  • MIL-OSI Submissions: How 1860s Mexico offered an alternative vision for a liberal international order

    In 1867, the world’s most powerful statesmen, including Austria’s Emperor Franz Josef, France’s Napoleon III and US secretary of state, William H. Seward, petitioned the Mexican government to spare the life of a condemned man.

    Mexico’s ragtag army and militias had just humbled France, then Europe’s preeminent land power. The costly six-year campaign drained the French treasury and eroded Napoleon III’s domestic support. Napoleon’s ambition to transform Mexico into a client empire under a Vienna-born, Habsburg archduke, crowned Maximilian I, ended in spectacular failure.

    After his defeat, Maximilian was brought before a Mexican military tribunal. European monarchs regarded the prisoner as their peer, but Mexican liberals convicted him as a piratical invader, usurper and traitor. Despite indignant appeals from European courts, President Benito Juárez refused to commute his sentence. The would-be emperor was executed by firing squad.

    The controversy went beyond one monarch’s fate. It crystallised a clash between opposed visions of global order — as Peru’s president Ramón Castilla said at the time, it was a “war of the crowns against liberty caps”.

    Today, world politics are in flux. The so-called liberal international order, nominally grounded in multilateralism, open markets, human rights and the rule of law, is facing its gravest crisis since the second world war. Former advocates such as the United States now openly flout international law and undermine the very norms they once championed. China remains ambivalent, while Russia unabashedly hastens the order’s unravelling.

    More broadly, the old post-second world war order appears out of step with the global south and with widespread anger over double standards exposed by the wars in Ukraine, Gaza and Iran.
    Amid today’s crises, a world order arranged for and by the great powers looks both insufficient and doomed to lack legitimacy. Reordering will require support from diverse actors, including states across the global south.

    1860s: a turbulent decade

    The 1860s were a turbulent, although often overlooked, moment of global reordering. Technological shifts – the telegraph, electricity, steamships and railways – appeared as disruptive then as AI does today. Combined with shifting power dynamics, these transformations accelerated imperial expansion. Yet the rules of the emerging order remained uncertain, even among the imperial powers themselves.

    In Europe, networks of dynastic rule still carried weight in international politics. Under growing pressure, the ancien régime sought to reinvent and reassert itself. The old empires often justified their expansion by promising to bring order and progress to supposedly backward peoples. But that “civilising mission” clashed with a worldview emerging from Spanish America – where countries had thrown off colonial rule to establish independent republics.

    As we wrote in a recent article in American Political Science Review, Spanish American diplomats articulated a republican vision of international order centred on the protection of weaker states from domination by great powers.

    Fending off Europe’s empires

    Divided by civil conflict, Mexico became an easy target for European empires. Mexico’s Liberal party had regained power but faced internal dissent and crippling foreign debt. Britain, France and Spain formed a coalition to invade and demand repayment. France, however, had more ambitious designs.

    Exploiting the distraction of the US civil war, Napoleon III dreamed of transforming Mexico into a Latin stronghold against Yankee expansion. Best of all, Napoleon thought the scheme would turn a profit. A stable Mexican empire could repay the costs of the intervention – with interest – by increasing production from the country’s famed silver mines. Meanwhile, France would gain a receptive market for its exports and a grateful geopolitical subordinate.

    Maximilian, a young Austrian prince of the house of Hapsburg, somewhat naively accepted the offer to rule a distant and unfamiliar land. He dreamed of regenerating Mexico through a liberal monarchy while reviving his family’s declining dynasty.

    Led by Juárez, Mexico’s liberals fiercely resisted Maximilian’s rule. While militarily Juárez was consistently on the defensive, he remained diplomatically proactive. The Juaristas encouraged US sympathies that proved decisive after the end of the civil war. They also enjoyed solidarity – though limited material support – from other Spanish American republics. Although the monarchies of Europe all recognised Maximilian as Mexican emperor, Juárez’s defiance became a rallying point for liberals and republicans in Europe.

    Vision of a new order

    Beyond stoking sympathies, Juárez and his followers offered trenchant critiques of unequal international rules and practices cloaked in liberal guise.

