  • MIL-OSI Russia: IMF Staff Completes 2024 Article IV Mission to The Kingdom of Bahrain

    End-of-Mission press releases include statements of IMF staff teams that convey preliminary findings after a visit to a country. The views expressed in this statement are those of the IMF staff and do not necessarily represent the views of the IMF’s Executive Board. Based on the preliminary findings of this mission, staff will prepare a report that, subject to management approval, will be presented to the IMF’s Executive Board for discussion and decision.

    • Growth remained resilient in 2023, despite tight financial conditions, heightened geopolitical uncertainty, and tensions in the broader region.
    • Government debt is high and additional fiscal measures and structural reforms will be needed to put it onto a durable downward path.
    • Financial stability has been well-maintained and efforts to deepen financial markets should continue.

    Washington, DC: An International Monetary Fund (IMF) mission led by Mr. John Bluedorn visited Manama during September 29–October 10, 2024 to conduct discussions for the 2024 Article IV consultation. The mission will submit a report to IMF management and Executive Board, which is scheduled to discuss the Article IV consultation in November.

    At the conclusion of the visit, Mr. Bluedorn issued the following statement:

    “Despite further tightening of financial conditions and heightened geopolitical uncertainty, Bahrain’s real GDP grew at 3 percent in 2023, while CPI inflation fell to 0.1 percent. However, the fiscal position declined in 2023, with the overall fiscal balance to GDP falling by 3.3 percentage points to –8.5 percent and gross government debt to GDP increasing by 12 percentage points to 123 percent. This marked a change from the notable improvements in 2021 and 2022 under the revised Fiscal Balance Program (FBP), when Bahrain recorded rises in the overall primary balance of about 6 percentage points of GDP on average per year. The ratio of nonhydrocarbon revenues to primary recurrent expenditures (excluding extrabudgetary spending) remained at its FBP target of about 40 percent in 2023. The current account stayed in surplus at 5.9 percent of GDP in 2023, but down from its peak in the previous year.

    “Growth is anticipated to remain at 3 percent in 2024 and rise to 3.5 percent in 2025, with the completion of refinery upgrades in the manufacturing sector and a pick-up in private sector credit growth supporting greater private investment. Over the medium-term, real GDP is expected to grow at around 3 percent, driven by nonhydrocarbon GDP, which is expected to grow to account for about 90 percent of the economy by 2029. CPI inflation is projected to rise to 1.2 percent in 2024, before steadily converging to 2 percent over the medium term.

    “To put government debt to GDP onto a durable downward path, a multi-year and pre-committed fiscal consolidation and reform package is the policy priority. In this regard, the recently introduced domestic minimum top-up tax under the OECD/G20 Inclusive Framework is welcome. However, additional steady fiscal efforts over multiple years, appropriately staggered to smooth the adjustment, remain necessary. These efforts would include raising nonhydrocarbon revenue, rationalizing current spending, and reducing subsidies while increasing social transfers to protect the vulnerable and supporting investment. This package would balance growth and equity considerations and fiscal sustainability.

    “The Central Bank of Bahrain should continue to closely follow the U.S. Federal Reserve in changes to its policy stance. Looking forward, the anticipated easing of monetary conditions will mitigate the growth impact from fiscal adjustment, which in turn further supports the build-up of external buffers. Formalizing and implementing a bank resolution framework would build on a tradition of sound financial sector supervision and regulation and help safeguard financial stability. Further developing the local currency bond market and the non-bank financial sector, while closely monitoring interconnectedness between banks and non-banks, would promote greater financial market deepening and the diversification of financing sources for the broader economy.

    “Economic diversification has progressed well, but additional reforms would foster higher, greener, and more inclusive medium-term growth. Building upon existing efforts, policies to further boost inclusion and productivity include expanding well-designed programs to enhance human capital and close identified skill gaps, improving small and medium-sized enterprises’ access to finance, and harnessing the digital transformation. By raising growth, the measures would also hasten the decline in the debt-to-GDP ratio and ease the fiscal adjustment. Gradually reducing energy subsidies while increasing renewable energy investments would also bolster Bahrain’s moves toward its emission reduction goals and ensure a smooth energy transition.  

    “The recent implementation of the National Summary Data Page (NSDP), one of the key recommendations of the IMF’s enhanced General Data Dissemination Standards (e-GDDS), is a welcome change and a testament to Bahrain’s commitment to improving data quality and transparency, with the aim to subscribe to the Special Data Dissemination Standard (SDDS) in the near future. Such enhancements are an important public good and will help national decision-makers and domestic and international stakeholders to improve their monitoring of macroeconomic and financial developments in Bahrain.

  • MIL-OSI USA: Iranian Cyber Actors’ Brute Force and Credential Access Activity Compromises Critical Infrastructure Organizations

    Summary

    The Federal Bureau of Investigation (FBI), the Cybersecurity and Infrastructure Security Agency (CISA), the National Security Agency (NSA), the Communications Security Establishment Canada (CSE), the Australian Federal Police (AFP), and Australian Signals Directorate’s Australian Cyber Security Centre (ASD’s ACSC) are releasing this joint Cybersecurity Advisory to warn network defenders of Iranian cyber actors’ use of brute force and other techniques to compromise organizations across multiple critical infrastructure sectors, including the healthcare and public health (HPH), government, information technology, engineering, and energy sectors. The actors likely aim to obtain credentials and information describing the victim’s network that can then be sold to enable access to cybercriminals.

    Since October 2023, Iranian actors have used brute force, such as password spraying, and multifactor authentication (MFA) ‘push bombing’ to compromise user accounts and obtain access to organizations. The actors frequently modified MFA registrations, enabling persistent access. The actors performed discovery on the compromised networks to obtain additional credentials and identify other information that could be used to gain additional points of access. The authoring agencies assess the Iranian actors sell this information on cybercriminal forums to actors who may use the information to conduct additional malicious activity.

    This advisory provides the actors’ tactics, techniques, and procedures (TTPs) and indicators of compromise (IOCs). The information is derived from FBI engagements with entities impacted by this malicious activity.

    The authoring agencies recommend critical infrastructure organizations follow the guidance provided in the Mitigations section. At a minimum, organizations should ensure all accounts use strong passwords and register a second form of authentication.

    Technical Details

    Note: This advisory uses the MITRE ATT&CK® for Enterprise framework, version 15. See the MITRE ATT&CK Tactics and Techniques section in Appendix A for a table of the actors’ activity mapped to MITRE ATT&CK tactics and techniques.

    Overview of Activity

    The actors likely conduct reconnaissance operations to gather victim identity [T1589] information. Once obtained, the actors gain persistent access to victim networks frequently via brute force [T1110]. After gaining access, the actors use a variety of techniques to further gather credentials, escalate privileges, and gain information about the entity’s systems and network. The actors also move laterally and download information that could assist other actors with access and exploitation.

    Initial Access and Persistence

    The actors use valid user and group email accounts [T1078], frequently obtained via brute force such as password spraying [T1110.003] although other times via unknown methods, to obtain initial access to Microsoft 365, Azure [T1078.004], and Citrix systems [T1133]. In some cases where push notification-based MFA was enabled, the actors send MFA requests to legitimate users seeking acceptance of the request. This technique—bombarding users with mobile phone push notifications until the user either approves the request by accident or stops the notifications— is known as “MFA fatigue” or “push bombing” [T1621].

    Once the threat actors gain access to an account, they frequently register their devices with MFA to protect their access to the environment via the valid account:

    • In two confirmed compromises, the actors leveraged a compromised user’s open registration for MFA [T1556.006] to register the actor’s own device [T1098.005] to access the environment.
    • In another confirmed compromise, the actors used a self-service password reset (SSPR) tool associated with a public facing Active Directory Federation Service (ADFS) to reset the accounts with expired passwords [T1484.002] and then registered MFA through Okta for compromised accounts without MFA already enabled [T1556] [T1556.006].

    The actors frequently conduct their activity using a virtual private network (VPN) service [T1572]. Several of the IP addresses in the actors’ malicious activity originate from exit nodes tied to the Private Internet Access VPN service.

    Lateral Movement

    The actors use Remote Desktop Protocol (RDP) for lateral movement [T1021.001]. In one instance, the actors used Microsoft Word to open PowerShell to launch the RDP binary mstsc.exe [T1202].

    Credential Access

    The actors likely use open-source tools and methodologies to gather more credentials. The actors performed Kerberos Service Principal Name (SPN) enumeration of several service accounts and received Kerberos tickets [T1558.003]. In one instance, the actors used the Active Directory (AD) Microsoft Graph Application Program Interface (API) PowerShell application likely to perform a directory dump of all AD accounts. Also, the actors imported the tool [T1105] DomainPasswordSpray.ps1, which is openly available on GitHub [T1588.002], likely to conduct password spraying. The actors also used the command Cmdkey /list, likely to display usernames and credentials [T1555].

    Privilege Escalation

    In one instance, the actors attempted impersonation of the domain controller, likely by exploiting Microsoft’s Netlogon (also known as ”Zerologon”) privilege escalation vulnerability (CVE-2020-1472) [T1068].

    Discovery

    The actors leverage living off the land (LOTL) to gain knowledge about the target systems and internal networks. The actors used the following Windows command-line tools to gather information about domain controllers [T1018], trusted domains [T1482], lists of domain administrators, and enterprise administrators [T1087.002] [T1069.002] [T1069.003]:

    • Nltest /dclist
    • Nltest /domain_trusts
    • Nltest /domain_trusts/all_trusts
    • Net group “Enterprise admins” /domain
    • Net group “Domain admins” /domain

    Next, the actors used the following Lightweight Directory Access Protocol (LDAP) query in PowerShell [T1059.001]to search the AD for computer display names, operating systems, descriptions, and distinguished names [T1082].

    Command and Control

    On one occasion, using msedge.exe, the actors likely made outbound connections to Cobalt Strike Beacon command and control (C2) infrastructure [T1071.001].

    Exfiltration and Collection

    In a couple instances, while logged in to victim accounts, the actors downloaded files related to gaining remote access to the organization and to the organization’s inventory [T1005], likely exfiltrating the files to further persist in the victim network or to sell the information online.

    Detection

    To detect brute force activity, the authoring agencies recommend reviewing authentication logs for system and application login failures of valid accounts and looking for multiple, failed authentication attempts across all accounts.

    To detect the use of compromised credentials in combination with virtual infrastructure, the authoring agencies recommend the following steps:

    • Look for “impossible logins,” such as suspicious logins with changing usernames, user agent strings, and IP address combinations or logins where IP addresses do not align to the user’s expected geographic location.
    • Look for one IP used for multiple accounts, excluding expected logins.
    • Look for “impossible travel.” Impossible travel occurs when a user logs in from multiple IP addresses with significant geographic distance (i.e., a person could not realistically travel between the geographic locations of the two IP addresses during the period between the logins). Note: Implementing this detection opportunity can result in false positives if legitimate users apply VPN solutions before connecting into networks.
    • Look for MFA registrations with MFA in unexpected locales or from unfamiliar devices.
    • Look for processes and program execution command-line arguments that may indicate credential dumping, especially attempts to access or copy the ntds.dit file from a domain controller.
    • Look for suspicious privileged account use after resetting passwords or applying user account mitigations.
    • Look for unusual activity in typically dormant accounts.
    • Look for unusual user agent strings, such as strings not typically associated with normal user activity, which may indicate bot activity.

    Mitigations

    The authoring agencies recommend organizations implement the mitigations below to improve organizations’ cybersecurity posture based on the actors’ TTPs described in this advisory. These mitigations align with the Cross-Sector Cybersecurity Performance Goals (CPGs) developed by CISA. The CPGs, which are organized to align to the National Institute of Standards and Technology (NIST) Cybersecurity Framework, are a subset of cybersecurity practices, aimed at meaningfully reducing risks to both critical infrastructure operations and the American people. These voluntary CPGs strive to help small- and medium-sized organizations kick-start their cybersecurity efforts by prioritizing investment in a limited number of essential actions with high-impact security outcomes. Visit CISA’s Cross-Sector Cybersecurity Performance Goals for more information on the CPGs, including additional recommended baseline protections.

    • Review IT helpdesk password management related to initial passwords, password resets for user lockouts, and shared accounts. IT helpdesk password procedures may not align to company policy for user verification or password strength, creating a security gap. Avoid common passwords (e.g. “Spring2024” or “Password123!”).
    • Disable user accounts and access to organizational resources for departing staff [CPG 2.D]. Disabling accounts can minimize system exposure, removing options actors can leverage for entry into the system. Similarly, create new user accounts as close as possible to an employee’s start date.
    • Implement phishing-resistant MFA [CPG 2.H]. See CISA’s resources Phishing-Resistant Multifactor Authentication and More than a Password for additional information on strengthening user credentials.
    • Continuously review MFA settings to ensure coverage over all active, internet-facing protocols to ensure no exploitable services are exposed [CPG 2.W].
    • Provide basic cybersecurity training to users [CPG 2.I] covering concepts such as:
      • Detecting unsuccessful login attempts [CPG 2.G].
      • Having users deny MFA requests they have not generated.
      • Ensuring users with MFA-enabled accounts have MFA set up appropriately.
    • Ensure password policies align with the latest NIST Digital Identity Guidelines.
      • Meeting the minimum password strength [CPG 2.B] by creating a password using 8-64 nonstandard characters and long passphrases, when possible.
    • Disable the use of RC4 for Kerberos authentication.

    These mitigations apply to critical infrastructure entities across sectors.

    The authoring agencies also recommend software manufacturers incorporate secure by design principles and tactics into their software development practices to protect their customers against actors using compromised credentials, thereby strengthening the security posture of their customers.  For more information on secure by design, see CISA’s Secure by Design webpage and joint guide.

    Validate Security Controls

    In addition to applying mitigations, the authoring agencies recommend exercising, testing, and validating organization security programs against the threat behaviors mapped to the MITRE ATT&CK for Enterprise framework in this advisory. The authoring agencies recommend testing your existing security controls inventory to assess how they perform against the ATT&CK techniques described in this advisory.

    To get started:

    1. Select an ATT&CK technique described in this advisory (see Table 1 to Table 12).
    2. Align your security technologies against the technique.
    3. Test your technologies against the technique.
    4. Analyze your detection and prevention technologies’ performance.
    5. Repeat the process for all security technologies to obtain a set of comprehensive performance data.
    6. Tune your security program, including people, processes, and technologies, based on the data generated by this process.

    The authoring agencies recommend continually testing your security program, at scale, in a production environment to ensure optimal performance against the MITRE ATT&CK techniques identified in this advisory.

    Today, CISA—with the Federal Bureau of Investigation (FBI), the National Security Agency (NSA), and international partners—released joint Cybersecurity Advisory Iranian Cyber Actors Brute Force and Credential Access Activity Compromises Critical Infrastructure. This advisory provides known indicators of compromise (IOCs) and tactics, techniques, and procedures (TTPs) used by Iranian actors to impact organizations across multiple critical infrastructure sectors.

    Since October 2023, Iranian actors have used brute force and password spraying to compromise user accounts and obtain access to organizations in the healthcare and public health (HPH), government, information technology, engineering, and energy sectors.

    CISA and partners recommend critical infrastructure organizations follow the provided guidance, as well as ensure all accounts use strong passwords and register a second form of authentication.

    Senators: “Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade”

    Washington, D.C. – U.S. Senator Bob Casey (D-PA) joined his colleagues Kyrsten Sinema (I-AZ), Jacky Rosen (D-NV), Tammy Baldwin (D-WI), Chuck Grassley (R-IA), Eric Schmitt (R-MO), and John Hoeven (R-ND) in a letter urging the Administration to speed up enforcement of sanctions on Iran’s petroleum trade. The letter pointed out that the Administration has missed several deadlines put in place by the Stop Harboring Iranian Petroleum Act, which cracks down on foreign persons who knowingly engage in the petroleum trade with Iran.

    “Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade. Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts,” wrote the Senators.

    On April 23, 2024, Senator Casey voted to pass an emergency supplemental spending law with legislative provisions to strengthen U.S. national security, including the Stop Harboring Iranian Petroleum (SHIP) Act and the Fight and Combat Rampant Iranian Missile Exports (Fight CRIME) Act

    The SHIP Act includes important provisions to sanction foreign persons that knowingly engage in the petroleum trade with the Islamic Republic of Iran, and the Fight CRIME Act restricts certain missile-related activities and transfers by Iran. The bills include a number of reporting deadlines and enforcement requirements for the Administration so that Congress can track efforts to deny Iran the resources and ability to engage in destabilizing activities, commit human rights violations, support international terrorism, and fund weapons development.

    Senator Casey has long pushed to protect American economic and national security by monitoring Iranian oil activity. Earlier this year, Casey cosponsored the bipartisan Iranian Sanctions Enforcement Actlegislation establishing a fund to cover expenses related to the seizure or forfeiture of property found in violation of sanctions imposed by the United States against Iran or a covered proxy of Iran, including Hamas, the Islamic Revolutionary Guard Corps’ Quds Force, the Palestinian Islamic Jihad, Hezbollah, the Houthis, and Iran-sponsored militias in Iraq and Syria. Additionally, after learning about potential Iranian oil transport on Panamanian vessels in violation of U.S. sanctions, Casey urged the Panamanian Maritime Authority (AMP) to investigate the hundreds of vessels of concern. Thanks to Casey’s advocacy, AMP launched investigations into all Panamanian ships suspected of transporting Iranian oil, de-flagged vessels that had no evidence of oil transport, and removed dozens of ships from its registry.

