  • MIL-OSI NGOs: One year of war without rules leaves Gaza shattered News Oct 02, 2024

    NEW YORK/JERUSALEM, October 2, 2024 — One year into the escalation of war in Gaza, the medical and humanitarian situation is catastrophic, said Doctors Without Borders/Medecins Sans Frontieres (MSF). Israel’s all-out war and punishing siege have destroyed Gaza’s already fragile health system, repeatedly displaced people who have been forced into smaller and smaller areas, and choked off access to desperately needed food, water, and medicines. 

    On October 7, 2023, Hamas militants launched a horrific attack inside Israel, leaving 1,200 people dead and taking 251 people as hostages. In response, the Israeli military launched an assault on Gaza that has so far killed more than 41,500 people, wounded 96,000, and displaced approximately 1.9 million people. Violence has since surged in the West Bank, in Lebanon, and across the region.

    “This has been a year of unrelenting horror and violence against civilians, with no end in sight,” said Avril Benoît, chief executive officer of MSF USA. “As this conflict spreads across the region, we repeat our urgent call for an immediate ceasefire in Gaza. This is the only way to stop the spiraling violence and bring lifesaving care to people who are struggling to survive.” 

    Medical needs of Palestinians in Gaza

    Palestinians in Gaza are suffering from war wounds, infectious diseases, malnutrition, and mental trauma while living in overcrowded and inhumane conditions. MSF medical staff have treated patients on a daily basis with wounds caused by bombings. People have extensive burns, crushed bones, and amputated limbs—all of which require intensive and long-term care that is not possible under current conditions. Since the escalation of war last October, MSF teams have treated more than 27,500 patients for violence-related injuries, with more than 80 percent of the wounds linked to shelling. 

    Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.

    “Israeli bombardments of densely populated areas have repeatedly caused injuries on a massive scale,” said Dr. Amber Alayyan, MSF medical program manager. “Our teams have been forced to perform surgeries without anesthesia, witness children die on hospital floors due to a lack of resources, and even treat their own colleagues and family members. Meanwhile, the health care system in Gaza has been systematically dismantled by Israeli forces.”

    Well before October 7, MSF was already treating people in Gaza suffering from the effects of Israel’s 17-year occupation, blockade, and recurrent attacks. Teams have cared for patients with life-altering physical injuries, severe burns, and mental health conditions.

    Attacks on health care leave few medical options

    As medical needs are growing exponentially, people’s options for care are shrinking. Israeli forces have committed widespread and systematic attacks on Gaza’s health care system and other vital civilian infrastructure. The health care system is now on the edge of collapse. Today, only 17 out of 36 hospitals are partially functional. Warring parties have conducted hostilities near medical facilities, endangering patients, caretakers, and medical staff. Six MSF colleagues have been killed. From October 2023, staff and patients from MSF have had to leave 14 different health structures, due to serious incidents and ongoing fighting. Each time a medical facility is evacuated, thousands of people lose access to lifesaving medical care. This will have consequences on people’s health, not just in the immediate term, but in the weeks and months to come.

    The lack of access to health care is compounded by the lack of humanitarian and medical supplies in Gaza. Israeli authorities have routinely imposed unclear, unpredictable criteria for authorizing the entry of supplies. Once supplies cross into the Gaza Strip, they often do not make it to their destination, due to an absence of safe and accessible roads, ongoing fighting, and looting of food and basic items. The first step in addressing this is for Israel to open vital land borders to ensure massive humanitarian and medical aid can reach those in need. The blockade on Gaza must end.

    The US has a responsibility to ensure its support is not used to harm civilians 

    “For one year, Israel’s allies have continued to provide their military support to Israel, as children are killed en masse, tanks fire on deconflicted shelters, and fighter jets bomb so-called humanitarian zones,” said Chris Lockyear, MSF’s secretary general. “This has been accompanied by a consistent public narrative dehumanizing people in Gaza and failing to distinguish between military targets and civilian lives. The only way to stop the killing is with an immediate and sustained ceasefire.”

    Israel and Hamas, supported by their respective allies, have failed time and time again to implement a sustained ceasefire in Gaza. While the US led efforts in June to secure passage of a ceasefire resolution by the UN Security Council, it has vetoed previous resolutions brought by other Council members and continues to provide arms to Israel. Israel must immediately stop the indiscriminate killing of civilians in Gaza and urgently facilitate the delivery of aid to alleviate suffering inside the Strip—and its allies must demand they do so. Under international norms and laws, civilians must be protected from violence and have the right to access humanitarian assistance, especially medical care. 

    As a leading ally of Israel, the US has a particular responsibility to ensure that its support is not used to kill and maim civilians, attack hospitals and health workers, and block the delivery of humanitarian aid in Gaza.

    “The US remains the leading provider of military and financial support to Israel, fueling the destruction of Gaza and the resulting humanitarian crisis,” Benoît said. “As a leading ally of Israel, the US has a particular responsibility to ensure that its support is not used to kill and maim civilians, attack hospitals and health workers, and block the delivery of humanitarian aid in Gaza.”

    In Gaza, MSF is currently running medical activities in two hospitals, Al-Aqsa and Nasser Hospitals, eight health care facilities, and two field hospitals in Deir al-Balah. Field hospitals cannot replace the health care system that Israel has dismantled in Gaza. Since the beginning of the war, MSF teams have offered surgical support, wound care, physiotherapy, maternity and pediatric care, primary health care, vaccination, mental health services, and water distribution

    During the fourth ILR gathering, members reaffirmed their shared commitment to building collective resilience against ransomware, supporting members if they encounter a ransomware attack, pursuing actors responsible for ransomware attacks and not allowing these actors to operate in their jurisdictions, combating the use of virtual assets as part of the ransomware business model, working with the private sector to advise and support ILR members, and forging international partnerships so that we are collectively better equipped to combat the ransomware scourge.

    Over the past year, this coalition has grown and continues to build on commitments made at the third ILR gathering in 2023. The United States launched a new ILR Member Fund to strengthen members’ cybersecurity capabilities through rapid assistance following a cyberattack as well as targeted support to improve cybersecurity response skills, policies, and procedures.

    Under the Strategic Pillar, led by Singapore and the UK, efforts have been underway to strengthen resilience against ransomware attacks and leverage the ecosystem to disrupt the criminal ransomware industry. These efforts aim to strengthen the operating model that underpins the ransomware ecosystem by focusing work on secure software and labelling, methods to prevent the use of virtual assets as part of the ransomware operating model, policies to reduce ransom payments, increased and improved reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, respond to, and recover from a ransomware attack. It is worth noting that ILR members and insurance bodies have endorsed guidelines to assist organisations that have been hit by a ransomware attack. The guidelines highlight the important role that cyber insurance can play in building resilience to cyberattacks and highlight actions that organizations should consider during an incident. In addition, pillar leaders hosted a tabletop exercise to help members identify gaps in their processes, learn best practices, and develop effective responses to ransomware attacks against the healthcare sector.

    Under the Diplomacy and Capacity Building pillar, led by Germany and Nigeria, ILR partnerships were expanded with the addition of 18 new members to the coalition and members’ capacity building assets and needs were established. To foster collaboration, build new partnerships, and recruit new members to the Initiative, ILR members hosted regional events throughout the year.

    Led by Australia and Lithuania, the Ransomware Working Group (RWWG) has focused its efforts on building resilience against malicious cyberattacks through international cooperation. As co-chairs of the RWWG, Lithuania and Australia developed governance principles for intelligence sharing and improved members’ integration into intelligence sharing platforms led by Lithuania and Belgium, as well as Israel and the United Arab Emirates. These platforms will enable members to easily share threat intelligence and indicators of compromise. As part of a project led by INTERPOL and Australia, a comparative report was produced to analyse ransomware responses and remediation across ILR member jurisdictions. Australia launched an ILR website and portal to facilitate the exchange of information and best practices, foster collaboration, and provide a mechanism for the ILR community to request assistance when members are victims of a ransomware attack. The LRWG Co-Chairs called on members to behave responsibly in cyberspace by encouraging them to hold malicious actors accountable and deny them safe haven using all cyber diplomacy and law enforcement tools at their disposal.

