    BEIJING, July 13 (Xinhua) — China, Kazakhstan, Pakistan, Egypt and other countries signed a total of 12 cooperation projects in the field of digital economy at the Digital Economic Forum of the Shanghai Cooperation Organization (SCO), according to the official website of the Central People’s Government of the People’s Republic of China.

    These projects reportedly cover areas such as cross-border e-commerce, smart cities, etc.

    Let us recall that the SCO Digital Economic Forum was held in Tianjin from July 10 to 11. The event, entitled “New Links of the Digital Economy, Jointly Expanding New Horizons of Cooperation,” consisted of an opening ceremony, a main forum, four thematic sub-forums, and other specialized events.

    The forum, jointly organized by the State Data Administration and the Tianjin People’s Government, was attended by more than 1,500 guests representing governments, enterprises, universities and think tanks of SCO member states.

  • Iran says it will work with IAEA but inspections may be risky

    Iran plans to cooperate with the U.N. nuclear watchdog despite restrictions imposed by its parliament, Foreign Minister Abbas Araqchi said on Saturday, while stressing that access to its bombed nuclear sites posed security and safety issues.

    A new law passed in Iran following last month’s Israeli and U.S. bombing campaign stipulates that inspection of Iran’s nuclear sites by the International Atomic Energy Agency (IAEA) needs approval by the Supreme National Security Council, Iran’s top security body.

    The Israeli and U.S. strikes targeted a nuclear programme which Western countries have long said was aimed at building an atomic weapon. Iran has long said its nuclear programme is purely peaceful.

    Any negotiations over Iran’s future nuclear programme are likely to require its cooperation with the IAEA, which angered Iran last month by declaring on the eve of the Israeli strikes that Tehran was violating non-proliferation treaty commitments.

    “The risk of spreading radioactive materials and the risk of exploding leftover munitions … are serious,” state media cited Araqchi as saying. “For us, IAEA inspectors approaching nuclear sites has both a security aspect … and the safety of the inspectors themselves is a matter that must be examined.”

    While Iran’s cooperation with the nuclear watchdog has not stopped, it will take a new form and will be guided and managed through the Supreme National Security Council, Araqchi told Tehran-based diplomats.

    “The IAEA’s requests for continued monitoring in Iran will be … decided on a case-by-case basis by the Council with consideration to safety and security issues,” Araqchi said.

    Iran will not agree to any nuclear deal that does not allow it to enrich uranium, Araqchi reiterated. Iran would only agree to talks limited to its nuclear programme and not encompassing defence issues such as its missiles.

    Axios cited sources on Saturday as saying Russian President Vladimir Putin had voiced support for the idea of an accord in which Tehran would bebarred from enriching uranium. Iran’s semi-official news agency Tasnim quoted an “informed source” as saying Putin had not sent any such message to Iran.

    Speaking to the state news agency IRNA, Araqchi said Iran was carefully considering the details of any renewed nuclear talks with the U.S. and seeking assurances that Washington would not again resort to military force. “We are in no hurry to enter into unconsidered negotiations,” he added.

    Araqchi also said any move by Britain, France and Germany to reimpose international sanctions on Iran through a so-called “snapback” mechanism under an earlier nuclear deal would “end Europe’s role” in Iran’s nuclear issue.

    Under the terms of a U.N. resolution ratifying a 2015 nuclear pact, the three European powers could reimpose United Nations sanctions against Tehran by October 18, 2025.

    BAGHDAD, July 13 (Xinhua) — The Kurdistan Workers’ Party (PKK)’s recent announcement to begin the disarmament process marks an important milestone in efforts to consolidate long-term peace and stability, the Iraqi presidency said Saturday.

    The process of disarming the PKK is an important and historic step towards ending decades of armed conflict and repeated security breaches that have cost the lives of countless civilians, the Iraqi presidential residence said in a statement.

    This event paves the way for a more stable and secure future, strengthening the prospects for peace and constructive cooperation throughout the region, the presidential administration said, stressing the importance of the full commitment of all parties to maintaining security, respecting sovereignty and supporting the legitimate rights of all communities.

    The disarmament is also expected to “strengthen bilateral relations between Iraq and Turkey based on mutual respect, common interests and a shared vision of regional security and prosperity,” the document says.

    In a recorded address in June released earlier this week from a prison on the island of Imrali near Istanbul, Abdullah Ocalan, the jailed PKK leader, said the PKK’s more than 40-year armed struggle against Turkey for self-rule was over and details regarding disarmament would be quickly implemented.

    A group of PKK militants burned their weapons in a symbolic ceremony in Sulaymaniyah province on Friday, Iraqi media reported.

    The PKK, listed as a terrorist organization by Turkey, the United States and the European Union, has rebelled against the Turkish government for more than three decades. –0–

    The Palestine Forum of New Zealand is calling on the New Zealand Government to urgently align itself with over twenty nations — including Spain, Ireland, Turkey, China, Qatar, South Africa, and Brazil — that are coordinating concrete international measures in response to Israel’s ongoing assault on Gaza.

    An emergency summit of The Hague Group will take place in Colombia next week, with participating states seeking to enforce the International Court of Justice’s binding orders and address grave breaches of international law in Gaza.

    “More than 58,000 Palestinians — mostly women and children have been killed, and Gaza has been reduced to rubble. The international community is moving decisively, and it’s time for New Zealand to take a principled stand,” said Maher Nazzal, spokesperson for the Palestine Forum of New Zealand.

    New Zealand has a proud legacy of supporting international law and human rights, from opposing apartheid to championing nuclear disarmament. It must now show moral clarity and leadership by joining the growing international coalition demanding an immediate ceasefire, the lifting of the blockade, and full accountability for crimes committed.

