  • MIL-Evening Report: Academic slams NZ government over ‘compromised’ foreign policy

    A prominent academic has criticised the New Zealand coalition government for compromising the country’s traditional commitment to upholding an international rules-based order due to a “desire not to offend” the Trump administration.

    Professor Robert Patman, an inaugural sesquicentennial distinguished chair and a specialist in international relations at the University of Otago, has argued in a contributed article to The Spinoff that while distant in geographic terms, “brutal violence in Gaza, the West Bank and Iran marks the latest stage in the unravelling of an international rules-based order on which New Zealand depends for its prosperity and security”.

    Dr Patman wrote that New Zealand’s founding document, the 1840 Treaty of Waitangi, emphasised partnership and cooperation at home, and, after 1945, helped inspire a New Zealand worldview enshrined in institutions such as the United Nations and norms such as multilateralism.

    “In the wake of Hamas’ terrorist attacks in Israel on October 7, 2023, the National-led coalition government has in principle emphasised its support for a lasting ceasefire in Gaza and the need for a two-state solution to the Israeli-Palestinian conflict over the occupied territories of East Jerusalem, Gaza and the West Bank,” he wrote.

    However, Dr Patman said, in practice this New Zealand stance had not translated into firm diplomatic opposition to the Netanyahu government’s quest to control Gaza and annex the West Bank.

    “Nor has it been a condemnation of the Trump administration for prioritising its support for Israel’s security goals over international law,” he said.

    Foreign minister Winston Peters had described the situation in Gaza as “simply intolerable” but the National-led coalition had little specific to say as the Netanyahu government “resumed its cruel blockade of humanitarian aid to Gaza in March and restarted military operations there”.

    Silence on Trump’s ‘Gaza ownership’
    “Even more striking was the government’s silence on President Trump’s proposal to own Gaza with a view to evicting two million Palestinian residents from the territory and the US-Israeli venture to start the Gaza Humanitarian Foundation (GHF) in late May in a move which sidelined the UN in aid distribution and has led to the killing of more than 600 Palestinians while seeking food aid,” Dr Patman said.

    While New Zealand, along with the UK, Australia, Canada and Norway, had imposed sanctions on two far-right Israeli government ministers, Bezalel Smotrich and Itamar ben Gvir, in June for “inciting extremist violence” against Palestinians — a move that was criticised by the Trump administration — it was arguably a case of very little very late.

    “The Hamas terror attacks on October 7 killed around 1200 Israelis, but the Netanyahu government’s retaliation by the Israel Defence Force (IDF) against Hamas has resulted in the deaths of more than 56,000 Palestinians — nearly 70 percent of whom were women or children — in Gaza.

    Over the same period, more than 1000 Palestinians had been killed in the West Bank as Israel accelerated its programme of illegal settlements there.

    ‘Strangely ambivalent’
    In addition, the responses of the New Zealand government to “pre-emptive attacks” by Israel (13-25 June) and Trump’s United States (June 22) against Iran to destroy Iran’s nuclear capabilities were strangely ambivalent.

    Despite indications from US intelligence and the International Atomic Energy Agency (IAEA) that Iran had not produced nuclear weapons, Foreign Minister Peters had said New Zealand was not prepared to take a position on that issue.

    Confronted with Trump’s “might is right” approach, the National-led coalition faced stark choices, Dr Patman said.

    The New Zealand government could continue to fudge fundamental moral and legal issues in the Middle East and risk complicity in the further weakening of an international rules-based order it purportedly supports, “or it can get off the fence, stand up for the country’s values, and insist that respect for international law must be observed in the region and elsewhere without exception”.

    The Chairperson of the Select Committee on Economic Development and Trade, Ms Sonja Boshoff, has expressed grave concern over the impending 30% tariff imposed by the United States government on key South African exports, as the tariffs will have far-reaching consequences for exporters and on the broader ailing South African economy.

    Ms Boshoff said the US tariff order, which was signed yesterday and is set to come into effect on 1 August 2025, undermines the historical US–SA trade cooperation and poses a serious threat to strategic sectors such as citrus, macadamia, automotive components, steel and aluminium. “These industries are not abstract economic indicators; they are lifelines for tens of thousands of workers, particularly in rural and small-town South Africa,” emphasised Ms Boshoff.

    She said South Africa’s citrus industry alone supports more than 35 000 jobs and contributes over R38 billion annually to the economy. “A tariff of this magnitude threatens not only the profitability of our exporters, but the livelihoods of workers and the economic stability of entire agricultural regions,” stressed Ms Boshoff.

    She said the tariff order also casts a dark shadow over the future of the African Growth and Opportunity Act (AGOA), which has long facilitated preferential access to US markets. With the new duty effectively neutralising those preferences, there is growing uncertainty for producers who depend on predictable market access to plan, invest and grow.

    “It is critical that trade agreements are honoured in good faith. No country can plan its industrial or export strategy under a cloud of sudden and unilateral tariff hikes” said Ms Boshoff.

    The committee recognises that the Department of Trade, Industry and Competition (DTIC) is pursuing negotiations with its US counterparts, reportedly offering strategic Liquefied Natural Gas procurement in exchange for a more reasonable tariff ceiling. However, such engagements must be swift, transparent and rooted in the national interest.

    “We cannot afford diplomatic dithering. Every delay will deepen the uncertainty in our export industries. The government must urgently finalise a sustainable trade path with the United States and, simultaneously, accelerate diversification into new markets across the EU, Asia and Africa,” stressed Ms Boshoff.

    The committee calls on the DTIC and the Department of Agriculture to provide support packages and market reorientation strategies for the most affected industries. This must include logistics relief, export finance support, and new market facilitation, particularly for emerging farmers and SMEs.

    “At a time when South Africa is battling record unemployment and low growth, punitive tariffs by our biggest trading partners are not just economic risks, they are catalysts for deeper inequality. We must respond with urgency, precision and policy agility,” Ms Boshoff noted.

    This unprecedent development cannot be approached with a “let it go” attitude, Ms Boshoff said. She called on the South African government to urgently send a high-level delegation to Washington to undertake repair of diplomatic ties and to reaffirm South Africa’s commitment to constructive engagement.

