  • MIL-OSI Security: Australian support for enhanced INTERPOL database to combat online child abuse

    LYON, France – The Australian Federal Police (AFP) is contributing AUD 815,000 for a significant enhancement to INTERPOL’s International Child Sexual Exploitation (ICSE) database.

    The ICSE database is a ground-breaking tool to advance child exploitation investigations through strengthened global information sharing.

    The upgrade, known as ICSE Next Generation, is designed to speed up the process by which investigators identify victims in child exploitation material, through integration of the latest technologies for improved text, audio and video analysis, facial recognition, and artificial intelligence.

    Launched 13 years ago, ICSE currently connects specialist investigators in 68 countries and has so far assisted in the identification of more than 31,000 victims, including 860 victims in Australia.

    On average, around seven victims are identified every day.

    Offenders identified

    In addition, more than 14,000 offenders have been tracked and arrested by law enforcement, including 349 in Australia.

    AFP Commissioner Reece Kershaw said the AFP’s partnership with INTERPOL to support the upgrade of the database highlighted the commitment of law enforcement to protecting children around the world, while bringing offenders to justice.

    “We know we can’t win this important battle alone. The advancement of this database is a game changer for how law enforcement around the world can work together to protect our society’s most vulnerable – our children,” he said.

    Commissioner Kershaw said child protection investigations would be bolstered with law enforcement agencies avoiding duplication of effort by triaging online child exploitation material multiple times in multiple jurisdictions.

    Target, track and disrupt

    “This specialized tool means our investigators will be faster and more efficient than ever before, allowing us to quickly target, track and disrupt those seeking to harm and exploit children around the world – and most importantly, bring them to justice.

    “The AFP is proud to partner with INTERPOL, along with our state, Commonwealth and international law enforcement counterparts, to combat this insidious crime,” concluded Commissioner Kershaw.

    The AFP-led Australian Centre to Counter Child Exploitation (ACCCE) and AFP Child Protection Operations frequently contribute to the ICSE database, ensuring that investigators in other countries can benefit from the work undertaken in Australia to help identify victims.

    In May 2022, the ACCCE VIU hosted the third National Victim Identification Taskforce, during which more than 3,500 files were de-conflicted against the ICSE database, with images from 55 newly-identified victims added for potential identification.

  • MIL-OSI Russia: ‘Distance is not a problem’: HSE develops cooperation with think tanks of BRICS countries

    At the end of September Institute for Statistical Studies and Economics of Knowledge (ISSEK) HSE held a meeting with representatives of analytical centers from Brazil, India, and Egypt. The participants considered the possibilities of cooperation, including conducting joint surveys and comparative studies, and discussed the formation of common databases and joint publications on foresight and scientific and technical policy. A decision was also made to prepare a draft multilateral agreement on the establishment of the BRICS Foresight Research Association.

    Leonid Gokhberg, First Vice-Rector of the National Research University Higher School of Economics and Director of the ISSEK, welcomed the participants and presented an overview of HSE research activities in areas of possible cooperation, focusing in particular on those conducted by the team of the Institute for Statistical Studies and Economics of Knowledge.

    ISSEK comprises 19 research centres and two international laboratories, with over 240 employees, making it the largest research unit of the Higher School of Economics. The key areas of the institute’s activities are statistical measurements and forecasting of development directions in science, technology, innovation, education, the digital economy and creative industries. ISSEK scientists analyse scientific, technical and innovation policies implemented in Russia and around the world, and study the factors of sustainable economic growth, social welfare and competitiveness.

    ISSEK is implementing a number of large-scale research projects. The Doing Science in Russia study analyzes the current state of Russian science and its development prospects. The Russian Cluster Observatory, which studies the innovative and creative development of cities and regions, publishes two ratings: the Innovative Development Rating of Russian Regions and the HSE Global Cities Innovation Index. In the third, recently published edition, the authors examine more than 1,000 agglomerations with the largest number of high technologies and creative leaders from 144 countries. Hundreds of ISSEK research projects use the results of the unique iFORA big data mining system developed by its team.

    Leonid Gokhberg outlined potential areas of cooperation between ISSEK and foreign partners in the framework of joint research, publications and courses in such areas as foresight, the use of big data, scientific and technical policy, the business climate in the field of science and technology, the digital economy, the creative economy, and innovative urban development.

    The Director of the ISSEK also proposed the creation of a BRICS Foresight Research Association, which would promote cooperation in the field of futures research.

    Fernando Rizzo, Director of the Center for Strategic Studies and Management in Science, Technology and Innovation (CGEE, Brazil), introduced the audience to the history and activities of the organization. CGEE was founded in 2001 and has 115 employees. The center supports decision-making processes on topics related to science, technology and innovation. CGEE experts evaluate and monitor public policies, identify promising technologies and competencies, conduct foresight studies, and provide strategic consulting services for decision-making. CGEE includes several research observatories: Information Services for Science, Technology and Innovation; Space Technology Observatory; Science, Technology and Innovation Observatory; Innovation Observatory for Sustainable Cities; Bioeconomy Observatory; Digital Transformation Observatory.

    In 2024, CGEE organized the 5th National Conference on Science, Technology and Innovation, a major event that attracted a total of 30,000 participants from 27 Brazilian states. The conference presented the Brazilian Plan for Artificial Intelligence (BPAI) 2024-2028.

    Dr. Mohamed Ramadan Rezk, Director of the Egyptian Science, Technology and Innovation Observatory (ESTIO, Egypt), began his presentation with the surprising idea that foresight existed as far back as Ancient Egypt, where the future, i.e. life after death, was depicted on bas-reliefs. In its modern sense, foresight research began in Egypt in 1975, when the Food and Agriculture Organization of the United Nations conducted a study on the demographic impact of potential development strategies from 1975 to 1985. ESTIO was established in February 2014 as a subordinate organization of the Academy of Scientific Research and Technology (ASRT) to develop science, technology and innovation indicators, conduct foresight studies and raise awareness of foresight in Egypt. Later, in 2021, the North African Applied Systems Analysis Center (NAASAC) was established as a collaboration between ASRT, the International Institute for Applied Systems Analysis (IIASA) in Austria and the National Planning Institute of Egypt. Its activities include developing an online educational program on applied research; organizing joint applied research on issues relevant to decision makers in Egypt, North Africa and the Arab States; and providing advisory services to governments and businesses. ASRT conducts foresight research in areas such as energy, water, the impact of COVID-19 on society, and climate change.

    Dr. Gautam Goswami, Principal Scientist, Technology Information, Forecasting and Assessment Council (TIFAC, India), shared the strengths of his organization. TIFAC is a technology think tank under the Ministry of Science and Technology, Government of India. It brings together eminent experts from government agencies, research institutes, universities and industry. TIFAC focuses on areas such as assessing the country’s technology needs and forecasting promising areas of technology development. Since 1996, TIFAC has been publishing a series of reports called “The Future of Technology” (the first and second editions set the forecast horizon for 2020 and 2035; the report “The Future of Technology – 2047” is currently being prepared). The council’s experts also prepare other short- and long-term foresight reports, as well as the Technology Market Research Report, which tracks new technologies, collects patent information, and maintains databases of technologies and experts. TIFAC also provides foresight training to industry professionals, government officials, and academics.

