    U.S. President Donald Trump said on Monday the United States would send more weapons to Ukraine, primarily defensive ones, to help the war-torn country defend itself against intensifying Russian advances.

    Washington’s decision to halt some weapons shipments to Kyiv prompted it to warn the move would crimp its ability to fend off Russia’s air strikes and battlefield advances, while drawing criticism from Democrats and some of Trump’s fellow Republicans.

    “We’re going to send some more weapons. We have to. They have to be able to defend themselves,” Trump told reporters at the White House at the start of a dinner with Israeli Prime Minister Benjamin Netanyahu.

    “They’re getting hit very hard now,” he added. “We’re going to have to send more weapons, defensive weapons, primarily.”

    In a statement the U.S. Defense Department later said it would send additional defensive weapons to Ukraine at Trump’s direction, to ensure the Ukrainians can defend themselves while efforts continue to secure a lasting peace.

    The Pentagon said its initiative to evaluate military shipments around the world stayed in effect.

    On Friday, Trump had told reporters Ukraine would need Patriot missiles to defend itself, but he did not mention them again specifically on Monday. The Pentagon statement gave no details on the weapons to be shipped to Ukraine.

    After a telephone call with Trump on Friday, Ukrainian President Volodymyr Zelensky said he had agreed to work on increasing Kyiv’s capability to “defend the sky” as Russian attacks escalated.

    The leaders had discussed joint defense production, purchases and investments, he added.

    Ukraine has been asking Washington to sell it more Patriot missiles and systems that it sees as key to defending its cities from intensifying Russian air strikes.

    Germany said it was in talks on buying Patriot air defense systems for Ukraine to bridge the gap.

    Premier Li Qiang has called on the BRICS countries, which, he said, stand at the forefront of the Global South, to strive to be the pioneering force in advancing global governance reform.

    Li made the remarks on Sunday when addressing the plenary session on “Peace and Security and Global Governance Reform” of the 17th BRICS Summit, which was held in Rio de Janeiro, Brazil, on Sunday and Monday.

    He called on the BRICS countries to work together to uphold justice and safeguard world peace and tranquility, focus on development to bolster economic growth, and advocate inclusiveness to promote exchanges and mutual learning among various civilizations.

    The summit came as the international multilateral system continues to erode, the 90-day pause on additional tariffs imposed by the United States nears its end on Wednesday, and global trade, security and governance face uncertainty and new challenges.

    Given the situation, all eyes were on the 17th BRICS Summit to see what kind of strategy the champion of the Global South and a stabilizing force in an increasingly volatile world comes up with to tone down differences and ensure a fair and balanced international order, observers said.

    Addressing the summit, Li said that transformations unseen in a century are accelerating in the world, international rules and order face serious challenges, and the authority and efficacy of multilateral mechanisms are weakening.

    The vision of global governance put forward by President Xi Jinping, characterized by extensive consultation and joint contribution with benefits shared by all, holds even greater value and relevance, he said.

    “In the face of heightened differences and disagreements, we need the spirit of equality and respect to enable more extensive consultation,” the premier said. “In the face of deeply intertwined and shared interests, we need united and collaborative actions to enhance our joint contribution.”

    Li emphasized that power politics and bullying are never the right way to solve problems, and that the security and development of all countries should be respected.

    He said that development should not be a zero-sum game where one profits at the expense of the other, but should be win-win cooperation where all can benefit through mutual assistance.

    “Countries’ development ought to be opportunities, not threats, to each other. When everyone is willing to share opportunities with others, there will be more opportunities and benefits to share,” he added.

    The premier underlined the need for the BRICS countries to uphold independence and self-reliance, demonstrate a sense of responsibility, and play a greater role in building consensus and synergy.

    “When international rules are being undermined and bullying practices are on the rise, we need to stand up for what is right and speak up for justice. We need to act as a positive and stable force for good in the world, promote dispute settlement by peaceful means, and seek solutions that address the root causes based on the true merits of issues,” he said.

    Li called on the BRICS countries to play an active part in spearheading development cooperation, unlock growth potential in emerging areas, and continue to explore new space for mutually beneficial cooperation.