    President Trump signed the tariff order on Monday, 7 July, after the withdrawal of US grant funding for critical programmes in South Africa. The tariff order, which will apply to all South African products entering the US market, will come into effect from 1 August 2025.

    The Indian stock markets closed higher on Tuesday, recovering from a flat opening after reports of a possible mini trade deal between India and the United States surfaced late last night.

    Markets opened under pressure as concerns over US President Donald Trump’s fresh tariff measures weighed on sentiment.

    At the end of the trading session, the Sensex gained 270.01 points or 0.32 per cent to close at 83,712.51, while the Nifty rose 61.20 points or 0.24 per cent to settle at 25,522.50.

    Financial heavyweights helped the Nifty and Nifty Bank end in the green. Kotak Bank led the gains, rising over 3 per cent after a strong first-quarter update.

    On the other hand, Titan was the top loser on the Nifty, slipping 6 per cent after reporting lower-than-expected growth in its jewellery segment.

    “Today marked the third consecutive session where the Nifty opened and closed within a narrow range of 25,400 to 25,500. This shows the market is waiting for a trigger before the next move at the index level,” said VLA Ambala, Co-Founder of Stock Market Today.

    “The market remains in an uptrend with no signs of reversal yet, but volatility is expected as crude oil, gold, and dollar prices may fluctuate depending on the outcome of Donald Trump’s trade deal,” she added.

    Sundar Kewat, Technical and Derivatives Analyst at Ashika Institutional Equity, Ashika Stock Broking, noted that despite global uncertainties triggered by Trump’s announcement of 25–40 per cent tariffs on 14 countries, Indian equity markets opened flat and traded largely sideways throughout the session.

    “Trump’s tariffs took centre stage on Monday as letters detailing the new duties were issued to 14 countries. Markets reacted moderately and did not panic like they did from April 2nd to 9th. Over the past 90 days, markets have become more resilient, looking past Trump’s policy ambiguity to actual measures,” Ajay Bagga, Banking and Market Expert, said.

    He further added, “The key takeaway on Monday was that the July 9th tariff imposition deadline has now been moved to August 1st, giving another 23 days for negotiations with the affected countries.”

    The team was delighted this morning to learn that Wednesday’s drive had completed flawlessly, placing us in a stable position facing a ~3 foot high ridge located ~35 feet away.  This ridge is the eastern edge of a feature the team has informally named “Volcán Peña Blanca.” This feature certainly looked intriguing in orbital images, but once we saw Curiosity’s pictures of it from the ground, we decided it was cool enough to spend the time to investigate it closer.  The images from the ground show a lot more detail than is visible in orbit, including clear sedimentary structures exposed along the ridge face which could provide important clues about how the rocks in the boxwork-bearing terrain were initially deposited – dunes? Rivers? Lakes? The team picked their favorite spot to approach the ridge and take a closer look during Wednesday’s planning, so Curiosity made a sharp right turn to take us in that direction.  Using today’s images, we refined our plan for the exact location to approach and planned a drive to take us there, setting us up for contact science on Monday.
    We had the opportunity to plan four sols today, to cover the U.S. 4th of July holiday weekend, so there was lots of time for activities besides the drive.  Curiosity is currently sitting right in front of some light toned rocks, including one we gave the evocative name “Huellas de Dinosaurios.” It’s extremely unlikely we’ll see dinosaur footprints in the rock, but we will get the chance to investigate it with APXS, MAHLI, and ChemCam.  We also have a pair of ChemCam only targets on a more typical bedrock target named “Amboro” and some pebbles named “Tunari.”  Mastcam will take a high resolution of mosaic covering Volcán Peña Blanca, some nearby rocks named “Laguna Verde,” a small light colored rock named “Suruto,” and various patterns in the ground. Two ChemCam RMI mosaics of features in the distant Mishe Mokwa face and environment monitoring activities round out the plan.

We came into planning this morning in one of the trough-like features after another successful drive. The science team is interested in determining why we see these different geomorphological and erosional expressions. Is the rock that comprises the more resistant ridges and patches a different composition to the rock in the troughs and low relief areas? How do the rocks vary texturally? Might the resistant bedrock be an indicator of what we will encounter when we reach the large boxworks that we are driving towards?We managed to find a large enough area of rock to safely brush (target – “Guapay”), after which we will place APXS and MAHLI to determine the composition and texture. ChemCam will also analyze a different rock target, “Taltal” for chemistry and texture, and we will also acquire an accompanying Mastcam documentation image. The resistant ridge that we are planning to drive towards (“Volcan Pena Blanca”) and eventually investigate will be captured in a Mastcam mosaic. ChemCam will utilize their long-distance imaging capabilities to image the “Mishe Mokwa” butte off to the southeast of our current location, which likely contains bedrock layers that we will eventually pass through as we continue our climb up Mount Sharp.After a planned drive, taking us closer to the “Volcan Pena Blanca” ridge, MARDI will image the new terrain beneath the wheels, before we execute some atmospheric observations. Mastcam will make a tau observation to monitor dust in the atmosphere and Navcam will acquire a zenith movie. Standard DAN, RAD and REMS activities round out the plan.

    Mount Lewotobi Laki-Laki, a volcano on the Indonesian island of Flores, erupted on July 7, 2025, propelling a column of ash 18 kilometers (11 miles) into the air. The eruption deposited ash on villages and generated pyroclastic flows that traveled 5 kilometers (3 miles) down its slopes, according to news reports. Authorities advised nearby communities to remain on alert for potential lahars triggered by heavy rains.
    Mount Lewotobi is composed of two adjacent stratovolcanoes: Laki-Laki and Perempuan, which lie less than 2 kilometers apart. Laki-Laki, the more active of the two, began erupting around 11 a.m. local time on July 7, according to Indonesia’s volcano monitoring agency. At about 2 p.m., the VIIRS (Visible Infrared Imaging Radiometer Suite) on the Suomi NPP satellite acquired this image of its volcanic plume drifting westward. The eruption was still ongoing as of that evening, the agency reported.
    Several weeks prior, officials had raised the volcano’s alert status to the highest level when it showed an increase in earthquake activity, inflation of the ground surface, and other signs of an imminent eruption. Volcanic emissions from eruptions in both June and July caused dozens of flight cancellations to and from Bali and other airports in the region, according to news reports.
    This latest event is a continuation of eruptive activity occurring at Laki-Laki since late 2023. During an especially intense period of activity in November 2024, several explosive eruptions generated deadly volcanic debris flows and darkened the landscape with ash. The conical Laki-Laki has been frequently active since the 19th century, while the taller and broader Perempuan erupted most recently in 1921 and 1935.

