    Union Finance Minister will attend 9th Annual Meeting of Board of Governors of AIIB during the visit

    Smt. Sitharaman will also sign Bilateral Investment Treaty (BIT) between India and Uzbekistan

    The Union Finance Minister will hold important bilateral meetings with her counterparts from Uzbekistan, Qatar, China, and AIIB President

    Union Minister for Finance and Corporate Affairs Smt. Nirmala Sitharaman will embark on an official visit to Uzbekistan from 24thto 28thSeptember, 2024. The Union Finance Minister will lead the Indian delegation of officials from the Ministry of Finance.

     

    During the visit, Smt. Sitharaman will attend the Ninth Annual Meeting of Board of Governors of Asian Infrastructure Investment Bank (AIIB) scheduled in Samarkand on 25thand 26thSeptember 2024, besides other important bilateral meetings with her counterparts from Uzbekistan, Qatar, China, and AIIB President.

    In the Annual Meeting of AIIB, the Union Finance Minister will attend as the Indian Governor to the AIIB. India is the second largest shareholder of the bank. The multilateral discussions centred around a broad spectrum of important global issues relevant to the development agenda.

    As part of the official visit, the Union Finance Minister is expected to call-on H.E Shavkat Mirziyoyev, President of Uzbekistan.

    During the visit, the Union Finance Minister will sign a Bilateral Investment Treaty (BIT) between India and Uzbekistan. The BIT will be signed by the Union Finance Minister and Uzbekistan Minister for Investment, Industry and Trade. The treaty aims to promote more extensive economic cooperation for the mutual benefit of both countries on a long-term basis.

    The Union Finance Minister will also participate in the India-Uzbekistan Business forum discussions, jointly organised as well as represented by industry captains from both the countries.

    Besides the above engagement, Smt. Sitharaman will also visit the Samarkand State University and Lal Bahadur Shastri Monument in Tashkent. The Union Finance Minister will also interact with Indian diaspora representing leading voices from multiple sectors.

    The AIIB Annual Meeting witnesses’ participation of delegations from around 80 countries, and other international organisations. As a multilateral development bank, AIIB is focused on developing sustainable infrastructure in Asia and in promoting investments in infrastructure and other productive sectors with a view to foster sustainable economic development, create wealth and improve infrastructure connectivity.

    The President of the Council of Ministers, Giorgia Meloni, met today with the Crown Prince of Kuwait, Sabah Al-Khaled Al-Sabah, in the margins of the United Nations General Assembly.

    The meeting focused on a further deepening of the already intense bilateral relations in all areas, starting with the defence sector, and in particular between the two air forces.

    The situation in the Middle East was also discussed, together with the common commitment to an easing of tensions in the region.

    Recalling that Kuwait will assume the Presidency of the Gulf Cooperation Council (GCC) in December, the meeting confirmed the common will to strengthen relations between the European Union and the GCC nations, also ahead of the upcoming EU-GCC Summit.

  • MIL-OSI USA: Bipartisan Support Grows for Pappas Bill to Protect Veterans’ Benefits from Predatory Claim Sharks

    The Problem Solvers Caucus – a group evenly split between Republicans and Democrats – has endorsed Pappas’s GUARD VA Benefits Act.

    This week, the Problem Solvers Caucus – a group evenly split between Republicans and Democrats – endorsed Congressman Chris Pappas (NH-01)’s Governing Unaccredited Representatives Defrauding (GUARD) VA Benefits Act, which would reinstate criminal penalties for unaccredited claim representatives who charge unauthorized fees while assisting veterans with filing a claim for Department of Veterans Affairs (VA) disability compensation benefits. Pappas is a member of the Problem Solvers Caucus and has been rated among the most independent, bipartisan members of Congress.

    “Veterans seeking to access their benefits should not face another battle to do so. Unfortunately, unaccredited, for-profit companies are scamming veterans of their earned benefits under the guise of helping them, and they must be stopped and held accountable,” said Congressman Pappas, Ranking Member of the Disability Assistance and Memorial Affairs (DAMA) Subcommittee of the House Veterans’ Affairs Committee (HVAC). “As we continue to implement the PACT Act and expand veterans’ benefits, it’s vital we ensure veterans can access these benefits and receive help from representatives that are accredited, engage in transparent and ethical practices, and adhere to VA regulations. My bipartisan GUARD VA Benefits Act would protect veterans and their benefits from predatory claim sharks, and as it continues to gain bipartisan support, I’ll keep fighting to get this important legislation passed.”

    Unaccredited claims representatives, or claim sharks, are not subject to VA standards. They strategically advertise their services to avoid regulatory oversight and as a result, may engage in predatory and unethical practices that target veterans and rob them of their VA benefits. Federal laws and regulations prohibit anyone from assisting a veteran in the preparation, presentation, or prosecution of a VA benefit claim, or charging a fee for this assistance, without accreditation from VA’s Office of General Counsel. However, VA and other federal agencies are limited in their ability to enforce existing law because explicit criminal penalties were stripped from statute nearly two decades ago. This has contributed to the proliferation of unaccredited claims representatives in recent years. This legislation will discourage for-profit companies from operating outside the bounds of federal law and will give VA and other agencies an additional tool to protect veteran claimants from predatory practices.

