    Gilles Deleuze was one of the most original and imaginative thinkers of postwar France. A lifelong teacher, he spent most of his career at the University of Paris VIII, influencing generations of students but largely shunning the mantle of public intellectual.

    His complex, creative books mix philosophy, literature, film and politics – not to give clear answers, but to spark new ways of thinking.

    Postscript on the Societies of Control, published 35 years ago in the countercultural L’Autre Journal is Deleuze at his most accessible and prophetic.

    Written at a time when the Cold War was ending, computers were becoming more common, and the internet was beginning to connect institutions, the essay describes the emergence of a new kind of society – one not ruled by a single stern voice but by the soft hum of networks.

    How societies work

    Postscript was written as an update to the work of Deleuze’s contemporary Michel Foucault, who had died in 1984. Deleuze called it a “postscript” not just because of its brevity (it’s only around 2,300 words in English translation) but to highlight he wasn’t refuting Foucault, just building on his work.

    From the 18th to early 20th centuries, Foucault had argued, Western societies were “disciplinary societies”. Schools, factories, prisons and hospitals – institutions with walls, schedules, routines and clear expectations – moulded behaviour. People were trained, observed, tested and corrected as they passed from one institution to the next.

    But in the late 20th century, Deleuze saw something shifting. He thought the stodgy old disciplinary institutions were “in a generalized crisis” due to technological advances and a new form of capitalism that demanded more flexibility in workers and consumers.

    New systems of management and technology were starting to reshape people without sending them through traditional institutions. Deleuze wrote presciently, for example, that “perpetual training tends to replace the school, and continuous control to replace the examination”.

    In business, he saw a growing idea of “salary according to merit”, transforming work into “challenges, contests, and highly comic group sessions” – something much at odds with the old model of the standard wage and the assembly line. Traditional government institutions like hospitals and the classic factory were embracing the model of the corporation, driven always by a profit motive and the need for better human tools.

    To Deleuze, all this meant people were becoming more “free-floating” – they could be still playing socially useful roles but were being gently steered into them. This greater freedom, however, required a new system to keep everyone in line. He called this “modulation” to underline its dynamic, enveloping nature.

    Like nudging, but everywhere

    Deleuze described modulation as “a self-deforming cast that will continuously change from one moment to the other”. He meant that people were beginning to live in an environment where everything shape-shifts to encourage or discourage us in the right direction without explicitly putting up walls.

    A prime example of how modulation has since become commonplace is nudging – the use of psychological techniques, often subtle and data-driven, to shape people’s behaviour.

    Nudging didn’t really exist in 1990, but governments and tech companies use nudges all the time now. We’re nudged to eat healthier, buy, save, recycle, donate. Web sites use “dark patterns” – tricky designs that steer (or nudge) us toward certain choices. Social media feeds use algorithms to exclude us if we say the wrong thing. In fact, entire teams of behavioural scientists operate behind the scenes to manipulate many aspects of our lives.

    Nudges can be good and can save us from poor choices, but their newfound moral acceptability (sometimes called libertarian paternalism) is very much a clue that Deleuze’s control society has arrived.

    Control in your pocket

    Deleuze, who died in 1995, wrote Postscript before the advent of the smartphone, but he foresaw that an “electronic collar” would assume a central role in society. He envisaged a “computer that tracks each person’s position – licit or illicit – and effects a universal modulation.”

    Smartphones more than fit the bill. In the old disciplinary ways, they track where we go, what we search for, what we buy, how many steps we take, even how well we sleep. But if we apply Deleuze’s ideas to these phones, detailed surveillance is no longer their most important function. Our phones present and curate options.

    In effect, they shape how we see the world. When you scroll through news or social media, for instance, you’re reading about a version of the world built just for you, designed to keep you looking, clicking and reacting – and keep you very finely attuned to what is acceptable or dangerous behaviour.

    In Deleuze’s terms, this is pure modulation: not a forceful “No” but a softly spoken, “How about this?” Your phone doesn’t lock you in – it draws you in. It shapes what you see, rewards your cooperation, ignores your silence, and always keeps score. And it does this 24/7. You might unlock it hundreds of times a day. And each time it’s updated to guide your next move more precisely.

    At the same time our phones quietly turn us into a set of credentials useful for regulating physical access to workplaces, bank accounts, information: In the societies of control, writes Deleuze, “what is important is no longer either a signature or a number, but a code: the code is a password.”

    Data points not people?

    Deleuze warned that, in a control society: “Individuals have become ‘dividuals,’ and masses have become samples, data, markets, or ‘banks.’” A dividual to Deleuze is a person transformed into a set of data points and metrics.

    You are your credit rating, your search history, your likes and clicks – a different dataset to every institution. Such fragments are used to make decisions about you until they effectively replace you. In fact, for Deleuze a dividual has internalised this treatment and thinks of themselves as a net worth, a mortgage size, a car value – psychological anchors for control.

    He illustrates this point with healthcare, predicting a

    new medicine ‘without doctor or patient’ that singles out potential sick people and subjects at risk, which in no way attests to individuation.

    How many health decisions are now made for us collectively before we ever see a doctor? We should be grateful for advances in public health and epidemiology, but this has certainly impacted our individuality and how we are treated.

    Hard to detect

    An unsettling part of Deleuze’s perspective is that control doesn’t usually feel like control. It’s often dressed up as convenience, efficiency or progress. You set up internet-linked video cameras because then you can work from home. You agree to long terms and conditions because your banking app won’t work otherwise.

