    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Ranking Member of the Senate Rules and Administration Committee, Gary Peters (D-Mich.), Ranking Member of the Senate Homeland Security and Government Affairs Committee (HSGAC), and Jeff Merkley (D-Ore.) expressed serious concerns that recent changes to and the expanded use of the insufficiently tested Department of Homeland Security’s (DHS) Systematic Alien Verification for Entitlements (SAVE) program could purge eligible citizens from state voter rolls.

    In addition to President Trump’s attempts to create obstacles to the ballot box through his anti-voter “election integrity” executive order earlier this year, DHS overhauled the program to verify the citizenship of voters on state voter rolls over false concerns of noncitizen voting. However, the Administration’s political agenda and data quality issues could lead to the erroneous disenfranchisement of eligible voters. The Senators warned that U.S. Citizenship and Immigration Services (USCIS) has not conducted sufficient testing to root out errors and false positives that could make the SAVE program ready for widespread use by states to determine voter eligibility, independent of other databases.

    They also criticized DHS’ lack of transparency surrounding the program’s operations and safeguards. More than 9 million records have already been run through the new SAVE program with little to no transparency.

    a) What precautions, if any, were taken to ensure the integrity of the SAVE program and the data it accesses were not compromised?

    b) In initiating your changes, what if any notice did you provide to the public on data privacy?

    c) Will you commit that going forward USCIS will review and monitor all the user access, usage, and other relevant data related by all personnel to the SAVE program to ensure that individuals’ data is not compromised and compliance with the Privacy Act? 

    2) USCIS has announced that users can search the program using an individual’s Social Security Number, name, and date of birth. What categories of information are being shared by USCIS with the Social Security Administration, and vice versa?

    a) Does USCIS plan to segregate that data from searches that are conducted using a Department-issued identification number?

    b) Can you describe the testing USCIS has done to confirm accuracy of this expanded program? What is your accuracy rate? Is it possible to determine what percentage of US citizens could be falsely identified as non-citizens in the SAVE program?

    c) How will USCIS work to educate state and local election officials on the potential for falsely identifying individuals as noncitizens or providing inconclusive findings that can occur when using the system in the context of verifying voter eligibility?

    3) How does the Department plan to fund the SAVE program now that it is free to government agencies at the federal, state, and local level?

    a) What steps will be taken to ensure the program has the infrastructure to support this level of use, including hiring additional staff that may be needed for manual verifications to reconcile contradictory information?

    The People’s Response Act is groundbreaking legislation that would advance an inclusive, holistic, and health-centered approach to public safety by creating a public safety division within the United States Department of Human Health and Services (JHHS) and launching a federal first responders unit to support states and local governments with emergency health crises. The bill would promote alternative approaches to public safety, including coordination of research and policies that are being implemented across HHS and other agencies to center health-based and non-carceral responses throughout the federal government.

    The Mental Health Justice Act would reduce violence against individuals with mental illness and disabilities by helping states, tribes, and localities establish mental health responder units to support individuals in crisis, instead of police. The bill would create a grant program that allows states, tribes, and localities to hire, train, and dispatch mental health professionals to respond to mental health emergencies when 911, 988, or another emergency hotline is called; empower the Civil Rights Division at DOJ and the Substance Abuse and Mental Health Services Administration at HHS to provide technical assistance to grant recipients; require a study on the effectiveness of the grant program; and establish best practices for mental health professionals responding to mental health emergencies.

    The Community Safety Agenda is supported by over 100 civil rights, public health, racial justice, housing, violence prevention, and economic justice groups and prioritizes policies that invest in people and communities, not police and prisons, to keep people safe.

    The People’s Response Act and Mental Health Justice Act are informed by Congresswoman Pressley’s People’s Justice Guarantee, her comprehensive, decarceration-focused resolution that outlines a framework for a fair, equitable and just legal system. She has introduced over a dozen pieces of precise legislation informed by the People’s Justice Guarantee to fundamentally redefine what justice looks like in America.

    • In June 2023, Rep. Pressley and Rep. Rashida Tlaib (MI-12)unveiled the Housing for Formerly Incarcerated Reentry and Stable Tenancy (Housing FIRST) Act, bold legislation to help people who are formerly incarcerated and those with criminal histories access safe and stable housing.
    • In May 2023, Rep. Pressley reintroduced her Justice for Incarcerated Moms Act to improve maternal health care and support for pregnant individuals who are incarcerated. It was originally introduced in March 2020 and reintroduced in February 2021 as part of the Black Maternal Health Momnibus Package—a suite of 12 bills aimed at addressing the Black maternal health crisis.
    • In May 2023, Rep. Pressley and Rep. Grace Napolitano (CA-31), Co-Chair of the Mental Health Caucus, requested the National Institute of Mental Health (NIMH) to research post-traumatic prison disorder and share findings related to prevention and treatment for people returning from behind the wall.
    • In April 2023, Rep. Pressley and Senator Edward J.     • In July 2020, she introduced the Counseling Not Criminalization in Schools Act with Reps. Ilhan Omar (MN-05) and Senators Chris Murphy (D-CT) and Elizabeth Warren (D-MA), to prohibit federal funds to support the increased presence of police in K-12 schools and supports school districts that invests in counselors.
    • In June 2020, she introduced the Dismantle Mass Incarceration for Public Health Act with Reps. Tlaib (MI-13) and Barbara Lee (CA-13) to require decarceration to mitigate the spread of COVID-19 in prisons and jails.
    • In June 2020, she introduced the Andrew Kearse Accountability for Denial of Medical Care Act with Senators Elizabeth Warren (D-MA), Kirsten Gillibrand (D-NY) and Ed Markey (D-MA), to hold police officers criminally liable for denying care to those in medical distress.

