  • MIL-OSI NGOs: Syria: US must provide support to thousands stranded in horrifying conditions in Rukban camp

    The United States (US) should urgently provide humanitarian aid to at least 8,000 displaced Syrians stranded in the besieged, isolated Rukban camp under US de facto control on Syria’s border with Jordan and Iraq without access to sufficient food, clean water or healthcare, Amnesty International said today.

    The already dire humanitarian situation at the camp has deteriorated sharply in recent months after the Syrian government tightened the siege it has imposed on the territory around the camp since 2015, setting up checkpoints that have blocked informal smuggling routes that the camp’s residents relied on for essential supplies. The last UN humanitarian convoy allowed into the camp by the Syrian government was nearly five years ago in September 2019.  

    The US military operates a base near Rukban camp and has de facto effective control over the 55km territory on which the base and the camp are located. As such and in light of other governments’ human rights failures, the US government has an obligation under international human rights law to ensure that residents of the camp have access to essential supplies.

    “It is unfathomable that thousands of people, including children, are stranded in an arid wasteland struggling to survive without access to life-saving necessities. The residents of Rukban are victims of a brutal Syrian government siege, they have been barred from safe refuge or faced unlawful deportations at the hands of the Jordanian authorities and been met with apparent nonchalance by the US,” said Aya Majzoub, Amnesty International’s Deputy Director for the Middle East and North Africa.

    An estimated 80,000 people lived in Rukban before Jordan sealed its border to the area in 2016. That number has dwindled to 8,000 today as most left due to the dire conditions. Despite the serious risks facing them in Syrian government controlled areas, including being labelled “terrorists” and being subjected to arbitrary detention, torture, enforced disappearance and other human rights violations for expressing opposition to the Syrian government, tens of thousands have had no option but to take this risk. Today, Jordan continues to unlawfully deport Syrians to Rukban despite the camp’s unliveable conditions, while the US makes little visible effort to improve the desperate conditions despite its ability to do so.

    “The Syrian government must immediately lift its siege on the area and allow humanitarian aid deliveries to reach residents of the camp. In addition, given that the US has de facto effective control over the territory on which the camp is located, it should fulfil its human rights obligations and ensure that the camp’s residents have access to food, water and essential healthcare. Meanwhile, the international community must work towards sustainable solutions for the camp’s residents, such as the re-opening of the border with Jordan or safe passage to other areas in Syria where individuals would not face human rights violations,” said Aya Majzoub.

  • MIL-OSI Global: A weakened Hezbollah is being goaded into all-out conflict with Israel – the consequences would be devastating for all

    For almost a year, Israel and Hezbollah have engaged in increasingly provocative cross-border skirmishes as onlookers warn that this escalating war of attrition could land the region in all-out conflict. The past few days have made that devastating scenario closer to a reality.

    First came Israel’s pager and walkie-talkie attack, an unprecedented assault on Hezbollah’s communications that injured thousands of the organization’s operatives. It was followed by the assassination of Ibrahim Aqil, a key Hezbollah leader, who died in an airstrike that also killed other senior commanders of the militant group, as well as some civilians. Hezbollah has responded by extending the geographical range of its rockets fired at Israel, targeting both military facilities and civilian neighborhoods just north and east of Haifa.

    As a scholar of Lebanon and Israel, I have followed the dynamics of this war of attrition since Oct. 8, 2023, the day after Hamas executed an unprecedented and deadly attack on Israel, which responded by bombarding the Gaza Strip. Hezbollah then began firing rockets into northern Israel in solidarity with Hamas in Gaza.

    Despite the high rhetoric and mutual threats of destruction, until recent days neither Israel nor Hezbollah, nor the latter’s sponsor Iran, have shown an interest in a full-scale war. All parties surely know the likely destructive consequences of such an eventuality for themselves: Israel has the military power to devastate Beirut and other parts of Lebanon as it did in Gaza, while even a weakened Hezbollah could fire thousands of missiles at Israeli strategic sites, from the airport to central Tel Aviv, water supply lines and electricity hubs, and offshore gas rigs.

    So instead, they have exchanged fire and blows along their shared boundary, with somewhat agreed-upon red lines concerning the geographical scope of attacks and efforts not to intentionally target civilians.

    But Israel’s recent attacks in Lebanon may have turned the page of this war of attrition into a new and far more acute situation, putting the region on the brink of a full war. Such a war would wreak havoc in Lebanon and Israel, and might also drag Iran and the United States into direct confrontation. In doing so, it would also fulfill the apparent of the Hamas gunmen who murdered around 1,200 Israelis on Oct. 7 in the hope that a heavy-handed Israeli response would draw in more groups across the region.

    A dangerous ‘new phase’

    Hezbollah’s secretary general, Hassan Nasrallah, has insisted throughout the near-yearlong hostilities that his organization would hold its fire only if a cease-fire agreement is reached between Israel and Hamas. In recent weeks, however, Israel has taken the conflict in the opposite direction.

    The country’s defense minister, Yoav Gallant, described the coordinated attacks on Hezbolah targets as a “new phase,” adding that the “center of gravity” in the war was moving north into Lebanon. The Israeli government has added the “return of the residents of the north securely to their homes” as an additional war goal.

    The assault on Hezbollah’s communications system targeted the organization’s operatives but hit many civilian bystanders, leaving Lebanese in shock, trauma, anger and desperation.

    It demonstrated Israel’s tactical military advantage over Hezbollah. The unprecedented penetration into the heart of the organization’s command and rank-and-file structures has never been seen before in any conflict or war globally. It struck Hezbollah in its most vulnerable places and even exposed its coordination with Iran – one of the injured persons from the pager explosions was the Iranian ambassador in Lebanon.

    The killing of Akil two days later was another signal that the Israeli government had now decided to try to change the rules of this risky game of reprisals and counter-reprisals. It is clear that rather than the uneasy status quo that defined this war of attrition for nearly a year, Israel’s intent is now to pressure Hezbollah to concede.

    Getting out of control

    Nasrallah delivered a gloomy and defiant speech in the aftermath of the pager attack. While acknowledging that Hezbollah was severely undermined by this operation, he defined the Israeli attack as a continuation of “multiple other massacres perpetrated by the enemy over decades.”

    By doing so, he framed it within a popular historical narrative among many Lebanese and Palestinians who regard Israel as a criminal entity that regularly carries out massacres against innocent civilians.

    Nasrallah also insisted that his commitment to supporting Hamas in Gaza remains unwavering.

    While stating that Israeli actions have “crossed all red lines” and could amount to a declaration of war, Nasrallah also reiterated a point he had made in previous peaks of this ongoing conflict: that retribution is coming, the only question being of timing and scale. By doing so, Nasrallah hinted that he may still not be interested in a full war.

    Israel, on the other hand, appears less circumspect. After almost a full year of contained tension with Hezbollah, Israel’s leaders appear willing to risk an escalation that might get out of control.

    It is hard to determine what the strategy behind Israel’s actions is: Since Oct. 7; as the Biden administration has noted, Israel has not displayed a coherent strategy with clear political goals.

    Rather, critics of Prime Minister Benjamin Netanyahu suggest that he is mainly motivated by his own political survival and the retention of power as the head of state, tying Israel’s interests to his own.

    Uniting the ‘axis of resistance’

    So where does this leave Nasrallah as he weighs Hezbollah’s response, surely in consultation with Iran? After such devastating blows to Nasrallah’s organization, it is hard to think that Hezbollah would be willing to scale down, stop its cross-border attacks and retreat away from the Israeli border, or give up its commitment to support Hamas in Gaza.

    On the other hand, opting for a full-scale war, after spending a year avoiding it, is fraught with risk – both Nasrallah and his sponsors in Tehran know well the high costs of such a war for Hezbollah, Lebanon and potentially also for Iran.

    If Hezbollah went to war now against Israel, it would embark on its most consequential move since its foundation in 1982. But it would do so with crippled communications systems and without much of its leadership – some of whom had worked for decades side by side with Nasrallah, building with him the military capacity of the organization.

    In some respects, Israelis under Netanyahu’s leadership, and Lebanese in a country increasingly held hostage by Hezbollah’s interests, face similar predicaments: Their well-being is being sacrificed for other priorities.

    Netanayhu’s recent statements about concern for Israeli citizens in the north sound hollow after 11 months of pursuing policies that put them more in danger, as well as opposing a Gaza cease-fire deal that would also end hostilities between Hezbollah and Israel.

    In Lebanon, Hezbollah has dragged the country into this war against the will of most Lebanese – a decision that has led to significant devastation in parts of a country already suffering extreme political and economic duress.

    Nasrallah’s speech described Hezbollah’s predicament as that of all Lebanon – while sending a veiled threat that dissent would not be tolerated. Many Lebanese are undoubtedly sympathetic to the Palestinian cause and resent Israel’s war in Gaza. But at the same time, they may balk at the idea that their own well-being has to be sacrificed in the process.

    In the meantime, Yahya Sinwar, the Hamas leader and mastermind behind the Oct. 7 massacre, may well be looking on at the unfolding events between Israel and Hezbollah with satisfaction. His plan was designed to trigger the unification of all fronts of the so-called “axis of resistance,” which includes the Houthis in Yemen as well as Hezbollah and other Iran-backed groups with the hope for a regional war against Israel.

    A year later, we are closer than ever to that scenario.

  • MIL-OSI China: 17 Palestinians killed in Israeli attacks across Gaza

    At least 17 Palestinians were killed by Israeli attacks across the Gaza Strip on Sunday, the Palestinian official news agency WAFA reported.

    Seven Palestinians were killed and some others injured in an Israeli bombardment of the Kafr Qasem School housing displaced people west of Gaza City, said the report. However, the Israel Defense Forces claimed Sunday that the strike carried out by its Air Force has “precisely” targeted Hamas militants operating within the school compound.

    According to WAFA, four other Palestinians were killed and some more injured as a result of an Israeli bombing of a house belonging to the Dawas family in the Al-Hakkar area of Deir al-Balah in central Gaza.

    In the south of the strip, Israeli artillery targeted the town of Khuza’a, east of Khan Younis, killing two people, WAFA reported, adding emergency teams recovered four bodies from the al-Attatirah area, east of Rafah, following Israeli bombardment.

    The Israeli army has not commented on these incidents.

    Israel has been waging a large-scale offensive against Hamas in Gaza to retaliate against a Hamas rampage through the southern Israeli border on Oct. 7, 2023, during which 1,200 people were killed and about 250 others taken hostage.

    The Palestinian death toll from ongoing Israeli attacks in the Gaza Strip has risen to 41,431, Gaza-based health authorities said in a statement on Sunday.

    Wearing an elegant white dress, Umuhoza, a Rwandan businesswoman, took a photo in front of a smart photo device, which soon generated a photo depicting her as a valiant and chivalrous female with traditional Chinese features.
    “When people travel to China, they really want to take memories back home. The device can take a picture of you and then transform you into a Chinese kind of person. I really love it,” Umuhoza said.
    Umuhoza runs a travel website. She helps tourists from Asian countries travel to African countries, including Rwanda, Egypt and Tanzania. At the same time, her website has a “China package,” catering to travelers from Africa who want to go to China.
    At the 2024 China Culture & Tourism Industries Exposition held earlier this month in north China’s Tianjin Municipality, many foreign visitors were overwhelmed by the novel technologies adopted in China’s tourism sector.
    “That’s amazing. I am very interested in autonomous driving cars and many smart tourism scenes. Perhaps new trade cooperation can be carried out in the future,” Umuhoza said.
    Telling people more about China
    Putting on a virtual reality headset, Elena Jitari-Parry, a full-time travel blogger from Moldova, was instantly drawn to various places to experience the magnificent landscapes of China’s mountains and rivers.
    “So beautiful. It felt so authentic here,” Jitari-Parry said.
    She also quickly learned about securing travel tips for exploring Tianjin via an intelligent tourism companion system, which simply requires a person to ask questions at a booth provided by Midu, a company focusing on artificial intelligence and large language models.
    “Traveling in China can be so easy for foreigners! The digitalization and intelligence services of Chinese tourist attractions have become a new trend, enabling foreigners like me to enjoy a more comfortable and convenient travel experience in China,” Jitari-Parry said.
    With the desire to further explore China, Jitari-Parry chose to be a full-time travel blogger, documenting her travels and experiences in China. “Foreigners are very interested in China’s technological development. I always advise my audience to come to China and see something different.”
    The deep integration of technology and the cultural tourism sector not only creates a variety of experiential consumption scenarios, but also meets people’s new needs for personalized travel, immersive experiences and creative consumption.
    Data showed that by the end of 2023, the scale of China’s digital cultural tourism market had exceeded 1 trillion yuan (about 140 billion U.S. dollars), accounting for more than 30 percent of the entire cultural tourism industry.
    Experiencing smart, convenient services
    In the exhibition area of Meituan, one of China’s leading online services platforms, high-end technologies such as drones and autonomous delivery vehicles became the focus of foreign bloggers’ lenses.
    Ruben Diaz Jr. from the United States was amazed by it. “Some of these things are brand new to me. Tourists can specify drones to deliver the items they need directly to the scenic areas, which is definitely more convenient.”
    A staff member at the Meituan booth said that currently Meituan drones are operating on more than 30 routes in cities such as Beijing, Shenzhen, Shanghai and Guangzhou, and have completed over 300,000 orders in total.
    Thanks to the rapid development of smart tourism in China, tourists have become accustomed to using online payments, ticket purchases and guided tours during their travels.
    Data from iResearch, an industry research and consulting institute, showed that in 2023, the total number of monthly uses and total usage time of online travel apps had grown by more than 30 percent year on year on average.
    Some Chinese online travel service companies also use digital technologies to meet the growing travel needs of foreign visitors in China.
    In May, Tongcheng Travel launched an international travel reservation platform named HopeGoo, which supports payments in 16 global currencies and via various operating languages.
    Richard Santana, a product designer and blogger from the United States, said that with these online services, foreigners will be more willing to go to China, while their travels in China will also be more convenient.
    Ma Yiliang, chief statistician of the China Tourism Academy, said that “digitalization plus cultural tourism” has become a development trend.
    As “China Travel” has surged to be a hot global social media topic, demand for inbound tourism to China has increased significantly.
    “With the smarter and more convenient experience in China, foreign tourists can find a more open, more confident and safer China during their travels,” said Ma.

