    Union Minister of Ports, Shipping and Waterways Sarbananda Sonowal on Monday conducted a comprehensive review of inland waterways infrastructure projects in Assam and the Northeast. The high-level meeting, attended by senior officials from the Ministry of Ports, Shipping and Waterways (MoPSW), Inland Waterways Authority of India (IWAI), Cochin Shipyard Ltd (CSL), Indian Port Rail and Ropeway Corporation Ltd (IPRCL), and state PWD, focused on aligning regional development with Prime Minister Narendra Modi’s vision of Viksit Bharat.

    Sonowal emphasised the timely completion of projects under the ₹1,000 crore inland waterway development plan for the region, asserting that the Northeast remains a top priority for the central government. “Our work must resonate with the larger vision of Viksit Bharat. In the past two years, over Rs. 1,000 crore has already been invested, with ₹300 crore worth of work completed. The remaining ₹700 crore projects are on track to finish by end-2025,” he said.

    Projects under the spotlight include key developments along National Waterways 2 (Brahmaputra) and 16 (Barak). These cover passenger vessel construction, modern terminal infrastructure, and capacity-building initiatives. The minister also reviewed proposed projects in Nagaland’s Doyang, Noune, and Shilloi lakes for IWT and tourism, and feasibility studies in Mizoram and Meghalaya for similar ventures.

    Highlighting inland waterways as a catalyst for economic transformation, Sonowal said, “Since 2014, the Modi government has revived this once-neglected mode of transport. Initiatives like Jalvahak are helping businesses adopt this cost-effective and eco-friendly alternative, reducing the burden on road and rail networks.”

    To ensure skill development aligns with infrastructure growth, the government is developing the Maritime Skill Development Centre in Guwahati and the Centre of Excellence for Inland Water Transport in Dibrugarh. “We are training a workforce ready for both inland and global maritime opportunities,” he added.

    Looking ahead, over Rs. 1,500 crore has been earmarked for additional projects to be completed by 2027-28. These include modern jetties at Silghat, Bishwanath Ghat, Neamati Ghat, and Guijan. In Guwahati, a new cruise terminal worth Rs. 100 crore, a Rs. 315 crore Water Metro project with two electric catamarans, and infrastructure for the Mercantile Marine Department are also in the pipeline.

    The IWAI is executing Rs. 1,010 crore worth of work across NW2 and NW16, which includes terminals at Bogibeel and Jogighopa and a Rs. 208 crore ship repair facility at Pandu. The Barak River corridor will be equipped with dredging equipment and floating terminals at Karimganj and Badarpur.

    To maintain year-round navigability along Brahmaputra (NW2), the Dredging Corporation of India has been assigned to maintain a minimum draft of 2.5 metres up to 2026-27, supported by an additional Rs. 191 crore.

    Special Agent in Charge (SAC) W. Mike Herrington of the Seattle Division of the Federal Bureau of Investigation (FBI) announced today that Miguel Angel Urbano-Vazquez was extradited to the United States. He had been arrested without incident in Chimalhuacan, Estado de Mexico, Mexico, on Tuesday, March 14, 2023.

    Urbano-Vazquez was wanted for his alleged involvement in the homicide and rape of Sharon Van Gilder in Pierce County, Washington, in 2002. Additionally, he has been charged for the rapes of three other individuals in 2002. Between 2002 and 2012, the rape cases and the murder case were unsolved, but in 2012 the cases were linked by DNA evidence to Urbano-Vazquez, who was identified as the suspect in all four. 

    Urbano-Vazquez was charged with murder and three separate rapes in the Superior Court of Washington for Pierce County, Washington, and a local arrest warrant was issued for him in October 2012.

    In 2018, the Pierce County Sheriff’s Office requested assistance from the FBI in locating and apprehending Urbano-Vazquez, as the investigation determined he had been deported to Mexico. 

    “This extradition should send a message to those who commit violence in our communities: you can run, but you can’t hide. Thanks to strong international partnerships, Mr. Urbano-Vazquez has learned that lesson first-hand and now will face justice here in the State of Washington for his horrific actions threatening our community,” said SAC Herrington.

    The FBI Seattle Field Office credits the FBI’s Legal Attaché office in Mexico City, Mexico, Unidad Especializada de Combate al Secuestro (UECS), Fiscalia General de Justicia del Estado de México, Agencia de Investigación Criminal (AIC) Fiscalía General de la República, and the Western District of Washington’s U.S. Attorney’s Office in coordinating the arrest of Urbano-Vazquez, who was deported to the U.S. where he will be tried in the Pierce County, Washington, Superior Court.

    The public is reminded that indictments contain only allegations of criminal misconduct and that defendants are presumed to be innocent unless proven guilty in a court of law.

  • MIL-OSI United Kingdom: Scottish people show strong support for free tuition

    The SNP’s Katy Loudon, former teacher and candidate in the Hamilton, Larkhall and Stonehouse by-election, has praised the “transformative impact” of free tuition as a key element of John Swinney’s Cost of Living Guarantee as a poll showed strong Scottish public support for the policy.

    The poll, conducted by Survation for True North, revealed that 57% of respondents support the SNP policy of free tuition with only 17% opposed to it. Those backing free tuition include over half of those who voted Labour last year.

    Free tuition is one of four elements of John Swinney’s Cost of Living Guarantee. Others include free prescriptions, expanded free childcare and the lowest council tax bills in the UK.

    In 2008 the SNP scrapped the ‘Graduate Endowment’ – the label Labour and the LibDems gave to their version of tuition fees.

    Tuition fees were first introduced by the Labour party in 1998 despite Tony Blair declaring just weeks before the 1997 election that: “Labour has no plans to introduce tuition fees for higher education.”

    And Labour still can’t be trusted with tuition fees.

    To be elected Labour leader, Keir Starmer promised Labour members he would “support the abolition of tuition fees”. Yet now he claims it would be ‘impossible‘ to abolish tuition fees despite the fact it is a reality in Scotland.

    Since being elected Labour has increased tuition fees in England to a staggering £9,535. If those fees were imposed in Scotland, parents of two children, would face having to pay £76,280 for their children’s education.

    With Scottish Labour’s finance spokesperson signalling that they could consider bringing in backdoor tuition fees, the threat of the return oftuition fees in Scotland still looms.

    “The SNP abolished Labour’s tuition fees and we will never let them be reimposed on Scotland’s students.”

    The Minister for Safeguarding and Violence against Women and Girls, Jess Phillips, says she “seeks to cause alarm” to ensure the public understand the damage to society being caused by increasing levels of online child sexual abuse.

