  • MIL-OSI United Nations: Secretary-General’s remarks to the Fifth Committee of the General Assembly on the Proposed Programme Budget for 2025

    Excellencies, Distinguished delegates,

    I welcome this opportunity to introduce the proposed programme budget for 2025.

    I do so in a context of a multiplicity of challenges and with a strong sense of urgency.

    In a context of major global shocks, the United Nations is more needed than ever — with our unmatched convening power.

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations represent a commitment towards updating and reforming international cooperation to make it more networked, effective, fair and inclusive.

    The 2025 programme budget proposal reflects in many ways, the priorities set out in these landmark agreements.

    The proposal renews our commitment to deliver on our mandates to advance peace, sustainable development, and human rights.

    At the same time, we will continue to work to cement our reforms, fostering a culture of continuous improvement.

    In the new digital age, the United Nations has an essential part to play.

    We reached a milestone with the Global Digital Compact which includes the first truly universal agreement on the international governance of Artificial Intelligence with the UN at its centre. 

    Madam Chair, distinguished delegates,

    In December 2022, the General Assembly lifted the trial period and formalized the change to an annual budget period.

    The format of the programme budget has stabilized. The programme plans reflect our increased results-orientation.
    Our 350 results frameworks continue to move further towards demonstrating the impact and positive change of our work on the ground. 

    The planned targets have become more ambitious.

    More than 65 percent of quantitative planned targets are now aiming to achieve a 10 percent or more increase in performance. This is an increase from less than 30 percent in the 2018-19 biennium, 45 percent for 2023, and 60 percent for 2024.

    We have reduced duplication in the strategies and deliverables, while maintaining the same level of programmatic information. 

    Every programme manager is expected to scrutinize every dollar spent and planned to be spent.

    And they must constantly review and adjust programmatic activities to achieve planned results.

    This will allow us to optimize resources for mandate delivery and focus even more effectively on results.

    Let me now turn to the overall resource requirements.

    To fully implement our mandates, we will require a total of $3.6 billion in 2025.

    Excluding Special Political Missions, this includes a total of 10,494 posts, representing a net increase of 115 posts required to implement new or strengthen existing mandates.

    The proposed budget also includes $711 million for the continuation of 36 Special Political Missions for 2025. 

    This reflects a decrease of $31 million from last year primarily because of the discontinuation of the field mission in Sudan (UNITAMS), and our investigative team to promote accountability for the crimes committed in Iraq by Da’esh/ISIL (UNITAD). 

    In line with the usual practice, you will consider later in the session additional proposals for construction, revised estimates and programme budget implications resulting from new or revised mandates. These include revised estimates in support of the implementation of the Pact of the Future, and for UNRWA.

    We continue to make every effort to find efficiencies while also recognizing that any further cuts to support departments risk jeopardizing policy, operational, or communication support to our programmatic work.

    Allow me to highlight five specific elements of our 2025 programme budget proposals:

    First, we propose to continue our investment in sustainable development.

    We propose an increase of approximately $4.5 million, the sixth consecutive annual increase for the development pillar.

    The Regular Programme of Technical Cooperation – or RPTC — will be a key recipient. 

    The increases will further strengthen the direct support provided to governments to help advance their development efforts.

    With the proposed increase of $2 million, resources for the RPTC will have grown by more than 45% since 2019.

    The proposed increase in the RPTC will be split evenly between all entities. 

    However, we propose an additional $0.5 million for the Economic Commission for Africa for technical assistance and advice to Member States on the 2030 Agenda and the African Union’s Agenda 2063.

    Our proposal also includes an increase of $1 million for the Development Account to enhance and expand targeted, country-level capacity development support and to broaden the dissemination of the projects’ results to more countries.

    We also seek increases of $0.6 million for the Office of the Special Adviser on Africa and $0.75 million for the Office of the High Representative for Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States.

    Further, we want to strengthen the UN development system through structural changes to help ensure sufficient and predictable funding — and enhanced accountability.

    The Resident Coordinator system has faced a chronic funding shortfall since day one.

    A sustainable and predictable funding mechanism, through partial financing from the regular budget, is essential. 

    My proposal for assessed funding is under review by this Committee.

    It is important to reach a decision on this topic.

    Member States’ expectations of the RC system are growing.

    The effects of the funding gap are felt every day.  For example, the recruitment for 78 posts across 52 countries has been suspended.

    We also seek to put the small System-Wide Evaluation Office on a firmer footing with regular budget funding.

    This will further enhance transparency and ensure effective, independent evaluation of the UN development system at the country level – the raison d’etre of the UNSDG System-Wide Evaluation Office.

    Second, human rights.

    The proposal includes an additional $8.3 million to support the work of the Independent Institution on Missing Persons in the Syrian Arab Republic and ensure its functioning at full capacity in 2025. 

    We are also seeking an increase of $8 million for the Office of the High Commissioner for Human Rights for more effective implementation of mandates, especially at the regional level.

    Additionally, based on the recommendation of the ACABQ and the guidance from the General Assembly, we have included resource requirements that will arise from anticipated mandate renewals by the Human Rights Council later in the year.  

    By presenting these resource requirements now rather than separately later in the session, Member States have a more complete picture of the resources being sought for the Office. This will also reduce fragmentation and increase transparency. 

    Let me emphasize that this consolidation, which amounts to $28.8 million, does not represent an increase in resources – only a change in presentation.

    Third, boosting support for the unprecedented humanitarian challenges in Gaza, with approximately $3.5 million in additional resources.

    This includes an increase of nearly $2.5 million for UNRWA which complements the additional $30 million approved for 2024.

    UNRWA is a lifeline for Palestine refugees, and a crucial factor for regional stability.

    Fourth, advancing peace and security. 

    This includes an increase of $2.5 million for disarmament, including the establishment of 9 posts to implement activities requested by the General Assembly.

    We are also seeking an increase of $1 million for the Office of the UN Special Coordinator for the Middle East peace process to intensify its vital work.

    Following the landmark decision of the General Assembly, we will address persistent funding challenges of the Peacebuilding Fund due to its exclusive reliance on voluntary contributions — by approving a $50 million dollar grant for the Peacebuilding and Recovery Facility of the Peacebuilding Fund starting in 2025.

    And fifth, strengthening our capacities in investigation and ethics. 
    We are seeking an approximately $2 million increase, for the creation of three temporary positions for the Ethics Office and ten for the Office of Internal Oversight Services.

    Madam Chair, distinguished delegates,

    With the structural aspects of the reforms now well consolidated, it is imperative to keep working together to achieve the cultural change for results.

    Our 2025 budget continues to strive towards our shared vision for UN 2.0, through a forward-thinking workforce culture, empowered by cutting-edge skills.

    Gender equality and geographical representation remain priorities.

    We are working nonstop to ensure that our workforce reflects the membership of the United Nations.

    The General Assembly decision to increase the number of geographical posts has enabled us to reduce the total countries that were un- or under-represented and over-represented. 120 countries are now within range compared to 103 in December 2023.  

    We are revising our strategy for equitable geographical distribution to focus on attracting more staff from countries that are un-or under-represented.  

    Through our RC system and UN Information Centres, we have launched targeted outreach strategies in those countries, namely in many of the developing countries that are under-represented. 

    In the same vein, we strive to expand opportunities for recruitment from as wide a geographical basis as possible for all posts.

    All these efforts are yielding results.  For example, at the start of the UN development system reform, 41% of Resident Coordinators were from the global South.  Today, this number has increased to 57%.

    We have successfully maintained gender parity at senior levels and, based on current projections, we will be able to reach parity at an Organizational level before 2028.

    But we must do more to achieve parity at every entity and every level.

    We are also working on the next phase of our system-wide disability inclusion strategy and making progress in our efforts to combat racism and racial discrimination at work.

    Madam Chair, distinguished delegates,

    The proposal before you reflects our ambition to respond to new threats and opportunities.

    For us to deliver on our promises, Member States must also honour their commitments to this Organization.

    Ultimately, the effectiveness of programme delivery and use of financial resources in 2025 will depend on the availability of cash.

    I hope that we can end the current trend of declining liquidity.

    The Organization started this year with only about $67 million in cash, compared to $700 million last year, making it extremely vulnerable to adverse changes in payment patterns of assessed contributions.

    On top of that, the Organization had to return $114 million as credits to Member States as part of the 2024 assessments, which meant that we would collect less than the budget approved for 2024, even if all Member States pay in full in 2024.

    The depletion of the regular budget liquidity reserves at the end of 2023 therefore necessitated imposing stringent cash-conservation measures from the very beginning of 2024. 

    Unless the liquidity reserves are replenished fully at the end of this year, cash conservation measures are again likely to constrain budget implementation in 2025. 

    This is why I have proposed that the General Assembly temporarily suspend the return of credits for 2023 against the 2025 assessment. 

    The credits will be held in a reserve and released to Member States as soon as conditions improve.  

    This is critical to both minimize the risk of negative impact on programme delivery and the ability to fulfill even non-discretionary commitments to personnel and third-party partners in 2025. 

    I once again urge Member States to meet their financial obligations in full and on time.

    I thank Member States that have paid in advance or earlier than before, and have made adjustments to their internal processes to continue to pay earlier.

    We will keep monitoring the situation and reach out to Member States to pay in full and inform us of their plans so we can adapt our spending based as needed.

    However, when programme delivery is repeatedly constrained by liquidity, past spending patterns become less reliable indicators of the real needs of the Organization.

    The outcome of the Summit of the Future has opened pathways to new possibilities and opportunities towards securing a peaceful and livable future for everyone on our planet.

    Against this backdrop, I look forward to your support for my 2025 programme budget proposal.

    I welcome this opportunity to engage with you today and assure you that my senior managers will continue to support your deliberations on these proposals.

    The Republic of France has issued the following statement:

    On this World Food Day, France reaffirms its commitment to the fight against every form of food insecurity and malnutrition.

    In 2023, 281.6 million people faced high levels of food insecurity, 24 million more than in 2022. One hundred fifty million children under the age of five are suffering from delayed growth and 37 million are underweight.

    France is fully engaged in the fight against malnutrition, which affects health and education systems and economies worldwide.

    On March 27 and 28, 2025, Paris will host the Nutrition for Growth (N4G) summit, which will bring together members of the entire international nutrition community (governments, international organizations, civil society, companies, scientists) to undertake concrete, ambitious commitments to help combat all forms of malnutrition.

    In light of worsening food crises in conflict zones, particularly in Gaza and Sudan, France remains fully mobilized through financial support for international organizations and food aid projects. France is also the leading funder of the Grain from Ukraine program, which was launched in 2022 as a response to the impact of the Russian aggression on global food insecurity in seven countries : Somalia, Yemen, Sudan, Palestine, Djibouti, Malawi and Zambia.

