    WASHINGTON – Arizona Senator Mark Kelly (D-AZ) and SHIPS for America Act co-leads Senator Todd Young (R-IN), Representative Trent Kelly (R-MS-1), and Representative John Garamendi (D-CA-8) have released the following statement after President Donald Trump signed an executive order to support shipbuilding in the United States.

    “This executive order recognizes the urgent need for a comprehensive approach to reinvigorate the U.S. shipbuilding and maritime industries, sharing the same goals as our SHIPS for America Act. America’s maritime industry and shipbuilding capacity have dangerously lagged behind over the years, allowing China to get ahead and pose a serious threat over the oceans. Today’s action by the Trump administration shows they see the same threat and the urgent need to reverse course to strengthen our national security and grow our economy. We’re also encouraged that many of the provisions in the executive order mirror parts of our SHIPS for America Act.

    “We will introduce the SHIPS for America Act with renewed support in the coming weeks to provide the Congressional authorizations needed to truly revitalize the American shipbuilding and maritime industries, and work with the administration to get it passed.     Sen. Kelly earned his B.S. degree in marine engineering and nautical science in the United States Merchant Marine Academy (USMMA) and later an M.S. degree in aeronautical engineering from the United States Naval Postgraduate School. Sen. Kelly spent 25 years in the United States Navy as a pilot and is the first to serve in Congress. In 2023, Sen. Kelly was elected chair of the USMMA Board of Visitors for the 118th Congress.

  • MIL-OSI USA: Rep. Pat Fallon Introduces Securing America’s Federal Equipment (SAFE) in Supply Chains Act

    WASHINGTON Representatives Pat Fallon (TX-04) and Ro Khanna (CA-17) as well as Senators John Cornyn (R-TX) and Gary Peters (D-MI) today introduced their Securing America’s Federal Equipment (SAFE) in Supply Chains Act, which would protect America’s cybersecurity by ensuring the Department of Defense (DoD) does not unintentionally acquire counterfeit electronics or those from unauthorized sellers: 

    “The proliferation of artificial intelligence has allowed US adversaries to conduct offensive cyber-operations with alarming speed and impact, creating the possibility of a devastating attack on our nation’s most sensitive networks,” said Rep. Fallon. “Simultaneously, our adversaries have been targeting our hardware and software systems by selling the US government counterfeit products through what are known as ‘grey market’ sellers. These products, although marketed as genuine hardware, allow our adversaries to gain access to US government systems, making it far easier to conduct subsequent cyber-attacks. This is unacceptable.”

    “With the rising threat posed by Chinese aggression, not only in the Indo-Pacific, but here at home by means of artificial intelligence and cyber attacks, it’s critical that the Department of Defense secure its vital infrastructure,” continued Rep. Pat Fallon. “In order to do so, we must ensure that the US military only purchases electronic equipment from approved vendors that are free from adversarial, particularly CCP influence. Under President Trump’s bold leadership, the US is finally focused on breaking its dependency on Communist China. The SAFE Supply Chains Act dovetails with this endeavor and is in the best interest of US national security.”

    Background:

    Due to increased cyberattacks on vulnerable supply chains and federal agencies, including the Department of Defense (DoD), it is vital that when purchasing information technology products, the DoD only purchase these electronics from Original Equipment Manufacturers (OEMs) or their authorized resellers. Under the Defense Federal Acquisition Regulations (DFARs), in order for businesses to contract with the U.S. military, they are required to only acquire electronic products from these OEMs or authorized sellers. However, there are still many cases of federal government employees purchasing technology from grey-market sellers rather than authorized sellers. Grey-market sellers may circumvent trusted supply chains and provide counterfeit technology that could harm security networks within the DoD. These counterfeit devices are often older and may contain unsafe and unreliable components, causing technology to malfunction or completely fail, leading to significant damage to networks and operations. 

    The Securing America’s Federal Equipment (SAFE) in Supply Chains Act would:

    Prohibit the DoD from using a covered product from an entity other than an original equipment manufacturer or authorized seller;

    Allow the Secretary of Defense to waive the prohibition of a covered product, upon written notice to the Congressional Defense Committees, if they determine the waiver is necessary in the interest of national security;

    Require written notice on justification for waivers and any security mitigations that have been implemented and a plan of action to avoid future waivers for similar future purchases; and

    Require the DoD to submit a report to Congress that lists the number and types of covered products for which a waiver was granted and why.

    DENVER – In a special ceremony on Thursday, Colorado Education Commissioner Susana Córdova and Governor Jared Polis awarded the state’s first-ever Purple Star School designation to 27 schools from eight school districts and the Charter School Institute. The Purple Star School designation recognizes school communities for their work to support military-connected students and their families. 

    “Colorado is the proud home to a strong military and veteran community, and it’s only appropriate that our schools are recognized for the work they do to support military families and their children. I’m excited to celebrate the schools who are leading this work and setting an example for the rest of the state,” said Governor Jared Polis. 

    Commissioner Córdova and Gov. Polis were joined by members of the State Board of Education, representatives from the Military Interstate Children’s Compact Commission, and military school liaisons from the United States Army, Air Force, and Space Force. 

    “Military families and their children make extraordinary sacrifices in service to our country. For military-connected students, frequent moves and long separations from loved ones can present unique challenges. Our Purple Star Schools go above and beyond to create welcoming, supportive environments where every student feels seen, supported, and a true sense of belonging—no matter where their family is stationed,” said Cordova. 

    Last spring, Gov. Polis signed into law House Bill 24-1076 – sponsored by Reps. Bob Marshall (D-Douglas County) and Mike Weissman (D-Adams/Araphaoe) and Sens. Rhonda Fields (D-Adams/Arapahoe) and Bob Gardner (R-El Paso/Teller) – creating the Purple Star Program to recognize schools that help military-connected students navigate the academic and social-emotional challenges that come with frequent relocations, parental deployments, and adjusting to new school communities. 

    Purple Star Schools must meet specific criteria, including offering dedicated programs and resources for military-connected students and their families. More information about the Purple Star Program is available on the Colorado Department of Education’s website.

  • MIL-OSI USA: Deluzio Votes No on Extreme Anti-Voter Republican Bill to Strip Voter Registration Rights from Millions of Americans

    If passed into law, this bill would especially impact the tens of millions of married women, seniors, and U.S. Military servicemembers

    WASHINGTON, D.C. — Former voting rights attorney Congressman Chris Deluzio (PA-17) voted no on the Republican anti-voter bill up for a vote in the House of Representatives today. If passed into law, the Republican SAVE Act could disenfranchise millions of eligible American citizens and create unnecessary administrative burdens at the state and local levels. The measure’s restrictions threaten to strip away the right to vote from tens of millions of eligible American voters, including nearly 70 million married women who changed their last name from their birth certificate and our troops who rely on their military ID or are deployed far from home. 

    “This dangerous bill could block millions of American citizens—especially military servicemembers and married women—from voting in our country’s elections. Patriotic Americans should be outraged,” said Congressman Deluzio. “If House Republicans were serious about securing our elections, they could have accepted my amendment that would have provided free photo identification to all eligible American voters—but House Republicans didn’t even consider it. The Senate should reject this bill, and Congress should focus on the urgent work of fighting corruption and strengthening our democracy.” 

    Congressman Deluzio’s amendment was rejected without a vote by the Republican-controlled House Rules Committee. The text of the amendment is here.  

    Pennsylvania’s Republican Secretary of the Commonwealth Al Schmidt, who is the chief elections official for Pennsylvania, wrote a letter to Congressman Deluzio opposing the SAVE Act. In it, he writes that, “The right to vote is sacred, and making that right contingent on having access to paperwork a voter does not have in their possession, or which may include a name that the voter has long since changed, overly burdens this important right of citizenship, and will disenfranchise Americans seeking to make their voices heard at the ballot box.” 

    Under the Republican SAVE Act, millions of American citizens could be blocked from voting. This bill requires that voters provide a passport, birth certificate with their current legal name, or military service papers in order to register, change their political party, or update their current address. It is unclear if these requirements would also apply to existing registered voters. Here are just some of the real-life impacts of this proposal: 

    • More than 146 million Americans do not have a passport and would need to obtain one. U.S. passports typically cost around $130, require substantial time and effort to obtain, and take weeks to process and arrive. 
    • Nearly 70 million women do not have a birth certificate that matches their current legal name. This means that married women without a U.S. passport would be unable to cast their ballot.
    • In order to vote in the country they serve, servicemembers would be required to provide military service papers, often with sensitive information, alongside their military ID card, which is insufficient under the Republican bill
    • This bill would remove the ability for Americans to register to vote by mail or online, even if the only reason is to update one’s party registration or address. This would require American citizens who want to register to vote to present their documents in person to an elections official. 
    • This legislation would also subject state and local election officials to hefty criminal fines and up to five years in federal prison. These criminal penalties would apply even if the election official registers an eligible American citizen.

    The bill passed the House of Representatives this morning on a vote of 220-208 and now advances for consideration in the Senate.