    One problem is there are no longer clear barriers we can rail against. As Deleuze said:

    In disciplinary societies one was always starting again (from school to the barracks, from the barracks to the factory), while in control societies one is never finished with anything.

    Control doesn’t always crush – it can enable. Digital networks bring real freedom, economic possibility, even joy. We move more easily – both mentally and geographically – than ever before. But while we move, it always inside a kind of invisible map shaped by capitalism.

    It’s no conspiracy because nobody has the whole map. So it’s difficult to work out exactly what action, if any, to take. As Deleuze concludes: “The coils of a serpent are even more complex than the burrows of a molehill.”

    So what can we do?

    Postscript doesn’t offer a political program beyond the sardonic comment that:

    Many young people strangely boast of being ‘motivated’ […] It’s up to them to discover what they’re being made to serve.

    There are ways to resist control. Some people demand more privacy or digital rights. Others opt out selectively – logging off, turning off, refusing to be nudged. Some look to art as a way of resisting its smooth grip. These acts – however small – may offer what Deleuze and his collaborator, the French psychiatrist and philosopher Félix Guattari, called lines of flight: creative ways to move not just against control, but beyond it.

    The real message of Postscript, however, is its invitation to consider a timeless perspective. Any society must have a way to make people useful. So, what kind of society do we want? What kinds of restrictions are we willing to live under? And, crucial to this current age, how explicit should control be?

    WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, today led a hearing to consider the qualifications of five senior nominees to serve within the Department of Defense, the Department of the Army, and the Department of the Navy.
    Mr. Hung Cao, nominated to serve as Under Secretary of the Navy, Mr. Michael F. Dodd, nominated to serve as Assistant Secretary of Defense for Critical Technologies, Mr. Jules W. Hurst III, nominated to serve as Assistant Secretary of the Army for Manpower and Reserve Affairs, Mr. Brent G. Ingraham, nominated to serve as Assistant Secretary of the Army for Acquisition, Logistics, and Technology, and Mr. William J.     I welcome our nominees and their families, and I am grateful for their willingness to serve our nation. The United States faces a very dangerous threat environment, and we need people like this to step up, now more than ever.
    Mr. Hung Cao has been nominated to serve as Under Secretary of the Navy. He is a 25-year Navy veteran with industry experience. As Under Secretary, he would play a critical role in the daily management of the Navy and Marine Corps. And there will be plenty to keep him busy: revitalizing shipbuilding, improving maintenance to meet 80 percent surge readiness, and enhancing the welfare of our sailors and marines. His leadership and willingness to partner with Congress will be essential for a mission-ready Navy.
    Mr. Michael Dodd has been nominated for the position of Assistant Secretary of the Defense for Critical Technologies. If confirmed, Mr. Dodd will be the first individual to hold this position officially. Mr. Dodd brings experience at the Defense Innovation Unit and in thought leadership, particularly in microelectronics. I am interested to hear what actions Mr. Dodd believes we should take to make progress in delivering our most critical technologies to the battlefield.

Recent transformations in the Army will leave him to manage a workforce that is leaner, more agile, and more effective, while also ensuring soldiers and their families receive the support they need. Mr. Hurst is a seasoned Army Reserve officer with experience as a government contractor, in civil service at the DOD, and in national security roles on Capitol Hill. I look forward to hearing his plans for strengthening the force and supporting those who serve.
    Mr. Brent Ingraham has been nominated to serve as the Assistant Secretary of the Army for Acquisition, Logistics, and Technology. He has devoted nearly two decades of service to the Department of Defense, including in his current role as the Deputy Assistant Secretary of Defense for Platform and Weapons Portfolio Management. I look forward to hearing Mr. Ingraham’s plan in his new role to ensure the Army stays on track.
    And finally, Mr. Jordan Gillis has been nominated to be the Assistant Secretary of the Army for Energy, Installations, and Environment. As a former Assistant Secretary of Defense for Sustainment, his experience will be crucial to ensuring the Department of the Army follows the law in implementing minimum Plant Replacement Value of 4 percent starting in 2030. I hope to hear today from Mr. Gillis on this issue, along with many other facility sustainment concerns.

    After the close of the markets on July 08, 2025 (the “Payable Date”), the Fund will effect a forward split of its issued and outstanding shares as follows:

    Senators Will Delay Department Of Commerce Nominees Until States Receive Funding.
    WASHINGTON, DC – Today, U.S. Senators Jacky Rosen (D-NV) and Lisa Blunt Rochester (D-DE) led over a dozen of their Senate colleagues in a letter condemning the Trump Administration’s reckless decision to rescind approval for states to receive their share of Broadband Equity, Access, and Deployment (BEAD) program funding. The BEAD program was created to connect families in the hardest-to-serve communities to high-speed internet and close the digital divide. The Trump Administration’s new guidance rescinded the final approval of three states, including Nevada and Delaware, and forces all states to redo burdensome steps in their processes, hindering states’ ability to connect communities to high-speed internet. In their letter, the Senators committed to blocking all related Department of Commerce nominees until states receive their full BEAD allocation.
    Senators Rosen and Blunt Rochester were joined by Senators Michael Bennet (D-CO), Gary Peters (D-MI), Tina Smith (D-MN), Tim Kaine (D-VA), Jeanne Shaheen (D-NH), Catherine Cortez Masto (D-NV), Kirsten Gillibrand (D-NY), Tammy Baldwin (D-WI), Mazie Hirono (D-HI), Ben Ray Lujan (D-NM), Richard Blumenthal (D-CT), Ed Markey (D-MA), and Mark Warner (D-VA).
    “We write to express our deep concern with the recent guidance the National Telecommunications and Information Administration (NTIA) issued regarding the Broadband Equity, Access, and Deployment (BEAD) program. This guidance will add needless delay to connecting millions of Americans to high-speed internet, while going against Congressional intent and betraying unconnected Americans in the process,” wrote the Senators. “Until states receive the entire amount of BEAD funds they are owed, including nondeployment funds, we will not consent to expedited consideration of any related Commerce Department nominees on the Senate floor.”
    “With three states fully approved and ready to put shovels in the ground and 42 other states having completed or started the process of receiving project bids and selecting BEAD subgrantees, NTIA’s new guidance upends years of work and threatens to delay the program at a critical point… Simply claiming states will be able to comply with NTIA’s new requirements within 90 days does not make it true,” the Senators’ letter continued. “With this in mind, we implore you to provide states with the maximum flexibility possible and ensure states receive the full amount of funding they are owed. Should you fail to do so, we will continue to block the expeditious advancement of all Commerce Department nominees overseeing broadband policy, along with any related nominees.”