    “Canada is deeply disturbed by the recent events in the Middle East. The violence must stop, and a diplomatic solution must be found before further human tragedy ensues.

    “We urgently call for a ceasefire and the immediate release of hostages.  

    “Canada condemns the Israel Defence Forces (IDF) increasing attacks on civilian infrastructure in northern Gaza as well as its attacks on the United Nations Interim Force in Lebanon [UNIFIL] positions along the Blue line. These are unacceptable and must immediately stop. 

    “The latest attacks on Al-Aqsa Hospital, the school in the Nuseirat camp and a food distribution centre have caused the deaths of dozens of civilians seeking refuge, including women and children.

    “The increasingly dire humanitarian situation is unacceptable and continues to deteriorate due to a significant decrease of aid allowed into Gaza. An increase in humanitarian aid is desperately needed to end this suffering.

    “The Palestinian civilian population has been displaced countless times, with nowhere safe to go and is unable to meet its most basic needs. As this conflict escalates, it is civilians who continue to bear the brunt of the violence and suffer through its lasting consequences.

    “We reiterate our call for an immediate ceasefire which is desperately needed to end this suffering in Gaza. We continue to strongly condemn Hamas’ terrorist attacks against Israel.

    “Canada also condemns Hezbollah’s continued attacks on Israel. Hezbollah’s ongoing and unprovoked attacks on Israel serve only to further destabilize the region.

  • MIL-OSI Global: What is Temporary Protected Status? A global migration expert explains why the US offers some foreign nationals temporary protection

    Former President Donald Trump and his running mate, U.S. Sen. JD Vance, have criticized the Biden administration’s decision to allow Haitian nationals who are in the U.S. to apply for permission to stay under a legal classification called Temporary Protected Status. Here is what this designation means and how it’s made:

    TPS permits foreign nationals who are already in the United States – even if they did not enter the country through an official or legal means – to remain for six, 12 or 18 months at a time if the situation in their home country is deemed too dangerous for them to return. Threats that prompt TPS designations include ongoing armed conflict, natural disasters, epidemics and other extraordinary and temporary conditions.

    The Secretary of the U.S. Department of Homeland Security designates a foreign country for TPS when conditions there meet requirements spelled out in federal law. Once the secretary determines that the foreign country is safe for its nationals to return, their protected status expires and people who have been granted it are expected to return to their home country.

    Congress created TPS as part of the Immigration Act of 1990. Since then, administrations have used it to protect thousands of people from dozens of countries. The first nations to be designated, in March 1991, were Kuwait, Lebanon and Liberia.

    As of March 2024, there were 863,880 people from 16 countries under Temporary Protected Status in the U.S. Another 486,418 people had initial or renewal applications pending. An estimated 316,000 people may also be eligible under two new extensions since that date.

    TPS beneficiaries may not be detained by federal officials over their immigration status or deported from the United States. They can obtain work permits and apply for authorization to travel outside the U.S. and return to it.

    People who receive TPS don’t automatically become legal permanent residents. But they can petition for an adjustment of their immigration status, such as applying for permanent residency, a student visa or asylum. Applying for a change of immigration status does not necessarily mean their application will be approved.

    Humanitarian measures

    TPS is not the only tool administrations can use to protect people from countries facing disaster or conflict.

    For example, a Haitian person currently living in the U.S. is eligible for TPS under a designation that lasts through Feb. 3, 2026. In contrast, a Haitian who travels through Mexico and applies for entry to the U.S. at the border is not likely to be admitted.

    However, there is a third possibility for Haitians, known as parole. The federal government can give certain groups permission to enter or remain in the U.S. if it finds “urgent humanitarian or significant public benefit reasons” for doing so.

    People who enter through parole programs must have an approved financial supporter in the U.S., undergo a robust security vetting and meet other eligibility criteria. They typically can stay for one to two years, and may apply for authorization to work.

    One current parole program is for people from Latin American countries that are TPS designates. The U.S. government can grant advance permission to enter the U.S. to up to 30,000 Cubans, Haitians, Nicaraguans and Venezuelans each month. People fleeing these countries – all of which have been designated for Temporary Protected Status – can seek authorization to travel from their homes to the U.S. for urgent humanitarian reasons, and then stay for a temporary period of parole for up to two years.

    I’ve studied global migration and asylum policy for 25 years. I see both TPS and parole as legal and carefully considered ways to support people from countries experiencing wrenching conflict, disorder and disaster who are seeking safety in the U.S. Doing away with these programs, as Trump sought to do during his term in office, would make it extremely difficult for people in great danger to escape.

    Neither TPS nor parole programs are automatic roads to citizenship or permanent residence. They are ways to provide humanitarian assistance to people in appalling circumstances, such as rampant gang violence in Haiti and economic hardship and political repression in Venezuela and Nicaragua.

    Certainly, cities need more resources to support large numbers of immigrants. But offering temporary protection to people whose home countries are not safe places to live is a long-standing – and, in my view, crucial – element of U.S. immigration policy.

  • MIL-OSI Security: Met detectives secure justice following the murder of a teenager in Dagenham

    Four men have been jailed for a total of 91 years after being found guilty of fatally stabbing an 18-year-old in Dagenham thanks to the work of dedicated Met officers.

    Wazabakana Kukabu, known as Jordan to his loved ones, was tragically murdered last year (May 2023).

    At the Old Bailey on Tuesday, 15 October, Michael Tommy-Mbogba, 21 (13.12.02) of Arkwrights, Harlow was sentenced to 29 years. Toulwalase Odunewu, 18 (22.10.05) of Angel Way, Romford was also sentenced to 23 yea

    rs in prison.

    A 16-year-old boy – who cannot be named for legal reasons – was also sentenced to 16 years for the same murder, while a 17-year-old – who also cannot be named – was sentenced to 23 years.

    Detective Chief Inspector Laura Semple, who led the investigation, said: “I want to extend our deepest condolences to Jordan’s family and those who knew him – our thoughts very much remain with them today.

    “I would also like to thank those witnesses who came forward and provided crucial evidence during the trial, as well as acknowledge the incredible efforts of those Met officers and other emergency service staff who tried so desperately to save Jordan’s life.

    “Knife crime has a devastating impact on our communities and rips families apart – that’s why we’re committed to doing everything in our power to work with partners and charities, such as the Ben Kinsella Trust, to protect young people and make London safer.”

    At around 23:45hrs on Friday, 5 May 2023, Jordan and his friend drove to Dagenham Heathway station, where they parked their car. The four defendants were already nearby and moved towards the vehicle brandishing machetes. One of the defendants stabbed Jordan in the chest while he sat in the back seat.

    He managed to sprint away and stop a passing car for help, but quickly collapsed on the road.

    Police officers on patrol nearby provided CPR but Jordan was sadly pronounced dead a short time later.

    Detectives immediately launched an investigation and pieced together CCTV of the attack and the defendants leaving the scene. They identified witnesses as part of the investigation, who came forward and supplied crucial evidence.

    One explained that he had seen the defendants sitting on the top deck of a bus after the murder re-enacting the fatal attack they had just carried out.

    Met search teams found a blood-stained knife close to the scene, which was tested and matched to Tommy-Mbogba. Fingerprints were also found in a taxi, which the group had used later that night.

    The 17-year-old boy was also found guilty of the attempted murder of Jordan’s friend, while the other three defendants were found guilty of Grievous Bodily Harm (GBH) against the same victim.

    All were also found guilty of a separate incident of violent disorder, which had taken place two days previously.

    In a statement Jordan’s father said: “I want to take this opportunity to thank the judge, the prosecution team and the investigation team for all the hard work. My son possessed beauty both inside and out. He had a pure heart and was so gentle he would not harm anyone, yet his life was taken so prematurely. I can only visit Jordan’s grave and mourn the loss of his beautiful presence to this world.”

    In a statement Jordan’s mother said: “Words will never explain the pain and devastation I have writing this. Jordan has a family who love him so much and you took my precious son away from us. He always showed his whole family and everyone who knew him love and affection.”

  • MIL-OSI Security: INTERPOL operation nets terror suspects, cash and illegal weapons

    LYON, France – An INTERPOL counter-terrorism operation to strengthen border security has enabled millions of crosschecks against international databases, resulting in 66 arrests, significant seizures and the identification of 81 individuals subject to INTERPOL notices and diffusions.
    Operation Neptune VI brought together law enforcement agencies from 14 countries with the goal of bolstering security measures and responses around the maritime routes across the Mediterranean Sea, as well as in airports and at land borders in the participating countries.
    The initiative, carried out in cooperation with WCO, FRONTEX and Europol, equipped teams with handheld devices and gave local authorities expanded access to INTERPOL databases.
    The operation focused on identifying and analysing the movement patterns of Foreign Terrorist Fighters and people with links to terrorism as well as criminal groups responsible for cross-border crimes such as drug trafficking, weapons smuggling and human trafficking.
    During Neptune VI, which ran for approximately two weeks in each country, officers on the ground also checked INTERPOL records of stolen vehicles and lost or stolen travel documents, which are both key assets for facilitating terrorist funding and mobility.
    By the end of the operation on 16 September 2024, more than 16 million crosschecks had been made against the various INTERPOL databases, generating 187 ‘hits’.
    A dozen arrests were made on the basis of INTERPOL Red Notices. Another 54 people were apprehended under national arrest warrants and for crimes detected at the border, including drugs and fraud offenses as well as the smuggling of gold, cash and weapons.

    Red and Blue Notices to catch and track terror suspects

    One suspect detained as part of the operation was the subject of a Red Notice for a terror attack carried out 23 years ago on a church in Pakistan. The fugitive is being held by local authorities as extradition procedures are carried out.
    In another case, airport border police blocked entry to an individual who was the subject of an INTERPOL Blue Diffusion, issued in 2015.  The person had previously travelled to join ISIS through a European country.
    In contrast to a Red Notice which can form the basis for provisional arrest, a Blue Notice or diffusion is a request between INTERPOL member countries to collect additional information about a person’s identity, location or activities, in relation to a criminal investigation. During the Neptune VI operation, 29 subjects of Blue Notices and Diffusions were identified, allowing officers to track individuals with links to terrorism.

    In Montenegro, border police detained a traveller suspected of using a counterfeit passport. Utilizing INTERPOL’s secure global police communications system (I-24/7), they verified the document with the issuing authorities, confirming it was a forgery. It was also discovered that the suspect was wanted for attempted murder. A Red Notice was promptly issued, requesting the suspect’s arrest and extradition.

