  • MIL-OSI Submissions: First fossil hyena tracks found in South Africa – how expert animal trackers helped

    “The art of tracking may well be the origin of science.” This is the departure point for a 2013 book by Louis Liebenberg, co-founder of an organisation devoted to environmental monitoring.

    The connection between tracking in nature, as people have done since prehistory, and “western” science is of special interest to us as ichnologists. (Ichnology is the study of tracks and traces.) We learned our skills relatively late in life. But imagine if we had learned as children and if, as adults, we tracked as if our lives depended on it? What additional visual and cognitive talents would we bring to our field work as scientists?

    Our mission is to find and document the fossilised tracks and traces of creatures that existed during part of the Pleistocene Epoch, between 35,000 and 400,000 years ago, on the Cape coast of South Africa. Since 2008, through the Cape South Coast Ichnology project, based in the African Centre for Coastal Palaeoscience at Nelson Mandela University, more than 370 vertebrate tracksites have been identified. They have substantially complemented the traditional record of body fossils. Examples include trackways of giant tortoises and giraffe.

    Given the challenges inherent in identifying such tracks, we wondered how hunters who’ve been tracking all their lives would view our work, and how age-old indigenous expertise might align with our approach.

    Fortunately we could call on experts with these skills in southern Africa. The Ju/’hoansi (pronounced “Juun-kwasi”) San people of north-eastern Namibia are perhaps the last of southern Africa’s indigenous inhabitants who retain the full suite of their ancient environmental skills. The Nyae Nyae conservancy in which they live gives them access to at least some of their historical land with its remaining wildlife. They still engage in subsistence hunting with bow and poisoned arrow and gather food that’s growing wild.

    A handful among them have been recognised as Indigenous Master Tracker, a title created by Liebenberg’s CyberTracker initiative in recognition of their top-flight hunter-gatherer status. And so, late in 2023, the Master Trackers #oma (“Komma”) Daqm and /uce (“Tchu-shey”) Nǂamce arrived in Cape Town.

    We were not the first to think along these lines. Ju/’hoansi Master Trackers have assisted scientists in the interpretation of hominin tracksites in French caves, and prehistoric tracks in the rock art record in Namibia. However, we knew that our often poorly preserved tracksites in aeolianites (cemented dunes) might present a stiffer challenge.

    Our purpose was to compare our own interpretations of fossil trackways with those of the Master Trackers, and possibly find some we had overlooked. As we’ve set out in a recently published paper with the Ju/’hoansi trackers and our colleague Jan De Vynck as co-authors, they did exactly this, confirming the first fossil hyena trackway ever to be found.

    Swapping techniques

    The Late Pleistocene is not that far distant from the present (a mere 125,000 years), and many of the species that made tracks on the Cape south coast then are still with us. Some are extinct but have recognisable tracks, like the giant long-horned buffalo and giant Cape zebra.

    We knew, though, that tracking in Kalahari sand, like the Ju/’hoansi do, is not the same as tracking on Pleistocene rock surfaces. Many of our tracks are preserved on the undersides of ceilings and overhangs, or are evident in profile in cliff exposures. Our track-bearing surfaces are usually small, and present no associated signs. We can’t follow the spoor for any distance. We don’t know at what time of day the tracks were made or the role of dew, and we have never succeeded in actually tracking down our quarry. Coprolites – fossilised droppings – are seldom found conveniently beside the tracks of the depositor.

    We showed our new colleagues known fossil tracksites, without providing our own interpretations. #oma and /uce discussed these between themselves and presented their conclusions about what had made the tracks and how the animal had been behaving. We then shared our insights and our 3D photogrammetry data where applicable, and reached joint conclusions.

    Soon they were identifying freshly exposed tracksites without our input, and were providing fascinating, new interpretations for sites which had puzzled us. For example, they saw ostrich tracks which we had missed, beside ostrich egg remnants, and concluded that we were probably looking at a fossilised ostrich nest. On another occasion they pointed out the distinctive track pattern of a scrub hare on the hanging wall of an eroded piece of cliff.

    One of the most memorable experiences involved a 400,000-year-old trackway on a rock surface at Dana Bay, identified a few years earlier by local geologists Aleck and Ilona Birch. This rock had only been transiently exposed for a few days in the past decade, usually being covered by beach sand.

    Our earlier interpretation had been that the trackmaker might have been a hyena, probably the brown hyena.

    We were vindicated when our master tracker colleagues independently reached the identical conclusion. Examining our digital 3D images together fortified our collective judgement.

    This was a big deal: it was the first fossil hyena trackway to be confidently identified, as previous examples had involved only individual tracks or poorly preserved possible trackway segments. Hyena trackways are distinctive: the forefoot tracks are substantially larger than those of the hindfoot.

    Different ways of seeing

    Both of us are privileged to have university degrees and institutional affiliations. But there is another way in which acumen can be measured: the ability to use the ancient methods of discernment and pattern recognition to support and feed one’s family and community through tracking, hunting and gathering.

    What we have demonstrated, we believe, is a novel confluence of old and new ways to reveal fascinating features of the past. We use geological understanding, satellite technology, paleontological databases, tracking manuals and sophisticated dating methods. But hunter-gatherers see what escapes us and our drones: obscure strokes and enigmatic configurations on time-beaten surfaces. They tap an alternative knowledge base, both culturally received and cultivated from childhood.

    The follow-through challenge must be to develop this partnership for mutual discovery and reward, understanding the past to better equip us for our uncertain future.

    As you wait in the departure lounge for your flight this summer, you may notice your aeroplane being pumped full of fuel ahead of takeoff. And then you may start to wonder why flying is still so dependent on fossil fuels, and whether you should have booked a holiday destination that’s accessible by a more environmentally friendly form of transport.

    So what happened to plans for so-called sustainable aviation fuel? Wasn’t it supposed to be the “game changer” that would make flying a much greener travel option than it used to be?

    Clearly, the move to adopt the technology is facing difficulties. One problem seems to be that there simply isn’t enough sustainable fuel to go around.

    But the business side of the process is also holding back sustainable fuel uptake.

    Research my colleagues and I conducted in 2021 revealed a deeply fragmented landscape at pretty much every step of sustainable fuel development. There are obstacles everywhere, blocking the paths of the producers developing these fuels, the airlines who might use them and the governmental and campaign groups pushing for change.

    Everyone seems to agree that sustainable fuel matters. They just don’t all agree about how to really get it off the ground.

    Our findings demonstrate that producers, for instance, were understandably focused on more research and development to improve efficient production. They were also worried that scaling up facilities could disrupt production that is already in place.

    Airlines meanwhile, are grappling with the economics of moving to sustainable fuel, which is around three to ten times more expensive than conventional fuel. Right now, a litre of conventional aviation fuel costs around £0.96 per litre in the UK – for sustainable aviation fuel it’s around £1.97. (Depending on the length of the journey and the size of the engine, a plane could need around 13,000 litres per hour of flying.)

    They spoke about inconsistent supply (especially at major airports), and the need for clearer regulations and incentives across the industry.

    “Cost is clearly the most important driver,” one airline executive told us, explaining that dealing with those costs would ultimately depend on passenger demand for greener travel – and how willing those passengers are to pay a premium for sustainable fuel.

    Distribution companies that take the sustainable fuel where it needs to go, have found themselves struggling to navigate the complexities of an emerging supply chain. They spoke of the logistical challenges of transporting and storing sustainable fuel, and a lack of clear communication between producers and airlines.

    They saw themselves as a crucial part of the sustainable aviation fuel puzzle, but were concerned about investing in logistics and infrastructure without guaranteed demand.

    Elsewhere, politicians and climate campaigners tend to view the adoption of sustainable fuel from a broader perspective, stressing the urgency of action on climate change. Their thinking is dominated by environmental strategy and sustainable aviation fuel regulation.

    But here, trust becomes an issue. Some of those involved with sustainable fuel development said they doubted government promises to support the sector over the long term. Others are cynical about whether airlines will really prioritise climate action over their very tight profit margins.

    Up in the air

    So sustainable fuel inspires plenty of different viewpoints and concerns. But one common thread was an overwhelming concern about cost and scale of production.

    Aside from being far more expensive than fossil-based jet fuel, building enough production facilities to make more will require billions of pounds of investment.

    The big question is who will foot the bill.

    Some of this will need to be tax funded. For if the UK wants to become a leader in the use of sustainable aviation fuel, as the government says it does, it needs more than ambitious targets. It needs to start making things happen.

    And our research suggests that the industry as a whole would benefit from some certainty to encourage investment right across the supply chain. Without a clear and stable regulatory framework, everyone will remain hesitant about committing significant resources to sustainable fuel.

    Collaboration between the key players could also be improved, with a better dialogue between those in the industry and regulators, potentially leading to a shared vision for the future of sustainable aviation fuel.

    That future is by no means doomed. Major commercial airlines like Air France-KLM, IAG (British Airways) and United Airlines in the US are working with sustainable fuel producers around the world.

    But while the desire to decarbonise aviation seems clear, the path forward is not straightforward. It is a complex picture of politics, economics, trust and differing priorities.

    By navigating this turbulence wisely, the sustainable fuel sector can be part of a broader flight path to net zero. But if managed poorly, targets to dramatically increase its use will remain elusive.

  • MIL-OSI Submissions: Discovery of a 4,000-year-old Bronze Age settlement in Morocco rewrites history

    A new archaeological discovery at Kach Kouch in Morocco challenges the long-held belief that the Maghreb (north-west Africa) was an empty land before the arrival of the Phoenicians from the Middle East in around 800 BCE. It reveals a much richer and more complex history than previously thought.

    Everything found at the site indicates that during the Bronze Age, more than 3,000 years ago, stable agricultural settlements already existed on the African coast of the Mediterranean.

    This was at the same time as societies such as the Mycenaean flourished in the eastern Mediterranean.

    Our discovery, led by a team of young researchers from Morocco’s National Institute of Archaeology, expands our knowledge of the recent prehistory of north Africa. It also redefines our understanding of the connections between the Maghreb and the rest of the Mediterranean in ancient times.

    How the discovery was made

    Kach Kouch was first identified in 1988 and first excavated in 1992. At the time, researchers believed the site had been inhabited between the 8th and 6th centuries BCE. This was based on the Phoenician pottery that was found.

    Nearly 30 years later, our team carried out two new excavation seasons in 2021 and 2022. Our investigations included cutting-edge technology such as drones, differential GPS (global positioning systems) and 3D models.

    A rigorous protocol was followed for collecting samples. This allowed us to detect fossilised remains of seeds and charcoal.

    Subsequently, a series of analyses allowed us to reconstruct the settlement’s economy and its natural environment in prehistoric times.

    What the remains revealed

    The excavations, along with radiocarbon dating, revealed that the settlement underwent three phases of occupation between 2200 and 600 BCE.

    The earliest documented remains (2200–2000 BCE) are scarce. They consist of three undecorated pottery sherds, a flint flake and a cow bone.

    The scarcity of materials and contexts could be due to erosion or a temporary occupation of the hill during this phase.

    In its second phase, after a period of abandonment, the Kach Kouch hill was permanently occupied from 1300 BCE. Its inhabitants, who probably numbered no more than a hundred, dedicated themselves to agriculture and animal husbandry.

    They lived in circular dwellings built from wattle and daub, a technique that combines wooden poles, reeds and mud. They dug silos into the rock to store agricultural products.

    Analysis shows that they cultivated wheat, barley and legumes, and raised cattle, sheep, goats and pigs.

    They also used grinding stones for cereal processing, flint tools, and decorated pottery. In addition, the oldest known bronze object in north Africa (excluding Egypt) has been documented. It is probably a scrap metal fragment removed after casting in a mould.

    Interactions with the Phoenicians

    Between the 8th and 7th centuries BCE, during the so-called Mauretanian period, the inhabitants of Kach Kouch maintained the same material culture, architecture and economy as in the previous phase. However, interactions with Phoenician communities that were starting to settle in nearby sites, such as Lixus, brought new cultural practices.

    For example, circular dwellings coexisted with square ones made of stone and wattle and daub, combining Phoenician and local construction techniques.

    Furthermore, new crops began to be cultivated, like grapes and olives. Among the new materials, wheel-made Phoenician ceramics, such as amphorae (storage jugs) and plates, and the use of iron objects stand out.

    Around 600 BCE, Kach Kouch was peacefully abandoned, perhaps due to social and economic changes. Its inhabitants likely moved to other nearby settlements.

    So who were the Bronze Age inhabitants?

    It’s unclear whether the Maghreb populations in the Bronze Age lived in tribes, as would later occur during the Mauretanian period. They were probably organised as families. Burials suggest there were no clear signs of hierarchy.

    They may have spoken a language similar to the Amazigh, the indigenous north African language, which did not become written until the introduction of the Phoenician alphabet. The cultural continuity documented at Kach Kouch suggests that these populations are the direct ancestors of the Mauretanian peoples of north-west Africa.

    Why this matters

    Kach Kouch is not only the first and oldest known Bronze Age settlement in the Maghreb but also reshapes our understanding of prehistory in this region.

    The new findings, along with other recent discoveries, demonstrate that north-west Africa has been connected to other regions of the Mediterranean, the Atlantic and the Sahara since prehistoric times.

    Our findings challenge traditional narratives, many of which were influenced by colonial views that portrayed the Maghreb as an empty and isolated land until it was “civilized” by foreign peoples.

    As a result, the Maghreb has long been absent from debates on the later prehistory of the Mediterranean. These new discoveries not only represent a breakthrough for archaeology, but also a call to reconsider dominant historical narratives. Kach Kouch offers the opportunity to rewrite north Africa’s history and give it the visibility it has always deserved.

  • MIL-OSI Submissions: New discoveries: three tiny species added to South Africa’s spectacular marine life

    South Africa’s marine realm is globally unique because of the two major ocean currents that meet here. The cold, slow-moving Benguela and the warm, fast-flowing Agulhas currents create a special environment that supports high levels of biodiversity. Over 13,000 marine species are currently known to live in these waters. About 30% of these are endemic, meaning they occur nowhere else.

    Biodiversity metrics (the number or abundance of species) are dominated by invertebrates such as sponges, bivalves and crustaceans. These are usually small, which makes them adaptable and versatile. In terms of numbers, invertebrates make up a vast majority of marine life.

    I have been involved in marine biodiversity research for the last 10 years and have worked with teams of researchers, biology students and citizen scientists from across the country. I have also been involved in the naming and classification of organisms.

    In South Africa, where there is still much to discover, one focus of my work is identifying new species.

    Looking at subtle differences and finding similarities in how tiny organisms evolved in different regions is a global effort. In my own work, carried out together with many experts, there are three finds that have been particularly exciting – a “walking sponge” (Suberites ambulodomos), a tiny clam (Brachiomya ducentiunus) and a rare and miniature isopod (Pseudionella pumulaensis).

    Long-term efforts to identify new species like these guide effective conservation. They help to ensure that critical habitats are protected.

    These three newly described species may seem small and insignificant individually. However, small species make up the foundation of the food chain and play vital roles in nutrient cycling and in promoting biodiversity.

    The walking sponge

    First, there’s Suberites ambulodomos, or the “walking sponge”. This animal forms a unique partnership with hermit crabs. It settles on the tiny shell of a very young hermit crab. As the sponge grows it overgrows the shell completely, many hundred times in size and volume.

    As a result, the crab – which usually needs to search for a bigger shell as it grows – never outgrows its home. Instead, it carries the sponge with it.

    This is the first symbiotic relationship of its kind recorded in South African waters. This hermit-crab associated sponge was described in a collaborative effort by South African researchers at several institutes including the universities of the Western Cape, Johannesburg and Cape Town.

    The tiny clam

    Next is Brachiomya ducentiunus, a small clam that lives in the spaces between the spines of a heart urchin. The heart urchin burrows into shallow gravel and spends its life largely hidden, feeding on food fragments trapped in the sand.

    This tiny clam highlights the richness of life beyond what is easily visible to the human eye. It was discovered
    through the 1001 Seaforest Species project, a science and storytelling initiative in Cape Town by the Sea Change Project. It was described and named, meaning scientifically proven to be new, by local researchers from the universities of Stellenbosch and Cape Town, and experts from Santa Barbara Museum of Natural History and the University of Colorado Boulder.

    The rare and miniature isopod

    Finally, the third new species is Pseudionella pumulaensis. This is a parasitic isopod – a tiny crustacean.

    It was discovered in Pumula, KwaZulu-Natal, a region known for its high biodiversity. This isopod has a rather sinister survival strategy: it attaches to the gills of hermit crabs and feeds on their body fluids. Only two specimens have ever been found: a female measuring 2–3 millimetres and an even smaller male, so tiny it was almost missed entirely during the discovery process. I discovered it by chance during my PhD research on hermit crabs, while photographing and zooming in to the smallest details to carry out this work.