    Senator Rosen has been a strong advocate for expanding high-speed internet access in Nevada and nationwide. Senator Rosen worked across party lines to help create the BEAD program, having helped write the broadband section of the Bipartisan Infrastructure Law, which secured $65 billion in nationwide investments to make high-speed internet affordable for Americans. She also successfully pushed the Federal Communications Commission to update its deeply flawed National Broadband Map and ensure Nevada receives its fair share of BEAD funding. After reports that the Trump Administration was rescinding the approval of BEAD funding, Senator Rosen blasted the Trump Administration for its wrongheaded decision and announced that she would block nominees to the Department of Commerce.

  • MIL-OSI USA: Jayapal, Frost Introduce Legislation to Decriminalize Homelessness

    WASHINGTON, DC — U.S. Representatives Pramila Jayapal (WA-07) and Maxwell Frost (FL-10) are introducing legislation on the one-year anniversary of the disastrous City of Grants Pass v. Johnson decision, which allows cities to criminalize homelessness. The Housing Not Handcuffs Act aims to prohibit the criminalization of homeless persons on public lands when there is nowhere else to go. 

    “Every single person in the richest country in the world should be able to have a roof over their head and a safe place to sleep, it’s that simple,” said Jayapal. “There is nowhere in this country where you can pay rent on a minimum wage salary. By criminalizing aspects of homelessness, cities and states across this country are only creating greater barriers for people to access housing — something that is already far too scarce. Fining people who already can’t afford to live makes no sense and will only result in longer-term homelessness.”

    “Since the Grants Pass decision, cities across the country have passed nearly 220 bills to criminalize homelessness, including in my own district. These policies don’t solve homelessness instead they dehumanize our unhoused, saddle them with criminal records, and make it even harder for them to find stable housing. It’s a vicious cycle that the Housing Not Handcuffs Act seeks to end,” said Rep. Maxwell Frost. “At a time when the cost of living is at an all-time high and Trump’s Big Ugly Bill will only help the rich get richer and the working poor get poorer— we’re fighting to make sure everyone has access to safe, decent, and affordable housing, not handcuffs.”

    In 2024, homelessness increased by 18 percent nationwide, with a record high of 771,480 people experiencing homelessness. At the same time, there is a nationwide shortage of 200,000 shelter beds and a shortage of 7.1 million affordable and available rental homes. 

    Since the Grants Pass ruling, over 260 anti-homeless laws have been passed by cities and states. Criminalizing homelessness creates greater barriers to accessing housing. Typically, these punishments come with fines, which create further financial strain on people who can already not afford the basics, and may create a criminal record, making it more difficult to get a job or apply for housing. 

    The Housing Not Handcuffs Act will ensure that people who are homeless cannot be criminally or civilly punished for:

    • Living on federal lands unless safe, decent, accessible shelter is available;
    • Asking for or sharing food, water, money, or other donations in public places;
    • Praying, meditating, or practicing religion in public spaces;
    • Occupying a lawfully parked motor vehicle;
    • Storing their possessions and enjoying privacy in their personal property to the same degree as property in a private dwelling.

  • MIL-OSI Economics: Spotlight on NDC 3.0: Scaling Ambition and Action in Africa at SB62 Side Event

    As countries gathered in Bonn for the 62nd session of the UNFCCC Subsidiary Bodies (SB62), a high-level side event titled “Making the Investment Case for African NDCs”, co-organized by the African Development Bank and the European Bank for Reconstruction and Development (EBRD), brought much-needed focus to the importance of making African Nationally Determined Contributions (NDCs) more holistic, implementable, and investment-ready.

    The event provided a timely platform to elevate African perspectives and showcase ongoing efforts to align climate ambition with long-term development priorities and financial viability as countries prepare their next generation of NDCs (NDC 3.0).

    Opening the discussion, Margaret Athieno Mwebesa, Commissioner of Uganda’s Climate Change Department, welcomed the Bank’s ongoing technical support in conducting the stock take for Uganda’s current Nationally Determined Contribution (NDC) as part of the NDC 3.0 process. She emphasized the critical link between financing and implementation, noting:

    “Without investments, our NDCs are as good as useless. With less than 10% of Uganda’s NDC financing mobilized as of 2024, we must do more to make our climate plans truly bankable.”

    In a compelling keynote, Prof. Anthony Nyong, Director for Climate Change and Green Growth at the African Development Bank, highlighted the urgency of scaling support for climate investment in Africa and the need for strengthened partnerships: “Africa does not lack ambition. What it needs is partnership, investment, and systems-level support,” he stated. “Let us move beyond doom and gloom. Africa is ripe for climate-smart investment—home to 70 percent of its infrastructure yet to be built, rich in renewables, and holding vast reserves of arable land and critical minerals.”

