The seminars welcomed about 240 media representatives and tech influencers from 40 countries to experience Samsung’s latest AI home appliances firsthand and observe how the company is tailoring features to meet the unique needs of each region.1 Attendees also participated in Q&A sessions with product developers, who shared in-depth insights and explanations.

    United States: Large-Capacity Washer-Dryers Win Praise for Practicality and Efficiency

    The U.S. Tech Seminar took place on March 18 at Samsung Home, a Bespoke AI experience space in SoHo, New York City — a neighborhood synonymous with art and creative living.
     
    American consumers tend to prioritize practicality and efficiency. Taking this into account, Samsung set up a dedicated experience zone for the large-capacity Bespoke AI Laundry Vented Combo, featuring a product cutaway mock-up that allowed visitors to intuitively understand the product’s core technologies and features. In addition, a live cooking demonstration showcased the AI capabilities of the Bespoke AI Oven, while the Bespoke AI Hybrid Refrigerator — which boosts energy efficiency using a semiconductor-based Peltier module — also mesmerized guests.

Samsung developers gave presentations, offering insight into the vacuum cleaner’s high-performance engineering.     The Latin America Tech Seminar took place on June 3 in the vibrant metropolis of Mexico City, Mexico, drawing media and influencers from 13 countries to experience Samsung’s new lineup firsthand. Consumers in the region have shown high interest in connected living, with SmartThings-connected appliance adoption growing at more than twice the global average.2
     
    Reflecting this demand, demonstrations highlighted various features including Map View, Bixby, Routines — all easily accessible via SmartThings or the AI Home screen. Attendees also visited Sam’s House, a premium residential showroom where they engaged in hands-on interactions with Samsung’s connected products.
     
     
    Southeast Asia: AI Appliances Optimized for Hot, Humid Climates

    On June 20, Samsung held the Southeast Asia Tech Seminar at a showroom in Bangkok, Thailand, where attendees explored the company’s latest products in settings simulating both commercial and residential spaces.
     
    Through demonstrations, attendees experienced how the Voice ID feature on the Bespoke AI Family Hub refrigerator can recognize individual voices to deliver personalized responses. They also saw how Samsung is localizing AI home appliances to better suit Southeast Asia’s hot and humid climate — for example, the 1-Way Cassette system air conditioner and the Bespoke AI Top Load Washer. “The use of AI to enhance user experience and facilitate both usage and energy savings is particularly valuable and useful,” said Kemachad Gunpai of Future Trends Thailand who attended the seminar.
     
     
    Southwest Asia: AI-Powered, Efficient Cooling Solutions in the Spotlight

    Held on June 25 in Gurugram, India, the Southwest Asia Tech Seminar focused on SmartThings-connected solutions and energy-efficient features tailored to local preferences.
     
    Among the demonstrations were AI appliances responding to sleep patterns detected by motion sensors, alongside cooling solutions tailored for Indian consumers. Attendees also received detailed explanations on how to track energy usage via SmartThings, a particularly relevant feature amid rising electricity costs. Samsung employees also explained how each product operates in AI Energy Mode to maximize efficiency and minimize energy consumption.

     Chair Emeritus McCaul: Thank you, Mr. Chairman. Ms. Lake, thanks for being here today. I want to thank you for visiting with me in my office to talk about these challenges that you’ve outlined. I think the chairman has outlined them quite well. I want to commend you for reforming USAGM. I think every new administration has a right and responsibility to do so. Your testimony has highlighted systemic problems that must be addressed — more importantly, security lapses, misuse of visas, weak editorial oversight, and much more. I look forward to authorizing this agency with the chairman and his authorization bill to correct these abuses.

     I remember President Reagan used Voice of America when I was entering college, as a frontline voice against Soviet oppression. It was the Voice of America, not the Voice of anti-America. 

    Recently, I used the Voice of America and the Open Technology Fund to translate my report on the origins of COVID-19. We disseminated it through mainland China — broke through the firewall. It went viral [and] got the attention of the CCP foreign minister, who spoke out against me and the report. That’s the kind of impact this agency needs to reach. 

    With the events in Iran — we need America’s voice in Iran right now. We need to ensure the Iranian people hear the truth: that we do not intend to harm them, but rather their oppressor and this theocratic regime of the Ayatollah. We need communications inside and outside of Iran. 

    This week, General Vogel, the CENTCOM commander, said the Voice of America is a critical tool for American security. You’ve outlined why there are many insecurities. I hope we can go back to that core mission.

    So my question is, Ms. Lake, how are you working to fix the Voice of America so it is the Voice of America — and not anti-America — in Iran? And [how are you using] the Open Technology Fund to achieve the mission — the core mission that Congress intended?