  • MIL-OSI China: Israel has dealt Hezbollah blows ‘it could not have imagined’

    Israeli Prime Minister Benjamin Netanyahu said on Sunday that his country landed “a series of blows” on Hezbollah in recent days that the group “could not have imagined.”

    In a video statement released by his office, Netanyahu warned, “If Hezbollah hasn’t understood the message, I promise you — it will understand the message.”

    He emphasized Israel’s commitment to restoring security in the north, declaring, “We are determined to return our northern residents safely to their homes … We will do whatever it takes to restore security.”

    Overnight, Hezbollah expanded its rocket attacks, targeting areas near Haifa, including the headquarters of Rafael Advanced Defense Systems, Israel’s state-owned defense technology company, and a military airport in Ramat David base, both located in northern Israel.

    Amid the sharp escalation, Israeli Defense Minister Yoav Gallant affirmed that the military, in response, would continue its offensive.

    Gallant, speaking during his visit to an Air Force control center on Sunday morning, said Hezbollah “has begun to feel some of our capabilities,” referencing weekend airstrikes in Beirut that killed at least 37 people, including Ibrahim Akil, acting commander of Hezbollah’s Elite Radwan Force.

    Israel is also believed to be behind a series of attacks earlier this week, which saw thousands of wireless communication devices explode across Lebanon, killing at least 37, including civilians, and injuring thousands.

    In addition, Israeli Foreign Minister Israel Katz released a statement saying he had spoken with “dozens” of foreign ministers, sending a clear message: if the international community does not pressure Hezbollah to withdraw its forces north of the Litani River in southern Lebanon, “Israel will do so.”

    Katz added that the withdrawal of Hezbollah forces is “essential” to create a security zone, allowing Israeli residents near the border with Lebanon to return to their homes.

    The Israeli military announced Sunday in a statement that it is continuing airstrikes in Lebanon and has bombed 400 Hezbollah sites since Saturday. According to Lebanese military sources, at least three people were killed and four others injured on Sunday in intense Israeli airstrikes.

    Amid fears that the cross-border fighting, which began in October last year, will escalate to an all-out war in the Middle East, United Nations Special Coordinator for Lebanon Jeanine Hennis-Plasschaert warned of an “imminent catastrophe” in the region.

    “With the region on the brink of an imminent catastrophe, it cannot be overstated enough: there is NO military solution that will make either side safer,” she wrote on the social media platform X.

  • MIL-Evening Report: The pressing case for a new emergency visa to help people fleeing Gaza and other conflicts

    Recent conflicts in Afghanistan, Ukraine, Sudan and Gaza have displaced large numbers of people. In each case, Australia’s humanitarian response has been different. Some people have been able to acquire a visa and travel to Australia relatively easily; others have been stuck.

    Once here, wildly varying visa entitlements mean some people have access to work rights, health care and other services; others are barely surviving.

    In a new policy brief, we argue the Australian government should create a new emergency visa for humanitarian crises.

    We believe the government needs a more streamlined, equitable, predictable and effective response to assist people facing a real risk of persecution, extreme danger or other serious harm.

    An ad hoc approach to emergencies

    To date, Australia has used at least 25 different types of visas to respond to humanitarian emergencies. This has resulted in varying outcomes for those affected, as well as significant distress for diaspora communities in Australia concerned for the safety and welfare of loved ones stuck abroad.

    While the use of different visas has provided the government with flexibility, it has led to ad hoc and inconsistent approaches. It has also added to challenges and inefficiencies within the visa processing system.

    For instance, no special humanitarian visa has been announced for people fleeing conflicts in Gaza or Sudan, though Tony Burke, the new minister for Home Affairs, has indicated he is looking at ways to allow Palestinians to stay here longer.

    Large numbers of Palestinians have been refused visitor visas due to security concerns and, arguably, the politicisation of humanitarian assistance.

    In any case, visitor visas are far from an ideal response in such cases. They are intended for a short, temporary period and do not give people access to any government services or social supports.

    What’s wrong with other existing visas?

    One of the problems with existing visas is that even those designed for emergencies can be too slow to provide urgent protection. In addition, they typically help only a small number of individuals in immediate danger.

    Many visas are issued on a wholly discretionary basis. People must be invited to apply for them, and they cannot transition to a more permanent visa unless the minister permits them to do so.

    In some cases, special visa arrangements have been created for particular groups of people, such as Kosovar refugees in the late 1990s. By contrast, no special humanitarian visa regime has been created for people fleeing conflicts in Gaza or Sudan.

    The visa situation does not need to be this complicated. Yes, it can be reassuring for people to know there is more than one way to find safety in Australia. However, a preferable option would be to have an emergency visa that enables people to reach Australia lawfully and quickly, with a clear pathway to a long-term solution.

    What should an emergency visa look like?

    An emergency visa should enable people at risk to travel to Australia quickly and safely. Eligibility should be determined on the basis of sound and defensible principles, and guided by good practices from other countries and our own history.

    For example, the government could identify eligible classes of people in need of humanitarian emergency visas. Relatives and diaspora communities in Australia could assist in identifying those with connections to Australia (such as family members, past residents and people with links to Australian companies or organisations).

    This recommendation aligns with past practices of designating a particular cohort of people for protection. For instance, Australia’s former special assistance visa category (in use from 1991–2000) provided resettlement opportunities to categories of people with connections to Australia. This included those from the former Yugoslavia and Soviet Union, East Timor, Lebanon, Sudan, Myanmar, Vietnam, Sri Lanka and Cambodia, as well as Ahmadi Muslims.

    An emergency visa should provide for an initial stay of 12 months. While this is shorter than some comparative visas, it would provide some certainty for people and allow for a reassessment of the circumstances in their country of origin after a year. At this point, they could either return voluntarily. Or, if it’s not safe to do so, they could be granted a pathway to permanent residence in Australia.

    Emergency visas should also provide immediate access to services (including Medicare and Centrelink), as well as work and study rights, language and cultural support, and assistance with accommodation. Access to work and study rights would enable visa holders to support themselves and alleviate the demands on relatives, community organisations, social service agencies and the government.

    Furthermore, anyone who is in Australia when a humanitarian emergency occurs in their home country should be granted an automatic visa extension or a bridging visa with the same conditions. This should not adversely affect their ability to apply for a different visa, including a protection visa.

    Why a more predictable system is important

    Establishing this kind of system would enable refugees fleeing conflict to rebuild their lives in Australia relatively quickly.

    It would likely encourage people to take steps to get their qualifications recognised and seek jobs commensurate with their skills – benefiting both themselves and the Australian community.

    It would also provide them with both legal and psychological security by removing the uncertainty and precarity of being stuck in a prolonged temporary status. Our research has shown this is detrimental to people’s mental health and wellbeing.

    Australia has an opportunity to take a bold, dynamic and forward-looking approach that would show real leadership in responding to humanitarian emergencies in a timely, well-considered and compassionate manner.

  • MIL-OSI China: Families fired up about ceramics

    Like most, Sun Lixin, the eldest child in the family-run businesses in Jingdezhen, east China’s Jiangxi province, was born with a mission — succession.

    The firstborn son was followed by a brother and a sister in a family that has made porcelain for four generations and was trained to inherit the family’s ceramic making skills since he was a child.

    His father, Sun Tongxin, has a masterly skill for blue and white painting on porcelain and was a trailblazer in splash ink painting on ceramic panels, blending the innovative contemporary high-temperature technique with the expressive methods of traditional Chinese blue and white ink painting. One of Sun Sr’s pieces was collected by the Palace Museum in Beijing.

    Ink color is one of the color painting decoration methods of ceramics. It refers to a kind of porcelain painting technique that uses thick or bright black as the main colorant to paint on ceramics, presenting a light-black ink effect. It has a strong literati charm and an artistic appeal, showing an elegant and simple, green and subtle aesthetic feeling.

    “I grew up in an environment surrounded by ceramics and ceramists,” Sun Lixin, 57, said.

    He recalled that he did homework at the workshops where his parents worked when primary school finished. The three went home together after the adults got of work.

    In 1976, then premier Zhou Enlai decreed the protection for traditional craftsmanship of porcelain production.

    Thanks to the regulation, a group of teens in Jingdezhen was recruited by the local 10 state-owned porcelain factories to be trained in pottery-making techniques.

    “Though being wet behind the ears, I was thrilled to be an apprentice in a state-owned factory,” Sun Lixin said.

    He was only 13.

    “I liked to learn how to make ceramics, such as drawing, throwing and painting as many of my peers were also in the factory,” he said.

    Sun Lixin’s teacher was his father, who was very strict with the naughty boy. Luckily, his peer apprentices, in his words, learned from their parents’ friends, who were very friendly.

    “I was always sniveling as my father bawled me out for doing things frolicsome with other children,” Sun Lixin said. “One day, I ran away from home, saying to myself that I was damned if I was going to do pottery again.”

    However, he had no choice but to return home and continue his apprenticeship and his father had more teachers for the boy to sharpen his skill of Chinese painting.

    Sun Lixin was a fast learner and became a skilled porcelain painter.

    Time of change

    But things turned bad in Jingdezhen in the late 1980s and early 90s as all the workers were laid of due to the restructuring of the state-owned factories. Sun Lixin and other potters had to do something else to make a living.

    An entrepreneur from Guangzhou, South China’s Guangdong province, invited Sun Lixin to work for him, offering a fat salary of more than 2,000 yuan ($275) a month.

    “His offer is very impressive to me. You know, I earned a monthly income of only 300 yuan in Jingdezhen at that time,” Sun said.

    His parents were also among the massive layoffs, instead bringing home the bacon by drawing for some local people who were the first to run their own porcelain workshops.

    Sun Lixin returned to Jingdezhen from Guangzhou when he was told that his grandfather was fatally ill.

    “I am his firstborn grandson, whom the big family has great expectation on,” Sun said.

    He took with him all the money he had saved over several years in Guangzhou and rebuilt the kiln that the family had before 1949.

    Most of the Sun family members are artisans. Sun Lixin’s uncle has a mastery of porcelain pigments.

    In January 1975, the Jingdezhen-based ceramic research institute affiliated to China’s former ministry of light industry was assigned the special mission of making porcelain for Chairman Mao Zedong. More than 100 sets of porcelain, or nearly 10,000 pieces, which were coded as 7501, were produced in a year.

    Sun Lixin’s mother, who is specialized in underglaze polychrome enamels, was in the team for the important assignment.

    “In my childhood, I saw my mom doing underglaze enameling on a very thin piece in the middle of night. There was a slight sound of cracking. I saw a tear rolling down her cheek,” Sun Lixin recalled compassionately.