    He also highlighted the Bank’s Climate financing milestones—growing from nine percent to 55 percent climate finance commitment between 2016 – 2023 and outlined tools such as the Africa NDC Hub, Adaptation Benefits Mechanism, and Climate Action Window, all designed to unlock investment-ready, country-driven climate actions.

    Ms. Sung-Ah Kyun, Associate Director of Climate Strategy and Delivery of the EBRD and co-Chair of the MDB Policy and Country/Client Engagement Working Group, added, “MDBs have been collectively working to support countries in developing and implementing their NDCs and LTS, including at sectoral and subnational levels, and are accelerating these efforts through the MDB LTS Program, launched at COP28 and hosted under World Bank’s Climate Support Facility”

    The event featured a moderated country dialogue, exploring the evolving experiences of Botswana, Ghana, and Zimbabwe in developing and implementing their NDCs.

    Representing Ghana, Seidu Issifu, Minister of State for Climate Change and Sustainability, reflected on Ghana’s progress and outlook. He emphasized the country’s financing needs—between $9.3 billion and $15 billion for the 2021–2030 period—and called for increased support in identifying and scaling sectoral investment opportunities, especially in energy, transport, and agriculture.

    From Botswana, Balisi Gopolang, Director of Climate Change, shared lessons learned from their second NDC submission. He noted that while the initial INDC process was new and unfamiliar, Botswana is now better positioned to mobilize partnerships, with a focus on energy investments that span both mitigation and adaptation goals.

    Lovemore Dhoba, Deputy Director for Climate Change in Zimbabwe, presented the country’s recently submitted NDC 3.0, which prioritizes the integration of cross-cutting issues such as gender and youth. He reaffirmed Zimbabwe’s commitment to aligning climate ambitions with development priorities through effective institutional coordination.

    The panel discussion, moderated by Uzoamaka Nwamarah, Climate Change Advisor, The Commonwealth Secretariat, brought together experts from development partners and UN agencies to reflect on how they are supporting African countries in strengthening NDCs.

    Davinah Milenge Uwella, Chief Programme Coordinator at the African Development Bank, spoke about Africa NDC Hub, hosted by the Bank, which brings together 21 other member partners to coordinate Technical Assistance support to African countries to prepare and implement NDCs, Long-Term Strategies, National Adaptation Plans and Biennial Transparency Report.

    She emphasized the Africa NDC Hub’s ongoing role in providing coordinated technical assistance, with over 10 countries provided with NDC and strategies development support. Paola Ridolfi, Climate Change Adviser at the World Bank, emphasized the importance of evidence-based investment planning and highlighted the role of the World Bank’s Country Climate and Development Reports in unlocking climate finance and aligning investments with development pathways.

    From UNDP, Catherine Diam-Valla, Co-Lead of the UNDP Climate Promise 2025, highlighted the broad footprint of the Climate Promise initiative, supporting countries to embed NDCs into national development frameworks, strengthen climate budgeting and transparency systems, and build access to carbon markets.

    Chiagozie Udeh, Programme Specialist at UNFPA, stressed the need for NDCs to reflect population dynamics, gender equality, and youth empowerment for inclusive, people-centered climate action. “The climate crisis is not just about emissions—it’s about people. We must ensure our NDCs are responsive to social realities.”

    The session also featured a technical presentation by Lucy Naydenova, Adaptation Benefits Mechanism Expert at the African Development Bank, on a practical guide for a holistic approach to NDC 3.0, focusing on how adaptation outcomes can be monetized to crowd in private investment.

    Washington, D.C. – Today—at a Senate Appropriations Defense Subcommittee hearing to review the Air Force budget request–Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, questioned Air Force Secretary Troy Meink and Chief of Staff of the Air Force, General David Allvin on the future of tanking missions within the Air Force and at Fairchild Airforce Base in Washington state, the reversal of policies aimed at increasing child care services across the Air Force and the reversal of a policy that allowed women aircrew members to fly during early stages of pregnancy.