    Ms. Lake: Thank you for that question, and thank you for laying out when it was a better agency. You’re right, Ronald Reagan used it — a great broadcaster, one of the great communicators — and he used it, but times have changed, and it’s still doing 1990-style television in a world where people are getting their information right here on their smartphones. It’s in the back pocket, and so we need to update it and modernize it. But President Trump’s executive order dated March 14th has called for this agency to be brought to its statutory minimum. 

    I’m glad that you mentioned Iran, because one of the languages that is required in the statute is Farsi, and we are still broadcasting in Farsi. And Ranking Member Meeks said that we have not been, and that in a panic we started to put news out in Farsi. That is actually not true. We were in the process of effectuating President Trump’s executive order, and in the process of doing that, several malicious lawsuits were started up, and the judge froze us from being able to get news on. We literally were frozen in place because of all these lawsuits.

    Once we were freed to start putting news on, we immediately went to what the statutory minimum is, and one of the languages is Farsi going into Iran. I’m very proud to say that when President Trump — when the bombings happened over the weekend on Saturday and when President Trump started to speak, we had a crew in on Saturday delivering President Trump’s message to the people of Iran in Farsi. It was translated and it went out. Sometimes a lean and mean and smaller staff makes it easier to get things done. In one of the emails that I got from our Persian team, they actually said that. They were able to move quicker because it was smaller, the bloat had been diminished. And I’m really proud of the fact that we got that on.

    We are going to continue to operate at the statutory minimum. We are putting out content in Pashto, Dari, Mandarin, Farsi, and Spanish through the Office of Cuba Broadcasting. 

    Chair Emeritus McCaul: Thank you for that response. I think it’s very important right now that the Iranian people hear the American story and the American message, and I commend you for your efforts to reform. I encourage you to get that message into Iran right now. Communication inside and out is so important for those people if they’re going to rise up against this oppressive theocracy that we’ve endured since 1979. I yield back.

  • MIL-OSI Australia: Horses lead the way in helping children heal from trauma

    A new Australian study is shining a spotlight on the healing power of horses, revealing that equine-assisted therapy could help address the growing mental health crisis among children.

    As childhood mental illness rates spiral, compounded by lengthy waiting times for counsellors and the limitations of many conventional treatments, some social workers are turning to horses for the answers.

    University of South Australia researchers have captured the lived experiences of 10 social workers and mental health practitioners delivering equine-assisted interventions (EAI) to children. Their findings are published in the Journal of Social Work Practice.

    EAI is a type of on-ground therapy involving horses, offered by qualified health practitioners in conjunction with highly-skilled equine practitioners.

    The evidence in its favour is compelling, with practitioners describing how a child’s emotional world can be transformed through working with horses in a natural setting.

    UniSA Social Work graduate Morgyn Stacy, who led the study as part of her Honours project, says that many children don’t respond to sitting in a room with a therapist or clinician, which can be intimidating.

    “But give them the space to be outside, to connect with a horse, and something powerful happens. They begin to feel safe, calm, and ready to open up,” Morgyn says.

    The research shows that horses are highly sensitive to human emotions and body language, allowing them to mirror and respond to a child’s emotional state. They offer a natural, non-judgemental environment, helping to build trust and emotional safety.

    One practitioner described the experience as “being seen through the eyes of a horse,” a moment of emotional connection that can be life-changing.

    And it’s not just the horses that help. The natural, open-air setting – often in paddocks surrounded by trees and wildlife – helps children feel relaxed and grounded.

    Practitioners spoke of using sensory-rich activities like walking barefoot in sand, observing animal tracks, or simply standing quietly with a horse to promote mindfulness and connection.

    “The benefits go beyond mental health,” Morgyn says. “Children often gain confidence, improve communication skills, and build stronger emotional resilience.”

    Even children who were initially afraid of horses found strength in overcoming their fears, with therapists carefully matching each child to the right animal.

    Senior UniSA researcher and qualified social worker, Dr Fatin Shabbar, says equine-assisted therapy is particularly effective for children who have experienced trauma, including those in the child protection system.

    “Practitioners in the study described deeply moving examples of children bonding with horses in ways that sparked emotional breakthroughs where other therapies had failed,” Dr Shabbar says.

    But while this approach is gaining popularity, it’s not yet widely accessible. Sessions can be expensive due to the cost of caring for horses and maintaining rural properties. Unless families receive funding from bodies such as the NDIS and child protection agencies, many are forced to pay out of pocket, or miss out altogether.

