    Forfeiture Action is the Latest Disruption of an Indicted North Korean Official’s Efforts to Generate Revenue for North Korea and its Weapons Program Through Illegal IT Worker Schemes and Cryptocurrency Theft

    The Department of Justice filed a civil forfeiture complaint today in the U.S. District Court for the District of Columbia alleging that North Korean information technology (IT) workers obtained illegal employment and amassed millions in cryptocurrency for the benefit of the North Korean government, all as a means of evading U.S. sanctions placed on North Korea. The funds were initially restrained in connection with an April 2023 indictment against Sim Hyon Sop (Sim), a North Korean Foreign Trade Bank (FTB) representative who was allegedly conspiring with the IT workers. While the North Koreans were attempting to launder those ill-gotten gains, the U.S. government was able to freeze and seize over $7.74 million tied to the scheme.

    “This forfeiture action highlights, once again, the North Korean government’s exploitation of the cryptocurrency ecosystem to fund its illicit priorities,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The Department will use every legal tool at its disposal to safeguard the cryptocurrency ecosystem and deny North Korea its ill-gotten gains in violation of U.S. sanctions.”

    “The FBI’s investigation has revealed a massive campaign by North Korean IT workers to defraud U.S. businesses by obtaining employment using the stolen identities of American citizens, all so the North Korean government can evade U.S. sanctions and generate revenue for its authoritarian regime,” said Assistant Director Roman Rozhavsky of the FBI Counterintelligence Division. “Today’s action shows the FBI will do everything in our power to protect Americans from being victimized by the North Korean government, and we ask all U.S. companies that employ remote workers to remain vigilant to this new and sophisticated threat.” 

    According to the complaint, the North Korean government uses illegally obtained cryptocurrency as a means of generating revenue for its priorities. This illegally obtained cryptocurrency is allegedly generated, in part, through remote work done by North Korean IT workers deployed around the globe, including in the People’s Republic of China and the Russian Federation (Russia). Those IT workers have generated revenue for North Korea via their jobs at, among other places, blockchain development companies. To obtain employment, these North Korean IT workers allegedly bypassed security and due diligence checks using fraudulent (or fraudulently obtained) identification documents and other obfuscation strategies. These tactics hid the North Koreans’ true location and identities, causing unwitting employers to hire them and pay them a salary, often in stablecoins, such as USDC and USDT.

    To send their illegally obtained cryptocurrency back to North Korea, the IT workers allegedly transferred the cryptocurrency using money laundering techniques. These techniques included: (1) setting up accounts with fictitious identities; (2) moving funds in a series of small amounts; (3) moving funds to other blockchains or converting funds to other forms of virtual currency (i.e., “chain hopping” and “token swapping,” respectively); (4) purchasing non-fungible tokens as a store of value and means of hiding illicit funds; (5) using U.S.-based online accounts to legitimize activity; and (6) commingling their fraud proceeds to hide the origin of the funds. After laundering these funds, the North Korean IT workers allegedly sent them back to the North Korean government, at times via Sim and Kim Sang Man (Kim). Kim is a North Korean national who is the chief executive officer of “Chinyong,” also known as “Jinyong IT Cooperation Company.” Chinyong is subordinate to North Korea’s Ministry of Defense (formerly known as the Ministry of the Peoples’ Armed Forces), which the Treasury Department’s Office of Foreign Assets Control (OFAC) added to its list of Specially Designated Nationals (SDN) on June 1, 2017.

    Chinyong employs delegations of North Korean IT workers that operate in, among other countries, Russia and Laos. Kim allegedly acts as an intermediary between the North Korean IT workers and North Korea’s FTB by sending funds from the North Korean IT workers to Sim.

    On April 24, 2023, OFAC added Sim to its SDN list. On May 23, 2023, OFAC added Chinyong and Kim to its SDN list.

    Today’s forfeiture action follows the Department’s announcement of two federal indictments charging Sim for allegedly conspiring (1) with North Korean IT workers to generate revenue through illegal employment at companies in the United States and abroad; and (2) with over-the-counter cryptocurrency traders to use stolen funds to buy goods for North Korea. The forfeiture action also follows on successful actions to disrupt North Korean revenue generation taken by the Department in May 2024, August 2024, December 2024, and January 2025. Those actions, which are part of the Department-wide DPRK RevGen: Domestic Enabler Initiative launched in March 2024 by the National Security Division and the FBI’s Cyber and Counterintelligence Divisions, targeted U.S. persons facilitating remote IT work and their North Korean co-conspirators.

    The FBI Chicago Field Office and FBI’s Virtual Assets Unit are investigating the cases associated with this complaint.

    The FBI, in conjunction with the State and Treasury Departments, issued a May 2022 advisory to alert the international community, private sector, and public about the North Korea IT worker threat. Updated guidance was issued in October 2023 by the United States and the Republic of Korea (South Korea), and in May 2024 by the FBI, which include indicators consistent with the North Korea IT worker fraud and the use of U.S.-based laptop farms. In January 2025, the FBI issued additional guidance regarding extortion and theft of sensitive company data by North Korean IT workers, along with recommended mitigations.

    During the 1966-1976 Cultural Revolution, Mao Zedong pushed for the closure of Chinese universities, seeing higher education as little more than a breeding ground for counterrevolutionary bourgeois intellectuals. After closing for a period, China’s universities reopened on a limited basis from 1970, with selection criteria based on class background, revolutionary devotion and connections to the communist party.

    It was not until 1977 that the national university entrance exam (gaokao) was reinstated and a merit system put back in place. This period had been China’s “Mao moment” in higher education, but Mao’s historic mistake appears to be repeating itself in the US today.

    Over 13 centuries of tradition

    Imperial China had a sophisticated system of examinations (kējǔ, 科举) for citizens to reach the status of civil servant, or mandarin. These tests date back to the 7th century, under the Sui dynasty (581-618), and lasted until 1905.

    Depending on the period, the exams lasted from one to three days. Candidates were locked in a room, identified by a number, and their tests were copied by a third party so that their identity could not be recognised by their handwriting. All this was to ensure a fair and impartial contest for candidates whose futures were at stake.