    Innovative RedShield identity challenge responds to evolving threat landscape

    Auckland, New Zealand, 16 July 2025 – RedShield, a web application security service using AWS technology, has introduced a new layer of security in response to the proliferation of ever-more-sophisticated Distributed Denial-of-Service (DDoS) and automated bot attacks.

    The new ‘Third Horizon’ protection that RedShield is introducing to its service thwarts DDoS attacks by disrupting the attack vector, requiring bad actors to respond in ways that cannot easily be managed by typical automated tools to gain access to a web application.

    “Much of the security industry remains focused on traffic profiling via AI-driven anomaly detection,” said Fabian Partigliani, Chief Executive Officer at RedShield. 

    “However, in the last three years automated, bot-driven threats have become both greater in scale and frequency and more sophisticated.

    “As a result, traditional anomaly detection alone is no longer enough as a defence. In response to the escalation of DDoS and automated bot attacks, RedShield is introducing the ‘Third Horizon’ as the next evolution of DDoS and bot protection.”

    Practical barriers to bad actors

    The Third Horizon introduces additional practical barriers to automated attacks. When deployed to protect an application, and RedShield’s controls detect suspicious activity, users seeking access to a web application must first provide a valid email address and then verify their identity via a code sent to that address. This adds friction and therefore cost to the attacker seeking to make automated attacks. While this may seem like a familiar two factor authentication approach, Third Horizon comes into play even when there is no existing user account.

    “Third Horizon adds a layer of complexity that bad actors hate because it costs them more time, resources, and money,” says Partigliani. “There are no simple technologies available to let them create enormous volumes of fake user accounts and then retrieve and enter verification for each one. An attacker will typically go and find an easier target.”  

    Three layers of protection

    RedShield’s protection operates on multiple horizons:


    • First Horizon: Traffic Profiling: Blocking large volumetric attacks and obvious bad traffic. This is “table stakes” – necessary but not sufficient given the evolving attacks. RedShield uses “always on” volumetric protection from hyperscale cloud provider, AWS, to provide the best defence.
    • Second Horizon: Sophisticated Bot Detection: Using advanced techniques to identify and block malicious bots that are trying to look legitimate. This raises attacker cost but is an ongoing arms race – determined attackers will find ways to evade detection.
    • Third Horizon: Identity & Intent Challenge: When activity looks suspicious or systems are under particular strain, RedShield’s controls can challenge the user, asking for an email address and only enabling access to the site when a code included in an email sent to that address is entered. As mass automated bot attacks cannot readily respond to this challenge at scale, this significantly increases the complexity and cost for the attacker, protecting critical applications while prioritising availability for legitimate users.
    Scale of threat

    According to the Imperva Bad Bot Report, almost half of all 2024 traffic was related to bot activity, with almost one third of the overall global traffic being connected to malicious bots. While attacks of greater than 1 terabit per second (Tbps) grew 1800% globally from Q3 to Q4 last year alone, a bigger concern is their sophistication. Bots mimic humans to take over accounts, scrape data, or overload specific functions like login pages or checkout processes. Attacks target APIs and business logic, putting New Zealand businesses at risks of operational disruption, data theft, and reputational damage.

    RedShield’s service applies its three horizon approach and AWS’ global infrastructure to protect organisations from even these latest threats. RedShield’s Third Horizon will be available to customers in the coming weeks, on request, as an additional service for critical applications that need an extra layer of protection.