    Parasites tend to be small and hidden on, or inside, their hosts. They can be overlooked. However, they are vital to understanding biological processes as they regulate populations and are main drivers of evolution.

    Pseudionella pumulaensis is the first of its genus in the entire Indian Ocean, a testament to how much more marine life we have yet to uncover. With my local support the isopod was described by an international expert at Hofstra University, New York, and published through the Senckenberg Ocean Species Alliance, a collaborative global initiative to advance marine taxonomy.

    Biodiversity knowlege can help save our heritage

    The majority of species on Earth remain unidentified. Over 242,000 marine species have been described globally, but the actual number of living ocean species may exceed one million. Many species remain undiscovered, and a large proportion of those already identified are poorly understood. We’re now racing against extinction to learn about and from them before it’s too late.

    There is a lack of funding and job opportunities in discovering new species. In fact, the field of taxonomic expertise may now be as endangered as many of the ecosystems and species it seeks to document.

    There are no simple, fast-track solutions to the biodiversity crisis – the threat of species extinction combined with vast, unexplored diversity, and the lack of expertise and resources to address this at scale. However, biodiversity initiatives that work collaboratively locally and globally to share expertise offer hope.

    Discoveries like these three new species from South Africa emphasise the need for continued exploration. Each species described brings us one step closer to understanding our oceans’ rich biodiversity and finding new ways to protect it.

  • MIL-OSI Submissions: Post-flood recovery: lessons from Germany and Nigeria on how to help people cope with loss and build resilience

    Extreme climate events — floods, droughts and heatwaves — are not just becoming more frequent; they are also more severe.

    It’s important to understand how communities can recover from these events in ways that also build resilience to future events.

    In a recent study, we analysed how communities affected by the extreme flood events of 2021 in Germany’s Ahr Valley and in Lagos, Nigeria, grappled with recovery from floods.

    Our aim was to identify the factors – and combinations of factors – that served as barriers (or enablers) to recovery from disasters.

    We found that financial limitations, political interests and administrative hurdles led to prioritising immediate relief and reconstruction over long-term sustainable recovery.

    In both cases immediate and long-term recovery efforts were siloed, underfunded and focused on reconstruction to pre-disaster conditions.

    We concluded from our findings that the success of recovery efforts lies in balancing short-term relief and a long-term vision. While immediate aid is essential after a disaster, true resilience hinges on proactive measures that address systemic challenges and empower communities to build a better future.

    Recovery should not be merely action-oriented and building back infrastructure (engineering). It should also include insights in other areas, like governance and psychology, helping people to deal with losses and to heal.

    What worked

    To understand the recovery pathways of the two regions, we reviewed relevant literature, newspaper articles and government documents. We also interviewed government agencies, NGO representatives, volunteers and local residents in the communities where these floods occurred.

    We found that in the Ahr Valley, recovery wasn’t just about rebuilding structures, it was about empowering individuals.

    Through initiatives like mental health and first aid courses, residents learned to support one another. This fostered a sense of community and resilience that was essential for meeting the emotional challenges posed by the disaster.

    The focus on rebuilding with a sustainable vision also included environmental initiatives. For example, a type of heating system was put in place that didn’t rely on fossil fuels.

    Not only did this reduce carbon emissions, it also served as a symbol of hope. It showed there was an opportunity to create a more sustainable and environmentally friendly community.

    In Lagos, too, residents found strength in community and innovation. Grassroots efforts using sustainable materials like bamboo and palm wood highlighted the ingenuity and resourcefulness of the people. Faith-based organisations provided material aid as well as emotional and spiritual support. This reinforced the bonds that held the community together.

    Each community faced unique challenges. But they shared a common thread: the importance of adaptive governance – flexible decision-making and strong community ties.

    For example, established building codes in the Ahr Valley provided a framework for reconstruction, ensuring that new structures were resilient and safe.

    In Lagos, the absence of strong government support highlighted the critical role of community organisations in providing services and fostering a sense of shared responsibility.

    What needs improvment

    In both the Ahr Valley and Lagos, the journey towards recovery has been fraught with obstacles as well.

    In the Ahr Valley, bureaucratic red tape has become a formidable barrier. Residents, eager to rebuild their lives, find themselves entangled in a complex web of regulations and lengthy approval processes. This has delayed their access to insurance and recovery funds. Waiting for months or even years has eroded hope and fuelled a sense of abandonment.

    Meanwhile, in Lagos, insufficient government support has left communities to fend for themselves, creating a breeding ground for uncertainty and conflict.

    Land tenure disputes, fuelled by a lack of clear property rights, sow seeds of distrust and hinder resettlement efforts. Political disagreements complicate the picture, as competing interests divert attention and resources away from those who need them most.

    In Lagos, none of the respondents reported having insurance to help them to recover from disaster-related losses.

    While some residents in the Ahr Valley did have insurance, many were under-insured.

    The Ahr Valley’s building codes offer a framework for reconstruction. But it’s clear that processes should be streamlined so communities can take ownership of their recovery.

    In Lagos, the importance of robust social safety nets is clear. Partnerships between communities and authorities are also needed.

    A different approach

    Recovery isn’t a separate process that occurs after disasters only. It should be seen as an essential part of managing risks. It’s important to understand what recovery involves and what resources are needed.

    This will help reduce future risks and increase resilience after extreme events.

    Governments should encourage flexible governance structures that value community voices and local knowledge to enable recovery. A good example is the New Orleans Recovery Authority, established after Hurricane Katrina. It involved local residents and city officials in planning and rebuilding efforts.

    Grassroots efforts in Lagos demonstrated the power of sustainable materials and community-led initiatives. Seeing things from the community’s point of view can help tailor solutions that fit the situation and adapt to evolving challenges.

    Training and capacity-building programmes empower communities to be active in their own recovery.

    Mental health and first aid courses were successful in the Ahr Valley. Equipping individuals with skills in sustainable practices and disaster preparedness helps weave a social fabric capable of weathering future storms.

  • MIL-OSI Submissions: South Africa’s 36.1% electricity price hike for 2025: why the power utility Eskom’s request is unrealistic

    South Africa’s state-owned electricity company, Eskom, has applied to the National Energy Regulator of South Africa to approve a 36.1% electricity price hike from April 2025, a 11.8% price increase in 2026 and an 9.1% increase in 2027. Steven Mathetsa teaches and researches sustainable energy systems at the University of the Witwatersrand’s African Energy Leadership Centre. He explains some of the problems with the planned tariff increase.

    Why such a big hike?

    Eskom says the multi-year price increase is because of the need to move closer a cost-reflective tariff that reflects the actual costs of supplying electricity.

    However, Eskom’s electricity tariff increases have been exorbitant for several years – an 18% increase in 2023 and a 13% increase in 2024. This is a price increase far above inflation, which is currently at 4.4%.

    Some companies have installed their own generation capacity, and individuals have moved to rooftop solar systems. As a result electricity sales have fallen by about 2% , resulting in a drop in revenue.

    There’s a knock on effect for municipalities, the biggest distributors of electricity, which have also been forced to hike tariffs in line with Eskom’s increases.

    All these costs are passed onto the consumers.

    What will the impact be on South Africans?

    If the hike is approved it will certainly worsen the economic difficulties facing
    South Africa. One of the most unequal countries in the world, South Africa has an extremely high unemployment rate – 33.5%at the last count.

    Economic growth is also very slow, at a mere 0.6% in 2023. The cost of living is high.

    Exorbitant increases in electricity costs aggravate these problems.

    South Africans and businesses in the country have little choice about where they source their energy. Eskom is still the sole supplier for nearly all the country’s electricity needs. This means that ordinary citizens are likely to continue relying on electricity supplied by Eskom, irrespective of the costs.

    The high costs affect businesses negatively. Large industrial and small, medium, and micro enterprises have all highlighted that costs associated with utilities, mainly electricity, are affecting their sustainability.

    The Electricity Regulation Amendment Act implementation will make major changes to Eskom. The reforms establish an independent Transmission Systems Operator tasked with connecting renewable energy providers to the grid. This will allow the creation of a competitive market where renewable energy providers can sell power to the grid.

    But it’s not yet clear if these changes will address the issue of exorbitant electricity price rises.

    What are the problems?

    The country’s energy frameworks are drafted on the basis of the World Energy Trilemma Index. The index promotes a balanced approach between energy security, affordability, and sustainability. In other words, countries must be able to provide environmentally friendly and reliable electricity that their residents can afford.

    South Africa is currently unable to meet these goals because of different energy policies that do not align, a lack of investment in electricity and dependency on coal-fired power. Electricity is increasingly becoming unaffordable in the country. Although there’s been a recent reprieve from power cuts, security of supply is still uncertain.

    Furthermore, over 78% of the country’s electricity is produced by burning coal. This means South Africa is also far from attaining its 2015 Paris Agreement greenhouse gas reduction goals.

    Compounding this problem is that Eskom is financially unstable – it needed R78 billion from the government in debt relief in 2024. For years, there was a lack of effective maintenance on the aging infrastructure.

    The country has made some inroads into improving security of supply. To date, recent interventions have resulted in over 200 days without power cuts. This should be commended. The same focus must be placed on ensuring that electricity remains affordable while giving attention to meeting the goals of the Paris Agreement.

    What needs to change?

    South Africa’s 1998 Energy Policy White Paper and the new Electricity Regulation Amendment Act promote access to affordable electricity. However, they’ve been implemented very slowly. Affordable electricity needs to be taken seriously.

    The question is whether the country’s electricity tariff methodology is flexible enough to accommodate poor South Africans, especially during these challenging economic times.

    In my view, it is not. In its current form, vulnerable communities continue to foot the bill for various challenges confronting Eskom, including financial mismanagement, operational inefficiencies, municipal non-payment, and corruption.

    I believe the following steps should be taken.

    Firstly, South Africa should revise its tariff application methodologies so that consumers, especially unemployed and impoverished people, are protected against exorbitant increases.

    Secondly, the National Energy Regulator of South Africa should strengthen its regulations to ensure its compliance and enforcement systems are effective. For example, Eskom should be held accountable when it does not deliver efficient services or mismanages funds, and be transparent about costs associated with its processes. Municipalities should also be held accountable for non-payment and other technical issues they regularly struggle with. Both affect the revenue of the power utility.

    Thirdly, the government must make sure that price increases are affordable and don’t hurt the broader economy. It can do this by adjusting its policies to make sure that increases in electricity tariffs are in line with the rate of inflation.

    Fourthly, communities can play a vital role in saving electricity at a household level. This will reduce the country’s overall energy consumption. Furthermore, both small and large businesses should continue to consider alternative energy technologies while implementing energy saving technologies.

    Lastly, the level of free-basic electricity is not sufficient for poor households. Subsidy policies should also be reviewed to allow users access to affordable electricity as their financial situation changes negatively.

  • MIL-OSI Submissions: Climate change is making it harder for people to get the care they need

    The world is witnessing the consequences of climate change: long-lasting changes in temperature and rainfall, and more intense and frequent extreme weather events such as heat waves, hurricanes, typhoons, flooding and drought. All make it harder for families and communities to meet their care needs.

    Climate change affects care systems in various ways. First, sudden illnesses and unexpected disabilities heighten the need for care. Second, it reduces access to important inputs for care such as water, food and safe shelter. Third, it can damage physical and social care infrastructures.

    It can also lead to breakdowns of traditional units of caregiving such as households and communities. And it creates new situations of need with the increase in displaced person settlements and refugee camps.

    Climate change creates sudden spikes in the demand for care, and serious challenges to meeting the growing need for care. All this has immediate and long lasting effects on human well-being.

    The size of the current unmet care needs throughout the world is substantial. In childcare alone, about 23% of children worldwide – nearly 350 million – need childcare but do not have it. Families in low- and lower-middle-income countries are the most in need.

    Similarly, as the world’s population ages rapidly, only a small proportion of the elderly who need assistance are able to use formal care (in an institution or paid homecare). Most are cared for by family members or other unpaid caregivers. Much of this unpaid care and formal care work is provided by women and girls.

    Hundreds of millions of people around the world struggle to get healthcare. Expansion of access to essential health services has slowed compared to pre-2015 . And healthcare costs still create financial hardship.

    Without comprehensive public and global support for care provision and the integration of care in the climate agenda, unmet care needs will only grow and inequalities will widen.

    Impact

    Climate change interacts with human health in complex ways. Its impact is highly uneven across populations. It depends on geographical region, income, education, gender roles, social norms, level of development, and the institutional capacity and accessibility of health systems.

    In 2018-22, Africa experienced the biggest increase in the
    heat-related mortality rate since 2000-05
    . This is not surprising as the continent has more frequent health-threatening temperatures than ever before and a growing population of people older than 65.

    Africa is also the region most affected by droughts in 2013-22, with 64% of its land area affected by at least one month of extreme drought per year on average. It was followed by Oceania (55% of its land area) and South and Central America (53%).

    Scientific evidence also points to increases in health inequalities caused by climate change. The health effects of climate change are not uniformly felt by different population groups.

    Exposure, severity of impact, and ability of individuals to recover depend on a variety of factors. Physiological characteristics, income, education, type of occupation, location, social norms and health systems are some of them.

    For example, older people and young children face the greatest health risks from high temperatures.

    There is also evidence of the disproportionate effect of climate change on the health of people living in poverty and those who belong to disadvantaged groups.

    Women of lower social and economic status and with less education are more vulnerable to heat stress compared to women in wealthier households and with higher education or social status. They are exposed to pollution in the absence of clean cooking fuel, and to extreme heat as they walk to gather water and fuel, or do other work outdoors.

    Bad sanitation in poor urban areas increases the incidence of water-borne diseases after heavy rains and floods.

    Lack of access to healthcare services and the means to pay for medicines make it difficult for women and men in low-income households to recover from illness, heat strokes, and air pollution-related ailments.

    Mental health problems are being attributed to climate change as well. Studies show that the loss of family or kin member, home, livelihood and a safe environment can bring about direct emotional impacts.

    These adverse impacts increase the demand for caregiving and the care workload. Climate-induced health problems force family and community caregivers, particularly women, to spend more time looking after the sick and disabled, particularly frail elderly people and children.

    Effect on food and water

    Climate change threatens the availability of food, clean water and safe shelter. It erodes households’ and communities’ care capacity and hence societies’ ability to thrive.

    Fluctuations in food supply and rising food prices as a result of environmental disasters, along with the inadequacy of government policies, underscore the mounting challenge of meeting food needs.

    The threat of chronic shortage of safe drinking water has also risen. Water scarcity is an area where structural inequalities and gender disparities are laid bare.

    Care for the sick and disabled, the young and the elderly is compromised when water is scarce.

    Effects on providing care

    Extreme weather events disrupt physical care infrastructures. It may be hard to reach hospitals, clinics, daycare centres, nursery schools and nursing homes. Some facilities may be damaged and have to close.

    Another type of care system that can break down is family networks and support provided by friends and neighbours. These informal care sharing arrangements are illustrated in a study of the three large informal settlements in Nairobi.

    About half (50.5%) of the sampled households reported having had a sick member in the two weeks before the survey. The majority relied on close friends and family members living nearby for care and support.

    Studies have shown that climate change eventually leads to livelihood loss and resource scarcity, which can weaken social cohesion and local safety nets in affected communities.

    Heightened risks and uncertainty and imminent changes in socio-economic and political conditions can also compel individuals or entire households to migrate. Migration is caused by a host of factors, but it has increasingly been a climate-related response.

    The World Bank’s Groundswell Report released in 2018, for example, projected that climate change could force 216 million people to move within their countries by 2050 to avoid the slow-onset impacts of climate change.

    A possible consequence of migration is the withdrawal of care support provided by the migrating extended kin, neighbours or friends, increasing the caregiving load of people left behind.

    In the case of forced displacements, the traditional social networks existing in communities are disrupted entirely.

    What’s needed

    There are compelling reasons to believe that meeting care needs can also help mitigate the effects of climate change. And actions to meet carbon-zero goals, prevent biodiversity loss and regenerate ecosystems can reduce the care work burden that falls heavily on families, communities and women.

    Any effort to tackle these grave problems should be comprehensive in scope and must be based on principles of equality, universality, and responsibility shared by all.

  • MIL-OSI Submissions: Not just talk: how dialogue can help address complex problems

    Societies around the world are confronted with complex problems that defy resolution by any single actor, even well-resourced governments or corporations. Problems like food security, climate change, or biodiversity loss involve a lot of elements and dynamics. A variety of stakeholders need to be involved in creating effective responses to such problems.

    The difficulty is not only in creating coordinated responses. There is often also a need to develop a shared understanding of what the problem and its underlying causes actually are.

    To foster a shared understanding and coordinated, innovative action, it can help to convene key players in multi-stakeholder dialogue processes.

