BEIJING, July 24 (Xinhua) — As China and the European Union mark the 50th anniversary of their diplomatic ties, Chinese President Xi Jinping has made new propositions on how the two sides can navigate a fast-changing and turbulent world through partnership, cooperation and multilateralism.
China-EU relations have come to another critical juncture in their history, Xi said on Thursday, calling on Chinese and European leaders to once again demonstrate vision and leadership, and to provide more stability and certainty for the world through sound, steady China-EU relations.
The Chinese leader made the remarks when meeting with President of the European Council Antonio Costa and President of the European Commission Ursula von der Leyen, both of whom are in Beijing to attend the 25th China-EU Summit.
For the future development of China-EU relations, Xi made three proposals: The two sides should uphold mutual respect and consolidate the positioning of China-EU relations as partnership; uphold openness and cooperation and properly manage differences; practice multilateralism and uphold international rules and order.
On the same day, Chinese Premier Li Qiang co-chaired the summit with Costa and von der Leyen, with both sides pledging to promote cooperation on the economy, trade and investment.
After the summit, Li and von der Leyen attended the China-EU Business Leaders Symposium, at which some 60 business leaders were present.
UPHOLDING MUTUAL RESPECT
Xi said that China and the EU should uphold mutual respect and consolidate the positioning of China-EU relations as partnership.

The current challenges facing the EU do not come from China, and there are no fundamental conflicts of interest or geopolitical contradictions between China and the EU, Xi said. The fundamentals and prevailing trend of China-EU relations featuring cooperation over competition and consensus over differences have remained constant.
China has regarded the EU as an important pole in a multipolar world, and consistently supported European integration and the strategic autonomy of the EU, he said, voicing hope that the EU will respect the path and system chosen by the Chinese people, respect China’s core interests and major concerns, and support its development and prosperity.
He called on both sides to deepen strategic communication, enhance understanding and mutual trust, and foster a correct perception of each other.
Echoing the Chinese leaders’ remarks, the EU side affirmed its commitment to deepening EU-China relations, managing differences in a constructive manner, and achieving more positive outcomes in bilateral cooperation that is balanced, reciprocal and mutually beneficial.
ADHERING TO OPENNESS, COOPERATION
China and the EU should uphold openness and cooperation, and properly manage differences and frictions, Xi said, adding that history and reality show that interdependency is not a risk, and convergent interests are not a threat.
He said that “reducing dependency” should not lead to reducing China-EU cooperation, and the bilateral economic and trade relationship, which is by nature complementary and mutually beneficial, can indeed achieve dynamic equilibrium through development.
China’s high-quality development and opening-up will provide new opportunities and potentials for China-EU cooperation, Xi noted.
It is hoped that the EU can remain open in trade and investment market, refrain from using restrictive economic and trade tools, and foster a sound business environment for Chinese enterprises investing and operating in the EU, he stressed.
China welcomes more European businesses to invest and pursue long-term operations in China, Premier Li said, calling on the EU to provide a fair, equitable and non-discriminatory environment for Chinese enterprises investing in Europe.
Li said both sides can forge an “upgraded version” of the China-EU export control dialogue mechanism to ensure the stability of industrial and supply chains between China and Europe.
The EU side noted that the EU does not seek “decoupling and severing supply chains” and welcomes Chinese enterprises to invest and operate in Europe.
Feng Zhongping, director of the Institute of European Studies at the Chinese Academy of Social Sciences, said that China-EU cooperation aligns with the fundamental interests of both sides, carries profound global significance, and will provide certainty and stability for the world.
PRACTICING MULTILATERALISM
Confronted with the critical choice between war and peace, competition and cooperation, or seclusion and openness, multilateralism and solidarity-based cooperation remain the only viable approach, Xi said.
He said that China and the EU should practice multilateralism, and uphold international rules and order.
Xi said China and the EU should jointly uphold the international rules and order established after World War II, advance a more just and equitable global governance system in keeping with the times, and work together to address global challenges such as climate change.
He said China stands ready to strengthen coordination with the EU to ensure the success of this year’s UN Climate Change Conference in Belem (COP30), and contribute more to global climate response and green transition.
The EU leaders called on the two sides, faced with a turbulent and uncertain world, to uphold multilateralism, safeguard the purposes and principles of the UN Charter, address global challenges such as climate change, facilitate resolutions to regional hotspot issues, and safeguard world peace and stability.
On the same day, leaders of China and the EU issued a joint statement on climate change, in which they recognized that strengthening China-EU cooperation on the issue will impact the well-being of people on both sides, and is of great and special significance to upholding multilateralism and advancing global climate governance.
Wang Yiwei, director of the Institute of International Affairs at Renmin University of China, said that China-EU relations go beyond mere bilateral ties and are of great importance to safeguarding international law and order, and to upholding the international system with the UN at its core.

WASHINGTON – U.S. Senator Roger Wicker, R-Miss., Chairman of the Senate Armed Services Committee, today led a hearing to consider the nomination of Admiral Daryl Caudle to be Chief of Naval Operations.
In his opening remarks, Chairman Wicker praised Admiral Caudle’s extensive experience and highlighted the challenges facing the Navy amid rising demands in the maritime domain.

I welcome Admiral Daryl Caudle, and his family are here, thank you for being here today. As Commander of United States Fleet Forces Command for the past four years, Admiral Caudle has been responsible for the readiness, training, and deployment of naval forces. He is uniquely suited to guide the Navy through today’s complex challenges.
The U.S. Navy handles critical maritime missions that no other nation could shoulder. Our Navy is unmatched in its capabilities. No other navy can operate complex naval exercises in the Pacific, defend Israel from Iranian ballistic missile attacks, and prosecute a campaign against the Houthi terrorists in Yemen – executing all of these missions nearly simultaneously.
Accomplishing all these objectives is no easy feat. Admiral Caudle has championed a ready fleet, targeting a goal of 80 percent surge combat readiness to ensure forces are prepared for rapid deployment. He also started the important task of rethinking force generation models to consider how we can more efficiently generate combat power. We must start addressing the global demand for United States naval presence by increasing the supply of ready ships, personnel, and equipment.
Last week, this committee released the text of the National Defense Authorization Act for Fiscal Year 2026. In addition to reforms proposed by the FORGED Act, our bill seeks to address maintenance challenges faced by the Navy’s surface fleet. The Senate’s plan adjusts the contracting strategy for ship repair. We would like to see the Navy give a clear demand signal to each shipyard and bring them into the planning process much earlier. Additionally, we proposed authorities that are meant to reverse inefficiencies in current processes by empowering the fleet to oversee maintenance. I would like to hear from our witness about these reforms and his strategies for boosting readiness to meet global demands.
The committee’s NDAA would help correct serious deficiencies in the Navy’s budget by proposing additional support for the service. Billions of dollars are misaligned between the Navy’s budget request and the recently enacted reconciliation law. If confirmed, Admiral Caudle must navigate these fiscal realities in order to keep readiness and modernization on track. I am hopeful that Congress will unite to raise the defense topline, closing these gaps to ensure our Navy remains the world’s preeminent maritime force.
Fortunately, the reconciliation law gives the Navy a transformative opportunity. It includes $18 billion for shipbuilding, $5 billion for unmanned systems, $5 billion for rebuilding the maritime industrial base, $5 billion for munitions and missiles, and $2 billion for ship spare parts.
These investments are necessary, but they are no substitute for good management. Leadership starts at the top, and I hope that our nominee and Secretary Phelan will build an immediate partnership. The next Chief of Naval Operations will lead our Navy into the most dangerous threat window our country has faced in generations.
Let me quote Admiral Hyman Rickover, “In everything we do, we must ask ourselves: Does this directly advance our preparation for war?” We all seek peace, but the surest path to preserving peace is by building unmatched strength. I look forward to hearing from our witness how he will strengthen our Navy to meet the challenges we need.

