  • MIL-OSI United Nations: Japan Contributes $2 Million to Help WFP Prevent Worsening Hunger in Yemen

    ADEN, Yemen – The Government of Japan has contributed US$2 million (approximately 300 million Japanese Yen) to the United Nations World Food Programme (WFP), enabling life-saving food assistance at a time when millions in Yemen face deepening hunger.

    Japan’s support will enable WFP to provide vegetable oil as part of food rations for 700,000 people, helping prevent further deterioration in food security.

    “We are incredibly grateful for Japan’s timely support,” said WFP’s Head of Global Partner Countries Division Abdallah Alwardat. “We are witnessing unprecedented levels of need in Yemen. Families are increasingly telling us they can no longer afford enough food, while our resources continue to shrink. This contribution allows us to deliver food assistance that families urgently need.”

    Contributions like Japan’s are critical to sustaining WFP food assistance in Yemen, which remains one of the few lifelines for millions of Yemenis.

    This generous contribution comes as food insecurity levels in Yemen are the third worst globally, after Gaza and Sudan. By September, over 18 million people, more than half of the population, are projected to face acute food insecurity, with 41,000 people at risk of slipping into catastrophic, famine-like conditions. This is the worst outlook since 2022.

    “Yemen continues to suffer from dire human security situations due to lingering conflict, deteriorating economy, and subsequent collapse of local services. In light of this critical and deteriorating humanitarian situation, and in line with the 2025 Yemen Humanitarian Response Plan, Japan has decided to provide support in partnership with the WFP. We stand in firm solidarity with the Yemeni people,” stated H.E. Mr. Yoichi Nakashima, Ambassador of Japan to Yemen.

    Japan has been a consistent and valued partner of WFP in Yemen, contributing approximately US$160 million since 2016 to help address one of the world’s worst humanitarian crises. This latest contribution reaffirms Japan’s continued commitment to fighting hunger and supporting the people of Yemen.

  • Israel Strikes Houthi Targets at Yemen’s Hodeidah Port Over Alleged Military Use

    The Israeli military has confirmed that it struck targets at the port of Hodeidah in Yemen, claiming the facilities were being used by the Houthi movement for military purposes. Colonel Avichay Adraee, spokesperson for the Israel Defense Forces (IDF), said in a post on X that the operation targeted infrastructure belonging to what he described as the “terrorist Houthi regime.”

    According to Adraee, the strikes destroyed engineering equipment used to rebuild port facilities, fuel barrels, and naval components allegedly involved in military activity against Israel and shipping vessels in the surrounding maritime area. He asserted that the port has been previously used to transfer combat materials from Iran to the Houthis, which are then deployed in attacks on Israel and its allies.

    The IDF said it had been monitoring renewed Houthi activity at the port and launched the strike in response to attempts to reconstruct what it called terrorist infrastructure. It further accused the Houthi movement of using civilian infrastructure for military operations targeting international commercial shipping.

    The Israeli military stated it would continue to act against what it views as ongoing threats from the Houthis and reiterated its commitment to striking hostile targets regardless of their distance from Israeli territory.

    Reports also indicate that Israeli forces have launched a combined ground and air offensive on Deir al-Balah in central Gaza, marking the first ground operation in the city since the outbreak of the conflict with Hamas 21 months ago.

    H.E. Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, received Ms. Reem Alabali-Radovan, Federal Minister for Economic Cooperation and Development of Germany, at the Government Headquarters in New Alamein City during her visit to the Arab Republic of Egypt, within the framework of strengthening bilateral economic cooperation between the two countries. The meeting comes as a follow-up to the fruitful discussions held during the 4th International Conference on Financing for Development (Ff4D) in Seville, Spain.

    At the beginning of the meeting, H.E. Dr. Rania Al-Mashat welcomed the German Minister on her first visit to Egypt and wished her success in her mission in the new German government, emphasizing the Arab Republic of Egypt’s appreciation for for the Egyptian-German economic relations, which represent a strategic partnership that reflects the keenness to advancing mutual interests and promoting development efforts, whether through bilateral governmental partnership, German investments in Egypt, and development cooperation efforts, adding that this visit marks a milestone in the process of cooperation between the two countries and reflects the depth of bilateral relations and common vision towards achieving sustainable development and economic growth.

    The two ministers discussed recent developments in Egyptian-German economic and investment relations, joint development projects, and explored new mechanisms for innovative financing, especially in light of the outcomes of the 4th International Conference on Financing for Development held in Seville, Spain, and the need for the international community to contribute more to financing development in developing countries and emerging economies. They also discussed the implementation of the European Investment Guarantee Mechanism (EFSD+), which comes in light of the Egypt-EU strategic partnership and contributes to increasing foreign direct investments to the local and foreign private sector in Egypt, in addition to the preparations for the convening of the 2025 Egyptian-German governmental negotiations.

    The two sides also discussed the outcomes of the 4th International Conference on Financing for Development, noting the importance of implementing recommendations of the UN expert group report on addressing debt challenges in Global South countries, which included 11 outcomes, such as redirecting and replenishing existing resources from multilateral development banks and the IMF to enhance liquidity, adopting policies to extend maturities, financing debt buybacks, reducing debt servicing during crises, reforming the G20 Common Framework to include all middle-income countries, and updating IMF and World Bank debt sustainability analysis (DSA) to better reflect the situation of low- and middle-income countries, among other measures.

