    Ambassador Abdella Musa, Governor of the Anseba Region, conducted a meeting with residents of Keren city on 22 July focusing on the implementation of planned development programs.

    At the meeting, Ambassador Abdella said that the progress registered over the past few years in water and soil conservation and dam construction was the result of strong public participation and involvement of the Defense Forces. He noted that this experience will be vital for the implementation of future development programs.

    Ambassador Abdella also highlighted that the implemented programs have made significant contributions to food security efforts and called for continued public engagement in upcoming initiatives.

    He further stated that the dams constructed so far have played a critical role in ensuring water supply for both the public and livestock, as well as in supporting irrigation farming. He called for reinforced participation to sustain these efforts and urged the public to ensure that school-aged children attend regular education.

    The participants conducted extensive discussions on the issues raised during the meeting and adopted various recommendations.

    PHNOM PENH, July 24 (Xinhua) — Cambodian soldiers clashed with Thai soldiers in a disputed border area on Thursday, said Mali Socheat, deputy secretary of state and spokesperson for the Cambodian Defense Ministry.

    According to her, armed clashes occurred on the Cambodian-Thai border in Oddar Meanchey province.

    “The Thai military was the first to launch an armed attack on Cambodian troops. Cambodian troops acted strictly in self-defense, responding to the unprovoked incursion of Thai troops that violated our territorial integrity,” she said in a statement. -0-

  • MIL-OSI USA: Several Amata-Cosponsored Bills Passed by Foreign Affairs Committee

    Washington, D.C. – Congresswoman Uifa’atali Amata is highlighting several bills she cosponsored that were passed Tuesday by the House Foreign Affairs Committee (HFAC) as part of a slate of a dozen bills, including Pacific issues and combating human trafficking.

    Congresswoman Amata is an original cosponsor of H.R. 4490, as introduced by Congressman Joquin Castro (D-TX). Notably in the Pacific region, this bill ensures important diplomatic rights and recognitions for the nations in the Pacific Islands Forum. Along with Congresswoman Amata, this key bipartisan bill is also cosponsored by Rep. Young Kim (R-CA) and Rep. Ed Case (D-HI). The bill’s full title is To amend the International Organizations Immunities Act to extend diplomatic privileges and immunities to certain additional international and regional organizations.

    Congresswoman Amata is a cosponsor of the Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2025, H.R. 1144. This bipartisan bill is led by Chairman Chris Smith (R-NJ), who has served in Congress for 45 years and is widely recognized as Congress’s foremost human rights champion in his longtime legislative focus. The bill reauthorizes and updates the landmark Trafficking Victims Protection Act of 2000, also led by Rep. Smith, which strengthened federal prosecutions and victim protections from either forced labor or sexual trafficking, created the Office to Monitor and Combat Trafficking in Persons, and the Interagency Task Force to Monitor and Combat Trafficking, and boosted international cooperative efforts to combat trafficking.

    Amata also cosponsored the US-Japan-ROK Trilateral Cooperation Act, H.R. 3429, introduced by Rep. Ami Bera (D-CA). Along with Congresswoman Amata, this bipartisan bill has the support of various Pacific coast colleagues including Rep. Case (D-HI), Rep. Young (R-CA), Rep. Ted Lieu (D-CA), Rep. Marilyn Strickland (D-WA), Rep. James Moylan (R-Guam), Rep. Kimberlyn King-Hinds (R-CNMI), and several other senior Members. This bill creates a regular inter-parliamentary dialogue to facilitate closer cooperation between the United States, Japan, and the Republic of Korea on shared interests and values.

    Finally, she is cosponsoring H.R. 4233, the ARMOR Act, under the full title the AUKUS Reform for Military Optimization and Review Act. Led by Rep. Young Kim, this bill updates and expedites provisions on defense trade and cooperation among Australia, the United Kingdom, and the United States (known as AUKUS).

  • Over 3.42 pilgrims had ‘Darshan’ in 21 days, Amarnath Yatra to cross officially expected 3.5-lakh mark today

    Since this year’s Amarnath Yatra started on July 3, more than 3.42 lakh yatris have had ‘darshan’ so far while a fresh batch of 3,500 pilgrims started their journey on Thursday from Jammu towards the two base camps, officials said.

    Officials said that more than 3.42 lakh yatris have performed the ongoing Amarnath Yatra during the last 21 days as the huge rush of pilgrims continues unabated.

    “The officially expected figure of 3.50 lakh yatris performing the Yatra this year is likely to be crossed on Thursday, while 17 days are still left for the conclusion of this year’s Yatra.”

    “The Yatra has been going on peacefully, smoothly and this has encouraged the devotees to come in record numbers. As more than 3.42 lakh have had darshan in the last 21 days, we had another batch of 3,500 yatris, who left the Bhagwati Nagar Yatri Niwas in Jammu for the Valley on Thursday.”

    “Of these, the first escorted convoy of 45 vehicles carrying 832 yatris left for the Baltal base camp at 3:25 a.m. while the second convoy of 95 vehicles carrying 2,668 yatris to the Pahalgam base camp left at 4:01 a.m.,” officials said.

    The Bhumi Pujan of ‘Chhari Mubarak’ (Lord Shiva’s Holy Mace) was performed at Pahalgam on July 10. The Chhari Mubarak was then taken back to its seat at the Dashnami Akhara building.

    It will start its final journey towards the cave shrine from Dashnami Akhara temple in Srinagar on August 4 and will reach the holy cave shrine on August 9, marking the official conclusion of the Yatra.

    Authorities have made extensive multi-tier security arrangements for this year’s Amarnath Yatra, as it takes place after the cowardly attack of April 22 in which Pakistan-backed terrorists killed 26 civilians after segregating them based on faith in the Baisaran meadow of Pahalgam.

    Additional 180 companies of Central Armed Police Forces have been brought in to augment the existing strength of the Army, BSF, CRPF, SSB and the local police.

    The Army has deployed more than 8,000 special commandos to secure the passage of the pilgrims this year.

    The Yatra started on July 3 and will end after 38 days on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    Yatris approach the holy cave shrine situated ,888 metres above sea level in the Kashmir Himalayas either from the traditional Pahalgam route or the shorter Baltal route.

    Those using the Pahalgam route pass through Chandanwari, Sheshnag and Panchtarni to reach the cave shrine, covering a distance of 46 km on foot.

    This trek takes a pilgrim four days to get to the cave shrine.

    Those using the shorter Baltal route have to trek 14 km to reach the cave shrine and return to the base camp the same day after having darshan.

    No helicopter services are available to yatris this year due to security reasons.

    The cave shrine houses an ice stalagmite structure that wanes and waxes with the phases of the moon.

    Devotees believe that the ice stalagmite structure symbolises the mythical powers of Lord Shiva.

