    LOS ANGELES — U.S. Immigration and Customs Enforcement and law enforcement partners conducted an operation July 30, where former NBA star Gilbert Arenas and five other defendants — including a suspected high-level member of an Israeli transnational organized crime group — were arrested on a federal indictment alleging they operated an illegal gambling business in which high-stakes poker games were played at an Encino mansion Arenas owned.

    Arenas, 43, aka “Agent Zero,” of Woodland Hills, is charged with one count of conspiracy to operate an illegal gambling business, one count of operating an illegal gambling business, and one count of making false statements to federal investigators.

    He is scheduled to make his initial appearance and be arraigned this afternoon in United States District Court in downtown Los Angeles.

    Welcome back to the show. On this Thursday morning, you’re watching News Breakfast. It is always lovely to have your company.

    Emma Rebellato:

    We’ll get an update on the latest with the global tsunami alerts in just a moment. But first, borrowers will be hoping the latest inflation data will be the confirmation the Reserve Bank needs to cut rates next month.

    Treasurer, Jim Chalmers, joins us now from Canberra. Treasurer, thanks for joining us this morning.

    Jim Chalmers:

    Thanks for having me back on, Emma.

    Rebellato:

    So homeowners are hoping for a rate cut. Are you worried though that if there is a cut it will encourage more investors into the market, and that will price out people wanting to buy their own home?

    Chalmers:

    I’m not going to pre‑empt decisions that the Reserve Bank takes independently. I think rate relief is welcome, certainly when interest rates were cut twice already this year, that provided some very, very welcome rate relief for millions of Australians with a mortgage. That’s how we see it, but I don’t want to make predictions or pre‑empt the decisions that the Reserve Bank will take.

    What yesterday’s numbers showed when it comes to those inflation numbers is really quite remarkable progress. The progress that Australians have made together over the course of the last 3 years on inflation has been outstanding because we’ve been able to get inflation down at the same time as we deep unemployment low, we’ve got real wages growing again – but it’s never mission accomplished, because the global environment’s uncertain, we’ve got some persistent structural issues in our economy, growth in our economy is soft and people are under pressure. And that’s why the primary goal, the main priority of the first 2 weeks of the parliament sitting has been to roll out more cost‑of‑living help.

    Rebellato:

    Treasurer, your productivity roundtable is on in just a few weeks. Will you be looking – and we know housing going’s to be on the agenda – will you be looking specifically at property investors. Do you want to change the capital gains tax discount?

    Chalmers:

    That’s not why we’ve put this Economic Reform Roundtable together. It’s all about making our economy more resilient and more productive, and our budget more sustainable.

    I expect and I hope that building more homes is one of the central considerations of the Economic Reform Roundtable. I’ve been working very closely with Minister Clare O’Neil with a number of people who will be at the roundtable and with a whole range of people around the country.

    We’ve all got an interest in building more homes sooner; that’s the government’s priority. The primary focus there, I think, at the roundtable will be around how we speed up approvals and get the zoning for housing right, because we desperately need more homes. The Commonwealth government has come to the table with tens of billions of dollars in investment, our political opponents want to cut funding for housing, but overwhelmingly, people want to see where there’s common ground to build more homes, and that will be the focus.

    Rebellato:

    Treasurer, one of the stories we’re following today is the latest Productivity Commission report on closing the gap. Again, so many targets are showing so little progress, and some are worsening. How would you characterise this? Is this a failure by governments?

    Chalmers:

    We need to do much better. I think from memory, 10 of the 15 measures, we’ve seen a little bit of progress in the report released overnight, some have gone backwards in worrying ways.

    I think every member of the government, and I think many Australians would acknowledge that we need to do better, and the reason why these reports are so important is because they make sure that we keep governments and the community more broadly up to the mark. We need to do better when it comes to closing the cap.

    Minister Malarndirri McCarthy is working in her characteristically diligent way with all of the stakeholders, all of the communities to try and turn these numbers around. There has been progress in 10 of the 15, there has been some worrying outcomes in the rest, but overall, we need to do more and we need to do better.

    Rebellato:

    Treasurer, we know the issue in the Middle East is a big talking point in parliament and in the government at the moment. Is it now inevitable that Australia will recognise a Palestinian state; do you want to see that happen?

    Chalmers:

    I do, and I think it’s a matter of when, not if Australia recognises a Palestinian state for a long.

    Rebellato:

    So could we see it before September, before that UN meeting?

    Rebellato:

    I don’t want to put a timeframe for it, it’s been a long‑standing bipartisan policy that we see a two‑state solution in that part of the Middle East. From my point of view that progress that has been made, that momentum that we’re seeing in the international community is welcome, but it’s also conditional.

    There are a number of obstacles still in the way to recognition of a Palestinian state, for example, the treatment, the release of the hostages, making sure that there’s absolutely no role for Hamas. These are the sorts of things that the international community is working through.

    That statement that came out yesterday that we signed as Australians via our Foreign Minister Penny Wong is a really important one. It condemns the terrorist act on 7 October, it demands a ceasefire, the release of hostages and access for humanitarian aid; it encourages countries to work towards recognition as a really important part of that two‑state solution, and the reason we want to see a two‑state solution is because Israeli families and Palestinian families need and deserve to be able to raise their kids in peace, and that’s what this is all about.

    Rebellato:

    Treasurer, let’s stay with issues overseas, and the issue of tariffs. Now, Donald Trump has now said if he’s not negotiated with a country that they’re now looking at between a 15 and 20 per cent tariff. Is that what you’re working towards now; forget about 10 per cent, it’s now looking 15 to 20?

    Chalmers:

    We haven’t heard differently from the 10 per cent baseline that’s been levied on Australia; obviously we continue to engage with the Americans on this. It’s one of the main issues playing out in the global economy, it’s a major source of uncertainty in the economy, whether it’s what’s been said overnight about India, whether it’s the back and forth between the US and China or the tariffs levied directly on Australia. We’ve got the baseline rate as far as we are aware, and as we understand it, which is 10 per cent.

    Rebellato:

    So you don’t expect that to move?

    Chalmers:

    I think it would be a brave person to assume that there won’t be – whether it’s with other countries or – there will always be more announcements about this. These tariff announcements are a moving feast. But our understanding, our expectation is we get the baseline.

    We think that the best outcome is zero because these tariffs are an act of economic self‑harm. We see inflation is going up in the US. Earlier in the year they had slowing growth, interest rates on hold again in the US overnight, they’ve got higher interest rates than we do in Australia.

    We think these tariffs are bad for the American economy, certainly bad for the global economy. We’re better placed and better prepared than most countries to deal with that, but we won’t be immune. We’ll continue to engage with the Americans on it.

    Rebellato:

    Treasurer, just to change things up a little bit, this is possibly the hardest question you’ll be asked today, we’ve been talking about theme songs. Do you have a favourite theme song?

    Chalmers:

    It’s hard to go past the themes – the 2 theme songs in the Rocky movies, or the theme song to that great Eminem movie, 8 Mile. I’m a hip‑hop guy –

    Rebellato:

    Oh, yeah.

    Chalmers:

    – as James on the couch knows, but I think the best theme song, now that you put me on the spot, the best theme song I can remember is when Powderfinger, These Days kicks in during that wonderful Australian movie, Two Hands.

