  • MIL-OSI Security: Defense News in Brief: SOUTHERN STAR ’25: 27th Special Operations Wing projects power with partners in Chile

    The multinational training exercise emphasizes operational and tactical missions, bringing together joint, combined, interagency and military forces to strengthen coordination and interoperability within a unified special operations command.

    From the sunbaked airstrips of Antofagasta to the bustling port of Valparaíso and the icy channels of Punta Arenas, elite troops from six nations dived into SOUTHERN STAR 25, Latin America’s premier multinational special operations exercise. Designed around a simulated United Nations stabilization mandate, the event brings together special forces from Chile, the United States, Spain, Argentina, Colombia and Paraguay, with 10 additional nations participating as observers.

    A key part of the U.S. contribution is the 27th Special Operations Wing, whose aircraft and Air Commandos have delivered mobility, surveillance, and refueling capabilities across more than 3,700 kilometers of challenging terrain — an unmistakable demonstration of the U.S. commitment to its partners in the Southern Cone and the broader Western Hemisphere.

    Deploying from Cannon Air Force Base, New Mexico, the 27 SOW brought two of the most versatile aircraft in the U.S. Air Force’s arsenal: the MC-130J Commando II and the U-28A Draco. Designed to thrive in austere, high-threat environments, these platforms were crucial to the operational tempo and complexity of SOUTHERN STAR 25.

    “We’re closely integrated with our joint partners in U.S. Special Operations Command and that partnership drives how we operate across the world. Down here in Chile, we are integrating and providing the same type of support to the exercise that we would anywhere else in the world if there’s a special operations mission set going on,” said Lt.     In Antofagasta, Air Commandos conducted a forward arming and refueling point demonstration using the MC-130J, showcasing to Chilean airmen how expeditionary refueling operations can sustain special operation forces units operating far from traditional bases. The very next day, the same aircraft supported static line jump training for Chilean paratroopers, or paracaidistas, who practiced airborne insertion techniques alongside U.S. aircrews, strengthening tactical interoperability and deepening trust between the nations’ forces.

    Meanwhile, the U-28A provided critical intelligence, surveillance, and reconnaissance support across multiple mission profiles.

    In Rancagua, U.S. Air Commandos established a satellite communications node to receive real-time full-motion video from the Draco in flight, illustrating the rapid ISR integration capabilities essential to success during fast-moving missions. Later in the exercise, in Valparaíso, the U-28A provided overwatch during a Visit, Board, Search, and Seizure training operation involving U.S. Navy SEALs, U.S. Air Commandos, Chilean Special Forces, and the Chilean Navy. The mission enhanced maritime interdiction capabilities while exemplifying the layered coordination enabled by airborne ISR platforms.

    Operating across a country as long and geographically diverse as Chile posed logistical challenges that tested every aspect of special operations capability — command, sustainment, adaptability, and communication. Yet, the 27 SOW thrived in this environment, reaffirming AFSOC’s ability to project power and sustain complex missions far from home. From austere airfields to maritime staging areas, the wing’s involvement helped exercise vital capabilities such as the protection of sea lines of communication and affirmed U.S. and partner readiness near strategic regions like the approaches to the Antarctic.

    SOUTHERN STAR 25 also served as a proving ground for innovation. With their involvement in distributed mission planning, real-time ISR delivery and satellite communications, the Air Commandos contributed to emerging integration efforts across the space and cyber domains. These forward-leaning efforts, paired with proven platforms like the MC-130J and U-28A, point toward a future in which special operations forces can operate even more effectively across domains and coalition partnerships.

    “Southern Star has helped demonstrate, yet again, how the U.S. can integrate with anyone across the world to achieve common objectives — and do so in a mutually beneficial manner,” Sponaugle said.

    From airborne operations and tactical refueling to maritime ISR overwatch and technology integration, the 27 SOW’s performance during SOUTHERN STAR 25 was a testament to the strength of partner cooperation and the versatility of AFSOC. As the U.S. and its partners continue to face evolving global security challenges, exercises like this not only prepare forces for what lies ahead — they strengthen the partnerships and interoperability that will define success in the years to come.

  • MIL-OSI United Nations: Human Rights Committee Closes One Hundred and Forty-Fourth Session

    The Human Rights Committee this afternoon closed its one hundred and forty-fourth session in Geneva after adopting its concluding observations on the reports of Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam, which were reviewed during the session.

    Changrok Soh, Committee Chairperson, said the Committee had come to the end of a productive session and commended the Committee members for their commitment and professionalism.  The Committee had held constructive dialogues with Guinea-Bissau, Haiti, Kazakhstan, Latvia, North Macedonia, Spain and Viet Nam.   The concluding observations would be issued on the Committee’s webpage later today. 

    Mr. Soh said also during the session, the Committee adopted nine lists of issues prior to reporting related to Argentina, Australia, Bahamas, Denmark, Ghana, Liechtenstein, Morocco, Sweden and Switzerland.

    On individual communications, the Committee considered 22 drafts, including one draft decision prepared in accordance with the simplified format adopted by the Committee at its one hundred and fortieth session. The drafts related to 51 communications: 26 were decided on the merits, 12 communications were declared inadmissible, and 13 communications were discontinued.  Regarding the communications decided on the merits, the Committee found violations in 25 of them.

    The Committee also adopted the follow up report on concluding observations of Armenia and Germany. 

    Mr. Soh said the Committee’s one hundred and forty-fifth session was scheduled to take place in March 2026, instead of October 2025 as originally planned, due to the financial crisis.  The Committee greatly regretted the cancellation of the October session, which was unprecedented in the Committee’s 50-year history.  As a result, the Committee had convened an emergency meeting with States parties at this session and he expressed appreciation for the 60 States that had attended and were committed to finding solutions which enabled the Committee to fulfil its mandate.   

    At its next session from 2 to 19 March 2026, the Committee is scheduled to review the periodic reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia, and adopt lists of issues prior to reporting on Belgium, Bosnia and Herzegovina, Cabo Verde, Czechia, the Democratic Republic of the Congo, Hungary, Mexico and Senegal, as well as the list of issues on Rwanda.

    In closing, Mr. Soh expressed appreciation to members of the bureau as well as the members of the Secretariat, the Petitions Section, United Nations entities, civil society and all those who made the session possible. 

    Before the meeting closed, several Committee Members took the floor, discussing the unique and challenging situation which the Committee had found itself in, and the impact that the financial crisis had on the work of the Committee.  Despite the constraints, the current session had still been productive, and the Committee would continue to strive to ensure the human rights of people all around the world.  Experts thanked all those responsible for the success of the current session.  It was hoped Member States could come together to solve the current challenges, and that all sessions could take place next year as planned. 

    The Committee’s next session is scheduled to be held from 2 to 19 March 2026, during which it will review the reports of Andorra, Canada, Chad, Republic of Moldova and Slovakia.

    Despite the EU’s repeatedly stated commitment to protecting cultural heritage, many cultural goods stolen from Poland, Greece and other countries during the Second World War have not yet been returned and remain in the possession of German citizens and German national institutions illegally. The loss of cultural goods from Poland is particularly substantial – official data shows that the country lost around 516 000 identified works of art to German war-time looting. The situation is made worse by provisions in German national law, such as a ten-year acquisitive prescription period, which are directly at odds with the spirit of Directive 2014/60 EU that aims to facilitate the return of cultural items that were taken illegally during the Second World War.

    Given that higher courts such as the European Court of Human Rights apply rules and the same reasoning in their case law to ensure fairness and respect for legal frameworks:

    • 1.What is the Commission’s position on the fact that these national provisions are at odds with EU objectives on protecting cultural heritage?
    • 2.What specific action will the Commission take to require Germany to change provisions of its national laws that hinder restitution?
    • 3.Will the Commission present an update on the report on ‘Cross-border restitution claims of works of art and cultural goods looted in armed conflicts and wars’ by rapporteur Pavel Svoboda and provide information on the actions that will be taken to speed up the return of cultural items stolen from Poland and other countries?

    In an interview in March 2025, Commissioner Stéphane Séjourné underscored the key role that Spain plays in the European plan on critical raw materials, in the light of the seven strategic projects being carried out in the country.

    However, although the Commission has repeatedly recognised that nuclear energy will be essential in successfully implementing its decarbonisation plans and in achieving energy independence, radioactive minerals have still not been included in the European Critical Raw Materials Act.

    Considering the above:

    • 1.Is the Commission planning to revise the regulation in question to include radioactive minerals, which are essential in fuelling nuclear power plants in several Member States?
    • 2.What is the Commission’s view on the fact that Member States such as Spain have made exploration and mining for these minerals illegal under the European Green Deal, despite their strategic importance?
    • 3.Does the Commission not think that these measures compromise the EU’s energy sovereignty and hinder other Member States from sourcing resources that are available within the EU itself?