    Speaking today [19 May] at the annual conference of Anglia Ruskin University’s International Policing and Public Protection Research Institute (IPPPRI), Phillips said that political change often reflects public opinion.

    Referencing the young average age of perpetrators of child-on-child abuse, Phillips said: “I don’t think we’ve scared people about this enough. What I know as a politician is that politics reacts to what the public genuinely ask it to. On child sexual abuse, we need to do quite a lot of work to take the public on a journey with this. Getting the public onside is a really important thing.

    “I want to cause alarm. I seek to cause alarm on this subject. It is dangerous and it is frightening. We have a lot to do.”

    Phillips also stressed that domestic legislation will “never be enough” to tackle a global issue, but believes the UK’s new online safety act “will improve the global conversations more than anything else”.

    Phillips added: “The online safety act is not the end of the conversation, it is the foundation. We will not hesitate to strengthen the law further to ensure the safety our children and the British public. Tech companies should hear, loud and clear, that if their technology hides child abuse, that is on them and it has to change.

    “I think [technology companies] can manage to find child abuse that is being shared secretly, and should put as much investment into that as into the algorithms that pop up on my children’s phone.”

    Phillips also said work needs to be done to improve the systems in place to protect victims: “I have worked for years with adults who were abused as children and children who were being directly abused themselves. I have seen how systems failed them, I have seen how systems continue to fail them and are not designed with them at the heart.

    “Abuse of power against those who are most vulnerable leaves lifelong trauma and scars at huge cost both to the exchequer and society. Almost all of the most problematic cases I have ever handled stem from somebody being abused as a child and having nowhere to turn.”

    BACKGROUND:
    The Growing America’s Small Businesses and Manufacturing Act delivers two pro-growth tax proposals that will boost investment in capital-intensive industries like manufacturing, energy production, and agriculture.
    Expanded Business Interest Deduction:
    The bill revises the limitation from 30% of a business’s Earnings Before Interest and Taxes (EBIT), back to 30% of Earnings Before Interest, Taxes, Depreciation, Amortization, and depletion (EBITDA).
    This protects businesses from being punished for investments in machinery, capital equipment, mining, drilling, and research and development (R&D).
    Enhanced Small Business Expensing:
    The second provision expands Section 179, which allows taxpayers to deduct the cost of certain business assets in the year they are purchased rather than depreciating them over time.
    Under the 2017 Tax Cuts and Jobs Act, the maximum deduction amount was increased to $1 million from $500,000, helping small businesses acquire the equipment needed to expand operations.
    The bill builds on this success by lifting the deduction cap to $2.5 million, accelerating small businesses’ access to capital.
    The provision covers a wide range of eligible expenses, including machinery, mining tools, farming implements, energy production equipment, commercial vehicles, building upgrades, and other critical investments.

    THE DIRECTOR: Thank you, Dr. McNutt, for that kind introduction, and for hosting me here today, in what can only be called a temple of science.

    I speak to you this morning as the President’s Science and Technology Advisor, who has been given three interconnected tasks in pursuit of a Golden Age of Innovation: to maintain American technological leadership; to ensure all Americans enjoy the fruit of transformative advances in science and technology; and, a mission I believe we all share, to revitalize America’s scientific enterprise.

    In a speech last month, I explained how America’s dominant position in technology can only be maintained through a strategy of both promotion and protection. Today, I’d like to speak a little bit about our shared mission of furthering scientific advancement.

    To empower America’s researchers to achieve groundbreaking discoveries and to reinvigorate our national science enterprise, we must scrutinize our existing approach and recommit ourselves to best practices. That is my commitment to you, but also what I ask of you, to ensure America sets the Gold Standard for science in this century and the next.

    The American story has been one of exploration and discovery, inseparable from the pioneering work of America’s scientists. From the tinkering inventor at his workbench to the great teams of men and women in white lab coats working across the country in common pursuit, they have labored to uncover the mysteries of creation and enabled us to build a free and prosperous republic.

    The sweep of relentless U.S.-led scientific progress in the twentieth century flowed from Vannevar Bush’s 1945 “Science, The Endless Frontier” report, the blueprint for America’s joint Federal, corporate, and academic research effort. Bush not only provided a peacetime plan for furthering the technological developments of WWII, but planted a banner in the national imagination that in less than 25 years would become an American flag on the surface of the moon.

    But as Dr. McNutt said in her inaugural State of the Science Speech last year, there is cause for declining confidence in continued American scientific leadership. While certain fields have seen tremendous advances in recent years, from the invention of transformers and CRISPR to the observation of graphene and gravitational waves, recent studies have found that papers and patents across the sciences have become less disruptive since 1980.

    We are seeing diminishing returns. For example, despite biomedical research budgets soaring since the 1990s, scientific progress has stalled—new drug approvals have flatlined or even declined, more researchers are needed to achieve the same outputs, and workforce training has stagnated. More money has not meant more scientific discovery, and total dollars spent has not been a proxy for scientific impact.

    As in scientific inquiry, when we uncover evidence that conflicts with our existing theories, we revise our theories and conduct further experiments to better understand the truth. This evidence of a scientific slowdown should spur us to experiment with new systems, new models, new ways of funding, conducting, and using science. As Dr. McNutt pointed out last year, since Dr. Bush’s report in 1945, the scientific enterprise has changed.

    In particular, there has been a profound shift in the balance of scientific funding. Today, industry spends more than three times on R&D than does the federal government, even self-funding more basic research than the Federal government funds at universities.

    Even as it alters the model that defined the last century, private money’s growing place in America’s scientific enterprise presents opportunities. In particular, in a period of fiscal constraints and geopolitical challenges, an increase in private funding can make it easier for federal grantmaking agencies to refocus public funds on basic research and the national interest.

    What we target is what we measure, and what we measure is what we get more of. To get more bang for America’s research bucks, we need to enhance the creativity and precision of our funding. Spending more money on the wrong things is far worse than spending less money on the right things.

    Prizes, challenges, public-private partnerships, and other novel funding mechanisms, can multiply the impact of targeted federal dollars. We must tie grants to clear strategic targets, while still allowing for the openness of scientific exploration, and so shape a general funding environment that makes clear what our national priorities are.

    The money that goes to basic and blue-sky science must be used for that purpose, not to feed the red tape that so often goes along with funded research. We cannot resign our research community and the laboratory and university staff who support them to die the death of a thousand ten-minute tasks. To assist the nation’s scientists in their vocation, we will reduce administrative burdens on federally funded researchers, not bog them down in bureaucratic box checking.