    Canada has established a new public-private sector advisory council to advise and support ILR members in the fight against ransomware. This advisory council will promote effective information sharing, build trust through clear expectations and people-to-people collaboration, and develop best practices to overcome practical barriers.

    ILR also hosted a first-ever event exploring the use of artificial intelligence (AI) to combat ransomware attacks. Topics discussed included using AI to track threat actor usage and software security, scenario planning for ransomware attacks on the healthcare industry, and tools like digital watermarking to counter disinformation.

    Through the annual ILR gathering, hard work, and regional meetings that take place between gatherings, we are committed to working together at the strategic and operational levels to combat ransomware threats and hold the perpetrators of these malicious attacks accountable. The ILR continues to advocate for responsible behavior in cyberspace and encourage members to report malicious acts. We remain committed to using all appropriate tools to achieve these goals and jointly commit to the following actions in support of this mission.

These efforts seek to undercut the business model that underpins the ransomware ecosystem by driving forward work on secure software and labeling, methods to counter the use of virtual assets as part of the ransomware business model, policies to reduce ransom payments, increase and improve reporting, cyber insurance, and a playbook to guide businesses on how to prepare for, deal with, and recover from a ransomware attack. Of note, CRI members and insurance bodies have endorsed guidance to help organizations experiencing a ransomware attack. The guidance underscores the important role cyber insurance can play in helping to build resilience to cyber attacks and highlights actions organizations should explore during an incident. In addition, the Pillar held a table-top-exercise to assist members in identifying gaps in their processes, learning best practices and supporting members develop effective responses to ransomware attacks on the healthcare sector.

Lithuania and Australia, as ICRTF co-chairs, worked to develop governance for information sharing and increase onboarding of members to the information sharing platforms led by Lithuania and Belgium as well as Israel and UAE. These platforms will allow members to easily share threat information and indicators of compromise. In a project led by INTERPOL and Australia, a comparative report was produced analyzing Ransomware Interventions and Remediation in CRI members’ jurisdictions. Australia launched a website and member portal so CRI members can easily share information and best practices, foster collaboration, and use as a mechanism to request assistance from the CRI community when experiencing a ransomware attack. The ICRTF co-chairs presented a statement for members to join that calls for responsible behavior in cyberspace and encourages members to hold malicious actors accountable and deny them safe haven using all of the cyber diplomacy and law enforcement tools at their disposal.

    Canada established a new Public-Private Sector Advisory Panel to advise and support CRI members in combating ransomware. This advisory panel will catalyze effective information sharing, build trust through clear expectations and person to person collaboration, and develop best practices to navigate practical hurdles.

    The Initiative also hosted its first-ever event dedicated to examining the use of AI to counter ransomware attacks. Topics of discussion included the use of AI to track threat actor use, AI for Software Security, scenario planning around ransomware attacks on the healthcare industry, and tools such as watermarking to counter disinformation.

    Through the Initiative’s annual gathering as well as the dedicated work and regional meetings occurring between each meeting, we commit to working together at both a policy and operational level to counter ransomware threats and hold perpetrators of these malicious attacks accountable. CRI continues to call for responsible behavior in cyberspace and encourage members to call out malicious acts, and we remain committed to using all appropriate tools to achieve these goals, and are jointly committed to the following actions in support of this mission.

  • MIL-OSI USA: Addressing Escalation of Tensions in the Middle East

    Before I take your questions today, I’d like to address an urgent public safety concern. As we all know, the Iranian regime launched a missile attack on Israeli civilians just yesterday evening. At the same time, a mass shooting occurred on the streets of Tel Aviv. The Israeli authorities classified this as a terror attack.

    And while I know those events are happening on the other side of the globe, here in New York, we are the largest Jewish population outside of Israel, and one of the largest Muslim and Arab populations in America. And so, these global events have a unique residence here with us. As Governor, my number one priority is public safety, and we have spent months preparing for this time of the year. We knew tensions would be high, particularly as we deal with the High Holy holidays, as well as the advent of the one year anniversary of October 7.

    So earlier this year, knowing these dates were coming, I directed my administration to start preparing to enhance our security; heightening our surveillance, making sure we have a visible presence, and yesterday afternoon, I asked for and received a confidential intelligence briefing with the Mayor of New York City with his head of counterintelligence as well, making sure that our teams are closely aligned and working together.

    We heard from representatives from NYPD and our State Division of Homeland Security and other law enforcement leaders. The most important takeaway from yesterday’s conversation and further briefings today is that there are no known threats to New Yorkers at this time. Again, there’s no known threats. I also conveyed this at a gathering of Jewish leaders to let them know that there are no known threats, but to make sure that the relationships are strong so they know we are there to be of assistance preemptively, and be there if anything should occur.

    We have to be prepared for every single scenario. And for that reason, I have directed our State Police Superintendent James to increase State Police patrols at at-risk areas: synagogues, yeshivas, community centers, mosques. You’ll also see increased law enforcement presence at all critical infrastructure hubs, including major transit centers.

    And now, we’re working closely to make sure that all populations are protected. We’re protecting not just — working with NYPD in New York City — but also we have to be aware of threats that could occur in Westchester, Long Island, and other populations outside of New York City. We’re also protecting the Muslim communities as well as the Jewish communities against hate crimes that could ensue.

    Just as we’ve seen a major spike in antisemitism this year, we’ve seen increased attacks on our Muslim neighbors as well. So, this includes enhanced monitoring of our social media and online sites, and recognizing that individuals can be radicalized by the toxic stew that is a slew of hate online, and we’ve seen the ill effects of that as well. Certainly, the individual that was radicalized online — a white supremacist. An 18-year-old white supremacist, who slaughtered 10 of my neighbors in Buffalo, would fit that category. And he was radicalized by the same online hate that led to the Tree of Life Synagogue shooting in Pittsburgh.

    So, with all this as a backdrop, we have increased our monitoring tools for social media, increased our State presence on the FBI Joint Terrorism Task Force, and right now we’re ensuring that we have all hands on deck to fight the rise in these crimes.

    The other aspect is parents worried about their students on college campuses, especially throughout the year in light of last spring, but also during the High Holy holidays. I want to be clear: every student in New York should be able to worship safely on their college campus. And before the semester even began, my teams have worked closely with campus leadership to ensure that they have safety and security plans that we have reviewed and signed off on. Yes, students have a first amendment right to protest, they also have a right to gather and celebrate the holidays without fear of harassment.

    So, as we also approach — not just the holidays and the holy days — as we approach October 7, I want to continue reminding New Yorkers we’re going to be vigilant, monitoring the situation. There will be many vigils, likely counter protests, and nothing is more important to me than keeping everyone safe, so we’re taking major steps at this time again, courting any other law enforcement individuals and community organizations to ensure their safety during this difficult time.

    On 6 July 2024, Azerbaijan hosted an informal summit of the Organization of Turkic States, which was attended by the Hungarian Prime Minister Viktor Orbán. The Azerbaijani government also invited the so-called president of the ‘Turkish Republic of Northern Cyprus’, the Turkish Cypriot secessionist entity that is not internationally recognised. The summit was held, coincidentally, on the 50th anniversary of the 1974 invasion by Türkiye.

    Inviting the Turkish Cypriot leader as a ‘head of state’ is provocative and suggests indirect recognition of the secessionist entity. It also contravenes relevant UN Security Council resolutions, international law and the democratic principles on which the European Union is founded.

    The EU remains Azerbaijan’s largest foreign donor and investor in both governmental and civil society sectors, despite Azerbaijan’s human rights record, particularly concerning Armenia. Nonetheless, the EU continues to emphasise the importance of upholding human rights and protecting freedoms of expression, assembly and the media in Azerbaijan.

    In view of this:

    • 1.What actions will the Commission take, given Azerbaijan’s violations of international law and disregard for the territorial integrity and sovereignty of Cyprus, an EU Member State?
    • 2.Will the Commission assess and/or suspend its aid to and investment in Azerbaijan?

    In September 2024, a Greek Cypriot was arrested by the authorities of the illegal, non-recognised, self-declared ‘Turkish Republic of Northern Cyprus’ at the Deryneia checkpoint on accusations of espionage. The arrest came after a peaceful visit to the territory of the occupied Deryneia village on 31 August 2024. This is yet another flagrant violation of the rights of Greek Cypriots, who are being deprived of their fundamental rights of living freely and peacefully within the territory of their sovereign country.