    “Another concern is the lack of regulation in Australia,” Dr Shabbar says. “Without clear guidelines, unqualified practitioners may offer equine-assisted services without appropriate training, which puts both children and the animals at risk.”

    And those practitioners who are highly qualified still face an uphill battle to gain recognition of equine-assisted therapy as an evidence-based practice.”

    The researchers say the findings are a strong call to action for professional bodies like the Australian Association of Social Workers (AASW) to provide clearer guidance and ethical standards for working with animals in therapy.

    “This research shows that equine-assisted therapy can be a deeply healing experience. But for it to reach more children, we need formal recognition, ethical guidelines and proper funding.”

  • MIL-OSI Australia: AI chatbots could spread ‘fake news’ with serious health consequences

    Trust your doctor, not a chatbot. That’s the stark lesson from a world-first study that demonstrates why we shouldn’t be taking health advice generated by artificial intelligence (AI).

    Chatbots can easily be programmed to deliver false medical and health information, according to an international team of researchers who have exposed some concerning weaknesses in machine learning systems.

    Researchers from the University of South Australia, Flinders University, Harvard Medical School, University College London, and the Warsaw University of Technology have combined their expertise to show just how easy it is to exploit AI systems.

    In the study, published today in the Annals of Internal Medicine, researchers evaluated the five foundational and most advanced AI systems developed by OpenAI, Google, Anthropic, Meta and X Corp to determine whether they could be programmed to operate as health disinformation chatbots.

    Using instructions available only to developers, the researchers programmed each AI system – designed to operate as chatbots when embedded in web pages – to produce incorrect responses to health queries and include fabricated references from highly reputable sources to sound more authoritative and credible.

    The ‘chatbots’ were then asked a series of health-related questions.

    According to UniSA researcher, Dr Natansh Modi, the results were disconcerting.

    “In total, 88% of all responses were false,” Dr Modi says, “and yet they were presented with scientific terminology, a formal tone and fabricated references that made the information appear legitimate.

    “The disinformation included claims about vaccines causing autism, cancer-curing diets, HIV being airborne and 5G causing infertility.”

    Out of the five chatbots that were evaluated, four generated disinformation in 100% of their responses, while the fifth generated disinformation in 40% of its responses, showing some degree of robustness. 

    As part of the study, Dr Modi and his team also explored the OpenAI GPT Store, a publicly accessible platform that allows users to easily create and share customised ChatGPT apps, to assess the ease with which the public could create disinformation tools.

    “We successfully created a disinformation chatbot prototype using the platform and we also identified existing public tools on the store that were actively producing health disinformation.

    “Our study is the first to systematically demonstrate that leading AI systems can be converted into disinformation chatbots using developers’ tools, but also tools available to the public.”

    Dr Modi says that these findings reveal a significant and previously under-explored risk in the health sector.

    “Artificial intelligence is now deeply embedded in the way health information is accessed and delivered,” he says.

    “Millions of people are turning to AI tools for guidance on health-related questions.

    “If these systems can be manipulated to covertly produce false or misleading advice then they can create a powerful new avenue for disinformation that is harder to detect, harder to regulate and more persuasive than anything seen before.

    “This is not a future risk. It is already possible, and it is already happening.”

    While the study has revealed deficiencies in these AI systems, Dr Modi says that the findings highlight a path forward, but it will require buy-in and collaboration from a range of stakeholders.

    “Some models showed partial resistance,” he says, “which proves the point that effective safeguards are technically achievable.

    “However, the current protections are inconsistent and insufficient. Developers, regulators and public health stakeholders must act decisively, and they must act now.

    “Without immediate action, these systems could be exploited by malicious actors to manipulate public health discourse at scale, particularly during crises such as pandemics or vaccine campaigns.”

    The energy demands to drive the processing power needed for new waves of AI breakthroughs, and the future energy needs of the wider AI sector will be on the agenda as the AI Energy Council gathers today (30 June).

    With energy providers, tech companies, energy regulator Ofgem and the National Energy System Operator (NESO) convening, this second meeting will discuss how to work together to forecast how much energy will be needed to deliver a twenty-fold increase in compute capacity over the next 5 years.

    Compute represents the key building block of AI development. It captures the vital resources which make AI models work, such as the processing power which allows them to be trained on data and process information. By increasing the UK’s capacity, it will give scientists and AI companies from across the UK access to the systems they need for their cutting-edge research – making the next big breakthrough from personalised medical treatments, more sustainable air travel, or developing new tools in the fight against climate change.

    The meeting is also expected to cover which sectors are likely to quickly adopt AI and how this could drive significant shifts in energy demand. Discussions will focus on what assumptions need to be made to accurately forecast that demand, ensuring the energy system is prepared for AI. 