    But in addition to taking a hard look at how we fund and supervise science, we should also consider how we, the people who make up the national discovery enterprise, can recapture that spirit of relentless focus and passionate pursuit of truth that underlies all our scientific progress.

    Two brief cases will illustrate a need to recommit to what may be named Gold Standard Science. By this I mean research conforming to the principles to which we know great scientists aspire, but that are too often distorted by professional incentives and social pressures.  

    A painful episode involving Alzheimer’s research illustrates our vulnerability to scientific misconduct, especially when we fail to prioritize reproducibility, communication of error, and skepticism.

    In 2009, a celebrated biotech executive published a paper in Nature that promised to revolutionize the treatment of Alzheimer’s disease. In December of 2023, the journal retracted the research, acknowledging a number of anomalies and errors, but denying conscious fraud. The retraction came after almost 15 years of questions about the original paper being ignored and suppressed, during which the paper racked up over 800 citations, misdirected huge quantities of money, and helped the researcher become president of a premier university. The paper’s irreproducibility had been demonstrated by 2012, but it took a decade to be fully addressed.

    Our scientific enterprise should celebrate and incentivize checking each other’s work, rather than discourage questioning claims of progress.

    Meanwhile, the decision to shut down schools during the COVID-19 pandemic showed a failure to confront uncertainties or to integrate the knowledge of colleagues across multiple specializations. The best available scientific evidence indicated children were neither at high disease risk nor significant infection vectors. There was every reason to anticipate remote classes and masked communication would hurt children’s development. But a closed-ranks attitude led to policies that harmed America’s students.

    Biased interpretation of science leads to bad decision making and undermines the public’s trust.

    The first step to restoring trust in America’s scientific establishment, and rebuilding a strong foundation for breakthrough discoveries, is a return to Gold Standard Science. 

    Scientific progress advances in community and in the open, as findings are rigorously tested by others. Gold Standard Science is, therefore, first of all, reproducible and transparent. We cannot allow mistakes to persist unaddressed, poisoning the well of apparent knowledge for everyone else seeking to build on a given finding, as in the Alzheimer’s research case. To further enable this, researchers must proactively communicate errors and uncertainties. Only through this openness can each generation stand firmly on the shoulders of the giants that came before it.

    The best environment for truly groundbreaking basic research, moreover, is collaborative and interdisciplinary. As the accumulated body of general science grows decade over decade, basic epistemic humility requires relying on the expertise of colleagues outside one’s particular specializations. But even with confidence in the skill and knowledge of collaborators, the best scientist remains skeptical of a team’s findings and is conscious of the ever present need to interrogate one’s assumptions. Better practice of these principles might have saved America’s children the catastrophic disruption of pandemic school closures.

    To reinforce all of these individual virtues, Gold Standard Science is structured for falsifiability, subject to unbiased peer review, accepting of negative results as positive outcomes, and closed to conflicts of interest. Funders of research, whether in government, the academy, or industry, need to come alongside our best researchers to ensure that projects conform to these highest standards.

    At the heart of the practices that make up Gold Standard Science is a suspicion of blind consensus and a celebration of informed dissent. For the crisis of confidence in scientists stems from fear that political biases are displacing the vital search for truth.

    DEI initiatives, in particular, degrade our scientific enterprise. DEI represents an existential threat to the real diversity of thought that forms the foundation of the scientific community. Diversity of thought is essential to scientific inquiry, empowering us to challenge entrenched assumptions and offer novel approaches to solving complex problems.

    As we seek new paradigms in fundamental science, we cannot afford for America’s scientists to be in the business of scoring points for an ideological agenda. A closed-minded political fashion preoccupied with symbolic victories divides colleagues and distorts grant application and research design.

    For example, until recently at NASA—an institution whose mission is to explore the unknown in air and space, innovate for the benefit of humanity, and inspire the world through discovery—research proposals were required to include plans for furthering “inclusion goals.” Evaluation panels for these proposals were to be 50 percent “DEI professionals.” Such requirements undermine merit-based assessment of scientists, add to administrative burdens, and distract from essential, productive work.

    Science cannot be subject to ideology, nor should scientists march blindly in lockstep.

    Blindly trusting in The Science, with a capital T and capital S, is inimical to free inquiry and open debate and is thus the enemy of scientific progress. The beginning of knowledge is the knowledge of ignorance. We seek to know, despite human limitations, and to move upward from mere opinion to the truth. It is convention, dogma, and intellectual fad that resist revision and correction.

    I believe all of us in this room share the same mission. We want America’s scientists to be the best in the world. We want to empower them to make the awe-inspiring breakthroughs that will solve tough challenges and inspire our young people to follow in their footsteps, and we want to help repair the relationship between the scientific establishment and our fellow citizens.

    I believe that this is not something that government, or industry, can do alone; the pioneering scientific enterprise Vannevar Bush built still depends on a partnership, and America’s national laboratories and universities are its crown jewels.

    We will have to work together to restore this partnership, and revitalize America’s scientific enterprise.

    With a renewed focus on Gold Standard Science, we can take the first steps to revolutionizing the way America conducts the business of discovery. And though this is a call to excellence for all of America’s scientists—in labs, in the field, and in offices across the country—it begins with me and my colleagues in government. Implementing Gold Standard Science starts in the policies and programs of Federal agencies.

    If we in government enable scientists to spend less time in the office completing administrative tasks and more time in the lab exploring scientific frontiers; if we adjust to new realities and creatively partner with industry and philanthropy; if we reject political fads and recommit ourselves to the truth: I believe we will reignite the American spirit that lit the world with Edison’s bulb, lifted the Wright brothers into the sky, and landed Armstrong on the moon.

    Today Governor Josh Stein visited Carolina Domes in Union Mills to propose additional funding for the Hurricane Helene recovery effort. Governor Stein recommends an additional $891 million to help western North Carolina rebuild.

    “Western North Carolina is coming back strong, but there is much more work to do,” said Governor Josh Stein. “I urge the General Assembly to pass a second round of funding so that the rebuilding and recovery efforts can continue as quickly and effectively as possible.”

    Governor Stein’s budget proposal includes: 

    • $260 million to spur economic recovery by supporting businesses and local governments and promoting western North Carolina’s tourism industry.
    • $239 million to strengthen critical infrastructure by repairing damaged schools, expanding debris clean-up, and investing in projects to safeguard against future disasters.
    • $113 million to advance housing recovery and provide assistance to families who have struggled with rent, mortgage, and utility bills.
    • $105 million to rehabilitate waterways and land used by farmers as well as fund wildfire prevention and response.
    • $23 million to address food insecurity in western North Carolina and the needs of affected community colleges.
    • $152 million for required state matching of federal disaster programs, investments in communication and disaster system improvements, and existing requirements that are not funded by state or federal dollars. 