    Iwao Ohashi from Japan, Advisor for Japan and Asia Pacific Countries to the Association of Industrial Parks of Russia, shared his opinion on the prospects for Russia’s technological development under sanctions. He believes that Russia should develop cooperation in technology and innovation with the BRICS countries. Joint foresight studies are also very important, and Iwao Ohashi believes that the creation of the BRICS Foresight Research Association would be a very promising idea. Mr. Ohashi noted that in the near future, China will most likely become a global leader in innovation. At the same time, he emphasized that “we need to make a strategic bet on the creation of Russian innovation centers within the country and in its regions, as well as invite foreign experts to Russia.”

    Following the presentations, ISSEK scientists exchanged ideas for cooperation with foreign participants. Dirk Meissner, Head ofLaboratory of Innovation Economy and academic director of the master’s program “Governance in the field of science, technology and innovation“, mentioned cooperation with colleagues from the University of Campinas in Brazil. “Geographical distance is no longer a problem,” said Dirk Meissner, emphasizing the importance of communication and education online.

    Liliana Proskuryakova, Head of DepartmentLaboratory for Science and Technology Research, noted the issues of health care, energy and water resources as cross-cutting themes in the participants’ speeches. A comprehensive analysis of these basic needs of humanity can determine the priorities of cooperation, in addition, this agenda is also in line with the Sustainable Development Goals that are relevant for our countries. Mikhail Gershman, Director Center for Scientific, Technical, Innovation and Information Policy, head of the project “Making Science in Russia”, invited colleagues to join forces in the framework of comparative cross-country studies of the working conditions of scientists and state scientific and technical policy. Ekaterina Streltsova, director Center for Statistics and Monitoring of Science and Innovation, proposed establishing cooperation to conduct joint research on technological development, including using patent analysis tools.

    Evgeny Kutsenko, Director of the Russian Cluster Observatory, spoke about the project’s scientific plans, including cluster development, unicorn companies and creative industries. The possibilities of strengthening joint projects based on the results of big data analysis were demonstrated by showing the system developed at ISSEKiFORA, expert of the Center for Strategic Analytics and Big Data of the ISSEK Maria Antasheva.

    “I am pleased to meet you. CGEE started collaborating with HSE many years ago. And when Alexander Sokolov suggested intensifying scientific ties, most of the CGEE staff, who already had experience interacting with the Higher School of Economics, knowing the high level of its research, readily supported this idea,” said Fernando Rizzo, Director of CGEE. “At our center, we work in various areas, including sustainable cities, bioeconomy, energy, airspace, agriculture and education. Among the potential areas of our international cooperation, I see training and education in AI and data science, the use of generative AI for research and innovation, joint data infrastructure and the use of predictive modeling in big data analysis.”

    The meeting participants agreed to strengthen international ties and implement projects in areas of mutual interest, including within the framework of the planned multilateral agreement to create the BRICS Foresight Research Association.

    Copper is a relatively common element with a variety of suppliers, and that should typically mean a stable market. However, the copper market has recently been showing unusual instability. New EU legislation, though not always directly related, seems to be having a significant impact on copper prices. This is the case for the Chips Act and the Critical Raw Materials Act – designed to make EU industry more resilient by improving strategic autonomy – but also for laws concerning energy, artificial intelligence and digitalisation. New factors, including looming shortages in strategic raw materials – such as copper – may strongly influence political action.

    Henna Virkkunen is a Finnish politician and member of the National Coalition Party, which is affiliated with the European People’s Party group in the European Parliament. She has been a Member of the European Parliament since 2014, serving inter alia on the Committees on Industry, Research and Energy (ITRE), and Transport and Tourism (TRAN). She was also a member of the Committee of Inquiry investigating the use of Pegasus and equivalent surveillance spyware (PEGA) and the Special Committee on Artificial Intelligence in a Digital Age (AIDA). In Parliament, Virkkunen has worked on various technology and cybersecurity dossiers such as the Digital Services Act, the Cyber-Resilience Act and the Connecting Europe Facility. Before her election to the European Parliament, Virkkunen was a member of the Finnish Parliament (2007-2014) and was part of the Finnish government as minister for education and science, minister for public administration and local government, and transport minister. Born in 1972 in Joutsa, Finland, Virkkunen holds master’s (2001) and bachelor’s degrees (2000) from the University of Jyväskylä.     The following is issued on behalf of the Education Commission:      The Chairman of the Education Commission, Dr David Wong, welcomed the education initiatives announced in “The Chief Executive’s 2024 Policy Address” delivered today (October 16).           Dr Wong said, “As the Chairman of the Education Commission, I support the Government’s commitment to enhancing the quality of education. To complement the country’s development strategy, the Government strives to develop Hong Kong into an international hub for post-secondary education on all fronts, nurture and attract diversified talent to achieve the goal of building an international hub for high-calibre professionals.           “I support the Education Bureau’s ongoing efforts in leveraging Hong Kong’s edge of a highly international and diversified post-secondary education sector. Through encouraging local institutions to enhance exchanges and collaboration with institutions from around the world, hosting more international education conferences and exhibitions to promote the ‘Study in Hong Kong’ brand on a global scale, and setting up the Hong Kong Future Talents Scholarship Scheme for Advanced Studies, our goal is to establish Hong Kong as an international hub for post-secondary education and enhance Hong Kong’s competitiveness.”           He added, “I am pleased that the Government, to complement the national strategy of invigorating the country through science and education, will promote digital education, review the curriculum of junior secondary Science, and support teachers in utilising artificial intelligence for teaching. To build a high-quality teaching force, the Government will set up the Teacher Professional Development Fund of $2 billion to provide a steady funding source for teacher training and exchange programmes.”           Dr Wong also appreciated the Government’s efforts in enhancing students’ whole-person development and the well-being of teachers and students. This includes further promotion of the 4Rs Mental Health Charter, launch of the “Mental Health Literacy” resource packages, strengthening of teacher training and parent education, and extending and enhancing the Three-Tier School-based Emergency Mechanism, promoting the physical and psychological wellness of students, teachers and parents, and enhancing resilience and cultivating positive thinking among them.           “Education is the cornerstone of social advancement. The Education Commission will continue to render advice and work together with the Government to foster the long-term development of Hong Kong’s education, with a view to cultivating values and nurturing people with quality education.     Attendees also heard from Dr. Jaroslaw Kutylowski, the founder and CEO of DeepL a German-leading global language AI company, on how his business utilises large language models (LLMs). He said: “The models that we have been building have all stayed true to our products which has brought us success so far. As the company has been growing, we have been able to invest more into compute technologies and have built a data centre facility in Sweden. However, we need to keep innovating and see what the next step is. If we do not think ahead, we would be in the same position as we are today.”