I was a freshman in 2003, when as Democrats, we left the state for Ardmore, Oklahoma, to stop mid-decade redistricting more than 20 years ago.
It was wrong then, and it’s wrong now.
And you all are being used. You’re being used by the White House and by Donald Trump. You’re being used because he doesn’t want Democrats to control the majority of the Congress so that there’ll be no investigations.
There has been no discussion in Congress about the floods that occurred in Kerr County and the loss of so many lives. There has been no discussion on the Epstein files, no discussions on the Iran leaks and all those messages by the Secretary of Defense and others.
There literally is no accountability right now in Congress and the people that are going to pay for this are the folks in Black and Brown communities in our cities. They’re going to have their districts cracked and packed and un-Blacked because of this effort.
That’s what’s at stake here, whether you all are going to work for the people of Texas, as we used to do, or try to do, or whether you’re going to take your commandments from Donald Trump and the White House.
I hope that you all will choose to do the business of the people of Texas as this body has a history of being independent from the federal government, not a stooge for it.

OLYMPIA – The Washington State Department of Transportation is asking a judge to sanction both the law firm and the former employee who spent more than a year pursuing an unfounded lawsuit against the agency, only to later drop the case when confronted with evidence he likely destroyed text messages in violation of a court order.
In court filings (PDF 355KB), WSDOT asks to be reimbursed for the taxpayer dollars required to defend the case. WSDOT argues that, early on, the Citizen Action Defense Fund law firm had ample evidence that the case was not “well-grounded in fact,” as required by court rules. In addition, it asks the judge to sanction former employee Scott Smith for not following a court order to save text messages from a crucial period. Smith initially said the messages didn’t exist. When the state presented evidence of the texts from other individuals’ phones, Smith changed his story, claiming they were “lost.”
WSDOT previously requested a forensic examination of Smith’s phone. “That suspicious timing and other facts make it highly likely these ‘lost’ text messages were deleted by Smith himself, though only a forensic examination of his phone could ascertain that with certainty,” the WSDOT court filing states. Before the court could rule on WSDOT’s request for a forensic review of his phone, Smith withdrew his case.
Defendants are not typically entitled to their costs and fees when successfully defending a lawsuit. However, because Smith and his attorneys pursued the case knowing the claims were baseless, and because the state asserts Smith destroyed text messages, WSDOT is asking the court to order Smith and Citizen Action Defense Fund to pay its costs and fees for defending the case as a sanction. The amount of these fees would be determined in a separate hearing.
Smith left WSDOT in November 2023. In March 2024, Smith filed a lawsuit claiming WSDOT retaliated against him as part of an alleged conspiracy to cover up the effects of Washington’s cap-and-invest program on fuel prices. Depositions and extensive documents produced in discovery disproved Smith’s allegations.
In April 2024, an outside investigation likewise did not substantiate any of Smith’s claims, including his claims about the integrity of the state’s transportation forecast.
In February 2025, WSDOT informed Citizen Action Defense Fund that the agency might seek sanctions because the firm pursued the lawsuit despite having received numerous records disproving Smith’s claims. WSDOT offered to not seek sanctions if the law firm ended the case. Instead, Citizen Action Defense Fund rejected WSDOT’s offer and insisted on prolonging the baseless lawsuit, thereby increasing the cost to taxpayers.
During the subsequent proceedings, WSDOT’s lawyers discovered a gap in Smith’s text messages. According to the new WSDOT filing, Smith’s lawyers told WSDOT he did not text a former co-worker during the four-month period, but when the co-worker’s messages were subpoenaed, they included several highly relevant texts from Smith during that time. Further investigation found similar conspicuous gaps in Smith’s texts with at least 10 other individuals.
Shortly after WSDOT notified Citizen Action Defense Fund about the text message discrepancies, the law firm said it would need to stop representing Smith due to professional ethics concerns. The firm later reversed that decision and continued to represent Smith. Soon after that, Smith asked the judge to dismiss the case. The judge granted that request Friday, May 16, ending Smith’s lawsuit, while noting that WSDOT still could pursue a sanctions request.
The sanctions matter is scheduled for a hearing Friday, Aug. 22, in Thurston County Superior Court.

A new 50 year AUKUS treaty will underpin the UK and Australian submarine programmes, support tens of thousands of jobs in the UK and Australia, enhance both nations’ industrial capacity, and deliver the submarines that keep the UK and our allies safe.
The deal demonstrates the Government’s commitment to deliver both security and prosperity, safeguarding jobs across the UK and boosting our defence industry, with new submarine exports amounting to hundreds of millions of pounds a year.
Expected to be worth up to £20 billion to the UK in exports over the next 25 years, this decades-long programme will create over 7,000 new jobs in UK shipyards and across the supply chain, building on the billions of pounds already invested in Barrow, Derby and beyond.
There will be over 21,000 people working on the conventionally-armed, nuclear-powered AUKUS submarine programme (known as SSN-AUKUS) in the UK at its peak, contributing to opportunities and economic growth in local communities across the UK.
AUKUS is one of Britain’s most important defence partnerships, strengthening global security while driving growth at home.
This historic Treaty confirms our AUKUS commitment for the next half century. Through the Treaty, we are supporting high-skilled, well-paid jobs for tens of thousands of people in both the UK and Australia, delivering on our Plan for Change today and for the generations to come. There are people not yet born who will benefit from the jobs secured through this defence deal.

Travelling onto Melbourne, the Foreign Secretary and Defence Secretary will meet with businesses at the forefront of AUKUS – delivering the defence industrial strength needed to protect British, Australian and American interests.
The Foreign Secretary and Defence Secretary will visit Darwin to see our commitment to the Indo-Pacific first hand as the Carrier Strike Group docks in the Northern Territory.
This deployment – one of the UK’s largest this century – sends a clear message that the UK alongside our partners stands ready to protect the Indo-Pacific’s vital trade routes and will deter those who undermine global security.
On HMS Prince of Wales, the flagship of the group, the Foreign Secretary and Defence Secretary will meet the service personnel who have participated in Exercise Talisman Sabre, one of the largest military exercises in the world this year. Bringing together over 35,000 military personnel from 19 nations, this exercise strengthens and tests how key partners can work together to safeguard global trade routes and maintain regional stability.
The Carrier Strike Group deployment this year reinforces the Government’s Plan for Change by strengthening the international partnerships that underpin economic growth and national security, keeping Britain secure at home and strong abroad. It takes place against the backdrop of the Government’s landmark commitment to increase defence spending to 2.6% of GDP by 2027.
This historic investment underpins the Government’s mission-led approach to securing Britain’s future, providing the economic stability necessary for growth whilst ensuring the UK maintains cutting-edge capabilities such as to meet emerging global threats.

Alfred Yekatom and Patrice-Edouard Ngaïssona received prison sentences of 15 and 12 years for their roles in brutal attacks against civilians – primarily from the country’s mainly Muslim Seleka population – during the 2013-14 civil war.
They were found guilty “beyond any reasonable doubt” of leading and facilitating attacks on civilians in the capital, Bangui, and the country’s west.
Thousands of people were killed in the violence that swept CAR following a 2012 coup led by the mainly Muslim rebel coalition, Séléka. The fighting took on a deeply sectarian tenor as Anti-Balaka militia started a brutal campaign of reprisal attacks.
The ICC’s Trial Chamber V found Mr. Yekatom responsible for a number of crimes he committed in the context of the attack on Bangui (the capital of CAR), the events at Yamwara (a school where he had established a base), and during the advance of his group on the PK9-Mbaïki axis.
These included murder, torture, forcible transfer and deportation, directing an attack against a building dedicated to religion and persecution.
Mr. Ngaïssona was convicted for aiding and abetting many of the same crimes, including persecution, forcible displacement and cruel treatment.
Both men were also found to have targeted Muslims based on the Anti-Balaka’s perception of collective guilt for Seleka abuses.
The judges sentenced Mr. Yekatom to 15 years and Mr. Ngaïssona to 12 years, with time already served to be deducted.
Charges of war crimes of pillaging and directing an attack against a religious building during the attack on Bossangoa were not upheld against Mr. Ngaïssona, and those of conscription, enlistment and use of children were not upheld against Mr. Yekatom.
The Chamber noted that while religion was instrumentalised by armed groups during the conflict, the violence was not initially religious in nature.
Many witnesses testified that Muslims and Christians had lived peacefully together prior to the conflict.
The convictions mark the conclusion of a trial that began in February 2021. Over the course of proceedings, the Prosecution called 114 witnesses, while the Defense teams called 56. A total of 1,965 victims participated in the trial through legal representatives.