    Strengthened border controls lead to important seizures

    The arrests made during Neptune VI were just one facet of the operation’s broad success in strengthening border control. The initiative yielded significant seizures, including EUR 549,000 in undeclared cash, gold worth EUR 10 million, 25 kilograms of cannabis, 35 stolen vehicles, and several illegal rifles and ammunition.
    Additionally, Bulgarian border officials recovered two Glock pistols in the possession of an individual travelling with a fraudulent ID card. Notably, the pistol frames had been purchased as components in Central Europe, while the other parts had been falsely declared as exported to North America.

    MANAMA, Bahrain —

    U.S. Navy, Marine Corps and Coast Guard forces joined the United Arab Emirates naval defense force for exercise Iron Defender 24, Oct. 14-24. This maritime exercise will take place in the UAE and its territorial and coastal waters.

    The combined bilateral exercise is designed to broaden levels of cooperation, support long term regional security, and enhance interoperability. Scenarios included: visit, board, search and seizure, unmanned system integration, harbor defense, diving, medical training, and training at sea.

    This is one of many exercises in which the U.S. military participates with partner nations in the Middle East intended to enhance partnerships and interoperability.

    The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea, parts of the Indian Ocean and three critical choke points at the Strait of Hormuz, Suez Canal and Bab al-Mandeb.

      BEIJING, Oct. 15 — Recently, Lebanon and Israel have had frequent fire exchanges, damaging several United Nations Interim Force in Lebanon (UNIFIL) camps, and even injuring some peacekeepers. To address the current complex situation in a steady and prudent manner, the Chinese Peacekeeping Construction Engineering Company to UNIFIL upgraded and renovated the camp defense fortifications, replaced all protective equipment, and also added remote control alarms, optimizing the security protection and alert system.

      Focusing on the long-term reality of working and living in underground bunkers, over 1,000 protective and support items in six categories, such as emergency food supplies, medical materials, communication equipment and daily necessities, have been added to air-raid shelters. Continuous efforts have been made to improve living conditions in the shelters, including the installation of iron mesh at shelter exits to prevent drone attacks and the construction of double-layer bunks in the passages to enhance long-term habitation conditions.

    I welcome this opportunity to introduce the proposed programme budget for 2025.

    I do so in a context of a multiplicity of challenges and with a strong sense of urgency.

    In a context of major global shocks, the United Nations is more needed than ever — with our unmatched convening power.

    The Pact for the Future, the Global Digital Compact and the Declaration on Future Generations represent a commitment towards updating and reforming international cooperation to make it more networked, effective, fair and inclusive.

    The 2025 programme budget proposal reflects in many ways, the priorities set out in these landmark agreements.

    The proposal renews our commitment to deliver on our mandates to advance peace, sustainable development, and human rights.

    At the same time, we will continue to work to cement our reforms, fostering a culture of continuous improvement.

    In the new digital age, the United Nations has an essential part to play.

    We reached a milestone with the Global Digital Compact which includes the first truly universal agreement on the international governance of Artificial Intelligence with the UN at its centre. 

    Madam Chair, distinguished delegates,

    In December 2022, the General Assembly lifted the trial period and formalized the change to an annual budget period.

    The format of the programme budget has stabilized. The programme plans reflect our increased results-orientation.
    Our 350 results frameworks continue to move further towards demonstrating the impact and positive change of our work on the ground. 

    The planned targets have become more ambitious.

    More than 65 percent of quantitative planned targets are now aiming to achieve a 10 percent or more increase in performance. This is an increase from less than 30 percent in the 2018-19 biennium, 45 percent for 2023, and 60 percent for 2024.

    We have reduced duplication in the strategies and deliverables, while maintaining the same level of programmatic information. 

    Every programme manager is expected to scrutinize every dollar spent and planned to be spent.

    And they must constantly review and adjust programmatic activities to achieve planned results.

    This will allow us to optimize resources for mandate delivery and focus even more effectively on results.

    Let me now turn to the overall resource requirements.

    To fully implement our mandates, we will require a total of $3.6 billion in 2025.

    Excluding Special Political Missions, this includes a total of 10,494 posts, representing a net increase of 115 posts required to implement new or strengthen existing mandates.

    The proposed budget also includes $711 million for the continuation of 36 Special Political Missions for 2025. 

    This reflects a decrease of $31 million from last year primarily because of the discontinuation of the field mission in Sudan (UNITAMS), and our investigative team to promote accountability for the crimes committed in Iraq by Da’esh/ISIL (UNITAD). 

    In line with the usual practice, you will consider later in the session additional proposals for construction, revised estimates and programme budget implications resulting from new or revised mandates. These include revised estimates in support of the implementation of the Pact of the Future, and for UNRWA.

    We continue to make every effort to find efficiencies while also recognizing that any further cuts to support departments risk jeopardizing policy, operational, or communication support to our programmatic work.

    Allow me to highlight five specific elements of our 2025 programme budget proposals:

    First, we propose to continue our investment in sustainable development.

    We propose an increase of approximately $4.5 million, the sixth consecutive annual increase for the development pillar.

    The Regular Programme of Technical Cooperation – or RPTC — will be a key recipient. 

    The increases will further strengthen the direct support provided to governments to help advance their development efforts.

    With the proposed increase of $2 million, resources for the RPTC will have grown by more than 45% since 2019.

    The proposed increase in the RPTC will be split evenly between all entities. 

    However, we propose an additional $0.5 million for the Economic Commission for Africa for technical assistance and advice to Member States on the 2030 Agenda and the African Union’s Agenda 2063.

    Our proposal also includes an increase of $1 million for the Development Account to enhance and expand targeted, country-level capacity development support and to broaden the dissemination of the projects’ results to more countries.

    We also seek increases of $0.6 million for the Office of the Special Adviser on Africa and $0.75 million for the Office of the High Representative for Least Developed Countries, Landlocked Developing Countries, and Small Island Developing States.

    Further, we want to strengthen the UN development system through structural changes to help ensure sufficient and predictable funding — and enhanced accountability.

    The Resident Coordinator system has faced a chronic funding shortfall since day one.

    A sustainable and predictable funding mechanism, through partial financing from the regular budget, is essential. 

    My proposal for assessed funding is under review by this Committee.

    It is important to reach a decision on this topic.

    Member States’ expectations of the RC system are growing.

    The effects of the funding gap are felt every day.  For example, the recruitment for 78 posts across 52 countries has been suspended.

    We also seek to put the small System-Wide Evaluation Office on a firmer footing with regular budget funding.

    This will further enhance transparency and ensure effective, independent evaluation of the UN development system at the country level – the raison d’etre of the UNSDG System-Wide Evaluation Office.

    Second, human rights.

    The proposal includes an additional $8.3 million to support the work of the Independent Institution on Missing Persons in the Syrian Arab Republic and ensure its functioning at full capacity in 2025. 

    We are also seeking an increase of $8 million for the Office of the High Commissioner for Human Rights for more effective implementation of mandates, especially at the regional level.

    Additionally, based on the recommendation of the ACABQ and the guidance from the General Assembly, we have included resource requirements that will arise from anticipated mandate renewals by the Human Rights Council later in the year.  

    By presenting these resource requirements now rather than separately later in the session, Member States have a more complete picture of the resources being sought for the Office. This will also reduce fragmentation and increase transparency. 

    Let me emphasize that this consolidation, which amounts to $28.8 million, does not represent an increase in resources – only a change in presentation.

    Third, boosting support for the unprecedented humanitarian challenges in Gaza, with approximately $3.5 million in additional resources.

    This includes an increase of nearly $2.5 million for UNRWA which complements the additional $30 million approved for 2024.

    UNRWA is a lifeline for Palestine refugees, and a crucial factor for regional stability.

    Fourth, advancing peace and security. 

    This includes an increase of $2.5 million for disarmament, including the establishment of 9 posts to implement activities requested by the General Assembly.

    We are also seeking an increase of $1 million for the Office of the UN Special Coordinator for the Middle East peace process to intensify its vital work.

    Following the landmark decision of the General Assembly, we will address persistent funding challenges of the Peacebuilding Fund due to its exclusive reliance on voluntary contributions — by approving a $50 million dollar grant for the Peacebuilding and Recovery Facility of the Peacebuilding Fund starting in 2025.

    And fifth, strengthening our capacities in investigation and ethics. 
    We are seeking an approximately $2 million increase, for the creation of three temporary positions for the Ethics Office and ten for the Office of Internal Oversight Services.

    With the structural aspects of the reforms now well consolidated, it is imperative to keep working together to achieve the cultural change for results.

    Our 2025 budget continues to strive towards our shared vision for UN 2.0, through a forward-thinking workforce culture, empowered by cutting-edge skills.

    Gender equality and geographical representation remain priorities.

    We are working nonstop to ensure that our workforce reflects the membership of the United Nations.

    The General Assembly decision to increase the number of geographical posts has enabled us to reduce the total countries that were un- or under-represented and over-represented. 120 countries are now within range compared to 103 in December 2023.  

    We are revising our strategy for equitable geographical distribution to focus on attracting more staff from countries that are un-or under-represented.  

    Through our RC system and UN Information Centres, we have launched targeted outreach strategies in those countries, namely in many of the developing countries that are under-represented. 

    In the same vein, we strive to expand opportunities for recruitment from as wide a geographical basis as possible for all posts.

    All these efforts are yielding results.  For example, at the start of the UN development system reform, 41% of Resident Coordinators were from the global South.  Today, this number has increased to 57%.

    We have successfully maintained gender parity at senior levels and, based on current projections, we will be able to reach parity at an Organizational level before 2028.

    But we must do more to achieve parity at every entity and every level.

    We are also working on the next phase of our system-wide disability inclusion strategy and making progress in our efforts to combat racism and racial discrimination at work.

    Madam Chair, distinguished delegates,

    The proposal before you reflects our ambition to respond to new threats and opportunities.

    For us to deliver on our promises, Member States must also honour their commitments to this Organization.

    Ultimately, the effectiveness of programme delivery and use of financial resources in 2025 will depend on the availability of cash.

    I hope that we can end the current trend of declining liquidity.

    The Organization started this year with only about $67 million in cash, compared to $700 million last year, making it extremely vulnerable to adverse changes in payment patterns of assessed contributions.

    On top of that, the Organization had to return $114 million as credits to Member States as part of the 2024 assessments, which meant that we would collect less than the budget approved for 2024, even if all Member States pay in full in 2024.

    The depletion of the regular budget liquidity reserves at the end of 2023 therefore necessitated imposing stringent cash-conservation measures from the very beginning of 2024. 