    MIT professor Yasheng Huang says that if he had to highlight one fundamental difference between China and other civilisations, it would be the existence of these imperial examinations. He adds that they were both a blessing and a curse.

    He also points out that they are directly to blame for the state’s ongoing monopolisation of human talent in China. Put simply, the best and brightest became mandarins under this system. By depriving society of access to the best talent, the state also denied its people the chance of having any kind of organised religion, commerce or intelligentsia.

    For Huang, the imperial examinations were a significant cause of the decline of collective social action in China, one of the distinctive features of a civil society. This is reflected in the title of his 2024 book “The Rise and Fall of the EAST”, where EAST is not a compass point but an acronym for China’s defining features: Exams, Autocracy, Stability and Technology.

    China prioritises universities

    “The ‘Chinese phenomenon’ is why this ancient civilization
    with a long history of more than 2,000 years has declined in the modern
    era. Why is it lagging behind the modern nations of the world?”

    This question was posed in 1991 by the Chinese politician and intellectual Wang Huning, in his book America against America.

    Ever since Deng Xiaoping came to power in 1978, it became increasingly clear to China that its progress depended on raising its population’s education level, especially after the ravages of the Maoist Cultural Revolution.

    To do this, China created the C9 League in 2009. Composed of nine universities and similar to the American Ivy League, its members account for 10% of China’s national research budget, 3% of its total number of researchers, and 20% of published studies.

    Defund Harvard?

    When I spoke of “barbarians” in my 2024 book China for the New Barbarians,(Nola editores, 2024), I did so to call attention to the fact that there is a certain ignorance when the West speaks about China. However, the Trump Administration’s ongoing attacks against Harvard, one of the world’s most renowned universities, can only be described as barbaric.

    Last week Harvard was barred from enrolling international students on the grounds of alleged leftist indoctrination and anti-Semitism. It has also revoked student visas and, as if that were not enough, it has demanded that universities hand over information on students who have participated in student protests.

    What the Trump Administration wants is for Harvard to cease foreign admissions, a move that would lock out 6,500 students. In addition to denying Harvard access to top international talent, it would also inflict enormous damage to the ever-weakening concept of the “American spirit”, made up of democratic values, freedom, generosity, equality of opportunity, universal education, courage and leadership.

    The measure has been temporarily blocked by a district judge, though this may not count for much – the Trump Administration has already set a precedent of disputing or ignoring court orders.

    The situation is so dire that Jerome Powell – the chair of the Federal Reserve who was appointed by Trump during his first term – has been unable to keep quiet. Addressing Princeton University students at the May 2025 commencement speech, he stressed that American universities are the envy of the world, and a crucial asset for the US to continue to lead in scientific innovation and economic dynamism.

    Powell has himself been a target of Trump’s criticism. In response to Powell’s refusal to lower interest rates – which he has kept between 4.25% and 4.5% to contain inflation – the president has called him “Mr Too Late” and “Major loser”.

    What does the rest of the world think?

    The world watches in astonishment as the US federal administration attempts to dismantle the country’s university system, which for decades has been one of the US’ poles of attraction, and a bulwark of its economic and technological success.

    This was perhaps best expressed by Oriaku, a Nigerian taxi driver I met back in the nineties who ferried me and my colleague Juan Gordon around Lagos. He told us about his dream of sending his children to Harvard, and when Juan commented that this would be expensive he wisely replied “if you think education is expensive, try ignorance.” “Harvard, Harvard,” Oriaku continued, “that’s the only reason I work myself to the bone.”

    Moves are already being made elsewhere to pick up the slack and welcome academics. The Hong Kong government, for instance, has called on its universities to attract the foreign talent that the US now wants to reject.

    Meanwhile, the Chinese can only smirk: they already lived through Mao’s brutal onslaught against their universities during the Cultural Revolution and know that it will bring no benefits. America is living through its own “Mao moments”, but we may soon be able rename them “Trump moments”.

    • Luxembourg’s fundamentals remain strong and economic recovery is projected to slowly gain pace amidst external headwinds. Downside risks prevail in the short term.
    • Surprising on the upside, the fiscal balance improved to a surplus of 1 percent of GDP in 2024, boosted by one-off revenues. Given structurally high revenue volatility, prudent fiscal policy should be based on a more efficient use of fiscal space.
    • The financial sector is resilient, with well-capitalized and liquid banks. While the risks are manageable, the housing market, and other pockets of vulnerabilities should continue to be closely monitored.

    Washington, DC: On May 30, 2025, the Executive Board of the International Monetary Fund (IMF) concluded the 2025 Article IV Consultation[1] with Luxembourg, and considered and endorsed the staff appraisal without a meeting on a lapse-of-time basis.[2]

    Luxembourg’s fundamentals remain strong, but its economic performance has been lackluster. Public debt is low and the 2024 FSAP found the financial sector sound and well-diversified. After contracting by 0.7 percent in 2023, GDP growth turned positive at 1 percent in 2024, mainly driven by public consumption. Private domestic demand though remained lackluster amidst tight financial conditions and a lack of confidence in the real estate sector. The labor market is cooling, following a sizeable increase in labor costs in past years. While the headline fiscal deficit showed a large improvement from one-off revenues, the underlying structural deficit has widened, reflecting a shift from temporary to permanent support. Financial conditions remain tight, and the financial cycle has not yet decisively turned. Despite some deterioration in asset quality, the financial sector remains resilient overall.

    An economic recovery is projected to slowly gain pace amidst external headwinds. Growth is projected to increase to 1.6 percent in 2025 and accelerate in 2026–27 supported by improved confidence and a gradual recovery in external demand. The unwinding of labor hoarding and lingering uncertainty would weigh on job creation and unemployment is likely to rise in the near term, before slowly declining to its historical average. Inflation is projected to decline to about 2 percent in 2025 and stay at that level over the medium term. Downside risks prevail in the short term, with headwinds from weaker external demand and tighter and/or more volatile financial conditions triggered by trade policy uncertainty, geopolitical tensions, and possibly higher interest rates for longer. Risks to growth are more balanced over the medium term, but fiscal risks are assessed to be high.

