  • MIL-OSI New Zealand: Consumer and Patient Working Group to help Pharmac reset

    Patient advocate, Dr Malcolm Mulholland, has been appointed Chair of the new Consumer and Patient Working Group that will help Pharmac reset how it works with consumers.

    Pharmac has committed to a 12-month reset programme to become a more outward-focussed and transparent organisation. This is in response to multiple external reviews over the last few years which sought transformational change in Pharmac.

    The new working group, made up of the consumer and patient community, will decide what Pharmac focuses on for the reset programme, taking a hands-on role in the delivery of the work to ensure it reflects consumers’ needs, values, and perspectives. 

    Acting Pharmac Chief Executive, Brendan Boyle, said Dr Mulholland was selected by the patient advocacy community to lead the group, and brings a lot of mana to the role. 

    “We are grateful that Malcolm, and the other nine members of the working group, have offered to partner with us to help us get the Pharmac reset work right.”

    Dr Mulholland said, “We’ve waited a long time for this opportunity.  The work that Pharmac does is vitally important for the health of patients and their families, and this is why getting Pharmac to work as well as it can, will be the focus of the working group.”

    The working group had their first meeting on Monday 21 July at the Pharmac offices in Wellington. They finalised the group’s terms of reference, confirmed the approach for the reset programme, and agreed the first set of actions to focus on.

    URUMQI, July 21 (Xinhua) — The 7th China Xinjiang International Folk Dance Festival opened Sunday in Urumqi, capital of northwest China’s Xinjiang Uygur Autonomous Region. The event will feature 52 performances and will run until Aug. 5.

    The event features 24 dance troupes, including groups from eight foreign countries – Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Turkmenistan, the United States, Italy and Cambodia – as well as 16 domestic troupes. Performances include dance dramas, operas, ballet and modern dances.

    With Urumqi as the main venue, the festival will also feature performances in regions such as Ili Kazakh Autonomous Prefecture, Hotan, Aksu, Karamay, Hami and Alaer.

    Associated events include a Silk Road-themed street dance show, performances by local dance troupes, an international dance carnival and a traditional opera week.

    The festival, jointly organized by the Ministry of Culture and Tourism of the People’s Republic of China, the State Council Information Office of the People’s Republic of China and the Xinjiang Uygur Autonomous Region People’s Government, has been held since 2008. The previous six such events have attracted 138 troupes from more than 70 countries and regions, becoming a key platform for cultural exchanges under the Belt and Road Initiative. -0-

  • MIL-Evening Report: Opera Australia gives us a rocking Carmen for the post-#metoo era

    The story of Carmen, in the 19th century opera by French composer George Bizet, is, at its simplest, the story of a developing tension between Carmen, a stereotypically racialised woman attempting to break free from society’s impositions and her already-written fate.

    Anne-Louise Sark’s adaptation takes that conflict much further.

    Carmen (Danielle de Niese at the performance I attended) is a gypsy who works in a cigarette factory. She catches the eye of Don José (Abraham Bretón), who obsessively falls in love with her.

    Don José’s love for Carmen devolves into what today would be succinctly called “toxic”. In a post-#metoo era, where we are all attuned to anti-racism teachings, Sarks gives us a contrast between the antiquated words sung in French, and the conscious effort to make those words exist in our contemporary world.

    This Carmen is defined by many degrees of contrast. This rocking feeling of contradiction keeps on growing until the climax in the very last act.

    A toxic love

    The opening act begins in a square of Seville. Marg Horwell’s design sees the stage strewn with fluorescent confetti spread all over the floor (as if the Sydney Mardi Gras parade had just ended), a chain link fence colourfully crowded with love locks and flashy ribbons, behind which peeks a monumental but austere cross typical of most squares in that part of Spain.

    There, a teenage couple – sporting polyester track suits – alongside a pair of young lovers similarly attired, and a string of children discordantly dressed stay in the background while one of the khaki-wearing guards begins to sing an aria to the protagonist, “La Carmencita”, also known as Carmen.

    The sensation of the contrast between this contemporary setting and Bizet’s original opera is deepened at the beginning of the second act at Lillas Pastia’s Tavern.