    This incident raises particular concern as it occurred at a checkpoint on a road that was developed as part of confidence-building measures between the two communities in Cyprus, funded through the EU’s Directorate-General for Structural Reform Support, whose mandate is to promote cooperation and facilitate the reunification process.

    • 1.How does the Commission intend to respond to such incidents that undermine the efforts to foster peace and reunification?
    • 2.What steps will be taken to address the misuse of EU-funded infrastructure for hostile actions towards EU citizens?

    The participation of Turkish Foreign Minister, Hakan Fidan, in the informal meeting of EU Foreign Affairs Ministers in Brussels on 29 August this year was, among other things, a gesture of goodwill on the part of the Republic of Cyprus. The aim remains the resumption of negotiations with a view to resolving the Cyprus invasion and occupation issue.

    In its conclusions of April 2024, the European Council, as in past conclusions, linked the progress in EU-Türkiye relations with the Cyprus issue, stating: ‘the European Union attaches particular importance to the resumption of and progress in the Cyprus settlement talks in further enhancing EU-Türkiye cooperation’.

    However, the situation in the occupied territories of the Republic of Cyprus is getting worse. Examples of this include the recent opening up of the enclaved city of Famagusta and the fact that the Turkish side turned down an invitation from the General Secretary of the United Nations to attend an informal meeting.

    In view of this, could the Vice-President of the Commission and High Representative of the Union for Foreign Affairs and Security Policy answer the following:

    • 1.What is your take on the Turkish Foreign Minister’s participation in the Gymnich meeting?
    • 2.What are your thoughts concerning the need for Türkiye to change its stance on the Cyprus issue?

    The Head of State chaired a National Defense and Security Council on the situation in Lebanon and recent developments in the Middle East crisis, on Tuesday, October 1, 2024, at the Elysée Palace, in the presence of the Prime Minister, the Minister of the Interior, the Minister for Europe and Foreign Affairs and the Minister of the Armed Forces.

    Faced with the dangerous escalation of tensions in the Middle East, the President of the Republic reaffirmed France’s commitment to peace and security for all in the region. In this regard, he condemned in the strongest possible terms Iran’s new attacks against Israel. Committed to Israel’s security, France today mobilized its military resources in the Middle East to counter the Iranian threat. The Head of State also reiterated France’s demand that Hezbollah cease its terrorist actions against Israel and its population.

    The President of the Republic also expressed France’s willingness to act for Lebanon. He called for Israel to end its military operations as soon as possible. He considered that too many civilians are already victims. He hoped that Lebanon’s sovereignty and territorial integrity would be restored in strict compliance with United Nations Security Council Resolution 1701. In this regard, he reaffirmed France’s commitment to UNIFIL. He noted that it is also up to the Lebanese to come together at this critical moment. France will stand alongside all those who act in this direction and will very soon organize a conference in support of the Lebanese people and their institutions.

    The President of the Republic reiterated his determination to obtain a long-term settlement that ensures the security of the populations on both sides of the Blue Line. The displaced must be able to return home in complete safety, in Israel as well as in Lebanon. The United Nations Security Council must be notified and be able to express its views on the current situation.

    The President of the Republic has instructed the Minister for Europe and Foreign Affairs to travel to the Middle East again. There he will consult with all those who have a role to play in initiating de-escalation and finding lasting solutions to the current crisis in all its aspects, particularly the situation in Lebanon and Gaza.

    Attentive to the security and protection of our compatriots in Lebanon and the Middle East, the Head of State requested that all necessary measures be taken to assist them and, if necessary, help them. He also requested that the greatest vigilance be observed and that adequate measures be taken to prevent the possible repercussions of these latest developments in the Middle East on the national territory and ensure the security of everyone.

    Announced by Minister Randy Boissonnault and Jordan Reiniger, Executive Director, Boyle Street Community Services, this new building will be better suited to provide health and support services to people experiencing homelessness and poverty in Edmonton’s growing downtown core.

    The new Okimaw Peyesew Kamik (King Thunderbird Centre) will be an accessible, energy-efficient building that will replace the former community centre. It will provide essential health and housing services, while supporting Edmonton’s vulnerable community, all under one roof. Located two blocks north of the former location, the centre will feature a private outdoor space for ceremony and land-based healing, as well as 75,000 square feet of indoor space, including a triage area for those waiting for health supports and services. Improvements to this innovative, solution-focused space include improved accessibility to services on the ground floor and the integration of important aspects of Indigenous culture and ceremony throughout the building. The renovated building, which will be carbon neutral, will serve as the headquarters for Boyle Street Community Services.

    For over 50 years, Boyle Street Community Services has been working to help people experiencing homelessness and poverty. The new facility will allow Boyle Street Community Services to continue its long-standing work in the community, providing vital programs such as basic needs support, health services, addictions assistance, identification and financial services, cultural healing and essential services.

    The federal government is investing $21,000,000 in this project through the Green and Inclusive Community Buildings (GICB) Program, and Boyle Street Service Society is investing $24,023,383.

    These improvements are expected to result in annual fuel savings of approximately 99% for the facility and a reduction in greenhouse gas emissions of 709 tonnes.

    The Green and Inclusive Community Buildings (GICB) program was created to support Canada’s Strengthened Climate Plan: A Healthy Environment and a Healthy Economy. It supports the first pillar of the Plan by reducing greenhouse gas emissions and increasing energy efficiency, and by helping to build resilience to climate change.

    The program provides $1.5 billion over five years for modernization, repair or improvement work that promotes the environment and accessibility.

    At least 10 percent of the funds are allocated to projects for First Nations, Inuit and Métis communities, which includes Indigenous populations in urban centres.

    The application period for the Green and Inclusive Community Buildings program is now closed.

    On December 18, 2023, the federal government launched the Prairie Green Economy Framework, which highlights the need for a collaborative, regional approach to sustainability, focused on strengthening the coordination of federal programs and initiatives with significant investments. The Framework is the first step in a journey that will bring together many stakeholders. PrairiesCan, the federal department working to diversify Canada’s Prairie economy, has committed $100 million over three years to support projects aligned with priority areas identified by Prairie stakeholders to create a stronger, more sustainable and inclusive economy for the Prairie provinces and Canada.

    Infrastructure Canada supports the Prairie Green Economy Framework to encourage greater collaboration on investment opportunities, leverage additional funding and attract new investment to the Prairies to better meet needs.

    OKLAHOMA CITY, OK — Senators James Lankford (R-OK) and Jacky Rosen (D-NV) along with Representatives Kathy Manning (NC-06) and Chris Smith (NJ-04), co-chairs of the Senate and House Bipartisan Task Forces for Combating Antisemitism, respectively, released the following statement in response to the Federal Bureau of Investigation’s (FBI) 2023 Hate Crime Statistics Report. The FBI data shows anti-Jewish hate crimes increased in 2023 by nearly 63 percent from 2022, which is the highest number recorded in almost three decades.
    “We are deeply alarmed by the dramatic increase in hate crimes targeting Jewish Americans over the past year, as noted in the FBI’s 2023 Hate Crimes Statistics Report,” said the Members. “With antisemitism skyrocketing across the United States following Hamas’s October 7 terrorist attack on Israel, a whole-of-government approach is needed to protect Jewish communities from violence and hate.”
    Anti-Jewish hate crimes rose from 1,122 to 1,832 incidents from 2022 to 2023. According to the FBI, a total of 16,009 law enforcement agencies, which represent 95.2 percent of the agencies enrolled in the hate crime data collection program, participated in hate crimes reporting for 2023.
    They continued: “As the co-chairs of the House and Senate Bipartisan Task Forces for Combating Antisemitism, we remain steadfast in our commitment to root out the scourge of antisemitism. We’ll continue working across party lines to ensure the federal government keeps Jewish Americans safe from discrimination.”
    Jewish Americans make up around two percent of the US population, yet antisemitic hate crimes accounted for 15.4 percent of all hate crimes reported by the FBI. Anti-Jewish incidents comprised a little over two-thirds of all religion-based hate crimes. 
    As co-chair of the Senate Bipartisan Taskforce for Countering Antisemitism, Lankford has been leading the fight against rising antisemitism. Lankford, along with the co-chairs of the Senate and House Bipartisan Task Forces, introduced a bill to take historic action to counter antisemitism in the United States by establishing a first-ever National Coordinator to Counter Antisemitism. In May, Lankford and Rosen sent a letter urging the Department of Education to designate a senior official to oversee efforts to combat antisemitism on college campuses. They also called on the Senate Health, Education, Labor, and Pensions Committee to hold a full hearing on rising antisemitism on college campuses.