    He said that this year, China will establish the China-BRICS New Quality Productive Forces Research Center and the BRICS New Industry Golden Egret Excellence Scholarships, which will help BRICS countries train talent in areas such as industry and telecommunications and pursue innovation-driven development.

    China stands ready to join hands with other BRICS countries to make global governance more just, equitable, efficient and well-ordered, and build a better world together, Li said.

    The summit was presided over by Brazilian President Luiz Inacio Lula da Silva. The leaders of countries participating in the meeting noted that the BRICS cooperation mechanism has continued to grow stronger and more representative, with its international influence rising steadily.

    It has provided an important platform for Global South countries to defend their right to development, uphold international fairness and justice, and participate in the reform of the global governance system, they said.

    In an increasingly turbulent world where unilateralism and protectionism are on the rise, the leaders said that BRICS countries should enhance solidarity and coordination, defend the purposes and principles of the United Nations Charter, uphold and practice multilateralism, and make greater contributions to promoting common development, improving global governance, and fostering lasting peace and prosperity in the world.

    The meeting adopted the Rio de Janeiro Declaration of the 17th BRICS Summit, with BRICS countries committed to promoting inclusive and sustainable global governance.

    U.S. President Donald Trump said Monday on social media that 25-percent tariffs will be imposed on imports from Japan and the Republic of Korea (ROK), respectively, beginning Aug. 1.

    In his letters addressed to the leaders of the two countries, Trump said the new tariffs will be separate from all other sectoral tariffs.

    Later on, he announced that similar letters were sent to the leaders of 12 other countries, namely Malaysia, Kazakhstan, South Africa, Myanmar, Laos, Tunisia, Indonesia, Bangladesh, Serbia, Bosnia and Herzegovina (BiH), Cambodia, and Thailand, informing them that tariffs ranging 25 percent to 40 percent will be charged starting next month.

    The tariffs rate on Malaysia, Kazakhstan and Tunisia will be 25 percent, and it will be 30 percent for South Africa and BiH. Indonesia will face a tariffs rate of 32 percent, and Bangladesh and Serbia will see 35 percent. Tariffs rate on Cambodia and Thailand will be 36 percent, and for Laos and Myanmar it will be as high as 40 percent.

    In the almost identical letters, Trump asked leaders of these countries to understand that the tariffs rates number “is far less than what is needed to eliminate the Trade Deficit disparity we have with your Country.”

    Trump warned that if these countries raise their tariffs in response, the United States will increase its tariffs by the same amount.

    He said that there will be no tariff if these countries or their companies decide to build or manufacture products within the United States, and that “in fact, we will do everything possible to get approvals quickly, professionally, and routinely — In other words, in a matter of weeks.”

    He also said that “if you wish to open your heretofore closed Trading Markets to the United States, and eliminate your Tariff, and Non Tariff, Policies and Trade Barriers, we will, perhaps, consider an adjustment to this letter.”

    White House Press Secretary Karoline Leavitt said Monday afternoon that Trump plans to issue an executive order to extend the pause on “reciprocal tariffs” from July 9 to Aug. 1.

    “So, the reciprocal tariff rate or these new rates that will be provided in this correspondence to these foreign leaders will be going out the door within the next month or deals will be made,” said Leavitt.

    On Wednesday, Trump said that the United States had struck a trade deal with Vietnam that includes a 20-percent tariff on the Southeast Asian country’s exports to the United States.

  • MIL-OSI China: Texas floods raise doubts over US weather warnings, response levels

    As the desperate search continues for survivors of the flash floods in Central Texas, concerns have already been raised about the shortcomings of the United States’ weather warning service and the response of local authorities.

    The death toll stood at 82 late on Sunday, with Texas Governor Greg Abbott saying that 41 people were unaccounted for across the state, adding that more people could be missing, local media reported.

    In Kerr County, home to Camp Mystic and other youth camps in the Texas Hill Country, searchers have found the bodies of 68 people, including 28 children, said Sheriff Larry Leitha, who pledged to keep searching until “everybody is found”.

    The flash floods happened in a region where the natural beauty of rivers, lakes and hills has made it a popular destination for summer vacations. The Guadalupe River bank area had attracted many visitors for the long Fourth of July weekend.

