  • MIL-Evening Report: The Rainbow Warrior saga. Part 2: Nuclear refugees in the Pacific – the evacuation of Rongelap

    On the last voyage of the Rainbow Warrior prior to its sinking by French secret agents in Auckland harbour on 10 July 1985 the ship had evacuated the entire population of 320 from Rongelap in the Marshall Islands.

    After conducting dozens of above-ground nuclear explosions, the US government had left the population in conditions that suggested the islanders were being used as guinea pigs to gain knowledge of the effects of radiation.

    Cancers, birth defects, and genetic damage ripped through the population; their former fisheries and land are contaminated to this day.

    Denied adequate support from the US – they turned to Greenpeace with an SOS: help us leave our ancestral homeland; it is killing our people. The Rainbow Warrior answered the call.

    Human lab rats or our brothers and sisters?
    Dr Merrill Eisenbud, a physicist in the US Atomic Energy Commission (AEC) famously said in 1956 of the Marshall Islanders:  “While it is true that these people do not live, I might say, the way Westerners do, civilised people, it is nevertheless also true that they are more like us than the mice.”

    Dr Eisenbud also opined that exposure “would provide valuable information on the effects of radiation on human beings.”  That research continues to this day.

    A half century of testing nuclear bombs
    Within a year of dropping nuclear bombs on Hiroshima and Nagasaki, the US moved part of its test programme to the central Pacific.  Bikini Atoll in the Marshall Islands was used for atmospheric explosions from 1946 with scant regard for the indigenous population.

    In 1954, the Castle Bravo test exploded a 15-megaton bomb —  one thousand times more deadly than the one dropped on Hiroshima.  As a result, the population of Rongelap were exposed to 200 roentgens of radiation, considered life-threatening without medical intervention. And it was.

    Total US tests equaled more than 7000 Hiroshimas.  The Clinton administration released the aptly-named Advisory Committee on Human Radiation Experiments (ACHRE), report in January 1994 in which it acknowledged:

    “What followed was a program by the US government — initially the Navy and then the AEC and its successor agencies — to provide medical care for the exposed population, while at the same time trying to learn as much as possible about the long-term biological effects of radiation exposure. The dual purpose of what is now a DOE medical program has led to a view by the Marshallese that they were being used as ‘guinea pigs’ in a ‘radiation experiment’.

    This impression was reinforced by the fact that the islanders were deliberately left in place and then evacuated, having been heavily radiated. Three years later they were told it was “safe to return” despite the lead scientist calling Rongelap “by far the most contaminated place in the world”.

    Significant compensation paid by the US to the Marshall Islands has proven inadequate given the scale of the contamination.  To some degree, the US has also used money to achieve capture of elite interest groups and secure ongoing control of the islands.

    The US took the Marshall Islands from Japan in 1944.  The only “right” it has to be there was granted by the United Nations which in 1947 established the Trust Territory of the Pacific Islands, to be administered by the United States.

    What followed was an abuse of trust worse than rapists at a state care facility.  Using the very powers entrusted to it to protect the Marshallese, the US instead used the islands as a nuclear laboratory — violating both the letter and spirit of international law.

    Fellow white-dominated countries like Australia and New Zealand couldn’t have cared less and let the indigenous people be irradiated for decades.

    The betrayal of trust by the US was comprehensive and remains so to this day:

    Under Article 76 of the UN Charter, all trusteeship agreements carried obligations. The administering power was required to:

    • Promote the political, economic, social, and educational advancement of the people
    • Protect the rights and well-being of the inhabitants
    • Help them advance toward self-government or independence.

    Under Article VI, the United States solemnly pledged to “Protect the inhabitants against the loss of their lands and resources.”  Very similar to sentiments in New Zealand’s Treaty of Waitangi.  Within a few years the Americans were exploding the biggest nuclear bombs in history over the islands.

    Within a year of the US assuming trusteeship of the islands, another pillar of international law came into effect: the Universal Declaration of Human Rights (1948) — which affirms the inherent dignity and equal rights of all humans. Exposing colonised peoples to extreme radiation for weapons testing is a racist affront to this.

    America has a long history of making treaties and fine speeches and then exploiting indigenous peoples.  Last year, I had the sobering experience of reading American military historian Peter Cozzens’ The Earth is Weeping, a history of the “Indian wars” for the American West.

    The past is not dead: the Marshall Islands are a hive of bases, laboratories and missile testing; Americans are also incredibly busy attacking the population in Gaza today.

    Eyes of Fire – the last voyage of the Rainbow Warrior
    Had the French not sunk the Rainbow Warrior after it reached Auckland from the Rongelap evacuation, it would have led a flotilla to protest nuclear testing at Moruroa in French Polynesia.  So the bookends of this article are the abuse of defenceless people in the charge of one nuclear power — the US —  and the abuse of New Zealand and the peoples of French Polynesia by another nuclear power — France.

    This incredible story, and much more, is the subject of David Robie’s outstanding book Eyes of Fire: The Last Voyage and Legacy of the Rainbow Warrior, published by Little Island Press, which has been relaunched to mark the 40th anniversary of the French terrorist attack.

    A new prologue by former prime minister Helen Clark and a preface by Greenpeace’s Bunny McDiarmid, along with an extensive postscript which bring us up to the present day, underline why the past is not dead; it’s with us right now.