    Dear Secretary Blinken, Secretary Yellen, Acting Director Palluconi, and Administrator DeCarolis:

    On April 23, 2024, Congress passed H.R. 815, an emergency supplemental appropriation for Fiscal Year (FY) 2024, that was signed into law by President Biden on April 24. The supplemental package included additional funding for Ukraine, Israel, the Indo-Pacific, and humanitarian assistance. The national security package also included legislation to strengthen U.S. national security, including the Stop Harboring Iranian Petroleum (SHIP) Act and the Fight and Combat Rampant Iranian Missile Exports (Fight CRIME) Act. The SHIP Act includes important provisions to sanction foreign persons that knowingly engage in the petroleum trade with the Islamic Republic of Iran, and the Fight CRIME Act restricts certain missile-related activities and transfers by Iran. The legislation includes a number of regulation publishing and reporting requirements from the administration in order for Congress to track efforts to deny Iran the resources and ability to engage in destabilizing activities, commit human rights violations, support international terrorism, and fund weapons development.

    For decades, there has been evidence that Iran has funded direct attacks on America and our allies. Since Hamas’ attack on Israel on October 7, 2023, Iran has only become more emboldened to act against democratic interests across the globe. To cite just two recent events, the International Atomic Energy Agency confirmed in its August 2024 report that Iran continues to increase its stockpile of enriched uranium, and on September 10, 2024, the Pentagon confirmed reports that Iran has transferred shipments of Fath 360 close-range ballistic missiles to Russia to support their continued aggression against Ukraine. Iran is able to further these disrupting activities due to profits from their oil trade.  According to United Against Nuclear Iran, a non-partisan watchdog organization that tracks Iranian oil shipment, Iran exported 1,626,866 barrels per day in August 2024.  Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade. Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts that were included in H.R. 815, the emergency supplemental appropriations.

    To date, the administration has not met the following deadlines:

    • By July 23, 2024 (90 after enactment, and every 180 days thereafter), the Secretary of State shall provide a report that identifies Iranian persons utilizing an unmanned combat aerial vehicle against a United States citizen. P.L. 118-50, Div. K Sec.6(a)
    • By August 12, 2024 (10 days before regulation enactment), the President shall notify the appropriate Congressional committees of the proposed regulations to combat proliferation of Iranian missiles. P.L. 118-50, Div. K Sec. 5(f)(2)
    • By August 22, 2024 (120 days after enactment), the President shall promulgate regulations as necessary for the implementation of sanctions to combat proliferation of Iranian missiles. P.L. 118-50, Div. K Sec. 5(f)(1)
    • By August 22, 2024 (120 days after enactment, and annually thereafter), the Administrator of the Energy Information Administration shall submit a report describing Iran’s growing exports of petroleum and petroleum products, including their exports to the People’s Republic of China and the ships and ports involved in the oil sales.     • By August 22, 2024 (120 days after enactment), the Secretary of State shall submit written strategy on the role of the People’s Republic of China’s role in evading U.S.-imposed sanctions on Iranian-origin petroleum products. P.L. 118-50, Div. J Sec. 5

    The following deadlines are upcoming within the next 30 days:

    • By October 11, 2024, (10 days before regulation enactment) the President shall notify and brief the appropriate Congressional Committees on the regulations to be established to implement the SHIP Act. P.L. 118-50, Div. J Sec. 3(e)(2)
    • By October 21, 2024 (180 days after enactment), the President shall prescribe necessary regulations to implement sanctions enforcement. P.L. 118-50, Div. J Sec. 3(e)(2)
    • On and after October 21, 2024 (180 days after enactment), the President shall impose sanctions on foreign persons determined to have knowingly engaged in the Iranian petroleum trade. P.L. 118-50, Div. J Sec. 3(a)

    Given the havoc Iran is wreaking in the Middle East and the wider region, this information is both timely and vital for Congress to carry out appropriate sanctions oversight and understand what greater legislative action is required to ensure Iran does not have the resources to harm the United States or our partners and allies. We look forward to these timely reports and enhanced understanding of the administration’s plan to counter Iranian oil trade and accessible revenue for their funding of terrorism. We ask that you honor the October deadlines and work to address the deadlines already missed in order to provide Congress with the relevant reports as quickly as possible.

    We further request that you provide our offices an update on your efforts and when to expect these reports no later than October 29, 2024. Thank you for your continued work and attention to this matter.

  • MIL-OSI New Zealand: 17 October 2024 Solving the problem of multiplying cats and dogs Cats and dogs can help make a house a home, but if your furry friends are not ‘fixed’ you might end up hounded by the pitter-patter of too many tiny paws.

    That is why Kāinga Ora is teaming up with New Zealand’s oldest and largest animal welfare charity, SPCA, and some Northland vet clinics to offer hundreds of customers in Whangarei and Kaitaia the opportunity to get their cats and dogs desexed at no charge.

    The SPCA will cover the costs involved and the teams at Top Vets in Kaitaia and the Mog and Dog Desexing Clinic in Whangārei will carry out the procedures.

    “Pets can be great companions and support people’s wellbeing, which is why Kāinga Ora is a pet-friendly landlord and happy to consider applications from customers who want to have pets in their home,” says Jordan Seymour, Manager Housing and Wellbeing Support for Northland.

    “We have a partnership with SPCA because we want to encourage our customers to be responsible pet owners. Getting pets desexed is a responsible thing to do, but the costs can be a barrier for some of our customers because they are living on very low incomes.

    “When SPCA approached us about taking part in a campaign aimed at getting more cats and dogs in Northland desexed, we were keen to jump onboard because we know some of our properties do have large numbers of un-desexed cats and dogs.

    “With SPCA covering the cost of desexing for our customers pets, we’re hoping to avoid the problems caused by unwanted litters,’’ says Jordan.

    Over the coming weeks, Top Vets in Kaitaia will desex up to 200 cats and 200 dogs belonging to local Kāinga Ora customers, and a similar number of cats and dogs from Kāinga Ora homes in Whangārei will be desexed by the Mog and Dog Desexing Clinic. Pets receiving the surgeries will also be microchipped at no cost.

    “We’re pleased to be able to team up with Kāinga Ora to offer these important services to pet owners who may be struggling,” says Rebecca Dobson, National Desexing Programme Manager at SPCA. “Desexing is vital in bringing down the number of unwanted animals in these communities, and we know cost is often a barrier for pet owners especially during a cost-of-living crisis.

    “We’re also covering the costs of microchipping, as we believe it’s an important part of responsible pet ownership. Microchipping gives pets the best possible chance at being reunited with their families if they’re ever lost,” says Ms Dobson.

    WASHINGTON, D.C. – Today, Congressman Matt Rosendale (MT-02) released a statement following the Department of Defense’s announcement that they have authorized a deployment of a Terminal High-Altitude Area Defense (THAAD) battery and associated crew of U.S. military personnel to Israel. Rep. Rosendale strongly disagrees with the administration bypassing Congress and putting boots on the ground in a foreign country.  

    “Why was Congress not consulted before the escalation of a foreign war by sending a “THAAD battery and associated crew of U.S. military personnel” into a war zone?” Rep. Rosendale continued, “The Biden-Harris admin is a case study on what NOT to do overseas! They removed sanctions from Iran allowing them to enrich themselves and buy weapons to attack others, and then they send troops and bombs to Israel to fight Iran! The Biden-Harris admin is facilitating both sides of this war and creating havoc in the region.”

    Welcome to the most important electorate in Australia, the People’s Republic of Rankin. Welcome to the PM, Clare, Meaghan, this is our home patch. Cameron Dick and I and Shannon Fentiman, we’re really proud to represent this part of South East Queensland. We’ve got really 2 fantastic announcements to be making today.

    The first one which Clare will elaborate on is that we are announcing more money for this part of the world for more housing. More housing for Meadowbrook, more housing for South East Queensland, more housing for middle Australia, and most importantly, more housing for essential workers and social housing tenants near where the jobs and essential services are being provided. The wonderful thing about this part of South East Queensland – we’ve got a university there, a hospital and a TAFE there, a retail centre there, 2 motorways, a train station – and this is all about making sure that we build more homes for Australians where the jobs and essential services are. And so it’s a really important day to be making this announcement. This kind of funding is at risk with the worst combination of David Crisafulli and Peter Dutton and we make that clear as well today.

    More homes for our local community. Our highest priorities are housing and the cost of living and the Albanese Labor government, the Miles Labor government, we work together really closely to do whatever we can to build more homes and to ease the cost of living for more people. And a really important part of what we’re announcing today are our efforts to crack down on excessive charges when it comes to using credit cards and debit cards and tapping your phone. Too many Australians are paying too much when they tap their phone or use their credit cards. Too many Australians are paying too much when it comes to excessive fees on debit cards, in particular. We are cracking down on excessive fees for debit cards and we are funding the ACCC to do their important work in this regard as well. We are prepared to ban surcharges on debit cards subject to the important work that the RBA is doing, and also making sure that there aren’t unintended consequences for small businesses and for consumers. This is all about a better deal for consumers and small businesses. People are paying surcharges which are too high just to use their own money, and we want to see what we can do to crack down on that. We are prepared to ban the surcharges on debit cards subject to making sure that consumers and small businesses are the beneficiaries of any change. This is a really complex system. There are a number of fees at play in this system. It’s why the RBA’s work is so important, and it’s why it’s so important that this Albanese Labor government is taking action to crack down on excessive fees. While this work is being undertaken, we will provide $2.1 million to the ACCC for their education and monitoring and to make sure that businesses are doing the right thing when it comes to the charging of these fees and surcharges. We are making it really clear today. This Albanese Labor government is about easing the cost of living and building more homes. Whether it’s excessive surcharges using debit cards, whether it’s building more homes in communities, just like the Miles government, we are focused on the main game for middle Australia and that’s why we’re here today. I’ll throw you over to the Deputy Premier and Treasurer of Queensland, Cameron Dick.

    Well, thanks, Jim. It is terrific to have the Prime Minister, Jim, Clare and Meaghan in Logan here today to announce more homes for Queenslanders. And this is what happens when you have a State Labor government and a Federal Labor government working together to deliver for the people of Queensland. This isn’t something you get from the Greens and it is certainly something you would never get from the LNP. It’s also great to have 2 Queensland based institutions, the Australian Retirement Fund and the Brisbane Housing Company, collaborating together to deliver on this project. We’ve already got homes through that collaboration coming out of the ground in Redcliffe, Chermside and Southport and now we will see more homes right here in Logan for hardworking Queenslanders. And so we very much welcome this announcement today and we thank the Prime Minister and his federal team for supporting Queensland.

    I just wanted to say something briefly before I hand over to the Prime Minister on David Crisafulli and the LNP’s election commitments, their costings and of course, their plan for cuts. Yesterday, David Crisafulli said he wouldn’t borrow for the operational costs of government. That would mean David would have to cut $3 billion as soon as he took office in October. It means David Crisafulli would have to cut $10 million a day, each and every day until the 30th of June next year to deliver on his promise. That means there are 17,000 Queenslanders whose jobs are now on the line under David Crisafulli and the LNP. And that is before he even finds one cent to pay for the $18 billion in election commitments that are unfunded and that he has already announced in this campaign. David Crisafulli won’t even tell Queenslanders the total of the election commitments he’s made in this campaign so far. That’s because he would have to tell Queenslanders what he would have to cut to deliver on those promises.

    I’ll hand over to the Prime Minister and thank him again for coming to Queensland and making this important announcement for the people of our state.

    ANTHONY ALBANESE:

    Well, thanks very much, Treasurer. And it’s great to be here with 2 treasurers and 2 housing ministers and I think 3 local members here in Logan. It’s fantastic to be, particularly to be in my friend, the Treasurer’s electorate of Rankin, and to show what happens when good Labor governments work together. This is about 1,100 new homes for Queenslanders – 1,100 new homes that will be built, including right here on this site, but throughout South East Queensland as well. It comes on top of, just a couple of weeks ago, the announcement we made in Cairns with about 500 new affordable and social homes being built there. This is about increasing housing supply, which is what our commitment is to do.

    It’s also about easing the cost of living and the measures that the Treasurer spoke about before in outlawing debit card surcharges, having a real crack at making sure that people, when they use their own money, there shouldn’t be surcharges on them using their money. And that’s why we are providing additional funds – $2.1 million for the ACCC – but also the Reserve Bank doing their inquiry to make sure that the details of this are got right, that small businesses looked after on the way through. This is my government’s priority, looking after the cost of living whilst also delivering on housing supply in partnership with state and territory governments. And it stands in stark contrast to our opponents. Be it David Crisafulli, who doesn’t seem to have too many policies I’ve got to say, at the Queensland election, and certainly no costed ones, and the Federal Opposition that today Michael Sukkar was out there once again just being opposed to our investment in new housing. They said they’ll get rid of the Housing Australia Future Fund. They’ve said they’re against the targets that we’ve set in partnership with state and territory governments, with those financial incentives for better planning for state and territory governments to make sure that we increase the supply. This project here as well is about our support for infrastructure in order so that homes can be built. It’s one of the missing pieces in the puzzle of housing supply that we are addressing. Making sure that energy, sewerage, water can all be connected so that new homes can be built. Something that we are providing that was never provided under the former government that didn’t for a while even bother to have a Housing Minister. I’ll turn to Clare and then we’re happy to take questions.

    CLARE O’NEIL:

    Thank you, PM and Treasurer, can I thank you for welcoming us to your beautiful electorate. We all know a bit about Jim Chalmers and one way to get the guy talking is to ask him about his community here in Rankin and you won’t hear the end of it. He is a huge advocate for this local area, he’s very proud of where he comes from, and it’s fantastic to be here. This is a really big and important announcement for South East Queensland where the Albanese government and the Miles Labor government here are announcing 1,100 new homes for Queenslanders. Five hundred will be constructed on this site here in Meadowbrook and 600 others will be scattered around some of the nearby suburbs. This is a reflection of what gets done when state and federal governments identify something that matters hugely to our constituents and that’s housing, and then works together to make a difference to that problem. We are, without question, one of the boldest and most ambitious Commonwealth governments on housing that we have seen for a generation in this country. We came from a standing start. The Prime Minister here mentioned that for most of the time the Coalition were in power, they didn’t even have a Housing Minister. Didn’t even have a Housing Minister. That’s how tapped out they were on this critical problem. Well, we have changed all that. Our country, led as it is by a Prime Minister whose access to housing in his childhood totally transformed the rest of his life. So, what are we doing? We’re building more homes. An ambitious target to build 1.2 million homes around the country over the coming 5 years. We’re helping renters through the work we’re doing with National Cabinet and lifts to the Commonwealth Rent Assistance payment. And we’re making sure that more Australians can own their own homes. We’ve helped 120,000 citizens get into home ownership in the time we’ve been in government. And we would be able to do more if other parties in the Parliament would come together and work with us. Now, we’ve got boldness and we’ve got ambition. But what do I see when I look at other parties in the Parliament? Well, I see the Greens who say some of the right things about housing. But when it comes time to make real progress for real people, instead of helping childcare workers and aged care workers get into housing, they instead try to play politics and stand in their path. And then I see the Liberals who have not a shred of credibility when it comes to housing. We heard this morning the Shadow Housing Minister, Michael Sukkar, make extraordinary admissions in a radio interview where, firstly, he said that the government is being too ambitious about housing. He says that if the Liberals are elected federally, they will scrap having a housing target altogether. Well, it’s that kind of low ambition that got us to where we are right now. And that is in a housing crisis where this is affecting the lives of millions of people in our country and the Liberals want us to lower our ambitions. The second thing he told us is that they want to make more cuts to states and territories in the funding that we’re giving them to make housing possible. Well, this is where we are right here. 1,100 new homes that’s made through that partnership that we’ve worked through with National Cabinet and we know with the Liberals we’ll get what we always get. That is cuts, cuts, cuts that hurt real people.

    ALBANESE:

    Happy to take questions.

    JOURNALIST:

    PM, on the banking surcharge, it’s been welcomed by some, but others are saying that a few cents here and there might not save people that much in a cost living crisis. I guess, how do you expect it to assist people if they’re only saving small amounts on these surcharges?

    ALBANESE:

    We think it’ll make a difference. And when people go and they see a price up on the board at the business where they’re making a purchase – that should be the purchase price. There shouldn’t be hidden charges and surcharges there when people are using their own money. Bear this in mind – a debit card is taking money directly from people’s accounts. It is their money and there shouldn’t be surcharges on it.

    JOURNALIST:

    Prime Minister, this is a housing announcement, do you think it’s a good look to be buying a $4.2 million home during a cost‑of‑living crisis?

    ALBANESE:

    Well, Jodie and I are getting married, as is known, and I’m pleased about that. And Jodie’s a Coastie. She’s a proud Coastie. She’s as proud of being a Coastie as Jim is here, of being a Logan lifelong resident. There are 3 generations of Haydons on the coast there. And when your relationship changes, your life changes and you make decisions. But what I’m focused on is making sure that everyone can get a roof over their head. I’m focused on increased public housing and social housing investment. That’s why we have our Housing Australia Future Fund. We’re focused on increased rentals, which is why we have our Build to Rent scheme. And we’re focused, in addition to that, in getting more housing supply, such as the 1,100 homes for Queenslanders that we’re announcing right here.

    JOURNALIST:

    PM, buying a $4 million dollar home is very different to buying a modest family home or living on a block like this. Do you think it’s a good look?

    ALBANESE:

    I have – of course, I am much better off as Prime Minister. I earn a good income. I understand that. I understand that I’ve been fortunate, but I also know what it’s like to struggle. My mum lived in the one public housing that she was born in for all of her 65 years. And I know what it’s like, which is why I want to help all Australians into a home, whether it be public homes or private rentals or home ownership.

    JOURNALIST:

    PM, it’s been reported that Australia is seeking an assurance from PNG it won’t sign new security agreements with China in return for the $600 million assistance package for its NRL bid. Can you confirm if there is a security element in this agreement and what exactly it says?

    ALBANESE:

    This is a relationship between friends and what we don’t do is have our security arrangements out there in public. What we do is to work with our friends and partners. Papua New Guinea has made it very clear that Australia is their security partner of choice.

    JOURNALIST:

    PM, do you plan to retire at that house on the New South Wales Central Coast?