  • MIL-OSI Europe: Briefing – Smart and sustainable transport investments in the national recovery and resilience plans – 17-07-2025

    Smart and sustainable transport plays a significant role in advancing the EU’s green and digital transitions under the Recovery and Resilience Facility (RRF), the crisis-response instrument the EU launched to boost EU economic recovery in the wake of the COVID-19 pandemic. All EU Member States included transport-related measures in their national recovery and resilience plans. Member States are collectively investing almost €83 billion in smart and sustainable transport, amounting to 12.8  % of the total RRF envelope, underscoring the sector’s strategic importance for decarbonisation, digitalisation, connectivity and economic growth. The largest contributions to smart and sustainable transport come from Italy (€34.0 billion), Spain (€9. 9 billion) and Germany (€7.6 billion), together accounting for over 60  % of total smart and sustainable transport-related RRF investment. By contrast, several smaller Member States stand out in relative terms: Luxembourg allocates 47.2  % of its national plan to transport investments (€223.2 million), while Malta devotes 30.5  % (€100.2 million). Rail transport receives the largest share of funding, amounting to nearly €48.9 billion, or 59  % of total transport-related RRF investments. More than €34.4 billion of this supports the trans-European transport (TEN-T) network and the roll-out of the European Rail Traffic Management System, exceeding the entire Connecting Europe Facility transport budget for 2021–2027. These investments are expected to enhance cross-connectivity, border interoperability, improve rail safety and efficiency, and facilitate modal shift from road to rail. Beyond rail, Member States are investing in a broad mix of measures, including urban transport, alternative fuels infrastructure, support for zero- and low-emission vehicles and cycling.

  • MIL-OSI Europe: EIB Group backs more than €15 billion in new investment

    • EIB and EIF Boards approve €15.5 billion for transport, housing, education, energy and business investment
    • EIB strengthening support for water resilience

    The European Investment Bank Group approved a total of €15.5 billion in new financing to back business growth and corporate innovation, improve transport and energy connectivity, invest in housing and strengthen water resilience.

    The decisions were made at the July board meetings of the EIB and the European Investment Fund this week. The EIB Board endorsed €14.5 billion in fresh financing and the EIF Board authorised €1 billion in new funding to support the green transition, back venture capital and private equity investment and strengthen private credit and infrastructure funds.

    “These investments are about building the future – from clean energy, safe water and smarter transport to better housing, education and innovation,” said EIB Group President Nadia Calviño. “As the EU’s financing arm, the EIB Group is delivering on Europe’s priorities.”

    EIB Group Water Resilience Programme welcomed

    The EIB Board welcomed plans to strengthen targeted financing to address water resilience worldwide.

    The EIB Group is the world’s largest multilateral financier for water investment. The new EIB Group Water Resilience Programme has been developed in coordination with the European Commission’s Water Resilience Strategy and is expected to mobilise €40 billion of global water investment over the next three years. It will increase access to clean and safe water, enhance the water resilience of communities and strengthen the competitiveness of the EU water sector.

    New projects to update water and wastewater networks in Greece and the Netherlands were also approved.

    Improving transport

    The EIB agreed to back new rail investment in Estonia, Germany and Italy, to improve road connections in Poland, Romania and Moldova and to enhance airport energy efficiency in France, Germany and Spain.

    Enhancing energy networks and energy efficiency

    New energy projects approved will strengthen electricity grids in France, Germany and South America, improve industrial energy efficiency in Portugal and accelerate biofuel production in Italy.

    Investing in affordable and energy efficient housing

    The Board approved three housing projects, enabling streamlined financing for the construction of energy-efficient homes, the energy-efficiency renovation of existing buildings and the installation of solar panels in Germany and backing the construction and refurbishment of affordable housing across Portugal.

    Backing business growth and innovation

    New financing approved by the EIB will support companies in Croatia, Italy, Poland and Spain, innovation in the Western Balkans and the reforestation of degraded forests and wetlands across Africa as well as private-sector investment by North African and Middle Eastern businesses. This includes support as part of the third pillar of the European Commission’s Multiannual Comprehensive Programme for Palestine.

    Financing for critical raw material recycling in Germany, low-carbon fertiliser production in South America, innovative waste-treatment plants across Spain and pharmaceutical innovation across Europe was also endorsed.

    The EIF transactions agreed this week include €278 million in new debt operations and €725 million in venture capital, private equity and private credit transactions. They will support private-sector clean energy, decarbonisation and biodiversity preservation investment. This includes EIF backing for funds that enable biotech companies to grow, support sustainable business investments and bolster early-stage venture capital.

    Strengthening European security and defence

    In March this year, the EIB Group agreed to expand its eligibility criteria for security and defence investment.

    The EIB and EIF Boards approved a revised list of excluded activities, broadening eligibilities and clarifying technical details to support increased financing for selected security and defence projects. These adjustments follow a thorough market assessment that identified funding needs within the EU industry while safeguarding the Group’s financing capacity.

    The European Investment Bank (ElB) is the long-term lending institution of the European Union, owned by its Member States. Built around eight core priorities, we finance investments that contribute to EU policy objectives by bolstering climate action and the environment, digitalisation and technological innovation, security and defence, cohesion, agriculture and bioeconomy, social infrastructure, the capital markets union, and a stronger Europe in a more peaceful and prosperous world. 

    The EIB Group, which also includes the European Investment Fund (EIF), signed nearly €89 billion in new financing for over 900 high-impact projects in 2024, boosting Europe’s competitiveness and security.   

    All projects financed by the EIB Group are in line with the Paris Climate Agreement, as pledged in our Climate Bank Roadmap. Almost 60% of the EIB Group’s annual financing supports projects directly contributing to climate change mitigation, adaptation, and a healthier environment.   

    Fostering market integration and mobilising investment, the Group supported a record of over €100 billion in new investment for Europe’s energy security in 2024 and mobilised €110 billion in growth capital for startups, scale-ups and European pioneers.Approximately half of the EIB’s financing within the European Union is directed towards cohesion regions, where per capita income is lower than the EU average.

    The recent Institute of Commerce and Services/Hellenic Confederation of Commerce and Entrepreneurship survey highlighted digital bureaucracy as one of the most important sources of cost and uncertainty for commercial small and medium-sized enterprises (SMEs) in Greece. It identifies, inter alia, a lack of interoperability between public systems, technical errors, delays in software upgrades, short adaptation periods and outdated procedures (such as repeating applications for supporting documents already available to other bodies). 60 % of businesses state that they need external support to meet digital obligations (accountants, invoicing providers, etc.), while 40 % are concerned about the cost of software and skills.

    In addition, there is a significant delay in payments of state aid and debts due to insufficient computerisation. At the same time, Greek retail is exposed to unfair competition from Asian digital platforms that exploit the gaps in the European framework, while Greece’s 3-place drop in global competitiveness (IMD 2024) is directly related to administrative burdens.

    In view of the above, the Commission is asked:

    • 1.What guidelines or requirements exist from the EU side for digital governance and interoperability of public services?
    • 2.Is there a plan for financial support for SMEs with the aim of covering compliance costs and upgrading digital skills?
    • 3.Does the Commission intend to strengthen the adoption of uniform European operating standards in national digital infrastructures?

  • MIL-OSI Analysis: Reform spent just £5.5m on the 2024 election, while Labour’s majority cost £30m – new data

    The 2024 election was the most expensive in British political history, new figures confirm. Across parties, candidates and third parties, a whopping £94.5 million was spent. This compares with £72.6 million in 2019, which was a record high.

    Some parties got a fantastic return on their investment. Others, to put it mildly, didn’t. I wouldn’t let those in charge of Conservative party coffers run your household, for example. They spent £23.9 million in 2024 to record their worst electoral showing in recent history.

    Given that they won, Labour will consider the £30.1 million they spent on a huge – but shallow – majority money well spent. It is also easily the most they’ve ever spent on an election (although spending limits have recently been increased).

    The real winners in 2024 though, certainly in terms of bang for their respective bucks, are Reform and the Lib Dems, both of which only spent around £5.5 million. To put that in direct context, the Lib Dems spent £14.4 million in 2019 for a far poorer result.

    This also means that Reform entered parliament for the first time, won five seats and came second in 98 others on a relatively shoestring budget. They laid the groundwork for completely upending the British political system while only spending a fraction of what the established parties did.

    A striking thing about the Reform spending is quite how much they used traditional media. Although they have a reputation for social media success, they spent £900,000 advertising with the Mail Online, Daily Mail, Mail on Sunday and the Telegraph – and £300,000 advertising with The Sun. In fact, at a time when we talk of the power of data-driven microtargeting on social networks, it seems they spent £2.2 million (40% of their total expenditure) on what we would understand as “traditional” media advertising.

    Money does not reflect reality

    These elections were fought under different rules and significantly higher spending limits than in previous contests. In 2023, the Conservatives raised how much parties could spend by 80%, to bring it in line with inflation (the prior spending limit was set in the year 2000). This meant parties could spend just over £34m in 2024 – but only Labour came close to this limit.

    It’s clear, looking at these figures, that the money spent does not reflect political reality. The two traditional parties continue to spend far more than others, but the results from 2024 make a mockery of the spending limits currently in place.