    Between them, France and the US have exploded more than 300 nuclear bombs in the Pacific. Few people are told this; few people know this.

    Today, a matrix of issues combine — the ongoing effects of nuclear contamination, sea rise imperilling Pacific nations, colonialism still posing immense challenges to people in the Marshall Islands, Kanaky New Caledonia and in many parts of our region.

    Unsung heroes
    Our media never ceases to share the pronouncements of European leaders and news from the US and Europe but the leaders and issues of the Pacific are seldom heard. The heroes of the antinuclear movement should be household names in Australia and New Zealand.

    Vanuatu’s great leader Father Walter Lini; Oscar Temaru, Mayor, later President of French Polynesia; Senator Jeton Anjain, Darlene Keju-Johnson and so many others.

    Do we know them?  Have we heard their voices?

    Jobod Silk, climate activist, said in a speech welcoming the Rainbow Warrior III to Majuro earlier this year:  “Our crusade for nuclear justice intertwines with our fight against the tides.”

    Former Tuvalu PM Enele Sapoaga castigated Australia for the AUKUS submarine deal which he said “was crafted in secret by former Prime Minister Scott Morrison with no public discussion.”

    He challenged the bigger regional powers, particularly Australia and New Zealand, to remember that the existential threat faced by Pacific nations comes first from climate change, and reminded New Zealanders of the commitment to keeping the South Pacific nuclear-free.

    Hinamoeura Cross, a Tahitian anti-nuclear activist and politician, said in a 2019 UN speech: “Today, the damage is done. My people are sick. For 30 years we were the mice in France’s laboratory.”

    Until we learn their stories and know their names as well as we know those of Marco Rubio or Keir Starmer, we will remain strangers in our own lands.

    The Pacific owes them, along with the people of Greenpeace, a huge debt.  They put their bodies on the line to stop the aggressors. Greenpeace photographer Fernando Pereira, killed by the French in 1985, was just one of many victims, one of many heroes.

    A great way to honour the sacrifice of those who stood up for justice, who stood for peace and a nuclear-free Pacific, and who honoured our own national identity would be to buy David Robie’s excellent book.

    President Cyril Ramaphosa has reaffirmed South Africa’s commitment to strengthening bilateral trade and investment ties with Austria, highlighting a range of mutually beneficial opportunities across key economic sectors.

    Speaking at the South Africa-Austria Business Forum in Pretoria on Friday, President Ramaphosa underscored the importance of deepening economic collaboration between the two countries.

    “It is my pleasure to address the South Africa-Austria Business Forum at this important time, as we seek to further deepen economic ties between our countries. 

    “Austria and South Africa enjoy strong bilateral trade and investment relations spanning energy, industrial technology, pharmaceuticals and vocational training,” he said.

    The President noted that trade between the two countries has been steadily increasing, with several Austrian companies operating in South Africa through direct investments, distribution, sales offices and service projects.

    “There are many more opportunities for investment by Austrian companies in South Africa. There are opportunities in areas such as renewable energy generation, agro-processing and component manufacturing opportunities. 

    “There are also opportunities in critical minerals beneficiations, pharmaceuticals, technology and innovation, among others,” President Ramaphosa said.

    South Africa, he said, is showing signs of recovery following recent economic challenges. The improvement in electricity supply and a moderation in inflation are among the encouraging signs.

    He detailed the role of the country’s Infrastructure Fund, which has mobilised blended financing to support major projects across several sectors. At the same time, structural reforms are being implemented to enhance the efficiency and competitiveness of energy and logistics sectors.

    As the global economy transitions towards greener alternatives, President Ramaphosa said South Africa is positioning itself as a front-runner in the green and digital economy.

    “South Africa has developed a regulatory framework to harness the potential of the hydrogen economy. We are actively developing an industrial plan to support the growth of electric vehicle and battery production,” he said. 

    This industrial strategy includes incentives for manufacturers, investment in charging infrastructure and localisation of components. It is supported by an enabling policy environment, including the expansion of special economic zones and active participation in the African Continental Free Trade Area (AfCFTA). 

    “Our special economic zones offer an internationally competitive value proposition with an attractive suite of incentives,” he noted.

    President Ramaphosa said the AfCFTA will remove trade barriers and unlock greater investment opportunities, particularly for Austrian businesses looking to enter new markets across the continent.

    “It will drive a wave of industrialisation and create dynamic regional value chains. This presents opportunities for Austrian businesses and investors,” he said.

    Highlighting South Africa’s role as an anchor in regional value chains, he said the country’s manufacturing sector sources inputs from across the continent, which are then exported as finished goods.

    South Africa also offers rich reserves of critical minerals for the energy transition, especially platinum group metals, giving it a competitive edge in producing sustainable energy technologies.

    Beyond investment, President Ramaphosa said, South African businesses are keen to explore Austrian opportunities, particularly in organic food markets, renewable energy, and supply chains across mining, automotive and other sectors.

    France forwards Marie-Antoinette Katoto and Sandy Baltimore scored first-half goals as they beat reigning champions England 2-1 in their Women’s Euro Group D opener on Saturday, handing Lionesses manager Sarina Wiegman her first defeat at the finals of the competition.