    Second Quarter 2025 Versus 2024 Financial Comparisons

    • Total Revenue: Total revenue in the second quarter grew 5% in IFRS and 6% in non-IFRS, to €1.52 billion, and software revenue increased by 6% to €1.37 billion. Subscription & support revenue rose 6%; recurring revenue represented 80% of software revenue. Licenses and other software revenue rose 5% to €276 million. Services revenue increased 3% to €149 million, during the quarter.
    • Software Revenue by Geography: The Americas revenue increased by 2% to represent 37% of software revenue, with High-Tech and Industrial Equipment performing well. Europe grew by 10% to 39% of software revenue, reflecting an acceleration led by France and Southern Europe. In Asia, revenue rose 6% with strong double-digit growth in China. Asia represented 24% of software revenue at the end of the second quarter.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue rose 9% to €745 million. SIMULIA, CATIA and ENOVIA were the best contributors to growth. Industrial Innovation software represented 54% of software revenue, during the period.
      • Life Sciences software revenue was flat at €268 million, to account for 20% of software revenue.
      • Mainstream Innovation software revenue increased by 3% to €360 million in IFRS, and was up 4% to €361 million in non-IFRS, represented 26% of software revenue. SOLIDWORKS had a strong subscription growth, advancing its business model shift.
    • Software Revenue by Industry: Industrial Equipment, High Tech, Transportation & Mobility and Aerospace & Defense were the best contributors to growth this quarter. In Life Sciences, Dassault Systèmes’ PLM solutions are playing more and more a critical role in driving the evolution toward smarter manufacturing and agile supply chains. In fact, outside of the MEDIDATA product line, Life Sciences revenue grew mid-teens.
    • Key Strategic Drivers: 3DEXPERIENCE software revenue increased 20% and represented 41% of 3DEXPERIENCE Eligible software revenue.     • Operating Income and Margin: IFRS operating income decreased 12%, to €242 million, as reported. Non-IFRS operating income decreased 0.4% at €446 million, as reported. The IFRS operating margin stood at 15.9% compared to 18.4% in the second quarter of 2024, mainly reflecting the effect of the employee shareholding plan “TOGETHER 2025” offered during the quarter. The non-IFRS operating margin totaled 29.3%, versus 29.9% in the same period of last year, with a negative currency impact of 50 basis points.

Subscription and support revenue rose 7% to €2.33 billion; recurring revenue represented 83% of total software revenue. Licenses and other software revenue decreased 2% to €474 million. Services revenue was down 2% to €289 million.
    • Software Revenue by Geography: The Americas, Europe and Asia all grew 5%, representing respectively 40%, 37% and 23% of software revenue.
    • Software Revenue by Product Line:
      • Industrial Innovation software revenue rose 8% to €1.54 billion and represented 55% of software revenue. CATIA, SIMULIA and ENOVIA were among the strongest contributors to growth.
      • Life Sciences software revenue was flat to €561 million, representing 20% of software revenue.
      • Mainstream Innovation software revenue increased by 3% to €707 million in IFRS and to €708 million in non-IFRS. Mainstream Innovation represented 25% of software revenue.

    • Cash Flow from Operations (IFRS): Cash flow from operations totaled €1.15 billion for the first six months of 2025, compared to €1.13 billion last year. Cash flow from operations was principally used for the acquisition of ContentServ for €202 million, repurchase of Treasury Shares for €225 million and dividend payments for €343 million.
    • Balance Sheet (IFRS): Dassault Systèmes’ net financial position totaled €1.51 billion as of June 30, 2025, an increase of €0.05 billion, compared to €1.46 billion for the year ended December 31, 2024. Cash and cash equivalents totaled €4.08 billion in the first half.

    Information in Constant Currencies

    Dassault Systèmes has followed a long-standing policy of measuring its revenue performance and setting its revenue objectives exclusive of currency in order to measure in a transparent manner the underlying level of improvement in its total revenue and software revenue by activity, industry, geography and product lines. The Group believes it is helpful to evaluate its growth exclusive of currency impacts, particularly to help understand revenue trends in its business. Therefore, the Group provides percentage increases or decreases in its revenue and expenses (in both IFRS and non-IFRS) to eliminate the effect of changes in currency values, particularly the U.S. dollar and the Japanese yen, relative to the euro. When trend information is expressed “in constant currencies”, the results of the “prior” period have first been recalculated using the average exchange rates of the comparable period in the current year, and then compared with the results of the comparable period in the current year.

    While constant currency calculations are not considered to be an IFRS measure, the Group believes these measures are critical to understanding its global revenue results and to compare with many of its competitors who report their financial results in U.S. dollars. Therefore, Dassault Systèmes includes this calculation to compare IFRS and non-IFRS revenue figures for comparable periods. All information at constant currencies is expressed as a rounded percentage and therefore may not precisely reflect the absolute figures.

    Information on Growth excluding acquisitions (“organic growth”)

    In addition to financial indicators relating to the Group’s entire scope, Dassault Systèmes also provides growth information excluding acquisitions’ effects, and named organic growth. To do so, the Group’s data is restated to exclude acquisitions, from the date of the transaction, over a period of 12 months.

    Information on Product Lines

    The Group’s financial reporting on product lines includes the following information:

    3DEXPERIENCE Software Contribution

    To measure the relative share of 3DEXPERIENCE software in its revenues, Dassault Systèmes calculates the percentage contribution by comparing total 3DEXPERIENCE software revenue to software revenue for all product lines except SOLIDWORKS, MEDIDATA, CENTRIC PLM and other acquisitions (defined as “3DEXPERIENCE Eligible software revenue”).

    Cloud revenue

    Cloud revenue is generated from contracts that provide access to cloud-based solutions (SaaS), infrastructure as a service (IaaS), cloud solution development and cloud managed services. These offerings are delivered by Dassault Systèmes through its own cloud infrastructure or by third-party cloud providers. They are available through different deployment methods: Dedicated cloud, Sovereign cloud and International cloud. Cloud solutions are generally offered through subscription-based models or perpetual licenses with support and hosting services.

    Washington (July 23, 2025) – Senator Edward J. Markey (D-Mass.) and Representative Ro Khanna (CA-17), along with Senators Bernie Sanders (I-Vt.), Jeff Merkley (D-Ore) and Chris Van Hollen (D-Md.), today introduced the Investing in Children Before Missiles (ICBM) Act of 2025, legislation that would redirect funding from the troubled Sentinel nuclear Intercontinental Ballistic Missile (ICBM) program to the U.S. Department of Education.

    The Trump administration is planning to replace the current fleet of nuclear-armed Minuteman III ICBMs with a new fleet of Sentinel ICBMs. However, the Sentinel program is so over budget and behind schedule that the Department of Defense (DoD) was forced to complete a Nunn–McCurdy review last year that found that the cost of the program had skyrocketed to $141 billion, an 81 percent increase. Moreover, the Air Force recently announced the Sentinel program will likely require digging new missile silos, a move that would cause further significant cost increases and schedule delays. In response to Sentinel’s setbacks, DoD is restructuring the program and considering extending the life of the Minuteman III by 11 years, from 2039 to 2050.

    In addition, the Air Force recently announced its plans to pay for upgrades to President Trump’s gift jet from Qatar using excess Sentinel funds. This is yet more evidence that Sentinel funding is “excess to need” and that the program should be paused for one year while it is being restructured. Nevertheless, the Trump administration is seeking to double the budget for the Sentinel missile to $4.1 billion for fiscal year 2026.

    “The United States should invest in education, not annihilation,” said Senator Markey. “The ICBM Act makes clear that we will not continue to waste billions on nuclear weapons we do not need—and that actually make us less safe—when there are more important things to fund, like public education. The Sentinel program is 81 percent overbudget—we are literally throwing taxpayer dollars down the deepest money pit ever created. When you are in a hole, stop digging. The ICBM Act signals we intend to make the world safe from nuclear weapons and prioritize spending that improves lives, rather than endangering them.”