    The Stein administration continues to be laser-focused on rebuilding western North Carolina. During Small Business Week, Governor Stein and North Carolina Secretary of Commerce Lee Lilley highlighted small businesses in Marshall that were impacted by Helene. He also announced that the Dogwood Health Trust, the Duke Endowment, and the State of North Carolina have distributed $55 million to more than 2,000 businesses in western North Carolina.

    The State of North Carolina also launched an additional $55 million state infrastructure program allowing local governments to apply for up to $1 million to rebuild public infrastructure that small business rely on, such as sidewalks and sewers. The Governor also joined the commencement ceremonies of Appalachian State University, Western Carolina University, and Asheville-Buncombe Technical Community College to honor the graduates’ resiliency in the wake of Hurricane Helene.

  • MIL-OSI: LACERA Files Lawsuit Against Former Interim Information Security Officer For Fraud, Conflicts of Interest, and Breach of Fiduciary Duty

    LOS ANGELES, May 19, 2025 (GLOBE NEWSWIRE) — The Los Angeles County Employees Retirement Association (LACERA) has filed a lawsuit in Los Angeles County Superior Court against Carmelo Marquez, former Interim Information Security Officer (ISO), and SafeSec LLC (SafeSec), a company he secretly founded and operated using an alias. The complaint alleges fraud, conflicts of interest in violation of Government Code section 1090 and the Political Reform Act, and breach of fiduciary duty.

    According to the lawsuit, Marquez orchestrated an elaborate bid-rigging scheme while working at LACERA, enriching himself by over $120,000 through improper contracts awarded to SafeSec. He allegedly used an alias—“Carlos Rodriguez”—and created a straw company, SafeSec, to hide his identity and relationship to the vendor.

    “LACERA will not tolerate this egregious, unlawful violation of duty against LACERA and its members by those who are entrusted to work for the retirement system and its members,” said Luis Lugo, Deputy Chief Executive Officer of LACERA. “LACERA is determined to safeguard the interests of its members and vigorously pursue all necessary actions to remedy breaches of trust. This legal action, which was authorized by LACERA’s Board of Retirement, reflects our unwavering commitment to accountability, transparency, and the protection of our members’ retirement assets.”

It is imperative that LACERA employees, executives and contractors maintain the highest standards of ethics and integrity to protect the interests of LACERA members.     Summary of Allegations

    Mr. Marquez was hired by LACERA in 2021 as an independent contractor and was promoted to Interim ISO in LACERA’s information security office in February 2023. In that capacity, he managed cybersecurity procurement and vendor relations and had the authority to recommend suppliers and negotiate contracts on LACERA’s behalf.

    While still working at LACERA, Marquez secretly established SafeSec, a Wyoming-based limited liability company in which he was the sole member and owner. In communication with another cybersecurity firm, he falsely claimed he was “asking for a close friend who recently started a Cyber Security consulting company,” concealing his own connection to SafeSec. By October 2022, SafeSec had become an approved vendor and Value-Added Reseller (VAR) for cybersecurity products that Marquez encouraged LACERA to procure.

    Marquez then exploited his role to steer contracts toward SafeSec, manipulated the required bid procurement process, including by obtaining sham quotes from other vendors to ensure that SafeSec appeared as the lowest bidder. To conceal his conflict of interest, he used the alias “Carlos Rodriguez” in all communications between SafeSec and LACERA personnel.

    After leaving LACERA in May 2023, Marquez continued to use that alias and unsuccessfully attempted to secure contract extensions with LACERA under false pretenses.

    Under Government Code § 87100, LACERA is seeking treble damages totaling more than $360,000, representing three times the amount Marquez unlawfully gained through his scheme.

    France is proud to be the leading European destination for Foreign Direct Investments (FDI) for the sixth consecutive year, ahead of the United Kingdom and Germany.     DSLR cameras, once a common sight at tourist destinations just a few years ago, are now rarely seen. That’s because the entire process of creating the perfect shot — from capturing the moment to editing the result — can now be easily done with a smartphone in the palm of the user’s hand.
     
    Samsung Electronics has led the evolution of the Galaxy camera under three development principles:

    The Galaxy S25 series is the culmination of these innovations, delivering a camera experience that pushes the limits of smartphones with high-pixel sensors, high-performance APs and powerful AI models.
     
    So how did the Galaxy S25 series’ revolutionary camera experience come together? Samsung Newsroom sat down with camera developers from the Visual Solution Team of the MX Business at Samsung to hear the story directly from them.

    From Landscapes to Portraits, Every Moment Is Crystal Clear
    The Galaxy S25 Ultra is equipped with a 50MP ultra-wide-angle camera, the first in the Galaxy series. “This means that photos with a wide angle of view can be taken with greater clarity and detail,” said Wonchul Choi, who led the development of camera quality. “We optimized not only hardware upgrades such as high-pixel sensors and lenses, but also software technology by building a system that enables AI models to operate organically,” Choi explained. As a tip for getting the most out of the feature, he added, “The ultra-wide-angle camera is ideal for capturing vast landscapes, but it can also be used for close-up shots to create a unique sense of depth.”

    The ProVisual Engine, which uses AI-powered technology to enhance the camera experience, has also evolved. “We analyzed a full range of skin tones and preferences, and worked to use AI technology to present options for a broader variety of users. For better results, developers of various age groups took portraits themselves in different environments,” said Choi, explaining the improved portrait experience compared to previous models. “AI recognition and processing technologies analyze elements such as the person, clothing and background in the photo and optimizes each area to bring out the finer details, such as hair texture and even the subject’s pupils.”
     
    The Nightography feature for shooting in low-light conditions has been improved as well. “For the Galaxy S25 series’ Nightography, we focused a lot on video shooting,” said Choi. “We applied 10-bit HDR video as the default for videos to achieve more realistic and richer picture quality, and applied a solution that separates the subject from the background and analyzes movement to remove noise with precision,” he said.
     
     
    Shooting and Editing With DSLR Quality Like a Pro
    Is it possible to get DSLR-quality results with a smartphone camera? The new Virtual Aperture feature in the Expert RAW app does by creating depths of field and aperture effects similar to those of a DSLR camera, delivering high-quality results that look like they were shot by a professional.
     
    “We applied an interface that recreates the effect of changing the aperture of a lens on a DSLR camera, allowing users to flexibly select deep or shallow depths of field,” said Pyojae Kim, who led the development of the Virtual Aperture feature, before proudly adding that the AI-powered innovation overcomes the physical limitations of smartphones.

