    he Oregon Department of Human Services (ODHS) is pleased to announce the appointment of George B. Lopez as the new Director of the Office of Tribal Affairs, effective July 7, 2025.

    Lopez joins ODHS with extensive experience in tribal governance and community leadership. Most recently, he served as General Manager for the Klamath Tribes, where he led key administrative and community-based programs, managed a multimillion-dollar budget, and played a leading role in advancing tribal sovereignty and partnerships across education, public safety, and infrastructure development.

    “This role is essential to ODHS’s continued collaboration with Oregon’s Nine Federally Recognized Tribes,” said ODHS Director Fariborz Pakseresht. “George brings a deep commitment to Tribal communities and a strong track record of advocacy across Oregon. His experience will be a tremendous asset as we strengthen our government-to-government relationships. We’re excited to welcome him to the team and confident he’ll help advance our mission in meaningful ways.”

    The appointment follows a comprehensive recruitment process and will ensure continuity in leadership and support for tribal engagement.

    California joins communities around the nation in recognizing July as Disability Pride Month, an opportunity to celebrate the many ways that people living with disabilities – whether visible or invisible, mobility or cognitive, vision or hearing, learning or sensory, developmental or acquired – add to the diversity and strength of our state.
     
    Observed in July, Disability Pride Month marks the anniversary of the Americans with Disabilities Act (ADA), a major civil rights milestone signed into law on July 26, 1990. Sponsored by California Congressman Tony Coelho, the ADA prohibits discrimination against individuals with disabilities in all areas of public life, removing barriers to employment, transportation, public services, and other critical areas.
     
    California is home to more than 7 million adults with disabilities and provides one in eight kids with disability services in schools. For decades, our state has played a pivotal role in promoting the inclusion and integration of people with disabilities in all aspects of life. In partnership with the Legislature, the Newsom Administration is working to expand educational opportunities, employment options, health, and homecare access, civil rights, and community living for people of all ages with disabilities. The state also continues to prioritize accessibility of all state services and is deepening our commitment to employment opportunities for people with disabilities within state service.

    Sacramento, CaliforniaHelping to address the dangers of driving under the influence of alcohol or drugs, Governor Gavin Newsom today announced more than $35 million in funding to nearly 150 local law enforcement agencies, local governments, crime laboratories, and nonprofit organizations to address the dangers of driving under the influence of alcohol and drugs.

    The majority of the funding will support combatting impaired driving in communities, such as drug recognition evaluator training to improve the identification of drug-impaired drivers, as well as localized public outreach efforts. 

    As the legal cannabis market continues to grow, so do the state’s efforts to ensure Californians are recreating responsibly. By supporting the organizations that enforce and amplify our laws on the ground, we can keep everyone safer.

    Administered by the California Highway Patrol (CHP), the grant funding comes from the sale of cannabis and cannabis products in California. CHP administers grants for education, prevention and enforcement programs aimed at helping communities tackle impaired driving. Additionally, funds are available for crime laboratories that conduct forensic toxicology testing. 

    “This funding represents a major step forward in our ongoing mission to save lives and prevent impaired driving,” said CHP Commissioner Sean Duryee. “With over $35 million going to nearly 150 public safety partners across the state, we’re expanding our reach like never before. These resources will help those on the frontlines keep California’s roads safer for everyone.” 

    On top of combatting impaired driving in communities through trainings and public education campaigns, grant recipients will use the funds to inform local communities about impaired driving laws while highlighting the dangers of driving under the influence of alcohol and/or drugs. 

    Multiple recipients of two-year toxicology crime laboratory grants will use the funds to eliminate backlogs in analyzing forensic science evidence and to purchase or upgrade laboratory equipment to enhance testing capabilities.

    Four recipients of two-year medical examiner’s and coroner’s office grants will use the funds to improve and advance data collection in cases involving driving under the influence of alcohol and/or drugs.