    However, before daybreak on Friday destructive, fast-moving waters rose rapidly on the river in only 45 minutes, washing away homes and vehicles.

    Questions are growing about whether enough warnings were issued in an area long vulnerable to flooding and whether enough preparations were made.

    Families were allowed to look around Camp Mystic, a Christian summer camp along the river where 10 girls and a counselor were still unaccounted for, on Sunday morning.

    One girl was seen walking out of a building carrying a large bell. A woman and a teenage girl, both wearing rubber waders, briefly went inside one of the cabins, which stood next to a pile of soaked mattresses, a storage trunk and clothes. At one point, the pair doubled over, sobbing before they embraced.

    Father’s sacrifice

    Several of those who died in the floods have already been praised by loved ones for their heroism.

    Julian Ryan, 27, died trying to save his mother, his fiancee Christina Wilson, and the couple’s two young children, according to local media reports.

    Wilson told a Houston television station the water came to the front step of their trailer home near the river in Ingram before dawn on Friday and rose fast. Their mattress began to float. The door was stuck shut and Ryan broke a window with his arm for the family to escape. However, he suffered serious cuts from the broken glasses and soon bled to death.

    “He had lost so much blood and knew he wasn’t going to make it,” Wilson said. “He said, ‘I love you. I’m so sorry.’ In minutes, he was gone. He died trying to save us.”

    Camp Mystic director Dick Eastland, 70, died while trying to rescue campers during the catastrophic flooding, according to a tribute shared by his grandson on Instagram on Saturday.

    “If he wasn’t going to die of natural causes, this was the only other way — saving the girls that he so loved and cared for,” George Eastland wrote. “That’s the kind of man my grandfather was. He was a husband, father, grandfather, and a mentor to thousands of young women.”

    A Camp Mystic employee, Glenn Juenke, told CNN Eastland died “remaining a true hero until the very end”.

    Almost a century old and founded in 1926, Camp Mystic had been run by Dick and Tweety Eastland since 1974 and can host up to 700 children.

    In Kerrville, Tivy High School boys soccer coach Reece Zunker and his wife Paula died in the flood, according to a Facebook post. Their two young children were missing.

    The Guadalupe River Heart O’ the Hills Camp announced on its website that its director and co-owner Jane Ragsdale was killed in the flood. Luckily no children were at the camp at the time.

    Two sisters from Dallas, Blair and Brooke Harber, 11 and 13 respectively, were staying with their grandparents in a cabin along the Guadalupe River, which was washed away by the flood. The sisters were confirmed dead and their grandparents were missing, according to The New York Times.

    Too late, inaccurate

    The National Weather Service first issued a forecast on Thursday afternoon that heavy rain was coming and flooding was possible. It predicted 127 to 177 millimeters of rain.

    The flood warning was issued at 1:14 am on Friday when most people were asleep. It triggered Wireless Emergency Alerts which sent notifications to all the mobile phones in the emergency area.

    However, it’s a feature that mobile phone users can disable and parts of the Hill Country lack good mobile phone reception.

    The rain began to fall around midnight, but actual rainfall far exceeded the forecast. Some local weather stations recorded 305 mm of rainfall by sunrise on Independence Day, local meteorologists said.

    The water level rose rapidly. The water gauge in a section of the Guadalupe River gauge where it forks recorded a 6.7-meter rise in only two hours, Bob Fogarty, a meteorologist at the NWS Austin/San Antonio office said.

    In Kerrville, the water level rose from 0.3 meters to 10.3 meters between 2 am and 7 am on Friday.

    Fogarty said the alert was updated nine times throughout Friday. The most serious warning came at 4:03 am when NWS issued a flood emergency, warning of an “extremely dangerous and life-threatening situation “and urging “immediate evacuations”.

    The riverbank overflow occurred about three hours after the first flood warning, with the strong torrent washing away cabins and vehicles.

    Some meteorologists said local authorities are partially responsible for the devastating consequences of the floods.