  • Gaza truce talks faltering over withdrawal; 17 reported killed in latest shooting near aid

    Progress is stalling at talks aimed at securing a ceasefire in Gaza, with the sides divided over the extent of Israeli forces’ withdrawal from the Palestinian enclave, Palestinian and Israeli sources familiar with the negotiations in Doha said on Saturday.

    The indirect talks over a U.S. proposal for a 60-day ceasefire continued throughout Saturday, an Israeli official told Reuters, seven days since talks began. U.S. President Donald Trump has said he hoped for a breakthrough soon based on a new U.S.-backed ceasefire proposal.

    In Gaza, medics said 17 people trying to get food aid were killed on Saturday when Israeli troops opened fire, the latest mass shooting around a U.S.-backed aid distribution system that the U.N. says has resulted in 800 people killed in six weeks.

    Witnesses who spoke to Reuters described people being shot in the head and torso. Reuters saw several bodies of victims wrapped in white shrouds as family members wept at Nasser Hospital. The Israeli military said its troops had fired warning shots, but that its review of the incident had found no evidence of anyone hurt by its soldiers’ fire.

    Delegations from Israel and Hamas have been in Qatar pushing for an agreement which envisages a phased release of hostages, Israeli troop withdrawals and discussions on ending the war.

    The Israeli official blamed the impasse on Hamas, which he said “remains stubborn, sticking to positions that do not allow the mediators to advance an agreement”. Hamas has previously blamed Israeli demands for blocking a deal.

    A Palestinian source said that Hamas had rejected withdrawal maps which Israel had proposed that would leave around 40% of Gaza under Israeli control, including all of the southern area of Rafah and further territories in northern and eastern Gaza.

    Two Israeli sources said Hamas wanted Israel to retreat to lines it held in a previous ceasefire before it renewed its offensive in March.

    The Palestinian source said aid issues and guarantees on an end to the war were also presenting a challenge.The crisis could be resolved with more U.S. intervention, the source said.

    Hamas has long demanded an agreement to end the war before it would free remaining hostages; Israel has insisted it would end the fighting only when all hostages are released and Hamas is dismantled as a fighting force and administration in Gaza.

    Saturday’s reported mass shooting near an aid distribution point in Rafah was the latest in a series of such incidents that the United Nations rights office said on Friday had seen at least 798 peoplekilled trying to get food in six weeks.

    “We were sitting there, and suddenly there was shooting towards us. For five minutes we were trapped under fire. The shooting was targeted. It was not random. Some people were shot in the head, some in the torso, one guy next to me was shot directly in the heart,” eyewitness Mahmoud Makram told Reuters.

    “There is no mercy there, no mercy. People go because they are hungry but they die and come back in body bags.”

    After partially lifting a total blockade of all goods into Gaza in late May, Israel launched a new aid distribution system, relying on a group backed by the United States to distribute food under the protection of Israeli troops.

    The United Nations has rejected the system as inherently dangerous and a violation of humanitarian neutrality principles. Israel says it is necessary to keep militants from diverting aid.

    The war began on October 7, 2023, when Hamas-led militants stormed into Israel, killing about 1,200 people and taking 251 hostages into Gaza. At least 20 of the remaining 50 hostages there are believed to still be alive.

    Israel’s campaign against Hamas has killed more than 57,000 Palestinians, according to Gaza health authorities, displaced almost the entire population of more than 2 million people, sparked a humanitarian crisis and left much of the territory in ruins.

    Thousands of Israelis rallied in central Tel Aviv on Saturday demanding a deal that would release all remaining hostages being held by Hamas.

    Protester Boaz Levi told Reuters here was there to pressure the government, “to get to a hostage deal as soon as possible because our friends, brothers, are in Gaza and it’s about the time to end this war. That is why we are here.”

    ANKARA, July 13 (Xinhua) — Turkish President Recep Tayyip Erdogan on Saturday declared a “new page” in Turkey’s history as the Kurdistan Workers’ Party (PKK) begins the process of disarmament.

    “As of yesterday, the 47-year-old terror has entered the phase of cessation. Turkey has begun to close a long, painful chapter filled with pain and tears,” Erdogan said, addressing members of his ruling Justice and Development Party in the Kizilcahamam district of Ankara province.

    A group of PKK militants burned their weapons in a symbolic ceremony in Iraq’s northern Sulaymaniyah province on Friday.

    “From now on we will sit down and talk – not with weapons or violence, not about conflicts, but about unity, brotherhood and personal dialogue, removing the obstacle of terror,” he said.

    According to Turkey’s semi-official Anadolu Agency, the disarmament ceremony was attended by Iraqi officials, representatives of Turkey’s National Intelligence Organization, the Kurdistan Regional Government, security forces, civil society organizations and media.

    The PKK, listed as a terrorist organization by Turkey, the United States and the European Union, has been rebelling against the Turkish government for more than four decades.

    [WASHINGTON, D.C.] — Combat Veteran and U.S. Senator Tammy Duckworth (D-IL)—who served in the Reserve Forces for 23 years and is a member of the U.S. Senate Armed Services Committee (SASC)—secured several important provisions to support servicemembers and boost American competitiveness and national security in the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) that SASC approved this week and the full Senate will now consider. Among the provisions that the Senator secured in the Committee-passed legislation, Duckworth successfully led a provision to expand IVF access for uniformed servicemembers and ensure military families have the same level of coverage that Members of Congress and other federal employees already have. As President Donald Trump continues to misuse our military to intimidate American citizens across our nation, Duckworth also successfully secured provisions that would safeguard Americans’ civil rights when servicemembers assist law enforcement on U.S. soil.