    Spending limits are implemented by those regulating money in politics to prevent money playing an outsize role. It is supposed to level the playing field in the same way that wage caps in certain sports intend to.

    But if only two parties can even get close to the spending limit, with others fighting for scraps – albeit much more effectively – what is the need for the limit to be so high? And, as Reform and the Liberal Democrats have shown, a party can get its message out very well without coming anywhere near the spending limit.

    Perhaps, given concerns about the rising power of mega-donors in UK politics – especially after Elon Musk’s threat of a £70 million donation to Reform – we should be thinking more carefully about limiting donations in UK politics. The financial story of the 2024 election, at least from a first glance, is one of complete profligacy from Labour and the Conservatives.

    The wrong reforms ahead

    On the same day as these figures were released, the government announced major reforms for the next election. These include votes at 16 and new rules on donations. My view, however, is that these reforms represent about the least ambitious approach one could take if the stated aim (which it apparently is) is the restoration of public trust. They wouldn’t, for example, prevent Musk from donating £70 million through X if he so pleased.

    Spending limits are no longer fit for purpose. Instead, limits on donations are the only game in town. At the very least, corporate donations should be tied to profits in the UK – but above and beyond this, a cap of £1 million to £2 million should be on the table.

    Recent experience from the US has shown how quickly an unregulated system can turn into an oligarchy. In 2024, the top 0.01% of donors accounted for over 50% of all money candidates raised. Many donors bankrolled parties to the tune of hundreds of millions of dollars, crowding out everything else. At least one of those donors went on to run a (quasi) government department.

    Finally, it should also be noted that it is over a year after the election, and only now is the lid being lifted on what was spent during it. This is a significant (and unnecessary) failure in a system that holds transparency as its foundational ideal.

    The Electoral Commission should be empowered to implement semi-automated AI tools of analysis, to move us closer to the ideal of real-time analysis of election spending (and any potential violations therein).

    The 2024 figures show how much the landscape has changed. In the forthcoming elections bill, Labour need to meet the challenges where they actually are, not where they want them to be, if they are serious about restoring trust in politics.

    You know when the Kremlin is worried about something – it starts talking about nuclear weapons. And so it was, just two days after Donald Trump revealed he had decided to lift his administration’s pause on the supply of US-made weapons to Ukraine, that Vladimir Putin’s spokesperson, Dmitry Peskov, raised Russia’s nuclear doctrine. In response to a handy question from a friendly reporter as to whether Russia’s nuclear doctrine was still active, Peskov said: “Russia’s nuclear doctrine remains in effect, and thus, all its provisions continue to apply.”

    By saying “all its provisions”, he was emphasising the changes made in December last year which significantly lowered the bar for Russia to use its nuclear deterrent. It states that Russia “reserves the right to employ nuclear weapons” in response to nuclear weapons or “other types of weapons of mass destruction” against itself or its allies.

    Whether Putin and his team consider the sorts of weapons the US is prepared to allow Ukraine to use against Russia as weapons of mass destruction is not clear as yet. The US president specifically said that a fresh supply of Patriot systems was already en route to Ukraine from Germany. But he also hinted that other more offensive weapons could also be in the mix. And in a July 4 phone call he is reported to have asked the Ukrainian president, Volodymyr Zelensky, whether he could hit Moscow or St Petersburg, to which Zelensky replied: “Absolutely. We can if you give us the weapons.”

    Trump is reported to have gone on to say that it was important to “make [Russians] feel the pain”.

    At the beginning of the week, the US president was also keen for Russia to feel the economic pain of indirect sanctions, with 100% tariffs promised against any country buying Russia’s oil. Could this be a turning point?

    Interesting question, says David Dunn. Dunn, professor of international relations at the University of Birmingham, says Trump’s decision – if he follows through with it – pretty much brings the US back in line with its policy under the Biden administration. Particularly now that Trump appears to have ruled out, for the time being, allowing Ukraine to use long-range offensive missiles against targets in Moscow.

    As Dunn points out, there’s no sense that Trump has changed his overall tack on what he is looking for from Putin: a ceasefire, rather than, as Biden repeatedly insisted, a settlement that respects Ukrainian sovereignty and restores the land occupied illegally by Russian troops.

    Meanwhile the economic pain he promised to inflict on Russia has been scheduled to begin in 50 days. This – as many commentators have been quick to point out – has irresistible echoes of his off-again, on-again tariff regime. So will these sanctions actually happen?

    The Russian stock market certainly wasn’t that worried. Shortly after trump made his announcement, the Moscow stock exchange increased by 2.7% and the rouble strengthened. Oil markets also appear to have relaxed, suggesting traders see no imminent risks. Maybe this is another case of “Taco” (Trump always chickens out)?

    Patrick O’Shea, an international relations and global governance specialist at the University of Glasgow, believes that the markets’ reaction is more than just indifference to what Trump was threatening. It was relief.

    “Trump’s threat isn’t just non-credible, the positive market reaction in Russia suggests it is a gift for Moscow,” O’Shea writes. “The 50-day ultimatum is seen not as a deadline but as a reprieve, meaning nearly two months of guaranteed inaction from the US.”

    What has not been widely reported in the UK is that a bipartisan bill making its way through the US congress would have been far more punitive that anything Trump is threatening. Now this has been paused pending Trump’s initiative in 50 days’ time.

    Back in Europe, meanwhile, Ukraine’s allies got together in Rome last weekend to discuss what will be needed to rebuild the war-torn country and how to raise the necessary funds. Stefan Wolff was watching proceedings and believes that while countries in the “coalition of the willing” are ready to open their coffers to help Ukraine get back on its feet, the funds so far pledged will not touch the sides.

    Ukraine’s allies at the conference have pledged more than €10 billion (£8.7 billion). But, Wolff – an expert in international relations at the University of Birmingham who has contributed regular analysis of the war in Ukraine – points out that this sum looks minuscule alongside the World Bank’s latest assessment that Ukraine will need at least US$524 billion (£388 billion) over the next decade to fund its recovery.

    There have been some fairly upbeat forecasts about Ukraine’s potential for growth. The IMF forecasts growth for Ukraine of between 2% and 3% for 2025, which is likely to grow to over 4% in 2026 and 2027. But it cautions that this will not happen without considerable overseas support. And an end to the war. Neither is certain anytime soon.

    Maga moves – but will Trump take responsiblity?

    To Washington, where the US president is having what would probably count as the worst week of his second administration so far. Large sections of his faithful Maga base are in almost open revolt at his seeming reluctance to release what have become known as the “Epstein files”. You may remember he littered his election campaign last year with dark hints about the revelations the files must surely contain about the possible involvement of the rich and powerful in child-sex exploitation. But this week he essentially said it was old news, which was “pretty boring”, adding that “I think, really, only pretty bad people, including fake news, want to keep something like that going.”

    This is not only at odds with what he spent much of 2024 saying. It also flies in the face of what his own attorney general, Pam Bondi, said in February when she said Epstein’s client list was “sitting on [her] desk right now to review”. Now of course, the justice department says there is no list. This is not what much of his base wants to hear.

    Rob Dover, an intelligence specialist at the University of Hull who has researched conspiracy theories and the people who obsess about them, says this is a dangerous moment for the Trump presidency. He points to Maga unrest over Trump’s decision to bomb Iran and to resume military aid to Ukraine, both of which appear to contradict his pledge to keep the US out of foreign conflicts. Trump’s “big beautiful bill”, which has cut medicaid and other benefits to the poorest people in the US, will also inflict hurt on many is his base. Even his recent musing that he agrees with his health secretary’s questionable assertion that Coca-Cola should be made with sugar cane not corn syrup to “make America healthy again” is sure to anger corn farmers in the Midwest, another core Trump constituency.

    “Maga is not a uniform group in belief or action. But if Trump loses either the loyalty of some or they refuse to flex their beliefs as they have done before, it will be politically dangerous for him,” Dover concludes.

    Trouble brewing in Bosnia

    I had the great good fortune to visit Sarajevo in December last year where I spent a few days exploring, taking a walking tour of the old town and a wider tour of the whole city which took us across the notional border with the Republika Srpska, one of the two main constituent parts of the state of Bosnia and Herzegovina.

    The country was created by the Dayton accord, bringing an end to the ethnic conflict in the mid-1990s that saw whole populations displaced as ethnic Serbs and Croats sought to create new pure mini-states by expelling mainly Muslim Bosniaks.

    When visiting, I felt a pervading sense that the two parts of the new country sit uncomfortably next to each other – and in recent months the friction has intensified considerably. Birte Julia Gippert of the University of Liverpool, who has researched extensively the conflict in the Balkans and the attempts to bring peace to the region, explains how the situation has become so tense.

    Why is Israel bombing Syria?

    Conflict in Syria escalated again this week, with Israeli warplanes launching airstrikes against government buildings in Damascus this week. A Netanyahu government minister, Amichai Chikli, referred to Syria’s leader, Ahmed al-Shara, as “a terrorist, a barbaric murderer who should be eliminated without delay”.