    “Flaws make porcelain prices drop, so no single flaw is allowed on ceramic pieces,” he said.

    But Sun has kept piles of porcelain wares with flaws, which, in his words, remind him of the time and effort his parents invested.

    “Hard work and dedication is the character of the Sun family to the core. I have a sense of purpose for making the family craftsmanship better,” Sun Lixin said.

    Family craftsmanship

    He is devoted to making the Sun’s kiln not only a workshop but also a place for doing research on ceramic making.

    Sun Lixin’s modern aesthetic perfectly complements the craftsmanship of the classic designs from Chinese ink painting.

    His ceramic panels are widely collected by museums such as the Israel Museum in Jerusalem, as well as individuals. He is one of the inheritors of intangible cultural heritage conferred by the Jingdezhen authorities.

    In 2006, the Jingdezhen ceramic hand-making technique was included in the first batch of traditional skills in China’s national intangible cultural heritage list. There are 1,899 inheritors of Jingdezhen’s intangible cultural heritage, more than 90 percent of whom are engaged in the inheritance of ceramic hand-making skills.

    When Sun Lixin found that his son was not into the porcelain making, he and his wife decided to have one more child. They had a daughter when Sun Lixin was 41.

    The girl’s early interest in drawing gives her parents and grandparents pleasure. “It seems that drawing is in her bones. She is making sketches much better than I do,” Sun Lixin said as he beamed with pride.

    While his 24-year-old son was studying biological engineering in Dalian city in Northeast China’s Liaoning province, his daughter, 16, is learning fine art in Beijing.

    As the intangible cultural heritage inheritor, Sun Lixin is taking on six young people as his apprentices. They learn to draw the traditional Chinese patterns such as lotus, peony, peach, bat and persimmon.

    “These flora and animals used as decorative motifs on porcelain pieces are symbols of traditional Chinese culture, which young people had better have a understanding of,” Sun Lixin said.

    The Bat, for example, represents good fortune, lotus stands for good luck and the peach means longevity.

    “I am obliged to tell them what I know about traditional Chinese culture,” he said.

    Linglong ware

    Lyu Yating, 31, is also the firstborn of a family that makes ceramics for five generations. She has a younger sister who does not find porcelain making appealing, as well as a younger brother who is still a middle school student.

    Shortly after graduating from a university where she studied international business management in the United Kingdom in 2014, the 21-year-old Lyu returned to Jingdezhen to take over the family business. “My mother told me that my father, 62, was out of sorts as he always put his nose to the grindstone,” she said.

    Lyu’s father started the Fuyu blue and white linglong ceramic company in the 1990s when the state-owned porcelain factories could not survive. He recruited all six of his brothers and sisters who were laid off from the factories, as well as other skilled artisans.

    Jingdezhen is the only place where linglong porcelain is produced. Grain-sized holes are hollowed out in the thin roughcast and covered with several layers of glaze when ceramists make linglong porcelain, also known as a “porcelain inlaid with glass”. It is famous for its exquisite carving patterns and glittering, translucent appeal. The process requires a high level of craftsmanship.

    Linglong porcelain is one of the most famous types of ceramics Jingdezhen produces. The others include famille-rose porcelain, blue-white porcelain and color-glazed porcelain.

    Like Sun Lixin, Lyu also grew up at the ceramic-making workshop.

    At that time, she dreamed of doing something different from what her parents did. The young artisan said: “I wanted to be independent.”

    But she has no heart to let her parents down. The Lyu family has a formula for glaze handed down from her great-great-grandfather.

    “After all, I am the eldest child and my father’s technique should be passed on. Our family business is well established in Jingdezhen,” Lyu said.

    She feels a sense of pride when she sees Chinese porcelain, especially items made in Jingdezhen, exhibited in foreign museums.

    Lyu started studying ceramic making comprehensively — the way to make the linglong glaze in particular — shortly after coming back to Jingdezhen.

    “Though I had no experience for ceramic making at that time, I was of intellectual curiosity and thought outside the box,” she said.

    The family business produces daily use porcelain at its production lines. At the same time, Lyu has a team focusing on research and development.

    She and her team have been experimenting with new media to achieve the best effects for linglong porcelain.

    “I want to find a type of glaze that can make the linglong ceramic more beautiful and more translucent,” Lyu said.

    “Fortunately, the production of the daily use ceramics has increased significantly and made big profit so that investment in R&D is possible,” Lyu said.

    New ways forward

    Now the young entrepreneur is dedicating herself to building brands as she knows that her production lines cannot churn out as much as the companies in Dehua, Fujian province, and Chaozhou, Guangdong province. The two places have a pile-it-high-and-sell-it-cheap strategy.

    “I don’t want to be an original equipment manufacturer. Instead, I want to sell our brands overseas,” she said.

    Lyu described herself as a well balanced person who is calm and reasonable and shows good judgment.

    “I hope that products of intangible cultural heritage can be salable rather than merely a symbol. In so doing, people can understand what the charm of intangible cultural heritage is,” Lyu said.

    Lyu, also a designated inheritor of intangible cultural heritage in Jingdezhen, is ambitious to make ceramics that could be handed down from generation to generation.

    “I am grateful to my father who has created such a wonderful company,” she said.

    Her company has four brands; one started by her father and the other three by her. She is pouring a lot of effort into developing products such as coffee and tea sets, jardinieres and copies of antique porcelain.

    In Lyu’s words, the spirit of artisans means their craftsmanship and pursuit of excellence.

    Lyu received offers for graduate study from four foreign universities after her undergraduate education in the UK. When asked whether she regrets not undertaking graduate studies, Lyu said she had no choice but inherit the family business.

    ” Now I am having a great life, and I have no regrets,” she said.

    Prime Minister conveyed that India attaches utmost importance to its bilateral relations with Kuwait. Both leaders recalled the strong historical ties and people-to-people linkages between the two countries. They noted with satisfaction that the two countries were supporting each other with energy and food security requirements. They expressed their firm commitment to deepen and diversify bilateral ties for the mutual benefit of both countries. Prime Minister thanked the Crown Prince for ensuring the well-being of the Indian community in Kuwait, which is the largest diaspora group in the country.

    The meeting between the leadership of the two countries is expected to impart a fresh momentum to bilateral ties between India and Kuwait.

    Prime Minister Shri Narendra Modi met the President of Palestine, H.E. Mahmoud Abbas on 22 September 2024, on the sidelines of the Summit of the Future in New York.

    Prime Minister expressed deep concern at the humanitarian crisis unfolding in Gaza and the deteriorating security situation in the region and reaffirmed India’s unwavering support to the people of Palestine, including continued humanitarian assistance. Prime Minister reiterated India’s time-tested principled position on the Israel-Palestine issue, and called for ceasefire, release of hostages and return to the path of dialogue and diplomacy. He stressed that only a two State solution will deliver enduring peace and stability in the region. Recalling that India was one of the first countries to recognize Palestine, he conveyed India’s continued support to Palestine membership of the UN.

    The two leaders held constructive discussion on various facets of India-Palestine bilateral relations, including India’s support to Palestine at the United Nations and ongoing assistance and support to Palestine in the field of education, health, and other capacity building efforts. Both leaders reaffirmed their commitment to further deepen India-Palestine bilateral relations.

  • MIL-OSI USA News: Remarks by President  Biden and First Lady Jill  Biden Before Cabinet  Meeting

    THE PRESIDENT:  Well, good morning.  I guess it’s still morning, isn’t it?  Yep.

    Before I begin this Cabinet meeting, I want to discuss very briefly the need for Congress to pass a continuing resolution.  It’s critical.  And we have 10 days for Congress to pass a short-term funding bill that gives them more time to deliver on our national defense, veterans, hardworking families — what we’ve already appropriated.  It’s important we get it done.

    And it’s the only path forward, b- — it’s by working across the aisle.  We got to have faith that our leaders will pull this together.  It’s really important.  It’s a — and — to fund the government. 

    And — and so, this Cabinet meeting comes at a time when we have four months left in the administration.  And we’re going to keep running through the tape because the vice president and I are determined to keep making sure that the democracy delivers what the American people are asking for and what we provided.

    That means continuing to implement the historic laws we’ve passed.  They’ve allowed us to invest in America, rebuild our infrastructure, and implement our historic laws. 

    So, we’re grateful that Jill is here today.  (Laughter.)  I heard that clapping — it wasn’t for me — when we came in.

    And here, across previous administrations, first ladies have attended these meetings and on — for specific reasons.  It’s the first time Jill has joined us.  And it goes to show how important the issue is, what she’s about to speak to, to both of us.

    Today, at the top of our meeting, Jill is going to give an update on the House initiative — White House initiative to fundamentally change the approach and fund — on how we approach and fund women’s health services.

    So, I’d like to turn it over to Jill and — for any comments she has. 

    THE FIRST LADY:  Thanks, Joe.

    THE PRESIDENT:  And it’s all yours, kid.

    THE FIRST LADY:  Thank you.

    You know, sometimes the White House surprises you.  When Joe became president, I knew I wanted to keep shining a light on the issues that I’d worked on for so many years: supporting military and veteran families, ending cancer as we know it with the Biden Cancer Moonshot, lifting up educators, and promoting free community college as a pathway to good-paying careers.

    But then last year, I learned about — more about gaps — huge gaps in our understanding of women’s health.  Our nation is home to the best health research in the world, yet women’s health is understudied and research is underfunded.  And we still know too little about how to affectively prevent, diagnose, and treat a range of health conditions in women, from heart disease to cancers.

    It was one of those moments where you can never see the world the same way again.  And I knew that I had to add this to my portfolio. 

    So, last November, Joe and I launched the first-ever White House Initiative on Women’s Health Research.  And what has never surprised me about the White House is that when you have a great team, which Joe has in all of you, you can bring about solutions quickly.

    I’m here, my first time at a Cabinet meeting, to thank you for the incredible progress we’ve made on women’s health research, all in less than a year.

    Joe directed federal departments and agencies to prioritize women’s health research and innovation, and you responded.

    In February, ARPA-H, the agency Joe created to pursue breakthrough health research, at lightning speed, launched its first-ever Sprint for Women’s Health.  The $100-million investment will fund innovations that will be life-changing for women.

    Then, a month later, NIH committed another $200 million to fund interdisciplinary women’s health research, for ex- — for example, looking at how menopause affects heart health, brain health, and bone health.

    In May, the Department of Defense and the VA launched a new joint effort to improve research for women in the military and for women veterans.

    On Monday, I’ll be at the Clinton Global Initiative to make a new announcement, and we will share more then.

    In June, the Department of Health and Human Services announced new funding to address the unique mental health and substance use treatment needs of women.

    Your agencies are strengthening standards so that when the government funds research, it includes women from the beginning.  That means making sure women are enrolled in clinical trials and that researchers design studies, analyze data, and report finding[s] in ways that improve women’s health.

    Joe’s executive order directed the most comprehensive set of actions that any president has ever taken to advance women’s health research.  And in his State of the Union Address, he asked Congress for $12 billion to secure the bold and transformative health discoveries we need.

    Our White House initiative has built momentum for health research focused on women, but we have to keep moving forward.  We have to keep wok- — working across government and the private sector to incentive innovative health research for women.

    It’s time to write a new story of health care in this country, one where women get the answers we need, where the United States continues to be home to the most cutting-edge research in the world, and where everyone can lead healthier lives.

  • MIL-OSI Europe: Answer to a written question – Addressing illegal Turkish actions aimed at boosting occupation regime in northern part of Cyprus – E-001383/2024(ASW)

    The EU is fully committed to a comprehensive settlement to the Cyprus problem, within the United Nations (UN) framework, in accordance with the relevant UN Security Council resolutions and in line with the principles on which the EU is founded and the acquis.

    Türkiye is expected to actively support the negotiations on a fair, comprehensive and viable settlement of the Cyprus issue within the UN framework[1].

    The EU has repeatedly called for the speedy resumption of negotiations and expressed its readiness to play an active role in supporting all stages of the UN-led process, with all the appropriate means at its disposal.

    The EU coordinates with its Member States and works closely with partner countries on the Cyprus issue. The EU does not recognise the so-called Turkish Republic of Northern Cyprus (TRNC) and is bound by UN Security Council resolution 541[2]. The EU does not have information about any representation office of any Member States having been opened in the northern part of Cyprus.

    Concerning restrictive measures, under Article 29 of the Treaty on European Union[3], it is strictly the prerogative of the Council of the EU, through its Member States, to take, with unanimity, decisions to adopt, renew or lift sanctions regimes.