    The growing cannabis market

    California’s regulated cannabis market is the largest in the world, fostering environmental stewardship, compliance-tested products, and fair labor practices, while driving economic growth and funding vital programs in education, public health, and environmental protection. The Department of Cannabis Control recently released a market outlook report that shows prices are stable, industry value is up, and the licensed market is growing.     Taking down illicit cannabis

    Reinforcing the state’s commitment to public safety, public health and the legal and regulated cannabis market, officials in 2024 seized $534 million worth of illegal cannabis. Through Governor Newsom’s Unified Cannabis Enforcement Task Force co-led by the Department of Cannabis Control, officials worked together to take down illegal cannabis operations, including residential illegal cultivation, and unlawful retail and delivery services.

    Since its inception in 2022, the Task Force has served 500 search warrants against illicit cannabis operations, seizing and destroying over $650 million in unlicensed cannabis. Operations have resulted in the eradication of more than 800,000 plants and over 220 tons of processed cannabis, along with the seizure of 190 firearms, more than $1 million in cash, and over 50 arrests statewide.

    The cannabis task force was established in 2022 by Governor Newsom to enhance collaboration and enforcement coordination between state, local, and federal partners. Partners on the task force include the Department of Cannabis Control, the Department of Pesticide Regulation, the Department of Toxic Substances Control, and the Department of Fish and Wildlife, among others.

    California has invested $1.6 billion since 2019 to fight crime, help local governments hire more police, and improve public safety. In 2023, as part of California’s Public Safety Plan, the Governor announced the largest-ever investment to combat organized retail crime in state history, an annual 310% increase in proactive operations targeting organized retail crime, and special operations across the state to fight crime and improve public safety.

    Last August, Governor Newsom signed into law the most significant bipartisan legislation to crack down on property crime in modern California history. Building on the state’s robust laws and record public safety funding, these bipartisan bills offer new tools to bolster ongoing efforts to hold criminals accountable for smash-and-grab robberies, property crime, retail theft, and auto burglaries. While California’s crime rate remains at near historic lows, these laws help California adapt to evolving criminal tactics to ensure perpetrators are effectively held accountable.

  • MIL-OSI Security: Former Northridge Insurance Agent Sentenced to More Than 4 Years in Prison for $3.7 Million Fine Art Insurance Policy Scam

    LOS ANGELES – A Nevada woman was sentenced today to 50 months in federal prison for defrauding a lender out of $3.7 million by submitting bogus applications for fine art insurance policies for commercial clients, but instead using the money for herself.

    Tonja Van Roy, 59, of Las Vegas, but who formerly operated a Northridge-based insurance agency, was sentenced today by United States District Judge Stephen V. Wilson, who also ordered her to pay $1,880,237 in restitution.

    Van Roy pleaded guilty on January 6 to one count of wire fraud.

    According to court documents, Van Roy owned and ran Pegasus Insurance, a Northridge company that specialized in insurance policies covering art collections. From January 2021 to December 2023, Van Roy created and submitted dozens of fraudulent finance agreements to AFCO Credit Corp., a Lake Forest, Illinois-based provider of insurance premium finance, purportedly to finance insurance policies she claimed to have sold to art galleries.

    Van Roy made up the insurance policy numbers she used and forged the electronic signatures for fictitious insureds. She used the borrowed money to fund her lifestyle, which included payments on dozens of credit cards. When the loans from AFCO came due, Van Roy submitted additional fraudulent finance agreements to AFCO, and used the proceeds from the new loans to make it appear as though the old loans had been repaid.

    “[Van Roy] embarked on a sophisticated, multiyear scheme to borrow fraudulently over $3.7 million dollars using her insider’s knowledge of the insurance industry,” prosecutors argued in a sentencing memorandum. “[She] has more than 25 years of experience working as an insurance agent, during which time she sold countless insurance policies and worked for many different insurance agencies before founding her own; she had an expert’s understanding of the industry, which allowed her to manipulate her victims and avoid detection for years.”

    Homeland Security Investigations and the California Department of Insurance investigated this matter.

  • MIL-OSI Security: Former bank employee arrested, charged with illegally accessing customer accounts and stealing hundreds of thousands of dollars

    ROCHESTER, N.Y. – U.S. Attorney Michael DiGiacomo announced today that Damani Brown, 28, of Rochester, NY, was arrested and charged by criminal complaint with conspiracy, aggravated identity theft, access device fraud and conspiracy to commit access device fraud, computer fraud and conspiracy to commit computer fraud, and bank fraud and conspiracy to commit bank fraud, which carry a maximum penalty of 30 years in prison and a $1,000,000 fine.