    The stage is crowded by a neon-filled atmosphere composed of camp portrayals of the Virgin Our Lady of Guadalupe and pop art images of the Sacred Heart of Jesus.

    The charm of the background is enhanced by the stellar performances of not only the two main protagonists, Carmen and Don José, but by an array of supporting characters that truly elevate this second bout of the action.

    A string of smugglers are at the tavern of Lillas Pastias, plotting how to bring about their criminal deeds with the help of Carmen, her close friends (incredibly played by Helen Sherman and Jane Ede), and critically Don José, who has just joined them.

    Blinded by this “toxic” love, Don José cannot help but to increase the dramatic tension when he realises Carmen is losing interest in him in favour of the famous bullfighter from Granada, Escamillo (Andrii Kymach).

    The tension is fortified by the visual conflict between the irreverent religious décor and the ongoing action, consisting of an unruly mob drinking and dancing until the early hours of the morning.

    By the end of this second act, there is another turn of the screw in the depiction of Don José’s progressive possessiveness of Carmen, who in parallel begins to assert ever more explicitly the signs of her indomitability.

    Exploding tension

    The plot picks up pace in the third act, set in the smugglers’ hideout.

    There, an Othello-like Don José spirals down, green with jealousy, in the face of an increasingly distant Carmen. The more Don José wants her, the more Carmen is filled with desires of freedom from her possessive lover.

    This tense dynamic explodes in the fourth act.

    Set in a little cottage right outside a bullring in Seville, it is at this point obvious Carmen and the matador Escamillo are lovers – anticipating Don José’s fatal deed.

    Although the audience must have expected Carmen’s death at the hands of the spirited Don José, witnessing the act of her killing on stage comes as more than just an awaited unpleasant surprise.

    It works to anchor the conflict at the core of Sark’s adaptation.

    For a flash moment, we are pushed to peek beyond the fiction. Don José strangles with his bare hands the actress playing Carmen, her arm hopelessly punching her aggressor, her legs writhing in despair. Such an instant from our sad reality shocks through the stage, breaking the fourth wall.

    The theatricalisation of Carmen’s killing is also the realisation that male violence against women is anything but a fiction – least of all one left in the distant past.

    Paradoxically, the quick lowering of the curtain and the much-deserved long applause that follows serves to cut short the impact of the “real” death of Carmen shown on stage.

    Perhaps, for the next version, a new director will find a newer way to make Carmen’s reality last beyond the many pleasures of watching this multi-layered drama unfold.

    Carmen is at the Sydney Opera House for Opera Australia until September 19, then playing in Melbourne.

  • MIL-OSI China: China win thriller to sink Cuba in Men’s Volleyball Nations League

    China staged a dramatic comeback to secure a 3-2 victory over Cuba (20-25, 25-23, 15-25, 25-22, 19-17) on the final day of the FIVB Men’s Volleyball Nations League preliminary phase in Gdansk, Poland, on Sunday.

    Outside hitter Wang Bin powered Vital Heynen’s side with 26 points, while captain Jiang Chuan added 13. Despite a dominant 31-point performance from Cuba’s Marlon Yant, including 29 kills, China held their nerve to complete the turnaround.

    Cuba came out strong, racing to a 5-1 lead and taking the first set 25-20, with Yant and Miguel Angel Lopez combining for 12 points. China responded in the second set, pulling ahead 20-17 on Wang’s ace. Although Cuba leveled at 21-21, Wang’s decisive spike and a successful challenge on the final point secured a 25-23 equalizer.

    The momentum swung back to Cuba in the third set as they cruised to a 25-15 win. But China refused to fold, erasing a 9-4 deficit in the fourth set to tie the score at 15-15. Wang Hebin’s attack capped a 25-22 win, forcing a tiebreak.

    In the final set, Rao Shuhan’s blocking and clutch attacks from Jiang Chuan pushed China ahead 4-1. Cuba fought back with Javier Concepcion’s late point, but Ji Daoshuai’s spike sealed China’s 19-17 victory.

    Despite the loss, Cuba qualified for the finals with six wins. China finished 17th in the preliminary phase with three victories.