    “The heartbreaking catastrophe that occurred in Central Texas is a tragedy of the worst sort because it appears evacuations and other proactive measures could have been undertaken to reduce the risk of fatalities had the organizers of impacted camps and local officials heeded the warnings of the government and private weather sources, including AccuWeather,” AccuWeather chief meteorologist Jonathan Porter wrote in a statement on Saturday morning.

    Local officials blamed the NWS for inadequate weather information. Nim Kidd, chief of the Texas Division of Emergency Management pointed to NWS forecasts that projected up to 152 mm of rain. “It did not predict the amount of rain that we saw,” Kidd said.

    Facing questions on why officials didn’t organize evacuations, Kerr County Judge Rob Kelly said: “We didn’t know this flooding was coming. Rest assured, no one knew this kind of flood was coming.”

    Kelly said they deal with floods frequently and locals know the area as “flash flood valley”. However, Kerr County doesn’t have a flood warning system in place. Kelly said the county considered implementing one a few years ago, but the plan was put aside due to the cost.

    Kerrville City Manager Dalton Rice told the media that the suddenness and intensity of the flood caught city officials flat-footed.

    “This happened very quickly over a very short amount of time that could not be predicted,” Rice said,”… things like this happen in a very strategic, very isolated area and when those two things converge you have what happened today.”

    Staff shortage at NWS

    The unexpectedness of the flood has led many to question whether the understaffed NWS has contributed to the tragedy.

    Its ability to help the entire country prepare for natural disasters was also questioned due to funding cuts under the Trump administration’s Big Beautiful Bill which was passed the day before July 4.

    Federal funding cuts made earlier by the Department of Government Efficiency led to staff cuts in the NWS, which the service says has resulted in many of its local offices being understaffed.

    Its mission statement is to: “Provide weather, water and climate data, forecasts, warnings, and impact-based decision support services for the protection of life and property and enhancement of the national economy.”

    Accurate weather warnings are the key to “give every individual a fighting chance to survive nature’s worst”, it adds.

    Since President Donald Trump took office, almost 600 people have left the NWS, equivalent to the total number of employees who left the service in the past 15 years.

    Many of those who left were seasoned meteorologists with experience in dealing with a variety of weather scenarios. Experts had previously warned that the service had already been crippled due to its large number of vacant positions and sudden departure of senior staff.

    The NWS Austin/San Antonio Office, which oversees flood-devastated Kerr County, is currently short six staff members. A senior hydrologist, staff forecaster and meteorologist in charge were missing, according to the NWS website.

    While no one at the NWS has explained the big gap between the forecast and actual rainfall, Homeland Security Secretary Kristi Noem defended the administration, saying that it’s hard to accurately predict rainfall.

    Noem argued that the technology was “ancient” and that the Trump administration is working to upgrade it.

    “We know that everybody wants more warning time, and that’s why we’re working to upgrade the technologies that have been neglected (for) far too long,” Noem said at a Saturday news conference.

    Houston has a problem

    Jason Walls, a Houston resident, told China Daily the tragedy unfolding in Central Texas had made him worried about his own safety in Houston.

    “We are in the hurricane season right now. I can’t imagine how many people would die from an inaccurate weather forecast and inadequate warning because we are much more populated than Central Texas. I am very concerned,” Walls said.

    He’s aware that the NWS Houston/Galveston Office has a serious staff shortage with 11 positions out of 25 vacant. The departures happened after a number of experienced meteorologists left due to the DOGE cuts.

    The vacancies include meteorologist-incharge, warning coordination meteorologist, science and operations officer, and port meteorological officer. In addition, four meteorologists, including two senior positions, are also vacant.

    Meteorologist Jeff Masters, a former National Oceanic and Atmospheric Administration hurricane hunter, earlier told the Texas Tribune that most of the roles won’t be able to be filled in time for the 2025 hurricane season.

    “This was done very inefficiently,” Masters told the newspaper. “First, all of the probationary employees were fired, then incentives were given to get the most experienced managers out through early retirement. Now they’re trying to do some rehiring, and then it’s just not being done very efficiently.”

    Masters said that the local offices across the country have lost critical institutional knowledge and expertise. Nationwide, reduced staff numbers have meant fewer weather balloon launches, therefore fewer data critical to accurate storm modeling is available.