    The EU will continue to call on Türkiye to comply with its international obligations and with the EU values, as a candidate country for EU accession[4].

    The EU has actively and continuously expressed preoccupations to the members of the Organisation of Turkic States (OTS), at all levels[5]. The EU continues to call upon OTS members not to implement any decision which would allow for the so-called, internationally not recognised, TRNC to acquire observer status in the OTS.

    The EU remains fully committed to ensuring that the UN Security Council resolutions and generally recognised principles and norms of international law, particularly with respect to the sovereignty, independence and integrity of states, are fully upheld.

    The EU remains committed to defending its interests and those of its Member States as well as to upholding regional stability[6].

    Air Austral is an airline based on La Réunion which connects the islands in the Indian Ocean – La Réunion and Mayotte – with continental France and Europe. It plays a crucial role in improving access, connections and integration in those European regions.

    The airline is currently at great risk, however. The suspension clauses imposed by the Commission are a major obstacle to the continued existence of Air Austral, particularly after COVID-19, as part of its medium-haul fleet remains grounded. Insisting on the clauses may spell the end of an airline that provides a public service.

    Does the Commission plan to relax the suspension clauses to allow Air Austral to get back in the skies?

  • MIL-OSI Europe: Cyprus University of Technology gets €125 million in EIB support for campus upgrades

    The Cyprus University of Technology (CUT) will benefit from €125 million in European Investment Bank (EIB) loans to build affordable student housing and upgrade campus facilities in the cities of Paphos and Limassol. The EIB funds will ensure that the planned student lodgings are sustainable and affordable and that academic, research and sports facilities meet the highest teaching and environmental standards.

    The EIB funds stem from two financing agreements with CUT totalling €108 million and one funding accord with the municipality of Paphos amounting to €17 million. Part of the financing –

    €89 million – is backed by the InvestEU programme, which marks its first operation in Cyprus. The EIB support will cover 70% of the project’s total cost.

    “Investing in university infrastructure is key to ensuring that Cypriot universities can attract and train talented people and support economic growth, business innovation and social progress in the country,” said EIB Vice-President Kyriacos Kakouris. “A lack of sustainable and affordable housing is a major problem in Cyprus as well as across the EU and one of our priorities is tackling this scarcity. With this new financial support for Cyprus, we are backing up pledges with concrete action.”

    The project will involve the construction and renovation of over 81,000 square metres of academic and administrative space along with the creation of 703 additional living places for students. In Limassol, the upgrades will include a solar-power plant to provide renewable energy, making the campus more energy independent. EIB Advisory Services are also providing technical assistance as part of the agreement to help the CUT maximise energy efficiency in the infrastructure that will be developed.

    “The EIB’s continued strong partnership with Cyprus has resulted in this vital new financing in our education sector,” said Cypriot Finance Minister Makis Keravnos. “This support is of huge significance and is aligned with our goal of accelerating investments for sustainable and affordable housing and energy efficiency.”

    The plans in Paphos offer a signal for Cyprus as a whole.

    “By establishing, operating and managing a student residence, the Municipality of Paphos sets the first example of a local authority in Cyprus responding to a clear social need,” said Paphos Mayor Phedon Phedonos. “Decent housing is a basic requirement to have happy, proud and productive students and it is here that local government needs to show that it listens to what the community needs.”

    CUT echoed the point.

    “A dream we have had for many years has come true,” said CUT Rector Panayiotis Zaphiris.

    “The provision of the necessary student accommodation and other major projects funded by the signing of these loan agreements build a stronger future for our university, especially for our students.”

    CUT Board Chairman Costas Galatariotis added: “Today is the ideal prelude to a new path of development for the Cyprus University of Technology. Our warmest thanks to the EIB and the Republic of Cyprus through the Ministries of Finance and Education, for the trust and support. The impact of this partnership will be extremely important for the University and especially for the progress and well-being of our student community.”

    CUT Student Union President Petros Christodoulou stressed the benefits of the planned new student housing.

    “The high cost of accommodation has become a significant social problem for university students in recent years,” Christodoulou said. “These investments will help the university accommodate the increasing number of students and keep growing.”

    The new loans bring total EIB financing for Cypriot universities and research institutions over the past decade to more than €300 million.

    Previous EIB commitments were to expand and modernise the University of Cyprus in 2014 and 2017, when the bank provided a total of €162 million for the extension and modernisation of the University of Cyprus’s facilities and to create the Faculty of Engineering. Those two financing packages also helped improve energy efficiency and protection against earthquakes.

    Furthermore, the EIB provided €25 million in 2017 for extra space, new equipment and research activities at the Cyprus Institute of Neurology and Genetics.

    EIB

    The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. It finances sound investments that contribute to EU policy objectives. EIB projects bolster competitiveness, drive innovation, promote sustainable development, enhance social and territorial cohesion, and support a just and swift transition to climate neutrality.

    The EIB Group, which also includes the European Investment Fund (EIF), signed a total of €88 billion in new financing for over 900 projects in 2023. These commitments are expected to mobilise around €320 billion in investment, supporting 400,000 companies and 5.4 million jobs.

    All projects financed by the EIB Group are in line with the Paris Climate Accord. The EIB Group does not fund investments in fossil fuels. We are on track to deliver on our commitment to support  €1 trillion in climate and environmental sustainability investment in the decade to 2030 as pledged in our Climate Bank Roadmap. Over half of the EIB Group’s annual financing supports projects directly contributing to climate change mitigation, adaptation, and a healthier environment.

    Approximately half of the EIB’s financing within the European Union is directed towards cohesion regions, where per capita income is lower. This underscores the Bank’s commitment to fostering inclusive growth and the convergence of living standards.

  • MIL-OSI Europe: Answer to a written question – Macro-financial assistance to Egypt under Article 213 TFEU – P-001033/2024(ASW)

    While the United Arab Emirates investment alleviated external pressures in the past fiscal year 2023/24, Egypt still faces sizeable financing needs going forward, as identified by the International Monetary Fund, amid a critical economic situation and risks from the geopolitical situation.

    The current crises have exacerbated financing needs, with a substantial financing gap already in the new fiscal year 2024/25. To help address this, it is urgent that the EU is in a position to disburse the first part of the Macro-financial assistance (MFA) package to Egypt still this year.

    Egypt has seen strong balance of payment pressure, partly due to the Russian war of aggression against Ukraine and the Israel-Hamas conflict that followed the 7 October 2023 Hamas’ terrorist attacks across Israel, which is feeding into the country’s substantial external financing needs. Egypt’s current account deficit expanded significantly in the fourth quarter of 2023 due to a worsening trade deficit and lower remittances.

    Moderate growth in tourism, combined with growing services payments led to a 12% quarter-on-quarter drop in the services surplus. Modest remittances (down 11% year on year) did not provide much support.

    Revenues from the Suez canal, one of the most important sources of foreign currency, fell by 23% during the fiscal year 2023/2024 compared to the previous fiscal year.

    MFA operations are typically not unconditional. On the contrary, the partner country agrees to undertake a number of policy reforms to address the root causes of its problem.

    This is also true for the first operation with Egypt, where actions have been agreed to foster macroeconomic stability and resilience; strengthen competitiveness and business environment; and support the green transition.

    On the political side, respect and protection of human rights and fundamental freedoms are important in The EU’s relations with Egypt.

    In line with the Association Agreement, the Partnership Priorities and the Joint Declaration on the Strategic and Comprehensive partnership[1], the Commission will continue to work together with Egypt to further promote democracy, fundamental freedoms, and human rights, gender equality and equal opportunities.

    As stipulated in Article 2 of the Council Decision (EU) 2024/1144 on the provision of the short-term macro-financial assistance, Egypt shall make concrete and credible steps towards respecting effective democratic mechanisms, the rule of law, and guaranteeing respect for human rights. The assessment of progress made in this respect is part of the disbursement process.

    The Commission services will work closely with the European External Action Service in monitoring the adoption and implementation of such steps.

    It’s early morning in Arizona, just before daybreak, and I am driving on an unpaved road along the border wall between the United States and Mexico. It is raining and I can hear thunder in the distance.  

    Driving just ahead of me are volunteers from Samaritans, who for decades have provided water, food, and other essential items to migrants who cross the border into southern Arizona. We’re on our way to the End of the Wall, a volunteer-run makeshift camp located near a gap in the wall that runs along the southern United States border with Mexico.  

    This remote part of the Sonoran desert, where the 30-foot steel bollard wall ends and a chest-high fence continues to mark the border, is a crossing point for people entering the US from Mexico in hopes of claiming asylum. For the past five weeks as a project coordinator with MSF, I have been supporting Arizona-based volunteer groups like the Samaritans who are providing humanitarian aid to migrants and asylum seekers in Arizona, including in the area where the End of the Wall camp is located.

    No typical day

    There is no typical day for those who volunteer at the End of the Wall camp. On some days, volunteers spend just a few minutes with asylum seekers. On other days, they can spend hours with them before US Border Patrol takes them away to their Forward Operation Base in Sasabe, and later to a detention center in Tucson where people can start the legal process for asylum. During this time, volunteers try to make people feel welcome and provide water, food, much-needed psychological first aid, and information about what comes next.

    This morning, we are the first to arrive at the camp. Volunteers get to work and start replenishing storage bins and a cooler with snacks and water bottles, among them 77-year-old Judy Storey, who has been volunteering with Samaritans for seven years. “When it gets really hot, we soak bandanas in ice water and bring them out,” she tells me. “People put it on their heads or around their necks, and it’s been a godsend when it’s in the 90s out here, and they have to wait five hours for Border Patrol.”

    Soon, a group of men and women who have just crossed the border walk in. “Hi, welcome,” we say, “where are you from?” Some respond that they are from Cameroon. “Northwest, Bamenda,” someone explains.  

    Another man says, “We are from Sudan, from Darfur.” He shares that he fled Sudan to neighboring Chad because of the war that started in April 2023. He then traveled for two months, starting in Morocco and then going to Spain, Colombia, El Salvador, Nicaragua, Mexico, and finally to the US. “I am now on the safe side,” he says.

    I notice that the Sudanese man is shaking. He asks where he is. I tell him he is in Arizona. I make sure he is able to drink water properly before a Border Patrol agent directs him to get in the car. I can only imagine what he went through to make it to this point.

    Outside the tent, other volunteers speak with a group of men and women from Mexico. A few minutes later, around 8:00 a.m., Border Patrol agents arrive to pick them up.  

    Asylum seekers from around the world cross at the End of the Wall camp and other gaps at the border wall in this remote region. They are dropped by guides on the Mexico side of the border and told that they can surrender to Border Patrol to apply for asylum protection in the US. But the nearest Border Patrol station is miles away and asylum seekers must walk for hours through extreme terrain and weather conditions or wait to be picked up by Border Patrol agents.

    Volunteers hand the new arrivals water bottles and snacks for the road. We tell them they are safe and try to explain what will happen next.

    The End of the Wall

    Volunteers from Samaritans, No More Deaths, and Humane Borders cover morning, midday, and night shifts, seven days a week at End of the Wall camp. They often stay until Border Patrol picks everyone up around 8:00 a.m., 2:00 p.m., and 8:00 p.m.

    There are three tents that provide shade and some protection from the elements; water bottles and tanks that are periodically replenished with drinking water; snacks and diapers in plastic bins. There is also a solar powered internet service that helps migrants and volunteers stay connected with family and emergency services, and porta potties.

    Despite language barriers, and with occasional help from an asylum seeker who speaks English or an online translation app, volunteers provide some guidance about what to do next, what to expect when Border Patrol arrives, and their right to seek asylum.

    Many of the volunteers speak Spanish fluently and can provide this information to asylum seekers who come from Spanish-speaking countries in Latin America. But since last year, people from countries as far as China, Guinea, Nepal, India, Iraq, Mauritania, and Yemen have arrived. Volunteer groups have gotten some ad hoc translations in Bengali and Arabic, but still, information in more languages is needed.

    Unaccompanied minors

    Often volunteers see unaccompanied minors arriving at the camp. Just the day before, on a very hot summer day, Abdul*, a 17-year-old boy from Bangladesh, crossed into the US at the End of the Wall camp. He looked tired and said he needed to drink water. He said he was hungry and hot.

    Volunteers from Samaritans invited Abdul to come into a tent for shade, water, apples, and other snacks to eat. Sally Meisenhelder, a 77-year-old volunteer with Samaritans, handed him some documents in Bengali about what to expect in the next few hours and after Border Patrol picks him up. These documents have been translated recently to bridge the language gap and provide some basic information to people arriving from Bangladesh.