    “The brave men and women in uniform who serve our nation at home and abroad deserve to know that our country fully supports them as they and their families sacrifice to defend our country and our Constitution,”?said Duckworth.?“While I don’t support every provision included in this bill, I’m proud that it includes several of my provisions to support our servicemembers and their families, boost American manufacturing, improve Americans’ faith in their military as well as rein in the Trump Administration.     NDAAs set our nation’s defense policy and laws, authorize funding for the U.S. Department of Defense (DoD) and ensure that our servicemembers have the tools they need to defend our nation. Additionally, this year’s committee-passed legislation authorizes funding to support a 3.8 percent pay raise for military members.

    Key Duckworth-led provisions secured in this year’s Committee-passed NDAA would:

    • Expand access to IVF for military families by requiring TRICARE to cover fertility treatment services, including IVF, to ensure servicemembers and their families have the same level of coverage that Members of Congress already receive. This is the second time Senator Duckworth secured this provision in the committee-passed version of an NDAA bill.  
      • Regarding this provision, Duckworth said: “Even before I was wounded, I had made the difficult decision to delay building a family because I knew getting pregnant would impact my ability to be an Army aviator—and to advance in the career I loved. Because of the miracle of IVF—and my access to reproductive healthcare through the VA—I’m now a mom to two beautiful girls. The reality is that the men and women of the uniformed services face unique challenges when trying to start or build a family, and studies show that servicemembers and Veterans have higher rates of infertility compared to the general population. After successfully securing this provision in last year’s Committee-passed bill, I’m so proud my colleagues helped me build on this progress by including it in this year’s bill as well. It’s past time our nation provides our military families with the same access to IVF that all Members of Congress already have and ensure our heroes can start the families they’ve dreamed of.” 
    • Strengthen public trust of the military and enhance civil rights by requiring that servicemembers identify themselves as part of the military when assisting federal law enforcement in the United States. As the Trump Administration continues to send federal agents and our nation’s military into our communities to intimidate their fellow Americans, this provision ensures that servicemembers identify themselves properly—to avoid public misunderstanding about who is providing logistical support versus conducting arrests or law enforcement duties.  
      • Regarding this provision, Duckworth said: “In my own experience serving in the National Guard, I saw firsthand the difference drawing a bright line between the roles of our military and law enforcement can make in terms of maintaining public trust in our military. I’m proud my colleagues agreed that this is a necessary requirement to provide accountability to the public during tense moments when troops might be interacting with citizens, from protests to natural disasters to humanitarian crises, and I hope the rest of my colleagues in the Senate do too.” 
    • Ensure all servicemembers know their legal obligations during deployments both at home and abroad by mandating legal training to all servicemembers, including a refresher within 90 days of any mobilization or deployment, on their responsibilities under the law of armed conflict, rules of engagement, defense support for civil authorities and standing rules for the use of force within the United States. In light of the Trump Administration’s increasing use of troops to support law enforcement within the United States, this provision will ensure troops know how to responsibly operate within the bounds of domestic laws and protect American civil rights.
    • Establish a senior leader of DoD Programs for military to civilian transition efforts by directing DoD to appoint a senior official to oversee policy and programs related to the transition of servicemembers to civilian life or to the reserves. This would elevate and strengthen DoD’s attention on services to assist troops as they leave service and enter civilian life, providing a streamlined conduit for coordination with the Department of Veterans Affairs. 
    • Explore international co-production of auxiliary vessels by requiring DoD to identify opportunities to enter joint ventures between U.S. military, U.S. companies and foreign partners to co-produce auxiliary vessels and small boats. Senator Duckworth’s effort aims to increase our nation’s sealift capacity and shipbuilding workforce through leveraging the strengths of our allies and partners in constructing smaller vessels as well as building our ability to surge production of these vessels closer to the point of need in the event of conflict. 
    • Enhance Congressional oversight of the military justice system by requiring the President and DoD to notify Congress of any removal of Judge Advocates General, to ensure that military commanders have the legal advice they need to make their difficult decisions. In addition to notice, the President and DoD must provide a justification for the involuntary removal of any of the top Judge Advocates General (JAG) at least five days before the JAG is removed. This follows Secretary Hegseth’s unceremonious firing of JAGs, which are our military’s legal experts on everything from administrative and domestic protections to international law.  
    • Protect servicemembers from dangerous PFAS in their protective garments by requiring the DoD’s to articulate its plan for acquiring chemical, biological, radiological and nuclear threat protective garments free from toxic PFAS chemicals as soon as possible. 
    • Enable the nonpartisan, Duckworth-created Afghanistan War Commission to finish its final report by authorizing DoD to provide non-reimbursable support services—like staff, facilities and funding—and authorizing the Commission to enter into contracts to obtain essential goods and servicesauthor, including the ability to publish its final report through a private publisher. These provisions align its authorities with similar commissions, including the 9/11 National Commission on Terrorist Attacks Upon the United States. 
    • Expand the successful Southeast Asia Cyber Pilot Program to allow U.S. forces to work with the Pacific Island nations to improve their cyber capabilities and reduce vulnerabilities, building resilience against threats in DoD’s priority region. 
