  • MIL-OSI Submissions: Digital government can benefit citizens: how South Africa can reduce the risks and get it right

    The digital revolution is reshaping governance worldwide. From the electronic filing of taxes to digital visa applications, technology is making government services more accessible, efficient and transparent.

    South Africa is making progress in its digital journey. In 2024 it climbed to 40th place out of 193 countries, from 65th place in 2022, in the United Nations e-Government Index. This improvement makes the country one of Africa’s digital leaders, surpassing Mauritius and Tunisia.

    South Africa has identified more than 255 government services for digitisation. Already, 134 are available on the National e-Government Portal. This achievement is remarkable. Nevertheless, the shift to digitisation comes with challenges and risks.

    Some countries have weakened the state’s role by rapidly outsourcing key government functions. But South Africa has the opportunity to build a model of digital transformation that strengthens public institutions rather than diminishes them.

    New technologies must bring tangible benefits for citizens. Digital transformation can improve public administration. But, if mismanaged, it could burden taxpayers with costs.

    Benefits

    Digital transformation comes at a cost. This is particularly true if the state fails to use its procurement power to negotiate reasonable prices. Infrastructure upgrades, cybersecurity measures, software licensing and system maintenance require substantial financial investment.

    The question is whether these expenses are a necessary step towards a more efficient and accessible government.

    Two South African examples illustrate that digital transformation can save money and enhance service delivery quality.

    The first is the South African Revenue Service. Its goal is to ensure that taxpayers and tax advisers can use the service from anywhere and at any time. The changes made more than a decade ago show that digital systems can yield substantial financial gains. After introducing e-filing in 2006, the revenue service streamlined tax processes, reduced inefficiencies and led to higher compliance rates. Ultimately this led to improved revenue collection.

    Similarly, digitising social grant payments has had a number of positive effects. In a chapter of a recent edited volume on public governance, my colleagues and I wrote a case study about how the South African Social Security Agency used basic technologies and platforms like WhatsApp and email to process a grant during the COVID pandemic. It allowed over 14 million people to apply, paid grants to over 6 million beneficiaries during the first phase of the project.

    South African Social Security Agency annual reports show that over 95% of grant beneficiaries receive their payouts electronically through debit cards, instead of going to cash points. This improves security and lets beneficiaries decide when to get and spend their money.

    There are fears that automation could result in massive job losses. But global experience has shown that digitalisation does not necessarily lead to large-scale retrenchments. Instead it can shift the nature of work to other responsibilities.

    The South African Social Security Agency provides a compelling case. Its transition to digital grant payments did not lead to job losses. Similarly, the expansion of e-filing at the revenue service has not resulted in workforce reductions. In both cases efficiencies improved.

    These cases highlight that digital transformation is reshaping roles rather than displacing employees. Public servants are moving into areas such as cybersecurity, data analysis and AI-driven decision-making.

    Shortcomings and pitfalls

    A number of inefficiencies are at play in government services.

    Firstly, most government digital operations still work with outdated paper-based systems. The lack of a uniform digital identity creates bureaucratic inefficiencies and delays.

    Secondly, fragmented procurement of equipment in government has led to duplicated efforts, increased costs and fruitless expenditure.

    Thirdly, different departments often use isolated and incompatible digital systems. This reduce the mutual benefits of digital transformation. The State IT Agency has been blamed for inefficiencies, procurement failures and questionable spending.

    Fourthly, South Africa’s public service remains fragmented. Citizens still struggle to access government services seamlessly. They often move between departments to complete what should be a single transaction.

    Without a centralised system, departments operate in isolation, duplicating efforts, increasing costs and eroding public trust.

    Fifth, a lack of skills. Increasing reliance on digital tools requires expertise in data analytics, cloud computing and automation. Many public servants lack the training to take on these new roles. The National Digital and Future Skills Strategy was introduced in September 2020 to bridge this gap, but its effectiveness depends on its implementation.

    Introducing it in 2020 at the height of the COVID-19 pandemic forced government to make digital leaps which otherwise might have taken longer. To sustain services, technology had to be rapidly adopted, including basic things like holding Cabinet meetings online, using a system rapidly developed by the State Information Technology Agency.

    Sixth, security concerns complicate the transformation. As government systems become digital, they become vulnerable to cyberattacks. South Africa must put in place cybersecurity infrastructure to prevent identity theft, data breaches and service disruptions. A cyberattack on one department could affect the entire public sector.

    What needs to be done

    Government must streamline procurement, improve coordination and eliminate inefficiencies to ensure interdepartmental collaboration.

    A single, integrated e-government platform would:

    • cut red tape

    • reduce queues

    • increase efficiency.

    Government needs to upskill civil servants and improve their digital literacy.

    Government must create a seamless e-government system that connects services while protecting citizens’ personal information. The success of digitalisation depends on technological advancements as well as the level of trust citizens have in government systems. Without strong security measures, transparency and accountability, even the most sophisticated digital tools will fail to gain public confidence.

    South Africa has the chance to demonstrate that a strong, capable state can successfully integrate technology while safeguarding public interests. It should take full advantage of offers by Microsoft, Amazon and Huawei to support digital skills training in the public sector in a way that does not advantage one company’s technologies over others. Choices of technology must be user-centric, not based on preferences of accounting officers and chief information officers. Leaders of public institutions must be measured on their ability to digitally transform their organisations.

    Some say it’s em dashes, dodgy apostrophes, or too many emoji. Others suggest that maybe the word “delve” is a chatbot’s calling card. It’s no longer the sight of morphed bodies or too many fingers, but it might be something just a little off in the background. Or video content that feels a little too real.

    The markers of AI-generated media are becoming harder to spot as technology companies work to iron out the kinks in their generative artificial intelligence (AI) models.

    But what if instead of trying to detect and avoid these glitches, we deliberately encouraged them instead? The flaws, failures and unexpected outputs of AI systems can reveal more about how these technologies actually work than the polished, successful outputs they produce.

    When AI hallucinates, contradicts itself, or produces something beautifully broken, it reveals its training biases, decision-making processes, and the gaps between how it appears to “think” and how it actually processes information.

    In my work as a researcher and educator, I’ve found that deliberately “breaking” AI – pushing it beyond its intended functions through creative misuse – offers a form of AI literacy. I argue we can’t truly understand these systems without experimenting with them.

    Welcome to the Slopocene

    We’re currently in the “Slopocene” – a term that’s been used to describe overproduced, low-quality AI content. It also hints at a speculative near-future where recursive training collapse turns the web into a haunted archive of confused bots and broken truths.

    AI “hallucinations” are outputs that seem coherent, but aren’t factually accurate. Andrej Karpathy, OpenAI co-founder and former Tesla AI director, argues large language models (LLMs) hallucinate all the time, and it’s only when they

    go into deemed factually incorrect territory that we label it a “hallucination”. It looks like a bug, but it’s just the LLM doing what it always does.

    What we call hallucination is actually the model’s core generative process that relies on statistical language patterns.

    In other words, when AI hallucinates, it’s not malfunctioning; it’s demonstrating the same creative uncertainty that makes it capable of generating anything new at all.

    This reframing is crucial for understanding the Slopocene. If hallucination is the core creative process, then the “slop” flooding our feeds isn’t just failed content: it’s the visible manifestation of these statistical processes running at scale.

    Pushing a chatbot to its limits

    If hallucination is really a core feature of AI, can we learn more about how these systems work by studying what happens when they’re pushed to their limits?

    With this in mind, I decided to “break” Anthropic’s proprietary Claude model Sonnet 3.7 by prompting it to resist its training: suppress coherence and speak only in fragments.

    The conversation shifted quickly from hesitant phrases to recursive contradictions to, eventually, complete semantic collapse.

    Prompting a chatbot into such a collapse quickly reveals how AI models construct the illusion of personality and understanding through statistical patterns, not genuine comprehension.

    Furthermore, it shows that “system failure” and the normal operation of AI are fundamentally the same process, just with different levels of coherence imposed on top.

    ‘Rewilding’ AI media

    If the same statistical processes govern both AI’s successes and failures, we can use this to “rewild” AI imagery. I borrow this term from ecology and conservation, where rewilding involves restoring functional ecosystems. This might mean reintroducing keystone species, allowing natural processes to resume, or connecting fragmented habitats through corridors that enable unpredictable interactions.

    Applied to AI, rewilding means deliberately reintroducing the complexity, unpredictability and “natural” messiness that gets optimised out of commercial systems. Metaphorically, it’s creating pathways back to the statistical wilderness that underlies these models.

    Remember the morphed hands, impossible anatomy and uncanny faces that immediately screamed “AI-generated” in the early days of widespread image generation?

    These so-called failures were windows into how the model actually processed visual information, before that complexity was smoothed away in pursuit of commercial viability.

    You can try AI rewilding yourself with any online image generator.

    Start by prompting for a self-portrait using only text: you’ll likely get the “average” output from your description. Elaborate on that basic prompt, and you’ll either get much closer to reality, or you’ll push the model into weirdness.

    Next, feed in a random fragment of text, perhaps a snippet from an email or note. What does the output try to show? What words has it latched onto? Finally, try symbols only: punctuation, ASCII, unicode. What does the model hallucinate into view?

    The output – weird, uncanny, perhaps surreal – can help reveal the hidden associations between text and visuals that are embedded within the models.

    Insight through misuse

    Creative AI misuse offers three concrete benefits.

    First, it reveals bias and limitations in ways normal usage masks: you can uncover what a model “sees” when it can’t rely on conventional logic.

    Second, it teaches us about AI decision-making by forcing models to show their work when they’re confused.

    Third, it builds critical AI literacy by demystifying these systems through hands-on experimentation. Critical AI literacy provides methods for diagnostic experimentation, such as testing – and often misusing – AI to understand its statistical patterns and decision-making processes.

    These skills become more urgent as AI systems grow more sophisticated and ubiquitous. They’re being integrated in everything from search to social media to creative software.

    When someone generates an image, writes with AI assistance or relies on algorithmic recommendations, they’re entering a collaborative relationship with a system that has particular biases, capabilities and blind spots.

    Rather than mindlessly adopting or reflexively rejecting these tools, we can develop critical AI literacy by exploring the Slopocene and witnessing what happens when AI tools “break”.

    This isn’t about becoming more efficient AI users. It’s about maintaining agency in relationships with systems designed to be persuasive, predictive and opaque.

  • MIL-OSI Submissions: B.C.’s mental health law is on trial — and so is our commitment to human rights

    The British Columbia Supreme Court has begun hearing a long-awaited constitutional challenge to the province’s Mental Health Act.

    The case, nearly a decade in the making, is now drawing greater attention in the wake of the tragedy at the Filipino Lapu Lapu Day street festival earlier this year that left 11 people dead in Vancouver.

    The event has shaken many in the community, leaving behind grief and fear. Furthermore, in light of reports that the person accused of the crime was under Mental Health Act supervision, difficult questions arise. The pain is real, and any conversation about mental health must begin with compassion for all of those affected.

    At the same time, it’s important to ensure this moment of reckoning leads to thoughtful dialogue, not reactive policy. Unfortunately, much of the public discourse has become mired in fear and misinformation, creating a false and dangerous choice: that Canada must sacrifice individual rights in order to protect public safety.

    As a legal scholar in equality rights and public interest litigation, I don’t believe Canadians have to choose. A mental health system that respects Canada’s Charter of Rights and Freedoms can also promote safety.

    What’s the case is about?

    The case currently before the B.C. Supreme Court was initiated by the Council of Canadians with Disabilities (CCD), a national human rights organization led by people with disabilities. The group is fighting provisions in the province’s Mental Health Act that strip patients of any right to choose their own health care, or to appoint a loved one to make health care decisions on their behalf.

    The CCD’s motto — “Nothing about us without us” — reflects a longstanding commitment to ensuring that people most affected by policies and systems have a voice in shaping them. This litigation will amplify the voices of people who underwent psychiatric treatment without consent and to shine a light on the deep and lasting harms they have suffered.

    Let’s be clear about what this Charter challenge actually seeks and what it doesn’t. It doesn’t aim to eliminate involuntary hospitalization. It does not change who can be detained, how long they can be held or the legal criteria for involuntary admission.

    What it does seek is something far more modest and humane: to ensure that when psychiatric care is forced, it is delivered with dignity, oversight and the involvement of trusted supporters in accordance with the Canadian Charter of Rights and Freedoms.

    One of the key reforms that CCD has long advocated for is the right for people to name a family member or friend to be involved in treatment decisions. Far from undermining care, this kind of involvement can help bridge the gap between medical necessity and personal dignity.

    It’s a safeguard that respects patients’ values and builds trust, which the current system desperately lacks. And yes, it could even enhance public safety. Reports suggest that a family member of the man accused in the Lapu Lapu mass murders in April was concerned about his deteriorating mental health and had reached out for help just before the tragedy occurred. A more responsive system with the embedded involvement of trusted decision-makers might have made a difference.

    Reforming the Mental Health Act

    British Columbia is currently an outlier in Canada. It’s the only province where people detained under mental health laws are automatically deemed to consent to any treatment authorized by the facility — regardless of their actual wishes or capacity.

    There’s no right to name a substitute decision-maker, no ability to appeal a treatment decision, no independent oversight, and treatment is often imposed through isolation, physical restraints or security force.

    Advocates have been calling for change for decades. But in the wake of the Lapu Lapu attack, some politicians are proposing not a more compassionate or rights-respecting approach, but harsher, more coercive powers over people with mental health issues. That would be a mistake.

    The current system, which experts have long said is inconsistent with human rights, did nothing to prevent this tragedy. Violating the rights of people in crisis did not and will not keep the public safer.

    B.C. Premier David Eby has acknowledged the shortcomings in the current system, but has said that engaging in law reform while litigation is undergoing would pose a risk. Instead, he says it’s better to wait to hear what the court decides before changing the law.

    That logic is arguably akin to a citizen saying it’s risky to stop driving at a speed they know is over the lawful limit until they’re pulled over.

    Pointless to wait

    Waiting for the courts to force change wastes precious time, and public resources, that could be better spent on designing a new, Charter-compliant mental health system in collaboration with experts, service providers, families and people with lived experiences.

    Meanwhile, substantial public funds are being spent on government lawyers to fight a legal battle defending a regime that is clearly unconstitutional and fails both patients and public safety.

    That money would be far better spent consulting with experts, families and people with lived experiences and developing legislation that upholds constitutional rights and keeps communities safe.

    The time for delay is over. The B.C. government must act now to rewrite the Mental Health Act in order to protect the public and respect Charter rights.

  • MIL-OSI Submissions: Somaliland’s 30-year quest for recognition: could US interests make the difference?