    I think These Days by Powderfinger came in at number 14 on the week in the Triple J Hottest 100 Australian songs. Like everyone who loves Powderfinger, I think that should have been higher. But that’s an amazing theme song, and that’s an incredible, Two Hands, Heath Ledger, Bryan Brown, Rose, all the great Australian actors and a wonderful Australian theme song too by Powderfinger from Brisbane.

  • MIL-OSI USA: Schatz Denounces Starvation In Gaza, Criticizes Israeli Government’s Conduct Of War

    WASHINGTON – U.S. Senator Brian Schatz (D-Hawai‘i) today spoke on the Senate floor about the crisis of starvation in Gaza, which has resulted in almost a third of Palestinians going for several days without eating and at least 63 people dying from malnutrition this month alone. Schatz criticized the Netanyahu government’s decision to cut off aid into Gaza and later set up an entity that failed to distribute aid safely and effectively.

    “The fact that this catastrophe was preventable is precisely what makes it so indefensible,” said Senator Schatz, Ranking Member of the Senate Appropriations Subcommittee on State and Foreign Operations. “People have been warning for months that the Israeli government’s actions would result in exactly this kind of tragedy, where children are dying by the dozens and hundreds of thousands of people are starving for days. What possible explanation is there for letting infants and 2- and 3-year-olds starve? What tactical advantage is being gained?”

    Senator Schatz continued, “Standing up for our shared humanity, whatever our other differences and preferences, should not be a matter of controversy. The government of Israel is behaving terribly. Its conduct of the war is indefensible. And it is not in spite of my Jewishness and my Judaism that I feel this way – it is because of it.”

    The mass starvation and death sweeping through Gaza is a moral tragedy and a strategic abomination. What started as a war with a just cause – to go after Hamas for the unspeakable atrocities it committed on October 7th and bring home the hostages – quickly turned unjust and immoral.

    Everyone knows how complicated and fraught the Middle East is. Everyone knows that navigating this generations-long conflict requires nuance and depth and a historical understanding in order to try and get it right. Everyone knows that smart and sincere and decent people can disagree on this issue. But what is happening today is entirely different. There is no excuse for this horrific suffering. It’s not making Israel or Israelis or Jews any safer…nor is it helping to bring home the 50 remaining hostages who’ve been in brutal captivity for almost 2 years.

    The fact that this catastrophe was preventable is precisely what makes it so indefensible. People have been warning for months that the Israeli government’s actions would result in exactly this kind of tragedy…where children are dying by the dozens and hundreds of thousands of people are starving for days.

    The Gaza Humanitarian Foundation, which Israel scrambled to set up 2 months ago, has failed. According to the BBC, where there used to be 400 U.N. aid distribution sites, there are now just 4 run by the GHF. And as a result, a third of Gazans are going multiple days in a row without eating. The World Health Organization reports that at least 63 people, many of them children, have died from malnutrition this month alone. And more than a thousand Palestinians have been killed while seeking aid at GHF sites, according to the U.N.

    In May, the GHF’s first executive director resigned, saying, “It is clear that it is not possible to implement this plan while also strictly adhering to the humanitarian principles of humanity, neutrality, impartiality, and independence.”

    Whether you believe that this organization was set up to fail intentionally from the start, or more charitably, that the Israeli government established it without understanding that it wouldn’t succeed, it doesn’t matter. What is plainly obvious now is that it is not working. You don’t have to be some left-wing organization…or get your data from the Hamas government…to acknowledge that the GHF is failing at its fundamental mission of feeding people.

    Which raises the question: why? Here we have an Israeli security apparatus that can – and did – synchronize an attack of exploding pagers across an entire country. They can reach in and gather intelligence from the high command of their greatest adversaries. The IDF is widely viewed as punching way above its weight in almost every way. And yet, Israel is asserting that, given all of those capabilities, the one thing that they can’t do is facilitate aid distribution. That’s too hard for them.

    Food and medical assistance routinely get into conflict zones all around the world. Yemen, Sudan, Syria, Iraq, the Democratic Republic of Congo. Gaza should not be any different. What is different are the stated goals of the extremists in the Israeli government.

    “The only way to win the war and bring back the hostages is to completely stop the ‘humanitarian’ aid, conquer the entire Gaza Strip, and encourage voluntary migration.” That was the National Security of the government of Israel. Completely stopping humanitarian aid. Conquering the entire Gaza Strip. Encouraging migration. Those are their words – these are not my words.

    And as starvation takes hold, their response is to deny that is even happening. “There is no starvation in Gaza.” Who said that? The Prime Minister of Israel. Ben-Gvir added, “If they were hungry, they would have returned the hostages home.” If they were hungry, they would have returned the hostages home.

    It’s worth pausing on that for just a moment. Too many people in the Netanyahu government make no distinction between the actual enemy that is Hamas and innocent civilians. The idea that a desperate mother, malnourished herself, and out of breast milk for her infant; or a 7-year-old running to the front of an aid line to get whatever scraps he can for him and his siblings – the idea that these people are in charge of which hostages are released and when, and they suddenly are being held to account for the actions of Hamas on October 7th – is preposterous.

    It’s another example of the casual dismissal of civilian death and suffering as if it’s an inevitable consequence of having to go after the bad guys. War is hell and all of that. But what possible explanation is there for letting infants and 2 and 3-year-olds starve? What tactical advantage is being gained?

    Standing up for our shared humanity, whatever our other differences and preferences, should not be controversial. But too often, when someone is critical of Israel, and they’re a Jew, they’re characterized as a self-hating Jew. When someone is critical of Israel, and they’re not a Jew, they’re characterized as antisemitic.

    I want to be crystal clear. Antisemitism is among the oldest and most vile prejudices that exist. It is real, it is scary, and it is on the rise in the United States. It should be fought at every turn, left, right, and center. And anyone who simply waves it away or denies the urgency of addressing it is either not paying attention or lying.

    But criticizing the conduct of this war. Criticizing Minister Ben-Gvir who talks about ethnic cleansing. Criticizing the withholding of aid. Criticizing the excessive tolerance for civilian casualties. Criticizing Prime Minister Netanyahu’s apparent willingness to cling to power at the expense of Israel, Israelis, and Jews everywhere. That is a separate matter. Everybody gets to do that – just like Americans get to criticize their president without hating America or the people within it. People are more than their government. The government of Israel is behaving terribly. Its conduct of the war is indefensible. And it is not in spite of my Jewishness and Judaism that I feel this way – it is because of it.

    There are a lot of people – including people I know personally, and I believe this – who believe deeply in the sacred idea of Israel. They are good people, and this cannot be about vanquishing one side of the political spectrum – whether that’s the left and center left or right and alt-right. This is about grounding ourselves in the very basic principle, which is: whatever else we’re fighting about, can we please hold the children harmless?

  • MIL-OSI Canada: Prime Minister Carney speaks with President of Palestinian Authority Mahmoud Abbas

    Today, the Prime Minister, Mark Carney, spoke with the President of the Palestinian Authority, Mahmoud Abbas.

    The leaders discussed the rapidly deteriorating humanitarian disaster in Gaza. Prime Minister Carney reaffirmed Canada’s commitment to a two-state solution – an independent, viable, and sovereign Palestinian state living side by side with the State of Israel in peace and security.