    Mr. President of the General Assembly, Ladies and Gentlemen Heads of State and Government, Ladies and Gentlemen Ministers, Ladies and Gentlemen Ambassadors.

    I speak here on behalf of a country that will never forget what nations are capable of when they are united: freedom. France has just paid tribute this year to the peoples of America, Europe, Africa, Asia and Oceania who allowed it to free itself from Nazi control eight decades ago. Progress and peace.

    Liberated, France founded with these peoples a community of free and sovereign States, capable of committing to each other and agreeing on the essentials.

    Hope, like the one we have seen again recently during the Olympic and Paralympic Games, welcomed this summer by France in the beauty, enthusiasm and harmony of peoples.

    Yet, despite this jubilation, the Olympic truce, unanimously desired here, has remained a dead letter. Yet, the danger of empty words and powerless diplomacy are there before us every day. Yet, our organization is facing the greatest convergence of crises that it has probably known after these eight decades of existence. The feeling of a loss of control is growing in the face of wars, climate change, increasing inequalities, injustices. And every day humanity seems to fragment more while circumstances would require finding common, strong, effective responses.

    To restore to these two words, united nations, their powers of hope, we must find ourselves, as before, on an essential foundation. And this is what I would like to say a few words about.

    First and foremost, we must restore the terms of trust and respect between peoples, and I see them fading in the debates that are ours. To do this, we must indeed show equal attention to those who are suffering.

    I mentioned it here two years ago, warding off the possibility of a double standard, one life equals one life. The protection of civilians is an imperative standard and must remain our compass, even as we celebrate this year the 75th anniversary of the Geneva Conventions. Let us not allow the idea to take hold, for a single moment, that the dead in Ukraine are those in the north, that the dead in Gaza are those in the south, and that the deaths in the conflicts in Sudan, in the Great Lakes region, or in Burma, are those of consciences that, too alone, would be outraged by them.

    Regaining control and restoring this trust therefore implies seeking peace everywhere, accepting no difference whenever the dignity of human life is at stake, accepting no difference whenever the territorial integrity, the sovereignty of States is at stake. These conflicts today call into question our very capacity to enforce our United Nations Charter. And when I see some people wanting to propose peace by asking for capitulation, I am surprised that anyone can even support such an idea.

    I would like to reiterate here how essential the protection of civilians, of all humanitarian workers, of all those who work for our common values is in each of these conflicts.

    Then, we must provide a common response to the major challenges of the two wars affecting Europe and the Middle East. Russia is, in fact, waging a war of territorial conquest in Ukraine, in defiance of the most fundamental principles of international life. It is guilty of serious breaches of law, ethics and even honour. Nothing in what it is doing corresponds to the common interest of nations, nor to the special responsibilities it assumes in this organisation. The fate of Ukraine involves peace and security in Europe and in the world. Because who will still be able to believe themselves protected from their strongest, most violent and most greedy neighbours if we let Russia prevail as if nothing had happened? Nobody.

    It is therefore in our common interest, the common interest of nations, that Ukraine be restored to its legitimate rights as soon as possible and that a just and lasting peace be built. France will continue to do everything in its power to ensure that Ukraine holds firm, gets out of danger and obtains justice. It will continue to provide it with the equipment essential to its defense and, with its closest allies and partners, France will support the remarkable resistance of the Ukrainian people and will commit to ensuring that they obtain lasting security. Let us seek peace. France will know how to join forces with all sincere partners to build a solid peace for Ukraine and for Europe.

    I know that for many of you, the essential is elsewhere; in the all too long list of forgotten wars, unjust victories, poorly negotiated resolutions or sometimes never implemented. I have not forgotten any of them, even if I cannot mention them all here. President TSHISEKEDI preceded me at this podium a few moments ago and the situation in the Great Lakes — I will come back to it with him, and President KAGAME in a few days — concerns us. And in Armenia, Mr. Prime Minister, alongside which France stands firmly in the face of pressure from Azerbaijan and the territories, the international community must be there to ensure that peace negotiations succeed and that internationally recognized borders are preserved.

    But I know that for many of you, the essential thing, beyond these wars, is also today, and it is for us too, in Gaza, where the destiny of the Palestinian people is present, and weighs on each of our debates.

    On this complex subject, I would like to reiterate with the greatest clarity France’s position since day one. We firmly condemn the terrible and unprecedented terrorist attack decided and carried out by Hamas against Israel on October 7. Terrorism is unacceptable, whatever the causes, and we mourn the victims of the Hamas attack on October 7, including 48 French citizens. I extend my thoughts of compassion and friendship to all the families who are living in pain after losing children, parents and friends on October 7. We also solemnly and once again ask that the hostages be released. Among them, several of our French compatriots remain. And I would like to salute the efforts of the United States of America, Egypt and Qatar to achieve this. This remains a priority for all of us.

    Israel, faced with this terrorist attack, has the legitimate right to protect its people and to deprive Hamas of the means to attack it again. And none of us would have suffered the blows received on October 7 without drawing consequences. However, the war that Israel is waging in Gaza has lasted too long. The tens of thousands of Palestinian civilian victims have no justification, no explanation. Too many innocents have died, and we also mourn them. And these deaths are also a scandal for humanity and a dangerous source of hatred, of resentment that threatens and will threaten the security of all, including that of Israel tomorrow.

    This war must therefore end and a ceasefire must be declared as soon as possible, at the same time as the hostages are released and humanitarian aid arrives massively in Gaza. We have held this position since October 2023, pushing for resolutions with many of you holding the first humanitarian conference for Gaza in November in Paris. Today, it is a question of political will in view of the destruction of Hamas’ military capabilities. It is imperative that a new phase begins in Gaza, that the weapons fall silent, that humanitarian workers return, and that civilian populations are finally protected. France will participate in any initiative that will save lives and ensure the security of all. The deployment of an international mission must pave the way for the implementation of the two-state solution. It is up to the United Nations Security Council to decide on this matter and it is also necessary that the necessary measures be taken without further delay to preserve the link between Gaza and the West Bank, to restore the Palestinian Authority to its functions and to ensure the reconstruction of the territory and simply make life possible again.

    France will commit to ensuring that everything is done so that the Palestinians finally have a State living side by side with Israel. The conditions for a just and lasting peace are known. The path to it remains to be paved. It must be as short as possible. France will therefore draw the consequences of its commitment to the two-State solution and will renew its action so that it finally comes about for the benefit of the people, to meet their legitimate aspirations, to bring about a Palestinian State, to give all the necessary guarantees to Israel for its security, to build reciprocal recognitions and common security guarantees for all in the region. We will work on this over the coming weeks with Israelis and Palestinians, as with all our regional and international partners.

    In the immediate future, as we speak, the main risk is that of escalation. My fraternal thoughts go to Lebanon and the Lebanese people. For too long, Hezbollah has been taking the unbearable risk of dragging Lebanon into war. Israel, for its part, cannot, without consequences, extend its operations to Lebanon. France demands that everyone respect their obligations along the Blue Line. We will therefore act to bring about an essential diplomatic path in order to spare the civilian populations and prevent a regional explosion. There must not, there cannot be, a war in Lebanon.

    This is why we strongly call on Israel to stop the escalation in Lebanon and on Hezbollah to stop firing at Israel. We strongly call on all those who provide them with the means to stop doing so. We have asked that the Security Council meet today for this purpose, and I welcome this. And the French minister will be visiting Lebanon this weekend.

    It is the same unity that we must demonstrate in the face of the major regional challenges and the global challenges that are ours. Because beyond the conflicts that we are experiencing and that I have just mentioned, we must together continue to ensure respect for each other’s sovereignty, to build regional and international solutions to the challenges. This is the whole meaning of the relationship that we want with Africa, a new partnership, and this is what we have been working to do for two years. France has done a lot in recent years for the African continent, it has done a lot in recent decades, but particularly in the Sahel, where the French armies have successfully fought terrorism, side by side with their regional and international partners.