    Currently, the Houston office is being helped by members from other NWS locations, and a meteorologist in Oklahoma is helping as an acting meteorologist-incharge for Houston.

    “Look at what happened in Kerr County when the NWS local office is without a warning coordination meteorologist,” Walls said. “We are in a worse situation in Houston — we don’t have a warning coordinator, we don’t have one in charge, we are missing almost half of very critical positions. How can we be ready for any weather disaster in the coming months?”

  • MIL-OSI China: EU races to finalize trade deal with US before July 9 tariff deadline

    The European Union (EU) is intensifying its efforts to finalize a trade agreement with the United States before the looming July 9 deadline, aiming to avert a new wave of punitive tariffs.

    European Commission spokesperson Olof Gill confirmed on Monday that “political and technical contacts” between Brussels and Washington are ongoing, with the EU still committed to securing an agreement in principle by Wednesday.

    While hopes for a comprehensive trade deal have been abandoned due to time constraints, the EU remains focused on establishing a framework that can prevent further tariff increases. If no agreement is reached, U.S. tariffs on most EU imports are expected to rise from the current 10 percent to 20 percent, and potentially up to 50 percent, in line with rates announced by U.S. President Donald Trump on April 2.

    On Friday, the European Commission held consultations with EU member states to assess the situation. Further high-level engagement took place over the weekend, with Commission President Ursula von der Leyen speaking by phone with President Trump on Sunday. Although no formal breakthrough was reported, officials described the call as a “good exchange.”

    On Sunday, U.S. Treasury Secretary Scott Bessent said that tariffs for countries that had not reached an agreement with the United States would take effect on Aug. 1 instead of July 9. Trump said that the United States would begin issuing tariff notification letters to a dozen countries starting Monday at 12 p.m. Eastern Time (1600 GMT).

    The European Commission continues to weigh its options. A retaliatory tariff list has been prepared and reviewed with member states and industry stakeholders. However, according to Gill, there are no immediate plans to activate it, as “diplomatic efforts remain the priority.”

    Germany, France, and Italy remain closely engaged in the negotiations. German Chancellor Friedrich Merz has emphasized the need for a deal to protect industries vulnerable to tariffs, including the automotive and pharmaceutical sectors.

    As the July 9 deadline approaches, analysts remain skeptical about the feasibility of concluding multiple lasting agreements within such a short period.

    “Trade deals typically take years to negotiate. It would be surprising to see long-term deals materialize so quickly,” said Andrew Lapping, chief investment officer at Ranmore Fund Management.

    Fluminense manager Renato Gaucho said his team had come to the United States to “make history” as it prepared to face Chelsea in the semifinals of the FIFA Club World Cup on Tuesday.

    Speaking at a press conference on Monday, Renato acknowledged the financial disparity between Fluminense and its European rivals but said that belief, focus and discipline had brought his side this far.

    “Fluminense being the ugly duckling has made it this far despite the financial disadvantages, but that doesn’t mean Fluminense can’t reach the final and win the Club World Cup,” he said.

    According to Renato, the Rio de Janeiro outfit has less than 10% of the financial capacity of clubs such as Chelsea, Real Madrid or Paris Saint-Germain.

    “These big clubs have all the conditions to sign the best players,” he said. “But we’ve made it here with a lot of hard work, humility and above all, by believing in ourselves.”

    Fluminense reached the last four by finishing second in Group F before beating Inter Milan and Al Hilal in the first two knockout rounds.

    Renato praised the speed and technical quality of Chelsea’s forwards but said his team would not change its winning formula.

    “Without a doubt they have a very powerful attack,” he said. “Two very fast wingers in one-on-one situations, which I like a lot, and Joao Pedro is a great striker. Their midfield has players who think the game very well.

    “We always try to limit the impact of our opponent when it has possession, but when we have the ball, we’re going to play. It’s what we’ve been doing all tournament.”

    Renato declined to confirm his starting lineup or formation but said his tactical flexibility had been key.

    “In this Club World Cup I changed the formation twice and it worked,” he said. “We’re getting results because of our hard work.”