    ALBANESE:

    Sorry?

    JOURNALIST:

    Are you planning to retire there?

    ALBANESE:

    I’m planning to be in my current job for a very long period of time.

    JOURNALIST:

    Are you going to rent it out in the meantime?

    ALBANESE:

    I’m planning to be in my current – I haven’t bought it yet. To be clear, it hasn’t settled yet, these arrangements, I’m very transparent. I declare everything. I’ve declared, some time ago, if you followed the story that I was selling a house in the Inner West that will make a contribution towards this.

    JOURNALIST:

    There’s been a lot of commentary around the hope from Federal Labor that some of the frustration may be taken out on October 26 and then maybe go easy at the federal election. What do you make of this and are you concerned about support for Labor in Queensland?

    ALBANESE:

    I want people to vote Labor in Queensland and to return Steven Miles as the Premier and this bloke here as the Deputy Premier, because I want a government that actually cares about Queenslanders. It’s a government that’s committed to increasing housing supply, that’s committed to dealing with cost‑of‑living pressures, including the 50 cent fares. I had the privilege of going on Gold Coast Light Rail yesterday. It’s committed to the free school lunches to make sure that people are looked after. This is a government that is getting things done and is worthy of re‑election and I’m very pleased to campaign with them.

    JOURNALIST:

    PM, Canada has expelled 6 Indian diplomats, accusing them of being part of a criminal network targeting the Sikh diaspora. Have you spoken, or do you plan to speak with Canada’s Prime Minister, Justin Trudeau about this?

    ALBANESE:

    I speak with the Prime Minister of Canada all the time.

    JOURNALIST:

    Does Australia –

    ALBANESE:

    I speak with the Prime Minister of Canada all the time. And what I do in my relationships with international leaders is I have proper discussions with them and that’s how we get things done. And that’s why – one of the reasons why my government has been so effective in international diplomacy.

    JOURNALIST:

    On the Bruce Highway, why won’t you match Peter Dutton’s commitment for an 80/20 split.

    ALBANESE:

    He hasn’t done anything. His commitment? He was part of a government that didn’t fund things, that was good at media releases. I’ll give you the big clue. You can’t drive on a media release. What you can drive on is a road. And to build a road, you need money. So, Rockhampton Ring Road, for example, was $700 million short in terms of its funding. The former government made announcements with $0 attached to it, from time to time. When we came into government last time, we put record funding into the Bruce Highway. $1.3 billion under the Howard government, $7.6 billion under us, and we have $10 billion in our plan for the Bruce Highway, including additional money that we put in in the last Budget.

    JOURNALIST:

    So, those accusations are credible that we were talking about just before?

    ALBANESE:

    I’ve answered your question.

    JOURNALIST:

    Queensland has – you took a 50 cent fare yesterday. Obviously it’s a fair bit more expensive in Sydney, Melbourne, Canberra, to take a light rail, in Canberra. Should it not be? I mean, it’s increased our patronage in Queensland and would not do the same thing elsewhere?

    ALBANESE:

    Well, it’s a matter for state and territory governments. But I say this, that the Queensland government – and Cameron or Meaghan might want to comment on this as well – it’s been a huge success. Increasing patronage gets cars off the road, saves people money and also it’s good for people’s health. It’s good for a range of reasons to increase public transport patronage and from a Commonwealth government perspective, I make this point, when it comes to infrastructure. Gold Coast Light Rail, $365 million in the 2009 budget from the government when I was the Infrastructure Minister and now stage 3 underway, will be completed next year. It was opposed by the LNP – state and federal. You had federal LNP members like Steve Ciobo collecting petitions against Gold Coast Light Rail. Cross River Rail, major project to increase the whole capacity of the network was funded $715 million from the Commonwealth with an availability payment going forward each year in partnership with what was the Queensland LNP government then, originally started under the Labor government. Tony Abbott got elected, the whole thing crashed, and then they came up with this ridiculous plan that didn’t go anywhere. Cross River Rail would be open today if Labor governments had kept being elected. That’s why we believe in this. That’s why we’re funding Sunshine Coast Rail as well.

    JOURNALIST:

    Question for Mr Dick, please.

    ALBANESE:

    Sure.

    JOURNALIST:

    Credit rating agency S&P Global has warned Queensland’s AA+ credit rating is in danger of being downgraded due to your spending. How concerning is that?

    DICK:

    Well, S&P Global and Moody’s went through the Queensland Budget books top to bottom, left to right, up and down after our Budget, and they reaffirmed our AA+ credit rating. And when you look at our competitor states, our comparative states in New South Wales and Victoria, we are streets ahead of them when it comes to budget management and fiscal management in this state. Just a week ago, I announced the unaudited financial results for Queensland. Our net debt for last financial year has been halved from $12 billion to just under $6 billion. Our surplus went up from $600 million to $1.7 billion. And let’s put that in comparison to New South Wales and Victoria. So, our net debt at the end of last financial year was $5.7 billion. In New South Wales , it was $97 billion. In Victoria it was $136 billion. So, that means New South Wales debt is 16 times higher than Queensland and Victoria’s debt is 22 times higher. And so we are in a really strong position to make commitments and deliver on them because our commitments are fully funded. And the question for David Crisafulli and David Janetzki, who did 2 train wreck interviews today, the Shadow Treasurer who’s been in an LNP witness protection program, has not been seen with the Leader on the campaign trail for 2 weeks. And that is disrespectful to train wrecks because a train needs momentum and forward movement before it can run off the rails. We haven’t seen or heard from that bloke. And when he came out today, he didn’t say to Queenslanders – he couldn’t even tell Queenslanders what the total cost of their commitments would be, nor how they would pay for them. Now, their election commitments in this campaign are twice as high as ours. The LNP election commitments in this campaign now total $18 billion, twice as high as Labor. We’ve been upfront about how we’re paying for that. The only way that David Crisafulli can deliver on his promise of not borrowing for operational costs of government, by spending more, reducing taxation, lowering debt, delivering balanced budgets, not having a fiscal deficit, having a fiscal surplus. He has promised all of those things in this campaign. The only way he can deliver that is by cutting and that is what he is going to do. And that should put a shiver down the spine of every Queenslander, because the last LNP leader who offered to the community that he would look after the money of the people of Queensland, the last LNP leader who said that he would deliver a fiscal surplus was Campbell Newman. And 14,000 Queenslanders paid for that promise with their jobs. They built nothing for 3 years. So, they cut operating expenditure and they cut infrastructure expenditure. And the hide of David Crisafulli to say to Queenslanders that he respects money. The hide of David Crisafulli. David Crisafulli doesn’t respect public or private money. This is a man who was responsible for a training company that collapsed under $3 million of debt and owed the Australian Taxation Office $750,000. That’s not a man who respects money. That’s a man who disregards every single creditor of that company, including creditors that came from this community. And so we are fighting hard for the future of Queensland. Fully costed, fully funded plans, our promises will be delivered within the budget envelope and the funding envelope we’ve set aside. You cannot say the same for David Crisafulli.

    JOURNALIST:

    He wouldn’t have said what they’d said if they didn’t have concerns, though, surely?

    DICK:

    Well, let’s see what happens when I do – if I have that privilege – when I do the Budget update in December and when I do the Budget next year. Because there are 2 aspects to budgets, one’s expenditure and one’s revenue. And so you have to look at the budget position in total before we go to the ratings agencies and before they look at us. And so we’ll continue to deliver as we’ve delivered for every budget, except my first one, we’ve beaten our debt projections in every budget that I’ve delivered as Treasurer and we’ll continue to work hard to maintain that AA+ credit rating. We are the only state of the big 3 states that didn’t have a credit rating downgrade during or subsequent to COVID. That was because of our effective and appropriate financial and budgetary management and we’re going to continue on that path and people can trust us to deliver on our promises. The only thing you can trust David Crisafulli to do if he’s elected Premier is to cut. Anything else?

    JOURNALIST:

    Mr Janetzki was on radio this morning that he would release his costings once they make their final announcement. Is that the typical convention? Are you aware of that? And do you think it’s good enough considering voters already going to the polls?

    DICK:

    Look, this is all just a smokescreen for David Crisafulli to hide his plan for cuts. Our Party, Queensland Labor, has been the most transparent of any political party in any election in history. We put our costings live 2 weeks ago. We said upfront what we would do and how we would pay for it. And I released a budget economic and tax plan 2 weeks ago. Two years ago, David Crisafulli promised to release a tax and debt plan for Queensland. It is now 11 days until the election. David Crisafulli has been the Leader of the LNP now for more than 1,200 days and he still won’t be honest with the people of Queensland. And look, it’s just obvious the reason they won’t tell Queenslanders the total of their election commitments is because they would have to reveal to Queenslanders what they need to cut to deliver those election commitments. Which is why they’re hiding their costings, hiding their funding sources, because their single biggest funding source is to cut. And that’s why they’re not being honest with you.

    JOURNALIST:

    Amy McMahon from the Greens reckons you’re a hypocrite for recommending a preference for the Katter Australia Party in North Queensland. Are you not assisting an anti‑abortion party here by putting them above the Liberal Party?

    DICK:

    I don’t take political advice from the Queensland Greens Political Party. I never have and I never will. Anything else?

    JOURNALIST:

    What have you made of voter sentiment on the ground?

    CHALMERS:

    I don’t like being called the other Treasurer, but sure, you go ahead.

    JOURNALIST:

    What have you made of voter sentiment around the area? How closely will you be watching the result, particularly around this area?

    CHALMERS:

    Oh, look, Queenslanders right around our state desperately need a re‑elected Miles Labor government. You know, I was listening to Cameron and to the PM a moment ago. You know, Cameron is running one of the strongest budgets in the Commonwealth and that’s because we have a couple of things in common. You know, we are all about responsible economic management so that we can afford to provide cost‑of‑living relief for people who really need it, whether it’s in our community right around Queensland or indeed right around Australia. So, we have that in common and we want to work with the Miles Labor government after the election in a couple of weeks’ time. Now, as Cameron rightfully pointed out a moment ago, David Crisafulli and Peter Dutton have got something in common as well. Neither of them will come clean on their secret cuts. And those cuts that Peter Dutton and David Crisafulli won’t tell us about will make Queenslanders and Australians personally financially worse off. They’ll come after wages, they’ll come after housing, they’ll come after health. They will absolutely gut the joint. And we know this because Peter Dutton did that last time with Medicare when he was the Health Minister. And we know this because David Crisafulli is essentially Campbell Newman 2.0. And that was devastating for our local community. That has been a real low point for this part of the world seeing the way that Campbell Newman slashed and hacked at the essential services that local people desperately need. You asked a moment ago about our surcharging change and what it will mean for the cost of living. Now, that’s an important step that we are taking to help ease the cost of living, but it’s not the only step. Tax cuts for every taxpayer, Energy Bill Relief for every household, cheaper medicines, Rent Assistance, cheaper early childhood education, getting wages moving again. And here we have an enthusiastic and willing partner in the Miles Labor government. Cheaper fares for these communities in the outer suburbs are absolutely transformational. I’ve lost count of the amount of times that people have come up to me and said, ‘if you run into Cameron, or if you run into Steven, can you tell him how much we value those 50 cent fares?’ So, I’ll do that in front of all of our friends now, Cam. People appreciate the Energy Bill Relief that we’re working together with Steven and Cameron and Meaghan to provide. And so we desperately need a Miles Labor government re‑elected. We love working with these guys, not because we always have an identical view about every single issue, but because we’ve got a heart for local people. And that shows when it comes to housing, when it comes to health, and when it comes to cost of living.

    JOURNALIST:

    Sorry, just on the sentiment, you pick up anything on the ground around you?

    CHALMERS:

    Yeah, well, in our communities, people are desperately relying on the cost‑of‑living help that the Miles government and the Albanese government are providing. Now, we know that people are under pressure. You know, we know that people are doing it tough, but more than acknowledge that, we’re doing something about it. In all of the ways that I ran through a moment ago. And today, in addition, when it comes to surcharging on people’s debit cards, people shouldn’t be paying huge fees to use their own money. The Prime Minister has made that clear and we’ve made that clear today. So, in these local communities, we take no votes for granted. We don’t take any outcome for granted in this election. But I know I’ve seen what it’s like to have mostly state LNP members around here. I’ve seen what it’s like to have mostly Labor state members around here. We desperately need Labor members in this part of the world to look after the interests of the people and to work with Albo and I to make sure we’re rolling out that cost‑of‑living help.

    JOURNALIST:

    So, Queensland has – the Liberal National Party in Queensland has 21 of the federal seats in Queensland. Do you think that a plebiscite on nuclear power might change that?

    CHALMERS:

    Oh, we need to do better federally in Queensland. We’ve made that clear. You know, Anthony is an honorary Queenslander. You know, he spends a lot of time here in Queensland and I think Queenslanders understand because he is a practical, pragmatic leader and we are practical and pragmatic people in Queensland. And so, we need to do better, we’ve acknowledged that. Queensland is front and centre when it comes to our efforts as a Federal Labor government, including in the upcoming federal campaign. But first, we’ve got to re‑elect these guys because 2 Labor governments working together are better for local communities like this one.

    JOURNALIST:

    Queensland Labor has announced help for GP clinics that bulk bill. Isn’t that a tacit admission that Federal Labor hasn’t done enough to stop the gap, the Medicare gap, which has led to this?

    CHALMERS:

    No, I think it’s a tacit admission that both Labor governments are investing, in our case, billions and billions of dollars in strengthening Medicare. Now, there’s an Urgent Care Clinic down the road in Browns Plains which is making a major difference, taking the pressure off Logan Hospital, which is just next door. These are the investments that Labor governments make in local communities in getting out of pocket health costs down. And we welcome the contribution that the Miles Labor government comes to the table with when it comes to providing more money for health, so that we can get out of pocket costs down, so we can get the waiting times down, so that we can take pressure off local hospitals. But most importantly, make sure that we’re providing the healthcare that local families and pensioners need.

    JOURNALIST:

    When you were in Opposition, how many days before the election did you announce your costings?

    CHALMERS:

    Well, we did, unfortunately, we had a couple of goes at it when we were in Opposition and the timing of that varied. The difference was, you know, we didn’t have a big agenda for secret cuts like David Crisafulli does, and like Peter Dutton has. You know, Peter Dutton and Angus Taylor say that there’s $315 billion of spending in the Commonwealth Budget that they don’t support. That includes pension indexation, that includes Medicare funding, that includes funding for veterans, it includes funding for housing. And David Crisafulli and Peter Dutton are joined at the hip when it comes to their secret plans for cuts. I don’t think Queenslanders are asking too much when they say to David Crisafulli, ‘come clean in time for us to make an informed decision.’ And when they do, and if they do, they will understand that the Miles Labor government is providing cost‑of‑living relief, investing in housing and health, and David Crisafulli will cut all of those things as sure as night follows day.

    JOURNALIST:

    Why upgrade the travel advice to Israel and the Occupied Palestinian Territories?

    ALBANESE:

    It’s a dangerous place at the moment. We know that that’s the case. So, what we do is we take advice from our security agencies and the government then implements that advice. We know that travelling into an area where there is conflict is a dangerous thing to do and it’s appropriate that the federal government make announcements in accordance with that advice from the security agencies. Can I just make one further point before we wrap up, which is that I was noticing – Clare probably noticed as well this morning – Michael Sukkar actually speak about the delay in implementing the Housing Australia Future Fund roll out and Help to Buy scheme that’s stuck in the Senate. Well, Labor are the builders, they’re the blockers. Between the LNP and the Greens, they blocked the Housing Australia Future Fund and now they’re still blocking the Help to Buy scheme. They could vote for it tomorrow or the next day that Parliament sits, but they don’t. So, they vote against it, block it and then complain that there’s a delay in its implementation. That says it all about how hopeless the Opposition are when it comes to policies that will actually deliver more housing supply. Thanks very much.

  • MIL-OSI Global: Socially distanced layout of the world’s oldest cities helped early civilization evade diseases

    In my research focused on early farmers of Europe, I have often wondered about a curious pattern through time: Farmers lived in large dense villages, then dispersed for centuries, then later formed cities again, only to abandon those as well. Why?

    Archaeologists often explain what we call urban collapse in terms of climate change, overpopulation, social pressures or some combination of these. Each likely has been true at different points in time.

    But scientists have added a new hypothesis to the mix: disease. Living closely with animals led to zoonotic diseases that came to also infect humans. Outbreaks could have led dense settlements to be abandoned, at least until later generations found a way to organize their settlement layout to be more resilient to disease. In a new study, my colleagues and I analyzed the intriguing layouts of later settlements to see how they might have interacted with disease transmission.

    Earliest cities: Dense with people and animals

    Çatalhöyük, in present-day Turkey, is the world’s oldest farming village, from over 9,000 years ago. Many thousands of people lived in mud-brick houses jammed so tightly together that residents entered via a ladder through a trapdoor on the roof. They even buried selected ancestors underneath the house floor. Despite plenty of space out there on the Anatolian Plateau, people packed in closely.

    For centuries, people at Çatalhöyük herded sheep and cattle, cultivated barley and made cheese. Evocative paintings of bulls, dancing figures and a volcanic eruption suggest their folk traditions. They kept their well-organized houses tidy, sweeping floors and maintaining storage bins near the kitchen, located under the trapdoor to allow oven smoke to escape. Keeping clean meant they even replastered their interior house walls several times a year.

    These rich traditions ended by 6000 BCE, when Çatalhöyük was mysteriously abandoned. The population dispersed into smaller settlements out in the surrounding flood plain and beyond. Other large farming populations of the region had also dispersed, and nomadic livestock herding became more widespread. For those populations that persisted, the mud-brick houses were now separate, in contrast with the agglomerated houses of Çatalhöyük.

    Was disease a factor in the abandonment of dense settlements by 6000 BCE?