  • MIL-OSI USA: Reps. Cherfilus-McCormick, Bell Introduce CAST Act to Curb U.S.-Caribbean Firearms Trafficking

    WASHINGTON, DC – U.S. Representatives Sheila Cherfilus-McCormick (D-FL) and Wesley Bell (D-MO) introduced the Caribbean Anti-Smuggling of Trafficked Arms (CAST) Act , legislation that would help curb illicit arms trafficking from the United States to the Caribbean by requiring the Department of Defense (DOD) to report on expanding the mandate of Joint Interagency Taskforce South (JIATF-South) to include combatting illicit firearms trafficking. 

    “Weapons trafficking by way of the United States is a major contributor to crime in the Caribbean and Haiti’s growing gang crisis, driving the ongoing instability that plagues the country,” said Rep. Sheila Cherfilus-McCormick (D-FL). “All potential options must be on the table to effectively curtail the flow of arms. Our nation’s national security depends on it.” 

    “As a former prosecutor, I’ve seen how illegal guns can devastate neighborhoods and fuel violence,” said Rep. Wesley Bell (D-MO). “Too many of those weapons are being trafficked out of the U.S. and into the hands of gangs in the Caribbean. This bill strengthens our ability to stop that flow at the source—so fewer families, whether in St. Louis or Port-au-Prince, have to live in fear.”

    JIATF-South’s mandate is to conduct detection and monitoring (D&M) operations to curtail drug trafficking and dismantle Transnational Criminal Organizations (TCOs) in the Caribbean region. The CAST Act will require the Department of Defense to evaluate the potential expansion of JIATF-South’s mission to include combating the illegal trafficking of firearms from the United States to the Caribbean.

    Illicit arms trafficking from the United States to the Caribbean is a regional and national security threat. While Caribbean countries do not manufacture firearms or ammunition, nor do they import either on a large scale, they account for half of the world’s top ten highest national murder rates. 

    Last Congress, Congresswoman Cherfilus-McCormick led the release of a new report from the nonpartisan Government Accountability Office (GAO) that examines the role of U.S. firearms in Caribbean arms trafficking. The report found that nearly three-quarters of firearms recovered from the Caribbean and traced by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) could be sourced back to the United States, with many originating from U.S. retail sales.

  • MIL-OSI United Nations: Israel’s Actions ‘Threaten Syria’s Fragile Political Transition’, Senior Official Tells Security Council, Calling on All States to Respect Country’s Sovereignty

    Opportunity to Bring Syria Back to Peace, Legitimacy ‘Must Not Be Derailed as Result of Syria Regressing into Geopolitical Battlefield’, Delegate Stresses

    In the wake of hundreds of reported Israeli air strikes across Syria since 8 December 2024, the Israel Defense Forces’ public confirmation that it built multiple positions in the area of separation and statements by Israeli leaders on their intent to stay in Syria for the foreseeable future, senior UN officials told the Security Council today that all parties must uphold their obligations under the 1974 Disengagement of Forces Agreement.

    “Such facts on the ground are not easily reversed — they do threaten Syria’s fragile political transition,” observed Khaled Khiari, Assistant Secretary-General for the Middle East, Asia and the Pacific in the Departments of Political and Peacebuilding Affairs and Peace Operations.  He pointed to reports of multiple Israeli air strikes across Syria on 3 April, as well as earlier indications by the authorities in Damascus on “not presenting threats to [Syria’s] neighbours and seeking peace on their borders”.  He also pointed to the Israel’s Defence Minister’s 3 April statement qualifying the strikes as “a warning for the future”.

    “Considering these developments”, he spotlighted the Council’s 14 March presidential statement calling on all States to respect Syria’s sovereignty, independence, unity and territorial integrity and to “refrain from any action or interference that may further destabilize Syria”.  Underscoring that the Council’s commitment to the country’s sovereignty and territorial integrity “grows in importance by the day”, he urged:  “Syria’s opportunity to stabilize after 14 years of conflict must be supported and protected, for Syrians and for Israelis, this is the only way regional peace and security can be realized.”

    Providing additional information, Jean-Pierre Lacroix, Under-Secretary-General for Peace Operations, said that the United Nations Disengagement Observer Force (UNDOF) area of operations is characterized by significant violations of the Disengagement Agreement.  Israeli forces currently occupy 10 positions in the area of separation and 2 in the area of limitation.  They also continue to construct countermobility obstacles along the ceasefire line and have flown aircraft across the line and into the area of separation.

    Detailing the incident on 3 April, he said that UNDOF personnel observed the movement of Israeli troops in vehicles.  Such personnel later heard and observed multiple explosions, assessing them to be a result of Israeli artillery fire, likely in Nawa and Tasil.  It remains critical, he emphasized, that all parties uphold their obligations under the Disengagement Agreement — including by ending all unauthorized presence in the areas of separation and limitation — and he underscored:  “There should be no military forces or activities in the area of separation other than those of UNDOF.”

    As the floor opened, the representative of Algeria — also speaking for Guyana, Sierra Leone and Somalia — condemned Israel’s military operations in Syria as violations of international law.  “It is crucial to highlight that Syria has neither threatened nor attacked Israel,” he added.  “Upholding international law is not a matter of choice,” he underscored, stating that these escalatory actions — coupled with inflammatory statements by Israeli officials regarding the “indefinite” presence of their forces in Syria — “are contributing to instability and threatening regional peace and security”.

    “In the four months since the change of power in Damascus, Israel has already carried out more than 700 strikes targeting Syria,” said the representative of the Russian Federation, adding that the geographical span of these strikes has recently expanded.  He stressed:  “These actions are a gross violation of Syrian sovereignty and territorial integrity, which under no circumstances need to be called into question — regardless of who holds power in Damascus.”

    Similarly, the representative of Pakistan said that Israel’s recent air strikes — flagrant violations of international law — “further undermine Syria’s pursuit of political stabilization and national reconciliation”.  Moreover, he pointed to a “deeply troubling pattern” of Israel’s continued, unprovoked military aggression, repeated violations of the Disengagement Agreement, illegal military presence in the area of separation and open declaration of indefinite occupation.  “The Security Council cannot allow illegal military actions to set dangerous precedents,” he urged.

    “The fragmentation of Syria is in no one’s interest,” said the representative of France, Council President for April, speaking in his national capacity.  He therefore joined others in calling on Israel to cease its military activities in Syrian territory, respect Syria’s sovereignty and territorial integrity, and withdraw from the area of separation.  In addition to making those calls, China’s representative said that “a smooth political transition is the key to restoring peace and stability in Syria and should be the primary goal of the joint efforts of all parties”.

    Several Council members underlined the deleterious effect that instability could have on that transition.  While acknowledging neighbouring countries’ interest in ensuring that events in Syria do not pose a risk to their security, Slovenia’s representative stressed:  “We remain convinced that external military interventions in the fragile moment of Syrian transition do not contribute to this legitimate objective — indeed, they could have a countereffect.”  The “historic opportunity” to bring Syria back to peace and legitimacy “must not be derailed as a result of Syria regressing into a geopolitical battlefield”, urged the representative of the Republic of Korea.

    “Events reported by different sources cause concern for a number of reasons,” said Panama’s representative — particularly when they result in mass casualties, significant material damage and generate a climate of greater uncertainty and instability “at a particularly delicate time for the country”.  He also expressed concern over the impact on civilians, underscoring the importance of guaranteeing the protection of civilians and respecting international humanitarian law “at all times”.

    “After 14 years of tyranny and conflict at the hands of the Assad regime, the Syrian people still face staggering humanitarian needs,” observed the representative of the United Kingdom, noting that her country has recently pledged up to $207 million in critical humanitarian assistance. “Our focus now should be on supporting Syrians to rebuild their country,” she stressed.  Similarly, the representative of Greece urged those present not to lose sight of Syria’s humanitarian crisis, highlighting the European Union’s overall commitment of some €2.5 billion for Syria’s recovery.

    Stating that Council members should all agree that a stable, sovereign Syria is “critical for our collective security”, the representative of the United States stressed:  “Israel has an inherent right of self-defence, including against terrorist groups operating close to its border.”  She urged the Council to “recommit itself to combating terrorism in Syria, call on Iran and other external actors to stop arming and advising terrorist groups, and urge regional States to rein in the actions of proxies who threaten regional peace and security”.

    Also acknowledging Israel’s legitimate security concerns, Denmark’s representative nevertheless expressed concern over its recent attacks in Syria.  Expressing support for UNDOF, which “has worked to address both Israel’s and Syria’s security concerns” for decades, she urged Israel to withdraw from the area of separation.  With both progress made and challenges present on Syria’s path to a new future, she stressed: “The international community — in particular this Council — has a responsibility to support the people of Syria on that path.”