    Executive Board Assessment[3]

    Luxembourg’s recent economic performance has been lackluster and a projected recovery faces headwinds. Anchored in strong economic fundamentals, the economy is expected to gradually recover from a protracted slowdown. Yet, the global situation is fluid, and there are risks of setbacks stemming from weaker external demand and higher financial market volatility, alongside domestic challenges in the real estate sector and the labor market. Moreover, productivity has been declining, and Luxembourg faces fiscal pressures and risks. While Luxembourg’s current external position is assessed to be substantially stronger than the level implied by medium-term fundamentals, the assessment is subject to several limitations. The country’s specific economic features—a small open economy with a global financial center and a large share of cross-border workers —make the external position subject to significant volatility. This, together with the long-term challenges due to aging costs, call for more prudent policies while incentivizing private sector investment.

    Prudent fiscal policy calls for a more efficient use of fiscal space. For 2025, a less expansionary fiscal stance would have been welcome, given low fiscal multipliers and the need to make room for more private sector-led growth. There is scope for reviewing the effectiveness and targeting of current measures, while preserving possible savings from revenue overperformance or budget execution. The authorities’ medium-term expenditure path is broadly appropriate to accommodate future spending pressures, but should be underpinned by measures, which will require containing the growth of the wage bill, enhancing spending efficiency, and avoiding any further erosion of the tax base.

    There is scope for increasing revenue resilience. Luxembourg’s revenue performance depends to a large extent on a concentrated and volatile revenue base. Tax reforms should thus aim at diversifying revenue sources. This will help reduce volatility and uncertainty of fiscal receipts.

    Fiscal policies should be better anchored in a medium-term perspective. The public consultations on pension reform are welcome, as there is a need for early reforms, including reducing the generosity of benefits—the highest in Europe, increasing both the effective and statutory retirement ages, and a well-calibrated increase in contributions to minimize the negative impact on the labor market. Strengthening the medium-term fiscal framework would enhance policy predictability. The planned implementation of a national fiscal rule is welcome and should combine a debt anchor with a net spending ceiling that consider revenue uncertainty and allow appropriate flexibility. Additional reforms of the budgeting framework and strengthening of the fiscal council are necessary to make the new framework more effective.

    Risks in the financial sector, while manageable, should continue to be closely monitored. The financial sector appears broadly resilient. However, persistent solvency and liquidity risks in the corporate sector—especially in real estate—and the potential impact of rising financial market volatility warrant close monitoring. The authorities should continue ensuring adequate provisioning, collateral valuation, and loss absorption capacity. At the same time, continued oversight of the large nonbank financial sector—notably pockets of liquidity mismatches and leverage—and a better understanding of the intermediation role of the OFI sector should be prioritized.

    Macroprudential policy should remain agile. The current CCyB level is appropriate. Should the recovery firm up, the authorities should strengthen releasable capital buffers and address still elevated household indebtedness by introducing income-based measures in line with FSAP recommendations. In the event of continued credit pressure, some loosening of the CCyB could be envisaged. Capitalizing on the commendable progress in implementing the 2024 FSAP recommendations in the supervision of banks and investment funds, the authorities should strengthen the macroprudential policy framework.

    Structural reforms are needed to boost private sector-led growth and sustain living standards. Wage indexation has become a key constraint on competitiveness, and more labor market flexibility is called for. The authorities should also aim at boosting productivity and containing the cost of living by streamlining the regulatory and administrative burden, removing barriers to entry in some sectors, and addressing housing and infrastructure supply bottlenecks. Efforts should continue to capitalize on the country’s comparative advantages in AI adoption and financial sector development while minimizing potential costs of the transition. Recent measures to enhance technology diffusion and ongoing upskilling programs are welcome.

  • MIL-OSI Security: Humbolt, Iowa, Man Sentenced to 15 Years in Federal Prison for Sexual Exploitation of a Child

    Paul William Flett, age 44, from Humbolt, Iowa, was sentenced in federal court in Sioux City, Iowa, on June 3, 2025.  Flett pled guilty January 23, 2025, to one count to sexual exploitation of a child. 

    Evidence in the case showed that Flett sent links and images of child pornography to underage girls and asked them to send images and videos of themselves to him.  On June 6, 2024, law enforcement executed a search warrant at Flett’s home and in a consensual interview, Flett admitted to the conduct and that he threw his phone in a closet when law enforcement arrived because he knew they were there for him.  Forensic analysis of Flett’s electronics and Kik account discovered a total of 16 videos and 60 images of child pornography including several that Flett had asked children to record of themselves.  The images and videos contained material that portrayed sadistic or masochistic conduct, as well as prepubescent children, infants, and toddlers.        

    Sentencing was held before United States District Court Judge Leonard T. Strand.  Flett was sentenced to 180 months’ imprisonment, ordered to pay $3,600 in restitution and assessments, and ordered to serve a term of supervised release of 5 years following imprisonment.  There is no parole in the federal system.  Flett remains in custody of the U.S. Marshals Service until he can be transported to a federal prison. 

    This case was brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who sexually exploit children, and to identify and rescue victims.     VANCOUVER, British Columbia, June 05, 2025 (GLOBE NEWSWIRE) — Stamper Oil & Gas Corp. (“Stamper” or the “Company”) (TSX-V: STMP) is pleased to announce that further to the Company’s press release dated May 14, 2025 announcing the entering into of an acquisition agreement dated May 12, 2025 with BISP Exploration Inc. (“BISP”) pursuant to which the Company will acquire all of the issued and outstanding common shares of BISP (the “Transaction”), BISP will undertake a “best efforts” brokered private placement of subscription receipts (the “Financing”).