    “China did a great job today. They fought for every point, all the time. We didn’t push enough to win the game. We need to be better at this as well, as sometimes we don’t do enough,” Cuba’s opposite spiker Jose Masso Alvarez told the official website of the Volleyball Nations League after the game.

    Elsewhere on the day, Iran beat Bulgaria in straight sets. Amin Esmaeilnezhad produced 19 points for the winners, while Amirhossein Esfandiar added 14.

    In the last game of the week in Gdansk, Poland edged past France 32-30, 20-25, 25-20, 23-25, 15-12. Wilfredo Leon earned 30 points for the winners, while Theo Faure poured in two points less for France. Both teams have booked their spot in the best eight earlier.

    The final round of the Men’s Volleyball Nations League will be played in Ningbo, China, from July 30 to August 3.

  • MIL-OSI China: Iran’s FM warns E3 against sanctions revival

    Iranian Foreign Minister Seyed Abbas Araghchi warned on Sunday that Britain, France, and Germany (E3) should not undermine the credibility of the UN Security Council (UNSC) by triggering the snapback mechanism to reinstate sanctions on Tehran.

    In a post on X, Araghchi said the E3 lacks the “legal, political, and moral standing” to invoke the 2015 nuclear deal’s provisions or the UNSC Resolution 2231, which permit the reimposition of international sanctions if Iran is found in non-compliance with the agreement.

    He noted that after the U.S. withdrew from the Joint Comprehensive Plan of Action in 2018, Iran exhausted dispute resolution mechanisms before taking remedial measures, while the E3 failed to honor their commitments and even backed the U.S. “maximum pressure” policy.

    “The E3 must refrain from any action that would only deepen divisions in the Security Council or that would have serious adverse consequences on its work,” Araghchi said, noting that Iran is ready for “meaningful diplomacy,” but will resist hostile measures.

    Earlier in the day, a media report said Iran and the E3 have agreed to resume negotiations over Tehran’s nuclear program.

    Quoting an “informed source” without giving the name, the semi-official Tasnim news agency said Iran and the E3 are holding consultations on the date and venue of the negotiations. The upcoming negotiations are expected to be held at the level of deputy foreign ministers, it said.

    China’s Shi Yuqi claimed the men’s singles title at badminton’s Japan Open on Sunday, while Olympic champion An Se-young of South Korea secured the women’s crown in a dominant display.

    Facing defending champion Alex Lanier of France, Shi seized control when tied 17-17 in the first game, reeling off four straight points to claim it before clinching the second 21-15 for the victory.

    An Se-young continued her remarkable season, overpowering China’s Wang Zhiyi in just 42 minutes. The Olympic champion triumphed 21-12, 21-10, capturing her sixth title from seven BWF World Tour tournaments entered this year.

    China emerged as the most successful team overall. Alongside Shi’s gold and Wang’s silver, they secured victories in two doubles events.

    Liu Shengshu and Tan Ning successfully defended their women’s doubles title, defeating Malaysia’s Pearly Tan and Thinaah Muralitharan 21-15, 21-14. In the mixed doubles, Jiang Zhenbang and Wei Yaxin overcame Thailand’s Dechapol Puavaranukroh and Supissara Paewsampran in a 62-minute thriller, winning 21-19, 16-21, 21-15.

  • MIL-OSI China: Global athletics talents descend on Bochum for University Games

    A star-studded athletics roster offers a taste of the Olympics, with Olympians and defending champions set to compete from July 21 to 27 at the FISU World University Games.

    The throwers’ showdown between Cierra Jackson of the United States and Antonia Kinzel of Germany in the women’s discus on July 24 will be a highlight on the field in the Lohrheidestadion in Bochum.

    Jackson, 22, set a championship record of 65.82 meters on her way to grabbing the 2025 NCAA Outdoor Track and Field Championship title this summer. That prompted the former Fresno State student to turn professional and then, in her first outing as a full-time athlete, Jackson improved her personal best to 67.82m, just 1.68m short of her compatriot Valarie Allman’s gold-winning distance of 69.50m at the 2024 Paris Olympics.