    At Çatalhöyük, archaeologists have found human bones intermingled with cattle bones in burials and refuse heaps. Crowding of people and animals likely bred zoonotic diseases at Çatalhöyük. Ancient DNA identifies tuberculosis from cattle in the region as far back as 8500 BCE and TB in human infant bones not long after. DNA in ancient human remains dates salmonella to as early as 4500 BCE. Assuming the contagiousness and virulence of Neolithic diseases increased through time, dense settlements such as Çatalhöyük may have reached a tipping point where the effects of disease outweighed the benefits of living closely together.

    A new layout 2,000 years later

    By about 4000 BCE, large urban populations had reappeared, at the mega-settlements of the ancient Trypillia culture, west of the Black Sea. Thousands of people lived at Trypillia mega-settlements such as Nebelivka and Maidanetske in what’s now Ukraine.

    If disease was a factor in dispersal millennia before, how were these mega-settlements possible?

    This time, the layout was different than at jam-packed Çatalhöyük: The hundreds of wooden, two-story houses were regularly spaced in concentric ovals. They were also clustered in pie-shaped neighborhoods, each with its own large assembly house. The pottery excavated in the neighborhood assembly houses has many different compositions, suggesting these pots were brought there by different families coming together to share food.

    This layout suggests a theory. Whether the people of Nebelivka knew it or not, this lower-density, clustered layout could have helped prevent any disease outbreaks from consuming the entire settlement.

    Archaeologist Simon Carrignon and I set out to test this possibility by adapting computer models from a previous epidemiology project that modeled how social-distancing behaviors affect the spread of pandemics. To study how a Trypillian settlement layout would disrupt disease spread, we teamed up with cultural evolution scholar Mike O’Brien and with the archaeologists of Nebelivka: John Chapman, Bisserka Gaydarska and Brian Buchanan.

    Simulating socially distanced neighborhoods

    To simulate disease spread at Nebelivka, we had to make a few assumptions. First, we assumed that early diseases were spread through foods, such as milk or meat. Second, we assumed people visited other houses within their neighborhood more often than those outside of it.

    Would this neighborhood clustering be enough to suppress disease outbreaks? To test the effects of different possible rates of interaction, we ran millions of simulations, first on a network to represent clustered neighborhoods. We then ran the simulations again, this time on a virtual layout modeled after actual site plans, where houses in each neighborhood were given a higher chance of making contact with each other.

    Based on our simulations, we found that if people visited other neighborhoods infrequently – like a fifth to a tenth as often as visiting other houses within their own neighborhood – then the clustering layout of houses at Nebelivka would have significantly reduced outbreaks of early foodborne diseases. This is reasonable given that each neighborhood had its own assembly house. Overall, the results show how the Trypillian layout could help early farmers live together in low-density urban populations, at a time when zoonotic diseases were increasing.

    The residents of Nebilevka didn’t need to have consciously planned for their neighborhood layout to help their population survive. But they may well have, as human instinct is to avoid signs of contagious disease. Like at Çatalhöyük, residents kept their houses clean. And about two-thirds of the houses at Nebelivka were deliberately burned at different times. These intentional periodic burns may have been a pest extermination tactic.

    New cities and innovations

    Some of the early diseases eventually evolved to spread by means other than bad foods. Tuberculosis, for instance, became airborne at some point. When the bacterium that causes plague, Yersinia pestis, became adapted to fleas, it could be spread by rats, which would not care about neighborhood boundaries.

    Were new disease vectors too much for these ancient cities? The mega-settlements of Trypillia were abandoned by 3000 BCE. As at Çatalhöyük thousands of years before, people dispersed into smaller settlements. Some geneticists speculate that Trypillia settlements were abandoned due to the origins of plague in the region, about 5,000 years ago.

    The first cities in Mesopotamia developed around 3500 BCE, with others soon developing in Egypt, the Indus Valley and China. These cities of tens of thousands were filled with specialized craftspeople in distinct neighborhoods.

    This time around, people in the city centers weren’t living cheek by jowl with cattle or sheep. Cities were the centers of regional trade. Food was imported into the city and stored in large grain silos like the one at the Hittite capital of Hattusa, which could hold enough cereal grain to feed 20,000 people for a year. Sanitation was helped by public water works, such as canals in Uruk or water wells and a large public bath at the Indus city of Mohenjo Daro.

    These early cities, along with those in China, Africa and the Americas, were the foundations of civilization. Arguably, their form and function were shaped by millennia of diseases and human responses to them, all the way back to the world’s earliest farming villages.

  • MIL-OSI China: 11 killed, 19 wounded in Israeli airstrikes on different areas of Lebanon

    At least 11 people were killed and 19 others wounded on Tuesday in Israeli airstrikes on different areas of Lebanon, local media reported.

    Five people were killed and 16 others wounded, while two children went missing in an Israeli airstrike on a residential building in Riyaq, a Lebanese town in the Bekaa governorate, according to an al-Jadeed local TV channel.

    The channel reported that civil defense teams are still searching for missing people under the rubble.

    In a separate incident, two nurses were injured in an Israeli airstrike on Mortada Hospital in Baalbek in eastern Lebanon, and they were transported to Dar al-Amal Hospital, according to al-Jadeed.

    Meanwhile, an Israeli airstrike on the southern village of Jarjouh killed an Amal Movement member and three of his family members.

    On a separate note, a violent Israeli raid targeted a house in the village of Jennata in the Tyre district, killing two people and wounding one, according to the National News Agency.

    Lebanese military sources told Xinhua that Israeli warplanes and drones carried out 17 raids on towns and villages in southern Lebanon and 11 raids on towns and villages in eastern Lebanon on Tuesday afternoon.

    For its part, Hezbollah announced that in support of the Palestinian people and in defense of Lebanon and its people, its fighters bombed the occupied city of Safed on Tuesday afternoon with a rocket salvo.

    It also announced a second attack on Marbad al-Zaoura in the occupied Syrian Golan, using a salvo of rockets and the Naftali base near the occupied city of Safed.

    Since Sept. 23, the Israeli army has been launching an unprecedented, intensive air attack on Lebanon in an escalation with Hezbollah.

    Since Oct. 8, 2023, Hezbollah and the Israeli army have been exchanging fire across the Lebanese-Israeli border amid fears of a broader conflict as the war between Hamas and Israel continues in the Gaza Strip.

  • MIL-OSI New Zealand: New contracts awarded for outsourced pools and leisure centres

    Auckland Council has approved the award of new contracts for the operation of 20 pools and leisure centres across the region, that are outsourced.

    The decision to award contracts to two suppliers – Community Leisure Management (CLM) and YMCA North Incorporated (The Y), was made by the council’s Revenue, Expenditure and Value Committee on October 15. Previously, three suppliers held the council’s outsourced contracts. The council is now working through the award process with CLM and The Y.

    Deputy Mayor Desley Simpson, who is chair of the committee, says the new contracts mean Aucklanders will continue to have a number of excellent options where they can swim, get fit and connect with others.

    “The council is committed to providing outstanding service for our communities and making sure we are getting the best for Aucklanders.

    “CLM and The Y currently operate a number of the council’s pools and leisure centres across Auckland and have track records in providing safe and efficient services to the community.

    “We believe these two operators have the expertise, professionalism and customer and community centric values to run the centres to the highest standard while delivering good value for money.

    The new contracts will take effect from April 2025. The Y will operate seven centres and CLM will operate 13.  

    Rachel Kelleher, Auckland Council’s Director Community says the awarding of the new contracts will enhance the region’s pools and leisure network.

    “Grouping closely-located centres enables more efficiency across staff, resources and leadership for both the council and its service partners.

    “This model will also save ratepayers money, compared to maintaining the status quo.

    “The centre groupings have been designed to reflect local board areas, common community needs, and the specialist expertise required to operate some services, for example our outdoor pools that open over the summer period.”

    “As a result of the competitive procurement process Belgravia Leisure will no longer manage any of the council’s pools and leisure centres. We would like to thank and acknowledge Belgravia Leisure for their management of four centres across Auckland over the last 10 years and have appreciated its partnership with the council over this time.”

    The inclusion of the living wage as the minimum payment level to staff working at the outsourced centres will be part of all new pools and leisure service delivery contracts. This had not been a requirement within previous contracts.

    On 1 August 2024, the service delivery model for the council’s pools and leisure services was confirmed, with the council’s Governing Body deciding to proceed with enhancements to the current mixed model, which features partially outsourced services for the region-wide network.

    Feedback from the nine local boards with outsourced centres was incorporated into the options analysis and final recommendation to the Revenue, Expenditure and Value Committee.

    Auckland Council owns 43 pools and leisure centres across the region. This decision sees the continued delivery of pools and leisure services across the region. Twenty centres are outsourced, one facility is operated under a lease arrangement (The Olympic Newmarket) and 22 are operated by the council.

  • MIL-OSI United Nations: Readout of the Secretary-General’s informal dinner with the Leader of the Greek Cypriot Community and the Leader of the Turkish Cypriot Community

    The Secretary-General hosted an informal dinner today with the leader of the Greek Cypriot community, Mr. Nikos Christodoulides, and the leader of the Turkish Cypriot community, Mr. Ersin Tatar.

    The Secretary-General recalled the engagement of his Personal Envoy on Cyprus, Ms. María Angela Holguín Cuéllar, who submitted her final report to him in July. He regretted that despite his Personal Envoy’s efforts and engagement with the two leaders, political actors and civil society on the island, the guarantor powers, and the broader international community, no common ground had been found between the leaders on the way forward on the Cyprus issue.

    The Secretary-General encouraged the leaders to consider how to bridge the gap in their positions and rebuild trust to allow movement leading to a settlement.

    The leaders agreed to have an informal meeting in a broader format in the near future, under the auspices of the Secretary-General, to discuss the way forward. They also agreed to meet in Cyprus to explore the possibility of opening new crossings.

    The Secretary-General underlined the continued steadfast commitment of the United Nations to a peaceful resolution of the Cyprus issue, for the benefit of all Cypriots and future generations.

  • MIL-OSI NGOs: Urgent joint statement: Northern Gaza is being erased – global leaders must act now to end Israel’s atrocities

    Oxfam and 37 other humanitarian organisations are raising the alarm about the catastrophic situation in Northern Gaza

    The Israeli forces’ assault on Gaza has escalated to a horrifying level of atrocity. Northern Gaza is being wiped off the map. Under the guise of “evacuation,” Israeli forces have ordered the forced displacement of an estimated 400,000 Palestinians trapped in northern Gaza, including Gaza City. This is not an evacuation—this is forced displacement under gunfire. Since 1 October, no food has been allowed into the area, and civilians are being starved and bombed in their homes and their tents. 

    Hospitals, already overwhelmed, are being ordered to evacuate. They are running out of fuel and essential supplies, while doctors and nurses battle to save lives with what little they have left. The wounded flood in – children, older people, victims of Israeli airstrikes – but with no resources to treat them. 

    Dr. Mohammed Salha, acting director of Al-Awda Hospital in northern Gaza, described the dire situation: “The Israeli military has contacted us more than once to evacuate the hospital… [All] the departments are full of wounded people and we are discharging even the wounded who have minor or moderate injuries, because we do not have [enough] beds for them. I [told the Israeli military] clearly that we would not evacuate the hospital unless there are ambulances that can preserve the lives of the wounded people we have and reach another hospital that provides better service to the wounded.” 

    The world cannot continue to stand by as the Israeli government commits these atrocities. Global leaders have both a legal and moral duty to act now. The International Court of Justice (ICJ) has ordered Israel to take all measures within its power to prevent the commission of all acts within the scope of Article II of the Genocide Convention including “killing members of the group; causing serious bodily or mental harm to members of the group; deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part; and imposing measures intended to prevent births within the group”. There is no evidence that Israel has adhered to these orders, and the killing of Palestinians has only intensified. 

    Any attempt to alter the territorial integrity of Gaza constitutes a blatant violation of international law. This is especially egregious in light of the recent ICJ advisory opinion, which significantly heightens the obligation of third states to take decisive action. Failure to do so risks their complicity in perpetuating the illegal occupation. 

    All parties must allow unimpeded access for humanitarian organisations to deliver aid based on need, without restricting types, volumes, or locations. Aid delivery must remain impartial and independent of military objectives to prevent its instrumentalisation or politicisation. Civilians must not be forced to flee to receive aid; those choosing to stay in their homes must be protected under international law. 

    We demand an immediate ceasefire and an end to Israel’s illegal occupation. Global leaders must act in line with the UN General Assembly Resolution on the ICJ Advisory Opinion and fulfil their obligation not to facilitate or support Israel’s illegal occupation. Third states must halt now the transfer of all weapons, parts and ammunition that could be used to commit further violations of international humanitarian law.

    This is not a time for silence – this is a time for action. The people of Gaza cannot wait. The world must intervene now before more innocent lives are lost. 

    The forcible transfer of Palestinian civilians in Gaza is a grave breach of the Fourth Geneva Convention and does not amount to a permissible evacuation. Relocation areas have not provided safety, adequate shelter or essential services, and there has also been no guarantee that displaced populations will be able to return once hostilities end.

  • MIL-OSI China: Blogging taxi driver takes road to fame

    Donning a cowboy hat, Ge You, one of the most renowned actors in the country, takes on the role of an ambassador of justice in his latest film, The Hutong Cowboy.

    However, unlike the typical cowboy archetype, the “weapon” of Ge’s character, Zhang Beijing, isn’t a sixgun holstered at his side. Instead, it’s the essential tools of the digital age — a smartphone and a selfie stick.

    In the movie, Zhang, a Beijing taxi driver in his 50s, unexpectedly becomes an internet sensation after a video capturing his moment of anger goes viral online. He seizes this newfound fame to start his own video blog, where he helps everyday individuals defend their rights.

    The footage shows the irate protagonist riding a sightseeing mini-train, chasing a soap seller dressed as a Transformers-like robot portrayed by actress Li Xueqin. The protagonist is triggered by the seller’s violation of his image rights. Earlier, the “robot” claw snags his wig, revealing his bald head, and this embarrassing moment is subsequently showcased on a large screen aimed at attracting more passersby to buy her soaps.

    As the latest directorial effort of veteran director Ning Hao and emerging talent Xu Lei, the 113-minute comedy was released across domestic theaters on Oct 1.

    Starring actress Gong Beibi as Zhang’s former wife and actor Wu Lei as his son, the movie unfolds with Zhang’s determination to deliver a parental speech at the upcoming wedding, rather than allowing his son’s wealthy entrepreneur stepfather to do so.

    Despite his efforts, including trying to rent luxury cars for the wedding and purchasing an expensive wig, Zhang eventually conceives a plan to become an internet influencer, aiming to demonstrate that he too can achieve success after the incident. However, the situation takes an unexpected turn.

    Director Ning, one of the most renowned figures among China’s “sixth-generation directors”, tells China Daily that he has been considering shooting a feature-length film centered on Zhang, a chatty yet warmhearted taxi driver representing the Chinese capital’s unique hutong culture, since 2019.

    Zhang’s character was initially introduced in Ning’s Nihao Beijing (Hello Beijing), one of the six standalone short stories featured in the 2019 anthology blockbuster My People, My Country. The narrative of Zhang was revisited in Beijing Haoren (A Kind-hearted Beijing Native), also directed by Ning, and one of the five separate stories of the 2020 anthology My People, My Homeland, a sequel to the 2019 film.

    Ning unveils that the inspiration for Zhang stems from the uncle of Wang Ang, the film’s scriptwriter.

    “We had interviewed his uncle before developing the storyline for the 2019 film,” recalls Ning.

    The archetype individual, characterized by his helpful, hospitable, and talkative nature, embodies a subset of native Beijing taxi drivers, who enjoy exchanging perspectives on international and domestic affairs with passengers and typically possess a broad spectrum of knowledge, Ning says.

    After being invited on board to codirect the film, Xu, who shot to fame for the award-winning suspense comedy Summer Detective, recalls that he and the cameraman Cheng Ma sought out the ideal filming locations in Beijing’s hutong areas.

    Living in a community near the East Fifth Ring Road, Xu shares that the journey has helped him realize the unique charm of Beijing — from its labyrinthine alleyways to the close-knit relationships among neighbors and the picturesque courtyards adorned with gray tiles, gray walls and red doors.

    “The preservation of hutong houses within the Second Ring Road represents a preservation of traditional and classical ways of living,” Ning adds.

    A native of Taiyuan, Shanxi province, Ning says that he believes Beijing locals, especially those residing in hutong, are renowned across the country for their wit and convivial dispositions, shaped by their distinctive living environment.

    “For many families, they share one courtyard with neighbors and have to go out to use communal toilets. Residents frequently run into each other. If nobody speaks, it can create pressure and lead to anxiety. Therefore, they rely on conversations and jokes to navigate life more smoothly,” Ning explains.

    Moreover, the film aims to capture how everyday individuals navigate the challenges of embracing a modern era dominated by livestreams, short videos and online commerce.

    Ning, seeking insights through his observations of daily life, recalls several instances that shed light on this dynamic. Intrigued by late-night livestreamed plant sales, Ning watched sellers diligently maneuvering electric bikes across fields to fulfill customers’ requests for close-ups of saplings. Similarly, he observed a grill restaurant owner fervently promoting her dishes to just a few online viewers. Even Ning’s shy and introverted nephew, who is recruited as a livestreamer to sell vehicles, found his primary audience to be Ning’s own relatives, who needed to support the young man as he struggled to attract enough customers.

    “Though the internet has reshaped our lives, it’s heartening to witness the resilience and fervor of ordinary individuals in the face of difficulties and challenges. Every single one of them is working hard to keep pace with the changes of the era,” reflects Ning.

    Interestingly, the courtyard of Zhang, the protagonist, was filmed within a hutong near Zhihua Temple, a Buddhist temple constructed during the Ming Dynasty (1368-1644). The backdrop of the sweeping and fluid Galaxy SOHO complex, designed by the late Iraqi-British architect Zaha Hadid, adds a metaphorical depth to the film.