    Unless the liquidity reserves are replenished fully at the end of this year, cash conservation measures are again likely to constrain budget implementation in 2025. 

    This is why I have proposed that the General Assembly temporarily suspend the return of credits for 2023 against the 2025 assessment. 

    The credits will be held in a reserve and released to Member States as soon as conditions improve.  

    This is critical to both minimize the risk of negative impact on programme delivery and the ability to fulfill even non-discretionary commitments to personnel and third-party partners in 2025. 

    I once again urge Member States to meet their financial obligations in full and on time.

    I thank Member States that have paid in advance or earlier than before, and have made adjustments to their internal processes to continue to pay earlier.

    We will keep monitoring the situation and reach out to Member States to pay in full and inform us of their plans so we can adapt our spending based as needed.

    However, when programme delivery is repeatedly constrained by liquidity, past spending patterns become less reliable indicators of the real needs of the Organization.

    The outcome of the Summit of the Future has opened pathways to new possibilities and opportunities towards securing a peaceful and livable future for everyone on our planet.

    Against this backdrop, I look forward to your support for my 2025 programme budget proposal.

  • MIL-OSI USA: NASA to Embrace Commercial Sector, Fly Out Legacy Relay Fleet

    NASA is one step closer on its transition to using commercially owned and operated satellite communications services to provide future near-Earth space missions with increased service coverage, availability, and accelerated science and data delivery.     
    As of Friday, Nov. 8, the agency’s legacy TDRS (Tracking and Data Relay Satellite) system, as part of the Near Space Network, will support only existing missions while new missions will be supported by future commercial services.    
    “There have been tremendous advancements in commercial innovation since NASA launched its first TDRS satellite more than 40 years ago,” said Kevin Coggins, deputy associate administrator of NASA’s SCaN (Space Communications and Navigation) program. “TDRS will continue to provide critical support for at least the next decade, but now is the time to embrace commercial services that could enhance science objectives, expand experimentation, and ultimately provide greater opportunities for discovery.”

    Just as NASA has adopted commercial crew, commercial landers, and commercial transport services, the Near Space Network, managed by NASA’s SCaN, will leverage private industry’s vast investment in the Earth-based satellite communications market, which includes communications on airplanes, ships, satellite dish television, and more. Now, industry is developing a new space-based market for these services, where NASA plans to become one of many customers, bolstering the domestic space industry.    
    NASA’s Communications Services Project is working with industry through funded Space Act Agreements to develop and demonstrate commercial satellite communications services that meet the agency’s mission needs, and the needs of other potential users.   
    In 2022, NASA provided $278.5 million in funding to six domestic partners so they could develop and demonstrate space relay communication capabilities.  

    A successful space-based commercial service demonstration would encompass end-to-end testing with a user spacecraft for one or more of the following use cases: launch support, launch and early operations phase, low and high data rate routine missions, terrestrial support, and contingency services. Once a demonstration has been completed, it is expected that the commercial company would be able to offer their services to government and commercial users.    
    NASA also is formulating non-reimbursable Space Act Agreements with members of industry to exchange capability information as a means of growing the domestic satellite communications market. The Communications Services Project currently is partnered with Kepler Communications US Inc. through a non-reimbursable Space Act Agreement.    
    As the agency and the aerospace community expand their exploration efforts and increase mission complexity, the ability to communicate science, tracking, and telemetry data to and from space quickly and securely will become more critical than ever before. The goal is to validate and deliver space-based commercial communications services to the Near Space Network by 2031, to support future NASA missions.   

    While TDRS will not be accepting new missions, it won’t be retiring immediately. Current TDRS users, like the International Space Station, Hubble Space Telescope, and many other Earth- and universe-observing missions, will still rely on TDRS until the mid-2030s. Each TDRS spacecraft’s retirement will be driven by individual health factors, as the seven active TDRS satellites are expected to decline at variable rates.     

    The TDRS fleet began in 1983 and consists of three generations of satellites, launching over the course of 40 years. Each successive generation of TDRS improved upon the previous model, with additional radio frequency band support and increased automation.    
    The first TDRS was designed for a mission life of 10 years, but lasted 26 years before it was decommissioned in 2009. The last in the third generation – TDRS-13 –was launched Aug. 18, 2017.

    The Near Space Network and the Communications Services Project are funded by NASA’s SCaN (Space Communications and Navigation) program office at NASA Headquarters in Washington. The network is operated out of NASA’s Goddard Space Flight Center in Greenbelt, Maryland, and the Communications Services Project is managed out of NASA’s Glenn Research Center in Cleveland.

    President, the UK supported the call for this meeting today, to discuss the urgent steps needed to address an ever-growing humanitarian tragedy in Gaza.

    The situation in northern Gaza is harrowing. Approximately 400,000 Gazans have been ordered to evacuate the north and move southwards to the IDF designated humanitarian zone. Many of these people will already have been displaced, some many times over, and are desperately searching for refuge.

    But there are no safe places in Gaza. Just this week we saw horrifying images following the Israeli strike on Al-Aqsa hospital, inside the IDF designated humanitarian zone.

    Those who decide to move face intimidation, active fighting zones and the threat of continued airstrikes. Those who stay face extreme hunger and appalling conditions, without access to basic services or healthcare.

    In the first half of October, no food aid was delivered to northern Gaza, with Israeli authorities denying or impeding the vast majority of humanitarian movements between north and south. We expect October to see the least aid enter Gaza since the beginning of the conflict, lower even more than September.

    Families in Gaza are facing a second winter with even less resilience and fewer resources. This is unconscionable.

    Israel must comply fully with international humanitarian law and ensure sufficient aid reaches all parts of Gaza. We also reiterate our concern at legislative proposals seeking to undermine UNRWA, which is vital to the humanitarian response in Gaza.

    Let me be clear. Northern Gaza must not be cut off from the south. Palestinian civilians, including those evacuated from northern Gaza, must be permitted to return to their communities and rebuild. There must be no forcible transfer of Gazans from or within Gaza, nor any reduction in the territory of the Gaza Strip.

    We need to see an immediate ceasefire, to bring this devastating conflict to an end.

    President, we must also hold in the front of our minds, the unthinkable suffering of the 101 hostages who remain in captivity in Gaza. Their ordeal has gone on for far too long. Once again, we call on Hamas to release the hostages immediately and unconditionally.

    And as we know, the suffering in the region goes beyond Gaza. We reiterate our call for an immediate ceasefire between Hezbollah and Israel. All parties must take measures to avoid civilian casualties, and ensure the safety and security of UNIFIL personnel.

    And in the West Bank, as my Foreign Secretary has said, we urge the Israeli Government to take action to crack down on settler violence and to stop settler expansion on Palestinian land. 

    That is why yesterday, my Government announced further sanctions against three illegal settler outposts and four organisations in order to bring accountability to those who perpetrate such heinous human rights abuses against Palestinians.

    President, the Palestinian people, the Israeli people, and the region as a whole, deserve a better reality than the daily cycle of violence and fear to which they have become accustomed. But there is a path to peace. One which would see a safe and secure Palestinian state, beside a safe and secure Israel.

    We urge the parties to be courageous and to take the path towards peace and a better future for their people.

    Warsaw- Médecins Sans Frontières (MSF) is deeply concerned by the Polish government’s plan to suspend the right for people to seek asylum in Poland. Such a suspension will have predictable dramatic consequences for people seeking safety in Europe. MSF calls on the Polish authorities to drastically change course of action and take all necessary measures to ensure the protection and rights of refugees and migrants.

    While the full details of the government’s plan are yet to be disclosed, MSF warns that such restrictive and punitive measures against people seeking safety, denying them legal pathways to protection, would only lead to more harmful border practices at the Poland-Belarus border and further expose already vulnerable people to life-threatening conditions.

    “The Polish government’s willingness to further restrict and suspend the right to seek asylum is extremely concerning and risks leading to more unchecked pushbacks and violence against people crossing the border,” says Uriel Mazzoli, MSF Head of Mission in Poland.

    “The new Polish government had an opportunity to reform the country’s asylum and reception system but has instead only deepened existing and dangerous political rhetoric, rooted in a ‘crisis’ narrative, further normalizing a militarized response, violent practices and denial of humanity to people seeking safety in the European Union,” says Mazzoli.

    Since November 2022, MSF teams have treated over 400 people, many of them stranded for weeks in uninhabitable forests and exposed to violent practices at the border. Given the extreme conditions of deprivation people experience in the border area, MSF patients suffer from a wide range of severe medical conditions ranging from exhaustion, hypothermia, dehydration, trench foot to mental health issues.

    In 2024, our teams have also witnessed a sharp increase in people carrying the scars of physical assaults, including bruises and dog bites. In July 2024, MSF teams treated for the first time injuries related to the use of rubber bullets being fired. Additionally, half of people MSF has seen in 2024 have reported having been pushed back, some of them several times.

    This latest announcement represents a further escalation of an already extremely hostile environment for people on the move and those providing humanitarian assistance to them. In June 2024, the Polish authorities imposed a ban on access to the border zone, which has prevented civil society and humanitarian organizations from accessing people in need in these areas.

    Despite official requests for unrestricted and independent access to the entire border region, MSF has been granted access to only a limited part of the buffer zone. This buffer is an exclusion zone along 60 kilometers of the country’s border with Belarus and includes key locations where most people on the move have been crossing the border since 2021.

    Not only does this ban prevent the delivery of essential assistance, but it also enables much of the violence reported by people we treat to take place out of sight.

    “The restrictions on humanitarian and medical aid at the Poland-Belarus border are already alarming, with entire zones where humanitarian workers are prevented access and a legislation that could favor the use of violence by state authorities,” says Mazzoli. “Delaying assistance and medical care to people at the border can have life-threatening consequences as many of the patients we see experience health issues that can rapidly deteriorate.”

    The suspension of territorial asylum will have far-reaching consequences on the capacity of people seeking safety in Poland to access medical care and protection. Worryingly so, such extraordinary measures are becoming the despicable new normal in the European Union (EU), where governments and institutions have increasingly seized upon the notion of ‘crisis’ as a reason to derogate from minimum standards and people’s rights.

    Over recent years, MSF teams have witnessed many examples of the detrimental consequences of policies that put border controls above human life across our projects in Greece, Libya, the Central Mediterranean Sea and Belgium. For too long now, EU member states have been waging a war on some of the world’s most vulnerable people under the guise of ‘instrumentalisation’ by third countries.
     
    MSF calls on the Polish authorities to retract the announced suspension of the right to seek asylum and to end this gross dehumanisation of refugees and migrants and the increasing militarisation of responses towards them.