    SACRAMENTO – Governor Gavin Newsom today announced the deployment of skilled Urban Search and Rescue Team members to Texas to assist with ongoing response efforts related to severe flooding impacts.

    “California stands with all those who have lost loved ones, homes, and livelihoods in the devastating aftermath of these summer floods in Texas. California is sending these specialized resources to support critical emergency response and recovery efforts.”

    In close coordination with FEMA, the California Governor’s Office of Emergency Services (Cal OES) is deploying these crews.

    “Cal OES is proud to deploy these experienced teams to help those in need in Texas,” said Cal OES Director Nancy Ward. “These search and rescue professionals have the training needed to navigate extreme conditions.”

    Potential exists for additional flood impacts in the area.

    These teams are highly experienced in major disaster rescue operations, including the September 11, 2001 attacks, the World Trade Center, Hurricane Katrina and Hurricane Rita, Hurricane Ian, the Camp Fire in Paradise, the Oklahoma City Bombing, and the Montecito Mudslides.

    This deployment does not impact California’s emergency response and firefighting capabilities.

    HONOLULU – Governor Josh Green, M.D., has signed several bills that will strengthen the state’s resilience against biosecurity threats and protect against invasive species, pests and diseases, and that support Hawai‘i agriculture.

    The Governor signed into law Act 236 on June 27, which among other provisions, renames the Hawai‘i Department of Agriculture to the Department of Agriculture & Biosecurity (DAB) and the Hawai‘i Board of Agriculture to the Board of Agriculture & Biosecurity (BAB). The name changes became effective July 1 and the transition to the printing and utilization of the new moniker will be an ongoing process for various department operations.

    Governor Green also approved the State Budget (Act 250) on June 30, which includes an unprecedented $26.6 million appropriation and 44 new positions to DAB for biosecurity.

    “I cannot express how appreciative we are for the support that the department has received from legislators and the Governor,” said Sharon Hurd, chairperson of BAB. “Our main focus now is to transform this funding and legislative support into comprehensive and effective programs to protect Hawai‘i from invasive species and grow our agricultural industry.”

    Under Act 236, DAB will establish a Deputy to the Chairperson for Biosecurity, effective January 1, 2027, who will oversee the department’s biosecurity program, including animal and plant quarantine inspections and other invasive species interdiction, mitigation and control programs. The law also authorizes DAB and the Governor to declare a biosecurity emergency in order to take certain actions to prevent the establishment and spread of pests and prohibited or restricted organisms.

    Other provisions include:

    • requiring inspection of various items deemed high-risk for invasive pests that are transported interisland;
    • authorizing a transitional facilities program, where the government licenses private individuals to inspect goods for disease, infection, infestation and other matters of concern, and includes defining standards, uses, licensing, as well as imposing fees for the use and registration of a transitional facility;
    • requiring the department to certify and train biosecurity compliance auditors to inspect imported plants and animals;
    • increasing penalties for illegally transported plants, animals and microorganisms;
    • authorizing DAB to establish and enforce the Plant Care Component Program to certify wood chips or compost that is used in the propagation of plants or in a filter sock and other actions to conduct plant care component treatments before shipment;
    • requiring DAB to establish a pest dashboard to report and track biosecurity activities; and
    • transferring the Hawai‘i Invasive Species Council from the Department of Land and Natural Resources to DAB on January 1, 2030.

    Other significant agriculture-related items in the state budget include:

    • $2 million to supplement the funds for the operation of state irrigation systems;
    • $5 million for the Dam and Appurtenance Program – for improvements for dam safety; and
    • $7 million – improvements to the Animal Industry Division facility in Hālawa.

    HONOLULU – Governor Josh Green, M.D., today signed significant bills into law to stabilize the state’s property insurance market and expand essential resources for youth and young adults facing homelessness. As Hawai‘i continues to face a nuanced housing crisis, Governor Green’s administration remains committed to actively reducing barriers to safe, stable, reliable and insurable housing for all residents.

    SB 1044: RELATING TO THE STABILIZATION OF PROPERTY INSURANCE
    Due to the instability in the insurance market that has been exacerbated by local and national environmental disasters, Senate Bill 1044 (Act 296) aims to stabilize the state’s property insurance market amid escalating premiums and limited coverage options.

    “The rising cost of insurance has become yet another unbearable burden for Hawaiʻi and its residents over several years and mirrors a similar crisis on the mainland,” said Governor Green. “I am appreciative of the Legislature, the Hawaiʻi Insurance Division and all the passionate stakeholders for the dedicated and collaborative effort over the past two years as we addressed this challenge.”

    Act 296 reactivates the Hawaiʻi Hurricane Relief Fund (HHRF) to provide insurance coverage in scenarios where the private market fails to do so. Applications are now being accepted by the HHRF for Condominium and Townhouse Associations of Apartment Owners (AOAOs) seeking to obtain hurricane commercial property insurance coverage.

    “This bill is a lifeline for thousands of Hawai‘i residents crushed by soaring insurance costs — and finally gives them somewhere to turn,” said Senate Commerce and Consumer Protection Committee Chair Jarrett Keohokalole.

    Act 296 enhances the powers of the Hawaiʻi Property Insurance Association (HPIA) to provide additional coverage options, establishes the Condominium Loan Program to help buildings remain insurable, and mandates the Insurance Commissioner to conduct a comprehensive study aimed at developing sustainable strategies for market stabilization.

    “We targeted this bill to help the average condominium building, not the luxury high-rises,” said Representative Scot Z. Matayoshi, chair of the House Consumer Protection and Commerce Committee. “In addition to increasing the market capacity for insurance coverage, which will allow many associations to return to the lower-cost admitted market, this bill also contains a low-interest loan pilot program, encouraging condominiums to make specific high-impact repairs that should lower insurance premiums and raise unit values. The long-term solution is for condominiums to address essential repairs and deferred maintenance, which will help them secure insurance in the future and improve the lives of their residents.”