  • MIL-OSI USA: Reed Helps Introduce Consumer OPT-IN Act Designed to Ease Unsubscribing

    WASHINGTON, DC – When it comes to companies offering ‘free trials’ for subscription services, U.S. Senator Jack Reed (D-RI) says they should actually be free.  And when it comes time to cancel unwanted recurring subscriptions, Senator Reed says it should be just as simple to cancel as it was to sign up.
    Today, Reed joined U.S. Senator Chris Van Hollen (D-MD) in introducing the Consumer Online Payment Transparency and Integrity (Consumer OPT-IN) Act to halt the use of unfair and deceptive practices in ‘negative option marketing’ (where consumers enroll in subscription plans that automatically renew unless consumers actively opt out before a given renewal).  This legislation would help protect consumers from online ‘free trial’ scams and hard-to-cancel recurring-payment programs by requiring companies with customers on recurring payment programs to offer easy online cancellation.
    The bill puts the onus on companies, not consumers, when it comes to extending subscriptions and memberships, including requiring a shift from “opt-out” conditions to “opt-in.” 
    The lawmakers say Congress must act in the wake of the U.S. Court of Appeals for the Eighth Circuit ruling last week that vacated the Federal Trade Commission’s (FTC) 2023 ‘click to cancel’ rule, which would have taken effect today and complemented this legislation by making it easier to get out of unwanted subscriptions. As a result of this ruling, businesses are free to continue using deceitful practices that trap consumers into making recurring payments that they never intended to make – underscoring the need to codify into law the “opt-in” requirements in this legislation.
    “While companies have made it easier than ever to sign up for subscription-based services, too many Americans know the frustration of jumping through endless hoops to get out of them. Corporate special interests are pushing to preserve the status quo so they can pad their profits by keeping consumers locked into unwanted subscriptions, but we will keep fighting back. Our legislation puts consumers in control – offering them an easy way out of subscription traps and holding companies accountable for these deceptive practices,” said Senator Van Hollen.
    “This legislation will make it easier for consumers to cancel subscriptions they don’t want. The process of enrolling and cancelling should be equally simple: If one click can sign you up, then you should be able to cancel with one click too,” said Senator Reed. “Simplifying the process for ending ‘free trials’ or unwanted subscriptions will save consumers real money.  This bill will get rid of needless cancellation hurdles, hold corporations accountable, and save consumers time, money, and peace of mind.”
    Companies increasingly use free trial offers and unclear terms and conditions to trap consumers into subscriptions. Additionally, companies often use software and interfaces that subtly trick users, called dark patterns, making it harder for consumers to end these subscriptions and stop unwanted charges. While the FTC has dedicated significant resources to combatting the worst of these business practices, resulting in at least $110 million worth of refunds returned to consumers over the past five years, more action is needed. To more effectively deter companies from employing these practices and better protect and inform consumers, the Consumer OPT-IN Act would limit the use of deceptive tactics and impose stricter notification requirements on companies.

    •           Requiring companies to get express informed consent from consumers before converting free trials into automatically renewing contracts and charging consumers;
    •           Requiring companies to notify consumers of the first automatic renewal and obtain express informed consent from consumers before automatically renewing long term contracts;
    •           Requiring that companies offering contracts that automatically renew on a short-term basis get express informed consent from consumers annually;
    •           Requiring companies that have knowledge that a consumer isn’t using their products or service for 6 months to get the consumer’s express informed consent to continue billing, and allowing consumers to request a refund for the remaining portion of the contract;
    •           Providing consumers with refunds when violations occur;
    •           Giving the FTC rulemaking authority over negative option contracts, automatic renewals, and dark patterns.
    In addition to Van Hollen and Reed, the bill is also cosponsored by U.S. Senators Richard Blumenthal (D-CT), John Fetterman (D-PA), Kirsten Gillibrand (D-NY), Mazie Hirono (D-HI), Ben Ray Luján (D-NM), Jeff Merkley (D-OR), Bernie Sanders (I-VT), Peter Welch (D-VT), and Ron Wyden (D-OR).
    The Consumer OPT-IN Act has been endorsed by Public Citizen, National Consumer Law Center, Consumer Action, Americans for Financial Reform, and American Economic Liberties Project.

    Apple TV+ series stars lead with the most performance nominations overall, earning 31 acting category nominations, including 10 top acting nominations for acclaimed performances in The Studio, nine nominations for the stars and guest stars of Severance, and four nominations each for performances in Shrinking and Presumed Innocent. Dope Thief star Brian Tyree Henry also scores a nomination for Outstanding Lead Actor in a Limited or Anthology Series or Movie, as Sir Gary Oldman lands his second nomination for Outstanding Lead Actor in a Drama Series for Slow Horses, and Sharon Horgan is recognized with her second nomination for Outstanding Lead Actress in a Drama Series for the BAFTA Award-winning Bad Sisters.

    The nominations were announced today by the Television Academy, and the winners will be unveiled at the Creative Arts ceremonies on September 6 and 7, and the Primetime Emmy Awards ceremony on September 14, 2025.