    Achieving the depths of field and bokeh effects unique to DSLR cameras was no easy task. The training image database was built using more than 200,000 photos taken simultaneously with both Galaxy and DSLR cameras. “We had to manually control both the focus and exposure of the DSLR camera, and there were some nerve-wracking moments of having to dispose of our hard work because the photos were out of focus or taken with the wrong exposure,” said Kim. “We learned how difficult of a task it is to obtain data.”
     
    While photos have a DSLR-like quality, videos can now be filmed in Log Video mode, a feature normally found in digital cameras that professionals use. Log video is a recording format that makes it easier to color-correct in post-production and create high-quality videos. To make log videos accessible to the average user, the Galaxy S25 series also comes with the Color Correction feature, which allows users to easily correct their video footage in the Gallery app with the click of a button.
     
     
    Fun and Easy AI Editing With Just a Few Taps
    First introduced in the Galaxy S24 series, Generative Edit has evolved by leaps and bounds in the Galaxy S25 series. “We focused on enhancing the fun and useful features that only generative AI can deliver,” said Jihye Kim. “We’ve improved the AI models so that they can now accurately recognize areas of the photo with only a simple touch and seamlessly erase those areas or add onto them. We also made improvements to each of the component technologies involved in generative editing.”

    The AI models used for Generative Edit and other generative AI features were developed through continuous collaboration with Google. “My team members and I took turns traveling to Google’s San Francisco Campus for a month at a time,” Jihye Kim said. “I remember staying up late at night, sharing ideas with the developers to improve the model.”
     
    The nature of generative AI, which produces different results each time, often posed challenges during development. “We constantly mulled over how to quantitatively evaluate the results in a situation where they change every time. We also had to anticipate a wide range of edge cases to prevent the AI from producing inappropriate images,” she explained.
     
    New to the Galaxy S25 series and the Galaxy lineup as a whole is the Best Face feature. This feature selects the best facial expressions of up to five people from multiple Motion Photos and composites them into a single picture-perfect group shot. “The Best Face feature can not only change a closed-eyed face to an open-eyed face, but can also turn a face from looking to the side to looking straight ahead,” Kim said. “My mom kept closing her eyes every time we took family photos, so we often had to retake them several times. It’s very useful in that kind of situation,” she added with a laugh.
     
     
    An Unrivaled AI Filter Experience That Captures the User’s Unique Vibe
    With Filters, the Galaxy S25 series also offers a variety of filters that intuitively capture each user’s unique aesthetic.
     
    “We have enhanced the AI-powered feature to make it easier for anyone to capture the color or mood of their favorite photos while also improving the overall user experience to make it more user-friendly,” said Yunju Bae, who led the development of Filters. “We went through detailed tuning and repeated evaluations to balance technology and aesthetics to perfect filter quality.”

    Filters let users choose a photo they like and utilize AI to analyze the color and style of the photo to produce a personalized filter. “I often look at a photo and think, ‘I want to take a photo with this kind of vibe,’ so I wanted to make it easy to recreate the style I like without going through complicated editing,” Bae said as she explained the background behind the feature’s development.
     
    Filters’ new film-style filters naturally capture the aesthetic unique to analog film. “The look and feel of analog film is a subjective area, so we went through a lot of trial and error to quantify it for digital reproduction,” Bae said. “We analyzed a lot of actual film, and through constant experiments and adjustments, we made meaningful progress in numerical representation to adequately reproduce the aesthetic of analog film,” she said. Bae also expressed her gratitude for the various experiments and analyses done in collaboration with Samsung Research, which played an integral role in enhancing the technical reliability of Filters.
     
     
    The Future of the Galaxy Camera Visual Experience
    The Galaxy S25 series has set a new standard for mobile cameras — but the Visual Solution Team is just getting started. The developers are already working on even bigger innovations to shape the future of smartphone imaging.
     
    Asked about the team’s plans and ambitions for the future, Wonchul Choi replied, “Our goal is to further strengthen the camera’s picture quality fundamentals, all while maximizing convenience and accessibility so that it can perform at its best no matter where or when it’s used.”
     
    “We plan to analyze the market’s response to Virtual Aperture and incorporate it into Portrait mode. By continuing to expand the features, we’ll ensure that the photo quality of the best DSLR cameras out there can be fully experienced on mobile devices,” added Pyojae Kim.

  • MIL-OSI United Nations: 19 May 2025 Cambodia Advances Mental Health Priorities Ahead of WHO Special Initiative for Mental Health Launch

    As mental health needs rise globally, Cambodia is taking a significant step forward by preparing to join the WHO Special Initiative for Mental Health (SIMH). With plans underway to hold the SIMH Design Workshop in mid-2025, Cambodia is poised to strengthen its mental health system through a comprehensive, whole-of-government approach led by the Ministry of Health and supported by WHO.

    The design workshop will lay the foundation for tailored mental health actions under the WHO SIMH, with technical collaboration between Cambodia’s Department of Mental Health and Substance Abuse (DMHSA), the Department of International Cooperation (DIC), and WHO.

    Strengthening the foundations

    While the groundwork for the Initiative moves forward, Cambodia has also made notable progress in recent years, enhancing community mental health support through key technical working groups. Two priority areas show promising momentum:

    1. Guidelines for Online Crisis Counseling

    In response to growing demand for accessible and timely mental health support, Cambodia developed national Guidelines for Online Crisis Counseling. These guidelines, spearheaded by the Technical Working Group under the leadership of the Department of Mental Health and Substance Abuse, establish clear protocols and ethical standards for delivering crisis support through digital platforms.

    The guidelines were finalized through a collaborative process. Once adopted, they are expected to be a vital tool for expanding access to safe and responsive mental health care — particularly for people in remote and underserved areas.

    2. Psychological First Aid (PFA) Training for Schools

    Recognizing the urgent need for youth-centered mental health support, the School Health Department (SHD) of the Ministry of Education, Youth, and Sport has led the development of a new Psychological First Aid (PFA) training curriculum for schools. The curriculum equips school personnel with essential skills to provide early psychosocial support to students affected by stress, trauma, or crisis.

    After technical review and refinement, the final curriculum is ready for pilot testing. The pilot will inform further national scale-up, with the aim of embedding mental health support into Cambodia’s broader school health system.

    Looking ahead

    The WHO Special Initiative for Mental Health aims to support 100 million more people world-wide to access quality, affordable mental health care by advancing mental health policies, services, and human rights. With strong national leadership and technical momentum already underway, Cambodia is well-positioned to adapt and localize the Initiative to its context — building a more resilient and inclusive system of care for all.