    However, the military coups in the region have led us to draw legitimate conclusions. But Europe and Africa have a common destiny before them, which requires a broad partnership. A partnership of peace and security that requires renewing its terms: more training, more equipment, more mutual respect. A partnership also based on the economy, energy, sport, culture, and memory.

    This is what we have patiently built in recent years with Benin, Senegal, Cameroon, Algeria, Morocco and many other countries and will continue to implement. It is the same philosophy that, for 6 years now, has led us to build an unprecedented partnership with the Indo-Pacific, where France aims to contribute to respect for international law, without which there can be no prosperity.

    In this region, which has experienced exceptional growth in recent decades, some are tempted to break the rules, or even impose their will by force. France is proposing an alternative, not to replace anyone, but to give the states of the region the possibility of choosing their partner, project by project.

    The French territories of the Indo-Pacific have unique expertise in the fight against climate change, the protection of biodiversity, the development of clean energy and the fight against transnational threats. Our vocation in this regard in the region is to cooperate more with everyone, in their environment. As you have understood, this partnership logic is one that aims to build new balances, to reject the fragmentation of the world or old grammars, but to seek, in mutual respect, to build paths to stability and peace.

    Beyond that, the challenge that is ours, struck by the conflicts that I mentioned just now, would be to lose the thread of our multilateral agenda, to lose the effectiveness to which we are attached. And after having experienced the pandemic, which had reminded us, with such force, of the importance of some of these common challenges, to forget that we must continue this thread. I deeply believe that effective multilateralism has never been more necessary than today and must lead to results in terms of development and the fight against inequalities in education, health, climate and biodiversity and technology. On each of these pillars, we need unity. And we need, here too, to do everything to avoid the divide between the North and the South. This is exactly the philosophy that we have developed in the Paris Pact for People and the Planet that more than 60 States have now joined.

    First, make sure that we never force a state to choose between its objectives. Why would northern states lecture southern states by explaining to them that they should respect the climate and therefore give up economic opportunities? They should do what some of them, in the north, did not do 20, 30 or 40 years ago. This is unacceptable and inaudible. We must therefore build an agenda that allows us to move forward at the same time in the fight against inequalities and economic development for education, climate and biodiversity and global health.

    Then, solutions must be made and based on proposals from the States themselves. This is what we have, for example, started to build with our partnerships for just energy transitions. Not to have a single solution for all or lessons given from our capitals where, in a way, we come to inspect countries and ask them to all follow the same recipe. There is a unique path for each country. This is the key to sovereignty.

    And then, there needs to be a financial shock, public and additional private leverage. This is what allowed us, 3 years ago, to work towards increasing the IMF’s special drawing rights and to obtain the effective reallocation of nearly 100 billion in special drawing rights to the benefit of the countries that need them most, particularly in Africa. A silent but essential revolution.

    This is also why, with the strength of this pact, and we were with several of the members just now, under the effective authority of President Macky SALL and with the assistance of the United Nations, the OECD and the organizations concerned, we want to continue this cycle of reforms and carry out a profound reform of the multilateral banks of our financial institutions.

    We launched this common finance objective, bringing together development banks from all over the world, including those whose agendas are not aligned. We must work on this common finance agenda to be able to meet the objectives that I mentioned. And we must, together, I hope in the coming months, fundamentally reform the World Bank and the International Monetary Fund, first to renew their members, these institutions having been designed at a time when so many of you here were not independent.

    Its capital structure must be renewed to give it more strength. The World Bank and the International Monetary Fund were designed, thought out, and calibrated at a time when the challenges were not the same, when the global economy was not of this size, and when demographics were completely different. We must lift the absurd taboos. Blockages sometimes imposed by the largest that prevent others from handing over money for fear of being diluted. We must give these institutions the capacity to act to finance the projects that the countries of the South need. And this reform is imperative for our collective credibility.

    I say this to the richest states and to those who, alongside France, are around the table. Decide not to do it and you will see an alternative order emerge in the years to come. Others will come who do not have your agenda. Decide not to do it and you will be condemned, accused of cynicism and perhaps not wrongly.

    This reform of financial multilateralism is essential to meet these challenges. We must also continue our climate and biodiversity agenda. The upcoming COPs are important meetings and France will play its full role, in particular by organizing with Costa Rica for the United Nations an important meeting for the oceans.

    Nice, in fact, in June 2025 will host the United Nations Ocean Conference and we will continue our work in doing so. And I hope that many of you will be able to ratify in this regard the achievements of recent months, in particular the Treaty on the Protection of the High Seas, which is essential. And we are also continuing to make progress on the issue of water, which is so essential, with the new One Planet Summit on Water alongside Kazakhstan and Saudi Arabia. I will not list here all the necessary, essential subjects.

    But I also want to remind you how much Artificial Intelligence requires that within our framework, all the States present here coordinate. We need to encourage innovation. We need to ensure that the innovation of Artificial Intelligence will be accessible to all countries and peoples of the planet and that it does not fuel new fractures and new inequalities. But we need all of this to develop within an ethical, democratic framework, thought out by the peoples of the planet.

    We cannot let a few people, especially private players, who are today at the forefront of these innovations, think for us and for our peoples about the future of these innovations. This is why France will organize the next Action Summit for Artificial Intelligence in February 2025.

    But you have understood, the objective is to build this common framework and I welcome the work that has been conducted and coordinated by the Secretary-General and the Global Digital Compact, built with the best experts, which fully supports this philosophy in which we subscribe.

    To conclude my remarks, ladies and gentlemen, and aware that I have forgotten so many difficult situations, from Venezuela to the heart of Africa, via so many Oceanian tensions, I would like to conclude by talking about our Institutions.

    I hear many voices being raised to say that, basically, the United Nations should be thrown in the trash; it is no longer of any use; you see, we are not managing to resolve conflicts.

    Let us have constructive impatience in this matter. Let us have impatience, I have it with you, we cannot be satisfied with not knowing how to resolve things. But let us be clear, those responsible are there. As long as we have a Security Council that is blocked, I would say, reciprocally according to the interests of each party, we will have difficulty moving forward.

    Is there a better system? I don’t think so. So let’s just make these United Nations more effective, first by perhaps making them more representative. That is why France, and I repeat here, is in favor of the Security Council being expanded.

    Germany, Japan, India and Brazil should be permanent members, as well as two countries that Africa would designate to represent it. New elected members should also be admitted.

    But reforming the composition of the Security Council would not be enough on its own to restore its effectiveness. And I therefore hope that this reform will also make it possible to change working methods, to limit the right of veto in the event of mass crime and to focus on operational decisions that are necessary to maintain international peace and security. This is what we must have the courage and audacity to do and that we must carry forward with the current permanent members.

    Nearly 25 years after the Millennium Summit, the time has come to regain efficiency in order to act more effectively on the ground with States and civil society. And beyond the United Nations, we must open a new era in each of our multilateral institutions, as I have just mentioned.

    These, ladies and gentlemen, are the few words that I wanted to have here before you today. At a serious moment in our international order, where so many conflicts seem unresolved, I want to say that France will continue to try to take this demanding path, faithful to its values, which rejects the simplifications of the moment and which will continue to fight for the simple principles that have always driven us: human dignity, respect for the principles of the charter, and which, beyond conflicts and current events, aims to continue to build with you a fairer and more effective international order. This will be our voice, always unique, alongside our friends, our allies. But also free sometimes to say no, sometimes to reject the cynicism of the moment or the obvious that is not.

    Congressman Carbajal has sought the renewal of a humanitarian ceasefire in the Middle East since last year, signing a congressional resolution expresses the need for a cessation in fighting and repeatedly voicing concerns to the Biden Administration about the need for an additional ceasefire like the one broken by Hamas last fall, a measure which helped facilitate safe delivery of humanitarian aid and the release of civilian hostages being held in Gaza.

    He has continued to push the Biden Administration to help scale up efforts to deliver life-saving aid to Palestinian civilians and emphasized to Israel the need for a strategy that protects civilian life.

    Congressman Carbajal traveled to Israel and the West Bank earlier this year, voicing to both members of the Israeli government and the Palestinian Authority support for a pathway to peace that includes Israel’s ability to defend itself and a sustainable two-state solution and long-term regional stability.