    Defending champion Kinzel, who set her own PB of 62.64m in May, can be counted as a potential challenger to Jackson while competing on home soil.

    “It’s a special feeling to compete in this internationally renowned event in your own country,” Kinzel said.

    “I want to build on my experiences from two years ago in Chengdu, defend my title in the discus throw, and I am really looking forward to the special atmosphere of the FISU Games, giving a little taste of the Olympics.”

    Bayanda Walaza of South Africa is a notable name on the track. He claimed silver in the men’s 4x100m relay at Paris 2024. Aged just 18, and originally a reserve, Walaza ran the leadoff leg in the final, as South Africa won its first ever medal in the event.

    Walaza, who also won the individual sprint double at the U20 World Championships last year, has kicked on this year too. After becoming just the ninth South African to clock under 10 seconds for the 100m, he improved his PB to 9.94 seconds in Zagreb in May. Weeks earlier, Walaza set a South African junior record of 20.08s in the 200m.

    Both PBs meet the qualification criteria for the senior World Athletics Championships, taking place in Tokyo in September.

    Walaza, along with teammate Lythe Pillay, will be looking to secure a 100m-200m-400m clean sweep. Pillay is the 2022 400m U20 world champion and a reigning World Athletics Relays 4x400m gold medalist.

    Fellow South African sprinter Marlie Viljoen is back as the defending champion after she set a PB of 51.42s in the 400m in March.

    The other returning champion is Laura Pellicoro of Italy. Now 24, she won the middle-distance double two years ago and is part of a stellar Italian lineup.

    Dalia Kaddari (Italy) is expected to add something to her long list of achievements which already includes being a two-time Olympian (Tokyo 2020 and Paris 2024), European Championship bronze medal in 2022 (4x100m relay), European U23 champion in 2021 (200m) and Youth Olympic Games silver medal in 2018 (200m).

    Edoardo Scotti has been at the center of an impressive 12 months for Italian athletics. He helped his nation finish sixth in the 4x400m mixed relay and seventh in the men’s 4x400m relay at Paris 2024. Then he inspired the team to double silver in the 4x400m mixed and 4x400m men’s relays at the 2024 European Championships in Rome.

    China’s Shu Heng, who is the Asian men’s long jump champion, will try to improve on his PB of 8.22m achieved in May at the Asian Athletics Championships.

    India’s Pooja Singh, at just 1.70 meters tall, will compete as the newly crowned women’s Asian high jump champion. Singh grew up in rural India, with her father taking out loans to fund an athletics journey that began with bamboo poles as crossbars and landing mats fashioned from rice husk and hay.

    Bridget Mbwali from Uganda, a double sprint gold medal winner at last year’s East African University Games, is another decorated runner from Africa.

    Fundamental lethality shift for British Army spearheaded by novel targeting tech ‘ASGARD’

    British Army showcase new technology that improves the accuracy of targeting enemies and reduces decision-making time for strikes.

    A pioneering digital targeting web, called ASGARD, has been showcased this week, following successful trials by British soldiers deployed on NATO’s eastern flank. The project will enable soldiers to rapidly find and strike enemy targets at greater distances than ever before.  

    Following the Strategic Defence Review, the Army will deliver a tenfold increase in lethality over the next ten years by harnessing firepower, surveillance technology, autonomy, digital connectivity, and data – leading the way in NATO in its use of technology to change how it fights, improving speed and accuracy. ASGARD will exploit AI and novel communications networks, providing rapid targeting and decision-support to personnel.        

    The Ministry of Defence is committing funding for the next phase of ASGARD’s development. This will allow the Army to expedite its lethality and deepen its links with society through partnership with British industry, delivering on the Government’s Plan for Change by keeping the UK secure at home and strong abroad.           

    Minister for Defence Procurement and Industry, Rt Hon Maria Eagle MP said: 

    We are learning the lessons from Ukraine so our frontline personnel can strike further and faster and maintain advantage over our adversaries.

    Using a novel acquisition approach, ASGARD was first announced by the Defence Secretary in October 2024 and progressed at an unprecedented pace, with contracts awarded in January 2025 and a prototype capability deployed only four months later for NATO Exercise Hedgehog in Estonia. ASGARD’s capabilities were successfully tested, increasing the UK and NATO Armies’ lethality by improving targeting precision and significantly cutting decision-making time. 