    • Expand exchange opportunities for allies and partners by authorizing DoD to offer exchange opportunities at universities with ROTC programs for servicemembers from partner nations, creating a cost-effective way to train future leaders of key partner militaries.  
    • Ensure fairness in Special and Incentive Pay for Reservists by directing DoD to deliver a special and incentive pay assessment framework – which was required in the FY24 NDAA — by June 1, 2026, and also requiring DoD to make a specific determination about the percentage of aviation incentive pay that goes to maintaining skill proficiency. This provision is essential to ensuring Reservists are paid fairly when they are required to maintain skills and certifications that are expensive to maintain. 
    • Direct a GAO Report on Aviation Safety to review DoD policies and procedures for data gathering, risk assessment and risk mitigation of U.S. military flights, especially as in U.S. domestic civilian airspace. This provision follows investigations into the tragic crash at Reagan National Airport and close calls with military flights throughout civilian airspace.  
    • Bolster our nation’s aviation supply chain by encouraging the use of domestically manufactured helicopters in Initial Entry Rotary Wing pilot training by the Army. 
    • Improve servicemember mental health services and confidentiality by emphasizing support for consistent compliance with suicide prevention policy and confidential access to mental health care without retaliation for all servicemembers and across all branches. The Senator helped secure this provision alongside U.S. Senator Mark Kelly (D-AZ).  
    • Expand robotic enhancements for armaments manufacturing by authorizing an additional $5 million for the Secretary of the Army to expand prototyping and production capacity by integrating robotics, automation and digital manufacturing into the munitions industrial base. 
    • Use advanced manufacturing to improve the rapid repair of equipment in forward-based locations by authorizing digital manufacturing as part of the prototyping program for contested logistics and removing the sunset for the program. This provision would allow DoD to develop best practices regarding forward-based commercial, advanced digital manufacturing facilities for rapid, distributed parts production closer to the point of use. 
    • Elevate research on total force optimization by expressing support for investments in biomechanical, physiological, and psychological research to mitigate injury risks and improve physical resilience in combat operations.
    • Improve equipment connectivity for military airfields by encouraging the Air Force to integrate connectivity solutions for flightline support equipment, such as generators, light carts, and support vehicles, that are critical for ensuring our military aircraft can safely take off and land. This will improve equipment readiness to ensure our Airmen are prepared for expeditionary flightline operations in contested environments. 
    • Advance U.S. bio-industrial manufacturing innovation by supporting the innovative work being done at advanced facilities like the University of Illinois’s Fermentation and Agriculture Biomanufacturing Hub (iFAB) by requiring more information on how DoD is investing in this technology critical for national security. 
    • Illuminate gaps in the military footwear industrial base by requesting DoD provide data and analysis on the necessary war reserves for footwear and textiles, and the accompanying surge needs in the event of crisis or conflict. This report language is a modified version of the Senator’s Better Outfitting Our Troops (BOOTS) Act, which recognizes that our defense industrial base for combat boots needs investment in order for it to support our troops and help ensure they have the sturdiest and most protective boots in a possible war.  
    • Strengthen domestic suppliers of critical uniform components by prohibiting the DoD from sourcing clothing, fabrics or components from countries of concern—such as China, Iran, North Korea and Russia—when using domestic sourcing waivers under the Berry Amendment, to prevent further weakening of the U.S. clothing and textile industrial base.? 
    • Allow the Office of Strategic Capital (OSC) to explore investments in nuclear energy and Printed Circuit Board (PCB) manufacturing by authorizing inclusion of nuclear energy as a covered technology under Section 149 of Title 10 and directing OSC to explore the value of investments in PCBs. This change would enable DoD to explore new investments with these key industries critical for our national security.  
    • Accelerate commercially-useful Fault-Tolerant Quantum Computers (FTQC) by recognizing the importance of the Defense Advanced Research Projects Agency’s Quantum Benchmarking Initiative (QBI) program, which aims to build a commercially useful FTQC by 2033, and encouraging the Department to concurrently prepare algorithms to operate those machines, while the hardware is being built. This provision recognizes the importance of the development of the first FTQC, which is being built at the Illinois Quantum and Microelectronics Park in Chicago, Illinois. 
    • Improve cross-state medical license reciprocity for Title 32 National Guard medical providers by requiring DoD to analyze any barriers to ensuring medical license reciprocity for Guardsmen to train under Title 32 status. This follows reports from National Guardsmen medical providers that they struggle to get the permissions necessary to conduct essential training across state lines, especially in specialized hospitals for trauma care – vital kinds of training for combat care. 
    • Protect Rock Island Arsenal by restricting the Secretary of the Army from using any funds authorized for restructuring Army commands until the Army provides more information about their proposed plan to integrate Joint Munitions Command and Army Sustainment Command, ensuring operations at Rock Island Arsenal are not unnecessarily affected. 
    • Improve Arsenal Workload Sustainment by establishing a 5-year pilot program requiring DoD to give preference to public-private partnerships in arsenals, especially those non-public partners that ensure equitable workshare to DoD employees to protect critical skills. This provision is a modified version of the  Arsenal Workload Sustainment Act that Duckworth introduced alongside U.S. Senators Dick Durbin (D-IL), Chuck Grassley (R-IA) and Joni Ernst (R-IA) as well as U.S. Representative Eric Sorensen (D-IL-17) to help ensure Army arsenals and factories remain active and viable while preserving the skilled workforce, equipment and production capacity critical to our nation’s defense industrial base.