    Schumer: Army Must Maintain Clarkson University’s Superb SROTC For North Country Cadets
    Following news last month that the Army would be shutting down ROTC programs at dozens of college campuses across the county including in the North Country, U.S. Senator Chuck Schumer today called on the Army to reverse its unwise decision to inactivate Clarkson University’s top-notch collegiate ROTC program, which would force dozens of North Country cadets to choose between staying at their schools and transferring to another school with an ROTC program if they want to commission into the Army after graduation.
    “Shutting down the North Country’s only collegiate Army ROTC program is harmful for cadets, Fort Drum, the nation and counterproductive at a time when the Army wants to increase recruitment and quality officers. Patriotism and passion for serving our country runs deep in the veins of the North County, but if this decision goes through, our cadets who want to serve their country will be forced to choose between staying at Clarkson University or transferring far away to another Army ROTC program if they want to commission into the Army after graduating,” said Senator Schumer. “The Golden Knight Battalion has a tremendous track record and is the North Country’s only Army SROTC program and hosts cadets from other schools across the region that don’t have their own SROTC unit. The unit has commissioned more than 1,600 Army officers, and inactivating it would degrade the recruitment, training, and retention of elite commissioned officers. That is why I’m calling on the Army to immediately reverse these cuts and preserve the Golden Knight Battalion at Clarkson University for these talented and patriotic North Country cadets.”
    Clarkson University hosts one of the only Army Senior ROTC (SROTC) program for college students in the North Country. Schumer, in a letter to Army Secretary Dan Driscoll, called on the Army to immediately reverse its decision to shut down Clarkson University Army SROTC and to support young New Yorkers in the North Country who want to serve the country and to keep the Army strong and mission-ready.
    Clarkson University’s Army SROTC program is currently home to 45 cadets and has produced more than 1,600 commissioned officers throughout the unit’s history, commissioning at least one cadet for all 17 basic branches of the Army. The Golden Knight Battalion is known for producing more STEM field cadets than other Army SROTC units of the same size and caliber, with more than double the national Army average for cadets who enter STEM fields. The unit also ranks highly for commissioning pre-med officers and sending them to medical school post-graduation, which helps the Army fill medical staffing shortages.
    Clarkson University’s Army SROTC program also serves as a host unit for crosstown cadets who attend St. Lawrence University, SUNY Potsdam, and SUNY Canton, which don’t have Army SROTC programs of their own. Many cadets at Clarkson University are recruited from high schools across the North Country, including children of military families stationed at Fort Drum. If this inactivation proceeds as planned, none of the students at these schools will be able to continue their participation in Army SROTC unless they transfer to another institution that has an active Army SROTC program.

    Dear Secretary Driscoll:
    I write to express my strong concerns regarding US Army Cadet Command’s (USACC) SROTC Rebalance and Optimization Plan announced on June 26, 2025, which alarmingly and unwisely proposes to inactivate the Army SROTC host unit at Clarkson University – the only Army SROTC unit in the North Country.
    As you know, USACC’s plan entails the inactivation of 10 Army SROTC host units at universities across the United States, including the “Golden Knight” Battalion at Clarkson University. The Golden Knight Battalion is embedded in the fabric of New York State, recruiting and commissioning dozens of cadets every year from not only Clarkson University, but also serving as a host unit for crosstown cadets at St. Lawrence University, SUNY Canton and SUNY Potsdam. The hurried inactivation of one of 2nd ROTC Brigade’s most successful host units will completely extinguish any presence of Army SROTC host, extension, or crosstown units in Upstate New York’s North Country region—home to Fort Drum and the 10th Mountain Division—and ultimately degrade recruitment, training, and retention of elite commissioned officers for the Total Army.  
    Since the Golden Knight Battalion’s original activation at Clarkson University in 1936, it has commissioned over 1,600 second lieutenants (2LT) for the United States Army. In the last ten years alone, Clarkson University Army SROTC has commissioned at least one of all 17 basic branches of the Army, from cadets that have commissioned as Cyber Warfare Officers (17A) and Financial Managers (36A) to Infantry Officers (11A) and Field Artillery Officers (13A). The Golden Knight Battalion is also among the top Army SROTC programs for producing cadets in science, technology, engineering, and mathematics (STEM) fields—to include commissioning dozens of engineers in the last five years alone. I fear that inactivating the Army SROTC host unit at Clarkson University will constrain the Army’s STEM training pipeline, as the Golden Knight Battalion commissions more than double the national Army SROTC average for cadets who enter STEM career fields.
    I believe the plan to inactivate the SROTC unit at Clarkson University is a misstep, is counterproductive for meeting the Army’s officer commissioning mission requirements, is harmful to cadets presently enrolled in the program, and is harmful to the whole North Country community. Therefore, I strongly believe this decision should be immediately reversed.
    In addition, I respectfully ask that USACC provide answers to the following questions prior to the issuance of any Operation Order (OPORD) to inactivate the host unit at Clarkson University:
    What criteria did USACC use to identify and determine which host units to inactivate, which host units to reclassify to extension units, and which to reclassify to crosstown units?
    What data specific to the Golden Knight Battalion at Clarkson University did USACC review as it developed the SROTC Rebalance and Optimization Plan? When was this data originally collected?
    Did USACC work with Clarkson University to verify the accuracy of its data before deciding to inactivate the Golden Knight Battalion?
    During its review, did USACC evaluate options to reclassify Clarkson University as an extension unit?