    The GUARD VA Benefits Act has strong support within Congress and across the veterans community. The House legislation has 214 bipartisan cosponsors and companion legislation has been introduced by Senators Boozman, Blumenthal, Tester, and Graham. It has also been endorsed by Veterans of Foreign Wars (VFW), Disabled American Veterans (DAV), The American Legion, National Organization of Veterans’ Advocates (NOVA), Military Officers Association of America (MOAA), Iraq and Afghanistan Veterans of America (IAVA), Paralyzed Veterans of America (PVA), Vietnam Veterans of America (VVA), Wounded Warrior Project (WWP), AMVETS, National Association of Counties (NACo), Military-Veterans Advocacy, Blinded Veterans Association, National Association of County Veterans Service Officers, National Law School Veterans Clinic Consortium, and National Veterans Legal Services Program.

    Background:

    In February 2022, Pappas called for and received a briefing from VA on its strategy to raise awareness of and better protect veterans from these predatory practices. In April 2022, Pappas chaired a joint Subcommittee hearing on the Department of Veterans Affairs (VA) Accreditation Program for individuals who assist veterans with VA disability claims. Testimony given at the hearing highlighted the rise of unaccredited disability claims consultants who target veterans for financial exploitation and the importance of reinstating criminal penalties to deter bad actors.

    In August 2022, Pappas first introduced the Governing Unaccredited Representatives Defrauding (GUARD) VA Benefits Act to reinstate criminal penalties for unaccredited claim representatives who charge unauthorized fees while assisting veterans with filing a claim for VA disability compensation benefits. In February 2023, Pappas re-introduced this legislation in the 118th Congress.

    In September 2023, Pappas led a call for VA to enforce all existing protections for veterans filing initial claims for disability benefits and request additional tools they need to hold bad actors accountable for scamming veterans. In March 2024, Pappas joined a joint hearing held by the Senate and House Committees on Veterans’ Affairs to hear from Veterans Service Organizations (VSOs) about their priorities for the 118th Congress. During the hearing, the Veterans of Foreign Wars (VFW) applauded Pappas’s GUARD VA Benefits Act, noting it as one of their top priorities, and urged Congress to pass the legislation.

The two leaders also reaffirmed the continued importance of the strong defense partnership between the United States and the UAE for each country’s security and for regional stability.  The two leaders discussed the war in Gaza and efforts to secure a ceasefire and hostage deal, and the Vice President underscored the importance of protecting innocent civilians and sustaining the flow of life saving humanitarian assistance.  They discussed the importance of continued coordination to bring this war to an end and plan for the Day After. They also discussed the conflict between Israel and Hezbollah, and our work to prevent the conflict from escalating and reach a diplomatic solution that would allow populations on both sides of the border to return to their homes.  The Vice President raised her deep concerns about the conflict in Sudan, which has displaced nearly 10 million people and left 25 million in need of humanitarian aid.  She expressed alarm at the millions of individuals who have been displaced by the war and the atrocities committed by the belligerents against the civilian population.  She underscored the critical importance of getting the warring parties to the table, ending the conflict, and allowing unfettered humanitarian access.  Both leaders reaffirmed their shared commitment to de-escalate the conflict, alleviate the suffering of the people of Sudan, ensure humanitarian assistance reaches the Sudanese people, and prevent Sudan from attracting transnational terrorist networks once again.

  • MIL-OSI USA: Schakowsky, Carson, Jayapal Introduce UNRWA Funding Bill

    WASHINGTON – Today, Representatives Jan Schakowsky (IL-09),  André Carson (IN-07), and Rep. Pramila Jayapal (WA-07) introduced H.R. 9649, the UNRWA Funding Emergency Restoration Act of 2024.This bill will end the congressionally and administratively mandated pause on funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNWRA).

    The United States has historically been one of the largest financial supporters of UNRWA, which serves nearly 6 million Palestinian refugees across the West Bank, East Jerusalem, Syria, Jordan, and Lebanon. In March of this year, the U.S. paused UNRWA funding after the Israeli government alleged that 12 agency employees had direct involvement in Hamas’ October 7 terrorist attack.

    Following the UN’s investigation and proactive commitments made by UNRWA toward complete accountability and reform, all countries except the U.S. have resumed their UNRWA funding, including the European Union, United Kingdom, Canada, Australia, Finland, Germany, Japan, and Sweden.  Approximately 1.9 million people – 9 in 10 Gazans – have been displaced at least once, and an estimated 43,580 are pregnant women. UNRWA has served as the primary humanitarian aid organization operating in Gaza, and without funding, hundreds of thousands of Gaza civilians are left vulnerable. It is estimated that over 1 million Gazans will not have enough food this month, and availability of basic hygiene items has dropped to 15%. In addition to a polio outbreak, Gazans are suffering from malnutrition and treatable diseases due to “systematic dismantling of healthcare”from bombardments on civilians.