    Assistant U.S. Attorney Meghan K. McGuire, who is handling the case, stated that according to the complaint, in August 2024, a Rochester area bank reported to the FBI that, over a couple of weeks in July and August, someone accessed the online accounts of approximately 12 customers and transferred funds out of those accounts. Following an internal review, the bank determined that Brown, a bank employee, used his employee credentials to look up each of the victim accounts around the time that the accounts were unlawfully accessed. Brown was able to see whether the victim customers had ever registered their online accounts, their bank member number and social security number. Shortly after Brown performed a lookup, a co-conspirator registered the victim customer’s online account.

    In total, Brown and/or his co-conspirator transferred approximately $477,000 from the 12 accounts without the knowledge or consent of the customers. The money was transferred to other, third-party accounts at the bank, and ultimately, approximately $327,000 was withdrawn as cash from various local branches or funds were transferred through CashApp. Within a few days of these fraudulent transfers, a number of the victims contacted the bank to report the unauthorized activity on their accounts.

    In January 2025, the FBI obtained a warrant to search Google Accounts associated with the thefts. Investigators recovered verification emails sent from the bank containing one-time password codes and notification emails sent from the bank with updates regarding the online accounts, including email updates, password resets, and account freezes.

    The complaint is the result of an investigation by the Federal Bureau of Investigation, under the direction of Acting Special Agent-in-Charge Mark Grimm.

    The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent until and unless proven guilty.

  • MIL-OSI Security: Mexican National With Five Prior Deportations Sentenced To Prison For Illegally Reentering The United States

    LAS VEGAS – A Mexican national was sentenced today by United States District Judge James C. Mahan to 24 months in prison followed by three years of supervised release for illegally reentering the United States after being removed from the country on five prior occasions.

    According to court documents and statements made in court, Santos Esparza-Torres was found by immigration officials, after he was previously deported on or about October 29, 2005, September 18, 2008, September 24, 2019, January 17, 2020, and April 16, 2020. Esparza-Torres came into ICE custody in 2024, while serving a state sentence on a conviction for conspiracy to violate uniform controlled substances act. Esparza-Torres will be eligible for parole on his state drug conviction in March of 2026, and will then serve his 24-month Federal sentence.

    Esparza-Torres pleaded guilty to one count of Deported Alien Found in the United States. This was his second such conviction, as he was convicted in 2020 in the Southern District of California for the same crime.

    United States Attorney Sigal Chattah for the District of Nevada and Salt Lake City Field Office Director Jason Knight made the announcement. 

    The ICE Salt Lake City, Las Vegas Sub-Office investigated the case; and the United States Attorney’s Office for the District of Nevada prosecuted the case.

    As of 18 June, the Interior Department had approved 2,990 permits on federal and indigenous lands, compared with 2,071 for President Biden in 2021, according to government data. Under President Trump, that works out to roughly 600 permits monthly, a pace that hasn’t been reached in nearly two decades.

    These permitting figures underscore a shift in this administration’s energy strategy – from the Biden administration’s approach, which used a range of tools to constrain oil and gas production, to one that allows producers greater freedom and flexibility to make production decisions based on market conditions.

    During the transition from President Biden, the U.S. was already the global leader, producing more crude than any other country ever. President Trump declared an energy emergency, nonetheless, stating Americans were vulnerable to high energy prices and the U.S. was too dependent on foreign sources. Thus, Trump revoked some environmental restrictions, ordered reviews of others and called for departments to streamline the permitting process. The Interior Department announced emergency permitting reforms in April of this year to reduce the process to 28 days, a process that averaged more than 250 days under President Biden.

    The United States is currently producing around 13.4 million barrels of crude oil per day. This represents a new record for the country, and it is more than any other nation has ever produced according to the U.S. Energy Information Administration.