    Mixed up in all this is sectarian fighting in southern Syria was has been going on sporadically since al-Shara took power at the end of last year. But, as Ali Mamouri of Deakin University explains, Israel wants to see the emergence of a federal Syria, which the new regime has ruled out. It also want to retain influence in the region and secure its northern border with Syria.

    While a ceasefire is in place for now, Mamouri sees the situation as extremely fragile with further clashes “not only possible but highly probable”.

    LJUBLJANA, July 17 (Xinhua) — The Slovenian government on Thursday declared Israeli National Security Minister Itamar Ben-Gvir and Finance Minister Bezalel Smotrich personae non gratae, claiming that the two far-right ministers are inciting violence and gross violations of Palestinian rights with their “genocidal” statements.

    Slovenian Foreign Minister Tanja Fajon noted that Slovenia was the first EU member state to take such measures against two Israeli ministers.

    The decision came after EU foreign ministers failed to reach a consensus on joint action against Israel during a meeting in Brussels on July 15.

    Slovenia, which officially recognized the State of Palestine in June 2024, criticizes Israel’s intense military operations in the Gaza Strip. Ljubljana calls on the Jewish state to immediately stop the offensive and allow rapid and unimpeded delivery of humanitarian aid to Gaza. –0–

    Germany announces €10 million euro investment in Africa’s development

    German Vice-Chancellor Lars Klingbeil has announced that Germany will provide an initial contribution of €10 million towards the Group of Twenty (G20) Compact for Africa initiative, which promotes private investment in Africa.

    “This is not only a strategic investment, it is one that can boost the growth, create business opportunities and reduce pressure on public budgets in important Member States,” Klingbeil said on Thursday in Durban during the G20 Finance Track Meeting. 

    Established under the German G20 Presidency in 2017, the initiative’s primary objective is to increase attractiveness of private investment through substantial improvements of the macro, business and financing frameworks.

    Under the G20 Finance Track, the Compact for Africa is governed through the G20 Africa Advisory Group (AAG), co-chaired by Germany and South Africa. 

    The African Development Bank Group, the International Monetary Fund (IMF), and the World Bank Group coordinate the initiative. 

    “To help these partners, with the support of the Compact with Africa, Germany will provide an initial contribution of €10 million to the World Bank’s Trust Fund this year.

    “We are convinced that this is a worthwhile investment and we will be pleased to see other G20 members to join us, therefore, we call on all G20 partners to consider making their own contribution to the World Bank Trust Fund to help ensure the Compact’s long term success.

    “Only through our joint efforts we can truly unlock the potential of the Compact with Africa and make a lasting impact for the benefit of our African partners and the global community,” Germany’s Vice-Chancellor said.

    According to Klingbeil, Compact members have higher levels of foreign direct investments.

    “It is important to recognise the initiative’s full potential impact is still emerging, partly due to unexpected external challenges such as the COVID-19 pandemic and global uncertainties.

    “This highlights the necessities for continued political and financial commitment to unlock the Compact’s full potential for sustainable and inclusive growth across Africa,” he said.

    The German Vice-Chancellor emphasised that Germany’s new government wants to deepen its engagement with South African partners.

    “We will continue to provide strong support with the Compact but more generally we also want to engage in new thinking about development partnerships.

    “The German government has committed itself to establish a new North-South Commission to set up an international forum where experts from politics, civil society, business and research can meet on a regular basis to search for new and efficient solutions. I envision the independent experts from relevant areas from all parts of the world coming together on a regular basis,” he said.

    The new German government agreed to establish a new North-South Commission to jointly suggest new North-South policies for a multipolar world.

    Klingbeil stressed the importance of the Global North and Global South working together on equal footing while also highlighting the need for equitable partnerships and mutual respect between developed and developing nations. 

    “It’s important that we don’t have a platform where the North is telling the South what to do. We have to come together on the same level to find common answers to address the challenges we are facing in the world.

    “At the same time, we will continue to make use of the existing instruments of the G20 Compact with Africa is one of them, it’s dynamic and results driven initiative that demonstrates the power of partnerships and peer to peer learning,” Klingbeil said.

    Finance Minister Enoch Godongwana indicated that the Compact for Africa has grown into a dynamic initiative that has mobilised over $191 million dollars in private capital, supported by the development of bankable projects and improved access to services for over 13.5 million people.

    “It has also fostered a peer learning network among participating countries supported by institutions like the African Centre for Economic Research and provided a structured framework for reform through regular monitoring and technical assistance.

    “As we look ahead, the success of the Compact with Africa will depend on our collective commitment. We must ensure that this initiative remains country-owned, reform driven and result orientated,” the Minister said.

    Godongwana called on governments, multilateral institutions and the private sector to create enabling conditions for sustainable development and inclusive growth.

    “Africa’s development trajectory is at a crossroad, while the continent is rich in opportunity, it continues to face significant challenges ranging from infrastructure deficit and climate vulnerability to constrained fiscal space and limited access to long term private capital

    “In this context, the compact with Africa initiative remains a promising platform for fostering reformed driven investment partnership between African countries and the private sector,” he said.

    1. What would you regard as your most significant contribution to the law and the pursuit of justice in Canada?

    I have been practicing criminal law for about 30 years. During most of that time, I have been a sole practitioner or worked in association with other lawyers. I do not work in a large firm. I view myself as a trial lawyer who “works in the trenches”. My contribution to the law is to represent my clients to the best of my ability, whether they are charged with minor offences or the most serious offences.

    Over the years, I have conducted countless trials in both the Ontario Court of Justice and the Superior Court. I have represented many different people from all walks of life. Some of the trials involved minor charges, while others involved very serious charges where the consequences upon conviction were also serious. While the majority of my clients have lengthy criminal records, I have also represented first time offenders, police officers, lawyers, doctors, and other people who are unfamiliar with our criminal justice system.

    I have always tried my best to ensure that everyone I represented felt that they were treated respectfully and fairly, no matter what the outcome of their matter. As a sole practitioner, sometimes it’s hard to devote the time necessary to every client, but that’s exactly what you have to do. I have to remind myself that while I may have hundreds of files to deal with, for the individual client, their matter is the only one that matters.

    Having said that, I try to maintain a relationship with my clients that allows for communication. In many ways, I am the one who interprets the law for them and explains the criminal justice system to them. Some clients have unrealistic expectations about the outcome of their matter. I have to explain and advise them on their jeopardy, their legal rights, their best course of action. In doing that, I always maintain that I will be honest with my clients, even if the information I am providing to them is not what they want to hear.

    I also have several clients that I’ve represented for over 20 years. I have represented and continue to represent 3 generations of one family. These people trust me and rely on me. I deal with people who very often are at a low point in their lives, facing criminal charges.

    I am mindful of the fact that I stand between the individual and the criminal justice system. In doing so, I try to conduct myself with integrity and honesty and try to accomplish the best possible outcome for my client in the circumstances of their case.

    2. How has your experience provided you with insight into the variety and diversity of Canadians and their unique perspectives?

    Practicing criminal law exposes a lawyer to clients from all walks of life. In my work, it is not unusual for me to deal not only with the client, but with their spouses and families. Their needs are individual, but in many ways, there are similarities. I am mindful of an individual’s background and beliefs and try to be respectful of those. My community is multicultural and as a result, I deal with people from a variety of cultural, racial and religious backgrounds. I find that I can learn from my clients just as they learn from me.

    I try to accommodate their individual needs as much as is reasonably possible in the circumstances. For example, it is my practice to inquire as to whether or not my client identifies as aboriginal since that is a relevant factor to be taken into account at the bail stage or the sentencing stage in criminal matters.

    I must fearlessly advance my client’s case in accordance with his or her instructions while maintaining my obligations as an officer of the Court. I am always mindful of the fact that my client’s perspective is without doubt influenced by his or his background and as a result, I try to make myself aware of his or her background, and I try to ensure that my client has an understanding of the process, whether that involves a guilty plea and sentencing, or a trial.

    I believe it is important to have an understanding of the clients you are serving in order to better represent them.

    3. Describe the appropriate role of a judge in a constitutional democracy.

    All branches of government have a role to play within our democracy. Put simply, the role of a judge is to interpret the law. In the minds of most Canadians, a judge is the embodiment of the law. Therefore, I believe that judges must strive to be above reproach in both their personal and professional lives. They must be fair, open-minded and able to communicate effectively. A judge must be an impartial decision maker.

    It is important to remember that judges do not create the law in a constitutional democracy, they interpret the law and apply it appropriately within the confines of the Constitution Act. One of the most important roles of a judge is to determine whether a law is constitutional or whether actions by the state comply with the requirements of the Charter.

    4. Who is the audience for the decisions rendered by the court(s) to which you are applying?

    The audience for the decisions of the Superior Court of Justice is the average Canadian citizen.

    It is my view that a judge’s decision ought to make sense to an ordinary person, not just to lawyers, scholars and other judges. An individual should be able to understand the decision of a judge and the law upon which it is based even if he or she is not well-versed in the law. The law applies to all Canadian citizens, and judges should keep in mind that in order for the ordinary person to understand the judgment of a Court, they must be able to understand the interpretation of the law set out in that decision.