    Congressman Keith Self led a letter, along with five House Republican Members, to President Biden expressing urgent concern towards Iran’s sharp escalation of conflict with Israel and calling for the Biden Administration to take all available measures to defend Israel.

    Yesterday, Iran intensified tensions with Israel to an all-time high when it launched a barrage of long-range ballistic missiles at Israel, the second such direct attack from Iranian territory ever.  With the leadership of Hezbollah decapitated and Hamas significantly dismantled, Iran is cornered. In response, they have taken unprecedented measures to achieve their ultimate goal of destroying the Jewish state, including rapid developments to Tehran’s nuclear weapons program.

    “We must use every tool at our disposal to support our ally Israel and deter Iran’s offensive efforts,” said Congressman Self.  “All approved foreign assistance to Israel must be unlocked and distributed without delay and existing sanctions against Iran should be enforced immediately. The stakes of Israel’s rivalry with Iran have never been higher, and it is vital that the Biden Administration acts immediately.” 

    As such, Congressman Keith Self, along with Congressman Rudy Yakym III, Congressman Brian J. Mast, Congresswoman Kay Granger, Congressman Mike Waltz, and Congressman Christopher H. Smith made two requests in a letter to President Biden:

    1. Unlock all Congressionally approved foreign aid to Israel that may still be held up.
    2. Enforce all sanctions in place that are designed to deter Iran’s offensive efforts against the United States and its allies.

  • MIL-OSI USA: Facility Managers, Assemble: Protecting Johnson Space Center’s People and Places

    Not all heroes wear capes (or blue flight suits). At Johnson Space Center in Houston, the heroes might train their colleagues how to safely respond and evacuate their office in an emergency. They might investigate office accidents and remove potential hazards. Or they might help fix a leaky bathroom sink or a broken coffee maker.
    Those heroes are approximately 135 on-site facility managers who ensure the safety and health of every building and its occupants.
    Established in 2009, the Facility Manager program encompasses buildings at Johnson Space Center, Sonny Carter Training Facility, and Ellington Field. Each building has a primary Facility Manager and an alternate. These individuals develop emergency action plans and serve as facility fire wardens. They post safety alerts, notices of renovation and construction work, and share information about impending interruptions to building access or utilities. They also coordinate between building occupants, safety personnel, facility operations, and emergency responders as needed.
    “We are a relatively close-knit community and rely on each other for assistance and advice, especially from the veteran facility managers,” said Vanessa Jordan, the lead facility manager for the entire Johnson site. Her role, and that of Alternate Lead Facility Manager Darrell Palmer, is to establish policies and procedures for the Facility Manager program, ensuring that all applicable safety and health regulations are disseminated and enforced site wide.

    “We are responsible for advising the facility managers on new and current policies and regulations relating to the safety and security of the buildings and their occupants,” Jordan explained. “We also inform them of changes in policies or procedures and happenings around the center that affect the buildings and occupants, such as road closures or hurricanes.” Jordan and Palmer oversee Facility Manager training, as well. They provide bi-annual training for new facility managers and periodic forums with subject matter experts on topics relevant to the team’s responsibilities.
    “We are available to address any questions or concerns the facility managers may have regarding their role, buildings, or occupants,” she said. “We are the liaison and advocate for them with their organizations, my organization (which controls the program), the center, and our stakeholders.”
    Jordan is also a facility engineer in the Center Operations Directorate’s Facilities Management and Operations Division. She joined Johnson’s team in 2008 after working for four years at NASA Headquarters in Washington, D.C. She served as Johnson’s facility manager coordinator for seven years before becoming the lead in 2019.
    “I enjoy helping, meeting people, and developing relationships,” she said. “Even though I do a lot of routine work, there is something new to experience, deal with, or learn every day.”
    Helping and connecting with others is what Angel Olmedo enjoys most about being a facility manager. “There’s no greater sense of purpose than being the person people rely on to find the help or solutions they need to finish their day strong and productive,” he said. “I’ve learned new skills and had a chance to meet and interact with a lot more people than I did before.”

    Olmedo has worked at Johnson for nearly five years on the Human Space Flight Technical Integration Contract. In the spring of 2024, he was offered the opportunity to become the facility manager for buildings 4 south and 4 north, and the alternate facility manager for building 17. “During my first few years working here at Johnson, I enjoyed helping people get solutions to their technical problems – be they application related, access issues, or credentials,” he said. “I found that in becoming a facility manager I can continue to do something similar in a whole new way.”
    Sid Dickerson has been the prime facility manager for building 17 and alternate for buildings 4 south and 4 north since November 2022. An IT specialist and property custodian at Johnson for more than 30 years, Dickerson takes pride in resolving issues quickly and efficiently and strives to maintain excellent customer feedback. “I want to be the best facility manager for my employer and customers as I help the facility achieve maintenance, cleaning, health and safety and scheduling goals,” he said. He added that working with a team of engineers, IT specialists, and maintenance staff to modernize the building 17 elevators was one of his favorite experiences to date.

    Michael Meadows – facility manager for buildings 10, 9 south, and 260 – was inspired to join the Johnson team while delivering newspapers onsite. An Alvin Community College student at the time, Meadows noticed a facility manager plaque on the wall of Johnson’s External Relations Office. “I knew that with hard work and dedication, I would one day become a Johnson employee and support flight and see my photo on that wall!”
    Meadows began working at Johnson in 1999 and has been a facility manager for 23 years. He received a Silver Snoopy Award in May 2011 in recognition of the support he provided to the International Space Station Program as the manager for Johnson’s manufacturing facilities.

    Some Johnson team members are hired specifically for a facility manager position. Others may volunteer or be appointed to the role by their organization’s management. Regardless of how they became a facility manager, each person must complete an initial and a refresher training covering topics such as hazard identification and mitigation, energy conservation, security, and legal considerations. Additional training may be required depending on building assignments. Once fully trained, facility managers may stay in that role as long as they work at Johnson.
    The most rewarding part of being a facility manager, said Meadows, is “the feeling you get when you keep up with the facility and make that a great home for all the occupants every day.”

    Additional Rosen-led bipartisan bills in the final Senate version of the FY25 NDAA include:
    Bipartisan Veterans Assistance Helpline Act: Requires the Secretary of Veterans Affairs to maintain a permanent helpline for veterans to use in order to quickly obtain information and assistance with all services from the VA.
    Bipartisan Military and Educational Data Integration Act: Requires the Department of Defense to create a data-sharing program to enable state education systems to access military enlistment data, allowing high schools to track the outcomes of students who enter military service after graduation.
    The Senate’s bipartisan national defense bill already includes many Rosen-led victories for Nevada, including preventing any funding from being authorized for storing defense nuclear waste at Yucca Mountain. Other provisions will directly benefit Nevada’s servicemembers and national security installations, such as funding for Nevada’s first certified small arms training range for the Nevada National Guard at Hawthorne Army Depot, which she secured; requiring a plan for providing the VA with the documentation needed to help veterans who served near nuclear testing to submit claims for the radiation exposure benefits they deserve; increasing land in Nevada for Tribal housing; expanding health care coverage for veterans’ families; and creating programs to strengthen collaboration with Israel, Taiwan, and other allies in the areas of space, artificial intelligence, and the defense industrial base.

    On destruction caused by Hurricane Helene and what comes next:

    “The number one thing you want is to have power back up and the roads open, and the state is doing a great job of getting the roads cleared and open. Power obviously is more difficult. We were at a million people without power, and that number has dramatically dropped. 
    “There are some parts of our state, I think about Cedar Key, for example. Beautiful place. People love going there. It’s tough to get there right now, but from all reports, it’s unfortunately been pretty much wiped out. So there are some coastal areas, some of which are now facing their third storm in the last 12 months. 
    “As far as the resources look, it’s primarily a state obligation. The state steps forward if the state needs anything to give to local communities. That’s where FEMA comes in. And then we’re hoping to get a major declaration here today from the White House that will open up individual assistance to more counties, for people who have been displaced and have nowhere to live will qualify at the individual level for assistance in the short term while they get their lives back together.
    “Our thoughts are also with people in Georgia and across the southeast who have also been impacted by the storm as it made its way through those states as well.”