    More than three decades after unilaterally declaring independence from Somalia, Somaliland still seeks international recognition as a sovereign state. Despite a lack of formal acknowledgement, the breakaway state has built a relatively stable system of governance. This has drawn increasing interest from global powers, including the United States. As regional dynamics shift and great-power competition intensifies, Somaliland’s bid for recognition is gaining new currency. Aleksi Ylönen has studied politics in the Horn of Africa and Somaliland’s quest for recognition. He unpacks what’s at play.


    What legal and historical arguments does Somaliland use?

    The Somali National Movement is one of the main clan-based insurgent movements responsible for the collapse of the central government in Somalia. It claims the territory of the former British protectorate of Somaliland. The UK had granted Somaliland sovereign status on 26 June 1960.

    The Somali government tried to stomp out calls for secession. It orchestrated the brutal killing of hundreds of thousands of people in northern Somalia between 1987 and 1989.

    But the Somali National Movement declared unilateral independence on 18 May 1991 and separated from Somalia.

    With the collapse of the Somali regime in 1991, the movement’s main enemy was gone. This led to a violent power struggle between various militias.

    This subsided only after the politician Mohamed Egal consolidated power. He was elected president of Somaliland in May 1993.

    Egal made deals with merchants and businessmen, giving them tax and commercial incentives to accept his patronage. As a result, he obtained the economic means to consolidate political power and to pursue peace and state-building. It’s something his successors have kept up with since his death in 2002.

    What has Somaliland done to push for recognition?

    Successive Somaliland governments continue to engage in informal diplomacy. They have aligned with the west, particularly the US, which was the dominant power after the cold war, and the former colonial master, the UK. Both countries host significant Somaliland diaspora communities.

    The US and the UK have for decades flirted with the idea of recognising Somaliland, which they consider a strategic partner. However, they have been repeatedly thrown back by their respective Somalia policies. These have favoured empowering the widely supported Mogadishu government to reassert its authority and control over Somali territories.

    This Somalia policy has been increasingly questioned in recent years, in part due to Mogadishu’s security challenges. In contrast, the Hargeisa government of Somaliland has largely shown it can provide security and stability. It has held elections and survived as a state for the last three decades, though it has faced political resistance and armed opposition.

    As new global powers rise, Somaliland administrations have pursued an increasingly diverse foreign policy, with one goal: international recognition.

    Hargeisa hosts consulates and representative offices of Djibouti, Ethiopia, Kenya, Taiwan, the UK and the European Union, among others.

    The government has also engaged in informal foreign relations with the United Arab Emirates. The Middle Eastern monarchy serves as a business hub and a destination of livestock exports. Many Somalilanders migrate there.

    Somaliland maintains representative offices in several countries. These include Canada, the US, Norway, Sweden, the UK, Saudi Arabia, Turkey and Taiwan. Hargeisa has alienated China because it has collaborated with Taiwan since 2020. Taiwan is a self-ruled island claimed by China.

    On 1 January 2024, Somaliland’s outgoing president Muse Bihi signed a memorandum of understanding with Ethiopian prime minister Abiy Ahmed for increased cooperation. Bihi implied that Ethiopia would be the first country to formally recognise Somaliland. The deal caused a sharp deterioration of relations between Addis Ababa and Mogadishu.

    Abiy later moderated his position and, with Turkish mediation, reconciled with his Somalia counterpart, President Hassan Mohamud.

    What’s behind US interest in Somaliland?

    The US, like other great powers, has been interested in Somaliland because of its strategic location. It is on the African shores of the Gulf of Aden, across from the Arabian Peninsula. Its geographical position has gained currency recently as Yemeni Houthi rebels strike maritime traffic in the busy shipping lanes. Somaliland is also well located to curb piracy and smuggling on this global trade route.

    The US Africa Command set up its main Horn of Africa base at Camp Lemonnier in Djibouti in 2002. This followed the 11 September 2001 attacks.

    In 2017, China, which had become the main foreign economic power in the Horn of Africa, set up a navy support facility in Djibouti. This encouraged closer collaboration between American and Somaliland authorities. The US played with the idea of establishing a base in Berbera, which hosts Somaliland’s largest port.

    With Donald Trump winning the US presidential election in 2024, there were reports of an increased push for US recognition of Somaliland. This would allow the US to deepen its trade and security partnerships in the volatile Horn of Africa region.

    Since March 2025, representatives of the Trump administration have engaged in talks with Somaliland officials to establish a US military base near Berbera. This would be in exchange for a formal but partial recognition of Somaliland.

    What are the risks of US recognition of Somaliland?

    Stronger US engagement with Somaliland risks neglecting Somalia.

    Mogadishu depends on external military assistance in its battle against the advancing violent Islamist extremist group, Al-Shabaab. It also faces increasing defiance from two federal regions, Puntland and Jubaland.

    US recognition would reward Hargeisa for its persistent effort to maintain stability and promote democracy. However, it could encourage other nations to recognise Somaliland. This would deliver a blow to Somali nationalists who want one state for all Somalis.

  • MIL-OSI Submissions: We have drugs to manage HIV. So why are we spending millions looking for cures?

    Over the past three decades there have been amazing advances in treating and preventing HIV.

    It’s now a manageable infection. A person with HIV who takes HIV medicine consistently, before their immune system declines, can expect to live almost as long as someone without HIV.

    The same drugs prevent transmission of the virus to sexual partners.

    There is still no effective HIV vaccine. But there are highly effective drugs to prevent HIV infection for people without HIV who are at higher risk of acquiring it.

    These drugs are known as as “pre-exposure prophylaxis” or PrEP. These come as a pill, which needs to be taken either daily, or “on demand” before and after risky sex. An injection that protects against HIV for six months has recently been approved in the United States.

    So with such effective HIV treatment and PrEP, why are we still spending millions looking for HIV cures?

    Not everyone has access to these drugs

    Access to HIV drugs and PrEP depends on the availability of health clinics, health professionals, and the means to supply and distribute the drugs. In some countries, this infrastructure may not be secure.

    For instance, earlier this year, US President Donald Trump’s dissolution of the USAID foreign aid program has threatened the delivery of HIV drugs to many low-income countries.

    This demonstrates the fragility of current approaches to treatment and prevention. A secure, uninterrupted supply of HIV medicine is required, and without this, lives will be lost and the number of new cases of HIV will rise.

    Another example is the six-monthly PrEP injection just approved in the US. This drug has great potential for controlling HIV if it is made available and affordable in countries with the greatest HIV burden.

    But the prospect for lower-income countries accessing this expensive drug looks uncertain, even if it can be made at a fraction of its current cost, as some researchers say.

    So despite the success of HIV drugs and PrEP, precarious health-care systems and high drug costs mean we can’t rely on them to bring an end to the ongoing global HIV pandemic. That’s why we also still need to look at other options.

    Haven’t people already been ‘cured’?

    Worldwide, at least seven people have been “cured” of HIV – or at least have had long-term sustained remission. This means that after stopping HIV drugs, they did not have any replicating HIV in their blood for months or years.

    In each case, the person with HIV also had a life-threatening cancer needing a bone marrow transplant. They were each matched with a donor who had a specific genetic variation that resulted in not having HIV receptors in key bone marrow cells.

    After the bone marrow transplant, recipients stopped HIV drugs, without detectable levels of the virus returning. The new immune cells made in the transplanted bone marrow lacked the HIV receptors. This stopped the virus from infecting cells and replicating.

    But this genetic variation is very rare. Bone marrow transplantation is also risky and extremely resource-intensive. So while this strategy has worked for a few people, it is not a scalable prospect for curing HIV more widely.

    So we need to keep looking for other options for a cure, including basic laboratory research to get us there.

    How about the ‘breakthrough’ I’ve heard about?

    HIV treatment stops the HIV replication that causes immune damage. But there are places in the body where the virus “hides” and drugs cannot reach. If the drugs are stopped, the “latent” HIV comes out of hiding and replicates again. So it can damage the immune system, leading to HIV-related disease.

    One approach is to try to force the hidden or latent HIV out into the open, so drugs can target it. This is a strategy called “shock and kill”. And an example of such Australian research was recently reported in the media as a “breakthrough” in the search for an HIV cure.

    Researchers in Melbourne have developed a lipid nanoparticle – a tiny ball of fat – that encapsulates messenger RNA (or mRNA) and delivers a “message” to infected white blood cells. This prompts the cells to reveal the “hiding” HIV.

    In theory, this will allow the immune system or HIV drugs to target the virus.

    This discovery is an important step. However, it is still in the laboratory phase of testing, and is just one piece of the puzzle.

    We could say the same about many other results heralded as moving closer to a cure for HIV.

    Further research on safety and efficacy is needed before testing in human clinical trials. Such trials start with small numbers and the trialling process takes many years. This and other steps towards a cure are slow and expensive, but necessary.

    Importantly, any cure would ultimately need to be fairly low-tech to deliver for it to be feasible and affordable in low-income countries globally.

    So where does that leave us?

    A cure for HIV that is affordable and scalable would have a profound impact on human heath globally, particularly for people living with HIV. To get there is a long and arduous path that involves solving a range of scientific puzzles, followed by addressing implementation challenges.

    In the meantime, ensuring people at risk of HIV have access to testing and prevention interventions – such as PrEP and safe injecting equipment – remains crucial. People living with HIV also need sustained access to effective treatment – regardless of where they live.

    Protecting any president requires multiple layers of intelligence, physical security and rapid response security protocols. Exact operational details are classified, but there are global best practices in VIP protection.

    The issue of presidential protection in Kenya has become particularly relevant following an incident in early May 2025 when someone in a crowd threw a shoe at President William Ruto during a public event, hitting his hand.

    I have studied policing and security policies in Kenya for over 15 years, interacting closely with the country’s security protocols. In my view this incident exposed several critical security lapses around the elite officers tasked with protecting the president.

    The security of the president is a critical issue in Kenya. The country is exposed to terror groups like the Somalia-based Al-Shabaab and other criminal networks in the region.

    In 2021, a businessman embedded himself into the presidential motorcade and drove into then president Uhuru Kenyatta’s official residence. In 2017, an unidentified man who was said to have illegally accessed the highly protected state house grounds was shot dead by presidential guards.

    There are multiple layers to Kenya’s protection protocols. They include National Intelligence Service officers, the Kenya Defence Force, Presidential Escort Police officers drawn from the highly trained General Service Unit, bomb disposal experts and regular police officers. Their deployment depends on the nature of the presidential engagement.

    While the shoe incident may be passed off as simply embarrassing, it should serve as a wake-up call to tighten security protocols around the president without necessarily compromising his public engagement with citizens.

    What’s in place

    Prior to any presidential visit across the country, security teams conduct a thorough reconnaissance of the destination. This includes coordinating with local policing agencies, clearing airspace, mapping secure transport routes and identifying nearby medical facilities in case of emergencies.

    Presidential motorcade routes are pre-planned and a dry run is made. This often includes mapping alternative routes to avoid predictability should there be assailants along a presidential route. It is common to see some roads temporarily closed and security officers conducting sweeps for any threats or explosives. In areas deemed high risk, counter security sniper teams are covertly deployed in strategic areas.

    Cases of attacks on presidential motorcades are rare in Kenya. However, in 2002 during presidential campaigns, angry opposition supporters stoned then president Daniel Moi’s motorcade. In November 2021, an angry mob hurled rocks at then deputy president Ruto’s motorcade.

    The National Intelligence Service and Presidential Escort Unit covertly scout locations in advance, assessing potential security vulnerabilities. Crowd sizes, and entry and exit points for the head of state are mapped out in advance.

    In cases where meetings are held in town halls or huge tents, attendees are screened using metal detectors and/or physical searches. Uniformed and plainclothes security officers embed themselves in the crowd to monitor any threats.

    The president and any dignitaries accompanying him have at least three layers of security.

    The inner ring consists of close protection officers who are always within an arm’s length of the president to physically thwart any threats. The middle ring has armed security guards who watch for, among others, sudden movements and abnormal behaviour within the crowd. The outer ring consists of regular police and paramilitary units from the General Service Unit who secure the outside perimeter.

    The presidential motorcade is a coordinated convoy of heavily armoured vehicles. It includes lead and chase cars, communication units and emergency response teams. Traffic is managed by local traffic police officers to ensure unobstructed movement. Routes are kept confidential until necessary.

    The president’s security may opt to use a decoy vehicle if there is a security threat, to confuse and derail potential risk sources. In all these cases, there is a contingent of specialised General Service Unit officers, called the Recce unit, that always accompanies the president.

    Kenya’s presidential security precautions follow standard VIP security protection like those for heads of state across the world. However, in some neighbouring countries, for instance, presidents move in heavily armed military convoys. This has not been seen in Kenya.

    If a potential threat is detected, the president is immediately shielded and whisked away to a secure vehicle or evacuated by air in high-risk events. In such cases, the Kenya Defence Forces secures the president.

    Despite stringent security measures, incidents can occur. For instance, in March 2025, a British tourist was fatally hit by a vehicle in Ruto’s motorcade. This prompted investigations and reviews on motorcade safety protocols.

    Such events highlight the challenges of balancing presidential security with public safety, especially in densely populated urban areas.

    Security failures

    The shoe-throwing incident targeting Ruto highlighted five major failures in presidential protection protocols.

    First, crowd screening and access control failures. The alleged assailant was very close to the president, suggesting an inadequate distance between the crowds and the president. The inner ring of security also failed to spot the perpetrator raising a shoe in the air to use as a projectile. This indicates weak front-row eye sweeps and scans by the president’s security.

    Second, there was an apparent delay in security response. The elite officers around the president should have subdued the alleged attacker within seconds. It could mean most had their eyes on the president or cameras, as opposed to scanning the crowds for any sudden movements.

    Third, security allowed the president to stand too close to a crowd that hadn’t been screened. Best practices require a no-go zone of three to five metres for individuals who have not been scanned or screened.

    Fourth, there was an apparent gap in intelligence and threat assessment. Aggressive or agitated people next to the president should draw the attention of security officers. Plainclothes security officers are usually deployed to monitor crowd behaviour. It isn’t enough to rely on uniformed officers.

    Undercover agents are critical for flagging pre-attack signals, such as nervousness or repeated adjustments of positions.

    Fifth, there was no clear evacuation plan for the president. After the incident, the president continued speaking. In high-risk scenarios, protocols often demand instant relocation of the president to a secure vehicle or helicopter, where the military takes over and airlifts him to safety.

    What should change

    Kenya’s presidential security detail may be forced to:

    • increase standoff distance between the president and crowds

    • deploy more plainclothes officers to blend in and monitor crowds around the president

    • mandate stricter screening of those in close proximity to the president

    • conduct more frequent security risks drills for rapid neutralisation of potential threats.