    “The Trump administration’s Sentinel program is $60 billion over budget and years behind schedule. We need to invest into Americans, not further increase wasteful defense spending. I’m proud to join my colleagues in introducing the Investing in Children Before Missiles Act of 2025 that will pause the Sentinel program, commission an independent review of existing missile capacity, and redirect funds saved into K-12 programs in low-income communities,” said Rep. Khanna.

    “While the world has changed significantly since I was a nuclear weapons policy analyst at the Pentagon and Congressional Budget Office, the costs associated with nuclear weapons have steadily increased,” said Senator Merkley. “The United States is currently spending billions of dollars on nuclear weapons programs with limited oversight and accountability. As cost overruns continue to mount, Congress must rein in out-of-control nuclear weapons spending and instead responsibly invest these dollars in the success of America’s future leaders: our children.”

    “Instead of sinking tens of billions of taxpayer dollars into propping up a relic of our outdated Cold War-era nuclear strategy – and raising the risk of global mass destruction – we can invest more in fostering greater opportunity for our next generation. The Investing in Children Before Missiles Act does just that – diverting taxpayer funds away from an increasingly expensive boondoggle and instead directing them toward ensuring every child receives a quality education, without compromising our national security. If there ever was an opportunity for greater government efficiency, this is it,” said Senator Van Hollen.

    The ICBM Act is endorsed by the Federation of American Scientists, Council for a Livable World, Friends Committee on National Legislation, Union of Concerned Scientists, Win Without War and United Methodist Church – General Board of Church and Society.

    “Whether you think nuclear weapons make us more secure or put us at grave risk, everyone can agree that programs should run on time and on budget, or close to it. The Sentinel program is tens of billions over budget and years behind schedule. This is a classic white elephant program – rushed into production before key milestones were reached. The ICBM program should be sent back to the drawing board. We can do much better things that make America safer, stronger and more prosperous with $200 billion,” said Jon Wolfsthal, Director of Global Risk, Federation of American Scientists and former special assistant to the President.

    “The Sentinel ICBM is completely unnecessary, wildly expensive, and so far behind schedule the Pentagon has only a vague idea of when it will be deployed. Given that ICBMs are vulnerable to attack, and therefore kept on hair trigger alert, they create pointless risk. UCS has long called for eliminating them entirely. Sentinel should be cancelled and existing ICBMs retired,” said Stephen Young, Associate Director, Government Affairs, Global Security Program, Union of Concerned Scientists.

    “The Sentinel ICBM program is a case study in waste, risk, and misplaced priorities. There is no justification for pouring billions more into new land-based nuclear missiles that increase the risk of accidental war. Instead of deepening our dependence on Cold War-era thinking, we should invest in the future our children deserve: strong public schools, climate resilience, and real security rooted in equity and care. We applaud Senator Markey and Representative Khanna for their leadership in stopping the dangerous and costly Sentinel program and redirecting those resources to what truly keeps our communities safe,” said Sara Haghdoosti, Executive Director of Win Without War.

    “In 2021, Sen. Markey and Rep. Khanna first introduced the ICBM Act to pause funding and work on the already-troubled Sentinel program. Since then, the Sentinel program has continued to raise alarm bells, including in 2024 when it violated the Nunn-McCurdy Act by being more than 30% over budget. Now, the more we learn about this program, the more problems we uncover about its exceptional cost — it is now at least 80% over budget — and inability to meet deadlines. These additional concerns even led the Air Force to talk about a further life-extension of the Minuteman III missile, which the Sentinel is supposed to replace. Enough. It is past time for Congress to ask some serious questions about the necessity of this program and make some tough decisions to stop throwing good money after bad. Modernization of our nuclear forces should not be a blank check. At a time when it seems every government program is under a microscope and funding for critical programs that help every day Americans is being cut, pausing funding and work on this one program until Congress can get to the bottom of the cause of its issues seems like a no-brainer,” said John Tierney, Executive Director, Council for a Livable World.

  • MIL-OSI China: Global sharpshooters gather to target real counter-terrorism scenarios

    After the fierce firing of bullets, some discussions and ceremonies, the Sharp Blade-2015 International Sniper Competition concluded on July 19 at a training base of the Chinese People’s Armed Police Force in Urumqi, Xinjiang Uygur autonomous region.

    For five days, more than 50 teams of snipers from over 20 countries including China, Russia, South Africa, Kazakhstan and Spain tested their skills and combat readiness in the fourth edition of the event.

    Selected by the armed police force, as well as by the People’s Liberation Army’s Ground Force, Navy and Air Force, 24 Chinese soldiers participated in the competition, which included 12 subjects under the categories of precision basics, typical scenarios, comprehensive combat and long-range challenges.

    Many of the subjects were designed to mimic real counter-terrorism scenarios. The infiltration and sniping competition required snipers to eliminate “enemy” sentries 300 meters away in stealth, kill fleeing enemies, strike the main target, resist enemy reinforcement and exfiltrate.

    “Completing seven missions within 20 minutes along a 1.1-kilometer route, snipers have to constantly shift between dynamic and static aiming,” said Zhang Hao, head referee of the competition. “They have to reasonably allocate their stamina and energy, and cooperate with teammates, which is a huge test for them.”

    Adding that the competition designers had set some targets in-between valleys, Zhang said the event also involved tests of the snipers’ nerves and decisiveness, as just a slight change in the wind might drastically influence the bullet’s trajectory.

    Hosted by the People’s Armed Police Force, the biennial competition fosters international exchanges and friendship among soldiers, promotes combat readiness, and helps enhance their capabilities in peacekeeping missions.

