    Today the Right Honourable John Healey MP, Secretary of State for Defence, United Kingdom hosted the Honourable Richard Marles MP, Deputy Prime Minister and Minister for Defence, Australia and the Honorable Lloyd J. Austin III, Secretary of Defense, United States (U.S.) at the Old Royal Naval College in Greenwich, London, the United Kingdom (UK) to review progress in and reaffirm their commitment to the AUKUS partnership.

    The AUKUS partnership reflects the continued commitment by Australia, the United Kingdom, and United States to support a free and open Indo-Pacific that is peaceful, secure and stable. The discussions between the Secretaries and Deputy Prime Minister today reaffirmed the importance of this innovative, enduring, and trusted partnership in the face of a rapidly evolving and increasingly unstable international security environment. The three nations will continue to work to uphold the global rules-based order where international law is followed, and states can make sovereign choices free from coercion. In this context, they reiterated their shared commitments to the AUKUS partnership for the decades to come and welcomed the progress made since AUKUS Defence Ministers last met in California, the United States, in December 2023.

    Pillar I – Conventionally Armed, Nuclear-Powered Submarines (SSNs)

    In March of 2023, our Heads of Government met to announce a comprehensive plan to support Australia’s acquisition of a conventionally armed, nuclear-powered submarine capability as quickly as possible. Since that announcement, our three governments have worked shoulder-to-shoulder to refine the milestones and principles that will form the building blocks for this decades-long partnership.

    The Secretaries and Deputy Prime Minister reiterated their shared and enduring commitment to setting the highest nuclear non-proliferation standard, and the importance of this work to the success of the programme. They undertook to continue AUKUS partners’ open, and transparent engagement with the International Atomic Energy Agency (IAEA) and noted the ongoing bilateral negotiations between the IAEA and Australia to develop a robust safeguards and verification approach for Australia’s naval nuclear propulsion programme under Article 14 of Australia’s Comprehensive Safeguards Agreement with the IAEA.

    Over the last year, our Royal Australian Navy (RAN), Royal Navy (RN), and U.S. Navy personnel have worked tirelessly across governments, defence industry, and academic institutions to optimise the training of personnel to maintain, sustain, operate, and crew nuclear-powered submarines. The Secretaries and Deputy Prime Minister reiterated that the delivery of the “Optimal Pathway” depends upon the skilled workforces of all three countries and reaffirmed their shared commitment to develop a robust base of skills across their military, civilian and industrial sectors.

    • More than 60 RAN personnel are currently in various stages of the U.S. nuclear-powered submarine SSN training pipeline to equip a cadre of Australian officers and sailors with experience aboard the U.S. Virginia class SSNs that the RAN will own and operate from the early 2030s. These numbers will increase further in 2025, with more than 100 personnel commencing training. Six officers have completed all training and have been assigned to U.S. Virginia class submarines. RAN enlisted sailors will join U.S. submarine crews before the end of this year.
    • In the United Kingdom, three RAN officers completed the UK Nuclear Reactor course in July 2024 and are now assigned to UK Astute class submarines. The next group of RAN officers will commence training in the UK in November 2024.
    • The RN, with the support of the Australian Submarine Agency, has also delivered professional and general naval nuclear propulsion training for more than 250 Australian personnel in Canberra.
    • Australians have embedded into programme delivery teams in the UK Ministry of Defence and with Rolls-Royce Submarines. Australians are also currently embedded in U.S. Naval Nuclear Propulsion Program teams.
    • In July and September 2024, Pearl Harbor Naval Shipyard welcomed the first 40 ASC Pty Ltd personnel into its training pipeline with the expectation of more than 100 additional ASC Pty Ltd employees by mid-2025.
    • The Australian Government has committed to nearly AUD 250 million to start delivering the skills and workforce needed for its SSN program, including providing 4,001 Commonwealth Supported Places at Australian universities, in addition to 3,000 undergraduate scholarships over six years, to build the necessary Australian Science, Technology, Engineering, and Mathematics workforce.
    • Additional programs have seen more than 70 Australians supported to undertake postgraduate nuclear studies at universities in the United Kingdom, United States, and Australia.
    • Australia has also recently announced the “Jobs for Subs” initiative, a government-funded program to evolve ASC Pty Ltd to recruit, train and retain approximately 200 additional graduates, apprentices and trainees to support Submarine Rotational Force-West (SRF-West) in Western Australia.

    Recognising that our partners in defence industry are and will remain vital to this endeavour, the Secretaries and Deputy Prime Minister discussed opportunities to maximize our efforts to foster collaboration and build resilience across our industrial bases and supply chains. They welcome the collaboration between BAE Systems (BAES) and ASC Pty Ltd to bring together their combined decades of submarine building to deliver the SSN-AUKUS programme.

    • The U.S. Government decided to invest USD 17.5 billion into its submarine industrial base to support initiatives related to supplier development, shipbuilder and supplier infrastructure, workforce development, technology advancements, and strategic sourcing.
    • Australia has also committed to invest over AUD 30 billion in the Australian defence industrial base to develop Australia’s supply chains and facilitate industry participation in U.S. and UK supply chains.
    • His Majesty’s Government announced an initial allocation of £4 billion from the United Kingdom to continue the detailed design work of SSN-AUKUS and order long-lead items, as well as the United Kingdom’s investment of £3 billion across its Defence Nuclear Enterprise, including the construction of submarine industrial infrastructure that will help to deliver the SSN-AUKUS programme.
    • The Secretaries and Deputy Prime Minister welcomed the AUKUS partners’ commitment to accelerate opportunities for Australian industry in the Virginia class submarine supply chain, including through the Defence Industry Vendor Qualification Program and other industry collaboration initiatives. They welcomed ongoing efforts to encourage further industrial base partnerships to build resiliency across the trilateral Submarine Industrial Base.
    • This August, as a direct result of our close collaboration over this year, our three nations commenced the execution of the first-ever planned maintenance activity of a U.S. SSN in Australia. More than 30 RAN personnel worked alongside U.S. Navy and contractor personnel and UK observers to conduct routine maintenance and observe safety and stewardship evolutions. This was an important step in building Australia’s capacity to support a rotational presence of UK and U.S. SSNs at SRF-West beginning as early as 2027, as well as Australia’s future sovereign SSN capability.

    The Secretaries and Deputy Prime Minister emphasised the importance of ensuring that our trilateral systems have the tools they need to transfer information and data in a timely fashion to facilitate cooperation. They were pleased to welcome the August 2024 signing of an enabling agreement for trilateral cooperation related to naval nuclear propulsion. Once in force, this historic agreement will enable AUKUS partners to go beyond sharing naval nuclear propulsion information, allowing the United States and the United Kingdom to transfer nuclear-propulsion material and equipment to Australia required for the safe and secure construction, operation, and sustainment of conventionally armed, nuclear-powered submarines. 

    This agreement reaffirms, and remains consistent with, the AUKUS partners’ respective, existing international non-proliferation obligations. As a non-nuclear-weapon State Party to the Treaty on the Non-Proliferation of Nuclear Weapons, Australia has re-affirmed unequivocally that it does not have, and will not seek to acquire, nuclear weapons.

    Pillar II – Advanced Capabilities

    The Secretaries and Deputy Prime Minister hailed progress being made under Pillar II to deliver capability to our defence forces while bolstering industry and innovation sector collaboration. AUKUS nations continue to pool the talents of our defence sectors to catalyse, at an unprecedented pace, the delivery of advanced capabilities.

    Through AUKUS Pillar II, our trilateral science and technology, acquisition and sustainment, and operational communities are working across the full spectrum of capability development—generating requirements, co-developing new systems, deepening industrial base collaboration, and bolstering our innovation ecosystems. The Secretaries and Deputy Prime Minister welcomed progress made in building a more capable, combined joint force of the future because of this work.

    • This year, under the Maritime Big Play initiative, we are undertaking a series of integrated trilateral experiments and exercises to enhance interoperability and accelerate the combined fielding of autonomous uncrewed systems in the maritime domain. Later this year, the three nations will bring together approximately 30 systems across four domains for the first large-scale AUKUS integrated demonstration. The Secretaries and Deputy Prime Minister welcomed the inclusion of technologies from companies in each of the three nations and plans to expand to include additional industry partners in the future.
    • In 2024, AUKUS partners furthered their undersea warfare capabilities by beginning to scale up the ability to launch and recover uncrewed underwater systems from torpedo tubes on current classes of British and U.S. submarines, which will increase the range and capability of our undersea forces. AUKUS partners are exploring opportunities to collaborate on sensors and payloads to maximize this capability and deliver effects such as strike, intelligence, surveillance, and reconnaissance.
    • In parallel, the United Kingdom and the United States are strengthening superiority in the maritime domain by integrating the Sting Ray lightweight torpedo into the P-8A Maritime Patrol Aircraft alongside the Mk 54 torpedo, with trials planned for 2025. This will increase the opportunity for interchangeability and potential work on future torpedo programmes. These efforts will ultimately enhance the survivability of our surface combatant and submarine fleets.
    • In the area of long-range precision strike, we are increasing our collective ability to develop and deliver offensive and defensive hypersonic technologies through a robust series of trilateral tests and experiments that will accelerate the development of hypersonic concepts and critical enabling technologies. These capabilities will hold time critical and heavily defended targets at risk from increased ranges, enhancing the survivability of our forces and defending our homelands and forces against potential threats.
    • Advancing our maritime domain autonomy and decision advantage efforts, AUKUS partners demonstrated and deployed common advanced artificial intelligence (AI) algorithms on P8-A Maritime Patrol aircraft to process data from each nations’ sonobuoys. These advances allow for faster data processing and improved target identification in congested acoustic environments, enhancing our combined anti-submarine warfare capabilities. The Secretaries and Deputy Prime Minister welcomed plans to scale these technologies in 2025.
    • Our joint forces demonstrated several innovative uses of AI technologies to enhance decision making and bolster combined military effects. In March, AUKUS partners demonstrated the ability to rapidly co-develop and deploy trilateral AI algorithms to find and fix targets for strike. The Secretaries and Deputy Prime Minister welcomed trilateral plans to explore the introduction of these capabilities into operational units in the coming years.