    It seems that more recently, Courts have been striving to simplify the language used in their decisions so that an ordinary person can understand them more easily. For instance, the Charter is written in simple language so that it can be easily understood.

    The recent decision of the Supreme Court of Canada in Regina v. Jordan garnered a lot of public attention. I believe that it was easily understood by the public because the Court established a simple formula to determine what constitutes unreasonable delay in the context of criminal trials. It is cases such as this one which make the law more easily understood by the public.

    5. Please describe the personal qualities, professional skills and abilities, and life experience that you believe will equip you for the role of a judge.

    I believe that I have an ability to deal with people from different walks of life. In my practice I have dealt with clients, other lawyers, judges, crowns, court staff and members of the public. I do this on a daily basis.

    I believe I have an understanding of both sides of the issues in criminal law despite the fact that I have spent my career defending people charged with criminal offences rather than prosecuting them.

    I have been the President of the Windsor Essex Criminal Lawyers’ Association for the last 6 years and as a result, I have participated in various committees which were made up of stakeholders in both the Ontario Court of Justice and the Superior Court, including judges, crowns, police officers, court staff, lawyers, and corrections officials.

    This allowed me an opportunity to have input into the decision-making process in both levels of courts and to represent the interests of criminal lawyers on those issues.

    I am the mother of two children, and as such, I have developed an ability to balance my professional life with my personal life.

    6. Given the goal of ensuring that Canadians are able to look at the justices appointed to the bench and see their faces and life experiences reflected there, you may, if you choose, provide information about yourself that you feel would assist in this objective.

    I am the oldest child of immigrant parents from Italy. The first generation of my family born in Canada. My parents were not educated. They did not finish grade school, but they valued education for their children. Their first language was not English. My father was a construction worker; my mother was a homemaker. While I was growing up, I was often their intermediary when dealing with government agencies and English-speaking people.

    While they encouraged me to further my education, financially, they were not always able to assist, so I worked part time jobs as a student to pay for my education. They taught me the value of hard work. We have a close-knit and loving large family.

    As a female lawyer practicing criminal law, I was one of a very few when I started my practice in 1989, but I found guidance and mentors among the more established, mostly male criminal lawyers in Windsor. They answered my questions and gave me guidance when I needed it. I try to do that now with the new lawyers when I am asked to.

    I have represented people who have committed violent acts, people with mental illness and people who are substance abusers. A good criminal lawyer has to have the ability to see beyond the “case” and see the person that they are dealing with. In order to do so, you must have a willingness to listen to your client.

    I think it’s important that judges have that understanding of the people who appear before them.

    Susannah thank you very much and Dave thank you A – for being here and B – for giving such a great presentation, I am now starting to doubt the fact that I took out the animal videos from last year out of my presentation.

    As you heard yesterday this is the last appearance for me as the CAS at the Global Air Space Chiefs Conference and I am going to miss it. This conference provides a fantastic opportunity for us to get to know each other, build relationships, and most importantly to share ideas.

    Combined with RIAT and the invitation to our crews, to our industries, and to our spouses, this always feels like a very special event. 

    You might remember that two years ago I showed this picture of Caitlin and me on holiday in Greece as a mechanism to try and build a rapport or relationship. I got in trouble because I hadn’t cleared it with her before I showed it but I’m doing it again, it’ll be fine.

    I wanted to start today by saying a huge thank you to the global air and space chief community for your friendship and support over the two years while I’ve been chief and particularly over the last year.

    Some of you know that Caitlin was not at RIAT last year as she underwent a pretty aggressive form of chemotherapy, and that camaraderie and support that I felt from this international community was incredible. It’s those bonds of friendship and understanding that will sustain us both in peacetime and in war.

    I am pleased to say that Caitlin is doing well and she’ll be back at RIAT.

    And for those of you who are wondering she is still a divorce lawyer. So, if she hands you her business card you should be afraid, if she hands your spouse her business card – be very very afraid!

    Two years ago in 2023 when I stood on this stage, the war in Ukraine was just over a year old and my key conclusion was that after 3 decades of peace dividend and fighting impressive counter-terrorism campaigns globally, we – the Royal Air Force and other air forces needed to change if we were going to avoid the kind of war that we saw playing out in Ukraine. 

    Our response to this demand for change intellectually was to update our air operating concept. At the heart of it is this idea of decision superiority supported by agility, integration, and resilience.

    Roll forward a year, last year we focused on deterrence. In whatever way you describe it, warfare is costly, and I argued that our job as military leaders was to stop these wars from starting.

    I also explained last year where our priorities lay in terms of developing the capabilities to ensure we could deter the kind of fight we’ve seen in Ukraine.

    It started with command and control. Capabilities to counter the A2 AD threat. Integrated area missile and defence and agile combat employment. And taking a leaf out of Dave’s book I also showed you this picture of my good friend Patrick Sanders, shortly after he finished being the head of the British Army at Glastonbury. I’m pleased to say that Patrick has gone past his Glasto phase and is now a successful podcaster and it’s really good, I can really recommend it. But Patrick was in the news again last weekend with a warning that we should head as we think about the pace of change.

    As you heard from the Minister, last month the UK published its Strategic Defence Review, a vision about making Britain safer, secure at home, and strong abroad. It played back to us much of the logic and analysis we’ve talked about in conferences like this for several years. As you’ve heard today, it focuses on warfighting readiness, it’s clear about putting NATO first, and using defence as and engine for growth, with UK innovation driven by lessons from Ukraine, and a whole of society response.

    This is a radical shift for the UK.

    And all of that is before The Hague Summit where many of our allies signed up to spend significantly more on Defence.

    This is a watershed moment for the UK and the West.

    Throughout my whole career Defence budgets have shrunk, armed forces have got smaller. I was at RAF Cranwell recently talking to our officer cadets about to graduate and coming out into their next phase of training and into the Air Force. I told them that they are entering an air force that none of us have known. An Air Force where budgets are growing, and numbers are increasing.

    Last year, I also talked about the high low mix and its importance and autonomous collaborative platforms, and you’ve heard about that from the minister this morning.

    I got Jim Beck our Director of Capability, who we saw yesterday, to promise in front of all of you he would deliver this year the first of a family of ACPs that would improve the lethality and survivability of our crewed platforms.

    I want to pay tribute to Jim today and the wider team for delivering in April this year StormShroud.

    It is an impressive capability that was delivered with a different attitude towards risk both in terms of its acquisition and in the terms of the way it’s operated.  It also delivered through collaboration with warfighters, traditional defence industry, and new entrants to it.

    I am enormously proud of what Jim, the team and the wider team have done to deliver it, and I am enormously pleased that what SDR sets out is a direction of travel that we have been on as air forces for several years.

    But the SDR is clear, and I’m clear that we have to do this quickly, and we can’t do it on our own.

    To borrow a phrase from my great friend Jabba Steur the Dutch chief, we need to be ready to fight tonight, tomorrow, and together.

    These alliances, that these conferences help build are incredibly important to us, and frankly the alliance with the United States of America is the most important of all.

    Arthur Tedder and Tooey Spatz, the first Chief of Staff for the US Air Force, forged a relationship during the second world war that sustained them through peace. Today the relationships we form in peacetime need to sustain us through war.

    This year has seen many of us in this room flying alongside our US friends and fighting alongside them globally.

    But is not just about working together as allies, this evolving battlespace demands that we work together across all 5 domains, and that’s why that is the theme of this conference how do we integrate air and space power into this evolving battlespace.

    I want to use 3 stories from the past, present and future to illustrate why this is important and what lessons we might draw about how we do it.

    Now looking round the room, I think quite a lot of us in the room remember the early days in our career the end of the Cold War.

    Every self-respecting junior officer would have read Tom Clancy’s Red Storm Rising.

    In it, NATO face the task of repelling Russian aggression from Eastern Europe through or by, as Tom said,

    ‘…penetrating the most concentrated SAM belt the world had ever known.’

    In Tom Clancy’s day that was a job for Air Forces it required large packages of aircraft, it was what our flag exercises, Red Flag, Green Flag, Maple Flag, were all about. Honing our Large Force Employment skills – we relished the opportunity; we loved flying and fighting alongside the very best from other nations.

    I’m sure just the mention of it evokes warm memories at the time when it was the air force that we knew and loved, when we had more hair, slimmer waists, and we didn’t groan when we got out of chairs.

    This was air power’s World Cup. I was also going to say this was, for our American audience, it’s like the World Series, but I found out that Donald Trump seems to recognise Soccer is the more important game, and if you’re going to have a world event you do have to invite people from other countries to it, just saying. Sorry Dave!

    This was a complex mission and attrition was expected. In Tom Clancy’s novel, more than a dozen of the most technologically advanced aircraft the West had were lost on that first mission. In the 1980s we had the mass to cope with that kind of level of attrition. Today, we know that this is going to require more than just brilliant air forces. Even the most ardent advocate of air power, Dave Deptula agrees.