    Prime Minister Carney shared Canada’s intention to recognize the State of Palestine at the 80th Session of the United Nations General Assembly in September 2025. He indicated that this intention is predicated on the Palestinian Authority’s commitment to much-needed reforms, including the commitments by Palestinian Authority President Abbas to fundamentally reform its governance, to hold general elections in 2026 in which Hamas can play no part, and to demilitarize the Palestinian state. Prime Minister Carney welcomed President Abbas’ commitment to these reforms.

    The Prime Minister informed the President that Canada will increase its efforts to promote peace and stability in the region, and work closely with regional allies toward this goal.

Everything suggests that, instead of considering negotiations, the parties involved have turned to their own arms suppliers to stock up and prepare for new hostilities.Upon leaving Castel Gandolfo on July 22, Pope Leo addressed journalists and said: “We must encourage everyone to abandon their weapons, as well as the money hidden behind every war.”Analysts who until recently spoke globally of a new Cold War climate are now evoking a Third World War. Unlike the Second World War, this is no longer about territorial conquests based on ideology, but rather about interference in foreign territories with the aim of destabilizing existing regimes.We have moved from a bipolar world—West/Soviet Union—to a monopolized world, dominated by the hegemony of the so-called “free world” in the face of a malignant threat. Today, we are evolving toward a multipolar world, with emerging powers such as those of the BRICS. The world order is, therefore, undergoing a transformation.Israel and Iran accuse each other of being at risk of annihilation. One attacks Jewish Zionism, which oppresses Muslim Palestinians; the other attacks the mullahs’ regime, which threatens Israel’s very existence with its nuclear program. The main source of conflict lies in the ideology that demonizes the other and its supposed ambitions.It is the populations, criminalized by hostile propaganda, who pay the price. Not a day goes by without reports of the deaths of so-called collateral victims.To minimize the impact of this violence, some invoke statistics showing that, unlike in previous wars, the percentage of civilian casualties is lower than in the past, in order to affirm the supposed morality of their armies. Others emphasize the right to reciprocity. These discourses fuel questions about the right to defense and the proportionality of the response.Differentiated deterrence—the supposed monopoly of nuclear weapons on the one hand and the right to defense on the other—does not aim to bring the two sides closer together. Likewise, a premeditated preventive war, justified by a supposedly imminent threat, which could unilaterally impose peace through capitulation or the overthrow of the regime, is not a solution. State terrorism, with its infiltration, violence, or support for certain countries, parties, or ethnic groups, does not lead to peace.In reality, peoples desire to live in peace. But their leaders are mired in enmities that only know the language of weapons. Since 1979, Iran and Israel have no longer had diplomatic relations and remain in a state of tension. For 46 years, there have been no attempts at rapprochement, reconciliation, or peace processes.At the international level, a notable agreement was the Joint Comprehensive Plan of Action (JCPOA), which provided for concessions on Iran’s nuclear ambitions, limited exclusively to civilian use, in exchange for sanctions relief. Iranian officials have not ruled out resuming this agreement, but only if it is fair, in a win-win context.The Nuclear Non-Proliferation Treaty (NPT) not only prohibits new nations from acquiring nuclear weapons, but also dismantles those that already possess them. States that still possess nuclear arsenals, while maintaining and modernizing them, now avoid referring to them as arsenals, preferring the term “deterrents.”Dag Hammarskjöld’s quote, “The UN was not created to take us to heaven, but to save us from hell,” reminds us that when universal charters are codified, the goal is to prevent conflicts and catastrophes to avoid the worst for humanity.As Immanuel Kant wrote after the Napoleonic Wars in his essay “Toward Perpetual Peace” (Zum ewigen Frieden, 1795): “The state of peace between men living side by side is not a state of nature […]; therefore, the state of peace must be established.” To address the emergencies of the 21st century, Jeffrey Sachs asserts that “the path to peace lies in shared solutions to common problems—climate change, pandemics, poverty—and not in military domination” (Address at the Global Solutions Summit, Berlin, 2021).Just as conflicts affect the world order, peace must be a common interest, not subject to the veto of a few.In “The City of God,” Saint Augustine defines peace as the “tranquility of order” (tranquillitas ordinis). He distinguishes two levels: earthly peace (relative, which Saint Thomas Aquinas defines as “temporary”), as a necessary means for social life to avoid chaos – especially through treaties – and divine peace (absolute and, according to Aquinas, “spiritual”), which constitutes the ultimate goal of humanity and requires spiritual conversion.Jesus, shortly before his passion, reminds us that peace is a gift from God in John 14:27: “Peace I leave with you; my peace I give to you.” Even in suffering and persecution, this peace endures, because it is interior. It comes from union with God. Earthly peace is a reflection and fruit of Christ’s peace.As members of the Church, which, following in Christ’s footsteps, promotes human dignity, justice, and peace, we must be impartial, giving to Caesar what is Caesar’s and to God what is God’s.We must work for peace between the parties, not for the victory of one of them (cf. 2 Cor 5:18), loving the oppressor and the oppressed, without justifying injustice (Jn 3:16). Christians are called to “hate evil” (Rom 12:9) but to “bless its enemies” (Mt 5:44).As peoples of the world, we are all children of God, created in his image. Jews, Christians, Muslims, children of Abraham, have a moral duty to respect one another as brothers and sisters, children of the same Father. Why would we want to fight against the uniqueness of others? Since we turned our weapons against our fellow human beings, these brothers and sisters have lost their value, becoming annihilated enemies. And the consequences affect not only the enemy, but the entire world.The Holy See, in its diplomatic work for peace and reconciliation, explores every possibility to offer a framework for fair negotiations. The universal Church and the local Churches are, as far as possible, instruments of peace and charity, close to all, especially the most vulnerable, without discrimination, and always at their side in prayer. This is an expression of Christian charity and a response to the Gospel call to love one’s neighbor.Pray for the victims: This means asking God to inspire leaders to seek peaceful solutions and avoid war, which can no longer be considered a solution, as its ever-increasing risks outweigh its supposed benefits.The 2025 document Antiqua et Nova reiterates that peace cannot be achieved by force alone, but must be built through patient diplomacy, the active promotion of justice, solidarity, integral human development, and respect for human dignity.Pope Benedict XVI also emphasized in 2006, on the occasion of the 39th World Day of Peace, that peace is a divine gift that demands the responsibility to conform human history to divine order, and that failure to comply with the universal moral law and fundamental human rights prevents the realization of peace. The wounds of Christ are open in today’s world. The risen Jesus, emerging from the tomb, burst into the Upper Room and showed them to the frightened disciples who had locked themselves inside.   • MIL-OSI USA: Welch Cosponsors Sanders’ Resolutions to Block Certain Offensive Weapons Sales to Israel

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) has cosponsored U.S. Senator Bernie Sanders’ (I-Vt.) Joint Resolutions of Disapproval (JRD) to block the sales of certain offensive weapons to Israel. The JRDs would prohibit the U.S.-financed sale of $675 million for bombs and guidance kits, plus 20,000 fully automatic assault rifles to Israel. The Senate is expected to vote on the JRDs tonight.  
    “The Israeli-inflicted starvation of Palestinians in Gaza must end. This bombing campaign, which has killed and wounded tens of thousands of people and destroyed Gaza, must end. We cannot continue to be complicit. History will judge us for not standing up against this humanitarian catastrophe and these war crimes,” said Senator Welch. “The United States needs to say: Enough.” 
    Yesterday, Senator Welch spoke on the Senate floor about the ongoing humanitarian catastrophe in Gaza, and the need for the United States Senate to take immediate action. He condemned Hamas, pushed for a ceasefire, and demanded the release of the remaining hostages. Senator Welch also rejected the Netanyahu government’s illegal use of starvation as a weapon of war.  
    “We all condemn Hamas. We all want the release of the remaining hostages. But we have to ask ourselves the question: is it at all justifiable that there is a policy that has to be recognized that starvation is being used as a tool of warfare? I reject the legitimacy of that act. It’s a war crime, Mr. President. It’s a war crime to starve a population to get what you want from your enemy, as righteous as your defense against an enemy may be,” Senator Welch said in his remarks… “We cannot separate the current starvation in Gaza from the Netanyahu government’s strategy of forcibly displacing Palestinians from their land.”