    As preparations continue for the program design workshop, and beyond, the country’s collaborative work in schools, digital innovation, and systems planning reflects a shared commitment to making mental health a national priority.

    The Seventy-eight World Health Assembly (WHA78) takes place on 19−27 May 2025 in Geneva, Switzerland. 

    Elimination awards

    During the plenary session on Monday, 19 May, the Director-General will award Botswana for achieving gold tier status on the path to elimination of mother-to-child transmission of HIV as a public health problem.

    Botswana was already the first country in the world to meet the criteria for silver tier status on the path to elimination of HIV, in 2021. Now, Botswana is the first country to achieve gold tier status, by reaching stringent targets for HIV prevalence among new mothers, HIV incidence among newborns, and service coverage for antenatal care, HIV testing and antiretroviral therapy.

  • MIL-OSI Security: Latham Sex Offender Indicted for Attempted Coercion and Enticement of a Minor

    ALBANY, NEW YORK – Nathaniel Drescher, age 41, of Latham, New York, was arraigned last Thursday on an indictment charging him with attempted coercion and enticement of a minor and the commission of a felony offense against a minor by a registered sex offender.  Drescher was ordered detained pending trial. 

    United States Attorney John A. Sarcone III and Craig L. Tremaroli, Special Agent in Charge of the Albany Field Office of the Federal Bureau of Investigation (FBI), made the announcement. 

    According to the indictment, Drescher knowingly attempted to persuade, induce, and entice a child whom he believed to be 11 years old to engage in sexual activity.  This conduct follows Drescher’s 2012 convictions in Johnson County, Texas, for online solicitation of a minor. The charges in the indictment are merely accusations. The defendant is presumed innocent unless and until proven guilty.

    United States Attorney Sarcone stated: “This conduct, as alleged, was especially egregious because the defendant had committed a similar offense before in Texas.  With our state and federal law enforcement partners, we will continue to ensure that sex offenders are prosecuted to the fullest extent to the law when they commit new crimes.”

    FBI Special Agent in Charge Tremaroli stated: “This indictment proves crimes against our most vulnerable will be met with swift and decisive action. The FBI, together with our law enforcement partners, is committed to protecting children and bringing predators like Mr. Drescher to justice.”

    If convicted on all counts, Drescher faces at least 20 years and up to life in prison, a fine of up to $250,000, and a term of supervised release of at least 5 years and up to life.  A defendant’s sentence is imposed by a judge based on the particular statutes the defendant is charged with violating, the U.S. Sentencing Guidelines and other factors. In addition, Drescher would have to continue to register as a sex offender upon his release from prison.

    The FBI’s Child Exploitation and Human Trafficking Task Force is investigating the case, with assistance from the New York State Police.  Assistant United States Attorney Allen J. Vickey is prosecuting the case as Part of Project Safe Childhood. 

    Project Safe Childhood is a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse. Led by the U.S. Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state and local resources to better locate, apprehend and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims.   • MIL-OSI Security: Repeat Sex Offender Sentenced to 12 Years in Federal Prison for Possession of Child Sexual Abuse Material

    CONCORD – A Dunbarton man was sentenced in federal court for possession of child sexual abuse material (CSAM), Acting U.S. Attorney Jay McCormack announces.

    Scott Currier, age 48, was sentenced by U.S. District Court Judge Samantha Elliott to 144 months in federal prison and 10 years of supervised release. Currier was also ordered to pay restitution in the amount of $38,000. In May 2024, Currier pleaded guilty to one count of possession of CSAM.

    “The defendant is a convicted sex offender who repeatedly exploited children,” said Acting U.S. Attorney Jay McCormack. “Thanks to the vigilant efforts and critical leads from the National Center for Missing and Exploited Children, law enforcement was able to identify the defendant and swiftly investigate his conduct. This office will relentlessly pursue and hold predators accountable, and we will use every tool at our disposal to protect children from exploitation and revictimization.”

    “Currier’s criminal history of aggravated felonious sexual assault makes his possession of hundreds of images of child sexual abuse material all the more troubling. Friday’s significant sentence takes a repeat sex offender off the streets and puts him into federal prison for over a decade while also offering restitution to identified victims of child sexual exploitation found in the materials he possessed,” said Special Agent in Charge Michael J. Krol for Homeland Security Investigations New England.

    The defendant was identified through a CyberTip reported to the National Center for Missing and Exploited Children based on internet activity that was traced to his residence.  Based on that tip, law enforcement executed a search warrant at the defendant’s home that resulted in the seizure of a computer that was found to contain over 700 files of suspected CSAM.  The defendant faced enhanced penalties in this matter due to a prior state conviction for aggravated felonious sexual assault.

    Homeland Security Investigations led the investigation.  Valuable assistance was provided by the Dunbarton Police Department and the New Hampshire Internet Crimes Against Children Task Force. Assistant U.S. Attorney Kasey Weiland is prosecuting the case.

    This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and the DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims.     On May 17, the Polytechnic Park hosted the traditional track and field race in memory of Hero of the Soviet Union Viktor Lyagin. The event dedicated to the graduate of our institute has been held since 1972. For several years now, the race at the Polytechnic has rightfully been considered a large-scale city event.

    The race was opened by the Vice-Rector for Youth Policy and Communication Technologies of SPbPU Maxim Pasholikov.

    The strength of the Polytechnic University is in its people, its Heroes and traditions. Anyone who finds themselves in the university family is involuntarily immersed in our culture and environment, which shapes their personality. The run named after Hero of the USSR Viktor Lyagin, which has been held for over 55 years, is a vivid confirmation of this. The event not only bears the name of an outstanding intelligence officer, a graduate of the university, but also cultivates willpower. After all, everyone who accepts this sports challenge, overcoming themselves, develops, achieves their goal and becomes a hero for themselves, their family and immediate environment, being an example. Through the prism of such traditions, we learn to achieve results in simple things, which over time becomes a habit, and we no longer see the possibility of behaving differently, – noted Maxim Pasholikov.

    Viktor Lyagin’s grandson, Aleksey Esipov, was present at the race and thanked the Polytechnic for preserving the memory of the hero.

    This sporting event is dedicated to my grandfather, intelligence officer and outstanding polytechnician Viktor Lyagin. Viktor Aleksandrovich became a successful engineer, thanks to which he was appointed head of scientific and technical intelligence. He had great prospects, but the war began. He was sent to Nikolaev, where his group carried out the most significant sabotage. Viktor Aleksandrovich himself was an athlete and paid great attention to volleyball and weightlifting, – Alexey Esipov emphasized.