PACAF participated in Cope Thunder 25-2, a unique platform that integrates U.S. and Philippine Air Forces and enhances interoperability through bilateral fighter training, subject matter expert exchanges and key leadership

U.S. Pacific Air Forces and Philippine Air Force members participated in Cope Thunder 25-2, a bilateral training conducted across multiple locations in the Philippines. The exercise aimed to strengthen partnerships and support the Philippine Air Force’s modernization efforts, promoting regional and global stability.
Established in the Philippines in 1976, Cope Thunder provides a unique platform to integrate U.S. and Philippine Air Forces and enhance interoperability through bilateral fighter training, subject matter expert exchanges and key leadership engagements. Cope Thunder 25-2 also marked the first time a U.S. Air Force F-35A Lightning II squadron has deployed to the Philippines.
“It’s obvious that this isn’t a relationship that’s simply on paper,” said Lt. Col. Bryan Mussler, 421st Mission Generation Force Element commander. “We’ve been integrating with them for a long time, and their mentality and approach to operations is very similar to ours.”
Subject matter expert exchanges during the exercise enabled U.S. and Philippine Airmen in similar career fields to share best practices and effective techniques aimed at improving day-to-day operations for both forces. These exchanges included maintenance, firefighting, airfield operations, electromagnetic warfare and basic fighter maneuvers, with U.S. and Philippine pilots flying side by side.
“We worked closely with the PAF pilots, and it was clear they are professional and highly capable aviators that employ their weapon systems with skill and precision,” said Capt. Tobey Fisher, 421st Mission Generation Force Element F-35A instructor pilot. “Additionally, this exercise afforded the 421st MGFE the opportunity to operate at a remote airfield with minimal support.”
The F-35A maintenance team supported Cope Thunder 25-2 with a lean, agile team, operating with roughly one-third of the personnel they typically have at their home station.
“It’s really cool to see such a small team come here and execute the mission,” said Maj. Clinton Bialcak, 421st Fighter Generation Squadron commander, referring to executing the F-35 maintenance mission. “I think everyone in the region, in the world and in the Department of Defense sees that we can do it and they can rely on us.”
The U.S. Air Force’s participation reflects ongoing efforts to strengthen coordination with regional allies and partners.

The Department of the Air Force has created a new AF/A6 Deputy Chief of Staff office dedicated to warfighter communications and cyber systems.ARLINGTON, Va. (AFNS) —
This structure is designed to address operational communications and cyber needs effectively throughout the force.
The creation of the AF/A6 office separates the responsibilities for communications and cyber systems from the previous A2/6 framework, marking one of the most significant reorganizations of the Air Staff in over 30 years.
According to Air Force leaders, the change is designed to improve readiness, resilience and operational effectiveness by aligning resources and risk management with mission requirements.
“We created the A6 to ensure communications and cyber systems are available, secure and aligned with warfighter priorities,” said Air Force Chief of Staff Gen. David W. Allvin. “This office will help us focus resources and oversight where it matters most — supporting the mission in contested environments.”
Lt. Gen. Leah Lauderback, former Deputy Chief of Staff for Intelligence, Surveillance, Reconnaissance and Cyber Effects Operations, said the A6 will serve as a critical link between operational feedback and strategic planning.
“Standing up the A6 allows us to manage risk, prioritize limited resources and advocate for warfighter needs using data from across the enterprise,” Lauderback said. “It’s a necessary step to treat communications and cyber as the operational enablers they are.”
Maj. Gen. Michelle Edmondson has been appointed to serve as the first standalone Deputy Chief of Staff for AF/A6. Her experience in operations, training and strategic planning is expected to help the office’s focus on delivering integrated, resilient communications capabilities across domains.
“Our mission is to ensure warfighters have the reliable, secure communications they need to succeed in a complex and contested environment,” Edmondson said. “We’re building an enterprise that connects people, systems and decisions at the speed required by today’s operational demands.”
The office will coordinate with various stakeholders, including the department’s chief information officer, the principal cyber advisor, major command A6 offices, acquisition program offices and other operational and functional communities.
Officials emphasized the AF/A6 will be organized around a warfighter-centric model, designed to support current capabilities while informing future investment decisions and force design initiatives.

The IRT program is a unique U.S. DoD initiative that enhances military readiness through hands-on, real-world training while delivering critical services to communities in need.
“This is a great opportunity to not only get services that the community may not be able to afford but they can see what the military provides”, said Cathy Swafford, Rhea County community lead. “You can tell that [the military members] just really want to serve their community and give back.”
Operation Healthy Tennessee brought together service members across the joint force, fostering an environment to strengthen readiness while offering services such as medical, dental, optometry, nutrition counseling and veterinary care, all provided at no cost by credentialed professionals.
“We are providing a great level of service,” stated Maj. Ralph Garcia, Bledsoe County officer in charge. “It’s a collaborative joint effort to bring resources to underserved communities.”
The mission proved to be a powerful example of the program’s impact, making a strong contribution towards the IRT Program.
In just 10 days, two medical clinic locations served 2,000 patients and completed more than 15,000 medical, dental and optometry procedures. The veterinary team treated 677 pets, delivering services valued at $314,465. A specialized optometry team, assigned to the mission as part of a Naval Ophthalmic Readiness Activity, built and distributed more than 770 pairs of glasses for those in need.
The fair market value of all medical and veterinary services provided is totaled at $1.9 million.
“Training is such an important part of an IRT,” said Lt. Danielle Lloyd, Operation Healthy Tennessee officer in charge. “Although we are providing much needed medical care to this community, at the same time, we are training to make sure we are staying mission ready.”
The operation logged more than 25,000 training hours across categories including readiness, certification, clinic skills, ad-hoc tasks and hands-on training.
IRT missions, like Operation Healthy Tennessee, often represent a once-in-a-career opportunity, and participants are encouraged to fully embrace the collaborative environment, network with fellow service members and connect with the public to which we are caring for to maximize the experience.
“Now that we’ve had our last day of clinical care and we’re able to see the final numbers, it’s such a good feeling to see that we’ve helped so many community members,” Lloyd said. “There’s no better feeling than seeing someone who desperately needed care and being able to provide it at no cost.”

The Arleigh Burke-class guided-missile destroyer USS Thomas Hudner (DDG 116) returned to Naval Station Mayport July 23, concluding a five-month deployment across multiple geographic theaters, including the U.S. 4th and 6th Fleet areas of operations.
The crew departed Feb. 18, 2025, with their mission focused on strengthening international maritime security and relations with partner nations in the U.S. Southern Command area of responsibility. Shortly after arrival on station, Thomas Hudner welcomed the Honorable Pete Hegseth, Secretary of Defense, who recognized Thomas Hudner’s high-performing Sailors during his tour of Naval Support Activity (NSA) Guantanamo Bay facilities.
Upon departing NSA Guantanamo Bay, Thomas Hudner conducted trilateral operations in the Caribbean Sea with the Ticonderoga-class guided-missile cruiser USS Normandy (CG 60), the United Kingdom Royal Navy River-class offshore patrol vessel HMS Medway (P 223) and the Royal Netherlands Navy Holland-class offshore patrol vessel HNLMS Groningen (P843), enhancing interoperability among Allied naval forces. Thomas Hudner also conducted freedom of navigation operations off the coast of Cuba, reinforcing the U.S. Navy’s commitment to unity, security, and stability in the Caribbean, Central and South American maritime regions.