    The winner of the match at MetLife Stadium in New Jersey will meet either Paris Saint-Germain or Real Madrid in the final on Sunday. Renato insisted his team would not be content with a semifinal exit.

    “Have we made history so far? Yes. Are we happy? Yes. But we want more. Our goal is to reach the final,” he added.

    HEFEI, July 7 — The International Deep Space Exploration Association (IDSEA), an international academic organization dedicated to deep space exploration, was officially launched on Monday in Hefei, capital of east China’s Anhui Province.

    The move marks a key step in global collaboration to advance space technology and build a community with a shared future for humanity in outer space.

    This association was jointly initiated by the Hefei-based Deep Space Exploration Laboratory, the Lunar Exploration and Space Program Center of the China National Space Administration, the Chinese Society of Astronautics, the Chinese Society of Space Research and the French initiative “Planetary Exploration, Horizon 2061.” The founding of the IDSEA was also co-sponsored by 20 academicians from China and 31 international scientists.

    Wu Weiren, chief designer of China’s lunar exploration program and an academician of the Chinese Academy of Engineering, was elected as the association’s first chairman.

    Wu said the association’s establishment holds great significance for international exchange and cooperation in China’s space program, as it is a crucial step toward collaborative innovation within the global space community.

    He said the association will focus on areas including lunar exploration, planetary exploration and asteroid defense. It will conduct studies on trends in international deep space exploration, host international academic events, foster global talent in space science and technology, take part in making standards and rules concerning outer space, and advance the peaceful and sustainable use of outer space.

    He extended a warm invitation to scientists and engineers worldwide to join the association and contribute to global exploration of the universe.

    Despite being a latecomer to outer space exploration, China has rapidly emerged as a prominent player in this field while also demonstrating its commitment to cooperating with other nations.

    In April 2025, China announced that seven institutions from six countries — France, Germany, Japan, Pakistan, the United Kingdom and the United States, have been authorized to borrow lunar samples collected by China’s Chang’e-5 mission for scientific research purposes.

    China has also invited global partners to participate in its Mars missions. The country plans to launch the Tianwen-3 Mars sample-return mission around 2028, with the primary scientific goal of searching for signs of life on Mars.

    Retrieval of samples from Mars, the first mission of its kind in human history, is considered the most technically challenging space exploration task since the Apollo program.

    U.S. President Donald Trump has dismissed billionaire entrepreneur Elon Musk’s threats to form a third political party.

    “I’m saddened to watch Elon Musk go completely ‘off the rails,’ essentially becoming a TRAIN WRECK over the past five weeks,” Trump posted on social media Sunday night.

    He was referring to Musk’s threats to form a third political party to rival Democrats and Republicans.

    The president called that idea “ridiculous,” adding that it would cause confusion.

    The feud between the two billionaires began in early June after Musk blasted Trump’s landmark One Big Beautiful Bill, a gargantuan tax and spending package that Trump signed into law on Friday, the Independence Day.

    Musk lambasted the legislation, saying it could add trillions of U.S. dollars to the national debt.

    “Today, the America Party is formed to give you back your freedom,” Musk said on social media.

    In response, Trump posted on social media that third parties “have never succeeded in the United States,” adding that “the one thing (they) are good for is the creation of Complete and Total DISRUPTION & CHAOS.”

    Musk’s announcement caused shares of his company Tesla to take a dive. On Monday, the stock saw its largest single-day loss since June 5.

    Christopher Galdieri, a political science professor at Saint Anselm College in the northeastern state of New Hampshire, told Xinhua: “Right now, Republicans have narrow margins in both chambers of Congress. If Musk were to fund primary challengers or independent general election candidates… that could cost Republicans in next year’s midterms.”

    “Building a real party, rather than a vanity project, would involve finding and running credible candidates up and down the ballot, for unglamorous offices like school board and city council,” Galdieri said.

    Clay Ramsay, a researcher at the Center for International and Security Studies at the University of Maryland, told Xinhua: “Things like this have been tried not very long ago… The problem is that a political party needs a core idea.”

    “This venture would have to attract people younger than 45 who are already politicians on some level, and who have real political talent,” Ramsay said.