    First, the “republican internationalism” of Mexico’s Juaristas stood in direct opposition to European liberals’ “civilising mission”. Latin American republicans rejected the notion that progress could be imposed on their countries from abroad – though some echoed civilising rhetoric toward their own non-white populations, who like in the US were subject to campaigns of violence and dispossession that stretched from northern Mexico to the Patagonia. Many Latin American liberals likewise remained silent about empire elsewhere.

    Second, the Juarista vision placed popular sovereignty, not dynastic ties, at the heart of legitimate statehood. These ideas drew on Mexico’s independence tradition and the principles enshrined in the 1857 constitution. European intervention, in this view, aimed to suppress popular rule in the Americas and extend the reaction against the failed revolutions of 1848, which had seriously threatened the old order when they raged across Europe.

    Third, popular sovereign states were equal under international law, regardless of power, wealth, or internal disorder. Sovereign equality also underpinned Latin America’s strong commitment to non-intervention. Liberal writer and diplomat Francisco Zarco, a close confidante of Juárez, condemned frequent European economic justifications for intervention as the work of “smugglers and profiteers who wrap themselves in the flags of powerful nations”.

    Finally, Mexican liberals called for an international system premised on republican fraternity, drawing on aspirations for cooperation that went back to liberator Simón Bolívar. The independence leader and committed republican convened a conference in 1826, hoping that a confederation of the newly independent Spanish American states would “be the shield of our new destiny”.

    Similar arguments for an international order that advances non-domination still resonate in the global south today. The Mexican experience also underscores that the architects of international order have never come exclusively from the global north – and those who shape its future will not either.

  • IMD strengthens India’s weather preparedness with accurate forecasts

    As extreme weather events grow more frequent and unpredictable due to climate change, the India Meteorological Department (IMD) is expanding its capabilities to make India a weather-resilient nation. With its legacy dating back to 1875, the IMD, under the Ministry of Earth Sciences, has become the backbone of the country’s weather forecasting, disaster preparedness, and climate monitoring efforts.

    IMD has earned widespread recognition for its accurate monsoon predictions. From 2021 to 2024, it achieved 100% accuracy in forecasting all-India southwest monsoon rainfall within the permissible margin of error. Its seasonal forecasts—issued in April and updated in June—play a key role in supporting agriculture, water resource management, and economic planning.

    Beyond monsoon predictions, IMD has made major strides in cyclone forecasting. It accurately predicted cyclones like Fani, Amphan, Tauktae, and Biparjoy, helping reduce cyclone-related fatalities from 10,000 in 1999 to zero between 2020 and 2024. The department has also expanded its Doppler Weather Radar network from 15 in 2014 to 39 in 2023, enhancing real-time monitoring by 35%.

    Technology has also driven IMD’s success. Tools like the High-Resolution Rapid Refresh (HRRR) model and the Electric Weather Research and Forecasting (EWRF) model are now being used for real-time rainfall and lightning forecasts. The launch of Mausamgram in January 2024—a public weather platform inaugurated by the Vice President—offers localized forecasts to users across India.

    To further modernize India’s climate forecast infrastructure, the government launched Mission Mausam in September 2024. This ambitious Central Sector Scheme aims to make Bharat a “weather-ready and climate-smart” nation by improving forecasting capabilities and disaster response.

    Mission Mausam utilizes advanced tools like AI, high-resolution weather radars, better satellite instruments, and powerful computing systems. It is structured around nine verticals—ranging from real-time data collection and air quality tools to early warning systems and public communication strategies.

    The scheme, which builds on the earlier ACROSS initiative, is being implemented in two phases: 2024–2026 and 2026–2031. By combining scientific research, cutting-edge technology, and inter-agency collaboration, IMD and Mission Mausam aim to safeguard lives, livelihoods, and infrastructure from the growing risks of extreme weather.

    As part of the implementation of large-scale investment projects (MaIP), the city provided investors in the Northern Administrative District with land for the construction of retail, business and other commercial facilities. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “Implementation of large-scale commercial investment projects allows for the development of territories, organizing business activity centers and jobs. This helps create favorable conditions for business and improve the quality of life of Muscovites. Currently, 10 MAIPs are at various stages of implementation in the Northern Administrative District, for which more than 10 hectares of land have been allocated near the city’s railway stations. There will be shopping, public, business and multifunctional complexes with a total area of about 500 thousand square meters,” said Vladimir Efimov.

