fires in Siberia and western North America.

    This trend shifts the focus of forest fire emissions from tropical forests, where fires set to make room for farmland have long contributed carbon to the atmosphere. Conservation policies have reduced deforestation rates since the early 2000s in some regions, particularly Amazonia. By contrast, increasing fires in northern forests, such as the taiga – the forest of the cold sub-arctic region – are driven by changing climate conditions and generally started by lightning, which makes them harder to prevent.

    Not only is the area affected by fires expanding but the fires themselves are growing more severe and releasing more carbon, according to our new findings. This corresponds with an earlier study that found fires are doing more damage to ecosystems globally than in the past. Fires are burning through drier and more flammable vegetation as global temperatures rise and droughts become more frequent.

    In northern forests, more severe fires can burn deep into the soil and release carbon that has accumulated over centuries. Forests can remain net carbon emitters for decades after burning and the more severe fires become, the longer it takes forests to rebound and recapture carbon lost during the fire.

    What does this mean for the planet?

    The steep rise in fire emissions from forests outside the tropics is a clear signal that the capacity of Earth’s forest to store carbon is at increasing risk.

    Forests, particularly in northern regions, absorb and store CO₂ from the atmosphere. But as fires expand and become more severe, these vital carbon sinks are weakened. This undermines the global effort to tackle climate change as forests offset emissions from human activities that burn fossil fuels.

    Forest fires, long considered part of the natural carbon cycle, are increasingly driven by human-caused climate change. Yet, international reporting standards don’t differentiate between “natural” levels of forest fire emissions and the higher emissions we’re seeing due to climate change.

    This allows excess fire emissions caused by humans to fall outside the scope of national carbon budgets tracked by organisations like the United Nations. Gaps emerge between the carbon emissions we think we’re managing and the actual amount that’s passing between the land and the atmosphere.

    What drives fires in different regions varies, so addressing this growing threat requires tailored approaches. Outside of the tropics, proactive forest management is essential. Carefully managed fires and thinning out vegetation can mean fires ultimately cause less damage when they do ignite. Monitoring vegetation growth, alongside fire-favourable weather conditions, can help identify and prioritise areas for intervention.

    In tropical forests, reducing ignitions (especially during droughts) and preventing forest fragmentation is key to protecting these ecosystems and their carbon stocks. This may help prevent the more extreme fires that turn tropical forests from carbon sinks into sources.

    Increasing fires are a symptom of climate change

    Limiting the burning of fossil fuels is central to minimising future fire risk. Without drastic cuts to greenhouse gas emissions, more severe and widespread forest fires are likely, with increasing damage to ecosystems, biodiversity and the climate.

    Our study also highlighted the importance of updating international reporting standards on carbon emissions. As forest fires become more closely linked to human-driven climate change, it’s crucial that fire emissions be included in national carbon budgets to provide a more accurate picture of the planet’s carbon fluxes.

    There is also a risk of overestimating how much carbon is stored by reforesting areas, especially outside the tropics. Many carbon offset schemes rely on planting new trees or delaying the harvest of existing ones to absorb CO₂, but if the growing threat of forest fires isn’t properly accounted for, these projects could fail to deliver the carbon savings they promise.

    Forest fires are no longer just a natural occurrence. As they shift north and intensify, these fires are a clear symptom of human-caused climate change.

    It’s essential to recognise the growing role that fires play in the carbon cycle. By doing so, we can better manage fire risks, safeguard forests and ensure a more resilient future for the planet.