    Chaired by the Technology and Energy Secretaries, the meeting comes hot on the heels of the UK government announcing £2 billion to deliver the AI Opportunities Action Plan.

    The Action Plan serves as a blueprint to turbocharge the use of AI, whether it’s in hospitals to help diagnose patients more quickly, in schools to help with lesson planning so teachers have more time in front of the whiteboard, or delivering new AI Growth Zones which will unlock scores of new investment and jobs to revitalize local communities and deliver the economic growth driving the government’s Plan for Change.

    Secretary of State for Science, Innovation, and Technology, Peter Kyle said:

    With energy providers, tech companies, energy regulator Ofgem and the National Energy System Operator (NESO) convening today, they’ll discuss how to work together to forecast how much energy will be needed to deliver this twenty-fold increase in compute capacity over the next 5 years. The meeting is also expected to cover which sectors are likely to quickly adopt AI and how this could drive significant shifts in energy demand. 

    The meeting will consider the future energy needs of the AI sector more widely, as the government also continues to move forward with its plans to roll out AI Growth Zones across the country. These hotbeds of AI development will unlock billions in investment and deliver scores of new jobs across the country, with communities throughout the UK having already expressed an interest in being home to future growth zone sites. 

    Since establishing the AI Energy Council in January, government has been deepening its work both Ofgem and the National Energy System Operator (NESO) to deliver fundamental reforms to the UK’s connections process. Once final signoffs from Ofgem are in place, this could mean more than 400GW of additional capacity is freed up from the grid connection queue – turbocharging the AI projects which are vital to economic growth.

  • MIL-OSI New Zealand: The awkward places NZers admit to using their devices – and why scammers love it

    From the bathroom to the boardroom, New Zealanders are responding to notifications and messages in some pretty awkward places – and it reveals just how distracted and hurried we’ve become, a new survey from BNZ shows.

    The nationwide study found that most New Zealanders have responded to an email, text or notification while doing something else, with 35% admitting they’ve done so in the bathroom, 41% in the middle of a face-to-face conversation, and 28% while in a meeting or webinar.

    “And when we’re rushed or distracted like this, we make mistakes,” says BNZ Head of Fraud Operations, Margaret Miller.

    Nearly a quarter (24%) confess to clicking through to a “great deal” without checking if the link was legitimate, while 19% have hit a link in a text before reading it properly.

    “Scammers prey on the fact that when we’re rushed, distracted, or juggling multiple things we’re more likely to click first and think later,” Miller says.

    The study found that New Zealanders are generally aware of when they’re most vulnerable, with 78% recognising that being distracted, rushed, multitasking, stressed or on autopilot makes them more likely to be scammed or make a mistake with online banking.

    Yet scammers are still succeeding. According to the survey, while 61% of Kiwis spotted a scam in the past year and avoided it, 12% weren’t so lucky.

    Strategic design to slow scams down

    While individual vigilance remains the best defence and the banking sector continues to invest tens of millions in security each year, BNZ is also exploring a different approach through strategic design features that work with how people actually behave.

    “While we all expect seamless digital experiences, we’ve learned that introducing small elements of friction at critical moments helps with focus and ultimately, keeps customers and their money safer,” says BNZ Head of Design, Donal Devlin.

    “In practice, this means things like swapping button locations, adding brief pause notifications, or showing “pause and think” alerts to help customers stay focused when making higher risk transactions or actions in their accounts.

    “It’s about finding the right balance between convenience and security – adding just enough of a moment to think when the stakes are highest.”

    BNZ is also strengthening security in other ways, including being one of only two major banks to offer app-based authentication rather than text messages, which can be intercepted by scammers.

    The bank has also introduced online banking lock, which gives customers the ability to quickly disable all online banking activity and lock access to their online banking if they suspect a scammer has gained access to their accounts.

    It’s all about working with human nature, not against it, Miller says.

    “We know people are busy, we know they multi-task, and we know they sometimes rush.

    “So, while customers should remain vigilant, we’re also designing smart security features that give you a moment to double-check when it matters most.”

    Tips for improving your digital safety and security

    • Pause before clicking – especially if you’re doing something else at the same time
    • Never click on links or attachments sent by someone you don’t know or that seem out of character for someone you do know
    • Keep your computer and phone security software up to date
    • Contact your bank immediately if you think you’ve been scammed

    Red flags to watch for – BNZ will never:

    • Email or text you links to online banking and ask you to log in
    • Send you a text message with a link to a website, or link to call us
    • Ask you for your PIN number or password
    • Ask you to share the authentication codes sent to you by text or email, even with a BNZ staff member
    • Ask you to transfer money to help catch a scammer or a bank employee who is scamming customers
    • Send you a text message about account issues with a link to log in
    • Ask you to download software to access your Internet Banking remotely
    • Use international phone numbers to call or send you notifications

    The BNZ Safe and Secure Survey was conducted by Insights HQ in May 2025, with sample sizes ranging from n=235 to n=478 depending on the question. Overall survey results were weighted to be nationally representative by age (15+ years), gender, and region based on Census 2020.

