      BEIJING, April 9 (Xinhua) — The U.S. arms sales to Taiwan cannot change the situation concerning military strength across the Taiwan Strait, much less impede China’s reunification, a Chinese military spokesperson said on Wednesday.

      Zhang Xiaogang, a spokesman for the Ministry of National Defense, made the remarks in response to the latest sale of U.S. weaponry to Taiwan.

      According to media reports, Taiwan has received one F-16V fighter jet and another 65 are to be delivered before the end of 2026.

      The arms sales added to U.S. double-standard acts that breach the one-China principle and the three China-U.S. joint communiqués, interfere in China’s internal affairs and undermine stability in the Strait, Zhang said.

      The Chinese People’s Liberation Army will continue to intensify training of its troops, enhance combat preparedness and thwart secessionist activities to smash “Taiwan independence” and external interference attempts, Zhang said in response to another media inquiry.

      BEIJING, Apr. 9 — “At the invitation of the Pakistani military, the Chinese PLA Army will send a detachment to Pakistan to participate in the Pakistan Army Team Spirit (PATS) 2025 international military skills competition in early and mid-April,” said Senior Colonel Zhang Xiaogang, spokesperson for China’s Ministry of National Defense, at a press briefing on Wednesday.

      According to the spokesperson, the PATS 2025 mainly includes nighttime reconnaissance and infiltration, ambush and counter-ambush operation, combat swimming and other contests. It aims to test and improve the combat capabilities of the participating troops, and strengthen exchanges and mutual trust among the militaries of participating countries.

    100 talented young people from Lancashire complete Strategic Command’s Bursary programme, helping to develop valuable cyber capabilities for the UK.

    At a recognition ceremony, students from four Lancashire colleges graduated from the programme, each receiving a certificate acknowledging their hard work and newly acquired expertise, marking an important step in their journey toward cyber careers. 

    Kerry Harrison, Lead for the Lancashire Digital Skills Partnership, part of the Lancashire Skills and Employment Hub, said:

    This bursary has opened doors for 100 young Lancashire students to careers they hadn’t imagined. By working with Strategic Command, local colleges and industry, we’ve helped these talented young people gain valuable technical cyber and wider work ready skills that benefit both our regional economy and national security. Their success shows what we can achieve when government, education and business collaborating to tackle the digital skills gap.

    The celebration event featured career-focussed activities for students to explore their future options, including a jobs marketplace showcasing apprenticeships and internships, networking training and activities with the armed forces esports teams. Representatives from the National Cyber Force spoke about real-world cyber opportunities, putting the students at the centre of conversations about their potential careers. 

    Every student received a certificate detailing the activities they completed and the valuable work-ready skills they acquired through the Work Ready Lancashire project. Some students received additional recognition for their achievements. From each college, one student received the Immersive Labs Top Student Award for dedicating the most hours to their training, while two students earned Spotlight Awards for outstanding dedication throughout the programme.

This location serves as a launchpad for promising students to enter government departments, defence organisations and businesses working in the cyber sector. 

    The programme’s success stems from partnerships with the Lancashire Skills and Employment Hub, local colleges, and industry partners who provide students with hands-on experience tackling real cyber challenges. The Digital Bursary is part of Strategic Command’s wider work to build cyber talent, which includes the Cyber Direct Entry programme. By bringing together education, industry and government, Strategic Command is building the diverse and skilled workforce needed to protect the UK’s digital future.

    UK Government announces landmark NI Troubles archives projects

    The Secretary of State for Northern Ireland, Hilary Benn MP, has today (9 April) set out the details of two landmark archival projects relating to the Troubles.

    • Two archival projects seek to provide greater accessibility, transparency and understanding of UK Government policy during the Troubles.
    • The announcement follows the appointment of an independent expert advisory panel to make recommendations on key details of the archival research project.
    • As part of the Government’s commitment to support efforts to address the legacy of the Troubles, these projects will now be taken forward to the implementation stage.

    The Secretary of State for Northern Ireland, Hilary Benn MP, has today set out the details of two landmark archival projects relating to the Troubles.

    The first is a project to digitise and publish open UK Government records relating to the NI Troubles in collaboration with The National Archives. This will broaden access by publishing digital copies of paper records that have previously only been available by visiting The National Archives at Kew, making them free to view online.

    The second is an archival research project, which will see official historians appointed, following a transparent and independent recruitment process, to research UK Government policy towards Northern Ireland during the Troubles. They will be given full access to UK state archives. 

    These projects will provide a unique resource for anyone interested in the history of the Troubles and government policy. They will seek to build public confidence through greater accessibility and transparency, and provide a deeper understanding of UK Government policy and decision making on Northern Ireland during the Troubles.