    The Minister of Planning, Economic Development and International Cooperation also reviewed the key features of Egypt’s national narrative for economic development, which aims to achieve a structural transformation in the Egyptian economy towards tradable and exportable sectors by strengthening macroeconomic policies, encouraging foreign direct investment, promoting industrial development, and supporting labor market and employment policies, noting that Egyptian-German relations are reflected in achieving these objectives.

    In this context, H.E. Dr. Al-Mashat praised the success of the Egyptian-German Debt Swap Program, where the Egyptian government succeeded in signing debt swap agreements with a total value of €340 million to finance various development projects across multiple sectors, including the new tranche of the debt swap program worth €100 million for the period 2024–2026, explaining that the program contributed  to using the local currency equivalents of debt repayments to implement development projects in various sectors, including education and technical education, social protection, health, improving renewable energy supply. Ongoing coordination is underway to allocate €50 million from the program to support the energy pillar of the “NWFE” program, financing part of the local component for connecting ACWA Power (1) and (2) wind farms, with a total capacity of 1,100 MW. She reaffirmed that the Egyptian-German Debt Swap Program is a successful model for promoting financing for development.

    The discussion also touched on the Financial Cooperation Agreement between Egypt and Germany, which was signed on May 25, 2025, and includes a €118 million financing package in the form of concessional financing and financial contributions (complementary grants), and includes funding for the following projects: financial support for the Comprehensive Technical Education Initiative and the support for the establishment of 25 Egyptian Centers of Excellence. In the same context, the two sides also discussed the the status of the governmental negotiations to be held between the Egyptian and German sides at the end of this year, expressing their aspiration to enhance economic and development cooperation between the two governments, as well as allocating new financial contributions to finance development projects aimed at driving economic growth.

    Furthermore, H.E. Dr. Al-Mashat pointed out that, In light of the success of the country platform for the “NWFE” program and the international community’s expansion of the concept of national platforms to mobilize investments, work is currently underway, in coordination with the Ministry of Industry, the European Bank for Reconstruction and Development, and other development partners, to launch the first national platform to mobilize financing and technical support for the industrial sector. This aligns with the national narrative for economic development to support the state’s efforts in localizing industry and encouraging domestic production, noting that the narrative sets a unified vision for the Egyptian economy to shift towards tradable sectors.

    H.E. also highlighted the importance of strengthening South-South cooperation and triangular cooperation through German collaboration to stimulate efforts to transfer Egyptian expertise in the field of development to developing and emerging countries, noting Egypt’s keenness to advance the prospects of joint cooperation in the field of water within the “NWFE” program with the German side.

    For her part, the German Minister expressed her aspiration to build on the Egyptian-German strategic relations and the progress achieved in recent years to further advance joint cooperation in light of regional and global challenges.

    In the same context, the two sides addressed the Egyptian-German economic cooperation portfolio, which currently amounts to approximately €1.6 billion, aiming to implement various development projects across priority sectors that contribute to sustainable economic development including energy, climate, water supply, sanitation, irrigation, migration, solid waste management, and enhancing the competitiveness of the private sector, which are funded through multiple mechanisms, such as the Egyptian-German Debt Swap Program, concessional financing, financial contributions, and technical cooperation grants.

    A meeting of the Coordination Committee for the Decade of Science and Technology was held under the chairmanship of Deputy Prime Minister Dmitry Chernyshenko. Participants discussed the interim results of the Decade’s initiatives for 2025 and preparations for the V Congress of Young Scientists.

    “The Decade of Science and Technology, announced by President Vladimir Putin, is aimed at strengthening the role of science and technology in solving key development problems of the country. Its main goal is to achieve technological leadership of Russia. To achieve this, a special plan has been developed, which provides for the popularization of modern scientific knowledge and obtaining a real socio-economic effect. One of the main annual events – the Congress of Young Scientists – has been included in the national project “Youth and Children” since this year. The event will traditionally bring together representatives of the scientific community, business leaders, as well as representatives of state and public organizations from Russia and other countries,” said Deputy Prime Minister, Co-Chairman of the Coordination Committee for the Decade of Science and Technology Dmitry Chernyshenko.

    Last year, more than 7,000 people from 85 regions of Russia and abroad took part in the Congress of Young Scientists.

    The Decade’s initiatives strengthen the human resources potential of the scientific and technological sphere.

    “Holding the Decade of Science and Technology in Russia is, of course, a very important initiative of the President of the Russian Federation Vladimir Putin. It is aimed at popularizing scientific achievements and creating conditions for doing science. I believe that the organizers and all participants of the Decade of Science and Technology are, on the whole, successfully coping with these tasks,” said Gennady Krasnikov, President of the Russian Academy of Sciences.

    Minister of Education and Science Valery Falkov noted that the Decade of Science and Technology forms the correct perception of science and the profession of a scientist. According to surveys, the proportion of parents who welcome their children’s choice of a career in the scientific field is increasing, now there are more than 60%.

    “We also see a growing interest among young people in engineering specialties, which is associated with the extensive work within the Decade of Science and Technology. Compared to 2022, admission to engineering programs in 2024 increased by 7% – from 213 thousand to 228 thousand people,” the minister emphasized.