    By the will of fate, the family of Alexey Esipov met for the first time with relatives Alexey and Natalya Kochkarev, with whom they had lost contact for many years. This year, the Kochkarev couple came to the race for the first time, and a fateful meeting took place.

    I decided to honor the memory of the outstanding polytechnician in this way and pay tribute to his contribution to the common victory. My family has many ties to the Polytechnic. My father was an associate professor at the power engineering faculty, worked at the Hydro Tower. My mother worked at the metallurgy faculty. I graduated from the Polytechnic and then worked here. Therefore, we are hereditary polytechnicians, – said Alexey Kochkarev.

    Our paths diverged. But what a coincidence! It was at the Polytechnic that I met my relatives again, – Alexey Esipov was surprised.

    Alexey Esipov came to the race with his daughter Tatyana Leonchenkova and granddaughter Alina. The girl is in the third grade, enjoys football and swimming. Viktor Lyagin’s great-great-granddaughter decided to participate in the race dedicated to his memory.

    Perhaps Alina’s athletic abilities were inherited from her great-great-grandfather. We love the Polytechnic University and visit it often. We plan to enroll Alina in programming classes. It is important that the university carefully preserves the memory of the Great Patriotic War. No one is forgotten, and nothing is forgotten. This is truly the very memory that is very dear, – shared Tatyana Leonchenkova.

    Time flew by while chatting. And then the participants were called to a warm-up led by Kristina Kapinus, a member of the Russian Nordic walking team. After that, experienced athletes and newcomers checked their equipment and went to the start. To the encouraging shouts of the spectators, the runners covered a distance of five kilometers.

    The participants of the children’s race also received no less support – boys and girls ran 800 meters.

    Yulia Kurakina took first place, Grigory Khrustalev finished second, and Alexander Kabanov showed the third time.

    Yulia Kurakina started running only a year ago, and her first place came as a surprise to her family.

    I play chess, dance, and running is just a hobby, Yulia shared.

    At the competition, Yulia was supported by her mother Svetlana. She said: We visited the Polytechnic for the first time and were pleasantly surprised by the friendly atmosphere and warm relations between the participants.

    Nine-year-old Vasilisa Ambrazhey won the hearts of the audience with her willpower and incredible fortitude. She participated in the race for the first time and successfully overcame the adult distance. Then Vasilisa ran half a circle to meet her mother and support her at the finish line. But the girl did not stop there – she took part in the children’s race together with her brother Fyodor.

    I have been swimming since I was three and doing acrobatics since I was six. Before, I only ran at school during physical education classes. So, at the Polytechnic, I covered such a serious distance for the first time, Vasilisa shared.

    Her mother, Natalia Rybakova, works as a leading specialist at the Center for Continuing Professional Education of the Advanced Engineering School “Digital Engineering”.

    We enjoyed spending Saturday morning in the Polytechnic University park. Such events are very useful, as they allow you to participate in the life of the university, get to know your colleagues from a new side and get involved in sports, – noted Natalia Rybakova.

    Evgeniy Chuchmanov is a 2nd year Bachelor’s student at the Civil Engineering Institute. He has been a professional skier since childhood.

    Running is an integral part of preparation for skiing competitions. When I entered the Polytechnic, I decided not to limit myself to competing for the biathlon-skiing team. So running became my hobby. At today’s competition, I did not strive for victory, but during the race I realized that I could compete with my rivals. It was a wonderful event that filled me with pride for the university. It is nice that the teachers emphasize the importance of a healthy lifestyle by their example, – said Evgeniy.

    Maria Kiseleva, a specialist at the Department of Support of Educational Programs of the Center for Continuing Professional Education, is a regular participant in the race. Last year, she took fourth place. She seriously prepared for this start: she trained five times a week and participated in various running events.

    I am participating in this event for the third year in a row. The great weather, the warm and friendly atmosphere in the Polytechnic Park added positive emotions. I am glad that I was able to improve my time by a whole minute compared to last year. Both my daughters participated in the children’s distance. Lera is almost 11 years old, and she managed on her own, and Sasha is still little, so we ran the second lap together. The race at the Polytechnic is dedicated to the memory of Viktor Lyagin, a famous Soviet intelligence officer and a graduate of the Polytechnic. Thus, this event is more of a tribute to memory than a sporting event, and you participate in it at the call of your heart.     ​Invest Hong Kong (InvestHK) announced today (May 19) that the Director-General of Investment Promotion and leadership team have completed multiple duty visits to emerging markets in Eastern Europe, Africa, and the Middle East this month, actively promoting Hong Kong’s business advantages and opportunities in overseas markets and fostering mutual co-operation. The team participated in various events, met with government organisations, chambers of commerce, business leaders, and company representatives, to deepen exchange in economic and trade between Hong Kong and these places. During the visit to the Middle East, as witnessed by the Chief Executive, Mr John Lee, and local leaders, a Memorandum of Understanding (MoU) was signed to strengthen economic and trade ties and promote deeper business collaboration between the two regions.

    The Unique Identification Authority of India (UIDAI) on Monday said it has begun sharing non-personal, anonymized data from the Aadhaar Dashboard on the open government data platform called data.gov.in.

    The move aims to further promote transparency, research, and data-driven policy making, said the Ministry of Electronics and IT in a statement.

    The datasets, released by the Chief Data Officer (CDO) and Deputy Director General of UIDAI, include aggregated insights on Aadhaar enrollment, updates, and authentication patterns, categorized by geography, age group, and other relevant parameters.

    According to the IT Ministry, by making these non-personal and anonymized datasets accessible, UIDAI aims to support academic research, innovation in digital services, and collaborative developments.

    “This initiative opens new avenues for evidence-based policy-making and technological innovation, furthering UIDAI’s commitment to transparency, public good, and secure data governance,” it added.

    It also aligns with the broader government vision of fostering evidence-based policymaking and maximizing the value of open data for the public good. It is expected to further boost digital inclusion and governance efficiency.

    Meanwhile, the total number of Aadhaar authentication transactions has crossed the 150 billion (15,011.82 crore) mark. Moreover, the total number of eKYC transactions (37.3 crore) carried out during April is 39.7 percent more than the numbers during the same period last year.

    The cumulative number of e-KYC transactions has crossed 2,393 crore as of April 30, according to the Ministry of Electronics and IT.

    In April alone, almost 210 crore Aadhaar authentication transactions were carried out, nearly 8 percent more than the same month in 2024, the ministry informed.