Throughout their deployment in the U.S. European Command area of responsibility, Thomas Hudner’s crew trained and engaged in a variety of activities, from maritime security operations to joint exercises with Allied and partner navies in the European theater.
Thomas Hudner participated in several notable exercises, including Formidable Shield 2025, executed alongside 11 NATO Allies in the North and Norwegian Seas and North Atlantic Ocean. During Formidable Shield 2025, Thomas Hudner executed joint, live-fire Integrated Air and Missile Defense (IAMD) training utilizing NATO command and control reporting structures to enhance interoperability among Allied naval forces.
Thomas Hudner also conducted several port visits and collaborative operations with Norway, the United Kingdom, Spain and Greece, reinforcing the U.S. Navy’s commitment to unity, security and stability in the region. During the 81st anniversary of D-Day landings in Normandy, Thomas Hudner also had the honor of representing the U.S. Navy and hosting a reception with Adm. Stuart B. Munsch, commander, U.S. Naval Forces Europe-Africa, and various other distinguished government and military leaders in the European theater.
Following operations in U.S. 6th Fleet’s northern flank, Thomas Hudner was assigned to conduct national tasking in the Eastern Mediterranean supporting Operation Cobalt Shield. Moscow, July 24 /Xinhua/ — Russia will not back down from creating modern Russian Navy forces, all planned actions will be implemented in full, Russian President Vladimir Putin said at a flag-raising ceremony on the nuclear-powered missile submarine “Prince Pozharsky” on Thursday.

TUBERVILLE: “Good afternoon. The Senate Committee on Health Education Labor and Pensions Subcommittee on Education and the American Family will come to order. Thanks for being here. As you can tell, we’re running a little late. It’s a little hectic on the hill today, but we will survive. This afternoon, we’re having a hearing on empowering families for better educational results. Ranking member Blunt Rochester and I will each have an opening statement. The witnesses will have five minutes for their opening statements, and senators will each have five minutes for questions.
We will obviously have senators coming in and out because [there are] many, many votes today. So, thank you to all the witnesses for being here today. It’s always nice to see a fellow Alabamian here today up here in the swamp. Thanks to Mr. Barnett for coming to visit today. We’ve called this hearing to discuss something very near and dear to my heart. One of the reasons I’m here. I was an educator for decades before I decided to come up here, and over those years, I saw the state of our education system decline. The federal government just kept spending more money and more money in K-12 education, and the more they spent, the worse outcomes became. It was just amazing me to watch it in real time, and it made no sense. It’s the main reason I chose to run for this office.
I didn’t want to see our kids fail year after year, then I got here and realized that we can fix it, but a lot of things are broken. Four years I’ve been serving here on the HELP Committee, and this year, I finally got this gavel to make sure we could have something like this to where we could bring these things to light. I wanted to focus on our kids’ educational outcomes and figure out where we were failing, and also, where we’re doing good things. That leads us to today.
That’s why we’re having this hearing.
We need to take a good, hard look at our K-12 education system and figure out [what we can do] to fix it, to make it better, because the status quo in a lot of areas is not cutting it. That means we need to think outside the box. Since COVID, parents have gotten a lot more engaged and that’s where all the necessary change can start, right at home, family. And, since parents have started paying more attention, they’ve started calling for more and more options.
Parents across our country are calling for their states to offer more options for their kids outside of failing school systems. States represented by folks on both sides of this dice are working on school choice options in their state legislature. We’ll hear about that issue from our witnesses today. Parents want these options, and we ought to listen to them. In my home state of Alabama last year, we passed the Choose Act, which created an income tax credit for families who choose to enroll their children in private schools or homeschooling.
Virginia, Florida, Alaska, Massachusetts, New Jersey, Indiana, and Washington are just a few states to name that have implemented or have pending state legislation to create these income tax credits promoting school choice. It’s simple. When we give our parents and students choice, we yield better educational results. We owe our kids this investment. But it doesn’t end there.
Right now, our kids in a lot of areas can’t read. We have kids entering middle school and high school who aren’t at a third grade reading level. I used to recruit kids. I’d bring them in with 3.5 GPAs. The next thing I know after testing them, they wouldn’t be [at a] sixth grade reading level. Something has got to change with that. States and governors across our country have taken up the literacy challenge and enacted legislation at the state level, where it should be. Ranking member Blunt Rochester’s home state of Delaware passed House Bill 304 that implemented reading assessments three times a school year for kids K-3, and my state passed the Alabama Literacy Act, which does the same thing. And we’re trying. No matter the state, this is a widespread effort, and we will discuss today the methods that are working.
We’ll talk about the science of reading and how best to implement. In our classrooms, we’ll hear about how we can invest in our teachers, invest to prepare them to tackle this crisis head-on. They need to be set up for success just as much as our students do. I want today to be an opportunity for this committee to have a conversation about what our states are doing, and what [we can] do to support them from here, from the federal level. Our children are the best resource this country has, the best thing we’ve got going.
And above all, we owe them one thing, an opportunity to succeed. And I look forward to working with all of you towards this common goal. Now, I yield to my ranking member, Senator Blunt Rochester, for her opening statement.”

ON HOW THE SUCCESS OF CHARTER SCHOOLS IMPACTS DISTRICT SCHOOLS:
TUBERVILLE: “Mr. Barnett, we’ve had tremendous growth in the number of students across American enrolling in charter schools. Over four million students to be exact. How does that success of charter schools impact our district public school system?”
BARNETT: “Thank you, Mr. Chairman. So, there are really two large national studies that speak to this. One comes out of the Progressive Policy Institute, and another comes out of the Forum Institute. Both actually show that the presence of charter schools has, in some way, improved outcomes within district schools. There’s a certain threshold that the Progressive Policy Institute’s study showed somewhere around 30%. So, the presence of charter schools that give up to 30% of students in a given market, the opportunity to enroll has [a] positive net impact on not only charter school performance, but also district performance.”

ON THE IMPORTANCE OF PREPARING OUR EDUCATORS TO TEACH THE SCIENCE OF READING METHOD:
TUBERVILLE: “Ms. Wicks, you talked about teacher preparedness and professional development in your testimony. How important is preparing our educators to teach the science of reading method?”
WICKS: “Senator, thank you for that important question. It’s critical that we give educators the right preparedness to understand this issue and be able to deploy it in their classrooms. I referenced in my opening remarks that only 25% of educator prep programs are currently teaching the science of reading to their aspiring teachers. And even worse, about 40% of them are teaching the wrong stuff. So, they’re teaching these brand-new teachers the wrong way to teach reading.
If they’re interested in more—the National Council on Teacher Quality put out that report. They’re the best at studying Teacher Prep programs. And I think this comes down to a matter of state leadership and accreditation.
They make some recommendations about the importance of setting state standards for what these programs need to be teaching. [We need to] have some way to measure that if it’s through accreditation or others.
And then to tie the state licensure exams to those standards, to ensure that those candidates have actually learned this and can do it in their classroom. And you see the same thing for sitting teachers who maybe never got this in their training and need that professional development.”
TUBERVILLE: “Thank you, Ms. Gentles, you know, on both sides of the argument whether President Trump and the Department of Education [is] undermining public school. And because of the work done to expand school choice, do you think there’s a truth to that argument?”
GENTLES: “Consistently studies show that when states have implemented school choice programs, the nearby public schools have benefited. So increasing competition inspires innovation, and a rising tide lifts all boats. So, we were pleased to see the Executive Order from the President supporting expanding school choice [and] educational freedom, and we’re also pleased to see the Executive Order ordering the Secretary of Education to look into dismantling the Department of Education within […] federal law and with the understanding that the Secretary will be working with Congress on that. Because we do think that […] freeing up states from federal regulations from monitoring, from compliance—all the time that all those bureaucrats at the state and district level are spending on federal paperwork is going to benefit public education. It’s going to benefit public school students. It’s going to benefit public school educators.”
TUBERVILLE: “Do you think we should give more power back to the states when it [comes to] education?”
GENTLES: “Absolutely. We need to give power to the states. I think we’ve heard such great news today on what strong state leaders—sensible state leaders—implementing common sense policies are doing. It’s very encouraging to see what’s happening.
We didn’t mention Louisiana, but Louisiana is a bright spot amidst the 2024 NAEP scores, the only state where fourth grade reading scores exceeded pre-COVID [grades].”
CASSIDY: “More so than Alabama?”
GENTLES: “Alabama’s pretty awesome too. It’s been referred to as the southern surge. There’s really good news coming out of the states and encouraging that, fostering that is absolutely the right direction. […] Education policies [are] set at the state level and let’s foster that and let’s get the federal government out of the way.”