    NEW YORK, July 9 (Xinhua) — U.S. President Donald Trump sent letters to leaders of six more countries on Wednesday morning, notifying them that new tariffs will be imposed on goods imported into the United States from those countries starting Aug. 1.

    D. Trump published the corresponding notices on his own social network Truth Social. The letters are addressed to the leaders of the Philippines, Brunei, Moldova, Algeria, Iraq and Libya.

    According to the letters, duties will be 30 percent for Libya, Iraq and Algeria, 25 percent for Brunei and Moldova, and 20 percent for the Philippines.

    On Tuesday, D. Trump sent the first letters of new import duties to 14 countries, notifying them of new tariffs ranging from 25 percent to 40 percent. The American leader said he would send several more similar notices this week. –0–

  • MIL-OSI Africa: Cameroon: United States (U.S.) Embassy in Yaoundé Announces Changes to Visa Procedures and Fees

    Effective immediately, and in keeping with the U.S. Government’s global efforts to tighten U.S. immigration requirements, the U.S. Embassy Yaoundé is revising its visa procedures, as well as the validity periods and issuance fees for most visa classifications. Cameroonian citizens who successfully apply for a tourist, business, exchange, or student visa are now issued a single-entry, three-month validity visa, with a significantly reduced issuance fee of $35 or its equivalent in FCFA (down from $215) to be paid if the visa is approved. Temporary work visas now also have a single-entry, three-month validity, with a reduced issuance fee of $45.

    A U.S. visa permits the visa holder to travel to the United States up until the visa’s expiration date. The traveler’s authorized duration of stay in the United States is distinct from the visa validity and is determined by U.S. Customs and Border Patrol (that is, the U.S. immigration authorities travelers encounter upon arrival at port of entry).

    In addition, the Embassy is suspending indefinitely the nonimmigrant visa interview waiver program that allowed some visa applicants who had had prior visas to apply without coming into the Embassy for an interview. Henceforth, all nonimmigrant visa applicants applying in Cameroon are now required to appear for an in-person interview at the U.S. Embassy in Yaoundé.

    The Embassy remains committed to facilitating legitimate travel to the United States while maintaining the integrity of its visa adjudication and issuance process. We strongly encourage all applicants to visit the Embassy’s website at https://cm.usembassy.gov/ for detailed procedural information and to schedule a visa interview accordingly. Applicants should also carefully review the legally-established visa eligibility criteria prior to paying for an appointment to try to assess objectively whether they are likely to qualify for the desired visa under U.S. law. Doing an objective self-assessment against the legal criteria will save applicants time, effort, and money on a visa application that is likely to be denied.

    span>WASHINGTON, DC – Following the International Day for the Elimination of Sexual Violence in Conflict on June 19th, U.S. Reps. Maria Salazar (FL-27) and Grace Meng (NY-06), introduced a bipartisan resolution in the House of Representatives reaffirming the role of the United States in eliminating sexual violence in conflict. 

    Throughout history, sexual violence has been used as a weapon of war. In 2023, women and girls accounted for 95% of the reported cases of conflict-related sexual violence, enduring rape, sexual slavery, forced prostitution, forced pregnancy, forced abortion, enforced sterilization, and forced marriage. Sexual violence is considered a war crime, a crime against humanity, and an act of genocide and torture under international law. Despite this, it continues around the world with little accountability for its perpetrators.

    The resolution aims to underscore the need for the United States to continue to play a leading role in addressing conflict-related sexual violence and strengthening legal reforms and justice for all survivors of conflict-related sexual violence. It also seeks to recognize the need for all peace agreements to address conflict-related sexual violence and calls on the United States to ensure mechanisms to hold perpetrators of sexual violence accountable are included in peacebuilding resolutions. The resolution further emphasizes the importance of women’s meaningful participation in peace processes, as outlined in the Women, Peace, and Security Act of 2017. Additionally, the resolution would uplift and recognize the survivors of conflict-related sexual violence, and those working to support them, to ensure they are not forgotten.