    In connection with the Transaction, BISP has engaged Ventum Financial Corp. (the “Lead Agent”) to act as lead agent and sole bookrunner (on its own behalf and on behalf of a syndicate of agents which may be formed, and collectively with the Lead Agent, the “Agents”) in connection with the Financing of up to 80,000,000 subscription receipts (the “Subscription Receipts”) at a price of $0.20 per Subscription Receipt (the “Offering Price”) to raise gross proceeds of up to $16 million (the “Escrowed Funds”), which will be held in escrow by Endeavor Trust Corporation (the “Subscription Receipt Agent”). BISP has granted to the Agents an over-allotment option, exercisable at any time prior to the Closing Date (as defined below), to offer up to an additional 15% of the Subscription Receipts at the Offering Price. The Subscription Receipts will be issued pursuant to a subscription receipt agreement (the “Subscription Receipt Agreement”) to be entered into among BISP, the Lead Agent, and the Subscription Receipt Agent. Upon satisfaction of the escrow release conditions, which will be further outlined in the Subscription Receipt Agreement and include, but not limited to, satisfaction of all conditions precedent of the Transaction, each Subscription Receipt will entitle the holder thereof, without payment of any additional consideration and without further action on the part of the holder thereof, to one unit of BISP (a “BISP Unit”), and the Escrowed Funds, together with any interest earned thereon, will be released to BISP. If the escrow release conditions are not satisfied or waived within six (6) months of the Closing Date, the Subscription Receipts will be cancelled, and the Escrowed Funds, together with any interest earned thereon, will be returned by the Subscription Receipt Agent to subscribers on a pro rata basis.

    Each BISP Unit will consist of one common share in the capital of BISP (a “BISP Share”) and one-half (0.5) of one (1) common share purchase warrant of BISP (each whole warrant, a “BISP Warrant”). The BISP Shares and the BISP Warrants will then be exchanged for common shares of Stamper (on a post-Split (as defined herein) basis) (the “Resulting Issuer Shares”) and common share purchase warrants of Stamper (on a post-Split basis) (the “Resulting Issuer Warrants”), respectively, on a one-for-one basis. Each whole Resulting Issuer Warrant will be exercisable to purchase one post-Split Resulting Issuer Share at an exercise price of $0.35 for a period of 36 months from the closing date of Financing (the “Closing Date”). In connection with the Transaction, Stamper will subdivide the common shares in the capital of Stamper (the “Stamper Shares”) on the basis of 3.8 post-split Stamper Shares for each one (1) pre-split Stamper Share (the “Split”). All Stamper Shares issued in connection with the Transaction will be on a post-Split basis.

    BISP will pay the Agents a cash commission equal to 7.0% of the gross proceeds of the Financing which shall be reduced to 2.0% with respect to any subscriptions received from subscribers on the president’s list provided by BISP, such president’s list to be a minimum of $10,000,000 and up to a maximum of $12,000,000 in the aggregate (the “President’s List”), and issue broker warrants (the “Broker Warrants”) exercisable to acquire that number of BISP Units equal to 7.0% of the number of Subscription Receipts sold under the Financing, which shall be reduced to 2.0% with respect to any subscriptions from subscribers on the President’s List. Such Broker Warrants shall be exercisable at a price of $0.20 per BISP Unit, for a period of 36 months from the Closing Date. BISP will pay to the Agents, on the completion of the Financing, the cash commission and issue the Broker Warrants to the Agents. Provided the escrow release conditions are satisfied, pursuant to the Transaction, each Broker Warrant will be exchanged for one broker warrant of the Resulting Issuer, which shall entitle the holder thereof to subscribe for post-Split Resulting Issuer units on the same terms as the BISP Units. BISP will also reimburse the Agents for all reasonable expenses and fees incurred with respect to the Financing. BISP will have the right to include on the President’s List subscribers that will purchase up to 60,000,000 Subscription Receipts at the Offering Price for gross proceeds of up to $12,000,000.

    The Subscription Receipts will be subject to resale restrictions under applicable securities legislation. The Subscription Receipts will not be transferable under the laws of Canada, except pursuant to applicable statutory exemptions, until the date that is four months and a day after the date BISP becomes a reporting issuer in any province or territory of Canada. The Resulting Issuer Shares and the Resulting Issuer Warrants issuable upon the exchange of the BISP Shares and the BISP Warrants that are issued upon conversion of the Subscription Receipts will be freely tradeable for Canadian holders pursuant to applicable Canadian securities laws.   • MIL-OSI United Kingdom: Wolverhampton Council first to use contactless technology for taxi and private hire driver licence checks

    Contactless technology has been introduced into driver’s ID cards, meaning passengers can view a digital version of their driver’s private hire or taxi driver licence simply by tapping the card with a Near Field Communication (NFC) enabled smartphone.

    This will provide reassurance about the driver’s identity and confirm to passengers whether their private hire or taxi licence is current and valid.

    Details of all taxi and private hire driver licences are held on the council’s driver database. The database is checked and revised every day, meaning information sent to the passenger will be accurate and up to date.

    Existing identity cards, used by taxi and private hire drivers across the country, are susceptible to being copied and used fraudulently which can pose a risk to passengers.

    But the new contactless ID cards, which will be used by the council’s licensed private hire and black cab drivers, contain a range of security features which make them extremely difficult to fake.

    These features include a hologram, optically variable inks and guilloche patterns, similar to those seen on banknotes and passports, as well as a number of other forensic features.  

    Most importantly, the technology they contain will enable passengers, police and other councils to verify the identity of the driver as well as their licence status.

    Many modern smartphones support NFC technology. It is most commonly used in contactless payments, to make secure transactions, exchange digital content, and to connect electronic devices. But this is believed to be the first time the contactless technology is being used to digitally verify a driver’s licence status.

    The new contactless ID cards have already been issued to around 15,000 drivers licensed by the council and have been tapped more than 40,000 times. Those renewing their licences over the next 3 years will receive their new ID cards in the post.

    Passengers are encouraged to tap their driver’s ID card, positioned in the front windscreen on the passenger’s side of the vehicle. The card can be tapped through the glass, before customers get in.

    Instant results will be available on the passenger’s smartphone. If the licence status shows as invalid, they are advised not to get in the vehicle and report the driver to the council.

    If passengers are unable to use the NFC function, they can check the driver against the council’s online registers at Online Licence Registers

    The cards have been developed in partnership with UK based firm Euclid, which specialises in contactless cards and ID cards. The company works with governments around the world on national identity and passport schemes.