    Meanwhile, Heman Bekele, who was named TIME’s 2024 Kid of the Year for inventing a potential treatment for skin cancer, shared his inspiring story. He explained how the failures that he experienced in life in producing his innovative soap product has made him a stronger individual and passion has a been a key attribute to his career success so far.

  • MIL-OSI USA: Stauber Blast Postmaster Dejoy for Bogus Plan

    Washington, D.C. – Today, Congressman Pete Stauber (MN-08) sent Postmaster General Louis Dejoy a letter regarding a report detailing how the United States Postal Service (USPS) is considering plans to allow slower mail delivery in the coming months for long-distance and rural services to cut costs.

    “I am deeply disappointed by this announcement, as your agency’s mission is to provide every American with reliable, affordable, and universal mail service,” exclaimed Congressman Stauber in the letter.

    “Arbitrarily determining that a senior living in a rural area can wait to receive their life-saving medication or a veteran can wait to receive their benefits check is unacceptable. Rural communities are already at a disadvantage, with less access to essential services. Your proposal exacerbates these issues, turning a blind eye to the fact that reliable mail service is a lifeline for many in these areas.”

    The letter goes on to demand an immediate reassessment of the plan and calls for solutions that do not compromise service quality for rural areas.

    Background:

    A Washington Post article titled “Postal Service considers rural mail slowdown after election,” dated August 22, 2024, reports that USPS officials are considering plans to allow for slower rural delivery.

    Over the past year, Congressman Stauber has received numerous reports concerning USPS operations, including complaints of work conditions from rural carriers and serious delays of essential items due to alleged prioritization of third-party packages. This prompted Congressman Stauber to inquire about these complaints to the USPS, whose response to the inquiry was insufficient and dismissive.

    Since then, Congressman Stauber introduced the Rural Mail Delivery Improvement Act with Senator Amy Klobuchar (D-MN). This legislation requires the USPS to implement best practices to fix their delivery of service. Furthermore, Congressman Stauber introduced the Modifying Allocations to Improve Local Service (MAIL) Act. This legislation redirects $3 billion from the Biden-Harris Administration’s program to electrify all USPS vehicles, which do not work in cold weather climates like Minnesota, to workforce development, training, and overall improvement of working conditions for our rural carriers.

    CEO statement and outlook
    “Our third-quarter total net sales came in at €7.5 billion, above our guidance, driven by more DUV and Installed Base Management1 sales. The gross margin came in at 50.8%, within guidance.

    “While there continue to be strong developments and upside potential in AI, other market segments are taking longer to recover. It now appears the recovery is more gradual than previously expected. This is expected to continue in 2025, which is leading to customer cautiousness. Regarding Logic, the competitive foundry dynamics have resulted in a slower ramp of new nodes at certain customers, leading to several fab push outs and resulting changes in litho demand timing, in particular EUV. In Memory, we see limited capacity additions, with the focus still on technology transitions supporting the HBM and DDR5 AI-related demand.

    “We expect fourth-quarter total net sales between €8.8 billion and €9.2 billion with a gross margin between 49% and 50% which includes the recognition of the first two High NA systems upon customer acceptance, reflecting progress on imaging, overlay and contrast.     Funding from Anglia Ruskin University is helping small firms’ cutting-edge initiatives

    Virtual reality therapy for people suffering from mental health disorders, using AI to manage demand on NHS services, and technology that listens to a child’s cough to assist early diagnoses are among the Essex innovations that have received thousands of pounds of funding from Arise Innovation Hubs – part of Anglia Ruskin University (ARU).

    The ABOVE (Arise Beyond Open Innovation for Value and Entrepreneurship) innovation support grants are aimed at assisting small and medium-sized enterprises in Essex working on healthcare solutions through medical technology. Not-for-profit, charitable organisations, micro, small and medium-sized enterprises (SMEs), and start-ups are all eligible for support.

    The following eight businesses have been awarded grants of up to £5,000:

    Aerial Icon Limited, which is pioneering the production of ultra-high-quality aerial 360 videos to deliver innovative virtual reality (VR) therapeutic health interventions for mental health disorders such as anxiety, fear of heights, and seasonal affective disorder (SAD). The initiative has also received funding from Innovate UK.

    Elixir AI is working on a project to determine if listening to a child’s cough at the time of GP referral can lead to early diagnosis, and received funding to enhance their software for a larger study with Colchester and Ipswich Hospitals.

    Japeto, a software agency in Harlow, used their grant to build a dedicated computer rig capable of running Large Language Models (LLMs) at sufficient speed. This project, named ‘The Blue Fairy,’ aims to establish the viability of different LLMs in healthcare chatbot applications.

    C-Prio Ltd, focusing on automation and AI to meet the growing demand on NHS histopathology services, used its ABOVE grant in the clinical validation phase of their AI models, specifically for acquiring real digital images of colorectal biopsies, enabling rigorous testing and refinement.

    Tech Balance Limited received grant funding to support the development of a wellbeing app using behavioural science to guide UK university students towards better wellbeing.

    Guardpack Ltd, a manufacturer of sachets and wipes, used its funding to help develop more environmentally friendly options for its customers.

    eScent is developing a wearable, context-driven scent intervention to address increasing levels of anxiety and stress. The funding will be used to secure the company’s intellectual property in the USA and commission a design.

    • Southend-based Surgical Holdings will use its grant to complete ecodesign work, leading to patent protection of new products which are sold worldwide.

    The funding for the ABOVE programme has been provided by Essex County Council as part of its 10-year sector strategy to grow life science, digitech, advanced manufacturing and engineering sectors, leading to more opportunities, jobs and growth across Essex.

    Arise Innovation Hubs are also working closely with partners Medilink Midlands, a specialist provider of support to the life science sector, to help SMEs overcome barriers to growth.

  • MIL-OSI USA: Army launches pilot program to explore generative AI for acquisition activities

    WASHINGTON – Ms. Jennifer Swanson, Deputy Assistant Secretary of the Army for Data, Engineering and Software, announced today the launch of a pilot program aimed at exploring innovative applications of generative artificial intelligence for Army acquisition activities.

    The new program will use LIGER, a cutting-edge generative AI tool that harnesses the power of advanced technology, data analytics, machine learning and natural language processing. LIGER is designed to deliver tailored responses that are highly relevant to specific topics, improving the efficiency and effectiveness of information retrieval and analysis.

    “By utilizing LIGER, we aim to streamline our acquisition processes while enhancing the accuracy of information,” said Swanson. “The ability to query curated document sets for generating new content, along with providing citations, will ensure that our outputs are not only accurate but also easily fact-checked.”

    This pilot program is aligned with the Army CIOs generative AI initiative and serves as an opportunity for AI experimentation and feedback by allowing participants to simplify repetitive and time-consuming tasks such as drafting contracts and policies. Deployed in an IL5 secure cloud environment, LIGER can handle controlled unclassified information data, ensuring that sensitive information is managed with the highest level of security.