    “Rape should never be a weapon of war. It is an act of evil, used by tyrants and terrorists to break the human spirit,” said Congresswoman Salazar. As the world’s leading democracy, the United States will stand with the survivors, punish the perpetrators, and demand justice. I’m proud to join Congresswoman Meng in this bipartisan effort to make clear that we will defend human dignity, and sexual violence in conflict will not be ignored, excused, or forgotten.”

    “Conflict-related sexual violence is an unspeakable crime that women and children worldwide continue to endure,” said Congresswoman Meng. “We have tools and resources to eradicate this violence and hold perpetrators accountable and now is the time to take action. This resolution affirms the important and leading role the United States plays in addressing conflict-related sexual violence, namely through our efforts to promote women’s participation in economic, civic, and security decision-making and peace processes. Eliminating sexual violence in conflict should never be a partisan issue and I will continue working with my colleagues across the aisle to find commonsense solutions to end this crisis.

    In 2023, there were 3,688 confirmed cases of sexual violence linked to conflict—a 50% rise from previous years. However, the real number is likely higher because many victims don’t report these crimes due to social stigma, limited support, and lack of accountability for offenders.

    IAM Union members proudly joined labor allies at the Asian Pacific American Labor Alliance (APALA) 18th Biennial Convention in Los Angeles, reaffirming our union’s commitment to justice on the job and in our communities.

    The IAM delegation included General Secretary-Treasurer Dora Cervantes, along with staff and members from across the country. They participated in plenaries and workshops focused on organizing, leadership development, and building an inclusive labor movement that supports all workers.

    IAM members joined other unions and community partners to support UFCW Local 770 members and immigrant workers at a rally calling for a fair contract, dignity, and economic justice.

  • MIL-OSI USA: Monthly Budget Review: June 2025

    The federal budget deficit totaled $1.3 trillion in the first nine months of fiscal year 2025, the Congressional Budget Office estimates. That amount is $65 billion more than the deficit recorded during the same period last fiscal year. Revenues increased by $254 billion (or 7 percent), and outlays rose by $320 billion (or 6 percent).

    The change in the deficit was influenced by the timing of outlays. Fiscal year 2024 outlays were reduced because payments that were due on October 1, 2023, a Sunday, were shifted into the prior fiscal year. (Those payments were made in September 2023.) If not for that shift, the deficit so far this fiscal year would have been $7 billion (or 1 percent) less than the shortfall at this point last year.

    H.R. 1, the 2025 reconciliation legislation signed by the President on July 4, 2025, increased the debt limit by $5 trillion. CBO will discuss its estimates of the budget and economic effects of that law in the next edition of The Budget and Economic Outlook.

    SUMMARY…Thunderstorms developing within the southern Appalachians
    will pose a severe wind threat through the early evening hours as
    they spread east into southern Virginia and the Carolinas. Watch
    issuance is probable as thunderstorm coverage increases.

    DISCUSSION…Latest GOES/MRMS imagery show the early stages of deep
    convection developing along the southern Appalachians from far
    southwest VA into western NC. A gradual increase in storm coverage
    is anticipated over the next few hours as temperatures continue to
    warm into the upper 80s and lingering MLCIN is removed via
    boundary-layer heating/mixing. Downstream dewpoints in the mid 70s
    are supporting a plume of MLCAPE between 2000-2500 J/kg across the
    Carolinas into the Chesapeake Bay region. Convection will likely
    intensify as it migrates into this very buoyant environment;
    however, displacement from stronger mid-level flow to the north
    suggests that storms may move off the higher terrain somewhat
    slowly, driven mainly by propagation along convective outflows.
    Similar to yesterday, this environment will support strong to severe
    downburst winds, but unlike yesterday thunderstorm coverage should
    be greater as multiple convective clusters spread east through the
    early evening. Watch issuance is expected in the coming hours as
    thunderstorm intensity and coverage begin to increase.

    SUMMARY…Scattered thunderstorms are developing in an environment
    supportive of strong to severe downburst winds. This threat should
    remain relatively brief/isolated; watch issuance is not expected.