    MSF activities in Poland:
    After a short intervention along the Poland–Belarus border region in 2021, MSF teams returned in the Podlasie region, near the border with Belarus, in November 2022. Since then, our medical team provides basic medical care through mobile teams in remote locations and organise emergency referrals and follow-up, in close cooperation with other organisations and civil society groups. Furthermore, since 2022, MSF supports the Polish Ministry of Health to offer medical and psychosocial care to patients with tuberculosis.

  • MIL-OSI Security: Houston Man Guilty in $160 Million Medicare Fraud Scheme

    HOUSTON – A 59-year-old Houston man has been convicted of all 15 counts as charged for heading a massive Medicare fraud scheme involving the fraudulent billing of expensive topical creams, announced U.S. Attorney Alamdar S. Hamdani.  

    The jury deliberated for less than five hours before convicting Mohamad Mokbel following a 10-day trial. 

    From 2014 through 2021, Mohamad Mokbel led a company called 4M Pharmaceuticals which operated 14 pharmacies with straw owners. The jury heard evidence that Mokbel illegally purchased thousands of Medicare beneficiaries, including their identification number, personal health and physician information. Mokbel targeted elderly diabetic patients who are dependent on diabetic testing supplies to manage their blood sugar levels. Mokbel paid $16 to $40 per Medicare beneficiary.  

    To maximize reimbursements and without regard for medical necessity, Mokbel then directed 4M employees to use the Medicare beneficiaries’ patient data to run insurance claims to determine if Medicare or other insurance plans would cover and reimburse at a high rate for the topical creams, Omega-3 pills and other medications that Mokbel intended to sell through 4M pharmacies.

    At Mokbel’s direction, 4M employees would then fax pre-filled prescription requests to the patients’ doctors appearing to be for diabetic testing supplies with topical creams added at the bottom. They also included false representations that the patient was requesting a 4M Pharmacy fill their medications. In reality, Mokbel had previously purchased the patient’s personal information, the patient had not selected a 4M Pharmacy and the patient was often unaware the request was being made on their behalf. 

    Many doctors apparently took the representations in the fax at face value and did sign and send back the prefilled prescription requests to 4M. Mokbel’s call center in Houston and later in Egypt then contacted the patients and made false and misleading statements about the topical cream and their doctor’s order. Mokbel’s pharmacies then shipped out numerous topical creams, often on auto-refill, and excessively billed Medicare, Medicaid and private insurance plans. 

    Mokbel made over $200 million as a result of the scheme. 

    From 2015 through 2020, Mokbel also corruptly gave a series of bribe payments, ranging from $2,000 to $5,000 and totaling over $188,000 an employee of a pharmacy benefits manager – OptumRx – in exchange for favorable treatment for 4M pharmacies. They were credentialed and recredentialed with OptumRx which allowed them to enter into retail network agreements with OptumRx, participate in the Medicare Part D program and submit claims for prescriptions for Medicare beneficiaries. Mokbel also received information and advice about responding to audits and preventing and/or delaying OptumRX termination of many 4M pharmacies.

    U.S. District Judge Lee H. Rosenthal accepted the verdict and set sentencing for Jan. 7, 2025. At that time, Mokbel faces up to 20 years for conspiracy to commit mail fraud and health care fraud, 10 years for each of five counts of health care fraud, each of six counts of money laundering and one count of bribery concerning programs receiving federal funds as well as five years for

    conspiracy to violate the Anti-Kickback Statute and conspiracy to commit bribery. He could also be ordered to pay up to a total of $4 million in fines and possible restitution in excess of $160 million.      

    Previously released on bond, Mokbel was taken into custody pending sentencing.

    The FBI, IRS Criminal Investigation, Homeland Security Investigations, Department of Health and Human Services, Food and Drug Administration and the Texas Attorney General Medicaid Fraud Control Unit conducted the investigation. Assistant U.S. Attorneys Kathryn Leigh Olson and Adam Laurence Goldman are prosecuting the case.

  • MIL-OSI Global: Israel-Iran and the nine stages of how conflicts can escalate and get out of control

    Tensions are running high in the Middle East. The murderous attack by Hamas on Israel on October 7 2023 kicked off a spiral of violence in the region. That has culminated, a year later, in Israel mounting a ground invasion of Lebanon. The invasion, which Israel says aims to confront and destroy Hezbollah, follows 12 months of tit-for-tat strikes between Israel and Iran, which have gradually escalated in intensity.

    Given that Hezbollah is closely associated and supported by Iran, there is mounting concern that this conflict could become a major flashpoint in international relations. The worry is that this war might provide the spark that causes the next global conflict.

    To understand how dangerous the situation could be, it’s worth looking at the theory of conflict escalation. In 1997, Austrian economist Friedrich Glasl published his nine-stage model of conflict escalation, which is generally accepted as the most sophisticated study of how conflicts can develop from disputes to all-out conflict (a step he gives the rather ominous name of “Together into the abyss”).

    The first level is when a conflict is readily or easily resolved, but when a resolution is not achieved, positions on either side of the argument harden and frustration begin to mount. The next step naturally occurs when conflict parties seek to make their case, hoping to gain advantage in the court of global opinion.

    Stage three of the model sees the adversaries beginning to take action. Neither side wants to yield advantage to the other, while any sense that discussion might mitigate the conflict has disappeared in mutual antagonism and mistrust. Accordingly at stage four, the conflict parties resort to an “us v them” rhetoric in an attempt to build coalitions and attract support. Stage five, described as “loss of face”, is when one or other of the antagonists feels they have become tarnished in the eyes of the community as a whole. Reputation no longer matters as much as achieving their ends. Sometimes one side or the other commits an act that it feels has isolated it, which only serves to harden it position.

    In stage six, threats or ultimatums are issued. This can lead to hostilities spiralling as the conflict parties seek credibility by putting a timescale on a threat, which in turn will heighten the pressure on both sides. This can also bind another of the warring parties to a course of action from where there is little opportunity to retreat. This facilitates the move to stage seven, where the antagonists begin to trade the first limited blows in response to the threats they have made.

    In stage eight, the offensive blows intensify, with the focus on trying to injure – or even destroy – the adversary’s capacity for response or call into question the legitimacy of the other side’s leader. Often this can lead to one or another of the parties fragmenting into warring factions, making the situation increasingly uncontrollable.

    As the conflict hurtles into stage nine, the threat to one or another of the parties has become existential, who are now falling “together into the abyss”. All sense of caution is abandoned as the only goal is the total annihilation of the adversary. A state of total war.

    What stage are we at?

    After years of animosity and denunciation on both sides, the conflict between Israel and Iran has now progressed to the stage that both sides have exchanged limited blows against each other. Reports have linked Iran to the planning of the Hamas attack on October 7. Tehran has recently denied having any part in the massacre. Hezbollah, which is more closely linked to the Islamic Republic, has carried out a year-long barrage of rockets from Lebanon into northern Israel. In response, Israel has now directly struck against Iran’s proxy, invading southern Lebanon to engage and attempt to destroy Hezbollah.

    Both sides clearly want to demonstrate their power and influence in the region. But the stakes could rise if Iran feels an urgent need to protect its proxies. For Israel, its leaders have long argued that its very existence is at stake.

    In terms of Glasl’s stages of escalation, the two countries appear to have reached stage seven, where they are launching limited blows against each other while avoiding direct confrontation. Both want to make their adversary consider whether the cost of continuing is worth the potential rewards that can be gained.

    Iran’s air attacks on Israel suggest that while Iran can see that its regional position is being threatened and is still seeking to support the non-state actors in Gaza and Lebanon, the way in which they have conducted their attacks suggest that Tehran does not feel itself powerful enough to escalate further than it already has.

    The only direct blows the two powers have launched against each other have been from the air. Iran has now launched two (large) barrages of rockets against Israel, one in April this year and again at the end of September. Both bombardments were announced in advance and neither has resulted in Israeli casualties.

    Israel responded in April with a targeted strike against an Iranian airbase close to one of the country’s nuclear installations. It has yet to directly respond to the latest Iranian barrage, but Netanyahu has said Israel would target Iran’s military installations “based on Israel’s national security needs”.

    Analysts believe that both sides – so far at least – are using these limited strikes to signal their unwillingness to escalate. But there is a great deal at stake. Iran will feel its position as a regional power threatened by Israel’s ground campaign in Lebanon. Meanwhile Israel has repeatedly declared that it is fighting for the security of its people. Neither appears to want a wider conflict – and their allies certainly wouldn’t encourage them if they did.

    So it’s clear that – up to now at least – neither Israel nor Iran wants to venture any further down the road to “the abyss” as envisaged by Glasl’s nine-stage model.

    H.R. 9564 would require the Administration to determine whether sanctions that are authorized under current law should be applied to foreign persons and entities affiliated with the Houthis who commit human rights violations, restrict humanitarian assistance to Yemen, or are involved in hostage-taking or false imprisonment of U.S. nationals. The bill also would require the Administration to annually report on Houthi efforts to obstruct humanitarian aid or regional stability in Yemen, as well as efforts to recruit Yemenis. The bill’s requirements would expire five years after enactment.

    Thank you for accepting the invitation to join Richard and myself here for dinner at Government House. I especially wanted the chance to meet the most senior leaders of the NZDF, with a new CDF and new Heads of Armed Services. You take up these roles at a critical time in the country and world history.

    This is an opportunity to thank you and your loved ones, for the support you give me in undertaking my role as Governor General and Commander-in-Chief.

    I have had the opportunity over the past three years to meet the men and women serving our nation and I couldn’t be prouder of the calibre of people that we have defending our interests – whether it be in peace-keeping or Treaty monitoring, surveillance and intelligence, or information gathering to inform our national and international obligations, we do a sterling job with far fewer resources than other five-eye nations.

    Current conflict in Lebanon, Israel, Gaza and Syria, highlights the sometimes life-threatening circumstances our United Nations peace-keepers can encounter in our nation’s commitment to contribute to a wider international rules based order and stability.

    Cyclone Gabrielle and subsequent extreme weather events, remind New Zealanders of how much we and our Pacific neighbours depend on the courage and expertise of Defence personnel to assist people in coping with the aftermath of extreme weather events. Climate change is a huge challenge for us all.

    I have been proud to act as reviewing officer at graduation ceremonies and Beat Retreat in Waitangi and look forward to ‘push the colour’ at the upcoming Kings Colour ceremony in Christchurch which reinstates a crucial part of our military legacy, recognising as it does the Māori Battalion and Pioneer Battalion battles. We will be the first Commonwealth country to issue the new Kings Colours under King Charles III.

    Tonight’s dinner is our way of saying, on behalf of fellow New Zealanders, how much we appreciate your leadership in the delivery of Defence services on behalf of Aotearoa New Zealand.