    After championship-winning runs with Netherlands in 2017 and England in 2022, Wiegman came into the game unbeaten in 12 games at the Euro finals, but the beginning of the end of that run came when Katoto scored from close range in the 36th minute.

    Her goal was the result of a brilliantly simple counter-attack, with Elisa De Almeida winning the ball and sending it down the line for Delphine Cascarino to chase and she squared it perfectly for Katoto to score with a simple finish.

    The tattered bromance between Republican President Donald Trump and his main campaign financier Elon Musk took another fractious turn on Saturday when the space and automotive billionaire announced the formation of a new political party, saying Trump’s “big, beautiful” tax bill would bankrupt America.

    A day after asking his followers on his X platform whether a new U.S. political party should be created, Musk declared in a post on Saturday that “Today, the America Party is formed to give you back your freedom.”

    “By a factor of 2 to 1, you want a new political party and you shall have it!” he wrote.

    The announcement from Musk comes after Trump signed his self-styled “big, beautiful” tax-cut and spending bill into law on Friday, which Musk fiercely opposed.

    Musk, who became the word’s richest man thanks to his Tesla car company and his SpaceX satellite firm, spent hundreds of millions on Trump’s re-election and led the Department of Government Efficiency from the start of the president’s second term aimed at slashing government spending.

    The two have since fallen out spectacularly over disagreements about the bill.

    Musk said previously that he would start a new political party and spend money to unseat lawmakers who supported the bill.

    Trump earlier this week threatened to cut off the billions of dollars in subsidies that Musk’s companies receive from the federal government.

    Republicans have expressed concern that Musk’s on-again, off-again feud with Trump could hurt their chances to protect their majority in the 2026 midterm congressional elections.

    Asked on X what was the one thing that made him go from loving Trump to attacking him, Musk said: “Increasing the deficit from an already insane $2T under Biden to $2.5T. This will bankrupt the country.”

    He referenced the growth of Greece from subjugation to preeminence in the ancient world in another tweet, saying: “The way we’re going to crack the uniparty system is by using a variant of how Epaminondas shattered the myth of Spartan invincibility at Leuctra: Extremely concentrated force at a precise location on the battlefield.”

    There was no immediate comment from Trump or the White House on Musk’s announcement.

    The feud with Trump, often described as one between the world’s richest man and the world’s most powerful, has led to several precipitous falls in Tesla’s share price.

    The stock soared after Trump’s November reelection and hit a high of more than $488 in December, before losing more than half of its value in April and closing last week out at $315.35.

    Despite Musk’s deep pockets, breaking the Republican-Democratic duopoly will be a tall order, given that it has dominated American political life for more than 160 years, while Trump’s approval ratings in polls in his second term have generally held firm above 40 percent, despite often divisive policies.

    The 22nd International Junior Science Olympiad (IJSO 2025) will be held in Russia from November 23 to December 2. The order to this effect has been signed.

    The federal territory of Sirius will be the venue for the Olympiad. By July 16, the Ministry of Education must approve the composition of the organizing committee for its preparation and holding, as well as the plan of relevant events.

    The Ministry of Foreign Affairs will provide visas to participants and guests of the event, as well as journalists, without charging fees.

    IJSO is an international multidisciplinary Olympiad for schoolchildren under 15 years old. The students are required to have both theoretical knowledge and experimental skills in 3 subjects: physics, chemistry and biology.

    The Olympiad has been held annually in December since 2004. In previous years, IJSO was held in Germany, the Netherlands, Romania, Azerbaijan, the UAE, Indonesia, Thailand, Taiwan, South Korea, India, Iran, South Africa, Qatar, Argentina, Brazil, Columbia, Nigeria, and Botswana. Teams from over 70 countries participate in it.

  • MIL-OSI United Nations: UNDRR and INTOSAI WGEA deepen collaboration on environmental auditing for disaster risk reduction

    The United Nations Office for Disaster Risk Reduction (UNDRR) joined global auditors at the Assembly of the International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Environmental Auditing (WGEA), that took place in Malta from 1 to 3 July 2025. Represented by Mr. Animesh Kumar, Head of the UNDRR Office in Bonn, UNDRR’s engagement underscores its growing collaboration with WGEA to strengthen national oversight of disaster risk reduction (DRR) through environmental auditing.

    Driving risk-informed governance through auditing

    Supreme Audit Institutions (SAIs) are key national actors in ensuring governments are prevent and are prepared for disasters and climate-related shocks. Through WGEA, INTOSAI supports SAIs in conducting performance audits that evaluate how well countries manage environmental risks-including resilience to floods, extreme heat, and other natural hazards.

    UNDRR’s participation at the WGEA Assembly reflects a strategic alignment: both institutions promote stronger national accountability for climate change adaptation and disaster risk reduction, grounded in international frameworks like the Sendai Framework for Disaster Risk Reduction 2015-2030, the Paris Agreement and the Sustainable Development Goals.

    “The official data and metrics, and other disaster risk reduction tools coordinated by UNDRR, and the work of Supreme Auditing Institutions are closely aligned. The two entities can co-benefit by collaborating in their collective efforts to strengthen accountability and transparency in risk governance,” said Animesh Kumar.