    The International Joint Requirements Oversight Council (I-JROC) remains a critical collaborative forum to identify and validate joint and combined requirements to ensure capability development considers interoperability and interchangeability from the very start. The Secretaries and Deputy Prime Minister welcomed the establishment of trilaterally determined key operational problems, leveraging existing activities to achieve capability development priorities endorsed by I-JROC. AUKUS partners seek:

    • An enhanced multi-domain long-range strike capability that incorporates asymmetric capabilities and integrated targeting;
    • Strengthened multi-domain integrated air and missile defence capability;
    • Resilient command and control systems that maintain a diverse range of information; and
    • Enhanced logistical networks that are able to deliver persistent support and sustainment for operations in contested environments.

    To this end, the Secretaries and Deputy Prime Minister welcomed work underway across our trilateral Armies, Navies, and Air Forces to explore additional opportunities for collaboration in the land, maritime, air, and other domains under AUKUS Pillar II.

    A cornerstone of our AUKUS Pillar II program remains the opportunity to leverage the best of our defence industrial bases and innovation ecosystems. Over the past year we have further integrated our innovation ecosystems and fostered increased collaboration with these stakeholder communities to explore opportunities in all aspects of Pillar II.

    • AUKUS partners executed the first trilaterally sponsored innovation prize challenge, which focused on electronic warfare. The Secretaries and Deputy Prime Minister are pleased to announce Advanced Design Technology Pty Ltd, Inovor Technologies Pty Ltd and Penten Pty Ltd (AUS), Amiosec Ltd, University of Liverpool, Roke Manor Research Ltd, Autonomous Devices Ltd (UK), and Distributed Spectrum (U.S.) as the winners for this challenge. The selection of these companies demonstrates the important contributions that our trilateral commercial sectors and innovation bases can make in addressing critical operational requirements.
       
    • Building on the success of this first challenge, the Secretaries and Deputy Prime Minister were pleased to endorse plans for a robust two-year agenda that will increase collaboration between and among our innovation centres of excellence. Through this collaboration, AUKUS partners will leverage innovative tools to reach our entrepreneurs and actively solicit new and powerful capabilities from our trilateral innovation ecosystem and industrial base.
    • In coordination with industry associations representing the trilateral defence industrial base, the Advanced Capabilities Industry Forum, continues to provide an opportunity for representatives across government and industry to exchange ideas and deepen industrial collaboration in Pillar II. By the end of this year, AUKUS partners will have convened meetings in each country and facilitated discussions with technology and policy subject matter experts to increase understanding and information sharing.
    • In response to industry feedback and as current projects mature beyond traditional research and development projects, the National Armaments Directors from each nation are identifying opportunities to harmonise acquisition processes and reducing barriers to facilitate the accelerated delivery of Pillar II advanced capabilities. 

    In April 2024, the Secretaries and Deputy Prime Minister announced principles for engaging additional partners on opportunities to collaborate on AUKUS Pillar II projects. The Secretaries and Deputy Prime Minister welcomed progress on consultations with Japan on improving interoperability with Japan’s maritime autonomous systems as an initial area of cooperation. The Secretaries and Deputy Prime Minister noted ongoing consultations with Canada, New Zealand, and the Republic of Korea to identify possibilities for collaboration on advanced capabilities under AUKUS Pillar II on a project by project basis.

    Defence trade and industrial base collaboration

    To promote innovation and realise the goals of AUKUS, Australia, the United Kingdom, and the United States implemented momentous amendments to our respective export control regimes. These historic efforts will maximise secure, licence-free defence trade and stimulate innovation across the full breadth of our defence collaboration, mutually strengthening our three defence industrial bases, while maintaining rigour and security in all three systems. The Secretaries and Deputy Prime Minister reaffirmed support to reduce bureaucratic barriers to collaboration to enable deeper defence industrial base cooperation.

  • MIL-OSI: Mark Cuban Foundation and Northeastern University Bring Free AI Bootcamp to Miami Teens

    MIAMI, Sept. 26, 2024 (GLOBE NEWSWIRE) — Time is running out to apply to participate in the Mark Cuban Foundation Artificial Intelligence (AI) Bootcamp hosted by Northeastern University in Miami. Applications for the no-cost bootcamp are closing September 30.

    The Mark Cuban Foundation, in partnership with Northeastern University is bringing the only artificial intelligence (AI) camp of its kind, free of charge, to high school students in Miami. With a custom and highly relevant curriculum focused on teaching students about the latest developments in the world of AI and Generative AI, the camp will provide the tools to make these technologies work for them and promises to educate, inspire and fuel the next generation of AI professionals.

    The program aims to provide students with a foundational understanding of artificial intelligence and its applications to future careers. Students can select from six tracks: healthcare, arts and entertainment, business and entrepreneurship, computer science, sports science, or education and career readiness. Driven by the belief that fostering interest in AI at a young age is crucial for preparing the next generation for their future, the AI Bootcamps are introductory and accessible to students in 9-12 grade with an interest in technology. Students do not need any familiarity with computer science or programming to attend.

    This free AI Bootcamp is hosted for underserved high school students with a transparent focus on recruiting girls, students of color, first generation college students, and those from low to moderate income households. The AI Bootcamp Program provides students with lunch and a snack, transportation assistance, and technology equipment during bootcamp.

  • MIL-OSI: Healthcare costs at a post-pandemic high, US employers prioritize affordability and wellbeing

    NEW YORK, Sept. 26, 2024 (GLOBE NEWSWIRE) — As the cost of healthcare in the U.S. rises to a record high since the COVID-19 pandemic, nearly half of employers expect healthcare costs will exceed budget projections this year. In response, employers are embracing different approaches to safeguard program affordability for their companies as well as for their employees. While focusing on more competitive, cost-effective plan designs to control costs, they are seeking to maintain employee wellbeing, according to a new survey by WTW (NASDAQ: WTW), a leading global advisory, broking and solutions company.

    WTW’s 2024 Best Practices in Healthcare Survey found that U.S. employers project their healthcare costs will increase by 7.7% in 2025, compared with 6.9% in 2024 and 6.5% in 2023. As a result of this uptick in costs, employers are reaching beyond traditional cost-shifting strategies to improve healthcare affordability and employee health. More than half of employers (52%) plan to implement programs that will reduce total costs, and just as many (51%) intend to adopt plan design and network strategies that steer to lower-cost, higher-quality providers and sites of care. Only 34% expect to shift costs to employees through premium contributions, and just 20% will promote account-based health plans or high-deductible health plans.

    “The cost of healthcare has been rising steadily for years. With cost increases reaching a post-pandemic high, companies are concerned about the burden it’s putting on their workforces, especially since it affects decisions about insurance coverage and care,” said Tim Stawicki, chief actuary, Health & Benefits, WTW. “To tackle high prices and other causes driving increased spending, companies are pursuing initiatives that are beyond cost-shifting.”

    These initiatives are focused within the prescription drug space as well, with strong interest in alternative drug channels and pricing. According to the survey, 21% of employers are planning for or considering promoting drug discount cards or direct-to-consumer prescription delivery to lower out-of-pocket costs in the next two years; 18% expect to allow members to purchase drugs through a retail or “cost plus” outlet, and 17% expect to have an acquisition cost pharmacy benefit manager (PBM) contract structure.

    Other proactive efforts to control costs over the next two years include taking vendor/health plans out to bid (43%), evaluating employee assistance programs/mental health programs (38%), and exploring narrow networks (30%) and centers of excellence (25%). Additionally, employers continue to explore new technology-enabled solutions for managing costs, with 54% exploring navigation or technology that shares provider price and quality information with members.

    To support affordability and employee wellbeing, employers’ top focus areas are obesity and weight management (40%), cancer and oncology (34%), cardiovascular health (28%) and women’s health (27%).

    Employers are still contending with the continued demand for high-cost weight loss medications. While most employers are maintaining coverage for obesity medications with some restrictions, those not offering coverage today state cost and safety as the biggest barriers. Employers are eager to consider safe and effective lower-cost alternatives; 48% of employers expressed interest in compounded GLP-1 medications available through certain vendors at much lower costs.

    “To navigate the current healthcare environment, companies need to proactively address cost challenges and implement effective risk management strategies,” said Courtney Stubblefield, managing director, Health & Benefits, WTW. “By doing so, they can mitigate financial risks, support the wellbeing of their workforce and achieve long-term sustainability.”

    Other survey findings:

    • Employers report the greatest opportunities for artificial intelligence in supporting health and benefits are navigation solutions (64%) and communication (58%).
    • More than two-thirds (67%) of employers provide coverage for fertility services beyond diagnosis of infertility, including in vitro fertilization and medications.
    • To lower costs, 73% of employers plan to carve out pharmacy benefits over the next few years, and 27% would consider a smaller PBM that offers alternate pricing models.

  • MIL-OSI USA: Governor Ron DeSantis Issues Updates on Preparedness Efforts Ahead of Hurricane Helene

    TALLAHASSEE, Fla.—Today, Governor Ron DeSantis was joined by Major General John D. Haas, Florida Division of Emergency Management (FDEM) Executive Director, and Florida Department of Transportation Secretary Jared Purdue at the State Emergency Operations Center to provide updates ahead of landfall of Hurricane Helene. As of 8:00 am ET, Hurricane Helene’s maximum sustained winds have increased to 100 mph with higher gusts, making it a Category 2 hurricane. Additional strengthening is forecast, and Helene is expected to be a major hurricane when it reaches the Florida Big Bend coast tonight. Sixty-eight shelters are open throughout the state in preparation for severe impacts from Hurricane Helene, including 2 state-operated shelters in Tallahassee and DeFuniak Springs. These shelters have are housing over 2,500 residents from areas that may be severely affected by Hurricane Helene.

    Governor DeSantis issued Executive Order 24-209 on September 24, updating EO 24-208 and declaring a state of emergency for 61 counties. This allows state officials to make critical resources available to communities ahead of any potential storm impacts.

    Following Governor DeSantis’ request, FEMA approved the state’s pre-landfall disaster declaration request. This provides important federal resources and assistance, including personnel, equipment, and supplies, and makes available funding sources for emergency protective measures. The pre-landfall declaration request is for the 41 Florida counties included in Executive Order 24-208.

    Voluntary and mandatory evacuation orders are in effect in multiple counties statewide. Residents need to evacuate if they are under a mandatory evacuation order. Counties under evacuation orders can be found at FloridaDisaster.org/EvacuationOrders.