    “If Musk were to just concentrate on knocking out specific Republican senators and members, that would be a slightly better plan than starting a new political party,” Ramsay added.

    Brookings Institution Senior Fellow Darrell West told Xinhua: “There are lots of people who would like choices between the two major parties. Each has moved to the extremes and does not represent the broad swathe of America.”

    French qualifier Lilian Bardet stunned fourth seed Liang Jingkun of China in a five-game thriller in the men’s singles first round of the World Table Tennis (WTT) United States Smash in Las Vegas on Sunday.

    SACRAMENTO, Calif. – In response to the disaster declaration issued by President Donald J. Trump on July 6, the U.S. Small Business Administration (SBA) announced the availability of low interest rate federal disaster loans to Texas small businesses, residents, and private nonprofit (PNP) organizations affected by severe storms, straight-line winds, and flooding beginning July 2.

    The disaster declaration covers the primary Texas county of Kerr which is eligible for both physical disaster loans and Economic Injury Disaster Loans (EIDL) from the SBA. Small businesses and most PNP organizations in the following adjacent counties are eligible to apply only for SBA EIDLs: Bandera, Edwards, Gillespie, Kendall, Kimble, and Real.

    “As we pray for those impacted by the devastating flooding in Texas, as well as our first responders, the SBA is mobilizing to provide critical on-the-ground resources necessary for recovery,” said Kelly Loeffler, SBA Administrator. “As a result of President Trump’s immediate disaster declaration, the agency is now offering physical and economic injury disaster loans in Texas Hill Country. We are working closely with our state, local, and federal partners, and are committed to delivering robust relief and support as recovery begins in the days and months ahead.”

    Businesses and PNP’s are eligible to apply for business physical disaster loans and may borrow up to $2 million to repair or replace disaster-damaged or destroyed real estate, machinery and equipment, inventory, and other business assets.

    Homeowners and renters are eligible to apply for home and personal property loans and may borrow up to $100,000 to replace or repair personal property, such as clothing, furniture, cars, and appliances. Homeowners may apply for up to $500,000 to replace or repair their primary residence.

    Applicants may be eligible for a loan increase of up to 20% of their physical damages, as verified by the SBA, for mitigation purposes. Eligible mitigation improvements include insulating pipes, walls and attics, weather stripping doors and windows, and installing storm windows to help protect property and occupants from future disasters.

    “One distinct advantage of SBA’s disaster loan program is the opportunity to fund upgrades to reduce the risk of future storm damage,” said Chris Stallings, Associate Administrator of the Office of Disaster Recovery and Resilience at the SBA. “I encourage businesses and homeowners to work with contractors and mitigation professionals to improve their storm readiness while taking advantage of SBA’s mitigation loans.”

    EIDLs are for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    Interest rates can be as low as 4% for small businesses, 3.625% for PNPs and 2.813% for homeowners and renters with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    As soon as the Federal-State Disaster Recovery Centers open in the affected area, SBA will provide one-on-one assistance to disaster loan applicants.     The legislation directs the Secretary of State to submit a report to Congress assessing the content, frequency, and regional specificity of CI training, identifying any gaps in preparedness, and offering recommendations to improve the Department’s CI posture. The report must also review inter agency coordination and the eligibility of various categories of State personnel to receive such training.

    “Whether serving in conflict zones or confronting complex foreign adversaries, our diplomats deserve the highest level of training and protection,” said Chairman Lawler. “This bill ensures we’re doing everything we can to safeguard them against espionage and other hostile threats.”

    The Protecting American Diplomats Act is part of a broader legislative package spearheaded by Chairman Lawler to modernize and strengthen the operations of the State Department. The package includes proposals to streamline outdated processes, update legacy authorities, enhance counterterrorism capabilities, and ensure accountability within the Department.

    As Chairman of the MENA Subcommittee, which holds jurisdiction over both the State Department’s Bureau of Management and Bureau of Counterterrorism, Lawler is leveraging his role to advance reforms that support a more agile and effective foreign policy.

    Each of these bills, including the Protecting American Diplomats Act, has been submitted for consideration in the House Foreign Affairs Committee’s State Department reauthorization. 