    Formed in 1993 in response to the devastation caused by Hurricane Iniki, the HHRF was established to address the gap in property insurance coverage created when many private insurers withdrew from the hurricane insurance market. As time passed and private insurers resumed offering hurricane coverage, the HHRF ceased operation and remained dormant. In 2024, Governor Green reactivated the HHRF to address the growing instability in the property insurance market caused by major climate events, rapidly rising premiums, and a decrease in available insurers, which created significant barriers to obtaining coverage for many AOAOs.

    “The HHRF board of directors worked tirelessly to get the program operational to bring additional coverage availability for the market. We anticipate this program can provide every eligible association with full coverage or a portion of their full coverage,” said Acting Insurance Commissioner Jerry Bump. “In just two weeks, we’ve seen pricing pressure and market competition significantly decrease the cost of coverage.”

    “The condominium community will now benefit from much-needed premium relief. As we have already seen in some of the initial submissions, properties of all sizes have seen upwards of 70% savings on their hurricane insurance,” added Alex McLaury, commercial insurance agent at ACW Group.

    To be eligible to apply for hurricane insurance under the HHRF, an AOAO must: (1) have been previously denied hurricane coverage by at least two state licensed insurance companies operating in Hawaiʻi; and (2) have buildings with a total insured value exceeding $10 million.

    Commercial property insurance policies offered under the HHRF are limited to hurricane coverage only and this is excess coverage that only can cover the portion of losses above $10 million. AOAOs must purchase separate primary insurance to cover hurricane losses up to $10 million. All applications must be submitted through a licensed insurance producer.

    HB 613: RELATING TO HOMELESS YOUTH
    House Bill 613 (Act 297) makes permanent the youth pilot program originally established under Act 130, Session Laws of Hawai‘i 2022. The measure creates a safe space and youth program in each county for youth and young adults experiencing or at risk of homelessness. These safe spaces will provide 24/7 access to lodging, meals, showers, medical and behavioral health services, as well as educational and employment support. Through the joint efforts of state and county departments, those in need of further support shall be connected to nonprofit institutions with the expertise to offer long-term support and shelter. Reports of this program will be submitted to the Legislature. Appropriations will be $871,016 for fiscal year 2026 and $1.8 million for fiscal year 2027.

    “This is how we break the cycle of homelessness,” said Governor Green. “By investing in people, especially our youth, we are shaping a future where everyone has a chance to thrive. This program shows what is possible when a community comes together with a purpose.”

    “House Bill 613 makes the Safe Places for Youth program permanent, providing 24-hour access to shelter, mental health care, education support, and job training for homeless youth,” said Representative Lisa Marten, chair of the House Committee on Human Services and Homelessness. “With continued services on Oʻahu and Hawaiʻi Island and plans to expand statewide, this program is a lifeline for our most vulnerable youth. I am thankful to all the advocates who made this possible.”

The Governor announced a blueprint for recovery in partnership with Los Angeles County leaders. 

    LOS ANGELES – On the six month anniversary of the Eaton and Palisades fires, Governor Gavin Newsom today announced the substantial completion of the public debris removal program from more than 10,000 fire damaged parcels — marking the fastest major disaster cleanup in American history. The Governor also signed an executive order shepherding rebuilding homes and schools. He also joined local officials to unveil a new blueprint for recovery, a step-by-step plan to accelerate rebuilding and provide support to impacted families and communities. The near-completion of the public debris removal program comes months ahead of schedule.

    This is the biggest reform of the California mental health system in decades and will finally equip partners to deliver the results all Californians need and deserve. Treatment centers will prioritize mental health and substance use support in the community like never before. Now, it’s time to roll up our sleeves and begin implementing this critical reform – working closely with city and county leaders to ensure we see results.

    Historic debris removal operation 

    The LA Fires cleanup is the second largest in state history after the Camp Fire and was jointly managed by the Governor’s Office of Emergency Services (Cal OES) and United States Army Corps of Engineers, in partnership with Federal Emergency Management Agency (FEMA), as well Los Angeles County and City of Los Angeles. 
    Of the 12,048 total properties destroyed in the twin fires, 9,873 opted to participate in the cost-free public cleanup program and 1,982 opted to complete the work themselves. As of today 9,195 total have been cleared of debris with several hundred more awaiting erosion control measures and final sign-off.
    Any properties whose owner did not opt into the state-federal cleanup or remediate their parcel privately will be subject to a locally led city and county abatement process which is already underway.

    Billions of pounds of debris remediated

    The volume of ash, soot and structural debris cleaned up during this short time is nothing short of breathtaking.
    Crews removed more than 2.5 million tons — or 5.5 billion pounds — of ash, debris, metal, concrete, and contaminated soil in nine months’ time as part of California’s Consolidated Debris Removal Program. The total tonnage removed from the Eaton and Palisades Fires is equivalent to 92 Statues of Liberty. It is twice the amount removed from Ground Zero after 9/11.

    Prioritizing efficient rebuilding

    Today’s executive order fast-tracks the rebuilding of homes and schools affected by the disaster by suspending local permitting laws and building codes, at the request of local officials. The order: 

    • Expands suspensions of the Coastal Act and CEQA in the city of Los Angeles, creating parity among homeowners in the city and allowing homeowners to fast-track their entire rebuilding project.
    • Expands existing Coastal Act and CEQA exemptions to streamline rebuilding public schools, getting kids back in neighborhood public schools faster.
    • Exempts residents who are rebuilding homes from the requirement to install rooftop solar and battery storage systems to reduce up-front costs, while retaining the “Solar Ready” requirement to ensure these structures can support future installation of solar energy systems. 
    • Suspends changes to building codes that would go into effect on January 1, 2026, when not all homeowners will have finalized their plans to rebuild, to create certainty for homeowners and avoid the need to change plans, while retaining updated fire safety requirements.

    A blueprint for recovery 

    The progress made during this effort is due in large part to the unprecedented coordination among city, county, state, and federal partners.

    As the debris-removal work comes to an end and communities set their sights on the next phase of recovery, Los Angeles County embraces its role to lead local rebuilding efforts in unincorporated areas and foster conditions for a successful and equitable reconstruction and recovery in both city and county areas.