    Senator Murray began by asking about the potential of the Fairchild Air Base receiving Boeing KC-46A, the Air Force’s newest aerial refueling tanker produced in Everett, Washington. “Mr. Secretary, as I’m sure you are aware as a former KC-135 navigator yourself, our Air Force currently does not have the refueling capacity it needs to sustain operations in important strategic theaters. Fairchild Air Force Base in my home state of Washington is home to one of the Air Force’s largest air refueling wings, and its proximity to the Arctic and the Indo-Pacific makes it a very key strategic launching point.”
    “Now, the existing KC-46A contract only has a few years remaining. When does the Air Force plan to award the next tanker production contract?” Senator Murray asked.
    “I’ll take for the record and get back to you on the date when we were planning on awarding. But we are, it is definitely a focus of ours. We agree we have to maintain and continue to build out the tanker fleet to maintain the capability, as just demonstrated over the weekend. It’s a critical part of our architecture,” responded Secretary Meink.
    “And you can’t even give me an approximate—within a year, within months, within days?” Senator Murray pressed.
    General Allvin responded, “I would have to yield to the acquisition folks to figure out when that decision is going to be made. We understand that we’re on the cusp of the end of the contract—existing contract 183—for the for the current KC-46. That evaluation is on undergoing. I would say within months, we’ll be able to understand when that date would be—it’s exact date.”
    “All right. And what remains to be done to address the remaining category I deficiencies in the KC-46A contract?” asked Senator Murray.
    “They are working very hard. They’re drawing those down to a few. Obviously, we still have a couple with the remote visualization system. The 2.0 version of that—that should be completed. That’s really the long pole of intent for all of them. That should be done by the fourth quarter of 27’. We also have a crimp drain valve issue that’s being worked. We also have one where they call it the ‘stuck-boom,’ where it can only refuel—there’s one aircraft that can’t refuel, and that’s the A-10. But largely, those are—they keep it from being full capability, but they’re refueling just about everything. Including several of the capabilities that happened last weekend. So, it’s still a capable aircraft, we just need to keep working,” replied General Allvin.
    Senator Murray responded, “Okay, and if you could just stay in touch with my office as you get closer on those details.”
    [CHILD CARE COVERAGE]
    Senator Murray turned her questioning to the Trump Administration’s abrupt changes to policies aimed at recruiting and increasing wages for childcare workers in the Department of Defense’s Child Development Centers (CDC): “Over the past few years, policies to help recruit staff for child development centers on military bases have led to lower wait times, especially in the Air Force. In fact, in 2024, the Air Force wait list dropped below 3,000 children—we worked really hard to get it there, and that was the lowest since the Air Force began tracking it back in 2018. But after Trump’s hiring freeze on civilian employees at DOD, several Air Force Bases have been forced to reduce their child care services, and the child care wait list has now ballooned to over 4,000 kids. That is really unacceptable to me. That would leave our military families—and parents who are putting their lives on the line for our country—really scrambling to find child care. And in many places, CDCs are their only real option for child care.”
    Senator Murray asked, “So, Mr. Secretary, what is the Air Force doing to make up for the CDC staff shortages?”
    “We’re very aware of the issue, Senator. And it is a priority for us to fix, and we are looking at that. Talked about it just yesterday with the team. I think there is a plan to start addressing the shortfall in staffing. General Allvin do you have any more details that?” Secretary Meink turned the question to General Alvin.
    “Thank you, Mr. Secretary. Senator, what I would add to that is—your point is exactly right. We worked very hard, and we got the critical caregivers at the level. During this initial deferred resignation program, we kept all the providers, they were not authorized to go. But some of the back staff, the support staff, was authorized to go. And so, because of that we were we had to close a couple classrooms here and there and reduce that. I believe that is going to be faster to rehire than it would be to get the care provider. So, I think that’s where—” said General Allvin.
    Senator Murray replied, “If you can stay in touch with my office on how you’re progressing, on that—what you’re doing—I would appreciate it.”
    [DISCRIMINATION AGAINST WOMEN AIRCREW MEMBERS]
    Senator Murraymoved on to address the reversal of an Air Force policy allowing pregnant aircrew members to fly early in their pregnancy, stripping pregnant aircrew members from moving forward in their careers. “Over the past few months, we’ve seen the Trump administration start to systematically dismantle DOD’s ability to welcome all who wish to serve. And I am particularly concerned about attacks on women servicemembers—from health care to firing senior leadership. And in April, the Air Force suddenly reversed its policy allowing women aircrew members to fly during early stages of pregnancy. That policy aligned with FAA pregnancy guidelines, was widely applauded when it was made in 2022, and then the Trump administration eliminated it without any explanation. That reversal really forces women to choose between advancing their careers and starting their families, and it drastically reduces women’s opportunities to develop expertise in really highly technical roles for our Air Force.” 
    “I want to ask, what data supported the Trump administration’s decision to prohibit women from flying in non-combat environments during early stages?” asked Senator Murray.
    General Allvin responded, “That was an Air Force policy change. So that would be on us in the Air Force. And the difference is that even though you talk about the alignment with FAA, the change was to high-G, high-performance aircraft. That was the change in 2022—to enable them to pursue waivers to fly for those for those high-G and high-performance aircraft. And the idea was to increase readiness. Because increasing readiness, having more opportunities for everyone to fly in those high-performance aircraft. What we did, we looked at the data from 2019 to 2022 and saw how many waivers were being pursued, how many waivers were being granted between that time, and then between 2022 and 2025. So two, three-year periods, and saw no real difference in the amount of time being requested or given for those in high performance aircraft. So, because of that—there was no real increase in waivers from those two periods and the risk was still there. It was an unknown risk that we just reverted to, really closer to what the other services have been.”
    Senator Murray pressed, “Well, that’s not the same as the FAA guidelines. Were there any specific cases or incidences that raised this medical concern?”
    “It was just the lack of increased readiness without the ability to fully understand the risk. And that was not FAA. That was for the high-G, high-performing aircraft. Which the FAA does not really have those guidelines specific to,” General Allvin replied.
    Senator Murray responded, “Well, I just have to say that—what’s a woman supposed to do? Do a pregnancy test before she takes a flight?”
    General Allvin said, “We can give you the full paper. This is not just totally restrictive. It’s more aligned with the other services as well.”
    Senator Murray responded, “Well, I have looked at the policy, and I am concerned. I haven’t seen the data. You have some, give it to me. If there are specific examples, give it to me. But I do not think that we should discriminate against women service members. And I would really ask you to consider reversing this.”
    General Allvin replied, “We’ll provide you all the data behind it.”

    KINGS MOUNTAIN, N.C. — U.S. Immigration and Customs Enforcement’s Homeland Security Investigations special agents, in collaboration with federal, state and local law enforcement partners, executed a federal search warrant at Buckeye Fire Equipment Company June 25 as part of an active, ongoing criminal investigation. This operation specifically focused on serious allegations of aggravated identity theft and potential federal crimes.