    “For decades, the United Nations Relief and Works Agency (UNRWA) has been a lifeline for Palestinians, providing food, clean water, healthcare, shelter, education, and livelihoods. Today, UNRWA remains the backbone of the humanitarian response in Gaza as it endures ongoing war and a dire humanitarian crisis. UNRWA and the United Nations have taken swift and decisive actions to address the concerns raised by the U.S. government when it paused funding in January and our allies have all resumed funding for UNRWA. The U.S. must follow suit and resume funding for this critical humanitarian agency,” said Congresswoman Jan Schakowsky. “I am proud to co-lead the UNRWA Funding Emergency Restoration Act to restore funding to UNRWA and help Gazans get the humanitarian assistance they need at a time of unprecedented crisis.”

    “The scale of this devastating, man-made crisis in Gaza cannot be overstated,” said Congressman André Carson. “Providing humanitarian aid to a starving nation – with funding Congress has appropriated year after year – should not be controversial. I urge my colleagues who care about basic human rights, the rights of pregnant women, and the wellbeing of innocent children to join our bill. UNRWA has taken appropriate and proactive steps towards accountability and transparency, conducting multiple independent reviews that continue to prove the organization is both in compliance and imperative to provide the region with lifesaving assistance.  It’s past time we restore funding and save lives.”

    “UNRWA has played a unique and integral role in supporting the welfare of Palestinian refugees for decades. Their on-the-ground understanding is invaluable to ensure that humanitarian aid makes it to the people who need it most — in the West Bank, East Jerusalem, Syria, Jordan, Lebanon, and critically in this moment in Gaza,” said Congresswoman Pramila Jayapal. “There is no question in my mind that revoking funding for UNRWA will lead to more devastation and loss of life in Gaza. We must ensure that those acting in good faith to save civilian lives are not undermined by a lack of US funding.”

Meanwhile, the Biden administration and Congress continue to withhold all U.S. funding for the largest aid operation in Gaza—the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). UNRWA is the backbone of aid delivery in Gaza, ensuring that millions receive desperately needed assistance. Blocking U.S. funding for UNRWA’s critical work is a cruel and unjustified decision that only deepens Gaza’s humanitarian suffering. Congress and the Administration must act swiftly to correct this wrong by supporting the UNRWA Funding Emergency Restoration Act and restoring this urgently needed aid.”

    “Restoring funding to UNRWA is a humanitarian imperative,” said Sharif Aly, President of the International Refugee Assistance Project (IRAP). “For over six decades, the United States has been one of the strongest supporters of UNRWA, which provides lifesaving aid and social services to millions of Palestinian refugees across the Middle East. Those services are desperately needed in Gaza right now, and UNRWA is the only organization with the capacity and expertise necessary to provide them at scale. The United States must uphold its commitment to the human rights of the Palestinian people and pass this legislation to reinstate funding to the humanitarian agency immediately.     Summit of the Future Action Days
    This afternoon, at 1pm, the Summit of the Future Action days will kick off with a youth-led event.
    Felipe Paullier, the Assistant Secretary-General for Youth Affairs, will lead the opening ceremony under the theme #Youthlead the future.
    At 2pm, the Secretary-General will take part in a dialogue with youth advocates. This will also take place in the General Assembly Hall and you will be able to watch the conversation live on UN Webtv.
    The action days, which are convened by the Secretary-General, will continue tomorrow. The Secretary-General will address Saturday’s opening session at 9 a.m, tomorrow.
    Tomorrow’s programme will focus on three priority themes – digital and technology, peace and security, and sustainable development and financing.
    There will also be a dedicated focus throughout the day on future generations.

    We are very concerned at the heightened escalation across the Blue Line, including the deadly strike we saw on Beirut today. We urge all parties to de-escalate immediately. All must exercise maximum restraint.
    We also urge the parties to immediately return to the cessation of hostilities and to fully implement Security Council resolution 1701.
    The region is on the brink of a catastrophe. All efforts should focus on finding a diplomatic solution.
    Our Special Coordinator for Lebanon, Jeannine Hennis-Plasschaert, has been insistently conveying these messages to her interlocutors in Lebanon and Israel.
    And this afternoon, the Under-Secretary-General for Political Affairs, Rosemary DiCarlo, and our High Commissioner for Human Rights, Volker Türk, will brief the Security Council in an open meeting on developments in Lebanon. They will convey similar messages. Those remarks will be shared with you.
    Meanwhile, on the peacekeeping front, our blue helmets at UNIFIL peacekeepers continue to implement their mandate in, obviously, extremely challenging conditions, working to help avert further escalation and return to a cessation of hostilities.
    The head of the UN peacekeeping mission there, Force Commander General Aroldo Lázaro, has been in constant communication with the Lebanese Armed Forces and the Israel Defense Forces to help avoid any miscalculations along the Blue Line and to support humanitarian access in southern Lebanon.