    Deputy Minister of Science and Higher Education Denis Sekirinsky reported that scientific volunteering is developing, the study of the legacy of the Soviet scientific school continues, the network of scientific playgrounds for children is expanding – today there are 55 of them in 41 cities in Russia. In the “Science and Innovation” domain, 26 services are available for the research community. In Russia, 12 new routes for popular science tourism have been launched in the regions, and in general, there are 87 of them in the country.

    “Since the beginning of 2025, more than 3,000 events of the Decade of Science and Technology have been held, reaching more than 4 million people. This reflects the scale of the work done and sets a high bar for the second half of the year. The development of existing formats continues, new areas are emerging so that more and more young people see science as an opportunity for professional growth and participation in the future of the country,” he said.

    Sofia Malyavina, Director General, spoke about the work of the operator of the Decade of Science and Technology, ANO National Priorities: “Since the beginning of the Decade of Science and Technology in 2022, we have organized more than a hundred excursions and lectures “Science is Nearby”, created dozens of thematic TV projects and podcasts, and attracted over 100 thousand schoolchildren and students to participate in competitions. Since the beginning of 2025 alone, over 24 thousand publications about science have been published – on television, radio, in the press, and online. Interest in this topic is growing, and our task is to ensure that as many people as possible learn about scientific achievements and the specialists behind them.”

    The head of Rosmolodezh Grigory Gurov noted that the scientific volunteer community consists of more than 60 thousand people, and in 2025, more than 3 thousand volunteers joined it: “Rosmolodezh, together with the “Movement of the First”, is implementing the direction “Science and Technology. “DARE AND DISCOVER”, which helps popularize science among children and young people, including through the flagship project “First in Science”. This year, we plan to launch at least 600 “First” scientific clubs in 30 pilot regions. We support young people who strive to develop in science, we create conditions so that children and young people can implement their ideas and propose innovative projects within the framework of the national project “Youth and Children”, launched on the initiative of the President of Russia.”

    Anton Kobyakov, Advisor to the President and Head of the Interdepartmental Working Group for the Preparation and Holding of the Congress of Young Scientists and Associated Events, spoke about the preparations for the anniversary V Congress of Young Scientists to be held on November 26–28, 2025.

    “Special attention in 2025 is being paid to expanding the international component of the Congress of Young Scientists – active work is underway to invite foreign scientists from friendly countries to participate in the congress. As part of the international promotion, the congress was presented at external communication platforms, including off-site events and presentation sessions of the SPIEF in Mexico, Turkey, India, and Arab countries. Also this year, the partner of the invitation campaign is Friends for Leadership – an association created following the XIX World Festival of Youth and Students, which operates in 130 countries. As a result of the work, to date, more than 1.6 thousand participants have submitted applications to participate in the congress,” said Anton Kobyakov.

    Among the innovations of the upcoming congress, the Presidential Advisor named the holding of the BRICS Social and Humanitarian Research Forum on the sidelines of the congress. In addition, exhibition clusters dedicated to industry, technological development, healthcare, ecology, and digitalization will be organized within the framework of the congress exhibition.

    The Director General of the State Corporation Rosatom, Alexey Likhachev, spoke about the events of the V Congress of Young Scientists related to the topic of the atom and the 80th anniversary of the nuclear industry.

    The Governor of the Yamalo-Nenets Autonomous Okrug Dmitry Artyukhov paid attention to the regional experience of implementing the Decade’s initiatives.

    The director of the National Center “Russia” Natalia Virtuozova spoke about the activities of the National Center “Russia” to implement the tasks of the Decade. According to her, one of the strategic areas was the popularization of science fiction – through exhibition projects, international discussion platforms and educational programs. The flagship of this work was the international symposium “Creating the Future”.

    Dubai, UAE – July 21, 2025: The United Nations World Food Programme (WFP), through its award-winning ShareTheMeal app, has partnered with Careem, a leading multi-service app in the Middle East, to launch a donation campaign across Jordan and the United Arab Emirates. The initiative enables Careem users to support WFP’s emergency food assistance efforts in Gaza and the West Bank directly through the Careem app.

    WFP is delivering life-saving food aid in Gaza despite worsening security, limited access, and rising desperation. A recent assessment shows nearly one in three people are going days without food, putting more lives at risk. Since May 21, WFP teams have dispatched dozens of aid convoys with over 1,200 trucks carrying 18,247 metric tons (MT) of food into Gaza.

    Through Careem’s in-app donations platform “Right Click”, users can contribute directly to WFP’s emergency response, with donations going towards delivering wheat flour, hot meals, and nutrition supplements to communities across Gaza and the West Bank, where WFP aims to reach over 1.5 million people this year.

    On the morning of 20 July, a 25 truck WFP convoy carrying vital food assistance crossed the Zikim border point destined for starving communities in northern Gaza.

    Shortly after passing the final checkpoint beyond the Zikim crossing point into Gaza, the convoy encountered large crowds of civilians anxiously waiting to access desperately needed food supplies.

    As the convoy approached, the surrounding crowd came under fire from Israeli tanks, snipers and other gunfire.

    We are deeply concerned and saddened by this tragic incident resulting in the loss of countless lives. Many more suffered life-threatening injuries. These people were simply trying to access food to feed themselves and their families on the brink of starvation. This terrible incident underscores the increasingly dangerous conditions under which humanitarian operations are forced to be conducted in Gaza.  