TUBERVILLE: “Thank you, Mr. Chairman. Admiral, congratulations. You’ve earned this. Looking forward to working with you. You know, we talk about shipbuilding, and we do a lot of that in my state of Alabama.
Now, we’re in the submarine business. But I was also in the education business. We’re 500,000 electricians short in this country. In mine and your lifetime, we can’t catch up. We’re gonna have to use our allies to help build some things.
What’s your thoughts about that? And, for instance, [South] Korea, they build 5 to our 1 keels. [What] are your thoughts on helping and working with our allies to help build ships in the future?”
CAUDLE: “Well, Senator, thanks for meeting with me. I enjoyed our time in your office. I wanna work with the Secretary of the Navy and the Department of Defense on looking at this hard. Again, I’ve said this is an all hands on deck [effort]. I don’t know how we do what we need to do without bringing international partners into the capacity problem that we have, while we build up our capacity because we need ships today.
And, so, there are no magic beans to that. There’s nothing that’s just gonna make that happen. So, the solution space has got to open up. And I think part of that has to look at international partnerships to give us a little bit of a relief valve while we work on our own organic industrial capacity.”
TUBERVILLE: “As you said, we need them yesterday. And again, this education problem is not going away. Our workforce problem is not going away. We gotta use the best that we know how. And we gotta build ships and we gotta build them fast. But they gotta be good ships, and I think working with our allies is gonna be one way for us to address this problem.”
ON SAIL DRONES:
TUBERVILLE: “What’s your thoughts on unmanned vessels like sail drones that we make in our state of Alabama. Are you familiar with those?”
CAUDLE: “Senator, I am familiar with them. Those are type of technologies that are crucial. Sail drones are part of the fabric of how we improve our Maritime Domain Awareness. You’ve, I’m sure, heard of the instantiations we’ve had with our Task Force 59 in the Arabian Gulf using those type of technologies. We’ve had them in the Gulf of America with our southern border watch. We’re using them there with [U.S.] Fourth Fleet and other places. So, yes, that’s a part of exactly what we need to network persistent capabilities where I don’t want manned vessels spending time just collecting things that unmanned can do much more affordably and effectively.”
TUBERVILLE: “Yeah. Those have been used well down in the Caribbean on the war on drugs. And we’re proud of how they worked, and we need to continue to expand that there. I don’t think there’s any doubt about that. A lot of eyes out there that we don’t have to man [with] people and train people, but it’s good that you go along with it. Thank you, Mr. Chairman.”

ON THE IMPORTANCE OF WORKPLACE DIGNITY:
TUBERVILLE: “Important topic. Mister Roark, it’s got to be pretty mind calming to know if you work in an ESOP and you have some of the owners exit the company that everybody’s not gonna lose their job. So, what kind of security does an ESOP structure have for all employees? What that you’ve seen? Some examples.”
ROARK: “Well, you know, we work real hard to build a succession plan in that it prepares our employees as people retire to step forward. You know, that is a challenge. One of the biggest challenges we’ve had is the success of the ESOP has led to people retiring early, so we have to work that problem a little harder and be training people ready to step into the role. The departure of employees that are retiring actually creates lots of opportunities for the other employees to accelerate in their careers quicker. So, a successful ESOP actually creates a lot of successful careers.
It also creates the ability for employees to retire with dignity. In fact, the announcement of this hearing went out on our social media last night and one of the posts this morning, I’ll quote for you. […] Jim Deal, one of our retiring employees seven or eight years ago, he says, ‘Tell them how much you helped us retire with dignity.’ That is to me the essence of why I wanted to do this. You know, some 25 years ago, a company bought the company I worked for. And a few months after it was bought, I’d had a successful career. I went from being an entry level person to an executive. I was president of an operating segment. In that time, I’d had one of the most successful careers of anyone at that company. As that acquisition evolved and I was there, I was shortly thereafter, walked to the door and asked, told as I was handed my severance check that ‘We’ll pack your office and send your stuff home.’
When I started this company, at the core of what I wanted is I wanted people to retire with dignity. When I walked out and stood on that corner, I didn’t feel very dignified. When I meet an employee in the grocery store, I want them to come hug me, not run from me. With the ESOP, I get lots of hugs. Every year when the ESOP statements come out, I get lots of hugs.This is a different way of doing business. I never wanna see an employee walk through the door in such an undignified manner. I put my whole life into that company. Several times, I worked 24 hours straight to get a delivery out on time.Was that respected? No. My stuff showed up in boxes with a bunch of crap that I didn’t really want, was not dignified at all. I hope that answers your question, Coach.”
TUBERVILLE: “So, how can we help on the federal level to make ESOP structure more viable for that?”
ROARK: “No. I think there’s lots of ideas being proposed here in in several of these bills, you know, making this easier, making it clearer in what we’re supposed to do. There’s a lot of murkiness in the bills, you know, one of the things for us in the last few years, we’ve been in a position where we could contribute more than the maximum allowable to our employees, and that creates an issue with the ESOP itself. Rf the limit is at 25%, I can only give 25%. If it were higher, we in some cases would have given higher, including this year. So, there are some pieces there where we could just fine tune some things. The ESOP is a wonderful tool and it provides stability for the employees and provides a retirement path for them as well. So, I think the more that we can refine the regulations around it to encourage people to be able to do this, clear up the rules on how the evaluations are done so that it’s clear what needs to be done. I think those would be great helps.”
TUBERVILLE: “Thank you. Thank you, Mr. Chairman.”

Establish a competitive grant program at the Department of Health and Human Services (HHS) to create, operate, or expand community-based programs that use a public health approach to build mental wellness and resilience
Utilize these programs to enhance the capacity of all residents for mental wellness and resilience to prevent and heal mental health problems generated by disasters and toxic stresses
Incorporating a set-aside to help address rural mental health disparities

In the months leading up to the November 2016 election, the Intelligence Community (IC) assessed that Russia is “probably not trying … to influence the election by using cyber means.”
On December 7, 2016, after the election, talking points were prepared for DNI James Clapper stating, “Foreign adversaries did not use cyberattacks on election infrastructure to alter the US Presidential election outcome.”
A declassified copy of the Presidential Daily Brief, which was prepared using intelligence from the CIA, Defense Intelligence Agency, FBI, National Security Agency, Department of Homeland Security, State Department, and open sources, for Obama on December 8, 2016, assessed that “Russian and criminal actors did not impact recent US election results by conducting malicious cyber activities against election infrastructure.”
That Presidential Daily Brief was scheduled to be published on December 9, 2016, but communications revealed that DNI Clapper’s office stopped its publication “based on some new guidance.”
On December 9, 2016, Obama gathered top National Security Council Principals for a meeting in the Situation Room that included James Clapper, John Brennan, Susan Rice, John Kerry, Loretta Lynch, Andrew McCabe and others, to discuss Russia.
After the meeting, DNI Clapper’s Executive Assistant sent an email to IC leaders tasking them with creating a new IC assessment “per the President’s request” that details the “tools Moscow used and actions it took to influence the 2016 election.” It went on to say, “ODNI will lead this effort with participation from CIA, FBI, NSA, and DHS.”
Obama officials leaked false statements to media outlets, including The Washington Post and The New York Times, claiming, “Russia has attempted through cyber means to interfere in, if not actively influence, the outcome of an election.”

Given the continued delays in the implementation of the project, ongoing work on the new Multiannual Financial Framework, and the rapid exhaustion of funds under the Action Plan on Military Mobility 2.0, stable and long-term financing must be secured for the next stages of Rail Baltica, including from other European funds.