    In Tom Clancy’s time, other terrestrial domains lacked the tools to be able to really influence this fight. Space and cyber weren’t even nascent capabilities.

    Today, not only is it feasible to integrate effects across multi domains, it is essential. And this is hard, it’s hard to do it on a national level, trying to do it multi-nationally, across a continent is exponentially more difficult but it is the challenge of our generation, and our adversaries know that and they’re trying to emulate us. Fortunately, however they are showing us how not to do it.

    When Russia invaded Ukraine in 2022, it looked like integrated multi-domain operations. With two combined armies, supported by strategic fires, tactical and strategic air power provided by VKS, land launched, sea launched, air launched cruise missile, electronic warfare, and critical space and cyber effects, surely that was integrated?

    But the reality is Russia’s sees air power differently to the west, in the western way of warfare, air power is at the heart of the way we fight. In Russia it’s about supporting the land campaign, and we know as Justin Bronkin and Dag Henrikson have pointed out that Russia has always struggled to integrate air power emissions to deliver strategic effect. So in those first few hours and days after the war started, what we saw was Russia’s actions were stove pipped, they were deconflicted in time and space and fratricide both electronically and kinetically was commonplace. But three years and a million causalities later, Russia is learning. And we have to learn too, as General Patton said,

    Our job as air chiefs is to educate our aviators and our commander so that we are ready for the next Storm Rising. There’s no way I could write it.

    I’ve stood on this stage and said, that we should not image that Ukraine is the way in which we would fight in the future. Ukraine is a 19th Century war, fought with 20th Century tactics and 21st Century weapons.

    What we need to do is fight 21st Century war, with 21st Century capabilities, and 21st Century thinking.

    2025 has given for us some examples of how this air led innovation and integration can make a difference. We’ve heard about Ukraine’s audacious attack against Russia’s strategic assets and operations in Iran have really shown us what exquisite air power integrated with other multi-domain effects can do at both the strategic and campaign level.

    But when the war starts, we know that it’s going to be a dynamic environment, and so whilst the tactics and the targets might be the same as they were in Tom Clancy’s day, the threat has changed, and the tactics need to change too.

    There’s breadth, scale, depth coupled with three years of operational experience mean the threat is much greater than it was in Tom Clancy’s time. And so the tactics need to change, and we need an integrated approach.

    We need space, cyber, land, sea, and air to work together.

    We know space will deliver PNT, we know it will deliver ISR, we know it will deliver battle damage assessment, but it can also be used to disrupt our adversaries’ communications. We can shield our own forces from their satellites.

    Cyber can disrupt and degrade C2 systems.

    The maritime environment might deliver fires or air defence.

    The land domain might launch Stromshroud, project special forces or launch attacks against key targets.

    We get this right; we create control of the air. We might be limited in time and geography, but it opens up the opportunity for our forces to target and exploit other opportunities.

    But no plan survives contact with the enemy and we need a mechanism to adapt and react, to ensure that we’re able to exploit opportunities and make the right decisions at the right time in this complex environment.

    In the UK we’ve developed NEXUS, it’s our combat cloud and it will form part of the digital targeting web the minister talked about this morning and it’s through that that we’ll deliver the tempo and deliver that all domain C2. But C2 is about more than the network, it’s about our commanders, our decision making and our training. We’ve got challenge in NATO in particular, how do we command and control in a dynamic environment, multi-domain operations when we’re structured by component and organised by components or geography.

    NATO’s land component commander argues that it’s the Army’s task, the Army should, alone deal with the counter A2 AD threat in Kaliningrad. He might be right in that specific environment, but it’s not proven or tested. It would be like me saying that actually it’s air power that should be the soul force that blunts Russian attacks into NATO territory. We need to lift ourselves out of these historic rivalries and reductive arguments and think about how we deliver truly integrated multi-domain effects.

    How do we set the board at risk in the way Dave said yesterday to make sure we are ready for the next Storm Rising.

    We can learn lessons from other campaigns and operations and the next panel will talk about some of those. But I think we need to test, to train, and to educate our people.

    In the real world, exercises like Bamboo Eagle provide high-end, multi-domain, multinational and long-range exercises where we can test ourselves against these kinds of scenarios. Red Flag has always been the pinnacle air exercise, in this case Red Flag was just the starter to the main course which was exercise Bamboo Eagle.

    175 aircraft from Canada, the UK, Australia, and the US. In an operation that ranged right across the indo-pacific. But we don’t just need to rely on the real world anymore, the synthetic environment provides us with opportunities to test and train in ways we’ve not been able to before.

    In the UK, we’ve developed Gladiator, a synthetic, multi-domain environment that connects national and international components so they can mission rehearse the most complex of multi-domain operations that we are unable to imagine.

    Earlier last year, in Exercise Cobra Warrior, the weather meant that we were unable to conduct some of the flying that we intended, quite a common thing in the UK.

    What we did was, we flew the mission in Gladiator. The full COMAO flew real-time, and then the combined synthetic and real picture that came from that was fed into the was fed into the ops centre which allowed our C2 and ISR teams to test themselves as though it had been for real.

    We can no longer wait to find out what we know and adapt when the war starts.

    For those, like Dave and Shawn Harris who have walked the corridors of the USAF’s School of Advanced Air and Space Power Studies, they’ll see this quote.

    We need to provide those opportunities for our people, so that they are ready for the next Storm Rising.

    The Americans have shown the way with Bamboo Eagle and the phenomenal capability off the coast of California, but I think we need something like this in Europe too.

    Somewhere where we can bring our Armies, Navies, and Air Forces together. Where we can test the land component commander’s assertion that he can alone address the counter A2 AD task in Kaliningrad. Where we can find out how do we command and control multi-domain effects in NATO when we’re organised by components.

    We have talked and sat around the NATO Air Chiefs table about creating some airspace we can turn on and off over the North Sea. But for our agencies and our airlines it’s all a bit too difficult.

    Now to be fair, North Sea might not be the right place. Our friends in Sweden and Finland have got a lot of space and are keen to help. What I would like to do is to see our European and NATO forces pool our resources and create that capacity and capability here in Europe.

    So let me sum up.

    We have to be ready for this next Storm Rising.

    We know it is going to be harder than it was in Tom Clancy’s day.

    Fighting a bespoke, exquisite air campaign that’s not integrated into this evolving battlespace will lead to campaign failure.

    What we need is genuinely integrated multi-domain effects, at this operational and strategic level not just at the tactical level where we know that we excel. How we do that is through thinking and practice. We can do some of that in synthetic environment and that also allows us an opportunity to exploit some of those tools that Keith and others talked about yesterday. But we need to do it in the real world too, so we can identify the frictions and fix them.

    I’ll be honest, I don’t know the answer to this NATO conundrum about command and control and how we do that command and control integrated action and deliver multi-domain effects when we’re organised by component. But the answer to it starts with thinking and practice, and it’s through that we will be able to deter, to fight and to win – tonight, tomorrow and together.

    Record £14.5 billion of export financing supports 70,000 jobs

    UK economy and workers have benefited from the export credit agency’s highest level of business ever

    • UK Export Finance provided a record £14.5 billion in new financing last year, helping over 667 UK companies to export and grow

    UK Export Finance (UKEF) provided £14.5 billion in loans, guarantees and insurance over the last year and supported tens of thousands of jobs in key industrial sectors around the country, according to its latest accounts published today. 

    UKEF is the UK’s export credit agency and a government department, working alongside the Department for Business and Trade. Established in 1919, it exists to ensure that no viable UK export fails for lack of finance or insurance from the private market, while operating at no net cost to the taxpayer. 

    UKEF provided the highest level of support in its 106-year history in 2024-25 to help 667 UK firms break into international markets and grow as exporters. 

    Businesses benefitting include Yorkshire-based Angloco and Ayrshire-headquartered Emergency One which won contracts to supply 62 fire engines to Iraq after UKEF provided a loan to its Ministry of Finance, and Northern Ireland pressure washer manufacturer Maxflow is entering new markets overseas after it gained access to capital with help of a guarantee provided through UKEF’s General Export Facility. 

    UKEF’s efforts to champion UK exporters supported up to 70,000 jobs including in key industrial sectors like clean energy industries, advanced manufacturing, life sciences and automotive which are central to the government’s Modern Industrial Strategy.  

    Overall, UKEF’s financing in the year backed the contribution of up to £5.4 billion (GDP) to the economy – helping to drive productivity and raise living standards as part of the government’s Plan for Change. 

    Sustainability and helping sectors transition to the low-carbon economy are key priorities for UKEF as part of its 2024-2029 Business Plan, strengthening the government’s efforts to make the UK a clean energy superpower.  

    The department provided £2.3 billion of strategic clean growth financing supporting ventures like the expansion of AESC’s new gigafactory in Teesside – announced by Chancellor Rachel Reeves – producing batteries that will power up to 100,000 electric vehicles a year, and to recycled paper manufacturer Shotton Mill in North Wales that is to become the largest of its kind in the UK and reducing net carbon emissions.  

    Chancellor of the Exchequer, Rachel Reeves, said: 

    Our number one mission is delivering growth to put more money in people’s pockets.  