    Speaking during a visit to The National Archives at Kew, the Secretary of State said:

    I am pleased to support work by The National Archives to digitise and publish key records relating to this complex period in our history. I have seen today examples of the records digitisation process and look forward to the first records in this project being published in the autumn.

    I am also grateful to members of the academic advisory panel for lending their expertise to the important archival research project, and I have every confidence that they will ensure it is conducted to the highest academic standards. Their first task will be to identify highly qualified and independently-minded historians via open competition, and I would encourage anyone interested in this project to find out more on their website. 

    Taken together, these projects will provide an invaluable resource for the public, journalists, educational institutions, researchers, and academics, making information about this period in Northern Ireland’s history more accessible, and so making government decision-making more transparent.

    1. The previous Government originally announced these two non-legislative Northern Ireland Legacy initiatives – an Official History granting independent historians privileged access to state archives and a Digitisation Project, making open Government records relating to the Northern Ireland Troubles readily available to all, virtually and free of charge.
    2. An initial phase of the digitisation project took place in May 2023 with the launch of a stand-alone digital resource hosted on the The National Archives website, which brought together a selection of key documents from the Major and Blair Governments to mark the 25th anniversary of the Good Friday Agreement.

Previous examples of official histories include the Official History of the Falklands Campaign (published in 2007)  and the Official History of the Royal Navy in World War II (published in volumes between 1954 and 1961). 
    5. In 2008, the previous Labour Government commissioned Sir Joseph Pilling to review the Official History series. Sir Joseph made a number of recommendations to increase the transparency and relevance of the programme, and the report is published here. 
    6. The Government has appointed an independent expert advisory panel to make recommendations on key details of this project. The panel consists of Lord Paul Bew (Emeritus Professor of Politics at Queen’s University Belfast); Professor Caoimhe Nic Dháibhéid (Senior Lecturer in Modern History at University of Sheffield); Professor Henry Patterson (Emeritus Professor of Politics at the University of Ulster); Dr Edward Burke (Assistant Professor in the History of War, University College Dublin); Professor Richard Bourke (Professor of the History of Political Thought, University of Cambridge); Professor Helen Parr (Professor of Modern and Contemporary History, Keele University); Professor Ian McBride (Foster Professor of Irish History, Oxford University).

  • MIL-OSI USA: Testimony on the Congressional Budget Office’s Request for Appropriations for Fiscal Year 2026

    Chairman Valadao, Ranking Member Espaillat, and Members of the Subcommittee, thank you for the opportunity to present the Congressional Budget Office’s budget request. CBO requests appropriations of $75.8 million for fiscal year 2026. Most of that amount—86.6 percent—would be for pay and benefits; 9.8 percent would be for information technology (IT); and 3.6 percent would be for training, expert consultant services, office supplies, and other items. The requested amount is an increase of $5.8 million, or 8.2 percent, above the funding provided for this year.

    Of the increase, 52 percent would primarily cover increases in current employees’ salaries and benefits and would enable CBO to expand its staff in key areas of Congressional interest. The remaining 48 percent would address increased costs to enhance the agency’s cybersecurity and IT infrastructure; such improvements are critical to protecting sensitive data and improving the agency’s computing power for analyzing complex data sets. CBO is prioritizing advancements in a security strategy called zero trust architecture, which requires verification before allowing access to any user or device.

    The requested budget is based on continued strong interest in CBO’s work from the Congressional leadership, committees, and Members. In 2024, CBO published about 1,100 cost estimates for legislation and devoted significant resources to analyzing the Servicemember Quality of Life Improvement and National Defense Authorization Act for Fiscal Year 2025 (Public Law 118-159); the Consolidated Appropriations Act, 2024 (P.L. 118-42); the Further Consolidated Appropriations Act, 2024 (P.L. 118-47); and H.R. 8467, the Farm, Food, and National Security Act of 2024. For those bills and many others, the agency also fulfilled thousands of requests for technical assistance. In addition, CBO prepared dozens of reports, many at the request of Chairs or Ranking Members of Congressional committees.

    CBO will provide many estimates and a large amount of technical assistance to the 119th Congress as lawmakers consider significant legislative initiatives. With additional resources, the agency could provide even more. Under the funding provided for this year, CBO will maintain its staffing at about 270 employees and focus on the highest priority current needs, including preparing cost estimates, providing technical assistance as the Congress crafts legislation, and analyzing the economic and dynamic budgetary effects of proposed policies. CBO will reduce expenditures elsewhere, by deferring hiring for some positions and deferring some activities, including not undertaking some longer-term improvements in its IT infrastructure.