(“Sandoz”) is initiating a voluntary nationwide recall expansion of one additional lot of Cefazolin for Injection, USP, 1 gram per vial. The lot is being recalled due to a customer complaint indicating that four (4) vials incorrectly labelled as Penicillin G Potassium for Injection, USP, 20 million Units were included in cartons (25 vials per carton) of Cefazolin for Injection, USP 1 gram per vial product. Sandoz has confirmed that the vials incorrectly labelled as Penicillin G Potassium for Injection contain Cefazolin for Injection, USP, 1 gram per vial.
    Risk Statement: There is a reasonable probability that the inadvertent administration of cefazolin injection following dosing recommendation of penicillin G potassium injection due to mislabeling may pose serious and potentially life-threatening adverse health consequences, including lack of efficacy leading to less than optimal treatment of severe infections, antibiotic resistance, adverse reactions, severe allergic reactions (e.g., anaphylaxis), drug interactions, and delayed recovery.
    To date, Sandoz has not received any reports of adverse events or injuries related to the product mislabeling. Sandoz has received a complaint of administration of the incorrectly labelled product to a patient.

    FOR IMMEDIATE RELEASE – Princeton, NJ – July 15, 2025 – Sandoz, Inc. (“Sandoz”) is initiating a voluntary nationwide recall expansion of one additional lot of Cefazolin for Injection, USP, 1 gram per vial. The lot is being recalled due to a customer complaint indicating that four (4) vials incorrectly labelled as Penicillin G Potassium for Injection, USP, 20 million Units were included in cartons (25 vials per carton) of Cefazolin for Injection, USP 1 gram per vial product. Sandoz has confirmed that the vials incorrectly labelled as Penicillin G Potassium for Injection contain Cefazolin for Injection, USP, 1 gram per vial.
    Risk Statement: There is a reasonable probability that the inadvertent administration of cefazolin injection following dosing recommendation of penicillin G potassium injection due to mislabeling may pose serious and potentially life-threatening adverse health consequences, including lack of efficacy leading to less than optimal treatment of severe infections, antibiotic resistance, adverse reactions, severe allergic reactions (e.g., anaphylaxis), drug interactions, and delayed recovery.
    To date, Sandoz has not received any reports of adverse events or injuries related to the product mislabeling. Sandoz has received a complaint of administration of the incorrectly labelled product to a patient.

  • MIL-OSI USA: Murphy Questions Mike Waltz on Trump Administration’s Kneecapping Of U.S. Counter-Propaganda Efforts, Failures In Yemen

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Foreign Relations Committee, on Tuesday questioned former National Security Adviser Mike Waltz at a confirmation hearing on his nomination to be the U.S. Ambassador to the United Nations. Murphy demanded answers from Waltz on the Trump administration’s decision to cede ground to Russia and China in the global information war by shutting down USAGM, the umbrella agency for American foreign media operations such as Radio Free Europe and Voice of America. He also pushed Waltz about the Trump administration’s failure to disrupt Houthi attacks against American allies and commercial shipping in the Red Sea. 
    Murphy highlighted the Trump administration’s reckless dismantling of American counter-propaganda capabilities: “This administration, while you were at the NSC, essentially shut down USAGM, which is the umbrella agency for our global media operations, fired 92% of the staff, announced plans to shut down Radio Free Europe and Voice of America. They’re only open today because of court orders. The administration does not support the Global Engagement Center, which is also now shut down, which was the State Department’s ability to try to work with partners around the world to counter Chinese propaganda and Russian propaganda.” 
    Stressing that the administration’s decisions will further empower our adversaries and set back U.S. national security interests, Murphy continued: “We were already having circles run around us by Russia and by China predominantly even before the administration went forward with this essential destruction of our existing information and counter-propaganda capacity. So maybe just share with me: while you were National Security Adviser, why did you believe that it advanced U.S. national security interests to shut down our most important agencies that try to win the information war, which is a war that whether we like it or not, exists in this world, and we’re not fighting it today, while our adversaries are?” 
    On Waltz and the Trump Administration’s strategically inconsequential campaign against the Houthis in Yemen, Murphy said: “You were very involved in the offensive operations in Yemen. As you saw in this last week, the Houthis have restarted attacks on the shipping lanes. Two very devastating attacks. Throughout the last two months, they have been continuing to take offensive operations against Israel. It doesn’t look like we did much to really fundamentally change the battle space there. They still have pretty robust offensive capabilities to target shipping lanes and to target our friends. We spent, it looks like, around $1 billion, depleted a lot of our ammunition stocks. How do you look at that operation in retrospect knowing that, as we sit here today, the Houthis have once again begun attacks in the Red Sea?”