    The pilot includes customizable user-access controls to protect “need to know” information, ensuring that data security and confidentiality are paramount. Additionally, the pilot will focus on identifying and calling out potential “hallucinations” or erroneous outputs, thereby increasing the reliability of AI-generated content.

    The pilot program will aim to:

    • Enhance information retrieval by utilizing LIGER to streamline access to critical information relevant to acquisition activities.

    • Promote innovation by encouraging the exploration of novel applications of AI in acquisitions.

    • Facilitate collaboration by fostering a collaborative environment for stakeholders to share insights and best practices regarding AI integration.

    First year student of the Master’s program “Product approach and data analytics in HR management» Konstantin Balcat and his team of like-minded people have developed a system for predicting hard drive failures based on machine learning. With this project, they are among the best at the Digital Breakthrough hackathon for the second year in a row. Vyshka.Glavnoe talked to Konstantin about developing innovations and studying at the university.

    About the project

    — The system we propose allows companies providing cloud services and using their own hard drives to promptly manage stocks and equipment in data centers, as well as effectively plan purchases and optimize the warehouse. At the same time, the possibility of warranty service for purchased batches of equipment is preserved. All this is especially important for large cloud providers.

    The idea for this solution arose from a case and problem proposed by the company “Sila”, which our project helps within the framework of the hackathon “Digital Breakthrough”. Based on historical data on the use and failure of disks, we can predict the moment of failure of a new disk in the future. At the same time, our system takes into account the features of each specific batch of equipment. This allows for more competent management of resources and prevention of failures in the operation of data centers.

    About the team

    — Our team won the regional hackathon “Digital Breakthrough” in Omsk last year with this project. In 2024, in the same hackathon, but at the federal level, we again entered the top, taking 4th place. We are currently negotiating with the company “Sila” about further development and implementation of our solution in the industry.

    The team also includes Daniil Galimov, Alexander Serov, Alexander Kharlamov and Artem Tarasov. We met two years ago at the educational forums “I am a professional” in IT and specialized programs at Sirius. Since then, we have taken part in dozens of competitions, in some of which we won or took prizes. Now, under the grant “Code-AI” of the Foundation for Assistance to Innovations, we are developing a system for identifying marine mammals using aerial photographs. All participants work as IT specialists in Russian bigtech companies: Daniil Galimov and Alexander Kharlamov are specialists in backend and Python, Alexander Serov and I are machine learning engineers and project managers.

    – This year I entered the Higher School of Economics Faculty of Computer Science. My program, “Product Approach and Data Analytics in HR Management,” is being implemented jointly with Alfa-Bank. Having a technical education, I considered it important to delve into the field of management and people management. At the same time, I did not want to stray too far from the technical side and artificial intelligence engineering. It was in the FCN program that I saw such an opportunity. Now I am developing a solution for analyzing interpersonal communications using large language models. It was important for me to have the opportunity to discuss, collaborate with Alfa-Bank, and receive feedback on my project during classes.

    The Republic of France has issued the following statement:

    A free, open and safe Internet is an essential tool for promoting exchanges, inclusion and development. As digital platforms form a significant part of the Internet, their social responsibility must not be ignored.

    The Francophonie is a community of language and values, of women and men whose common language is French, and of the 88 member countries of the International Organisation of La Francophonie (OIF) which promote the same values: democracy, human rights and fundamental freedoms, as well as a constant commitment to cultural and linguistic diversity.

    While a source of progress and opportunities, the digital transformation also raises multiple challenges for OIF member countries: fighting the digital divide, promoting inclusion, protecting fundamental rights, promoting pluralism of currents of thought and opinion, maintaining the integrity of electoral processes and promoting and protecting the right to reliable, high-quality information, and to be protected from fraudulent, malicious and hate content, as well as all forms of discrimination.

    This Call is intended to help address these challenges by inviting digital platforms to step up their commitment to a safer and more honest digital space.

    To this end, We, the Heads of State and Government of countries which have a shared relationship with French, meeting on 4 and 5 October 2024 for the 19th Francophonie Summit in the French Republic,

    Intending to work to develop, within the Francophonie and beyond, a digital space which is inclusive, respectful of democracy and human rights and encourages cultural and linguistic diversity, in accordance with our commitments in the Bamako Declaration (2000), the Saint-Boniface Declaration (2006), the 2022-2026 Strategy for Digital Francophonie, the Declaration on the French Language in the linguistic diversity of Francophonie (2022) and the Declaration of the 18th Francophonie Summit in Djerba (2022);

    Drawing on the guidelines applicable to digital cooperation and the governance of artificial intelligence (AI) provided by international law, including the Charter of the United Nations, the Universal Declaration of Human Rights and the 2030 Agenda for Sustainable Development, but also the specific instruments of the acquis of the World Summit on the Information Society (WSIS), incorporated in the Geneva Declaration of Principles and the Geneva Plan of Action, as well as in the Tunis Agenda for the Information Society, the UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions, the NETmundial+10 Multistakeholder Statement, the UNESCO Guidelines for the Governance of Digital Platforms and the Global Digital Compact;

    Continue to pay special attention to the specific needs of all people in the Francophone space, in all their diversity.

    Call on digital platforms to step up their efforts and commitments to an inclusive, pluralistic, high-quality and trustworthy digital space, especially by implementing the following actions and measures:

    Providing greater transparency, diversity and proximity

    1. Guarantee access, in French and in the largest possible number of national and official local languages of OIF member countries, in clear and understandable language, to the terms of service, as well as their policies and content moderation methods;

    2. Implement simple mechanisms which are easily accessible to all, in French and in the largest possible number of local languages of OIF member countries, in order to highlight content which is considered illegal or runs contrary to the terms of service;

    3. Report to the relevant stakeholders, including the users, public authorities and regulatory authorities, on the implementation of their terms of service and content-related policies;

    4. Facilitate Francophone researchers’ and academics’ access to application interfaces and data, under conditions which appropriately protect legitimate rights and interests, including compliance with and protection of users’ personal data and the confidentiality of algorithmic processes protected by trade secrets;

    5. Provide protection for personal data based on transparent, accessible procedures which are understandable by all, in French and in the languages of the countries providing a service, and ensure that there are sufficient human capacities to undertake this role.

    8. Set up moderation policies and methods for online content, scaled according to needs and capable of taking account of diverse cultures and national and regional languages, whether they be carried out automatically or are supervised by humans;

    9. Acknowledge the key role of associations, action groups, non-governmental organizations, and more generally, recognized bodies in Francophone civil societies as trusted flaggers, which can produce well-founded, reasoned requests to facilitate priority processing by digital platforms.

    Helping better protect Francophone societies and information spaces from risks linked to the use of their services

    Under all circumstances:

    10. Assess, within public reports, the risks of large-scale dissemination in OIF member countries of content which could channel hate speech or lead to violence on any discriminatory grounds; propose, in collaboration with the relevant stakeholders, preventive measures aimed at reducing such discrimination;

    11. Strengthen the legal and normative frameworks which organize the protection of the rights of the child in the digital space, in accordance with international human rights law and in particular the Convention on the Rights of the Child.