    WASHINGTON, DC – During the first hearing of the Senate Foreign Relations Committee’s Subcommittee on Near East, South Asia, Central Asia, & Counterterrorism, Ranking Member Jacky Rosen (D-NV) stressed the urgent need for a coherent U.S. strategy in the Middle East that strengthens regional integration, restores stability, and counters a nuclear Iran. Senator Rosen called on the Trump Administration to work closely with Congress, particularly following recent U.S. strikes on Iran’s nuclear program, and criticized cuts to our diplomatic workforce and foreign assistance, warning they undermine national security. Emphasizing the importance of diplomacy and development, she advocated for expanding the Abraham Accords, supporting Israel’s qualitative military edge, increasing humanitarian aid into Gaza, and preventing terrorist resurgence throughout the region. 
    Below is Senator Rosen’s opening statement:
    Thank you, Chair McCormick, for holding today’s important hearing – like you said, this is the subcommittee’s first since you and I were named Chair and Ranking Member, respectively. I am incredibly excited about the work we will be able to do together to support U.S. interests across a broad swath of the globe – from the Middle East and North Africa to Central and South Asia.
    And I want to thank you as well to our witnesses for taking the time to offer your insights today. 
    I’d like to build upon your remarks, Senator McCormick, because as you illustrated the Middle East is at a critical juncture, full of risks, as well as opportunities. How we engage in the region in the coming weeks and months has the potential to alter its trajectory for decades to come. 
    In just the last few weeks, we have seen hostilities between Israel and Iran, we’ve seen increased Houthi attacks on maritime commerce in the Red Sea, skirmishes between Israel and Syria, and a lack of progress in ending the war in Gaza, bringing ALL of the hostages held by Hamas home, and addressing the humanitarian crisis.
    But since the beginning of the year, we have also seen the decline of Iran’s nuclear and ballistic capabilities, Assad’s regime crumble in Syria, Hezbollah be diminished to a shell of its former self in Lebanon, and the significant weakening of Hamas.
    To help set the Middle East on a path towards peace and prosperity, we not only have to deter our adversaries from engaging in harmful actions, we must also work to advance our interests by implementing a coherent strategy and assistance plan for the region. 
    So let me be clear – Iran can never be allowed to acquire or develop a nuclear weapon. I am hopeful our targeted strikes on Iran’s nuclear program earlier this summer will pave the way to a negotiated agreement that makes this a reality. It is critical the Administration works hand in glove with Congress on what comes next.
    We must also ensure that terror groups, especially Iranian proxies, cannot operate freely and threaten stability in the Middle East. And so on that end, I have led bipartisan efforts to freeze Iranian assets, tighten and renew sanctions, and integrate air and missile defenses throughout the region. But we must do more to bolster regional stability to deny extremist groups the instability on which they thrive.
    An integrated Middle East of like-minded partners and allies is essential to advancing our interests, which is why we must widen and deepen the Abraham Accords, including through economic integration and other people-to-people bonds that provide tangible benefits to the region. 
    In Gaza, Hamas remains an impediment to peace and poses a threat to both Israelis and Palestinians. We must continue to support Israel as it works to free the hostages, defeat Hamas, and protect itself against future threats. And we also must allow for more humanitarian aid for civilians in Gaza and do everything possible to prevent the loss of innocent lives and to support a negotiated end to the war.
    In Syria and Iraq, we cannot cede ground where the U.S.-led coalition has made significant progress in eliminating the ISIS threat. To consolidate our military gains, we need to ensure that terrorists are held accountable for their horrific crimes. But we also must make sure that there is a thoughtful plan for reintegration and rehabilitation of individuals from Al Hol and Al Roj camps. If we fail to reintegrate these populations, it will be at our peril.
    This leads me to my last point. Former Defense Secretary Jim Mattis once said “if you don’t fully fund the State Department, then I will need to buy more ammunition.” Diplomacy and foreign assistance is vital to the future of this region. 
    When people don’t have access to food or jobs, terror groups recruit them. When children don’t have access to education, they are more easily radicalized. 
    As this Administration slashes our diplomatic corps, expert civil servants, and foreign assistance programs, we are undeniably less safe and less prosperous. 
    To set the region on the right path, we can’t be afraid to leverage our military strength. But we certainly must also leverage our diplomatic and foreign assistance tools.
    I thank you for being here and I look forward to discussing this with you all further today.

  • MIL-OSI China: 3rd round of Russia-Ukraine talks agrees on prisoner exchange, differs on ceasefire

    Russian and Ukrainian delegations held a third round of peace talks on Wednesday evening at the Ciragan Palace, during which the two sides agreed on another prisoner exchange but clashed on ceasefire terms and a potential presidential meeting.

    Russian presidential aide Vladimir Medinsky and Secretary of Ukraine’s National Security and Defense Council Rustem Umerov led the Russian and Ukrainian delegations, respectively. The closed-door talks were chaired by Turkish Foreign Minister Hakan Fidan.

    Following the talks, which lasted for less than one hour, Umerov said at a press conference that Ukraine continues to insist on a full and unconditional ceasefire as the essential foundation for effective diplomacy.

    “We are ready for a ceasefire now and to start substantive peace negotiations, and it is up to the other side to accept this basic step towards peace,” Umerov said.

    “We emphasize that the ceasefire must be genuine. It must include a complete cessation of strikes on civilian and critical infrastructure,” he said.

    Prior to the talks, Kremlin spokesman Dmitry Peskov said Tuesday that Moscow and Kiev are “diametrically opposed” in their positions on how to end the conflict, noting that “much work” still needs to be done.

    The Ukrainian side has proposed to Russia to hold a meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky “by the end of August,” where the participation of U.S. President Donald Trump and Turkish President Recep Tayyip Erdogan will be “especially valuable,” he said.

    During a separate press conference after the talks, Medinsky said Russia and Ukraine agreed to exchange 1,200 prisoners of war each, including a proposal from Moscow to swap about 30 civilians held by Ukraine in the Kursk region.

    Russia has returned the bodies of 7,000 fallen Ukrainian soldiers and is ready to return 3,000 more, he said, requesting the return of any number of deceased Russian soldiers from Ukraine.

    He also said that the Russian side proposed establishing three online working groups with Ukraine to address political, humanitarian, and military issues, and asked Ukraine to consider declaring short ceasefires of 24-48 hours along the contact line to evacuate the wounded soldiers and recover the bodies of fallen troops.

    As to the Putin-Zelensky meeting Ukraine proposed, Medinsky said such a meeting is not being considered until certain processes are completed.

    Meanwhile, Zelensky wrote on social media platform X after the talks that the ninth stage of prisoner exchange took place “today,” which involved more than 1,000 people from the Ukrainian side, including those “seriously ill and severely wounded.”

    “It is important that the exchanges are ongoing,” he wrote.

    In his opening remarks to the talks, Fidan urged the two delegations to engage in result-oriented negotiations aimed at achieving a ceasefire and ultimately ending the war.

    “Our goal is to end this bloody war, which has come at a heavy cost, as soon as possible,” Fidan said.

    While the previous two rounds of talks in Istanbul — held on May 16 and June 2 — led to the exchange of thousands of war prisoners and the bodies of fallen soldiers, they produced little progress toward a ceasefire.

  • MIL-OSI China: Iran agrees to IAEA visit in coming weeks

    Iranian Deputy Foreign Minister for Legal and International Affairs Kazem Gharibabadi said Wednesday that Tehran has agreed to receive a technical team of the International Atomic Energy Agency (IAEA), which will visit Iran in two to three weeks.

    The visit from the IAEA technical delegation to Iran will happen “very soon, in two to three weeks,” Gharibabadi told reporters.

    He said the Atomic Energy Organization of Iran is assessing the damages to the nuclear installations, and “the delegation will come to Iran to discuss the modality, not to go to the (nuclear) sites.”

    Gharibabadi added that if a new round of negotiations between the United States and Iran takes place, it will only be done indirectly.

    On Monday, Gharibabadi held a special meeting with the ambassadors of the Group of Friends in Defense of the Charter of the United Nations, during which he “detailed the dimensions of the recent acts of aggression” by Israel and the United States against Iran, according to the Iranian foreign ministry.

    PREVENTING WOKE AI IN THE FEDERAL GOVERNMENT: Today, President Donald J. Trump signed an Executive Order to ensure that artificial intelligence (AI) models procured by the Federal government prioritize truthfulness and ideological neutrality.

    • President Trump is protecting Americans from biased AI outputs driven by ideologies like diversity, equity, and inclusion (DEI) at the cost of accuracy.
    • The Order directs agency heads to procure only large language models (LLMs) that adhere to “Unbiased AI Principles” defined in the Order: truth-seeking and ideological neutrality.
      • Truth-seeking means that LLMS shall be truthful and prioritize historical accuracy, scientific inquiry, and objectivity, and acknowledge uncertainty where reliable information is incomplete or contradictory.
      • Ideological neutrality means that LLMs shall be neutral, nonpartisan tools that do not manipulate responses in favor of ideological dogmas like DEI, and that developers will not intentionally encode partisan or ideological judgments into an LLM’s outputs unless those judgments are prompted by or readily accessible to the end user.
    • The Order instructs the Director of the Office of Management and Budget, in consultation with other Federal leaders, to issue guidance for agencies to implement these principles in AI procurement.
    • The Order mandates that Federal contracts for LLMs include terms ensuring compliance with the Unbiased AI Principles, including terms holding vendors accountable for certain costs if contracts are terminated due to noncompliance.