    That day, I decided to wait for a few hours with Abdul to make sure he felt safe and was not alone for such a long time, waiting for Border Patrol.  

    The boy, Mateo*, was clutching a small plastic bag attached to the rosary around his neck. Inside was a piece of paper with his mother’s phone number written on it. She was in the US waiting for him.

    Through our language barrier, he explained that he flew from Bangladesh to Qatar, then to Paraguay or Uruguay; he was not sure which one. He then flew to Colombia and made his way north to cross the notoriously dangerous Darién Gap into Panama and continued onward through Central America and Mexico.  

    Most of his belongings were stolen in Mexico, he said, including his phone and passport. The only document he carried with him was a piece of paper—his birth certificate.

    Another day that week, there was a group of 11 unaccompanied minors from Mexico and Guatemala at the End of the Wall camp. The youngest one was five years old. Some of the older children, aged 11 and 12, told us that they found him alone and crying when they reached the camp at dawn. They asked him to sit with them and comforted him.

The boy’s mom, who is from Guatemala, is holding him, and shared that she fled to the US after she was extorted by gangs. “They told me that I would have to pay, or they would take my children,” she said.     When I met him, he kept telling me this paper was for the police. He seemed very worried about it.  

    I was able to call Mateo’s mother on video.  

    I am accustomed to stories of hardship and fear, but I have never gotten used to hearing these stories from children who undergo this traumatic journey, especially those who travel alone.

    “Mommy, mommy,” he said, so happy to see her. Mateo’s mom told him to be brave and not to cry. I explained to both of them that Border Patrol would take the boy to a special center for unaccompanied minors, and that I did not know exactly how long it would be before she heard from officials. I wanted to make sure that she knew he was fine.

    I am accustomed to stories of hardship and fear, but I have never gotten used to hearing these stories from children who undergo this traumatic journey, especially those who travel alone.

    It was just one of those days. We provide psychological first aid to people crossing the border to make sure their basic needs are covered. Connecting with family members to let them know that you are safe is one of the most impactful mental health interventions, especially during the critical moments after a traumatic event. 

    The End of the Wall camp is located across from this gap between the border wall and a chest-high fence. The area is used as a crossing point by migrants and asylum seekers entering the US.

    Day Two at End of the Wall camp

    On another nontypical day, as I drive toward the End of the Wall camp, I encounter a group of 18 men from Nepal and Bangladesh who have walked about three miles west towards Sasabe along the hilly road next to the border wall. They crossed into the US overnight and kept on walking, and now they are tired and had sat down to rest. The shoes of one of the men had no soles, so he had used his shoelaces to secure the insoles to his feet.

    We give them water and snacks and ask them not to walk anymore, as the road is steep and there is little shade. The sun is about to come up for another hot day.

    Further ahead, I come across another group of nine men from India walking along the road. We tell them to stop walking because it’s dangerous, and to wait for Border Patrol.

    There are also more asylum seekers at the End of the Wall camp. There is a family from Chiapas, Mexico, who told us they fled cartel violence, leaving everything they owned behind. They feared their teenage daughter could be recruited into a prostitution ring.  

    I also meet a young mother from Guatemala and her three-year-old child. She said she used to own a corner store in the capital, Guatemala City, and was extorted by local gangs. “They told me that I would have to pay, or they would take my children,” she says.

    A group of volunteers from Samaritans drives out to check on people who left the camp on foot. Sally Meisenhelder is worried about those walking on the hilly road. “I have written messages in multiple languages on the tent telling people not to walk. They can be hit by a car,” she says. “When you come up over the hills [the driver] cannot see who is on the other side until they start to drop down. That is dangerous. Plus, they can’t make it all the way [to Sasabe].”

    Several cars from Border Patrol arrive on schedule around 8:00 a.m. They ask people to line up and inform us that some of the asylum seekers have been picked up on the road. They ask unaccompanied minors, families, and women to get in the cars first.

    We say goodbye and wish them good luck, waving as they are driven away. After cleaning up, we drive for about 40 minutes to the place we are staying. When we arrive, we get a message from volunteers from Samaritans. More asylum seekers had arrived at the End of Wall camp after we left, and they stayed behind to help.

    Since early 2024, MSF has worked alongside volunteers from Humane Borders, Samaritans, No More Deaths, and other Arizona-based groups helping asylum seekers and migrants crossing the US-Mexico border in the Sonoran desert. Initially, a small team evaluated medical needs in the region, and suggested ways to develop capacity and increase services and collaboration. In August 2024, MSF resumed its support to local groups. MSF will consider additional support based on the needs that might arise from a surge in numbers of people crossing the border.

  • MIL-OSI USA: Bipartisan Legislation Introduced to Promote U.S.-Israel Energy Development Cooperation

    Washington DC – Today, U.S. Reps. Debbie Wasserman Schultz (FL-25), Buddy Carter (GA-01), Joe Wilson (SC-02), and Brad Schneider (IL-10) announced the introduction Thursday of the BIRD Energy and U.S.-Israel Energy Center Reauthorization Act of 2024. This bipartisan legislation expands upon the U.S.-Israel energy cooperation program, increasing funding and extending the program through 2034 to advance clean energy technologies, improve energy security, and foster economic innovation in both nations.

    The BIRD Energy program has consistently demonstrated its success, supporting 49 projects with a combined investment of more than $38 million. These initiatives have driven advancements in clean energy technologies and fostered strong U.S.-Israel collaboration.

    “By renewing and expanding this vital partnership, we can leverage our combined resources to tackle the most pressing energy challenges of today, while supporting clean energy innovation and job creation in both the U.S. and Israel,” said Rep.     WASHINGTON – Senator John Hoeven this week met with Chairman of the Joint Chiefs of Staff General Charles Brown on supporting Israel and Ukraine, and the importance of updating U.S. forces and developing new capabilities to ensure the U.S. has the tools and resources necessary to keep the nation safe. Hoeven stressed the role of nuclear modernization and developing new unmanned aerial systems (UAS) technologies in deterring threats and protecting the nation, including:
    Utilizing Project Ultra and new technologies being developed and tested at Grand Forks Air Force Base and Grand Sky to advance U.S. drone capabilities. As the Air Force works to develop drone and counter drone capability, the senator highlighted the infrastructure in place in North Dakota to efficiently advance these drone programs.
    The need to concurrently upgrade U.S. nuclear forces as a way of providing the most timely and cost-effective deterrent. Minot Air Force Base houses two of the three legs of the nuclear triad and Hoeven has worked to secure funding to keep nuclear modernization efforts on track. 
                “I had a great conversation with the Chairman of the Joint Chiefs of Staff, General Brown,” said Hoeven. We discussed what’s happening in Ukraine and Israel, as well as the need for DoD to have the necessary flexibility to develop new systems to strengthen national security and defend against our adversaries. Our discussion focused on how we can update and upgrade our armed forces here in the United States.   • MIL-OSI USA: Transcript of Senior Defense Official and a Senior Administration Official Background Briefing on Operation Inherent Resolve and the US-Iraq Bilateral Security Relationship Update

    MAJ GEN PAT RYDER:  All right, well good morning, everyone. This is Major General Pat Ryder, Pentagon press secretary. Thanks very much for joining us today for today’s backgrounder on and update on Operation Inherent Resolve and the US-Iraq bilateral security relationship. As a reminder, today’s call is on background, attributable to a senior defense official and a senior administration official.

    SENIOR ADMINISTRATION OFFICIAL:  Hi, everybody. Thanks for joining here on a Friday. What we thought we’d do today, we don’t have any real news to make, but we want to kind of just put some context into some issues that have been out there related to the global coalition against ISIS. And particularly the mission in Iraq. So — and heading into the UNGA next week, and then a Counter-ISIS — the Counter-ISIS ministerial of the Global Coalition a week from Monday.

    So, this month marks the 10th anniversary of the formation of the Global Coalition to Defeat ISIS. And after a decade of that coalition, and particularly the defeat of the territorial caliphate in Iraq and Syria, there have been discussions going on really over the last year about the evolution of the coalition and the mission.

    There is broad consensus with every member of the coalition that the coalition will continue. We do extraordinary work in terms of counter terrorist financing, counter foreign fighter flow and everything else, sharing information, sharing intelligence — with 10 years on so there will be evolutions in the overall mission.

    It’s a way to deepen and enhance the coalition and the cooperation and also kind of deepen and enhance our relationship with Iraq. I think it’s fair to say we’ve had great success in territorially defeating ISIS in the core regions of Iraq and Syria. However, we are all very mindful that ISIS, you can say is down, but they’re never quite out.

    We have done a number of very effective operations against ISIS just over the last few weeks in Iraq and Syria. We remain fully committed to the defeat of ISIS. The core threat, that is what we’re working on in Iraq and northeast Syria, something that is ongoing every day and that will very much continue into the future. And we have a good consensus with the Iraqis and our partners in Syria as well on that.

    So, what we’ve been talking about, and this really came out of the — when Prime Minister Sudani was here and visited the president in April. If you go back to the joint statement that we released there, we talked about the ultimate end of the coalition military mission in Iraq. And again, 10 years on, and a number of coalition partners who are interacting — who’ve been there for a decade, some of which are looking to move on from that mission. But of course, the United States is the core and we very much intend to continue to prosecute this mission against ISIS over the coming years.

    And so — but we will be transitioning away from the coalition military mission in Iraq more to enduring bilateral security partnerships. Again, that’s what the president and the prime minister discussed back in April. And since then, we’ve kind of been working with the Iraqis and importantly with all of our coalition partners to kind of determine when and how — what that might look like.

    And so, we haven’t reached any final conclusions. I think this will kind of unfold over the course of next week. We look forward to having very constructive discussions with Prime Minister Sudani and other prominent leaders, including those who have been central to this coalition. And then of course, the ministerial a week from Monday.

    I think it’s important though to emphasize that what we’re talking about is an evolution of the coalition mission, ultimately the ending of the coalition military mission in Iraq. This is not about any specific posture decisions or anything like that. So, I think those issues kind of tend to get conflated. And we just wanted to make clear really what this is.

    This is kind of coming out of the success after a decade of extraordinary international cooperation, of extraordinary cooperation between coalition partners, the Iraqi security forces, the US military in particular, just an unbelievable job they’ve done and kind of an evolution of this after a decade. It’s kind of the appropriate mark to do that and we’ll have more to discuss about it next week. And with that, I’ll turn it over to my colleague.

So, just to underscore a couple of the comments that have been made — we’ve had all this year, really — starting in April really, outstanding discussions with our Iraqi colleagues in what we call the Higher Military Commission. This is a military-to-military dialog, obviously coordinated and informed by policymakers as well, to help determine exactly how this transition should take place, timing and then how it should transition into the bilateral security partnership.

    And we’ve had some agreed criteria that we’ve spoken about, looking at what is the threat of ISIS. As was mentioned, ISIS has definitely been severely defeated, certainly territorially defeated, and we want to ensure the enduring defeat of ISIS, but the threat does remain, so we have to assess exactly the nature of that threat.

    The second criteria, the capability of the Iraqi security forces, which has significantly increased. We still do things in partnership with them, but we’ve seen that evolution of their capability. And then the broader operating environment, what includes the challenge of ISIS in Syria, which is a related threat in a neighboring country, and how we have to scope our transition to make sure we can still get after that threat as well.

    But those conversations have been very successful. They really flowed out of that meeting when Prime Minister Sudani was in Washington. As was mentioned all through this period and certainly even in recent weeks, we’ve continued to conduct very effective counter ISIS operations in Iraq and in Syria, with our Iraqi and with our Syrian Democratic Forces partners.

    ISIS is under real pressure as a result of those operations. And so, now as we get ready to make the announcement on the transition of the global coalition’s military mission in Iraq, we’ll be deepening the conversation with our Iraqi colleagues on the nature of that bilateral security partnership.

    We believe it will be quite deep and quite intense because that’s what both sides want. The Iraqi partners have made very clear to us that they are committed to continuing to work together to shape the future US Iraq bilateral security relationship to ensure the enduring defeat of ISIS. We already have gotten fairly advanced into those discussions about what that looks like in terms of the kinds of training, the kinds of presence, the kinds of support for their capabilities.

    But this is an iterative conversation that will continue through and beyond the announcement that we hope we’ll be in a position to make at the end of next week. I think with that, I’ll take — I’ll pause.

    MAJ GEN PAT RYDER:  Thank you, gentlemen. The first question will go to Associated Press Tara Copp. Tara, are you there? Okay, we’ll come back to Tara. Let’s go to Nancy Youssef, Wall Street Journal.