    Today’s violent incident comes despite assurances from Israeli authorities that humanitarian operational conditions would improve; including that armed forces will not be present nor engage at any stage along humanitarian convoy routes. 

    There should never, ever, be armed groups near or on our aid convoys, as reiterated on many occasions to all parties to the conflict. Shootings near humanitarian missions, convoys and food distributions must stop immediately. Any violence involving civilians seeking humanitarian aid is completely unacceptable. 

    We stand firmly by our principles of operating with independence, impartiality and neutrality. It is one of the many reasons why communities trust us. 

    The World Food Programme continues to call for the protection of all civilians and aid workers delivering life-saving assistance. WFP teams accompanying convoys should not have to risk their own lives in the effort to save others. Without these fundamental conditions in place, we cannot continue providing life-saving support across the Gaza strip.

    Gaza’s hunger crisis has reached new levels of desperation. People are dying from lack of humanitarian assistance. Malnutrition is surging with 90,000 women and children in urgent need of treatment. Nearly one person in three is not eating for days. Food aid is the only way for most people to access any food – as the cost of a one-kilogram bag of flour has surged to over USD100 in local markets.

    Only a massive scale-up in food aid distributions can stabilize this spiraling situation, calm anxieties and rebuild the trust within communities that more food is coming.

    An agreed ceasefire is long overdue. All hostages should be released, and humanitarians should be able to reach the civilian population in Gaza with critical food supplies in a consistent, predictable, orderly and safe manner — wherever they are across the Gaza Strip. 

    WFP is ready. We have food supplies nearby, experienced teams on the ground, and proven systems in place to respond at scale. We did it before and we can do it again.

    TEHRAN, July 21 (Xinhua) — Iranian Foreign Minister Abbas Araghchi on Sunday warned that Britain, France and Germany (the EU3 countries) should not undermine the credibility of the UN Security Council by triggering a “sanctions snapback mechanism” against Tehran.

    A. Araghchi, in a post on the X social network, said these countries do not have the “legal, political and moral authority” to invoke the provisions of the 2015 nuclear deal or UN Security Council Resolution 2231, which allow for the reimposition of international sanctions if Iran is found to be in non-compliance with the agreement.

    He noted that after the US withdrawal from the nuclear agreement /Joint Comprehensive Plan of Action/ in 2018, Iran exhausted dispute resolution mechanisms before taking steps to correct the situation, and the EU3 countries failed to fulfill their obligations and even supported the US “maximum pressure” policy.

    “The EU3 countries must refrain from any actions that will only deepen differences in the Security Council or have serious negative consequences for its work,” Araghchi said, noting that Iran is ready for “meaningful diplomacy,” but will resist hostile measures.

    Earlier in the day, media reported that Iran and the six international mediators had agreed to resume talks on Tehran’s nuclear program.

    Oslo, 21 July 2025 – DNO ASA, the Norwegian oil and gas operator, today confirmed a gas and condensate discovery on the Vidsyn prospect close to its producing Fenja oil and gas field, both within the Norwegian Sea license PL586. The Company has a 25 percent stake in the license, up from 7.5 percent prior to the recent acquisition of Sval Energi Group AS last month.

    Preliminary estimates put gross recoverable resources in the range of 25 to 40 million barrels of oil equivalent (MMboe) with a mean of 31 MMboe, above the pre-drill estimate range. The Vidsyn discovery was made in Middle Jurassic high-quality reservoir sandstones of the Ile formation. The partnership, including Vår Energi ASA (75 percent and operator), considers the discovery commercial and sees a potential to unlock a larger volume in the licence.

    “Vidsyn is another exciting addition to our string of Norway discoveries,” said Executive Chairman Bijan Mossavar-Rahmani. “Together with Vår Energi, we will work hard to put it into production faster than is the norm in Norway.”

    Vidsyn is located eight kilometers west of the Fenja field, which is tied back to the Equinor-operated Njord field facilities 35 kilometers to the northeast. Njord oil is exported by shuttle tankers while gas is piped to the market via the Åsgard Transport System.

    Since re-entering Norway in 2017, DNO has participated in over a dozen discoveries on the Norwegian Continental Shelf, including three on permits operated by the Company, namely Kjøttkake (2025), Othello (2024) and Norma (2023).

    GAZA, July 21 (Xinhua) — At least 14 Palestinians, including a civil defense worker, were killed Sunday in an Israeli airstrike on a college building west of Khan Younis in the southern Gaza Strip, Palestinian sources said.

    Israeli warplanes fired at least one missile at a building housing displaced people in the al-Mawasi area west of Khan Younis, witnesses said.

    Doctors told Xinhua that all the bodies found, as well as the wounded, were taken to hospitals.

    The airstrike killed civil defense officer Hani al-Dabour and wounded several members of his team, according to a local government statement. The government called on the international community to fulfill its obligations to “stop Israel’s crimes and ensure full protection for the work crews.”

    In a statement on Sunday, the Israel Defense Forces (IDF) said that the paratroopers’ brigade, under the command of the 36th Division, had completed its mission in the Khan Yunis area of the Gaza Strip.