    A first step is to identify and enrol the actors that are either influential in – or directly affected by – the focal problem. These people are then invited to engage in dialogue with each other in a carefully designed, structured process.

    Processes can take a variety of forms. But a common feature is that participants have enough time and support to look at the problem from different angles, to interact in ways that break down stereotypes, and to think afresh about new ways of acting.

    Fifteen years ago, we were involved in establishing a platform for multi-stakeholder dialogue with a focus on the problem of hunger and food insecurity. It is called the Southern Africa Food Lab. Recently, we analysed the numerous dialogue processes hosted by this initiative over the years to better understand when and how they can make a positive difference.

    We found that even though some dialogue processes don’t seem to be obviously successful, they can play an important role in enabling subsequent dialogues to have far-reaching impacts. And for dialogue to have an impact, it needs to involve a “deeper” kind of participant interaction, beyond formal roles, polite facades, and adversarial debate.

    What does success look like, and when is it achieved?

    Participants and funders are unlikely to remain committed to a dialogue process if they feel it is little more than a series of “talk-shops”. We wanted to achieve tangible changes in government policies and corporate strategies, or collaborative actions that combine resources from different organisations.

    Because we had hosted numerous dialogue initiatives over the 15-year lifespan of the Food Lab, in our analysis we were able to compare different processes in terms of their impacts.

    We found that some of the dialogue processes – especially the early ones – had relatively limited impacts. Though the participants said they’d gained new insights and formed new relationships, there were few changes in organisational policies or practices.

    For example, early on in the initiative, we hosted a dialogue on supporting smallholder farmers. Participants emphasised that they learnt important lessons during this process. During field trips in different parts of the country, they came to appreciate the diverse difficulties encountered by smallholder farmers. And government officials appreciated academics’ analysis of the different kinds of smallholder farmers and corresponding support needs. But these insights and experiences did not yet result in changes in organisational behaviours or strategies.

    Other initiatives were more obviously successful in creating new and influential responses to the hunger problem. For example, we convened a second dialogue focused on smallholder farmers 18 months after the first one. It included some of the same participants as the first process, as well as others. This process resulted in more far-reaching changes.

    For instance, retail companies agreed to revise their supplier standards so that smallholder farmers’ diverse needs and challenges were better accounted for. Government officials used the dialogue to redesign their agricultural extension services. A farmer training programme was established with links to a more context-sensitive and supportive certification system.

    In our analysis, we considered many different explanations for why some dialogue processes were more successful than others. We discovered a pattern: our early dialogue processes were less likely to have impact than subsequent, follow-up dialogues.

    The early dialogues played a crucial role, however, in preparing the ground for the subsequent dialogues to be more effective. They helped participants develop the insights and relationships that enabled the deeper engagement necessary to create real changes.

    What kind of dialogue is needed?

    To create meaningful change, a dialogue needs to move from what we call “shallow” to “deep” dialogue. Shallow dialogue is the more common kind. It is what happens when different people are invited to a workshop and their interactions are shaped by their established views of themselves, the problem at hand, and other actors. Often they hide behind polite facades or blame each other.

    Deep dialogue, in contrast, has a distinct flavour and temperament. Participants gain a more multi-faceted understanding of each other. Thabo is not just a government official but also passionate about nature-based farming. John is not just a corporate manager but also volunteers for animal rights.

    Participants’ focus shifts from defending their personal views or organisational interests to a more expansive, genuine interest in learning from each other, and to exploring new ways to understand the focal problem and possible responses.

    How can this kind of dialogue be achieved?

    First, the potential for multi-stakeholder dialogue needs to be carefully assessed and motivated. Participants and funders need to agree that the problem is complex and in need of fresh responses. This rationale needs to be continuously reviewed and communicated to maintain commitment and engagement.

    Second, it is important to get the “right people” to participate in the process. This includes actors with influence, such as government officials or leaders. But it also includes people who are most directly affected by the focal problem, not least because they have unique knowledge about it.

    Third, convening and facilitating dialogue requires a range of commitments, resources and skills. For a start, as university-based researchers we had some degree of convening power. Participants perceived us to have at least some degree of neutrality. We needed to maintain this perception as much as possible, for example by being careful about what funding to accept. This was important given the controversies in the food security field.

    We also had to make sure we had the necessary facilitation competencies. Especially in the early years, we benefited from facilitators who had a lot of experience in this kind of thing. A facilitator needs to be able to make participants feel comfortable but, when necessary, challenge them to move beyond their “comfort zone”.

    Finally, it is helpful to recognise the cyclical and longer-term nature of dialogue – earlier processes create the “groundwork” for subsequent ones. This means that, as conveners, we needed to find ways of keeping the initiative alive in the periods in between dialogue processes, even if there was no funding available. In our case, it helped that we were university researchers who did not rely on consulting fees. More generally, conveners and funders should budget for “bridging” resources to enable the longer-term unfolding of dialogue’s true impact.

    Early one October afternoon in 2023, thick grey smoke drifted across Sheffield’s western skyline. As much of the city became blanketed, residents turned to social media to complain about “bonfire smoke”, while others were forced to leave the city due to breathing difficulties.

    However, this smoke did not originate within the city. It was drifting in from the Peak District, more than nine miles away, where controlled heather burning was taking place on the moorlands. For around six hours, levels of fine particulate matter (known as PM2.5), tiny airborne pollutants known to harm human health, exceeded 40 micrograms per cubic metre of air (µg/m³) and peaked at 70µg/m³, well above the guidelines recommended by the World Health Organization.

    This single incident points to the wider and largely invisible problem of the routine burning of the UK’s uplands. This can be a serious source of air pollution, but because most official air pollution monitoring concentrates on urban areas, the effects are overlooked. This is why we have started monitoring upland fires and the pollution they cause.

    Prescribed burning is a longstanding land management practice often used to control vegetation for grouse shooting or livestock grazing. It happens across a range of upland landscapes. Many of the areas being burned sit on deep peat, an organic-rich soil made from layers of slowly decomposed plant material formed over thousands of years in waterlogged conditions.

    Peatlands are incredibly important. They are one of the most carbon-rich ecosystems on the planet. In the UK, they cover around 12% of the land area and store an estimated 3.2 billion tonnes of carbon. This is equivalent to all the forests of Germany, France and the UK combined. Most of the UK’s peat is found in Scotland, but notable areas in England include the Peak District and North York Moors. However, their value goes well beyond carbon.

    Around 70% of Britain’s drinking water comes from upland areas that are largely peatland, and healthy peatlands help reduce flooding by slowing the flow of water from hills to towns and cities. They also provide vital habitats for birds, insects and rare plants, forming the UK’s largest area of semi-natural habitat.

    Despite their ecological importance, more than 80% of English peatlands are classified as degraded, often through historic air pollution, draining, overgrazing and, importantly, repeated burning.

    One hidden consequence of that burning is air pollution. These burns are often viewed as isolated rural events, but their effect on regional air quality can be substantial. On that day in Sheffield, pollution levels briefly rivalled those seen across the city during bonfire night, a well-known peak in urban air pollution.

    In response to that October event, our research team launched a new pilot monitoring network across part of the Peak District national park. This FireUp project combines air quality sensors, satellite data and community observations to detect and measure pollution from upland fires.

    By using a mix of technologies and local reporting, we have documented spikes in PM2.5 pollution that would have otherwise been missed. Our system offers a clearer picture of when and where fires occur, and how far their smoke spreads, opening the door for better planning and stronger protections for public health. But the problem is not just a lack of data, it is also a failure of regulation. England’s current upland burning regulations are limited on four fronts.

    Heather and grass burning regulations introduced in 2021 prohibit burning only on peat deeper than 40cm inside designated sites. That means 60% of upland peat is excluded from these protections.

    With more than 95% of PM2.5 monitors located in urban areas, smoke from moorland fires in remote rural locations is rarely registered on official networks.

    The resources for organisations responsible for enforcing regulations have shrunk over the last decade. Natural England, one of the government’s statutory bodies responsible for environmental protection, has experienced a 4% decrease in funding for 2024-25 compared to the previous year.

    Prosecutions for illegal burning are exceptionally rare, with satellite analyses pointing to a higher level of unlicensed activity than official records suggest.

    In short, narrow legal scope, limited monitoring coverage and under-resourced enforcement leave many prescribed burns undetected and unaccounted for, along with the health and environmental risks they carry.

    Our FireUp system improves fire detections and helps quantify the effects of air pollution from these burns. As the UK government reviews regulations as part of the 2025 heather and grass burning consultation for England, and as upland fire risk increases, this kind of evidence is essential, not just to track what is happening, but to help shape a healthier and better future for the UK’s uplands.

    Our next step is to develop a citizen science app that makes it easier for people to report peatland fire incidents and upland burning to help improve regulation and log the effects of changes in air quality.

    By 2030, non-communicable diseases will account for 75% of all deaths annually. Eighty percent of these will be in the global south. Most of these diseases are what we call silent killers: type 2 diabetes, high blood pressure and heart disease, as well as certain types of cancer at increasingly younger ages.

    The consumption of sugary drinks and processed foods high in sugar, salt and saturated fats is fuelling these pandemics. And increasingly advertising is being seen as the means by which the consumption of unhealthy products is promoted. This translates into the growth of non-communicable diseases in populations across the globe. This rising threat is driven largely by the way in which markets and industries are organised, which, in turn, shapes social norms towards consumption of tobacco, alcohol, food and sugary beverages.

    This process is what’s known as commercial determinants of health.

    Products that top the list in terms of their risk to health are tobacco, sugary beverages, ultra processed food and alcohol.

    These products are heavily advertised. For example, in South Africa from 2013 to 2019, sugary beverage manufacturers spent US$191 million (R3.7 billion) to advertise their products. Many of the TV advertisements for sugary drinks were placed during child and family viewing time, between 3pm and 7pm.

    Over the past decade a number of countries have introduced policies in a bid to limit the use and intake of harmful food and beverages. These have ranged from taxes on certain products, such as sugar, alcohol and tobacco, to bans on advertising. Many have proved effective. But there are still big gaps in policies to control these harmful products.

    As academics who have researched this field for three decades we believe that the G20 can play a significant role in plugging these gaps. The countries under the G20 umbrella, which represent two thirds of the world’s population, have reason to act: all are experiencing a mounting burden of obesity-related illness such as diabetes, high blood pressure and cancer at ever-younger ages.

    One of South Africa’s G20 presidency health priorities is “stemming the tide of non-communicable diseases”. In our view this is an invitation for the G20 to pledge to combat the drivers of non-communicable diseases.

    The G20 can acknowledge that these diseases are part of a pathological system in which commercial actors are causing ill health. And G20 leaders can acknowledge that progress enacting health taxes has stagnated in most countries.

    By galvanising attention in this way, the G20 can give impetus to a high level United Nations meeting in 2025 at which a new vision for the control and prevention of non-communicable diseases is due to be set. Health taxes and bans on marketing are focus areas.

    What stands in the way of progress

    Efforts by various countries to curb consumption of these harmful products have shown one thing clearly: there’s no silver bullet.

    Nevertheless, evidence shows that consumers are responsive to price. This points to the fact that taxes are a key tool for decreasing demand, especially for young consumers.

    There is also mounting evidence that health taxes are progressive for health at a population level – in other words they lead to better health outcomes. Research also shows that they scarcely affect overall employment, if at all.

    But advances on alcohol and tobacco taxes are slow. And there has been little progress on taxes on sugary beverages.

    These taxes remain far too low because health promotion taxes face tough resistance from industry. When any health promotion taxes are proposed, industries deny harms, promote doubt, divert attention, spread disinformation, create front organisations, and varnish their reputations through corporate social responsibility initiatives.

    When taxes do proceed through the legislative or regulatory process, industries influence proposals to make them less effective. They also offer to replace legislation with voluntary commitments. Evidence shows that voluntary commitments do not work.

    What would be gained

    In 2024, a report by a panel of experts showed that US$3.7 trillion in additional revenue could be generated over five years if all countries increased prices of tobacco, alcohol and sugary beverages by 50%.

    This money is sorely needed to boost healthcare. Non-communicable diseases disproportionately affect the most poor and vulnerable and healthcare systems are increasingly unable to cope. Screening, diagnosis, medications and treatment are very expensive for both ministries of finance and at the household level, where health needs can result in catastrophic expenditure.

    And taxes that generate a 50% increase in real prices of tobacco, alcohol and sugary beverages would save 50 million lives globally over 50 years.

    Where to begin

    We believe the G20 platform is a sound one on which to champion efforts to curb the consumption of harmful products. This is because half of the countries in the group have one or two policies for food such as taxes on sweetened beverages. Their experiences can therefore inform debates about how to protect the public from the fatal effects of diet-influenced diseases.

    But building a solid foundation won’t be easy. What’s needed is for the G20 to put its weight behind these key points:

    • Promoting good health before people get sick should be an imperative because the cost of inaction in financial and human terms is just too high.

    • Promoting the case for raising tobacco taxes, because tobacco continues to cause the most death and illness. But taxation has stalled. Approximately 90% of smokers live in countries where cigarettes were equally or more affordable in 2022 than they were five years earlier.

    • A renewed focus on alcohol taxes, which have shown little improvement in the last decade. Alcohol excise taxes are not being used effectively.

    • Fresh impetus behind increasing the level of taxes as a percentage of the cost of sugar sweetened beverages. Evidence suggests that to be effective, taxes on sugar sweetened beverages should increase product prices by at least 20%.

    • Champion nutrition regulation when navigating the trade and nutrition policy environment. Trade policies can be inconsistent with health policies.

    • Lastly, push for stronger global monitoring frameworks to track corporate accountability in health. This should include clear conflict of interest policies, information management, and exposing when corporations try to shape their own evidence-base or discredit research that would be supportive of public health policies.

  • MIL-OSI Submissions: With fresh songs and a spectacular set, Disney’s Hercules musical goes the distance

    “Whose daring deeds are great theatre? Hercules!” So sing the Muses, as they close act one of Disney’s Hercules, which opened at London’s Theatre Royal, Drury Lane last week.

    The 1997 Disney animation this new show is based on is, of course, already a successful musical film. The hit song Go the Distance was nominated for a Golden Globe and an Academy Award. The new West End version includes all the film’s familiar musical numbers, notably The Gospel Truth (which is reprised as many as six times) but also I Won’t Say (I’m In Love), Zero to Hero and A Star is Born.

    There are plenty of new original songs, too, by the composer Alan Menken and lyricist David Zippel.

    Some of the changes to the film’s story, however, are puzzling. In place of adoptive mortal parents Amphitryon and Alcmene, Hercules is born to a single mother, who is given a new (modern Greek) name and her own song: Despina’s Lullaby.

    More understandable is the skipping over of Hercules’ childhood, allowing Luke Brady’s engaging Hercules to emerge fully grown not too long into the show.

    Likewise, Meg (Mae Ann Jorolan) is made even feistier than her 1990s incarnation. Instead of being in the clutches of the centaur Nessus when Hercules first meets her, she has two Hydra-venom traders in a headlock, and she sings “let me tell you a little something about saving women who don’t need to be saved” in the great new duet Forget About It.

    Fans of the film may be disappointed that Pegasus – Hercules’s trusty flying steed – has been written out. Though he is nicely referenced through a topiary cameo. But there was effective use of puppetry for a suitably dramatic Hydra – the monster who grows two more heads for every one Hercules cuts off.

    Other highlights of stage-trickery include the contributions of air sculptor Daniel Wurtzel. The spirits of the dead are represented by light material floating in a stream of air, and statues of Zeus and Hera appeared to come to life – I really don’t know how they did it.

    In another controversial change, the shape-shifting comedy sidekicks Pain and Panic have been downgraded to the humans Bob (Craig Gallivan) and Charles (Lee Zarrett). They are an endearing pair nonetheless, who get their own new song Getting Even.

    Indeed, there’s more of an emphasis on both humanity and community throughout the show. In place of Danny de Vito’s satyr Philoctetes, with his hero-training facility based on a remote island, Phil (Trevor Dion Nicholas) operates out of his local pub – Medusa’s bar – with the help of a whole bunch of neighbours from Hercules’ hometown of Thebes.

    Also toned down is Hades, at least compared to James Wood’s flamboyant character in the animated film. Stephen Carlisle (previously seen as Scar in Lion King) plays Hades more in the tradition of the upper-class British villain we all love to boo. At the end of the show, however, he becomes literally larger-than-life as a giant puppet. The animation’s battle of the gods against the Titans is turned into a highly stylised confrontation between this turbo-charged Hades and everyone else.

    The show’s visuals, masterminded by Dane Laffrey, are undeniably impressive. Even before the curtain goes up, the theatre’s usual proscenium arch has been transformed into a monumental Greek temple facade. Thereafter the sets are dominated by four massive pairs of Doric columns, which glide smoothly into different formations. The backdrop to the gods’ home on Olympus is a giant gold sunburst motif, and everything to do with the gods is golden.