    Syria’s representative, for his part, noted the “positive and constructive declarations and initiatives undertaken by Member States, international organizations and political groups to support Syria and its people”.  However, in parallel, Israel has challenged international efforts, threatened Syria’s territorial integrity and undermined Government efforts.  Citing the Secretary-General’s latest report, he pointed to “the incursion of the Israeli occupation forces into the buffer zone, the significant alteration of the situation therein and the impact on [UNDOF’s] operations since 8 December [2024]”.

    Israel is also threatening Syria’s water security, establishing military outposts for its forces and promoting tourist tours for settlers in the areas it has invaded, he stressed.  “This exposes the falsity of the occupation entity’s claims that its incursion is temporary and limited — it clearly reveals its aggressive and expansionist intentions,” he added.  Calling on the Council to end Israel’s ongoing aggression and compel its withdrawal from all Syrian lands, he concluded:  “Attempts to impose solutions by force — and to give precedence to the law of force over the force of law — are doomed to failure.”

    Meanwhile, the representative of Israel said:  “We will do whatever is necessary — for however long it takes — to prevent another 7 October [2023].”  Israel’s actions, he stressed, have been guided not by ambitions of expansion, but by necessity, security and prevention.  Pointing, as an example, to the Israel Defense Forces’ dismantling of an underground missile factory “constructed by Iran” in central Syria, he said that “this factory of death had already begun producing precision-guided missiles, several of which were subsequently used in attacks on Israeli territory by Hizbullah”.

    While underscoring that “Israel does not seek territorial gains in Syria”, he stated:  “Where threat exists, we will meet it without hesitation.”  For its part, Israel continues to coordinate with UNDOF under the framework of resolution 350 (1974).  He emphasized, however, that peacekeeping efforts alone cannot stop the spread of sophisticated weapons, intercept Iranian missile parts, dismantle terrorist tunnels or prevent the creation of launch sites embedded in civilian terrain. While Israel is committed to deconfliction and dialogue, he stressed:  “But we are also committed to the protection of our people, and that must take precedence when lives are at stake.”

    For his part, the representative of Libya spoke for the Arab Group to condemn Israel’s repeated aggression against Syria as “blatant” violations of international law.  “They are undoubtedly a threat to the peace and security of the entire region,” he stressed, calling on the international community — particularly the Council — to shoulder its legal and moral responsibility to pressure Israel to immediately cease its aggression and withdraw from all Syrian territory.

    Türkiye’s representative, stating that eliminating terrorist organizations in Syria “remains essential for lasting peace and unity”, stressed that all armed elements must surrender their weapons to the Syrian State, that all terrorist entities must be removed from Syrian territory and that security responsibilities for detention centres and camps in the country’s north-east must be swiftly transferred to the Syrian administration.  “Failure in Syria is not an option,” she said.

    Introduction

    Left Wing Extremism (LWE), often referred to as Naxalism, is one of India’s most serious internal security challenges. Rooted in socio-economic inequalities and fueled by Maoist ideology, LWE has historically affected some of the most remote, underdeveloped, and tribal-dominated regions of the country. The movement has aimed to undermine the Indian state through armed rebellion and parallel governance structures, particularly targeting security forces, public infrastructure, and democratic institutions. Originating from the Naxalbari movement of 1967 in West Bengal, it spread primarily across the “Red Corridor,” affecting states like Chhattisgarh, Jharkhand, Odisha, Maharashtra, Kerala, West Bengal, Madhya Pradesh, and parts of Andhra Pradesh and Telangana. The Maoist insurgents claim to fight for the rights of the marginalized, particularly tribal communities, but their methods include armed violence, extortion, destruction of infrastructure, and recruitment of children and civilians.

    However, in recent years, India’s multidimensional counter-LWE strategy – combining security enforcement, inclusive development, and community engagement – has delivered significant success. The movement has been systematically weakened, violence has drastically declined, and many LWE-affected districts are being reintegrated into the national mainstream. The government of India is committed to completely eliminate Naxalism by 31st March 2026, since Naxalism is seen as the biggest obstacle in the development of remote areas and tribal villages, as it prevents education, healthcare, connectivity, banking, and postal services from reaching these villages.

    The number of LWE affected districts reduced from 126 to 90 in April 2018, 70 in July 2021 and further to 38 in April-2024. Out of total Naxalism-affected districts, number of most affected districts has been reduced from 12 to 6, which include four districts from Chhattisgarh (Bijapur, Kanker, Narayanpur, and Sukma), one from Jharkhand (West Singhbhum), and one from Maharashtra (Gadchiroli). Similarly, out of the total 38 affected districts, the number of Districts of Concern, where additional resources need to be intensively provided beyond the severely affected districts, has reduced from 9 to 6. These 6 districts are: Andhra Pradesh (Alluri Sitarama Raju), Madhya Pradesh (Balaghat), Odisha (Kalahandi, Kandhamal, and Malkangiri), and Telangana (Bhadradri-Kothagudem). Due to persistent action against Naxalism, number of Other LWE-affected Districts has also decreased from 17 to 6. These include districts from Chhattisgarh (Dantewada, Gariaband, and Mohla-Manpur-Ambagarh Chowki), Jharkhand (Latehar), Odisha (Nuapada), and Telangana (Mulugu). In the last 10 years, over 8,000 Naxalites have abandoned the path of violence, and consequently, the number of Naxal-affected districts has reduced to fewer than 20.

    The most affected Districts and Districts of Concern are given financial assistance of Rs. 30 crore and Rs. 10 crore, respectively, by the Government of India under a special scheme, Special Central Assistance (SCA), to fill the gaps in public infrastructure. Apart from this, special projects are also provided for these districts as per the need.

    Incidents of violence by LWE which reached its highest level of 1936 in 2010 have reduced to 374 in 2024 i.e. a reduction of 81%. The total number of deaths (civilians + security forces) has also reduced by 85% during this period from 1005 deaths in 2010 to 150 in 2024.

    Government Strategy: National Policy and Action Plan (2015) and other Key Initiatives

    The government of India has adopted a zero-tolerance approach towards left-wing extremism and with 100% implementation of government schemes, it seeks to fully develop the LWE-affected areas. The government had laid down two rules of law to fight left wing extremism. First, to establish the rule of law in Naxalism-affected areas and completely stop illegal violent activities. Second, to quickly compensate for the loss in those areas which were deprived of development due to the long Naxalite movement.

    To address the LWE menace holistically, a National Policy and Action Plan to address LWE was approved in 2015. It envisages a multi-pronged strategy involving security related measures, development interventions, ensuring rights and entitlements of local communities etc.

    The Central Government closely monitors the situation and supplements and coordinates their efforts in several ways. These include providing the Central Armed Police Forces (CAPFs); sanction of India Reserve (IR) battalions, setting up of Counter Insurgency and Anti-Terrorism (CIAT) schools; modernisation and upgradation of the State Police and their Intelligence apparatus; reimbursement of security related expenditure under the Security-related Expenditure (SRE) Scheme; providing helicopters for anti-LWE operations, assistance in training of State Police through the Ministry of Defence, the Central Police Organisations and the Bureau of Police Research and Development; sharing of Intelligence; facilitating inter-State coordination; assistance in community policing and civic action programmes etc. On development side, apart from flagship schemes, Government of India has taken several specific initiatives in LWE affected States, with special thrust on expansion of road network, improving telecommunication connectivity, skilling and financial inclusion.