    Occupied Palestinian Territory
    Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs says that Palestinians already displaced in the Strip are at risk of having to move again as the rainy season approaches, which is expected to bring flooding and high tides.
    OCHA says that many of those displaced by hostilities in Gaza are sheltering along the Mediterranean coast, where Israeli-issued evacuation orders have instructed them to go. Several municipalities in Gaza have also warned of the risks, with some advising people sheltering in low-lying areas to leave and seek out safer places due to the danger of flooding. Displaced people in Khan Younis and Deir al Balah have been warned to move to higher ground and stay away from the shore, as high tides could cause their tents to drift, among other risks.
    UNRWA, for its part, warns that people in Gaza are sheltering in open spaces with no sewage network or rainwater drainage systems. The agency says that as reptiles, rodents and insects spread, its teams are spraying pesticides and removing waste to protect families from diseases.
    Meanwhile, OCHA also reports that water, sanitation and hygiene operations in northern Gaza have been forced to drastically reduce their operating hours to prevent shutdowns.
    Our partners working on the response say it continues to be extremely difficult to get fuel to the north, with deliveries often delayed or rejected at checkpoints.
    In addition to fuel shortages and the ongoing electricity outages that stall pumps, the current water crisis in Gaza has been worsened by damage to water infrastructure, the absence of safety to make repairs, and a lack of spare parts and chlorine.
    To address the critical lack of clean water in Gaza, UNICEF says it is providing 15 litres of water per person per day for nearly 900,000 people, ensuring that part of their water needs are met for a duration of three months.

    Thank you, Madam Vice President.  

    We regret that due to timetabling problems, the Commissioners could not be here this morning. If they had been, I would have thanked them for their latest report, which clearly highlights the horrific violations and abuses Syrians continue to endure.

    Of all the horrors of this conflict, one of the greatest tragedies is of those forcibly detained and missing. As the Commissioners report, over 100,000 Syrians remain missing yet Syrian authorities continue to obstruct families’ efforts to find their loved ones.

    The UK firmly supports families, survivors and victims in their quest for the truth. So, we commend efforts to operationalise the Independent Institution on Missing Persons and call for the swift appointment of its Assistant Secretary-General, so that it can help clarify the fate of those missing Syrians and support their long-suffering families.

    The Assad regime must address the issue of the missing and cease arbitrary detention. The Syrian people need assurances on their safety and security, if they are ever to return home.

    This Council must not, will not, turn its back on the Syrian people, and those responsible for the abuses and violations of human rights must, will be held to account.

    Students of the State University of Management took part in the Student Media Gathering “Our Values” in the Senezh Management Workshop, where they became finalists in the social video competition.

    The gathering will take place from September 14 to 18, 2024. More than 150 representatives of student media from 25 regions of Russia, as well as guests from 16 countries, took part in it: Argentina, Vietnam, India, Egypt, Iran, Turkey, Italy and others. The State University of Management was represented at the gathering by the head of the General Press SUM (GPS) media club Ekaterina Lavrova, deputy head of the media department of the IOM Student Council Valeria Lebert, and the head of the Garnet case club Larisa Sokolova.

    The program of the event included lectures, master classes, cultural evenings and open dialogues with famous speakers, such as Deputy Minister of Science and Higher Education of the Russian Federation Konstantin Mogilevsky, Director of the Information and Press Department of the Ministry of Foreign Affairs of the Russian Federation Maria Zakharova, Head of the Media Monitoring and Analysis Department of the Press Service of the Federation Council Olga Anderson and others.

    During the five days of the event, each team had a task – to create a social poster and a social video on one of the 17 topics prepared by the organizers. Our students were given the topic “Service to the Fatherland and Responsibility for Its Fate” during the draw. Despite all the difficulties and sleepless nights that the girls faced, they coped with the task and reached the final of the competition works, where they were assessed by Deputy Minister of Science and Higher Education Olga Petrova and Director of the Department of Information Policy and Comprehensive Security Andrey Tolmachev.

    Deputy Head of the Media Department of the IOM Student Council Valeria Lebert shared her impressions after the Gathering: “Having attended the Gathering of Student Media “Our Values” in Senezh, I realized how powerful the young generation is now. Everyone defends their position and goes all the way, showing stunning results. This was my first experience of such trips, and I want to call it successful. Thanks to the girls, the organizers and the State University of Management for such an opportunity and a great time!”

    The head of the case club Larisa Sokolova also gave a comment: “During the five days spent in Senezh, I rethought many things. The topics that the speakers raised touched me to the depths of my soul. At the end of the Gathering, I did not even want to leave, to part with the amazing people whom I had managed to love in such a short time. I am grateful to the State University of Management for this opportunity. When I return, I will convey to our students the meanings that I found in Senezh.”

    Briefing UN Security Council members today (19 Sep) on the situation in the Middle East, Tor Wennesland, UN Special Coordinator for the Middle East Peace Process expressed his “grave concern” on the “the series of explosions across Lebanon and rockets fired toward Israel in recent days,” warning that these incidents add to the overall volatility. Wennesland urged all parties to “refrain from steps that will further exacerbate the situation and take immediate steps to deescalate.”

    In his briefing, Wennesland also highlighted the ongoing demolitions and seizures of Palestinian-owned structures in the occupied West Bank and East Jerusalem. He noted that over 550 people, including 250 children, had been displaced. He said, “demolitions and seizures of Palestinian-owned structures continued… citing the lack of Israeli-issued building permits, which are almost impossible for Palestinians to obtain.”

    The Special Coordinator also expressed alarm over provocative actions and rhetoric on both sides. Urging all parties to reject such dangerous incitements, he said, “a joint statement from Hamas and Palestinian Islamic Jihad threatened a return to the use of suicide bombings… while an Israeli minister said, ‘Palestinian prisoners must be killed. Shot in the head.’”