    On the Israeli airstrike that killed Hezbollah leader, Hassan Nasrallah:

    “I think if Nasrallah was still alive, the threat of a broader conflict is even higher. This is a guy who cheerfully said, ‘Death to America, death to Israel.’ Now, when you’re a country and someone runs an organization that exists for the specific and defined purpose of destroying you, you have no choice but to treat that person as an enemy and to confront them. This is the guy that spent years cheering on suicide bombings that killed innocents, the kidnapping of Israelis.
    “There are 60,000 Israelis right now who, for almost a year, have had to leave their homes in northern Israel and are living in hotels in Tel Aviv. Their kids are going to school online in conference rooms because the group that Nasrallah headed, which is Hezbollah, was using anti-tank weapons, not guided long-range missiles, anti-tank weapons, to target them and civilian infrastructure. So people had to leave. What country can have 60,000 people permanently displaced? That’s what this issue with Hezbollah is all about. 
    “Israel wants a six to 10-mile buffer between itself and Hezbollah so they can’t be using these shoulder-fired rockets to target cities and civilian communities, so people can move back to their homes. Hezbollah refuses to pull back and continues with those attacks. So Israel has no choice but to defend itself. Wiping out not just Nasrallah, but the senior leadership of this evil organization, I think, is a service to humanity.” 

    On whether Iran will retaliate against Israel:

    “Iran is constantly looking to hurt Israel, and they seem to be willing to fight to the last Shia militia member. Ultimately, that will be Iran’s decision to make. Their goal is to dominate that region. They seek to drive America out of the region and then destroy Israel. Any time the Iranian regime is on defense, it’s good for the world, good for America, and good for Israel. It’ll be up to the Iranians to decide what they’re going to do. But I believe that they will find themselves in a very precarious situation if, in fact, they do escalate this on their part.”

    On whether peaceful relations with Iran are possible:

    “If the Iranian regime tomorrow said, ‘We’re going to stop trying to become the regional power, we’re going to stop our nuclear weapons, we’re going to stop sponsoring terrorism, we’re going to stop trying to kill you [which is what they’re trying to do with Donald Trump], we’re going to stop all of these things,’ theoretically, yes. Of course, you could work something like that out. That’s just unlikely because that’s the very driving mission and purpose of the regime…. 
    “The Iranian people are nothing like the regime. I know of few countries in the world whose leaders and people are more different. The Iranian people are not seeking to be a regional hegemonic power. They’re not seeking to sponsor terrorism. In fact, there’s a lot of pressure inside of Iran among people arguing, with all the problems they have at home, why are they spending all this money on Shia militias and terrorists and Hezbollah and helping Hamas and building terrorist networks in the West Bank? 
    “Ideally, that’s the world we’d love to live in. If that opportunity presents itself, who wouldn’t take it? What we can’t have is a world in which Iran has unlimited resources to continue to sponsor terrorism, build towards nuclear capability, and build these long-range rockets and missiles that they have developed in the last few years, which threaten not just Israel and the entire region, but ultimately the United States.”

    On the inevitability of a negotiated settlement in Ukraine: 

    “I’m not on Russia’s side, but, unfortunately, the reality of it is that the way the war in Ukraine is going to end is with a negotiated settlement. I want, we want, and I believe Donald Trump wants, for Ukraine to have more leverage in that negotiation. But in order to be in a position to be a broker who can bring about that agreement, I think he’s going to preserve what he says. He approaches these things not as someone in politics or diplomacy, but as someone with a background in business. It’s not going to be easy to do, but at least there’s a defined goal. 
    “The Biden Administration has not defined what victory means in Ukraine. They have not defined, ‘This is what victory looks like,’ and if you press them, they will tell you what I have just said to you, which is the way this conflict ultimately ends, with a negotiation. I don’t know why we can’t just say that. We hope that when that time comes, there is more leverage on the Ukrainian side than on the Russian side. That really is the goal here in my mind. I think that’s what Donald Trump is trying to say, but he’s going to say it like a businessman. But Biden won’t even tell us what victory is.
    “I think what the deal looks like will be up to the parties when they negotiate it. Obviously, Zelensky is not going to come out there and say it. From a negotiating standpoint, he’s not going to go out there and predetermine what it looks like. I understand why he wouldn’t want to go out there and define what it looks like at the front end. But the reality of it is that we, as Americans, are investing billions of dollars into this effort. It’s important that as we invest this money into this effort, we tell the American taxpayer, ‘This is what the money is going towards.’ Ultimately, it’s not an endless war. 
    “I would be comfortable with a deal that ends these hostilities, and that I think is favorable to Ukraine, meaning that they have their own sovereignty, that they don’t become a satellite state or a puppet state that is constantly held hostage by the Russians. I’m not going to prejudge any agreement. 
    “The Ukrainians don’t want to live in a country where the Russians dominate their territory. What’s the future of Crimea? The Russians claim it. Obviously, they stole it back in 2014, in the first invasion. You have to ask the Obama Administration why that happened under their watch. But at the end of the day, the most important thing here is that these hostilities end, Ukraine can go back to rebuilding its economy, and its people can move back. They’ve lost millions of people as refugees. It’s been devastating to them. But that negotiation is going to be up to them. I just want them to have more leverage than Putin.”

  • MIL-OSI Global: Lebanon: the killing of Hassan Nasrallah leaves Hezbollah leaderless and vulnerable

    The assassination of Hezbollah chief, Hassan Nasrallah, in an Israeli airstrike on September 28 is a decisive blow – not only to Hezbollah, but also to Iran, which has lost its greatest ally in the Middle East.

    In recent days, the conflict between Israel and Hezbollah has risen to its most intense level since the end of the second Lebanon war in the summer of 2006. The day after Hamas’ brutal October 7 terror attack, in which 1,200 Israelis were massacred – many of them civilians murdered in their homes in towns near the Gaza border or at the nearby Nova music festival – Hezbollah opened another front against Israel.

    Hezbollah, which has been designated by the US and UK governments as a terror organisation, was quick to express support and solidarity with Hamas and immediately began launching rockets at civilian and military targets in northern Israel.

    Fearing that Hezbollah might carry out a similar incursion in Galilee, resulting in a massacre of the Jewish civilian population, the Israeli government evacuated roughly 100,000 citizens living near the Lebanese border. These people have now been displaced from their homes for a year.

    Until recently, the fighting between the parties was characterised by a relatively low intensity. Hezbollah has launched thousands of rockets and drones at Israeli civilian and military targets. These have mainly been in the north of the country, killing dozens of Israelis since October 2023. The IDF has responded with airstrikes and artillery fire against Hezbollah targets in Lebanon, including rocket depots and other military infrastructure. But to an extent, the exchanges were seen as being below the level that might escalate into all-out war betweeen Israel and Hezbollah.

    In July, a Hezbollah rocket attack killed 12 children in a football field in the Druze village of Majdal Shams in the Golan Heights. In response, three days later, Israel assassinated Hezbollah’s most senior commander, the head of its strategic unit, Fuad Shukr, in an airstrike in Beirut.

    The violence has steadily escalated since. On August 25, as Hezbollah was preparing a major rocket attack on the north and centre of Israel, the IDF launched a preemptive strike against Hezbollah missile launchers that were poised to strike at targets within Israel. In mid-September, the Israeli security cabinet announced it had added the return of displaced residents from the cuntry’s north to its war goals.

    Days later, in a highly complex operation thousands of Hezbollah pagers exploded, killing dozens and wounding thousands of Hezbollah militants. The following day Hezbollah’s network of walkie talkies was targeted in the same way. Israel has not claimed responsibility for either of these incidents, but what cannot be denied is that they caused considerable damage to Hezbollah’s command and control.

    Two days after that, on September 20, Shukr’s successor, Ibrahim Akil, was killed in an Israeli airstrike in the Dahieh suburb of Beirut, along with dozens of senior commanders of Hezbollah’s elite Radwan force.

    Operation Northen Arrows

    Yet all these moves were only the prelude to Operation Northern Arrows, which began on September 23. The Israeli air force attacked 1,600 Hezbollah targets, including thousands of rocket and missile launchers that had been stored among the civilian population throughout Lebanon.