    MURPHY: “Thank you very much, Mr. Chairman. Thank you all for being here.
    “Mr. Waltz, the U.N. doesn’t have a conventional army. It’s got peacekeepers, but there’s no aircraft carriers, there’s no air force. This is a place where smart power matters, right? This is a place where we invest in things like diplomacy and humanitarian aid and economic development to try to stabilize the world. 
    “I think what worries me about your fit for this position is that while you were at the National Security Council, you oversaw the dismantling of many of our most important smart power tools in the U.S. foreign policy toolkit. A lot of conversations happened on this committee about what has happened to USAID, our ability to influence the world through economic development and humanitarian assistance. But not as much conversation has happened about the attempted destruction – I think, led by an NSC process – of our information and media operations around the world. 
    “This administration, while you were at the NSC, essentially shut down USAGM, which is the umbrella agency for our global media operations, fired 92% of the staff, announced plans to shut down Radio Free Europe and Voice of America. They’re only open today because of court orders. Yet for decades we’ve had these entities that have become expensive and have become quite bloated. I think the best way to block and tackle our adversaries abroad is through our amazing private sector, through innovation, through what we’re seeing in our leadership role in AI and in other spaces. And so as the president, as the secretary looked across the interagency and those entities, they made those decisions.”
    MURPHY: “But the private sector isn’t going to fight Russian and Chinese propaganda around the world, right? I mean, that has to be an essential function of U.S. national security policy, correct?”
    WALTZ: “Well, what they are going to do is show the power of free markets, the power of entrepreneurship, and show, really, the power of the U.S. in terms of a free society and with our values.”
    MURPHY: “We’re going to rely on Disney?”
    WALTZ: “I think we’re actually more aligned than what you think. What we were looking at is the actual effectiveness. It’s the tool that we questioned, and then the president and secretary made a decision to reallocate resources.”
    MURPHY: “Listen, I hope the administration does rethink this. If they’ve got a better idea on how to try to project power in the information space, then I think we’re all willing to hear it. But right now, we’re taking ourselves off the playing field.

Perhaps the Houthi leadership hasn’t fully gotten the message. But I would defer to Secretary Rubio, Secretary Hegseth and the president on the way forward there.”

    Defra Secretary of State at Water UK Reception

    Secretary of State for Environment, Food, and Rural Affairs delivered a speech at the UK Water Reception hosted at the Queen Elizabeth II Centre

    This is a moment for Government and industry to join together to unlock the potential of our water sector and grow our economy in every region of this country.

    We need water for economic growth.

    Communities can’t function without it. Water is essential for every household and business across the country. We need it to grow the food that feeds our families. To build 1.5 million new homes, hospitals, schools and roads. To cool power stations that supply our electricity and the data centres to run our IT systems. 

    Water flows through our breathtaking countryside, boosting our tourism and leisure industries.

    The public were not aware at the time of the last general election, this country was facing water rationing within ten years.  There was not enough water to meet the growing demands of our population. As David just said, no new reservoirs had been built in 30 years.

    Water infrastructure was outdated and crumbling. Leaking pipes wasted valuable water supplies. Record levels of sewage polluted our waterways.

    In just one year, we’ve introduced tough new measures to clean up our rivers, lakes and seas. Including ringfencing customers’ money so it can only be spent on what it was intended for: upgrading and improving water infrastructure.

    Our Water Special Measures Bill became law in February, giving the regulators new powers to hold water companies to account.

     And Sir Jon Cunliffe, the former Deputy Governor of the Bank of England, will soon complete the biggest review of the water sector in a generation to ensure we have a robust regulatory framework to clean up our waterways, build the infrastructure we need for a reliable water supply, and restore public confidence in this vital economic sector.

    He will publish his full findings next week, and the Government response will follow quickly afterwards.

    This strong action has laid the groundwork for the sector to move forward.

    Today is the start of a new partnership between the water sector and government.

    Turning the page on the past to begin a new chapter of growth and opportunity.

    The water sector is a priority for economic growth.

    We’ve worked together and secured £104 billion pounds of private sector investment in the water sector over the next five years.

    That’s the biggest private sector investment into our water sector in its entire history, and the second biggest investment in any part of the economy over the lifetime of this parliament – and getting this investment right matters.

    It will build and upgrade infrastructure in every region of the country – cutting sewage in half by 2030 and cleaning up our rivers, lakes and seas.

    So, parents don’t have to worry about letting their children splash about in the water. So, we can experience the majesty of national treasures like Lake Windermere. Or enjoy a moment of calm by going for a swim in nature.

    It will fund nine new reservoirs and nine large-scale water transfer schemes, and reduce leaks from water pipes.

    So families – like those in Guildford –   don’t have to rely on bottled water when their water supply is disrupted. So businesses don’t lose profits when they’re forced to shut because the taps have run dry. So farmers can keep growing food in the face of increasingly unstable and unpredictable weather patterns.

    This vast investment will fuel economic growth.

    Over the next 5 years, it will create 30 thousand good, well-paid jobs in every corner of the country.

    Jobs that are rooted in the communities they serve.