    This quick turn-around was achieved through a collaboration between industry technicians and military tradecraft experts, bringing together a consortium of military, civil service and industry partners to deliver the best possible product in the shortest amount of time. 

    The Strategic Defence Review recommended a shift towards greater use of autonomy and Artificial Intelligence within the UK’s conventional forces, facilitated by a Digital Targeting Web. The next phase of ASGARD will deliver on this, focusing on enhancing the lethality at the Corps and Divisional levels as the Army’s contribution to the Defence Targeting Web. It will exploit the Digital Decision Accelerators from the Defence Commercial framework to harness the talents across a broader array of industry partners to improve core capability.

    Ukrainian President Volodymyr Zelensky said Saturday that Kiev has proposed to hold a new round of peace talks with Moscow next week.

    Rustem Umerov, who headed the Ukrainian delegation in the previous two talks in Istanbul, had sent the Russian side the offer to hold the meeting next week, Zelensky said in his evening address to the nation.

    “The momentum of the negotiations must be stepped up,” Zelensky said. “Everything should be done to achieve a ceasefire.”

    Umerov, the former defense minister, was just appointed by the Ukrainian president as secretary of the National Security and Defense Council on Friday.

    China’s world junior champion Xu Huiyan became a senior world champion on Saturday, capturing the country’s first women’s solo technical gold medal at the World Aquatics Championships.

    Xu, 19, who won four gold medals at the Artistic Swimming World Cup Super Final in China’s Xi’an this June, claimed the victory with 272.9917 points. Competing as a neutral athlete, Belarus’ Vasilina Khandoshka took silver with 260.5416, and Spain’s Iris Tio Casas earned bronze with 260.2917.

    The State of Qatar announces that it has facilitated the return of a second group of Afghan nationals from the Federal Republic of Germany to their country, as part of its ongoing commitment to mediating and facilitating communication between Afghanistan and the international community.

    The Ministry of Foreign Affairs notes that the second group, comprising 81 Afghan nationals, is the result of logistical coordination and pivotal diplomatic efforts undertaken by the State of Qatar to bridge views by hosting a series of meetings in Doha. These efforts aimed to establish clear frameworks for safe and orderly returns, with a shared commitment to ensuring that all returnees are treated with the utmost dignity and provided with the necessary support for their reintegration.

    The Ministry also notes that the facilitation of the return of this group represents further confirmation of the success and sustainability of this initiative, following the repatriation of 28 Afghan nationals in the first group last year.

    The Government has today confirmed its support for bids to host the 2029 World Athletics Championships and the 2029 World Para Athletics Championships; setting out our ambition to see the sport’s pinnacle events return to the UK for the first time since the summer of 2017.

    A bid would aim to boost the UK economy, further strengthen the country’s outstanding reputation for hosting the biggest and best events, and encourage more people to get involved in track and field.

  • India sees strong 12.6% growth in investment confidence in Q3 2025, highest among 32 economies: report

    Despite a marginal 1.4 per cent decline in business investment confidence, India recorded the highest year-on-year growth among 32 economies surveyed for Q3 2025, registering a strong 12.6 per cent increase, according to the Dun & Bradstreet (D&B) Global Business Investment Confidence Index.

    The report noted that the Global Business Investment Confidence Index fell by 13.1 per cent quarter-on-quarter (q/q) for Q3 2025, marking the third consecutive quarter of decline.

    This drop in confidence was broad-based, with sharp declines reported across all five sub-indices. This contrasts with Q2 2025, when only capital expenditure and workforce size were expected to decrease.

    The report also highlighted that nearly half of the surveyed businesses (46.8 per cent) cited supply chain stability as a key factor influencing investment decisions for Q3 2025. In contrast, tariff uncertainty and domestic interest rates were among the least influential factors. This aligns with earlier findings indicating that the Global Supply Chain Continuity Index remains the lowest among all indices, standing at 99.9 for Q3.