    Hezbollah has responded by firing rockets at Israel, most of which were intercepted by Israel’s air defence systems. It is estimated that Hezbollah had an arsenal of 150,000 rockets, including medium and long-range missiles. Many of these have now been eliminated by Israeli airstrikes. Hezbollah still has precision-guided munitions and drones, but recent Israeli strikes have eliminated much of Hezbollah’s chain of command and severely disrupted its operational equilibrium. The assassination of many of Hezbollah’s senior leadership – and now Nasrallah himself – has all but destroyed the group’s military chain of command.

    So far there has been no sign from Tehran that Iran intends to intervene militarily to help Hezbollah. This must call into question the advantage of acting as one of the country’s most important proxies in the region. In this context, many in Beirut, Damascus, Sana’a and Gaza are surely asking themselves now what is the advantage of being Iran’s emissaries, if the latter leaves them alone to face Israel.

    Ceasefire unlikely?

    As a result, the main hope for Hezbollah – and Lebanon itself, into whose economic and political structures Hezbollah has become so firmly embedded – is that the international community will impose a ceasefire on both sides in an effort to avoid this becoming a wider regional conflict. The US and France have pushed for a 21-day ceasefire. But it seems that, like its fight against Hamas in Gaza, Israel is determined to continue the military operation against Hezbollah.

    Now the world is waiting to see whether Israel will send troops into in Lebanon. Already thousands of citizens in the south of the country have fled north. But despite a statement from IDF chief of staff, Maj Gen Herzi Halevi, that the IDF is preparing to launch a ground operation in Lebanon, it is not at all certain that Israel wants to return to Lebanese soil.

    In May 2000 the IDF pulled back from southern Lebanon to the international border after 18 years of occupation and in 2006 it did the same in compliance with UN security council resolution 1701.

    There’s also a good chance that, given the success of its campaign of airstrikes in neutralising the military threat from Hezbollah, an actual ground invasion may be postponed for now.

    The US and other countries, including the UK, have urged Israel to put a hold on any invasion plans and agree a ceasefire. It presents the Biden administration, which is keenly aware of the need to keep both Jewish and Arab voters onside, with a tough choice. But it is hard to believe that Biden, especially during an election campaign and in light of the special relationship between the countries, will put pressure on Jerusalem to stop its fight against Iranian proxy terrorism.

    Beirut (Agenzia Fides) – «The assassination of Sayyed Hassan Nasrallah has opened a wound in the hearts of the Lebanese». But «The incessant martyrdom of Christian and Muslim leaders who believed in the causes of truth, justice and the defense of the weak strengthens unity among the Lebanese, a unity of blood, belonging and destiny». With these words the Maronite Patriarch Béchara Boutros Raï expressed his first public considerations on the end of the Head of the Shiite Hezbollah movement, killed on Friday evening by penetrating bombs launched on Beirut by the Israeli army. He did so during the homily delivered during the Sunday mass celebrated today, September 29, in the summer patriarchal residence of Dimane. A mass – said the Lebanese Cardinal – celebrated to ask for the repose of the souls of the victims of these days, and to ask for peace. That for the common homeland – continued the Maronite Patriarch – «is the martyrdom chosen by believers of all the Lebanese components who have united in it, leaving us an invitation to fidelity and loyalty towards their sacrifice for a homeland they loved, even if their vision of how to manage it and how to practice politics differed». The blood shed by those who sacrificed themselves for the Lebanese homeland – continued Cardinal Raï, referring to the political-institutional crisis that has paralyzed the country for years «cries out to us to defend Lebanon against any aggression and to elect a President of the Republic who will restore Lebanon to its place among the nations». The role of Head of State, which in the Lebanese institutional system belongs to a Maronite Christian, has been vacant for almost two years due to the crossed vetoes of Parties and factions. In his omeiia, the Lebanese Cardinal – also critical in the recent past of the strategies of Hezbollah militias that opened the flank to Israeli reprisals – reiterated that “the international community is called to act seriously to stop the cycle of war, death and destruction here with us, preparing the ground for a just peace that guarantees the rights of all peoples and components of the region. The time has come – added the Maronite Patriarch that all Lebanese understand that they have no one to help and support them except themselves, united and in solidarity with each other, committed to managing the affairs of the Lebanese house with the spirit of the National Pact, in a state of law and institutions”.   • MIL-OSI NGOs: We are in a safe place, for now

    On Friday, the 27th of September, we heard and felt a huge series of blasts while we were in meetings at the office. We wrapped up work and got stuck in heavy traffic. I had just relocated to a safer place since the bombing around Beirut and across the country intensified on Monday. When I reached my new home around 10 p.m., my relatives had already joined us – leaving their homes, thinking it would be safer where we were.

    From my balcony, I saw dozens and dozens of people walking in the streets carrying what they could, plastic bags, backpacks, or nothing. People in the southern suburbs around ours had received evacuation orders from the Israeli armed forces. We saw people fleeing on foot, some walking with sticks, young and elderly. Some people were in cars. We were not in the neighborhood that was targeted but we heard drones and planes. We felt them close by. Suddenly, there was darkness all around and bombing started everywhere. There was heavy smoke and people in the streets were coughing. I was with my mum, brother and sister, and trying to figure out what to do next. Are the roads safe? Where do we go?

    I had just left my house in Dahieh—the southern suburb of Beirut—a few days ago because of the heavy bombardments and moved to this one’s. We thought we would be safer here. Now we had to leave again. I grabbed a bag of essential items I had at hand. We were told that it’s better to bring mattresses, so we stuffed two in our car and took a pack of water bottles. I didn’t know what to do. There were fires everywhere following the airstrikes, and I heard a huge blast. We heard, felt and saw the strikes. Our building was shaking. There was a huge blast in a place with no advance warning for evacuation.

    Surrounded by fire and smoke, I was repeating to myself, “all we need is a plan and to take action, a plan and take action; do not wait here.” We just left the place as fast as we could. I don’t know what happened to my own house, or the new house. We kept calling around and drove for a couple of hours before we figured out where to go. Around 5 a.m, we found a place on the other side of the mountains.

    We were very lucky that we left when we did because the fires after the airstrikes were still raging where we had been. We just needed a place to rest a little, to see where to go next, and we still haven’t slept. Some people are still in cars. Now we’re watching the news and shocking footage of what is happening. I know that my colleagues, MSF teams, are in the field, supplying water by trucks to shelters and schools in Beirut and Mount Lebanon, where displaced families are staying. Some people are lying down on the sidewalks. MSF managed to provide 86,000 liters of water in 24 hours, and is also distributing kits containing basic hygiene and relief items, as well as mattresses to the displaced people. Our mental health teams are on the streets providing psychological first aid to people who are traumatized and to people seeking refuge in schools. I am used to being a humanitarian worker, but now I am also a person displaced by air strikes in my own country. We are in a safe place, for now.

  • MIL-OSI USA: Statement From Pentagon Press Secretary Maj. Gen. Pat Ryder

    Secretary Austin has been receiving updates from and providing guidance to his team throughout the weekend on the latest developments in the Middle East. He and DoD leaders remain focused on the protection of U.S. citizens and forces in the region, the defense of Israel, and the de-escalation of the situation through deterrence and diplomacy. Secretary Austin stressed that the United States is determined to prevent Iran and Iranian-backed partners and proxies from exploiting the situation or expanding the conflict. Secretary Austin made clear that should Iran, its partners, or its proxies use this moment to target American personnel or interests in the region, the United States will take every necessary measure to defend our people.
     
    The United States retains the capability to deploy forces on short notice. The Department of Defense continues to maintain a significant amount of capability in the region and to dynamically adjust our force posture based on the evolving security situation.  The Secretary has directed that the USS ABRAHAM LINCOLN Carrier Strike Group (CSG) remain in the USCENTCOM theater and that the USS Wasp Amphibious Ready Group / Marine Expeditionary Unit (ARG/MEU) will continue to operate in the Eastern Mediterranean. This afloat posture is complemented by DoD’s elevated fighter and attack squadron presence, including F-22, F-15E, F-16, and A-10 aircraft, and we will further reinforce our defensive air-support capabilities in the coming days. 
     
    The Secretary has also increased the readiness of additional U.S. forces to deploy, elevating our preparedness to respond to various contingencies. And DoD maintains robust and integrated air-defense capabilities across the Middle East, ensuring the protection of U.S. forces operating in the region.