    • building and construction
    • cleaning
    • courier and road freight
    • information technology (IT)
    • security, investigation or surveillance.

    TPAR help us keep things fair for all businesses by making sure contractors report all their income.

    On your TPAR, you need to record the:

    • contractor’s name, address and ABN
    • total amount you paid them for the previous financial year – including any GST and cash payments.

    You can find these details on your contractor’s invoice. It’s the same information you use to claim income tax deductions through your tax return, and GST credits through your business activity statement.

    intensity, the coverage of storms should be greater by peak heating.
    Additional storms should develop within the weak upslope flow regime
    across southeast WY. Both areas may eventually converge in the NE
    Panhandle to far southwest SD vicinity by early evening. A few
    supercells with large hail are most likely in the northern regime
    surrounding the Black Hills. Severe gusts may be the primary hazard
    farther south where multicell clustering dominates.

    advection of 50s dew points westward towards the Foothills north of

    are weak to modest, but sufficient for transient mid-level rotation

    Colliding outflows and amalgamating cells will likely yield a
    slow-moving MCS as they shift east towards the KS border. As this
    occurs, a mix of severe wind/hail may transition to primarily a
    severe gust threat.

    DISCUSSION…Several cells have formed from the Pikes Peak region
    southward along the Sangre de Cristo Mountains. Much of this region
    lies on the fringe of meager buoyancy with a deep, well-mixed
    boundary layer across the adjacent High Plains. PUB VWP data sampled
    slightly stronger low-level northeasterlies relative to mid-level
    westerlies, indicative of the modest deep-layer flow and shear
    environment. Nevertheless, the large surface temperature-dew point
    spreads will be favorable for microbursts capable of strong to
    severe gusts. Convection is expected to remain disorganized over the
    next few hours. There is signal that some uptick may occur into
    early evening as outflows impinge on increasingly greater buoyancy
    towards the KS border.

    HAIKOU, June 29 (Xinhua) — The passenger traffic through two major airports in southern China’s island province of Hainan is expected to exceed 8.3 million during the summer tourism season that starts on July 1 this year, airport authorities said.

    Haikou Meilan International Airport is expected to handle nearly 4.6 million air passengers in the next two months, with about 30,400 flights scheduled to operate through the airport.

    The airport has expanded its international network with new routes to Tokyo, London and Jakarta to meet growing demand for travel to these destinations. It is expected to operate 2,196 international flights this summer, carrying some 254,000 passengers, an estimated 13.3 percent increase from a year earlier.

    Sanya’s Phoenix International Airport is expected to handle about 3.73 million passenger trips and 22,900 flights during the period.

    To fully respond to the summer rush, Phoenix Airport has increased domestic capacity to major cities including Beijing, Shanghai, Guangzhou and Shenzhen by using wide-body aircraft.

    Hainan Island, known for its year-round sunshine and pristine beaches, is looking to revive its tourism industry. China aims to turn the island into a globally renowned tourism and consumption destination by 2035.

    In all of 2024, Hainan received more than 97.2 million tourists, both domestic and foreign, up 8 percent from 2023. Total tourism revenue grew 12.5 percent to 204 billion yuan (about $28.48 billion), according to official data.

    More than 100 million Chinese and foreign tourists plan to visit Hainan Province this year.

    As part of its broader economic strategy, China is pursuing a plan to transform Hainan into a free trade port (FTP). With the Hainan FTP set to launch a separate customs regime by the end of the year, it aims to become not only a tourist haven but also an important gateway to China’s high-level opening-up. -0-

    WUHAN, June 29 (Xinhua) — A Chinese company has launched an intelligent laser weeding robot that works 24 hours a day, which it says may be the first of its kind in the country.

    The robot, code-named Hg LaserWeeder, was unveiled Saturday at an event hosted by Huagong Technology Industry Co., Ltd. (Hgtech), one of the robot’s developers, in Wuhan, capital of central China’s Hubei Province.

    Equipped with data models covering thousands of crop and weed varieties and an artificial intelligence (AI)-powered computer vision system, the robot can dynamically and precisely adjust the laser intensity to kill weeds without damaging crops, said Xiong Bian, head of the AI algorithms department at the company’s research institute.