    The focus now shifts to the ongoing rebuilding process, where the state is actively supporting local officials in:

    • Identifying community needs for reconstruction
    • Specifying the magnitude and time-sensitivity of community needs, including needs for homeowners, residents, businesses and others.  
    • Defining priorities and what the county can do to move the needle and address identified needs
    • Communicating how it’s partnering to make reconstruction fast and affordable
    • Outlining an implementation roadmap 

    This blueprint will serve the near-term roadmap for the next 120 days, enabling the county to maintain the current pace for rebuilding and not be late to the needs of communities.

    California’s all-in efforts

    Since the first day these firestorms ignited, Governor Newsom has been on the ground leading an all-in state response and recovery. 

    The Governor deployed resources before the hurricane-force fires broke out – growing to over 16,000 boots on the ground at the peak of the state’s response. And in the hours that followed, Governor Newsom launched historic recovery and rebuilding efforts to help Los Angeles get back on its feet, faster. 

    Even before the fires were out, Governor Newsom worked closely with outgoing President Joe Biden to secure a Presidential Major Disaster Declaration and then coordinated with the Trump Administration to ensure comprehensive federal support for Los Angeles. 

    That work has paid dividends as the current pace of debris and hazardous waste removal is months ahead of the cleanup timeline for the Camp, Woolsey, Hill fires in 2019 and Tubbs Fire in 2017/18, which at the time were themselves the fastest of their kind. 

    State and federal officials worked hand in glove to clear hazardous waste from 9,000 homes in less than 30 days. At the project’s peak, as many as 500 crews of expert heavy equipment operators from the Army Corps of Engineers worked around the clock to rapidly clear ash, soot, and fire debris from structures damaged by the Eaton and Palisades fires.

    California’s historic recovery and rebuilding efforts 

    Cutting red tape to help rebuild Los Angeles faster and stronger

    • The new executive order builds on prior orders to streamline the rebuilding of homes and businesses destroyed — suspending permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act. The Governor also issued an executive order further cutting red tape by reiterating that permitting requirements under the California Coastal Act are suspended for rebuilding efforts and directing the Coastal Commission not to issue guidance or take any action that interferes with or conflicts with the Governor’s executive orders. The Governor also issued an executive order removing administrative barriers, extending deadlines, and providing critical regulatory relief to help fire survivors rebuild, access essential services, and recover more quickly.

    Providing tax and mortgage relief to those impacted by the fires

    Fast-tracking temporary housing and protecting tenants

    • To help provide necessary shelter for those immediately impacted by the firestorms, the Governor issued an executive order to make it easier to streamline construction of accessory dwelling units, allow for more temporary trailers and other housing, and suspend fees for mobile home parks. Governor Newsom also issued an executive order that prohibited landlords in Los Angeles County from evicting tenants for sharing their rental with survivors displaced by the Los Angeles-area firestorms.
    • With an eye toward recovery, the Governor directed fast action on debris removal work and mitigating the potential for mudslides and flooding in areas burned. He also signed an executive order to allow expert federal hazmat crews to start cleaning up properties as a key step in getting people back to their properties safely. The Governor also issued an executive order to help mitigate risk of mudslides and flooding and protect communities by hastening efforts to remove debris, bolster flood defenses, and stabilize hillsides in affected areas.

    The first Digital Education Week (DEW) organised by the Education Bureau (EDB) concluded yesterday (July 7). The two flagship events of the DEW, including the Learning and Teaching Expo 2025 (LTE 2025) and the International Summit on the Use of AI in Learning and Teaching Languages and Other Subjects and Post-Summit Workshop Series, attracted over 24 000 participants altogether, providing opportunities for education professionals to gain further insights into the latest developments in educational technology and inspiring them to apply emerging technologies to enhance learning and teaching effectiveness.

    The Summit, jointly organised by the EDB, the Standing Committee on Language Education and Research, the Hong Kong Polytechnic University, and the Hong Kong Education City (EdCity), was held from July 4 to 7, attracting over 4 500 participants. The LTE 2025, was held from July 2 to 4, supported by the EDB, presented by EdCity and organised by the Smart City Consortium, attracted over 20 000 participants, setting a new record for attendance. Themed “Education: A Shared Future for All”, the LTE 2025 convened global educators, education leaders and innovators. Through keynote speeches, seminars, workshops and product showcases, participants explored innovative pedagogies and educational technology applications while shaping future educational directions.

    The LTE 2025 featured over 600 exhibition booths and introduced the Mainland and International Pavilions (including Singapore and Korea) to foster cross-regional collaborative exchanges. The Principals’ Conference, for the first time, brought together over 200 Hong Kong school principals for a 1.5-day “VASK” immersive experience, comprising seminars and expert discussions focused on “Values, Attitudes, Skills, and Knowledge”. A newly introduced Kids’ AI Summit engaged approximately 100 Hong Kong primary and secondary school students in a three-minute speech session, where they shared insights on AI in education, child well-being, and future careers. Additionally, over 270 keynote speeches, seminars, and demonstration classes showcased innovative teaching solutions and trends in technology applications, with more than 300 experts sharing their experiences in integrating AI and educational technology into teaching.

    The Summit included three main components: the Summit itself, a series of workshops, and the technology showcase. Participants engaged in different segments based on their backgrounds, needs, and interests. The first two days of the Summit featured keynote speeches from five top experts in AI education, namely Associate Professor of the Graduate School of Education at Stanford University, the United States, Professor Victor Lee; the Director of the Artificial Intelligence and Digital Competency Education Centre at the Education University of Hong Kong, Professor Kong Siu-cheung; Professor of the School of Animation and Digital Arts at the Communication University of China Professor Lyu Xin; Professor of Sociolinguistics at the University of Reading, the United Kingdom, Professor Rodney Jones; and the Director for Education and Skills at the Organisation for Economic Co-operation and Development, Mr Andreas Schleicher. In addition to keynote speeches, the Summit arranged for scholars from around the world to present 83 papers and conducted seven teaching demonstrations by frontline teachers from Hong Kong and the Mainland.

    In the following two days, 11 workshops were held in Cantonese, Putonghua, or English, allowing participants to experience various AI educational tools and engage in in-depth discussions on ethical issues related to AI literacy and applications. Additionally, 20 exhibiting organisations and technology companies participated in the technology showcase, displaying cutting-edge tools and software to demonstrate the potential of AI in the teaching and learning of languages and other subjects.