    A large-scale investment project is a special status that can be granted to various objects, the construction of which is aimed at the development of the capital. For their construction, city plots are provided for rent.

    “The construction of commercial real estate in the north of Moscow stimulates economic activity in the district. New shopping centers, cafes, restaurants and company offices will expand opportunities for leisure and employment for local residents. For example, a multifunctional complex consisting of two buildings will appear between the Polezhaevskaya and Khoroshevskaya metro stations. In addition to office space, it will include space for shops, restaurants and service enterprises. A land plot of almost 1.4 hectares has been allocated for the implementation of this large-scale investment project,” she noted.

  • MIL-OSI Africa: Ethiopia moves toward smarter health and nutrition supply chain management

    A national dissemination workshop held on May 27, 2025, in Addis Ababa brought together government officials, health experts, and development partners to review the findings of a comprehensive assessment of Ethiopia’s electronic Logistics Management Information System (eLMIS), known as Dagu. The system is designed to enhance visibility and improve efficiency throughout the country’s health supply chain.

    Opening the event, the World Health Organization (WHO) Ethiopia Dr Patrick Okumu Abok,  Team Lead, Health Emergencies Programme, commended the collaborative efforts that led to the successful completion of the nationwide assessment, which covered 251 public health facilities. The study evaluated the functionality, maturity, utilization, and impact of the Dagu system on health and nutrition commodity availability, inventory management, and decision-making processes.

    The event and the nationwide assessment were funded by the European Civil Protection and Humanitarian Aid Operations (ECHO), reaffirming the EU’s longstanding commitment to supporting Ethiopia’s health system strengthening and digital transformation.

     “This event marks a significant milestone in our collective effort to build a more resilient, data-driven supply chain for Ethiopia,” said Dr Patrick. “Dagu is helping health facilities deliver essential medicines, nutrition commodities and health supplies more reliably—and the data proves it.”

    According to the assessment findings, 63.7% of health facilities currently operate functional Dagu systems. These facilities demonstrated improved pharmaceutical availability—with an average availability rate of 88.3% for tracer medicines—highlighting Dagu’s positive contribution to medicine access across the health system.

    Despite the progress, the assessment also highlighted several challenges, including infrastructure limitations, intermittent internet access, limited management engagement, and human resource constraints, particularly in areas such as training and staff retention. The study identified that facilities with trained pharmacy heads and reliable internet access were significantly more likely to operate functional Dagu systems.

    The Ministry of Health emphasised the government’s continued commitment to scaling up digital health innovations, such as Dagu, to achieve better health outcomes.

     “This assessment reinforces what we’ve known—Dagu has the potential to transform our supply chain. But it also reminds us that sustainability requires more than just systems; it requires leadership, accountability, and integration,” said Teshome Deres, senior advisor for the state minister of the Ministry of Health. “We are committed to working with our partners to ensure Dagu reaches its full potential across all health programs.”

    The workshop emphasized the importance of transforming these insights into action. Recommendations put forth include:

    • Strengthening infrastructure and digital connectivity at health facilities
    • Institutionalizing routine performance monitoring
    • Enhancing interoperability with other national health systems like DHIS2 and ERP
    • Introducing legal frameworks to support mandatory system use
    • Expanding Dagu’s coverage to all health programs, including those currently underrepresented such as EPI and nutrition

    The event was supported in partnership with the Ministry of Health, Ethiopian Pharmaceutical Supply Service (EPSS), and the Dagu Task Force, with the support from Clinton Health Access Initiative (CHAI), ECHO, Results for Development (R4D), and WHO.

    HONOLULU — The Hawai‘i State Department of Labor and Industrial Relations’ Research and Statistics Office has released its latest statewide employment projections for industries and occupations. The projections are based on 2022 employment data and forecast trends through 2032. Statewide projections are published in even-numbered years, while county-specific projections are issued in odd-numbered years.

    Key Highlights:

    Hawai‘i’s total employment is projected to grow by 6.1% over the next decade, increasing from 671,010 jobs in 2022 to 712,200 by 2032 — an addition of 41,190 jobs. Each year, the state is expected to see approximately 83,050 job openings. These openings will primarily result from workers changing jobs (55%) and exiting the labor force (40%), while just 5% will stem from actual job growth. This breakdown highlights the importance of workforce replacement and job mobility in the state’s labor market.