    TEHRAN, July 12 (Xinhua) — Iran has always been and will be “ready for talks” on its nuclear program, Iranian Foreign Minister Abbas Araghchi said in Tehran on Saturday.

    “However, naturally, it should be ensured that if negotiations are resumed, this will not lead to a war started by the United States or other parties,” A. Araghchi noted at a meeting with foreign ambassadors and representatives.

    “Fuel is the backbone of survival in Gaza,” said the statement. “Without fuel, these lifelines will vanish for 2.1 million people.”

    UN humanitarian workers stressed that fuel powers everything from hospitals and water systems to bakeries and ambulances.

    Without a steady supply, “maternity, neonatal and intensive care units are failing, and ambulances can no longer move.” The fuel shortage, they said, has left Gaza’s population – already facing severe food insecurity and the constant threat of violence – on the edge of catastrophe.

    They warned that “without adequate fuel, UN agencies responding to this crisis will likely be forced to stop their operations entirely,” meaning “no health services, no clean water, and no capacity to deliver aid.”

    Inadequate fuel injection

    The agencies noted that for the first time in 130 days, a small quantity of fuel was allowed into Gaza this week. While welcome, the amount – just 75,000 litres over two days – is far from enough to meet the daily needs of the population and vital civilian aid operations.

    Speaking at UN Headquarters in New York late Friday, UN Spokesperson Stéphane Dujarric described the overall situation as “dire and worsening by the day.”

    “Every day without a ceasefire brings more preventable deaths – children dying in pain, and hungry people shot while trying to reach the trickle of aid that is allowed in,” he said.

    Life-threatening

    Mr. Dujarric also expressed deep concern over continued Israeli restrictions on aid access. “Yesterday, our teams could provide hospitals with some of the fuel that came in – but only in the south. That’s because Israeli authorities denied our attempt to bring fuel to the north,” he said. “Such denials are life-threatening.”

    He added that the fuel shortage also affects water treatment, ambulances and waste management. “All of these services are at risk of collapsing,” he said.

    Out of 15 humanitarian missions that required coordination with Israeli authorities on Thursday, only six were fully facilitated. Five were denied outright, while four faced obstacles that delayed or prevented delivery.

    One mission, to rescue injured people trapped under rubble in Gaza City, was only approved two days after the initial request – too late to save lives. “By the time the mission was finally allowed through yesterday, no one was found alive,” Dujarric said.

    On top of this, essential items like tents and shelter materials have been blocked from entering Gaza for over four months, leaving thousands exposed to the elements.

    Close call

    Aid workers are also at risk. “Five strikes landed just a few hundred metres from where aid workers were operating this week, including UN staff,” Mr. Dujarric said. No injuries were reported, but several Red Crescent workers were shot while attempting to assist an injured colleague.

    UN agencies are calling for the immediate and consistent delivery of fuel at scale, and for full, safe access to all parts of Gaza. “The urgency of this moment cannot be overstated,” they said. “Without fuel, Gaza faces a complete collapse of humanitarian efforts.”

    Bahram Mohammad Ostovari, 66, a resident of Tehran, Iran, and Santa Monica, was arrested Thursday afternoon upon his arrival at Los Angeles International Airport.

    Ostovari is charged with one count of conspiracy to violate the International Emergency Economic Powers Act and three counts of violating the IEEPA.

    He pleaded not guilty to the charges at his arraignment today in United States District Court in downtown Los Angeles. A federal magistrate judge ordered him released on $1.3 million bond and scheduled a September 2 trial date.

    According to the indictment unsealed today, Ostovari is the founder and CEO of a Tehran-based engineering company – identified in the indictment as “Company A” – that supplied signaling and communications systems to Iran and its government, including on projects for the Islamic Republic of Iran Railways. From at least May 2018 to July 2025, Ostovari and his co-conspirators obtained and shipped sophisticated computer processors, railway signaling equipment, and other electronics and electronic components to Company A in Iran. Many of these items were controlled under federal regulations, and their export to Iran without a license was prohibited.

    To perpetrate his illegal export scheme, Ostovari used two front companies he controlled in the UAE – MH-SYS FZCO and Match Systech FZE – as conduits. Ostovari directed co-conspirators at these front companies to acquire the electronics and electronic components for Company A. Ostovari and his co-conspirators intentionally concealed from electronics suppliers in the United States and elsewhere that the goods were destined for Iran, falsely stating that MH-SYS and Match Systech in the UAE were the end users when in fact the true end user was Company A in Iran. Ostovari then directed his co-conspirators to arrange to ship the goods from the UAE to Company A in Iran.

    After he became a lawful permanent resident of the United States in May 2020, Ostovari continued to export, sell, and supply electronics and electrical components to Company A in Iran.

    Ostovari knew of the U.S. sanctions against Iran, mentioning them in emails to co-conspirators and directing one co-conspirator to provide false information to a federal export control officer regarding the end use of U.S.-origin goods they had shipped to Company A in Iran.

    Members blast President Trump’s travel ban: “We write to express our strong opposition to President Trump’s recent decision to issue a sweeping travel ban that will deny entry to thousands of individuals from 19 different countries.”

    WASHINGTON, D.C. — Leading 68 of their Democratic colleagues, Rep. Judy Chu (CA-28) and Senator Chris Coons (DE) sent a letter today to the Trump administration urging President Trump to rescind his discriminatory travel ban that will keep families apart and devastate the U.S. economy. The Members are demanding transparency into President Trump’s decision-making process and answers about how the travel ban will impact communities across the U.S.  

    In a letter addressed to President Trump, Secretary of Homeland Security Noem, Secretary of State Rubio, and Attorney General Bondi, the Members outlined the disastrous consequences that President Trump’s travel ban will have on both families and the American economy: “The effects of President Trump’s discriminatory travel ban will be devastating. In the last year alone over 126,000 visas have been issued to nationals from just the twelve countries on the fully restricted list.  These are individuals who are looking to come to the United States to reunite with family, support our economy, or otherwise enrich our country in innumerable ways.”

    During his first term, President Trump enacted extreme ravel bans that disrupted thousands of lives and weakened our nation’s economy and global standing. On his first day in office President Biden rescinded these bans, but on June 4, 2025, President Trump enacted another sweeping, discriminatory travel ban and allowed fear and prejudice to guide our nation’s immigration policy.

    President Trump’s ban will prevent nationals from twelve countries (Afghanistan, Chad, Republic of Congo, Equatorial Guinea, Eritrea, Haiti, Iran, Libya, Myanmar, Somalia, Sudan, and Yemen) from entering the United States, with seven other countries (Burundi, Cuba, Laos, Sierra Leone, Togo, Turkmenistan, and Venezuela) facing partial restrictions, meaning individuals from these countries cannot come to the U.S. permanently or apply for certain visas. President Trump is also reportedly considering imposing travel restrictions on an additional 36 countries.