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) has cosponsored U.S. Senator Bernie Sanders’ (I-Vt.) Joint Resolutions of Disapproval (JRD) to block the sales of certain offensive weapons to Israel. The JRDs would prohibit the U.S.-financed sale of $675 million for bombs and guidance kits, plus 20,000 fully automatic assault rifles to Israel. The Senate is expected to vote on the JRDs tonight.  
    “The Israeli-inflicted starvation of Palestinians in Gaza must end. This bombing campaign, which has killed and wounded tens of thousands of people and destroyed Gaza, must end. We cannot continue to be complicit. History will judge us for not standing up against this humanitarian catastrophe and these war crimes,” said Senator Welch. “The United States needs to say: Enough.” 
    Yesterday, Senator Welch spoke on the Senate floor about the ongoing humanitarian catastrophe in Gaza, and the need for the United States Senate to take immediate action. He condemned Hamas, pushed for a ceasefire, and demanded the release of the remaining hostages. Senator Welch also rejected the Netanyahu government’s illegal use of starvation as a weapon of war.  
    “We all condemn Hamas. We all want the release of the remaining hostages. But we have to ask ourselves the question: is it at all justifiable that there is a policy that has to be recognized that starvation is being used as a tool of warfare? I reject the legitimacy of that act. It’s a war crime, Mr. President. (“F&M Resources”) and Forbes Participaҫões Ltda (the “Acquisition”).

    Transaction Highlights

    Assets acquired: PX Energy currently produces approximately 4,500 boe per day, with a targeted increase to 6,000 boe per day by August 31, 2026, supported by growth capital projects currently underway.

    Purchase consideration: 65 million common shares of Questerre, structured as follows:

    • 15 million common shares issued upon closing, which will be subject to a voting and lock-up agreement;
       
    • 50 million common shares, released in two tranches based on the achievement of key performance milestones:
      • With respect to the first tranche of 25 million common shares, US$30 million Free Cash Flow achieved no later than September 30, 2027, with respect to the second tranche of 25 million common shares, US$40 million Free Cash Flow achieved no later than September 30, 2028; or
      • Equity financings completed at or above C$0.50 per share with respect to the first tranche for aggregate proceeds of at least C$25 million completed no later than September 30, 2027 and with respect to the second tranche, an equity financing at or above C$1.00 per share for aggregate proceeds of at least C$25 million no later than September 30, 2028.

    Quebec asset spin-out: It is anticipated that Questerre’s Quebec-based assets (the “Quebec Assets”) will be transferred into a separate sidecar subsidiary company (the “Quebec Spin-out”). Questerre anticipates either distributing preferred shares of Questerre or of the new entity to its existing shareholders ahead of the closing of the acquisition of PX Energy in order not to dilute its existing shareholders’ position in the Quebec Assets.

    Closing conditions: Completion of the Acquisition is subject to a number of conditions, including satisfactory due diligence review, board approval, standard regulatory approvals (including acceptance from the Toronto Stock Exchange and Oslo Stock Exchange (collectively, the “Exchanges”)) and third-party approvals including satisfactory waivers by the bond holders and convertible noteholders in favor of Questerre.     JERUSALEM, July 29 (Xinhua) — Israeli Prime Minister Benjamin Netanyahu is expected to present a plan to annex part of the Gaza Strip to the country’s security cabinet, the Israeli newspaper Haaretz reported on Monday evening.

    According to her, B. Netanyahu told the ministers that Israel gave Hamas several days to agree on a ceasefire. If it refuses the agreement, Israel will begin to gradually annex parts of the Gaza Strip until the Palestinian movement surrenders, the prime minister added.

    The article notes that B. Netanyahu has chosen this course of action in order to secure the support of the far-right Religious Zionism party, which opposes both the ceasefire and increased humanitarian aid to Gaza. Keeping this party in the coalition is crucial to preventing the collapse of the current government.

    According to media reports, Religious Zionism leader and cabinet member Bezalel Smotrich told his associates that the party is pushing a “good strategic move” and it will soon become clear whether it will be successful.

    HE Prime Minister and Minister of Foreign Affairs Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani participated on Monday in the plenary session of the High-Level International Conference for the Peaceful Settlement of the Question of Palestine and the Implementation of the Two-State Solution, held in the United Nations General Assembly Hall in New York.

    In Qatar’s statement to the plenary session, His Excellency said that this conference is being held at a critical moment for the region amid a horrific war waged by Israel on the Gaza Strip for two years and a worsening humanitarian tragedy affecting more than two million people, most of whom are women and children.

    In one of the most brutal and heartbreaking moments of this tragedy, we witnessed scenes that are a disgrace to all of humanity – hungry civilians, who are exhausted by the blockade, and who get killed while standing in line waiting for a loaf of bread, a bag of flour, or a meal to feed their children, His Excellency noted.

    He wondered: What future can be built on the bodies of the starving? And what peace can emerge in the midst of such hunger, humiliation, and killing?

    HE the Prime Minister and Minister of Foreign Affairs explained that, in the face of this catastrophic situation, the State of Qatar has not hesitated to exert all its diplomatic efforts to stop the bloodshed of innocents, alleviate their suffering, and release prisoners and detainees.

    His Excellency reiterated the State of Qatar’s categorical rejection of the use of food as a tool of pressure or a weapon in conflicts, and its condemnation in the strongest terms of the blockade and forced displacement policies practiced against innocent civilians, as well as the repeated targeting of hospitals, displacement centers, and vital facilities, in flagrant violation of international humanitarian law.

    His Excellency noted that the mediation efforts undertaken by the State of Qatar, in partnership with the Arab Republic of Egypt and the United States of America, have yielded tangible results, represented by the entry of large quantities of aid and the release of hundreds of prisoners and detainees on both sides.

    JERUSALEM, July 29 (Xinhua) — Two prominent Israeli human rights organizations, B’Tselem and Physicians for Human Rights in Israel (PHRI), on Monday released separate reports claiming for the first time that Israel is committing genocide in the Gaza Strip.

    B’Tselem’s report says Israel’s military offensive on Gaza, which has lasted more than 21 months, has been accompanied by mass killings, both directly and by creating uninhabitable conditions.

    This is compounded by mass arrests and abuse of Palestinians in Israeli prisons, which have effectively become torture camps, the report says, adding that Israel is also responsible for the destruction of Gaza’s social fabric, including the destruction of Palestinian educational and cultural institutions.