    Director Xu explains that this deliberate contrast aims to convey a message about the potential for harmonious coexistence between tradition and modernity in a vibrant metropolis like Beijing.

  • MIL-OSI China: 26 Palestinians killed in Israeli attacks across Gaza

    At least 26 Palestinians were killed on Tuesday in Israeli attacks across the Gaza Strip, according to Palestinian medical and security sources.

    Medical sources said 11 Palestinians were killed in Israeli shelling near the al-Faluja area in Jabalia refugee camp, while at least 10 others were killed in an airstrike targeting an inhabited house east of Khan Younis city in southern Gaza.

    They added five more were killed in the Israeli bombing of a house in the Nuseirat camp in central Gaza, noting they were all transferred to Al-Aqsa Hospital.

    According to Palestinian security sources, Israeli tanks continue to besiege the Jabalia refugee camp for the 11th day in a row, as residents of Jabalia, its camp, and the nearby cities of Beit Hanoun and Beit Lahia were ordered to evacuate southward.

    The Israel Defense Forces (IDF) said in a statement on Tuesday that the IDF continues its operations in the Jabalia area targeting militant infrastructure and operatives embedded inside civilian areas.

    The IDF added it acted in line with international law to facilitate humanitarian aid to Gaza residents, particularly assistance concerning the health system, including the transfer of patients, accompanying personnel and hospital staff, as well as fuel delivery for operating hospitals.

    Israel has been conducting a large-scale offensive against Hamas in Gaza to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which 1,200 people were killed and about 250 others taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in Gaza has risen to 42,344, Gaza-based health authorities said in a statement on Tuesday.

  • MIL-OSI China: Senior military official killed in al-Qaeda attack in SE Yemen

    A high-ranking military official of the Southern Transitional Council (STC) aligned with the Yemeni government was killed in an attack by al-Qaeda militants in Yemen’s southeastern Shabwa province on Tuesday, a security official said.

    “Ahmed Sulaimani, chief of staff of the First Brigade of Shabwa Defense Forces, lost his life when an explosive device detonated near his vehicle,” the official said on condition of anonymity, adding Sulaimani was on a pre-dawn inspection of his forces’ positions in As Said district when killed.

    Al-Qaeda in the Arabian Peninsula has claimed responsibility for the attack and three other separate assaults on STC forces.

    The latest attack underscores the persistent security challenges facing the Yemeni government, as various armed groups continue to vie for control amid a protracted civil war between the government and the Houthi group, which has devastated the nation since 2014.

    Leon Compton, host: Australia’s Foreign Minister Penny Wong in Tasmania. At a speech last night, the Foreign Minister heckled by protestors angry at the Government’s non-sanctioning of Israel at a recent vote in the United Nations, and it’s an interesting look through your text questions this morning and how many of them are focused on that issue. We’ll get to them in a moment. If you’ve got a question, text me.

    I can also tell you the Foreign Minister is in the process of launching a new focus for humanitarian policy for Australia. Penny Wong, good morning to you.

    Penny Wong, Foreign Minister: Good morning, Leon. Good to be with you.

    Compton: Your Government is launching a new humanitarian policy, Foreign Minister, that says it will aim to, ‘strengthen adherence to international humanitarian law.’ Can I ask you to describe Israel’s adherence to international humanitarian law in Gaza and Lebanon, as Israel prosecutes the atrocities of October 7?

    Foreign Minister: Look, we have said from the start of this conflict that Israel was required to adhere to international law. And that includes the protection of civilians, the protection of aid workers. This is something we have said from day one, and you might recall that Mr Dutton has been very critical of me for saying so.

    I made the point at the United Nations in the National Statement there, that we have – there are rules of war and those rules apply even when confronting terrorists and even when acting in self-defence. So, we should continue to express our view that Israel is bound by international law, and work with others, as we have, to continue to press Israel on particular issues, and the most recent issue, obviously, is access of humanitarian aid into Gaza, where you’ve seen developments overnight.

    Compton: And we’ll get to those in just a moment. So, can you confirm you’re of a view that the Israeli Government under Benjamin Netanyahu have breached international humanitarian law in its conflict – in its conduct of this war?

    Foreign Minister: Well, Leon, ultimately those are decisions that international tribunals make. My job as the Foreign Minister for this country is not to sit as the international tribunal but to advocate for, and with others, advocate for, innocent civilians, and that’s what we’re doing.

    Compton: Can you understand the frustration that perhaps your language isn’t stronger on this, Penny Wong? I’ll read you a question that’s come in from one listener. It was the shortest of the questions we’ve received, many of them about exactly this. ‘Can you ask Penny Wong when she’s going to call for a ceasefire and stand up against the genocide?’

    Foreign Minister: I have called for a ceasefire. I did that months ago. And this is the problem with this debate, Leon – there’s a lot of disinformation that’s going around. You know, people – one person said yesterday, ‘When are you going to stop bombing Lebanon?’ I said, we’ve called for a ceasefire in Lebanon. We joined with the United States and all members of the G7 to call for a ceasefire in Lebanon over a week ago. In fact, that’s what Peter Dutton has been criticising the Government for. I called, the Prime Minister called, and we voted for a ceasefire months ago. We’ve said there should be a ceasefire in Gaza.

    Compton: The US, and you talked about, sort of the way things are turning overnight. Unless I’m wrong, are you referring to the fact that Israel have given – rather, the US have given Israel 30 days to improve humanitarian aid access to Gaza or else military support could be halted?

    Foreign Minister: Those and other actions by partners is what I was referring to. And I want to start by saying this: we can’t have Palestinian civilians continuing to pay the price for defeating Hamas. I’ve said that to Israel directly and personally, and I’ve said that publicly. I’ve said that, and I’ve been criticised for it by Mr Dutton. Part of what we agreed as an international community is you have to allow humanitarian aid in. When I went to Israel I put that directly to the President and to the Foreign Minister. We support the US and others who are putting pressure on Israel to allow more aid in.

    Compton: How do you explain the fact that Israel seems to just be able to feel it can – I mean, it has a right to do, you know, as it will, but it seems to have a right – see its role as thumbing its nose at its allies who are putting whatever level of pressure is being applied? It thumbs its nose to that pressure.

    Foreign Minister: Well, I’m not going to speak for Israel. I speak for Australia and the Australian Government, and our position from the start has been, you know, we, like all – I think all around the world looked at the atrocities of October 7, we recognise Israel’s right to respond to what was the greatest loss of Jewish life since the Holocaust. We understand what that meant. We know hostages are still being held.

    We’ve also said how Israel responds matters. And that international law, which includes the protection of civilians must be observed. I pointed out that we have seen over 11,000 children killed in Israel’s response since this conflict began. And that – we are deeply concerned about the loss of civilian life and that Palestinian civilians can’t continue to pay the price of defeating Hamas. I’ve said all of these things.

    I appreciate that some people would like us to end the war. That is not within our power. I also appreciate that there are some people who don’t like the fact that I talk about international law. You’ve seen a lot of criticism from Mr Dutton of me and the Prime Minister for talking about that. But I’ll continue to argue that, because that is in Australia’s interests.

    Compton: Penny Wong is our guest this morning, Australia’s Foreign Minister. You were speaking in Hobart last night, protestors interrupted your speech, heckled you repeatedly. Can I ask what you felt at that moment? Those that were there suggested that you seemed to be experiencing frustration. Can I ask what you felt during that interruption?

    Foreign Minister: I think it was probably the 10th interruption, I was a bit frustrated I couldn’t finish a sentence. Look, I understand the depth of feeling this issue generates. I understand people are upset, horrified, distressed by what they are seeing. What I’d say is what I said there – I don’t think we gain anything by shouting each other down. And I don’t think we gain anything by being disrespectful to one another. And some of the things that were being said and shouted were not true. As I said, the example – one example is being told to stop bombing Lebanon. We are calling for a ceasefire in Lebanon. So, these are, you know, untruths which are told as part of people’s response. This is a hard issue for Australians, and what I’d say is, we should try and deal with it respectfully. And I don’t think you ever gain by shouting another person down.

    Compton: On Mornings around Tasmania a couple of other policy issues: you’re releasing a new humanitarian policy focus document for Australia. It’s obviously complex. So, in a simple way of addressing this for our listener, might be asking this question: Penny Wong, how is it different from the policy that it replaces?

    Foreign Minister: Well, it’s responding to the world as it is. I mean, we’ve got more people displaced in the world. We have 117 million people around the world displaced. We’ve got more people who need humanitarian assistance. We’ve got 300-plus million people who need humanitarian assistance this year. So, we have to recast our policy to prioritise. And the three priorities are we’re going to focus on – there are three Rs really. One is readiness, so we want to do more to make sure we are ready for and prepared with local communities and countries for disasters before they occur. Second, we’ve got to respond, so respond to crises and deliver more support, particularly with others. And the third is reinforce – reinforce the international humanitarian system to say, look, these rules that humanity came together and agreed after World War II, that we would protect civilians, that we would protect aid workers – and you might recall, we had an Australian killed by the Israeli Defence Force, and I’ve spoken a lot about that, in a strike – that we would work with others to try and reinforce the international humanitarian system. That is the system that enables both protection of people and also aid to get in. So they’re the three priorities.

    Compton: Can we move on to a different issue, which is allied in some way?

    Foreign Minister: Sure.

    Compton: It would be great for the competition and it would be great for Papua New Guinea if Papua New Guinea gets a rugby league team. How significant would the federal – is the fact that the Federal Government would contribute seeing it as a way of sort of boosting international relations in the near region? How significant is that proposal for relationships between Australia and PNG?

    Foreign Minister: I think it’s really significant, Leon. And what I would say is this: you know, if you look at how do we make ourselves more safe and secure in the world, part of what we do is we ensure we have deep, stable, strong relationships with our near neighbours, with our region. And to do that we have to make sure we look at what is it we bring to the relationship. Now, some of that is history, people to people, some of that is economic. But some of it also is, you know, culture. And that includes sport. It’s part of who we are. It’s who, you know, Papua New Guinea is. So, obviously, Prime Minister Marape of Papua New Guinea has been really clear that he wants Papua New Guinea to be in the NRL. We know how much – if you’ve been – I don’t know if you’ve been to PNG, Leon, but they’re pretty focused on sport, both men and women. And obviously there’s a women’s team as well. So, I hope that we can get this moving and make a good announcement in the near future.

    Compton: And how significant with would that be, Penny Wong, in helping combat the influence of China in Papua New Guinea and the wider region?

    Foreign Minister: Look, China’s doing what great powers do, and great powers try to lift their influence and expand their influence in the region that they wish. I’ve described what’s happening in the Pacific as a permanent contest. We’re not going back to where we were, you know, 10 or 20 years ago. I think the opportunity to be the only partner of choice in the Pacific was lost under Scott Morrison and Peter Dutton. And now what we have to do is make sure we are a partner of choice and that we do do all we can to make sure we contribute to a stable region, a peaceful region and a region where the interests of Australia and the Pacific island nations such as Papua New Guinea or Samoa or Fiji, all of our interests in peace are respected.

    Compton: Final question for you – we’ve got a minute left to news, appreciate you talking to us, Foreign Minister – are you still committed to the construction of nuclear submarines for Australia given the capability gap that we’ll have while that happens between the Collins class going out, the nuclear subs coming in? Andrew Wilkie is in The Mercury newspaper today saying that this is a mistake, that diesel subs would be better, faster, cheaper and allow us to maintain more military independence.

    Foreign Minister: Yeah, look, first, any submarines would be under Australian command. We’ve been very clear about that. The second point is obviously we would prefer not to be in this position, that we haven’t had, three different submarine plans that were junked over time. We have addressed the capability gap. We think submarines are important. Very happy to discuss why they’re important. It’s obviously about, you know, changing the strategic calculous of the region. But ultimately everything we do, whether it’s obtaining more deterrents or the work we do diplomatically, we’re all about trying to ensure peace and stability for Australia.

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.), Chairman of the U.S. Senate Foreign Relations Subcommittee on Near East, South Asia, Central Asia and Counterterrorism, on Tuesday released a statement following reports that no food aid has entered northern Gaza in more than two weeks, putting one million displaced Palestinians at risk of starvation. On Sunday, the Biden Administration sent a letter to senior Israeli officials warning that if conditions in Gaza do not improve within 30 days, the U.S. may consider restricting military assistance to Israel. 
    “I am deeply disturbed by the worsening humanitarian crisis in Gaza, and it is vital for Israel to take immediate steps to improve these nightmarish conditions. Despite some improvements by Israeli authorities earlier this year, the amount of humanitarian aid reaching desperate Palestinians has fallen to new lows at a time when needs are higher than ever. After more than a year of conflict, the actions required to surge humanitarian aid into Gaza are both known and achievable – as demonstrated by the recent successful campaign to vaccinate more than half a million Palestinian children against polio. The way Israel conducts this war matters, and the Israeli government has to do more to guarantee the safety of humanitarian aid workers and ensure sufficient aid is reaching Palestinians across all parts of Gaza. Israel, along with every other recipient of U.S. military aid, is required to abide by international humanitarian law for that assistance to continue. The Biden-Harris Administration took the right step this week by laying out clear changes that Israel must make in the next 30 days to stay in compliance with U.S. law.”

The global trade landscape is undergoing constant changes, with parts of the supply chains shifting to the Global South and B&R countries, while many Mainland enterprises are also actively establishing their presence abroad.59. Hong Kong topped the global rankings in international trade and business legislation, according to the World Competitiveness Yearbook 2024. We have been the prime destination for Mainland and overseas enterprises setting up international headquarters to manage offshore trading and supply chain businesses.Build a High Value-added Supply Chain Service Centre60. Hong Kong is home to a deep pool of talents and extensive networks in offshore trading and supply chain management, including production chain management, export credit risk management, trade financing, marketing, testing and certification, accounting and other professional services. We will strengthen the provision of high value‑added supply chain services by:(i) establishing a high value‑added supply chain services mechanism – The Invest Hong Kong (InvestHK) and the Hong Kong Trade Development Council (HKTDC) will set up a mechanism and enhance the interface for attracting Mainland enterprises to establish international or regional headquarters in Hong Kong, providing one‑stop, diversified professional advisory services for enterprises in Hong Kong looking to go global;(ii) providing greater export protection for enterprises – The statutory maximum indemnity percentage of the Hong Kong Export Credit Insurance Corporation (ECIC) will be increased from 90% to 95%. The ECIC will also provide more free buyer credit checks with extended geographical coverage, and enhance financing support for e‑commerce businesses;(iii) providing robust export credit services – We will encourage the China Export & Credit Insurance Corporation to explore setting up businesses in Hong Kong, providing export credit insurance services covering overseas investment with prolonged investment period, offering Mainland enterprises in Hong Kong venturing overseas markets and foreign‑funded companies doing businesses in Mainland market with more comprehensive export credit services;(iv) promoting electronic trade financing – The HKMA is experimenting with tokenised electronic bills of lading through its Project Ensemble Sandbox. The goal is to lower fraud risks through the better use of technology and to facilitate the provision of trade financing by financial institutions. The HKMA will work with other jurisdictions on a pilot basis to develop mechanisms for trade information transmission, promoting cross‑boundary data transfers and the digitalisation of international trade. It will also allow potential stablecoin issuers to test blockchain use cases, including solutions for cross‑boundary payments through the stablecoin issuer sandbox; and(v) enhancing financial services with data – The HKMA expects to connect its Commercial Data Interchange (CDI) with the system of the Land Registry next year to facilitate enhancement of banking services through the better use of data.Expand Our Global Economic and Trade Networks61. In addition to developing the European and American markets, we will continue to expand our economic and trade networks, especially with B&R countries. Relevant measures include:(i) further opening up of trade in services with the Mainland – Under the Second Agreement Concerning Amendment to the Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA) Agreement on Trade in Services (Amendment Agreement II) signed recently, further liberalisation measures have been introduced across several services sectors. These include the construction, testing and certification, financial services, film, and television sectors. In particular, the period requirement of substantive business operations in Hong Kong for three years has been removed in most services sectors. This will attract more Hong Kong start‑ups, overseas enterprises, and talents from around the world to establish their presence in Hong Kong to tap the Mainland market. We will implement the Amendment Agreement II, step up promotion and provide assistance to enterprises as needed;(ii) reinforcing the interface of trade mechanisms – We will continue to seek early accession to the Regional Comprehensive Economic Partnership (RCEP). We are also in investment agreement negotiations with Bangladesh and Saudi Arabia, and plan to begin negotiations with Egypt and Peru. Our free trade agreement (FTA) negotiations with Peru have been concluded and we expect to sign the FTA this year. We will also expand the global network of our Economic and Trade Offices, focusing on establishing economic and trade ties with emerging markets; and(iii) further exploring priority markets – We will continue to pay visits and lead business and professional services delegations to priority markets such as B&R countries. We will also organise the B&R Cross‑professional Forum to promote Hong Kong’s professional services.Promote Development of a Headquarters Economy62. The Government will step up efforts to bring in strategic enterprises from outside the city to set up headquarters or corporate divisions in Hong Kong. The FSTB will submit a bill this year to introduce a company re‑domiciliation mechanism obviating the need for companies intending to re‑domicile in Hong Kong to be wound up in its original domicile overseas and establish a new company in Hong Kong. The companies will be able to preserve their legal identity and business continuity, saving cost as a result of the simplified procedures.63. The validity period of multiple‑entry visas for foreign staff of companies registered in Hong Kong, including non‑permanent residents, will be extended to a maximum of five years to facilitate their visit to the Mainland, and their applications will enjoy priority processing.64. We will strengthen the range of financial services available for Mainland enterprises in Hong Kong wishing to expand overseas, encouraging Mainland financial enterprises to co‑ordinate and manage their overseas business in Hong Kong and facilitating their internationalisation. The HKMA is exploring ways to enable Mainland enterprises looking to go global to enjoy facilitation of cross‑boundary RMB settlement and financing through enhanced offshore RMB liquidity, utilising technology and promoting international collaboration.Foster Trading of Liquor65. At present, Hong Kong imposes a duty of 100% on the import price of liquor (with alcoholic strength of more than 30%). To promote liquor trade and boost the development of high value‑added industries including logistics and storage, tourism as well as high‑end food and beverage consumption, the Government has made reference to the successful experience of driving the wine trade through exemption of wine duty, and will, starting today, reduce the duty rate for liquor with an import price of over $200 from 100% to 10% for the portion above $200, while the duty rate for the portion of $200 and below, as well as liquor with an import price of $200 or below will remain unchanged.(D) International Aviation Hub66. As an international aviation hub, Hong Kong is connected to nearly 200 destinations worldwide. Our city has topped the global ranking for air cargo throughput for more than a decade.67. The Airport Authority Hong Kong (AAHK) will complete the Three‑Runway System by the end of this year. From 2035, the Hong Kong International Airport (HKIA)’s capacity will increase by 50%.Enhance Aviation Development Strategies68. The Government will step up efforts in expanding our aviation network by supporting the HKIA to explore new destinations and flights, particularly enhancing co‑operation with civil aviation counterparts from B&R countries. In parallel, we will combine the strengths of our airport and Zhuhai Airport to improve the Fly‑Via‑Zhuhai‑Hong Kong direct passenger service and jointly develop international air cargo business for greater synergy.Develop a World-leading Airport City69. The Government will plan with the AAHK for expanding the scale of the Airport City by more than double, building a new, world‑leading landmark in the bay area among the Airport Island, the Hong Kong Port Island of the HZMB and Tung Chung East New Town. New projects will be developed to promote high‑end commercial, tourist and leisure activities. These include creating an ecosystem for the arts industry, building the AsiaWorld‑Expo Phase 2, developing a yacht bay with ancillary facilities, opening a food market for imported fresh food and providing more public spaces.Expand Cargo Capacity through the GBA and Enhance Advantages of the Air Cargo Industry70. The AAHK is pressing ahead in full steam with the innovative development of a sea‑air intermodal cargo‑transhipment mode in collaboration with Dongguan. The initial stage of first‑phase construction for the permanent logistics park in Dongguan, the HKIA Dongguan Logistics Park, will be completed by the end of next year, and the cargo‑handling capacity will progressively reach one million tonnes per annum. Advance planning will be made to commence the second‑phase development, introducing more high value‑added logistics, cross‑boundary e‑commerce and courier service facilities.71. The Government will extend arrangements under the Air Transhipment Cargo Exemption Scheme to other intermodal cargo‑transhipment modes to boost competitiveness.(E) Regional Centre for International Legal and Dispute Resolution ServicesCommence Training for International Legal Talents72. The Hong Kong International Legal Talents Training Academy will be officially launched this year, cultivating legal talents to be familiar with international law, common law, civil law, national legal systems and other legal aspects. The dedicated office and expert committee under the Department of Justice (DoJ) are pressing ahead with the related work.Step up Promotion of Mediation Services73. The International Organization for Mediation will have its headquarters set up in Hong Kong upon adoption and entry into force of the relevant international convention. The Government will enhance the system on local accreditation and disciplinary matters of the mediation profession to further strengthen our role as an international mediation centre. We will incorporate mediation clauses in government contracts and encourage private organisations to make reference to and adopt such clauses. We will also launch the Pilot Scheme on Community Mediation to offer more training opportunities for promoting mediation culture.Develop a Sports Dispute Resolution System74. With the development of sports activities and industry, sports disputes have become increasingly complicated. We will explore establishing a sports dispute resolution system and promote sports arbitration, leveraging the institutional advantages of Hong Kong in dispute resolution.(To be continued.)