    “President Trump’s actions once again disgrace the founding principles of our nation and enshrine cruelty into our immigration system,” the Members continue. “Additionally, this travel ban will harm our economy by depriving the United States of workers in key fields experiencing labor shortages like medicine and agriculture and further devastating our domestic tourism industry which is already expected to decline by $12.5 billion in 2025.”

    As a result, the Members demand accountability and answers from the Trump administration: “Given these severe impacts, we condemn this proclamation and urge President Trump to rescind it immediately. We also seek transparency into President Trump’s decision-making process and, accordingly, request answers to the following questions by July 3rd, 2025.”

    Earlier this year, Rep. Chu, along with Reps. Nadler (NY-12), Beyer (VA-08), Omar (MN-05), Carson (IN-07), and Tlaib (MI-12), and Senator Coons (DE) reintroduced the National Origin-Based Antidiscrimination for Nonimmigrants (NO BAN) Act, which would prevent any president from implementing a discriminatory travel ban by strengthening the Immigration and Nationality Act to prohibit discrimination based on religion. The bill would also require that any suspension of entry into the United States be narrowly tailored, backed by credible evidence, and subject to appropriate consultation with Congress.

  • MIL-OSI Security: Detroit Man Pleads Guilty to Concealing His Cryptocurrency Donations to ISIS

    DETROIT – Jibreel Pratt, 26, of Detroit, Michigan, pleaded guilty today to two counts of concealing cryptocurrency donations he intended to make to the Islamic State of Iraq and Al-Sham (ISIS), a designated foreign terrorist organization, announced United States Attorney Jerome F. Gorgon, Jr.

    Gorgon was joined in the announcement by Cheyvoryea Gibson, Special Agent in Charge of the FBI in Michigan.

    According to the plea agreement, in February 2023, Pratt initiated a conversation with a Confidential Human Source (CHS) who Pratt believed was an ISIS member who could facilitate overseas travel to join ISIS. Over the next several months, Pratt communicated his desire to travel overseas to join ISIS and recorded a video pledging allegiance to ISIS’s leader. Pratt also provided ideas, information, documents and handwritten notes on a variety of subjects, including how ISIS could use drones and remote-controlled cars to deliver explosives, how ISIS could organize intelligence operations, and how ISIS could improve its air defense systems. And, in March and May 2023, Pratt sent cryptocurrency (Bitcoin) to the CHS, intending that the money would be used to help pay for the travel of other individuals who were purportedly traveling to join ISIS and/or to help fund an individual who Pratt believed would commit an act of violence in support of ISIS. Pratt concealed the nature and source of his Bitcoin transfers by using a privacy focused VPN and an app that encrypted private keys and transaction data.

    “Jibreel Pratt has many talents. And he swore a binding oath to use them to help ISIS—a genocidal anti-American terrorist organization,” said U.S. Attorney Gorgon. “Pratt meticulously plotted to support ISIS and covertly sent them money to further their evil works. We will find the terrorists operating in our shadows and bring them to justice.”

    “Today’s guilty plea by Jibreel Pratt underscores the serious threat posed by individuals who attempt to support foreign terrorist organizations known for violence and human rights abuses,” said Cheyvoryea Gibson, Special Agent in Charge of the FBI Detroit Field Office. “The FBI remains unwavering in its commitment to protecting the American people from those who seek to carry out or orchestrate acts of terrorism. This outcome reflects the strength of our partnerships with law enforcement and intelligence agencies, as well as the dedication of our Joint Terrorism Task Force. The FBI in Michigan will continue working relentlessly to disrupt any plot that threatens the security of our nation.”

    Sentencing is scheduled for November 13, 2025. A conviction for concealing the financing of terrorism carries a maximum penalty of 10 years in prison, a $250,000 fine, or both. The parties agreed that a 9-year sentence is an appropriate resolution of the matter. 

    The Federal Bureau of Investigation investigated the case. Assistant United States Attorney Douglas Salzenstein and Jennifer Burke, Trial Attorney, National Security Division, U.S. Department of Justice are prosecuting the case on behalf of the United States.

    “Make no mistake: We are in this situation because of President Trump’s careless decision to withdraw from the Iran Nuclear Deal during his first term. Under that agreement, we maintained adequate oversight over Iran’s nuclear program such that if they backed out, the U.S. and our allies would have at least a full year to respond militarily before Iran had enriched uranium for their first nuclear weapon. Because Trump pulled out of that agreement, Iran now has the ability to produce a weapon within weeks.

    “In the period since Iran has stopped full cooperation with nuclear inspectors, there was more than enough time for the Trump Administration to brief Congress on the situation and seek the permission Constitutionally required for military action. It is also inexcusable that Trump did not inform Congressional leadership before military action was taken.

    “Now is the time for diplomacy that must include an agreement to return all of Iran’s enriched uranium inventory to IAEA inspection. All parties must return to the negotiating table to ensure a safer future for the United States and the world.”

    According to court records, on May 6, 2025, Kyle Kee, 44, an enrolled member of the Navajo Nation, intentionally struck the victim with his fists. As a result, the victim suffered an orbital floor fracture, nasal bone fractures, and facial disfigurement.

    Kee pleaded guilty to one count of assault resulting in serious bodily injury. At sentencing, Kee faces up to 10 years in prison. Upon his release from prison, Kee will be subject to up to three years of supervised release.

    U.S. Attorney Ryan Ellison and Philip Russell, Acting Special Agent in Charge of the Federal Bureau of Investigation’s Albuquerque Field Office, made the announcement today.

    The Farmington Resident Agency of the Federal Bureau of Investigation’s Albuquerque Field Office investigated this case with assistance from the Navajo Police Department and Navajo Department of Criminal Investigations. Assistant U.S. Attorney Aaron Jordan is prosecuting the case.