    Video-projected backgrounds (by George Reeve) feature further temples and a mosaic texture – really a Roman touch. But a more properly Greek element is the use of vases in the Attic black-figure style. These are seen especially in the early “young Hercules” scene in the market-place and again to go with the Zero to Hero line “they slapped his face on every vase”.

    And finally, the real stars of the show are the five Muses (played by Sharlene Hector, Brianna Ogunbawo, Robyn Rose-Li, Kamilla Fernandes and Kimmy Edwards the evening I attended).

    Their role – as a cross between the chorus of a Greek tragedy and a gospel choir – is even bigger here than in the animation, of which they were such an innovative feature. They must spend the whole evening on costume changes, appearing in a series of fabulous frocks (designed by Gregg Barnes and Sky Switser), each more spectacular than the last.

    Some early reviews have been critical of the show as lacking in emotional depth, and it’s true that the more serious theme of “finding where I belong” is subservient to the high-octane razzmatazz – but I suspect this won’t matter to the majority of West End audiences. Disney’s Hercules is indeed great (musical) theatre.

  • MIL-OSI Submissions: Most South African farmers are black: why Trump got it so wrong

    When world leaders engage, the assumption is always that they engage on issues based on verified facts, which their administrative staff are supposed to prepare. Under this assumption, we thought the meeting at the White House on 21 May between South Africa’s president, Cyril Ramaphosa, and US president Donald Trump would follow this pattern.

    Disappointingly, the televised meeting was horrifying to watch as it was based on misrepresenting the reality of life in South Africa.

    Issues of agriculture, farming and land (and rural crime) were central to the discussions. What is clear to us as agricultural economists is that the skewed views expressed by Trump about these issues originate in South Africa. This includes Trump’s statement: “But Blacks are not farmers.”

    In our work as agricultural economists, we have, in many pieces and books (our latest titled The Uncomfortable Truth about South Africa’s Agriculture), tried to present South Africans with the real facts about the political economy policy reforms and structural dimensions of South African agriculture.

    Writing on these matters was necessary given that official data – agricultural census 2017, as well as the official land audit of 2017 – all provide an incomplete picture of the real state and structure of South African agriculture. The reason is that the agricultural census, which is supposed to provide a comprehensive and inclusive assessment of the size and structure of the primary agricultural sector, and the land audit, which was supposed to record the ownership of all land in South Africa, are incomplete in their coverage.

    The incomplete and inaccurate official data provides fertile ground for radical statements by the left and the right – and novices on social media. This is why South Africa has to deal with falsehoods coming from the US. These include Trump’s statement that black people are not farmers in South Africa.

    South Africa is to blame for providing inaccurate data to feed these false narratives.

    The facts presented here should allow a more nuanced interpretation of South Africa’s farm structure. Firstly, there are more black farmers in South Africa than white farmers. And not all white commercial farm operations are “large-scale”, and not all black farmers are “small-scale”, “subsistence” or “emerging”. Most farm operations can be classified as micro, or small in scale.

    This is important so that one doesn’t view South Africa’s agriculture as mainly white farmers. Indeed, we are a country of two agricultures with black farmers mainly at small scale and accounting for roughly 10% of the commercial agricultural output. Still, this doesn’t mean they are not active in the sector. They mainly still require support to expand and increase output, but they are active.

    The facts

    In the wake of the circus in the Oval Office, we were amazed by the total silence of the many farmers’ organisations in South Africa. We have not seen one coming out to reject all of Trump’s claims. The only thing we can deduce from this is that these falsehoods suit the political position of some farmer organisations. But at what cost? Will many of their members be harmed by trade sanctions or tariffs against South Africa? The US is an important market for South Africa’s agriculture, accounting for 4% of the US$13.7 billion exports in 2024.

    When Ramaphosa highlighted the fact that crime, and rural crime in particular, has an impact on all South Africans and that more black people than white people are being killed, Trump’s response was disturbing, to say the least: “But Blacks are not farmers”. This requires an immediate fact check.

    We returned to the text from our chapter in the Handbook on the South African Economy we jointly prepared in 2021. In the extract below, we discuss the real numbers of farmers in South Africa and try to provide a sensible racial classification of farmers to denounce Trump’s silly statement.

    As highlighted earlier, the two latest agricultural censuses (2007 and 2017) are incomplete as they restricted the sample frame to farm businesses registered to pay value added tax. Only firms with a turnover of one million rands (US$55,500) qualify for VAT registration.

    We were able to expand the findings from the censuses with numbers from the 2011 population census and the 2016 community survey to better understand the total number of commercial farming units in South Africa. The Community Survey 2016 is a large-scale survey that happened between Censuses 2011 and 2021. The main objective was to provide population and household statistics at municipal level to government and the private sector, to support planning and decision-making.

    Data from the 2011 population census (extracted from three agricultural questions included in the census) shows that 2,879,638 households out of South Africa’s total population, or 19.9% of all households, were active in agriculture for subsistence or commercial purposes.

    Only 2% of these active households reported an annual income derived from agriculture above R307,000 (US$17,000). This translates into 57,592 households that can be considered commercial farmers, with agriculture as the main or only source of household income. This corresponds in some way with the 40,122 farming businesses that are registered for VAT as noted in the 2017 agricultural census report.

    If we use the numbers from the agricultural census it is evident almost 90% of all VAT-registered commercial farming businesses could be classified as micro or small-scale enterprises. If the farm businesses excluded from the census are accounted for under the assumption that they are too small for VAT registration, then the fact still stands that the vast majority of all farm enterprises in South Africa are small family farms.

    There are, however, 2,610 large farms (with turnover exceeding R22.5 million (US$1.2 million per annum) which are responsible for 67% of farm income and employed more than half the agricultural labour force of 757,000 farm workers in 2017.

    Another way to get to farm numbers is to use the 2016 Community Survey. Using the shares as shown in Table 2, we estimate there are 242,221 commercial farming households in South Africa, of which only 43,891 (18%) are white commercial farmers. (This is very much in line with the VAT registered farmers but also acknowledging the fact that many white farm businesses are not necessarily registered for VAT.)

    Let’s consider only the agricultural households with agriculture as their main source of income, surveyed in the 2016 community survey. We end up with a total of 132,700 households, of whom 93,000 (70%) are black farmers. This reality is something that policy makers and farm organisations find very difficult to deal with and it seems that Trump also found this too good to be true.

    We have tried here in a long winded way to deal with farm numbers and how to get to a race classification of farmers in South Africa. In the end we trust that we have managed to show that there are more black farmers in South Africa than white farmers. Their share in total output is smaller than that of their white counterparts. The National Agricultural Marketing Council puts black farmers’ share of agricultural production as roughly 10%. But these numbers are also incomplete and largely an undercount.

    It will always be challenging to get to the real number of black farmers’ share of agricultural output as nobody would ever know whether the potato or the cabbage on the shelf came from a farm owned by a black farmer or a white person but operated by a black farmer, for example. As South Africans know, the labour on farms, in pack houses, distribution systems and retail are all black. So, the sweat and hard work of black South African workers are integral to the food supply chain in South Africa.

    Let’s get these facts straight and promote them honestly.

  • MIL-OSI Submissions: From sore muscles to smartwatches and stubborn belly fat: answers to six of the most common fitness questions

    In a world flooded with fitness fads and “quick-fix” workout plans, solid evidence can often get drowned out. Yet the science is clear: jogging for just five to ten minutes a day can lower your risk of dying from heart disease and even reduce your overall risk of dying from any cause. This kind of research rarely gets the attention it deserves.

    As a sport and exercise scientist, I’ve been asked hundreds of fitness questions over the years by athletes, clients and on social media. Many of these questions are rooted in persistent myths or internet misinformation. Here are six of the most common ones, starting with one of the most popular:

    1. What exercise is best for fat loss?

    No specific exercise can reduce fat in one area, despite what ads or fitness influencers might promise.

    Instead, losing body fat comes down to maintaining a caloric deficit over time: burning more calories than you consume. If you eat more than you burn, even the most intense workouts won’t shift body fat.

    That said, exercise plays a key role in fat loss. Combining a healthy diet with physical activity is the most effective strategy for fat loss and long-term weight maintenance. Exercise helps by burning calories, improving sleep regulation, increasing confidence, and promoting metabolic adaptations like improved insulin sensitivity.

    Resistance training is especially important. It helps preserve muscle during calorie restriction, meaning the weight you lose is more likely to come from fat rather than lean tissue.

    2. Does fasting before exercise help you burn more fat?

    Fasted exercise (working out on an empty stomach, typically in the morning) increases fat oxidation, the metabolic process where fatty acids are broken down to produce energy due to low blood glucose and insulin levels, paired with elevated cortisol.

    But does it lead to greater fat loss overall? Not really.
    Studies comparing fasted versus fed exercise show no significant differences in long-term fat loss when total calories are matched. In short: fasted workouts might burn more fat during the session, but it doesn’t translate into greater weight loss over time.

    3. Why do my muscles feel sore two days after training?

    That ache you feel 24 to 48 hours after an intense or unfamiliar workout is called delayed onset muscle soreness (Doms). The delay in soreness is caused by inflammation, which takes time to fully develop. The inflammation is beneficial because it signals your body to rebuild stronger tissue by breaking down damaged proteins and building new ones. In response to the inflammation, the muscle and connective tissues release “protein messengers” that sensitise pain receptors in the connective tissues, which can make even basic movements feel uncomfortable.

    Doms often peaks two days after exercise. But the good news? Your body adapts quickly. Doms is a normal part of muscle adaptation that enables you to experience less soreness when you next perform the same activity.

    4. Should I train if my muscles are sore?

    If your muscles feel sore after exercise, they are temporarily weakened and it’s best to avoid high-intensity exercise.

    Mild Doms? Low-intensity, low impact activities like swimming or cycling can help improve blood flow and reduce stiffness, easing the sensation of soreness. However, light activity won’t necessarily speed up the recovery process. Another option is to train different muscle groups, such as the upper body if your legs are sore.

    5. Is running bad for your knees?

    This myth is surprisingly persistent but the evidence says otherwise. A 2023 study found no higher rates of knee osteoarthritis among runners compared to non-runners. In fact, running may even strengthen cartilage by stimulating collagen production.

    That said, certain risk factors, such as previous knee injury, excess body weight, or ramping up mileage too quickly, can raise your risk of knee pain or injury. But with smart training, including resistance work and gradual progression, running can be safe and beneficial for your knees.

    6. Do smartwatches accurately track calories burned?

    Not quite. While wearables can give a rough estimate of your energy expenditure, they’re not precise enough to rely on for dietary or fitness planning.

    A 2022 study found that smartwatches significantly miscalculated calories burned across different activities like walking, cycling and resistance training. These findings align with a wider systematic review that concluded most fitness trackers are inaccurate for energy expenditure.

    These devices can still be helpful for tracking heart rate trends, daily step counts and staying motivated but if you’re planning your diet or workouts around the calorie numbers they give you, it’s time to think again.

    South Africa’s young people, aged 15 to 34, who make up more than 50% of the country’s working age population, bear a disproportionate burden of unemployment. They have done so for more than a decade. Of this group, those aged 15-24 face the highest barriers to the job market, according to data from Statistics South Africa. The majority of these young people live in the townships and informal settlements.

    A new book, Making a Life: Young Men on Johannesburg’s Urban Margins, examines how young people in Zandspruit, an informal settlement on the outskirts of Johannesburg, make a life. Anthropologist Hannah Dawson explains why she chose Zandspruit for her research and shares her findings about the sociopolitical landscape of urban settlements.

    Why the choice of Zandspruit for your research?

    It started with my arrival there in 2011 to study a wave of political protests during local elections. This sparked a much longer research journey spanning more than a decade, which this book traces.

    The settlement was established in the early 1990s and has grown into a densely populated area of around 50,000 people, across 14 pieces of land.

    The expansion of Zandspruit reflects broader trends in post-apartheid South Africa: rapid urbanisation, inadequate urban housing, rising unemployment and underemployment — including a shift from permanent to casual work, and from formal to informal employment.

    What sets Zandspruit apart is its location. It is near post-apartheid economic hubs such as Kya Sands, with its light industries and business parks, and Lanseria Airport, a growing freight and logistics hub earmarked for expansion under the Greater Lanseria Masterplan. It also borders affluent suburbs and golf estates. This makes it distinct from older, more isolated settlements in Johannesburg’s south. Its proximity to shopping malls, townhouse complexes, warehouses and commercial zones makes it a destination of choice for migrants. They include people seeking a foothold in the urban market from rural areas of South Africa as well as people from other parts of the African continent.

    This proximity makes Zandspruit a case study for understanding how residents access urban job markets, and the connections between wage and non-wage economic activities.

    What do your findings tell us about the lives of young people?

    The book draws on research primarily with young men, whose work and lives I followed over ten years. It shows how young men on the urban margins navigate structural unemployment and inequality by forging social ties, asserting belonging, and pursuing alternative livelihoods within what I call Zandspruit’s “redistributive economy”. I use the phrase “making a life” to move beyond survival or income generation. A life is not only about securing food and shelter. It involves the pursuit of social connection, identity, place and dignity.

    For many of the young men I came to know, this often involved turning down demeaning jobs in favour of self-initiated income strategies that offered greater autonomy. These included renting out shacks, running internet cafes or car washes, or operating as mashonisas (unregistered loan sharks). Such efforts reflect more than personal resilience – they reveal how men’s social position and connections within the settlement shape access to the more lucrative niches of the local economy.

    These dynamics point to a broader condition facing young people in South Africa: deep and persistent material insecurity. Yet, they also show the ways in which young people, especially young men, are actively building lives in the face of profound uncertainty. They are crafting meaning and striving for something more in a context marked by chronic unemployment and inequality.

    What did you learn about urban inequality and living on the urban margins?

    The residents of Zandspruit are not equally poor or marginalised. A focus of the book is the division between “insiders” – long-term residents with access to property who earn rental income – and “outsiders” – new arrivals and immigrants who, as tenants, are more dependent on low-paid jobs. These distinctions shape access to land, housing, livelihoods and local recognition.

    Most immigrants form a precarious tenant class, while landlords tend to be established residents with long-standing ties to the settlement. Zandspruit is a deeply stratified space where social connections, property access and local citizenship determine who belongs and who benefits. By tracing men’s positions as insiders or outsiders, the book shows how these inequalities shape their economic strategies and capacity to build a life on the urban margins.

    What do you recommend in terms of public policy?

    The book doesn’t make policy recommendations. However, it speaks to key public and policy debates. Media and policy narratives often portray unemployed youth as idle and disconnected from society, ignoring the complex, often invisible, economic activities and arrangements that structure their lives. While informal and unstable, these pursuits reflect resourcefulness, local knowledge, and a conscious rejection of degrading labour.

    It challenges the idea that informal entrepreneurship can solve youth unemployment. Most enterprises are too precarious to lift young people out of poverty. It also questions the notion that informal settlements are simply ghettos of exclusion and poverty. Instead, it highlights the inequalities within the settlement and calls for greater attention to be paid to the local economies and social orders being forged within these spaces. Understanding these dynamics is crucial to rethinking how we respond to unemployment, the urban housing crisis and inequality in South Africa.

  • MIL-OSI Submissions: Radical listening: two big ideas and six core skills that could help you connect more deeply with others

    Even though we live in a constantly connected world, more people feel lonely than ever before. According to public polling company Gallup, nearly a quarter of the world’s population reports feeling lonely.

    At the same time, we’re overwhelmed by distractions: 80% of desk-based workers admit to losing concentration during meetings. And with just a scroll through our newsfeeds, we see growing polarisation and political division on a global scale.

    In such uncertain times, the practice of radical listening – listening with greater intention – offers a way to reconnect and to foster a deeper sense of empathy, engagement and hope.

    In our book, Radical listening: the art of true connection, which I co-authored with positive psychology expert Dr Robert Biswas-Diener, we explore how radical listening can improve motivation, wellbeing and meaningful connection. To become a radical listener, you’ll need to embrace two core ideas and develop six essential skills.

    The first idea is about clarifying your intention when listening. At the heart of radical listening is the belief that we always listen with a purpose — even if we’re not fully aware of it. For example, we might listen to a podcast with the intention of learning something, or attend a comedy show with the goal of being entertained.

    When we set a clear intention, we become more attuned to what matters. If your aim is to show appreciation during a conversation, you’ll naturally tune in to the qualities you value in the other person — a thoughtful comment, a kind gesture. If you want to elevate your listening, enter conversations with a positive, deliberate intention.