    “During the operation, the troops eliminated the terrorists in hand-to-hand combat and in cooperation with the Israeli Air Force. They destroyed the terrorists’ infrastructure, including military installations, weapons and explosives depots,” the statement said.

    DAMASCUS, July 21 (Xinhua) — Fierce clashes broke out between Druze militias and Bedouin tribes supporting the interim government in rural areas of southern Syria on Sunday, threatening a fragile ceasefire in the region, activists said.

    The Britain-based Syrian Observatory for Human Rights said large numbers of Bedouin reinforcements had gathered in the villages of Bustan, Dama and Najran, and there were signs of preparations to storm neighbouring Druze areas.

    Heavy fighting broke out in the towns of Arika and Umm al-Zeitoun, located along the Damascus-Suwayda highway, with Bedouins reportedly burning homes and looting property. The violence led to the closure of two key roads, further increasing tensions in the already volatile area.

    An expected prisoner exchange between the two sides was called off after mortar shells, believed to have been fired from Bedouin positions, landed near the planned transfer site.

    Residents reported calm in Syria’s Sweida on Sunday after the Islamist-led government announced that Bedouin fighters had withdrawn from the predominantly Druze city and a U.S. envoy signalled that a deal to end days of fighting was being implemented.

    With hundreds reported killed, the Sweida bloodshed is a major test for interim President Ahmed al-Sharaa, prompting Israel to launch airstrikes against government forces last week as it declared support for the Druze.Fighting continued on Saturday despite a ceasefire call.

    Interior Minister Anas Khattab said on Sunday that internal security forces had managed to calm the situation and enforce the ceasefire, “paving the way for a prisoner exchange and the gradual return of stability throughout the governorate”.

    Reuters images showed interior ministry forces near the city, blocking the road in front of members of tribes congregated there. The Interior Ministry said late on Saturday that Bedouin fighters had left the city.

    U.S. envoy Tom Barrack said the sides had “navigated to a pause and cessation of hostilities”. “The next foundation stone on a path to inclusion, and lasting de-escalation, is a complete exchange of hostages and detainees, the logistics of which are in process,” he wrote on X.

    Kenan Azzam, a dentist, said there was an uneasy calm but the city’s residents were struggling with a lack of water and electricity. “The hospitals are a disaster and out of service, and there are still so many dead and wounded,” he said by phone.

    Another resident, Raed Khazaal, said aid was urgently needed. “Houses are destroyed … The smell of corpses is spread throughout the national hospital,” he said in a voice message to Reuters from Sweida.

    The Syrian state news agency said an aid convoy sent to the city by the government was refused entry while aid organised by the Syrian Red Crescent was let in. A source familiar with the situation said local factions in Sweida had turned back the government convoy.

    Israeli public broadcaster Kan reported on Sunday that Israel sent urgent medical aid to the Druze in Sweida and the step was coordinated with Washington and Syria. Spokespeople for Prime Minister Benjamin Netanyahu, the Foreign Ministry and the military did not immediately respond to requests for comment.

    The Druze are a small but influential minority in Syria, Israel and Lebanon who follow a religion that is an offshoot of a branch of Shi’ite Islam. Some hardline Sunnis deem their beliefs heretical.

    The fighting began a week ago with clashes between Bedouin and Druze fighters. Damascus sent troops to quell the fighting, but they were drawn into the violence and accused of widespread violations against the Druze.

    Residents of the predominantly Druze city said friends and neighbours were shot at close range in their homes or in the streets by Syrian troops, identified by their fatigues and insignia.

    Sharaa on Thursday promised to protect the rights of Druze and to hold to account those who committed violations against “our Druze people”.

    He has blamed the violence on “outlaw groups”.

    While Sharaa has won U.S. backing since meeting President Donald Trump in May, the violence has underscored the challenge he faces stitching back together a country shattered by 14 years of conflict, and added to pressures on its mosaic of sectarian and ethnic groups.

    COASTAL VIOLENCE

    After Israel bombed Syrian government forces in Sweida and hit the defence ministry in Damascus last week, Prime Minister Benjamin Netanyahu said Israel had established a policy demanding the demilitarisation of territory near the border, stretching from the Israeli-occupied Golan Heights to the Druze Mountain, east of Sweida.

    He also said Israel would protect the Druze.

    The United States however said it did not support the Israeli strikes. On Friday, an Israeli official said Israel agreed to allow Syrian forces limited access to the Sweida area for two days.

    A Syrian security source told Reuters that internal security forces had taken up positions near Sweida, establishing checkpoints in western and eastern parts of the province where retreating tribal fighters had gathered.

    On Sunday, Sharaa received the report of an inquiry into violence in Syria’s coastal region in March, where Reuters reported in June that Syrian forces killed 1,500 members of the Alawite minority following attacks on security forces.

    The presidency said it would review the inquiry’s conclusions and ensure steps to “bring about justice” and prevent the recurrence of “such violations”. It called on the inquiry to hold a news conference on its findings – if appropriate – as soon as possible.

    The Syrian Network for Human Rights said on July 18 it had documented the deaths of at least 321 people in Sweida province since July 13. The preliminary toll included civilians, women, children, Bedouin fighters, members of local groups and members of the security forces, it said, and the dead included people killed in field executions by both sides.

    The Syrian Observatory for Human Rights, another monitoring group, has reported a death toll of at least 940 people.