    The report said it concluded that Israel was committing genocide against Palestinians in the Gaza Strip.

    A second report by PHRI says there is a “deliberate and gradual dismantling of Gaza’s health system and with it the population’s ability to survive.” It says this amounts to genocide.

    The document also says that since October 2023, Israel has attacked 33 of 36 hospitals and clinics in the Gaza Strip, depriving them of fuel and water.

    Dozens of people are reported to be dying every day from malnutrition. At least 85 children have died from starvation, and 92 percent of infants aged six months to two years are not receiving adequate nutrition.

    The report says Israel has displaced nine out of every 10 Gazans, destroyed or damaged 92 percent of homes and left more than half a million children without schools or stability.

    Both organizations called on the international community to stop Israel’s offensive to prevent further loss of life in Gaza.

    Israeli government spokesman David Menser on Monday rejected accusations of genocide as baseless, saying Israel had sent 1.9 million tons of humanitarian aid, mostly food, to Gaza.

    UNITED NATIONS, July 28 (Xinhua) — The UN Secretary-General’s Special Envoy for Syria Geir Pedersen said on Monday that the interim authorities in Syria must act in a professional and disciplined manner.

    “A sovereign Syria must ultimately have a monopoly on the legitimate use of force and operate within the rule of law,” he told the UN Security Council.

    Mr. Pedersen expressed concern about credible reports of widespread violations in As-Suwayda, including summary executions and arbitrary killings, kidnappings, destruction of private property and looting of homes. He noted that the alleged perpetrators included members of the Syrian security forces and individuals associated with the interim authorities.

    “Religious incitement and offensive behaviour, particularly during security operations, are simply unforgivable. The state has a responsibility to act professionally and with discipline, even when under attack. It must take control of its forces and ensure clear accountability – the key to rebuilding trust, strengthening security and promoting unity,” he said.

    Syrians must feel that the state and its forces exist only to protect them, according to the stated policy of the interim president, Pedersen said, adding that “the gap between this policy and the reality on the ground must be closed.”

    Loyalty to the state “must be earned through a genuine process that builds a representative state, protects the rights of all and accepts all sections of society as equals,” he added.

    Speaking about the inclusiveness of the political transition, Pedersen said that “many Syrians express concerns about the centralization of power, limited transparency, weak checks and balances, and insufficient means for genuine public consultation, participation and oversight,” warning of the risk of “deepening feelings of alienation and undermining faith in the transition process.”

    The UN envoy said the formation of the People’s Council was a crucial step in the political transition and was expected to take place in September.

    “It is absolutely essential that all major Syrian groups and components are fully involved in the elections as voters and candidates,” Pedersen said, referring to the importance of women’s participation in the process.

    U.S. President Donald Trump said on Monday many people were starving in Gaza and suggested Israel could do more on humanitarian access, as Palestinians struggled to feed their children a day after Israel declared steps to improve supplies.

    As the death toll from two years of war in Gaza nears 60,000, a growing number of people are dying from starvation and malnutrition, Gaza health authorities say, with images of starving children shocking the world and fuelling international criticism of Israel over sharply worsening conditions.

    Describing starvation in Gaza as real, Trump’s assessment put him at odds with Israeli Prime Minister Benjamin Netanyahu, who said on Sunday “there is no starvation in Gaza” and vowed to fight on against the Palestinian militant group Hamas – a statement he reposted on X on Monday.

    However, Netanyahu later on Monday described the situation in Gaza as “difficult”, saying his country was working to ensure aid delivery to the besieged strip.

    “Israel will continue to work with international agencies as well as the U.S. and European nations to ensure that large amounts of humanitarian aid flows into the Gaza Strip,” Netanyahu said, according to a statement from his office.

    Trump, speaking during a visit to Scotland, said Israel has a lot of responsibility for aid flows, and that a lot of people could be saved. “You have a lot of starving people,” he said.

    “We’re going to set up food centres,” with no fences or boundaries to ease access, Trump said. The U.S. would work with other countries to provide more humanitarian assistance to the people of Gaza, including food and sanitation, he said.

    A White House spokesperson said additional details on the food centres would be “forthcoming.”

    ‘WHEN YOU GO TO BED HUNGRY, YOU WAKE UP HUNGRY’

    On Monday, the Gaza health ministry said at least 14 people had died in the past 24 hours of starvation and malnutrition, bringing the war’s death toll from hunger to 147, including 88 children, most in just the last few weeks.

    Israel announced several measures over the weekend, including daily humanitarian pauses to fighting in three areas of Gaza, new safe corridors for aid convoys, and airdrops. The decision followed the collapse of ceasefire talks on Friday.

    Wessal Nabil from Beit Lahiya in northern Gaza described the struggle of trying to feed her three children. “When you go to bed hungry, you wake up hungry. We distract them with anything … to make them calm down,” she told Reuters.

    “I call on the world, on those with merciful hearts, the compassionate, to look at us with compassion, to be kind to us, to stand with us until aid comes in and ensure it reaches us.”

    Two Israeli defence officials said the international pressure prompted the new Israeli measures, as did the worsening conditions on the ground.

    U.N. agencies said a long-term and steady supply of aid was needed. The World Food Programme said 60 trucks of aid had been dispatched – short of target. Almost 470,000 people in Gaza are enduring famine-like conditions, with 90,000 women and children in need of specialist nutrition treatments, it said.

    “Our target at the moment, every day is to get 100 trucks into Gaza,” WFP Regional Director for the Middle East, North Africa and Eastern Europe, Samer AbdelJaber, told Reuters.

    Jan Egeland, head of the Norwegian Refugee Council, told Reuters the situation is catastrophic.

    “At this time, children are dying every single day from starvation, from preventable disease. So time has run out.”

    Netanyahu has denied any policy of starvation towards Gaza, saying aid supplies would be kept up whether Israel was negotiating a ceasefire or fighting.

    A spokesperson for COGAT, the Israeli military aid coordination agency, said Israel had not placed a time limit on the humanitarian pauses in its military operation, a day after U.N. aid chief Tom Fletcher said Israel had decided “to support a one-week scale-up of aid”.

    “We hope this pause will last much longer than a week, ultimately turning into a permanent ceasefire,” Fletcher’s spokesperson, Eri Kaneko, said on Monday.

    Netanyahu’s office did not immediately respond to a request for comment.

    Compared to last week, U.N. spokesperson Farhan Haq said, there had only been a “small uptick” in the amount of aid being transported into Gaza since Israel started the humanitarian pauses.

    TRUMP SAYS HAMAS DIFFICULT TO DEAL WITH

    In his statement on Sunday, Netanyahu said Israel would continue to fight until it achieved the release of remaining hostages held by Hamas and the destruction of its military and governing capabilities.

    Trump said Hamas had become difficult to deal with in recent days, but he was talking with Netanyahu about “various plans” to free hostages still held in the enclave.

    The war began on October 7, 2023, when Hamas militants attacked communities across the border in southern Israel, killing some 1,200 people and taking another 251 hostage, according to Israeli tallies.

    The Gaza health ministry said that 98 Palestinians have been killed by Israeli fire in the past 24 hours.

    Some of the trucks that made it into Gaza were seized by desperate Palestinians, and some by armed looters, witnesses said.