    12. Set up measures to provide high levels of confidentiality, safety and security for minors using their services;

    13. Collaborate, in accordance with the 2019 Christchurch Call, on quickly and effectively eliminating illegal terrorist and violent extremist content online;

    14. Take special care to prevent risks relating to misinformation and foreign interference; to this end, support independent fact-checking initiatives, including by backing the work of the OIF in this area, such as its ODIL platform;

    15. Use recommendations systems which provide a wide variety of information sources, as well as the free expression of pluralism of currents of thought and opinion, including by identifying and promoting content which is labelled by independent professionals, such as the Journalism Trust Initiative, all in compliance with national legislation;

    16. Help develop ethical and responsible artificial intelligence, which respects human rights, development and peace, as well as the Sustainable Development Goals;

    In election periods:

    17. While strictly observing countries’ sovereignty and complying with their legislation, help strengthen democratic institutions by maintaining the integrity of electoral processes, including by setting up public assessment and risk-reduction protocols specifically dealing with the integrity of elections or referendums in OIF member countries, before, during and after each process;

Transparently identify public policies, particularly during electoral cycles; monitor the monetization of publications by political parties and their representatives and store these ads and all information enabling them to be analysed in a library with exhaustive content, which is accessible online and regularly updated;

    In crisis periods:

    19. In emergency or crisis situations such as armed conflict, environmental or public health crises, analyse the impact of operations, products, services and advertising systems of companies on fundamental rights and the dynamics of said situations.

    Contributing to cultural and linguistic diversity and fair remuneration for content creation

    20. Actively and tangibly promote cultural and linguistic diversity in creating, producing, distributing, disseminating, accessing and using cultural goods and services online, including in developing artificial intelligence;

    21. Help develop artificial intelligence which encourages cultural and linguistic diversity to combat the risk of homogenous, culturally-poor content;

  • MIL-OSI Security: Former Chief Executive Officer of Chicago Hospital Added to Federal Indictment Alleging Corruption and Embezzlement

    CHICAGO — An ongoing federal investigation into alleged corruption and embezzlement at a Chicago hospital has resulted in a conspiracy charge against the hospital’s former Chief Executive Officer.

    A 45-count, second superseding indictment accuses former CEO GEORGE MILLER, JR., 73, of Dallas, Texas, of conspiring with the hospital’s then-Chief Financial Officer, ANOSH AHMED, 40, of Houston, Texas, to corruptly steer vendor contracts and other hospital business to certain medical supply companies in exchange for cash from the companies’ owner, SAMEER SUHAIL, 47, of Chicago.  Ahmed, Suhail, and the hospital’s former Chief Transformation Officer, HEATHER BERGDAHL, 37, of Houston, Texas, were originally indicted earlier this year on fraud, embezzlement, and money laundering counts.  The charges accused them of causing the hospital to issue payments to purported vendor companies for goods and services that they knew had not been provided.  Many of the purported vendor companies were created by Suhail and Ahmed under various names to conceal their association with the fraudulent payments, the charges alleged.  Bergdahl allegedly opened bank accounts in the names of two legitimate hospital vendors and caused the hospital to deposit fraudulent payments into those accounts.

    The second superseding indictment, which was returned Thursday in U.S. District Court in Chicago, renews the prior charges against Ahmed, Suhail, and Bergdahl, adds Miller as a defendant, and includes new tax charges against Ahmed for allegedly underreporting income in his individual tax returns.  The newly returned indictment alleges that from 2018 to 2021, Suhail paid Miller and Ahmed a share of $19 million in payments that he received from the hospital, in return for Miller and Ahmed steering those contracts and business to him.  The payments to Miller and Ahmed were in addition to the millions of dollars in fraudulent payments charged in the prior indictment.

    Arraignments on the second superseding indictment have not yet been scheduled.

    The second superseding indictment was announced by Morris Pasqual, Acting United States Attorney for the Northern District of Illinois, Douglas S. DePodesta, Special Agent-in-Charge of the Chicago Field Office of the FBI, Mario Pinto, Special Agent-in-Charge of the U.S. Department of Health and Human Services, Office of Inspector General, and Ramsey E. Covington, Acting Special Agent-in-Charge of IRS Criminal Investigation in Chicago.  The government is represented by Assistant U.S. Attorneys Sheri H. Mecklenburg and Kelly L. Guzman.

    The public is reminded that an indictment is not evidence of guilt.  The defendants are presumed innocent and entitled to a fair trial at which the government has the burden of proving guilt beyond a reasonable doubt.

    2. Welcome the opening of this Summit at the Cité Internationale de la Langue Française, where in 1539 the Ordinance of Villers-Cotterêts was signed, for the first time making French the official language of France;

Reiterate our commitment to the French language, a language of teaching and communication, development, transmission and sharing, of creation and opportunities, a language of negotiation in international forums, for our populations, particularly young people, in accordance with the Declaration on the French Language in the Linguistic Diversity of Francophonie, adopted at the 18th Summit in Djerba;

We therefore recall that climate financing is the cornerstone in the global effort to fight climate change and highlight, in that regard, the importance of the Loss and Damage Fund established at COP27 in Sharm-el-Sheikh, recognizing its role in addressing the negative impact of climate change; Welcome the support provided by the OIF through the training of climate negotiators, in achieving this objective;

    8. Recall our commitment to the role of civil society and non-governmental organizations, and support an active Conference of International Non-Governmental Organisations for the benefit of populations and Francophone institutions.

    9. Renew our commitment to promoting gender equality, in accordance with the Francophonie Strategy for the Promotion of Gender Equality, the Rights and the Empowerment of Women and Girls, adopted at the 17th Francophonie Summit in Yerevan;

    10. Believe that the future of our young people is a priority which requires us to continually work with them to foster peace and sustainable development in our societies, in line with the Francophonie values of solidarity, tolerance, justice and inclusiveness;

    11. Reiterate that the promotion of the diversity of languages and cultures, as well as the diversity of expression and creation of cultural and educational content within the framework of a pluralistic, knowledge-based society are Francophonie’s most precious assets;

    12. Urge all OIF countries as well as institutions and agencies of the Charter of the Francophonie to promote the spirit of solidarity and respect shown both at the 2023 Francophone Games in the Democratic Republic of the Congo and the Olympic and Paralympic Games in France in the summer of 2024, with a view to upcoming international sporting events, particularly the Francophone Games, to be hosted by Armenia in 2027;

    13. Building on the legacy of Francophonie institutions, including the 36th session of the Francophonie Ministerial Conference (FMC) in Monaco and the 18th Francophonie Summit in Djerba, having highlighted the importance of innovation in promoting science and the digital economy in order to reduce the digital divide, ensure high-quality education and better access to employment;

    Have decided to make the theme of the 19th Summit: “Create, innovate and do business in French”

    I. The French language, serving an education, training and employability continuum

    Considering that the French language remains the bedrock of our Organisation, while respecting linguistic diversity and promoting multilingualism;