    Helen Clark, a member of The Elders and former Prime Minister of New Zealand, told the Security Council that the current approach to managing the Israeli-Palestinian conflict has failed. She criticized member states that use their veto power to “protect allies” or “obstruct geopolitical rivals,” warning that this undermines the authority of the Council.

    Riyad H. Mansour, Permanent Observer of Palestine to the UN, referred to a recent advisory opinion from the International Court of Justice, declaring Israel’s presence in the Occupied Palestinian Territory as unlawful. “The Court reaffirmed the illegality of Israel’s settlements… stressing the obligations of the occupying Power to cease immediately all settlement activities,” Mansour said.

    Israeli Ambassador Danny Danon said, “this Council and the world must wake up to the reality of the threat Iran poses. The dark force driving the violence we see today is not a collection of independent groups; it is Iran pulling the strings,” He said, “the Iranian proxies, Hezbollah in the North, Hamas and Palestinian Islamic Jihad in Gaza, the Houthis in Yemen, Shiite militias in Iraq and Syria and terrorist cells in Judea and Samaria, are all Iran’s attack dogs unleashed to spread death and destruction across the region.” Danon further said that Iran is not only targeting Israel but is seeking domination of the entire Middle East, while the Palestinian Authority is being “utterly weak and impotent.”

    WASHINGTON, D.C.– Today, Representatives Mario Díaz-Balart (R-FL-26) and Debbie Wasserman Schultz (D-FL-25), co-chairs of the Congressional Venezuela Democracy Caucus, along with Representatives Chris Smith (R-NJ-4), Carlos A. Giménez (R-FL-28), Jenniffer González-Colon (PR-At-Large), María Elvira Salazar (R-FL-27), Mike Waltz (R-FL-06), and Darren Soto (D-FL-09) introduced a bill to raise the U.S. Department of Justice’s bounty on dictator Nicolás Maduro from $15 million to $100 million. The increase would be funded by assets already seized from Maduro and his regime.

    The reward would be paid out by the federal government using seized assets already being withheld from Maduro, officials of the Maduro regime and their co-conspirators, not taxpayer funds. According to the U.S. Attorney’s Office in South Florida and its federal law enforcement partners who have brought dozens of criminal charges against high-level regime officials, asset seizures total approximately $450 million.

    The Senate companion was introduced by U.S. Senators Rick Scott (FL) and Marco Rubio (FL).

    “For nearly two months since the July 28th presidential elections, in which the Venezuelan people overwhelmingly voted for President-elect Edmundo González, the Maduro regime has only escalated its brutal repression. According to reports, arbitrary detentions, torture, and politically motivated persecution – have intensified under Maduro’s oppressive rule.

    Maduro’s regime is a criminal enterprise that fuels narco-terrorism, suppresses independent media, and violates human rights with impunity. Last year, I warned that the Biden-Harris Administration’s appeasement of this dictatorship would only embolden Maduro. Lifting sanctions has endangered our national security, aiding a regime closely allied with dangerous adversaries like Russia, Iran, Cuba, and the PRC.

    Instead of easing sanctions, the Biden-Harris Administration should stand in solidarity with the Venezuelan people in their fight for freedom by increasing this bounty and strengthening sanctions,” said Díaz-Balart.

         Following is the speech by the Acting Secretary for Justice, Mr Cheung Kwok-kwan, at the reception of National Day of the Kingdom of Saudi Arabia, today (September 23):

    Your Excellency Mr Hamad Aljebreen (Consul General of the Kingdom of Saudi Arabia in Hong Kong), Deputy Commissioner Fang Jianming (Deputy Commissioner of the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region), distinguished guests, ladies and gentlemen,

         Good evening. I’m pleased to be here tonight, in celebration of the national day of the Kingdom of Saudi Arabia.

         Tonight’s gathering is also a welcome opportunity to meet, once again, with the Consul General and members of the Saudi business community.

         As the Consul General noted, the past year, and more, has seen remarkable growth in co-operation between our two economies, governments and peoples.

         And those welcome ties continue to grow and diversify. Just earlier this month, His Excellency Bandar Alkhorayef, Minister of Industry and Mineral Resources of the Kingdom of Saudi Arabia, conducted an official visit to Hong Kong, during which he met with a variety of senior officials of our government.

         Hong Kong is the natural springboard for Saudi companies looking to the Greater Bay Area, and beyond, for opportunity.

         Next month, Cathay Pacific begins a thrice-weekly service between Hong Kong and Riyadh. That cheering link can only expand our rising business, trade and cultural exchanges.

         I’m pleased to say, we’re making progress, too, in legal co-operation. In March this year, I led a delegation of the legal sector to Riyadh to attend Riyadh International Disputes Week to share Hong Kong’s strengths in legal and dispute resolution services. The Secretary for Justice was also in Riyadh, in May this year, meeting with senior Saudi justice officials. His visit followed the signing, in April, of an MOU (Memorandum of Understanding) strengthening co-operation between the two places on issues relating to dispute avoidance and resolution. The arrangement underscores Hong Kong’s status as an international legal and dispute-resolution hub.

         Ladies and gentlemen, that barely touches on the wide-ranging initiatives bringing us together, working to create a rewarding, far-reaching future for us all.