    Residents in the big bed area needing assistance finding or going to a shelter in the Big Bend region for Hurricane Helene can call (800) 729-3413. FDEM team members are conducting callbacks from messages received last night and accepting new calls today to facilitate shelter coordination. For additional resources and assistance, residents can call the State Assistance Information Line (SAIL) at (800) 342-3557. Assistance is available in English, Spanish, and Haitian-Creole.

    State Preparedness Efforts

    • The Florida Division of Emergency Management (FDEM) activated the State Emergency Operations Center to Level 1 on Tuesday, September 24, and is leading coordination efforts for the State Emergency Response Team.
    • The State Emergency Response Team is engaged in over 1,150 missions to assist counties in their preparation efforts. These missions accomplish vital tasks like staging response resources, protecting critical infrastructure facilities like hospitals and utility stations, and coordinating personnel statewide.
    • There are 35,000 shelf-stable meals staged near the anticipated area of storm impact, ready to deploy for response.
    • Seven Urban search and rescue task forces are ready to deploy.
    • The Florida National Guard (FLNG) has mobilized nearly 3,500 Soldiers and Airmen in preparation for Hurricane Helene and can surge to 5,500 if needed.
    • The FLNG is postured to provide logistics support, law enforcement support, route clearance, search and rescue, commodity distribution, flood mitigation, aviation and other support as needed by the state.
    • The Florida State Guard (FSG) has prepared the following:
      • 250+ Soldiers ready to deploy.
      • 10 shallow water vessel boat teams
      • 7 flat-bottom-flood rescue skiffs
      • 2 amphibious rescue vehicles
      • 12 UTV’s
      • 15 Cut and toss crews
      • 7 search and rescue teams
      • 2 UH-60 Blackhawk for daytime aerial assessment and logistics missions
    • The Florida Department of Law Enforcement (FDLE) has positioned all assets, including aircraft, and is ready to respond for reconnaissance and damage assessments, including all backup satellite and communications systems. Portable towers have been staged for emergency communications.
    • FDLE is prestaging Telecommunication Emergency Response Taskforces for response to ensure continuity of service of the 911 system.
    • FDLE’s Criminal Justice Information Services received permission from the FBI to allow law enforcement agencies to perform criminal history queries on behalf of emergency shelters to determine the suitability of shelter staff who may care for vulnerable populations (children, the elderly, the disabled).
    • Nearly 2,000 Florida Department of Transportation (FDOT) team members work directly on storm response.
    • FDOT encourages drivers to download the FL511 app or visit FL511.com for road and bridge closures and potential detours that may be activated. Remember to always follow the direction of local law enforcement and emergency personnel.
    • FDOT issued an Emergency Order on September 23, lifting weight restrictions and allowing emergency response vehicles, including utility vehicles staging for rapid response, to bypass weigh stations.
    • FDOT Statewide Preparedness Efforts Include:
    • Road Ranger Service has expanded service to 24 hours in the storm impact areas.
      • 890 team members conducting pre-storm preparations.
      • 613 team members working in the field conducting pre-storm preparations.
      • 245 pieces of heavy equipment are being used for pre-storm preparations.
      • 307 team members staged for cut and toss operations
      • 120 bridge inspectors staged for deployment
      • 43 team members staged for UAV (drone) deployment
      • 40 large pumps staged
      • 688 generators staged to assist with traffic signal power
      • 4 ITS trailers are staged.
    • Seaports:
      • Port Key West, Panama City, Port St. Joe, Tampa Bay, SeaPort Manatee, Port St. Pete, Port of Fernandina, JAXPORT, and Port Canaveral are closed waterside.
    • Airports: Some flight cancellations or delays are being reported. Check with airlines directly on specific flight updates. The following airports have suspended service:
      • Tallahassee International Airport (TLH)
      • Tampa International Airport (TPA)
      • St. Pete-Clearwater International Airport (PIE)
    • Railroads:
      • Amtrak: Silver Star and Silver Meteor routes (New York to Miami) will terminate in Jacksonville
      • Amtrak: Silver Star and Silver Meteor routes (Miami to New York) will originate in Jacksonville
      • SunRail service has been suspended.
    • Freight Rail:
      CSX will limit operations in the Tampa area.
    • Florida Gulf & Atlantic will shut down operations except the Pensacola area.
    • Apalachicola Northern and BayLine have suspended operations
      • First Coast Railroad will shut down operations on 9/27 .

    • Department of Management Services (DMS) is working to identify potential evacuation shelter sites for special needs and pet-friendly evacuees as far east as Lake City and west as Panama City.


    Health and Human Services

    • The Agency for Persons with Disabilities (APD) is tracking APD-licensed group homes in impacted areas to ensure client safety from Hurricane Helene. APD will provide necessary guidance for re-entry when it is appropriate to do so.
    • The Florida Department of Health’s (DOH) is deploying over 135 emergency response vehicles. Staging is currently in Leon, Liberty, Osceola, and Pinellas counties.
    • DOH has prepared for Special Needs Shelter operations to begin in areas of Helene’s path. A press release has been sent statewide for additional information on special needs shelters. To find a shelter near you, please visit the county emergency management page here.
    • DOH and the Agency for Health Care Administration have initiated Patient Movement Mission to support medical transport and evacuations of health care facilities.
    • The State Surgeon General signed Emergency Order 24-002, which:
      • Waives competitive procurement requirements in order to procure commodities, goods, and services expeditiously in response to the emergency.
      • Permits emergency medical transportation services to operate across county lines.
      • Permits Paramedics, Emergency Medical Technicians, and Medical Directors, as defined by Chapter 401, Florida Statutes, licensed in other U.S. states, territories, or districts to practice in Florida in response to the emergency without penalty.
      • Authorizes a reporting extension for the Prescription Drug Monitoring Program.
      • Authorizes an extension of the upcoming licensure renewal deadlines for Nursing Home Administrators, Radiological Personnel, and Athletic Trainers until October 31, 2024.
    • DOH and the Office of Insurance Regulation (OIR) sent information regarding early prescription refills permitted under Executive Order 24-209. This information was sent to the public, health insurers, managed care organizations, pharmacy benefit managers, pharmacy chains, and health care providers.
    • The Agency for Health Care Administration (AHCA) has activated reporting in the Health Facility Reporting System (HFRS) and has requested that all health care providers report their census, available beds, evacuation status, and generator status information. This information allows AHCA to assist health care providers in transferring patients if needed and ensure that health care providers in impacted areas have the necessary resources and adequate power.
    • AHCA made 537 provider calls for Hurricane Helene preparation ahead of landfall.
    • As of this morning, 80 health care facilities are reporting that they are evacuating.
      • 38 assisted living facilities
      • 26 nursing homes
      • 8 hospitals
      • 4 residential treatment facilities
      • 2 residential treatment centers for children and adolescents
      • 1 adult family care home, and 1 intermediate care facility for developmentally disabled
    • 100% of operating long-term care facilities have a generator on-site. The Generator Status Map for long-term care facilities is available here.
    • The Agency has waived all prior authorization requirements for critical Medicaid services until further notice.

    Infrastructure, Roads and State Closures

    • The Florida Highway Patrol (FHP) is assisting the Florida Department of Corrections with the evacuation of correctional facilities as needed.
    • FHP is assisting with evacuations in Taylor County and in Cedar Key in Levy County.
    • FHP is removing any abandoned or disabled vehicles left along roadways ahead of storm arrival.
    • FHP cut teams, along with FDOT road clearing teams, are staged and ready for post-storm deployment to provide aid to areas impacted by the storm.
    • Florida Department of Highway Safety and Motor Vehicles (FLHSMV) issued Emergency Order 24-05, in support of Executive Order 24-209 which: waives specific requirements for commercial motor vehicles providing emergency relief; and waives the replacement fees for driver’s license and identification credentials, vehicle registrations and titles, vessel registrations and titles and temporary parking permits for impacted individuals.
    • The Department of Children and Families (DCF) is working with the Community-Based Care Lead Agencies to contact foster families and group home providers to ensure preparedness. Two group homes are evacuating to safer locations.
    • DCF has contacted all licensed providers in potentially impacted areas to ensure disaster preparation plans are in place and unmet needs have been addressed.
    • The Department of Elder Affairs (DOEA) contacted all Area Agencies on Aging partners to receive updates on their ongoing preparation efforts and gather the status of any unmet needs.
    • The Florida Department of Education (FDOE) has been in contact with all school districts and state colleges and is ready to provide assistance immediately following Hurricane Helene. Currently, 68 school districts have announced closures in addition to 25 State Colleges and 11 Universities.     • In preparation for Hurricane Helene. Currently, 65 school districts have announced closures in addition to 22 State Colleges and 9 Universities. For more information on school closures, visit fldoe.org/storminfo.
    • Following the issuance of the Governor’s Executive Order 24-209, the Florida Department of Environmental Protection (DEP) issued an Emergency Final Order allowing for the activation of disaster debris management sites to store and process storm-generated solid waste and debris.
    • DEP published a storm updates webpage to keep state park visitors updated of closures: FloridaStateParks.org/StormUpdates. Visitors with existing camping and cabin reservations at closed parks have been notified of their reservation status.

    Resources for Employees, Businesses and Consumers

    • The Florida Department of Business and Professional Regulation (DBPR) has partnered with the Florida Restaurant and Lodging Association to encourage more than 71,000 Florida-licensed lodging establishments to relax pet policies and waive pet fees for evacuees.
    • Through this effort, anti-price gouging information and emergency accommodations resources have also been provided.
    • DBPR has proactively communicated with more than 137,000 restaurant and lodging licensees to provide storm preparation and food safety resources.
    • The Florida Disaster Contractors Network has been activated to connect homeowners with licensed contractors and suppliers to perform emergency repairs.
    • DBPR encourages Florida’s licensed contractors who provide post-storm construction-related services to register with its Florida Disaster Contractors Network at DCNOnline.org.
    • FloridaCommerce has activated the private sector hotline at (850) 815-4925, open daily 8:00 a.m. to 5:00 p.m. Inquiries may also be emailed to ESF18@em.myflorida.com.
    • Updates on business closures and business resources are consistently being updated at FloridaDisaster.biz/CurrentDisasterUpdates.
    • VISIT FLORIDA has activated Emergency Accommodation Modules on Expedia and Priceline to provide real-time hotel availability and lodging resources for impacted Floridians and visitors.