    Audits can reveal gaps in planning, coordination, and implementation-and offer pathways to improved governance. The WGEA’s audit database already includes 59 audits related to DRR, such as:

    • India: Reviewing groundwater and stormwater systems to reduce urban flood risk.
    • Turkey: Auditing early warning systems and local flood preparedness.
    • UK: Assess preparedness for future extreme weather events

    Mr Charles Deguara, Auditor General of Malta said: “In the present circumstances, urgent and united action is required to ensure climate risk issues are duly addressed. It is our role, as national audit institutions, to assist our administrations through our audit work.” From data to action

    UNDRR brings extensive expertise in disaster risk governance, robust data systems, and a strong global convening role-uniquely positioning it to support SAIs in evaluating climate change adaptation and disaster risk reduction (DRR) strategies.

    Building on this momentum, UNDRR and WGEA are exploring collaboration on knowledge building, capacity development and data sharing on disaster risk reduction audits. This initiative aims to build a skilled network of auditors ready to integrate DRR and adaptation into their national audit agendas, bolstered by growing coherence between DRR and climate action.

    “Building resilience to climate and disaster risks requires coherent policies, consistent implementation, and strong oversight. Through the WGEA, we support audit institutions in promoting accountability and helping ensure that climate and disaster risk policies are aligned, effective, and transparent”, highlighted Mr Sami Yläoutinen, the Auditor General of the National Audit Office of Finland, and the current chair of INTOSAI WGEA.

    As WGEA expands its focus on climate and disaster-related audits, sustained collaboration with UNDRR can enhance policy coherence and strengthen accountability. By integrating disaster risk into environmental audits, this partnership will help translate global frameworks into national results, advancing resilience, transparency, and sustainable development.

    I am honoured to deliver his remarks on this historic occasion:

    It is with deep emotion that I send these words to a country I hold close to my heart.

    As Secretary-General of the United Nations, as former Prime Minister of Portugal, and as a long-time friend, I am honoured to mark this fiftieth anniversary of Cabo Verdean independence and partnership with the United Nations.

    Cabo Verde has shaped my conscience and conviction. 

    And I celebrate with you the enduring spirit of the povo cabo-verdiano – a people whose determination has long outshone the constraints of geography.

    Dear friends,

    The story of Cabo Verde is a story of freedom reclaimed.

    On July 5, 1975, the world bore witness to the birth of a new Republic.

    After centuries of colonial rule, the people of Cabo Verde – together with their brothers and sisters in Guinea-Bissau – rose up to demand self-determination.

    As a Portuguese citizen, I cannot speak of Cabo Verde without acknowledging the deep and complex history we share – a history marked by pain, injustice, but also by solidarity.

    I carry with me the memory of walking through the gates of the former Tarrafal concentration camp — in the company of Edmundo Pedro and Sérgio Vilarigues, who had endured its horrors.

    Their stories of suffering and resistance are etched into my memory.

    Today, we honour so many heroes of that struggle – heroes like Amílcar Cabral. 

    Receiving the Order of Amílcar Cabral by Prime Minister Carlos Veiga, remains one of the greatest honours of my life.

    Dear friends,

    From the beginning, Cabo Verde chose the harder path:

    Stability over strife.

    Dialogue over division.

    The peaceful transition to independence, the embrace of democracy and good governance… a model that endures.

    Cabo Verde is also a wonder of geography.

    Ten volcanic islands scattered across the Atlantic, bound by morabeza – that singular warmth and grace that define the Cabo Verdean soul.

    But it is the people who truly set Cabo Verde apart.

    A culture that is at once rooted and global, melancholic and joyful.

    This nation gave the world morna — a music of sodade, of longing for home across distant seas.

    It brought us the timeless voice of Cesária Évora, who sang from Mindelo to the world – and made every listener feel a little closer to Cabo Verde.

    Dear friends,

    When Cabo Verde gained independence, many may have doubted. 

    Yet five decades later, you stand as a middle-income country and a champion of peace and equality.

    As Prime Minister of Portugal, I had the privilege of working closely with Cabo Verde to deepen our cooperation.

    I recall with pride the signing of the Acordo de Cooperação Cambial – a monetary agreement that was more than a technical arrangement.

    It was a bridge between our economies, a symbol of trust, and a recognition of Cabo Verde’s growing role on the global stage.

    And through it all, you have remained true to your values.

    Welcoming migrants.

    Upholding the rule of law.

    And staying true to the principles of solidarity and open cooperation.

    I saw these values in action during my last visit.

    At the port of Mindelo, I watched the sails of the Ocean Race rise against the horizon — a striking reminder of Cabo Verde’s openness, resolve, and connection to the wider world.

    What stayed with me was not just the race, but the spirit onshore — young people learning, communities coming together, leaders thinking boldly about the future.

    It reinforced what I have always felt: Cabo Verde is not just navigating the tides of change — it is helping to chart the course.

    And the United Nations has been honoured to journey with you.

    From the earliest development plans — schools, health systems, and social protection;

    To our shared work on food security, disaster resilience, and democratic institutions;

    From supporting the graduation from Least Developed Country status;

    To cooperating on climate action, ocean conservation, biodiversity protection, renewable energy;

    And advancing the Multidimensional Vulnerability Index — a vital tool to reflect the unique challenges of small island developing countries.

    Together, we are exploring new frontiers: the blue economy, digital inclusion, and diaspora engagement.