    I fully intended this to be a celebration of recent leadership appointments. At the same time, I acknowledge HMNZS Manawanui and the aftermath of its loss may be top of mind for us all.

    My thoughts have been with you all, especially Rear Admiral Golding, the crew of Manawanui and Defence personnel involved in the response to this sinking.

    The progress of Defence Chiefs through to the highest levels of command is testament to the wealth of experience, training, and expertise you bring to those challenges, and which will serve you in good stead in inspiring those you lead with hope and confidence into the future.

    Every time I visit other countries, be it the Republic of Korea such as the DMZ, Malaysia or Australia, they sing the praises of the New Zealand members of the Armed Forces and their contribution to their efforts. This goes beyond doing one’s duty, to being the best person to fulfil a wider brief of leadership and collaboration. Thank you for this.

    Senator Rosen Helped Introduce Bipartisan Legislation Later Signed into Law To Block the Iranian Regime’s Petroleum Trade
    WASHINGTON, D.C. – U.S. Senator Jacky Rosen (D-NV) joined a bipartisan group of senators in a letter urging the Biden Administration to fully implement bipartisan legislation she helped introduce and pass into law to ensure Iran’s regime cannot benefit from its petroleum trade. As Iran and its proxies escalate their attacks on Israel and efforts to destabilize the Middle East, Senator Rosen and her colleagues are calling on the Administration to report to Congress on efforts to deny Iran’s regime the ability to engage in destabilizing activities, terrorism, and weapons development activities. To date, the Administration has failed to meet several of these reporting deadlines, which are required by law.
    “For decades, there has been evidence that Iran has funded direct attacks on America and our allies. Since Hamas’ attack on Israel on October 7, 2023, Iran has only become more emboldened to act against democratic interests across the globe,” wrote the Senators. “Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade. Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts that were included in H.R. 815, the emergency supplemental appropriations.”
    “Given the havoc Iran is wreaking in the Middle East and the wider region, this information is both timely and vital for Congress to carry out appropriate sanctions oversight and understand what greater legislative action is required to ensure Iran does not have the resources to harm the United States or our partners and allies,” they continued. “We look forward to these timely reports and enhanced understanding of the Administration’s plan to counter Iranian oil trade and accessible revenue for their funding of terrorism.”

    Senator Rosen has been fighting to protect U.S. national security and counter Iran’s destabilizing actions in the Middle East. Earlier this year, she introduced bipartisan legislation to counter space threats posed by Iran. Last year, Senator Rosen called on the Biden Administration to refreeze $6 billion in Iranian assets held in Qatar following Hamas’ October 7th terrorist attack on Israel. She also stood up to her party and voted in favor of several Republican amendments to combat Iranian aggression and support Israel. Senator Rosen also  helped introduce the bipartisan Solidify Iran Sanctions Act to make the Iran Sanctions of 1996 permanent, allowing the President to impose sanctions on Iran’s energy sectors.

  • MIL-OSI China: Palestine condemns continued Israeli siege of N. Gaza

    The Palestinian presidency condemned on Wednesday the Israeli army’s ongoing siege of northern Gaza, which has continued for the 11th consecutive day.

    In a press release published by the Palestinian news agency WAFA, presidency spokesperson Nabil Abu Rudeineh called Israel’s siege and ongoing military operations that force residents to evacuate their homes “war crimes punishable under international law.”

    “It is unacceptable to allow the continuation of Israeli aggression while the UN Security Council remains paralyzed due to U.S. policies that support Israel and its actions, which defy international will,” he said.

    Abu Rudeineh stressed that these U.S. policies “have violated all prohibitions of international law and provided the criminal occupation forces with all forms of financial and military support, encouraging them to commit heinous crimes against our people and the peoples of the region.”

    Witnesses told Xinhua that the Israeli army is besieging dozens of families, primarily consisting of women and children, preventing them from leaving the northern areas and putting them at risk of death.

    The Israeli army has been conducting a large-scale offensive and imposing a tight siege on Jabalia and the surrounding areas since October 6, allegedly to target militants and their infrastructure in Jabalia and prevent Hamas from regrouping there.

    “This operation to systematically dismantle terrorist infrastructure in the areas will continue as long as required in order to achieve its objectives,” the army said.

  • MIL-OSI China: Nearly 400 Palestinians killed, 1,500 injured in Gaza in one week

    In just one week, nearly 400 Palestinians have reportedly been killed and almost 1,500 injured in Gaza, said Joyce Msuya, the UN acting under-secretary-general for humanitarian affairs and emergency relief coordinator, on Wednesday.

    Briefing the UN Security Council on the humanitarian situation in Gaza, Msuya said the people of Gaza have suffered multiple mass casualty incidents due to Israeli airstrikes since her last briefing on Oct. 9.

    “The world has seen the images of patients and displaced persons, sheltering near Al Aqsa hospital, burning alive,” she said, adding that scores of others, including women and children, are suffering the excruciating pain of severe lifechanging burns.

    “If such horror does not awaken our sense of humanity and propel us to action, what will?” Msuya asked.

    She said Israel’s military offensive is intensifying in the north, and since the beginning of October, it’s estimated that over 55,000 people have been displaced from the Jabaliya area, while others remain stranded in their homes with water and food running out.

    “For the 155,000 pregnant and breastfeeding women in Gaza, it is an exhausting and traumatizing experience, not knowing where and how to give birth, or whether their child will survive,” said Msuya.

    She noted that from Oct. 2 to 15, no food aid entered northern Gaza with “a trickle” allowed in, and all essential supplies for survival are running out.

    “Given the abject conditions and intolerable suffering in north Gaza, the fact that humanitarian access is nearly non-existent is unconscionable,” she said.

    Msuya said that during the first two weeks of October, just one out of 54 coordinated movements to the north via the Al Rashid checkpoint was facilitated by Israeli authorities, while another four were impeded but eventually accomplished. Eighty-five percent of the movements were denied, and the rest were impeded or canceled, due to security or logistical issues.

    “Every time a mission is impeded, the lives of people in need and humanitarians on the ground are put at even greater risk,” she said.

    “The level of suffering in Gaza defies our ability to capture it in words, or even to comprehend its scale,” said the senior UN official, adding that “international humanitarian law must be respected and this council, and all member states, must exert all their influence to ensure it.”

    The representative of Algeria, who requested the meeting, expressed alarm about the catastrophic humanitarian situation in Gaza.

    He noted that a few trucks of aid were distributed in northern Gaza on Tuesday, but failed to reach Jabalia, which remains under siege. “Let me be crystal clear: a military siege that deprives civilians of essential means of survival is not just unacceptable. It is a war crime,” he stated.

    Riyad Mansour, the permanent observer for the State of Palestine to the United Nations, said that in the face of the “monstrosity” unfolding in northern Gaza, “silence and inaction are not an option.”

    Noting that the Palestinian and Lebanese people are paying the price for Israel’s impunity, he said that in northern Gaza, 400,000 besieged, starved, and bombed Palestinians are being subjected to the so-called General Plan, according to which any Palestinian remaining in the north is considered a legitimate military target. “That is not war. These are crimes. They must be stopped. And they must be stopped now.”

    Mansour called on the Security Council to “fight back with the tools provided by the (UN) Charter and by the law to combat those who are obliterating the Charter and the law,” stressing, “It is time to act. Anything else is complicity and surrender.”

    In his remarks, Israel’s representative detailed recent attacks against his country. He said that although “101 human beings have been tormented by Hamas terrorists in their terror dungeons,” Security Council members barely mentioned the hostages or did so as an afterthought.

    He asserted that Israel and its humanitarian partners have “flooded” Gaza with humanitarian aid, and Hamas has “hijacked” aid and “weaponized” the humanitarian situation.

  • MIL-OSI China: EU nations in UNIFIL agree to exert ‘utmost’ pressure on Israel

    Sixteen countries of the European Union (EU) contributing troops to the United Nations Interim Force in Lebanon (UNIFIL) have agreed to increase political and diplomatic pressure on Israel to avoid further incidents involving the mission.

    This decision was reached after a videoconference led by Italy’s Defense Minister Guido Crosetto and French counterpart Sebastien Lecornu on Wednesday, amidst escalating clashes between the Israeli Defense Force (IDF) and Hezbollah in southern Lebanon.

    The videoconference involved key EU nations, including Ireland, Germany, Spain, Austria, and Greece, among others.

    These countries collectively condemned attacks on UNIFIL bases, which have endangered the safety of the mission’s over 10,000 personnel coming from 48 countries, and urged Israel to take preventive measures to ensure no more such incidents occur.

    The Italian defense ministry said in a statement that a key conclusion of the meeting was “the shared will to exert utmost political and diplomatic pressure on Israel, so that no further incidents occur.” Meanwhile, the statement also stressed that Hezbollah cannot use UNIFIL personnel as a shield in the context of the conflict.

    The call followed a series of IDF strikes on UNIFIL positions in southern Lebanon since Oct. 9, which resulted in injuries to several peacekeepers.

    Although Israel had asked UNIFIL to withdraw its troops within 5 km of the Israeli-Lebanese border, which would mean leaving all UNIFIL positions in south Lebanon, all countries contributing to the mission declined.

    On Wednesday, the EU countries reiterated their commitment to maintaining a stable UNIFIL presence in the region and asserted that any changes to the mission’s future should be decided collectively by the UN.

    Today, U.S. military forces, including U.S. Air Force B-2 bombers, conducted precision strikes against five hardened underground weapons storage locations in Houthi-controlled areas of Yemen. U.S. forces targeted several of the Houthis’ underground facilities housing various weapons components of types that the Houthis have used to target civilian and military vessels throughout the region. This was a unique demonstration of the United States’ ability to target facilities that our adversaries seek to keep out of reach, no matter how deeply buried underground, hardened, or fortified. The employment of U.S. Air Force B-2 Spirit long-range stealth bombers demonstrate U.S. global strike capabilities to take action against these targets when necessary, anytime, anywhere. 

    For over a year, the Iran-backed Houthis, Specially Designated Global Terrorists, have recklessly and unlawfully attacked U.S. and international vessels transiting the Red Sea, the Bab Al-Mandeb Strait, and the Gulf of Aden. The Houthis’ illegal attacks continue to disrupt the free flow of international commerce, threaten environmental catastrophe, and put innocent civilian lives and U.S. and partner forces’ lives at risk. At the direction of President Biden, I authorized these targeted strikes to further degrade the Houthis’ capability to continue their destabilizing behavior and to protect and defend U.S. forces and personnel in one of the world’s most critical waterways.