    DISCUSSION…Deep convection is rapidly developing from
    south-central GA into portions of SC within a weak low-level
    confluence zone and along a strengthening sea-breeze boundary. This
    comes as temperatures quickly warm into the low 90s within a very
    moist environment. Morning guidance has largely displayed a 3-5 F
    cool and dry bias across the region so far today, which has resulted
    in initiation slightly earlier than anticipated as well as SBCAPE
    values upwards of 4000-5000 J/kg. Observed dewpoint depressions on
    the order of 15 F suggest that LCLs are likely at around 1 km AGL
    with near-surface lapse rates on the order of 7-8 C/km. This
    combination of extreme buoyancy atop a shallow low-level
    dry-adiabatic layer should promote strong, water-loaded downdrafts
    capable of damaging/severe downburst winds (most likely between
    40-60 mph) through late afternoon. Very weak flow over the region
    (generally less than 15 knots per regional VWPs) will favor
    disorganized multicells with limited duration. Consequently, the
    short-range predictability and coverage of damaging winds will
    remain limited and precludes watch issuance.

    SUMMARY…A couple of weak supercells may develop across parts of
    lower Michigan through the afternoon with an attendant threat for
    large hail and severe winds. Watch issuance is not anticipated given
    the limited coverage of this threat.

    DISCUSSION…Early thunderstorm development is underway across
    central to southern lower MI as convection percolates along several
    subtle boundaries over the region, including a weak cold front, a
    lake-breeze boundary, and a weak surface trough. Despite somewhat
    nebulous surface features and weak low-level winds, GOES-derived
    winds suggest shear within the cloud-bearing layer is between 25-30
    knots. This is slightly stronger than anticipated by morning
    guidance, and hints that the kinematic environment is supportive of
    organized convection. Similarly, a cold bias is noted in morning
    guidance with observed temperatures running 2-4 F warmer than
    anticipated. Consequently, surface-based CAPE estimates in recent
    mesoanalyses may be more representative of the thermodynamic
    environment and suggests around 2000-2500 J/kg SBCAPE is in place
    across lower MI. Overall, these trends point towards a favorable
    convective environment for weak supercells and/or organized
    clusters. Meager forcing for ascent will likely limit severe storm
    coverage, which should negate the need for watch issuance, but a few
    instances of large hail/severe winds appear possible through late
    afternoon.

    terrain.

    Scotland must make it clear – Trump is not welcome here.

    The President of the United States and convicted criminal Donald Trump is set to visit Scotland later this month, according to latest reports.

    The US President was found guilty of 34 felonies in 2023 relating to falsified business records, after he paid $130,000 in hush money to cover up an affair with an American porn star. Trump also has dozens of sexual assault allegations against him dating back to the 1970’s.

    The Scottish Greens have long called for an investigation into Donald Trump’s finances in Scotland through an Unexplained Wealth Order (UWO).

    A UWO is a power held by the Scottish Government to investigate the finances of politically active individuals who have gained wealth through suspicious means. Given Donald Trump’s Menie Estate golf course, which he is set to visit this month, was cited in one of his felony charges, it’s now clearer than ever that a UWO must be used.

  • MIL-OSI Security: Local man who trafficked, exploited & raped minor girls sentenced to 50 years in prison

    COLUMBUS, Ohio – A previously convicted sex offender was sentenced in federal court to 600 months in prison. The defendant sexually exploited two minor females and forced one of the girls to engage in commercial sex acts with men at hotels. 

    Anthony Sims, 56, of Columbus, pleaded guilty in March – less than two weeks before he was scheduled to begin trial – to two counts of sexually exploiting a minor and one count of sex trafficking a minor.

    Sims raped a 12-year-old girl 40 to 50 times throughout six months in 2020. Sims provided the girl marijuana and alcohol and talked her into getting high and drinking. At times, during the sexual assaults, Sims would hold down the victim’s arms or hold her in place.  During these encounters, he forced the girl to pose for photos in sexual positions while nude or while wearing lingerie.

    Sims convinced another victim, a 13-year-old girl, to smoke marijuana with him and once she was high, Sims raped her. He routinely held this victim down to facilitate these acts. Sims would also take nude photos of her, and he made her pose with stuffed animals or pillows.