    China staged a dramatic comeback to secure a 3-2 victory over Cuba (20-25, 25-23, 15-25, 25-22, 19-17) on the final day of the FIVB Men’s Volleyball Nations League preliminary phase in Gdansk, Poland, on Sunday.

    Outside hitter Wang Bin powered Vital Heynen’s side with 26 points, while captain Jiang Chuan added 13. Despite a dominant 31-point performance from Cuba’s Marlon Yant, including 29 kills, China held their nerve to complete the turnaround.

    Cuba came out strong, racing to a 5-1 lead and taking the first set 25-20, with Yant and Miguel Angel Lopez combining for 12 points. China responded in the second set, pulling ahead 20-17 on Wang’s ace. Although Cuba leveled at 21-21, Wang’s decisive spike and a successful challenge on the final point secured a 25-23 equalizer.

    The momentum swung back to Cuba in the third set as they cruised to a 25-15 win. But China refused to fold, erasing a 9-4 deficit in the fourth set to tie the score at 15-15. Wang Hebin’s attack capped a 25-22 win, forcing a tiebreak.

    In the final set, Rao Shuhan’s blocking and clutch attacks from Jiang Chuan pushed China ahead 4-1. Cuba fought back with Javier Concepcion’s late point, but Ji Daoshuai’s spike sealed China’s 19-17 victory.

    Despite the loss, Cuba qualified for the finals with six wins. China finished 17th in the preliminary phase with three victories.

    “China did a great job today. They fought for every point, all the time. We didn’t push enough to win the game. We need to be better at this as well, as sometimes we don’t do enough,” Cuba’s opposite spiker Jose Masso Alvarez told the official website of the Volleyball Nations League after the game.

    Elsewhere on the day, Iran beat Bulgaria in straight sets. Amin Esmaeilnezhad produced 19 points for the winners, while Amirhossein Esfandiar added 14.

    In the last game of the week in Gdansk, Poland edged past France 32-30, 20-25, 25-20, 23-25, 15-12. Wilfredo Leon earned 30 points for the winners, while Theo Faure poured in two points less for France. Both teams have booked their spot in the best eight earlier.

    The final round of the Men’s Volleyball Nations League will be played in Ningbo, China, from July 30 to August 3.

  • MIL-OSI Submissions: How the world’s nuclear watchdog monitors facilities around the world – and what it means that Iran kicked it out

    What happens when a country seeks to develop a peaceful nuclear energy program? Every peaceful program starts with a promise not to build a nuclear weapon. Then, the global community verifies that stated intent via the Treaty on the Non-Proliferation of Nuclear Weapons.

    Once a country signs the treaty, the world’s nuclear watchdog, the International Atomic Energy Agency, provides continuous and technical proof that the country’s nuclear program is peaceful.

    The IAEA ensures that countries operate their programs within the limits of nonproliferation agreements: low enrichment and no reactor misuse. Part of the agreement allows the IAEA to inspect nuclear-related sites, including unannounced surprise visits.

    These are not just log reviews. Inspectors know what should and should not be there. When the IAEA is not on site, cameras, tamper-revealing seals on equipment and real-time radiation monitors are working full-time to gather or verify inside information about the program’s activities.

    Safeguards toolkit

    The IAEA safeguards toolkit is designed to detect proliferation activities early. Much of the work is fairly technical. The safeguards toolkit combines physical surveillance, material tracking, data analytics and scientific sampling. Inspectors are chemists, physicists and nuclear engineers. They count spent fuel rods in a cooling pond. They check tamper seals on centrifuges. Often, the inspectors walk miles through hallways and corridors carrying heavy equipment.

    That’s how the world learned in April 2021 about Iran pushing uranium enrichment from reactor-fuel-grade to near-weapons-grade levels. IAEA inspectors were able to verify that Iran was feeding uranium into a series of centrifuges designed to enrich the uranium from 5%, used for energy programs, to 60%, which is a step toward the 90% level used in nuclear weapons.

    Around the facilities, whether for uranium enrichment or plutonium processing, closed-circuit surveillance cameras monitor for undeclared materials or post-work activities. Seals around the facilities provide evidence that uranium gas cylinders have not been tampered with or that centrifuges operate at the declared levels. Beyond seals, online enrichment monitors allow inspectors to look inside of centrifuges for any changes in the declared enrichment process.

    Seals verify whether nuclear equipment or materials have been used between onsite inspections.

    When the inspectors are on-site, they collect environmental swipes: samples of nuclear materials on surfaces, in dust or in the air. These can reveal if uranium has been enriched to levels beyond those allowed by the agreement. Or if plutonium, which is not used in nuclear power plants, is being produced in a reactor. Swipes are precise. They can identify enrichment levels from a particle smaller than a speck of dust. But they take time, days or weeks. Inspectors analyze the samples at the IAEA’s laboratories using sophisticated equipment called mass spectrometers.

    In addition to physical samples, IAEA inspectors look at the logs of material inventories. They look for diversion of uranium or plutonium from normal process lines, just like accountants trace the flow of finances, except that their verification is supported by the ever-watching online monitors and radiation sensors. They also count items of interest and weigh them for additional verification of the logs.