    14. Reiterate our commitment to the teaching of French, and teaching in French, and welcome the key role of educators and school communities. Commit to working alongside the OIF to develop linguistic training and teaching, in order to significantly increase the number of trained educators to ensure high-quality education for all; to this end, encourage sharing of expertise and best practices among training institution networks, the implementation of shared programmes and mechanisms, including greater online resources for educators and educational officials in the Francophone space;

    15. Support the adaptation of academic, professional and technical Francophone training, including through work-based learning, apprenticeships and mentoring in French, in order to promote a spirit of creation, innovation and entrepreneurship for young people, in line with the necessary skills to make them employable and boost the economic development of OIF member countries;

    16. Highlight the importance of facilitating exchanges among young Francophones in training, volunteers, academics, researchers and entrepreneurs, particularly within the framework of cross-cutting mobility projects in the Francophone space; encourage, to that end, multi-stakeholder cooperation involving OIF member countries and Charter of the Francophonie institutions and agencies, with economic and civil society stakeholders;

    17. To better tackle pandemics, call for greater French-language training in the area of healthcare through digital tools and in this regard, welcome national and multilateral efforts, particularly within the World Health Organization (WHO) in Geneva, which this year will open its continuous training centre, the WHO Academy in Lyon, and the cooperation agreement signed between the OIF and WHO in 2021;

    18. Encourage Charter of the Francophonie institutions and agencies to strengthen their work for cultural diversity, in line with the Convention on the Protection and Promotion of the Diversity of Cultural Expressions, adopted by UNESCO in 2005, thus enabling greater visibility among the huge diversity of French-language productions;

    19. Recall that Francophone cultural and linguistic diversity is very important within the digital space, and encourage Francophonie to actively continue its contribution to global digital governance, in accordance with the 2022-2026 Strategy for Digital Francophonie, particularly the process linked to the World Summit on the Information Society (WSIS) in Geneva, the Global Digital Compact in New York and the 2025 Artificial Intelligence (AI) Action Summit in Paris.

    20. Recognize the urgent need to take action in the digital environment and urge Charter of the Francophonie institutions and agencies to implement solutions for accessibility, linguistic diversity and the discoverability of French-language cultural, educational and scientific content and French-language training of generative artificial intelligence; welcome the scale of digitized collections of Francophone documentation centres and new cooperation opportunities created by the Cité Internationale de la Langue Française in Villers-Cotterêts in these areas;

    21. Call for high-level dialogue and advocacy to continue in the area of culture, particularly with regard to protecting and promoting the diversity of cultural and linguistic expressions;

    22. Reiterate our commitment to the multilateral media outlet, TV5, and commit to promote and distribute it; in this regard, we will take every appropriate measure, using all distribution methods, to ensure our populations have the widest possible access to TV5’s channels and the TV5MondePlus digital platform, which showcase the cultural diversity of the Francophone space;

    23. Recalling UNESCO’s Recommendation on the Ethics of Artificial Intelligence, welcome the fact that advances in artificial intelligence can contribute to the fields of translation and interpreting, including within international bodies; and call for these technological developments to fully respect the essential role of French-speaking translators and interpreters;

    24. Highlight the determination of OIF member countries to maintain a reliable, free and safe information space, in accordance with the resolution on good governance adopted at the 44th Ministerial Conference of La Francophonie (CMF) in Yaoundé; declare our full support for the Information and Democracy Partnership and the need to promote media and information education; in this regard, we welcome the 1st High-Level Forum of members of the Network of French-speaking media regulatory authorities (REFRAM) and the major digital space platforms, the adoption of the Abidjan Declaration of 24 April 2024 aimed at strengthening dialogue between regulators and major online platforms in Africa and the Francophone space, as well as the signing of the voluntary commitment protocol, and in this regard, welcome the Villers-Cotterêts Call for an honest, trustworthy digital space in the Francophone world, launched at the opening of this 19th Francophonie Summit;

    II. Create, innovate and do business in the Francophone space

    Considering that success in Francophonie can only be achieved once the French language has been acquired;

    25. Highlight the essential role of compliance with the fundamental freedoms of creation, innovation and enterprise, in accordance with the Bamako Declaration;

    26. Together call on all Charter of the Francophonie institutions and agencies to encourage freedom of creation, in all the diversity of artistic expression, invite them to develop their work for cultural and creative industries, particularly through the development and improvement of vocational training in these sectors, which offer a wide range of employment opportunities;

    27. Recall that the future of artists and creators from all cultural sectors requires working in compliance with copyright and neighbouring rights, and we are committed to strengthening these legal and administrative mechanisms for the regular collection and payment of royalties, and to support the international distribution of works, including within the digital space;

    28. Welcome the work of the OIF for Francophone authors and express our commitment to the Francophonie literary awards, including the Prix des cinq continents, as well as the programmes to support broadcasting productions through the Images de la Francophonie and the Francophonie TV5Mondeplus Funds;

    29. Invite Charter of the Francophonie institutions and agencies in collaboration with civil society, to discuss the importance of Francophonie in sport, highlighting the social and economic opportunities it offers for young Francophones, as well as its positive impact on health and well-being;

  • MIL-OSI USA: Students Harness Power of New Kestrel Supercomputer for Cutting-Edge Energy Research and Innovation

    Students pursuing careers in energy research had a unique opportunity this year to use Kestrel—the U.S. Department of Energy Office of Energy Efficiency and Renewable Energy’s (EERE’s) third-generation supercomputer hosted by the National Renewable Energy Laboratory (NREL).

    This summer, NREL completed the full buildout of Kestrel, reaching 44 petaflops of computing power focused on renewable energy and energy efficiency research. Students from across the country were invited by EERE to apply for access to this powerful tool to advance their research and to expand EERE’s computational efforts for the energy transition. Last fall, over 25 students from 15 universities across the United States applied to use Kestrel for the 2024 spring and summer semesters.

    Students like Yifan Hu at Iowa State University used Kestrel to study the effect of solar wind and other space weather phenomena on solar energy infrastructure. Using the supercomputer’s advanced central processing unit nodes, his team tested new scalable algorithms to provide robust and accurate methods to model solar wind using a numerical method called the relativistic Vlasov-Maxwell system, with the goal of understanding the effects of solar wind on the stability and efficiency of solar power plants to improve power grid reliability and resilience. Access to Kestrel enabled Hu to receive computing results within a week, which led to the submission of two journal articles currently under review.

    Rajat Goel, a chemical engineering student at the University of California, Davis used Kestrel’s high-performance graphics processing units to simulate uranium and its defects, an extremely complex problem that requires significant computational power. Goel researched developing future protective coatings for nuclear reactors to prevent uranium hydride formation, as it is highly toxic and incredibly flammable. Using Kestrel, he significantly reduced the time needed for these simulations. Nuclear energy plays a role as a noncarbon energy source by generating carbon-free power. Ensuring its safe and reliable production is an important factor toward achieving the Department of Energy’s 2050 net-zero greenhouse gas emissions target.