    • Rosen Hotels & Resorts activated its Florida Resident Distress Rates* for residents in the 61 counties where Governor Ron DeSantis declared a state of emergency. This initiative provides evacuees with a safe and affordable place to stay as they ride out the storm.     • Walmart is working with state partners to provide needed supplies after the storm has passed.
    • Publix has provided 10 pallets of water for shelters in Leon County.
    • CVS Health is working with state partners to prepare pop-up pharmacies in impacted areas.
    • UBER is providing Floridians free rides up to $35 each way to and from a state-approved shelter in counties under a state of emergency for Hurricane Helene. To get a ride users should use promo code HELENERELIEF.
    • The Florida Department of State, Division of Elections, has contacted the United States Postal Service (USPS) about election information and vote-by-mail ballots. The Division of Elections recommended that Supervisors of Elections t contact their local district USPS to discuss a mitigation plan for ballot mailing, delivery, and return.
    • The Florida Department of Agriculture and Consumer Services (FDACS) worked with Florida’s ports and fuel industry partners to ensure adequate fuel supplies are available, and with Florida’s agricultural partners so producers have adequate resources.
    • The Florida Forest Service staged equipment, like high-water vehicles.
    • The Commissioner of Agriculture, Wilton Simpson, has approved an Emergency Order temporarily suspending the intrastate movement requirements for animal transportation. In addition, the following states have waived their interstate import requirements for Florida pets, horses, and livestock leaving the state: Alabama, Georgia (does not include livestock), Mississippi, North Carolina, and South Carolina.
    • The Department of Revenue (FDOR) has issued Emergency Order 24-001: Taxing Authority Millage and Budget Hearings to assist local taxing authorities with altering their plans for annual budget hearings because of Helene. Department of Revenue bulletin PTO 20-07 provides further instructions for local taxing authorities during declared emergencies.
    • The Florida Fish and Wildlife Conservation Commission (FWC) has high-water vehicles staged to deploy.
    • 72 FWC officers and staff are ready to deploy with specialized equipment, such as:
      • 6 Airboats
      • 8 Shallow draft boats
      • ATVs/Side-by-sides
      • 71 high-water capable four-wheel drive vehicles
      • 3 aerial surveillance drones

    • The Florida Department of Corrections (FDC) has evacuated 22 satellite facilities and two major facilities and relocated 4,630 inmates into hardened housing units.     • The Florida Department of Juvenile Justice (DJJ) have finalized storm preparations to ensure the safety and security of staff and youth in our care. This includes fueling all vehicles, moving vehicles in low-lying and flood-prone areas to higher ground, testing and ensuring adequate fuel supplies for generators in the event of loss of power, and ensuring food, medicine, and emergency supplies are stocked and ready.

  • MIL-OSI Global: How the cost of living crisis and games industry turmoil could hurt Sony’s PlayStation 5 Pro release

    In late November 2020, I was one of those people standing in line – or rather,
    refreshing my browser – hoping to snag a PlayStation 5 during a restock. The
    pandemic was in full swing, and with most of the world locked indoors, there weren’t many better things to do. The original PS5 promised to deliver true 4K gaming at very smooth frame rates – though a claim that it supported 8K gaming was later removed from the console’s packaging.

    However, the PS5 got off to a slow start, owing primarily to game delays as a result of the pandemic. Additionally, gamers had to effectively choose between preset modes related to fidelity – high-quality visuals – and game performance within the in-game settings menus.

    In November, gamers will no longer be faced with this dilemma, as Sony is set to release its “mid-generation refresh” console, the PlayStation 5 Pro. Its upgraded graphics processing unit (GPU) has more processing power and a faster memory than the basic PS5, allowing for up to 45% faster rendering of the graphics.

    Advanced ray tracing – a technique to simulate the way light behaves in the real world – and AI technology called PlayStation Spectral Super Resolution are expected to enable higher-resolution visuals at higher frame rates. This could fulfil the basic PS5’s promise of 4K gaming at 60 frames per second.

    However, all that power doesn’t come cheap. The £699 digital-only console scales to £798 with a £99 disc drive, which is required to play physical games. It is already selling out in some markets. There’s also a £25 vertical stand (which came bundled with the original PS5).

    That’s a lot of money for a console that won’t have any exclusive titles. Every game you can play on the PS5 Pro will also run on the base PS5. Some even speculate that it still may not play forthcoming games at the highest possible fidelity.

    That kind of price is even more of a shock when compared with the different world of 2020’s PS5 launch. Demand for games and consoles surged during the pandemic, but the economic landscape has drastically shifted in the past four years. Inflation is at an all-time high, and the cost of living has rocketed, leaving less disposable income for non-essential purchases, of which the PS5 Pro is a prime example.

    The games industry has also seen waves of layoffs resulting from investment shortfalls, changing work patterns, and post-pandemic consumer behaviour. A further irony is that such layoffs prevent studios from having the time, budget, or labour to create the graphically intense, polished games that the PS5 Pro would take full advantage of.

    Consoles have always been loss leaders –- products sold at lower profit margins to get buyers into a product ecosystem. The basic PS5 is barely fulfilling that role (most PlayStation gamers still play on the PS4). So it makes business sense for the PS5 Pro to merely reflect the economic realities of 2024, where the rising cost of materials, supply chain disruptions and a scramble for computing power due to AI’s enhanced workloads means that consoles are significantly more expensive to produce.

    This time, instead of Sony absorbing the cost, they’ve passed it along to consumers – most of whom are deeply unhappy about it. YouTube reactions to the PS5 Pro reveal trailer have been overwhelmingly negative, sitting at a 3:1 dislike ratio on YouTube.

    A solution without a problem?

    Many are also wondering whether the PS5 Pro is solving any real problems. The current generation of consoles has been plagued by delays or underwhelming game releases, and many remakes and remasters. Sony is even porting games that were previously exclusive to consoles over to PCs in a bid to reach new audiences. This has left the PS5’s true “exclusives” library somewhat barren.

    The PS5 Pro launch was similarly absent of any blockbuster titles making use of the new hardware. Astrobot, Sony’s most recent smash-hit and likely Christmas bestseller, certainly won’t be using all that horsepower.

    Regardless, there’s little doubt that the PS5 Pro will sell out at launch. Sony is probably producing fewer units of the Pro model than they did for the basic PS5, creating an artificial scarcity that will drive demand. Those who can afford it and who want the best possible gaming experience will jump at the chance to own the most powerful PlayStation console ever made.

    This all makes the PS5 Pro’s launch feel a little strange. The PS5 Pro’s technical improvements are genuinely impressive. It’s clearly aimed at the hardcore gamers who want the best possible experience, regardless of the cost –- Sony knows its audience here.

    However, the PS5 Pro is not the console that will drive mass adoption nor convince PS4 players to finally upgrade. Instead, like all things “Pro” in the tech world, it’s simply another niche, high-end option.

    And as much as I’m tempted by the promise of true 4K 60FPS console gaming, I can’t
    help but feel that this mid-generation upgrade is arriving at a time when the games
    industry has myriad more important things to address than a shiny new toy.

    During the session, participants discussed issues of the functioning of the global energy market in the context of growing demand for global energy over the next 20 years, the role of traditional and renewable energy sources, as well as the impact of unlawful restrictions on hydrocarbon-producing countries.

    According to Alexander Novak, over the past 10 years, demand for global energy has grown by 13-14%. In the next 20 years, primary energy consumption will grow by 25%. Both its consumption and the range of industries that generate demand for it will change structurally. In particular, the Deputy Prime Minister recalled that today digital technologies already consume 8-10% of energy, and in the next three years this volume will double, primarily due to the active implementation of artificial intelligence, as well as increased consumption by electric transport. Despite the growth in the share of renewable energy sources, hydrocarbons will continue to play a key role in the global energy balance.

    “Traditional energy sources, hydrocarbons, and primarily oil and gas, will continue to provide supply on global energy markets. If today we see an annual growth in oil consumption of 1-2%, then by 2050, instead of today’s 102 mbps (million barrels per day), we will see about 120 mbps. As for gas, the rate of consumption growth will be even higher: approximately plus 35% to today’s volumes by 2050. That is, we can state that, despite a slight decrease in the share of hydrocarbons, they will still dominate in ensuring global energy consumption,” noted Alexander Novak.

    The Deputy Prime Minister recalled that Russia is a key player in the global oil market. The strategy for the development of the fuel and energy complex until 2050 envisages maintaining global leadership based on the introduction of modern technologies, achieving technological sovereignty, modernizing the oil, gas, and electric power industries, developing new logistics routes, transport and port infrastructure.

  • MIL-OSI United Kingdom: UK organisations selected in first AUKUS Innovation Challenge

    Projects from 4 UK organisations will share £2m in the inaugural AUKUS Pillar 2 Electronic Warfare (EW) Innovation Challenge.

    Through AUKUS Pillar 2, Australia, the UK and the US are pooling the talents of their defence sectors to develop at pace the delivery of advanced capabilities. Four UK companies have been selected by the UK’s Defence and Security Accelerator (DASA) to receive a share of the funding to develop solutions in electromagnetic targeting and protection. 

    The competition was run to find low cost, disposable, high volume and highly autonomous electromagnetic technology that can detect enemy actions or protect against them.

    The four successful UK organisations to receive research funding are:

    • Amiosec Ltd
    • Autonomous Devices Ltd
    • Roke Manor Research Ltd
    • University of Liverpool

    The trilateral AUKUS EW Challenge was run as 3 individual competitions by DASA in the UK; the Advanced Strategic Capabilities Accelerator (ASCA), in Australia; and the Defense Innovation Unit (DIU) in the US. The EW competition was the first in what will be a series of AUKUS Innovation Challenges, setting the template for future advanced defence technology competitions run by the 3 partners.

    National winners of the 3 EW Challenge competitions were announced at the AUKUS Defence Ministers’ Meeting on 26 September in London by UK Secretary of State for Defence, the Right Honourable John Healey MP; Australia’s Deputy Prime Minister and Minister for Defence, the Honourable Richard Marles MP; and US Secretary of Defense Lloyd J. Austin III. The three Defence Ministers together emphasised the value of the collaboration to a free and open Indo-Pacific, with the potential to enhance joint defence capabilities, ensuring national, regional and global stability.

    The 3 innovation competitions called for proposals to identify electromagnetic spectrum (EMS) technology solutions to help give the AUKUS nations a strategic edge in targeting and to provide protection against adversarial electromagnetic-targeting capabilities. EMS is a heavily congested, contested, complex and competitive environment and there is an increasing need for low cost, disposable, high volume and highly autonomous capabilities to achieve advantage.