    Beyond accounting for materials, IAEA inspectors verify that the facility matches the declared design. For example, if a country is expanding centrifuge halls to increase its enrichment capabilities, that’s a red flag. Changes to the layout of material processing laboratories near nuclear reactors could be a sign that the program is preparing to produce unauthorized plutonium.

    Losing access

    Iran announced on June 28, 2025, that it has ended its cooperation with the IAEA. It removed the monitoring devices, including surveillance cameras, from centrifuge halls. This move followed the news by the IAEA that Iran’s enrichment activities are well outside of allowed levels. Iran now operates sophisticated uranium centrifuges, like models IR-6 and IR-9.

    Removing IAEA access means that the international community loses insight into how quickly Iran’s program can accumulate weapon-grade uranium, or how much it has produced. Also lost is information about whether the facility is undergoing changes for proliferation purposes. These processes are difficult to detect with external surveillance, like satellites, alone.

    An alternative to the uranium enrichment path for producing nuclear weapons material is plutonium. Plutonium can’t be mined, it has to be produced in a nuclear reactor. Iran built a reactor capable of producing plutonium, the IR-40 Heavy Water Research Reactor at the Arak Nuclear Complex.

    Iran modified the Arak reactor under the now-defunct Joint Comprehensive Plan of Action to make plutonium production less likely. During the June 2025 missile attacks, Israel targeted Arak’s facilities with the aim of eliminating the possibility of plutonium production.

    With IAEA access suspended, it won’t be possible to see what happens inside the facility. Can the reactor be used for plutonium production? Although a lengthier process than the uranium enrichment path, plutonium provides a parallel path to uranium enrichment for developing nuclear weapons.

    Continuity of knowledge

    North Korea expelled IAEA inspectors in 2009. Within a few years, they restarted activities related to uranium enrichment and plutonium production in the Yongbyon reactor. The international community’s information about North Korea’s weapons program now relies solely on external methods: satellite images, radioactive particles like xenon – airborne fingerprints of nuclear activities – and seismic data.

    What is lost is the continuity of the knowledge, a chain of verification over time. Once the seals are broken or cameras are removed, that chain is lost, and so is confidence about what is happening at the facilities.

    When it comes to IAEA inspections, there is no single tool that paints the whole picture. Surveillance plus sampling plus accounting provide validation and confidence. Losing even one weakens the system in the long term.

    The existing safeguards regime is meant to detect violations. The countries that sign the nonproliferation treaty know that they are always watched, and that plays a deterrence role. The inspectors can’t just resume the verification activities after some time if access is lost. Future access won’t necessarily enable inspectors to clarify what happened during the gap.

    At least 18 Palestinians died in the past 24 hours due to hunger in Gaza, bringing the total death toll of hunger in the enclave since March to 86, including 76 children, the Gaza-based health authorities said Sunday.

    What is happening in Gaza, home to more than two million people, is a “silent massacre,” it said in a press statement, adding that about 17,000 children suffer from severe malnutrition in the enclave.

    It demanded immediate opening of the crossings to allow the entry of food and medicine.

    Meanwhile, the UN Relief and Works Agency for Palestine Refugees in the Near East said in a statement on social media platform X that “Israeli authorities are starving civilians in Gaza, including one million children.”

    It urged lifting the Israeli blockade on Gaza.

    Also on Sunday, Palestinian Prime Minister Mohammed Mustafa said the situation in Gaza is “unbelievable and unreasonable.”

    According to a statement issued by his office, Mustafa called for stopping the bleeding in Gaza, reconstructing the enclave, and “unifying Gaza and its institutions with national institutions” so as to “establish the state on the ground.”

    At least 8,066 Palestinians have been killed and 28,939 others injured since Israel renewed its intensive strikes in Gaza on March 18, bringing the total death toll since October 2023 to 58,895, and injuries to 140,980, Gaza-based health authorities said earlier on Sunday.

  • MIL-OSI China: Despite battlefield gains, Israel remains mired in war with no political endgame

    Nearly two years into a multi-front conflict, Israel has made apparent military gains: crippling Hamas’ infrastructure in Gaza, striking deep into Iran, and dealing blows to Hezbollah in Lebanon. Yet the country remains stuck in a prolonged war, with no clear exit strategy in sight.

    Analysts say that while Israel’s military campaign has made some progress, the absence of a coherent political strategy has left its broader objectives undefined. The government’s push to deepen ties with Arab states has come alongside a deliberate sidelining of the Palestinian issue, limiting prospects for long-term regional reconciliation.

    The war in Gaza has caused widespread destruction, decimated much of the enclave’s infrastructure, and killed at least 58,895 people, according to Gaza-based health authorities. The humanitarian toll has drawn international concern, but shows little sign of prompting a shift in Israeli policy.

    Critics argue the war’s continuation primarily serves the interests of Prime Minister Benjamin Netanyahu’s governing coalition, which includes far-right and ultra-Orthodox parties. Netanyahu, who is standing trial on corruption charges, has faced internal divisions and consistently poor polling. Recent surveys suggest his coalition partners would not win enough seats to form a government if elections were held today.

    “The coalition now is actually committed to continuing the war,” said Roee Kibrik, head of research at Mitvim – The Israeli Institute for Regional Foreign Policies. “Its survival depends on the war’s continuation.”

    Kibrik said the government appears willing to pursue only limited hostage deals that would avoid ending the war. “If we analyze whether peace or diplomacy is possible under this government, the answer is no,” he said.