    SAFEGUARDING TRUST IN FEDERAL AI USE: President Trump is advancing trustworthy AI in the Federal government to protect the integrity of information and services provided to the American people.

    • AI is a critical technology that will shape how Americans learn, access information, and navigate their daily lives.
    • Ideological biases, such as those driven by DEI, can distort AI outputs, undermine historical and scientific accuracy, and erode public trust in AI systems.
      • For example, one major AI model changed the race or sex of historical figures—including the Pope, the founding Fathers, and Vikings—when prompted for images because it was trained to prioritize DEI requirements.
      • In another case, an AI model asserted that a user should not “misgender” another person even if necessary to stop a nuclear apocalypse.
    • By requiring truth-seeking and ideologically neutral AI models, the Federal government ensures reliable, objective information for Americans and prevents the spread of biased or misleading outputs.

    By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

    Section  1.  Policy and Purpose.  My Administration has inaugurated a golden age for American manufacturing and technological dominance.  We will pursue bold, large-scale industrial plans to vault the United States further into the lead on critical manufacturing processes and technologies that are essential to national security, economic prosperity, and scientific leadership.  These plans include artificial intelligence (AI) data centers and infrastructure that powers them, including high‑voltage transmission lines and other equipment.  It will be a priority of my Administration to facilitate the rapid and efficient buildout of this infrastructure by easing Federal regulatory burdens. 

    In addition, my Administration will utilize federally owned land and resources for the expeditious and orderly development of data centers.  This usage will be done in a manner consistent with the land’s intended purpose — to be used in service of the prosperity and security of the American people.

    Sec. 2.  Definitions.  For purposes of this order:

    (a)  “Data Center Project” means a facility that requires greater than 100 megawatts (MW) of new load dedicated to AI inference, training, simulation, or synthetic data generation.

    (b)  “Covered Components” means materials, products, and infrastructure that are required to build Data Center Projects or otherwise upon which Data Center Projects depend, including:

    (i)    energy infrastructure, such as transmission lines, natural gas pipelines or laterals, substations, switchyards, transformers, switchgear, and system protective facilities;

    (ii)   natural gas turbines, coal power equipment, nuclear power equipment, geothermal power equipment, and any other dispatchable baseload energy sources, including electrical infrastructure (including backup power supply) constructed or otherwise used principally to serve a Data Center Project;

    (iii)  semiconductors and semiconductor materials, such as wafers, dies, and packaged integrated circuits;

    (iv)   networking equipment, such as switches and routers; and

    (v)    data storage, such as hardware storage systems, software for data management and protection, and integrated services that work with public cloud providers.

    (c)  “Covered Component Project” means infrastructure comprising Covered Components, or a facility with the primary purposes of manufacturing or otherwise producing Covered Components.

    (d)  “Qualifying Project” means:

    (i)    a Data Center Project or Covered Component Project for which the Project Sponsor has committed at least $500 million in capital expenditures as determined by the Secretary of Commerce;

    (ii)   a Data Center Project or Covered Component Project involving an incremental electric load addition of greater than 100 MW;

    (iii)  a Data Center Project or Covered Component Project that protects national security; or

    (iv)   a Data Center Project or Covered Component Project that has otherwise been designated by the Secretary of Defense, the Secretary of the Interior, the Secretary of Commerce, or the Secretary of Energy as a “Qualifying Project”.

    (e)  “Project Sponsor” means the lead sponsor providing financial and other support for a Data Center Project or Covered Component Project, as determined by the Secretary of Defense, the Secretary of the Interior, the Secretary of Commerce, or the Secretary of Energy, as appropriate.

    (f)  “Superfund Site” means any site where action is being taken pursuant to 42 U.S.C. 9604, 9606, or 9620.

    (g)  “Brownfield Site” means a site as defined in 42 U.S.C. 9601(39).

    Sec.  3.  Encouraging Qualifying Projects.  The Secretary of Commerce, in consultation with the Director of the Office of Science and Technology Policy (OSTP) and other relevant executive departments and agencies (agencies), shall launch an initiative to provide financial support for Qualifying Projects, which could include loans and loan guarantees, grants, tax incentives, and offtake agreements.  All relevant agencies shall identify and submit to the Director of OSTP any such relevant existing financial support that can be used to assist Qualifying Projects, consistent with the protection of national security.

    Sec. 4.  Revocation of Executive Order 14141.  Executive Order 14141 of January 14, 2025 (Advancing United States Leadership in Artificial Intelligence Infrastructure), is hereby revoked.

    Sec.  5.  Efficient Environmental Reviews.  (a)  Within 10 days of the date of this order, each relevant agency shall identify to the Council on Environmental Quality any categorical exclusions already established or adopted by such agency pursuant to the National Environmental Policy Act (NEPA), reliance on and adoption of which by agencies (pursuant to 42 U.S.C. 4336 and 4336c) could facilitate the construction of Qualifying Projects.

    (b)  The Council on Environmental Quality shall coordinate with relevant agencies on the establishment of new categorical exclusions to cover actions related to Qualifying Projects that normally do not have a significant effect on the human environment.  Agencies shall, for purposes of establishing these categorical exclusions, rely on any sufficient basis to do so as each such agency determines.

    (c)  Consistent with 42 U.S.C. 4336e(10)(B)(iii), loans, loan guarantees, grants, tax incentives, or other forms of Federal financial assistance for which an agency lacks substantial project-specific control and responsibility over the subsequent use of such financial assistance shall not be considered a “major Federal action” under NEPA.  For purposes of this order, Federal financial assistance representing less than 50 percent of total project costs shall be presumed not to constitute substantial Federal control and responsibility.

    Sec.  6.  Efficiency and Transparency Through FAST‑41.  (a)  The Executive Director (Executive Director) of the Federal Permitting Improvement Steering Council (FPISC) may, within 30  days of the date that a project is identified to FPISC by a relevant agency, designate a Qualifying Project as a transparency project pursuant to 42 U.S.C. 4370m-2(b)(2)(A)(iii) and section 41003 of the Fixing America’s Surface Transportation Act (Public Law 114-94, 129 Stat. 1312, 1747) (FAST-41).  Within 30 days of receiving such agency notification, the Executive Director may publish Qualifying Projects on the Permitting Dashboard established under section 41003(b) of FAST-41, including schedules for expedited review. 

    (b)  In consultation with Project Sponsors, the Executive Director shall expedite the transition of eligible Qualifying Projects from transparency projects to FAST-41 “covered projects” as defined by 42 U.S.C. 4370m(6)(A).  To the extent that a Qualifying Project does not meet the criteria set forth in 42 U.S.C. 4370m(6)(A)(i) or (iii), FPISC may consider all other available options to designate the project a covered project under 42 U.S.C. 4370m(6)(A)(iv).