    Q:    Hi, I’m having a hard time understanding because the Iraqis said last month that this deal had been finalized, they outlined the timeline in which US forces would withdraw from Baghdad and then from the north. And you’re saying you can’t announce it yet, maybe next week. Can you help me understand why there’s not an agreement on how to announce it? And does this suggest there are disagreements about the specifics of the deal?

    And in light of the news out of Lebanon, can you speak at all about these potential strikes in Southern Beirut that have killed Ibrahim Akil, the number two in Hezbollah, what your assessment is? And what your you’re read is of Israel’s understanding and intelligence on Hezbollah operations given the sophistication of the strikes we’ve seen this week? Thank you.

    MAJ GEN PAT RYDER:  Why don’t we start with our Senior Administration Official and then Senior Defense Official.

    SENIOR ADMINISTRATION OFFICIAL:  Yeah, so I’ll keep the topic to the topic of the call. So, look, there’s a lot of discussions here because it shows it’s bilateral with us and Iraq. Those have been very constructive and successful, I think as Senior Defense Official mentioned, but also the number of coalition partners. So, we’re working to get this — we want to get this right and before we roll anything out formally.

    So, I would not say that everything is fully concluded. I think we made an awful lot of progress. I think heading into next week we’re in very good shape. But we’re not going to do anything that is not known to all of our coalition partners and that this is a broad — kind of a broad area of diplomatic engagement which is ongoing in multiple capitals.

    And so, it takes time to put everything together, dot every I, cross the T. But again, it’s a kind of a broad evolution of the mission and it does not speak to kind of more of the specifics of future posture which are discussions that will continue even beyond next week and the Counter-ISIS Ministerial on Monday.

    SENIOR DEFENSE OFFICIAL:  Just to add, the announcement we anticipate will be about the transition of the coalition, but many of those details of the mechanics of the transition and the next phases of the future US bilateral security partnership will take shape in discussions that will go beyond that announcement. Again, we made a lot of progress in the HMC discussions, also in the Joint Security Cooperation dialog we hosted when the Iraqi defense minister came here in July, but many of those conversations are going to continue beyond the announcement next week.

    MAJ GEN PAT RYDER:  Thank you both. Let’s go to Washington Post, Missy Ryan.

    Q:    Hi there. I’m hoping — I know you don’t want to address the details of the plan, but it’s sort of already out there and the Iraqis have outlined it in pretty clear detail. But presuming that that all is correct, what they have said, could you talk about — either of you, [SENIOR ADMINISTRATION OFFICIAL or SENIOR DEFENSE OFFICIAL] — could you talk about how you see this evolution in Iraq fitting into what’s going on in the rest of the region in terms of the conflict in Gaza, the episodic escalation that we’re seeing between Israel and Hezbollah, the sort of broader instability in the region, and the efforts that the administration has been making to bring about some sort of larger diplomatic resolution there? Thanks.

    SENIOR ADMINISTRATION OFFICIAL:  I would say, I mean, our presence and relationship and partnership with Iraq is important for overall regional stability. We think our — what we’ve done in Eastern Syria is important for stability in that part of Syria, given the vacuum that can easily open up where we would simply withdraw without a plan for what that might look like. So, I think we’ve been very deliberate, very careful about this.

    I think throughout the crisis that began on October 7 with Hamas’s attack into Israel, we have used diplomacy, we’ve used backchannel diplomacy, and we’ve used the direct and targeted application of military force and deterrence and maneuvers and deployments to deter and signal. And when necessary, the president, as I mentioned, has ordered the application of military force.

    I think we’ve done that not only to protect our people but also to deter and contain this overall conflict to the theater primarily in Gaza. We know that Iran and many of its proxy networks, including those who are in Iraq, had designs early in this crisis to significantly broaden the conflict into a regional conflict. They have not succeeded in doing that and we intend very much to continue.

    And I’ll turn it over to my Senior Defense Official colleague to speak more to this, but we very much will maintain that deterrent posture, because we are still in the crisis. There’s a lot of diplomacy going on behind the scenes and above board. But we — and of course obviously our relationship with Iraq, our presence in Iraq is fundamental to that. So, I would not — the Counter-ISIS mission has been ongoing throughout this crisis, I think doesn’t get as much attention. But we’ve done extremely effective Counter-ISIS operations and strikes even in the last two months.

    And that’s something that is going to continue even while this crisis is ongoing. And hopefully we will find diplomatic solutions to some of the issues obviously in Gaza and Lebanon. The question that was just asked we’re working at extremely hard, but there is a military dimension to this and we’re mindful of that. And I think we used that tool of national power effectively, deliberately. And we work with the president every day on this and Secretary of Defense and others. So, I’ll turn it over to [SENIOR DEFENSE OFFICIAL].

    SENIOR DEFENSE OFFICIAL:  Yeah, look, I would just say that during this crisis, our partners across the region have looked to the United States to be present, to indicate that we are remaining present and active, to use our force posture and our other capabilities to defend our friends, to defend our own forces and to deter our adversaries. And in the case of the Counter-ISIS mission, to continue to prosecute that mission to ensure the enduring defeat of ISIS.

    And what our friends have seen during this crisis is part of what we’re discussing here today. That presence is going to continue. Our partnerships are going to deepen — they may take different forms. They may evolve based on evolving conditions, based on evolving threats. But we will continue to remain present and to use our presence and our capabilities and our partnerships to address those common threats. So, this discussion is very much in keeping with that theme.

    Q:    Just to clarify, you’re not worried that this will give Iran some sort of greater positioning in the region at a moment of intense tension with Iran sort of like running through everything that you’re doing?

    SENIOR DEFENSE OFFICIAL:  We are not.

    SENIOR ADMINISTRATION OFFICIAL:  No, not at all.

    SENIOR DEFENSE OFFICIAL:  We are remaining present and active in partnership with our allies and partners. Again, sometimes these things take different forms, but we’re not concerned about that. But [SENIOR ADMINISTRATION OFFICIAL] should speak to it as well.

    SENIOR ADMINISTRATION OFFICIAL:  No, not at all. If anything, I think deepening our cooperation with Iraq in multiple areas, which we’re doing, is something that the Iranians clearly don’t want. The Iraqis have been enhancing their relations with Saudi Arabia in the Gulf and the broader Arab world. Obviously remains a very dynamic situation.

    But that’s something that’s also quite important. You look at the energy infrastructure buildouts from Southern Iraq into the Gulf, stuff that had just been talked about for a decade. Iraq actually capturing its flared gas working with Total and Western energy companies to do that, which ultimately weans themself off dependency of Iranian gas. This is all kind of part of a broader picture.

    So no, I would not draw an evolution of a coalition military mission after 10 years. Again, it’s important to — there’s a 10-year mark, very natural point. You have an inflection point and kind of an evolution of a mission into anything that would give any benefit to the Iranians. I think if anything, it’s quite the opposite.

    MAJ GEN PAT RYDER:  Thank you. Let’s go to Al Hurra, Wafaa, Wafaa, are you there? Okay, we’ll come back. Next al-Arabiya, Joseph Haboush.

    Q:    Thanks. Can you guys hear me?

    MAJ GEN PAT RYDER:  You’re very faint. If you can speak up a bit?

    Q:    How about now?

    MAJ GEN PAT RYDER:  Still kind of quiet, but a little bit better.

    Q:    All right. Thanks for doing this. I just wanted to ask, on the heels of the CENTCOM announcements earlier this summer about ISIS on track to doubling the number of attacks this year as opposed to last year. And then these massive — or these pretty significant raids that we’ve seen, joint raids — joint raids between the Iraqis and us, and then the SDF and the US earlier this week.

    I mean how — can you just kind of clarify how this makes — the timing of it at least makes sense when we’re seeing these large-scale operations that have taken place previously but we haven’t always publicized in detail. So, is there any split between the policymakers and CENTCOM, SOCOM or the folks in the military. In terms of timing, can you just explain how that, at least publicly, would make sense to people here? Thank you.

    SENIOR ADMINISTRATION OFFICIAL:  Yeah, I think the timing mainly is — it’s just — it’s a 10-year mark of a coalition and an evolution. But it’s also very consistent with the intelligence we’re seeing and what we’re doing and will continue to do, I want to emphasize that, against ISIS. So, I think it’s pretty much aligned to both of those things. But I’ll turn it over to my colleague.

    SENIOR DEFENSE OFFICIAL:  Yeah, it is the 10-year mark, but it’s also a significantly different operating environment than when the coalition first undertook its mission. As I mentioned, ISIS has been territorially defeated. It doesn’t control those swaths of territory in Syria and Iraq that it once did. Millions of people who used to live under its genocidal rule, do not any longer. So, they’re kind of isolated in their desert encampments.

    And we have been able to, under the current coalition arrangement in the way you describe, continue to conduct operations that further weaken them, further prevent them — prevent them from conducting external operations and disrupt their command and control and their leadership, cadres.

    That ability is going to continue. It will continue during the course of this transition, which, by the way, even when it’s announced next week, takes some time to actually be implemented. So, many of these capabilities, even as we are doing them now in partnership with our Iraqi and our Syrian democratic Forces colleagues, will be able to continue.

    And then as the bilateral security relationship becomes the basis for our cooperation with Iraq in the course of the transition, again, which isn’t instantaneous, we will find that we’ll still be able to cooperate as we need to ensure that that mission can continue to be carried out — may be carried out differently, again, we talked about the evaluation of the threat, the evaluation of the Iraqi security force’s capability and the evaluation of the operating environment.

    All of that is scoped to ensure that there will be no lessening of pressure on ISIS as the transition from coalition to bilateral security partnership takes place.

    MAJ GEN PAT RYDER:  Thank you. Let me try Associated Press again. Tara, are you on the line?

    Q:    Yes, I am. Thanks for doing this. I’m sorry if this has been asked before. I had to drop off at the very beginning. But have you seen any indication that ISIS has tried to exploit the October 7 instability? And especially right now with increased tensions being — have you seen them try to launch any additional operations?

    SENIOR DEFENSE OFFICIAL:  We do see that there are continued attacks and attack planning by ISIS. I’m not sure I would attribute it specifically to October 7 or the crisis that’s followed October 7. They have their ideology; they have their ambitions. So, we definitely have seen a continued ISIS capability to try to conduct attacks, certainly to do some planning for attacks.

    But we’ve also during the same period, and without any distraction from our mission of the coalition and of our partners during the period of this crisis, we’ve been able to prosecute the defeat ISIS mission very, very successfully.

    MAJ GEN PAT RYDER:  And for our last question, we’ll try Al Hurra one more time. Wafaa, are you on the line? All right, she may have had to drop.   • MIL-OSI Security: U.S., Egyptian Naval Forces Conducts Inaugural Eagle Defender Exercise in Red Sea

    MANAMA, Bahrain —

    U.S. Navy, Marine Corps and Coast Guard forces joined the Egyptian Naval Force in executing Exercise Eagle Defender in Safaga, Egypt, and in the Red Sea, Sept. 8-20. 

    For the first time, U.S. and Egyptian naval forces integrated unmanned systems in a bilateral maritime exercise to uphold the international rules-based order while ensuring maritime security in the Red Sea. Scenarios included: explosive ordnance disposal, mine countermeasures, harbor defense, and the integration of unmanned systems. 

    The Arleigh Burke-class guided-missile destroyer USS Michael Murphy (DDG 112) sailed alongside Egyptian Navy ships during the exercise while several other units also participated. 

    This is one of many exercises the U.S. military participates in every year with partner nations in the Middle East to enhance partnerships and strengthen interoperability. The combined exercise is designed to broaden levels of cooperation, support long-term regional security, and enhance Egyptian Naval Force interoperability with U.S. naval forces. 

    The U.S. 5th Fleet area of operations encompasses nearly 2.5 million square miles of water area and includes the Arabian Gulf, Gulf of Oman, Red Sea, parts of the Indian Ocean and three critical choke points at the Strait of Hormuz, Suez Canal and Bab al-Mandeb.

  • MIL-OSI USA: Justice Department Secures Relief from Morningstar Storage to Resolve Alleged Violations of the Servicemembers Civil Relief Act

    The Justice Department announced today that Morningstar Storage, which manages and operates a network of self-storage facilities in the southeast area of the United States, has agreed to pay $130,000 to resolve allegations that it violated the Servicemembers Civil Relief Act (SCRA) by failing to obtain court orders before auctioning the contents of at least three storage units owned by active-duty servicemembers.