    Money to upgrade roads, schools and hospitals. Encouraging businesses to invest in the area. Attracting more visitors to support rural tourism.

    This investment will make sure we can build 1.5 million homes this Parliament, construct major infrastructure projects to support the green energy transition, and power new industries such as data centres that can unlock the UK’s AI potential.

    This is what we mean when we talk about the Government’s Plan for Change.

    We must work together to make sure that £104 billion is spent in the best way to secure the improvements we want to see, and in the timescales we want to see them.

    Earlier this year, my colleague the Water Minister Emma Hardy and I toured the country to see how this investment will be spent.

    Around Cambridge, one of the UK’s fastest growing economies, investment in water infrastructure will support 4500 new homes, community facilities such as schools and leisure centres, and office and laboratory space in the city centre.

    On the River Avon, Wessex Water are investing £35 million pounds to expand the Saltford Water Recycling Plant, increasing their wastewater treatment capacity by 40% to meet rising demand, and creating local jobs near Bath.

    And in Hampshire, work’s begun on the Havant Thicket Reservoir, the first reservoir to be built in the South East since the 1970s and when it’s full, this will supply water to around 160,000 people and, during construction, it will generate more than £10 million a year to the South East economy,  with construction jobs and apprenticeships.

    We need to get spades in the ground in every region.

    I’ve set up a Water Delivery Taskforce to bring together Government, regulators, and water industry representatives, to ensure water companies complete their planned investments on time and on budget – providing value for money for customers.    

    The Taskforce will make sure we have the water, wastewater and drainage needed for the new developments and infrastructure that will drive long-term economic growth.

    Energy and Utility Skills estimate 43,000 people will be needed to take up jobs in the water industry over the next five years.

    That’s good, skilled, well paid jobs such as bioresources technicians, hydraulics specialists, engineers, construction workers, and surveyors.

    It’s imperative we have the skilled workforce in place.

    Because without it, all this investment will not be possible.

    That’s why we’re here today. To work together to ensure the industry and supply chain have the capacity to meet our shared ambitions for a successful, growing water sector underpinning a successful, growing economy.

    This demands a whole Government approach.

    Torsten Bell, the Minister for Pensions, and Baroness Jacqui Smith, Minister for Skills, will both be here today, will give more details on how we plan to do this via our employment and skills programmes.

    And I’m delighted that later today I’ll sign our ‘Water Skills Pledge’ with Alison McGovern, the Minister for Employment – affirming our commitment to ensuring the water sector has the skills and workforce it needs to succeed.

    We will work together to show people that a career in the water industry and its supply chain is something they can be proud of for a lifetime.

    Something that gives you new skills, exciting challenges and can set you up for life – wherever in this country you live.

    These are jobs that make a difference. Making sure people have a reliable, clean water supply, protecting our food security, cleaning up our waterways – and stimulating economic growth in every part of the country to raise living standards and wages and improve people’s lives.

    This is a fresh start, a moment to build new partnerships and set the direction for the water sector of the future.

    We are working together to bring about the change that people in this country voted for last year. It’s an exciting time for the water industry, and I’m proud to stand alongside you as we chart the journey forwards to success.

    Jobs that are rooted in the communities they serve.

    Money to upgrade roads, schools and hospitals. Encouraging businesses to invest in the area. Attracting more visitors to support rural tourism.

    This investment will make sure we can build 1.5 million homes this Parliament, construct major infrastructure projects to support the green energy transition, and power new industries such as data centres that can unlock the UK’s AI potential.

    This is what we mean when we talk about the Government’s Plan for Change.

    We must work together to make sure that £104 billion is spent in the best way to secure the improvements we want to see, and in the timescales we want to see them.

    Earlier this year, my colleague the Water Minister Emma Hardy and I toured the country to see how this investment will be spent.

    Around Cambridge, one of the UK’s fastest growing economies, investment in water infrastructure will support 4500 new homes, community facilities such as schools and leisure centres, and office and laboratory space in the city centre.

    On the River Avon, Wessex Water are investing £35 million pounds to expand the Saltford Water Recycling Plant, increasing their wastewater treatment capacity by 40% to meet rising demand, and creating local jobs near Bath.

    And in Hampshire, work’s begun on the Havant Thicket Reservoir, the first reservoir to be built in the South East since the 1970s and when it’s full, this will supply water to around 160,000 people and, during construction, it will generate more than £10 million a year to the South East economy,  with construction jobs and apprenticeships.

    We need to get spades in the ground in every region.

    I’ve set up a Water Delivery Taskforce to bring together Government, regulators, and water industry representatives, to ensure water companies complete their planned investments on time and on budget – providing value for money for customers.    

    The Taskforce will make sure we have the water, wastewater and drainage needed for the new developments and infrastructure that will drive long-term economic growth.

    Energy and Utility Skills estimate 43,000 people will be needed to take up jobs in the water industry over the next five years.

    That’s good, skilled, well paid jobs such as bioresources technicians, hydraulics specialists, engineers, construction workers, and surveyors.