    Sec7.  Streamlining of Permitting Review.  (a)  The Administrator of the Environmental Protection Agency shall assist in expediting permitting on Federal and non-Federal lands by developing or modifying regulations promulgated under the Clean Air Act (42 U.S.C. 7401 et seq.); the Clean Water Act (33 U.S.C. 1251 et seq.); the Comprehensive Environmental Response, Compensation, and Liability Act (42 U.S.C. 9601 et seq.); the Toxic Substances Control Act (15 U.S.C. 2601 et seq.); and other relevant applicable laws, in each case, that impact the development of Qualifying Projects.

    (b)  The Administrator of the Environmental Protection Agency shall, consistent with the Environmental Protection Agency’s statutory authorities, expeditiously identify Brownfield Sites and Superfund Sites for use by Qualifying Projects.  As part of this effort, within 180 days of the date of this order, the Administrator of the Environmental Protection Agency shall develop guidance to help expedite environmental reviews for qualified reuse and assist State governments and private parties to return such Brownfield Sites and Superfund Sites to productive use as expeditiously as possible.

    Sec.  8.  Biological and Water Permitting Efficiencies.  (a)  Upon identification of sites by the Secretary of the Interior and the Secretary of Energy as described in section 9 of this order, the action agency, as identified through the process described in the Endangered Species Act (16 U.S.C. 1531-1544) (ESA), shall initiate consultation under section 7 of the ESA with the Secretary of the Interior, the Secretary of Commerce, or both with respect to common construction activities for Qualifying Projects that will occur over the next 10 years at a programmatic level.  The Secretary of the Interior and the Secretary of Commerce shall utilize programmatic consultation to ensure timely and efficient completion of such consultation.

    (b)  Within 180 days of the date of this order, the Secretary of the Army, acting through the Assistant Secretary of the Army for Civil Works, shall review the nationwide permits issued under section 404 of the Clean Water Act of 1972 (33 U.S.C. 1344) and section 10 of the Rivers and Harbors Appropriation Act of 1899 (33 U.S.C. 403) to determine whether an activity-specific nationwide permit is needed to facilitate the efficient permitting of activities related to Qualifying Projects.

    Sec9.  Federal Lands Availability.  (a)  The Department of the Interior and the Department of Energy shall, after consultation with industry and further in consultation with the Department of Commerce as to the Project Sponsors to which relevant authorizations shall be granted, offer appropriate authorizations for sites identified by the Secretary of the Interior or the Secretary of Energy, as applicable and appropriate for the relevant uses, consistent with 42 U.S.C. 2201, 42 U.S.C. 7256, 43 U.S.C. 1701 et seq., and all other applicable law.

    (b)  The Secretary of Defense shall, pursuant to 10 U.S.C. 2667 or other applicable law and as and when the Secretary of Defense deems it necessary or desirable, identify suitable sites on military installations for Covered Component infrastructure uses and competitively lease available lands for Qualifying Projects to support the Department of Defense’s energy, workforce, and mission needs, subject to security and force protection considerations.

    Sec. 10.  General Provisions.  (a)   Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 301 of title 3, United States Code, it is hereby ordered:

    Section 1Purpose.  Artificial intelligence (AI) is a foundational technology that will define the future of economic growth, national security, and global competitiveness for decades to come.  The United States must not only lead in developing general-purpose and frontier AI capabilities, but also ensure that American AI technologies, standards, and governance models are adopted worldwide to strengthen relationships with our allies and secure our continued technological dominance.  This order establishes a coordinated national effort to support the American AI industry by promoting the export of full-stack American AI technology packages.

    Sec. 2Policy.  It is the policy of the United States to preserve and extend American leadership in AI and decrease international dependence on AI technologies developed by our adversaries by supporting the global deployment of United States-origin AI technologies.

    Sec. 3Establishment of the American AI Exports Program.  (a)  Within 90 days of the date of this order, the Secretary of Commerce shall, in consultation with the Secretary of State and the Director of the Office of Science and Technology Policy (OSTP), establish and implement the American AI Exports Program (Program) to support the development and deployment of United States full-stack AI export packages.

    (b)  The Secretary of Commerce shall issue a public call for proposals from industry-led consortia for inclusion in the Program.  The public call shall require that each proposal must:

    (i)    include a full-stack AI technology package, which encompasses:

    (A)  AI-optimized computer hardware (e.g., chips, servers, and accelerators), data center storage, cloud services, and networking, as well as a description of whether and to what extent such items are manufactured in the United States;

    (B)  data pipelines and labeling systems;

    (C)  AI models and systems;

    (D)  measures to ensure the security and cybersecurity of AI models and systems; and

    (E)  AI applications for specific use cases (e.g., software engineering, education, healthcare, agriculture, or transportation);

    (ii)   identify specific target countries or regional blocs for export engagement;

    (iii)  describe a business and operational model to explain, at a high level, which entities will build, own, and operate data centers and associated infrastructure;

    (iv)   detail requested Federal incentives and support mechanisms; and

    (v)    comply with all relevant United States export control regimes, outbound investment regulations, and end-user policies, including chapter 58 of title 50, United States Code, and relevant guidance from the Bureau of Industry and Security within the Department of Commerce.

    (c)  The Department of Commerce shall require proposals to be submitted no later than 90 days after the public call for proposals is issued, and shall consider proposals on a rolling basis for inclusion in the Program.

    (d)  The Secretary of Commerce shall, in consultation with the Secretary of State, the Secretary of Defense, the Secretary of Energy, and the Director of OSTP, evaluate submitted proposals for inclusion under the Program.  Proposals selected by the Secretary of Commerce, in consultation with the Secretary of State, the Secretary of Defense, the Secretary of Energy, and the Director of OSTP, will be designated as priority AI export packages and will be supported through priority access to the tools identified in section 4 of this order, as consistent with applicable law.

    Sec. 4Mobilization of Federal Financing Tools.  (a)  The Economic Diplomacy Action Group (EDAG), established in the Presidential Memorandum of June 21, 2024, chaired by the Secretary of State, in consultation with the Secretary of Commerce and the United States Trade Representative, and as described in section 708 of the Championing American Business Through Diplomacy Act of 2019 (Title VII of Division J of Public Law 116-94) (CABDA), shall coordinate mobilization of Federal financing tools in support of priority AI export packages.  

    (b)  I delegate to the Administrator of the Small Business Administration and the Director of OSTP the authority under section 708(c)(3) of CABDA to appoint senior officials from their respective executive departments and agencies to serve as members of the EDAG. 

    (c)  The Secretary of State, in consultation with the EDAG, shall be responsible for:

    (i)    developing and executing a unified Federal Government strategy to promote the export of American AI technologies and standards;

    (ii)   aligning technical, financial, and diplomatic resources to accelerate deployment of priority AI export packages under the Program;

    (iii)  coordinating United States participation in multilateral initiatives and country-specific partnerships for AI deployment and export promotion;

    (iv)   supporting partner countries in fostering pro‑innovation regulatory, data, and infrastructure environments conducive to the deployment of American AI systems;

    (v)    analyzing market access, including technical barriers to trade and regulatory measures that may impede the competitiveness of United States offerings; and

    (vi)   coordinating with the Small Business Administration’s Office of Investment and Innovation to facilitate, to the extent permitted under applicable law, investment in United States small businesses to the development of American AI technologies and the manufacture of AI infrastructure, hardware, and systems.

    (d)  Members of the EDAG shall deploy, to the maximum extent permitted by law, available Federal tools to support the priority export packages selected for participation in the Program, including direct loans and loan guarantees (12  U.S.C. 635); equity investments, co-financing, political risk insurance, and credit guarantees (22  U.S.C. 9621); and technical assistance and feasibility studies (22 U.S.C. 2421(b)).