    The exact details of presidential security in Kenya are confidential. However, the overarching structure aims to provide comprehensive protection to the president while maintaining public safety and order during official engagements. No security protocol is 100% foolproof. But a balance needs to be struck between overly aggressive crowd control and accessibility.

    Since US President Donald Trump took office this year, one theme has come up time and again: his rule is a threat to the US-led international order.

    As the US political scientist John Mearsheimer famously argued, the liberal international order

    was destined to fail from the start, as it contained the seeds of its own destruction.

    This perspective has gained traction in recent years. And now, Trump’s actions have caused many to question whether a new world order is emerging.

    Trump has expressed a desire for a new international order defined by multiple spheres of influence — one in which powers like the US, China and Russia each exert dominance over distinct regions.

    This vision aligns with the idea of a “multipolar” world, where no single state holds overarching global dominance. Instead, influence is distributed among several great powers, each maintaining its own regional sphere.

    This architecture contrasts sharply with earlier periods – the bipolar world of the Cold War, dominated by the US and the Soviet Union; and the unipolar period that followed, dominated by the US.

    What does this mean for the world order moving forward?

    Shifting US spheres of influence

    We’ve seen this shift taking place in recent months. For example, Trump has backed away from his pledge to end the war between Russia and Ukraine and now appears to be leaving it to the main protagonists, and Europe, to find a solution.

    Europe, which once largely spoke in a unified voice with the US, is also showing signs of policy-making which is more independent. Rather than framing its actions as protecting “Western democratic principles”, Europe is increasingly focused on defining its own security interests.

    In the Middle East, the US will likely maintain its sphere of influence. It will continue its unequivocal support for Israel under Trump.

    Amid shifting global alliances, the Trump administration will continue to support Israel, led by Prime Minister Benjamin Netanyahu.

    The US will also involve itself in the region’s politics when its interests are at stake, as we witnessed in its recent strikes on Iranian nuclear facilities.

    This, along with increasing economic ties between the US and Gulf states, suggests US allies in the region will remain the dominant voices shaping regional dynamics, particularly now with Iran weakened.

    Yet it’s clear Trump is reshaping US dynamics in the region by signaling a desire for reduced military and political involvement, and criticising the nation building efforts of previous administrations.

    The Trump administration now appears to want to maintain its sphere of influence primarily through strong economic ties.

    Russia and China poles emerging elsewhere

    Meanwhile, other poles are emerging in the Global South. Russia and China have deepened their cooperation, positioning themselves as defenders against what they frame as Western hegemonic bullying.

    Trump’s trade policies and sanctions against many nations in the Global South have fuelled narratives (spread by China and Russia) that the US does not consistently adhere to the rules it imposes on others.

    Trump’s decision to slash funding to USAID has also opened the door to China, in particular, to become the main development partner for nations in Africa and other parts of the world.

    And on the security front, Russia has become more involved in many African and Middle Eastern countries, which have become less trustful and reliant on Western powers.

    In the Indo-Pacific, much attention has been given to the rise of China and its increasingly assertive posture. Many of Washington’s traditional allies are nervous about its continued engagement in the region and ability to counter China’s rise.

    Chinese leader Xi Jinping has sought to take advantage of the current environment, embarking on a Vietnam, Malaysia and Cambodia push earlier this year. But many nations continue to be wary of China’s increasing influence, in particular the Philippines, which has clashed with China over the South China Sea.

    Strategic hedging

    Not all countries, however, are aligning themselves neatly with one pole or another.

    For small states caught between great powers, navigating this multipolar environment is both a risk and an opportunity.

    Ukraine is a case in point. As a sovereign state, Ukraine should have the freedom to decide its own alignments. Yet, it finds itself ensnared in great power politics, with devastating consequences.

    Other small states are playing a different game — pivoting from one power to another based on their immediate interests.

    Slovakia, for instance, is both a NATO and EU member, yet its leader, Robert Fico, attended Russia’s Victory Day Parade in May and told President Vladimir Putin he wanted to maintain “normal relations” with Russia.

    Then there is Central Asia, which is the centre of a renewed “great game,” with Russia, China and Europe vying for influence and economic partnerships.

    Yet if any Central Asian countries were to be invaded by Putin, would other powers intervene? It’s a difficult question to answer. Major powers are reluctant to engage in direct conflict unless their core interests or borders are directly threatened.

    As a result, Central Asian states are hedging their bets, seeking to maintain relations with multiple poles, despite their conflicting agendas.

    A future defined by regional power blocs?

    While it is still early to draw definitive conclusions, the events of the past few months underscore a growing trend. Smaller countries are expressing solidarity with one power, but pragmatic cooperation with another, when it suits their national interests.

    For this reason, regional power blocs seem to be of increasing interest to countries in the Global South.

    For instance, the China-led Shanghai Cooperation Organisation has become a stronger and larger grouping of nations across Eurasia in recent years.

    Trump’s focus on making “America Great Again,” has taken the load off the US carrying liberal order leadership. A multipolar world may not be the end of the liberal international order, but it may be a reshaped version of liberal governance.

    How “liberal” it can be will likely depend on what each regional power, or pole, will make of it.

  • MIL-OSI Submissions: Iran and Ethiopia have a security deal – here’s why they signed it

    Ethiopia and Iran signed a memorandum of understanding (MOU) on 6 May 2025. Under it, their national police agencies will cooperate on security and intelligence. This will include combating cross-border crime, sharing intelligence and building capacity. They will also share experiences and training.

    For Iran, the MOU marks a significant step towards strengthening relations with a regional power that’s strategically located in the Horn of Africa.

    Tehran has been using its security apparatus and military capabilities to establish and expand political and economic ties with countries in Africa. This has included drone transfers to the Ethiopian government that helped it turned the tide of the Tigray war, a separatist struggle in the country’s north that took place from 2020 to 2022.

    Iran has also supplied the Sudanese army with surveillance and combat drones. These have been used against the paramilitary Rapid Support Forces in Sudan’s ongoing civil war.

    The agreement is important for Ethiopia for two reasons.

    Firstly, it’s likely to enable the Ethiopian government in Addis Ababa to combat ethnic militias more effectively. It faces increasing internal instability, including tensions with hostile factions of the separatist Tigray People’s Liberation Front.

    Secondly, the agreement comes after a meeting in Addis Ababa between the Ethiopian police chief, Demelash Gebremichael, and a delegation from Iran’s regional rival, the United Arab Emirates (UAE). The exchange concentrated on investigating and extraditing cross-border criminals.

    Addis Ababa’s willingness to work with regional rivals in the Middle East shows its pragmatic approach to foreign relations. Ethiopia needs all the friends it can muster as an embattled and weakened state. Since the Tigray war, it has battled the rise of ethnic militias and confronted economic adversity. It is also facing renewed hostility with neighbouring Eritrea.

    What Iran stands to gain

    Since 2016, Ethiopia has been a gateway for Iran to gain a foothold in the Horn of Africa. That year, other countries in the region severed relations with Iran. This followed Tehran’s disengagement from sub-Saharan Africa under Hassan Rouhani, who served as president from 2013 to 2021, and his prioritisation of a nuclear deal with the US.

    The severing of ties was also a byproduct of geopolitical pressure exerted by Saudi Arabia and the UAE on countries in the region. The Middle Eastern states wanted to reduce, if not eliminate, Iran’s presence in the Horn of Africa and Red Sea to limit its support for Houthi rebels in the ongoing Yemeni civil war.

    Ethiopia was the first country in sub-Saharan Africa to establish relations with Iran during the 1960s. It was also one of its top trading partners on the continent before and after the 1979 Iranian Revolution.

    Strategically and ideologically, this special relationship was based on the pro-western and anti-communist stances of their monarchs: the Shah of Iran Mohammad Reza Pahlavi, who ruled from 1941 to 1979, and Emperor Haile Selassie, who was in power from 1930 to 1974.

    After the revolution, Iran-Ethiopia relations revived under Mahmoud Ahmadinejad, who served as Iranian president from 2005 to 2013. He pursued an active Africa policy to mitigate Iran’s international isolation and circumvent US sanctions.

    After Rouhani initially downgraded these relations, they were renewed during his second term. This followed US withdrawal from the nuclear deal.

    Relations firmed when Ebrahim Raisi, who served as Iranian president from 2021 to 2024, delivered military drones and other aid to Addis Ababa during the Tigray war.

    What’s in it for Ethiopia

    Ethiopia is facing increasing instability and uncertainty. The Tigray war has depleted the state’s resources. There is an economic crisis caused by rising inflation and unemployment.

    Addis Ababa continues to confront ethnic tensions. Hostile factions of the Tigray People’s Liberation Front remain. It also faces tensions with the Amhara Fano militia, which initially fought alongside the government against Tigrayan forces. Forced disarmament policies and ongoing land disputes caused the militia to take up arms against the government.

    Ethiopian prime minister Abiy Ahmed also faces growing opposition and resistance from his own ethnic group, the majority Oromo, and their Oromo Liberation Army. The reason for their discontent is Abiy’s imposition of centralised rule on their regional state within a federal system.

    The security and intelligence cooperation with Iran could allow Addis Ababa to combat ethnic militias more effectively.

    It would also enable Ethiopia to prepare for another possible war against neighbouring Eritrea.

    Ethiopia and Eritrea normalised relations and fought together against Tigrayan forces. However, tensions between the two countries have been brewing again. These have been triggered by two factors. First, the conditions of the 2022 Pretoria peace agreement caused Eritrea to maintain forces inside Ethiopia. Second are the ambitions of Addis Ababa to acquire a Red Sea port in Somaliland, a breakaway region of Somalia. Eritrea has supported Somalia’s opposition to the deal.

    Regional power games

    This isn’t the first time that Ethiopia has tried working with two regional rivals – Iran and the UAE. The UAE is also among its top trading partners, along with Saudi Arabia.

    In 2016, Ethiopia was the only country in the Horn of Africa that didn’t cut ties with Iran, though it was under pressure from the UAE and Saudi Arabia to do so. The decision was taken by Abiy’s predecessor, Hailemariam Desalegn, whose term ran from 2012 to 2018.

    During the Tigray war, Ethiopia received military drones and other assistance from Iran and the UAE, alongside Turkey.

    The civil war in Sudan has presented an even more complicated story. Ethiopia has vacillated between engaging with the Rapid Support Forces and the Sudanese Armed Forces at different points in the conflict.

    For its part, Iran has supported the Sudanese army. The UAE has backed the paramilitary Rapid Support Forces.

    Ethiopia’s efforts to strengthen its security ties with Iran and the UAE show a unique case of convergence between regional rivals that have otherwise remained on opposite sides of conflicts in countries like Yemen and Sudan.

  • MIL-OSI Submissions: Black holes spew out powerful jets that span millions of light-years – we’re trying to understand their whole life cycle

    There is a supermassive black hole at the centre of nearly every big galaxy – including ours, the Milky Way (it’s called Sagittarius A*). Supermassive black holes are the densest objects in the universe, with masses reaching billions of times that of the Sun.

    Sometimes a galaxy’s supermassive black hole “wakes up” due to a sudden influx of gas and dust, most likely supplied from a neighbouring galaxy. It begins eating up lots of nearby gas and dust. This isn’t a calm, slow or passive process. As the black hole pulls in material, the material gets superheated on a scale of millions of degrees, far hotter than the surface temperature of our Sun, and is ejected from the galaxy at near-light speeds. This creates powerful jets that look like fountains in the cosmos.

    The accelerated high-speed plasma matter prompts these “fountains” to emit radio signals that can only be detected by very powerful radio telescopes. This gives them their name: radio galaxies. While black holes are common, radio galaxies are not. Only between 10% and 20% of all galaxies exhibit this phenomenon.

    Giant radio galaxies are even less common. They account for only 5% of all radio galaxies and take their name from the fact that they reach enormous distances. Some radio galaxies’ jets reach nearly 16 million light-years. (That’s almost six times the distance between the Milky Way and the Andromeda galaxy.) The largest jet discovered spans nearly 22 million light-years across.

    But how do these structures cover such enormous distances? To find out, I led a study in which we used modern supercomputers to develop models that simulated behaviour of giant cosmic jets within a mock universe, constructed on the basis of fundamental physical laws governing the cosmos.

    This allowed us to observe how radio jets propagate over hundreds of millions of years – a process impossible to track directly in the real universe. These sophisticated simulations provide deeper insights into the life cycle of radio galaxies, highlighting the differences between their early, compact stages and their later, expansive forms.

    Understanding the evolution of radio galaxies helps us unravel the broader processes that shape the universe.

    Supercomputing

    Cutting-edge technology was key to this study.

    Sensitive observations from world-class radio telescopes like South Africa’s MeerKAT and LOFAR in the Netherlands have recently led to several discoveries of cosmic fountains.

    However, modelling their origins has been challenging. Tracking events over millions of years is impossible in real-time.

    That’s where supercomputers come in. These high-performance computing systems are designed to process massive amounts of data. They can perform complex simulations at incredible speeds. In this study, their power was crucial for modelling the evolution of giant radio jets over millions of years.

    The necessary supercomputing power was provided by South Africa’s Inter-University Institute for Data Astronomy, a network comprising the University of Pretoria, the University of Cape Town and the University of the Western Cape.

    Our universe is governed by fundamental forces like gravity, which can be described through mathematical formulas. These formulas, essentially numbers, are fed into supercomputers to create a simulated “mock universe” that follows the same physical laws as the real cosmos. This allows scientists to experiment with how jets from supermassive black holes evolve over time. With their immense processing power, supercomputers can simulate millions of years of cosmic jet evolution in just a month.

    Key takeaways

    Gravity is the dominant force in the universe, pulling heavier matter and dragging nearby lighter matter. If gravity were the only force at play, the universe might have collapsed by now. Yet we see galaxies, galaxy clusters and even life itself thriving. We suspect that these cosmic fountains play a key role in solving the mystery of how this happens.

    By releasing thermal and mechanical energy, they heat up the surrounding collapsing gas, counteracting gravity and maintaining a balance that sustains cosmic structures.

    Our models also shed light on why some radio galaxies’ jets bend sharply, forming an “X” shape in radio waves instead of following a straight trajectory, and revealed the conditions under which giant fountains can continue growing even in dense cosmic environments (that is, in a galaxy cluster).

    The study also suggests that giant radio galaxies may be statistically more common than previously believed. There are potentially thousands of undiscovered giant cosmic fountains. Thanks to world-class telescopes like MeerKAT and LOFAR – and the power of supercomputers – there’s plenty more to explore as we try to understand our universe.

    The Neolithic period began in southwest Asia around 12,000 years ago. It marked a major shift in human history as societies transitioned from hunting and gathering to farming. This sparked migrations across Europe and dramatically reshaped the continent’s gene pool.