    The fiscal year 2026 request would allow CBO to grow to 285 employees. That number would allow the agency to better meet its responsibilities under the Congressional Budget Act. The request also would allow for IT enhancements, including some currently on hold.

    Of the 15 additional staff members CBO would hire in 2026:

    • 9 would improve CBO’s capabilities to provide timely analysis of changes to health care programs, border security, credit programs (like student loans), and the U.S. population (particularly because of changes in immigration) and of dynamic policy effects (that is, determining how changes in fiscal policies would affect the economy and how those economic changes would, in turn, affect the federal budget);
    • 2 would enhance CBO’s responsiveness in producing cost estimates and providing technical assistance in the legislative process;
    • 1 would be an addition to the agency’s editing staff to enhance the readability and accessibility of CBO’s materials;
    • 1 would provide increased legal assistance;
    • 1 would enhance CBO’s IT security; and
    • 1 would boost outreach to Congressional staff and the press.

    CBO plans to use expert consultants more than it has in the past—enabling the agency to shift to the Congress’s key areas of focus more easily and to be more nimble in conducting facility management, work in IT, and financial management.

    New accommodation completed for soldiers in Bicester

    A major investment programme to improve living conditions across the army estate has delivered new accommodation for soldiers at St George’s Barracks, Bicester.

    The new Single Living Accommodation (SLA) block, constructed using Modern Methods of Construction (MMC), provides 72 ensuite single bed spaces, kitchen and diner facilities, utility rooms and furnished communal space for Junior Rank soldiers. The project was funded under the army’s SLA programme and delivered by the Defence Infrastructure Organisation (DIO), contracting to off-site construction specialists Reds10 and engineering consultants Arcadis. 

    The modular, sustainable SLA features solar energy harvesting, air source heat pumps and a SMART building management system, which processes data from an array of sensors and equipment to monitor energy consumption and to ensure the building runs as efficiently as possible.

    At the formal opening of the Junior Ranks block on 24 March, Brigadier Peter Quaite OBE, Head of Infrastructure Plans, Army Basing and Infrastructure said:

    As a key part of our long-term investment programme, we are embracing modern methods of construction to enable us to build faster, while providing a better standard of living space for our people and improving the sustainability of our estate. This new, energy-efficient building has been designed using soldier feedback to ensure it meets their specific needs and showcases the impressive standard of accommodation we are committed to delivering.

    It is excellent to see the result of significant investment at St George’s Barracks to deliver better accommodation for our soldiers and provide modern living facilities that meet their needs.   • MIL-OSI China: MOFA response to European Parliament resolutions expressing concern over China’s escalation of Taiwan Strait tensions and supporting the deepening of Taiwan-EU cooperation

    The European Parliament on April 2 voted overwhelmingly to adopt resolutions on annual reports on the implementation of the European Union Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP). The resolutions once again reiterated concern over China’s escalation of tensions across the Taiwan Strait and expressed support for further deepening comprehensive Taiwan-EU cooperation and exchanges. The Ministry of Foreign Affairs (MOFA) sincerely welcomes and appreciates these resolutions.

    The CFSP resolution pointed out that the center of gravity in the global order was shifting towards the Indo-Pacific and that the European Union must strengthen its active role and presence in the region to safeguard peace, freedom, and stability and uphold the rules-based international order. It stated that Taiwan was a key democratic partner for the European Union in the Indo-Pacific region and urged the European Union and its member states to engage in closer cooperation with Taiwan in order to further boost economic, trade, and investment ties. The resolution also encouraged the European Commission to launch, without delay, preparatory measures for negotiations on an investment agreement with Taiwan.

    Furthermore, the European Parliament strongly condemned China’s continued military provocations against Taiwan and China’s continuous distortion of UN General Assembly Resolution 2758 aimed at blocking Taiwan’s meaningful international participation. It stressed that China’s territorial claims over Taiwan had no basis in international law and that only Taiwan’s democratically elected government could represent the Taiwanese people. 

    The European Parliament called on the European Union and its member states to ensure, through clear and consistent signaling, that any attempt to unilaterally change the status quo across the Taiwan Strait, particularly by means of force or coercion, could not be accepted and would have high costs. It also urged the European Commission and EU member states to formulate a coordinated response strategy to the situation across the Taiwan Strait and to regularly provide impact assessments to the European Parliament concerning the latest developments. 

    Meanwhile, the CSDP resolution strongly condemned hostile acts conducted by China against Taiwan, including an increasing number of cyberattacks, influence campaigns, the entry of Chinese warplanes into Taiwan’s air defense identification zone, and the severing of subsea cables. It reaffirmed the European Union’s strong commitment to preserving the status quo across the Taiwan Strait, lauded the restraint and disciplined reaction of the Taiwan government, and called on China to exercise restraint and avoid any actions that may further escalate cross-strait tensions. 