    While delivering the 2024 Policy Address, Chief Executive John Lee announced today that the Government has made meticulous plans to strengthen Hong Kong’s position as an international hub for trade, aviation and legal services.

    He called attention to the reason behind why his administration is building a high value-added supply chain services centre to serve the Mainland and overseas enterprises, and facilitate their establishment of an offshore trading headquarters in Hong Kong.

    “Hong Kong is home to a deep pool of talent and extensive networks in offshore trading and supply chain management, including production chain management, export credit risk management, trade financing, marketing, testing and certification, accounting and other professional services.”

    He explained that Invest Hong Kong and the Trade Development Council will set up a mechanism and enhance the interface for attracting Mainland enterprises to establish international or regional headquarters in Hong Kong, providing one-stop, diversified professional advisory services for enterprises in Hong Kong looking to go global.

    In an effort to provide greater export protection for enterprises, Mr Lee stated that the Government plans to raise the statutory maximum indemnity percentage of the Hong Kong Export Credit Insurance Corporation to 95%. It also encourages the China Export & Credit Insurance Corporation to establish a presence in Hong Kong.

    Another goal includes actively promoting the development of a headquarters economy to bring strategic enterprises from outside Hong Kong and extending the validity period of multiple-entry visas to the Mainland for foreign staff of companies registered in Hong Kong to up to five years.

    Additionally, Mr Lee described the Government’s aim of promoting electronic trade financing.

    “The Hong Kong Monetary Authority (HKMA) is experimenting with tokenised electronic bills of lading through its Project Ensemble Sandbox. The goal is to lower fraud risks through the better use of technology and to facilitate the provision of trade financing by financial institutions.

    “The HKMA will work with other jurisdictions on a pilot basis to develop mechanisms for trade information transmission, promoting cross-boundary data transfers and the digitalisation of international trade.

    “It will also allow potential stablecoin issuers to test blockchain use cases, including solutions for cross-boundary payments through the stablecoin issuer sandbox.”

    He added that to enhance financial services with data, the HKMA expects to connect its Commercial Data Interchange with the system of the Land Registry next year to facilitate enhancement of banking services through the better use of data.

    To promote liquor trade and boost the development of high value-added industries including logistics and storage, tourism as well as high end food and beverage consumption, the Government will, starting today, reduce the duty rate for liquor with an import price of over $200 from 100% to 10% for the portion above $200, while the duty rate for the portion of $200 and below, as well as liquor with an import price of $200 or below will remain unchanged.

    With the Three-Runway System set to be completed this year, Mr Lee highlighted that Hong Kong’s status as an international aviation hub will be further accentuated.

    He made it clear that Hong Kong will fully utilise the capacity of the Three-Runway System.

    “The Government will step up efforts in expanding our aviation network by supporting Hong Kong International Airport (HKIA) to explore new destinations and flights, particularly enhancing co-operation with civil aviation counterparts from B&R countries.

    “In parallel, we will combine the strengths of our airport and Zhuhai Airport to improve the Fly-Via-Zhuhai-Hong Kong direct passenger service and jointly develop international air cargo business for greater synergy.”

    Mr Lee lauded the endeavour of expanding the scale of the Airport City to build a world-leading new landmark.

    “The Government will plan with Airport Authority Hong Kong (AAHK) for expanding the scale of the Airport City by more than double, building a new, world-leading landmark in the Greater Bay Area among the Airport Island, the Hong Kong Port Island of the Hong Kong-Zhuhai-Macao Bridge and Tung Chung East New Town.

    “New projects will be developed to promote high-end commercial, tourist and leisure activities. These include creating an ecosystem for the arts industry, building the AsiaWorld‑Expo Phase 2, developing a yacht bay with ancillary facilities, opening a food market for imported fresh food and providing more public spaces.”

    One more important objective of the Government is to expand cargo capacity through the bay area and enhance advantages of the air cargo industry, Mr Lee stated.

    “AAHK is pressing ahead in full steam with the innovative development of a sea-air intermodal cargo‑transhipment mode in collaboration with Dongguan. The initial stage of first-phase construction for the permanent logistics park in Dongguan, the HKIA Dongguan Logistics Park, will be completed by the end of next year, and the cargo-handling capacity will progressively reach one million tonnes per annum.

    “Advance planning will be made to commence the second-phase development, introducing more high value-added logistics, cross-boundary e-commerce and courier service facilities.”

    While expounding on the Government’s consistent work to promote Hong Kong as a regional centre for international legal and dispute resolution services, the Chief Executive specified that training for international legal talent will commence and promotion of mediation services will be stepped up.

    “The International Organization for Mediation will have its headquarters set up in Hong Kong upon adoption and entry into force of the relevant international convention. The Government will enhance the system on local accreditation and disciplinary matters of the mediation profession to further strengthen our role as an international mediation centre.”

    Apart from incorporating mediation clauses in government contracts and encouraging private organisations to make reference to and adopt such clauses, Mr Lee stated that the Pilot Scheme on Community Mediation will also be launched to offer more training opportunities for promoting a mediation culture.

    As an added bonus, he revealed that the Government is thinking about developing a sports dispute resolution system.

    “With the development of sports activities and industry, sports disputes have become increasingly complicated. We will explore establishing a sports dispute resolution system and promote sports arbitration, leveraging the institutional advantages of Hong Kong in dispute resolution.”

    PETER MALINAUSKAS, PREMIER OF SOUTH AUSTRALIA: G’day and welcome to the Adelaide Convention Centre for the second day of the Social Media Summit that is being hosted between the New South Wales Government and the South Australian Government.

    I want to take this opportunity to thank Chris Minns for his leadership. Chris suggested the Social Media Summit, and certainly after a successful day yesterday, we now roll it to the second day of the agenda and look forward to hearing from a range of experts throughout the course of the day. One of them is Professor Simon Wilksch, who will be here a bit later on, who has been a keen advocate for change in this area, and has done an extraordinary amount of research through the Flinders University. I want to thank the professor for his presence here at this press conference. Really looking forward to hearing from Mike Burgess, who, of course, is responsible for ASIO here in Australia to hear about the implications of disinformation and social media and the impact on young people in the context of the future of our democracy here within Australia. I look forward to hearing Mike, along with a range of experts this afternoon.

    But I am very, very grateful that we have representation of the Federal Government here who, of course, has displayed great initiative and leadership to pursue reform that will be applied throughout the country. To that end, I express my particular gratitude to Minister Rowland, who is here from Sydney in Adelaide today, and also Minister Aly, who is the Minister for Youth of course.

    Michelle has been a keen advocate to making sure that the Commonwealth is getting ahead of the curve, to make sure we deal with this global challenge emerging, and whether it be through the age verification trial, the work of the eSafety Commissioner, but most recently a commitment to introduce legislation into the Federal Parliament that will put in place an age restriction for young people’s access to social media.

    It is significant work and I want to thank the Albanese Government, but particularly Minister Rowland for leading this charge. I’m very grateful that she’s able to be with us today on the second day of the Summit.

    We have taken this opportunity, though, as a State Government, to make sure that we’re not just focusing on the institution of an age limit for access to social media, but also doing the work around educating young people around what safe online behaviour looks like. Social media represents only one part of a young person’s access to the internet. There, of course, remains other unregulated areas where we know there is work to be done when it comes to educating children on how best to deal with the challenges that they simply will confront.

    No one is suggesting for a moment that we should keep kids off the internet. Yes, we want to put an age limit in place in terms of their access to social media, but if we’re serious about their safety, we’ve got to make sure that they’ve got the skills and the capability to be able to deal with cyber bullying; to be able to understand what healthy messages are around body images; to understand what is illicit content, and really, is it safe for them, to give them the preparedness to know what to do and who to speak to, and if an online predator comes after them, we want to make sure that in South Australia, we’re leading the way in that regard.

    That’s why today we are announcing that there will be a school based program that applies to all schools throughout the state of South Australia, within the curriculum, that gives access to children, to the knowledge and the tools about how to confront the challenges they’ll experience online. We want to make sure that in the South Australian education system, we’re not just keeping kids off their phones while they’re at school. We want to give them the tools about what they can do to protect themselves from the harms of the internet when they get home from school, and otherwise might get access to it. This is a consequence of evidence-based work. The Department of Education, through Minister Blair Boyer, who is with us as well, has been doing this work now for some months and we are now in a position to commit to this roll out starting next year. So from the school year 2025, children in South Australian schools will start learning, with the resources and tools that are required, what they need to do to be able to go online and do it safely. Without it being at the expense of their mental health, and then in turn their futures. I want to thank the Department, and particularly Blair for his hard work in this regard.

    Chris put on a great show in Sydney yesterday. It was a thoroughly worthwhile exercise, and I just want to thank him for his partnership and his leadership to this end, and invite him to say a few words before we hear from Minister Rowland.

    CHRIS MINNS, PREMIER OF NEW SOUTH WALES: Well, thanks a lot, Peter. It’s a real privilege to be here in Adelaide this morning with you, and Anne, and of course, Michelle as well. This is an important breakthrough when it comes to confronting an issue that’s facing parents, not just across Australia, but right around the world – and that is how do you deal with this creeping use of technology, particularly social media, that’s ubiquitous, that’s comprehensive, that every family has to deal with. When you look at the eSafety Commissioner’s report out earlier this week indicating that most young people are on social media, and the evidence that presented at the Social Media Summit yesterday indicated that 16-year-olds are spending three hours a day on social media. How do we as a community, not just a Government, but how do we as a community come together to protect our children, to protect the next generation? I think it’s been our view for a while now that this is a global, unregulated experiment on young people. This is the first generation that’s gone through this kind of access to social media, and as a result of that access to social media, exposure to what is often harmful content, what is often hurtful content, or bullying behaviour within social groups.

    We need to be able to do something about it, and the two-day Summit has given us an opportunity, with South Australia, to get the issues on the table, to talk directly with parents, to arm people with both the latest facts as well as tips and strategies to get the best out of your kids and ensure that they’ve got the best start in life. I think most crucially, to progress legislative change so that we can deal with rapidly changing technology.

    I want to give full credit to the Commonwealth Government for stepping up here and introducing what will be a globally leading change to regulation in the world. We think it will make a difference and spark or ignite a fire when it comes to a recognition amongst communities that social media is doing harm to young people that could sweep right across the world. It’s been resisted at every gate, at every step by Silicon Valley and the billionaires that own these companies. But that’s not a good enough reason to do nothing. At the end of the day, our obligation is to do no harm for young people, and if we get this right, technology can work for us rather than running and dominating all of our community and family life.

    MICHELLE ROWLAND, MINISTER FOR COMMUNICATIONS: Thank you so much, Premiers. The safety of our young people is paramount. Not only their wellbeing, but also their mental health. To that end, the Commonwealth sees the safety of children, especially in the online space, as a collective responsibility. 

    The Premiers will know that their frontline services are being impacted by the harmful implications that can arise from social media. Whilst it can be a positive tool in many respects, there are harms that come with it. The Premiers will also tell you that the mobile phone ban in schools, for example, has seen a definite change in behaviours. At the same time, the consequences of the harms of social media are impacting on their education as well as health systems and mental health systems in particular. It’s for this reason that the Commonwealth takes a collective approach, not only right across the Albanese Government, but also with the states and territories as well. All Australians should know that we are working as one towards the safety of our most vulnerable.

    To that end, the Commonwealth has committed that we will introduce legislation this year to mandate a minimum age for access to social media. This is a commitment from the Prime Minister, and I am pleased that today we are announcing the legislative design principles that will underpin this approach. For example, we see the onus as being on the platforms, not on users or their parents when it comes to safety online. It’s important to incentivise the platforms to create less at risk platforms, less at risk apps, less at risk services. To that end, we look forward to working with industry to help achieve this goal. We know through recent developments that the platforms can, and they should, be doing more in this space. We will also be working with eSafety, who will be overseeing this legislative change. Importantly, we will continue to pursue efforts to make sure that the platforms are held to account, and do more. To that end, there won’t be penalties that will be imposed, as I said, on those children or their parents as users. But we will ensure, through our review of the Online Safety Act, that the penalties regime is fit for purpose. It’s important to note here, as I said, that this is a collective responsibility across Government. As I will outline today, this is one step in many that the Albanese Government is taking to keep young Australians safer online. The normative value of this is immense. So many parents are being overwhelmed by the amount of time their children are spending online, and what they can do as parents to help more effectively manage that – the normative value of this will be immense for those parents. So again, I thank the Premiers for convening this. It’s so important that the Australian people know that as one we have their back when it comes to keeping their children safer online.

    PROFESSOR SIMON WILKSCH: Hi, everybody. I’m absolutely delighted to see the collaboration between the Federal and State governments, the respective leaders and the premiers on this issue. We heard this week that 84 per cent of eight to 12-year-olds are on a social media site in Australia. That is entirely unacceptable. I’m a clinical psychologist working with patients with eating disorders – if we wanted to try to create a way of causing eating disorders, it would be to use these kinds of platforms with children that age. We’ve seen a 200 per cent spike in 10 to 14-year-olds experiencing an eating disorder over the last 12 years. As someone who works in the clinics helping these families through this problem, I see the devastation this causes young people; the families, the toll it takes – and these are just in the area of eating disorders. We know across the board with mental health and other areas there is suffering going on caused by these platforms, so I completely support minimum age. I would like to see it get up to 16.

    I also really welcome the announcement of funding towards school-based programs that will prevent these problems and really assist young people to be equipped to handle their online presence and be safe. I have a particular program, named Media Smart, for schools which has a very strong evidence-base. 

    It’s an eight lesson program designed to help young people be informed about those messages they see; to question how social is their experience on social media; just take steps towards taking care of themselves and others. So I’m really hopeful that that type of program can be made available widely, and thank you.

    JOURNALIST: You talked about the onus not being on the users or the parents, but putting it back on the platforms. We’ve seen platforms be reluctant to make that change to ownership of platforms rather than the user itself. How is the Government going to enforce this? Is there going to be big fines? Or what’s the timeline here for platforms to adopt this change?