    • Security Related Expenditure (SRE) Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the SRE Scheme, the Central Government reimburses security related expenditure for LWE affected districts and districts earmarked for monitoring. The reimbursement includes the expenditure relating to training and operational needs of security forces, ex-gratia payment to the family of civilians/security forces killed/injured in LWE violence, rehabilitation of surrendered LWE cadres, community policing, village defence committees and publicity materials. The SRE Scheme aims at strengthening of the capacity of the LWE affected States to fight the LWE menace effectively. During 2014-15 to 2024-25, Rs. 3260.37 crore has been released under this Scheme.
    • Special Central Assistance (SCA) for most LWE affected districts: This Scheme was approved in 2017 and is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. The main objective of the Scheme is to fill the critical gaps in Public Infrastructure and Services in most LWE affected districts, which are of emergent nature. Till now, Rs 3,563 crore have been released since the inception of Scheme in 2017.
    • Special Infrastructure Scheme (SIS): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under Special Infrastructure Scheme, funds are provided for strengthening of State Intelligence Branches (SIBs), Special Forces, District Polices and Fortified Police Stations (FPSs). Under the SIS, Rs. 1741 crore have been sanctioned. 221 Fortified Police Stations have been constructed under the Scheme.
    • Scheme of Fortified Police stations: Under the scheme 400 Fortified Police Stations have been constructed in 10 LWE affected States. Put together 612 Fortified Police Stations have been constructed in LWE affected areas in the last 10 years. This is in contrast to 2014, when there were only 66 fortified police stations.
    • Assistance to Central Agencies for LWE management Scheme: This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’. Under the Scheme, assistance is provided to Central Agencies (CAPFs/IAF etc.) for strengthening of infrastructure and hiring charges for Helicopters. Rs. 1120.32 crore have been given to Central Agencies during the period 2014-15 to 2024-25.
    • Civic Action Programme (CAP): This Scheme is being implemented as a sub-scheme of the umbrella scheme ‘Modernization of Police Forces’ to bridge the gaps between Security Forces and local people through personal interaction and bring the human face of SFs before the local population. The Scheme has been very successful in achieving its goal. Under the Scheme, funds are released to the CAPFs, deployed in LWE affected areas, for conducting various civic activities for the welfare of the local people. Rs. 196.23 crore has been released to CAPFs since 2014-15.
    • Media Plan: The Maoists have been misguiding and luring the innocent tribals/ local population in LWE affected areas by their so-called poor-friendly revolution through petty incentives or by following their coercive strategy. Their false propaganda is targeted against the security forces and the democratic setup. Therefore, the Government is implementing this Scheme in LWE affected areas. Under the scheme activities like Tribal Youth Exchange programmes, radio jingles, documentaries, pamphlets etc. are being conducted. Rs. 52.52 crore have been released under the scheme since 2017-18.
    • Road Requirement Plan-I (RRP-I) for LWE affected areas and Road Connectivity Project for LWE affected areas (RCPLWE): The RRP-I Scheme is being implemented by Ministry of Road Transport & Highways for improving road connectivity in Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha and Uttar Pradesh. The RCPLWE scheme was launched in the year 2016 to improve the road connectivity in 44 worst affected LWE districts and some adjoining districts in 9 States, viz. Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Odisha, Telangana and Uttar Pradesh. The scheme has twin objectives of enabling smooth and seamless anti-LWE operations by the security forces and also ensuring socio-economic development of the area. 17,589 km of roads have been sanctioned under these two schemes. Of these, 14,618 km have been constructed.
    • Telecom Connectivity: 3 telecom projects, namely, Mobile Connectivity Project Phase-I & Phase-II, Provision of 4G mobile services in uncovered villages of Aspirational Districts and Saturation of 4G mobile services, are being implemented in LWE affected areas to improve telecom connectivity. A total of 10,505 mobile towers have been planned, of which 7,768 towers have been commissioned. The entire Naxal-affected region will be equipped with mobile connectivity by December 1, 2025.
    • Aspirational District: The Ministry of Home Affairs has been tasked with the monitoring of Aspirational districts programme in 35 LWE affected districts.
    • Financial Inclusion: For financial inclusion of the local populace in these areas, 1,007 bank branches and 937 ATMs in 30 Most LWE affected districts and 5,731 new post offices have been opened in LWE affected districts since April 2015. 37,850 Banking Correspondents (BCs) have been made operational in Most LWE affected districts.
    • Skill Development and Education: For Skill development 48 Industrial Training Institutes (ITIs) and 61 Skill Development Centres (SDCs) have been made functional in LWE affected districts.  For quality education in tribal blocks of LWE affected districts 178 Eklavya Model Residential Schools (EMRSs) have been made functional in LWE affected districts. The Skill Development Scheme reached all 48 districts, and a strong vertical of the National Investigation Agency (NIA) was created. 1,143 tribal youths were recruited into the security forces.

    Since 2019, to fill the security vacuum, 280 new camps have been established, 15 new Joint Task Forces have been created, and 6 CRPF battalions have been deployed to assist state police in various states. Along with this, an offensive strategy has been adopted by activating the National Investigation Agency to choke the financing of Naxalites, which has resulted in a shortage of financial resources for them. Multiple long-duration operations were conducted, ensuring that the Naxalites are surrounded, leaving them with no opportunity to escape.

    October 2, 2024, PM Narendra Modi launched the ‘Dharti Aaba Janjatiya Gram Utkarsh Abhiyan’ from Jharkhand. This campaign will be a milestone in providing personal amenities for achieving full saturation in rural areas in over 15,000 villages, benefiting nearly 1.5 crore people in LWE affected areas. The government is strengthening 3-C i.e., Road connectivity, Mobile connectivity and Financial connectivity in the LWE affected areas.

    Success Stories

    As part of zero-tolerance policy against Naxalism, 90 Naxals have been killed, 104 arrested, and 164 have surrendered in the year, by March 2025. In 2024, 290 Naxalites were neutralized, 1,090 were arrested, and 881 surrendered.

    Recently on 30th March 2025, 50 Naxalites in Bijapur (Chhattisgarh) surrendered. On 29th March 2025, our security agencies neutralised 16 Naxalites and recovered a massive cache of automatic weapons in an operation in Sukma (Chhattisgarh). On 20th March 2025, in two different operations by our security forces in Bijapur and Kanker, Chhattisgarh, 22 Naxals were killed, achieving another major success in the ‘Naxalmukt Bharat Abhiyan’.

    As per the information shared by the honourable Home Minister, for the first time in 30 years, the number of casualties due to LWE was below 100 in 2022, which is a significant achievement. From 2014 to 2024, there has been a substantial decline in Naxal-related incidents. 15 top Naxal leaders have been neutralized, and the government welfare schemes have been better implemented to reach to the last man in the queue. Areas like Buddha Pahad and Chakarbandha have been completely free from the grip of Naxalism. 85% of the LWE cadre strength in Chhattisgarh has been eliminated. Since January 2024, a total of 237 Naxalites have been killed, 812 arrested, and 723 have surrendered in Chhattisgarh. More than 13,000 people from the Northeast, Kashmir, and LWE affected areas have renounced violence and joined the mainstream.

    In 2014, there were 330 police stations where Naxal incidents occurred, but now this number has reduced to 104. Earlier Naxal-affected area was spread in more than 18,000 square kilometers, now only span 4,200 square kilometers. Between 2004 and 2014, there were a total of 16,463 incidents of Naxal violence. However, during 2014 to 2024, the number of violent incidents decreased by 53%, dropping to 7,744. Similarly, the number of causalities of security forces decreased by 73%, from 1,851 to 509. By 2014, there were a total of 66 fortified police stations, but over the past 10 years, their number has increased to 612. In the past 5 years, a total of 302 new security camps and 68 night landing helipads have been established.

    To financially choke the Naxalites and break their financial backbone, National Investigation Agency (NIA) and Enforcement Directorate were used, seizing several crores of rupees from Naxalites. Under the Prevention of Money Laundering Act (PMLA), cases were filed, and those who funded the Naxalites were sent behind bars. To bring development to Naxal-affected areas, the budget allocation for these regions was increased by 300%.

    In December 2023, within a single year, 380 Naxalites were killed, 1,194 were arrested, and 1,045 surrendered.

    Conclusion

    India’s multi-pronged strategy against Left Wing Extremism has significantly weakened the insurgency, both territorially and operationally. The government’s focus on a blend of security, development, and rights-based empowerment has transformed the landscape in previously affected areas. With sustained political will, administrative commitment, and people’s participation, the vision of a LWE-free India is closer than ever.

    WASHINGTON, DC — U.S. Senator Gary Peters (D-MI), Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, led his committee colleagues in calling for an immediate investigation into the use of personal Gmail accounts and Signal chats by senior government officials to conduct official government business, including the transmission of sensitive and possibly classified information about military operations. Federal cybersecurity policy and records preservation laws prohibit the use of personal accounts or unsecure commercial platforms to conduct government business. The senators’ request follows revelations that key administration officials used Signal and its disappearing message features while communicating sensitive information about an airstrike in Yemen, and that national security advisor Michael Waltz and other National Security Council members used personal Gmail accounts to send messages related to military operations and weapons systems. Peters was joined in sending the letter by U.S. Senators Richard Blumenthal (D-CT), Maggie Hassan (D-NH), Rueben Gallego (D-AZ), Andy Kim (D-NJ), Elissa Slotkin (D-MI), and John Fetterman (D-PA).
    “New revelations now show that senior Trump Administration officials have failed to adequately preserve government records and are actively using commercial platforms to communicate sensitive, national security information. In addition to the clear national security risks and apparent violations of federal records and other laws, this presents new potentially significant cybersecurity vulnerabilities,” wrote the senators. “As members of the Senate committee with jurisdiction over the management of government records and cybersecurity of federal agencies, we ask that you investigate potential unauthorized disposition of records associated with the reported use of personal Gmail accounts to conduct official business by national security advisor Michael Waltz and other National Security Council (NSC) members. We also request that you review and take appropriate actions to enforce laws governing the reported use of an automatic deletion mechanism on a Signal chat between the Vice President, agency heads, and other officials discussing government business.”
    The senators continued: “Both of these commercial platforms have been regularly targeted by foreign adversaries and are not considered secure enough for communications on official government business or for classified information. In November 2024, the Federal Bureau of Investigation warned that, in addition to nation state actors from Russia and China, cybercriminals were also increasingly targeting personal email accounts. Both the Department of Defense and the National Security Agency have warned employees against using Signal, even for unclassified information, due to Russian hacking groups using a vulnerability in the application. An investigation is required not only to determine whether any federal laws were broken, but also because we do not know how frequently such platforms or associated automatic deletion mechanisms are being used by federal officials.”