         Consul General, over the years, you and your colleagues have taken an important role in forging closer economic ties and cultural exchanges with Hong Kong. For that, I would like to express my gratitude for your contribution to making the ties stronger.

  • MIL-OSI: Outbrain announces repurchase of remaining 2.95% Convertible Senior Notes due 2026

    NEW YORK, Sept. 23, 2024 (GLOBE NEWSWIRE) — Outbrain Inc. (NASDAQ: OB), a leading technology platform that drives business results by engaging people across the Open Internet, announced today that it has repurchased all of the remaining $118 million in aggregate principal amount of the 2.95% Convertible Senior Notes due 2026 (the “Convertible Notes”) via a privately negotiated repurchase agreement with Baupost Group Securities, L.L.C., the sole holder of the Convertible Notes. The Company paid, including accrued interest, $109.7 million in cash representing a discount to par value of approximately 7.5%. As a result, Outbrain will record a pre-tax gain of approximately $8.8 million in the third quarter of 2024.

    Following the closing of the transaction, Outbrain has repurchased the entire principal balance of $236 million of the Convertible Notes, with no remaining debt on the balance sheet and approximately $128 million of cash, cash equivalents and investments in marketable securities, when adjusting the balance as of August 31, 2024 for the repayment. Outbrain repurchased the initial $118 million principal amount of the Convertible Notes in April 2023.

    The African Development Bank (www.AfDB.org), the African Union Commission, the United Nations Environment Programme (UNEP), and the United Nations Convention to Combat Desertification (UNCCD) brought together African ministers of environment in Abidjan to adopt the Abidjan Declaration (https://apo-opa.co/3BnJ6GN), a commitment to jointly tackle land degradation, desertification, and drought across Africa.

    The 10th Special Session of the African Ministerial Conference on the Environment (AMCEN), held from 3-6 September, served as a platform to generate political momentum and secure essential financing and partnerships to address these urgent environmental challenges. Key discussions focused on four critical policy areas: mitigating droughts in Africa; enhancing ambition to achieve land degradation neutrality targets; promoting ecosystem restoration opportunities; and strengthening partnerships for implementation and resource mobilisation.

    The dialogue is expected to shape Africa’s strategies on finance, natural capital, and addressing marine and coastal challenges ahead of the UNCCD COP 16 to be held in Riyadh, Saudi Arabia, from December 2 to 13, 2024. 

    The Prime Minister of Côte d’Ivoire, Robert Beugré Mambé attended. In opening remarks, he said: “There is a very concerning imbalance. We must stay informed in order to provide responses to our concerns, particularly to the global community, which is worried about the highly negative impact of climate change on our economic, human, and social activities. Some examples show that climate change affects more than 100 million hectares of land each year.”

    Dr. Osama Ibrahim Faqiha, Deputy Minister at Saudi Arabia’s Ministry of Environment, Water and Agriculture and Advisor to the COP16 Riyadh Presidency also attended the ministerial dialogue. He said, “Elevating Africa’s ambitions to combat land degradation aligns with the message we wish to convey at COP16. It is crucial that land is prioritised in global efforts against drought, famine, rising carbon emissions, and forced migration—issues that have too often been sidelined.”

    The Abidjan Declaration, adopted on September 6, 2024, during the conference, reflects the commitment of African governments to addressing the challenges of desertification and land degradation. Over 65 percent of the continent’s land is affected by degradation, impacting 400 million people.

    Kevin Kariuki, African Development Bank Vice President for Power, Energy, Climate and Green Growth, underscored the significance of these discussions. “Today’s session is an opportunity to review Africa’s progress since COP 15 in May 2022. The challenges of land degradation and drought are pressing, and we are committed to finding urgent solutions as we implement our Ten-Year Strategy for 2024-2033,” he said.

    Anthony Nyong, Climate Change and Growth Director at the African Development Bank, called for a shift in narrative regarding Africa’s challenges. “Partnership is essential in tackling the complex issues of land degradation, drought, and desertification. In the 6th century, the king of Himyar (in present-day Yemen), Dhu Nuwas, began a systematic persecution of Christians in southern Arabia, burning churches, forcing people to convert and putting to death those who refused to renounce their faith in Christ. Priests, deacons, nuns and entire families – men, women and children – were burned alive. According to tradition, the relics of Saint Aretas and her fellow martyrs of Najran were deposited in a cube-shaped shrine which became a popular pilgrimage center for Arab Christians during late antiquity. The sanctuary was destroyed in the 7th century when Christians were expelled from southern Arabia. The relics of Saint Aretas eventually found their way to Mount Athos in Greece. Their return to the Arabian Peninsula after almost fourteen centuries was experienced as an extraordinary blessing for the current Christian communities in the Gulf. On 29 August 2023, Pope Francis issued the Decree announcing the Jubilee of Saint Aretas and Companions in the Arabian Peninsula. The Decree granted a Plenary Indulgence to the faithful who at any time undertake a pilgrimage to the Cathedral of Our Lady of Arabia in Awali, Bahrain, to the Cathedral of St. Joseph in Abu Dhabi, United Arab Emirates, or to the Parish of St. Areta.For the end of the Jubilee, Bishop Martinelli also wrote the Pastoral Letter “Gioia e Giubileo” (“Joy and Jubilee”) published yesterday, Sunday 22 September. In the Letter, the Apostolic Vicar of southern Arabia retraces the Jubilee Year of Saint Aretas, describing the spiritual fruits she brought to the Vicariate, and invites prayer following Pope Francis’ appeal in view of the Jubilee 2025. In the Letter , Bishop Paul announces that the feast of Saint Aretas will now be celebrated every year on October 24, to ask that the memory of the Arab martyrs continue to inspire and accompany the path of the Catholic communities vitally present in the Arabian Peninsula. «They are a deep root of the tree in which we find ourselves today. We are called to inhabit this land with faith.” After having celebrated the holy martyrs of Arabia for an entire year, now “It is easier to recognize that «being Christian in the Gulf means belonging to this Church of the Gulf. We are not just faithful from different churches: here we all form the Catholic Church of Arabia together”, writes the Bishop. Looking to the next Jubilee 2025, the Bishop invites everyone “to prepare well for the Holy Year 2025 by entering into the spirit of prayer” , and summarizes the gestures and practices that unite prayer, the Sacraments and the reading of the Word in the spiritual life of the people of God. A summary in which he refers to the Our Father prayer, the Liturgy of the Hours, personal prayer, the Rosary, Eucharistic Adoration.     The Taliban recently announced that they are suspending its polio vaccination campaign in Afghanistan. The announcement was made shortly before the campaign was due to start.