    Sec. 5General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    Throughout her time in the Senate, Duckworth has made protecting reproductive freedom a top priority in the face of Republicans’ anti-choice crusade. Two weeks ago, Duckworth successfully included her provision to expand access to in-vitro fertilization (IVF) for military families in the Fiscal Year (FY) 2026 National Defense Authorization Act (NDAA) that passed through the U.S. Senate Armed Services Committee.

    Duckworth has also long pushed to pass her Right to IVF Actwhich Senate Republicans blocked not once, but twice last year. This legislation would both establish a right to IVF and other assisted reproductive technology (ART), expand access for hopeful parents, Veterans and federal employees, as well as lower the costs of IVF for middle-class families across the country. Last September’s vote marked the fourth time Senate Republicans blocked Duckworth-led legislation that would protect access to IVF nationwide.

    Duckworth was the first Senator to give birth while serving in office and had both of her children with the help of IVF. In 2018, she advocated for the Senate to change its rules so she could bring her infant onto the Senate floor.

    The commission heard testimony from Fan Yun, a member of the Legislative Yuan of Taiwan; Rear Admiral Mike Studeman, U.S. Navy (Ret.), former commander of the Office of Naval Intelligence; Peter Mattis, president of the Jamestown Foundation; and Audrye Wong, the Jeane Kirkpatrick Fellow at the American Enterprise Institute and assistant professor of political science and international relations at the University of Southern California.

    Sen. Sullivan has long been a leading advocate in the Senate for Taiwan, introducing his comprehensive Sanctions Targeting Aggressors of Neighboring Democracies (STAND) with Taiwan Act in the last two Congresses aimed at deterring a Chinese People’s Liberation Army (PLA) military invasion of Taiwan that the Chinese Communist Party (CCP) dictatorship has threatened for years. Sullivan is expected to reintroduce the legislation in the fall with a strong, bipartisan slate of cosponsors. Sen. Sullivan was announced as the chairman of the CECC for the 119th Congress on July 14, 2025, serving alongside Rep. Chris Smith (R-N.J.), the CECC co-chair.

    Below is a full transcript of Sen. Sullivan’s introductory remarks.

    Today’s hearing comes at a pivotal moment. For 75 years, the People’s Republic of China has vowed to bring Taiwan under its control. We have our own Taiwan Relations Act. We have our “One China” policy. However, in recent years, that pressure—not just, by the way, with regard to Taiwanese, but other people, including American citizens—has intensified and globalized with Beijing not only targeting Taiwan across the strait, it’s projecting intimidation across borders, institutions, using political transnational repression as tools of coercion among people across the globe.

    The title of this hearing rhymes with major legislation of mine, the STAND with Taiwan Act. That bill, which I’ve introduced in the last two Congresses and will soon be introducing again, has great bipartisan support. Senators Graham, Duckworth and Coons are the top co-sponsors. I would encourage strong bipartisan support with my colleagues here. What that would do is, if there is a military invasion of Taiwan by the Communist Party and the PLA of China, this would trigger punishing, comprehensive sanctions on the Chinese economy and particularly leaders of the Chinese Communist Party—punishing—economic, trade, financial, energy. We all want deterrence in the Taiwan Strait. I think the threat of these massive sanctions might be critical in terms of deterring a cross-Strait invasion of Taiwan by the PLA.

    We also need to deal with the here and now of Chinese coercion abroad. Again, this hearing is going to focus on the coercion of Taiwanese citizens. But I want to make sure, and I certainly will be asking questions in my Q-and-A with the witnesses of repression of others—people from Hong Kong, American citizens, which is really unacceptable when that happens by the Chinese Communist Party. They’re good at coercing their own citizens, but they’re not going to, with this Congress, be allowed to coerce Americans or those who are our allies.

    These threats are multifaceted—AI-generated disinformation; the extraterritorial application of PRC laws; of course, diplomatic pressure on Taiwan’s allies; the public intimidation of democratically elected leaders. By the way, that’s something the Chinese Communist Party would never do. They never stand for election themselves. They fear their own people because they know they probably wouldn’t get elected if they had to stand for elections. So that makes them nervous when there are people who actually stand for elections, like we do, and go before the people.

    The PRC is also attempting to rewrite international norms, distorting UN General Assembly Resolution 2758, and pressuring countries to embrace Beijing’s view that all necessary measures it might use to achieve unification with regard to Taiwan.

    Most disturbingly, the PRC has labeled Taiwan’s vice president, who I know well and is a good friend of mine, and other officials as “obstinate Taiwan independence diehards,” threatening them with life imprisonment or worse. It has declared any Taiwanese citizen, including those living abroad, can be punished under PRC law.

    In a closed-door meeting earlier this year, senior CCP official Wang Huning reportedly called for a global expansion of these intimidation tactics. According to credible reporting, Wang instructed embassies and security services—hopefully they’re not doing it here in America, but they probably are—to implement “proactive intimidation against so-called radical Taiwanese independence advocates worldwide, including in the United States of America.

    These are not abstract threats last year, Czech intelligence uncovered a planned “kinetic operation” by the PRC to intimidate then Vice President-elect Bi-khim on her visit there. Again, she’s a friend of mine—a great person. The PRC is also harassing international media outlets for interviewing Taiwanese leaders. Individuals around the world who criticize Beijing’s Taiwan policy have been doxed and placed under surveillance. This is transnational repression. It is a coordinated strategy to isolate Taiwan, dominate the global narrative through fear and coercion, and again, not only against Taiwanese citizens, but other citizens, including our own citizens.

    Every day, the CCP grows bolder and more aggressive in its threats against Taiwan, the United States and our allies in the Indo-Pacific. We need to call that out, have open hearings like this, and push back against this transnational repression.

  • MIL-OSI USA: Statement on the Commission’s Status Report in the Climate-Related Disclosure Rules Litigation

    On April 24, 2025—three months ago—the U.S. Court of Appeals for the Eighth Circuit directed the Commission to provide a status update in the ongoing litigation concerning the Climate-Related Disclosure Rules, which the Commission adopted in March of 2024.[1]

    The Court “directed” the Commission to advise whether it “intends to review or reconsider the [R]ules at issue in this case.”[2] And, if the Commission has determined to take no action, the Court ordered the Commission to explain whether it “will adhere to the [R]ules if the petitions for review are denied and, if not, why it will not review or reconsider the [R]ules at this time.”[3]

    The Court’s directive was straightforward; our answer is not.

    The Commission’s Status Report, filed today, states plainly enough that it has no intention of revisiting the Rules at this time.[4] That, however, is where our responsiveness ends.[5] The Status Report goes on to argue that we cannot expound on what the Commission’s future plans might be in the event the rulemaking petitions are denied, because we would be “prejudging” those policy decisions.[6] And, the Status Report explains, any future rulemaking should benefit from a court ruling on our statutory authority.[7]

    We also weigh in on a number of questions that the Court did not ask of us – for example, we opine that there are “no obstacle[s]” to reaching the merits of the case and that a “live controversy” remains.[8]

    This purported response is wholly unresponsive.