    And today, as we celebrate your past, we also recommit to your future.

    A future shaped by resolve.

    Cabo Verde knows, more than most, the realities of climate change.

  • MIL-OSI Africa: Eritrea: Strong Start by Biniam Girmay at 112th Tour de France

    Eritrean Olympian Biniam Girmay of Belgian team Intermarché-Wanty kicked off the 112th edition of the Tour de France with an impressive second-place finish in the opening stage.

    The 184.9 km race was completed in 3 hours, 53 minutes, and 5 seconds, with Jasper Philipsen of Alpecin-Deceuninck claiming first place. Biniam crossed the finish line with the same time, narrowly missing the top spot but asserting his presence early in the competition.

    In the intermediate sprint, Biniam secured third place and earned 15 points in the green jersey classification. As a result, he enters Stage Two ranked second overall in both the yellow and green jersey standings and leads the white jersey category for best young rider.

    The second stage of the Tour will continue on Sunday with a 209.1 km route.

    Biniam Girmay made history in the 111th edition of the Tour de France last year, winning three stages and becoming the first Black African cyclist to win the prestigious green jersey.

    The Secretary for Culture, Sports and Tourism, Miss Rosanna Law, continued her visit to Paris, France.

    On July 4 (Paris time), Miss Law met with the Deputy General Manager of the French National Centre of Cinema (CNC) Mr Olivier Henrard. The CNC oversees France’s policies related to cinema, audiovisual arts, digital creations, and video games. Mr Henrard highlighted the platforms provided by Hong Kong that have facilitated connections between film professionals from the two places. Miss Law underlined the Government of the Hong Kong Special Administrative Region’s commitment to supporting the creative industries and strengthening global partnerships in filmmaking, noting the significant potential for deeper collaboration between Hong Kong and France in this field.

    Miss Law also met with the Deputy Mayor of Paris Mr Arnaud Ngatcha to explore opportunities for enhancing cultural and tourism ties between Hong Kong and France. During their inspiring discussions, Miss Law expressed her gratitude for the collaborative efforts between museums in both regions. She also introduced the Hong Kong Wine and Dine Festival, a signature annual event organised by the Hong Kong Tourism Board, and shared her mission during her upcoming stop in Bordeaux to reconnect with the wine industry and community for potential collaborations. Mr Ngatcha expressed openness to strengthening partnerships in culture and tourism and shared insights on how to engage local communities in hosting large-scale events, drawing from Paris’s experience with the Olympic Games.

    Earlier that morning, Miss Law toured Notre-Dame de Paris, where she learnt about the cathedral’s ongoing restoration efforts and its significance as a global tourist attraction.

    Miss Law also met with the President of the Grand Palais, Mr Didier Fusillier, where discussions centred on the versatility of the Grand Palais as a venue for cultural, sports, and major events. Inspired by the Grand Palais innovative use of space for events and exhibitions, Miss Law remarked the potential for incorporating similar techniques in Hong Kong’s venues, particularly the new state-of-the-art Kai Tak Sports Park. She emphasised her vision of enhancing Hong Kong’s global profile through multi-disciplinary events of varying scales.

    On July 5 (Paris time), Miss Law visited two of Paris’s most renowned museums: the Musée National des Arts Asiatiques – Guimet and the Musée d’Orsay. She recognised the distinctive cultural and artistic importance of each institution. With the mission of reinforcing Hong Kong as a premier cultural hub, Miss Law gained some thoughts to explore opportunities for strengthening cultural exchanges between Hong Kong and France through exhibitions, partnerships, and knowledge sharing.

    TUV leader Jim Allister told the ‘Glasgow Twelfth’ the very substance and existence of the United Kingdom was at risk because of the Protocol/Windsor Framework.

    “The constitutional basis of your membership of the U.K., the Act of Union 1707, and Northern Ireland’s, the Act of Union 1800, are identical in form and substance. Each is built on the twin pillars of a political union and an economic union. Art 3 of each of our Acts of Union affirm a political union through a single sovereign parliament for the whole nation; and each of our Articles 6 guarantee unfettered trade between and within all parts of the Kingdom.

    “It is the latter, of course, that has been trashed by the union-dismantling Windsor Framework, because it fetters trade with NI by establishing an EU border to entrap NI within its territory and control.

    “Whereas England, Scotland Wales left the EU, Northern Ireland was left behind under its Customs Code and in its Single market for goods, meaning in 300 areas of law we are governed by foreign laws we don’t make and can’t change. That is not just a democratic outrage, but a deliberate building block for Irish unity as NI is now governed in those 300 areas by the identical laws as the Republic of Ireland. And as these are the laws that shape our trade and economy they are inexorably building the stepping stone of an all-Ireland economy, which always was the intended design of the Windsor Framework.

    “Hence, why anyone worthy of the name ‘unionist’ rejects the Windsor Framework in all its parts.

    “In that rejection we ask for the support of our fellow citizens in Scotland who equally recognise threat to our Union when they see it, because you, like us, live under the blight of a separatist First Minister, though you are spared the obscenity of being told there was no alternative to the murder of your kith and kin.

    “Going forward, there is common cause in rebuilding and restoring our Union, so that the natural affinity between Scotland and Northern Ireland – which is reflected in what we celebrate today – is accentuated, not blocked with preposterous trade barriers and the heavy hand of EU colonial rule, from which you have been spared, but by which we are still benighted.