    The Hamas-run Gaza government said only 87 aid trucks entered the Gaza Strip on Monday, with the majority of trucks looted due to what it described as “direct and systematic Israeli complicity”.

    “Currently aid comes for the strong who can race ahead, who can push others and grab a box or a sack of flour. That chaos must be stopped and protection for those trucks must be allowed,” said Emad, 58, who used to own a factory in Gaza City.

    The WFP said it has 170,000 metric tons of food in the region, outside Gaza, which would be enough to feed the whole population for the next three months if it gets the clearance to bring into the enclave.

    COGAT said more than 120 truckloads of aid were distributed in Gaza on Sunday by the U.N. and international organizations.

    More aid was expected on Monday. Qatar said it had sent 49 trucks that arrived in Egypt en route for Gaza. Jordan and the United Arab Emirates airdropped supplies.

    Israel cut off aid to Gaza from the start of March in what it said was a means to pressure Hamas into giving up dozens of hostages it still holds, and reopened aid with new restrictions in May. Hamas accuses Israel of using hunger as a weapon.

    Israel says it abides by international law but must prevent aid from being diverted by militants, and blames Hamas for the suffering of Gaza’s people.

    Israel partially lifted its aid blockade of Gaza this week in response to intensifying international pressure over the man-made famine in the devastated coastal strip.

    The United Arab Emirates and Jordan airdropped 25 tonnes of food and humanitarian supplies on Sunday. Israel has further announced daily pauses in its military strikes on Gaza and the opening of humanitarian corridors to facilitate UN aid deliveries.

    Israel reports it has permitted 70 trucks per day into the strip since May 19. This is well below the 500–600 trucks required per day, according to the United Nations.

    The UN emergency relief chief, Tom Fletcher, has characterised the next few days as “make or break” for humanitarian agencies trying to reach more than two million Gazans facing “famine-like conditions”.

    A third of Gazans have gone without food for several days and 90,000 women and children now require urgent care for acute malnutrition. Local health authorities have reported 147 deaths from starvation so far, 80% of whom are children.

    Israeli Prime Minister Benjamin Netanyahu has claimed – without any evidence – “there is no starvation in Gaza”. This claim has been rejected by world leaders, including Netanyahu ally US President Donald Trump.

    Famine expert Alex de Waal has called the famine in Gaza without precedent:

    […] there’s no case of such minutely engineered, closely monitored, precisely designed mass starvation of a population as is happening in Gaza today.

    While the UN has welcomed the partial lifting of the blockade, the current aid being allowed into Gaza will not be enough to avert a wider catastrophe, due to the severity and depth of hunger in Gaza and the health needs of the people.

    According to the UN World Food Programme, which has enough food stockpiled to feed all of Gaza for three months, only one thing will work:

    An agreed ceasefire is the only way to reach everyone.

    Airdrops a ‘distraction and a smokescreen’

    Air-dropping food supplies is considered a last resort due to the undignified and unsafe manner in which the aid is delivered.

    The UN has already reported civilians being injured when packages have fallen on tents.

    The Global Protection Cluster, a network of non-governmental organisations and UN agencies, shared a story from a mother in Al Karama, east of Gaza City, whose home was hit by an airdropped pallet, causing the roof to collapse:

    Immediately following the impact, a group of people armed with knives rushed towards the house, while the mother locked herself and her children in the remaining room to protect her family. They did not receive any assistance and are fearful for their safety.

    Air-dropped pallets of food are also inefficient compared with what can be delivered by road.

    One truck can carry up to 20 tonnes of supplies. Trucks can also reach Gaza quickly if they are allowed to cross at the scale required. Aid agencies have repeatedly said they have the necessary aid and personnel sitting just one hour away at the border.

    Given how ineffective the air drops have been – and will continue to be – the head of the UN Relief Works Agency (UNRWA) for Palestine has called them a “distraction” and a “smokescreen”.

    Malnourished women and children need specialised care

    De Waal has also made clear how starvation differs from other war crimes – it takes weeks of denying aid for starvation to take hold.

    For the 90,000 acutely malnourished women and children who require specialised and supplementary feeding, in addition to medical care, the type of food being air-dropped into Gaza will not help them. Malnourished children require nutritional screening and access to fortified pastes and baby food.

    Gaza’s decimated health system is also not able to treat severely malnourished women and children, who are at risk of “refeeding syndrome” when they are provided with nutrients again. This can trigger a fatal metabolic response.

    Gaza will take generations to heal from the long-term impacts of mass starvation. Malnourished children suffer lifelong cognitive and physical effects that can then be passed on to future generations.

    What needs to happen now

    The UN has characterised the limited reopening of aid deliveries to Gaza as a potential “lifeline”, if it’s upheld and expanded.

    According to Ciaran Donnelly from the International Rescue Committee, what’s needed is “tragically simple”: Israel must fully open the Gaza borders to allow aid and humanitarian personnel to flood in.

    Israel must also guarantee safe conditions for the dignified distribution of aid that reaches everyone, including women, children, the elderly and people with disabilities. The level of hunger and insecurity mean these groups are at high risk of exclusion.

    The people of Gaza have the world’s attention – for now. They have endured increasingly dehumanising conditions – including the risk of being shot trying to access aid – under the cover of war for more than 21 months.

    Two leading Israeli human rights organisations have just publicly called Israel’s war on Gaza “a genocide”. This builds on mounting evidence compiled by the UN and other experts that supports the same conclusion, triggering the duty under international law for all states to act to prevent genocide.

    These obligations require more than words – states must exercise their full diplomatic leverage to pressure Israel to let aid in at the scale required to avert famine. States must also pressure Israel to extend its military pauses into the only durable solution – a permanent ceasefire.

    UNITED NATIONS, July 29 (Xinhua) — There has been only a slight increase in food aid reaching starving Gazans since Israel opened access routes, U.N. Secretary-General’s deputy spokesman Farhan Haq said Monday.

    “It’s only been one day so far, so we need to see if the situation improves,” he said. “Compared to before, when several dozen trucks entered the sector in these days, there is a slight increase,” he added.

    Only about 100 trucks carrying humanitarian aid entered the Gaza Strip on Sunday, he said, about a fifth of what was supposed to be delivered.

    The UN Office for the Coordination of Humanitarian Affairs (OCHA) said that of 17 missions requiring coordination with Israeli authorities on Sunday, only eight had been carried out, including collecting fuel and supplies. Four missions, including food deliveries, were hampered but completed.

    “Prolonged restrictions on the entry of humanitarian aid have created an unpredictable environment in which people are uncertain whether aid will reach them,” OCHA said.

    UN Under-Secretary-General for Humanitarian Affairs Tom Fletcher on Sunday welcomed Israel’s easing of restrictions on humanitarian aid to Gaza, saying it would help ease the immense suffering of the starving population, adding that massive amounts of aid were needed to prevent famine and a catastrophic health crisis.

    OCHA said UN agencies and their partners also welcomed the decision.

    The World Food Programme said it had enough food in the region or on the way to feed the starving population for about three months, and the UN aid agency for Palestine refugees said 6,000 trucks in Jordan and Egypt were waiting to enter Gaza.

    The World Health Organization said July was the worst month for malnutrition-related deaths on record, with more than 85 percent of malnutrition-related deaths recorded in 2025. Nearly one in five children under 5 in Gaza City suffers from acute malnutrition.