    Top Growing Industries:

    • Health care and social assistance is forecast to be the fastest-growing and largest contributor to job creation, accounting for nearly one-quarter of all new positions.
    • The sector is projected to grow by 12.7%, with particularly strong demand in social assistance services.
    • The food services and drinking places industry will follow closely, with an 11.9% growth rate, driven by Hawai‘i’s strong hospitality sector.
    • The accommodation industry is also forecast to increase by 10.2%, while creating 3,750 positions.
    • The self-employed sector, bolstered by the post-pandemic gig economy, is expected to reach 58,150 workers by 2032.

     

    In contrast, government and retail trade employment are projected to decline, influenced by federal policies and continuing shift toward e-commerce.

  • MIL-OSI United Nations: Tech4DRR: democratizing innovation to reduce disaster risk

    At a time when the discourse on technology and disaster risk reduction seems dominated by costly and sophisticated solutions, the new Special Report on the Use of Technology for Disaster Risk Reduction (Tech4DRR), published by the United Nations Office for Disaster Risk Reduction (UNDRR), brings “low-tech” solutions to the forefront—highlighting them as effective, accessible, and, above all, life-saving tools.

    The report, developed in collaboration with the United States’ National Aeronautics and Space Administration (NASA), the Private Sector Alliance for Disaster Resilient Societies (ARISE USA), and the Regional Scientific and Technical Advisory Group for the Americas and the Caribbean (RSTAG), also draws attention to a critical gap: developing countries are rarely involved in the design of the technologies they later end up purchasing and using.

    Rather than promoting an exclusively high-tech vision of innovation, the report advocates for useful, context-specific technologies co-developed with the people living in hazard-prone areas. From early warning systems rooted in Indigenous knowledge to community-based data collection tools, the experiences documented in this report demonstrate that simple solutions can saves lives too.

    Tech4DRR emphasizes that technology is not neutral. Tools developed using data, assumptions, and models from industrialized countries are not always applicable in Global South contexts. Constraints related to connectivity, budgets, and basic infrastructure demand customized approaches—not one-size-fits-all adaptations.

    The analysis also notes that countries in the Americas and the Caribbean face significant challenges in accessing robust technologies, many of which were designed in contexts that do not reflect their realities. Instead of shaping the development of technological tools, countries in the Global South often end up purchasing off-the-shelf solutions that fail to reflect their local needs or structural constraints.

    “Technology alone cannot solve the complex challenges of disaster risk reduction. We need inclusive approaches that combine innovation with capacity-building, community engagement, and demand-driven development,” the report states. This call includes the urgent need to democratize access to risk information and promote co-creation models that integrate diverse knowledge systems and respond to specific contexts.

    Nahuel Arenas, Chief of the UNDRR Regional Office for the Americas and the Caribbean, explains that the report is a call to rethink innovation through the lens of local relevance, equity, and purpose. “Technology has the potential to transform how countries address disaster risk—but that potential is only realized when it is accessible, context-specific, and useful to those who need it most. In Latin America and the Caribbean, we must close not only the technology gap but also the breach in participation in its development,” he said.

  • MIL-OSI United Kingdom: Accreditation Secured to Support Dundee’s Living Wage City Campaign

    A local security system supplier has signed up to be the latest business in the city to become Living Wage accredited.

    SPG Integrated, based in the Dundee Technology Park, are a firm who specialise in the installation of various security products such as access controls and alarm systems.

    Directors Billy Robertson and Euan Borland started the business as a result of the collapse of Dundee-based construction services firm McGill. Since then, the business has seen continued growth and is thriving, with plans for expansion including apprenticeships for local young people.

    Both Euan and Billy see paying the real Living Wage, currently £12.60 per hour, as a non-negotiable and while already paying above the rate see accreditation as a benefit to them as they seek new contracts, to retain their current workforce and attract the best talent.

    Billy said: “We are delighted to be part of the Living Wage as we realise that our workforce are the most valuable asset to our company and therefore, we want to look after them in all aspects.”