    According to the complaint, an Air Force Staff Sergeant stationed at MacDill Air Force Base rented a unit at a storage facility located in Tampa, Florida. On the storage agreement, the Staff Sergeant indicated that she was in active military service, provided contact information for her military unit and authorized rent payments to be made automatically. Shortly thereafter, before being deployed overseas to Jordan, she stored nearly all of her household goods at the Tampa facility, including her military awards and coins, and her children’s toys and keepsakes. While the Staff Sergeant was still deployed to Jordan, Morningstar acquired the Tampa facility, stopped her automatic payments and auctioned all the contents of her unit for $390.

    “We all know that servicemembers endure many hardships and make great sacrifices as a result of their service to the nation,” said Assistant Attorney General Kristen Clarke of the Justice Department’s Civil Rights Division. “Our servicemembers should never have to worry that their property, including their most prized keepsakes and personal treasures, will be sold out from under them while they are on duty. The Justice Department will continue standing up for servicemembers to ensure basic respect for their property, their rights and their dignity.”

    “The U.S. Attorney’s Office for the Middle District of Florida is deeply committed to protecting the civil rights of our Nation’s servicemembers,” said U.S. Attorney Roger B. Handberg for the Middle District of Florida. “The brave individuals who selflessly sacrifice to serve our country deserve the respect and peace of mind of knowing that what they leave behind during their service will be treated with the utmost care. Today’s consent decree reminds us that the companies who take on this responsibility do not always exercise the care that our servicemembers are entitled to under the SCRA, but the department remains committed to ensuring companies like Morningstar follow their obligations under the law.”  

    The SCRA provides financial and housing protections and benefits to military members while they are in military service. One of the SCRA’s protections requires anyone holding a lien on the property of a servicemember to obtain a court order prior to auctioning off, selling or otherwise disposing of that property. Under the consent order, which must still be approved by the U.S. District Court for the Middle District of Florida, Morningstar will pay the Air Force Staff Sergeant $80,000 in damages and will pay $5,000 each to two additional servicemembers. Morningstar has also agreed to pay a $40,000 civil penalty to the United States and must also implement new policies to prevent future violations of the SCRA.

    This lawsuit resulted from a referral to the Justice Department from the U.S. Air Force. The department’s enforcement of the SCRA is conducted by the Civil Rights Division’s Housing and Civil Enforcement Section in partnership with U.S. Attorneys’ Offices throughout the country. Since 2011, the department has obtained over $481 million in monetary relief for over 147,000 servicemembers through its enforcement of the SCRA.   • MIL-OSI USA: Specially Designated Global Terrorist Mohammad Bazzi Pleads Guilty to Sanctions Evasion

    Lebanese national Mohammad Ibrahim Bazzi, 60, pleaded guilty today to conspiracy to conduct and to cause U.S. persons to conduct unlawful transactions with a Specially Designated Global Terrorist.

    In May 2018, the Department of the Treasury, Office of Foreign Assets Control (OFAC) designated Bazzi as a Specially Designated Global Terrorist for assisting in, sponsoring and providing financial, material and technological support and financial services to Hizballah. Hizballah is a foreign terrorist organization that, since the 1980s, engaged in numerous terrorist activities, including attacks against American military members, government employees and civilians abroad.

    According to the OFAC designation, Bazzi is a key Hizballah financier who has provided millions of dollars to Hizballah over the years, generated from his business activities in Belgium, Lebanon, Iraq and throughout West Africa. As a result of the designation, Bazzi’s interest in any property in the United States were blocked, and all U.S. persons were generally prohibited from transacting business with, or for the benefit of, Bazzi.

    Following Bazzi’s designation and according to the court documents, Bazzi and his co-defendant, Talal Chanine, who remains at large in Lebanon, conspired to force or induce an individual located in the United States (U.S. Person) to liquidate their interests in certain real estate assets located in Michigan and covertly transfer hundreds of thousands of dollars in proceeds of the liquidation out of the United States to Bazzi and Chahine in Lebanon without the required OFAC licenses, in violation of the International Emergency Economic Powers Act (IEEPA).

    During recorded communications, Bazzi and Chahine proposed numerous methods to conceal from OFAC and law enforcement officials that Bazzi was both the source and destination of the proceeds of the sale and to create the false appearance that the U.S. Person was conducting legitimate arms-length transactions unrelated to Bazzi and Chahine. For example, Bazzi and Chahine proposed that the funds be transferred through:

    • A third party in China as part of a fictitious purchase of restaurant equipment from a Chinese manufacturer;
    • A third party in Lebanon as part of a fictitious real estate purchase;
    • Chahine’s family members in Kuwait as part of fictitious intra-family loans; and
    • As part of a fictitious franchising agreement as payment for the rights to operate a Lebanese-based restaurant chain throughout the United States.

    Bazzi was arrested in February 2023 by Romanian law enforcement authorities and subsequently extradited to the Eastern District of New York. The Justice Department thanks the Romanian authorities for their assistance in this matter.

    A sentencing hearing will be scheduled at a later date. Bazzi faces a maximum penalty of 20 years in prison. He has also agreed to forfeit the nearly $830,000 that was involved in the illegal transaction, and to be removed from the United States upon completion of his sentence. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Assistant Attorney General Matthew G. Olsen of the National Security Division, U.S. Attorney Breon Peace for the Eastern District of New York and Executive Assistant Director Robert Wells of the FBI’s National Security Branch made the announcement.

    Assistant U.S. Attorneys Francisco J. Navarro, Jonathan P. Lax, Nomi D. Berenson, Claire Kedeshian and Robert M. Pollack for the Eastern District of New York are prosecuting the case with assistance provided by Trial Attorney Charles Kovats of the National Security Division’s Counterterrorism Section and Scott Claffee of the National Security Division’s Counterintelligence and Export Section. The Justice Department’s Office of International Affairs assisted with the extradition in this case.

    This effort is part of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation. OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.     President, I thank USG DiCarlo and High Commissioner Türk for their briefing today. This past year has seen continuous and devastating violence across the region. Civilians have suffered on a dreadful scale on both sides of the Blue Line.  

    The explosions in Lebanon this week and Israel’s strike in southern Beirut today are the latest in a deadly cycle of violence, and we are deeply concerned by civilian casualties resulting from those incidents. That children were among them is particularly distressing. Our condolences go to the families of the civilians killed.

    My Foreign Secretary made our view clear last night: we need an immediate ceasefire on both sides. We are working in lockstep with our allies to de-escalate tensions and end this destructive cycle.

    We want to see the implementation of a political plan, based on UN Security Council Resolution 1701, which allows both Israeli and Lebanese civilians to return to their homes and live in peace and security. We are ready to play our role in a diplomatic process to achieve that. 

    President, let us be clear: Hizballah launched an unprovoked attack on Israel on 8 October 2023. Since then, Israel has faced a near-daily barrage of Hizballah rockets.

    We are resolute in our support for Israel’s right to defend its citizens against such threats. However, in doing so, international humanitarian law must be fully respected, and all possible steps taken to avoid civilian casualties.

    Lebanese Hizballah’s aggression has been fuelled by Iran and its continued destabilisation of the Middle East, including through its support to partners and proxies. Iran supplies advanced weaponry in contravention of multiple Security Council Resolutions, only prolonging the suffering of the Lebanese people.

    While Hizballah and Iran continue to undermine Lebanon’s future, the UK is providing practical support to bolster its stability and security.  

    This includes funding and training to both the Lebanese Armed Forces and Internal Security Forces, as well as humanitarian assistance to vulnerable communities, including in the south of Lebanon.

    President, now is the time for calm heads and an urgent focus on an immediate ceasefire to create the space for negotiations.

    Veterans with service-related disabilities are now eligible to apply to receive a free Annual Pass to N.C. State Parks, the Division of Parks and Recreation announced. Those who want to redeem their free pass can submit a request form along with a copy of their Summary of Benefits Letter from the federal Department of Veterans Affairs.

    In July, the General Assembly passed State Law 2024-45, which included Section 15.(a) to 15.(d) that made any State Parks Annual Pass free for veterans who were discharged honorably and received benefits or certification that they have a service-connected disability.

    “North Carolinians take pride in our spectacular state parks and our strong support for military families,” said N.C. Department of Natural and Cultural Resources Secretary Reid Wilson. “This is a small token of acknowledgement of the sacrifices that our veterans have made for our state and our country, and we welcome them to our state parks.”

    The Annual Pass program allows visitors to enjoy equipment rentals, swimming, and more throughout the calendar year for a discounted package rate. Because most North Carolina state parks are free to enter throughout the year, the Annual Pass program is different from typical annual passes at other states or at the national level.

    Benefits of note include day-use entry at the reservoirs of Falls Lake, Jordan Lake, and Kerr Lake state recreation areas; ferry passes to Hammocks Beach State Park’s Bear Island (set to reopen in spring 2025); boat launches at Carolina Beach and Hammocks Beach state parks; and canoe, kayak, or paddleboard rentals at select parks.

Those who want to utilize the four-wheel-drive beach at Fort Fisher State Recreation Area in New Hanover County can indicate so on the form, and they will receive the Annual Pass with 4WD Beach Access, priced at $150. Veterans who receive this pass must visit the Fort Fisher park office to receive instructions on how to use the four-wheel-drive gate.

    WASHINGTON – U.S. Representatives Pramila Jayapal (WA-07), Barbara Lee (CA-12), Sara Jacobs (CA-51), Ilhan Omar (MN-05), and Daniel T. Kildee (MI-08), are today applauding the Biden Administration’s work to advance efforts for peace in Sudan and urging him to raise concerns over support from the United Arab Emirates (UAE) for the Rapid Support Forces (RSF) in Sudan. 

    “We are grateful that your Administration has advanced efforts to rally international partners, end hostilities, protect civilians, expand humanitarian access, elevate civil society voices, and support over $1.6 billion in emergency assistance to Sudan in the last two years,” wrote the Members. “We are concerned that the UAE’s actions in Sudan run counter to these actions and your stated goals of an end to the violence and freedom, peace, and justice for the Sudanese people.”

    The Sudanese people have been enduring this conflict since April 15, 2023. According to the World Food Programme, over 25 million people, half of Sudan’s population, are facing acute hunger and more than 10 million people have been displaced both internally and abroad since the onset of this conflict between warring military forces, the Sudanese Armed Forces (SAF) and the RSF. 

    “As you have noted, the RSF has committed war crimes, crimes against humanity, and ethnic cleansing in Sudan. It is essential that our partnership with the UAE be built on our many shared interests but also our shared values and vision for a stable Sudan,” the Members continued.

    Specifically, the Members are asking ahead of President Biden’s meeting with UAE President Sheikh Mohammed bin Zayed Al Nahyan, that he raise these concerning reports, urge the UAE to cease their support to the RSF, and reiterate the shared goal of a secure Sudan.

  • MIL-OSI USA: Houlahan Questions Biden Administration on Israeli bombings in Gaza humanitarian zone

    WASHINGTON, D.C. – Today, Representative Chrissy Houlahan (D-PA) sent a letter to President Joe Biden asking for more information on the IDF’s use of 2,000-pound bombs in a densely populated humanitarian zone southwest of Khan Younis on September 10. Houlahan asked President Biden if the bombs were U.S.-made and, if so, if they were sent prior to the U.S. embargo on these weapons in May. She also asked for details on the Biden Administration’s efforts to encourage Israeli Prime Minister Netanyahu to stop using these weapons, especially in densely populated civilian areas, and urged him to have these critical conversations.  

    “I have dedicated my life to national security and service and believe our nation’s values are a source of credibility and power. I know from personal experience that you cannot destroy a terror ideology with military force,” Houlahan said in the letter. 

    This comes after Houlahan sent a letter in December 2023 to the Biden Administration with a group of her colleagues expressing their concern about Israel’s military strategy, and today, she shared her concern over little progress on that issue. 

    In today’s letter, Houlahan said, “As this war has continued, I have seen no appreciable changes in Israel’s strategy and in fact, the civilian death toll and humanitarian crisis in Gaza has continued.”

    Dear President Biden, 

    Thank you for your leadership and continued efforts both to support our ally Israel, and to bring an end to the war in Gaza. As a member of the Intelligence and Armed Services Committees, and a former member of the Foreign Affairs Committee, I appreciate your commitment to finding a solution that will ensure a lasting peace and a durable two-state solution. I continue to be deeply concerned, however, by Prime Minister Netanyahu’s ongoing military strategy, including the IDF’s use of 2,000-pound bombs in a densely populated humanitarian zone southwest of Khan Younis on September 10, 2024. 