    IADC is hosting the inaugural DrillersPAC 2-Gun Match to generate awareness and raise funds for DrillersPAC, IADC’s political action committee. DrillersPAC helps maximize the impact of IADC’s advocacy efforts by raising money to support political candidates aligned with IADC and its Members’ policy goals.

    This event will take place on Friday 2 May 2025 at Renaissance Shooting Club in Todd Mission, Texas. 

    This will be an individual based shooting competition requiring advanced physical capabilities and firearm management. Participants should be comfortable with pistols and rifles, shooting from various physical positions, drawing and holstering a loaded pistol, and carrying a rifle with a sling. 

    In addition to supporting DrillersPAC, a portion of funds raised will be donated to the Magnolia I.S.D. Navy JROTC program. The Navy JROTC program is dedicated to developing student character and helping mature them into responsible citizens committed to achievement. Donations will assist in funding their annual events and competitions including drill team, marksmanship, and orienteering.

    WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.) introduced legislation to strengthen the development, manufacturing, and defense applications of quantum technology in the United States. These bills include the Defense Quantum Acceleration Act with Senator Maggie Hassan (D-N.H.), the Quantum Sandbox for Near-Term Applications Act with Senator Ben Ray Luján (D-N.M.), and the Advancing Quantum Manufacturing Act with Senator Gary Peters (D-Mich.).

    BACKGROUND

    • The Defense Quantum Acceleration Act would supercharge the U.S. Department of Defense’s (DoD) approach to quantum technology and advance U.S. national security, building on the work done at institutions like Oak Ridge National Lab in Oak Ridge, Tennessee. Specifically, this bill would establish a framework for the DoD to optimize its approach to the development and transitioning of quantum technology and develop a strategic quantum roadmap. It would also authorize a defense quantum technology testbed to enable the Defense Innovation Unit to successfully execute the transition of near-term quantum capabilities.   • MIL-OSI United Nations: Syria’s political transition at risk due to Israeli military action, Security Council hears

    Recent military actions by Israel are undermining Syria’s political transition and the chances of a new security pact between the two countries, a senior UN official told the Security Council on Thursday. 

    Syria’s opportunity to stabilise after 14 years of conflict must be supported and protected, for Syrians and for Israelis,” said Khaled Khiari, Assistant Secretary-General for Political and Peacebuilding Affairs.

    “This is the only way regional peace and security can be realized.”

    Transition under threat

    Mr. Khiari and the head of UN Peace Operations, Jean-Pierre Lacroix, briefed ambassadors on recent Israeli violations of the 1974 Disengagement of Forces Agreement with Syria.

    The accord ended the Yom Kippur war and established an area of separation in the rocky plateau region known as the Golan, along the border between the two countries. 

    It also authorised the UN Disengagement Observer Force (UNDOF) to supervise the agreement, and peacekeepers to monitor the buffer zone.

    Mr. Khiari said that hundreds of reported Israeli airstrikes have taken place across Syria since the fall of the Assad regime on 8 December 2024, namely in the southwest, the Syrian coast, northeastern Syria, Damascus, Hama, and Homs.

    The Israel Defense Forces (IDF) also publicly confirmed that it has built multiple positions in the elevated area of separation on the Golan, while Israeli officials have spoken of the country’s intentions to stay in Syria “for the foreseeable future,” he added.

    Such facts on the ground are not easily reversed. They do threaten Syria’s fragile political transition,” he warned.

    Multiple airstrikes reported

    Most recently, Syria informed the council of reports of multiple Israeli airstrikes on 3 April, including in Damascus, the Hama Military Airport, and the T4 military airport in Homs. Simultaneous attacks in Daraa reportedly resulted in nine civilian casualties.

    The Syrian interim authorities condemned the attacks, calling them a blatant violation of international law and Syrian sovereignty and an attempt to destabilize the country.  

    “Let me also recall earlier indications by the Damascus authorities, as had been published in numerous media outlets, of not presenting threats to its neighbours and seeking peace on their borders,” said Mr. Khiari.

    Meanwhile, Israel’s Defence Minister was quoted describing airstrikes as “a warning for the future”, and that Israel would “not allow Syria to become a threat” to its security interests.

    Respect Syria’s sovereignty

    In light of these developments, Mr. Khiari pointed to the council’s presidential statement dated 14 March which reaffirmed strong commitment to Syria’s sovereignty, independence, unity and territorial integrity.

    It also called on all States to respect these principles and to refrain from any action or interference that may further destabilize the country.

    This council’s commitment to Syria’s sovereignty and territorial integrity grows in importance by the day,” he said.

    He further recalled that UN Special Envoy for Syria Geir Pedersen addressed Israeli military escalation in a statement on 3 April, saying such actions undermine efforts to build a new Syria.

    Syria is at a crossroads and deserves a chance to continue to work towards an inclusive political transition, where the Syrian people can overcome the conflict, revive their economy, realize their legitimate aspirations, and contribute to regional stability,” Mr. Khiari said.

    “Furthermore, short-term and tactical security actions and gains should not derail prospects for peace agreement between the two neighbours and long-term stability at their internationally recognized border.”

    Volatile security situation

    Mr. Lacroix briefed the council on developments in the UNDOF area of operations, where the situation remains volatile and characterized by violations of the 1974 Agreement.

    The IDF currently occupies 12 positions that they established on the Bravo side, located east of the area of separation.  Ten are in the zone and the others are in the vicinity.

    “They also continue to construct counter-mobility obstacles along the ceasefire line, and have flown, on several occasions, aircraft across the ceasefire line and helicopters into the area of separation,” he said.

    The Israeli forces also continue to impose some restrictions of movement on UNDOF and the Observer Group Golan, comprised of military observers from the UN Truce Supervision Organization (UNTSO). Local residents have also had their movements curtailed, prompting protests.

    Explosions and engagement

    In recent weeks, UNDOF personnel have noted multiple explosions on the Bravo side, which they deem to be significant kinetic activity linked to the efforts of the IDF to, and I quote, ‘demilitarize the south of Syria,’” said Mr. Lacroix

    In the meantime, UNDOF continues to liaise with both parties and engage on specific issues impacting its operations as well as complaints conveyed by residents in the separation zone.

    “In their engagement with the UNDOF leadership, senior IDF officials have restated that their presence in the area of separation was necessary to secure it from what they describe as ‘terrorist elements’ and informed that Israel had no territorial ambitions in Syria,” he said.

    “They have reiterated Israel’s expectation of the demilitarization of the area southwest of Damascus,” he added.

    He reported that on the Bravo side, UNDOF is reinforcing its coordination mechanism through new liaison arrangements with Syrian authorities, which includes enhancing information sharing and regular consultative meetings. 

    Uphold 1974 Agreement

    “It remains critical that all parties uphold their obligations under the 1974 Disengagement of Forces Agreement, including by ending all unauthorized presence in the areas of separation and limitation, as well as refraining from any action that would undermine the ceasefire and stability on the Syrian Golan,” he said.

    “There should be no military forces or activities in the area of separation, other than those of UNDOF. All actions that are inconsistent with the agreement are unacceptable.”

    He said the Security Council’s continued support for the Force is “needed now more than ever in is difficult time.”

     — Today, Governor Mike Kehoe announced four appointments to various boards and commissions and filled one county vacancy.

    Joseph Barbaglia, of St. Louis, was reappointed to the St. Louis Board of Election Commissioners.

    Mr. Barbaglia is the owner of Columbia Auto Parts and currently serves as secretary for the St. Louis Board of Election Commissioners. He has been a member of the board since 2017. He is a dedicated member and volunteer with several community associations and civic organizations, including the Second District Police Business Association, St. Ambrose Athletic Association, Toys for Tots, and the Soap Box Derby.

    Cary Corley, of Lee’s Summit, was appointed to the Committee of Professional Counselors.

    Dr. Corley is the clinical director and owner of Corley Counseling, LLC. Licensed in both Missouri and Kansas, he has earned the National Certified Counselor credential, awarded by the National Board for Certified Counselors. In addition to his professional work, Corley is a member of the Election Committee for the Lakewood Homeowners Association and a ministry leader at Abundant Life Church in Lee’s Summit. Dr. Corley earned his Doctor of Counseling from Midwestern College, a Master of Arts in Counseling from Dallas Theological Seminary, and a Bachelor of Arts in Psychology from the University of Alabama.

    Kelly Marriott, of Calhoun, was appointed as the Henry County Clerk.

    Ms. Marriott currently serves as the deputy county clerk and elections coordinator for Henry County, a position she has held for almost two decades. She is an active member of her community and has been a member of the Calhoun Colt Show Committee since 2015. Ms. Marriott is a graduate of Calhoun R-8 High School.

    Dudley McCarter, of St. Louis, was reappointed to the Coordinating Board for Higher Education.