    Hagerty on the threat posed by Iran’s nuclear program: “One thing to keep in mind is the intent of the Iranian regime. If you go back to the agreement President [Barack] Obama signed, they promised under the JCPOA not to continue their enrichment program. The Israelis uncovered the fact that they violated that agreement, and they’ve continued to do it. Why in the world would they build deep underground facilities if they weren’t trying to hide something? They’ve clearly had the intent to weaponize nuclear material. They’ve been enriching it. We’ve known that. This absolute obliteration, which has been widely documented, has taken out these facilities. Is it possible that some material could still remain? Yes, that is a possibility. That’s what the Israeli intelligence is reporting right now. But it’s obvious this regime has intent, and certainly if they have the intent, they’d like to have the ability to weaponize it. What’s happened is that the weaponization capability has been completely destroyed. It takes months, if not years, to rebuild even parts of these facilities. At minimum, what has happened is we’ve bought multi-year protection from what the Iranians could do.”

    Hagerty on concerns about Iran using nuclear material in a terrorist attack: “In a hypothetical sense, there is the potential to create something like a dirty bomb. That’s not close to the type of weaponization they were geared toward, but again, the Iranian regime has been put on notice. President [Donald] Trump was very deliberate and very clear: They violated his timeline, they violated his red line, and they suffered the consequences. The most important thing to keep Iran in check is the resolve of America and Israel. We demonstrated that clearly the time has come now for Iran to come to the table and for us to put this completely to an end.”

    Hagerty on his cryptocurrency legislation and the need for regulatory clarity: “The problem is longstanding. Over the last four years of the Biden administration, they utilized a tool called Regulation by Enforcement. Rather than creating a legal framework for cryptocurrencies, for the technology, for the stable coin bill, the Genius Act that I just got passed out of the Senate and should come out of the House of Representatives next week, the [Securities and Exchange Commission], the [Commodity Futures Trading Commission], and all the regulatory bodies kept this industry guessing. The bad outcome of that is that if you guess wrong, you will be incarcerated. You’ll wind up being persecuted, and you’ll wind up having enforcement action launched against you that could be very expensive. The net result of that is that we pushed innovation overseas, pushing it offshore because developers did not know what the liability might be here. No one knew how to register or properly adhere to the laws because the laws weren’t made clear. Our aim right now is to make a clear regulatory framework available here in the United States so developers can thrive here and so innovation can happen here. That’s exactly what I want to see with my stablecoin legislation, The Genius Act, that will take our payment system into the 21st century. It will have an enormous economic impact on America and create greater demand for U.S. Treasury securities, because every stablecoin has to be backed up 1-1, dollar for dollar, by the U.S. Security.”

    In a statement, Congressman Crow said:

    “I strongly condemn Iran’s attack against American servicemembers in the Middle East. The Iranian government sponsors terrorism, seeks to harm Americans, and works to undermine U.S. interests. Thankfully, Iran’s missiles were intercepted and no American servicemembers were injured in this attack. 

    “This attack on American troops is the direct consequence of President Trump’s decision to attack Iran’s nuclear facilities. The President exceeded his authority when he conducted military strikes on Iran without congressional approval. The Constitution is clear–only Congress can authorize the use of military force unless there is an imminent risk to Americans or U.S. facilities. As a member of the Intelligence Committee, I have not seen any evidence that Iran posed an imminent risk to Americans or U.S. facilities.

    “Before coming to Congress, I served as an Army Ranger and paratrooper. I did three combat tours in Iraq and Afghanistan. I was a part of the decades-long wars in the Middle East that claimed thousands of American lives, cost trillions of dollars, and diminished U.S. credibility around the world. America cannot repeat our past mistakes. When elites in Washington make decisions, it’s young men and women from where I grew up who get sent to fight. The last thing I want to see is another generation of Americans pulled into another Middle East conflict.

    “The American people deserve an open and honest debate about the path forward. Congress must reclaim its power over the decision to send young men and women into conflict.”

    WASHINGTON – Congressman Jason Crow (D-CO-06), a former Army Ranger, has introduced the Support Modern Approaches in Recovery Technology for Traumatic Brain Injury (SMART for TBI) Act, bipartisan legislation that would improve care for active-duty servicemembers suffering from traumatic brain injury (TBI) by identifying ways that digital technology can be used to better deliver care.

    Due to the rigors of military training and combat, servicemembers are particularly vulnerable to traumatic brain injury. TBI affects brain function, and if left untreated, people have a higher risk of experiencing mental health or substance use problems, as well as an increased risk of suicide. Between 2000 and 2019, more than 400,000 American servicemembers were diagnosed with at least one TBI – and more than 185,000 veterans have been diagnosed with TBI through the VA system. 

    Congressman Crow’s Support Modern Approaches in Recovery Technology for Traumatic Brain Injury (SMART for TBI) Act would require the establishment of a working group to identify ways digital technology can treat our active-duty servicemembers with TBI.     As an Iraq and Afghanistan veteran, ensuring America’s military servicemembers and their families get the appropriate care and resources is a top priority for Congressman Crow. In the 118th Congress, he introduced the Veteran’s Sentinel Act, bipartisan legislation to respond to suicide by US veterans at Department of Veterans’ Affairs (VA) facilities by improving the accuracy of data collection and enhancing congressional oversight. Previously, he introduced the Justice Involved Veterans Support Act and supported the PACT Act, which expands health care to millions of servicemembers exposed to toxic chemicals.

  • MIL-OSI USA: Rep. Khanna, Progressive Caucus Demand Congress Reclaim Its Power: Pass the Iran War Powers Resolution Now

    Washington, D.C. — On Wednesday, June 25th, Representative Ro Khanna and  members of the Congressional Progressive Caucus joined anti-war civil society leaders to call on Congress to pass Rep. Khanna’s bipartisan War Powers Resolution to prohibit United States Armed Forces from unauthorized hostilities in Iran.