    In total, across all 3 national innovation challenges, 173 qualified suppliers applied, in a show of strength of the AUKUS nations’ defence innovation capabilities.

    The winning UK supplier organisations:

    • Amiosec Ltd: This project is seeking to create fake radio activity, masking the true location of friendly military forces to support missions. The research will focus on extending previous work on AI-generated traffic to boost realism to defeat adversary EW systems. It will be delivered by Amiosec in conjunction with its Australian defence technology partner, Penten.
    • Autonomous Devices Ltd: Is developing and flight-demonstrating the novel combination of a radar Electronic Counter Measure and a small Uncrewed Air System platform.
    • Roke Manor Research Ltd: The ability to transmit and receive on identical frequencies simultaneously has been an operational and technical challenge for decades. The Smart STAR Jammer project sets out to combine a Simultaneous Transmit and Receive (STAR) Transceiver jointly developed by Roke and the University of Bristol.
    • University of Liverpool: This project aims to improve the ability to detect multiple individual faint signals in close geometric proximity to one another. This will be achieved using a combination of machine learning and statistics.

    AUKUS is a landmark security and defence partnership to support a free and open Indo-Pacific by strengthening regional global security. A major part of the partnership, named Pillar 1, is helping Australia to acquire its first conventionally armed, nuclear-powered submarine fleet.

    Through AUKUS Pillar 2 which includes advanced capabilities such as Artificial Intelligence, autonomy, quantum technologies and electronic warfare – the 3 national partners seek to strengthen trilateral capabilities in cutting-edge military technologies, increase interoperability, and drive knowledge-sharing and innovation. One of the aims of Pillar 2 is to “foster deeper integration of security and defence-related science, technology, industrial bases, and supply chains”.

         Following is the keynote address by the Secretary for Justice, Mr Paul Lam, SC, at the seminar titled Hong Kong: The Common Law Gateway for Malaysian Businesses to China and Beyond in in Kuala Lumpur, Malaysia, today (September 26): Her Excellency Dato’ Sri Azalina (Minister in the Prime Minister’s Department (Law and Institutional Reform), Malaysia, Dato’ Sri Azalina Othman Said), 鄭學方代辦 (Chargé d’Affaires of the Chinese Embassy in Malaysia, Mr Zheng Xuefang), Dato’ Seri Gobalakrishnan (President, National Chamber of Commerce and Industry of Malaysia), ladies and gentlemen, distinguished guests,      I am very pleased to be here today. Firstly, I must thank all of you for joining our seminar. I was told that there are all together around 150 friends from Malaysia attending this event. It is a daunting task to speak right after such an eminent panel of speakers sharing their experiences and expertise.       I would like to begin by a very important fact. That is the relationship between China and Malaysia. The year of 2024 is extremely important because it marked the 50th anniversary of the establishment of the diplomatic ties between the two countries. I think the exact date was May 31, 1974. Fast forward, in June this year, the Premier of the People’s Republic of China, Mr Li Qiang, visited Kuala Lumpur. On that occasion, he renewed a co-operation agreement between the two countries for another five years. And fast forward, not too long ago, I think less than two weeks ago on September 20, the King of Malaysia Sultan Ibrahim Iskandar went to Beijing and met President Xi Jinping. He described the trip as a great success. ASEAN is now the number one trading partner of China, and I understand that Malaysia is going to be the chairman of ASEAN in 2025. So I have no question whatsoever that the relationship between China and Malaysia and ASEAN will be taken to a new height in the very near future.      Now, returning to Hong Kong. Many speakers have already mentioned the historical ties of people-to-people connection. Our Chief Executive actually came to Kuala Lumpur, Malaysia, in July 2023. On that occasion, 11 co-operation agreements and memorandum of understanding were signed. Your Minister of Investment, Trade and Industry actually came to Hong Kong a couple of weeks ago to attend the Hong Kong – ASEAN Summit. And right after that, the governments of Hong Kong and Malaysia announced that we are finalising the negotiation of establishing an Economic and Trade Office (ETO) in Kuala Lumpur and we are very hopeful that the ETO will be established very soon. Once again, that will signify another important development between Hong Kong and Malaysia. So the certainty is that we are going to see a much closer relationship or economic co-operation between the jurisdictions. And against this background, there must be a huge demand and need for legal co-operation between the two jurisdictions. That is exactly the purpose of my trip, joined by a group of very eminent lawyers from Hong Kong.      The message that we wish to convey is reflected by the theme of this seminar – Hong Kong: The Common Law Gateway for Malaysian Businesses to China and Beyond. In answer to one of the questions posed by the participants, we are not saying that Hong Kong is the only gateway. It is not an exclusive gateway, but it is a very unique gateway. It is unique because, as Janice (panel speaker Ms Janice Chew) has mentioned, I used six factors to describe why Hong Kong legal service is unique in the sense that it cannot be found elsewhere. Now I have to repeat the six factors, but I would like to put that in a different way so that my friends who have attended the Ho Chi Minh City event would not feel bored.      The first point is very important, which is also mentioned by some of the speakers — the stability of our common law system which is guaranteed to be continuing beyond 2047. Jern-fei (panel speaker Mr Ng Jern-fei, KC) mentioned that one of the linkage between Malaysia and Hong Kong is that we share the common law heritage. We are common law jurisdictions. In the past, there were questions as to whether the “one country, two systems” principle including our common law system can go beyond 2047. I think Elaine (panel speaker Ms Elaine Lo) gave a very good answer, she referred to government leases. But I can be even more specific. Firstly, I think that is one piece of freehold land in Hong Kong, the St John’s Cathedral. But subject to that, all land in Hong Kong is leasehold land. On July 5 this year, actually a very important legislation came into existence, that is known as the Extension of Government Leases Ordinance. The effect is that most leases in Hong Kong have been automatically renewed for 50 years in the sense that they will go beyond 2047. So it is not just a direction given by the central authorities. That has been given statutory force. I think that serves as a very good piece of evidence proving that the “one country, two systems” principle and the common law system will survive after 2047.      The second factor goes to the reliability of our judicial system. When it comes to reliability of judicial system, I think I have to mention two facts, the quality of our judges and the integrity of our system. I think one of the speakers referred to the fact that the judgments of our Court of Final Appeal (CFA) have been cited in many other common law jurisdictions. I do have the statistics between 2018 and 2024, there are 46 occasions on which CFA judgments have been cited in many common law jurisdictions. This figure is provided by the Judiciary, so I think it is quite reliable. When it comes to integrity, our Judiciary put a lot of emphasis to ensure that our judicial proceedings will remain to be of very high standard and there is no compromise. One example, nowadays we are very fond of using artificial intelligence (AI) in our work. Our Judiciary issued a guideline in July this year regulating the use of artificial intelligence in judicial proceedings, in short, telling the judges in what circumstances and for what purposes they can resort to AI. I think the purpose is to ensure that our judicial proceedings will not be compromised by the use of modern technology. So that’s the second point.      The third point is we have a very business-friendly legal environment. I can again give you some objective evidence. According to the World Competitiveness Yearbook 2024 compiled by the International Institute for Management Development in Switzerland, Hong Kong overall ranked the fifth, and when it comes to business legislation, the business law, Hong Kong ranked the first in the world. So that tells a lot about the quality of our business law. But we recognise that there is no room for complacency. And Elaine also mentioned one point about how we ensure that our business environment will be as attractive as possible to investors. She referred to a new listing rule. In March last year, the Hong Kong Stock Exchange introduced a Chapter 18C under the Listing Rules to allow specialist technology company to get listed in Hong Kong. And the first successful case actually took place on June 13 this year. A company named QuantumPharm Inc, stationed in Shenzhen and specialised in artificial intelligence and robotics, became a public listed company pursuant to Chapter 18C. Again, that is a very good piece of evidence showing the efforts that we have made to ensure that our laws and regulations will remain to be very business-friendly and attractive.      The fourth point is that we provide a very safe and secure environment – no exchange control, freedom of movement of funds and property. One of the participants asked a question about the ICAC (Independent Commission Against Corruption), that is a very important matter. In fact, in my very brief conversation with Her Excellency Minister right before we enter this room, this is a matter that we touched upon. Hong Kong is a very safe place because we have very clean law enforcement agencies to ensure that all the laws and regulations will be strictly enforced. There is a Corruption Perceptions Index compiled by an NGO (non-governmental organisation) called Transparency International. I think for the latest survey, Hong Kong ranked 14th out of 180 countries and territories. So that’s why you are so interested about ICAC, because it is the institution responsible for ensuring there is no corruption. So for all practical purpose, there is absence of corruption in Hong Kong.      The fifth point is the feature that distinguishes Hong Kong from any other common law jurisdictions. That is our connection, the connection with the Mainland legal system via a number of very important mutual legal assistance arrangements. Now Joanne (panel speaker Ms Joanne Lau) has mentioned one of them, the interim arrangement, but I would like to give another example, which is also very telling.      In January this year, a mutual legal arrangement concerning the mutual recognition and enforcement of judgments in civil and commercial matters by the courts of the Mainland and of the Hong Kong Special Administrative Region came into effect in Hong Kong. It means that a Hong Kong judgment, provided that certain criteria and conditions have been fulfilled, can be enforced and recognised in Mainland China, and vice versa. And I would like to compare the arrangement with the Hague Judgments Convention, because we have adopted the same principle. We are more liberal in the sense that while we are striking a balance between the interest of judgment creditor and the judgment debtor, the scope or the type of cases covered by this arrangement is even wider than the Hague Judgments Convention. It is because some types of intellectual property (IP) cases have been included in the arrangement, whereas IP cases have been completely excluded from the Hague Judgments Convention. So this is my fifth factor.      The last factor is also something very important. It is about the abundant supply of truly international legal practitioners. We have very good examples here. For example, Janice, she is dually qualified in Malaysia and Hong Kong. But she is just one of the numerous examples. There are around 13 000 solicitors, 1 600 barristers and more than 920 law firms in Hong Kong. Some of these firms have altogether 315 oversea offices and 85 offices in Mainland China. And we have 77 registered foreign law firms and more than 1 450 registered foreign lawyers. And I think three of them are qualified in Malaysia. So when you instruct a Hong Kong lawyer, you are not instructing a mere Hong Kong lawyer but you are instructing a global lawyer who is able to provide legal service not confining to matters concerning Hong Kong law.      Another important factor is that we are not just familiar with the common law, we are not just familiar with international law practice, we are also familiar with the Chinese culture – how things are done in our culture, why things are done in a certain way, why documents are drafted in a certain manner. And when it comes to legal service, what is important? It is not simply your knowledge about the law, it is how much you know your client, how much you know how the business community actually works. It is about knowing the people instead of knowing the law on paper.      So combining these six factors, I would venture to say that not only the gateway is a very scenic route, as mentioned by Jern-fei, but it is also a very unique route that you cannot find elsewhere. But to enable the very unique legal services to serve the interests of Malaysia, I think the pre-condition is that we have to know each other better and we have to have more platforms for regular exchanges and to explore opportunities for collaboration.      That’s why I am very delighted that in a moment, the Asian International Arbitration Centre in Malaysia is going to sign MOU (Memorandum of Understanding) with the SCIA (South China International Arbitration Center (HK)) and also with eBRAM (eBRAM International Online Dispute Resolution Centre). I am aware that you have many questions, but because of the time constraint, the panel speakers were not able to answer all the questions as pointed out about Alex (panel moderator Mr Alexander Tang). But right after this seminar we have a reception which I believe will last until 8pm. So I would encourage all of you to take the opportunity to have more exchanges and to make friends. I’m sure that all the members from the Hong Kong delegation will be more than happy to answer whatever questions that you have in mind.      I always like to use analogy to end my submission. I always describe the legal service offered by Hong Kong is something like you are entering a food plaza or food hall which consists of many different types of restaurants serving different cuisines. And the important point is that no matter what you want, no matter what you need, you name it and you will get it. So that is what Hong Kong undertakes to serve. And I do hope that today marked a new beginning of the collaboration between Malaysia and Hong Kong when it comes to legal co-operation.     Exactly one year ago, the Polytechnic launched the Lepota ecosystem project — the discussion club “You have the floor!” During this time, students and university staff have had six distinguished guests as interlocutors: the coach of the Zenit football club Sergey Semak, academician of the Russian Academy of Education Tatyana Chernigovskaya, legendary hockey player Vyacheslav Fetisov, neuropsychologist and psychotherapist Alena Vanchenko, chief architect of the investment and construction holding “A101” Elizaveta Grechukhina, professional developer of educational games and author of additional education programs Andrey Latyshev.