    The first DEW has made a positive impact on the education sector, enhancing teachers’ and students’ understanding of digital education and the application of related educational technologies.     The European Parliament,

     having regard to Regulation (EU) 2024/1252 of 11 April 2024 on establishing a framework for ensuring a secure and sustainable supply of critical raw materials (the Critical Raw Materials Act)[1],

     having regard to Regulation (EU) 2024/1735 of 13 June 2024 on establishing a framework of measures for strengthening Europe’s net-zero technology manufacturing ecosystem and amending Regulation (EU) 2018/1724[2] ,

     having regard to the upcoming EU-China summit on 24-25 July 2025,

     having regard to Rule 136(2) of its Rules of Procedure,

    A. whereas China dominates in rare earth refining, especially in heavy rare earth elements; whereas China accounts for roughly 70 % of global rare earth mining and over 90 % of the world’s refining capacity; whereas China holds a near monopoly over the global supply chain of several critical minerals, particularly rare earth elements (REEs) and other minerals that are vital for high-tech applications like powerful magnets;

    B. whereas critical minerals and REEs are crucial for both the green and digital transitions, owing to their essential role in enabling technologies in areas including renewable energy, electric vehicles, advanced electronics and defence;

    C. whereas the global demand for REEs, which are critical materials for various technologies including clean energy, is surging, with a significant increase projected for the coming years;

    D. whereas on 4 April 2025, in response to US President Donald Trump’s tariff increases on Chinese products, China imposed export restrictions on 7 of the 17 REEs: samarium, gadolinium, terbium, dysprosium, lutetium, scandium and yttrium;

    E. whereas on 27 June 2025, Washington and Beijing announced a new trade framework, under which China would resume approving export licences for REEs over the following six months;

    F. whereas the new rare earth restrictions are already causing export delays (of up to 45 days for processing a licence application, with additional time needed if the state council or military has to be consulted) as the Chinese Government establishes the licensing system;

    1. Expresses deep concern about and strongly criticises China’s recent and unjustified export restrictions on rare earth materials and magnets, which are crucial for European industries such as automotive manufacturing, renewable energy and defence;

    2. Notes with concern that the EU, which is not responsible for starting the ongoing trade dispute between the United States and China, is nonetheless bearing its economic consequences and should not become collateral damage in this conflict;

    3. Recalls that conservation policies do not allow members of the World Trade Organization to adopt measures to control the international market for a natural resource, which is what the export restrictions do; expresses the view that China’s export restrictions are designed to achieve industrial policy goals rather than conservation; underlines that the export quotas do not work together with measures restricting domestic Chinese use of rare earths, as required by the second part of Article XX of the General Agreement on Tariffs and Trade (GATT) 1994, and are therefore intended to secure preferential use of those materials for Chinese manufacturers;

    4. Calls on China to lift the restrictions and urges both the Commission and the Member States to take a firm and unified stance and engage with the Chinese authorities to seek a structural solution for these unjustified restrictions, which are undermining the global green and digital transitions; calls on the Commission and the Council to address the issue with the Chinese authorities in the upcoming EU-China summit on 24-25 July 2025, with a view to restoring a level playing field as well as securing the lifting of Chinese sanctions against former MEPs and think tanks;

    5. Stresses, however, that the EU must firmly reject any attempts by the Chinese authorities to use these restrictions as a tool of coercion to force concessions in ongoing disputes on other unfair practices, such as the anti-dumping duties on battery electric vehicles;

    6. Is concerned that this may lead to an unfair trade-off between export restrictions and access to European technological know-how, undermining our industrial competitiveness and strategic autonomy;

    7. Urges the Commission to mitigate the risks of the EU’s overdependence on China for critical REEs and regrets that, despite the good intentions and policy initiatives of the Critical Raw Materials Act, the EU’s dependence on China for critical raw materials has continued to grow or, at best, remains stubbornly high;

    8. Underlines the need for a clear strategy to ensure the long-term security of supply by focusing on diversification, increased domestic production and the circular economy, with robust recycling infrastructure at its core for the recovery of critical minerals from end-of-life products;

    9. Calls on the Commission to make full use of the Clean Industrial Deal to build strategic partnerships with resource-rich countries, strengthen domestic capabilities in extraction, processing and recycling, and reduce reliance on single suppliers;

    10. Emphasises the need to secure access to critical raw materials; stresses that the upcoming circular economy act should improve resource efficiency, including through better waste management of products containing critical raw materials, as well as fostering the demand and availability of secondary raw materials; stresses the need to define those secondary raw materials that are strategic and that should be subject to export monitoring, such as steel and metal scrap, and to tackle any imbalance in their supply and demand, including by exploring export restrictions; insists on the effective enforcement of the Waste Shipment Regulation[3];

    11. Welcomes the critical minerals action plan agreed at the G7 leaders’ summit in June 2025;

    12. Instructs its President to forward this resolution to the Council, the Commission, the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy, the governments and parliaments of the Member States and the Government of the People’s Republic of China.

The EIB financing aims to support Alfasigma’s R&D activities over the three-year period from 2025 to 2027, focusing on new treatments in gastroenterology and hepatology, vascular medicine, and rheumatology.     TOKYO, July 8 (Xinhua) — Japanese Prime Minister Shigeru Ishiba on Tuesday called U.S. President Donald Trump’s decision to impose 25 percent tariffs on Japan “truly regrettable,” saying bilateral talks will continue to reach a mutually beneficial deal.

    He said the government would continue to steadfastly defend national interests in future rounds of trade talks and pledged to do its utmost to soften the impact of upcoming tariff increases on Japan’s export-oriented economy.

    “We will continue to negotiate with the United States to explore the possibility of reaching a mutually beneficial deal while protecting our national interests,” the prime minister said. He attributed the lack of progress to “the government avoiding hasty compromises, demanding and defending what is necessary.”

    CHICAGO — Today, Congressman Jesús “Chuy” García (IL-04) appeared before the Chicago City Council’s Committee on Workforce Development to deliver testimony against the Trump administration’s attempt to illegally shut down Job Corps programs nationwide—including Paul Simon Job Corps Center, located in his district and serving youth across the Chicagoland region. 

    The Paul Simon Job Corps Center provides critical career and technical education to youth ages 16 to 24, offering training in high-demand industries including carpentry, pharmacy tech, protective services, and many more. Many students come from underserved communities.