    Again, the United States will not hesitate to take action to defend American lives and assets; to deter attacks against civilians and our regional partners; and to protect freedom of navigation and increase the safety and security in these waterways for U.S., coalition, and merchant vessels. We will continue to make clear to the Houthis that there will be consequences for their illegal and reckless attacks.     TAMPA, Fla. – U.S. Central Command (CENTCOM) forces conducted multiple, precision airstrikes on numerous Iran-backed Houthi weapons storage facilities within Houthi-controlled areas of Yemen that contained various advanced conventional weapons used to target U.S. and international military and civilian vessels navigating international waters throughout the Red Sea and Gulf of Aden.

    These actions were taken to degrade the Houthi’s capability to continue their reckless and unlawful attacks on international commercial shipping and on U.S., coalition, and merchant personnel and vessels in the Red Sea, Bab Al-Mandeb Strait, and the Gulf of Aden, and to degrade their ability to threaten regional partners.

    CENTCOM forces targeted the Houthi’s hardened underground facilities housing missiles, weapons components, and other munitions used to target military and civilian vessels throughout the region.

    U.S. Air Force and U.S. Navy assets, including U.S. Air Force B-2 Spirit long-range stealth bombers, were part of the operation. The employment of the B-2 bomber demonstrates U.S. global strike capabilities to reach these targets, when necessary, anytime, anywhere.

    Our battle damage assessments are underway and do not indicate civilian casualties. We will provide updates as information is confirmed.

    Egypt recently deepened its involvement in the war-weary Horn of Africa by arming Somalia and deploying its troops in the embattled country. To Ethiopia’s growing alarm, Egypt is also set to join the multinational force supporting the Somali army against the jihadist threat by al-Shabaab. Egypt’s potentially destabilising presence in the region is seen a direct consequence of Ethiopia’s port agreement with breakaway Somaliland, which Somalia took as a direct affront. Endalcachew Bayeh, a political scholar with a focus on the Horn of Africa, sets out the risks and the path to de-escalation.

    What do we know about Egypt’s entry into Somalia and the theatre of conflict in the Horn?

    Egypt’s arrival in the Horn of Africa can be traced back to Ethiopia’s quest for a dedicated port under its control. Ethiopia is the world’s largest landlocked country by population and has relied exclusively on the port of Djibouti since the outbreak of the Ethiopia-Eritrea war (1998-2000).

    Ethiopia has been exploring alternative access points. This led to the announcement on 1 January 2024 that it had struck a port deal with Somaliland. Ethiopia agreed to recognise the breakaway republic in exchange for a naval base on Somaliland’s coast.

    The announcement sparked a diplomatic rift with Somalia, which viewed the deal as a violation of its sovereignty and territorial integrity. Somalia still considers self-declared Somaliland part of its territory.

    Amid the turmoil, Somalia courted Egypt as a regional patron to counter Ethiopia. This aligned well with Egypt’s increasing interest in finding a military partner along Ethiopia’s border.

    Egypt is a longstanding rival of Ethiopia. Recently, it threatened to go to war over Ethiopia’s massive Grand Ethiopian Renaissance Dam, which it sees as a threat to its survival.

    Egypt deployed military forces in Somalia following its defence deal with Mogadishu in August 2024. It also plans to deploy 5,000 soldiers as part of the African Union Support and Stabilisation Mission in Somalia. The mission is set to replace the African Union Transition Mission in Somalia, in which Ethiopia is a main player.

    Ethiopia’s agreement to recognise Somaliland and the friction with Somalia have brought its old enemy, Egypt, to its doorstep.

    How have Egypt-Ethiopia hostilities added to regional tensions?

    Soon after Egypt’s deployment in Somalia, Ethiopia formalised its recognition of Somaliland. It also sent an ambassador to the capital, Hargeisa. This made it the first nation to officially acknowledge Somaliland’s independence. The two are also rushing to turn their memorandum of understanding into a binding bilateral treaty.

    Somaliland ordered the closure of the Egyptian Cultural Library in Hargeisa.

    Eritrea, for a time a key ally of Ethiopia’s Abiy Ahmed in the fight against the Tigray People’s Liberation Front, is now at odds with Addis Ababa. And, in response to the recent tensions in the region, Eritrea is strengthening its ties with Egypt and Somalia. A recent meeting of the three has created a united front against Ethiopia.

    In Somalia, Ethiopia plays a stabilising role. Somalia now demands that Ethiopia should end its involvement. That could open the way for militant groups and keep Somalia unstable. This is even more likely to happen if Egypt focuses on its competition with Ethiopia rather than Somalia’s stability.

    In addition, Somalis have longstanding territorial claims over parts of Ethiopia, Kenya and Djibouti. Instability can create fertile ground for groups like Al-Shabaab, which aims to include these territories in an Islamic state.

    Finally, tensions have risen between Djibouti and Somaliland over the Ethiopia-Somaliland port deal. This is because the agreement will almost certainly be bad for Djibouti’s economy. Djibouti relies heavily on port revenues that are almost entirely generated from Ethiopia.

    What are the risks for the region?

    Ethiopia’s recognition of Somaliland and Egypt’s presence in Somalia come at a time of multiple regional crises. These include the strained Ethiopia-Eritrea relations, the Ethiopia-Sudan dispute over Al-Fashaga border region, and instability in Ethiopia.

    This volatile environment increases the likelihood of proxy wars.

    Key areas to watch are:

    Sudan and Egypt: These two countries align on the Grand Ethiopian Renaissance Dam issue. Egypt has enhanced its security cooperation with Sudan through military support and joint exercises. Although Sudan is in turmoil, the Al-Fashaga dispute with Ethiopia remains a potential flashpoint. Egypt may take advantage of this dispute and its support for the Sudanese Armed Forces against the Rapid Support Forces to further its interests.

    Instability in Ethiopia: In several regions, the government is engaged in active conflict with non-state forces. This instability creates fertile ground for Egypt to potentially support proxies against the Ethiopian government. Egypt and Somalia have already expressed the possibility of using proxy forces.

    Egypt’s main motivation for intervening in the region is to control the Nile’s source or hinder Ethiopia’s use of the water. As a result, Ethiopia perceives Egypt’s presence at its doorstep as a direct security threat. This increases tensions between Egypt, Somalia and Ethiopia.

    Any further destabilisation of Ethiopia would disrupt the entire region, as it shares porous borders with almost all countries in the Horn.

    What are the potential avenues for de-escalation?

    A promising pathway for reducing tensions in Somalia and the broader region is for the two regional powers to reconsider their strategies and exercise restraint.

    Ethiopia can access the sea through Somaliland without formal recognition. This could ease tensions and would not encourage separatist movements.

    For Egypt, a more constructive approach would be to limit its direct involvement in the Horn of Africa. Instead, it should address its concerns about the Ethiopian mega-dam through the United Nations, the African Union and other platforms. Historically, its unilateral actions have often been sources of tensions rather than solutions in the region.

    The African Union and the Intergovernmental Authority on Development must ensure that the regional states themselves address regional issues. States must make wise decisions now to calm tensions, as no state will be spared from the spillover effects.

    On 17–18 October, Sweden’s Minister for Defence Pål Jonson will meet with his colleagues from other NATO member countries in Brussels. Part of the meeting will also be attended for the first time by the defence ministers of Australia, Japan, South Korea and New Zealand – NATO’s partners known as the Indo-Pacific Four (IP4).

    The agenda includes discussions on continuing and deepening NATO’s cooperation with the IP4.

    At the meeting in Brussels, the NATO defence ministers will also discuss deeper cooperation between NATO and the EU, and reinforcements of NATO’s deterrence and defence capabilities.

    They will also discuss continued support to Ukraine and the support being provided to Russia by Iran, China and North Korea.

    This is the first NATO ministerial meeting led by new Secretary General Mark Rutte.

    Briefing reporters on their recent visit to Lebanon, UNICEF’s Deputy Chief Ted Chaiban and the World Food Program (WFP) Chief Operating Officer Carl Skau today (16 Oct) described the plight of approximately 1.2 million people men, women and children have been displaced by the war.

    Chaiban told reporters that this figure “includes approximately 400,000 children,” and “nearly 190,000 of those have been forced from their homes into makeshift shelters and are hoping for a semblance of safety there.”

    The UNICEF official highlighted the “profound acts of solidarity” witnessed “across communal, sectarian and religious lines,” but warned that as fighting and displacement continues, this solidarity “will become stretched pretty quickly.”

    He noted that “the response so far has focussed significantly on the shelters, which is understandable because a lot of the most vulnerable have gone to shelters,” but stressed the need “to support displaced families living with families or friends or renting a small place.”

    Chaiban said, “he school year has started in Beirut for private schools, but the public schools are either inaccessible, largely destroyed or used as shelters. There’s about 15 percent of the public schools that can be used, but the vast majority of them cannot now accommodate students. So, we need to find a way to work on the issue of education to avoid losing a generation.”

    Joining virtually from Rome, Skau said many of the displaced “have lost everything because they know that their villages or towns have been completely destroyed,” and described “a real sense of desperation.”

    He noted that during their visit “the fighting escalated, and they could see the “packed minibuses heading north, and we could hear the bombing.”

    WFP, he said was “ready for this” and had been “preparing for this over the past few weeks and months.”

    Skau said “we were able to quickly step up, working hand in hand with other partners like UNICEF and other organisations. We are now delivering daily to some 200,000 people with ready-to-eat food and cash. And we have the capacity to scale up to a million people.”

    The President of the Council of Ministers, Giorgia Meloni, together with the Danish Prime Minister, Mette Frederiksen, and the Dutch Prime Minister, Dick Schoof, held an informal meeting this morning with some of the Member States that have the most interest in the migration issue and in particular the matter of innovative solutions. 

    In addition to Italy, Denmark, the Netherlands and the European Commission, the meeting was also attended by the leaders of Austria, Cyprus, Czech Republic, Greece, Hungary, Malta, Poland and Slovakia.

    In particular, European Commission President Ursula von der Leyen outlined the main points of action indicated in Monday’s letter on migration, including the matter of innovative solutions.

    President Meloni presented the Italy-Albania agreement, the day after the first irregular migrants arrived at the port of Shengjin, underlining its role in the fight against human traffickers.

    The leaders’ discussion focused on the ‘safe third country’ concept ahead of implementation of the rules under the new Pact on Migration and Asylum and on cooperation along the migration routes with the UNHCR and IOM regarding assisted voluntary returns, as well as on ‘return hubs’.

    The leaders in attendance agreed to continue to maintain close operational coordination, also in view of the next European Council meetings, with the aim of strengthening the European Union’s migration policy and making it increasingly effective.