    Councillor Bhupinder Gakhal, cabinet member for resident services at City of Wolverhampton Council, said: “Once again, Wolverhampton is leading the way by using cutting edge technology in taxi and private hire licensing.

    “We have worked with our supplier, Euclid, to create cards that use ingenious technology to improve the public’s trust in their drivers. This technology makes checking your driver’s licence and identity far simpler than calling the council and the security features in the card also make it much harder for potential fraudsters.

    “Not only do the new cards offer extra reassurance, they are also more environmentally friendly and prevent the need for tens of thousands of plastic licences to be printed every year.”

    Sounds are integral parts of any landscape. Think of the calls of grouse and curlew on the Pennine Moors. Wind sieving through reed beds in the Norfolk Broads. Church bells chiming out over the hustle and bustle of central London. Every locale across the Earth, beneath our oceans, lakes and rivers, and even underground, has its own distinctive “soundscape”.

    Soundscapes are created by a combination of biological sounds – the voices of birds, bats and insects – alongside environmental sounds from rainfall, waves crashing on the shore and low-frequency seismic rumbles. Layered over these natural sound sources are human-made noises from planes, trains, traffic and other elements of 21st-century life.

    This human-made noise can be so loud and so pervasive in some areas that it blocks the natural sounds that would otherwise be audible. This affects the behaviour and life cycles of wildlife, because many species rely on sound for breeding activity, social communication and predator detection. Masking these important signals can reduce breeding success and drive populations away from the disturbed habitats.

    Noise pollution also reduces our own health and wellbeing. Chronic noise exposure is linked to elevated stress levels, impaired cognitive function and an increased risk of cardiovascular disease. The damaging soundscapes of European urban areas contribute to 12,000 premature deaths and cost €40 billion (£34 billion) every year.

    As soundscape researchers, we are trying to both understand and learn how to minimise the effects of noise on both wild nature and humans. Part of the solution involves adapting landscape design to build towns and cities that don’t just limit adverse noise pollution, but produce beneficial soundscapes. These can help people and wildlife engage with their surroundings and navigate more easily through them.

    For example, people might be drawn to vibrant chatter from a nearby street or use the sound of a river to place ourselves within the mental map of our neighbourhood. Paying attention to soundscapes within the landscape design process can create a stronger sense of place, linking us more closely to our surroundings.

    Many cities tackle noise at its source through urban design. In Barcelona, 57% of people are regularly exposed to excessive noise levels. The “superblocks” initiative – where motorised traffic is limited to peripheral roads around groups of buildings in the city – has allowed the pedestrianised inner streets to be opened up for people, planting and wildlife. This has created tranquil and rich local soundscapes and improved the population’s health in these areas.

    Landscape interventions, such as tree buffers, earth banks and noise walls, can limit noise propagation through the environment. At Buitenschot Park in the Netherlands, landscape architects have designed ridges or earth banks that absorb and disperse ground-level noise from the nearby Schiphol airport. These sculptural landforms were inspired by local observations that noise reduced with the ploughing of fields near the airport. The similar use of noise reduction surfaces, such as the low-noise asphalt currently being tested in Paris, also help to limit the spread of unwanted sound.

    Changes to the landscape also alter the perception of noise by the listener. Adding favourable sounds, such as flowing water, can draw attention away from traffic noise. Soundscape projects that include green spaces help increase biodiversity and engage citizens at the heart of the city. Some UK initiatives such as Bristol soundwalks and London’s Sounder City strategy involve the mapping of such quiet spaces to explain their purpose and encourage their use.

    Noise beyond cities

    Noise is not just an urban issue. Rural landscapes are adversely affected by agriculture, quarrying and tourism. Historically, rural landscapes have been afforded greater protection from noise than their urban counterparts. The UK national parks were originally designated to allow for the “quiet enjoyment”
    of countryside areas, while the tranquillity maps published two decades ago by the countryside charity Campaign to Protect Rural England sought to protect peaceful areas across the country.

    Today, rewilding and habitat restoration can play an important role in returning more natural soundscapes with a better balance of non-human and human soundmakers. Restoring wetlands, woodlands and grasslands increases vocalising species, like birds. This benefits both wildlife and people, enabling nature connection and improving environmental quality. By considering sound as a key element of sustainability and resilience, spaces can support biodiversity while enhancing the wellbeing and quality of life of the people in these communities.

    TIANJIN, June 5 (Xinhua) — In the industrial city of Tianjin, north China, employees of startup Tianjin Battery Technology are refurbishing failed electric vehicle batteries with a combination of skilled technicians and automated systems.

    The development illustrates the huge business opportunity opening up in China as authorities in the world’s largest electric vehicle market aim to turn waste batteries from a pollution problem into a key asset in its “green revolution.”

    A startup at the forefront of the country’s sustainable development economy is targeting this rapidly growing sector.

    This market segment is poised for significant growth as China continues to lead the world in the production and sale of new energy vehicles. In addition, the growing number of end-of-life batteries is increasing demand for green solutions.

    By the end of 2024, there were 31.4 million new electric vehicles in the country, or about 9 percent of the country’s total car fleet. Following the government-initiated trade-in campaign, consumer interest in upgrading their cars has increased dramatically, which in turn has further expanded the recycling market.

    China’s Ministry of Industry and Information Technology has required passenger car manufacturers to provide an eight-year or 120,000-km warranty on key components such as batteries since 2016.

    Market forecasts indicate that the volume of discarded batteries in China will reach 1.04 million tons in 2025, and this figure could rise to 3.5 million tons by 2030.

    UNLOCKING POTENTIAL

    Ma Yuwei, 40, works as a production materials control manager in the engineering equipment department at Tianjin Battery Technology. He supervises the dismantling of battery packs and modules. In his opinion, these seemingly “disused” batteries are a treasure trove.

    The firm reuses some of the dismantled components to repair used cars. Crushing the batteries produces copper and aluminum, and the black powder is processed into lithium carbonate suitable for use in batteries.

    “In our words, we need to squeeze every last drop of juice out of failed batteries,” he notes.

    With nearly 20 years of experience and the significant growth potential in the digital electronics and battery manufacturing industries, he accepted the offer to take on this position three years ago.