    And now a new season has begun in the discussion club. It was opened by the St. Petersburg actor, TV and radio host and blogger Andrey Zaitsev.

    Andrey is best known to the general public as a dubbing actor. He voices characters in at least 199 foreign films. Including the main characters: programmer Daniel Domscheit-Berg, played by Daniel Brühl in The Fifth Estate, Sam Hall played by Jake Gyllenhaal in The Day After Tomorrow, Richard Madden’s prince in Cinderella, etc. Fans of the Star Wars saga certainly know that Andrey Zaytsev has been speaking for Anakin Skywalker since 2002. Fans of The Avengers and Guardians of the Galaxy know Andrey as Star Lord. And if you rewatch Terminator, note that in the third part, Andrey voices John Connor. And, of course, Orlando Bloom’s Will Turner in Pirates of the Caribbean.

    So, one can say that in Andrey the polytechnicians saw (or rather heard) all their favorite movie characters at once, which is why the atmosphere at the meeting was so light and relaxed. In addition, Andrey has a great sense of humor, and he easily won over the audience. Although he admitted that he was very nervous, because speaking in front of an audience is always difficult. By the way, among the numerous questions to the guest was one about how to overcome constraint in public speaking.

    “The most important thing is that I can be useful to you,” Andrey said at the very beginning of the meeting, inviting us to a dialogue. “Today, many people, in parallel with their main activities, try themselves in voice-over work, try to show themselves, primarily on social networks, and this is normal. I will tell you everything that interests you in the industry of dubbing, cinema, sound, artificial intelligence, to which I have also already contributed my voice.”

    The guys were interested in whether AI could replace voice actors in the future. In response, Andrey let them listen to his own voice, made by a neural network.

    “This is already happening,” he admitted. “For example, Teo Voice signed a contract with me, we made two voices. One is my regular one, and the other is an old man’s. It’s for streamers, for computer games. Artificial intelligence will help us develop further. Today, if we have professional burnout, we go to ChatGPT and solve the problem with its help. But creative brains cannot be replaced by anything.”

    Naturally, the audience wanted to know why Andrey took up dubbing films.

    I always dreamed of working with a microphone. I graduated from school in 1996. The first place I wanted to get into was the radio. I thought you had to speak endlessly fast there, like DJs in the 90s, and I still speak very fast and often now — such is my professional deformation. I started with Radio Shanson, then worked for 16 years at Avtoradio. I understood that radio people in the 90s were mostly educated as actors.

    The meeting did not pass without discoveries. Thus, the students learned that whispering is harmful to the vocal cords, it is a lot of strain. And the best way to restore a torn voice is… regular sleep. And silence.

    It also turned out that in dubbing, in addition to the translator, there is also the profession of “stacker”.

    “The actors must get not only the intonation right, but also the closure,” Andrey Zaitsev explained. “It’s not enough to translate a film; there’s a concept called ‘lip syncing’ (full synchronization of sound and visuals in films – Ed.). Sometimes it’s not the dubbing that’s bad, it’s just the translation that’s ‘off track.’ And the perfect dubbing is in the film ‘Once Upon a Time in Hollywood.’”

    Andrey advised those students who were interested in how to get into voice acting to act on their own.

    Come to try at a studio – there is no such practice now. Now there is the Internet. I always recommend starting on your own. But if you try to voice, then choose characters of your age. And sometimes your build. When dubbing, specific actors are selected for specific characters.

    The conversation ended with a question about plans and dreams for the future.

    I don’t make plans in the dubbing industry, I’ve already done everything there. I’ve made my acting business cards and want to do something where I can be useful 300 percent, and not plug a hole in another run-of-the-mill series. It’s a little comforting to me that Louis de Funes became popular at 54, I still have some time to spare.

    According to tradition, two Lepota branded T-shirts appeared on stage at the end of the meeting. One, with the seventh number, was given to the guest. And on the second one, he left an autograph for the Polytechnicians. Andrey wrote a wish: “Live only for what you love.” And, of course, he could not help but add the great words from the star saga, but did it with reference to the meeting place: “May the power of the Polytechnic be with you!”

    In 2012, a child’s drawing of her appointment with a physician was published in the Journal of the American Medical Association (JAMA). In the brightly colored sketch, the girl is sitting on the exam table accompanied by her mother and siblings. To those of us working in healthcare, her doctor is the most notable part of the image. He is sitting at his desk, typing on the computer — with his back to the patient.

    This drawing, published alongside an article titled “The Cost of Technology,” is emblematic of the unintended consequences of healthcare innovation. With more tools for physicians to use and greater demands on their time, technology can easily become a barrier between the clinician and the patient. For example, in 2023 approximately 53% of physicians surveyed by Medscape reported feeling burned out, and 23% reported feeling depressed. Long working hours, bureaucratic demands and loss of work-life balance due to administrative requirements are leading causes. Our mission has always been to help clinicians turn their chairs around by providing the support they need to fully focus their attention on delivering care.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, announced a federal investment of $14.9 million in 20 projects to support infrastructure, awareness measures, and codes and standards for zero-emission vehicles.

    We all have a role to play in the fight against climate change. A broad shift to electric vehicles (EVs) is essential to decarbonizing road transportation, which accounts for 18% of Canada’s total greenhouse gas (GHG) emissions—50% of which comes from light-duty vehicles or passenger cars.

    Additionally, clean fuels such as clean hydrogen, advanced biofuels, liquid synthetic fuels and renewable natural gas will play a critical role in hard-to-decarbonize sectors such as industry and medium- and heavy-duty freight transportation.

    The Minister of Energy and Natural Resources, the Honourable Jonathan Wilkinson, today announced a federal investment of $14.9 million in 20 projects to support infrastructure, awareness measures, and codes and standards for zero-emission vehicles.

The funded project aims to establish or update codes and standards, develop guidelines, manage committees, and conduct literature reviews on zero-emission transportation infrastructure, including advanced charging equipment, energy storage, management and various modes of transportation.

    Housing, Infrastructure and Communities Canada – Investing in Canada Infrastructure Program

    Finally, Minister Wilkinson announced a joint investment of more than $3.1 million through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program for two green infrastructure projects in British Columbia. The projects will improve access to clean transportation options, tap into the province’s clean electricity supply, and reduce greenhouse gas emissions.

    Public Electric Vehicle Charging Network Expansion – Phase 3 in Vancouver, British Columbia: o The federal government is investing $824,600 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $687,098 through the CleanBC Communities Fund. The City of Vancouver is providing $549,802. o The project involves installing approximately 15 Level 2 and 9 DC fast chargers near parks throughout the city, as well as upgrading electrical and mechanical systems. Public Electric Vehicle Charging Infrastructure in the District of North Vancouver, British Columbia: o The federal government is investing $217,447 through the Green Infrastructure Stream of the Investing in Canada Infrastructure Program. The Government of British Columbia is investing $579,821 through the CleanBC Communities Fund.     Adriemilly Rigo wasn’t feeling well. “To tell you the truth, I was very sedentary, I didn’t practice sports much, and I didn’t take care of myself very well,” she says. 

    She had gained weight, felt fatigued and developed chronic migraines. Then her doctor told her she had fatty liver disease, a serious metabolic condition that if left untreated can lead to liver failure. 

    Rigo was scared. So, when her supervisor asked her if she wanted to try out a new health and wellness app offered by their company, she signed up. After following the healthy meal advice and starting an exercise program, her symptoms are under control, and she is feeling better than she has in ages. “It’s been wonderful for me,” says Rigo. “Now I challenge myself more and more every day.” 

    Rigo is prioritizing her health with help from a generative AI-powered app called RadarFit. Launched in 2020 by a trio of female entrepreneurs, the Brazilian tech startup has already amassed more than one million users with a unique gamification strategy designed to incentivize healthy habits.   

    While it serves individuals, too, RadarFit’s focus is providing a comprehensive health and wellness program to corporate customers. “For companies, we solve the problem of high costs from employee health problems and having to invest a lot in health benefits,” says Chief Executive Officer Jade Utsch Filizzola.