    As a result of the initial investigation, 30 people were arrested onsite.

The competition will be undertaken in accordance with the Royal Architectural Institute of Canada (RAIC) guidance for competitions in Canada.

    To be considered, the conceptual designs must incorporate extensive feedback received by Parks Canada through years-long Indigenous, public, and stakeholder engagement. This project presents a unique opportunity to modernize facilities and open spaces in downtown Banff to welcome national park visitors, encourage connection with the national park, foster a welcoming and vibrant community.

    Each successful design proposal will be evaluated by an independent jury composed of recognized design and architecture professionals. The jury will evaluate the proposals and feedback received in further public engagement sessions and then provide a recommendation to Parks Canada.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) published a new report entitled “Bad Medicine: RFK Jr.’s Dirty Dozen Antivax Attacks,” underscoring the key ways Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr. (RFK Jr.) has undermined vaccine access and confidence in vaccines and jeopardized Americans’ health. The report was published during the first meeting of the new Advisory Committee on Immunization Practices (ACIP), which RFK Jr. gutted and replaced with members who will advance his own anti-vaccine agenda.

    “Americans should watch carefully to ensure that RFK Jr. and his hand-picked committee do not further undermine public health,” wrote Senator Warren.

    Senator Warren’s “dirty dozen” list of anti-vaccine activities that occurred under RFK Jr.’s watch includes:

    1. “Burying” a Centers for Disease Control and Prevention (CDC) report that “emphasized the importance of vaccinating people against the highly contagious and potentially deadly disease,” measles. The report, originally set to be released amidst a growing measles outbreak, found that the risk of contracting measles was high in communities near outbreaks with low vaccination rates.
    2. Promoting pseudoscience remedies and falsehoods while downplaying threats from measles as an outbreak swept across the country. Kennedy falsely claimed that the measles vaccine had not been “safely tested” and that its protection was short-lived. Kennedy pushed false information on X that “cod liver oil” and “Vitamin A” would be an effective treatment. As a result, some unvaccinated children who “were given so much Vitamin A…had signs of liver damage.” After the first death from the disease, he claimed that the outbreak was “not unusual” and failed to mention vaccination as a key to stopping the outbreak.
    3. Ending the “Let’s Get Real” vaccine campaign, which provided resources and information to health care providers for communicating and working with hesitant parents.
    4. Removing the COVID vaccine from the CDC’s recommended immunization schedule for healthy children and pregnant women, without consulting CDC experts.
    5. Commissioning and publishing the “Make America Healthy Again” (MAHA) report, advancing scientifically dubious assertions, filled with distorted research and inaccurate claims about vaccine safety. The MAHA report misleadingly claimed that vaccines are responsible for “many possible adverse events for which there is inadequate evidence to accept or reject a causal relationship.” The MAHA report also cited multiple studies that did not exist, and researchers whose papers were cited indicated that the report had misinterpreted their findings.
    6. Canceling a promising study to develop a Bird Flu vaccine, even as the newest strain of the disease spreads, infecting more than 70 people, and public health officials become increasingly concerned about a broader outbreak.
    7. Ending funding for a broad swath of HIV vaccine studies, potentially setting back US-led efforts to end the global AIDS pandemic by a decade.
    8. Reneging on his promise to “work within the current vaccine approval and safety monitoring systems and maintain the Centers for Disease Control and Prevention’s Advisory Committee on Immunization Practices without changes,” on February 20th, Kennedy canceled ACIP’s first public meeting of 2025, before firing all the members of the panel on June 9th. ACIP is an independent panel of experts that makes recommendations to the CDC on vaccines. Kennedy also removed the staffers who oversaw ACIP and were responsible for vetting nominees for ACIP membership, effectively leaving the CDC’s chief of staff, a Trump Administration political appointee, in charge of the committee’s planning.
    9. Breaking his pledge not to appoint ideological anti-vaxxers to ACIP, Kennedy named eight new members to the panel, of which at least half are vaccine skeptics. According to various CDC officials, Kennedy circumvented the CDC’s process to select his new committee members.
    10. Announcing in his first address to agency staff as HHS secretary, Kennedy said he would use the Make America Healthy Again commission to investigate the childhood vaccination schedule, despite his baseless claims that it contributes to poor health outcomes.
    11. Hiring David Geier, a known vaccine skeptic who has promoted the debunked link between immunizations and autism, to study the theory. More than a decade ago, state regulators disciplined Grier for practicing medicine without a license.
    12. Forcing Dr. Peter Marks, the Food and Drug Administration’s (FDA’s) top vaccine official and head of the Center for Biologics Evaluation and Research, to step down after Dr. Marks refused to comply with Secretary Kennedy’s wish for “subservient confirmation of his misinformation and lies.”

    Movement will take place over the next several weeks and will provide further available housing for wildfire survivors in West Maui

    The first unit will be moved to a private site on June 26, 2025, with additional units to follow

     Six temporary housing units will be placed onto private sites in Lahaina

    Additionally, 40 temporary housing units will be placed on three secondary sites in Lahaina in the weeks to come

     The movement of units supports FEMA’s mission to return wildfire survivors to West Maui who indicated that temporary housing closer to their original home is their preference

    Unit movement will result in minimal traffic disruptions as the units travel the approximately 2-mile distance to their final destinations

    Movement will take place periodically over several weeks and is targeted to finish before the new school year starts to accommodate families with school-aged children

     FEMA housing is temporary and will remain available for eligible participants while they continue to seek permanent housing solutions

  • MIL-OSI USA: By Air and by Sea: Validating NASA’s PACE Ocean Color Instrument

    In autumn 2024, California’s Monterey Bay experienced an outsized phytoplankton bloom that attracted fish, dolphins, whales, seabirds, and – for a few weeks in October – scientists. A team from NASA’s Ames Research Center in Silicon Valley, with partners at the University of California, Santa Cruz (UCSC), and the Naval Postgraduate School, spent two weeks on the California coast gathering data on the atmosphere and the ocean to verify what satellites see from above. In spring 2025, the team returned to gather data under different environmental conditions.
    Scientists call this process validation.