    Globally, the decline in investment confidence was steeper in advanced economies than in emerging ones. Even when excluding the U.S.—which saw a sharp 16.7 per cent q/q drop and holds the largest weight—confidence in advanced economies fell more significantly than in emerging economies. France, Japan, Germany, and Spain recorded the steepest declines among advanced economies, reversing the gains made in Q2.

    Among emerging markets, the Russian Federation (-26.1 per cent), Brazil (-23.9 per cent), and South Africa (-20.7 per cent) experienced the largest q/q drops. In Brazil, aggressive monetary tightening by the Central Bank, which has raised the Selic rate by 425 basis points since last year, has significantly dampened capital expenditure plans. In South Africa, exposure to U.S. tariffs—particularly on automobile exports—has contributed to the decline in confidence.

    In terms of sectors, the manufacturing industry recorded a steeper drop in investment confidence (-17.2 per cent) than the services sector (-10.8 per cent) for Q3 2025. Within manufacturing, the capital goods (-33.1 per cent), food (-26.9 per cent), and automotive (-26.4 per cent) sub-sectors saw the most significant declines. The chemicals manufacturing sub-sector reported the smallest decline at -14.8 per cent, potentially due to exemptions from new U.S. tariffs, particularly those affecting pharmaceutical products.

    On a positive note, the report stated that expected capacity utilisation for Q3 2025 rose to 68.9 per cent in the services sector and 69.3 per cent in the manufacturing sector—the first quarter-on-quarter increase since Q1 2024.

    “Though this is a positive signal for future capital expenditure, the level remains below the 2024 averages of 73.9% and 74.1% for services and manufacturing, respectively,” the report concluded.

    Shooting guard Chen Yujie dished out 19 points for China with efficient 28 minutes on the court, making seven out of nine attempts, including a 3-pointer. Forward Li Xingnuo buried three 3-pointers out of six attempts to add 16 points. Three more Chinese players scored in double-digit points.

    NEW YORK, 18 July (United Nations Office for Disarmament Affairs) — On 17 July, United Nations Secretary-General António Guterres announced the appointment of an independent scientific panel of experts tasked with examining the physical effects and societal consequences of a nuclear war on a local, regional and planetary scale in the days, weeks and decades following a nuclear war.

    The panel was established pursuant to General Assembly resolution 79/238, titled “Nuclear War Effects and Scientific Research”, and is mandated to examine “the physical effects and societal consequences” of a nuclear war “on a local, regional and planetary scale, including, inter alia, the climatic, environmental and radiological effects, and their impacts on public health, global socioeconomic systems, agriculture and ecosystems, in the days, weeks and decades following a nuclear war”.

    The panel is tasked with publishing a comprehensive report on these matters, making key conclusions, and identifying areas requiring future research.  The report will be considered by the UN General Assembly at its eighty-second session in 2027.

    The last cross-sectional United Nations study of this kind was undertaken almost four decades ago in 1988 (Study on the Climatic and Other Global Effects of Nuclear War, United Nations publication, Sales No. E.89.IX.1).

    The panel consists of 21 members drawn from a range of scientific fields, including:  nuclear and radiation studies; atmospheric sciences and climate; environment and environmental studies; agriculture, biology and life sciences; public health and medicine; and behavioural and social sciences and applied economics.

    As mandated by resolution 79/238, the Secretary-General selected members of the panel based on “their leading scientific expertise across relevant disciplines, while ensuring impartiality, and equitable geographical and gender balance”.  In selecting the panel, the Secretary-General drew on the expertise and recommendations of relevant agencies from the United Nations system.

    The panel will engage the widest possible range of stakeholders, including international and regional organizations, the International Committee of the Red Cross, civil society, affected communities, and peoples from around the world, in order to understand local, regional and global perspectives on the effects of nuclear war.  Member States, relevant international and regional organizations and others are encouraged to support the panel’s work.

    The independent Scientific Panel on the Effects of Nuclear War will consist of the following 21 members, each participating in their personal capacity:

    BERLIN, July 18 (Xinhua) — German Chancellor Friedrich Merz on Friday called the current situation in the Gaza Strip “unacceptable,” calling for an immediate ceasefire and comprehensive humanitarian aid to the local population.