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI USA: Rep. Gabe Vasquez Demands Immediate Action on Delayed Education Grants in New Mexico

    WASHINGTON, D.C. – On June 26, 2025, U.S. Representative Gabe Vasquez (NM-02) led a letter to Secretary of Education Linda E. McMahon and Office of Management and Budget Director Russell Vought seeking immediate answers regarding delayed Grant Award Notifications (GANs) that jeopardize vital funding of key education programs in New Mexico. 

    The delays affect funding for the High School Equivalency Program (HEP) and the College Assistance Migrant Program (CAMP), which are administered by colleges, universities, and nonprofit organizations across the country, including the University of New Mexico (UNM), New Mexico State University (NMSU), and Northern New Mexico College (NNMC). These programs provide life-changing educational opportunities to students from migrant and seasonal farmworker families, helping them complete their high school education and pursue college degrees.  

    “If the executive branch continues to withhold this funding, hardworking New Mexican students will lose opportunities to build better lives through education, and teachers will lose their jobs,” said Vasquez. “These students are our state’s future, and we can’t afford to let them down.”

    HEP helps students who have dropped out of high school earn their High School Equivalency Credential and serves more than 6,000 students annually across the country. CAMP supports approximately 2,400 students nationwide each year in their first year of college with academic, financial, and personal assistance. Nearly three-quarters of CAMP participants go on to graduate with a bachelor’s degree, making it one of the most effective support programs of its kind.

    In the letter, Vasquez called on Secretary McMahon and Director Vought to provide information on the following:

    • When the Department expects to issue GANs for HEP and CAMP grantees
    • The cause of the delay in issuing GANs and the steps the Department is taking to resolve it
    • Whether the Department will commit to allowing no-cost extensions for programs currently operating without funding certainty

    Rep. Vasquez continues to press for transparency and timely action to ensure New Mexican students are not left behind.

    Dear Secretary McMahon and Director Vought:

    We write to express our deep concern about the delay in issuing Grant Award Notifications (GANs) for the High School Equivalency Program (HEP) and the College Assistance Migrant Program (CAMP). As of today, the Department of Education has not released GANs for Fiscal Year 2025, despite Congress having already authorized and appropriated funding for these critical programs. We urge that you remedy this situation as quickly as possible, not only to support these students but also the teachers and universities that support them. 

    Each of our offices has met with current and former students about the importance and impact of the HEP and CAMP. Hearing their stories highlighted how these programs provide life-changing educational opportunities to students from migrant and seasonal farmworker families, helping them complete their high school education and pursue college degrees. These programs were designed to support some of the hardest-working and most underserved students in our communities, and they have a proven track record of success. Nearly three-quarters of CAMP participants go on to earn a bachelor’s degree.

    In New Mexico, the University of New Mexico (UNM), New Mexico State University (NMSU), and Northern New Mexico College (NNMC) utilize HEP and CAMP funding to support students who are first-generation college students, many of whom are the children of farmworkers. At UNM, these programs have been operating for over two decades – CAMP since 2001 and HEP since 2002. They support over 100 students annually and provide employment to 8 full-time staff and 10-12 student workers. At NMSU, HEP and CAMP programs also serve a vital student population and support approximately 124 students, 5 full-time staff, and 20 student workers each year. NNMC has 5 full-time staff who serve 30 first-year college students, along with 11 student workers who keep the program running. 

    Without immediate action from the Department, all three institutions will face serious disruptions in service and potential staffing cuts. These programs cannot operate without knowledge of their FY25 funding. Timely notice of continued funding is critical – not just for budgeting and staffing, but for student outreach and program continuity. Delays will harm the very students these programs are meant to empower.

    We respectfully request answers to the following questions no later than June 27, 2025:

    1. When does the Department expect to issue GANs for HEP and CAMP grantees?
    2. What is causing the delay in GAN issuance, and how is the Department addressing it?
    3. Will the Department commit to allowing no-cost extensions for programs that are currently operating without funding certainty?

    We urge you to prioritize the timely release of GANs for HEP and CAMP. These programs serve students who have overcome enormous barriers, and they deserve better than silence and uncertainty from the very agency that is supposed to support them.