    The second idea is about matching your listening intention to what will be most helpful for your conversation partner. This is grounded in the principle of optimal matching of social support. Biswas-Diener explains it well here: meaningful conversations happen when there’s alignment between what the speaker needs and what the listener offers.

    This may sound obvious, but we often miss the mark. Say your partner has had a tough day. Should you offer advice? Reassure them with a personal story? Just listen and empathise? Change the subject to distract them? The most effective response might be asking: “What do you need from me right now?” When you get the match right, you’ll feel the connection.

    Six core skills

    We all have our own listening styles: empathetic, animated, quiet, curious. The good news is that everyone can improve their listening by practising these six core skills:

    1. Noticing: This means scanning for subtle but relevant cues: body language, facial expressions, changes in tone, or unusual word choices. Noticing shows you’re fully present. For example: “I noticed you lit up when you talked about your previous job.”

    2. Quieting: Managing distractions, both external and internal. Great listeners reduce interruptions by putting away their phones or turning off notifications – but also by calming their internal chatter. Being rested and mentally present makes quieting possible.

    3. Accepting: Respecting others’ right to their views – even when you disagree. Acceptance doesn’t mean agreement. It means acknowledging that others have a valid perspective. Try practising this by listening to someone whose views challenge your own.

    4. Acknowledging: Validating your conversation partner’s experiences and contributions. Look for opportunities to highlight their strengths, reflect their feelings and show empathy through both your words and expressions.

    5. Questioning: Curiosity is a cornerstone of radical listening. Ask questions that express genuine interest and invite deeper sharing. Try: “What was it about that moment that made it so special for you?”

    6. Interjecting: Jump in (briefly) with minimal encouragers to show you’re engaged – then jump back out. Minimal encouragers are short verbal or nonverbal cues used during a conversation to show you’re engaged without interrupting or taking over. They’re a key skill in radical listening because they let the speaker know you’re present and responsive while keeping the focus on them. Think of it as offering small bursts of energy, like “That’s amazing!” or “Wow, I didn’t know that.” It shows you’re actively listening, not passively absorbing.

    Radical listening is a hyper-intentional, purposeful and proactive approach to connection. It’s about helping others feel seen, valued and heard. The benefits for your conversation partner are clear — but there are also real advantages for you. You’ll build deeper relationships, experience more satisfying interactions, and be able to create trust quickly.

    In a world of loneliness, distraction, and division, radical listening isn’t just a nice idea – it’s a powerful tool for human connection.

  • MIL-OSI Submissions: Jobless young South Africans often lose hope: new study proves the power of mentorship

    More than a third of young South Africans are not in employment, education or training. This cohort of 3.4 million (37.1% of those aged 15–24) risks long-term joblessness. Discouragement – giving up looking for work – is also a risk, as the latest data show.

    This has serious social and economic implications. Social and economic exclusion can lead to declining mental health, social drift, long-term dependence on grants and lost economic potential.

    To help break this cycle, a research team we were part of piloted a Basic Package of Support programme that offered personalised coaching and referrals to services to tackle the barriers young people face. Between 2022 and 2024 we worked with 1,700 young people in three of South Africa’s nine provinces – Gauteng, KwaZulu-Natal and the Western Cape. The team worked in peri-urban areas where there were high rates of young people not in education, employment or training.

    The initiative aimed to help young people clarify their goals and find pathways into relevant learning and earning an income.

    The results of the programme showed improved mental health, reduced distress and a stronger sense of belonging. The findings show the power of targeted and multifaceted support to prevent social drift.

    The programme and its participants

    The pilot took place in three peri-urban communities with limited job and learning opportunities, and high rates of poverty and unemployment. We chose these areas for their high rates of young people who are not in education, employment or training.

    Over half of the participants (51%) were aged 18-20, 43% were 21-24 and just under 6% were aged 25-27. While 51% had completed high school, 30% had grade 9-11, and under 2% had less than grade 9. A further 17% held a university degree. Most (77%) had been actively seeking work, or opportunities in training or volunteering (73%), when they started the programme.

    Data were collected at intake and after three sessions. A monitoring survey after each coaching session was used to determine whether the participant was in any earning or learning opportunity.

    The qualitative component included in-depth interviews with young people who had completed multiple coaching sessions. Interviews were conducted six to eight months after pilot sites were opened to explore participants’ situations, experiences of coaching, and any shifts in perspective.

    The primary objective of this pilot phase was to assess the programme’s capability to:

    • engage and support disconnected young people

    • achieve anticipated outcomes, including improved sense of belonging, wellbeing and connection to learning or earning opportunities.

    In general, feelings of being supported and having access to resources in their community were low among the participants: 18.33% reported having had low levels of support in general, from adults and from peers. Young men reported considerably higher access to peer support than women (9% of men rated peer support as low relative to 24% of women).

    One-third of young people reported a lack of access to, or availability of, resources in their community. These resources included health, psychosocial, or training resources.

    Changes in well-being and mental health

    Emotional wellbeing and psychosocial factors are critical precursors to engagement in the labour market. Having a sense of control, positive sense of self-esteem, and future orientation promote resilience, which is critical to searching for and taking up opportunities.

    Research has also shown that spending a long time without learning or earning creates disillusionment and poor mental health, creating a cycle of chronic unemployment and social drift.

    For these reasons we felt it was important to examine how the young people’s well-being had changed as they progressed through the programme. The programme involved:

    • reaching out to young people

    • conducting an assessment to understand where they wanted to go and the barriers they faced

    • coaching sessions

    • referrals to relevant services to overcome barriers

    • opportunites to take steps towards their planned objectives.

    The research team saw positive changes in all emotional well-being indicators, including quality of life, anxiety, emotional distress, and sense of belonging. Participants also showed an interest in taking up available training and work opportunities. They showed improvements in the three key outcomes we examined for this pilot phase.

    Firstly, participants felt supported, were more resilient, and had better mental health outcomes than before they completed three coaching sessions.

    Secondly, they showed increased capacity, knowledge and resources to navigate and access the systems and services needed to realise their aspirations.

    Thirdly, 40% of them took up available opportunities to learn and earn income after just three coaching sessions. Larger numbers of these young people connected to training or education opportunities than to job opportunities. This is hardly surprising in the context of low job growth.

    Taken together, these findings showed that the young people felt more positive about their lives after completing three coaching sessions. They indicated that, prior to starting the programme, they had been feeling unhappy about life and lost about how to move forward in their lives.

    Part of their frustration was not having anyone to talk to about how they were feeling.

    A 21-year-old female participant said after completing round two:

    I didn’t know where I was going in life, what I was going to do, I didn’t know where to start. It was a whole blank page for me.

    A young man said after round one:

    Before I got here, the way I was feeling I didn’t think I can do anything progressive about my life. I had finished high school, but I didn’t know what step to take from there and … I did try but nothing worked … Coaching helped me cope and feel more optimistic.

    Next steps

    The programme is based on the idea that some young people need more time and support to find their way back into work or education. This might mean connecting them to counselling, childcare, nutrition or social grants.

    The pilot revealed high levels of emotional distress, echoing recent labour force data that shows growing discouragement in the working age population. It’s clear that skills training alone isn’t enough; many young people need broader, deeper support to reconnect and thrive.

    Efforts to help young people become employable need to offer more support than simply skills training. People involved in the youth employability/youth employment policy and programming sector have to understand young people from a holistic point of view and take into account the significant barriers that poverty and deprivation continue to create. This is the only way to achieve employability programmes that make an impact.

  • MIL-OSI Submissions: What happens to your brain when you watch videos online at faster speeds than normal

    Many of us have got into the habit of listening to podcasts, audiobooks and other online content at increased playback speeds. For younger people, it might even be the norm. One survey of students in California, for instance, showed that 89% changed the playback speed of online lectures, while there have been numerous articles in the media about how common speedy viewing has become.

    It is easy to think of some advantages to watching things more quickly. It can let you consume more content in the same amount of time, or go through the same piece of content a couple of times to get the most out of it.

    This could be particularly useful in an educational context, where it might free up time for consolidating knowledge, doing practice tests and so forth. Watching quickly is also potentially a good way of making sure you sustain your attention and engagement for the entire duration to avoid the mind wandering.

    But what about the disadvantages? It turns out that there are one or two of those as well.

    When a person is exposed to spoken information, researchers distinguish three phases of memory: encoding the information, storing it and subsequently retrieving it. At the encoding phase, it takes the brain some time to process and comprehend the incoming speech-stream. Words must be extracted and their contextual meaning retrieved from the memory in real-time.

    People generally speak at a rate of about 150 words per minute, though doubling the rate to 300 or even tripling it to 450 words per minute is still within the range of what we can find intelligible. The question is more about the quality and longevity of the memories that we form.

    Incoming information is stored temporarily in a memory system called working memory. This allows chunks of information to be transformed, combined and manipulated into a form that is ready for transfer to the long-term memory. Because our working memory has a limited capacity, if too much information arrives too quickly it can be exceeded. This leads to cognitive overload and loss of information.

    Speedy viewing and information recall

    A recent meta analysis in this area examined 24 studies of learning from lecture videos. The studies varied in their design but generally involved playing a video lecture to one group at original speed (1x) and playing the same video lecture to another group at a faster speed (1.25x, 1.5x, 2x and 2.5x).

    Just like in a randomised controlled trial used to test medical treatments, participants were randomly assigned to each of the two groups. Both groups then completed an identical test after watching the video to assess their knowledge of the material. The tests either required them to recall information, used multiple choice questions to assess their recall, or both.

    Faster playback may not help with study.
    V.Studio

    The meta-analysis showed that increasing playback speed had increasingly negative effects on test performance. At speeds of up to 1.5x, the cost was very small. But at 2x and above, the negative effect was moderate to large.

    To put this in context, if the average score for a cohort of students was 75% with a typical variation of 20 percentage points in either direction, then increasing the playback speed to 1.5x would bring down the average person’s result by 2 percentage points. And increasing the playback speed to 2.5x would lead to an average loss of 17 percentage points.

    Older people

    Interestingly, one of the studies included in the meta-analysis also investigated older adults (aged 61-94) and found that they were more affected by watching content at faster speeds than younger adults (aged 18-36). This may reflect a weakening of memory capacity in otherwise healthy people, suggesting that older adults should watch at normal speed or even slower playback speeds to compensate.

    However, we don’t yet know whether you can reduce the negative effects of fast playback by doing it regularly. So it could be that younger adults simply have more experience of fast playback and are therefore better able to cope with the increased cognitive load. Similarly, it means we don’t know whether younger people can mitigate the negative effects on their ability to retain information by using faster playback more often.

    Another unknown is whether there are any long-term effects on mental function and brain activity from watching videos at increased playback speeds. In theory, such effects could be positive, such as a better ability to handle increased cognitive load. Or they could be negative, such as greater mental fatigue resulting from increased cognitive load, but we currently lack the scientific evidence to answer this question.

    A final observation is that even if playing back content at, say, 1.5 times the normal speed doesn’t affect memory performance, there is evidence to suggest the experience is less enjoyable. That may affect people’s motivation and experience at learning things, which might make them find more excuses not to do it. On the other hand, faster playback has become popular, so maybe once people get used to it, it’s fine – hopefully we’ll understand these processes better in the years to come.

    Coconut trees are iconic plants found across the world’s tropical regions. They’re called “nature’s supermarket” or the “tree of life” in several cultures because every part of the coconut tree is used. Its leaves can be used to thatch homes, its heart can be eaten and its roots have medicinal uses.

    The refreshing liquid found within a young green coconut is a highly prized component of the coconut palm. Coconuts are unique in the world of fruits because they have a large internal cavity filled with water. Other fruits typically store water within individual cells or pulp.

    I’m a food scientist who has carried out research on the properties of coconuts.

    All coconut palms produce water, though some, like tall varieties, will produce more than others, like dwarf varieties. The water is sourced from the trees’ immature, green coconuts. As the coconut matures, the developing white flesh absorbs the water, resulting in less liquid in a fully ripe brown coconut.

    So, how is this water reservoir created, and what factors influence it?

    A coconut’s structure

    To better understand how coconut water is formed, it is essential to grasp its anatomical structure. The coconut fruit is classified as a drupe, meaning it has three layers: the exocarp (the smooth, green outer layer seen in unripe coconuts), the mesocarp (a fibrous husk beneath the exocarp), and the endocarp (the hard, woody inner shell that protects the white flesh inside).

    Within the endocarp, there are two components: the flesh (endosperm, a soft, jelly-like material in immature coconut that hardens as it matures) and the clear coconut water that fills the cavity. This water is a nutritive fluid nourishing the developing seed and is formed naturally during the development of the coconut fruit.

    The water is a filtered sap that’s drawn up from the roots and transported through the tree’s vascular system (its water and nutrient transport system), specifically the xylem tissue.

    The coconut tree’s extensive root system, ranging from 1 to 5 metres deep, absorbs groundwater – with dissolved nutrients – from the surrounding soil. The absorbed water is then transported upwards through the trunk and branches and finally to the fruit.

    The fruit retains this water, stored in the cavity of the coconut. The accumulated water, with its rich nutrients, provides food to the developing endosperm (white flesh).

    Therefore, coconut water is neither rainwater nor seawater stored inside, but carefully filtered and nutrient-rich clear liquid formed by the tree itself.

    What is coconut water made of?

    About 95% of coconut water is simply water, making it an excellent hydrating fluid.

    The rest of the water is made up of various components, which are useful for us too.

    Minerals (like sodium, potassium, magnesium and calcium) nourish human nerves and muscles; proteins (amino acids and enzymes) can help in metabolism in both the tree and humans; sugars (fructose and glucose) are responsible for the light sweetness and there are trace amounts of vitamins (vitamin C and B vitamins).

    Coconut water levels

    Many factors can influence the amount and quality of water in a coconut.

    The age of the coconut is a critical determining factor. Immature, green coconuts (six to eight months) are usually full of water: between 300 millilitres and 1 litre. Mature coconuts (12 months and older) have low water levels as the liquid is partially absorbed by the endosperm.

    High rainfall encourages greater accumulation of water, while drought conditions reduce the amount of water that can be transported to the fruit.

    Healthy soils packed with minerals lead to high-quality and nutrient-rich coconut water. Poor or salty soils, lacking in minerals that can travel up the coconut tree to the fruit, will lead to low quality water.

    Finally, unhealthy or diseased trees produce smaller-sized coconuts with little water.

    Protecting coconuts

    Coconut trees and coconut water are important to tropical economies across south-east Asia, the Pacific, and the Caribbean Sea territories, as well as the coastlines of central America and Africa.

    Conserving the trees and their environment is therefore essential.

    Sustainable farming practices, like soil management – including soil testing and organic composting – should be implemented to maintain the proper nutrient profile, which results in high-quality coconut water.

    Additionally, protecting freshwater aquifers from saltwater intrusion along coastlines where coconuts grow is crucial for preserving the quality of this refreshing fluid. Drip irrigation and mulching can help maintain soil moisture for the required coconut water production.

    Pest and disease management techniques (like intercropping coconuts with bananas or legumes), as well as integrated pest management, can contribute to healthy trees that produce large coconuts with ample water.

  • MIL-OSI Submissions: Row over damage to Iran’s nuclear programme raises questions about intelligence

    The ongoing debate over whether Iranian nuclear sites were “obliterated”, as the US president and his team insist, or merely “damaged”, as much of the intelligence suggest, should make us pause and think about the nature and purpose of intelligence.

    As Donald Rumsfeld famously said “if it was a fact it wouldn’t be called intelligence”.

    The recorded fate of the Iranian nuclear sites will be decided by the collection and assessment of difficult to reach raw intelligence feeds. These will include imagery, technical, communications and human intelligence, among many secret techniques.

    The classified conclusions of these efforts are unlikely to make their way into the public realm, unless there is Congressional or Senate inquiry, like the one held after 9/11.

    So, why does it matter?

    There has been strong public interest in intelligence assessments since 9/11 and the 2003 invasion of Iraq. Intelligence is often only seen in public when something has gone wrong – either that something was missed or the public has been misled. Inquiries into 9/11 criticised intelligence agencies for not putting together single strands of intelligence into a whole picture, revealing the plot and the attack.

    Inquiries into the approach to the 2003 Iraq war suggested intelligence agencies had allowed their assessments to become shaped by political need, or had failed to adequately caution about what they did not know.

    Successful intelligence operations nearly always mean that something damaging to the country or the public has been prevented. If agencies celebrated these successes loudly they might reveal something about their techniques and reach that is useful to our adversaries. So, our understanding of intelligence tends to be framed by popular culture – or by the inquiries around intelligence failures.

    From these two sources, intelligence is simultaneously all-seeing and deeply flawed. Add in narratives around the “deep state” – a shorthand that accuses unnamed and publicly unaccountable government officials of frustrating the will of the people – and it should be no surprise that the public and politicians are sometimes confused about security intelligence and published assessmements.