    The Court asked us in no uncertain terms “will [the Commission] adhere to the [R]ules if the petitions for review are denied[?]” We did not—but should have—answered that question. The unspoken truth under this Commission is that the answer is “no.” Three of the four current Commissioners have been vocal critics of the Rules.[9] They have also withdrawn the Commission from the defense of the Rules in litigation.[10] The Commission simply does not want to say what we all know to be true by now—it has no intention of allowing the Climate-Related Disclosure Rules to go into effect.

    Once we acknowledge this answer, the rest of the Commission’s arguments fall away. There are no prejudgment issues, because there is nothing to prejudge. And, we do not need the Court to rule on our statutory authority for the Commission to engage in rulemaking. If there is future rulemaking in this space—whether to rescind the Rules or otherwise that rulemaking may present different legal issues. Whatever those issues may be, and whomever those aggrieved parties may be, they are not now before the Court. Federal courts are not in the business of giving advisory opinions to agencies.

    What is crystal clear, however, is that this Commission is seeking to avoid its legal obligations under the guise of conserving “Commission time and resources.” No matter what, this comes at the expense of judicial resources. As I wrote previously in connection with the Commission’s decision to stop defending these Rules,[11] the Administrative Procedure Act governs the process by which we make and repeal rules. It includes a prescriptive framework for promulgation and rescission. If this Commission wants to rescind, repeal or modify the Rules, which were promulgated by-the-book, then it must do the statutorily-required work. It cannot take the easy way out. It must engage in notice-and-comment rulemaking, with the benefit of economic analysis and a public, transparent process, even if inconvenient or if the Commission has other, more pressing priorities.[12] Indeed, other Commissioners have acknowledged that doing the work required to rescind the rule would be a difficult lift.[13] So, instead, we once again ask the Court to do the work for us. By asking the Court to carry water that we should shoulder ourselves, we do a grave disservice to our already taxed judicial system. This is not good governance.

    The Commission has effectively ignored the Court’s order and thrown the ball back at the Court. The Court should decline to play these games.

    ISTANBUL, July 23 (Xinhua) — Russian and Ukrainian delegations held the third round of peace talks at the Ciragan Palace in Istanbul on Wednesday, which started at 20:30 local time (17:30 GMT) and lasted for almost an hour and a half.

    The Russian and Ukrainian delegations were headed by Russian presidential aide Vladimir Medinsky and Secretary of the National Security and Defense Council of Ukraine Rustem Umerov, respectively. The talks were chaired by Turkish Foreign Minister Hakan Fidan and head of the Turkish National Intelligence Organization Ibrahim Kalin.

    At the end of the negotiations, V. Medinsky told journalists that the Russian side proposed creating three Russian-Ukrainian working groups that would work online to resolve political, humanitarian and military issues.

    He also noted that both sides agreed on another round of prisoner exchange.

    Before the start of the negotiations, H. Fidan made an opening speech in which he called on the delegations of both countries to engage in productive negotiations aimed at achieving a truce and ultimately ending the war.

    “Our goal is to put an end to this bloody war, which has cost too much, as soon as possible,” said H. Fidan.

    Two previous rounds of talks in Istanbul, held on May 16 and June 2, resulted in the exchange of thousands of prisoners of war and the bodies of dead soldiers, but produced little progress on achieving a ceasefire. –0–

    Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Richard Blumenthal (D-Connecticut) and Elizabeth Warren (D-Massachusetts) announced they are filing the Major Richard Star Act as an amendment to the annual must-pass defense bill, the National Defense Authorization Act (NDAA).

    Currently, only veterans with disability ratings above 50 percent and more than 20 years of service are eligible to receive the full amount of their U.S. Department of Defense (DOD) retirement and U.S. Department of Veterans Affairs (VA) disability payments–leaving behind more than 50,000 combat-injured military retirees.  If adopted, the Senators’ Major Richard Star Act will fix this unjust policy for medical retirees with a combat-related disabilityproviding them their full VA disability and DOD retirement payments.

    “The Major Richard Star Act corrects a severe injustice for combat-wounded veterans,” said Senator Crapo.  “The support for this correction is clear.  Though the namesake of our legislation is no longer with us, we must pass this fix on behalf of the more than 50,000 veterans, including hundreds in Idaho, who stand to benefit.”

    “The Major Richard Star Act would correct one of the deepest injustices in our present veterans’ disability system.  As an amendment to the NDAA, it would enable tens of thousands of combat-injured veterans to collect the full benefits they’ve earned,” said Senator Blumenthal.  “Right now they’re denied fair, complete compensation because they are subject to a dollar-for-dollar offset of their VA disability and military retirement benefits.  It’s unacceptable–and I’m joining my colleagues from both sides of the aisle to right this wrong by seeking to attach our legislation to this year’s NDAA.  With more than 31 cosponsors, adopting our amendment is a commonsense next step to finally provide these military retirees who already sacrificed so much the benefits they need and earned.”

    Last year, I released two plans for reforming the military. The first, 21st Century Peace through Strength, focused on the need for additional defense funding to produce what the U.S. military needs to keep the peace.

    The second, Restoring Freedom’s Forge, outlined a plan to change fundamentally the Pentagon’s business processes away from a Soviet-style bureaucratic mess to a modern process that rewards commercial innovation and fosters competition. 

    Fortunately, President Donald Trump campaigned on both these issues. He promised a defense spending boost, and we are well on our way after the $150 billion military infusion included in the reconciliation bill.  And the president promised to pursue wholesale Pentagon reform, getting rid of red tape and instead freeing our innovators to build weapons better, faster and at lower cost.

    In Congress, we recognize that we have no time to waste. The Senate Armed Services Committee recently voted overwhelmingly (26-1) to advance Congress’ annual National Defense Authorization Act (NDAA). This bill contains the most significant reforms to the Pentagon’s weapons-buying process in generations.

    For decades, we have paid defense companies to develop weapons primarily with taxpayer money. While this process will still be necessary for some systems, there are thousands of innovative companies who are developing weapons using private capital. This bill is written to encourage acquisition by those companies, who are often outpacing the Pentagon’s processes by years. 

    We have also spent many years under a broken weapons buying process. At dozens of stages, officials can say “No” and slow programs down. As it stands, program managers decide what to buy but shortly thereafter lose authority over the process. From there, contracting officers under a separate reporting structure can take 18 months to run a compliance-based process. This NDAA would create portfolio acquisition executives who are empowered to make decisions, take risk and then be held accountable for decisions.

    For decades, we have levied a crazy, years-long bureaucratic process to qualify new parts and types of weapons for military use. That process rewards the status quo and severely discourages competition. This bill will create a new streamlined process for qualification, pairing it with a new $1 billion fund from the reconciliation bill. Taken together, we will dramatically improve competition at the Pentagon and protect against price-gouging.

    The United States has a legacy of building some of the most advanced munitions in the world. The track records of our GMLRS surface-to-surface missiles and Patriot air defense interceptors are undeniable. But not every one of our weapons needs to be “exquisite,” a term of art for systems that are sophisticated, intricate and difficult to build. Instead, we are providing nearly $5 billion in defense reconciliation for new lower-cost munitions, many of which will be produced through advanced manufacturing. 

    We are living in the most dangerous moment since World War II. To enable an American-led 21st century, we need a military and a defense industrial base capable of maintaining the peace. The defense reconciliation bill made a big bet on American innovation, and the Senate’s 2026 NDAA introduces fundamental Pentagon reforms. With both, we can achieve a generational rebuilding of the U.S. military.