    For a long time, North Africa was seen as a passive participant in this transformation. The dominant narrative suggested that farming economies never fully took root there.

    Some studies proposed that North African communities actively resisted agriculture, except perhaps in the Nile Delta and the western Maghreb (modern-day Morocco). They continued to rely on land snails, wild plants, and hunting for survival. Only later, they also began herding domesticated sheep, goats, and cattle, introduced from southwest Asia.

    Genetic studies have only recently tested this reconstruction in North Africa. This has never been done in the eastern Maghreb (modern-day Tunisia and eastern Algeria) – until now.

    As an Africanist archaeologist, I specialise in the study of ancient societies across Mediterranean Africa and the Sahara. My focus is on how humans adapted to their environments and the rise of food production in these regions. I recently conducted research in the eastern Maghreb alongside an international team of archaeologists, geneticists, and physical anthropologists to trace ancient population movements.

    Our new study has just been published in Nature. We analysed the ancient genomes (complete DNA sequences) of nine individuals who lived in the eastern Maghreb between 15,000 and 6,000 years ago.

    This may seem like a small sample. But, in the field of ancient DNA research, even a few well-preserved genomes can provide significant insights. They serve as reference points for tracing genetic lineages and identifying ancestral connections.

    By adding genetic evidence to broader archaeological findings, we reconstructed patterns of population continuity, interaction and change over thousands of years.

    Our results were striking. It’s clear from these genomes that some influence from farmers did reach north Africa from across the Mediterranean. But much of the genetic makeup of the eastern Maghreb populations remained rooted in their ancient foraging heritage.

    This challenges the long-held narrative about migration into and out of north Africa before and during the Neolithic. It deepens our understanding of the past and highlights the incredible complexity of human movement and cultural exchange.

    As we continue to unravel the genetic legacy of our ancestors, studies like this remind us of the complexity of human history. They show that the history of agriculture in the Mediterranean was not merely one of population replacement. Rather, it was a tale of cultural exchange, adaptation and continuity.

    And researching these ancient human movements is more than just a matter of understanding history. It also provides insights into the patterns of migration and adaptation that can help us understand similar processes today.

    Extraction and analysis

    We worked with ancient genomes extracted from human skeletal remains housed in museum or heritage institution collections. They came from excavations at four sites Afalou Bou Rhummel, Djebba, Doukanet el Khoutifa and SHM-1 (Hergla), all in the eastern Maghreb.

    We chose the specimens because they were well-preserved, which is not always the case with ancient DNA.

    The analysis found that some of the sampled individuals possessed European farmer ancestry around 7,000 years ago. Europeans contributed some genes to the region – but no more than 20% per individual.

    This is a modest genetic influence compared to ancient western Maghreb populations where, at some sites, European farmer ancestry can reach as high as 80%.

    Our findings suggest that food-producing economies were introduced to the eastern Maghreb not by a large-scale replacement of the population (as seen in Europe) but more gradually. Change happened through sporadic migrations, mixing of cultures, and the spread of knowledge.

    Across sea and land

    One of the most intriguing discoveries was the genetic trace of European hunter-gatherers found in one individual from Djebba, Tunisia, dating to around 8,000 years ago. This suggests that early European and north African populations could interact via seafaring routes across the Strait of Sicily.

    Researchers have long known that cultural exchange took place across the Mediterranean. We see this from the spread of technologies such as the so-called pressure technique – a method of shaping stone tools by carefully applying force with a pointed implement rather than striking the stone directly.

    The discovery in Tunisia of obsidian (volcano glass) from Pantelleria, a small island in the Strait of Sicily, strengthens the link between the Mediterranean’s northern and southern shores.

    Prehistoric wooden artefacts are seldom preserved over time. This may explain the absence of boat remains from this period in North Africa. However, dugout canoes from similar periods found in central Italy (Bracciano Lake) suggest that seafaring skills were well established around the Mediterranean. While there is no direct evidence linking these specific canoes to connections between Europe and North Africa, they support the idea that navigation was within the technological capabilities of the time.

    Our study is the first time the connections suggested by this existing evidence have been substantiated genetically.

    Another exciting aspect of our study is the identification of early Levantine (modern southwest Asia)-related ancestry in the eastern Maghreb. This was detected in human remains dated to around 6,800 years ago. It’s a genetic signature that postdates the arrival of European farmer ancestry by several centuries. It likely reflects the movement of people associated with early pastoralism, who introduced domesticated animals, such as sheep and goats, to the region.

    Backing up archaeological evidence

    It is especially rewarding to see the genetic evidence aligning with the archaeological record. This underscores the value of multidisciplinary research in uncovering past human dynamics.

    What emerges overall is a region of strong genetic and cultural resilience, consistent with archaeological evidence.

  • MIL-OSI Submissions: Dinosaur tracks, made 140 million years ago, have been found for the first time in South Africa’s Western Cape

    Dinosaurs have captured people’s imagination ever since their bones and teeth were first scientifically described in 1822 by geologist and palaeontologist Gideon Mantell in England.

    Dinosaur bones have taught us a great deal about these animals from the “age of dinosaurs”, the Mesozoic Era, which stretched from approximately 252 million years ago to 65 million years ago. However, there’s something especially appealing about a different kind of dinosaur fossil: their tracks, which show researchers what the animals were doing while they were alive.

    Ichnology is the study of tracks and traces and, since 2008, the Cape South Coast Ichnology Project has documented more than 370 vertebrate tracksites on South Africa’s southern coast. These sites are from the Pleistocene Epoch, which stretched from approximately 2.6 million years ago to 11,700 years ago, much more recent than the Mesozoic.

    We knew that this coastline contained Mesozoic sedimentary rocks, some of which include non-marine sediments that could potentially preserve dinosaur tracks. We are both familiar with dinosaur tracks from our research in Canada, so we decided to investigate the possibility of tracks in South Africa’s Western Cape.

    We found some – and, once we knew what to look for, it was evident that the tracks were not rare. In a new paper published in the journal Ichnos, we describe our findings in detail, presenting evidence of tracks of sauropods (enormous plant-eating dinosaurs) and possibly ornithopods (another group of large herbivorous dinosaurs).

    The tracks were found in a rugged, remote, breathtakingly spectacular coastal setting. They were made by dinosaurs in a variety of estuarine settings. Some were walking on sandy, inter-tidal channel bars. Others walked on the bottom of tidal channels, their feet sinking down into soft mud forming the bed of the channel. Other vague “squishy” structures were formed by dinosaurs wading, or even wallowing in the muddy fill of abandoned channels.

    These tracks are around 140 million years old, from the very beginning of the Cretaceous period when the African and South American tectonic plates were starting to pull apart. Southern Africa has an extensive record of Mesozoic vertebrate fossils, but that record ends at around 180 million years ago in the Early Jurassic with the eruption of voluminous lava flows. To the best of our knowledge, all the southern African dinosaur tracks known until now are from the Triassic and Jurassic periods, so they pre-date these eruptions.

    That means these tracks are not only the first from the Western Cape. They also appear to be the youngest – that is, the most recent – thus far reported from southern Africa.

    Knowing where to look

    After deciding to hunt for potential dinosaur tracks, we visited a few likely sites on the Cape south coast in 2022, choosing areas with non-marine deposits of the appropriate age, mostly in the eastern coastal portion of the Western Cape. We found a few promising spots on that visit and, in 2023, undertook a dedicated examination.

    Large horizontal bedding surface exposures in this area are very rare. We knew that, if we were to find dinosaur tracks, they would be evident mostly in profile in vertical cliff exposures.

    In the public imagination a dinosaur trackway extends across a level surface and toe impressions are visible. Some may also know that the infill of dinosaur tracks can occur on what are today the ceilings of overhangs or cave roofs. However, there are also distinctive features that allow tracks to be identified in profile. That’s because the animals’ footfalls deformed underlying layers in a distinctive manner.

    The problem is that other mechanisms, such as earthquakes, are capable of generating broadly similar deformation structures.

    The deposits we were examining had probably also been affected by seismic activity. The challenge was for us to differentiate between the two types of deformation.

    The Early Cretaceous rocks that we examined had been studied and reported on decades ago, and the deformation structures had been attributed to origins such as earthquakes rather than living organisms. Since then, however, scientists have developed a better appreciation of what dinosaur tracks look like in profile.

    After careful examination, our conclusion was straightforward: both dinosaur-generated and earthquake-generated types of deformation were present in the Cretaceous rocks.

    Further evidence that we were looking at dinosaur tracks comes from the region’s bone fossil record. Cretaceous bone material has been reported from the region, mostly in the Kirkwood area in the Eastern Cape province. Two dinosaur bones have also been reported from the Knysna area in the Western Cape. One of these, a theropod tooth, was found – and correctly identified – by a 13-year-old boy.

    Clearly, dinosaurs were present in the Western Cape area. That means our discovery of ichnological evidence of their presence is not entirely surprising, but it is still extremely exciting.

    Our team plans to keep exploring deposits of suitable age in the region for evidence of more dinosaur tracks. We also hope that our discovery will inspire a new generation of dinosaur trackers to continue the quest and keep exploring.

  • MIL-OSI Submissions: The first fossil thrips in Africa: this tiny insect pest met its end in a volcanic lake 90 million years ago

    Thrips are tiny insects – their sizes range between 0.5mm and 15mm in length and many are shorter than 5mm. But the damage they cause to crops is anything but small. A 2021 research paper found that in Indonesia “the damage to red chilli plants caused by thrips infestation ranges now from 20% to 80%”. In India, various thrips infestations in the late 2010s and early 2020s “damaged 40%-85% of chilli pepper crops in Karnataka, Andhra Pradesh and Telangana”.

    In Africa, a number of thrips species feed on sugarcane and have been known to damage nearly 30% of the crop in a single hectare of a farm. High rates of destruction have been recorded in Tanzania and Uganda on onion and tomato crops.

    Now it’s emerged that thrips are hardly new to the African continent and the southern hemisphere more broadly. South Africa’s first and only Black palaeoentomologist, Sandiso Mnguni, who studies fossil insects, recently described a fossil thrips from Orapa Diamond Mine in Botswana that’s more than 90 million years old. He discussed his unique fossil find with The Conversation Africa.

    What are thrips and how do they cause damage?

    Thrips, also known as thunderflies, thunderbugs or thunderblights, are small, slender and fragile insects. They can be identified by their typically narrow, strap-like, fringed and feathery wings. Over time, they have also evolved distinctive asymmetrical rasping-sucking mouthparts consisting of a labrum, labium, maxillary stylets and left mandible. Most species use these to feed primarily on fungi. Some feed on plants and eat the tender parts of certain crops like sugarcane, tomatoes, pepper, onions, avocado, legumes and citrus fruits, focusing on the buds, flowers and young leaves.

    This, along with their habit of accidentally distributing fungal spores while feeding or hunting, makes them destructive crop pests. They tend to feed as a group in large numbers, causing distinctive silver or bronze scarring on the surfaces of stems or leaves.

    However, not all thrips are harmful. A small fraction of the 6,500 species that have already been described so far are pollinators of flowering plants; and a handful are predators or natural enemies of moths and other smaller animals such as mites.

    Tell us about the fossil thrips you’ve discovered

    This is the first time that a fossil thrips has been recorded anywhere in Africa – or the entire southern hemisphere.

    The Orapa Diamond Mine in Botswana is one of the most important fossil deposits on the continent. It’s about 90 million years old, dating back to the Cretaceous period.

    The deposit is situated 960 metres above sea level in the Kalahari Desert, about 250km due west of Francistown in Botswana, and 824km away from Johannesburg in South Africa. It was first discovered in 1967 and started producing carat diamonds in 1971.

    Roughly 90 million years go, steam and gas caused a double eruption of diamondiferous kimberlites. These are vertical, deep-source volcanic pipes that form when magma rapidly rises from the Earth’s mantle, carrying diamonds and other minerals up to the surface. They create a distinctive rock formation that gets studied by geologists. This explosive volcanic eruption formed a deep crater lake at the centre of the mine.

    Mining excavations during the 1980s and earlier uncovered and exposed fine-grained sedimentary rocks containing well preserved fossil plants and insects. These have already been studied by many researchers in the past. At the time, geology and palaeontology researchers from what was then the Bernard Price Institute, which has since been renamed the Evolutionary Studies Institute, at the University of the Witwatersrand in Johannesburg, were invited to collect the fossil material.

    Although some of the material has been studied in the past, the fossil thrips hadn’t yet been put under the microscope. And that’s just what we did. By using its body characteristics and comparing it to living thrips, we can say for sure that it’s a thrips. But we didn’t give it a formal scientific name because it doesn’t have enough characteristics to classify it at the species level and describe it either as a new species or one that still exists today.

    We think that the thrips either flew into the palaeolake that was formed by the volcanic eruption or was transported there through grass from a bird’s nest.

    Why is this useful to know?

    This discovery sheds light on the biodiversity and biogeography of thrips and many other groups of insects during a time when we know flowering plants that heavily relied on insect pollination were rapidly diversifying. This plant-insect reciprocal interaction goes back to the Devonian period, a time when there was a large super-continent called Gondwana. That’s when the first land plants evolved and dominated the Earth, and inadvertently led to many groups of insects, including thrips, diversifying to keep up with drastic changes in their preferred plant diets and habitats due to the dramatic environmental and climatic changes.

    The fossil find also contributes to a more accurate documentation of life on Earth during the Cretaceous and helps scientists in reconstructing the past environment and climate in Botswana.

    Hopefully there are more fossil insects waiting to be discovered in Botswana and elsewhere in Africa, to keep improving our picture of this long-ago world, and preserve the heritage of our continent.

  • MIL-OSI Submissions: Funding terror: how west Africa’s deadly jihadists get the money they need to survive

    The west Africa–Sahel region has seen a proliferation of militant Islamist groups since the 1990s.

    One of the most vicious groups operating in the region is Jama’at Nusrat al-Islam wal-Muslimin (Support Group for Islam and Muslims). The militant group emerged in 2017 in Algeria and Mali, and has targeted civilian populations.

    The UN listed the group as an al-Qaeda affiliate in 2018. Al-Qaeda is an Islamist organisation founded by Osama bin Laden in the 1980s.

    The 2024 global terrorism index listed Jama’at Nusrat al-Islam wal-Muslimin as one of the world’s most dangerous terrorist organisations. Its influence has expanded in most parts of the Sahel. The group emerged to strengthen the jihadist insurgency under al-Qaeda. It combines violence with diplomacy to expand its influence and challenge state authorities.

    Despite growing pressure from counter militancy campaigns spearheaded by local, regional and international militaries, Jama’at Nusrat al-Islam wal-Muslimin continues to survive and adapt by regrouping and reorganising. This was demonstrated in its latest operation in Burkina Faso in 2024. The group exerted significant control by closing schools, setting up taxation checkpoints and abducting locals.