    It’s imperative we have the skilled workforce in place.

    Because without it, all this investment will not be possible.

    That’s why we’re here today. To work together to ensure the industry and supply chain have the capacity to meet our shared ambitions for a successful, growing water sector underpinning a successful, growing economy.

    This demands a whole Government approach.

    Torsten Bell, the Minister for Pensions, and Baroness Jacqui Smith, Minister for Skills, will both be here today, will give more details on how we plan to do this via our employment and skills programmes.

    And I’m delighted that later today I’ll sign our ‘Water Skills Pledge’ with Alison McGovern, the Minister for Employment – affirming our commitment to ensuring the water sector has the skills and workforce it needs to succeed.

    We will work together to show people that a career in the water industry and its supply chain is something they can be proud of for a lifetime.

    Something that gives you new skills, exciting challenges and can set you up for life – wherever in this country you live.

    These are jobs that make a difference. Making sure people have a reliable, clean water supply, protecting our food security, cleaning up our waterways – and stimulating economic growth in every part of the country to raise living standards and wages and improve people’s lives.

    This is a fresh start, a moment to build new partnerships and set the direction for the water sector of the future.

    We are working together to bring about the change that people in this country voted for last year. It’s an exciting time for the water industry, and I’m proud to stand alongside you as we chart the journey forwards to success.

  • MIL-OSI USA: Chairman Aguilar: Republicans own the health care crisis that they’ve created

    WASHINGTON, D.C. — Today, House Democratic Caucus Chair Pete Aguilar and Vice Chair Ted Lieu held a press conference on the failure of House Republicans to protect health care and lower costs.

    CHAIRMAN AGUILAR: Thank you for joining us. Pleased as always to be joined by Vice Chair of the Democratic Caucus, Ted Lieu. Good morning. Republicans spent the last week lying about their vote to throw 17 million Americans off of health insurance. They’re so terrified of voter backlash that they’re charting new frontiers in dishonesty and political chutzpah. Rob Bresnahan says the Big Ugly Law will be the largest deficit reduction in 30 years, when it actually explodes the deficit by $4 trillion. Gabe Evans, on the other hand, has twisted himself into knots claiming that there are no Medicaid cuts, because, technically, health care spending will continue to rise—he’s hoping that the one in three voters in Colorado who he represents won’t notice losing their health care. Derrick Van Orden wants his voters to believe that somehow he managed to secure more money for BadgerCare even though he voted for $1 trillion in cuts to Medicaid—prompting the Governor of Wisconsin to call him out for lying.

    Here’s the truth: Republicans own the health care crisis that they’ve created. People will get sick, hospitals will close—like we’ve seen in places like Curtis, Nebraska—and nursing homes will shut down. And they’re doing all of this so they can give billionaires tax breaks and make private jets fully tax-deductible. They’re the same rich and well-connected elites that they’re protecting by keeping the Epstein files under lock and key after campaigning to release them. It’s shameful—and House Democrats will make sure that they’re held accountable. Now I’ll turn it over to Vice Chair Ted Lieu. 

    VICE CHAIR LIEU: Thank you, Chairman Aguilar. Donald Trump, when he campaigned, promised on day one he would end inflation and lower costs. Donald Trump lied to the American people because we now know that inflation has continued to increase under his policies and that of Republicans. The most recent inflation report shows that inflation increased to 2.7 percent above expectations and core CPI increased to 2.9 percent. We call on Trump and Republicans to focus on lowering costs instead of things like the Big Ugly Bill, that are kicking millions of people off health care.

    I’ve also noticed that there’s been an uptick in activity around Epstein files recently. I just want to remind the American people that in February of this year, Attorney General Pam Bondi acknowledged the existence of Jeffrey Epstein’s client list. In fact, she said that Jeffrey Epstein’s client list is, ‘sitting on my desk right now.’ Where is that client list? What is Attorney General Pam Bondi hiding? She needs to release the Epstein files as soon as possible. I talked about the Epstein files under the Biden Administration; I’m talking about it under the Trump Administration. This is a case of the powerful protecting the powerful. We need to have those files released. I also note that the Epstein files that have already been released show that Trump is all over the files. He’s in multiple pictures with Jeffrey Epstein. There’s multiple videos of Trump with Jeffrey Epstein. There are plane logs of Trump on Epstein’s plane. There are statements by Trump about Epstein. There are court pleadings of alleged victims of Epstein naming Trump. So, we need to have these Epstein files released.

    I also want to talk a little bit about Ukraine. The only way we get Vladimir Putin to the negotiating table is to defeat Russian troops on the battlefield. I support President Trump’s decision to send Patriot missiles to Ukraine. I support President Trump’s decision to say that he’s going to backfill Europe’s military equipment when Europe sends military equipment to Ukraine. That is how we’re going to get Putin to the negotiating table by letting Putin know that he cannot win this war. With that, I yield back.