    More than 100 entities, both in the government and private sectors, are using face authentication for the smooth delivery of benefits and services. In FY25, Aadhaar number holders carried out more than 2,707 crore authentication transactions in 2024-25.     Meanwhile, the total number of Aadhaar authentication transactions has crossed the 150 billion (15,011.82 crore) mark. Moreover, the total number of eKYC transactions (37.3 crore) carried out during April is 39.7 percent more than the numbers during the same period last year.

    The cumulative number of e-KYC transactions has crossed 2,393 crore as of April 30, according to the Ministry of Electronics and IT.

    In April alone, almost 210 crore Aadhaar authentication transactions were carried out, nearly 8 percent more than the same month in 2024, the ministry informed.

    More than 100 entities, both in the government and private sectors, are using face authentication for the smooth delivery of benefits and services. In FY25, Aadhaar number holders carried out more than 2,707 crore authentication transactions in 2024-25.

  • MIL-OSI Global: Believe it or not, there was a time when the US government built beautiful homes for working-class Americans to deal with a housing crisis

    In 1918, as World War I intensified overseas, the U.S. government embarked on a radical experiment: It quietly became the nation’s largest housing developer, designing and constructing more than 80 new communities across 26 states in just two years.

    These weren’t hastily erected barracks or rows of identical homes. They were thoughtfully designed neighborhoods, complete with parks, schools, shops and sewer systems.

    In just two years, this federal initiative provided housing for almost 100,000 people.

    Few Americans are aware that such an ambitious and comprehensive public housing effort ever took place. Many of the homes are still standing today.

    But as an urban planning scholar, I believe that this brief historic moment – spearheaded by a shuttered agency called the United States Housing Corporation – offers a revealing lesson on what government-led planning can achieve during a time of national need.

    Government mobilization

    When the U.S. declared war against Germany in April 1917, federal authorities immediately realized that ship, vehicle and arms manufacturing would be at the heart of the war effort. To meet demand, there needed to be sufficient worker housing near shipyards, munitions plants and steel factories.

    So on May 16, 1918, Congress authorized President Woodrow Wilson to provide housing and infrastructure for industrial workers vital to national defense. By July, it had appropriated US$100 million – approximately $2.3 billion today – for the effort, with Secretary of Labor William B. Wilson tasked with overseeing it via the U.S. Housing Corporation.

    Over the course of two years, the agency designed and planned over 80 housing projects. Some developments were small, consisting of a few dozen dwellings. Others approached the size of entire new towns.

    For example, Cradock, near Norfolk, Virginia, was planned on a 310-acre site, with more than 800 detached homes developed on just 100 of those acres. In Dayton, Ohio, the agency created a 107-acre community that included 175 detached homes and a mix of over 600 semidetached homes and row houses, along with schools, shops, a community center and a park.

    Designing ideal communities

    Notably, the Housing Corporation was not simply committed to offering shelter.

    Its architects, planners and engineers aimed to create communities that were not only functional but also livable and beautiful. They drew heavily from Britain’s late-19th century Garden City movement, a planning philosophy that emphasized low-density housing, the integration of open spaces and a balance between built and natural environments.

    Importantly, instead of simply creating complexes of apartment units, akin to the public housing projects that most Americans associate with government-funded housing, the agency focused on the construction of single-family and small multifamily residential buildings that workers and their families could eventually own.

    This approach reflected a belief by the policymakers that property ownership could strengthen community responsibility and social stability. During the war, the federal government rented these homes to workers at regulated rates designed to be fair, while covering maintenance costs. After the war, the government began selling the homes – often to the tenants living in them – through affordable installment plans that provided a practical path to ownership.

    Though the scope of the Housing Corporation’s work was national, each planned community took into account regional growth and local architectural styles. Engineers often built streets that adapted to the natural landscape. They spaced houses apart to maximize light, air and privacy, with landscaped yards. No resident lived far from greenery.

    In Quincy, Massachusetts, for example, the agency built a 22-acre neighborhood with 236 homes designed mostly in a Colonial Revival style to serve the nearby Fore River Shipyard. The development was laid out to maximize views, green space and access to the waterfront, while maintaining density through compact street and lot design.

    At Mare Island, California, developers located the housing site on a steep hillside near a naval base. Rather than flatten the land, designers worked with the slope, creating winding roads and terraced lots that preserved views and minimized erosion. The result was a 52-acre community with over 200 homes, many of which were designed in the Craftsman style. There was also a school, stores, parks and community centers.

    Infrastructure and innovation

    Alongside housing construction, the Housing Corporation invested in critical infrastructure. Engineers installed over 649,000 feet of modern sewer and water systems, ensuring that these new communities set a high standard for sanitation and public health.

    Attention to detail extended inside the homes. Architects experimented with efficient interior layouts and space-saving furnishings, including foldaway beds and built-in kitchenettes. Some of these innovations came from private companies that saw the program as a platform to demonstrate new housing technologies.

    One company, for example, designed fully furnished studio apartments with furniture that could be rotated or hidden, transforming a space from living room to bedroom to dining room throughout the day.

    To manage the large scale of this effort, the agency developed and published a set of planning and design standards − the first of their kind in the United States. These manuals covered everything from block configurations and road widths to lighting fixtures and tree-planting guidelines.

    The standards emphasized functionality, aesthetics and long-term livability.

    Architects and planners who worked for the Housing Corporation carried these ideas into private practice, academia and housing initiatives. Many of the planning norms still used today, such as street hierarchies, lot setbacks and mixed-use zoning, were first tested in these wartime communities.

    And many of the planners involved in experimental New Deal community projects, such as Greenbelt, Maryland, had worked for or alongside Housing Corporation designers and planners. Their influence is apparent in the layout and design of these communities.

    A brief but lasting legacy

    With the end of World War I, the political support for federal housing initiatives quickly waned. The Housing Corporation was dissolved by Congress, and many planned projects were never completed. Others were incorporated into existing towns and cities.

    Yet, many of the neighborhoods built during this period still exist today, integrated in the fabric of the country’s cities and suburbs. Residents in places such as Aberdeen, Maryland; Bremerton, Washington; Bethlehem, Pennsylvania; Watertown, New York; and New Orleans may not even realize that many of the homes in their communities originated from a bold federal housing experiment.

    The Housing Corporation’s efforts, though brief, showed that large-scale public housing could be thoughtfully designed, community oriented and quickly executed. For a short time, in response to extraordinary circumstances, the U.S. government succeeded in building more than just houses. It constructed entire communities, demonstrating that government has a major role and can lead in finding appropriate, innovative solutions to complex challenges.

    At a moment when the U.S. once again faces a housing crisis, the legacy of the U.S. Housing Corporation serves as a reminder that bold public action can meet urgent needs.