    “I fully support the continued federal, state, and local funding for the Paul Simon Job Corps Center and all Job Corps programs,” said Congressman García. “We must do everything in our power to protect these vital programs nationwide.     Background
    On May 25, 2025, the U.S. Department of Labor (DOL) abruptly announced the suspension of operations at all contractor-operated Job Corps centers nationwide. The shutdown–scheduled for June 30–would have impacted 99 programs. 

    The DOL cited “serious incident reports” and cost concerns, referencing an “in-depth fiscal analysis,” relying on outdated COVID-era figures, while ignoring current need and demand.

    The National Job Corps Association sued to block closures. A U.S. district judge in Manhattan ruled in favor of the Association, finding that the abrupt shuttering of the 60-year-old Job Corps program without authorization from Congress was likely illegal. The judge issued a preliminary injunction preventing DOL from ending the program pending the outcome of the lawsuit. It is unclear how the recent Supreme Court case Trump v. Casa, Inc., which banned nationwide injunctions, will impact this case.

    President notes US tariff announcement

    President Cyril Ramaphosa has noted the correspondence from the United States (US) President Donald Trump on the unilateral imposition of a 30% trade tariff against South Africa. 

    In a letter addressed to the President on Monday, President Trump announced that he would subject imports from South Africa to new 30% tariffs that would take effect from 1 August 2025.

    “This 30% tariff is based on a particular interpretation of the balance of trade between South Africa and the United States. This contested interpretation forms part of the issues under consideration by the negotiating teams from South Africa and the United States. 

    “Accordingly, South Africa maintains that the 30% reciprocal tariff is not an accurate representation of available trade data,” the Presidency said in a statement.

    South Africa’s interpretation of the available trade data shows that the average tariff imported goods entering South Africa stands at 7.6%. 

    The Presidency emphasised that 56% of goods enter South Africa at 0% most favoured nation tariff, with 77% of US goods entering the South African market under the 0% duty.

    “South Africa will continue with its diplomatic efforts towards a more balanced and mutually beneficial trade relationship with the United States. We welcome the commitment by the US government, that the 30% tariff is subject to modification at the back of the conclusion of our negotiations with the United States,” the Presidency said.

    South Africa has continued to engage the United States, most recently at a meeting held on the side-lines of the US-Africa Summit on 23 June 2025 in Luanda. 

    “It was at this meeting where South Africa learned of a template with which the US wishes to engage sub-Saharan Africa on matters of trade. The South African negotiating team still awaits this template; however, President Ramaphosa has instructed the team [to] urgently engage with the US on the basis of the Framework Deal that South Africa submitted to the US on 20 May 2025. 

    “This framework deal addresses the issues initially raised by the US, including South Africa’s supposed trade surplus, unfair trade practices and lack of reciprocity from the US.

    “The President urges government trade negotiations teams and South African companies to accelerate their diversification efforts in order to promote better resilience in both global supply chains and the South African economy,” the Presidency said.

    Adopted with 116 votes in favour, 12 abstentions and 2 against (Israel and United States), the resolution highlighted the multifaceted crises confronting Afghanistan nearly four years after the Taliban’s return to power, calling for greater international support for the Afghan people and a renewed push for human rights, peace and stability.

    It emphasised the need for a coherent approach among humanitarian, political and development actors, and raised alarm over the “grave, worsening, widespread and systematic oppression” of all women and girls in Afghanistan, calling on the Taliban to swiftly reverse policies that exclude them from education, employment and public life.

    The text further called for adherence to Afghanistan’s obligations under international law, including human rights and humanitarian principles.

    Security and economic concerns

    The 193-member General Assembly reiterated its “serious concern” over continuing violence and the presence of terrorist groups such as Al-Qaida, Islamic State in Iraq and the Levant (ISIL/Da’esh) and their affiliates ISIL-Khorasan and Tehrik-e-Taliban Pakistan, and “demanded” that Afghanistan not be used as a safe haven for terrorist activity.

    Beyond security, the resolution stressed Afghanistan’s severe economic collapse, widespread poverty and spiralling humanitarian crisis, urging Member States and donors to scale up principled, sustained assistance.

    It also highlighted the growing threat of natural disasters such as floods and droughts, which worsen food insecurity and economic fragility.

    Sustainable and lasting peace can be achieved only through long-term social, economic and political stability, which requires full respect for civil, political, social, economic and cultural rights as well as commitment to inclusive and representative governance,” the resolution stated.

    Needs surge amid refugee returns

    The resolution comes at a time of intensified strain on Afghanistan’s overstretched humanitarian system.

    According to UN agencies, waves of returns from Pakistan and Iran – including both refugees and those in refugee-like situations – have increased pressure on services, especially in border provinces ill-equipped to absorb new arrivals.

    These returns, many of them involuntary or under duress, have heightened protection risks and left thousands of families in urgent need of food, shelter and basic services.

    The 2025 Humanitarian Needs and Response Plan for Afghanistan – which seeks $2.4 billion to assist nearly 17 million people – is only 22 per cent funded as of early July, raising concerns among aid officials about maintaining life-saving programs in the months ahead.

    The resolution called on all donors and stakeholders to “reconsider any decisions that may lead to reductions in such assistance, taking into account the potential adverse humanitarian consequences for the most vulnerable populations.”

    Governance and accountability

    The Assembly also reiterated concern over the lack of political inclusion since the Taliban takeover in August 2021.

    It raised alarm over extrajudicial punishments, such as reprisals and summary executions, enforced disappearances and arbitrary detentions, including those targeting former members of the security personnel.

    While the Assembly acknowledged the Taliban’s limited steps to reduce opium cultivation, it stressed the need for comprehensive counter-narcotics measures and efforts to combat organized crime and illicit arms trafficking.

    SEOUL, July 8 (Xinhua) — The Ministry of Trade, Industry and Energy of the Republic of Korea (ROK) said Tuesday it will make efforts to reach a mutually beneficial trade deal with the United States after U.S. President Donald Trump effectively delayed the imposition of new tariffs on South Korean products.

    The ministry said in a statement that Seoul has been actively negotiating since the inauguration of the new government led by President Lee Jae-myung on June 4, guided by the principle of prioritizing national interests.