This legislation would ban Chinese corporations and individuals affiliated with the Chinese Communist Party (CCP) from purchasing American agricultural land and residential property.
This effort comes in direct response to growing concerns over the CCP’s aggressive campaign to acquire U.S. farmland and real estate. According to the United States Department of Agriculture, Chinese entities own around 265,000 acres of agricultural land across the country.
“Prized American land is not for sale to our enemies,” said Congresswoman Mary Miller. “The Chinese Communist Party is the greatest threat to our national security, and their aggressive push to buy up our farmland and homes is a direct attack on our sovereignty. Washington, DC – Congresswoman Claudia Tenney (NY-24) today introduced the FORKS Made in America Permanency Act to permanently bolster American manufacturing that produces stainless steel flatware and equips our military with high-quality products.
This bill would permanently add stainless steel flatware to the Berry Amendment. This longstanding federal provision requires the Department of Defense to source certain materials exclusively from U.S. manufacturers when available in sufficient quantities and at fair market prices.
Tenney has championed this issue since her first term in Congress, introducing the SPOONSS Act in 2017 to include stainless steel flatware under the Berry Amendment. Her efforts led to the temporary addition of stainless steel flatware and dinnerware to the Berry Amendment as part of the Fiscal Year 2025 National Defense Authorization Act (NDAA), but the provision is set to expire on January 1, 2029. The FORKS Made in America Permanency Act would eliminate the sunset clause and make this requirement permanent.

Just last month, Guatemala’s President Bernardo Arévalo and the First Lady led a delegation on a state visit to Taiwan. President Arévalo and I signed a letter of intent for semiconductor cooperation, and also witnessed the signing of cooperation documents to establish a political consultation mechanism and continue to promote bilateral investment. This has laid an even sounder foundation for bilateral exchanges and cooperation, and will help enhance both countries’ international competitiveness. Taiwan is currently running a semiconductor vocational training program, helping Guatemala cultivate semiconductor talent and develop its tech industry, and demonstrating our determination to share experience with democratic partners. At the same time, we continue to assist Taiwanese businesses in their efforts to develop overseas markets with Guatemala as an important base, spurring industrial development in both countries and increasing economic and trade benefits. I want to thank Congress President Ramos and the Guatemalan Congress for their continued support for Taiwan’s international participation. Representing the Guatemalan Congress, Congress President Ramos has signed resolutions in support of Taiwan, and has also issued statements addressing China’s misinterpretation of United Nations General Assembly Resolution 2758. Taiwan and Guatemala, as important partners in the global democratic community, will continue moving forward together in joint defense of the values of democracy and freedom, and will cooperate to promote regional and global prosperity and development. Congress President Ramos then delivered remarks, first noting that the members of the delegation are not only from different parties, but also represent different classes, cultures, professions, and departments, which shows that the diplomatic ties between Guatemala and the Republic of China (Taiwan) are based on firm friendships at all levels and in all fields. Noting that this was his second time to visit Taiwan and meet with President Lai, Congress President Ramos thanked the government of Taiwan for its warm hospitality. With the international situation growing more complex by the day, he said, Guatemala highly values its longstanding friendship and cooperative ties with Taiwan, and hopes that both sides can continue to deepen their cooperation in such areas as the economy, technology, education, agriculture, and culture, and work together to spur sustainable development in each of our countries. Congress President Ramos said that the way the Taiwan government looks after the well-being of its people is an excellent model for how other countries should promote national development and social well-being. Accordingly, he said, the Guatemalan Congress has stood for justice and, for a second time, adopted a resolution backing Taiwan’s participation in the World Health Assembly. Regarding President Arévalo’s state visit to Taiwan the previous month, Congress President Ramos commented that this high-level interaction has undoubtedly strengthened the diplomatic ties between Taiwan and Guatemala and led to more opportunities for cooperation. Congress President Ramos emphasized that democracy, freedom, and human rights are universal values that bind Taiwan and Guatemala together, and that he is confident the two countries’ diplomatic ties will continue to grow deeper. In closing, on behalf of the Republic of Guatemala, Congress President Ramos presented President Lai with a Chinese translation of the resolution that the Guatemalan Congress proposed to the UN in support of Taiwan’s participation in international organizations, demonstrating the staunch bonds of friendship between the two countries. President Lai meets delegation led by Foreign Minister Jean-Victor Harvel Jean-Baptiste of Republic of Haiti