    Last December, I sent you a letter alongside a group of my colleagues expressing our concern about Israel’s military strategy in this conflict, noting then that we believed it jeopardized efforts to destroy the terrorist organization Hamas and secure the release of all hostages. As this war has continued, I have seen no appreciable changes in Israel’s strategy and in fact, the civilian death toll and humanitarian crisis in Gaza has continued. This recent bombing on September 10 is particularly alarming because your Administration paused the shipment of 2,000- and 500-pound bombs to Israel in May 2024 due to concerns about usage in densely populated civilian areas. Though I am thankful that your Administration has continued to withhold 2,000-pound bombs, I 

    have concerns about the origins of the weapons used on the al-Mawasi humanitarian zone. 

    I ask if your Administration is aware of if the 2,000 bombs used on September 10 were U.S.-made, and if so, is it your belief that these weapons were sent prior to the embargo in May? More specifically, do you know when exactly these weapons were sent? Given the continued pause on 2,000-pound bombs, has your Administration expressed your concern about the use of these weapons, especially on densely populated civilian areas, to Prime Minister Netanyahu? I encourage you to have those conversations if you haven’t already and support continued embargoes of heavy bombs. 

    Over the last 11 months, civilians across Gaza have been told by the Israeli government and the IDF to evacuate to al-Mawasi for safety. Hundreds of thousands occupy the 16-square mile area. I understand the difficult nature of this conflict, as Hamas is not using strategies that protect the lives of the Palestinian people. However, the use of heavy bombs on one of the only remaining humanitarian zones in Gaza with a high concentration of civilians is not in line with U.S. values and does not advance the cause of security for Israel or protect innocent civilians from catastrophic harm. 

    To restate from the December letter, I have dedicated my life to national security and service and believe our nation’s values are a source of credibility and power. I know from personal experience that you cannot destroy a terror ideology with military force. 

    As we reach the solemn anniversary of the horrific tragedy that took place on October 7, 2023, with more than 100 people (including Americans) still held captive by Hamas, it is past time that this war comes to an end. Hamas’ recent change in strategy calling for hostages to be executed if the IDF gets close, as we saw with the death of six hostages including American Hersh Goldberg-Polin, underscores this immediate need. 

    I appreciate your steadfast efforts to secure a hostage and ceasefire deal, and your leadership in bringing both Israel and Hamas to the negotiating table. I urge you to continue doing all that you can to pressure Prime Minister Netanyahu and the leaders of Hamas to reach a deal that ensures the return of all remaining hostages and works towards a peaceful, two-state solution which allows Palestinians to be free from the terrorist organization Hamas and where Israelis can live without fear of another October 7. As a Member of Congress, I remain committed to supporting your Administration in those efforts.

  • MIL-OSI Security: Notorious Mexican Cartel Leader Convicted for International Drug Trafficking and Firearms Offenses

    A federal jury convicted Ruben Oseguera-Gonzalez, also known as El Menchito, today of conspiring to distribute five kilograms or more of cocaine and 500 grams or more of methamphetamine while knowing and intending that they would be imported into the United States, and using, carrying, and brandishing firearms, including destructive devices, in furtherance of the drug trafficking conspiracy, following a two-week jury trial in U.S. District Court for the District of Columbia.

    According to court documents and evidence presented at trial, between 2007 and 2017, Oseguera-Gonzalez, 34, led an international drug trafficking organization responsible for importing large quantities of methamphetamine and cocaine from Mexico into the United States. Oseguera-Gonzalez was the second in command of the Cartel de Jalisco Nueva Generación (CJNG), which is based in the State of Jalisco in Mexico. The CJNG is one of the most dangerous drug cartels in Mexico. Oseguera-Gonzalez personally used firearms, destructive devices, murder, and kidnapping to control the drug trafficking organization. Oseguera-Gonzalez also ordered his subordinates to shoot down a Mexican military helicopter so that he could escape capture by Mexican law enforcement.

    “El Menchito led the Jalisco Cartel’s efforts to use murder, kidnapping, and torture to build the Cartel into a self-described ‘empire’ by manufacturing fentanyl and flooding the United States with massive quantities of lethal drugs. Today, fentanyl is the deadliest drug threat the United States has ever faced,” said Attorney General Merrick B. Garland. “El Menchito now joins the growing list of high-ranking Cartel leaders that the Justice Department has convicted in an American courtroom. We are grateful to our Mexican law enforcement partners for their extensive cooperation and sacrifice in holding accountable leaders of the Jalisco Cartel.”

    According to the evidence presented at trial, from 2012 to 2015, Oseguera-Gonzalez oversaw the manufacture of more than three million pounds of methamphetamine in one area of Mexico. In April 2015, Oseguera-Gonzalez personally directed the distribution of over 55,000 pounds of cocaine. According to trial testimony, in October 2013, Oseguera-Gonzalez made plans to “do it big” with counterfeit oxycontin pills—just before the fentanyl epidemic began in the United States. According to witness testimony, the defendant said in 2015 that he was “building an empire with . . . fentanyl.” Oseguera-Gonzalez was arrested by Mexican authorities on local charges in June 2015. He remained detained in Mexico until his extradition to the United States in February 2020. While in prison in Mexico, Oseguera-Gonzalez continued to control the CJNG, negotiating drug transactions and approving the purchase of firearms and destructive devices, including .50 caliber firearms and 40 mm grenades.

    Oseguera-Gonzalez personally used extreme violence to grow and control the cartel. For example, when five men owed Oseguera-Gonzalez money for drugs in the United States, Oseguera-Gonzalez violently killed all five men. On another occasion, the defendant shot one of his drivers in the head a close range. In an intercepted message, Oseguera-Gonzalez also described having 13 people tied up—one of whom he decided to release only after the man agreed to make fentanyl pills for Oseguera-Gonzalez.

    Oseguera-Gonzalez also amassed an arsenal of weapons. His hitmen, which he called the Special Forces of the High Command, used the weapons to protect him and help him escape capture by Mexican authorities. For example, on May 1, 2015, the defendant’s hitmen—acting on Oseguera-Gonzalez’s personal orders—shot down a Mexican armed forces helicopter while 18 soldiers and police were on board. At least nine people on board the helicopter died as a result of Oseguera-Gonzalez’s order. Oseguera-Gonzalez’s men used an Iranian-made rocket-propelled grenade and a .50 caliber belt-fed firearm to shoot down the helicopter. Both weapons were painted with “CJNG” and a pixel camouflage pattern unique to Oseguera-Gonzalez’s hitmen.

    Less than two months after escaping capture, Oseguera-Gonzalez was arrested in Jalisco, Mexico. When he was surrounded by soldiers and police, he brandished an assault weapon and grenade launcher, demanding to be released because he was a member of the CJNG. The weapon Oseguera-Gonzalez used to threaten police bore the same pixel camouflage pattern and was emblazoned with CJNG and Oseguera-Gonzalez’s nicknames: Menchito, 02, and Jr.

    Oseguera-Gonzalez faces a mandatory minimum penalty of 40 years in prison and a statutory maximum penalty of life plus 30 years in prison. A sentencing hearing is scheduled for Jan. 10, 2025. A federal district court judge will determine the sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The DEA Los Angeles Field Division investigated the case with the assistance of the U.S. Marshals Service. The Justice Department’s Office of International Affairs provided critical assistance in securing the extradition of Oseguera-Gonzalez and in obtaining important evidence for the trial.     “Recent reporting indicates Iran is paying criminal organizations to carry out violent plots—including assassinations—against their critics within the United States,” wrote the Senators. “We write to request information regarding how the U.S. Department of Justice (DOJ) is prosecuting criminals who commit or attempt to commit acts of violence in the United States on behalf of foreign adversaries, and what statutory changes to the criminal code would help DOJ to robustly prosecute these crimes.”
    “An…example includes a plot, allegedly ordered by individuals in Iran, to use members of an Eastern European criminal organization who refer to themselves as ‘Thieves-In-Law’ in an attempt to murder a prominent critic of Iran—who is a United States citizen—within the United States,” continued the Senators. “The attempted assassination followed a prior plot by Iranian intelligence officials to abduct the same critic from within the United States for rendition to Iran.”
    The Senators are asking the Department of Justice to respond to the following questions:
    Please confirm reported news about foreign plots targeting critics in the United States. What has DOJ identified regarding efforts foreign governments have undertaken to enlist criminal actors to commit violent crimes against persons in the United States?
    Has DOJ observed an increased amount of these activities in recent months or years?
    What steps is DOJ taking to thwart this type of foreign government activity?
    What statutory changes to the criminal code—including increased criminal penalties for persons convicted of participating in these types of activities—would support efforts to deter and prosecute this criminal behavior?

    Dear Attorney General Garland,
    Recent reporting indicates Iran is paying criminal organizations to carry out violent plots—including assassinations—against their critics within the United States. We write to request information regarding how the U.S. Department of Justice (DOJ) is prosecuting criminals who commit or attempt to commit acts of violence in the United States on behalf of foreign adversaries, and what statutory changes to the criminal code would help DOJ to robustly prosecute these crimes.
    According to recent reporting, “Iran has cultivated and exploited connections to criminal networks that are behind a recent wave of violent plots secretly orchestrated by elite units in the [Iranian Islamic Revolutionary Guard Corps] and Iran’s Ministry of Intelligence.”  Iran’s violent plots include attempted assassinations and abductions around the world.
    A December 2023 Justice Department indictment of Iranian resident Naji Sharifi Zindashti exemplifies the problem. Mr. Zindashti stands accused of participating in a plot with a Canadian member of the Hells Angels Motorcycle Club in an attempt to murder two Maryland residents who fled to the United States after one of them defected from Iran.  The Treasury Department has identified Zindashti as the leader of a network that targeted Iranian dissidents for assassination at the direction of the Iranian regime.  
    An additional example includes a plot, allegedly ordered by individuals in Iran, to use members of an Eastern European criminal organization who refer to themselves as “Thieves-In-Law” in an attempt to murder a prominent critic of Iran—who is a United States citizen—within the United States.  The attempted assassination followed a prior plot by Iranian intelligence officials to abduct the same critic from within the United States for rendition to Iran. 
    These plots are even more troubling in light of last week’s indictment of Asif Merchant, a Pakistani national with ties to Iran, who is accused of attempting to pay individuals to assassinate a politician or government official in the United States.
    We request that you provide us with a written response as soon as possible, but no later than October 15, 2024, that provides an overview of recent efforts by foreign governments to use criminal actors, including members of criminal organizations, to commit violent crimes against individuals within the United States. We also request your response include answers to the following questions:
    Please confirm reported news about foreign plots targeting critics in the United States. What has DOJ identified regarding efforts foreign governments have undertaken to enlist criminal actors to commit violent crimes against persons in the United States?
    Has DOJ observed an increased amount of these activities in recent months or years?
    What steps is DOJ taking to thwart this type of foreign government activity?
    What statutory changes to the criminal code—including increased criminal penalties for persons convicted of participating in these types of activities—would support efforts to deter and prosecute this criminal behavior?
    If any relevant information is classified, we request you produce both an unclassified response that is suitable for public release, as well as a classified version for review by appropriate Congressional personnel.

    NASHVILLE, Tenn. – U.S. Senators Marsha Blackburn (R-Tenn.), Lindsey Graham (R-S.C.), Marco Rubio (R-Fla.), and 27 of their Republican colleagues issued a joint statement in response to the Palestinian Mission to the United Nations (UN) submitting a disgraceful and flagrant resolution. This resolution was submitted ahead of the UN General Assembly and targets the Jewish State of Israel and its rightful control over its historic homeland.
    The Senators wrote, “This proposal introduced by the Palestinian delegation, ahead of the United Nations’ General Assembly, is an absolute disgrace that rewards terrorism. It is a clear insult to the Jewish people and anyone who understands history.”
    Senators continued, “As we approach the one-year anniversary of the barbaric terrorist attack by Hamas and affiliated Palestinian terrorist groups against innocent Israeli civilians, which involved murder, mutilation, and sexual violence, the international community must unequivocally unite against this evil, one-sided effort to delegitimize Israel. Instead of proposing biased and counter-productive initiatives, which will do nothing to advance a lasting peace between Israelis and Palestinians, the international community must focus its energy and resources on ensuring Hamas and other terrorist groups are completely destroyed. We must remain firm to ensure every single hostage held by these terrorists is safely returned to their loved ones.”