    Following the press conference, Rep. Khanna delivered a floor speech calling for the U.S. to “invest in good jobs at home, not billions in more missiles that we cannot afford.”

    “Americans do not want another costly and disastrous war in the Middle East. They want peace abroad and good-paying jobs at home,” said Rep. Ro Khanna (CA-17). “I am standing with my Progressive Caucus colleagues today to say no to more endless wars and to urge Congress to pass my bipartisan War Powers Resolution to reassert that any military action against Iran must be authorized by Congress.”

    “Donald Trump cannot drag America into another endless foreign war. The House should vote this week on a War Powers Resolution,” said Progressive Caucus Chair Greg Casar (TX-35).

    “Donald Trump said he was going to be the president of peace that got America out of foreign wars. He then unconstitutionally struck Iran without Congressional approval, even though Iran posed no imminent threat to the United States,” said Chair Emerita Rep. Pramila Jayapal (WA-07). “This is not our war to fight. Congress must vote on our War Powers Resolution to preserve our authority and stop’s President Trump’s illegal acts.” 

    “Trump claims to be ‘pro-peace’, yet he’s dragging us into another destructive, unpopular, and expensive forever war without Congressional approval,” said Rep. Jesús “Chuy” García (IL-04). “The War Powers Act exists exactly for situations like these—to prevent Presidents from pursuing reckless, ego-driven military actions. Only Congress can authorize war—and frankly, in this case, we shouldn’t.”

    “President Trump sending U.S. troops to bomb Iran without the consent of Congress is a blatant violation of our Constitution,” said Rep. Rashida Tlaib (MI-12). “The American people do not want another forever war. We have seen where decades of endless war in the Middle East gets us—all based on the lie of ‘weapons of mass destruction.’ We are not falling for it again.” 

    “The American people do not want to be dragged into yet another war. As Members of Congress, it’s our job to make their voices heard—and our constitutional obligation to debate and vote on going to war,” said Rep. Jim McGovern (MA-02). I pray that the ceasefire between Israel and Iran holds. U.S. military involvement should never have happened absent Congressional approval. That’s why I support the War Powers Resolution led by Representatives Massie and Khanna and why I encourage all of my colleagues in Congress to do the same.”

    “Time and again, Trump has exercised executive overreach—from mass firings to deporting citizens, and most recently, to dropping bombs on Iran without congressional authorization,” said Rep. Summer Lee (PA-12).“This resolution is about reining in a wannabe dictator who continues to bypass Congress and risk the lives of the American people who are tired of sending their babies and spouses abroad into endless war. I am proud to be a co-sponsor and oppose this descent into fascism.”  

    “If you want to send our children to war, you better come to Congress first,” said Rep. Val Hoyle (OR-04). “The Constitution is clear—that’s our call, not the President’s. I represent a working-class district, and no one back home is asking for another war. They’re asking for us to lower costs on rent, groceries, and healthcare—not to be used as cannon fodder in someone else’s fight. I will keep fighting for them.”

    “Four days later, we haven’t received a Congressional briefing scheduled on the president’s decision to unilaterally engage in an act of war. The facts about the impacts of the strike and Iran’s remaining nuclear capability are unclear. This is unacceptable,” said Rep. Debbie Dingell (MI-06). “Congress has a constitutional role in our national security and we need the facts. We all want stability in the Middle East. We must work toward peace, not get drawn into another extended war.”

    “It has only been a dozen years since nearly 100 Republican colleagues demanded that President Obama seek Congressional approval for his proposed attack against Syria,” said Rep. Lloyd Doggett (TX-37). “Today, it appears most have ignored their own warning about the constitutional duty to consult and receive approval from Congress before engaging in an act of war. With the evidence coming forth that Trump misled the world on his claims of a ‘spectacular success,’ all that’s been obliterated is the credibility of Republicans who are displaying contradictions as big as the President’s. Our democracy is endangered more and more by the contradictions of both Trump and his enablers.”

    “President Trump’s attack on Iran without authorization from Congress was illegal, threatens to destabilize the entire region, and makes Americans less safe. I stand with my CPC colleagues in supporting this resolution to reinforce the constitutionally-mandated separation of powers, and urging the President to return to a strategy of diplomacy that was successful under President Obama in preventing Iran from developing a nuclear weapon,” said Rep. Mark DeSaulnier (CA-10).

    “Regardless of our political party, we should all be clear that the power to declare war does not belong in the hands of the President. When unaccountable, extremist leaders seek to profit from endless wars and human suffering, we as Congressmembers have the obligation to affirm the Constitution and exert oversight,” said Congresswoman Delia Ramirez (IL-03). “It’s why I joined my colleagues to cosponsor the War Powers Resolution.”

    “President Trump’s unilateral and unauthorized decision to conduct military strikes against Iran shows how he continues to put his own ego above the safety of our country. The Constitution gives Congress the sole power to declare war. Trump’s reckless strike violates the clear intent of our Founders, that Congress, not a king-like executive, should decide when our nation goes to war.     “Donald Trump created this mess when he walked away from the Iran deal, and now he’s trying to bomb his way out of it.     Washington, DC – Representative Ro Khanna released the following statement after President Donald Trump announced U.S. strikes in Iran: 

    “Stopping Iran from having a nuclear bomb is a top priority, but dragging the U.S. into another Middle East war is not the solution. Trump’s strikes are unconstitutional and put Americans, especially our troops, at risk. Congress needs to come back to DC immediately to vote on Rep. Thomas Massie and my bipartisan War Powers Resolution to ensure there is no further conflict and escalation. President Obama’s JCPOA limited enrichment to 3.67 percent and only in Natanz. After Trump ripped it up, we had 60 percent enrichment in Fordo. Americans want diplomacy, not more costly wars. We need to deescalate and pursue a path of peace,” said Rep. Ro Khanna.