    In the case of the Iranian nuclear facilities, the importance of the intelligence picture is focused around politics, diplomacy and security. Donald Trump would obviously prefer an official narrative that his decision and orders have put back the Iranian nuclear programme by years. This is why he talks about the sites being obliterated. And it’s why his director of national intelligence, Tulsi Gabbard, has affirmed that her intelligence-led assessment agrees. That said, she has opted not to give testimony to the Senate.

    When it comes diplomacy, the judgement of intelligence officials could do one of two things. It could either place Iran in a poorer negotiating position with no nuclear programme to provide it with the ultimate security. Or it could allow Tehran to present the country as an emerging nuclear power, with the added muscle that implies. This judgement will have an impact on Israel’s need to preemptively contain Iran. And in security terms, the classified judgement will also help to shape the next steps of the US president, his diplomats and his armed forces.

    The assessment given to the public may well be different from the one held within the administration. While uncomfortable for us outside of government circles, this is often a perfectly reasonable choice for a government to make. Security diplomacy is best done behind closed doors. Or at least, this used to be the case. Now Trump appears to be remaking the art of statecraft in public with his TruthSocial posts and his earthy and authentic language in press conferences.

    Misinformation and public mistrust

    Having a large gap between the secret intelligence assessment and the publicly acknowledged position can have stark consequences for a government. The 1971 Pentagon Papers are a good example of this.

    These were prepared for the government about the progress of the Vietnam war and leaked to the press. The leaks highlighted the inaccuracy in government reporting to the American public about the progress of the war. The fallout included a number of official inquiries that shone a negative light on intelligence agencies. They also resulted in a strengthening of media freedoms.

    Similarly, the 2003 Iraq war damaged the credibility of the US intelligence community. It became clear to that the unequivocal statements about Iraqi possession of weapons of mass destruction turned out to be overstated and under-evidenced. The loss of trust, limitations on the executive use of intelligence and the losses to the US in blood and treasure in the Iraq campaign are still being felt in American politics.

    Last, the Snowden leaks of 2013 highlighted the mismatch between what was understood about intelligence intrusion into private communications data, including internet browsing activities, and what was happening in the National Security Agency through programmes such as Prism.

    The Snowden leaks had an impact on America’s standing with its allies and resulted in the USA Freedom Act in 2015. This imposed some limits on the data that US intelligence agencies can collect on American citizens and also clarified the use of wiretaps and tracking “lone wolf” terrorists.

    The Snowden affair also fuelled a growing narrative about unaccountable deep state activity that has foregrounded online phenomena such as the conspiracy site QAnon. It has also boosted some populist politics that point to, and feed off the public suspicion on, mass surveillance and hidden government activities.

    The lessons for the current debate are clear. The first is that using intelligence assessments to justify military actions contain enduring hazards for governments, given the propensity among public servants for leaking.

    From that, it naturally follows that when published intelligence is shown to be incorrect, the unintended consequence for governments is a loss of trust and having fewer freedoms to make use of intelligence to protect the nation state.

  • MIL-OSI Submissions: Fake online shops rely on tech skills: what drives Cameroon’s web developers to assist online fraudsters

    When people discuss online fraud, the focus is often on those who directly deceive victims. Little attention is given to those who enable these crimes by providing the digital infrastructure necessary for deception.

    This digital infrastructure includes reliable access to electricity and the internet, as well as digital tools such as proxy servers, spoofing software, phishing kits and virtual private networks. Those involved must possess technical competencies in areas like web development, social engineering and systems maintenance, skills that are critical for sustaining fraudulent operations behind the scenes.

    Research on cybercrime is expanding in west Africa, particularly studies of Nigeria and Ghana. But Cameroon is understudied. This gap in research has obscured a pervasive problem in Cameroon: website developers who create digital storefronts for fraudsters.

    Pet scams are a particularly common type of online fraud perpetrated by Cameroonian fraudsters. This is a form of non-delivery fraud in which victims are tricked into paying for animals that do not exist. Typically, these fake pet websites target prospective pet buyers in countries like the US, Canada and Australia by advertising nonexistent pedigree puppies and kittens as well as exotic animals such as parrots, macaws and tortoises.

    Rather than focusing on the fraudsters themselves, our study examined the infrastructure that enables this fraud to happen and the hidden networks of actors who make deception possible. Our research sheds light on a little-known group of enablers: website developers in anglophone Cameroon who knowingly build fake shopping websites.

    Through interviews with 14 website developers engaged in this illicit trade, we explored the socio-economic and political forces that drive their participation.

    Our findings showed that a mix of economic hardship, social norms and cultural beliefs drive fraud enablement in Cameroon. Our study highlights the need for a more nuanced understanding of cybercrime. The website developers in Cameroon do not fit the typical profile of a fraudster. They see themselves as skilled workers navigating a complex socio-political landscape where survival often comes before morality, given that Cameroon, under Paul Biya’s presidency of more than 40 years, has experienced widespread poverty, instability and an uncertain succession struggle.

    To address fraud effectively, interventions must go beyond simply punishing offenders. Instead, efforts should focus on dismantling the structures that allow fraud to thrive, starting with those who enable it.

    Why fraudsters choose this activity

    A central theme emerging from our interviews was the impact of the Ambazonian Crisis, an ongoing separatist conflict in Cameroon’s anglophone regions. The crisis began as peaceful demonstrations in 2016 when trade unionists and lawyers protested against the mandatory use of the French language in schools and law courts. By 2017, these protests had turned violent as armed separatist groups emerged within the anglophone regions, engaging in sporadic conflict with government forces. The separatists called for the secession of the two anglophone regions, referring to them as Ambazonia. The conflict has since escalated. Reports estimate that the violence has led to approximately 6,000 civilian deaths, the displacement of 600,000 people within Cameroon, and the forced migration of over 77,000 people into Nigeria as refugees.

    The website developers we interviewed described how daily gunfire, displacement and political instability had made it difficult to secure stable employment and find clients.

    Interviewees cited frequent power outages and internet blackouts as barriers to working with legitimate clients.

    As one developer put it:

    There are times when we go without electricity or network for days. I might have a legitimate client, but if the power goes out, I lose the job. Fraudsters, on the other hand, don’t care about delays. They are always there with another request.

    Ghost-town protests, where separatists enforce economic shutdowns and force people to stay in their homes, further limit opportunities for legitimate business. In this unstable environment, undertaking website development for fraudsters became one of the few steady income streams.

    A second theme was spiritual beliefs. We found that spiritual beliefs had an impact on decision-making. Developers rationalised their work by distinguishing between fraud and fraud enablement. Directly perpetrating fraud against victims, they believed, carried spiritual consequences, while simply building websites for fraudsters did not. Some fraudsters in west Africa visit a so-called “juju priest”, who may demand animal sacrifice and even murder in return for their blessing. The website developers we spoke to did not want to get involved in this.

    One of the developers shared his fears about spiritual repercussions:

    Scammers who do rituals for money, they don’t last. Most of the time, you see them dying at the age of 20 or 30. I don’t want to be involved in that. But making websites? That’s different. I’m not the one taking the money.

    A third theme in our findings was the Big Boy culture, a subculture that glorifies online fraud as a symbol of success. In some west African communities, fraudsters who display their wealth through expensive cars, clothes and lifestyles are seen as role models rather than criminals.

    Vanesa, a developer, explained:

    Everybody wants to chill with the Big Boys. Fraudsters want to be seen as superstars, and that means spending money like celebrities.

    The normalisation of internet fraud in some circles has created a perception that financial success justifies the means by which it is achieved. While some developers disapproved of fraudsters’ extravagant lifestyles, others saw it as a model of economic survival to aspire to.

    Rethinking fraud prevention

    These findings challenge the simplistic notion that the internet inherently enables fraud. Instead, fraud thrives within a complex ecosystem that includes not just the perpetrators but also the enablers who facilitate deception for economic, political, and cultural reasons.

    A more effective fraud prevention strategy should address the enablers of cybercrime, not just the scammers.

    This means:

  • MIL-OSI Submissions: How tennis takes a toll: the leg and foot injuries players need to watch out for

    When Novak Djokovic limped out of the 2024 French Open with a torn meniscus in his knee, all eyes turned to whether he’d be fit for Wimbledon. And when Nick Kyrgios pulled out of Wimbledon for the third year running earlier this month due to a knee injury, fans were disappointed, but medical experts may not have been surprised.

    These weren’t freak accidents. They were reminders of just how much stress elite tennis puts on the legs and feet. But the same risks apply to anyone picking up a racket this summer. From Centre Court to local parks, tennis takes a toll on the body that many players don’t appreciate.

    Tennis demands explosive movement like lunges, pivots, sprints and sudden stops. Every serve starts with a push from the toes. Every rally shifts weight between the heel and forefoot. Unlike sports with linear movement, like sprinting, tennis places constant multi-directional stress on the feet and ankles – two of the most frequently injured body parts in the game.

    Grass courts like Wimbledon’s are notoriously slick, even when dry. They offer less traction than hard courts and can increase the risk of slipping and twisting injuries. Ankle sprains and midfoot stress injuries are more common on these surfaces, particularly for players not wearing surface-appropriate shoes.

    But problems aren’t limited to grass. Hard courts often trigger repetitive strain in the heel or forefoot. And while clay is more forgiving, it still demands relentless lateral movement. No matter the surface, tennis puts pressure on the small joints and bones of the foot.

    Consequently, even the world’s best aren’t immune. Nick Kyrgios’s long-running foot issues have disrupted multiple seasons for him. Rafael Nadal has battled Mueller-Weiss syndrome, which is a rare condition that damages the navicular bone in the foot and requires specialist treatment and custom shoe-inserts.

    In April 2024, French player Arthur Cazaux rolled his ankle at the Barcelona Open, posting a viral image of the swelling that underscored how brutal the sport can be.

    What science says about foot injuries in tennis

    Many foot and ankle injuries in tennis often don’t result from one big moment — they build slowly over time. Stress fractures in the navicular and metatarsals (small bones in the midfoot) are especially common in players who train and play often. These bones are repeatedly loaded during sprints, pivots and push-offs, and can become damaged without any obvious trauma.

    Sprained ankles are another common problem. The ligaments on the outside of the ankle (known as the lateral ligaments) are particularly at risk during sudden changes in direction, especially on slippery surfaces. This is a major feature of tennis movement and makes ankle injuries hard to avoid without good support or strength.

    Foot mechanics, which is the way the foot absorbs, transfers and responds to forces during movement, also play a key role in injury risk. Research shows that players shift their body weight across different areas of the foot depending on the shot. Over time, repeated pressure on the forefoot or heel can lead to tendon strain or bone stress injuries.

    Ankle flexibility and lower limb strength also matter. Studies show that players with poor ankle mobility or control are not only more likely to lose power in their shots, they’re also more prone to overloading the foot and ankle during play.

    Despite this, foot and ankle injuries still get overlooked in many tennis injury prevention plans. Most focus on the knees, hips or shoulders, leaving one of the most injury-prone parts of the body without enough attention or support.

    The Wimbledon effect

    Wimbledon inspires thousands to pick up a racket every summer. But this seasonal spike in participation is often matched by a rise in injuries, particularly among casual players.

    Studies show that leg and foot injuries are prevalent among amateur tennis players. Ankle sprains, Achilles tendon issues and plantar fasciitis (pain in the bottom of the foot) are among the most common complaints.

    Footwear is one of the main reasons for this. Professionals wear tennis-specific shoes tailored to surface type. Grass-court shoes, for example, have shallow pimples for traction without damaging the turf. But many recreational players hit the court in running shoes, which are designed for straight-line motion, not side-to-side movement. This increases the risk of slips, ankle rolls and stress to the plantar fascia.

    Others ignore foot pain, assuming it’s normal or age-related. But aching arches, bruised heels or soreness across the midfoot may signal deeper issues like tendon overload, early stress fractures or plantar tissue damage.

    How to protect your feet

    So if you’re heading out to play tennis this summer, whether at a club or on the local court, a few small changes can help protect your feet:

    1. Wear tennis shoes designed for the surface. Don’t rely on general trainers or running shoes.

    2. Warm up properly. Include ankle rolls, calf raises and lateral drills (side-to-side movements).

    3. Strengthen your feet between matches with balance work or resistance-band exercises. You can also do towel curls, which involves placing a towel on the floor and gripping it towards your arch with your toes.

    4. Listen to pain. Discomfort in the heel, arch or midfoot isn’t “just tiredness”. It may be a warning sign.

    5. Replace worn shoes regularly, especially if you play on grass where grip is crucial.

    If you do sustain a minor ankle sprain apply the “police” principle:

    Protection = Avoid activities that aggravate pain and further injury.

    Optimal loading = Gentle, controlled movement and weight-bearing as tolerated, aiming to promote tissue healing and prevent stiffness.

    Ice = Apply ice to reduce swelling and pain, typically for 15-20 minutes every few hours.

    Compression = Use an elastic bandage to help reduce swelling, but be mindful of circulation.

    Elevation = Keep the injured ankle elevated to minimise swelling.

    If pain doesn’t ease after 48 hours, or worsens during activity, speak to a podiatrist or physiotherapist. Stress fractures in particular can worsen without rest.

    Wimbledon is a celebration of tennis at its most graceful and exciting. But it’s also a high-impact sport that places a lot of strain on the body.

    Whether you’re serving aces at your club or just hitting a couple of balls with friends, your feet are your secret weapon and your first line of defence. Take care of them, and you’ll stay in the match for longer.

  • MIL-OSI Submissions: New special tribunal for Ukraine will pave the way for holding Russian leaders to account for the invasion

    A special tribunal has been established by the international human rights organisation the Council of Europe (CoE) and the Ukrainian government to try crimes of aggression against Ukraine which could be used to hold Vladimir Putin and others to account for the February 2022 invasion and war crimes committed since.

    The Ukrainian president, Volodymyr Zelensky, signed an agreement with CoE secretary general, Alain Berset, on June 25, setting up the special tribunal. Subject to it securing the necessary political backing and budget the tribunal will be established within the framework of the CoE (which is not part of the European Union.

    Work on the first phase of the court could progress in 2026. In his speech to the Council of Europe parliamentary assembly in Strasbourg, Zelensky was cautious in his optimism but stressed that the agreement was “just the beginning”.

    “It will take strong political and legal cooperation to make sure every Russian war criminal faces justice – including Putin,” he said. He knows, through years of hard experience as he travelled the world seeking help from Ukraine’s allies, that political support can be fleeting.

    A new Nuremberg?

    Inspired by ad hoc courts established after major conflicts such as the Nuremberg tribunal after the second world war or, more recently the International Criminal Tribunal for the former Yugoslavia (ICTY)
    in the 1990s, the Ukraine has been established with the aim of holding to account the perpetrators of the first full-scale armed conflict in Europe in the 21st century.

    The prohibition against the crime of aggression is a basic principle of international law, and a key part of the UN charter.

    In principle, the crime of aggression should be prosecuted by the International Criminal Court (ICC). But as Russia is not a party to the Rome Statute which underpins the court, that option was ruled out. Similarly, Russia’s veto on the UN security council meant that it would be impossible in practice to practically set up a court under the mandate of the UN – as the ICTY was in 1993.

    The Ukraine special tribunal, which was developed by a Core Group, made up of states plus the EU and the Council of Europe, seeks to fill an obvious accountability gap. If the illegal invasion is left unpunished, it would set a dangerous precedent.

    Such impunity would embolden Russia and inspire others with revanchist ambitions, undermining an already shaky international order. The US, which was instrumental in setting up the Core Group under the presidency of Joe Biden, withdrew in March 2025 when Donald Trump took office.

    The statute of the special tribunal sets out that the court will be based on Ukrainian law and will have a strong link to the country’s legal system. Ukraine’s prosecutor-general will play a key role in the proceedings, referring evidence for further investigation by the tribunal. But it will be internationally funded with international judges and prosecutors, and strong cooperation with the International Criminal Court. It is likely to be based in the Hague – although this has yet to be confirmed.

    The need for accountability for the illegal invasion of Ukraine was stressed in a resolution of the UN general assembly in February 2023 as the war headed into its second year. The resolution, which calls for “appropriate, fair and independent investigations and prosecutions at the national or international level” to “ensure justice for all victims and the prevention of future crimes” was approved by an overwhelming majority of 141 states. Any country in the world can join this core group to support its establishment.

    Holding leaders accountable

    Unlike previous international courts, the caseload is likely to be extremely narrow. There are likely to be dozens of charges rather than hundreds or thousands, which is perhaps reassuring in terms of managing costs.