    Hu and Goel’s research projects highlight Kestrel’s ability to address large-scale challenges, particularly in enhancing energy resiliency. Meanwhile, across the country, students used the supercomputer for different yet equally impactful energy research.

    Stanford University student Mark Benjamin used Kestrel’s advanced artificial intelligence (AI) and machine learning capabilities in his manufacturing research project to apply AI models, including convolutional neural networks to model drag and convolutional autoencoders to represent realistic car shapes. The project goal was to set new standards for vehicle design and optimization, aiming to improve fuel efficiency and reduce carbon emissions.

    Students from the University of Minnesota, led by Suryanarayan Ramachandran, used computational fluid dynamics codes on Kestrel to design novel engines that use hydrogen for combustion. This project leveraged an Exascale Computing Project code called AMRex Combustion PeleC to perform first-of-its-kind high-fidelity three-dimensional simulations of explosive hydrogen reactions, called oblique detonation waves, to investigate how hydrogen combustion can be used for future hypersonic propulsion systems, advancing fuel technologies research to reduce fossil fuels.

    Tackling complex energy challenges requires powerful computational resources along with support to ensure the productive use of these resources. Students received help getting their accounts set up and running their workflows on Kestrel from the User Operations staff in the Computational Science Center at NREL. Providing students with access to Kestrel not only advances current research but also shapes the future of clean energy technologies by equipping students with advanced skills to lead in the field of energy innovation and research.

  • MIL-OSI Global: A brief history of deadly dolls in horror cinema – from Annabelle to M3gan

    From Longlegs (2024) to M3GAN (2022) to Annabelle Comes Home (2019), creepy dolls are eerily at home on the big screen. Their cinematic history can be traced back to The Doll’s Revenge (1907) in which a young boy witnesses his previously destroyed sister’s doll reassemble itself, before tearing him apart and devouring him.

    Over the course of the 20th century, cinematic dolls became more aggressively homicidal and the 1980s saw a significant shift in the killer toy sub-genre of horror cinema. Previously governed by puppets and ventriloquist dummies, as seen in Dead of Night (1945) and Magic (1978), in the eighties, the horror output spotlighted malevolent dolls, as can be seen in Curtains (1983) and Black Devil Doll from Hell (1984).

    It was the latter part of the decade though, specifically the release of Dolls (1987) and Child’s Play (1988), that really won over horror fans.

    Dolls is a somewhat unique film in that the other-worldly dolls it spotlights play the part of both antagonist and hero. The suggestion that these dolls possess a morality – however erroneous that morality may be – adds an additional dimension to the killer doll archetype presented to genre fans so far.

    Indeed, Dolls actively encourages the viewer to favour these murderous dolls over their human victims. The transgressions these mortals commit, including theft and parental neglect, make them seemingly worthy of this unique form of punishment.

    These dolls are not the glossy, mass-produced figures of Child’s Play. Instead they are humans metamorphosed into dolls as penance for their indiscretions. There is an inherent sentimentality to Dolls, echoes of which can be found in Annabelle (2014), Robert (2015) and The Boy (2016).

    Dolls of the 2000s

    Child’s Play was the first instalment in the “living doll” sub-genre’s most prevalent and durable cinematic franchise – Chucky. Charles Lee Ray, nicknamed “Chucky”, is a serial killer who moves his life-force into a doll, and persistently attempts to transfer his soul from the toy to a mortal body.

    The Chucky films span five decades and six direct cinematic sequels alongside a TV series and film reboot. And a new Chucky film is anticipated in 2026.

    In the 2000s, cinema-goers were gripped by haunted house horror, as seen in The Others (2001) and Paranormal Activity (2007) and exorcism horror, as seen in The Exorcism of Emily Rose (2005) and The Last Exorcism (2010).

    Chucky’s first appeared in Child’s Play (1988).

    The Conjuring (2013) deftly married these two subgenres to produce a purportedly true account of domestic horror that introduced viewers to demonic doll, Annabelle. The doll here exists primarily as a conduit – a haunted object that can manipulate the people and objects around her to do her macabre bidding.

    Annabelle is notable for both her stillness and silence – something of an anomaly in a subgenre that tends to favour a “they walk, they talk, they kill” approach. The doll’s motion is largely limited to occasional subtle movements of the head, and she doesn’t speak throughout the series.

    Instead, Annabelle prefers to occupy others, carrying out her will through unsuspecting hosts and purging the susceptible victims of their own autonomy in the process.

    Annabelle, Chucky and other lesser-known icons of the deadly dolls horror subgenre, typify our enduring cultural fascination with animism (the attribution of life, and on occasion a soul, to an inanimate object) and anthropomorphism (the attribution of human-like characteristics or personality traits to an inanimate object). And more recent films, including M3GAN, are articulating new anxieties surrounding digital surveillance and artificial intelligence.

    The horror of “living” dolls, after all, lies in their uncanny resemblance to something that it is inherently not human. Their faces, whether of porcelain or plastic, mimic our own and so are imbued with an eerily uncanny hue.

    While the fantasy of a treasured toy coming to life may be a bewitching possibility, horror cinema directly threatens that notion as the childhood playthings it portrays become sources of suspicion, trepidation and terror, rather than pleasure.

    Q3 bookings at €1.52 million, in line for 2024
    In Q3 2024, which is traditionally the weakest of the year, Sidetrade achieved bookings of €1.52 million in New Annual Contract Value (ACV), versus €2.49 million in the same period last year. As announced during the September 11 investor presentation, the expected slowdown in third-quarter bookings against a complex economic and political backdrop does not affect the Group’s positive outlook for the full 2024 fiscal year.

    In the first nine months of 2024, Sidetrade recorded €8.94 million for bookings in New Annual Contract Value (ACV), compared to €8.42 million year-over-year (+6%). Given the postponement of a number of new contracts in Q3 2024 – serving to bolster an already strong business pipeline for Q4 2024 – Sidetrade is expected to match or even exceed its historic bookings record on a full fiscal year basis, which was set in 2023 with €11.2 million achieved in new ACV terms.

    In Q3 2024, Sidetrade achieved revenue of €14.9 million, representing an increase of 33% and up 14% on a comparable scope basis (excluding the recent acquisition of SHS Viveon). This strong performance is attributable to several key factors.

    First, the robust momentum in revenue growth on a constant scope basis continues. As a reminder, in the first half of 2024, Sidetrade reported a 19% increase in its revenue with growth of 18% in revenue for SaaS subscriptions which was impacted by a 4% contribution from the CreditPoint Software business, consolidated as of July 2023. On a constant scope basis, growth in the Company’s revenue was therefore 15%, with a 14% increase in revenue for SaaS subscriptions. In line with this performance, Sidetrade (excluding SHS Viveon) sustained vigorous momentum over Q3 2024, posting a 14% increase in its total Company revenue and 15% revenue growth for SaaS subscriptions, driven by a record performance for half-year bookings.