    OCHA reiterated the need for an immediate, permanent ceasefire to ensure adequate aid and support. “The Israeli authorities must open all border crossings and corridors to ensure the delivery of aid in a fair and dignified manner,” the statement said.

    OCHA also said that only small amounts of fuel had entered Gaza in the past week, adding that fuel must be allowed in to continue aid operations, including for trucks to collect and distribute supplies. –0–

    KUWAIT, July 29 (Xinhua) — Kuwait announced on Monday the launch of an “air bridge” to deliver humanitarian aid to the Gaza Strip following a three-day donation campaign launched by the government last week.

    Assistant Foreign Minister for Development and International Cooperation Hamad Al-Meshan said the funds raised would be used to purchase humanitarian aid from the local market, including oil, flour and other essential items.

    He added that the supplies would be delivered to the Egyptian city of El Arish by military aircraft and handed over to the Egyptian Red Crescent in coordination with its Kuwaiti counterparts.

    H. Al-Meshan also noted the possibility of transferring part of the aid to Jordan, and then the Jordanian army would drop it from the air into Gaza.

  • MIL-Evening Report: From futuristic design icon to environmental villain – the 80-year history of the plastic chair

    What springs to mind when you’re asked to think of plastic chairs? Do you picture the ubiquitous lightweight, stackable polypropylene chair sold cheaply in hardware stores worldwide?

    Or perhaps you picture something more glamorous, such as Shiro Kuramata’s Miss Blanche (1988). This limited-edition artwork, featuring imitation roses suspended in acrylic resin, now sells for more than US$500,000 at auction.

    I research industrial design, exploring the symbiotic relationship between technology, commercial design and sustainability. The 80-year history of the plastic chair was the focus of my PhD.

    This humble, ubiquitous object offers unique insights into society’s shifting attitudes to plastic, and the changes to come.

    An 80-year history

    The story of the plastic chair began in the United States in the 1930s, when petrochemical manufacturers DuPont and Röhm & Haas started mass-producing acrylic glass.

    The material, available in rods and sheets, enabled industrial designers to produce a wide range of consumer products using traditional manufacturing techniques.

    Widespread shortages of traditional materials during World War II drove further development of plastics.

    After the war, designers and manufacturers quickly embraced plastics. They were seen as the foundation of a new, plentiful future, allowing the masses to access products previously reserved for the elite. Many household items such as televisions, toys and upholstery became cheaper, thanks to plastics.

    Fibreglass manufacturing advanced during WWII to support the US Navy. This involves weaving strands of glass into a loose mat, which is then placed into a mould. Polyester resin is poured in to bind the fibres together before it hardens into a solid shape. Fibreglass is strong, lightweight, corrosion-resistant and can be moulded into complex shapes.

    The first fibreglass chair designs were Charles and Ray Eames’ Plastic Armchair and Eero Saarinen’s Tulip Chair. Then the Space Age (1957–69) inspired enthusiastic experiments with technicolor-saturated glossy surfaces and futuristic curved shapes, all made possible by fibreglass.

    Designers could handcraft prototypes, perfecting comfort and form. Many designs from this era are still in production and often feature in science fiction films.

    A shift in public sentiment

    Looking back at Earth from space was a turning point for humanity. The famous Earthrise photo captured the precarious nature of our existence and dependence on finite resources, such as fossil fuels. Oil was used to make most plastic at that time.

    In the 1970s, the price of oil shot up tenfold when Arab nations banned petroleum exports and cut oil production during the Arab–Iraeli War. The Iraq–Iran war followed. In 1981, oil reached US$31 per barrel. Suddenly, plastics were expensive.

    Early plastics also had drawbacks. Colours faded and surfaces scratched, eroding consumer confidence. Disillusioned consumers began to favour traditional materials such as metal and timber. Few noteworthy plastic chair designs appeared during the next two decades.

    In response, the plastics industry changed tactics. If consumers favoured wooden furniture, then woodchips and veneer – held together by polymer adhesives and varnished with polyurethane – offered a cost-effective solution. Plastics were simply camouflaged within an ever-increasing range of products.

    As the environmental impacts of plastics became evident, the industry recognised it had an image problem and launched a major public relations effort around recycling. It worked. By the end of the century, plastics were fashionable again.

    Recycling eases guilt

    From the late 1990s, leading designers enthusiastically embraced injection moulding. This was much cheaper and faster than labour-intensive fibreglass.

    Philippe Starck’s LaMarie for Kartell launched a new trend for translucent chairs. Karim Rashid launched the affordable Oh Chair and Jasper Morrison introduced air injection moulding to the industry with the Air Chair.

    The revival was brief. The limitations of mechanical recycling gradually became more widely understood. Of the 8.3 billion tonnes of plastic produced by 2020, just 9% had been recycled, or more accurately “downcycled” such as by turning PET bottles into polyester for clothing.

    Ocean pollution became a focus when it was shown that by 2050, there will be more plastic than fish in our seas. Alarm further intensified over the impact of chemical additives used in plastics and their effects on human health and the ability to reproduce.

    In response, designers and manufactures are now exploring plastics made at least partly from recycled plastics or renewable organic resources such as plants, algae or even carbon dioxide (bioplastics).

    My study of 60 such chairs identified the Bell Chair as the best of the bunch. Made from just 2.8kg of plastic waste, the design minimises the amount of energy required to make and transport the chair.

    These chairs come off the automated production line stacked 12-high for efficient transport. The manufacturer Magis also claims Bell Chairs can be recycled at end-of-life. But the lack of a resin identification code mark, and the inclusion of fibreglass, make it unlikely the product will actually be recycled.

    I thought my study would identify chairs made from bioplastics as delivering superior environmental outcomes. However, designers working with these materials were forced to compensate for inferior material strength by bulking up their designs, or mixing bio-based material with traditional plastics.

    Bulky designs demand higher energy consumption during manufacture and transport, while hybridised materials are problematic as they cannot be recycled and are not biodegradable.

The bioplastic made from acai fruit and bark from Ipe Roxo trees was not strong enough for the legs, and the shell of the chair had to be bulked up. The use of aluminium for the legs and the energy consumed during production and transport meant this 9.8kg chair achieved a weak score in my analysis.

    Bans on single-use plastics, and measures to reduce plastic packaging and increase recycled content in packaging and products, are beginning to take effect. Manufacturers are also experimenting with renewable plastics in consumer goods.

    But to achieve global emissions-reduction targets, the transition from virgin fossil-based plastics to renewable plastics must accelerate. Government intervention will be crucial where voluntary industry agreements are failing, both at home and abroad.

    It’s likely the plastic chair of the future will be made entirely from renewable organic resources. Creating a more circular plastics economy is not only possible, it’s imperative.

  • EU proposes curbs on Israel research funding over Gaza crisis

    The European Union’s executive body recommended on Monday curbing Israeli access to its flagship research funding programme after calls from EU countries to increase pressure on Israel to alleviate the humanitarian crisis in Gaza.

    Multiple EU countries said last week that Israel was not living up to its commitments under an agreement with the European Union on increasing aid supplies to Gaza and asked the European Commission to put concrete options on the table.

    The proposal to partially suspend Israel’s participation in the Horizon Europe programme needs approval from a qualified majority of EU countries to take effect – at least 15 of the EU’s 27 members, representing at least 65% of its population.