    The PACE mission, which stands for Plankton, Aerosol, Cloud, ocean Ecosystem, was launched in February  2024 and designed to transform our understanding of ocean and atmospheric environments. Specifically, the satellite will give scientists a finely detailed look at life near the ocean surface and the composition and abundance of aerosol particles in the atmosphere.
    Whenever NASA launches a new satellite, it sends validation science teams around the world to confirm that the data from instruments in space match what traditional instruments can see at the surface. AirSHARP (Airborne aSsessment of Hyperspectral Aerosol optical depth and water-leaving Reflectance Product Performance for PACE) is one of these teams, specifically deployed to validate products from the satellite’s Ocean Color Instrument (OCI).
    The OCI spectrometer works by measuring reflected sunlight. As sunlight bounces off of the ocean’s surface, it creates specific shades of color that researchers use to determine what is in the water column below. To validate the OCI data, research teams need to confirm that measurements directly at the surface match those from the satellite. They also need to understand how the atmosphere is changing the color of the ocean as the reflected light is traveling back to the satellite.
    In October 2024 and May 2025, the AirSHARP team ran simultaneous airborne and seaborne campaigns. Going into the field during different seasons allows the team to collect data under different environmental conditions, validating as much of the instrument’s range as possible.
    Over 13 days of flights on a Twin Otter aircraft, the NASA-led team used instruments called 4STAR-B (Spectrometer for sky-scanning sun Tracking Atmospheric Research B), and the C-AIR (Coastal Airborne In-situ Radiometer) to gather data from the air. At the same time, partners from UCSC used a host of matching instruments onboard the research vessel R/V Shana Rae to gather data from the water’s surface.

    The Ocean Color Instrument measures something called water leaving reflectance, which provides information on the microscopic composition of the water column, including water molecules, phytoplankton, and particulates like sand, inorganic materials, and even bubbles. Ocean color varies based on how these materials absorb and scatter sunlight. This is especially useful for determining the abundance and types of phytoplankton.

    The AirSHARP team used radiometers with matching technology – C-AIR from the air and C-OPS (Compact Optical Profiling System) from the water – to gather water leaving reflectance data.
    “The C-AIR instrument is modified from an instrument that goes on research vessels and takes measurements of the water’s surface from very close range,” said NASA Ames research scientist Samuel LeBlanc. “The issue there is that you’re very local to one area at a time. What our team has done successfully is put it on an aircraft, which enables us to span the entire Monterey Bay.”
    The larger PACE validation team will compare OCI measurements with observations made by the sensors much closer to the ocean to ensure that they match, and make adjustments when they don’t. 

    One factor that can impact OCI data is the presence of manmade and natural aerosols, which interact with sunlight as it moves through the atmosphere. An aerosol refers to any solid or liquid suspended in the air, such as smoke from fires, salt from sea spray, particulates from fossil fuel emissions, desert dust, and pollen.
    Imagine a 420 mile-long tube, with the PACE satellite at one end and the ocean at the other. Everything inside the tube is what scientists refer to as the atmospheric column, and it is full of tiny particulates that interact with sunlight. Scientists quantify this aerosol interaction with a measurement called aerosol optical depth.
    “During AirSHARP, we were essentially measuring, at different wavelengths, how light is changed by the particles present in the atmosphere,” said NASA Ames research scientist Kristina Pistone. “The aerosol optical depth is a measure of light extinction, or how much light is either scattered away or absorbed by aerosol particulates.” 
    The team measured aerosol optical depth using the 4STAR-B spectrometer, which was engineered at NASA Ames and  enables scientists to identify which aerosols are present and how they interact with sunlight.

    Flying these instruments required use of a Twin Otter plane, operated by the Naval Postgraduate School (NPS). The Twin Otter is unique for its ability to perform extremely low-altitude flights, making passes down to 100 feet above the water in clear conditions.
    “It’s an intense way to fly. At that low height, the pilots continually watch for and avoid birds, tall ships, and even wildlife like breaching whales,” said Anthony Bucholtz, director of the Airborne Research Facility at NPS.
    With the phytoplankton bloom attracting so much wildlife in a bay already full of ships, this is no small feat. “The pilots keep a close eye on the radar, and fly by hand,” Bucholtz said, “all while following careful flight plans crisscrossing Monterey Bay and performing tight spirals over the Research Vessel Shana Rae.”

    Data gathered from the 2024 phase of this campaign is available on two data archive systems. Data from the 4STAR instrument is available in the PACE data archive  and data from C-AIR is housed in the SeaBASS data archive.