    The suspension is temporary, according to the Taliban, and is due to security fears and the fact that women are involved in administering the vaccine.

    Poliovirus is a highly infectious virus that mainly affects children under the age of five, but anyone who is unvaccinated can be infected. The virus spreads from person to person mainly through traces of contaminated faeces on people’s hands getting into their mouths or, less commonly, through contaminated food or water.

    It initially infects the intestines, leading to symptoms such as fever, fatigue, headache and vomiting in the early stages of the disease. But, as the infection progresses, the virus can invade the nervous system, often leading to paralysis. In the worst cases, affected children will die as the paralysis spreads to the muscles that control breathing.

    Polio was a major global childhood health concern in the 19th and 20th centuries. However, the development of polio vaccines has given us the ability to prevent polio-induced paralysis. There are two main types of polio vaccine: live-attenuated oral poliovirus vaccine (OPV), made from weakened poliovirus, and inactivated poliovirus vaccine (IPV).

    Following the introduction of the Global Polio Eradication Initiative in 1988, OPV and IPV have nearly eliminated the disease. Yet polio remains a global threat, as was seen recently with the emergence of polio in the Gaza Strip.

    Afghanistan is one of only two countries, alongside neighbouring Pakistan, where polio has continued to spread. So the news that the Taliban have suspended polio vaccination will probably have major consequences for the control of the disease in Afghanistan and the surrounding region.

    Earlier in 2024, Afghanistan had used a house-to-house vaccination strategy, recommended by the WHO, for the first time in five years. This tactic ensures that most children have access to the vaccine. However, in the southern Kandahar province, the Taliban used a mosque-to-mosque vaccination campaign, which has been proven to be less effective. So Kandahar is believed to have a large number of unvaccinated children who are now susceptible to infection.

    Locally, this setback in vaccination not only poses a risk to the children of Afghanistan, but also poses a risk to children in bordering Pakistan. This is due to the high levels of movement across the borders between the two countries.

    “Afghanistan is the only neighbour from where Afghan people in large numbers come to Pakistan and then go back,” Anwarul Haq, the coordinator at the National Emergency Operation Centre for Polio Eradication, told Associated Press.

    Much wider spread

    Afghanistan has already seen an increase in paralytic polio cases in 2024, rising from six in 2023 to 14 confirmed cases in 2024 so far. Paralysis occurs in about one in 200 infections, so this increase in paralytic polio suggests a much wider spread of infection in the region. This includes Pakistan, which has reported 13 cases so far this year.

    With the reduced number of vaccinations and an increasing number of children vulnerable to polio infection, we are likely to see an increased number of paralytic polio cases in the near future. This potential increase in viral spread coupled with the number of people travelling in and out of the region may lead to the spread of polio beyond Afghanistan and Pakistan and into areas such as India and Iran.

    Unfortunately, those who are not vaccinated will also be susceptible to vaccine-derived poliovirus. This is where the OPV vaccine, which contains a weakened version of the virus, has been able to spread in areas with low vaccination coverage, allowing the virus to return to virulence.

    This has seen new vaccine-derived outbreaks seeded across several countries in Africa, Asia and the Middle East, which now accounts for most paralytic polio cases worldwide.