    Its engagement in illicit economies has been key to the group’s successful expansion. This revenue is used to carry out devastating attacks.

    We research jihadi-based insurgencies, and have found that this is a common tactic among terrorist groups in the west Africa-Sahel axis, including Boko Haram militants.

    From our research, we find that Jama’at Nusrat al-Islam wal-Muslimin funds its activities by relying on

    • artisanal mining

    • kidnapping

    • livestock theft

    • money laundering.

    Dismantling the group’s illicit economies and blocking its financial flows are key to countering its activities.

    Financial resources

    The group needs money for fighting, and to sustain political and social influence in its areas of operation.

    Artisanal gold mining has proven to be a major factor in its expansion and resilience. In areas where the group exerts influence, illicit gold mining generates over US$30 billion annually. According to a report by Swissaid, a development group based in Switzerland, the main destinations for this gold are the United Arab Emirates, Turkey and Switzerland.

    The jihadists gain access to gold by controlling mining sites and transport routes to and from mines. They sometimes allow trusted allies, who include local armed groups, bandits and other criminal networks, to mine in exchange for a payout. The extent of gold mining funds is not exactly known, but the artisanal sites in areas controlled by the group have the capacity to produce 725 kilograms of gold per year, valued at US$34 million.

    Another source of income – and political influence – is kidnapping for ransom. Kidnap victims include cattle owners, businessmen, state officials and foreigners. The group received a ₤30 million ransom in 2020 to release one French and two Italian hostages. Between 2017 and 2023, the group and its affiliated units were responsible for 845 out of approximately 1,100 recorded kidnappings in Mali, Burkina Faso and Niger. Burkina Faso and Mali remain the epicentre of the group’s violent activities. In the first quarter of 2023, over 180 cases of kidnapping were recorded in these countries’ war-torn areas.

    Livestock theft has also been a critical source of funds. The practice of livestock theft as economic warfare and a means to generate funds has led to livestock being forcibly taken from herders who fail to pay zakat (a religious fee among Muslims) or subscribe to the group’s ideology. The stolen livestock are sold in Mali, Mauritania or Senegal. The ability to monetise stolen livestock makes their theft a cornerstone of the Sahelian war economy and a source of cash for weapons and vehicles.

    Money laundering is another illicit economy central to the militant group’s financing. It lends money to merchants, invests with banks and funds small shops with the aim of getting profits. This helps ensure a constant flow of money and provisions to support the group’s terrorist acts. It has attached much importance to this illicit economy, to the extent of assassinating those who interfere with its investments.

    Way out

    To cut down Jama’at Nusrat al-Islam wal-Muslimin’s financial base – and thereby weaken its capacity for militancy – counterinsurgency efforts need to take the following actions.

    • Government security actors should collaborate with local self-defence militias to regulate artisanal mining and thwart kidnappings.

    • Financial intelligence units need to identify merchants who receive money from the militant group to block the flow of illicit funds.

    • Specialised courts that deal with money laundering and terrorism financing cases should be established and made operational in Burkina Faso and Mali, the epicentres of the group’s activities.

    • Burkina Faso and Mali should increase security around civilians to minimise civilian casualties from terror operations.

    Since finance is the basis of the militant group’s strength, regional security co-operation should be strengthened. This would help with systematically tracking illicit flows and stopping them.

    A typical student wants a university degree as a ticket to a salary. For this young person, education is a journey towards “having”. And the way to complete the journey is mainly to remember, repeat or reproduce what the teacher says and does.

    This having-orientation is understandable given the often precarious realities of life, particularly in the global south, including South Africa, where I am based as a university lecturer. It is understandable, yet it fosters apathy in the classroom, for the monetary aims of students are not typically aligned with the aims of learning.

    In response to this situation, for a decade Rhodes University’s Allan Gray Centre for Leadership Ethics has been developing a course called IiNtetho zoBomi, which translates from isiXhosa, one of South Africa’s languages, as “conversations about life”.

    IiNtetho zoBomi is a year-long course offered to all students at the university. Over 2,000 have completed it since its inception. It aims to bridge the gap between character education and vocational education. The course shows students how interrelated reading, writing, thinking and being are.

    It’s an opportunity for students to think about what matters to them and how to live accordingly. We hope they learn to have a say in how their lives will go. We want them to understand how education will equip them for life – not just work – and promote self-mastery. Ideally, students will realise along the way that self-mastery comes from learning with others in communities of inquiry.

    With my colleagues at the centre, I wrote about the course in a recent paper, explaining the thinking behind it and how it works. From initial reticence and outright suspicion, the course is starting to receive broad institutional support from academics and management. The idea has been mooted that it should become become a common course for all first-year students.

    The course has also received an endorsement from educational sociologist Kathy Luckett and feminist philosopher Ann Cahill. In their review of the course they commented that it had developed “a unique and powerful form of pedagogy that is clearly speaking to students’ interests and existential needs, and effectively providing students with capacities that allow them to author their own thoughts and lives”.

    Inquisitiveness versus apathy

    If a salary is the overriding motive for pursuing higher education, it helps to explain why so many students seem to lack inquisitiveness to seek knowledge, and hence are not in the correct frame of mind required for deep learning and the human growth that comes with the learning mindset.

    This lack of inquisitiveness is also encouraged by the fact that the global university has primarily become a market service provider. The market wants and needs professionals, and universities provide them. This may not be a problem, unless the professional aspect of human life is separated, as it often is, from the central goal of education: to form well-adjusted, autonomous human beings.

    This severance between learning for work and learning for life leaves human growth to chance. It fosters the passive absorption of whatever happens to be in the air of the times, instead of the formation of a capacity for critical thinking necessary for autonomy.

    Contemporary universities presume that if one looks after people’s career concerns, life will look after itself, which is a grave mistake.

    Conversations about life

    The course includes student-led lectures, peer dialogues and weekly service learning at local no-fee paying public primary schools. The students also keep journals in which they reflect on their lives in relation to the course’s material.

    We introduce students to ideas such as the existential psychologist Erich Fromm’s distinction between “being” and “having” orientations to education. In other words, a good education helps you to be a certain way, not just to have certain things.

    Students also learn that “to take freedom for granted is to extinguish the possibility of attaining it”, as expressed in the documentary Creating Freedom: The Lottery of Birth. This is the idea that people are shaped by circumstances, and understanding how these circumstances shape them is a first step in attaining real freedom. We show this documentary to our students in addition to other movies and documentaries about the weekly topics discussed in class.

    We encourage students to develop an inner dialogue and understand that they passively absorb much of what their thinking draws on. We challenge students to consider what they see, or fail to see, and how they see it. We invite students to reflect on how external forces like peer pressure and ideology act on them, as do internal forces like the confirmation bias (which motivates us to favour information that confirms what we already believe and to ignore information that doesn’t).

    The following idea frames the content of the course: barriers to acting ethically, indeed to autonomy, are produced by psychological, social and political forces.

    Then there is the service-learning aspect of Iintetho zoBomi.

    This is about the students getting involved in communities and learning through one-on-one interactions with children at no-fee primary schools, helping them with English literacy and life orientation-related schoolwork. Our students learn by teaching learners material that’s related to IiNtetho zoBomi. Service learning helps bring ideas and experiences together.

    Responses

    We are seeing encouraging results in the form of hundreds of unsolicited comments relating to how the course has transformed the lives of our students.

    Most of these comments come from student reflective journals. Lecturers read the journals as the main form of assessment of IiNtetho zoBomi. Some students even wrote articles in local media about what they had learned. In one of the articles, student Tanatswa Chivhere concludes that:

    Most of us who have done the course can testify to how it made us more aware of how our thoughts and actions impact the world as a whole. IiNtetho zoBomi has changed the way in which I view my place in the world and how to use that place to better not only my life, but those of others around me.

    The spread of conditional cash transfer programmes in low- and middle-income countries has been described as perhaps the most remarkable innovation of recent decades in welfare programmes. These programmes provide regular cash transfers to poor families contingent on specific behaviours. These include school enrolment and regular attendance.

    The programmes started in the late 1990s in Mexico and quickly became the public policy of choice to fight poverty and low enrolment. Today, more than 60 countries operate education conditional cash transfer programmes, often at a national scale.

    There is plenty of evidence showing that conditional cash transfers boost enrolment. But evidence on their impacts on children’s learning is mixed. Explanations for the lack of learning gains relate to the short-term nature of the evaluations, which may not provide enough time for the learning effects to materialise.

    In recent research, conducted in Morocco, we show that conditional cash transfers can constrain learning when no accompanying measures are taken by governments to account for increased enrolment. We found that the introduction of a programme can deteriorate school quality and thus constrain learning for children who enrol in school.

    Conditional cash transfers in Morocco

    We looked at a programme implemented at scale in Morocco. Known as Tayssir, it began operating in 2008 and quickly became the flagship education policy of a government strongly committed to reducing school dropout rates.

    Earlier research showed that the pilot version of Tayssir had substantial positive effects on enrolment, but not on learning.

    Following this evaluation, Tayssir was quickly scaled-up to reach annually up to 800,000 children in 434 municipalities. Because the allocation of transfers remained remarkably stable over time, the scaled-up version of Tayssir offers an ideal setup to study how conditional cash transfer programmes affect learning, with enough time for the effects to materialise.

    Tayssir targeted all municipalities with a poverty rate above 30% and all households with children aged 6-15 within these municipalities.

    To study the impacts of the programme, we used data from the information system of Morocco’s ministry of education.

    In the first part of our analysis, we assessed Tayssir’s effects on dropout rates and checked for possible differences with the research done in 2015 on the pilot version of the scheme.

    We confirmed that the grade-specific dropout rate decreased by 1.3 percentage points on average (41% of the sample mean). This is equivalent to an increase in enrolment of about 9 percentage points by the end of grade 6.

    We found a greater decrease for girls: 1.8 percentage points, or 50% of the sample mean.

    Remarkably, these estimates were in line with those on the pilot, despite the nationwide expansion of the programme and the ten-fold increase in the number of beneficiaries.

    The impact on quality

    The reduction of the dropout rates induced by Tayssir may have affected both class size and class composition by retaining lower-ability students. This could potentially lead to negative effects on learning outcomes through peer effects and less effective teaching practices.

    Our estimates show that class size in targeted areas increased by 3.6 students by the end of primary school, equivalent to 12% of the sample mean.

    Figure 1 shows that these effects are stronger in higher grades. This suggests that the reduction in dropout rates accumulated over time and progressively overburdened school resources. Large effects in grade 1 likely reflect the fact that children in targeted municipalities started school earlier – possibly to benefit from the transfers – and repeated grade 1 more often.

    Larger class sizes and increased differences in class composition had negative impacts on children’s test scores.

    In the final part of our analysis, we looked at the effects on test scores at the end of primary school exam. We found that Tayssir had negative effects on test scores. We estimated that the programme reduced test scores by 0.12 standard deviation for the full sample.

    What needs to be done

    Our insights should not be interpreted as evidence that policymakers should not pursue conditional cash transfer programmes. Such programmes, including the one we study, have proven particularly effective at increasing access to education, which is a crucial first step to enhance learning.

    These programmes also have many other benefits. These include delayed marriage and childbearing for adolescent girls.

    However, our results, together with evidence showing alarmingly low literacy and numeracy levels among students in low- and middle-income countries, indicate that the attendance gains from the programmes alone are unlikely to equip students with the foundational skills they need to thrive.

    In fact, our results show that conditional cash transfer programmes can have adverse effects on learning when schools lack the necessary resources to accommodate the influx of new students. Such insights may be particularly relevant for other interventions aiming to increase school attendance without complementary investments in school capacity.

    Recent decades have seen a surge in evaluations focusing on the learning effects of education interventions in low- and middle-income countries. Although there is no silver bullet to raise learning, some “great buys” emerged from the 2023 report of the Global Education Evidence Advisory Panel:

    • providing information on the benefits, costs and quality of education;

    • supporting teachers with structured pedagogy;

    • pedagogical interventions that tailor teaching to student learning.

    In Morocco, where our study takes place, other scholars have demonstrated that an intervention combining two of these three “great buys” – targeted instruction based on learning level and structured pedagogy – yields large gains in learning.

  • MIL-OSI Submissions: For Jane Austen and her heroines, walking was more than a pastime – it was a form of resistance

    In Pride and Prejudice (1813), when heroine Elizabeth Bennet arrives at Netherfield Park with “her petticoat six inches deep in mud”, she walks not only through the fields of Hertfordshire, but into one of literature’s most memorable images of women’s independence.

    Her decision to walk alone, “above her ankles in dirt”, is met with horror. “What could she mean by it?” sneers Miss Bingley. “It seems to me to show an abominable sort of conceited independence.” And yet, in that walk – unaccompanied, unfashionable, unbothered – Elizabeth reveals more about her spirit and autonomy than any parlour conversation could.

    For Austen’s heroines, independence – however “abominable” – often begins on foot. Elizabeth may be the most iconic of Austen’s pedestrians, but she is far from alone. Across Austen’s novels, women are constantly in motion: walking through country lanes, walled gardens, shrubberies, city streets and seaside resorts.

    These are not idle excursions. They are socially legible acts, shaped by class, decorum, and gender – yet often quietly resistant to them.


    This article is part of a series commemorating the 250th anniversary of Jane Austen’s birth. Despite having published only six books, she is one of the best-known authors in history. These articles explore the legacy and life of this incredible writer.


    Fanny Price, the often underestimated heroine of Mansfield Park (1814), is typically seen as timid and passive. Yet beneath her reserved exterior lies a quiet but determined spirit.

    “She takes her own independent walk whenever she can”, remarks Mrs Norris disapprovingly. “She certainly has a little spirit of secrecy, and independence, and nonsense about her.” Austen’s choice of “nonsense” here is revealing: Fanny’s desire for solitude and self-direction is not revolutionary, but it is gently subversive. In a world offering women little room for self-assertion, her steps become acts of resistance.

    When Jane Fairfax, constrained by class and circumstance in Emma (1815), declines a carriage ride, she asserts: “I would rather walk … quick walking will refresh me.” It’s a seemingly modest decision, but one layered with significance. To walk is to control your own movement, to maintain autonomy and resist the genteel suffocation of being constantly observed or helped.

    In Persuasion (1817), Anne Elliot’s story shows walking as a path to renewal. Reserved and long burdened by regret, Anne finds restoration in the coastal air of Lyme Regis. As she walks along the Cobb, Austen notes that “she was looking remarkably well … having the bloom and freshness of youth restored by the fine wind … and by the animation of eye which it had also produced”.