    Like many countries experiencing rapid urbanization, Brazil is grappling with high rates of heart disease and metabolic conditions, such as diabetes and non-alcoholic fatty liver disease, also known as steatohepatitis. The prevalence of non-alcoholic fatty liver disease (NAFLD) in Brazil is estimated to be around 35.3 percent, the highest in Latin America, compared to 25 percent worldwide, according to the Global Burden of Disease database. While costly to treat and potentially deadly, many chronic conditions, including NAFLD, can be prevented – or even reversed – with proper diet and exercise, according to the Journal of Hepatology. That’s one reason why more companies like Rigo’s have signed up for RadarFit. In a few short years RadarFit has enrolled over 60 corporate customers – and is on track to have 80 commercial clients by the end of this year.

    Powered by the Microsoft Cloud, RadarFit runs on Microsoft’s Azure OpenAI Service and uses Microsoft Copilot Studio to automate marketing, and analyze data and user feedback.

    The impact of RadarFit on the health of employees has “been a big surprise to us,” says Samuel Lopes Fontes, who overseas finance and HR at Cooabriel, Rigo’s employer. Under persistent but friendly prompting from the RadarFit app, says Lopes Fontes, “people who claimed they didn’t have time to go to the gym started exercising and waking up earlier so they can take care of themselves.” In another turnaround, colleagues are asking the company to stock more fresh fruit and vegetables in the employee kitchen.  

    Two years ago, 27 of Cooabriel’s 470 employees signed up for RadarFit. Now as word has spread, 59 are taking part, and in the first six months of this year, health complaints have fallen by half, says Lopes Fontes.

    Prompted by RadarFit’s AI-generated app, Lopes Fontes, who, like Rigo, also developed fatty liver disease (although his was caught much earlier) improved his diet, started running more and says his doctor has since declared his disease in remission.

    Of course, there are thousands of apps and websites dishing out health and wellness advice, and many more millions of people who aspire to live healthier lifestyles but fail to follow through.

    That’s where gamification comes into play. “The root cause of the difficulty of achieving a healthy life is the lack of immediate results,” says Filizzola. Even if a person puts in 60 minutes of exercise or eats a healthy meal, “they don’t instantly get the health and body they want,” she says. “This lack of immediate reward is what triggers the lack of motivation.”

    So RadarFit uses generative AI, combined with a points system, to incentivize healthier choices. Anonymized user data captured from the uploaded images of meals and other activities is used to generate “tags” – or labels – that generate personalized recommendations based on each healthy habit registered by users. An avatar that “learns” from user input recommends meals and physical activity tailored to individual health goals. Points awarded for healthy choices can be exchanged for donations to social or environmental causes or redeemed for products like appliances and electronics.

    Different point categories recognize that some tasks are more difficult than others. For example, a 15-minute workout earns 3 points, while a 60-minute or longer workout can be worth 9 points. A healthy meal can earn 31 points, highlighting the importance of healthy eating, while tasks like drinking a glass of water, an important but easier task, earns 5 points.

    The RadarFit app also allows users to track their progress compared to colleagues, the kind of friendly competition that research has shown can act as a further spur to action (and is familiar to anyone who has practiced more after comparing their scores to other learners on popular language apps). Users can also opt out of company competitions.

    RadarFit Chief Technology Officer Tatiany Duarte, who designed her first video game at age 15, says combining generative AI with gamification turns what could be a dreaded task into something fun and engaging. It “makes it much more playful,” she says.

    Why corporate commitments to nature positive matter

    The session began with Dr. Adachi explaining why biodiversity is critical to human economic activity:
    The global target agreed to at the 15th Conference of the Parties to the Convention on Biological Diversity (COP 15) in December 2022 is referred to as “nature positive.” With 2020 as the base year, the goal is to stop biodiversity loss and put it on a recovery track by 2030 and to fully restore our ecosystems by 2050.
    Climate change, resource cycles, and biodiversity are all “nature” issues. Ecosystem services—regulating, supplying, cultural, and infrastructure functions—have yielded a variety of benefits to humans but are breaking down under the burden of human economic activity. Biodiversity is “natural capital.” We must acknowledge that our lives and business activities depend on biodiversity—and that if we negatively impact biodiversity, then that natural capital will disappear and human economic activity will no longer be possible.

    The Economics of Biodiversity: The Dasgupta Review, a report commissioned by the UK Treasury and published in 2021, states that “the economy is only one part of the environment (biosphere).” Along with this awareness is the importance of utilizing nature to solve problems in the future—and to do that, we need to increase the amount of nature.

    What nature positive action is required from Panasonic Group?

    Ogawa asked Dr. Adachi about the direction the Group should take in its nature positive efforts, and shared his own thoughts on the realization of nature positive from a corporate perspective.

    Dr. Adachi: It’s wonderful that you are broadly disclosing the Group’s impact on nature in the Sustainability Data Book and other publications. I think you can find some clues by reviewing your impact not only within the Group but also across your supply and value chains.
    Ogawa: As a company, our perspective tends to be limited to things that have a direct impact on our business today. Based on our firm understanding of “the concept that biodiversity underlies all economic activity,” we will thoroughly promote our circular economy initiative. By expanding our perspective to the entirety of nature and the planet, we believe that we will be able to create new relationships with partner companies.
    Dr. Adachi: In the coming age of nature positivity, a new market will emerge. I think it would be a good idea to take another look at nature, to make good use of nature to solve problems, and to be conscious of the upfront investment that will be required.

    Specific initiatives for becoming nature positive

    The Panasonic Group has multiple initiatives under way to develop and commercialize technologies and realize a nature positive economy, driven by the passion of employees who want to make a positive impact on the environment.
    Let’s take a closer look at three initiatives:

    Bio CO2 Transformation technology “Novitek”

    Bio CO2 Transformation technology uses atmospheric CO2 as the main source to produce a component that stimulates plant growth by harnessing photosynthetic microorganisms.     The Forest of Coexistence covers 13,000 m2 at Panasonic Corporation (Panasonic)’s Kusatsu Factory of in Kusatsu City, Shiga Prefecture and is positioned as an important green space under Panasonic’s Ecological Network Concept, which seeks to contribute to local biodiversity while preserving the landscape.

    Nakano: When founder Konosuke Matsushita visited the Kusatsu Factory in 1970, he said, “Kusatsu (Factory) is made with an emotional atmosphere by fully utilizing (or taking advantage of ) nature. In fact, that’s how I want it to be.” Since then, the Kusatsu Factory has been developed as a “park factory” surrounded by greenery and flowers and cherished by local residents, the “most advanced factory in the Orient” that enriches people’s lives.The company introduced the Ecological Network Concept to create a green space in a corner of the site and secure a habitat for wildlife while connecting it with the surrounding green space and waterfront. Known as the “Forest of Coexistence,” development began in October 2011.

    The significance and role of the Forest of Coexistence

    Nakano: The site includes waterfront, grassland, and woodland and serves as a model for “satoyama” (rural spaces in which humans and nature coexist). A team of experts monitors the restoration status of the satoyama environment. Employees manage green areas, monitor for invasive species, and raise seedlings and plant trees. The number of plant and animal species has recovered from approximately 580 species in 2011 to approximately 840 in 2016.

    Matsumura: This initiative is known as “Nawashiro” because it nurtures the seeds of technology. Our goal is to create themes that actively utilize industry-academia collaboration.

    Matsumura: Our approach is to study the subject area and then “go into the field for hands-on work.” We analyze data and facts using the knowledge we’ve gained, and then compile the results, hypotheses, and facts we think will be of interest to professors at Kyoto University and other universities with whom we collaborate. Today we are exploring and analyzing the following activities:
    Collaboration with Kyoto University: Understanding the Mechanism of Natural CyclesBased on hill-to-ocean linkage studies, we seek to establish sensing, modeling, and actuation methods for material circulation in forests/soil. We collect and analyze data from sensors that have been installed at various sites.

    Dr. Adachi: As part of our efforts to realize nature positivity, we would like you to promote recycling-based manufacturing from the design stage.
    Ogawa: In July 2024, the PHD Corporate Technology Sector formulated a “Technology Future Vision” that includes themes that cannot be separated from nature—including energy, water, and food. Nature is the source of everything. Using this as our starting point, we will consider new ways of doing business, of creating new communities, of producing food and new energy, and new ways of recycling resources—all aligned to the theme of “nature.” We will also consider combining nature and AI. By doing so, a new future will open up for the Panasonic Group.

    Mr President, Excellencies,

    We are gathered in this Assembly while the world, and this organisation, are facing major and existential challenges.

    We are gathered while we are witnessing an unprecedented number of armed conflicts. From Ukraine to Sudan, the eastern Democratic Republic of the Congo and Gaza.

    We are gathered while we are failing at our collective goal of maintaining international peace and security, of saving future generations from the horrors of war and from the disastrous consequences of underdevelopment and climate change.

    Mr President,

    The UN Charter – the sovereign equality of all states, the peaceful settlement of disputes, the prohibition of the threat or use of force against any state – is being challenged. We must stand by the Charter.

    Sweden’s strong defence of international law, including the UN Charter, is based on the understanding that both our own security and that of other countries depends on it.

    Ensuring respect for sovereignty, territorial integrity and political independence of all states – both large and small – is in our common interest. At its core lies the need for a global system that is open, predictable and applies equally to all.

    In too many places around the world, including in Sweden’s immediate neighbourhood, we are witnessing the consequences of violations of the rules and principles we have all agreed to.

    Since the start of Russia’s aggression against Ukraine in 2014, and with the full-scale invasion of Ukraine in 2022, Russia has brutally invaded the territory of another UN Member State. This Assembly has strongly and repeatedly condemned Russia’s aggression against Ukraine as a blatant violation of international law, including the UN Charter.

    If a member of the Security Council is allowed to reap the fruits of aggression, the harmful impact will not stop with Ukraine. Russia’s leadership will continue its attempts to impose its rule on neighbouring countries.

    The territorial integrity and sovereignty of all states must serve as a basis for a comprehensive, just and lasting peace in Ukraine. This was confirmed at the Peace Summit in Switzerland in June, which gathered some 100 delegations from all continents.

    Ukraine has made clear from the start that it wants a peaceful settlement based on the UN Charter. As President Zelensky rightfully said in his speech before this assembly yesterday: “There can be no just peace without Ukraine.” Sweden’s steadfast support for Ukraine’s efforts to restore its sovereignty and territorial integrity will continue for as long as it takes.