    Sims also took the 13-year-old to various hotels and forced her to have sex with men who paid Sims. The victim was forced to have sex with approximately 50 different men. Sims also sold pornographic photos of the victim.

    At the time of his most recent crimes, Sims was a registered sex offender with two convictions out of Michigan.

    The President of the Human Rights Council, Ambassador Jürg Lauber (Switzerland), has announced the appointment of Mr. Max du Plessis of South Africa to serve as an independent member of the Fact-Finding Mission on the Islamic Republic of Iran. Mr. du Plessis replaces Ms. Shaheen Sardar Ali of Pakistan on the three-member investigative panel and joins Ms. Sara Hossain of Bangladesh and Ms. Viviana Krsticevic of Argentina. Ms. Hossain serves as chair of the Fact-Finding Mission.

    The Human Rights Council established the Fact-Finding Mission with resolution S-35/1 of 24 November 2022, adopted at a special session, to “investigate alleged human rights violations in the Islamic Republic of Iran related to the protests that began on 16 September 2022, especially with respect to women and children”. The three-person Mission was further requested to “establish the facts and circumstances surrounding the alleged violations and collect, consolidate and analyse evidence of such violations and preserve evidence, including in view of cooperation in any legal proceedings”.

    The mandate of the Fact-Finding Mission was subsequently extended for one year with resolution 55/19 of 4 April 2024 entitled “Situation of human rights in the Islamic Republic of Iran.” 

    In April 2025, with its resolution 58/21, the Council extended the Fact-Finding Mission’s mandate for an additional year and expanded its scope to, among other things, thoroughly and independently monitor and investigate allegations of recent and ongoing serious human rights violations in Iran. This resolution requests the Fact-Finding Mission to present a report to the Human Rights Council at its 61st session in February/March 2026, and to present an oral update, to be followed by an interactive dialogue, to the United Nations General Assembly at its 80th session (2025-2026).

    Mr. du Plessis is a South African barrister and academic whose career has been characterised by his involvement on justice and human rights issues. He has a Bachelor of Laws from the University of South Africa and the University of Natal (South Africa), completed his Master of Laws at the University of Cambridge (United Kingdom) and completed his PhD studies at the University of KwaZulu-Natal (South Africa).

    His legal career began in 2000 when he became an advocate at the High Court of South Africa. His expertise in international, administrative, and constitutional law lead to a role as a senior research fellow in the International Crime in Africa Programme at the Institute for Security Studies. Mr. du Plessis has practiced law in the United Kingdom of Great Britain and Northern Ireland and has been a visiting expert at the International Criminal Court.

    Throughout his career Mr. du Plessis has been an adjunct professor at the University of Cape Town and Nelson Mandela University. He also served as a visiting professor at Law Futures Centre, Griffith University (Australia), Oxford Institute for Ethics, Law and Armed Conflict, Blavatnik School of Government, University of Oxford (United Kingdom), St. John’s College, University of Cambridge (United Kingdom), the London School of Economics (United Kingdom), Harvard Kennedy School, Harvard University (United States), and others.

  • MIL-OSI USA: SBA Relief Still Available to New Jersey Small Businesses and Private Nonprofits Affected by Drought and Excessive Heat

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in New Jersey of the Aug. 11 deadline to apply for low interest federal disaster loans to offset economic losses caused by drought and excessive heat occurring June 25, 2024.

    The disaster declaration covers the New Jersey counties of Hunterdon, Mercer, Middlesex, Morris, Somerset, Union, and Warren as well as county of Bucks in Pennsylvania.

    Under this declaration SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are available for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    A federal grand jury has returned an indictment against Timothy J. Leiweke, the Co-Founder and Chief Executive Officer of Oak View Group (OVG), for orchestrating a conspiracy to rig the bidding process for an arena at a public university in Austin, Texas, the Justice Department’s Antitrust Division announced today. OVG develops and provides a variety of services to live entertainment venues.

    The indictment, filed in the U.S. District Court for the Western District of Texas, alleges that, from approximately February 2018 through at least June 2024, Leiweke conspired with the Chief Executive Officer of a competitor to rig the bidding for the development, management, and use of a multi-purpose arena that was to be located on the campus of a public university in Austin, Texas (the “Arena Project”).  