    Abu Dhabi (Agenzia Fides) – The Jubilee in honor of Saint Aretha and his Companions, Martyrs of Arabia, was also a precious opportunity to rediscover the long history of Christianity in Arabia, a history “rooted in the apostolic witness and saturated with the blood of the martyrs”. A source from which the composite and vibrant community of millions of Catholics today scattered in the various countries of the Arabian Peninsula can also draw. This is what the Apostolic Vicar of Southern Arabia, bishop Paolo Martinelli (ofm.Cap.), emphasized with an eye to the present and the future, who celebrated the closing Mass of the Jubilee year yesterday, Sunday 23 September. More than 3,000 Catholics took part in the solemn Mass at St. Joseph’s Cathedral in Abu Dhabi, during which the Holy Door was closed.The Jubilee, which began on October 23, 2023 (see Fides, 20/10/2023 and 24/10/2023), was celebrated jointly by the Apostolic Vicariate of Southern Arabia (with the United Arab Emirates, Yemen and Oman) and the Apostolic Vicariate of Northern Arabia (led by Bishop Aldo Berardi with Barhain, Qatar, Kuwait and Saudi Arabia). The closing ceremony of the Jubilee in the Vicariate of Southern Arabia was brought forward because Bishop Martinelli will be in Rome in October for the assembly of the Assembly of the Synod of Bishops. In the Apostolic Vicariate of Northern Arabia, a similar closing ceremony is planned for October 23.“The communion that the Catholic communities of the Arabian Peninsula have experienced through the joint celebration of the Jubilee Year,” said Bishop Martinelli in his homily, is one of the reasons why these saints are so important to us as “we come from many different countries, have different liturgical rites and spiritual traditions. Each of us has devotions to saints from our own culture and we may wish to celebrate them here as well. But Saint Arethas and his companions are saints of this land of Arabia in which we now live. Therefore, they are our saints, whom we all can celebrate in common” as “one Church, the Church of Arabia.” In fact, “coming to this country in the Gulf as migrants – insisted the Apostolic Vicar – we become an indivisible part of the history of this Church of Arabia, rooted in the Apostolic testimony and watered by the blood of the martyrs”.Saint Arethas and his Companions are venerated in all Catholic and Orthodox churches. Historical sources report that they were Arab Christians from the ancient Christian city of Najran in southern Arabia (in present-day Saudi Arabia) who were martyred in 523 AD. Arethas, whose Arabic name was Al-Harith bin Ka’b, was born in 427 AD and served as ruler of the predominantly Christian city until his martyrdom at the venerable age of ninety-five. In the 6th century, the king of Himyar (in modern-day Yemen), Dhu Nuwas, began a systematic persecution of Christians in southern Arabia, burning churches, forcing people to convert, and killing those who refused to renounce their Christian faith. Priests, deacons, nuns, and entire families—men, women, and children—were burned alive. According to tradition, the relics of Saint Arethas and his companions, the martyrs of Najran were kept in a magnificent cube-shaped shrine that became a popular pilgrimage site for Arab Christians in late antiquity. The shrine was destroyed in the 7th century when Christians were expelled from southern Arabia.The relics of Saint Arethas eventually found their way to Mount Athos in Greece. Their return to the Arabian Peninsula after nearly fourteen centuries is therefore considered an extraordinary blessing for today’s Christian communities in the Gulf. The Apostolic Penitentiary issued a decree authorizing the Apostolic Vicar of Northern Arabia, Bishop Aldo Berardi (O.S.S.T.), to impart the “Apostolic Blessing with Plenary Indulgence” by the Pope after the celebration of Holy Mass on an appropriate day of the Holy Year to “all the faithful present who are deeply contrite and moved by love.”At the end of the Jubilee, Bishop Martinelli also wrote the Pastoral Letter “Joy and Jubilee,” which was published yesterday, Sunday, September 22.     Yesterday, Prime Minister Justin Trudeau met with the Secretary-General of the United Nations (UN), António Guterres, on the margins of the 79th Session of the UN General Assembly.

    The Prime Minister congratulated the Secretary-General on the adoption of the Pact for the Future, and the two leaders discussed progress on the UN Sustainable Development Goals (SDGs). As Co-Chair of the SDG Advocates group and the SDG Stimulus Leaders group, the Prime Minister reaffirmed his commitment to championing global action toward meeting the SDGs. He underscored the urgent need for development finance in support of the SDGs and for innovative approaches and tools to tackle multifaceted challenges.

    The Prime Minister and the Secretary-General exchanged views on pressing global issues and ongoing challenges to the rules-based international order. They reiterated their strong support for democracy and the need to foster global peace and stability.

    On the situation in the Middle East, the leaders reiterated the need for an urgent ceasefire and expressed their deep concern over the ongoing humanitarian crisis in Gaza.   • MIL-OSI Security: Defense News: U.S., Egyptian Naval Forces Conducts Inaugural Eagle Defender Exercise in Red Sea

    For the first time, U.S. and Egyptian naval forces integrated unmanned systems in a bilateral maritime exercise to uphold the international rules-based order while ensuring maritime security in the Red Sea. Scenarios included: explosive ordnance disposal, mine countermeasures, harbor defense, and the integration of unmanned systems.

    The Arleigh Burke-class guided-missile destroyer USS Michael Murphy (DDG 112) sailed alongside Egyptian Navy ships during the exercise while several other units also participated.

    This is one of many exercises the U.S. military participates in every year with partner nations in the Middle East to enhance partnerships and strengthen interoperability. The combined exercise is designed to broaden levels of cooperation, support long-term regional security, and enhance Egyptian Naval Force interoperability with U.S. naval forces.

    The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea, parts of the Indian Ocean and three critical choke points at the Strait of Hormuz, Suez Canal and Bab al-Mandeb.