    Tianjin Battery Technology’s battery processing capacity has reached 10,000 tons per year, achieving a lithium recovery rate of over 90 percent.

    “China relies heavily on imported lithium, cobalt and nickel,” said Ke Yanchun of newly established state-owned China Resources Recycling Group Co., Ltd.

    “The recycling of used batteries effectively reduces the country’s high dependence on imported resources in the production of vehicles using new energy sources,” he emphasized.

    TECHNOLOGICAL ORIENTATION

    China’s battery recycling sector suffers from small, unregulated workshops. Industry leaders are using technological innovation to improve efficiency and restructure the production chain.

    China’s major EV battery maker GEM, which is listed on the Shenzhen Stock Exchange, uses a flexible, intelligent dismantling system for precise detection and sorting. Its recycling innovations include high- and low-temperature catalytic activation and ultra-precise lithium extraction, achieving lithium recovery rates of over 90 percent.

    The company has also developed a digital lifecycle management system for batteries to track them from recycling to disposal, supporting its dual-track business model.

    The company has built a circular economy industrial park in the Shenshan Special Cooperation Zone, which is just 1 km from the production lines of BYD, the country’s leading electric vehicle maker.

    GEM currently operates more than 140 battery recycling stations across the country and cooperates with more than 750 vehicle and battery manufacturers and operators worldwide. In the first quarter of this year, the company recycled 10,800 tons of batteries, up 37 percent year-on-year.

    At Tianjin Battery Technology, Ma Yuwei and his colleagues have improved battery dismantling efficiency by 75 percent using modified tools. Using techniques such as cutting and welding, they have transformed standard tools to meet the complex requirements of battery dismantling.

    EXPANSION ABROAD

    As China’s share of the global EV market continues to grow, battery recycling companies are also expanding their international presence to comply with local environmental regulations.

    CATL, the world’s largest battery maker, plans to establish a battery recycling facility in Europe, with the renovation of its Hungarian plant scheduled for completion in 2026. The initiative is part of the company’s efforts to address environmental issues in battery production and recycling.

    GEM has established 7 battery recycling centers, including in the Republic of Korea and Indonesia.

    Gotion High-tech in Hefei, capital of Anhui Province, east China, and Envision Greenwise in Hong Kong have signed a strategic cooperation agreement and plan to jointly build 100 battery recycling and after-sales service centers around the world.

    In addition, Jiaxing-based Huayou Recycling, located in east China’s Zhejiang Province, has entered into a strategic partnership with SUEZ Group, one of Europe’s largest environmental services corporations, to explore the French battery recycling market. -0-

  • MIL-OSI Security: U.S. Government Seizes Approximately 145 Criminal Marketplace Domains

    ALEXANDRIA, Va. – The U.S. Attorney’s Office for the Eastern District of Virginia announced today the seizure of approximately 145 darknet and traditional internet domains, and cryptocurrency funds associated with the BidenCash marketplace. The operators of the BidenCash marketplace use the platform to simplify the process of buying and selling stolen credit cards and associated personal information.

    BidenCash commenced operations in March 2022. BidenCash administrators charged a fee for every transaction conducted on the website. The BidenCash marketplace had grown to support over 117,000 customers, facilitated the trafficking of over 15 million payment card numbers and personally identifiable information, and generated over $17 million in revenue during its operations.

    The BidenCash marketplace domains will no longer be operational and will be redirected to a U.S. law enforcement-controlled server, preventing future criminal activity on these sites. The marketplace also sold compromised credentials that could be used to access computers without proper authorization.

    Between October 2022 and February 2023, the BidenCash marketplace published 3.3 million individual stolen credit cards for free to promote the use of their services. The stolen data included credit card numbers, expiration dates, Card Verification Value (CVV) numbers, account holder names, addresses, email addresses, and phone numbers.

    According to court records, the United States obtained court authorization to seize cryptocurrency funds that BidenCash marketplace used to receive illicit proceeds from its illegal sales.

    Apple today announced the global App Store ecosystem facilitated $1.3 trillion in developer billings and sales in 2024, according to a new study by economists Professor Andrey Fradkin from Boston University Questrom School of Business and Dr. Jessica Burley from Analysis Group. For more than 90 percent of the billings and sales facilitated by the App Store ecosystem, developers did not pay any commission to Apple.

    “It’s incredible to see so many developers design great apps, build successful businesses, and reach Apple users around the world,” said Tim Cook, Apple’s CEO. “This report is a testament to the many ways developers are enriching people’s lives with app and game experiences, while creating opportunity and driving new innovations. We’re proud to support their success.”

    Developers Experience Global Growth Across the App Store

    The new study by Professor Fradkin and Dr. Burley highlights how developers on the App Store have more ways than ever to monetize their apps. The study found that in 2024, developer billings and sales for digital goods and services totaled $131 billion, driven by games, photo and video editing apps, and enterprise tools. Sales of physical goods and services exceeded $1 trillion, fueled by rising demand for online food delivery and pickup, as well as grocery orders. In-app advertising revenue from ads placed by developers in their apps was $150 billion.

    Since 2019, spending across all three categories — digital goods and services, physical goods and services, and in-app advertising — has more than doubled. Physical goods and services experienced the strongest growth (+2.6x), driven in particular by rapid increases in food delivery and pickup, and grocery spending. Growth in digital goods and services reflects continued demand for games and increased spending on apps that support content creation, such as photo and video editing apps. Meanwhile, in-app advertising has helped keep many apps free or low-cost for users. And the App Store continues to be a global launchpad for innovation, with AI-powered apps increasingly shaping users’ daily lives.

    Regional Growth Trends Around the World

    The App Store’s engine of commerce provides developers with a global distribution platform that allows them to reach users around the world, attracting over 813 million average weekly visitors worldwide. The study found that over the last five years in particular, billings and sales facilitated by the App Store ecosystem more than doubled in the U.S., China, and Europe. Spending on digital goods and services, physical goods and services, and in-app advertising grew across all regions during that period.