    The tribunal will focus on those “most responsible” including the so-called “troika”: the president Vladimir Putin, prime minister Mikhail Mishustin and the minister for foreign affairs Sergey Lavrov. Charges may also be levelled against the leadership of Belarus and North Korea for their role in aiding, abetting and actively participating in the war of aggression. But don’t expect Kim Jong-un or Alexander Lukashenko in the dock anytime soon.

    The Court has opted for a novel approach to a longstanding customary rule by noting that heads of state are not functionally immune from prosecution. But it adds that indictments won’t be confirmed until such time as the suspect is no longer in office.

    Trials can take place in absentia if the accused fails to attend and all reasonable steps taken to apprehend them have failed. But, like the ICC, the court will still rely on states to apprehend and physically transfer indicted individuals in due course. This will inevitably limit the chances of seeing any of the key individuals actually in a court, something that has also dogged the ICC.

    The fact that a tribunal has now been set up is a major development in international criminal justice. But it is now in a sort of purgatory, existing and not existing at the same time. To become operational, another treaty known as an enlarged partial agreement must be signed by interested states. This will have to be ratified by many national parliaments, depending on their constitutions. This process could take years.

    But simply by creating the framework for the tribunal, the Council of Europe has demonstrated its commitment to ensuring accountability. In a further development, the European Court of Human Rights delivers its long-awaited judgment in the case of Ukraine and the Netherlands v Russia on July 9.

    This concerns “complaints about the conflict in eastern Ukraine involving pro-Russian separatists which began in 2014, including the downing of Malaysia Airlines flight MH17, and the Russian military operations in Ukraine since 2022”. The judgement will add further momentum to these accountability efforts.

    Symbolic as it may seem, this week’s agreement creates a real opportunity for the international community to send a message that impunity for international aggression is intolerable – not just for the victims, but for all who believe in the rule of law.

  • MIL-OSI Submissions: South Africans don’t donate enough blood – technology can help drive the numbers

    The shortage of blood for medical use is a global challenge. South Africa is not exempt. Blood collection organisations such as the South African National Blood Service struggle to meet the demand for blood products, because of insufficient blood donations and the scarcity of loyal blood donors.

    Blood collection organisations rely on the goodwill of a few individuals who voluntarily donate blood. To maintain a sustainable supply of blood, the World Health Organization (WHO) has recommended that at least 1% of a country’s population donate blood. In South Africa the donation rate is below this.

    There are two blood collection organisations in South Africa – the Western Cape Blood Service operates exclusively in the Western Cape province while the South African National Blood Service, operates in the other eight provinces of the country.

    To increase the numbers, the country’s blood donation organisations have focused on the recruitment of new donors and awareness initiatives, using research findings that look at what motivates, and what deters, people from donating blood. But little focus has been put on the behaviour of those who already donate.

    I have conducted research in a bid to fill this gap. In a recent paper I examined factors influencing consumers’ intention to donate blood. In addition, in my recently completed PhD, I looked at the retention of existing blood donors and what drives their donation behaviour.

    The research suggests that blood collection organisations need to shift focus from acquiring new blood donors to building relationships with existing blood donors. Existing donors are an important cohort because they are reliable, and have higher donation eligibility and lower recruitment costs.

    The aim should be to drive loyalty.

    I considered the use of technology to encourage people to donate blood regularly. I concluded from my findings that blood collection organisations should customise appeals to various types of donors. They need to appeal to people in a personalised way if they want to drive loyalty.

    The drivers

    To understand what drives donor loyalty, it was important to understand why people donate blood.

    As part of my research, 658 blood donors completed the survey and I conducted interviews with 18 blood donors. The interviews revealed various reasons for donating blood. These included:

    • Awareness of the importance of donating blood

    As one participant in my research put it:

    I’ve been in and out of hospital for my kids and for my wife when she was pregnant. If I don’t donate, where are they going to get that blood from?

    • Contribution to society – saving or changing someone’s life

    This was articulated by one person:

    I’m past the point of only going for a reward, but I actually want to go, because I want to save someone’s life and do good in the community.

    • Moral responsibility

    As one participant put it:

    When I don’t donate blood, I feel bad because, as a universal donor, I could potentially be saving lives as my blood is not limited, as opposed to other groups.

    • Health-related benefits, like free health checks and the requirement to live a healthy lifestyle

    • Incentives

    The gifts make me feel appreciated. It makes me want to donate more and more.

    Beyond just donating blood, some donors also expressed that they shared their blood donation experiences with their friends, family, co-workers and on their social media platforms to encourage others to donate.

    The use of technology

    Findings from my PhD show that donors would like personalised communication from the blood collection organisations. This should include:

    • sharing information about blood donation achievements specific to them (the donor)

    • checking up on the donors who are not donating as they used to or may have stopped donating

    • following up on deferred donors to encourage them to return for a checkup and subsequent donation. Deferred donors are those who were unable to donate during a donation drive because they didn’t meet the donation requirements (for example they had low iron levels).

    • reminding donors of their upcoming donations.

    Others shared that they would like more interactive communication beyond being told that they have saved three lives after donating blood. This could include sharing specific information about the impact of the donors donation – “your donation helped a cancer patient recover” – and stories to make their contribution more tangible.

    What needs to be done

    Research has shown that digital technologies have been used successfully to foster customer engagement, enhance customer experiences and satisfaction, facilitate communication and information-sharing, and offer opportunities to shape and influence behaviour. To achieve this, donor organisations have large amounts of donor data and other data (big data) which they can use to gain insights that can be used in the following ways.

    Firstly, they should analyse donor data to identify patterns and segment donors based on factors such as how long an individual has been donating, donation frequency, blood type, location, and preferred communication channels.

    This information can be used to tailor communication and engagement strategies to specific donor groups. Donors follow different donor paths over time and cannot be viewed as a single segment.

    Secondly, organisations should monitor donation trends over time. This will help to understand seasonal fluctuations, identify peak donation periods, and anticipate potential donor needs. These insights can be used to plan targeted recruitment campaigns and allocate resources.

    Thirdly, organisations should consider personalised communication. This could include:

    • Targeted nudging: timely and relevant communication, like reminders for upcoming donation appointments, personalised thank-you messages, information about the donation they have made or invitations to special donor events.

    • Multi-channel engagement: reaching donors through their preferred communication channels, such as email, SMS, or social media.

    • Loyalty programmes: rewarding frequent donors with exclusive merchandise, discounts or special recognition, based on individual donor preferences and donation history.

    • Gamification: using game-like elements to make communication and the donation process more engaging and fun, using challenges, leaderboards and badges to motivate donors and foster a sense of community.

    • Predictive analytics: using data history and past events to establish donor patterns and predicts future outcomes. This data can be used to identify donors who might lapse and reach out to them with personalised communication.

  • MIL-OSI Submissions: Class and masculinity are connected – when industry changes, so does what it means to ‘be a man’

    On July 3, I’ll be discussing Youth, Masculinity and the Political Divide at an event with The Conversation and Cumberland Lodge at Newcastle University (get your tickets here).

    Young people involved in the panel have brought up class and the decline of industry as topics for discussion. This is particularly fitting, given my ongoing PhD research exploring masculinity and the contemporary lives of working-class men in Tyneside.

    Tyneside is an area in north-east England which was once a major centre of Britain’s Industrial Revolution. Its coal mining, shipbuilding and heavy engineering industries were seen as the backbone of the region, upheld by a large industrial skilled working class.

    As with many northern towns, widespread deindustrialisation, predominantly around the 1970s and 1980s, dramatically changed the area. At its peak, Swan Hunter – a globally recognised shipyard and significant employer in Wallsend (North Tyneside) and the surrounding area – employed up to 12,000 people. By 2005, the year before its closure, only 357 direct workers were employed.

    The process of deindustrialisation affected not just the type of work that was done, but how men in the region saw themselves. As I am currently researching, the effects of this ring true today.

    Like other regions in Britain, Tyneside shifted from mostly masculine manual labour to a largely “feminised” service sector. Informal work, subcontracting and part-time work proliferated while rates of trade unionism declined.

    Changes in industry and understandings of social class have a surprising amount to do with how we think about masculinity. Paul Willis’ 1977 seminal study Learning to Labour explores how the links between social class and masculinity are forged early in life.

    Our ideas about masculinity are produced, reinforced and upheld through institutions such as schools, the workplace and media. There is no singular “form” of masculinity – men perform it in many different ways. There is, however, hegemonic masculinity. This is the most dominant form of masculinity in a society at any given time, valued above other forms of gender identities that do not match up to the dominant ideal.

    “Traditional” views of masculinity were particularly prevalent during the height of industry in the area. These views centred around ideas of men as providers and ideas of toughness. Value was placed on a willingness (or need) to do physical and often hazardous labour.

    The demise of “masculine” labour in areas such as Tyneside disrupted not only economic stability but also male identity and pride. As broader socioeconomic shifts unfolded across England, many working class men found themselves outside of those traditional masculine ideals around labour.

    This has been well documented, particularly in ethnographic work such as Anoop Nayak’s 2006 study Displaced Masculinities. This key text explored how working-class boys navigate “what it is to be a ‘man’ beyond the world of industrial paid employment”.

    Class and identity in a changing world

    Early findings from my research suggest that today, class (and working-class identity) is not as salient in mens’ everyday lives. Participants in my study have spoken about class, but it does not overtly feature in how they make sense of their identities. As one man put it: “Class means you have to use yourself to earn money. Your labour, that’s what I understand by it, but I’ve never thought about class much.”

    What happens to men when an area’s strong working-class identity declines, but there is no narrative to replace it? There is a risk that harmful ideas about masculinity step in to fill a gap left by declining industry and continued economic inequality. We have seen this in extensive research in the US about masculinity, class and the appeal of the far right.

    This is why class must be part of the discussion around the rise of the “manosphere” – online communities and influencers sharing content about masculinity that can veer into misogyny. Class politics also presents a positive and unifying alternative.

    It is imperative that working-class areas and the people within them aren’t portrayed as somehow inherently susceptible to, or represented by, the narratives of the manosphere. Indeed, the men I have spoken to have not been particularly pulled in by the manosphere. However they do recognise the feeling of being overlooked and not measuring up to idealised “standards” about masculinity.

    The “manosphere” preys on this, tapping into boys’ and young men’s fears around masculinity and their (perceived) social status. Narrow portrayals of what success looks like puts immense pressure on young people to live up to unattainable standards.

    As I have written before, mansophere content often relies on messages around hyper-individualism that ignore the broader effects of class, the economy and political views.

    Manosphere messaging that “most men are invisible” and that the system is now “rigged against men” fits neatly with young boys’ and men’s anxieties about not having the same place or opportunities in society that previous generations of men might have had.

    Without honest discussion about working-class communities and the effects of deindustrialisation on identity, this messaging may become alluring in postindustrial towns.

  • MIL-OSI Submissions: AI policies in Africa: lessons from Ghana and Rwanda

    Artificial intelligence (AI) is increasing productivity and pushing the boundaries of what’s possible. It powers self-driving cars, social media feeds, fraud detection and medical diagnoses. Touted as a game changer, it is projected to add nearly US$15.7 trillion to the global economy by the end of the decade.

    Africa is positioned to use this technology in several sectors. In Ghana, Kenya and South Africa, AI-led digital tools in use include drones for farm management, X-ray screening for tuberculosis diagnosis, and real-time tracking systems for packages and shipments. All these are helping to fill gaps in accessibility, efficiency and decision-making.

    However, it also introduces risks. These include biased algorithms, resource and labour exploitation, and e-waste disposal. The lack of a robust regulatory framework in many parts of the continent increases these challenges, leaving vulnerable populations exposed to exploitation. Limited public awareness and infrastructure further complicate the continent’s ability to harness AI responsibly.

    What are African countries doing about it?
    To answer this, my research mapped out what Ghana and Rwanda had in place as AI policies and investigated how these policies were developed. I looked for shared principles and differences in approach to governance and implementation.

    The research shows that AI policy development is not a neutral or technical process but a profoundly political one. Power dynamics, institutional interests and competing visions of technological futures shape AI regulation.

    I conclude from my findings that AI’s potential to bring great change in Africa is undeniable. But its benefits are not automatic. Rwanda and Ghana show that effective policy-making requires balancing innovation with equity, global standards with local needs, and state oversight with public trust.

    The question is not whether Africa can harness AI, but how and on whose terms.

    How they did it

    Rwanda’s National AI Policy emerged from consultations with local and global actors. These included the Ministry of ICT and Innovation, the Rwandan Space Agency, and NGOs like the Future Society, and the GIZ FAIR Forward. The resulting policy framework is in line with Rwanda’s goals for digital transformation, economic diversification and social development. It includes international best practices such as ethical AI, data protection, and inclusive AI adoption.

    Ghana’s Ministry of Communication, Digital Technology and Innovations conducted multi-stakeholder workshops to develop a national strategy for digital transformation and innovation. Start-ups, academics, telecom companies and public-sector institutions came together and the result is Ghana’s National Artificial Intelligence Strategy 2023–2033.

    Both countries have set up or plan to set up Responsible AI offices. This aligns with global best practices for ethical AI. Rwanda focuses on local capacity building and data sovereignty. This reflects the country’s post-genocide emphasis on national control and social cohesion. Similarly, Ghana’s proposed office focuses on accountability, though its structure is still under legislative review.

    Ghana and Rwanda have adopted globally recognised ethical principles like privacy protection, bias mitigation and human rights safeguards. Rwanda’s policy reflects Unesco’s AI ethics recommendations and Ghana emphasises “trustworthy AI”.

    Both policies frame AI as a way to reach the UN’s Sustainable Development Goals. Rwanda’s policy targets applications in healthcare, agriculture, poverty reduction and rural service delivery. Similarly, Ghana’s strategy highlights the potential to advance economic growth, environmental sustainability and inclusive digital transformation.

    Key policy differences

    Rwanda’s policy ties data control to national security. This is rooted in its traumatic history of identity-based violence. Ghana, by contrast, frames AI as a tool for attracting foreign investment rather than a safeguard against state fragility.

    The policies also differ in how they manage foreign influence. Rwanda has a “defensive” stance towards global tech powers; Ghana’s is “accommodative”. Rwanda works with partners that allow it to follow its own policy. Ghana, on the other hand, embraces partnerships, viewing them as the start of innovation.

    While Rwanda’s approach is targeted and problem-solving, Ghana’s strategy is expansive, aiming for large-scale modernisation and private-sector growth. Through state-led efforts, Rwanda focuses on using AI to solve immediate challenges such as rural healthcare access and food security. In contrast, Ghana looks at using AI more widely – in finance, transport, education and governance – to become a regional tech hub.

    Constraints and solutions

    The effectiveness of these AI policies is held back by broader systemic challenges. The US and China dominate in setting global standards, so local priorities get sidelined. For example, while Rwanda and Ghana advocate for ethical AI, it’s hard for them to hold multinational corporations accountable for breaches.

    Energy shortages further complicate large-scale AI adoption. Training models require reliable electricity – a scarce resource in many parts of the continent.

    To address these gaps, I propose the following:

    Investments in digital infrastructure, education and local start-ups to reduce dependency on foreign tech giants.

    African countries must shape international AI governance forums. They must ensure policies reflect continental realities, not just western or Chinese ones. This will include using collective bargaining power through the African Union to bring Africa’s development needs to the fore. It could also help with digital sovereignty issues and equitable access to AI technologies.

    Finally, AI policies must embed African ethical principles. These should include communal rights and post-colonial sensitivities.

  • MIL-OSI Submissions: How the UK became dependent on asylum hotels

    Chancellor Rachel Reeves’s pledge to “end the costly use of asylum hotels in this parliament” is a rare thing in British politics: a policy supported by all major political parties and a range of refugee charities.

    Reeves says ending the use of asylum hotels will save the Treasury £1 billion a year. But for a government rapidly losing support, ending “hotel Britain” is also central to their popular appeal to regain control over the asylum system.

    At a time of financial instability and declining living standards, the use of hotels to house asylum seekers has increased substantially. Hotels are associated with escape, luxury or business. This explains why the use of hotels has become such a flashpoint for political controversy and fuelled resentment and tensions in some communities.

    How did we get here?

    Under the UN refugee convention, Britain has a legal obligation to house people while they are waiting for a decision on their claim to refugee status. Responsibility for housing asylum seekers lies with the Home Office, which has contracts with three private companies to offer accommodation. Hotels have historically been a small part of this housing, only used for short-term emergency cover when housing in the private rental sector is unavailable.

    Hotel use rose sharply during the COVID-19 pandemic. Private contractors responsible for housing asylum seekers were unable to find enough space in more routine “dispersal accommodation”.

    Dispersal accommodation involves housing asylum seekers in shared properties across the country. These are usually shared houses or flats that private providers procure from the private rental sector, or from subcontracted housing associations. Local authority properties are not used. Asylum seekers have no choice where they are housed.