In remarks, President Lai noted that our two countries will soon mark the 70th anniversary of diplomatic relations and that our exchanges have been fruitful in important areas such as public security, educational cooperation, and infrastructure. The president stated that Taiwan will continue to work together with Haiti to promote the development of medical and health care, food security, and construction that benefits people’s livelihoods. The president thanked Haiti for supporting Taiwan’s international participation and expressed hope that both countries will continue to support each other, deepen cooperation, and face various challenges together. A translation of President Lai’s remarks follows: I am delighted to meet and exchange ideas with Minister Jean-Baptiste, his wife, and our distinguished guests. Minister Jean-Baptiste is the highest-ranking official from Haiti to visit Taiwan since former President Jovenel Moïse visited in 2018, demonstrating the importance that the Haitian government attaches to our bilateral diplomatic ties. President Lai meets delegation from 2025 Taiwan International Ocean Forum
On the afternoon of July 1, President Lai Ching-te met with a delegation from the 2025 Taiwan International Ocean Forum (TIOF). In remarks, President Lai noted that the people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. He expressed hope that their visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. A translation of President Lai’s remarks follows: I want to thank our guests for coming here to the Presidential Office. The 2025 TIOF will take place tomorrow and the day after, and I thank you all for making the long trip to Taiwan to attend the event and share your valuable insights and experiences. This year’s forum will focus on strategies for strengthening maritime security and pathways to achieving a sustainable blue economy. By attending this forum, our guests are highlighting their commitment to safeguarding the oceans, and beyond that, taking concrete action to demonstrate support for Taiwan. I once again offer deepest gratitude on behalf of the people of Taiwan. Taiwan holds a key position on the first island chain, is one of the world’s top 10 shipping nations, and accounts for close to 10 percent of global container shipping by volume. As such, Taiwan occupies a unique and important position in maritime strategy. For Taiwan, the ocean is more than just a basis for survival and development; it is also an important driver of national prosperity. In my inaugural address last year, I spoke of a threefold approach to further Taiwan’s development. One of these involves further developing our strengths as a maritime nation. Our government must actively help deepen our connections with the ocean, and must continue to promote green shipping, a sustainable fishing industry, marine renewable energy, and other forms of industrial transformation. It must also make use of marine technology and digital innovation to create a new paradigm that balances environmental, economic, and social inclusion concerns. This will help enhance Taiwan’s responsibilities and competitiveness as a maritime nation. Taiwan is surrounded by ocean, and our territorial waters are a natural protective barrier. However, continued gray-zone aggression from China creates serious threats and challenges to peace and stability in the Taiwan Strait. Our government continues to invest resources to deal with increasingly complex maritime security issues. In addition to building coast guard patrol vessels, we must also step up efforts to build underwater, surface, and airborne unmanned vehicles and smart reconnaissance equipment, so as to demonstrate Taiwan’s determination to defend democracy and freedom and commitment to maintaining peace and stability in the Taiwan Strait. Oceans are Taiwan’s roots, and provide the channels by which we engage with the world. The people of Taiwan will continue to work with democratic partners throughout the world in a maritime spirit of freedom and openness to contribute to ocean governance and jointly ensure maritime security. The TIOF was first launched in 2020, and has now become an important platform for enhancement of cooperation between Taiwan and other countries. I hope that our distinguished guests will reap great benefits at this year’s forum, and further hope that this visit will help forge stronger friendships between Taiwan and international maritime partners, so that all can work together to spur shared maritime prosperity and sustainable development for the next generation. Chairman of The Washington Times Thomas McDevitt, a member of the delegation, then delivered remarks, noting first that July 4th, this Friday, is Independence Day in America. Independence is a sacred, powerful word which has great meaning in this part of the world, he said. Chairman McDevitt indicated that Taiwan has truly become a global beacon of democracy and a key partner for many nations. He then quoted President Lai’s 2024 inaugural address: “We will work together to combat disinformation, strengthen democratic resilience, address challenges, and allow Taiwan to become the MVP of the democratic world.” Chairman McDevitt went on to say that he appreciated the president’s speech with regard to his philosophical depth, sensitivity, and both moral and political clarity. He said that he was deeply moved by the speech, but within a few days of it, China responded with military activities and many threats. The chairman then emphasized that we are in a civilization crisis. Chairman McDevitt mentioned that President Lai has begun a series of 10 lectures, and remarked that they would help the world to understand the identity and the nature of Taiwan, as well as the situation we are in in the world. On behalf of all the delegation, Chairman McDevitt thanked the president for his leadership in dealing with these issues thoughtfully. Chairman McDevitt concluded with a line from the Old Testament which states that if the people have no vision, they will perish. He said that he believes Taiwan’s president has led the people of Taiwan, and the world, with a vision of how to navigate this great civilization crisis together. President Lai interviewed by Nippon Television and Yomiuri TV
In a recent interview on Nippon Television’s news zero program, President Lai Ching-te responded to questions from host Mr. Sakurai Sho and Yomiuri TV Shanghai Bureau Chief Watanabe Masayo on topics including reflections on his first year in office, cross-strait relations, China’s military threats, Taiwan-United States relations, and Taiwan-Japan relations. The interview was broadcast on the evening of May 19. During the interview, President Lai stated that China intends to change the world’s rules-based international order, and that if Taiwan were invaded, global supply chains would be disrupted. Therefore, he said, Taiwan will strengthen its national defense, prevent war by preparing for war, and achieve the goal of peace. The president also noted that Taiwan’s purpose for developing drones is based on national security and industrial needs, and that Taiwan hopes to collaborate with Japan. He then reiterated that China’s threats are an international problem, and expressed hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war. Following is the text of the questions and the president’s responses: Q: How do you feel as you are about to round out your first year in office? President Lai: When I was young, I was determined to practice medicine and save lives. When I left medicine to go into politics, I was determined to transform Taiwan. And when I was sworn in as president on May 20 last year, I was determined to strengthen the nation. Time flies, and it has already been a year. Although the process has been very challenging, I am deeply honored to be a part of it. I am also profoundly grateful to our citizens for allowing me the opportunity to give back to our country. The future will certainly be full of more challenges, but I will do everything I can to unite the people and continue strengthening the nation. That is how I am feeling now. Q: We are now coming up on the 80th anniversary of the end of World War II, and over this period, we have often heard that conflict between Taiwan and the mainland is imminent. Do you personally believe that a cross-strait conflict could happen? President Lai: The international community is very much aware that China intends to replace the US and change the world’s rules-based international order, and annexing Taiwan is just the first step. So, as China’s military power grows stronger, some members of the international community are naturally on edge about whether a cross-strait conflict will break out. The international community must certainly do everything in its power to avoid a conflict in the Taiwan Strait; there is too great a cost. Besides causing direct disasters to both Taiwan and China, the impact on the global economy would be even greater, with estimated losses of US$10 trillion from war alone – that is roughly 10 percent of the global GDP. Additionally, 20 percent of global shipping passes through the Taiwan Strait and surrounding waters, so if a conflict breaks out in the strait, other countries including Japan and Korea would suffer a grave impact. For Japan and Korea, a quarter of external transit passes through the Taiwan Strait and surrounding waters, and a third of the various energy resources and minerals shipped back from other countries pass through said areas. If Taiwan were invaded, global supply chains would be disrupted, and therefore conflict in the Taiwan Strait must be avoided. Such a conflict is indeed avoidable. I am very thankful to Prime Minister of Japan Ishiba Shigeru and former Prime Ministers Abe Shinzo, Suga Yoshihide, and Kishida Fumio, as well as US President Donald Trump and former President Joe Biden, and the other G7 leaders, for continuing to emphasize at international venues that peace and stability across the Taiwan Strait are essential components for global security and prosperity. When everyone in the global democratic community works together, stacking up enough strength to make China’s objectives unattainable or to make the cost of invading Taiwan too high for it to bear, a conflict in the strait can naturally be avoided. Q: As you said, President Lai, maintaining peace and stability across the Taiwan Strait is also very important for other countries. How can war be avoided? What sort of countermeasures is Taiwan prepared to take to prevent war? President Lai: As Mr. Sakurai mentioned earlier, we are coming up on the 80th anniversary of the end of WWII. There are many lessons we can take from that war. First is that peace is priceless, and war has no winners. From the tragedies of WWII, there are lessons that humanity should learn. We must pursue peace, and not start wars blindly, as that would be a major disaster for humanity. In other words, we must be determined to safeguard peace. The second lesson is that we cannot be complacent toward authoritarian powers. If you give them an inch, they will take a mile. They will keep growing, and eventually, not only will peace be unattainable, but war will be inevitable. The third lesson is why WWII ended: It ended because different groups joined together in solidarity. Taiwan, Japan, and the Indo-Pacific region are all directly subjected to China’s threats, so we hope to be able to join together in cooperation. This is why we proposed the Four Pillars of Peace action plan. First, we will strengthen our national defense. Second, we will strengthen economic resilience. Third is standing shoulder to shoulder with the democratic community to demonstrate the strength of deterrence. Fourth is that as long as China treats Taiwan with parity and dignity, Taiwan is willing to conduct exchanges and cooperate with China, and seek peace and mutual prosperity. These four pillars can help us avoid war and achieve peace. That is to say, Taiwan hopes to achieve peace through strength, prevent war by preparing for war, keeping war from happening and pursuing the goal of peace. Q: Regarding drones, everyone knows that recently, Taiwan has been actively researching, developing, and introducing drones. Why do you need to actively research, develop, and introduce new drones at this time? President Lai: This is for two purposes. The first is to meet national security needs. The second is to meet industrial development needs. Because Taiwan, Japan, and the Philippines are all part of the first island chain, and we are all democratic nations, we cannot be like an authoritarian country like China, which has an unlimited national defense budget. In this kind of situation, island nations such as Taiwan, Japan, and the Philippines should leverage their own technologies to develop national defense methods that are asymmetric and utilize unmanned vehicles. In particular, from the Russo-Ukrainian War, we see that Ukraine has successfully utilized unmanned vehicles to protect itself and prevent Russia from unlimited invasion. In other words, the Russo-Ukrainian War has already proven the importance of drones. Therefore, the first purpose of developing drones is based on national security needs. Second, the world has already entered the era of smart technology. Whether generative, agentic, or physical, AI will continue to develop. In the future, cars and ships will also evolve into unmanned vehicles and unmanned boats, and there will be unmanned factories. Drones will even be able to assist with postal deliveries, or services like Uber, Uber Eats, and foodpanda, or agricultural irrigation and pesticide spraying. Therefore, in the future era of comprehensive smart technology, developing unmanned vehicles is a necessity. Taiwan, based on industrial needs, is actively planning the development of drones and unmanned vehicles. I would like to take this opportunity to express Taiwan’s hope to collaborate with Japan in the unmanned vehicle industry. Just as we do in the semiconductor industry, where Japan has raw materials, equipment, and technology, and Taiwan has wafer manufacturing, our two countries can cooperate. Japan is a technological power, and Taiwan also has significant technological strengths. If Taiwan and Japan work together, we will not only be able to safeguard peace and stability in the Taiwan Strait and security in the Indo-Pacific region, but it will also be very helpful for the industrial development of both countries. Q: The drones you just described probably include examples from the Russo-Ukrainian War. Taiwan and China are separated by the Taiwan Strait. Do our drones need to have cross-sea flight capabilities? President Lai: Taiwan does not intend to counterattack the mainland, and does not intend to invade any country. Taiwan’s drones are meant to protect our own nation and territory. Q: Former President Biden previously stated that US forces would assist Taiwan’s defense in the event of an attack. President Trump, however, has yet to clearly state that the US would help defend Taiwan. Do you think that in such an event, the US would help defend Taiwan? Or is Taiwan now trying to persuade the US? President Lai: Former President Biden and President Trump have answered questions from reporters. Although their responses were different, strong cooperation with Taiwan under the Biden administration has continued under the Trump administration; there has been no change. During President Trump’s first term, cooperation with Taiwan was broader and deeper compared to former President Barack Obama’s terms. After former President Biden took office, cooperation with Taiwan increased compared to President Trump’s first term. Now, during President Trump’s second term, cooperation with Taiwan is even greater than under former President Biden. Taiwan-US cooperation continues to grow stronger, and has not changed just because President Trump and former President Biden gave different responses to reporters. Furthermore, the Trump administration publicly stated that in the future, the US will shift its strategic focus from Europe to the Indo-Pacific. The US secretary of defense even publicly stated that the primary mission of the US is to prevent China from invading Taiwan, maintain stability in the Indo-Pacific, and thus maintain world peace. There is a saying in Taiwan that goes, “Help comes most to those who help themselves.” Before asking friends and allies for assistance in facing threats from China, Taiwan must first be determined and prepared to defend itself. This is Taiwan’s principle, and we are working in this direction, making all the necessary preparations to safeguard the nation. Q: I would like to ask you a question about Taiwan-Japan relations. After the Great East Japan Earthquake in 2011, you made an appeal to give Japan a great deal of assistance and care. In particular, you visited Sendai to offer condolences. Later, you also expressed condolences and concern after the earthquakes in Aomori and Kumamoto. What are your expectations for future Taiwan-Japan exchanges and development? President Lai: I come from Tainan, and my constituency is in Tainan. Tainan has very deep ties with Japan, and of course, Taiwan also has deep ties with Japan. However, among Taiwan’s 22 counties and cities, Tainan has the deepest relationship with Japan. I sincerely hope that both of you and your teams will have an opportunity to visit Tainan. I will introduce Tainan’s scenery, including architecture from the era of Japanese rule, Tainan’s cuisine, and unique aspects of Tainan society, and you can also see lifestyles and culture from the Showa era. The Wushantou Reservoir in Tainan was completed by engineer Mr. Hatta Yoichi from Kanazawa, Japan and the team he led to Tainan after he graduated from then-Tokyo Imperial University. It has nearly a century of history and is still in use today. This reservoir, along with the 16,000-km-long Chianan Canal, transformed the 150,000-hectare Chianan Plain into Taiwan’s premier rice-growing area. It was that foundation in agriculture that enabled Taiwan to develop industry and the technology sector of today. The reservoir continues to supply water to Tainan Science Park. It is used by residents of Tainan, the agricultural sector, and industry, and even the technology sector in Xinshi Industrial Park, as well as Taiwan Semiconductor Manufacturing Company. Because of this, the people of Tainan are deeply grateful for Mr. Hatta and very friendly toward the people of Japan. A major earthquake, the largest in 50 years, struck Tainan on February 6, 2016, resulting in significant casualties. As mayor of Tainan at the time, I was extremely grateful to then-Prime Minister Abe, who sent five Japanese officials to the disaster site in Tainan the day after the earthquake. They were very thoughtful and asked what kind of assistance we needed from the Japanese government. They offered to provide help based on what we needed. I was deeply moved, as former Prime Minister Abe showed such care, going beyond the formality of just sending supplies that we may or may not have actually needed. Instead, the officials asked what we needed and then provided assistance based on those needs, which really moved me. Similarly, when the Great East Japan Earthquake of 2011 or the later Kumamoto earthquakes struck, the people of Tainan, under my leadership, naturally and dutifully expressed their support. Even earlier, when central Taiwan was hit by a major earthquake in 1999, Japan was the first country to deploy a rescue team to the disaster area. On February 6, 2018, after a major earthquake in Hualien, former Prime Minister Abe appeared in a video holding up a message of encouragement he had written in calligraphy saying “Remain strong, Taiwan.” All of Taiwan was deeply moved. Over the years, Taiwan and Japan have supported each other when earthquakes struck, and have forged bonds that are family-like, not just neighborly. This is truly valuable. In the future, I hope Taiwan and Japan can be like brothers, and that the peoples of Taiwan and Japan can treat one another like family. If Taiwan has a problem, then Japan has a problem; if Japan has a problem, then Taiwan has a problem. By caring for and helping each other, we can face various challenges and difficulties, and pursue a brighter future. Q: President Lai, you just used the phrase “If Taiwan has a problem, then Japan has a problem.” In the event that China attempts to invade Taiwan by force, what kind of response measures would you hope the US military and Japan’s Self-Defense Forces take? President Lai: As I just mentioned, annexing Taiwan is only China’s first step. Its ultimate objective is to change the rules-based international order. That being the case, China’s threats are an international problem. So, I would very much hope to work together with the US, Japan, and others in the global democratic community to prevent China from starting a war – prevention, after all, is more important than cure.