    “As outline in the indictment, the Defendant rigged a bidding process to benefit his own company and deprived a public university and taxpayers of the benefits of competitive bidding,” said Assistant Attorney General Abigail Slater of the Justice Department’s Antitrust Division. “The Antitrust Division and its law enforcement partners will continue to hold executives who cheat to avoid competition accountable.”

    “Unfair business practices, like those employed here, make it very difficult for the American people to pursue prosperity like our founders intended,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “In the Western District of Texas, we’re proud to work with our colleagues in the Antitrust Division on these types of cases, and we will do all we can to ensure those who engage in the type of conduct described in this case are held to account.”

    “Timothy Leiweke allegedly led a scheme designed to steer the contract for entertainment services at a public university’s arena to his company. Public contracts are subject to laws requiring an open and competitive bid process to ensure a level playing field,” said Assistant Director in Charge Christopher G. Raia of the FBI New York Field Office. “The FBI is determined to ensure that those who disregard fair competition principles do not benefit from a rigged bidding process targeting our communities and public institutions.”

    “An important part of the mission of the Office of Inspector General is to investigate allegations of corruption and illegal influence in the American workplace,” said Special Agent in Charge Jonathan R. Mellone of the U.S. Department of Labor, Office of the Inspector General, Northeast region. “We will continue to work closely with our law enforcement partners to investigate these types of allegations.”

    According to the indictment, in September 2017, Leiweke informed colleagues that he had learned another venue-services company was “bidding against us” for the Arena Project and wanted to “find a way to get [the competitor] some of the business” and “get them to back down.”  In November 2017, Leiweke informed others that he was “[m]ore than happy talking to [the competitor] about not bidding and [receiving certain subcontracts]” but had “no interest in working with them if they intend on putting in a bid.” In February of 2018, Leiweke ultimately reached an agreement with the competitor’s CEO, pursuant to which the competitor agreed that it would stand down and neither submit nor join an independent competing bid for the Arena Project. In exchange for the competitor’s agreement to stand down, Leiweke represented that the competitor would receive Arena Project’s subcontracts. Consistent with the bid-rigging agreement, the competitor did not submit a competing bid for the Arena Project. OVG ultimately submitted the sole qualified bid and won the Arena Project.  The arena opened to the public in April 2022, and OVG continues to receive significant revenues from the project to date.

    OVG and Legends Hospitality have agreed to pay $15 million and $1.5 million in penalties, respectively, in connection with the conduct alleged in the indictment against Leiweke.

    Leiweke is charged with a violation of Section 1 of the Sherman Act. The maximum penalty for individuals is 10 years in prison and a $1 million criminal fine. The fine may be increased to twice the gain derived from the crime or twice the loss suffered by the victims of the crime if either amount is greater than the statutory maximum fine. If convicted, a federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    The U.S. Department of Labor, Office of Inspector General and the Federal Bureau of Investigation’s New York Field Office are investigating the case.

    The Antitrust Division’s New York Office is prosecuting the case, with the assistance of the U.S. Attorney’s Office for the Western District of Texas.

  • MIL-OSI USA: Travel Advisory: RIDOT Testing Paddles on I-195 East to Help Merging Traffic

    Starting, Friday night July 11, the Rhode Island Department of Transportation (RIDOT) will install traffic paddles along a section of I-195 East in Providence as part of a pilot to help traffic merge more efficiently. They will be located along a 500-foot section at the beginning of the highway, where drivers coming from I-95 North and South merge.

    The paddles, also called flexible delineators, will be installed in the center of the highway, allowing traffic in the two lanes from I-95 North and the two lanes from I-95 South to change lanes when vehicles are parallel to each other, which is more efficient.

    RIDOT will be monitoring the travel times after the paddles are installed to detect any changes in travel time and determine if any adjustments are needed, and if they will remain in place.

    Similar traffic paddles are in use and have been effective throughout the state.

    RIDOT continues to analyze options with the goal of reducing travel time and improving safety for these movements during the time the temporary traffic pattern is in place for the rebuild of the westbound Washington Bridge.