    Digital payment spending grew over seven-fold in the U.S. since 2019 as mobile payments have become commonplace. In China, e-commerce marketplaces expanded substantially and online grocery spending grew over five-fold since 2019. Food delivery and pickup spending more than tripled in Europe, outpacing the growth in already popular categories like general retail and travel. In Japan, Australia, New Zealand, and India, travel apps were major spending categories.

    In the last five years, user spending on apps that support digital content creation have seen a steady increase. As a result, photo and video editing apps like Adobe creative tools have found tremendous success and have increasingly introduced new features to empower creative professionals, creators, and hobbyists. Earlier this year, Adobe introduced a new Photoshop app on iPhone designed for image and design enthusiasts with an easy-to-use mobile interface. Adobe Lightroom was also recognized as Apple’s 2024 Mac App of the Year as part of the App Store Awards for its high-quality photo editing and powerful AI-powered editing advancements on Mac, iPhone, and iPad.

  • MIL-OSI Global: A neuroscientist explains why it’s impossible for AI to ‘understand’ language

    As meaning-makers, we use spoken or signed language to understand our experiences in the world around us. The emergence of generative artificial intelligence such as ChatGPT (using large language models) call into question the very notion of how to define “meaning.”

    One popular characterization of AI tools is that they “understand” what they are doing. Nobel laureate and AI pioneer Geoffrey Hinton said: “What’s really surprised me is how good neural networks are at understanding natural language — that happened much faster than I thought…. And I’m still amazed that they really do understand what they’re saying.”

    Hinton repeated this claim in an interview with Adam Smith, chief scientific officer for Nobel Prize Outreach. In it, Hinton stated that “neural nets are much better at processing language than anything ever produced by the Chomskyan school of linguistics.”

    Chomskyan linguistics refers to American linguist Noam Chomsky’s theories about the nature of human language and its development. Chomsky proposes that there is a universal grammar innate in humans, which allows for the acquisition of any language from birth.

    I’ve been researching how humans understand language since the 1990s, including more than 20 years of studies on the neuroscience of language. This has included measuring brainwave activity as people read or listen to sentences. Given my experience, I have to respectfully disagree with the idea that AI can “understand” — despite the growing popularity of this belief.

    Generating text

    First, it’s unfortunate that most people conflate text on a screen with natural language. Written text is related to — but not the same thing as — language.

    For example, the same language can be represented by vastly different visual symbols. Look at Hindi and Urdu, for instance. At conversational levels, these are mutually intelligible and therefore considered the same language by linguists. However, they use entirely different writing scripts. The same is true for Serbian and Croatian. Written text is not the same thing as “language.”

    Next let’s take a look at the claim that machine learning algorithms “understand” natural language. Linguistic communication mostly happens face-to-face, in a particular environmental context shared between the speaker and listener, alongside cues such as spoken tone and pitch, eye contact and facial and emotional expressions.

    The importance of context

    There is a lot more to understanding what a person is saying than merely being able to comprehend their words. Even babies, who are not experts in language yet, can comprehend context cues.

    Take, for example, the simple sentence: “I’m pregnant,” and its interpretations in different contexts. If uttered by me, at my age, it’s likely my husband would drop dead with disbelief. Compare that level of understanding and response to a teenager telling her boyfriend about an unplanned pregnancy, or a wife telling her husband the news after years of fertility treatments.

    In each case, the message recipient ascribes a different sort of meaning — and understanding — to the very same sentence.

    In my own recent research, I have shown that even an individual’s emotional state can alter brainwave patterns when processing the meaning of a sentence. Our brains (and thus our thoughts and mental processes) are never without emotional context, as other neuroscientists have also pointed out.

    So, while some computer code can respond to human language in the form of text, it does not come close to capturing what humans — and their brains — accomplish in their understanding.

    It’s worth remembering that when workers in AI talk about neural networks, they mean computer algorithms, not the actual, biological brain networks that characterize brain structure and function. Imagine constantly confusing the word “flight” (as in birds migrating) versus “flight” (as in airline routes) — this could lead to some serious misunderstandings!

    Finally, let’s examine the claim about neural networks processing language better than theories produced by Chomskyan linguistics. This field assumes that all human languages can be understood via grammatical systems (in addition to context), and that these systems are related to some universal grammar.

    Chomsky conducted research on syntactic theory as a paper-and-pencil theoretician. He did not conduct experiments on the psychological or neural bases of language comprehension. His ideas in linguistics are absolutely silent on the mechanisms underlying sentence processing and understanding.

    What the Chomskyan school of linguistics does do, however, is ask questions about how human infants and toddlers can learn language with such ease, barring any neurobiological deficits or physical trauma.

    There are at least 7,000 languages on the planet, and no one gets to pick where they are born. That means the human brain must be ready to comprehend and learn the language of their community at birth.

    From this fact about language development, Chomsky posited an (abstract) innate module for language learning — not processing. From a neurobiological standpoint, the brain has to be ready to understand language from birth.

    While there are plenty of examples of language specialization in infants, the precise neural mechanisms are still unknown, but not unknowable. But objects of study become unknowable when scientific terms are misused or misapplied. And this is precisely the danger: conflating AI with human understanding can lead to dangerous consequences.

  • MIL-OSI Global: How illicit markets fueled by data breaches sell your personal information to criminals

    Every year, massive data breaches harm the public. The targets are email service providers, retailers and government agencies that store information about people. Each breach includes sensitive personal information such as credit and debit card numbers, home addresses and account usernames and passwords from hundreds of thousands – and sometimes millions – of people.

    When National Public Data, a company that does online background checks, was breached in 2024, criminals gained the names, addresses, dates of birth and national identification numbers such as Social Security numbers of 170 million people in the U.S., U.K. and Canada. The same year, hackers who targeted Ticketmaster stole the financial information and personal data of more than 560 million customers.

    As a criminologist who researches cybercrime, I study the ways that hackers and cybercriminals steal and use people’s personal information. Understanding the people involved helps us to better recognize the ways that hacking and data breaches are intertwined. In so-called stolen data markets, hackers sell personal information they illegally obtain to others, who then use the data to engage in fraud and theft for profit.