    Talks are ongoing in Doha over a possible hostage deal with Hamas. Netanyahu said on Friday that Israel was discussing the release of captives and a potential 60-day ceasefire in Gaza, but blamed Hamas for not engaging seriously.

    Also on Friday, Abu Ubaida, spokesperson for Hamas’ armed wing, said in a televised address that Hamas had repeatedly offered to release all hostages as part of a comprehensive ceasefire deal, but Israel had rejected it. “If the enemy obstructs or withdraws from this round, as it has every time, we cannot guarantee a return to partial deals,” he warned.

    Opposition leaders and families of hostages have accused Netanyahu of prolonging the war for political survival. Demonstrators regularly hold signs reading “The war is killing the hostages,” and describe the conflict as politically motivated to preserve Netanyahu’s rule.

    “The current ruling coalition is focused on staying in power,” said Eyal Zisser, vice rector of Tel Aviv University and a Middle East expert. “Early elections would be disastrous for all coalition members: every poll shows they would lose.”

    To maintain the alliance, he said, Netanyahu must accommodate competing demands: far-right factions insist on continuing the war, while ultra-Orthodox parties seek expanded budgets and draft exemptions.

    Both Zisser and Kibrik believe that the government is not only avoiding diplomatic progress but actively undermining it. “There can be no Palestinian state,” Zisser said, summarizing the coalition’s position. “They oppose even granting autonomy.”

    “Israel wants peace with Arab countries but is not prepared to give anything in return regarding the Palestinians,” he pointed out.

    Genuine progress toward a two-state solution could unlock broad regional cooperation and opportunities, Kibrik said, “but with this government, that option is off the table.”

  • MIL-OSI China: Iran’s FM warns E3 against sanctions revival

    Iranian Foreign Minister Seyed Abbas Araghchi warned on Sunday that Britain, France, and Germany (E3) should not undermine the credibility of the UN Security Council (UNSC) by triggering the snapback mechanism to reinstate sanctions on Tehran.

    In a post on X, Araghchi said the E3 lacks the “legal, political, and moral standing” to invoke the 2015 nuclear deal’s provisions or the UNSC Resolution 2231, which permit the reimposition of international sanctions if Iran is found in non-compliance with the agreement.

    He noted that after the U.S. withdrew from the Joint Comprehensive Plan of Action in 2018, Iran exhausted dispute resolution mechanisms before taking remedial measures, while the E3 failed to honor their commitments and even backed the U.S. “maximum pressure” policy.

    “The E3 must refrain from any action that would only deepen divisions in the Security Council or that would have serious adverse consequences on its work,” Araghchi said, noting that Iran is ready for “meaningful diplomacy,” but will resist hostile measures.

    Earlier in the day, a media report said Iran and the E3 have agreed to resume negotiations over Tehran’s nuclear program.

    Quoting an “informed source” without giving the name, the semi-official Tasnim news agency said Iran and the E3 are holding consultations on the date and venue of the negotiations. The upcoming negotiations are expected to be held at the level of deputy foreign ministers, it said.

    TEHRAN, July 20 (Xinhua) — Iran and three European countries — France, Germany and Britain, known as the E3 group — have agreed to resume talks on Tehran’s nuclear program, the semi-official Tasnim news agency reported Sunday.

    As the agency reports, citing an anonymous “informed source,” Iran and the E3 are holding consultations on the date and place of the talks.

    The upcoming talks are expected to take place at the level of deputy foreign ministers.

    Since September 2024, Iran and the E3 have held several rounds of talks on Iran’s nuclear program and the lifting of sanctions against it.

    In recent months, three European countries have threatened Tehran with triggering the snapback mechanism under the Joint Comprehensive Plan of Action, signed in 2015 between Iran and world powers. The mechanism allows other parties to restore all international sanctions if Iran fails to comply with the agreement.

    In a statement released on 19 July, MONUSCO said that the Declaration of Principles, signed in Doha under the mediation of Qatar, “reflects the parties’ resolve to prioritise peaceful means, establish a ceasefire, and set up a joint mechanism to define its practical implementation.”

    “This important declaration marks a shift towards easing tensions and protecting civilians seriously affected by the conflict,” declared Mr. Bruno Lemarquis, Deputy Special Representative of the UN Secretary-General in the DRC and Acting Head of MONUSCO. “We commend the commitments made and call for their timely and good-faith implementation.”

    These commitments include measures to facilitate the voluntary, safe, and dignified return of internally displaced persons and refugees to their places or countries of origin, and the encouragement of inclusive dialogue, seen as vital to addressing the root causes of the conflict and achieving lasting peace.

    Earlier this year, the M23 launched an offensive in North and South Kivu provinces, capturing cities and villages, including provincial capitals Goma and Bukavu. Thousands of civilians were killed, hundreds of thousands more were displaced, and serious human rights violations were committed.

    The Declaration of Principles comes less than a month after a peace agreement signed by Congo and Rwanda, long accused by the Congolese Government of supporting the M23.

    The Mission’s statement highlighted the Declaration’s emphasis on civilian protection and support for the ceasefire, with assistance from MONUSCO and other partners, and reaffirmed its readiness to support the cessation of hostilities, particularly through the establishment of a credible and jointly agreed verification mechanism.