    “Your covenanting forefathers knew the strength and value of covenanting together to defend what mattered; may we together with determination covenant to not rest until all our nation is free of the foreign rule of Brussels diktats.”

With special policy support, the pilot zone has introduced 485 advanced drugs and medical devices that have been approved abroad but have not yet entered the domestic market, benefiting more than 130,000 patients.

    Canadian figure skating coach Mark Batka, suffering from growing tumors on his chest and back that were hampering his ability to work, decided to have surgery during a four-day recuperation trip to the pilot zone.

    “In Canada it’s more expensive and it takes time to get an appointment for the surgery. And since I was here, I decided to give it a try and I was very happy, I think it went very well,” he said.

    Mark Batka is just one of many foreign visitors who have taken advantage of the medical services at the pilot zone, which offers a world-class package of services, from premium medical check-ups and a combination of traditional Chinese and Western treatments to cultural experiences such as incense tasting, tea ceremonies and calligraphy.

    Boao Yiling Life Support Center, a leading provider of comprehensive medical services in the pilot zone, provides a wide range of services such as health care, disease prevention, specific therapies, rehabilitation and mental health.

    Janet Wong, who went on a Canadian wellness tour with Mark Batka, said she was impressed by the high-quality medical check-up she received at the centre.

    “We were so surprised from the very beginning when we arrived,” she said, adding that the treatment was excellent and the medical examination incredibly thorough.

    “In a way, it really does feel like a vacation,” said Stephanie Wing See Yau, another member of the Canadian group, calling the centre a truly world-class facility.

    “It’s really impressive how they’ve put all these treatments together in one place,” she said, noting that she was glad to see that there was a focus on overall wellness, not just physical wellness but mental wellness as well. She described her trip as a great experience and said she would definitely recommend it to friends.

    As part of the pilot zone’s efforts to develop health tourism, 25 specialized routes have been launched, tailored to different needs, from traditional Chinese medicine and chronic disease treatment to high-end medical check-ups and medical cosmetology. These routes are increasingly popular around the world. The pilot zone has also become a key platform supporting Hainan’s efforts to become a hub for international tourism and consumption.

    By the end of 2024, more than 410,000 people had taken medical tours in the pilot zone, which is 36.76 percent more than in the previous year. Since the beginning of this year, 188,300 tourists from countries such as Canada, Spain, Russia, Uzbekistan and Cuba have already visited the zone to use medical services.

    Kareldus Agas, an official with the International Tourism Promotion Department of Indonesia’s Ministry of Tourism and Creative Economy, was deeply impressed by the comprehensive services at the pilot zone after visiting some wellness projects and traditional cultural activities, including calligraphy and cupping.

    He said that Boao Lecheng not only offers advanced medical services, but also a harmonious combination of relaxation, wellness and spiritual healing, creating a truly unforgettable experience. He expressed a strong desire to visit the area again, even without a medical request, just to enjoy the unique feeling of relaxation he felt there.

    The pilot zone has established partnerships with more than 180 pharmaceutical companies and medical equipment manufacturers from 20 countries, providing access to advanced international medical services for both domestic and foreign visitors, said He Ying, an official with the Boao Lecheng International Health Tourism Pilot Zone.

    He added that the zone will continue to strengthen its service platforms and capacity to receive foreign tourists with the aim of becoming a world-class health tourism destination.

  • Prime Minister Narendra Modi: The Global Statesman of Our Times

    Since the Second World War, almost eight decades ago, no leader had captivated the global imagination until the late 2010s.

    The majority of the Cold War years were lost to the political turmoil that plagued the nations in the West. In the Soviet Union, the leaders were infamous for weakening the once grand empire. Even the American Presidents could not escape the curse of time, and eventually, the world entered the 20th century with crises that hinted at imminent conflicts.

    Back home in India, the political leadership was largely contained within one party, and further, within one family.

    Not choosing to align with a bloc, India went for the non-aligned movement, and in hindsight, we were everywhere, and yet, nowhere. When Chief Minister Narendra Modi was elevated to the higher office in Delhi in 2014, a nation of more than 120 Crore people was not only looking at a new leadership framework to guide the nation, but also a new perspective to take India’s message to the world.

    In Narendra Modi, the country saw the resolve of a national leader and the vision of a global statesman.

    The last eleven years have been of global turmoil. The 2010s witnessed the incapacity of several Western nations, including the United States of America, to shake off the economic horrors of the Great Recession of 2008.

    Just when the nations were getting their economic trajectory back on track, the pandemic, the most gruesome in a century, hit the world in 2020. This was followed by the global supply chain crisis in 2020-21, the Russia-Ukraine War in 2022, and the Middle East tensions in 2023. In the decade PM Modi has governed India, the world has been in a constant state of chaos.

    In this constant state of chaos, the political leadership across countries has been impacted as well. America saw the exit of a Democratic President in 2016, only to witness the return of another leader from the same party in 2020.

    Across Europe, governments found their mandates dented post-pandemic, if not snatched altogether. Even China, which began the 2010s with geopolitical heft, was marred in its economic challenges by early 2020s, and while the leadership remains, resistance against the Communist Party is attaining a point of inevitability.