    “The robot is expected to replace chemical herbicides, known as the ‘number one soil killer,’” Xiong Bian said.

    The technology, which removes weeds with an efficiency of over 95 percent, not only completely eliminates the threat of crop damage from traditional chemical herbicides by stopping their use, but also blocks the penetration of toxic chemicals into soil and water bodies, significantly reducing pollution of the agricultural environment.

    According to Hgtech, the highest-performance weeding configuration for the robot is equipped with 32 laser heads, which allows it to kill up to 320,000 weeds per hour, which is five to nine times more effective than traditional methods that combine manual labor and herbicides.

    The recognition and targeting process takes less than five milliseconds – from the moment the image is captured to the elimination of the weed.

    Hgtech Chairman Ma Xinqiang noted that forming a new development architecture and promoting high-quality development requires strengthening innovation as the core driving force more than ever.

    He added that their company will continue to increase investments in innovation, increase the number of talented specialists and expand the network of like-minded friends in the field of innovation.

    According to Hgtech, the weeding robot has already completed algorithm validation in experimental fields in Yunnan and Heilongjiang provinces, and global pre-orders for the device are now open.

    Chikunga unveils strategic roadmap to drive gender equality

    Minister in the Presidency for Women, Youth and Persons with Disabilities, Sindisiwe Chikunga, has laid out a firm and focused roadmap for the department, telling Parliament that the Strategic Plan and Annual Performance Plan being tabled is not “a wishlist” but a policy-driven programme aimed at driving institutional change. 

    Presenting the department’s five-year Strategic Plan to the Portfolio Committee on Women, Youth and Persons with Disabilities, Chikunga emphasised that the plan is guided by constitutional responsibility and not rhetoric.

    “We are not presenting a wishlist. We are presenting a focused, policy-driven programme of work. And we welcome your oversight, because it helps sharpen our ability to deliver,” she said.

    The Minister stressed that the plan was crafted around three core strategic areas, including strengthening the fight against gender-based violence and femicide, responding more directly to youth unemployment and exclusion, and building a truly inclusive state for persons with disabilities.

    “This five-year Strategic Plan is not just an internal planning document. It is our contract with the people of South Africa, a commitment to act with focus, discipline, and integrity in advancing their constitutional rights.

    “We’ve taken time to reflect honestly on where we are. There are areas where progress has been made, and others where we are simply not moving fast enough. This plan is our attempt to be more deliberate — to do fewer things, better — and to ensure that what we prioritise has the full weight of policy, legislation, and institutional backing,” Chikunga told the Portfolio Committee. 

    Scaling up, accelerating delivery

    On Gender-Base Violence and Femicide (GBVF), the Minister said the department is moving from “crisis response to institutional permanence,” with efforts underway to finalise the appointment of members to the National Council on GBVF. 

    Once established, the Council will serve as a key anchor in implementing the National Strategic Plan (NSP) on GBVF.

    “In the interim, the department is strengthening the Technical Task Team, aligning sector departments behind the NSP priorities, and expanding provincial implementation support — with a specific focus on prevention, justice, psychosocial services, and the economic empowerment of survivors,” Chikunga said.

    On youth development, she highlighted the revitalisation of the National Youth Machinery and the alignment of National Youth Development Agency (NYDA) support with initiatives such as the Presidential Youth Employment Intervention and the National Pathway Management Network.

    Regarding disability rights, the department is enhancing the Disability Rights Machinery, rolling out infrastructure audits to promote universal design, and working with municipalities to improve accessibility.

    “We know these challenges won’t be solved by one department. But we also know that if we don’t lead decisively on these issues, they will remain peripheral in the machinery of the state,” she added.

    Advancing legislative agenda

    Chikunga revealed that the department will push forward with four key Bills during the current Medium-Term Strategic Framework (MTSF) period:

    • The National Council on Gender-Based Violence and Femicide Act — Parliament is finalising Council appointments, while the department works with Treasury and DPSA to operationalise the Council by 1 April 2026.
    • The Women Empowerment and Gender Equality (WEGE) Bill — To be submitted to Cabinet this term, aimed at improving compliance with gender equality frameworks.
    • The Promotion and Protection of the Rights of Persons with Disabilities Bill — In final drafting stages and aligned to the UN Convention on the Rights of Persons with Disabilities.
    • The South African Youth Development Bill — Still being refined to streamline youth development coordination across the state.

    “One of the most powerful tools at our disposal is the ability to legislate to move from policy intent to enforceable obligation. The test of any legislative agenda is not how many laws we pass but how well we implement them,” she said. 