    That’s why we increased UKEF’s lending capacity by billions and have given more flexibility to invest in priority sectors like defence, building on its record levels of support for businesses to export and grow, and the tens of thousands of jobs it has secured.

    Smaller firms remain central to UKEF’s mission to boost exports. The department supported 496 small and medium-sized enterprises (SMEs) in 2024/25, of which 83% are based outside of London.  

    Business and Trade Secretary, Jonathan Reynolds, said:

    Our Plan for Change is backing British business to take advantage of export opportunities abroad to create jobs and growth at home. 

    Through record support, UKEF is playing a key role in achieving this, providing financial backing to exporters across the UK looking to grow and compete overseas.

    It’s a real pleasure to welcome Chancellor Merz. 

    And it’s great to be here at Airbus today. I’m always amazed at this place when I come to visit, it’s not my first visit. 

    Thank you for showing us the amazing work you do here. 

    This is one the most cutting-edge facilities in Europe.

    Home to the Exo-Mars Rover, designed with German expertise and built right here in Stevenage.

    You are driving innovation in defence and space technology, making us all safer – leading us into the future.

    And this is at the heart of what brings Friedrich and I together.

    We see the scale of the challenges our continent faces today and we intend meet them head on. But we also see the scale of the opportunities. So, we have a shared resolve to shape this new era with new leadership.

    The UK and Germany side by side, delivering growth and security and delivering for working people.

    Pledging decisive action to strengthen German law this year so that small boats being stored or transported in Germany can be seized, disrupting the route to the UK and it’s a clear sign that we mean business. We are coming after the criminal gangs in every way we can. 

    We also discussed the appalling situation in Gaza. We are both working to support efforts towards a ceasefire and also to demand the immediate, unconditional release of the remaining hostages and the immediate, unconditional humanitarian access that is so desperately needed to deliver aid at volume and at speed.

    Finally, we discussed the situation Ukraine. Just a few days after Friedrich took office in May earlier this year we were both in Kyiv shoulder-to-shoulder with President Zelenskyy during one of the toughest moments in this horrendous war.

    Now we’re leading the work to get the best kit to Ukraine as fast as possible. We’ll keep pushing this forward – together with the US and other allies because ultimately our security starts in Ukraine. 

    So this is a partnership with a purpose. And I think it illustrates what our work on the international stage is all about. It’s about building the foundations of stability across our continent that make us safer, boost our economy and deliver change across for our people. It’s about delivering results and that’s what we’re working towards.

  • MIL-OSI Security: Autonomous drones take flight at NATO-backed competition

    From 6-10 July, four teams of seven researchers and professors from universities in the Netherlands, United Kingdom, United States and Austria challenged each other at the Huntsville UAS (Unmanned Aircraft System) and C-UAS (Counter UAS) test range in Alabama, as part of a competition supported by the NATO Science for Peace and Security (SPS) Programme.

    The event, hosted by the University of Alabama in Huntsville (UAH), was the second of three competitions organised through the SPS-supported “SAPIENCE” initiative, which aims to demonstrate how autonomous drones that cooperate with each other may be used in crisis management scenarios.

    Expanding in scope from the first competition, which took place on 29 and 30 August 2024 in an indoor arena in London, United Kingdom, the Huntsville event required participating teams to develop autonomous drones suitable for outdoor conditions and for a scenario grounded in local conditions: the aftermath of severe storms that generated several tornadoes, which are an annual occurrence in the southeastern United States.

    A flight test range simulated just such a disaster scenario, and the four university teams were assigned tasks such as damage assessments of residential communities, search and rescue for victims, and the delivery of lifesaving medical supplies. They were encouraged to perform these tasks using multiple fully autonomous drones simultaneously, thus demonstrating innovative approaches to the technical challenges of autonomous multi-platform systems.

    The third and final SAPIENCE competition will take place in 2026 in the Netherlands, where the four university teams will build on the lessons learned in London and Huntsville to complete tasks in a scenario combining indoor and outdoor conditions.

    NoName057(16) has professed support for the Russian Federation since the start of the war of aggression against Ukraine. Since the start of the war, it has executed multiple DDoS attacks against critical infrastructure during high-level (political) events. The group has also exhibited anti-NATO and anti-U.S. sentiment. During a DDoS attack, a website or online service is flooded with traffic, overloading its capacity and thus making it unavailable. The hacktivist group has executed 14 attacks in Germany, some of them lasting multiple days and affecting around 230 organisations including arms factories, power suppliers and government organisations. Attacks were also executed across Europe during the European elections. In Sweden, authorities and bank websites were targeted, while in Switzerland multiple attacks were carried out during a video message given by the Ukrainian President to the Joint Parliament in June 2023, and during the Peace Summit for Ukraine in June 2024. Most recently, the Netherlands was targeted during the NATO Summit at the end of June.

    To execute their attacks, the group recruited supporters through a messaging service. It is estimated that the hackers were able to mobilise around 4000 users who supported their operations by downloading malware that made it possible for them to participate in the DDoS attacks. The group also built its own botnet using hundreds of servers around the world that increased the attack load, causing more damage.

    Coordination of the many international partners was crucial for the success of the operation. Through Eurojust, authorities were able to coordinate their findings and plan an action day to target the hacktivist group. The Agency ensured that multiple European Investigation Orders and Mutual Legal Assistance processes were executed. During the action day on 15 July, Eurojust coordinated any last-minute judicial requests that were needed during the operation.

    Europol facilitated the information exchange, supported the coordination of the operational activities and provided extended operational analytical support, as well as crypto tracing and forensic support during the lent of the investigation, and coordinated the prevention and awareness raising campaign, released to unidentified yet offenders via messaging apps and social media channels. During the action day, Europol set-up a Command Post at Europol’s headquarters and made available a Virtual Command post for online connection with the in-person Command.

    The investigation culminated in an action day on 15 July where actions targeting the group took place in eight countries. Authorities were able to disrupt of over 100 servers worldwide. Searches took place in Germany, Latvia, Spain, Italy, Czechia, Poland and France to gather evidence for the investigation. Additionally, authorities informed the group and 1100 supporters and 17 administrators about the measures taken and the criminal liability they bear for their actions. Seven international arrest warrants have been issued. Germany issued six warrants which are directed inter alia against suspects living in the Russian Federation. Two suspects are accused of being the main instigators responsible for the activities of NoName057(16). Bernie Sanders (I-Vt.), Ranking Member of the Senate Committee on Health, Education, Labor, and Pensions (HELP), today introduced the Pensions for All Act, sweeping legislation that would provide comprehensive retirement coverage to the more than 56 million working-class Americans who currently have no retirement plan through their employer.  
    “We can no longer tolerate a rigged retirement system that allows the CEOs of large corporations to receive massive golden parachutes for themselves, while denying workers a pension after a lifetime of work,” Sanders said. “If we are serious about addressing the retirement crisis in America, corporations must be required to offer all of their workers a traditional pension plan that guarantees a monthly income in retirement. And if corporations refuse to offer a decent retirement plan, their workers must be allowed to receive the same type of pension that every member of Congress receives. If we can guarantee a defined benefit pension plan for members of Congress, we can and we must provide that same level of retirement security to every worker in America.” 
    In our country today, nearly half of older workers between the ages of 55 and 64 have no retirement savings at all and no idea how they will be able to retire with any shred of dignity or respect. 
    “If Congress can provide over $1 trillion in tax breaks for the top 1% and over $900 billion in tax breaks for large corporations, please do not tell me that we cannot afford to make sure that every worker in America can retire with the dignity and the respect they deserve,” Sanders continued.
    Today, more than 22.8% of seniors in the United States live in poverty — compared to just 5.1% in Denmark, 5.8% in France, 12.6% in Germany and 14.8% in Canada. Unacceptably, nearly 22% of seniors in America are trying to survive on less than $15,000 a year while half of our nation’s elderly population makes less than $30,000 a year. 
    The Pensions for All Act would reverse this trend by requiring corporations to either: 
    Provide a traditional pension plan for their workers that is at least equivalent to the plan provided to new members of Congress under the Federal Employees Retirement System (FERS), or
    Pay into the federal retirement system at a level that ensures all of their workers receive the same amount of retirement benefits as Members of Congress.
    Importantly, this legislation would also offer reduced contribution requirements for self-employed workers and small businesses.  
    The bill builds on Sanders’ Social Security Expansion Act, which would increase Social Security benefits by $2,400 a year and fully fund the program for the next 75 years by applying the Social Security payroll tax on all income above $250,000. Together, these bills would finally ensure retirement security for all.

    As the government unlocks infrastructure pipelines abroad, it has today published its pipeline of infrastructure projects at home through the National Infrastructure and Service Transformation Authority.

    The 10-Year Infrastructure Strategy includes investment of at least £725 billion into infrastructure over the next decade across eight growth-driving sectors where Britain holds a cutting-edge on the world stage, while the landmark Planning and Infrastructure Bill will also speed up and streamline the delivery of new homes and critical infrastructure – cutting unnecessary red tape which stifles delivery. The measures in the Bill are expected to boost the UK economy by £7.5 billion over the next 10 years – with planning reforms having the largest positive growth effect from a single measure ever scored by the Office for Budget Responsibility.