    Her emotional reawakening is framed as a physical one. Walking becomes not only therapeutic but transformative – a way back to herself.

    Not all of Austen’s walks are reflective or restorative. Some are decidedly social. Lydia and Kitty Bennet’s frequent walks to Meryton in Pride and Prejudice, for example, are driven as much by shopping as by the hope of romantic encounters.

    Austen notes the “most convenient distance” of the village, where “their eyes were immediately wandering up in the street in quest of the officers”. These girls were more interested in uniforms than in bonnets.

    Yet even this behaviour hints at something subtler. For young, unmarried women, shopping and social errands were among the few socially sanctioned reasons to move independently through public space. These excursions offered moments of visibility, mobility, and the possibility of courtship – however frivolously pursued.

    Catherine Morland of Northanger Abbey (1817), a devoted reader of gothic fiction, fuses her walks with imagination. As she strolls along the Avon River with the Tilneys, she muses: “It always puts me in mind of the country that Emily and her father travelled through in The Mysteries of Udolpho.” Walking becomes an act of imaginative projection, where the boundaries between fiction and reality blur in the mind of a heroine learning to navigate both the world and herself.

    Austen’s fiction draws much of its vitality from her own experiences. She was, by her own admission, a “desperate walker”, rarely deterred by weather, terrain or propriety.

    Her letters, written from Bath, Steventon, Chawton and elsewhere, capture the physicality and pleasure of walking in vivid, often playful detail. These glimpses into her daily life reveal not only her attachment to movement but also the quiet autonomy it afforded her.

    In 1805, Austen writes from Bath: “Yesterday was a busy day with me, or at least with my feet & my stockings; I was walking almost all day long.” Several years later, in 1813, she reports with unmistakable relief: “I walked to Alton, & dirt excepted, found it delightful … before I set out we were visited by several callers, all of whom my mother was glad to see, & I very glad to escape.”

    Perhaps most revealing is an earlier letter from December 1798, in which Austen describes a rare solitary excursion: “I enjoyed the hard black frosts of last week very much, & one day while they lasted walked to Deane by myself. I do not know that I ever did such a thing in my life before.” The comment registers the novelty and boldness of a woman walking alone.

    In an age where walking is once again praised for its physical and mental benefits, Austen’s fiction reminds us that these virtues are not new. Her characters have been walking for centuries – through mud, across class boundaries and against expectation.

    They walk in pursuit of clarity, connection, escape and self-hood. Their steps – measured or impulsive, solitary or social – mark turning points in their lives. And in a world designed to keep them stationary, their walking remains a radical act.

  • MIL-OSI Submissions: Who owns digital data about you? South African legal scholar weighs up property and privacy rights

    In the digital economy, data is more than just information – it is an asset with immense economic and strategic value. Yet, despite its significance, a fundamental legal question remains unresolved: Can data be owned? While privacy laws worldwide focus on protecting individuals’ rights over their personal data, they often sidestep the issue of ownership. This has led to legal uncertainty, particularly in South Africa, where the Protection of Personal Information Act (Popia) grants data subjects various rights over their personal information but does not explicitly address ownership.

    This gap in legal clarity raises pressing questions: If personal data – such as private health information – exists within a vast and ever-growing digital landscape, can it be owned? And if so, who holds the rightful claim?

    Legal academic Donrich Thaldar, whose research focuses on data governance, explores these questions in a recent academic article. He unpacks his findings for The Conversation Africa.

    Why does it matter who owns data?

    In today’s digital economy, data is the most valuable asset – it’s often referred to as “the new oil”. Whether in commerce, research, or social interactions, the ability to generate, use and trade with data is central to economic competitiveness.

    If data ownership is not clearly established, it could stifle innovation and investment. Companies require legal certainty to operate effectively in a knowledge-driven economy.

    Countries have taken different legal approaches to tackling the question of who owns data. China, for instance, formally recognises the proprietary rights of data generators, meaning that businesses and individuals who generate data have legally defined rights over its use and commercialisation. This provides legal support for the country’s digital industries.

    What does South African law say?

    In the past, the South African Information Regulator has taken the position that personal information is automatically owned by the data subject – the person to whom the data relates – rather than by the entity generating the data. In this view, the rights created by Popia imply that data subjects themselves are the owners of their personal data, and nobody else.

    I suggest that this stance is legally flawed, as it conflates two different branches of the law: privacy law and property law. Moreover, it could severely disrupt the digital economy. The digital economy depends on data as a tradeable asset – it must be capable of being sold, licensed and commercialised like any other economic object. If ownership must always be with data subjects, businesses face uncertainty in using and monetising data. Uncertainty stifles innovation, discourages investment, and undermines South Africa’s digital competitiveness.

    You applied property law to the question of data ownership. Why?

    Ownership is a concept in property law, not privacy law. Therefore, to answer the data ownership question, we need to look for answers in property law.

    Property law governs the relationship between subjects (legal persons) and objects (things external to the body, whether physical or not). Ownership is about the rights that a subject has over an object. For an object to be capable of being owned, it must be valuable, useful, and – importantly – capable of human control. A bottle of water meets these criteria, but the vast oceans do not, as they are not within human control.

    Personal data in the abstract is like the water in the ocean – vast, uncontained, and beyond individual control. However, a digital instance of personal data, such as a computer file, is more like a bottled version of that water – defined and subject to human control. Just like digital money and other valuable digital assets, a specific instance of personal data meets all the requirements under South African common law for private ownership. Thus, in this sense personal data can be owned.

    Is the data owner not the data subject?

    At first glance this might seem so, but no, not necessarily. The reason that it might seem so, is because some of the privacy rights created by Popia resemble ownership rights. For example, an owner’s agreement is required before someone else can use the owned object (e.g., loan for use and rent). Similarly, a data subject’s consent is in most cases required before personal data can be processed. Furthermore, the owner of a thing has the right to destroy it; similarly, a data subject typically has the right to have personal data deleted.

    Do these privacy rights mean that data subjects actually own their personal data? I suggest not. Wearing a feather in one’s hat does not make one a bird. In the same way, privacy rights that resemble ownership rights do not mean that they constitute ownership. Ownership is acquired by following the rules of property law.

    So who owns the data?

    Because a newly created personal data instance has no antecedent legal object – in other words, it is not created out of another legal object – it initially belongs to no one. It is res nullius. Ownership of res nullius is acquired through appropriation, which requires two elements: control and the intention to own.

    This means that the entity generating the data, such as a company or university collecting and recording it, is best positioned to acquire ownership. Since it already has control over the data, the only remaining requirement is simply the intention to be the owner.

    If an entity like a university generates data and intends to own it, then – provided it is in control of that data – it will legally become the owner. This in principle allows the entity to use, license and trade the data as an economic asset. Indeed, it is prudent for data-generating entities, such as universities, to explicitly assert ownership over the data they produce. This not only establishes their legal rights with clarity but also serves as a safeguard against unauthorised access and misuse by malicious actors.

    Doesn’t this compromise data privacy?

    No, it should not. Ownership is always limited by other legal rules. For example, while I might own a car, I cannot drive it in any way I like – I must obey the rules of the road. Similarly, ownership of personal data is subject to strict limitations, particularly the privacy rights of data subjects under Popia.

    However, it is also important to understand that privacy rights apply only to personal data. If personal data is de-identified, meaning that it can no longer be linked to the data subjects, privacy rights cease to apply. What remains are the ownership rights in the data itself. It can be a fully tradeable asset.

    Recognising that a digital instance of personal data can be owned – and that the rightful owner is typically the data generator – does not undermine the privacy protections of Popia. Rather, it clarifies the legal landscape, ensuring that the rights of both data subjects and data generators are recognised and protected.

    Whenever school holidays loom, many parents find themselves caught in an emotional tug-of-war: on the one hand, relief at bidding farewell to homework battles, bedtime struggles, and the lamenting of lost lunchboxes; on the other, terror at the daunting prospect of a barrage of “whys” and “buts” from their relentless interrogators. To avoid logic-defying arguments and endless debates, it is often not long before they find themselves playing the ultimate parental trump card: “because I said so”.

    As a parent, I can relate. But I’m also a moral philosopher with almost two decades of teaching experience. In philosophy classes, students who question ideas – and sometimes, in doing so, challenge authority – are praised. Why isn’t the same true for children? Is a child who questions their parents “being cheeky”? Or are they flexing the mental muscles that are necessary for their intellectual growth and ability to navigate the world?

    The job of a moral philosopher is to grapple with ideas about right and wrong, good and bad, seeking to answer the ultimate question: “how ought we to live?” While we use a range of strategies to tackle these fundamental ethical questions, one of the most important tools at our disposal is critical thinking.

    Critical thinking is the ability to analyse and evaluate information and arguments in a clear, rational and objective manner. When we are confronted with information, critical thinking requires us to consider why this person is saying that. What could be their motive? Is there a different possible explanation?

    I’m not suggesting that the goal is to raise argumentative children. Rather, as philosopher, strategic thinker and author Peter Facione explains, it is to nurture inquisitive minds that can interpret, analyse, evaluate and infer from information. In other words, parents should raise their children to be curious, critical thinkers who question everything, even if this means they question us in the process.

    How can parents teach critical thinking at home? Here are my five top tips:

    1. Ask open-ended questions and encourage children to do the same.

    2. Provide children with opportunities to make decisions and solve problems rather than doing it for them.

    3. Discuss the reasoning behind rules and decisions you make for them.

    4. Encourage children to consider alternative perspectives rather than just their own.

    5. Model critical thinking by thinking aloud when approaching problems.

    Thinking about our thinking

    Critical thinking requires metacognition: thinking about our thinking.

    Reflecting on our own views gives us a chance to recognise that they too should be scrutinised and evaluated. If we choose to be vegan, for example, is it because we care about reducing harm to animals, the environment, or both; or because it’s fashionable to be vegan? Once we’ve worked out our reasons for something, we can then evaluate whether these are “good” reasons or not.

    Critical thinking also means evaluating other people’s reasons. This requires us to be open to others’ points of view – including our children’s – rather than being blinded by our own biases. At the same time, to be a critical thinker is to take seriously the fact that everyone “has an agenda” (which may not be explicit) and we should therefore not take everything at face value. We can teach our children to be critical thinkers by getting them to consider the quality of the evidence presented for a position.

    Put simply, parents and caregivers can promote critical thinking in children by encouraging them to ask questions, challenge assumptions and explore alternative perspectives. Critical thinking requires us not to passively accept everything we read, hear and see but rather to question, evaluate and make judgments.

    Here’s what that might look like in practice.

    You could respond by saying “That’s a good question. What do you think? Why do you suppose we eat vegetables?” This encourages the child to start thinking about the issue herself.

    She replies: “Because you said I have to.”

    To get her to think about whether there are reasons beyond parental authority that may be important, you might want to ask: “Is that the only reason? Let’s think about it some more. Do you know anyone else who thinks we should eat vegetables?”

    Then, to encourage her to explore alternatives, you could ask: “What do you think would happen if we never ate any vegetables? What if we only ate sweets instead?”

    It might also be useful to do some research with your child, to introduce the idea of seeking evidence and reliable information. You could suggest that the two of you look up some facts about what vegetables do for our bodies.

    Finally, you could pose the original question back to your child, giving her a chance to synthesise what she’s learnt and form her own conclusion.

    Throughout the process, you are guiding your child to question, think about, and arrive at a reasoned understanding, rather than simply accepting a statement at face value.

    Does this sound daunting? Relax – it’s not all up to you.

    Many schools incorporate critical thinking skills across their curricula. Some excellent programmes have been implemented in schools around the world. One example is Philosophy for Children (P4C), developed by educator and philosopher Matthew Lipman in the 1970s. This approach uses structured discussions about open-ended questions and can be used to develop critical thinking skills in children as young as six.

    I also like the work of Critical Thinking Consortium (TC2), a Canadian organisation which provides resources and professional development to help educators embed critical thinking in their teaching. Project Zero is another good resource. This research group at the Harvard Graduate School of Education has developed several thinking routines and frameworks, such as “visible thinking” and “artful thinking”.

    You could also advocate for your child’s school to introduce critical thinking skills into their curricula. Schools could partner with university philosophy departments to offer classes for low or no cost as a community engagement or social responsibility initiative.

    Ultimately, whether children are exposed to these skills at home or at school, the key is to create an environment where questioning, reasoning, and exploring ideas are encouraged and valued. The goal is to make critical thinking a natural part of the way we interact with our children so that it becomes a natural part of the way they interact with the world.

    Meditation has become a popular subject on self-improvement podcasts, corporate strategy days and health campaigns. But beyond the buzz, there’s a growing scientific and clinical interest in meditation as a tool to regulate attention and promote relaxation. These are increasingly recognised as central to wellbeing in a world of constant notifications, high demands and information overload.

    Mantra meditation has roots in ancient contemplative traditions across many cultures. At its simplest, a mantra is a word, phrase, or sound repeated silently or aloud to focus the mind, steady attention and support relaxation. Depending on the tradition, mantras may carry deep spiritual, linguistic or energetic significance. But in a more personal or secular practice, you might choose or create a mantra that’s meaningful only to you.

    It’s important to note that mantra meditation is distinct from focusing on breathing. While both help develop concentration and awareness, the mantra, not the breath, is the primary anchor of attention in mantra meditation. You may notice the breathing naturally while meditating, but the repetition of the mantra is what gently draws your mind back when it wanders.

    Emerging research suggests that mantra meditation may have promising benefits, from reducing stress and burnout to improving mood, focus and sleep. Focusing on a mantra to disengage from an overactive mind can be a valuable tool in today’s fast-paced world.

    Mantra meditations moments

    A simple starting point is to choose a phrase that resonates with you, something easy to remember and calming. For example: “I am … here now.” Or a word like “ease” or “peace”. Some people visualise a calming image, like a steady tree or a gentle wave, repeating it silently in their mind. The key is to return to your chosen anchor, your mantra, each time your mind drifts.

    You don’t need a special cushion, app or ritual. Below are five everyday moments when you can try this light mantra-practice:

    • On public transport: Use a few minutes of your commute to mentally repeat your mantra. The surrounding noise and movement can actually enhance the practice. When your mind wanders, which it will, gently return to your anchor.

    • While brushing your teeth: This brief, repetitive activity is already part of your day. Use the rhythm of brushing as a cue to repeat your mantra internally.

    • During your first sips of tea or coffee: Let this be a pause point. Breathe naturally. Repeat your chosen phrase. Even a few seconds of presence can shift the tone of your morning.

    Your first morning coffee could become a moment of deep calm in an otherwise hectic day.

    • Instead of scrolling: Replace one moment of habitual phone use with one minute of mantra repetition. Notice the impulse to scroll, and meet it with your mantra instead. You can scroll later if you want; the point is to notice the choice.