    European Parliament President Roberta Metsola will represent the European Parliament at the summit, where she will address the heads of state or government at 10.00 and hold a press conference after her speech.

    At their meeting in Brussels, heads of state or government will discuss how the EU can continue supporting Kyiv against Russian aggression, and the EU’s response to the latest events in the Middle East, where Israeli forces continue their attacks on Gaza and in Lebanon, while Iran has launched missiles against Israel. EU leaders will also focus on making the European economy more competitive, following the publication of Mario Draghi’s report, which calls for a boost in public investment and wide-ranging economic reforms. They will also discuss ways to manage migration flows and ensure border protection, climate change and biodiversity, and the situation in Georgia, Moldova, Venezuela and Sudan.

    Hamas terrorist attacks against Israel / Escalating violence in the Middle East

    President Metsola marked the one-year anniversary of terrorist attacks in Israel at the opening of the 7-10 October plenary session in Strasbourg. Recalling the horror of that day “that will live in infamy”, President Metsola said nothing could ever justify the indiscriminate mass murder, rape, kidnapping and torture that occurred one year ago. Since then, too few have been able to make it back to their loved ones – “this house will continue to do what we can to help bring them all home”, she said.

    The 7 October attacks triggered a cycle of war, death and devastation that has seen thousands killed in Gaza, and instability across the region, President Metsola stated. In remembering all those lost and taken, the President added that “Parliament’s calls for the immediate release of the remaining hostages will remain steadfast, our calls for ceasefire will remain resolute, and our efforts towards de-escalation will remain strong.” The work for real, dignified, long-term and sustainable peace will remain unwavering, she concluded. MEPs held a minute of silence in memory of all the innocent lives lost.

    In a resolution adopted on 25 April, MEPs strongly condemn the Iranian drone and missile attack on Israel and call for further sanctions against Iran. Parliament voices serious concern over the escalation and threat to regional security. MEPs reiterate their full support for the security of the State of Israel and its citizens and condemn the simultaneous rocket launches carried out by Iran’s proxies Hezbollah in Lebanon and Houthi rebels in Yemen against the Golan Heights and Israeli territory before and during the Iranian attack.

    At the same time, they deplore the attack on the Iranian consulate in the Syrian capital Damascus on 1 April, which is widely attributed to Israel. The resolution recalls the importance of the principle of the inviolability of diplomatic and consular premises, which must be respected in all cases under international law.

    Russia’s war against Ukraine

    On 14 October, MEPs on the Trade Committee endorsed the Commission’s proposal to support Ukraine with an exceptional Macro-Financial Assistance (MFA) loan of up to €35 billion. This is the EU’s contribution under the G7’s initiative to support Ukraine with up to $50 billion (approximately €45 billion) to address Ukraine’s urgent financing needs in the face of Russia’s brutal war of aggression. The repayment of this exceptional MFA loan and of the loans from other G7 countries will come from the extraordinary revenues made from immobilised Russian Central Bank assets, and enabled by the Ukraine Loan Cooperation Mechanism, newly established under the Commission’s proposal. The plenary vote is scheduled during next week’s session in Strasbourg.

    In a resolution adopted on 19 September, MEPs want EU countries to lift current restrictions hindering Ukraine from using Western weapons systems against legitimate military targets in Russia. The text states that if current restrictions are not lifted, Ukraine cannot fully exercise its right to self-defence and remains exposed to attacks on its population and infrastructure. Parliament underlines that insufficient deliveries of ammunition and restrictions on their use risks offsetting the impact of efforts made to date, and deplores that EU countries are offering less bilateral military aid to Ukraine. MEPs reiterate their call for member states to fulfil their March 2023 commitment to deliver one million rounds of ammunition to Ukraine, and to accelerate the delivery of weapons, air defence systems and ammunition, including TAURUS missiles. They also restate their position that all EU countries and NATO allies should collectively and individually commit to annual military support for Ukraine of no less than 0.25% of their GDP.

    While calling on the EU and its member states to actively work towards achieving the broadest possible international support for Ukraine and identifying a peaceful solution to the war, MEPs say that any resolution must be based on full respect for Ukraine’s independence, sovereignty and territorial integrity. They also view holding Russia accountable for war crimes and reparations, and other payments by Moscow, as essential aspects of any solution. To this end, MEPs want the EU and like-minded partners to establish a sound legal regime to confiscate Russian state-owned assets frozen by the EU as part of efforts to compensate Ukraine for the massive damage it has suffered.

    With Russia’s war against Ukraine raging on, Parliament reconfirmed on 17 July its view that the EU must continue to support Kyiv for as long as it takes until victory. The resolution, which sets out the newly-elected European Parliament’s first official position on Russia’s war of aggression against Ukraine, restates MEPs’ continued support for Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognised borders. It calls on the EU to maintain and extend its sanctions policy against Russia and Belarus, monitor and review its effectiveness and impact, and systematically tackle the issue of EU-based companies, third parties, and third countries that circumvent sanctions.

    Competitiveness

    On 17 September, Mario Draghi outlined his blueprint for making Europe more competitive through closer cooperation in core areas and massive investment in shared objectives.

    Mr Draghi said that the EU needed to focus on three crucial issues: closing the innovation gap with the US and China; developing a joint plan to link the goal of decarbonisation with increased competitiveness; and boosting Europe’s security and reducing its dependence on foreign economic powers. A fit-for-purpose competitiveness agenda would require annual funding of between EUR 750 – EUR 800 billion for projects whose objectives were already agreed upon by the EU. Some of this money could come from private sources, but some would also need to be secured through public investment, including by new common debt issued specifically to fund key joint projects, Mr Draghi said.

    In a debate following Mr Draghi’s address, many MEPs agreed with his analysis that the EU economy must urgently change course. The EU should focus, they argued, on competition and innovation in key industries, along with more public and private investments in social, green and digital transformations. Some MEPs called for greater sovereignty and freer markets, and stressed that fighting climate change sabotages the EU economy. Others observed that growth is compatible with clean innovative technologies and social investment, to help citizens to learn new skills.

    Migration

    During a press point with the Estonian Prime Minister on 16 October, EP President Roberta Metsola stressed that it is “important that we implement the migration pact. We need to be fair with those eligible for protection, firm with those who are not, and harsh with smugglers and malign states like Belarus or Russia who seek to exploit those most vulnerable. Only a coordinated European approach can ensure the integrity of our borderless Schengen area.”

    In a resolution adopted on 9 October, MEPs say current democratic backsliding in Georgia effectively puts the country’s integration with the EU on hold. The text highlights how the ruling Georgian Dream party has pushed an increasingly authoritarian agenda, including on media freedom and LGBTQ+ rights. Coupled with changes to the country’s electoral legislation and growing anti-EU rhetoric, MEPs say these laws violate the freedom of expression, censor media, impose restrictions on critical voices in civil society and the NGO sector and discriminate against vulnerable people. They also make clear that unless the legislation is rescinded, progress cannot be made in Georgia’s relations with the EU.

    Against the backdrop of the continuing decline of Georgia’s democracy, Parliament demands that all EU funding provided to the Georgian government be frozen until the undemocratic laws are repealed. Any future funding of the Georgian government can only be disbursed under strict conditions, MEPs argue.

    On 9 October, MEPs adopted a resolution issuing a strong warning against continued Russian attempts to derail Moldova’s pro-European trajectory. The text vehemently condemns Russia’s escalating malicious activities, interference and hybrid operations ahead of Moldovans going to the polls to vote in the country’s presidential election and constitutional referendum on EU integration on 20 October. MEPs highlight the role played by a plethora of malicious actors, including pro-Russian Moldovan oligarchs and Russia’s state-funded RT network, in carrying out voter fraud schemes as well as cyber operations and information warfare. They also call on the EU and its member states to ensure that all necessary assistance is provided to Moldova to strengthen its institutional mechanisms and ability to respond to hybrid threats.

    The European Parliament reaffirms its support for Moldova’s path towards EU accession, calling on the European Commission to include the country in the Instrument for Pre-Accession Assistance (IPA III) and to prioritise funding for EU candidate countries in the next Multiannual Financial Framework (MFF) for 2028-2034. With EU accession talks with Moldova already having begun, MEPs call for a faster screening process and the timely organisation of the subsequent intergovernmental conferences.

    In a resolution adopted on 19 September, Parliament says the EU should do its utmost to ensure that Edmundo González Urrutia, the legitimate and democratically elected President of Venezuela, can take office on 10 January 2025. MEPs “strongly condemn and fully reject the electoral fraud orchestrated by the regime-controlled National Electoral Council, which refused to make public the official result.” They recognise Edmundo González Urrutia as the country’s legitimate and democratically elected president, and María Corina Machado as the leader of the democratic forces in Venezuela. They also strongly condemn the Venezuelan Government’s issuance of an arrest warrant for Mr González.

    Members of Parliament’s Foreign Affairs and Development committees have chosen the three finalists for the 2024 Sakharov Prize in a vote on Thursday.

    Following the secret ballot, MEPs selected the three finalists for the 2024 Sakharov Prize for Freedom of Thought. These are, in alphabetical order:

    – Dr Gubad Ibadoghlu, academic and anti-corruption activist in Azerbaijan;

    – María Corina Machado, as leader of the democratic forces in Venezuela and President-elect Edmundo González Urrutia, representing all Venezuelans inside and outside the country fighting to restore freedom and democracy;

    – “Women Wage Peace” and “Women of the Sun”, Israel/Palestine.

    Next steps

    The Conference of Presidents (EP President Roberta Metsola and the leaders of the political groups) will choose the 2024 laureate of the Sakharov Prize for Freedom of Thought on Thursday 24 October. The winner(s) will be announced immediately afterwards in the plenary session in Strasbourg.

    The award ceremony, which foresees an endowment of EUR 50 000 for the winner(s), will take place during the December plenary session in Strasbourg.

    Background

    Named after Soviet physicist and political dissident Andrei Sakharov, who agreed to his name being used, the Sakharov Prize for Freedom of Thought is the EU’s highest human rights award.

    It has been awarded by Parliament to individuals or organisations every year since 1988, in recognition of their work in one of the following areas: the defence of human rights and fundamental rights, in particular freedom of expression, the safeguarding of minority rights, respect for international law, the development of democracy and the defence of the rule of law.

    Many worthy winners have received the award, including Nelson Mandela and Anatoly Marchenko in the first edition, and also dissidents, political leaders, journalists, lawyers, civil society activists, the United Nations and a child activist for the right to education.

    Several Sakharov Prize laureates have also won the Nobel Peace Prize, such as Nelson Mandela, Malala Yousafzai, Denis Mukwege and Nadia Mourad.