    ROWLAND: Well, we are looking at a one-year implementation timeframe. But I think it’s important to note that even as we have seen recently with Meta’s announcement of a new Instagram teen product, that the platforms can do more in this space to create less at-risk services. So we want to encourage that. We want to incentivise those better, less risky services that they can actually produce. But the point is very valid when it comes to penalties for the platforms. Currently in the Online Safety Act, the maximum penalties for offences are less than $1 million, and these are actually not reflective of the sometimes litigious nature of these platforms, but also the amount of revenue that’s generated. So this is one of the specific areas that the independent review of the Online Safety Act is looking at, and I expect to have their findings in the upcoming weeks. But we are very mindful of that. We want to incentivise as well as provide that backstop through penalties, appropriate levels of penalties that make the platforms do better.

    JOURNALIST: Are you expecting resistance from these platforms?

    ROWLAND: Well, so two things there. The first is that the Online Safety Act has been in operation now for some years, and the industry is now accustomed to it. By and large, the social media platforms have a high rate of compliance with it. However, there are always instances where there is non-compliance or it is contested, and the fact that is contested again demonstrates that the Government considers that no company, despite its wealth, despite its multinational status, is beyond our laws. We will always assert Australia’s sovereignty in that regard.

    The second point too goes to the fact that we want those platforms to be accountable, by having not only incentives but proper penalties in place, that ensures that transparency and accountability. We do not wish to punish parents or users in this process. That is something that needs to be made very clear. This is about the platforms doing better. We have an Online Safety Act that was basically designed as a complaint-based system about individuals, not the onus being on the platforms. That’s something that we are looking at changing through our review, but it’s something that we are also committed to in the design principles of this legislative change.

    JOURNALIST: Minister Rowland, as part of this legislation, are you going to be advocating for better psychological support for young people who have suffered as a result of these tech platforms? Because hearing from the young people in there, that’s hand in hand with this legislation.

    ROWLAND: Now, that is certainly valid. The other side of that, of course, too, is that a lot of young people do access support services now through social media. So it’s going to be very important for Governments and departments to work together to ensure that young people can still access those services, even if they are below that minimum mandated age. So those two points are very valid.

    JOURNALIST: We’ve seen recent changes to Instagram. Do you think our Government’s push has led to that?

    ROWLAND: It is pleasing to see that these Instagram changes occurred after our Prime Minister made that commitment. Now, whether or not there is causation in there remains to be seen. But we do know that incentivisation does work in this area, and I can give that example from when Minister Amanda Rishworth and I convened the first roundtable to regulate dating apps services, because the level of tech facilitated abuse and death was simply too high as a result of this occurring. 

    Amazingly, these multinational dating app platforms suddenly discovered new safety features that they were able to roll out. So we welcome any safety features that the platforms may be rolling out, but that does not mitigate the need to legislate in this space.

    JOURNALIST: Premier Minns – the announcement today from the South Australian Government in curriculum and an adjustment there – could we see something similar to New South Wales and maybe even the mobile phone bans, etcetera.?

    MINNS: Yeah, we’ve got a proud history of stealing good ideas from Peter, so why should today be any different? It seems like a good initiative to us. We flat out nicked the mobile phone ban from South Australia which was resisted when we were in Opposition. But I saw it in implementation over here, Peter came over to Sydney to talk to us about the positive benefits, and I have to say it’s a reasonably early stage in our Government’s tenure, but I think it’s the best decision that we’ve made. 

    Interestingly, if you speak to kids and parents and teachers, they’ll tell you that the big difference has happened during recess and lunchtime. Where kids put down their phones, they can actually speak with one another, play games, and interact at a human level rather than online. So it’s great initiative. I think this is a good way for federations to work – see something in operation somewhere else, steal it and put it in your own jurisdiction.

    JOURNALIST: So the current plan to adopt more online safety into the curriculum from next year – is that something that New South Wales might be looking at as well?

    MINNS: Yeah. Look, I don’t have an announcement today, but give us a bit of time. I think part of the process for a summit like this is you get the ideas out on the table, you can learn from them, steal them and implement them and ultimately get the facts on the table. These two- this summit, the two days that we’ve had in both Sydney and Adelaide has been, I think, a breakthrough in both policy change, but also getting the facts out on the table and invaluable. So I’d like to see more of it actually.

    JOURNALIST: Is there the opportunity to take this then to National Cabinet as a joint collective then, if you seem interested in the idea to pursue it further, to maybe make it a bit more of a wider national problem, given that social media can happen anyway?

    MINNS: Look, potentially. We’ve got a lot on our plate when it comes to the National Cabinet agenda, and states have to work and operate independently. Public education, the curriculum is a state based responsibility. We take that very seriously. Obviously, that’s our responsibility, but if we can spot a good initiative that’s working somewhere else, I’m not afraid to steal it.

    JOURNALIST:  I’ve got a question for Premier Malinauskas – what kind of fines would you like to see the federal legislation do for this?

    MALINAUSKAS: Look, the Chief Justice French report, I think, lays it out pretty clearly that whatever the fine regime is needs to have a sufficient economic deterrence to make sure we change the behaviour of these social media companies. Now, economic deterrence is an established legal principle, and basically what it means is that capacity to pay should inform the size of the fine. 

    Now, when it comes to these social media companies, my word, they’ve got the capacity to pay. These companies are making an extraordinary amount of money out of the Australian market, which means if they break the law, the Australian jurisdiction, the fine should reflect that. In other words, it’s got to be billions of dollars. We certainly welcome the Federal Government’s not just interest but for the work that is already underway through the Online Safety Act.

    JOURNALIST: Premier, you’re a father of young kids. How do you see this sort of legislation playing out in real time? Won’t kids find a way to get on social media regardless?

    MINNS: It’s a really important question and it’s one that reflects, I think, a public sentiment. It continuously gets raised. Won’t kids find a way around the social media ban? Probably, but that doesn’t mean that we shouldn’t be establishing the principle in a law that sets the community standard, that arms the parents with the ability to say to their children, no, you can’t do that because it is against the law. No different to drinking underage or smoking before you’re 18. I mean, we say to kids you shouldn’t drink if you’re under the age of 18 – that’s consistent across the country. Do kids drink underage? Of course they do. Do they sneak behind the shed and have a cigarette? Probably. But what we know is that a lot less kids do that as a result of us having a clear standard and a law that can apply throughout the land. Social media is no different. With even the mobile phone ban at schools, we were the first state to do a proper phone ban in schools, bell to bell, not having them at recess and lunch. Are there examples of kids sneaking mobile phones into school post the mobile phone ban? Yeah, of course there are, but they are the exception to the rule because now the rule is clear. No phones in schools. So we establish rules and principles and standards that- in the full knowledge that someone will break them but that doesn’t mean they’re not worthwhile because the majority of people tend to comply.

    JOURNALIST: Premier, will you be taking this idea to National Cabinet? You’ve been very vocal in youth law and social media spaces

    MALINAUSKAS: Look, I think and Blake and [indistinct]… necessary of it. In that education ministers’ forum, there is a constant sharing of ideas between states and also with the Federal Government around various initiatives that are being undertaken. This will be shared in that context. Chris is right. I mean, I think when it comes to National Cabinet, my view is we’ve got to be a little bit careful that we don’t load up a National Cabinet agenda, so we don’t end up focusing on the main structural challenges that we have within our federation. So I don’t think this will be one that goes through National Cabinet, but it’s certainly an idea that’s clearly going to be shared through the appropriate channels and hopefully gets taken up.

    JOURNALIST: Would you like to see it adopted maybe through the Federal Government then maybe not through National Cabinet at all?

    MALINAUSKAS: As Chris said, what we teach our kids in the schools is the responsibility of states. We’ve got a range of discussions on [indistinct] with the Cabinet at the moment around funding school regimes and the like. This is an initiative that we’re applying here in South Australia, but if it’s relevant and appropriate in other jurisdictions, that would be great.

    JOURNALIST: Premier, what age will this new curriculum be rolled out to? Is it high school students and is it being done elsewhere?

    MALINAUSKAS: Well, it starts next year. I might invite Blair to go into a bit of detail on that.

    BOYER: Thank you, Premier. So it starts next year. It will be delivered at different ages or different year levels in high school, and each one will be adapted in a way to make sure that it’s actually age appropriate as you go up from year seven, year eight, year nine. I think Simon spoke really well about the kind of content that’s in there. Simon’s program is one of the ones already that is on the approved list here in South Australia. So the funding that we are announcing today to provide to schools so they can secure the services of Simon and other programs like that and come in and actually sit down with kids and talk through all these issues that we know come about because of the use of social media. So the important thing to do here, I think, though, is that what is taught and the kind of curriculum and detail in there needs to be different as it goes up from year seven all the way into the senior years, because as kids get older, they are dealing with different issues and the nature of their engagement with social media changes as well.

    We need to make sure it’s evidence based, which Simon’s is, and make sure it’s regularly updated because the other thing I think here that is the real challenge that I’ve observed is that we’re on a burning platform here. I mean as we sit here having this press conference, there’s people outside here who seek to take advantage of young people through social media, whether it’s a scam or harassment or predators, they are constantly thinking of ways to get around the protocols and security features that we put in. Every day they are spending their time trying to get around the things that Governments do to keep our kids safe. So that’s why it’s really important that we use programs like Simon’s to make sure the information we’re giving kids is up to date. It also speaks to why we’re upgrading and updating the Keeping Safe: Child Protection Curriculum here in South Australia to make sure that it now includes things like AI, deepfakes and coercive control. We’ve actually done that work with the AFP, with the Australian Centre for Countering Violent Extremism and the eSafety Commissioner to make sure that what’s in our child protection curriculum is fit for the year 2024 and not still based on something that was an issue back in the 1980s.

    JOURNALIST: You mentioned the extra funding to allocate this to bring programs in like Simon, what’s that going to cost? 

    BOYER: I don’t know a specific figure yet because we’ve- we’re going to roll it right out across all schools. That will depend exactly how many sessions that we actually provide. We’ll work with some of the providers like Simon to see that. But we’ll make sure that what we provide is not just age appropriate, but can reach all South Australian students, which I think is important as well. It’s also going to be some work to do there in the future to do that constant updating, because, as I said, those people who are seeking to, you know, get around the things that we are doing to keep kids safe are doing that every, waking minute. So we need to make sure that things that we do are constantly updated. And you know, brought into the year 2024.

    JOURNALIST: So what will it look like in classrooms? Will it be a number of sessions with people and programs like what Simon has? 

    BOYER: So exactly right. So we have an approved provider list for the Department for Education. So there’s a number of providers who offer services like the ones that Simon does and schools are able to choose from that list of those providers and we will be funding them to do that and bring those providers in and sit down with students of all those year levels all the way up to year seven and offer the classes essentially. It’s all one on one basis, talking through all these issues and effective things they can do to protect their own mental health and wellbeing and have all those kind of deeper conversations, which as what we heard from the student panel today is needed, I think. It can’t be kind of a cursory tick and flick kind of part of the curriculum, because what these students are grappling with here is, incredibly complex, really complex stuff and changing all the time. So we need to make sure that the resource materials and support that our schools and teachers get is up to date. What we’re announcing today is making sure they have the financial resources to do exactly that.

    JOURNALIST: What are the indicators here to know that this is starting to get traction and working?

    BOYER: In terms of?

    JOURNALIST: In terms of the application.

    BOYER: Of the program?

    JOURNALIST: Yeah, the program through the school?

    BOYER: Yeah. Yeah. Good question. I mean, I always say that in my job as Education Minister, there’s nothing more powerful than hearing from students and premiers- Premier Malinauskas spoke with you well before I think around why the mobile phone ban was really important, even though it was going to be a very hard thing to do. Although now we’re talking about its success, I remember at the time there were plenty of who thought it was going to be very challenging to put in place. Are there still students who try to get around it? Absolutely they are, but the reason that is starting to drop in terms of the numbers of students we see who are trying to get a way around it, is because as those students this morning said, what they are finding is that when their classroom or the playground is free of mobile phones, they actually like the place more. The most powerful bit of advice I got or feedback I got from- was from a principal out in my way in the north eastern suburbs who said the playground feels like it did in the 1990s. As Kirsty said this morning, it’s kicking the football, playing sport, talking to each other and seeking more activities to do. So I think it’s that kind of feedback that speaks to how the kind of programs that we are funding today actually work and actually succeed and actually make the school and the classroom a place that kids want to be in, a place that kids enjoy.

    JOURNALIST: I suppose just further to Josh’s question, who’s been consulted on these new reforms? Have the kids been part of the discussion?

    BOYER: We’ve done a massive amount of consultation as part of the new Australian curriculum in South Australia, including the adapted South Australian part. I think 12,000 views people have taken into account. It’s the biggest consultation that the education system in South Australia has ever done. Students, classroom teachers, principals, industry groups, the employers, associations like Kirsty is the head of the Principals’ Association about what they want to see. I was fortunate enough to be part of some of the consultation groups that we held here.

    JOURNALIST: Minister Rowland. The flights from Lebanon, how much did they cost? 

    ROWLAND: That’s best directed to the Foreign Affairs Minister. But I will say this, the Australian Government has been saying for some time that Australian citizens need to return to Australia. It is becoming increasingly difficult; the situation is becoming unstable. The Government has made provisions to ensure that Australian citizens are safe but as we have been saying for some time, it’s time to get out.

  • MIL-OSI Security: Secretary General praises Latvia for its contributions to NATO

    On Wednesday (16 October 2024), at his official residence in Brussels, NATO Secretary General Mark Rutte met with the Prime Minister of Latvia, Evika Siliņa, to discuss further strengthening NATO’s defences and NATO’s continued support to Ukraine.

    Mr. Rutte praised Latvia for its many contributions to the Alliance. “You spend almost 3 percent of GDP on defence, you host a multinational battlegroup where Allies work side by side to defend NATO’s eastern flank, as well as military exercises to ensure that Latvian and Allied armed forces maintain a high level of readiness and interoperability,” said Mr Rutte at the joint press conference with Prime Minister Siliņa. He referred to Latvia’s commitment to increase defence spending to 3 percent of GDP and noted Riga’s ambition to reach this goal even sooner than expected.     Turkey has ramped up its partnership with Somalia in recent months. It is helping Somalia defend its waters, and has signed a deal to explore for oil and gas off the east African nation’s coast.

    There have also been reports of advanced discussions to have Turkey set up a missile and rocket testing site in Somalia.

    These agreements underscore Turkey’s strategic and economic aspirations in the broader Horn of Africa region.

    Over the past four years, there has been a steady increase in Turkish partnerships and agreements for the export of defence-related products to the region. This has included the use of Turkish drones in conflict zones, such as Libya and Ethiopia.

    I have studied Turkey’s historical and current involvement in Somalia to understand what’s driving Ankara’s policy in the Horn of Africa. In my view, Turkey’s involvement is driven by multiple factors. These include international status-seeking, regional balance and strategic concerns.

    The opening of a training facility in Mogadishu has increased Turkey’s strategic depth in the Horn of Africa, projecting the country towards both sub-Saharan Africa and the Indian Ocean. And the use of Turkish drones in Ethiopia’s Tigray conflict has shown Turkish defence arrangements have become a factor in local dynamics.

    Somalia’s appeal

    Turkey’s interest in Somalia dates back to 2010-2011. At the time, Somalia was grappling with the devastating effects of 20 years of civil war, failed international interventions and the emergence of the al-Qaeda-linked al-Shabaab terror group. In addition, the country was devastated by a famine that claimed more than 250,000 lives.

    Somalia presented Turkey with several opportunities to establish a footprint in a region of high geostrategic value, and to enhance its image in Africa and globally.

    First, there was a lack of interest in the country from major international players. Apart from anti-piracy initiatives in the Gulf of Aden and the US focus on the war on terror, international players watched Somalia with a certain detachment.

    Turkey saw an opportunity to benefit from taking a leading role in an international crisis scenario.

    Second, the world’s attention focused on the Arab world. The region was facing a wave of pro-democracy protests dubbed the Arab Spring. Somalia and the suffering of the Somali people were quickly forgotten by the international community.

    Turkish policymakers saw the country’s isolation as an opportunity to gain international popularity and visibility on the continent.

    Turkey took a multifaceted approach in Somalia. This encompassed humanitarian aid, diplomatic initiatives and economic investment. Turkey also supported state-building efforts and the reconstruction of Somalia’s security apparatus.

    Internal dynamics

    The financial and political resources that Turkey has invested in Somalia are driven by regional and domestic political considerations.

    Regionally, 2016 to 2021 was a period of tension between Turkey, and Saudi Arabia and the United Arab Emirates. Somalia and the competition for influence in its politics became one of the main areas of confrontation.

    Domestically, Turkey has been able to portray its involvement in a way that’s boosted the ruling party’s standing. In addition, engagement in the Horn of Africa meets the demands of various business groups. This includes construction and defence companies that are close to the ruling political elite.

    Intervention in Somalia plays an important role in the narrative of Turkish political elites associated with Turkey’s ruling party, Adalet ve Kalkınma Partisi (Justice and Development Party).

    The party is a conservative but non-confessional party with Islamist roots. A significant proportion of the party’s supporters consider voluntary charity (sadaqa) to be the duty of a good Muslim. As a result, Turkey’s foreign and domestic interests converged with the government’s policy to support crisis-stricken Muslim communities. This includes those in Somalia. Here, Turkey has framed its involvement as a political and humanitarian success story. The Turkish public views it as such.

    Turkey has been able to bolster its security and defence ties at a rapid pace. The country’s Savunma Sanayii Başkanlığı (Defence Industry Agency of Turkey) reports directly to the president. Established as a state body in 1985, the agency gained prominence in 2017 when President Recep Tayyip Erdogan had it placed under the direct authority of the presidency.

    This has made concluding defence agreements – a key factor of Ankara’s foreign policy – much faster.