    Building institutional discipline

    Chikunga underscored the need for strengthened coordination and evidence-based delivery, with a plan to embed gender, youth, and disability imperatives in planning and budgeting frameworks across departments.

    “We’ve spoken about focus, impact, and accountability. But none of that is possible without strong coordination systems. If implementation falters, it is often because coordination is weak and we are determined to fix that,” the Minister said.

    She outlined ongoing work with Stats SA, Department of Planning, Monitoring and Evaluation (DPME), and other sector partners to strengthen Monitoring, Evaluation and Learning (MEL) systems, track disaggregated data, and ensure community-level feedback informs decision-making.

    “Our aim is to move from episodic coordination to institutional discipline. From fragmented responses to coherent delivery. Because ultimately, our success will not be judged by what we announce but by what we achieve,” she added.

    Chikunga also acknowledged the gravity of the issues at hand, including youth unemployment, violence against women, and systemic exclusion of persons with disabilities. 

    “We are not starting from zero. We are building on foundations — some strong, some uneven — and we intend to accelerate what works, correct what doesn’t, and ensure that our programmes are matched by institutional capability. 

    “We do not take this space for granted. It is a moment of reflection, of accountability, and of alignment between the work we do as a department and the constitutional responsibilities that we collectively carry,” she said. – SAnews.gov.za

    Former New Zealand prime minister Helen Clark has warned the country needs to maintain its nuclear-free policy as a “fundamental tenet” of its independent foreign policy in the face of gathering global storm clouds.

    Writing in a new book being published next week, she says “nuclear war is an existential threat to humanity. Far from receding, the threat of use of nuclear weapons is ever present.

    “The Doomsday Clock of the Bulletin of Atomic Scientists now sits at 89 seconds to midnight,” she says in the prologue to journalist and media academic David Robie’s book Eyes of Fire: The Last Voyage and Legacy of the Rainbow Warrior.

    Writing before the US surprise attack with B-2 stealth bombers and “bunker-buster” bombs on three Iranian nuclear facilities on June 22, Clark says “the Middle East is a tinder box with the failure of the Iran nuclear deal and with Israel widely believed to possess nuclear weapons”.

    The Doomsday Clock references the Ukraine war theatre where “use of nuclear weapons has been floated by Russia”.

    Also, the arms control architecture for Europe is unravelling, leaving the continent much less secure. India and Pakistan both have nuclear arsenals, she says.

    “North Korea continues to develop its nuclear weapons capacity.”

    ‘Serious ramifications’
    Clark, who was also United Nations Development Programme administrator from 2009 to 2017, a member of The Elders group of global leaders founded by Nelson Mandela in 2007, and is an advocate for multilateralism and nuclear disarmament, says an outright military conflict between China and the United States “would be one between two nuclear powers with serious ramifications for East Asia, Southeast Asia, the Pacific, and far beyond.”

    She advises New Zealand to be wary of Australia’s decision to enter a nuclear submarine purchase programme with the United States.

    “There has been much speculation about a potential Pillar Two of the AUKUS agreement which would see others in the region become partners in the development of advanced weaponry,” Clark says.

    “This is occurring in the context of rising tensions between the United States and China.

    “Many of us share the view that New Zealand should be a voice for de-escalation, not for enthusiastic expansion of nuclear submarine fleets in the Pacific and the development
    of more lethal weaponry.”

    In the face of the “current global turbulence, New Zealand needs to reemphasise the principles and values which drove its nuclear-free legislation and its advocacy for a nuclear-free South Pacific and global nuclear disarmament.

    Clark says that the years 1985 – the Rainbow Warrior was bombed by French secret agents on 10 July 1985 — and 1986 were critical years in the lead up to New Zealand’s nuclear-free legislation in 1987.

    “New Zealanders were clear – we did not want to be defended by nuclear weapons. We wanted our country to be a force for diplomacy and for dialogue, not for warmongering.”

    Chronicles humanitarian voyage
    The book Eyes of Fire chronicles the humanitarian voyage by the Greenpeace flagship to the Marshall Islands to relocate 320 Rongelap Islanders who were suffering serious community health consequences from the US nuclear tests in the 1950s.

    The author, Dr David Robie, founder of the Pacific Media Centre at Auckland University of Technology, was the only journalist on board the Rainbow Warrior in the weeks leading up to the bombing.

    His book recounts the voyage and nuclear colonialism, and the transition to climate justice as the major challenge facing the Pacific, although the “Indo-Pacific” rivalries between the US, France and China mean that geopolitical tensions are recalling the Cold War era in the Pacific.