    It is in this decade PM Modi cemented his position globally. While the combination of welfare programs, strong economic growth, prudent fiscal management, infrastructure push, and rapid digitalisation ushered the nation ahead under his leadership, the last decade was also of diplomacy with a difference.

    India, under Prime Minister Narendra Modi, was no longer a mute spectator nor a submissive commentator. India’s assertion was visible in the early months of the Narendra Modi Government. Diplomacy had several facets, from rescue operations to humanitarian aids, from enhancing economic relations to collaborating on modern technologies.

    In 2022, PM Modi’s stellar move to balance national economic interests with geopolitical intricacies resulted in India increasing its share of oil imports from Russia. Eventually, even the Europeans had to follow India’s cue. Post-2023 and the October attack on Israel, India’s global stance on the Middle East was consistent with the sensitivities of the region.

    PM Modi’s diplomatic approach has been about prioritising the relationship before the returns, and that is what explains the constant push in African countries, and even some South American countries. Many countries that were earlier ignored under the previous governments are now active partners.

    Interestingly, the Modi Doctrine has also been about evolving with time. Eleven years is a long time, and countries do diverge on several issues. Case in question is Turkey. While the nation responded to India’s humanitarian aid with drones to Pakistan, PM Modi was quick to send them a direct reminder during his visit to Cyprus.

    Modi’s diplomacy has several shades, and several countries have embraced it as well, which explains the number of honours for the Prime Minister. Earlier today, PM Modi has been conferred with Ghana’s highest state honor, the Officer of the Order of the Star of Ghana, marking a significant milestone in his global recognition. This award is part of an impressive collection of 24 international honors celebrated by 140 crore Indians, symbolizing India’s relentless rise on the world stage.

    The accolades span a wide range of nations, including Cyprus’s Grand Cross of the Order of Makarios III, Sri Lanka’s Mitra Vibhushana, Mauritius’ Grand Commander of the Order of the Star & Key of the Indian Ocean, Kuwait’s Order of Mubarak Al Kabeer, Guyana’s Order of Excellence, Barbados’ Order of Freedom, Nigeria’s Grand Commander of the Order, and Dominica’s Dominica Award of Honour.

    Additional distinctions come from Russia’s Order of St. Andrew the Apostle, Greece’s Grand Cross of the Order of Honour, France’s Grand Cross of the Legion, Egypt’s Order of the Nile, Republic of Palau’s Ebakl Award, Papua New Guinea’s Order of Logohu, Fiji’s Companion of the Order of Fiji, and Bhutan’s Order of the Druk Gyalpo.

    The list of honors continues with the US Government’s Legion of Merit, Bahrain’s King Hamad Order of the Renaissance, Maldives’ Order of the Distinguished Rule of Nishan Izzuddin, United Arab Emirates’ Order of Zayed Award, Palestine’s Grand Collar of the State of Palestine Award, Afghanistan’s State Order of Ghazi Amir Amanullah Khan, and Saudi Arabia’s Order of King Abdulaziz.

    PM Narendra Modi will be conferred with Trinidad and Tobago’s highest civilian honour, The Order of the Republic of Trinidad and Tobago, his 25th sovereign honour.

    PM Modi is a global statesman of our times. Since Franklin D. Roosevelt, no leader has been so instrumental to a world that is rapidly changing. Eleven years in office, and only half done in all probability, the Prime Minister has a lot to offer to the world in terms of global leadership. He’s India’s strongest voice, sincerest messenger, and the most stupendous testament to a nation that is rediscovering its civilizational place in the world.

    Carrying a red floral wreath bearing his shirt number, Diogo Jota’s Liverpool teammates joined relatives and residents in a small Portuguese town on Saturday for the funeral of the soccer star, who died with his brother in a car crash on Thursday.

    Club captain Virgil Van Dijk, goalkeeper Caoimhin Kelleher and manager Arne Slot were among Liverpool teammates past and present who attended the service in Gondomar for the striker and his brother, Andre Silva.

    The English Premier League stars carried two floral tributes in the club’s red colour into the chapel, each in the shape of a shirt.

    The one carried by Van Dijk had the number 20 written in white flowers, which Jota wore on his Liverpool shirt.

    The other bore the number 30, which was worn by Jota’s brother, who played for FC Peñafiel in Portugal’s second division.

    Dressed in black and with their heads bowed, the teammates entered the church in silence. The only sound was the applause from the crowd outside.

    Rute Cardoso, who married her childhood sweetheart Jota only weeks before the fatal crash, arrived with relatives.

    Hundreds of residents of Gondomar, a small town in northern Portugal where Jota grew up, gathered outside.

    The private service was presided over by the Bishop of Porto, Manuel Linda.

    In an emotional homily addressed to Jota’s parents, his wife and their three young children, Linda said “solidarity in love is always stronger than death”.

    Teammates from the Portugal national squad including Bernardo Silva and Bruno Fernandes, who both play in the English Premier League, also attended the service.

    “Jota will always be in our hearts. He will always be present at every breakfast, lunch, dinner, at all our national team get-togethers, at our PlayStation games, at our card games,” Silva told Portuguese broadcaster TVI.

    Jota’s death at the age of 28 sent shock waves through the world of soccer and beyond, with messages of condolences pouring in from national leaders as well as across the sport.