    As a direct response to Russia’s full-scale invasion, Sweden and Finland chose to join NATO. For Sweden’s part, this represents a truly historic change, ending 200 years of military non-alignment. This was our decision to take, because it is the right of each state to choose its own security policy path.

    Sweden’s NATO membership gives us a new, crucial platform to defend the fundamental values of our foreign and security policy. We will apply the same principled approach in NATO as we do in the UN, the EU, the OSCE and the Council of Europe. In other words, we will continue to defend international law, democracy, individual freedoms, human rights and gender equality.

    Mr President,

    Sweden has always defended the universal principles of sovereignty and the right to self-determination. In fact, Sweden has consistently supported countries struggling for liberty, independence and democracy – not least in Africa. And we continue to be an engaged partner of African countries. 
    To take just one example, I am deeply concerned about the situation in Sudan. More than 10 million people have been displaced, which roughly corresponds to the entire population of my own country. Safe, rapid and unhindered humanitarian access, an immediate ceasefire and negotiations ensuring a return to civilian rule are urgently required.

    Therefore, Sudan is among the countries receiving the most humanitarian support from Sweden this year. Sweden remains a key partner and donor of UN humanitarian assistance, as well as of peacekeeping and peacebuilding efforts.

    Similarly, Sweden supports the ongoing peace efforts by the United Nations in Yemen, where we will continue to work with our partners for a principled and inclusive humanitarian response. The people of Yemen are looking to the international community for hope, for a way out of humanitarian despair. We must answer that call.

    Mr President,

    We are also faced with the threat of a regional war, the consequences of which no one can predict. My country’s longstanding commitment to peace efforts in the Middle East dates back to 1948 and the efforts of UN mediator Folke Bernadotte. Today, Sweden is one of the largest core donors to UN agencies and other organisations working to mitigate the immense suffering of the civilian population in Gaza. At the same time, Sweden stands up for Israel’s right to defend itself in accordance with international law and demands that the hostages be released.

    Israel is being threatened by Iran and its allies simultaneously on several fronts. Hezbollah’s repeated attacks since October 8th has led to a dangerous military escalation. Sweden fully supports the efforts by the United States, France and others to reach a diplomatic solution. A ceasefire would provide space for reaching a diplomatic settlement consistent with UN Security Council resolution 1701 as well as the implementation of UN Security Council 2735 on a ceasefire in Gaza.

    In the longer term, Sweden – like the EU and the United States – believes in the idea of a two-state solution in which Israelis and Palestinians can live side by side in peace, freedom and democracy.

    Mr President,

    In order to address global challenges, we need to ensure that our aid helps to mobilise additional resources, not least private capital.
    Development assistance alone is not enough to build long-term wealth and welfare.

    It must go hand in hand with democracy, the rule of law, market development, trade, investments and technology transfer. We see that clearly in the countries now leaving poverty behind.

    We must also redouble our efforts to achieve the 2030 Agenda. Sweden is one of the world’s most generous donors of development assistance. Through our development assistance, we are accelerating the implementation of the Sustainable Development Goals. To achieve this, strong national ownership in partner countries and a broader approach to development cooperation among donors is needed.

    We must also step up the fight against corruption so that economic growth benefits the whole of society, not just the few.

    Mr President,

    I can only note that women have been underrepresented as speakers this week at the General Debate. Women make up 50 percent of the world’s population, yet less than 10 percent of speakers this week are women. There is a lot of room for improvement in this regard.

    I agree with the Secretary-General that global opposition to gender equality is on the rise. That is why gender equality is a core value in Sweden’s foreign policy.

    So let me say this: countries that stand up for women’s and girls’ rights are not only champions of freedom and human rights. They also benefit from broad labour market participation and economic growth.

    Respect for human rights, providing sexual and reproductive health and rights services, and empowering young girls and women are tangible contributions to advancing gender equality. This is what I want for the future of my daughter and for the daughters of others, too.

    Simply put, our free society must stand up against those who wish to exploit our freedom to restrict the freedom of others. Everyone must be able to live safely and freely, regardless of religious beliefs or personal convictions, regardless of skin colour and regardless of whom they love. To my government, this is of such importance that we have begun work on an action plan for equal rights and opportunities for LGBTQI people.

    The green and digital transition offers vast opportunities in terms of new jobs, increased growth and improved livelihoods. Sweden aims to become climate-neutral by 2045, at the latest. As early movers, we want to show that it is possible to reduce emissions while maintaining economic growth. At the same time, global ambitions on climate action and climate financing must be raised. Here as well, we are increasing our support even further and enhancing its effect, advancing innovative financial models to mobilise more private capital.

    Mr President,

    The many crises in our world today have shed a harsh light on the need for reforms of our multilateral system. We need global governance structures that can withstand the challenges of our time and that are resilient against malevolent attempts to undermine the UN Charter.

    Action – implementation and follow-up – must be our approach as we look forward and take stock of the Summit of the Future and the Pact adopted there.

    The UN Security Council – the body entrusted with the ultimate responsibility to maintain international peace and security – must be effective, transparent and accountable.

    Sweden supports a balanced expansion of the Security Council to better reflect current global political and economic realities. This can be achieved by such means as adding new permanent and non-permanent seats, including for African countries.

    Sweden also supports the ongoing reform processes in multilateral development banks to increase the effectiveness and scale of financing to achieve the Sustainable Development Goals and implement the Paris Agreement.

    Another area where strengthened global governance is essential is outer space. Modern societies are becoming more and more dependent on space services and the space environment is becoming increasingly congested and contested.

    Sweden is strongly committed to preventing an arms race in outer space and safeguarding the use of space for peaceful purposes. This includes all states’ full compliance with existing international law, including the Outer Space Treaty. We will continue to promote the development of norms and rules for responsible behaviour in space.

    Together with Zambia, Sweden is proud to have co-facilitated the Global Digital Compact. Through this framework, all Member States have committed to strengthen international cooperation to close digital divides between and within countries and to establish the governance required for a sustainable digital future, including on Artificial Intelligence.

    Rest assured, Sweden will continue to fulfil its responsibility and be an active, engaged and constructive multilateral actor. We will continue to be a close – and demanding – partner to the UN. We will constructively demand more.

    More efficiency, more coherence, more impact, more innovation. This is how we will achieve our shared ambitions for the future, together.

    Mr President,

    This is a moment of major existential challenges. But we must not allow anything to stop us from defending the fundamental principles that form the foundation of this organisation.

    It is true that there are areas where international law needs to be developed to meet new challenges. However, it is equally true that hundreds of millions of people have been lifted out of poverty based on the norms, purposes and principles enshrined in the UN Charter.

    Global health and well-being have reached unprecedented levels. People across the globe are enjoying justice, peace, freedom and prosperity at levels unimaginable to previous generations.

    It is a legacy to be proud of. One that we must all do everything we can to uphold.

    VDNKh Metaverse and Roboball Races

    While getting acquainted with the interactive exhibition and learning more about high-tech projects and services, riding a real bicycle through the VDNKh metaverse or traveling through digital twins of iconic places in a cable car cabin, guests will get acquainted with the achievements and technologies used in the capital in an entertaining and interactive format.

    Thus, all comers will be able to stroll through a virtual digital copy of the country’s main exhibition. The VDNKh metaverse is more than 80 objects and 400 exhibits, recreated with such a high degree of accuracy that you can examine the smallest details of buildings or the entire architectural ensemble, see the splashes of fountains and leaves swaying in the wind, and get acquainted with the exhibits of some pavilions. City residents will be offered to go on a unique gamified excursion in the company of a digital double of the singer Vanya Dmitrienko, during which they will travel in time, visit space, look into a nuclear reactor and find themselves on a film set.

    For those who love speed and competition, there will be robotic ball races. The track is designed as a labyrinth, and participants will have to guide their ball through all the obstacles – ramps, swings and dead ends. To control their robotic ball, each racer will have a tablet in their hands. In the pavilion, you can also learn about the principles of quantum computers and their potential for solving complex problems, as well as feel like nuclear physicists and independently launch a virtual computing device of the future.

    Basics of Robotics and Space Debris Removal

    In addition, visitors will be immersed in the world of innovation and will understand how artificial intelligence is used on Earth and beyond. They will be able to sort space debris on their own and learn about technologies that will help clean up space pollution.

    The pavilion will host master classes where city residents will learn the basics of robotics and create their own robot assistant. Under the guidance of an expert, participants will design a robot from construction set elements and learn how to create and program mechanisms to perform the necessary operations. As a souvenir of the visit, they will be offered to take photos in the branded photo zone “MetaVDNKh” together with a life-size figure of the guide to the metaverse Vanya Dmitrienko.

  • MIL-OSI Australia: NAIF Board appointments for a future made in Northern Australia

    The Australian Government has today announced six reappointments and one new appointment to the Northern Australia Infrastructure Facility (NAIF) Board to help drive infrastructure investments across the north.

    Mr Robert Edel has been appointed as a new member until 30 June 2027. Mr Edel brings 35 years of experience as a commercial lawyer, where he specialised in the acquisition and development of mining, renewable energy and infrastructure projects, a skillset which complements the existing board.

    His appointment ensures the NAIF board have the broadest possible expertise to analyse, prioritise and fund critical infrastructure projects for the north.

    The Government has also reappointed Ms Tracey Hayes as Chair until 30 June 2026, together with Mr Stephen Margetic (to 30 June 2026), Ms Lisa Hewitt (to 30 June 2027) and Ms Kate George and Mr Grant Cassidy (both to 31 December 2025) as members.

    Minister for Northern Australia Madeleine King said the reappointment of the Chair and existing board members recognises their strong stewardship of the NAIF so far, and provides the certainty for NAIF over the near future to continue to deliver for the north.

    “The Northern Australia Infrastructure Facility continues to future-proof the north by investing in projects that will create jobs, deliver back into local economies and help us achieve our net zero aspirations,” Minister King said.

    “This wouldn’t be possible without such an experienced and talented board, to which Robert is a fantastic addition.

    “His hands-on experience in the mining, infrastructure and renewable energy sectors, alongside his demonstrated connection to the north through his personal and professional life, speaks for itself.

    “I’d like to acknowledge and thank retiring board member Mr Mark Gray, who, in his three years on the board, oversaw investment decisions which will return billions back into northern Australia’s economy.”