    This work is part of a set of measures for the protection of minors, including the Digital Services Act art. 28 guidelines and enforcement actions, the action plan against Cyberbullying, and the inquiry on the impact of social media on mental health.

    The app will initially allow users to prove that they are over 18 years when accessing online content restricted to adults (e.g. pornography, gambling, online alcohol purchase). It is technically possible and envisaged to extend the app to other age limits.

    Mid-July 2025, a white-label app will be made available to Member States, who may then customise and adapt it to their national contexts (e.g. compatibility with national digital infrastructures and legal frameworks, branding and translation) and decide to publish it in the app stores.

    This release launches a pilot phase during which the white-label app will be tested and further customised in collaboration with Member States, online platforms and end-users.

    5 frontrunner Member States — Denmark, France, Greece, Italy, and Spain — will be the first to take up the technical solution in view of publishing a customised national app on the app stores. The Commission prepares to scale the app to Member States with national implementation strategies.

         The Legislative Council (LegCo) Secretariat today (July 15) released the latest issue of the Policy Pulse on “Strategies and edges of Hong Kong in hydrogen development”. This issue provides a brief overview of hydrogen energy development strategies in Hong Kong, the edges of promoting the hydrogen energy industry, the latest progress of improving relevant legislation by the Government, as well as relevant discussions of LegCo along with suggestions by Members.

         LegCo will resume the Second Reading debate on the Gas Safety (Amendment) Bill 2025 tomorrow (July 16). The Bill seeks to regulate the use of hydrogen as fuel to ensure the safe application of hydrogen fuel. It also empowers the Government to introduce new subsidiary legislation to ensure the flexibility of updating the regulatory requirements. The Government intends to introduce subsidiary legislation in 2026 to cover the entire supply chain of hydrogen as fuel. 

         The Policy Pulse highlights that the Hong Kong Special Administrative Region (SAR) Government actively promotes the development of hydrogen energy, and promulgated the Strategy of Hydrogen Development in Hong Kong last year. Setting out four major strategies of improving legislation, establishing standards, aligning with the market and advancing with prudence, the Strategy aims to create an environment conducive to the development of hydrogen energy in Hong Kong in an orderly manner, so as to make preparations for the wider application of hydrogen energy in the future.

         With a “zero carbon emissions” feature, hydrogen is a new energy with significant decarbonisation potential. Our country is the largest hydrogen producer in the world, and strives to achieve the “dual carbon” goals of peaking carbon emissions before 2030 and achieving carbon neutrality before 2060. The SAR Government also targets to cut carbon emissions by half from the 2005 level before 2035 and achieve carbon neutrality before 2050. The Policy Pulse points out that, with its unique advantage of enjoying strong support of the motherland and being closely connected to the world, as well as the strengths in scientific research, robust legislation and energy infrastructure, Hong Kong has very great potential to become a demonstration base for the development of hydrogen energy in the country, and facilitate the development of the hydrogen energy industry in the Belt and Road region and other overseas places. In addition, as an international financial centre, Hong Kong can help enterprises with their green transformation by providing green financing and professional services.

         The Policy Pulse also introduces a number of measures by the SAR Government to support research and innovation in the hydrogen energy technology. These include setting up the Inter-departmental Working Group on Using Hydrogen as Fuel to co-ordinate the efforts in promoting the local use of hydrogen energy and initiate relevant trial projects. Meanwhile, the Government has launched several funding schemes that cover the research and development of hydrogen energy technology, and actively promotes talent training, technological exchange and application in relevant scientific and technological fields, so as to cultivate professionals with the specialised knowledge and skills to ensure the safe application of hydrogen energy technology.

         LegCo Members have long attached great importance to the development of hydrogen energy in Hong Kong. In March 2023, LegCo passed a motion advocating the SAR Government to comprehensively promote the development of hydrogen energy industry in Hong Kong. The LegCo Panel on Environmental Affairs also visited hydrogen projects during its duty visit to Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area (the Greater Bay Area) in August of the same year, and has been following up on issues related to hydrogen energy. The Policy Pulse summarises various recommendations made by Members on hydrogen energy development. These include capitalising on the strengths of Hong Kong’s financial services industry to attract capital investment in the city’s hydrogen energy industry and reserve land for development. Furthermore, the Government should take the lead in developing green industries and make use of new development areas as a springboard to bring in quality hydrogen energy industries; formulate relevant policies on hydrogen energy pricing to stimulate demand for hydrogen energy; promote carbon index certification to include hydrogen energy into Hong Kong’s carbon emissions trading market; and actively research and develop local hydrogen production technology, among others.