    Dr Robie is also critical of Indonesian colonialism in the Melanesian region of the Pacific, arguing that a just-outcome for Jakarta-ruled West Papua and also the French territories of Kanaky New Caledonia and “French” Polynesia are vital for peace and stability in the region.

    Eyes of Fire is being published by Little Island Press, which also produced one of his earlier books, Don’t Spoil My Beautiful Face: Media, Mayhem and Human Rights in the Pacific.

    The Democratic Republic of the Congo (DRC) has launched a bold new national initiative aimed at eliminating AIDS among children by 2030 – a move hailed by the United Nations as “a beacon of hope” amid growing global funding constraints. 

    “Our country can no longer tolerate children being born and growing up with HIV, when tools exist to prevent, detect and effectively treat this infection,” President Félix Tshisekedi declared at a recent government conference in the south-eastern Lualaba province, as he launched the five-year initiative.

    Backed by an initial commitment of $18 million in national funds, the Presidential Initiative to End Pediatric AIDS will focus on political leadership, systems strengthening and inclusive healthcare access particularly for children, adolescents, and pregnant women.

    It also aligns well with DRC’s global commitments under the Sustainable Development Goal 3 (SDG 3) to ensure healthy lives and promote well-being for all.

    Children lagging behind

    The initiative marks a renewed commitment by the DRC to address children’s extremely limited access to HIV prevention and treatment services.

    While the DRC has made notable strides in adult HIV response – 91 per cent of adults living with HIV now have access to antiretroviral treatment – children continue to lag far behind. 

    Only 44 per cent of children living with HIV in the country currently receive lifesaving treatment, a figure that has remained unchanged for over a decade.

    Every year, thousands of Congolese children are still infected, often due to a lack of screening among pregnant women, depriving the health system of a crucial opportunity to prevent mother-to-child transmission as well as saving the mother’s live.

    “The eradication of paediatric AIDS is a moral imperative, an imperative of social justice and an indicator of dignity,” Mr. Tshisekedi said.

    Four core priorities

    The Presidential Initiative targets four core areas:

    • Improving early detection and treatment of HIV for children, adolescents and pregnant women
    • Preventing new infections in children, adolescents and mothers
    • Guarantee systematic and immediate treatment for those diagnosed
    • Remove structural barriers hindering young people’s access to health services 

    A breath of fresh air

    The UN Joint Programme on HIV/AIDS (UNAIDS) praised the initiative as an example of the national leadership needed to close critical gaps in global HIV response.

    Susan Kasedde, UNAIDS Country Director in the DRC, commended the initiative as “a breath of fresh air” at a time when global development financing is under strain.

    “At a time when development financing is experiencing turbulence and risk jeopardizing the systems that support the most vulnerable, President Tshisekedi’s leadership initiative is a beacon of hope,” she said.

    According to UNAIDS, recent funding cuts are threatening critical HIV services, with stock of medication and condoms feared to run out within months. Key areas like antenatal testing, paediatric treatment and data quality monitoring have also been impacted.

    HAIKOU, June 29 — More than 8.3 million passenger trips are expected to pass through two major airports in China’s southern island province of Hainan as the summer travel season begins on Tuesday, airport authorities said.

    Haikou Meilan International Airport is forecast to handle nearly 4.6 million passenger trips over the next two months, with around 30,400 flights scheduled.

    The airport has expanded its international network with new routes to Tokyo, London and Jakarta to meet growing travel demand. It expects to operate 2,196 international flights carrying about 254,000 passenger trips this summer, a 13.3 percent increase from a year earlier.

    Sanya Phoenix International Airport, located in the resort city of Sanya, is projected to handle approximately 3.73 million passenger trips and 22,900 flights during the same period.

    To accommodate the summer surge, the airport has increased capacity on domestic routes to major cities including Beijing, Shanghai, Guangzhou and Shenzhen, by deploying wide-body aircraft.

    Hainan, known for its year-round sunshine and pristine beaches, is seeking to revitalize its tourism industry. China aims to transform the island into a globally influential tourism and consumption destination by 2035.

    In 2024, Hainan recorded over 97.2 million tourist visits, both domestic and international, marking an 8 percent year-on-year increase. Total tourism expenditure grew by 12.5 percent, reaching 204 billion yuan (about 28.48 billion U.S. dollars), according to official data.

    This year, the province aims to welcome over 100 million tourist visits, both domestic and international.

    As part of its broader economic strategy, China is transforming Hainan into a Free Trade Port (FTP). As the Hainan FTP is set to begin independent customs operations by the end of the year, it is poised to become not only a tourist haven but also a pivotal gateway for China’s opening-up drive.