  • MIL-OSI USA: Meet the Space Ops Team: Derrick Bailey

    Since childhood, Derrick Bailey always had an early fascination with aeronautics. Military fighter jet pilots were his childhood heroes, and he dreamed of joining the aerospace industry. This passion was a springboard into his 17-year career at NASA, where Bailey plays an important role in enabling successful rocket launches.
    Bailey is the Launch Vehicle Certification Manager in the Launch Services Program (LSP) within the Space Operations Mission Directorate. In this role, he helps NASA outline the agency’s risk classifications of new rockets from emerging and established space companies.
    “Within my role, I formulate a series of technical and process assessments for NASA LSP’s technical team to understand how companies operate, how vehicles are designed and qualified, and how they perform in flight,” Bailey said.
    Beyond technical proficiency and readiness, a successful rocket launch relies on establishing a strong foundational relationship between NASA and the commercial companies involved. Bailey and his team ensure effective communication with these companies to provide the guidance, data, and analysis necessary to support them in overcoming challenges.
    “We work diligently to build trusting relationships with commercial companies and demonstrate the value in partnering with our team,” Bailey said.
    Bailey credits a stroke of fate that landed him at the agency. During his senior year at Georgia Tech, where he was pursuing a degree in aerospace engineering, Bailey almost walked past the NASA tent at a career fair. However, he decided to grab a NASA sticker and strike up a conversation, which quickly turned into an impromptu interview. He walked away that day with a job offer to work on the now-retired Space Shuttle Program at the agency’s Kennedy Space Center in Florida.
    “I never imagined working at NASA,” Bailey said. “Looking back, it’s unbelievable that a chance encounter resulted in securing a job that has turned into an incredible career.”
    Thinking about the future, Bailey is excited about new opportunities in the commercial space industry. Bailey sees NASA as a crucial advisor and mentor for commercial sector while using industry capabilities to provide more cost-effective access to space.

    “We are the enablers,” Bailey said of his role in the directorate. “It is our responsibility to provide the best opportunity for future explorers to begin their journey of discovery in deep space and beyond.”
    Outside of work, Bailey enjoys spending time with his family, especially his two sons, who keep him busy with trips to the baseball diamond and homework sessions. Bailey also enjoys hands-on activities, like working on cars, off-road vehicles, and house projects – hobbies he picked up from his mechanically inclined father. Additionally, at the beginning of 2025, his wife accepted a program specialist position with LSP, an exciting development for the entire Bailey family.
    “One of my wife’s major observations early on in my career was how much my colleagues genuinely care about one another and empower people to make decisions,” Bailey explained. “These are the things that make NASA the number one place to work in the government.”
    NASA’s Space Operations Mission Directorate maintains a continuous human presence in space for the benefit of people on Earth. The programs within the directorate are the hub of NASA’s space exploration efforts, enabling Artemis, commercial space, science, and other agency missions through communication, launch services, research capabilities, and crew support.

  • MIL-OSI USA: Deadline Approaching to Apply for FEMA Assistance for April Severe Weather and May Tornadoes

    strong>FRANKFORT, Ky. – The deadlines are approaching for homeowners and renters to apply for FEMA assistance for damage and losses caused by the April storms and the May tornadoes. 
    July 25 is the deadline for survivors in the 37 Kentucky counties designated under the major federal disaster for April severe storms, straight-line winds, flooding, landslides and mudslides.
    The eligible counties are Anderson, Breckinridge, Bullitt, Butler, Calloway, Carroll, Christian, Clark, Daviess, Franklin, Garrard, Grayson, Hancock, Hardin, Hart, Henderson, Henry, Hopkins, Jefferson, Jessamine, Larue, Lincoln, McCracken, McLean, Meade, Mercer, Muhlenberg, Nelson, Ohio, Oldham, Owen, Pendleton, Powell, Trimble, Warren, Webster and Woodford.
    July 23 is the deadline to apply for FEMA assistance to help recover from tornadoes that occurred May 16 and 17.  Eligible counties are Caldwell, Laurel, Pulaski, Russell, Trigg and Union.
    Make Sure You Apply for the Right Disaster
    Your application needs to include the correct disaster number for your location.
    If you were affected by the April severe weather disaster and you lived in one of the 37 designated counties, you should apply for the disaster number DR-4864.If you were affected by the May tornadoes and lived in one of the six designated counties, the correct disaster number on your application should be DR-4875.
    If you already applied and the disaster number was incorrect, you may receive a letter from FEMA stating you were not approved because your home is not located in the declared disaster area. Don’t give up. You may still be eligible for assistance. Contact FEMA immediately or submit another application by the deadline with the correct disaster number. Whether it is by phone or a visit to a Disaster Recovery Center, FEMA representatives can help you. 
    How To Apply for FEMA Assistance and Get Help With Your Application
    There are several ways to apply for FEMA assistance or get help with your existing application:

    Online at DisasterAssistance.gov.
    Visit any Disaster Recovery Center. To find a center close to you, visit fema.gov/DRC, or text DRC along with your Zip Code to 43362 (Example: “DRC 29169”).
    Use the FEMA mobile app.
    Call the FEMA Helpline at 800-621-3362. Help is available in many languages. If you use a relay service, such as Video Relay Service (VRS), captioned telephone or other service, give FEMA your number for that service.
    FEMA works with every household on a case-by-case basis.

    FEMA representatives can explain available assistance programs, how to apply to FEMA, and help connect survivors with resources for their recovery needs.
    When you apply, you will need to provide:

    A current phone number where you can be contacted.
    Your address at the time of the disaster and the address where you are now staying.
    Your Social Security Number.
    A general list of damage and losses.
    Banking information if you choose direct deposit.
    If insured, the policy number or the agent and/or the company name.

    Survivors should keep their contact information updated with FEMA as the agency may need to call to schedule a home inspection or get additional information.
     
    Disaster assistance is not a substitute for insurance and is not intended to compensate for all losses caused by a 
    disaster. The assistance is intended to meet basic needs and supplement disaster recovery efforts.