    In addition, the consolidation of the SHS Viveon business – effective since July 1, 2024 – substantially contributed to this quarterly growth, delivering a positive impact of 19%. SHS Viveon generated revenue of €2.1 million in Q3 2024. Fully consolidated in the DACH region (Germany, Austria, Switzerland and eastern European countries), SHS Viveon’s business represents a new growth driver for Sidetrade, with this geography now accounting for 14% of the Company’s total revenue.

    On the back of SHS Viveon’s consolidation, international markets now represent 68% of the Group’s revenue. With more than 70% of its workforce based outside France, Sidetrade is strongly positioned to capitalize on an increasingly globalized market, while leveraging a strong local presence in its strategic markets.

    Lastly, North America delivered the strongest growth, with revenue up 30%, representing €4.1 million over the period. This market will continue to play a pivotal role in Sidetrade’s growth trajectory.

This CHIPS investment will also support Wolfspeed’s new North Carolina Siler City facility which is integral to the Mohawk Valley’s future as it will send wafers to be finished in NY, creating long term work and future growth opportunities for the Marcy operation.

This major multibillion investment powered by my CHIPS & Science Law will accelerate the ongoing expansion in the Mohawk Valley, helping boost hundreds of good paying jobs and providing long term work for the Marcy fab to succeed well into the future,” said Senator Schumer. “From electric vehicles to artificial intelligence, so much critical technology relies on the silicon carbide chips that Wolfspeed will manufacture and perfect in the Mohawk Valley. Today’s massive investment will make America’s economy and our national security stronger as Wolfspeed helps us write the next chapter of America’s resurgence as the leader in the semiconductor industry, with the Mohawk Valley as the beating heart.”

    Schumer explained that Wolfspeed’s Mohawk Valley Fab is the largest and one of the only 200mm Silicon Carbide fabrication facilities in the world. Wolfspeed officially opened their new fab in 2022 and is actively expanding with approximately $790 million in additional capital planned investment in the Mohawk Valley which will help support new good paying manufacturing and construction jobs to the region. The proposed CHIPS investment would also support the construction of Wolfspeed’s silicon carbide wafer manufacturing facility in North Carolina. Nearly all of the wafers from Wolfspeed’s new facility in Siler City, NC are needed and sent to the Mohawk Valley Fab to be finished and this investment is essential to ramp up chip production in New York. The proposed CHIPS funding will support the Mohawk Valley fab to increase its production capacity by approximately 30%.

    To achieve this increase in capacity in the Mohawk Valley, Wolfspeed will purchase and install additional tools & equipment in the Mohawk Valley, such as photolithography tools, ion implanters, metal deposition tools, etch systems, automation equipment and more that will be support by the Investment Tax Credit from the CHIPS & Science Law.

    The proposed $750 million in CHIPS funding will also help catalyze private capital investment of at least $750 million to support the company’s expansion plans. This injection of private capital would not have occurred were it not for the CHIPS and Science Act. Wolfspeed is the world’s leading manufacturer of wafers and devices made from silicon carbide, a compound which has favorable chemical and material properties compared to traditional silicon, enabling Wolfspeed’s semiconductors to be highly energy-efficient and durable. The silicon carbide devices manufactured by Wolfspeed power electric vehicles (EVs) and plug-in hybrids, enabling extended driving range-per-charge, faster charging times, and lower overall systems costs, they also are vital for artificial intelligence and in military applications critical for national security.

The growth of the Mohawk Valley Fab is hinged on the ability of Siler City to produce 200mm silicon carbide wafers to supply Wolfspeed’s Mohawk Valley Fab. Thanks to Senate Majority Leader Schumer, this CHIPs announcement accelerates hiring towards Wolfspeed’s job target of over 600 employees and increases production capacity at the Marcy Nanocenter. This was a true collaboration across local, county, State, and Federal officials along with the leadership of Wolfspeed to make the dream of recreating American made manufacturing a reality right here in Oneida County.”

    Last week, Schumer announced Edwards Vacuum reached a $18 million CHIPS PMT to build its new $300+ million dry pump manufacturing facility for the semiconductor industry, the first of its kind for America, in Western NY. Earlier this year, Schumer also announced that Micron, which plans to invest $100 billion over the next two decades – the largest private investment in New York’ s history – reached a $6.1 billion CHIPS PMT funding agreement. In addition, GlobalFoundries in the Capital Region also reached an agreement for $1.5 billion in direct grant funding under his CHIPS & Science Law to support a $12.5 billion public-private investment over the next ten plus years to expand and construct a second, new state-of-the-art computer chip factory in Malta, NY. 

    Schumer added, “The CHIPS & Science Law keeps helping grow the booming semiconductor industry in Upstate NY. We are seeing more targeted federal investment than ever before to bring back manufacturing, and awards like this show how the I-90 corridor from Buffalo to Syracuse to Utica to Albany truly is becoming America’s semiconductor superhighway.”

    Schumer has long worked to position the Mohawk Valley for semiconductor investment. In addition to his efforts on further recruiting chip suppliers to Marcy Nanocenter, Schumer secured $2 million in U.S. DOL funding for the Workforce Development Board of Herkimer, Madison and Oneida Counties and Mohawk Valley Community College (MVCC) to boost technical training to support the expansion and attraction of the semiconductor industry. Schumer also secured $2 million for MVCC to create a new state-of-the-art semiconductor and advanced manufacturing training center.

    Schumer is also actively working with Mohawk Valley EDGE to help lure additional semiconductor and supply chain companies to Marcy Nanocenter which will get a further boost from Wolfspeed and Micron’s expansions in the region.

    Schumer said, “Marcy Nanocenter is one of the most shovel-ready sites in the whole country and with this investment helping to strengthen Wolfspeed and with Micron rapidly establishing itself in the broader region, I am going all out to land more companies to make the Mohawk Valley a central component of bringing semiconductor manufacturing back to America.”

    Thanks to Schumer’s CHIPS & Science Law, Upstate New York has seen a major revival in tech manufacturing. Micron has announced plans for a historic $100+ billion investment to build a cutting-edge memory fab in Central New York. GlobalFoundries plans to invest over $12 billion to expand and construct a second, new state-of-the-art computer chip factory in the Capital Region. TTM Technologies, a printed circuit board manufacturer, plans to invest up to $130 million to expand their facilities in Onondaga County, creating up to 400 good-paying jobs. Menlo Micro will invest $150 million to build their microchip switch manufacturing facility in Tompkins County, creating over 100 new good-paying jobs. In addition, Upstate New York is home to semiconductor supply chain companies like Corning Incorporated, which manufactures glass critical to the microchip industry at its Canton and Fairport, NY plants. Edwards Vacuum is also moving forward with a $300+ million investment to build a dry pump manufacturing facility in Western New York, creating 600 good-paying jobs to support the growing chip industry in Upstate New York and across the nation.

    The PMT outlines key terms for Wolfspeed’s CHIPS agreement. To finalize the federal CHIPS agreement, the Commerce Department will now begin a comprehensive due diligence process on the proposed project and other information contained in the application. After satisfactory completion of the due diligence phase, the Commerce Department will finalize the PMT.