    The ministry noted that there is not enough time to reach an agreement on all issues, considering D. Trump’s letter to be a de facto postponement of the introduction of “equivalent” tariffs on South Korean products.

    The ministry promised to step up efforts to achieve mutually beneficial results in the remaining period of negotiations to quickly resolve tariff-related uncertainties, adding that Kazakhstan will address the trade deficit that worries the US by improving domestic rules and streamlining regulations.

    According to the statement, the ministry will seek to create an opportunity for a breakthrough in key industries through partnership between the two countries to revive manufacturing.

    In his letter to the South Korean leader, published on the social network Truth Social, D. Trump said that the two countries must abandon the long-term and permanent trade deficit caused by tariffs, non-tariff policies and trade barriers on the part of the Republic of Korea. –0–

    Men’s world No. 1 Lin Shidong and women’s second seed Wang Manyu of China both advanced to the last 32 at the World Table Tennis (WTT) United States Smash on Monday.

    Lin emerged victorious in a full-game battle against France’s Thibault Poret, while Wang swept past Sweden’s Christina Kallberg in straight games.

    Facing Poret, Lin twice held the lead but was pushed to a deciding game by his 34th-ranked opponent before sealing the win with an 11-5 final game.

    “As I haven’t competed internationally for a while, my adaptation to the venue and the table wasn’t that good at the start,” said Lin. “As the match progressed, I became more confident in my shots. Hopefully I will get the shape back as soon as possible and go all out against any opponent.”

    Chinese players had mixed results in the men’s singles first round. Xiang Peng defeated Portugal’s Joao Geraldo three-one, but Lin Gaoyuan fell to Spain’s Alvaro Robles in five games, and Zhou Qihao lost in straight games to Nigeria’s Quadri Aruna.

    Q2 2025 Update

    Working interest share production before royalties averaged 21.4 mbbls/d during Q2 2025, a decrease of 10.2% from Q1 2025. Rates reflect the impact of planned downtime and natural declines at Valeura’s larger producing assets, which is consistent with the Company’s business plan. Q2 was anticipated to be the lowest production quarter of the year, and with rates weighted to the second half of 2025, the Company is maintaining its full year production guidance range of 23.0 – 25.5 mbbls/d.

    Oil sales totalled 1.90 million bbls during Q2 2025. The Company recorded a net increase in oil inventory, as measured at the end of the quarter, to a total of 0.93 million bbls at June 30, 2025. In addition, a parcel of 0.24 million bbls of oil was sold just after the end of the quarter, on July 1, 2025.

    Price realisations averaged US$67.95/bbl during Q2 2025, a US$0.67/bbl premium over the weighted average Brent crude oil benchmark. Realised price was down 14% from Q1 2025 given the significant drop in global oil prices.

    Taxes for the Company’s Thai I concession (Jasmine) are due in May of each year for the prior full year, and US$15.8 million was duly paid during the quarter primarily in respect of this asset. Taxes for the Company’s Thai III concessions (Nong Yao, Manora, and Wassana) are due in May and August of each year, however taxable income for the current tax period (2H 2024) was fully offset by tax loss carry-forwards. Given the above, no further tax payments are expected in 2025.

    Despite a relatively low oil price, a full quarter of spending on drilling operations, and scheduled Thai tax payments, Valeura’s cash position at June 30, 2025, was US$241.9 million (with no debt), up slightly from the previous quarter-end. In addition, US$19.6 million in revenue, relating to a lifting on June 25, 2025, was not received until early in July 2025. As a result, this US$19.6 million is not included in the revenue or the Company’s cash balance at June 30, 2025, but will be correctly accounted in the Q2 financials.

    Production operations are continuing safely on Valeura’s four Gulf of Thailand fields, with no lost time injuries.

    During the quarter, Valeura mobilised its contracted drilling rig to Block G11/48 (Nong Yao, 90% working interest). The drilling campaign is progressing as planned toward its objective of approximately 10 new development wells and is expected to be complete in Q4 2025. The campaign will entail new development wells drilled from each of the three Nong Yao wellhead facilities, and will therefore include the first ever infill development wells on the Nong Yao C platform, which the Company installed in 2024.

    In May 2025, Valeura took a final investment decision on redevelopment the Wassana field in Licence G10/48 (100% interest). The project will entail deployment of a new central processing platform facility on the field, intended to increase production, reduce costs, and create a hub for eventual tie-in of potential additional satellite wellhead platforms. The project is on plan, and moving into its construction phase now. First production is planned for Q2 2027.

  • MIL-OSI Africa: President Ramaphosa responds to United States (US) tariffs announcement

    President Cyril Ramaphosa has noted the correspondence from President Donald Trump on the unilateral imposition of a 30% trade tariff against South Africa. The President has further noted that South Africa is one of a number of countries to have received this communication on 7 July 2025. 

    This 30% tariff is based on a particular interpretation of the balance of trade between South Africa and the United States. This contested interpretation forms part of the issues under consideration by the negotiating teams from South Africa and the United States. Accordingly, South Africa maintains that the 30% reciprocal tariff is not an accurate representation of available trade data. In our interpretation of the available trade data,  the average tariff imported goods entering South Africa stands at 7.6%. Importantly, 56% of goods enter South Africa at 0% most favoured nation tariff, with 77% of US goods entering the South African market under the 0% duty.

    South Africa will continue with its diplomatic efforts towards a more balanced and mutually beneficial trade relationship with the United States. We welcome the commitment by the US government, that the 30% tariff is subject to modification at the back of the conclusion of our negotiations with the United States. 

    South Africa has continued to engage the United States, most recently at a meeting held on the side-lines of the US-Africa Summit on 23 June 2025 in Luanda. It was at this meeting where South Africa learned of  a template with which the US wishes to engage sub-Saharan Africa on matters of trade. The South African negotiating team still awaits this template, however, President Ramaphosa has instructed the team urgently engage with the US on the basis of the Framework Deal that South Africa submitted to the US on 20 May 2025. This Framework deal addresses the issues initially raised by the US, including South Africa’s supposed trade surplus, unfair trade practices and lack of reciprocity from the US.

    The President urges government trade negotiations teams and South African companies to accelerate their diversification efforts in order to promote better resilience in both global supply chains and the South African economy.