    Mr. McCarter is a principal of Behr, McCarter, Neely & Gabris, P.C., specializing in civil and construction litigation. McCarter was first appointed to the Coordinating Board for Higher Education in 2019. A former president of both The Missouri Bar and the St. Louis County Bar Association, he has received several prestigious awards for his quality of work, leadership, and integrity, including the Spurgeon Smithson Award, the Purcell Professionalism Award, and Missouri Lawyers Media’s prestigious ICON award. McCarter served in the U.S. Army Reserve from 1972 to 1980, earning the rank of captain before being honorably discharged. Mr. McCarter received his bachelor’s degree from Knox College in Galesburg, Illinois, and his Juris Doctor from the University of Missouri School of Law.

    Andrew Schwartz, of St. Louis, was reappointed to the St. Louis Board of Election Commissioners.

    Mr. Schwartz is the president of AJ Adhesives, Inc, and Mid-America Packaging. Schwartz first served on the St. Louis City Board of Elections from 2011 to 2016 and again in 2024. He is an active member of his community, serving as a voting member of the Forest Park Advisory Board, a local soccer, basketball and baseball coach, and an officer for the Entrepreneurs’ Organization. Mr. Schwartz earned his bachelor’s degree in finance from Southeast Missouri State University.

  • MIL-OSI USA: Reps. Cherfilus-McCormick, Bell Introduce CAST Act to Curb U.S.-Carribean Firearms Trafficking

    WASHINGTON, DC – U.S. Representatives Sheila Cherfilus-McCormick (D-FL) and Wesley Bell (D-MO) introduced the Caribbean Anti-Smuggling of Trafficked Arms (CAST) Act , legislation that would help curb illicit arms trafficking from the United States to the Caribbean by requiring the Department of Defense (DOD) to report on expanding the mandate of Joint Interagency Taskforce South (JIATF-South) to include combatting illicit firearms trafficking. 

    “Weapons trafficking by way of the United States is a major contributor to crime in the Caribbean and Haiti’s growing gang crisis, driving the ongoing instability that plagues the country,” said Rep. Sheila Cherfilus-McCormick (D-FL). “All potential options must be on the table to effectively curtail the flow of arms. Our nation’s national security depends on it.” 

    “As a former prosecutor, I’ve seen how illegal guns can devastate neighborhoods and fuel violence,” said Rep. Wesley Bell (D-MO). “Too many of those weapons are being trafficked out of the U.S. and into the hands of gangs in the Caribbean. This bill strengthens our ability to stop that flow at the source—so fewer families, whether in St. Louis or Port-au-Prince, have to live in fear.”

    JIATF-South’s mandate is to conduct detection and monitoring (D&M) operations to curtail drug trafficking and dismantle Transnational Criminal Organizations (TCOs) in the Caribbean region. The CAST Act will require the Department of Defense to evaluate the potential expansion of JIATF-South’s mission to include combating the illegal trafficking of firearms from the United States to the Caribbean.

    Illicit arms trafficking from the United States to the Caribbean is a regional and national security threat. While Caribbean countries do not manufacture firearms or ammunition, nor do they import either on a large scale, they account for half of the world’s top ten highest national murder rates. 

    Last Congress, Congresswoman Cherfilus-McCormick led the release of a new report from the nonpartisan Government Accountability Office (GAO) that examines the role of U.S. firearms in Caribbean arms trafficking. The report found that nearly three-quarters of firearms recovered from the Caribbean and traced by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) could be sourced back to the United States, with many originating from U.S. retail sales.

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) and U.S. Representative Pramila Jayapal (D-WA-07) today led 29 of their bicameral colleagues in raising the alarm over escalating violence in the West Bank. In a letter to Secretary of State Marco Rubio, the Lawmakers urge the Trump Administration to immediately reinstate sanctions against individuals who perpetrate violence that undermines regional stability and security in the West Bank. The bicameral letter comes in response to the violent assault of Palestinian filmmaker Hamdan Ballal, an Oscar-winning co-director of the documentary, No Other Land, which chronicles life for Palestinians under occupation in the West Bank. 
    “The assault on Mr. Ballal occurred against the backdrop of intensified Israeli military operations across the West Bank,” wrote the Lawmakers. “Given the gravity of this attack and its implications on the ability of Palestinian civilians to advocate for self-determination peacefully, the U.S. must put pressure on the Israeli government to hold perpetrators accountable.” 
    On March 24, 2025, Ballal was attacked by a group of Israeli settlers in the village of Susiya in the occupied West Bank. The account of the attack from the Israel Defense Forces (IDF) differs greatly from witness reports, which also claim that the IDF did not intervene and instead handcuffed Ballal after he sustained serious injuries.   
    “Given Mr. Ballal’s platform, we are especially concerned that this violent attack and failure to hold his perpetrators accountable suppresses his freedom of speech and those who tell Palestinian stories,” continued the Lawmakers. “While it is important to dismantle militant cells in the West Bank that threaten the security of the Israeli people, we are concerned recent Israeli operations have disproportionately impacted Palestinian civilians.” 
    This assault occurred as tensions continue to rise in the occupied West Bank during intensified military operations by the IDF forces. Since January, operations have displaced more than 40,000 Palestinians.  
    In addition to Senator Welch, the letter was signed by Senators Bernie Sanders (I-Vt.) and Chris Van Hollen (D-Md.).

    WASHINGTON – U.S. Representatives Pramila Jayapal (WA-07), Jan Schakowsky (IL-09), Adriano Espaillat (NY-13), and Jimmy Panetta (CA-20) today introduced the Working for Immigrant Safety and Empowerment (WISE) Act to protect immigrant survivors of domestic violence, human trafficking, and gender-based violence. The bill would ensure that immigrants have access to protections intended by the bipartisan Violence Against Women Act (VAWA), the Trafficking Victim Protection Act (TVPA), and other federal and state laws. The bill would also move to ensure survivors pursuing relief are not detained or deported before their applications are fully adjudicated.

    “The Trump administration’s mass deportation campaign has sowed immeasurable fear in immigrant communities, driving survivors of crime to hide in fear of deportation. That simply cannot be the case,” said Jayapal. “Immigrant women are significantly more likely to suffer domestic violence, nearly three times the national average. Especially in the current environment, it is critical that we take steps to ensure that survivors of domestic violence, human trafficking, and gender-based violence are protected. The WISE Act would improve protections for immigrant witnesses and victims of crimes and foster safe communities — the opposite of what Trump is pushing.”

    “Our immigrant communities are under attack by the Trump administration, and immigrant women faced with domestic violence make up one of the most vulnerable populations. These women should not feel forced to stay in violent, life-threatening intimate partner relationships because of their tenuous immigration status,” said Schakowsky. “I am proud to co-lead the WISE Act to help ensure that all victims of domestic violence, regardless of immigration status, have access to the public resources and support they need to escape abuse.”

    “Immigrant families are facing tremendous challenges in light of the Trump administration, and we are working to combat these dangerous anti-American policies daily. Immigrant victims of domestic violence, trafficking, and gender-based assaults are particularly vulnerable and deserve protections regardless of their immigration status,” said Espaillat. “Immigrant survivors are less likely to report a crime in fear of detention and deportation, especially in this political climate, which makes them even more vulnerable to such abuse and exploitation. These crimes are dehumanizing and reprehensible, and we must do all that it takes to ensure protections are in place and victims feel empowered to seek assistance. I am proud to join my colleagues, once again, to introduce legislation this Congress to reaffirm our commitment to victims of violence when they need our help the most.”

    “Our criminal justice system works when victims and witnesses have the will and confidence to come forward and testify to hold criminals accountable,” said Panetta.  “In addition to being scared of retribution by criminals, there also are times when undocumented individuals are fearful of deportation due to their cooperation with law enforcement.  That is why U and T visas are critical to putting away bad guys and giving people faith in our criminal justice system.  I’m proud to be a part of the reintroduction of the WISE Act, which includes my Immigrant Witness and Victim Protection Act to strengthen safeguards and expand the availability of U and T visas.  By ensuring that victims and witnesses have access to the protections of our government in their cooperation with law enforcement, we can hold criminals accountable and strengthen trust in our justice system.”

    This bill introduction comes after President Donald Trump, in a proclamation for National Sexual Assault Awareness and Prevention Month, blamed sexual violence on undocumented immigrants. However, studies have found zero evidence to support a link between undocumented immigrants and a rise in crime rates.

    Immigrant women and children are particularly vulnerable to domestic violence, and the rate of abuse against immigrant women is nearly 49 percent, three times the national average. While domestic violence is a consistently underreported issue, immigrant survivors are significantly less likely to report these crimes due to fear of deportation. 