    Speaking at a press conference in Berlin, F. Merz said that Germany, together with its partners, is working in close coordination to resolve the conflict in Gaza.

    The Chancellor stressed that Germany clearly states its position on certain developments in Israel, including the policy of building settlements in the West Bank, which “does not find approval in the German government.”

    According to a statement from the German federal government, Merz expressed hope for a speedy ceasefire in the Gaza Strip in a telephone conversation with Israeli Prime Minister Benjamin Netanyahu on Friday.

    F. Merz said that urgently needed humanitarian aid must be delivered to the residents of the Gaza Strip in a safe and humane manner.

    According to the statement, the German Chancellor also stressed that there should be no steps towards annexation of the West Bank. –0–

    Moscow, July 18 /Xinhua/ — Russian Prime Minister Mikhail Mishustin has ordered the termination of an agreement with the German government on military-technical cooperation.

    The government order of July 15, 2025 was posted on the official legal information portal. The Russian Foreign Ministry was instructed to notify the German side of the decision taken.

    On June 19, the Russian Foreign Ministry announced that Moscow intends to withdraw from the military cooperation agreement with Berlin. It is specified that in the current situation, given the anti-Russian attitude of Germany, the agreement has lost its meaning and practical significance.

    The agreement was signed in 1996. Moscow and Berlin then agreed that they would promote military-technical cooperation between Russian and German enterprises, organizations and departments. –0–

  • MIL-OSI Security: Armenian National Extradited to the United States Faces Federal Charges for Ransomware Extortion Conspiracy

    PORTLAND, Ore.—An Armenian national extradited from Ukraine to the United States faces federal charges for his role in Ryuk ransomware attacks and extortion conspiracy targeting companies throughout the United States, including a technology company operating in Oregon.

    Karen Serobovich Vardanyan, 33, an Armenian national, has been charged with conspiracy, fraud in connection with computers, and extortion in connection with computers. Vardanyan was extradited from Ukraine to the United States on June 18, 2025.

    Levon Georgiyovych Avetisyan, 45, an Armenian national, has been charged with conspiracy, fraud in connection with computers, and extortion in connection with computers. Avetisyan is the subject of a United States extradition request in France. 

    Oleg Nikolayevich Lyulyava, 53, and Andrii Leonydovich Prykhodchenko, 53, both Ukrainian nationals, have been charged with conspiracy, fraud in connection with computers, and extortion in connection with computers. Lyulyava and Prykhodchenko are not in custody.

    According to court documents, between March 2019 and September 2020, Vardanyan and co-conspirators are alleged to have illegally accessed computer networks of victim companies to deploy Ryuk ransomware on hundreds of compromised servers and workstations. Ryuk ransomware is a type of malicious software designed to encrypt data on a victim’s computer or network and prevents the victim from accessing the encrypted files until a ransom is paid.

    Ryuk has been used to target thousands of victims worldwide across a variety of sectors, including private industry, state and local municipalities, local school districts, critical infrastructure, and hospitals and other healthcare services and providers. Ryuk attacks have severely disrupted these entities’ abilities to function by restricting access to data and impacting communications.

    As part of the scheme, ransom payments were extorted from victim companies in exchange for decryption keys to regain access to their data. A ransom note was placed on the computer systems demanding ransom payments in Bitcoin, a form of cryptocurrency, and provided an email address that victims could use to communicate with the cybercriminals. Vardanyan and co-conspirators are alleged to have received approximately 1,610 bitcoins in ransom payments from the victim companies, which was valued at over $15 million at the time of payment.

    Vardanyan made his first appearance in federal court June 20, 2025, before a U.S. Magistrate Judge. He was arraigned, pleaded not guilty, and ordered detained pending a seven-day jury trial scheduled to begin on August 26, 2025.

    If convicted, Vardanyan faces a maximum sentence of five years in federal prison, three years’ supervised release, and a fine of $250,000 for each count.

    The case is being investigated by the FBI. It is being prosecuted by Katherine A. Rykken, Assistant U.S. Attorney for the District of Oregon.