This is all happening as ICE officers face an 830 percent surge in assaults.

Prime Minister Narendra Modi departed for the Maldives on Thursday, concluding the first leg of his two-nation tour. He is visiting the Maldives at the invitation of President Mohamed Muizzu from July 25 to 26.
During his visit, the Prime Minister will participate as the Guest of Honour at the 60th Independence Day celebrations of the Maldives. His visit also marks the 60th anniversary of India-Maldives diplomatic relations.
Earlier, Prime Minister Modi concluded a successful visit to the United Kingdom, where he met with his UK counterpart, Prime Minister Keir Starmer, at Chequers, the official country residence of the British Prime Minister. Both leaders welcomed the signing of the India-UK Comprehensive Economic and Trade Agreement (CETA), which is expected to enhance bilateral trade, investment, and job creation.
They also agreed to negotiate a Double Contribution Convention to ease cross-border business and boost competitiveness in the service sector.
The two sides adopted the India-UK Vision 2035, aimed at guiding the Comprehensive Strategic Partnership over the next decade in sectors including technology, education, defence, and climate action.
The leaders finalised a Defence Industrial Roadmap to strengthen cooperation in co-design, co-development, and co-production of defence products. They also discussed enhanced collaboration under the Technology and Security Initiative, covering areas such as telecom, critical minerals, semiconductors, and biotechnology.
PM Modi and PM Starmer welcomed the growing education partnership under India’s New Education Policy (NEP), with six UK universities planning to establish campuses in India. The University of Southampton has already inaugurated its campus in Gurugram.
Prime Minister Modi thanked the UK for its support following the Pahalgam terror attack and reiterated the need for strong action against extremism. He also sought cooperation in bringing back economic fugitives facing legal action in India.
Global and regional developments, including the Indo-Pacific, West Asia, and the Russia-Ukraine conflict, were also discussed. PM Modi extended an invitation to Prime Minister Starmer to visit India at a mutually convenient time.
Following his meeting with the UK Prime Minister, PM Modi called on His Majesty King Charles III at Sandringham Estate. The two leaders discussed shared interests in health, sustainability, and climate change. The Prime Minister presented a sapling under the ‘Ek Ped Maa Ke Naam’ campaign to be planted in the estate during the upcoming season.

Prime Minister Narendra Modi on Thursday expressed grief over the loss of lives in the tragic plane crash in Russia and offered his condolences to the families of the victims.
In a statement shared on X, PM Modi wrote, “Deeply saddened at the loss of lives in the tragic plane crash in Russia. Extend our deepest condolences to the families of the victims. We stand in solidarity with Russia and its people.”
His remarks came after a Russian An-24 aircraft, carrying 49 people including five children and six crew members, crashed in the mountainous Amur region on Thursday, killing all on board, according to local media reports.
The ill-fated flight, operated by the Siberia-based Angara Airlines, had departed from Blagoveshchensk and was en route to Tynda, near the Russia-China border, when it lost contact with air traffic controllers shortly before its scheduled landing.
According to Russia’s state news agency TASS, the aircraft reportedly caught fire mid-air and vanished from radar. Rescue helicopters later located the burning wreckage on a remote mountainside, approximately 16 kilometres from Tynda.
Officials from the Amur Centre for Civil Defence and Fire Safety confirmed that “no survivors were found when a Mi-8 search helicopter flew over the crash site.”
“The aircraft caught fire upon crashing,” a spokesperson said. “Rescue operations have been hampered by the extremely difficult terrain, as the crash site lies on a steep, inaccessible slope.”
The region’s dense taiga forests and swampy landscape further complicated rescue efforts.
Notably, the aircraft did not send any distress signals before disappearing, raising concerns over the cause of the incident.
Preliminary reports suggest the An-24 may have been attempting a second approach to land at Tynda Airport when it went off the radar.
A Rosaviatsia aircraft and multiple rescue teams were immediately dispatched after receiving the alert. Investigators from the Far Eastern Transport Prosecutor’s Office have launched a probe into the crash.
The cause of the accident remains unknown. Officials are expected to begin ground-based recovery operations and retrieve the black box once access to the site is possible.