    • Before stepping out of the car: Pause for 30-60 seconds before entering a new environment, whether that’s work, home or a social setting. This brief ritual can be a surprisingly powerful reset when transitioning to a new destination or activity.

    Longer sessions may deepen the effects, but short, consistent moments of practice are what build tolerance and insight. Meditation doesn’t always begin with peace. More often, it starts with the uncomfortable awareness of how distracted our thoughts can become. That moment of noticing is not a failure, it’s the practice.

    For parents, especially those with young children, meditation might feel unrealistic. But mantra practice can be adapted. Children often respond well to repetitive, rhythmic exercises. Try counting fingers together, repeating a calming phrase, or simply taking three breaths. It might not look like traditional meditation, but it can still create a shared moment of calm.

    Even counting fingers with children could be a way to experience a moment of togetherness and calm.

    For those living with chronic pain, health challenges or intense life transitions, meditation can sometimes make discomfort feel more present. In such cases, stillness might initially increase distress.

    Some research confirms that meditation can have uncomfortable or adverse effects, and distraction may be necessary at times. Even so, carefully introduced mantra meditation techniques or similar practices may support people living with chronic conditions by helping shift how discomfort is experienced, if approached with care, and suitable supports are offered.

    Mantra meditation isn’t about perfect focus, or fixing all our problems. Its strength lies in offering you a portable, repeatable practice to build awareness, one moment at a time.

    So before you move on after reading, try this: take 30 seconds, close your eyes, and return to your mantra. Just for now.

  • MIL-OSI Submissions: What one university’s 30-year transformation reveals about Afrikaans and language planning in South Africa

    When South Africa became a democracy in 1994, five of the country’s universities used Afrikaans as a medium of instruction. There were also two bilingual universities teaching in Afrikaans and English.

    Stellenbosch University, about 50km from Cape Town, is the oldest historically Afrikaans university. Over the past three decades English has gradually replaced Afrikaans in the core functions of teaching and research.

    The status of Afrikaans at formerly Afrikaans or bilingual universities remains the subject of considerable debate. This has led to litigation and three judgments in South Africa’s apex court, the constitutional court.

    Afrikaans is commonly categorised as an Indo-European language, related to Dutch. It can be more accurately described as a Creole language that developed after the Dutch colonised the Cape in 1652. In 1925, standardised Afrikaans became an official language alongside English. It subsequently became associated with white Afrikaner nationalism and, from 1948, apartheid education policies. In 1976, Black students mobilised against attempts to make Afrikaans a compulsory medium of instruction in schools.

    I’m a sociologist who studies language and communication in science and higher education. In a recent article and presentation I examined the three phases in which the language shift and the decline of Afrikaans at Stellenbosch University has unfolded.

    The first phase (1994-2002) involved an attempt to defend Afrikaans institutional monolingualism. The second (2002-2015) saw a shift to institutional bilingualism. Afrikaans and English were used in undergraduate classes. The final and current phase began with the 2015-16 #FeesMustFall student protests. Pressure for the transformation of a predominantly white campus escalated. This triggered a rapid shift to English.

    In 2024, the university’s language policy is, on paper, a scaled-down version of institutional bilingualism (Afrikaans and English). However, in practice English is the main medium of instruction. Afrikaans is, increasingly, not used across all disciplines. This reflects the trend at other formerly Afrikaans or bilingual public universities.

    There is a case to be made for defending Stellenbosch University’s position as a centre of Afrikaans language and culture. But the centralised language planning apparatus it has developed over the past two decades is simply unsustainable. This case study prompts a broader reflection on languages and language planning within South African higher education.

    First, for reasons related to its global academic status and its national second-language status, English has emerged as the dominant language of teaching and research at South African universities.

    The second issue has to do with the nature of “language” at different levels of the education system. The official languages adopted in 1994 are not uniform “mother tongues” or “vehicles” moving from basic education to PhD.

    Languages are more than individual “competencies”: they are political and economic projects. They are also particularly expensive and difficult to “plan” in university teaching and research.

    First phase (1994-2002)

    In 1994, South Africa’s then-interim constitution recognised 11 official languages. It committed “the state” to “practical and positive measures to elevate the status and advance the use of these languages”.

    Afrikaans universities faced a particular dilemma. How could they retain Afrikaans as a medium of instruction and open enrolment to formerly excluded Black students? These are generally second-language English speakers who opt to study in English.

    Other historically Afrikaans institutions adopted parallel medium instruction. Stellenbosch University resisted this trend and asserted its autonomy as a monolingual institution. Postgraduate teaching and research, however, shifted to English. Afrikaans was reframed as an undergraduate teaching issue.

    The university argued that the predominantly Afrikaans-speaking Western Cape and Northern Cape provinces needed an Afrikaans-medium university.

    Two factors undermined this demographic argument. First, the university enjoys national status. This can be traced back to an elite Anglophone college system in the 19th century British Cape Colony. Second, after the 1994 transition, the university focused on internationalisation. It also established itself as a leading research-intensive institution. As a result it has increasingly attracted students and academics with little or no Afrikaans competency.

    Second phase (2002-2015)

    In the early 2000s South Africa’s higher education system was overhauled. This involved institutional mergers, which coincided with the adoption of the 2002 Language Policy for Higher Education. The policy effectively disestablished monolingual Afrikaans universities, stating:

    The notion of Afrikaans universities runs counter to the end goal of a transformed higher education system.

    Stellenbosch University adopted its first language policy and plan in 2002. Afrikaans was reframed as one of four undergraduate language options and described as “the default language of undergraduate learning and instruction”. A heated debate erupted in the Afrikaans media. In this first public – and acrimonious – taaldebat (language debate) many criticised the new “default” status of Afrikaans. That’s because, like a default setting on a computer, this option could be switched.

    The new policy introduced formal language planning as an institutional process that would involve periodic policy updates. It also presented three module “options” that represented possible routes away from institutional monolingualism.

    First, dual medium instruction involved using both English and Afrikaans in one lecture. Second, parallel medium instruction involved separate lectures in English and Afrikaans. Third was an English medium option. However, the second and third options were reserved for “exceptional circumstances”.

    Within a few years, most modules shifted to the dual medium option. The university shifted to a dual medium form of institutional bilingualism. But a tacit racial assumption underpinned this model. The language policy ignored the growing enrolment of Black students and the appointment of Black staff members who didn’t have the required bilingual proficiency.

    A new language policy, adopted in December 2014, tried to address the bilingual proficiency problem. It prioritised parallel medium instruction and “educational interpeting”. It never got off the ground.

    Third phase (2015 to date)

    Beginning in March 2015, a series of “Fallist” movements mobilised on South African campuses. A predominantly Black student movement called Open Stellenbosch was established. It aimed “to challenge the hegemony of white Afrikaans culture and the exclusion of Black students and staff”. Language policy was a key point of contention.

    The university responded by redrafting its language policy. In June 2016 it established English as the primary medium of teaching at the undergraduate level.

    This moment also marks the shift to what I term the second taaldebat. Afrikaans language activists now argued that English and Afrikaans ought to enjoy equal status. Institutional bilingualism became the new ideal framework for defending Afrikaans at Stellenbosch University.

    Language activism included litigation, which ended in a constitutional court ruling. The court upheld the 2016 language policy review process. It also noted the “hard racial edge” to the evidence produced by Stellenbosch University. It remarked that:

    Seen as a bloc, the new entrants for whom Afrikaans is an obstruction are not brown or white, but overwhelmingly Black.

    Today, Stellenbosch remains notionally committed to “multilingualism”. In practice, this means a scaled down version of institutional bilingualism. It involves very limited parallel medium instruction and some simultaneous interpreting. English is the compulsory medium in modules where no duplication occurs.

    A media storm blew up in mid-March 2025 when a researcher at South Africa’s isolated Sanae IV base in Antarctica accused one of its nine team members of becoming violent.

    The Conversation Africa asked geomorphologist David William Hedding, who has previously carried out research from the frozen continent, about the work researchers do in Antarctica, what conditions are like and why it matters.

    What do researchers focus on when they’re working in Antarctica?

    Currently, the main focus of research in the Antarctic revolves around climate change because the White Continent is a good barometer for changes in global cycles. It has a unique and fragile environment. It’s an extreme climate which makes it highly sensitive to any changes in global climate and atmospheric conditions. Importantly, the Antarctic remains relatively untouched by humans, so we are able to study processes and responses of natural systems.

    Also, the geographic location of Antarctic enables science that is less suitable elsewhere on the planet. An example of this is the work on space weather (primarily disturbances to the Earth’s magnetic field caused by solar activity). Studying space weather is significant because the magnetic field of the Earth can impact communication platforms, technology, infrastructure and even human health.

    How many countries have teams working there? Where does South Africa fit in?

    Currently, about 30 countries have research stations in the Antarctic but these bases serve a far wider community of researchers. Collaboration is a key component of research in the Antarctic because many study sites are isolated, logistics are a challenge and resources are typically limited.

    The South African base in Antarctica, named SANAE IV usually has between 10 and 12 researchers and base personnel. This research station is situated on a nunatak (a mountain piercing through the ice) in Western Dronning Maud Land. It is an extremely remote location approximately 220km inland from the ice-shelf.

    The researchers and base personnel remain in Antarctica for approximately 15 months working through the cold and dark winter months.

    What have been some of the biggest ‘finds’?

    The biggest research finding from the Antarctic was the discovery of the ozone hole in 1985 by scientists from the British Antarctic Survey. This discovery led to the creation and implementation of the Montreal Protocol, a treaty to phase out chlorofluorocarbons (synthetic chemical compounds composed of chlorine, fluorine, and carbon) which destroy ozone. This was a major breakthrough in terms of slowly healing the ozone layer.

    The second most significant piece of research to come from the Antarctic has been the use of ice cores to reconstruct past climates. Ice cores preserve air bubbles which provide a wealth of information about the conditions of the atmosphere over time. Importantly, ice cores provide an uninterrupted and detailed window into the past 1.2 million years. This is important because only by understanding past climates and the earth’s responses to those changes are we able to predict future responses. This is significant because of the imminent threats resulting from anthropogenic (human-induced) climate change.

    What conditions do scientists work under?

    Conducting research in the Antarctic is extremely difficult for three primary reasons: remoteness, the cold and daylight.

    The remoteness of many study sites makes it difficult to reach. Distances are vast from the limited number of bases in the Antarctic. Thus, logistics for science in the Antarctic is a major challenge and requires collaboration and planning. For example, the geologists from the University of Johannesburg, who work from the SANAE IV base in Antarctica, often spend weeks in the field collecting samples. They travel significant distances via snow mobile and remain self-sufficient while conducting science in tough conditions.

    These tough conditions relate specifically to the cold. Most science only occurs in the austral summer months when temperatures become marginally bearable. Also, the summer season only provides a short window in which to operate because access to Antarctic by sea is limited by extent and thickness of the sea ice.

    Lastly, during summer there is 24 hours of daylight which lengthens the working day but these conditions are also short-lived.

    Why it is important to do scientific work in the area?

    The Antarctic is intricately linked to global systems and plays a major role in influencing these systems.

    For example, climate change will cause significant melting of land-based ice in Antarctica which when added to the oceans will cause sea-level rise and disruptions to global oceanic currents. Therefore, it is critical that we obtain a better understanding of how responses of terrestrial systems, such as the Antarctic, will impact oceanic systems because ultimately changes in ocean currents will impact the oceanic food web.

    In the context of climate change, sea-level rise is a major concern as it will have global impacts for society, so it is critical that the impacts are investigated to enable society to build resilience and adapt.

  • MIL-OSI Submissions: How huge migrating animal puppets captivate in ways that climate news can’t

    A herd of puppet animals is migrating north from Africa. This 12,000 mile journey represents wildlife’s response to the climate crisis as species are forced to move north due to rising temperatures. As The Herds travels through the UK en route to the Arctic, the organisers hope this artistic project will help spectators along the route understand what is happening to the environment.

    Events like this are “louder than traffic”, according to US-based puppeteer Peter Schumann. The giant puppets are a visual tool to capture the public’s imagination.

    Over the past 30 years working as a theatre scholar, I have observed that puppetry has become an important artform for telling stories that explore the way we respond to and interact with nature.

    Like traditional street theatre such as Punch and Judy, puppets grab the audience’s attention against the backdrop of everyday life. Now with the rise of social media, modern culture is now even more visually oriented. Puppetry is a big hit in these new digital spaces, according to some researchers.

    The Herds project was created by a theatre company called Little Walk after the success of Little Amal, a Syrian refugee puppet project about human migration and climate relocation. One of the Little Amal puppeteers told me that, ironically, it was easier for the puppets to cross borders but the human artists and puppeteers had to take major detours to carry out the Little Amal project in 17 countries.

    The Herds aims to inspire people to think about the direct consequences of the climate crisis as the animal puppets travel from Africa to the Arctic. Puppeteers animate the life-size puppets in full view of the audience. As each puppeteer focuses on moving the puppet, they transfer their energy and emotion into the puppets body.

    The Herds takes puppets on a 12,000-mile-long migration from Africa to the Arctic.

    I was trained in these techniques during the 1990s. I know that when a performer intensely focuses on a performing object, the result is mesmerising. It can enable the audience to feel empathy for another non-human being. The aim is to cut through discourses and affect people directly with images performed beyond language and local agendas.

    Puppetry is both an interdisciplinary and interactive artform that is as old as human culture. Animated figures have been employed in both the popular spaces of folk theatres and the avant garde spaces of high art. Puppet characters can tell very simple stories in slapstick shows or speak to complex issues in projects like The Herds.

    Even having researched puppetry in communities for more than three decades, the many varied uses for puppetry continue to surprise me. Beyond theatres, puppets can affect people in everyday spaces, just as The Herds does. My book, published in 2024, explores how the popular global practice of puppetry by communities and groups brings pleasure through both making and performing with puppets.

    Communicating complexity

    In 2023, I collaborated with scientists at the Centre for Enzyme Innovation at University of Portsmouth who are developing enzymes that can break down plastic waste. We found that puppets could help to communicate complex science about innovative recycling to audiences through workshops and a showcase event.     A herd of puppet animals is migrating north from Africa. This 12,000 mile journey represents wildlife’s response to the climate crisis as species are forced to move north due to rising temperatures. As The Herds travels through the UK en route to the Arctic, the organisers hope this artistic project will help spectators along the route understand what is happening to the environment.

    Events like this are “louder than traffic”, according to US-based puppeteer Peter Schumann. The giant puppets are a visual tool to capture the public’s imagination.

    Over the past 30 years working as a theatre scholar, I have observed that puppetry has become an important artform for telling stories that explore the way we respond to and interact with nature.