    The European Commission said in a statement that the proposal comes as a reaction to a review of Israel’s compliance with the human rights clause of an agreement governing its relations with the EU.

    The bloc’s diplomatic service said in June that there were indications that Israel had breached its obligations under the terms of the pact.

    “While Israel has announced a daily humanitarian pause in Gaza fighting and has met some of its commitments under the common understanding on humanitarian aid and access, the situation remains severe,” the Commission said on Monday.

    The U.N.’s World Food Programme has said that almost 470,000 people in Gaza are enduring famine-like conditions, with 90,000 women and children in need of specialist nutrition treatments.

    The Israeli government has rejected international criticism of its policies in the enclave.

    Israel’s foreign ministry said in a post on social media platform X on Monday that the Commission’s move was “mistaken, regrettable, and unjustified” and that it hoped EU member countries would not adopt the proposal.

    Israel has been participating in the EU’s research programs since 1996, taking part in thousands of joint projects over the past decades.

    The Commission said the proposal would impact the participation of Israeli entities in the bloc’s European Innovation Council Accelerator “which targets start-ups and small businesses with disruptive innovations and emerging technologies that have potential dual-use applications, such as in cybersecurity, drones, and artificial intelligence”.

    It did not say how much funding would be affected by the proposed freeze.

    The fourth AfriCaribbean Trade and Investment Forum (ACTIF2025) opened today in St. George’s under the theme “Resilience and Transformation: Enhancing Africa-Caribbean Economic Cooperation in an Era of Global Uncertainty.”

    In a passionate keynote address, Prof. Benedict Oramah, outgoing President and Chairman of the Board of Directors of Afreximbank, declared the region’s readiness to shift from slogans to systems, unveiling a slate of tangible milestones that signal the deepening of Africa-Caribbean economic and cultural integration.

    “In under four years, we’ve ratified the Partnership Agreement in 11 CARICOM countries, providing the Bank a solid legal foundation to operate, support, and invest in their economies,” said Oramah. This, he acknowledged, represents a “sovereign declaration, that the CARICOM States see in Africa, not just its past, but also its future.”

    • Artificial Intelligence Hub: A new AI and generative tech centre is being launched in partnership with the P.J. Patterson Institute at the University of the West Indies to place Afro-Caribbean talent at the centre of global innovation.

    The ACTIF2025 also serves as President Oramah’s final address at the Forum, as he prepares to hand over leadership to Dr. George Elombi, Afreximbank’s long-serving Executive Vice President nominated as incoming President by shareholders at the Bank’s 32nd Annual Meeting in Abuja in June 2025.

    Building on Oramah’s keynote call to institutionalise the Global Africa Initiative through the creation of a permanent Commission, Prime Minister Mitchell voiced full support.

    His message was punctuated by a deeply personal interaction with a young volunteer who asked why Grenada chose to host ACTIF2025; a question he said cut to the heart of the Forum’s purpose.

    The Integrated Food Security Phase Classification (IPC) alert reveals that famine thresholds for food consumption have been breached across most of Gaza, with acute malnutrition llevels in Gaza City confirming aid agencies’ repeated warnings.

    “Mounting evidence shows that widespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths,” the IPC assessment maintained.

    No food – for days

    The context to the alert is stark: one in three people is now going without food for days at a time, the IPC said. Hospitals are also overwhelmed and have treated more than 20,000 children for acute malnutrition since April. At least 16 children under five have died from hunger-related causes since mid-July.

    The alert follows a May 2025 IPC analysis that projected catastrophic levels of food insecurity for the entire population by September. According to the platform’s experts, at least half a million people are expected to be in IPC Phase 5 – catastrophe – which is marked by starvation, destitution, and death.

    The crisis is driven by nearly two years of conflict sparked by Hamas-led terror attacks in Israel in October 2023 that left some 1,250 dead and around 450 people taken hostage Heavy fighting has killed more than 59,500 people according to the enclave’s health authorities and destroyed 70 per cent of Gaza’s infrastructure. Echoing aid agencies’ longstanding concerns for non-combatants, the IPC assessment confirmed that displacement is rampant, with safe areas reduced to less than 12 per cent of the entire territory.

    Ceasefire now

    Gaza has a population of some 2.1 million people and 90 per cent have been displaced, many of them multiple times over. More than 762,500 displacements have been recorded since the end of the ceasefire on 18 March.

    Meanwhile, humanitarian access remains severely restricted, with aid convoys frequently obstructed or looted. On Sunday, Israel announced that it would begin daily humanitarian pauses in Gaza. More than 100 trucks of aid reportedly entered on Sunday, but the UN continues to uphold the need to flood Gaza with food, fuel and medicine.

    In line with international calls for an end to the war, the IPC platform also calls for an unconditional and immediate ceasefire, unimpeded humanitarian access and the restoration of essential services. Widespread death is imminent without urgent intervention, the report warns.

    The food security experts also appealed for the protection of civilians, humanitarian personnel and critical infrastructure including health, water, sanitation, roads and telecommunications networks.

    Mining and investment cooperation between the United Arab Emirates (UAE) and the Democratic Republic of Congo (DRC) intensified in 2025 with the signing of several agreements. As the world’s leading cobalt producer – responsible for over 70% of global output -, a leading tin producer and Africa’s top copper producer, the DRC’s mining value chain is presenting increasingly attractive and strategic investment opportunities for UAE investors.

    As the DRC seeks to leverage UAE investments to unlock its $24 trillion-worth of mineral potential, the upcoming African Mining Week (AMW) 2025 will serve as a vital platform for strengthening UAE-DRC partnerships. The event will feature a dedicated Middle East-Africa Roundtable, featuring high-level panel discussions and project showcases, providing UAE investors the opportunity to connect with DRC policymakers and mining stakeholders.

    With growing global demand for energy transition and fourth industrial revolution minerals, the UAE is actively expanding its footprint in the DRC to secure mineral supply chains.

    UAE Investments in DRC Mining

    Congolese mining company Buenassa partnered with UAE-based NG9 Holding to develop the DRC’s first integrated copper-cobalt refinery in mid-July. The facility is set to produce 30,000 tons of copper cathodes and 5,000 tons of cobalt sulphate annually, supporting the DRC’s push for local beneficiation and value addition in its mining sector.

    In June 2025, Abu Dhabi’s International Resources Holding (IRH) announced a $366 million acquisition of a majority stake in mining firm Alphamin Resources. The deal provides IRH with access to the DRC’s Bisie Tin Complex – one of the world’s largest and highest-grade tin deposits, responsible for 6% of global supply. IRH’s investment in the project is expected to reinforce the DRC’s role in the global tin market, with demand projected to grow by 20% by 2035. At AMW, a panel titled Cobalt Opportunity: DRC’s Strategic Position in the EV Revolution, will connect UAE investors with opportunities in the DRC’s expanding critical mineral sector.

    Beyond mining, UAE investments are also bolstering the DRC’s energy infrastructure. NG9 Holding also signed a deal with Congolese energy company Kipay Energy to develop a 46 MW hydropower facility in Haut-Katanga, which will contribute to a total of 166 MW of electricity – helping to secure stable power supply for mining operations in the region. As UAE interest in the DRC’s mining and energy sectors continues to grow, AMW will catalyze new partnerships, investments and deal signings that will further integrate the two nations’ strategic interests in mineral development.