    The Prime Minister met German Chancellor Friedrich Merz in Downing Street this afternoon.

    The Prime Minister met German Chancellor Friedrich Merz in Downing Street this afternoon following the signing of a new UK-Germany bilateral treaty, the first of its kind.

    The leaders reflected on the importance of the Treaty in demonstrating the UK and Germany’s status as the closest of strategic partners and celebrated the opportunity to deepen ties, tackle shared challenges, and invest in shared strengths together.

    The Prime Minister thanked Chancellor Merz for his commitment to introduce legislation to be adopted by the end of the year to make it illegal to facilitate illegal migration to the UK. The Prime Minister said that this will make a significant difference in disrupting the criminal networks driving small boats crossings to the UK. Both leaders agreed that tackling irregular migration is an absolute priority and they would look at how they could go further together to tackle it.

    The Prime Minister also welcomed the news that Germany would be opening its eGates for frequent travellers from the UK by the end of the summer and looked forward to this being extended to all travellers as soon as possible.

    On defence and security, the leaders reflected on the important commitments made today to deliver the new Deep Precision Strike capability within the next decade and agreed that closer cooperation on defence exports and between their defence industries will pose valuable opportunities for economic growth in both the UK and Germany.

    They agreed that it remains vital to provide steadfast support to Ukraine to defend itself against Russia’s illegal war, and that they would stand together with Ukraine as long as it takes.

    Turning to the situation in the Middle East, the leaders agreed that the situation in Gaza was unacceptable. They underlined the urgent need for a ceasefire, and the return of all hostages, to pave the way for a two-state solution and a secure future for Palestinians and Israelis.

    Finally, the leaders reflected on how the Treaty signed today would be the basis of a relationship between their two countries that would be closer than ever and looked forward to continuing to work together on their shared priorities.

    Defence Secretary statement on war in Ukraine – 17 July 2025

    Defence Secretary, John Healey MP, provided an update to the House of Commons on the war in Ukraine.

    With permission, I wish to make a statement on the war in Ukraine. 

    Today is day 1,239 since President Putin launched his full-scale invasion and more than a decade since the Ukrainian people have known peace in their homeland. 

    They’ve had their homes destroyed. Lands seized. Children abducted. Loved ones killed by Putin’s forces. 

    Yet, the Ukrainian people still fight with remarkable determination – military and civilian alike, and almost three and a half years on, I’m proud to say this House remains united for Ukraine. And Britain remains united for Ukraine.  

    In fact, polling shows that we retain the strongest support for Ukraine of any European nation. 

    Our solidarity is grounded in our deep respect for their courage and in recognition that the defence of Europe starts in Ukraine. Because we know that if Putin prevails in Ukraine, he won’t stop with Ukraine.

    Madame Deputy Speaker, let me begin by providing a battlefield update.  

    Russia is maintaining pressure across the whole length of the frontline, with a special focus on Sumy in the northeast, Pokrovsk in the southeast, as well as in Kursk. 

    Last month, Russian Ground Forces likely seized approximately 550 square kilometres of Ukrainian territory – that’s an area greater than the size of Greater Manchester.

    And yet, they face continuing difficulties attempting to take fortified towns or cities, and they have not taken a significant town for months. Indeed, they’ve tried without success to seize Pokrovsk for nearly a year.

    What ground they do gain is coming at great cost. Last month, the number of Russian troops killed or wounded surpassed more than a million. 

    This year alone, Russia has sustained 240,000 casualties. 

    And despite these catastrophic Russian losses, Putin’s ruthless ambitions do not appear to be waning.  

    Russia is escalating the high numbers of one-way attack drones launched at Ukraine: 1,900 in April, 4,000 in May, 5,000 in June, and already this month in July,  3,200. 

    On 9 July, a week ago today, the largest aerial strike of the war was recorded when Russia launched more than 700 attack drones in a single night.  

    Despite the onslaught, the Ukrainians are taking the fight to Putin, striking military targets in Russia that his people see and know about. 

    Spider Web, Madame Deputy Speaker, was an operation of remarkable precision and extraordinary success which dealt a fierce blow to Putin.

    One year of meticulous planning, resulting in the damage of 41 long range bombers – planes which threaten not only Ukraine, but also NATO as well. 

    So, Madame Deputy Speaker, we must step up now our efforts on getting further military support to the frontline. 

    Last month – on the eve of the NATO Summit – we welcomed President Zelenskyy to No.10 Downing Street where the Prime Minister signed a UK-Ukraine agreement to share advanced battlefield capabilities and technologies.

    A deal which will mean our defence industry can rapidly develop the cutting edge technologies from Ukraine and step up the production for Ukraine. 

    And at the NATO Summit that followed, 32 nations came together to sign a new defence and national security investment pledge to spend 5 per cent of GDP by 2035.

    They came together, 32 nations, to reaffirm our commitment to Ukraine with 40 billion Euros pledged in security assistance for this year. 

    It was a good summit for Ukraine, it was a good summit for Britain, it was a good summit for NATO, it was a bad summit for Putin.

    Those commitments at NATO have been the basis for President Trump to signal a significant shift this week on Ukraine, announcing NATO weapons transfers and a 50-day deadline for Putin to agree to peace.

    So with the NATO Secretary-General, President Trump agreed to largescale purchases of US military equipment by NATO allies, including Patriot missiles, other air defence systems and munitions, which he committed to getting – and I quote: “quickly distributed to the battlefield”.  

    Madame Deputy Speaker, the UK backs the scheme – we plan to play our full part – and on Monday we will discuss this further when I chair the next meeting of the Ukraine Defence Contact Group – alongside my German counterpart, Minister Boris Pistorius.

    That group – the contact group – continues as the forum for more than 50 nations to provide Ukraine with what it needs to fight back Putin’s war machine and I am pleased to confirm that Monday’s meeting will be attended by US Secretary Hegseth, the NATO Secretary-General Mark Rutte, and SACEUR, General Grynkewich.

    Britain is providing more than £4.5bn in military aid to Ukraine this year – more than ever before. 

    And at the UDCG, I will provide the following updates:

    First, on the Extraordinary Revenue Acceleration scheme, two-thirds of the UK’s ERA total of £2.26 billion commitment has now been disbursed, including £700m on artillery shells, long-range rockets, and air defence missiles, exactly what Ukraine needs most. 

    Second, on drones. Since March, the UK has supplied nearly 50 000 drones to Ukraine helping meet our commitment to increase tenfold our supply this year.

    Third, on air defence, the UK and Germany have agreed to partner in providing critical air defence missiles to Ukraine.  

    And fourth, on the NATO Comprehensive Assistance Package, the UK will donate a further £40m, which Ukraine can use on a range of programmes from demining to rehabilitating their wounded.  

    Madame Deputy Speaker, it is now four months since President Zelenskyy responded to President Trump’s peace negotiations with Ukraine’s full commitment to an unconditional ceasefire. 

    President Putin has shown no such interest in an end to the fighting.  

    Madame Deputy Speaker, peace in Ukraine is possible, and we must be ready for when this peace comes.

    So since March, the UK and France have led the Coalition of the Willing on planning new security arrangements to support Ukraine in any ceasefire. 

    More than 200 military planners from 30 nations have worked intensively for weeks, with Ukraine and including reconnaissance in Ukraine, led by UK personnel. 

    Last week at the Summit, President Macron and Prime Minister Keir Starmer said that this initial phase of detailed military planning has concluded. 

    And I can confirm that the military command and control structures have now been agreed for a future ‘Multinational Force Ukraine’. 

    The Force’s mission will be to strengthen Ukraine’s defences on the land, at sea, and in the air because the Ukrainian Armed Forces are the best deterrent against future Russian aggression. 

    It will include a 3-star multi-national command headquarters in Paris, rotating to London after 12 months.

    And when the force deploys, there will be a coordination headquarters in Kyiv, headed by a UK 2-star military officer.

    It will regenerate land forces by providing logistics, armament and training experts. 

    It will secure Ukraine’s skies by using aircraft to deliver levels of support similar to that for NATO’s Air Policing mission. 

    And it will support safer seas by bolstering the Black Sea Task Force with additional specialist teams. 

    When peace comes, we will be ready.  

    When peace comes, we will play our part in securing it for the long term. 

    And next month on 24 August, Ukrainians will gather to celebrate their Independence Day.

    For another year, the anniversary of Ukraine’s liberation will be marked under the pain of occupation.

    Whatever else commands the world’s attention, we must never lose sight of this war, we must never lose sight of Putin’s brutal, illegal invasion of this proud and sovereign nation. 

    And we must never forget the price Ukraine is paying, fighting for its own freedom – and the security of all free nations, including our own. 

    Madame Deputy Speaker, the UK will stand with the Ukrainian people: today, tomorrow, the day after, and for as long it takes for Ukraine to prevail.