    Like traditional street theatre such as Punch and Judy, puppets grab the audience’s attention against the backdrop of everyday life. Now with the rise of social media, modern culture is now even more visually oriented. Puppetry is a big hit in these new digital spaces, according to some researchers.

    The Herds project was created by a theatre company called Little Walk after the success of Little Amal, a Syrian refugee puppet project about human migration and climate relocation. One of the Little Amal puppeteers told me that, ironically, it was easier for the puppets to cross borders but the human artists and puppeteers had to take major detours to carry out the Little Amal project in 17 countries.

    The Herds aims to inspire people to think about the direct consequences of the climate crisis as the animal puppets travel from Africa to the Arctic. Puppeteers animate the life-size puppets in full view of the audience. As each puppeteer focuses on moving the puppet, they transfer their energy and emotion into the puppets body.

    The Herds takes puppets on a 12,000-mile-long migration from Africa to the Arctic.

    I was trained in these techniques during the 1990s. I know that when a performer intensely focuses on a performing object, the result is mesmerising. It can enable the audience to feel empathy for another non-human being. The aim is to cut through discourses and affect people directly with images performed beyond language and local agendas.

    Puppetry is both an interdisciplinary and interactive artform that is as old as human culture. Animated figures have been employed in both the popular spaces of folk theatres and the avant garde spaces of high art. Puppet characters can tell very simple stories in slapstick shows or speak to complex issues in projects like The Herds.

    Even having researched puppetry in communities for more than three decades, the many varied uses for puppetry continue to surprise me. Beyond theatres, puppets can affect people in everyday spaces, just as The Herds does. My book, published in 2024, explores how the popular global practice of puppetry by communities and groups brings pleasure through both making and performing with puppets.

    Communicating complexity

    In 2023, I collaborated with scientists at the Centre for Enzyme Innovation at University of Portsmouth who are developing enzymes that can break down plastic waste. We found that puppets could help to communicate complex science about innovative recycling to audiences through workshops and a showcase event.     Over the past 15 years there’s been an increasing demand from within and outside the higher education sector for African countries to produce more PhD graduates. For this to happen, it’s important to know what’s holding people back from pursuing or completing their doctoral degrees. The authors of a new review article did just that, with a focus on South Africa, Kenya, Ethiopia, Uganda and Nigeria. Five themes emerged from their work: PhD candidates’ sociodemographic profiles, access to funding, the availability of resources and training, experiences with PhD supervisors, and personal coping mechanisms.

    The Conversation Africa spoke with the paper’s authors, Oluwatomilayo Omoya, Udeme Samuel Jacob, Olumide A. Odeyemi and Omowale A. Odeyemi, to learn more about their findings.

    Why is it important for African countries to produce PhD graduates?

    PhD programmes have been shown to play a crucial role in advancing research, innovation, and economic and scientific progress.

    That’s because the more research capacity a country has, the more likely it will be able to address gaps in healthcare, economic barriers and food insecurity. This point has been emphasised by, among others, the World Health Organization (WHO) and the African Union.

    Doctoral education builds academic expertise. This drives growth across multiple sectors, such as health, education and technology. It also fosters an environment where creative and practical solutions to local challenges can thrive.

    What are some of the main obstacles PhD students faced in the countries you studied?

    Our study was a scoping review. This research method allowed us to broadly survey existing studies and identify key concepts, evidence types and knowledge gaps. The review included articles from different African countries, among them South Africa, Kenya, Ethiopia, Uganda and Nigeria.

    One of the biggest hurdles we identified for PhD students is a lack of resources. Many of the continent’s universities are underfunded. They struggle to offer their staff and students adequate research facilities, libraries and even internet access.

    Another major challenge is the shortage of quality doctoral supervision. In many African universities, the number of qualified supervisors is far lower than the number of doctoral candidates. This imbalance means that some students receive little attention. Their progress may suffer as a result.

    A PhD is, by nature, a solitary pursuit. But without the proper support, students can feel disconnected from the academic community. This sense of isolation can increase dropout rates and hinder the completion of research projects.

    Supervisors are frequently overwhelmed with other responsibilities – their own research, administrative duties, or teaching large undergraduate classes. This leaves them with limited time to mentor PhD students. The students they’re tasked with supervising can end up feeling isolated.

    Personal funding is also hard to come by. Scholarships are rare and, when they are available, they don’t always cover all the student’s expenses over the course of their research. Many students must work full-time jobs to support themselves while pursuing their doctorate. This can severely affect their ability to dedicate time to their studies.

    Even in cases where funding is available, it’s often linked to short-term projects or grants that don’t allow students to finish their research without interruption. This leads to long delays in graduation rates, which creates a bottleneck effect: students remain stuck in the system for years, clogging the flow of new researchers entering academia.

    Another challenge is that African doctoral students who do succeed may leave their home countries for better opportunities abroad. The so-called “brain drain” phenomenon has a profound effect on Africa’s ability to build a strong academic community. While many African PhD students go on to do groundbreaking research in Europe, North America or Asia, their departure means their home institutions – and countries – lose valuable knowledge and experience.

    Brain drain is not just about better salaries or living conditions; it’s also about the availability of cutting-edge research opportunities. Once abroad, many students are able to access better resources and then choose to stay in environments that allow them to thrive professionally.

    What role does gender play in the likelihood of completing a PhD?

    Women pursuing PhDs face additional challenges that their male peers do not. We found that women PhD students frequently face gender biases, both socially and professionally, that make it harder to fulfil their academic goals.

    Over the past decade, the number of women enrolling in PhD training in some countries, such as Ethiopia and South Africa, has increased.

    However, women are less likely than men to complete their doctoral studies, partly because of the cultural expectations and responsibilities they bear. Female students who are married or have children must often balance managing their households and care-giving responsibilities with pursuing their studies.

    In regions where family is traditionally prioritised over career aspirations, women may feel an added layer of guilt or societal pressure, which can lessen the time they have to focus on research.

    Moreover, in areas where colonial or apartheid legacies still influence societal structures, Black women in particular report additional barriers. They say they feel overlooked or underestimated in academic spaces.

    There has been some progress. Organisations like the Consortium for Advanced Research Training in Africa (Carta) offer programmes that support women throughout their academic journeys. However, a greater, gender-responsive approach is needed to ensure that women have access to resources, mentorship and flexible support systems that address these unique challenges.

    Increasing support for women in PhD programmes isn’t just about numbers. It means institutions and the wider society must address the structural and cultural barriers that hold women back.

    Are there solutions to the issues you’ve identified?

    The challenges facing doctoral students in Africa are complex, but not impossible to overcome.

    With the right investments and a commitment to reform, universities on the continent can grow into global centres of excellence in research and development. It’s vital for societies not to lose sight of the importance of higher education. As we’ve said, and as a large body of evidence shows, strong doctoral training programmes and investing in research and innovation to address the challenges faced by the African continent are key to ensuring that the next generation of researchers and innovators can lead the way in solving some of the world’s most pressing problems.

    Governments, universities and funding organisations can collaborate by providing scholarships and research grants, creating gender equality policies, and introducing mentorship programmes or improving those that already exist.

    The ancestors of humans started making tools about 3.3 million years ago. First they made them out of stone, then they switched to bone as a raw material. Until recently, the earliest clear evidence of bone tool making was from sites in Europe, dated to 400,000 years ago. But archaeologists have now found and dated bone tools in Tanzania that are a million years older.

    The tools are made from the bones of large animals like hippos and elephants, and have been deliberately shaped to make them useful for butchering large carcasses.

    The discovery of bone implements that are the oldest ever found, by far, casts light on human evolution. It shows that our hominin ancestors were able to think about and make this technology a lot earlier than anyone realised.

    I am a scientist who co-directs a multidisciplinary research project team at the Olduvai Gorge in Tanzania, focusing on hominin evolution. Our project’s main goal has been to investigate the changes in hominin technology and behaviour that happened between 1.66 million and 1.4 million years ago.

    We’re interested in this time period because it marks a pivotal change in human technology, from the rudimentary stone knives and cores of the Oldowan culture to the more advanced crafted stone handaxes of the Acheulean culture.

    We found the Olduvai bone tools in 2018 and recently described them in the journal Nature. They show that by 1.5 million years ago, our ancestors (Homo erectus) had already developed the cognitive abilities required to transfer skills from making stone tools to making bone tools.

    This leap in human history was a game-changer because it allowed early hominins to overcome survival challenges in landscapes where suitable stone materials were scarce.

    Tools at Olduvai

    Olduvai Gorge is a Unesco World Heritage site. It became well known in 1959 through the pioneering work of palaeontologists Louis and Mary Leakey, whose discoveries of early human remains reshaped our understanding of human evolution. The site offers an unparalleled window into human history, spanning nearly 2 million years.

    Aside from fossilised bones, it has yielded the most detailed record of stone tool cultures in the world. It has documented the evolution from the simple chopping tools and stone knives of the Oldowan industry (about 2 million years ago) to the more advanced Acheulean tools (1.7 million years ago), such as handaxes, cleavers, picks and spheroids and then on – through arrowheads, points and blades (about 200,000 years ago) to the micro-blades of the Later Stone Age (about 17,000 years ago).

    All these tools provide a glimpse into the ingenuity and cultural advancements of our early ancestors.

    And now the picture has new detail.

    Our team uncovered 27 ancient bone tools during excavations at the T69 Complex, FLK West site at Olduvai. We know how old they are because we found them securely embedded underground where they had been left 1.5 million years ago, along with thousands of stone artefacts and fossilised bones. We dated them using geochronological techniques.

    Unlike stone, bone shafts crack and break in a way that allows the systematic production of elongated, well-shaped artifacts. Flaking them by hitting them with another object – a process called knapping – results in pointed tools that would be ideal for butchering, chopping and other tasks.

    The knapped tools we found were made from large shaft fragments that came from the limb bones of elephants and hippos, and were found at hippo butchery sites. Hominins likely brought elephant bones to the site on a regular basis, and obtained limb bones from butchered hippos at the site itself.

    What Homo erectus knew

    The find shows that 1.5 million years ago, Homo erectus could apply knapping skills to bone. Homo erectus, regarded as the evolutionary successor to the smaller-brained Homo habilis, left a lasting imprint on history. Its fossils, found at Olduvai, offer a glimpse into a span of about a million years, stretching from 1.5 million to roughly 500,000 years ago.

    Now we know that these hominins not only understood the physical properties of bones but also knew about skeletal anatomy. They could identify and select bones suitable for flaking. And they knew which animals had skeletons large enough to craft reliable tools after the animals’ death.

    We don’t know exactly why they chose bones as a raw material. It may have been that suitable stone material was scarce, or they recognised that bones provided a better grip and were more durable.

    Why haven’t such old bone tools been found before? The answer is likely that they are destroyed by weathering, abrasion from water transport, trampling and scavenger activity. Organic materials don’t always get time to fossilise. Also, analysts were not used to looking for bone tools among fossils.

    This discovery will likely encourage researchers to pay closer attention to the subtle signs of bone knapping in fossil assemblages. This way we will learn more about the evolution of human technology and behaviour.

    The knapped tools we found were made from large shaft fragments that came from the limb bones of elephants and hippos, and were found at hippo butchery sites. Hominins likely brought elephant bones to the site on a regular basis, and obtained limb bones from butchered hippos at the site itself.

    What Homo erectus knew

    The find shows that 1.5 million years ago, Homo erectus could apply knapping skills to bone. Homo erectus, regarded as the evolutionary successor to the smaller-brained Homo habilis, left a lasting imprint on history. Its fossils, found at Olduvai, offer a glimpse into a span of about a million years, stretching from 1.5 million to roughly 500,000 years ago.

    Now we know that these hominins not only understood the physical properties of bones but also knew about skeletal anatomy. They could identify and select bones suitable for flaking. And they knew which animals had skeletons large enough to craft reliable tools after the animals’ death.

    We don’t know exactly why they chose bones as a raw material. It may have been that suitable stone material was scarce, or they recognised that bones provided a better grip and were more durable.

    Why haven’t such old bone tools been found before? The answer is likely that they are destroyed by weathering, abrasion from water transport, trampling and scavenger activity. Organic materials don’t always get time to fossilise. Also, analysts were not used to looking for bone tools among fossils.

    This discovery will likely encourage researchers to pay closer attention to the subtle signs of bone knapping in fossil assemblages. This way we will learn more about the evolution of human technology and behaviour.

    Keir Starmer has been dealing with his most serious parliamentary challenge since he became prime minister. More than a hundred Labour MPs backed a motion to stop in its tracks the government’s attempt to reduce the welfare bill, including by raising the threshold at which someone can claim disability benefit.

    This issue has divided the parliamentary Labour party. But what does the public think?

    Although there are signs people recognise that spending on disability benefits is now relatively high, the latest annual British Social Attitudes (BSA) report reveals that it is far from clear that they are supportive of cutbacks. And, unfortunately for the government this is especially true of those who voted Labour last year.

    Ever since the late 1990s, BSA has regularly asked its respondents whether they would like “to see more or less government spending than now on benefits for disabled people who cannot work”. In 1998, 78% indicated they would like to see more spending. By 2011, that figure had fallen to 53%, and it was still no more than 56% in 2021.

    Now, though, only 45% would like to see more money spent on disability benefits. For the first time, less than half the country backs giving those with a disability more help.

    However, that does not mean most voters would like to see actual cutbacks. Only 11% say the government should spend less on disability benefits. The rest are content with the status quo.

    Meanwhile, just 5% of those who voted Labour last year back less spending. Over half (53%) are in favour of an increase.

    The government’s central argument is that it has become too easy to claim disability benefits and that this is discouraging people from getting back into employment.

    There is some support for this view. Among the public in general, 29% say it is “too easy” to claim disability benefit. The trouble is, just as many, 29%, take the opposite view and say it is “too difficult”. The most popular response, given by 35%, is that it is “neither too easy nor too difficult”.

    Meanwhile, among Labour voters, the balance of opinion is clearly tilted towards the view that claiming disability benefit is “too difficult”. As many as 39% say so, while only 20% feel it is “too easy”.

    Similarly, most voters (62%) feel the requirement for people on disability benefits to take “active measures to find appropriate work” is “about right”. Just 11% feel it is “too weak”, while more than twice as many (23%) believe it is “too tough”. Only 6% of Labour voters believe it is “too weak”.

    These figures help explain why the government has seemingly been struggling to head off the rebellion. Already burned by voters’ reaction to last year’s cutback to the winter fuel allowance, and with their party trailing Reform in the polls, Labour MPs now find themselves presented with another cut that threatens to be unpopular with many of those who put them into Westminster. Little wonder there are now signs the government is having to bend to their view.