         The Policy Pulse points out that hydrogen energy is an integral component of the country’s future energy system. Members urge the Government to collaborate with other cities in the Greater Bay Area on the joint research, development and promotion of hydrogen energy development projects to facilitate exchanges and co-operation between the two places across the hydrogen energy industrial chain, with a view to promoting the alignment of the safety monitoring and quality testing standards between Hong Kong and the Mainland. Members also advise the Government to speed up the development of a set of internationally recognised hydrogen energy certification standards, so as to assist the Greater Bay Area and even the entire hydrogen industry in the country to enter the international market.

(NASDAQ: UNTY), parent company of Unity Bank, reported net income of $16.5 million, or $1.61 per diluted share, for the quarter ended June 30, 2025, compared to net income of $11.6 million, or $1.13 per diluted share for the quarter ended March 31, 2025. For the six months ended June 30, 2025, Unity Bancorp reported net income of $28.1 million, or $2.74 per diluted share, compared to net income of $19.0 million, or $1.86 per diluted share, for the six months ended June 30, 2024. The increase in net income for the three and six months ended June 30, 2025 was partially attributable to pre-tax one-time gains of $3.5 million realized on the sale of securities and $2.0 million release for credit losses on securities, each related to securities of Patriot National Bancorp, Inc. held by the Company.

    Red tape cut and savers supported to invest as Chancellor rewires financial system to boost growth

    Working people will be equipped with the support they need to invest and grow their savings, under plans to rewire the financial system to attract investment, create good skilled jobs across the country and put more money into people’s pockets. 

    Banks will send investment opportunities to savers with cash sitting in low-interest accounts for the first time, and major financial institutions – including high street banks – are backing an advertising campaign that will highlight the opportunities of investing for consumers who are able to do so.  

    Under current trends, moving £2,000 from these accounts to stocks and shares could make millions of people over £9,000 better off in 20 years’ time. 

    The plans to boost people’s savings and the economy were unveiled by the Chancellor at a summit of top finance executives in Leeds today as she set out the widest ranging reforms to financial regulation in over a decade – backing one of the key eight growth driving sectors of the future identified in the Government’s modern Industrial Strategy published last month.    

    The Chancellor told executives that, having delivered stability and a sustainable strategy for investment, it was time for the UK to “double down on its global strengths” through reform to make sure it stays ahead in the global race for business investment and the good skilled jobs they bring.

    Unlocking retail investment 

    The UK has the lowest level of retail investment among G7 countries, meaning savers are not getting the best bang for their buck and UK businesses are starved of an important source of capital. 

    Stocks and shares have performed significantly better than cash savings accounts in recent decades. According to some industry estimates, more than 29 million adults across the UK have cash sitting in a low-interest rate account offering around 1% – while the average return for stocks and shares over the last 10 years is around 9%. If those savers invested £2000 today, they could have £12,000 in 20 years’ time. This compares to £2,700 if they held this money in a cash account offering 1.5% at the current interest rate, making them over £9,000 better off.

    The industry-led ad campaign will help to explain the benefits of investing, and from April 2026 the Financial Conduct Authority will roll out Targeted Support – allowing banks to alert customers about specific investment opportunities to consider shifting money from a low-return current accounts to higher-performing stocks and shares investments.  

    Alongside a review of risk warnings on investment products to make sure they help people to accurately judge risk levels, this will guide people through a key barrier to investing – getting lost between large number of investment products on offer. 

    The Government will continue to consider reforms to ISAs and savings to achieve the right balance between cash savings and investment. 

    As a first step, the Government will allow Long Term Asset Funds to be held in Stocks & Shares ISAs next year, allowing more individuals to invest in assets that will support the UK’s future success, like innovative businesses and infrastructure – which can also deliver better returns.

    Cutting red tape to attract investment and drive growth

    Businesses will be welcomed to the UK with open arms and unnecessary financial red tape that stalls inward investment and slows growth will be drastically cut under the plans. 