    The WISE Act would strengthen protections for immigrant survivors by:

    • Eliminating arbitrary caps on the U Visa and Special Immigrant Juvenile Status (SIJS).
    • Expanding qualifying crimes for the U Visa to include hate crimes, child abuse, and elder abuse as well as grant protections for abused children, stepchildren, spouses, and parents of immigrant survivors.
    • Granting work authorization to survivors while their applications are pending.
    • Prohibiting detention and deportation of immigrant survivors while their cases are pending.
    • Limiting the use or disclosure of information pertaining to a pending immigrant survivor’s VAWA, T, U, or SIJ applications.
    • Restricting immigration enforcement at certain protected areas including any domestic violence shelter, rape crisis center, supervised visitation center, family justice center, or victim services providers, among other locations.
    • Ensuring survivors have the support necessary to thrive and reduce reliance on abusers by providing access to certain assistance, including Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), Social Services Block Grant (SSBG), and Medicaid.

  • MIL-OSI USA: Congressman Cohen Introduces the HAPPY BIRTHDAY Budget Act

    Would prohibit spending on a military parade for Donald Trump’s June 14 birthday

    WASHINGTON – Congressman Steve Cohen (TN-9) today introduced the Halting All Parades for Presidents’ Yearly Birthdays; It Risks Taxpayer Harm, Damages, And Your (HAPPY BIRTHDAY) Budget Act. The measure, introduced after press accounts of White House plans to stage a parade from the Pentagon to the White House on Donald Trump’s 79th birthday on June 14, would prohibit enacting such a plan and any future presidential birthday parades going forward.

    “Donald Trump may imagine himself an all-powerful ruler, but he is a president, not a potentate, and the American people don’t pay tribute to him as if he were a king. Least of all do we waste taxpayer dollars burnishing his insatiable ego. This bill makes clear that any president, now or in the future, cannot make the public pay for his birthday entertainment or swell his covetous pride.”

    Military parades are traditionally reserved for national celebrations, commemorations of military service or significant public occasions, not personal milestones like birthdays. A military parade during President Trump’s first term in office was canceled over cost concerns, including estimated costs to the military of $92 million and public safety costs to the District of Columbia of more than $21 million.

    In addition, the measure points out that heavy military equipment risks damages to roads and streets never designed support their weight. Although the U.S. Army’s 250th birthday is June 14 and it is also Flag Day, the army has never held a parade to celebrate its own birthday.

    The measure would provide a sense of Congress that public funds should not be “expended on displays of military force for personal glorification.” It also encourages President Trump to consider alternative birthday celebrations that don’t include fighter jet flyovers or armored vehicles, such as cake, golf or a bingo night.

    The measure concludes: “Congress extends a sincere ‘Happy Birthday’ to Donald J. Trump, free of charge, and encourages all Americans who wish to send birthday wishes to the President to do so through the United States Postal Service, the only service expressly authorized in the Constitution of the United States for the transmission of personal correspondence, where neither snow nor rain nor heat nor gloom of night stays these couriers from the swift completion of their appointed rounds.”

  • MIL-OSI USA: DESJARLAIS CHAIRS FIRST STRAT FORCES HEARING OF 119th CONGRESS

    (WASHINGTON, D.C.) –Yesterday, Congressman Scott DesJarlais (R-TN-04) gaveled in his first hearing as chairman of the House Armed Services Strategic Forces Subcommittee. 

    The hearing was a posture review of the U.S. strategic forces’ capabilities.

    Members of the subcommittee had the opportunity to hear from and question, Commander of U.S. Strategic Command General Anthony Cotton, Commander of U.S. Space Command General Stephen Whiting, Commander of U.S. Northern Command General Gregory Guillot, and Mr. John Hill, who is currently performing the duties of the Assistant Secretary of Defense for Space Policy, within the Office of the Secretary of Defense

    DesJarlais said in his opening statement, “I think it’s worth noting that the three officers in front of us today represent different combatant commands, with different missions, and different priorities, but they each face a common problem. All of you are responsible for mission areas where the United States once enjoyed superiority, but we are now increasingly confronted by adversaries.”

    The Tennessee congressman was interested in hearing from witnesses about their assessment of the current threat environment.

    “Our adversaries recognized the foundational role that each of these mission areas play in our defense strategy. They cannot compete with our conventional forces, so they have chosen to target our homeland, hold our space systems at risk, and expand their nuclear arsenals to challenge our deterrent. These threats have been building for some time, but the pace is accelerating.” 

     

    DesJarlais concluded his opening statement with saying that he believes the House Armed Services Strategic Forcessubcommittee is the most important committee in Congress. 

     

    “These growing threats and how we as a nation choose to respond to them is why I really do believe this is the most important subcommittee in Congress.”

  • MIL-OSI USA: Rep. Scholten Votes No on SAVE Act That Threatens Voting Rights for Millions

    WASHINGTON, DC – Today, U.S. Congresswoman Hillary Scholten (MI03) voted against the SAVE Act, legislation passed by House Republicans that, despite its name, would make it harder for millions of eligible Americans to vote—especially women, service members, Native Americans, and rural voters.

    “Let me be clear: only United States citizens should be deciding our elections. Republicans are trying to sell the SAVE Act as a way to stop non-citizens from voting, but we know that’s already illegal. What this bill really does is make it harder for citizens to vote, especially women,” said Rep. Scholten. “This bill doesn’t solve a real problem—it creates one. A busy working mom juggling a job, kids, and everything else life throws at her shouldn’t have to jump through bureaucratic hoops just to exercise her fundamental right to vote. That’s not election security. That’s voter suppression.”

    The SAVE Act would hit married women particularly hard as it requires the name on one’s birth certificate to match the driver’s license exactly. As many as 69 million women could be impacted simply because they changed their last name when they got married. Under this bill, those women could be blocked from registering to vote without a passport, which costs $130. 

    In addition, Military and Tribal IDs would no longer be valid, which would put a steep burden on Native Americans and service members who would be required to submit sensitive military records just to cast a ballot. 

    West Michigan, in particular, is also home to many individuals who were born in the South and came North to find freedom during the Great Migration, who changed their names upon arrival to start a new, more liberated life. Many haven’t been back to the counties they were born in for decades. Under the SAVE Act, they would be forced to track down their original birth certificate from their birth county and jump through unnecessary hoops.  

    Scholten voted no to stand up for every American’s fundamental right to vote—no matter their name, background, or ZIP code.

    Congresswoman’s constituent, Luke Graziani, has been rehired after he was her guest at the President’s address to Congress last month to stand against mass terminations of federal employees; Graziani was among these tens of thousands of laid off workers

    QUEENS, NY – U.S. Rep. Grace Meng (D-Queens) announced today that Luke Graziani, the veteran from Woodside, Queens who was unjustly fired from his job at a New York City veterans hospital, has been reinstated to his position, and is back at work at the James J. Peters VA Medical Center in the Bronx.

    Graziani, 45, was rehired after Meng brought him as her guest to President Trump’s address to a joint session of Congress last month (on March 4) to stand against the ongoing mass firings of federal employees and veterans. He was among these tens of thousands of federal workers that the new administration has unfairly terminated across numerous federal agencies over the past several weeks. 

    Graziani is a 20-year U.S. Army veteran who is a public affairs officer at the hospital. He was abruptly laid off in February and returned to work nearly two weeks ago. Meng had intervened with the United States Department of Veterans Affairs on his behalf urging the agency to reinstate him, and he was rehired after a federal judge last month ordered the Department, and other federal agencies, to reinstate probationary workers who were terminated.

    Prior to working at the medical center, Graziani served two tours in Iraq and two tours in Afghanistan. 

    “I’m glad the Administration has been forced to walk back some of its indiscriminate firings, but people like Luke should have never been terminated,” said Congresswoman Meng. “I am pleased that his attending the President’s speech as my guest sent a powerful message that these mass layoffs of federal workers and veterans is unacceptable. We have not forgotten about the many employees who continue to be impacted, and I renew my call for them to be brought back to the federal workforce.”

    “After the trauma of being terminated through a thoughtless and robotic email, returning to my role at the VA feels like justice has been restored,” said Graziani. “I’m thankful to Congresswoman Meng for giving me space to stand beside her in bringing national attention to these indiscriminate firings. While I’m back doing the work I love—supporting fellow veterans—I remain concerned for dedicated public servants still fighting to regain their positions and for the looming threat of future force reductions.     Graziani is the father of four children and his Woodside home is located in Meng’s congressional district.

  • MIL-OSI USA: MENG HAILS NASA ASTRONAUT – WHO RECENTLY VISITED QUEENS – FOR ARRIVING AT INTERNATIONAL SPACE STATION

    QUEENS, NY – Today, U.S. Rep. Grace Meng (D-Queens) hailed NASA Astronaut Jonny Kim – who recently visited Queens – for arrivingat the International Space Station this morning in his first spaceflight.  

    In October 2022, Meng brought Kim to the borough where he met and spoke with local students at Francis Lewis High School in Fresh Meadows and the Queens College School for Math, Science and Technology in Flushing. Meng and Kim also hosted a luncheon with local Korean American leaders in Flushing.

    During his trip to Queens, Meng introduced him to the students, and Kim talked about becoming an astronaut, space exploration, overcoming challenges and his remarkable life and career.  