    Turkey has also used the opportunity to increase its involvement in the energy sector. Ankara has long aspired to play a pivotal role as a major energy hub in the wider region. It has considered establishing exploration operations off the coast of Somalia. Like all emerging powers, Turkey has a thirst for energy. This explains its July 2024 oil and gas exploration deal with Somalia.

    Turning point

    Ankara’s February 2024 defence agreement marked a significant turning point in Turkey-Somalia cooperation.

    The agreement deepens defence ties between the two countries. Under the deal, Turkey has agreed to train and equip the Somali navy. It will also help patrol Somalia’s extensive 3,333-kilometre coastline. Turkey’s focus is on maritime activities. This is a strategic choice largely influenced by the unstable conditions in Somalia, where exerting control over territory is difficult.

    Tracking the money made by perpetrators and preventing the revictimization of children

    LYON, France — INTERPOL has concluded a two-year global operation to bring to justice criminals operating networks of child sexual abuse websites designed to generate profits from advertising.

    Running from December 2021 to July 2023, Operation Narsil also targeted the finance mechanisms used by the website administrators to conduct their online advertising campaigns.

    Over two years, INTERPOL member countries worked together using INTERPOL’s Worst of List (IWOL), sharing targeted intelligence, pinpointing suspects and coordinating arrests of the people managing the websites.

    Created in 2010, IWOL contains a watchlist of websites containing extreme child abuse material.  The General Secretariat headquarters works with law enforcement in all regions so that national Internet service providers close down these websites.

    “Operation Narsil sends a strong message to the criminals making money from these websites that INTERPOL, and its alliance of police forces in 195 member countries, know where they are, what they are doing, and how to find them,” said Jürgen Stock, INTERPOL Secretary General.

    “Every time a person clicks on these images, they are effectively entering a crime scene. Identifying and removing these websites reduces the availability and potential normalization of online child abuse material, and, most importantly, reduces the re-victimization of the children abused,” added Secretary General Stock.

    Worldwide crime trend

    In one case, a brother and sister, both in their early thirties, were arrested as a result of IWOL digital clues and intelligence provided by the global police community pointing investigators to the suspects in Argentina.

    Investigations by Argentina’s Victim Identification Office in the Anti Cyber Crimes against Minors Division and the Specialised Cybercrime Prosecution Unit (UFECI), working with Federal Courts in Mendoza Province, led to the identification and arrest of the two suspects.

    Fourteen electronic devices were seized from their home as well as cash and credit cards. The siblings are thought to have created, maintained and financially benefitted for more than a decade from websites featuring child sexual abuse material and associated advertising campaigns.

    “Given the technological complexities of this case and the degree to which the criminal activity went undetected, these arrests highlight the importance of police cooperation across regional, national, and international borders,” said the Head of Argentina’s Federal Police, Juan Carlos Hernandez, who also serves as delegate for the Americas on INTERPOL’s Executive Committee.

    “With synchronized arrests across continents, this operation confronted global networks that profit from child abuse images and videos. INTERPOL is a strong global network of officers fully committed to putting an end to the online abuse of children, and we applaud the action and incredible results countries have achieved in Operation Narsil,” added Argentina’s Police Chief.

    Local crime, global cooperation

    Working with the Prosecutor’s Office, Bulgarian law enforcement identified and arrested a 34-year-old man who made his living operating an online forum that facilitated the sharing of child sexual abuse materials.

    Bulgarian Police closed the online forum he had been running since 2020 and which is thought to have facilitated access to thousands of media files depicting serious child sexual abuse material.

    Following the arrest, investigations are ongoing to identify forum users.

    In one case during the Russian leg of Operation Narsil, police authorities arrested two 24-year-old citizens for the production and online circulation of materials depicting the sexual violation of minors. Authorities searched the suspects’ homes, seizing computer equipment containing specialized software for creating and administrating websites, and removable hard drives containing child sexual abuse material.

    With the support of US Homeland Security Investigations, Thai police arrested a 45-year-old Thai national for the possession and online distribution of child sexual abuse material. His arrest came after police executed a search warrant at his residence, uncovering large amounts of child sexual abuse material and financial transaction records associated with online distribution of the abuse photos.

    Narsil – meaning a longsword which tackles all evil – is one of the first INTERPOL operations to focus on identifying, locating and arresting the people receiving advertising revenues from website visitors interested in viewing the site’s child sexual abuse content.

    INTERPOL has been monitoring websites disseminating child sexual abuse imagery for more than 13 years and, in collaboration with law enforcement partners across the world, has seized more than 20,000 domains.

    Operation Narsil involved investigations triggered by law enforcement in Austria, Argentina, Belarus, Bulgaria, Canada, Cyprus, Estonia, France, Germany, Italy, Kyrgyzstan, Latvia, Lithuania, Luxembourg, Moldova, Netherlands, New Zealand, Norway, Poland, Romania, Russia, Singapore, Spain, Switzerland, Thailand, United Kingdom and United States.

    At the end of September Institute for Statistical Studies and Economics of Knowledge (ISSEK) HSE held a meeting with representatives of analytical centers from Brazil, India, and Egypt. The participants considered the possibilities of cooperation, including conducting joint surveys and comparative studies, and discussed the formation of common databases and joint publications on foresight and scientific and technical policy. A decision was also made to prepare a draft multilateral agreement on the establishment of the BRICS Foresight Research Association.

    Leonid Gokhberg, First Vice-Rector of the National Research University Higher School of Economics and Director of the ISSEK, welcomed the participants and presented an overview of HSE research activities in areas of possible cooperation, focusing in particular on those conducted by the team of the Institute for Statistical Studies and Economics of Knowledge.

    ISSEK comprises 19 research centres and two international laboratories, with over 240 employees, making it the largest research unit of the Higher School of Economics. The key areas of the institute’s activities are statistical measurements and forecasting of development directions in science, technology, innovation, education, the digital economy and creative industries. ISSEK scientists analyse scientific, technical and innovation policies implemented in Russia and around the world, and study the factors of sustainable economic growth, social welfare and competitiveness.

    ISSEK is implementing a number of large-scale research projects. The Doing Science in Russia study analyzes the current state of Russian science and its development prospects. The Russian Cluster Observatory, which studies the innovative and creative development of cities and regions, publishes two ratings: the Innovative Development Rating of Russian Regions and the HSE Global Cities Innovation Index. In the third, recently published edition, the authors examine more than 1,000 agglomerations with the largest number of high technologies and creative leaders from 144 countries. Hundreds of ISSEK research projects use the results of the unique iFORA big data mining system developed by its team.

    Leonid Gokhberg outlined potential areas of cooperation between ISSEK and foreign partners in the framework of joint research, publications and courses in such areas as foresight, the use of big data, scientific and technical policy, the business climate in the field of science and technology, the digital economy, the creative economy, and innovative urban development.

    The Director of the ISSEK also proposed the creation of a BRICS Foresight Research Association, which would promote cooperation in the field of futures research.

    Fernando Rizzo, Director of the Center for Strategic Studies and Management in Science, Technology and Innovation (CGEE, Brazil), introduced the audience to the history and activities of the organization. CGEE was founded in 2001 and has 115 employees. The center supports decision-making processes on topics related to science, technology and innovation. CGEE experts evaluate and monitor public policies, identify promising technologies and competencies, conduct foresight studies, and provide strategic consulting services for decision-making. CGEE includes several research observatories: Information Services for Science, Technology and Innovation; Space Technology Observatory; Science, Technology and Innovation Observatory; Innovation Observatory for Sustainable Cities; Bioeconomy Observatory; Digital Transformation Observatory.

    In 2024, CGEE organized the 5th National Conference on Science, Technology and Innovation, a major event that attracted a total of 30,000 participants from 27 Brazilian states. The conference presented the Brazilian Plan for Artificial Intelligence (BPAI) 2024-2028.

    Dr. Mohamed Ramadan Rezk, Director of the Egyptian Science, Technology and Innovation Observatory (ESTIO, Egypt), began his presentation with the surprising idea that foresight existed as far back as Ancient Egypt, where the future, i.e. life after death, was depicted on bas-reliefs. In its modern sense, foresight research began in Egypt in 1975, when the Food and Agriculture Organization of the United Nations conducted a study on the demographic impact of potential development strategies from 1975 to 1985. ESTIO was established in February 2014 as a subordinate organization of the Academy of Scientific Research and Technology (ASRT) to develop science, technology and innovation indicators, conduct foresight studies and raise awareness of foresight in Egypt. Later, in 2021, the North African Applied Systems Analysis Center (NAASAC) was established as a collaboration between ASRT, the International Institute for Applied Systems Analysis (IIASA) in Austria and the National Planning Institute of Egypt. Its activities include developing an online educational program on applied research; organizing joint applied research on issues relevant to decision makers in Egypt, North Africa and the Arab States; and providing advisory services to governments and businesses. ASRT conducts foresight research in areas such as energy, water, the impact of COVID-19 on society, and climate change.

    Dr. Gautam Goswami, Principal Scientist, Technology Information, Forecasting and Assessment Council (TIFAC, India), shared the strengths of his organization. TIFAC is a technology think tank under the Ministry of Science and Technology, Government of India. It brings together eminent experts from government agencies, research institutes, universities and industry. TIFAC focuses on areas such as assessing the country’s technology needs and forecasting promising areas of technology development. Since 1996, TIFAC has been publishing a series of reports called “The Future of Technology” (the first and second editions set the forecast horizon for 2020 and 2035; the report “The Future of Technology – 2047” is currently being prepared). The council’s experts also prepare other short- and long-term foresight reports, as well as the Technology Market Research Report, which tracks new technologies, collects patent information, and maintains databases of technologies and experts. TIFAC also provides foresight training to industry professionals, government officials, and academics.

    Iwao Ohashi from Japan, Advisor for Japan and Asia Pacific Countries to the Association of Industrial Parks of Russia, shared his opinion on the prospects for Russia’s technological development under sanctions. He believes that Russia should develop cooperation in technology and innovation with the BRICS countries. Joint foresight studies are also very important, and Iwao Ohashi believes that the creation of the BRICS Foresight Research Association would be a very promising idea. Mr. Ohashi noted that in the near future, China will most likely become a global leader in innovation. At the same time, he emphasized that “we need to make a strategic bet on the creation of Russian innovation centers within the country and in its regions, as well as invite foreign experts to Russia.”

    Following the presentations, ISSEK scientists exchanged ideas for cooperation with foreign participants. Dirk Meissner, Head ofLaboratory of Innovation Economy and academic director of the master’s program “Governance in the field of science, technology and innovation“, mentioned cooperation with colleagues from the University of Campinas in Brazil. “Geographical distance is no longer a problem,” said Dirk Meissner, emphasizing the importance of communication and education online.

    Liliana Proskuryakova, Head of DepartmentLaboratory for Science and Technology Research, noted the issues of health care, energy and water resources as cross-cutting themes in the participants’ speeches. A comprehensive analysis of these basic needs of humanity can determine the priorities of cooperation, in addition, this agenda is also in line with the Sustainable Development Goals that are relevant for our countries. Mikhail Gershman, Director Center for Scientific, Technical, Innovation and Information Policy, head of the project “Making Science in Russia”, invited colleagues to join forces in the framework of comparative cross-country studies of the working conditions of scientists and state scientific and technical policy. Ekaterina Streltsova, director Center for Statistics and Monitoring of Science and Innovation, proposed establishing cooperation to conduct joint research on technological development, including using patent analysis tools.

    Evgeny Kutsenko, Director of the Russian Cluster Observatory, spoke about the project’s scientific plans, including cluster development, unicorn companies and creative industries. The possibilities of strengthening joint projects based on the results of big data analysis were demonstrated by showing the system developed at ISSEKiFORA, expert of the Center for Strategic Analytics and Big Data of the ISSEK Maria Antasheva.

    “I am pleased to meet you. CGEE started collaborating with HSE many years ago. And when Alexander Sokolov suggested intensifying scientific ties, most of the CGEE staff, who already had experience interacting with the Higher School of Economics, knowing the high level of its research, readily supported this idea,” said Fernando Rizzo, Director of CGEE. “At our center, we work in various areas, including sustainable cities, bioeconomy, energy, airspace, agriculture and education. Among the potential areas of our international cooperation, I see training and education in AI and data science, the use of generative AI for research and innovation, joint data infrastructure and the use of predictive modeling in big data analysis.”

    The meeting participants agreed to strengthen international ties and implement projects in areas of mutual interest, including within the framework of the planned multilateral agreement to create the BRICS Foresight Research Association.

  • MIL-OSI Europe: Briefing – Asia’s skyrocketing space race: A competition for peace? – 16-10-2024

    Over the past 20 years, new Asian players have emerged in the competition for space. Until the end of the 20th century, Japan – the only Asian country admitted to the International Space Station – played a leading role in the region. However, the beginning of the 21st century has seen the rise of other countries’ space capabilities, fuelling a new space race. China has made sizeable progress, outpacing Russia as the main competitor to the United States. Beijing aims to be the world’s leading space power by the mid-2040s and has integrated its space activities in the army structure. China is planning to build a permanent research station on the lunar south pole and a solar power station in space. China and Russia are increasingly teaming up in space projects. India has showed the capability to perform low-cost missions, including the successful landing on the Moon in August 2023, making it the fourth country to achieve this. South Korea has a relatively recent space history, but aims to rank among the world’s top five space powers by 2045. The United Arab Emirates (UAE) and Saudi Arabia have revealed ambitious space policies; the UAE aims to establish the first inhabitable human settlement on Mars by 2117. Meanwhile, despite the narrative of a shared vision for humanity in space, China is accumulating major counter-space capabilities, including that of seizing control of a satellite, rendering it ineffective. The Chinese army has meanwhile designated outer space as a warfighting domain. There is also concern around the claimed pacific purpose of Iran’s space programme, potentially supporting its intercontinental ballistic missile capacities. North Korea is also developing a space programme. The European Union (EU) economy, society and security are increasingly reliant on space services. The April 2021 Space Regulation established the EU space programme and the EU Agency for the Space Programme. The EU’s space strategy for security and defence was adopted in March 2023.

  • MIL-OSI Europe: Briefing – Confirmation hearings of the Commissioners-designate: Wopke Hoekstra – Climate, Net Zero and Clean Growth – 15-10-2024

    Wopke Hoekstra has served as the Commissioner for Climate Action since October 2023. In this role, he represented the European Union at the UN Climate Change Conference (COP28) in Dubai, United Arab Emirates, in November 2023. Starting in early 2024, Hoekstra, along with the Executive Vice-President in charge of the European Green Deal, Maroš Šefčovič, has been communicating on behalf of the Commission regarding its 2040 climate target and managing climate risks. He has also been representing the Commission in clean transition dialogues with industry. From 2011 to 2017, Hoekstra was a Member of the Dutch Senate representing Christian Democratic Appeal (the CDA), affiliated to the European People’s Party (EPP) group in the European Parliament. In October 2017, he became the minister of finance, a position he held until 2022, also becoming the leader of the CDA in 2020. From January 2022 he served concurrently as deputy prime minister and minister of foreign affairs. Prior to taking on the role of Commissioner, he stepped down from both of those positions in July 2023. Born in 1975, Hoekstra studied law at Leiden University, from which he graduated in 2001. In 2005, he obtained an INSEAD MBA degree. Early in his career Hoekstra held commercial posts at Shell. In 2006, he joined global consulting company McKinsey, becoming a partner in 2013.   • MIL-OSI Video: Yemen: call to release all those detained, including 17 UN personnel | UN Security Council Briefing

    Briefing the Security Council today (15 Oct) in New York City, the Special Envoy of the Secretary-General for Yemen, Hans Grundberg, called on Ansar Allah “to immediately and unconditionally release all those arbitrarily detained, including 17 United Nations personnel.”

    SE Grundberg said, “in Yemen, Ansar Allah continues to hold UN personnel, civil society workers, and staff of diplomatic missions in arbitrary detention. With all this said, I echo the urgent call of the Secretary-General: an immediate ceasefire and regional de-escalation is needed to halt this widening conflict.”

    He also said that four of those peacekeepers detained are women and one of them is from Grundberg’s team. The Special Envoy said, “I am counting on the support of this Council in sending this clear message.”

    Hans Grundberg also said, “we must acknowledge the immense burden Yemeni women continue to carry in this conflict and recognize their bravery. Yemeni women have been at the forefront in driving peacebuilding efforts for years, and, now more than ever, it is crucial to amplify their voices. I call on all parties to ensure that women are empowered to shape the decisions that will pave the way for lasting peace in Yemen. To support this, my Office, in partnership with UN WOMEN have to date held specific consultations with over 400 Yemeni women and men to advance a vision for an inclusive peace process in Yemen.”

    UN humanitarian affairs acting chief Joyce Msuya echoed the Special Envoy’s message saying, “the potential laying of ‘charges’ against our colleagues is unacceptable.”

    On the humanitarian front, Msuya said, “2024 now marks the deadliest year for migrants crossing the sea between the Horn of Africa and Yemen.”

    In addition to the food crisis, Yemen is battling a devastating cholera otbreak. Msuya said, “hunger continues to rise. In August, the number of people who do not have enough food to eat soared to unprecedented levels. And severe levels of food deprivation have doubled in areas controlled by the Houthi de facto authorities since last year. Cholera also continues to spread. Since March this year, more than 203,000 suspected cases have been reported and more than 720 people have lost their lives. Women and girls account for 53 per cent of cases.”

    Yemen’s Permanent Representative to the UN, Abdullah Ali Fadhel Al-Saadi, said Houthi militias “have been committing the worst human rights violations. They’ve been destroying the lives of children by recruiting them and pushing them to the battlefield. By planting millions of mines, they’ve been pursuing the policy of systematic impoverishment and starvation to humiliate and subjugate Yemenis in areas under their control.”

    He also reiterated a call from the Yemeni government for “relocating the headquarters of UN agencies and headquarters of international organizations to the temporary capital in Aiden to ensure environment that allows the agencies to work affectively and serve those in need.”