    Once someone receives a decision on their asylum application (granted or refused refugee status), the Home Office stops providing them with housing and support. But during the pandemic, the Home Office temporarily stopped this practice, to avoid making people homeless during lockdown. But this meant more people were staying longer in asylum housing. Hotels provided emergency housing during this period.

    Following the pandemic, the number of asylum applications to the UK increased, peaking at 108,138 in 2024. Decision making on asylum claims had slowed dramatically since 2016, leaving people in the asylum process and in accommodation for longer periods of time. This increased pressure on housing and made it difficult for contractors to move people out of hotels.

    At the height of hotel use, in June 2023, 51,000 asylum seekers were housed in more than 400 hotels across the UK, costing the Home Office £8 million a day. By March 2025, this had fallen to 32,345 asylum seekers in 218 hotels.

    The use of hotels on this scale indicates that the system for housing asylum seekers in Britain is failing. While hotels can provide adaptable emergency accommodation, they are not sustainable housing solutions, nor do they offer the security of a home.

    The costs of ‘hotel Britain’

    In 2024, hotel accommodation for asylum seekers cost on average £158 per night. Dispersal accommodation, on the other hand, cost on average £20 per night. The total asylum accommodation system cost £4.7 billion, £3.1 billion of which went on hotels.

    While costly to taxpayers, this was highly profitable for those offering accommodation.

    In May 2025, the three providers contracted by the government to deliver housing were reported to have made £380 million in profit from their accommodation contracts. The Britannia Hotels chain alone reportedly made over £150 million in profit since first accommodating asylum seekers in 2014.

    The costs have been more than financial. Asylum seekers have repeatedly raised the negative effects on mental and physical health associated with confinement and isolation in hotels, a lack of privacy and personal space and the limited access to support services.

    Reports of hotels infested with insects, collapsing ceilings and rude and abusive staff, reflect a model of accommodation that is ill-suited to supporting the needs of vulnerable residents. It is a far cry from the “luxury” conditions often described in media coverage.

    Hotels have also become focal points for community tensions. Local residents were rarely informed of the use of a hotel in advance, and hotels were often closed to other guests at short notice, with reports of weddings and other events being cancelled.

    These cases created a damaging sense of community powerlessness. Following a decade of austerity, the use of a town’s hotel to indefinitely accommodate asylum seekers was often described as another resource being “taken away” from communities. Far-right groups were quick to exploit these tensions, circulating details of hotels accommodating asylum seekers and organising protests.

    Communities not camps

    To end the use of hotels, government proposals have focused on expanding the use of large-scale accommodation sites. This suggests that lessons from the last government have been ignored in the rush to end hotel accommodation.

    Mass accommodation sites, such as Wethersfield camp in Essex, are not able to provide sustainable and dignified accommodation. Using former military sites has been found to be more expensive than hotels and can further isolate and stigmatise asylum seekers.

    Sustainable accommodation that meets the needs of asylum seekers and the public requires long-term strategy to replace short-term profiteering. Part of that strategy should involve using local authority expertise to provide dispersal housing in communities. Experience shows that this is the best way to reduce the costs of asylum while supporting those seeking refuge. The government’s resettlement scheme for refugees fleeing the conflict in Syria shows that engaging local authorities in housing and support is key to the success of integration.

    Any changes to asylum housing will create pressures for a UK housing sector in crisis. Yet the financial and social costs of the current system cannot be ignored. Supporting local authorities in the development and delivery of social housing must be a priority for the government, and housing asylum seekers should not be seen as an issue separate to that commitment.

  • MIL-OSI Submissions: First fossil pangolin tracks discovered in South Africa

    A team of scientists who study vertebrate fossil tracks and traces on South Africa’s southern Cape coast have identified the world’s first fossil pangolin trackway, with the help of Indigenous Master Trackers from Namibia. Ichnologists Charles Helm, Clive Thompson and Jan De Vynck tell the story.

    What did you find?

    A fossil trackway east of Still Bay in South Africa’s Western Cape province was found in 2018 by a colleague and was brought to our attention. It was found on the surface of a loose block of aeolianite rock (formed from hardened sand) that had come to rest near the high-tide mark in a private nature reserve.

    We studied it but our cautious approach required that we could not confidently pin down what had made the track. It remained enigmatic.

    How did you eventually identify it?

    In 2023, we were working with two Ju/’hoansi San colleagues from north-eastern Namibia, #oma Daqm and /uce Nǂamce, who have been interpreting tracks in the Kalahari all their lives. They are certified as Indigenous Master Trackers and we consider them to be among the finest trackers in the world today. We’d called on their expertise to help us understand more about the fossil tracks on the Cape south coast. One example of the insights they provided was of hyena tracks, and we have published on this together.

    We showed them the intriguing trackway, which consisted of eight tracks and two scuff marks made, apparently, by the animal’s tail. They examined the track-bearing surface at length, conversed with one another for some time, and then made their pronouncement: the trackway had been registered by a pangolin.

    This was an astonishing claim, as no fossilised pangolin tracks had previously been recorded anywhere in the world.

    It also confirms that pangolins were once distributed across a larger range than they are now.

    We then created three-dimensional digital models of the trackway, using a technique called photogrammetry.

    We shared these images with other tracking and pangolin experts in southern Africa (like CyberTracker, Tracker Academy, the African Pangolin Working Group, wildlife guides and a pangolin researcher at the Tswalu Foundation). There were no dissenting voices: not surprisingly, it was agreed that our San colleagues were highly likely correct in their interpretation.

    There is something really special about a fossil trackway, compared with fossil bones – it seems alive, as if the animal could have registered the tracks yesterday, rather than so long ago.

    What are the characteristics of pangolin tracks?

    Pangolins are mostly bipedal (walking on two legs), with a distinctive, relatively ponderous gait. Track size and shape, the distance between the tracks, and the width of the trackway all provide useful clues, as do the tail scuff marks and the absence of obvious digit impressions. A pangolin hindfoot track, in the words of our Master Tracker colleagues, looks as if “a round stick had been poked into the ground”. And being slightly wider at the front end, it has a slightly triangular shape.

    Our Master Tracker colleagues are familiar with the tracks of Temminck’s pangolin (Smutsia temminckii) in the Kalahari, which was the probable species that registered the tracks that are now evident in stone on the Cape coast. Other trackmaker candidates, such as a serval with its slim straddle, were considered, but could be excluded or regarded as far less likely.

    How old is the fossil track and how do you know?

    The surface would have consisted of loose dune sand when the pangolin walked on it. Now it’s cemented into rock. We work with a colleague, Andrew Carr, at the University of Leicester in the UK. He uses a technique known as optically stimulated luminescence to obtain the age of rocks in the area.

    The results he provided for the region suggest that these tracks were made between 90,000 and 140,000 years ago, during the “Ice Ages”. For much of this time the coastline might have been as much as 100km south of its present location.

    What’s important about this find?

    Firstly, this demonstrates what you can uncover when you bring together different kinds of knowledge: our western scientific approach combined with the remarkable skill sets of the Master Trackers, which have been inculcated in them from a very young age.

    Without them, the trackway would have remained enigmatic, and would have deteriorated in quality due to erosion without the trackmaker ever being identified.

    Secondly, we hope it brings attention to the plight of the pangolin in modern times. There are eight extant pangolin species in the world today, and all are considered to be threatened with extinction. Pangolin meat is regarded as a delicacy, pangolin scales are used in traditional medicines, and pangolins are among the most trafficked wild animals on earth. Large numbers in Africa are hunted for their meat every year.

    What does the future hold?

    Our San Indigenous Master Tracker colleagues have just completed their third visit to the southern Cape coast, thanks to funding from the Discovery Wilderness Trust.

    The results have once again been both unexpected and stupendous, and their tracking skills have again been demonstrated to be unparalleled. Many more publications will undoubtedly ensue, bringing their expertise to the attention of the wider scientific community and anyone interested in our fossil heritage or in ancient hunter-gatherer traditions.

    We hope that our partnership continues to lead to our mutual benefit as we probe the secrets of the Pleistocene epoch by following the spoor of ancient animals.

  • MIL-OSI Submissions: Oasis are on the road again. But has the ticket scandal spelled the end of dynamic pricing?

    When the Oasis reunion tour was announced last summer, there was a scramble to get hold of tickets. Very quickly, there followed another scramble – to understand a phenomenon known as “dynamic pricing”. This is the practice of pricing one product or service differently for different customers. Prices are adjusted according to supply and demand and can also be determined by things like the timing of the purchase.

    But last summer, this seemingly opaque pricing structure left many fans angry, confused and lashing out at the band themselves.

    Despite being generally accepted in other industries, for example, for airline and train tickets, the use of dynamic pricing in the events sector is contentious. It can also pose reputational risks to organisations – and even artists – within the industry. Advocates of dynamic pricing say that prices are fair as they are set by the market.

    Now that Oasis are on the road again, it’s a good time to reflect on how the issue has manifested since the tickets first went on sale back in August 2024. Some tickets increased by £200 above the original price advertised. That significant mark-up did not include any added VIP or hospitality benefits.

    My research focuses on VIP and hospitality event tickets, but also considers broader ticketing issues such as dynamic pricing.

    In 2022, I interviewed a freelance VIP package manager for a highly successful and famous musician. This gave an important insight into the potential for fans to be upset and frustrated on the day of the event if they had misunderstood what they could expect from “platinum” (dynamic) tickets.

    I’ve had instances where somebody turned up at check in and you know, they don’t know what they’ve bought and thought it was a VIP ticket: “How much did you pay for your ticket?”, “Oh, I paid US$1,500…”. So, I’m like: “Okay, well that sounds like it’s … a VIP ticket, the highest-level VIP ticket. But your name isn’t on my list and my list never really lies. But, you know, I’m going to figure it out with the box office. I’ll give you the benefit of the doubt. Go on through to the champagne reception.” So, they do that, and it’s very innocent. Nobody is trying to pull something over anybody.

    I’ve had people come to me. “Oh, the person next to me said that they’ve got a meet and greet after the show, they’ve got a goodie bag. Where’s my goodie bag? They’re literally sat next to me. We’ve compared ticket prices, what’s going on?” I say: “You’ve bought a platinum ticket.” They ask: “What does that mean? What do I get? Surely, I must get something?” I say:“No, you don’t.” It’s horrible.

    And in 2023, I surveyed 312 consumers, of whom only 17% said that they would purchase a dynamically priced ticket. It is likely that, compared to 2025, there was then a lower awareness of dynamic pricing of event tickets.

    Avoiding a backlash

    More recently, research discovered that out of more than 8,000 people surveyed 91% agreed that dynamic pricing should be banned in the UK for events tickets. Some 47% had experienced dynamic pricing when shopping for tickets for live music events – but only 11% felt the concept was communicated to them effectively before they purchased.

    Other research has sought to explain the consumer protection and competition laws that apply to dynamic pricing in the UK. It also provided the context of the Oasis reunion tour dates. The researchers propose recommendations for businesses to consider before adopting dynamic pricing strategies.

    The advice includes making sure that price ranges are clearly available to consumers, and recommends that businesses should be careful in imposing time limits on completing purchases to avoid creating panic in the buyer. Businesses should also make sure the terms of their contracts are easily understood.

    UK regulator, the Competition and Markets Authority (CMA), expressed concern that selling platform Ticketmaster may have breached consumer protection law. It said Ticketmaster had labelled certain seated tickets as “platinum” and sold them for nearly 2.5 times the price of equivalent standard tickets. The CMA also said that Ticketmaster did not properly explain that the tickets offered no additional benefits – and were often located in the same area of the stadium.

    Ticketmaster did not inform consumers that there were two categories of standing tickets at different prices, the CMA said. All the cheaper standing tickets were sold first before the more expensive ones were released. The CMA said this resulted in many fans waiting in a queue without understanding what they would be paying. Then, when they finally had the opportunity to buy tickets, they had to decide on the spot whether to pay a much higher price than they had expected.

    Ticketmaster has since said in a statement: “We strive to provide the best ticketing platform through a simple, transparent and consumer-friendly experience. We welcome the CMA’s input in helping make the industry even better for fans.”

    So what now for dynamic pricing? As an events expert, I believe the industry will continue to use it. But in future, it is likely that consumers will be more savvy and aware of these practices. The industry will have to be led by ideas of best practice – and become much more transparent.

  • MIL-OSI Submissions: Films can change the world – why universities and film schools should teach impact strategies

    When was the last time a film changed the way you saw the world? Or the way you behaved?

    Miners Shot Down (2014) countered mainstream media narratives to reveal how striking mine workers were gunned down by police at Marikana in South Africa. Black Fish (2013) made US theme park SeaWorld’s stock prices plummet. And Virunga (2014) stopped the British oil company Soco International from mining in the Congolese national park from which the film takes its name.

    These films were all at the centre of impact campaigns designed to move people to act. In filmmaking, “impact” may involve bringing people together around important issues. It could also lead to people changing their minds or behaviour. It might change lives or policies.

    Impact is achieved not just by a film’s own power to make people aware of and care about an issue. It requires thinking strategically about how to channel that emotion into meaningful and measurable change.

    Although it is a growing field, for which there are numerous funding opportunities, impact producing is seldom taught at film schools or in university film programmes. Teaching tends to be ad hoc or superficial.

    As scholars who study and teach film, we wanted to know more about where and how people are learning about impact producing; the benefits of learning – and teaching – impact production; and the barriers that prevent emerging filmmakers and film students in Africa and the rest of the majority world from learning this discipline. (Also called the “global south” or the “developing world”, majority world is a term used to challenge the idea that the west is the centre of the world.)

    So, for a recent article in Film Education Journal, we conducted desk research, a survey shared with the members of the Global Impact Producers Alliance and interviews with a sample of stakeholders, selected based on their knowledge of teaching impact or experience of learning about it.

    We found that there are university and college courses that focus on social issue filmmaking, but hardly any that prioritise social impact distribution. Access to free in-person training is highly competitive, generally requiring a film in production. We also found that free online resources – though numerous – can be overwhelming to those new to the field. And the majority of the courses, labs and resources available have been created in the west.

    We believe it is important for film students and emerging filmmakers to know at least the basics of impact producing, for a range of reasons. Film is a powerful tool that can be used to influence audience beliefs and behaviour. Students need to know how they are being influenced by the media – and also how they can use it to advance causes that make the world more just and sustainable. The skills are transferable to other story forms, which empowers students to work in different contexts, in both the commercial and independent film sectors. It can benefit a student’s career progression and future job prospects.

    Existing opportunities

    We found that current impact learning opportunities range in depth and accessibility.

    Many webinars, masterclasses and short one-off training opportunities are freely available online. But some are not recorded: you have to be there in person. Many form part of film festivals and film market programmes, which charge registration fees.

    Impact “labs” are on offer around the world. They usually run for less than a week and are offered by different organisations, often in collaboration with Doc Society (the leading proponent of impact production worldwide). Although they are almost all free of charge, the barrier to entry is high: they are aimed at filmmakers with social impact films already in the making.

    We found that the postgraduate programmes (MA and PhD) most aligned with this field are offered by a health sciences university in the US, Saybrook Univerity, and are very expensive.

    African content, global reach

    In our journal article we presented two impact learning opportunities from the majority world as case studies. One, the Aflamuna Fellowship, is an eight-month in-person programme based in Beirut, Lebanon. It combines theoretical learning, “job shadowing” on existing impact campaigns, and in-service learning through designing and running impact campaigns for new films. This programme has proven very helpful to filmmakers approaching topics that are particularly sensitive within the Middle East and north Africa regions, such as LGBTQ+ rights.

    The other, the UCT/Sunshine Cinema Film Screening Impact Facilitator short course, is based in South Africa but is hosted entirely online. It was developed by the University of Cape Town Centre for Film and Media Studies and the mobile cinema distribution NGO Sunshine Cinema and launched in 2021. We are both connected to it – one as course convenor (Maasdorp) and the other (Loader) as one of the 2023 alumni.

    Self-directed learning (including learning videos, prescribed films, readings and case studies) is followed by discussions with peers in small groups and live online classes with filmmakers, movement builders and impact strategists. The final course assignment is to plan, market, host and report on a film screening and facilitate an issue-centred discussion with the audience. Topics addressed by students in these impact screenings are diverse, ranging from voter rights, to addiction, to climate change, to gender-based violence.

    Both case studies offer powerful good practice models in impact education. Projects developed as part of these programmes go on to be successful examples of impact productions within the industry. The documentary Lobola, A Bride’s True Price? (2022, directed by Sihle Hlophe), for instance, got wide reaching festival acclaim, walking away with several prizes across Africa. Both programmes combine theoretical learning; discussion of case studies relevant to the local context; engagements with experienced impact workers; and application of the learning in practice.

    It is clear from this study that there is a hunger for more structured impact learning opportunities globally, and for local, context specific case studies from around the world.