    “I remember seeing the excitement from Queens students when Jonny Kim came to their school and how they were inspired by his story,” said Meng. “I’m thrilled to now see him arriving in space and I wish him all the best in this important mission.”

    Kim arrived at the International Space Station with two Russian cosmonauts and is scheduled to stay aboard the orbital outpost for eight months. During the mission, he will conduct scientific research in technology development, Earth science, biology, human research and more. 

    A child of South Korean immigrants, Kim was selected by NASA in 2017 after serving as a U.S. Navy SEAL, receiving the Silver Star and Bronze Star and earning a medical degree from Harvard Medical School. 

    Meng is the top Democrat on the House subcommittee that funds NASA and is proud to have secured money for the space agency to fund missions like these.

    “Every day, over 110 Americans die from gun violence – and the Trump administration is playing musical chairs with the department in charge of enforcing gun safety laws. The ATF needs a director dedicated to the job, and not someone who will split time with another job. By naming U.S. Army Secretary Daniel Driscoll to also lead the ATF, President Trump continues to militarize our law enforcement. Gun crimes like straw purchasing and trafficking have serious and deadly consequences. The ATF must be at full capacity to enforce those laws.”

    WASHINGTON, D.C. – Today, Senators Thom Tillis (R-NC) and Richard Blumenthal (D-CT) introduced the Service Dogs Assisting Veterans (SAVES) Act, bipartisan legislation that would establish a program to award grants to nonprofit organizations to assist them in carrying out programs to provide service dogs to eligible veterans. Joining Senators Tillis and Blumenthal were Senators John Cornyn (R-TX), Dick Durbin (D-IL), Kevin Cramer (R-ND), Elissa Slotkin (D-MI), and Angus King (I-ME). The SAVES Act builds on the Puppies Assisting Wounded Servicemembers (PAWS) for Veterans Therapy Act that was introduced by Senator Tillis and signed into law. 

    “Long after the fighting on the battlefield ends, too many of the courageous servicemembers come home and continue to battle against enemies that many consider just as insidious as those with guns, grenades, and rockets. That is why in 2021, I introduced the PAWS Act that created a pilot program to provide canine training to eligible veterans, but it is clear we must continue to build on that effort to ensure this program is expanded to veterans in need,” said Senator Tillis. “The SAVES Act will allow more veterans who are struggling with the invisible wounds of war to receive service dogs that could ultimately save their lives.     Background

    It is estimated that upwards of 20% of Iraq and Afghanistan war veterans have PTSD and more than 485,000 service members have been diagnosed with at least one traumatic brain injury over the past two decades. As a result, these veterans suffer from alarmingly high rates of depression, anxiety, joblessness, homelessness, substance use disorder and other negative behaviors. Far too often, they resort to taking their own lives – roughly 20 veterans die by suicide each day, nearly one an hour.

    Under the SAVES Act, nonprofit organizations would be required to submit an application to the Secretary that includes a description of the training that will be provided by the organization to eligible veterans; the training of dogs that will serve as service dogs; the aftercare services that the organization will provide for the service dogs and eligible Veteran; the plan for publicizing the availability of service dogs through a marketing campaign; the committee of the organization to have humane standards or animals. Nonprofit organizations would also need to certify that they are accredited by Assistance Dogs International or another widely recognized accreditation organization.

  • MIL-OSI USA: Rep. Panetta Awarded U.S. Navy’s Highest Civilian Honor

    Washington, DC – United States Representative Jimmy Panetta (CA-19), a veteran of the U.S. Naval Reserve, was awarded the Department of the Navy’s Distinguished Public Service Award, the highest honor the Navy can bestow upon a civilian.  The award recognizes Rep. Panetta’s steadfast support of the United States Navy and Marine Corps during his tenure in Congress and his commitment to ensuring that service members have the resources, training, and readiness necessary to protect the nation’s interests.

    Rep. Panetta served in the U.S. Navy, Reserve Component, as an Intelligence Officer.  In 2007, Rep. Panetta was mobilized to active duty and deployed with a special operations task force to Afghanistan in support of Operation Enduring Freedom.  Based on his meritorious service in a combat zone, then Lieutenant Panetta and was awarded the Bronze Star. 

    Upon returning home, Rep. Panetta continued his advocacy for our men and women who served in uniform by working with homeless veterans at the Veterans Transition Center, and leading the effort to establish the first Veterans Treatment Court in Monterey County, as well as the Central Coast Veterans Cemetery on the former Fort Ord.

    As the U.S. Representative for California’s 19th Congressional District, Rep. Panetta works hard to support and bolster the 17 defense installations, including five naval installations, in his district.  Those installations include the Naval Postgraduate School, Naval Support Activity Monterey, Fleet Meteorology Center, Naval Research Lab, Coast Guard Station Monterey.  The installations of California’s 19th Congressional District boast more than 15,000 military personnel and their families and help boost the local economy by $2.6 billion each year.

    In the FY2025 National Defense Authorization Act (NDAA), Rep. Panetta secured funding for the new Naval Innovation Center in Monterey, established a pilot program to send noncommissioned officers from the Army and Navy to the Naval Postgraduate School, and directed a regenerative grazing pilot program and Navy and Marine Corps installations, among other key quality of life provisions.

    Through previous NDAAs, Rep. He was joined by Susan Post, Chief Executive Officer of Esperanza Health Center, and Suzanne O’Grady Laurito, Director of Catholic Housing and Community Services at the Archdiocese of Philadelphia.

    At the press conference, Congressman Boyle, Ranking Member of the House Budget Committee, warned that the Republican budget would make the largest Medicaid cuts in US history, even as it proposes massive handouts for billionaires. The event also spotlighted the story of a 64-year-old Navy veteran from Northeast Philadelphia who receives in-home care through Medicaid, allowing him to live with dignity.

    “In Philadelphia, well over half a million people get their health care from Medicaid. This is the greatest threat to Medicaid in the history of its existence. And why? To pay for tax cuts for the top 1% — it is absolutely unconscionable,” said Congressman Boyle. “The bill that already passed out of the House of Representatives included over $800 billion worth of cuts to Medicaid — the largest cuts to Medicaid in American history. Now the good news is that that was just the beginning of the process, not the end of it. As soon  as we’re done here, I will be hopping on a train to go to Washington, DC, where as the Ranking Member of the Budget Committee, I have been asked to lead the opposition to these Medicaid cuts.”

    In the geographical area that Esparanza takes care of, which is about a three-mile radius from here, we have a population that’s almost 400,000 people. And of those 400,000, almost 200,000 of them rely on Medicaid insurance for all of their health care needs,” said Susan Post, Chief Executive Officer of Esperanza Health Center. “I also live in North Philly. I’ve lived here 25 years. These are not just a statistic, these are actual people, people that I love … thank you so much, Congressman Boyle, for your concern about this important, devastating situation for us here in North Philadelphia.”

    “Medicaid is not just a health care program, although that is critical, but it is a lifeline for many we serve. It’s the thread that holds stability, independence, and dignity together,” said Suzanne O’Grady Laurito, Director of Catholic Housing and Community Services at the Archdiocese of Philadelphia. “We stand with Congressman Boyle today to protect and preserve Medicaid.   • MIL-OSI USA: Jayapal, Welch Raise Alarm Over Escalating Violence in West Bank, Assault of Hamdan Ballal

    WASHINGTON, DC — U.S. Representative Pramila Jayapal (WA-07) and U.S. Senator Peter Welch (D-VT) are raising the alarm over escalating violence in the West Bank, especially following the violent assault of Palestinian filmmaker Hamdan Ballal, an Oscar-winning co-director of the documentary, No Other Land. The letter demands President Trump reinstate sanctions against individuals who perpetrate violence that undermines regional stability and security in the West Bank.

    “The assault on Mr. Ballal occurred against the backdrop of intensified Israeli military operations across the West Bank,” wrote the Members. “Given the gravity of this attack and its implications on the ability of Palestinian civilians to advocate for self-determination peacefully, the U.S. must put pressure on the Israeli government to hold perpetrators accountable.”

    On March 24, 2025, Ballal was attacked by a group of Israeli settlers in the village of Susiya in the occupied West Bank. The account of the attack from the Israel Defense Forces (IDF) differs greatly from witness reports, which also claim that the IDF did not intervene and instead handcuffed Ballal after he sustained serious injuries.  

    “Given Mr. Ballal’s platform, we are especially concerned that this violent attack and failure to hold his

    perpetrators accountable suppresses his freedom of speech and those who tell Palestinian stories,” continued the Members. “While it is important to dismantle militant cells in the West Bank that

    threaten the security of the Israeli people, we are concerned recent Israeli operations have

    disproportionately impacted Palestinian civilians.”

    This assault occurred as tensions continue to rise in the occupied West Bank during intensified military operations by the IDF forces. Since January, operations have displaced more than 40,000 Palestinians. 

    Ballal is a director of the Oscar-winning documentary, No Other Land, which chronicles how difficult life is for Palestinians under occupation.