    The Justice Department’s Office of International Affairs provided significant assistance in securing Vardanyan’s arrest and extradition from Ukraine. The U.S. Attorney’s Office thanks the Ukrainian authorities for their assistance in this matter.

    An indictment is only an accusation of a crime, and a defendant is presumed innocent unless and until proven guilty.

    Members welcomed the election of Ambassador Eheth, who succeeded Ambassador Raimondas Ališauskas of Lithuania, and expressed appreciation for the outgoing Chair’s leadership over the past year in advancing the Group’s work.
    In his opening remarks, Ambassador Eheth underscored the continued relevance and growing importance of the Group’s mandate. He noted that technology transfer is vital for “strengthening productive capacity, upgrading infrastructure, and building resilience,”. He also highlighted its role in “supporting structural transformation, responding to environmental challenges, and ensuring that the rapid deployment of artificial intelligence and its applications in trade benefit all and do not further widen the gap between members at different stages of development.”
    In a discussion initiated by India, members exchanged views on how to advance work on technology transfer and build momentum towards the 14th Ministerial Conference (MC14), to be held in Yaoundé, Cameroon, in March 2026.
    Ambassador Eheth encouraged members to “continue sharing national experiences on how trade has facilitated technology transfer and supported development”. He reaffirmed the value of the practice –  introduced by his predecessor – of hearing from chairs of other WTO bodies. This, he noted, “enriches the Group’s work by illustrating the cross-cutting nature of technology transfer and its relevance across the WTO’s agenda.”
    Looking ahead, the Chair announced his intention to hold informal consultations in September to hear members’ views on how best to advance the Group’s work. “I am committed to helping advance not only the mandate of this Group, but also the broader objectives of the Organization as set out in the preamble of the Marrakesh Agreement establishing the WTO: raising standards of living, ensuring steadily growing real income, and supporting sustainable development in a manner consistent with the needs and aspirations of all members,” he said.
    The next formal meeting of the working group is scheduled for November 2025.

  • MIL-OSI USA: NASA-Derived Textiles are Touring France by Bike

    During the Tour de France, athletes have to maintain a constant speed while bike riding for dozens of miles through cold rains and summer heat. These cyclists need gear that adapts to the different environments they encounter. One company is using a material with NASA origins to ensure these athletes stay comfortable while taking their grand tours.
    Phase-change materials use basic properties of matter to maintain a steady temperature. When a substance melts from a solid to a liquid, the material absorbs heat, and when it becomes solid again, it releases that heat. In the 1980s, Triangle Research Corporation received a NASA Small Business Innovation Research award to explore how phase-change materials could be incorporated into textiles to control temperatures in spacesuit gloves. By placing phase-change materials in small capsules woven throughout a textile, these temperature-regulating properties can be tuned to the comfort of the human body. While these textiles weren’t incorporated into any gloves flown on NASA missions, they formed the basis for a new product, sold under the name Outlast.
    Outlast has since become one of the most widely distributed temperature-regulating fabrics, found in products such as bedding, loungewear, and office chairs. It has seen especially extensive use in activewear, ranging from jogging clothes to professional sports gear. 
    Founded in 2001 and based in Fréjus, France, the company Ekoï makes clothing and accessories for cyclists, particularly those who bike competitively. The company first encountered Outlast at the Performance Days fabric trade fair in Munich, Germany, and was impressed with its capabilities as well as its NASA heritage.
    “When you say NASA, it’s always impressive.” said Celine Milan, director of textiles at Ekoï. “At the beginning we were even saying in here in our offices, ‘Wow, this technology was developed by NASA.’ It’s on another level.”
    Ekoi’s Outlast line officially launched in July 2022, during that year’s Tour de France. Over the course of that race, the company found it improved cyclists’ performance in the event’s mountain stages, where elevation changes mean wide swings in temperature. It also improved athletes’ aerodynamics, as their jerseys could stay closed in warmer environments, rather than opening them to let in wind.
    Today, Ekoï sells several products that incorporate Outlast materials, including jerseys, gloves, and socks. These products are internationally known for their NASA heritage. Whether engineering for astronaut’s comfort in space or competitive athletes, NASA aims for excellence.