    A new concierge service within the Office for Investment will harness UK networks globally to actively court international financial services companies, creating a one-stop-shop to promote the UK and provide tailored support to help businesses plan where to invest based on their needs – better harnessing specialist clusters across the country from asset management in Edinburgh, to Fintech in Leeds and Cardiff, and insurance in Norwich and Norfolk. 

    First-time buyers will be supported to get on the housing ladder, with the Bank of England allowing more lending at over 4.5 times a buyer’s income – which could help 36,000 more people buy a home over its first year and are helping Nationwide support an additional 10,000 first-time buyers by lowering income thresholds for its popular ‘Helping Hand’ mortgage from tomorrow. Simplified mortgage lending rules being considered by the Financial Conduct Authority will also make it easier for existing borrowers to remortgage, while the introduction of a permanent government-backed Mortgage Guarantee Scheme will secure the availability of high loan-to-value mortgage products in times of economic uncertainty. 

    The Financial Ombudsman Service will be returned to its original purpose as a simple, impartial dispute resolution service which quickly and effectively deals with complaints against financial services firms under today’s reforms instead of acting as a quasi-regulator, with its decisions more closely aligned to the Financial Conduct Authority’s rules. This takes action on a key business complaint about the unpredictable and inconsistent nature of redress action, boosting firms’ confidence to invest and innovate. 

    The Senior Managers and Certification Regime – which was originally intended to address failures in individual accountability and culture that contributed to the 2008 financial crisis – has been implemented in a way that creates unnecessary costs for business. Today’s reforms will help deliver a commitment to radically streamline the regime, cutting the burden on firms in half. 

    The Financial Conduct Authority’s Consumer Duty rules were also intended to raise standards in how finance companies treat retail consumers, but today affect the way businesses interact with other businesses – such as investment banks and asset managers. The Financial Conduct Authority will therefore review how the Consumer Duty applies to these wholesale firms.

    Freeing capital for investment 

    Capital will be freed up for banks to invest in the UK. 

    International banks and investors will benefit from greater certainty as the UK backs Bank of England reforms to raise the MREL threshold – the minimum amount of money and certain types of debt that a bank must have – to £25–40 billion, freeing up billions for lending and investment.  

    New Basel 3.1 banking rules will be introduced from January 2027 in a way that supports UK competitiveness, with UK-focused lenders given the clarity they need to plan and invest, while the requirements are delayed for the largest firms’ investment banking activities to ensure the UK is aligned with how other jurisdictions implement the rules. 

    The ring-fencing regime – which separates banks’ retail and investment banking activities – will be reformed. The Economic Secretary will lead a review looking at how changes can strike the right balance between growth and stability, including protecting consumer deposits. 

    This comes alongside a major review by the Financial Policy Committee of bank capital requirements. The review will inform work by the Government and Bank of England to ensure UK banks can compete internationally and provide vital investment in the economy whilst maintaining the international regulatory standards which are crucial to securing financial stability.

    Promoting innovation and making the UK the Fintech capital of the world 

    Bespoke support will be provided to firms as they start, scale and list, and a pipeline of skills will support financial services firms to seize tomorrow’s opportunities for growth.

    The Leeds Reforms bring together an ambitious programme for financial services reform, which aims to modernise capital markets, cut regulatory red tape and broaden the benefits of investing to more people across the UK – in turn delivering investment-led growth and improved financial resilience for UK households. We called on the government to undertake bold reforms to strengthen the UK’s retail investment culture and they have done so. Better communication of the returns investing brings is key if we’re to empower more people to invest, and we’re proud to take part in the industry-led campaign to raise awareness of the benefits of investing and the review of risk warnings. We’re also extremely pleased that Long-Term Asset Funds will now be incorporated into the Stocks and Shares ISA – a reform we have long called for to broaden access to private markets.

    Reforming the Financial Ombudsman Service, streamlining regulation in areas such as the Senior Managers and Certification Regime and the Consumer Duty, and supporting work by regulators to unlock capital for lending, will all help to drive investment and create a more pro-growth operating environment. 

    Having a regulatory system that allows for appropriate risk-taking is vital to ensuring the sector can better support UK businesses, consumers and the government’s growth mission.