    The quantity problem

    Every piece of personal data captured in a data breach – a passport number, Social Security number or login for a shopping service – has inherent value. Offenders can use the information in different ways. They can assume someone else’s identity, make a fraudulent purchase or steal services such as streaming media or music.

    The quantity of information, whether Social Security numbers or credit card details, that can be stolen through data breaches is more than any one group of criminals can efficiently process, validate or use in a reasonable amount of time. The same is true for the millions of email account usernames and passwords, or access to streaming services that data breaches can expose.

    This quantity problem has enabled the sale of information, including personal financial data, as part of the larger cybercrime online economy.

    The sale of data, also known as carding, references the misuse of stolen credit card numbers or identity details. These illicit data markets began in the mid-1990s through the use of credit card number generators used by hackers. They shared programs that randomly generated credit card numbers and details and then checked to see whether the fake account details matched active cards that could then be used for fraudulent transactions.

    As more financial services were created and banks allowed customers to access their accounts through the internet, it became easier for hackers and cybercriminals to steal personal information through data breaches and phishing. Phishing involves sending convincing emails or SMS text messages to people to trick them into giving up sensitive information such as logins and passwords, often by clicking a false link that seems legitimate.

    One of the first phishing schemes targeted America Online users to get their account information to use their internet service at no charge.

    Selling stolen data online

    The large amount of information criminals were able to steal from such schemes led to more vendors offering stolen data to others through different online platforms.

    In the late 1990s and early 2000s, offenders used Internet Relay Chat, or IRC channels, to sell data. IRC was effectively like modern instant messaging systems, letting people communicate in real time through specialized software. Criminals used these channels to sell data and hacking services in an efficient place.

    In the early 2000s, vendors transitioned to web forums where individuals advertised their services to other users. Forums quickly gained popularity and became successful businesses with vendors selling stolen credit cards, malware and related goods and services to misuse personal information and enable fraud.

    One of the more prominent forums from this time was ShadowCrew, which formed in 2002 and operated until being taken down by a joint law enforcement operation in 2004. Their members trafficked over 1.7 million credit cards in less than three years.

    Forums continue to be popular, though vendors transitioned to running their own web-based shops on the open internet and dark web, which is an encrypted portion of the web that can be accessed only through specialized browsers like TOR, starting in the early 2010s. These shops have their own web addresses and distinct branding to attract customers, and they work in the same way as other e-commerce stores. More recently, vendors of stolen data have also begun to operate on messaging platforms such as Telegram and Signal to quickly connect with customers.

    Cybercriminals and customers

    Many of the people who supply and operate the markets appear to be cybercriminals from Eastern Europe and Russia who steal data and then sell it to others. Markets have also been observed in Vietnam and other parts of the world, though they do not get the same visibility in the global cybersecurity landscape.

    The customers of stolen data markets may reside anywhere in the world, and their demands for specific data or services may drive data breaches and cybercrime to provide the supply.

    The goods

    Stolen data is usually available in individual lots, such as a person’s credit or debit card and all the information associated with the account. These pieces are individually priced, with costs differing depending on the type of card, the victim’s location and the amount of data available related to the affected account.

    Vendors frequently offer discounts and promotions to buyers to attract customers and keep them loyal. This is often done with credit or debit cards that are about to expire.

    Some vendors also offer distinct products such as credit reports, Social Security numbers and login details for different paid services. The price for pieces of information varies. A recent analysis found credit card data sold for US$50 on average, while Walmart logins sold for $9. However, the pricing can vary widely across vendors and markets.

    Illicit payments

    Vendors typically accept payment through cryptocurrencies such as Bitcoin that are difficult for law enforcement to trace.

    Once payment is received, the vendor releases the data to the customer. Customers take on a great deal of the risk in this market because they cannot go to the police or a market regulator to complain about a fraudulent sale.

    Vendors may send customers dead accounts that are unable to be used or give no data at all. Such scams are common in a market where buyers can depend only on signals of vendor trust to increase the odds that the data they purchase will be delivered, and if it is, that it pays off. If the data they buy is functional, they can use it to make fraudulent purchases or financial transactions for profit.

    The rate of return can be exceptional. An offender who buys 100 cards for $500 can recoup costs if only 20 of those cards are active and can be used to make an average purchase of $30. The result is that data breaches are likely to continue as long as there is demand for illicit, profitable data.

Based on a global survey of more than 900 CISOs and IT leaders, the report reveals systemic weaknesses, including alert fatigue, fragmented toolsets, and a widespread inability for organizations to detect lateral movement or defend against AI-driven attacks leaving enterprises dangerously exposed. The findings also include actionable strategies for closing the gap between cloud innovation and cyber resilience.

    As hybrid, multi-cloud, and edge architectures expand, many organizations are relying on outdated security models that can’t keep up. According to the report, 65% of organizations experienced a cloud-related security incident in the past year—up from 61% the previous year. Alarmingly, only 9% detected the incident within the first hour, and a mere 6% managed to remediate it within that time frame, allowing intruders to remain undetected across cloud environments.

    • Detection and Remediation Are Too Slow: Only 9% of organizations detected an incident within the first hour. Meanwhile, 62% took more than 24 hours to remediate breaches—giving attackers ample time to escalate access
    • Tool Sprawl is Fueling Alert Fatigue: A significant 71% of respondents rely on over 10 different cloud security tools, while 16% utilize more than 50. More than half of them face nearly 500 alerts daily hindering response times and overwhelming analysts
    • Application Security Lags Behind: 61% still rely on outdated, signature-based Web Application Firewalls (WAFs), which are increasingly ineffective against sophisticated, AI-enhanced threats
    • AI is a Priority — but Defenders Aren’t Ready: While 68% list AI as a top priority for cyber defense, only 25% feel prepared to counter AI-driven attacks, highlighting a critical capability gap
    • Lateral Movement Remains a Blind Spot: Only 17% of organizations have full visibility into east-west cloud traffic. Once attackers breach the perimeter, they can move undetected within cloud environments
    • Detection Often Comes from People, Not Tools: Only 35% of cloud incidents were detected via security monitoring platforms. The majority were identified through employees, audits, or external reports—revealing alarming gaps in real-time threat detection