    Fans continued to lay flowers and other tributes to the striker on Saturday outside Liverpool’s Anfield stadium.

    The brothers were believed to have been driving to a ferry in Spain to travel to Britain when their Lamborghini veered off the road and burst into flames after midnight on Thursday. Police said they suspected a tyre had burst.

    PARIS, July 5 (Xinhua) — China and France should continuously deepen people-to-people and cultural exchanges, establish a model of civilizational exchanges between China and Europe and around the world, and promote the building of a community with a shared future for mankind, said Chinese Foreign Minister Wang Yi, a member of the Politburo of the Communist Party of China Central Committee and co-chairman of the 7th meeting of the China-France High-Level People-to-People Exchange Mechanism, along with French Foreign Minister Jean-Noel Barrot, here on Friday.

    Guided by the consensus of the two leaders, China and France have accelerated cooperation in many fields and achieved rich results over the past year, Wang said. Highlighting the success of the China-France Year of Culture and Tourism, he noted that hundreds of events have been held and more than 6,000 French students have visited China for exchanges and studies.

    According to Wang Yi, the two sides have also started to hold thematic events, such as on carbon neutrality, preservation and restoration of cultural relics, or health care. This has demonstrated the viability of cultural and humanitarian exchanges between the two countries, he said.

    In this regard, he made four proposals.

    Secondly, it is necessary to develop cooperation at the subnational level.   • MIL-Evening Report: Greenpeace chief recalls New Zealand’s nuclear free exploits, seeks ‘peace’ voice for Gaza

    Greenpeace Aotearoa executive director Russel Norman today recalled New Zealand’s heyday as a Pacific nuclear free champion in the 1980s, and challenged the country to again become a leading voice for “peace and justice”, this time for the Palestinian people.

    He told the weekly Palestinian solidarity rally in Auckland’s central Te Komititanga Square that it was time for New Zealand to take action and recognise the state of Palestine and impose sanctions on Israel over its Gaza atrocities.

    “From 1946 to 1996, over 300 nuclear weapons were exploded across the Pacific and consistently the New Zealand government spoke out against it,” he said.

    “It took cases to the International Court of Justice, supported by Australia and Fiji, against the nuclear testing across the Pacific.

    “Aotearoa New Zealand was a voice for peace, it was a voice for justice, and when the French government bombed the Greenpeace ship Rainbow Warrior here and killed Fernando Pereira, it spoke out and took action against France.”

    He said New Zealand could return to that global leadership as a small and peaceful country.

    New Zealand will this week be commemorating the 40th anniversary of the bombing of the Rainbow Warrior by French secret agents on 10 July 1985 and the killing of Greenpeace photographer Fernando Pereira.

    He spoke about the Gaza war crimes, saying it was time for New Zealand to take serious action to help end this 20 months of settler colonial genocide.

    “There are millions of people [around the world] who are trying to end this colonial occupation of Palestinian land,” Norman said.

    “And millions of people who are trying to stop people simply standing to get food who are hungry who are being shelled and killed by the Israeli military simply for the ‘crime’ of being born in the land that Israel wants to occupy.”

    Norman’s message echoed an open letter that he wrote to Prime Minister Christopher Luxon and Foreign Minister Winston Peters earlier this week criticising the government for its “ongoing failure … to impose meaningful sanctions on Israel”.

    He cited the recent UN Human Rights Office report that said the killing of hundreds of Palestinians by the Israeli military while trying to fetch food from the controversial new “Gaza Humanitarian Foundation” aid hubs was a ‘likely war crime”.

    “Israel’s ongoing blockade of aid to Gaza has placed over 2 million people on the precipice of famine. Malnutrition and starvation are rife,” he said.

    Israel ‘weaponising aid’
    “Israel is weaponising aid, using starvation as a tool of genocide and is now shooting at civilians trying to access the scraps of aid that are available.”

    He said this was “catastrophic”, quoting Luxon’s own words, and the human suffering was “unacceptable”.

    Labour MP for Te Atatu and disarmament spokesperson Phil Twyford also spoke at the rally and march today, saying the Labour Party was calling for sanctions and accountability.

    He condemned the failure to hold “the people who have been enabling the genocide in Gaza”.

    “It’s been going on for too long. Not just the last [20 months], but actually the last 77 years.

    “And it is time the Western world snapped out of the spell that the Zionists have had on the Western imagination — at least on the political classes, government MPs, the policy makers in Western countries, who for so long have enabled, have stayed quiet in the face of the US who have armed and funded the genocide”

    For the Palestinian solidarity movement in New Zealand it has been a big week with four politicians — including Prime Minister Luxon — and two business leaders, the chief executives of Rocket Lab and Rakon, who have been referred by the Palestine Solidarity Network Aotearoa to the International Criminal Court (ICC) for investigation over allegations of complicity with the Israeli war crimes.

    This unprecedented legal development has been largely ignored by the mainstream media.

    On Friday, protesters picketed a Rocket Lab manufacturing site in Warkworth, the head office in Mount Wellington and the Māhia peninsula where satellites are launched.

    Amnesty International, Human Rights Watch, leading international scholars and the UN Special Committee to investigate Israel’s practices have all condemned Israel’s actions as genocide.