    The resolution also underlined the strategic significance of the Indo-Pacific region within the European Union’s defense framework and urged awareness of Taiwan’s leading role in high-tech development and extensive experience defending itself against China’s hybrid attacks and disinformation. It called for regular exchanges between the European Union and Taiwan on relevant security issues, as well as for Taiwan and the European Union to share information about incidents related to the severing of undersea cables. It added that Taiwan should be a key part of the European Union’s considerations in advancing multilateral cooperation and capacity building in the Indo-Pacific. 

    In a gesture of great significance, the European Parliament on October 24 last year overwhelmingly voted in favor of a resolution on the misinterpretation of UN General Assembly Resolution 2758 by the People’s Republic of China and its continuous military provocations around Taiwan. This demonstrated strong consensus and firm support for Taiwan across the various parties of the 10th-term European Parliament. 

    Minister of Foreign Affairs Lin Chia-lung expresses sincere and deep gratitude to the European Parliament for its continued concrete actions in deepening the Taiwan-EU partnership and emphasizing its firm stance on upholding peace and stability across the Taiwan Strait.     Lusaka (Agenzia Fides) – “Constitutional reform is not a priority but, on the contrary, constitutes a mass distraction from the nation’s real problems.” This is the meaning of the statement by the Archdiocese of Lusaka Presbyteral Council on the proposed constitutional amendments announced on September 13 of last year by President Hakainde Hichilema.”The Archdiocese of Lusaka Presbyteral Council notes with dismay and concern the government’s persistent strategy to divert the population’s attention from important and urgent national issues by using, among other strategies, the proposal of constitutional amendments,” says the statement published on the official account of the Archdiocese of Lusaka. Among the “important and urgent national issues,” the Archdiocese of Lusaka Presbyteral Council lists: “The high cost of living, the crippling energy crisis, food insecurity, youth unemployment, divisive politics, reduced revenues from the mining sector, increased arrests and illegal detention of opposition politicians, selective efforts to combat corruption, nepotism, a lack of medicines, and the deplorable state of health facilities.””Therefore, constitutional amendment is not a national priority in the current context and time.” The Council urges “the government to immediately abandon the proposed constitutional amendments and instead focus on the pressing national issues of concern to the majority of Zambians.”After recalling that the current government majority contributed to drafting the Constitution that came into effect in 2016, the statement asserts that “we are not facing a constitutional crisis, nor a compelling historical opportunity or event that justifies amending the Republican Constitution. In fact, this government has failed to keep its political promises!” The statement by the Archdiocese of Lusaka Presbyteral Council prompted a stance from several lay members of the faithful who serve in President Hakainde Hichilema’s cabinet. In a reply signed, among others, by Defense Minister Ambrose Lufuma, the Catholic lay members of the government stated: “We, members of the Roman Catholic Church in the Archdiocese of Lusaka, who also hold various government positions, wish to express our deep dismay at the letter in circulation, presumably written by the Archdiocese of Lusaka Presbyteral Council, regarding the proposed constitutional amendments.   • MIL-Evening Report: Politics with Michelle Grattan: Hugh White on what the next PM should tell Trump and defending Australia – without the US

    The Trump ascendancy has forced international economic issues and the future strategic outlook onto the Australian election agenda, even if they are at the margins.

    This campaign – while dominated by domestic issues, notably the cost of living – is being conducted against the background of an extraordinarily volatile external situation, with major implications for Australia’s future.

    To discuss these issues, we were joined on the podcast by Hugh White, Emeritus Professor of Strategic Studies at the Australian National University. White is one of Australia’s foremost thinkers on defence policy, China and the region. His long career includes serving as an adviser to then federal defence minister Kim Beazley.

    White regards US President Donald Trump as a “revolutionary figure”:

    I think Trump is a genuinely revolutionary character, and not just his impact on American domestic politics and economics, I also think he has a huge impact on global strategic affairs. And the reason for that is that he does have a fundamentally different view of America’s place in the world than that of what we might call a Washington establishment.

    Donald Trump is really a kind of an old-fashioned isolationist. That is, he believes America’s strategic focus should be on the Western Hemisphere […] For example, in Ukraine he’s happy to see Russia assert itself as a great power in Eastern Europe. In Asia, I think, despite his reputation as a China hawk on economic issues, he doesn’t have any problem with China asserting itself as a great power in East Asia. He’s for these other great powers to dominate their backyards, just the way he wants America to dominate its backyard in the Western Hemisphere.

    Yet White doesn’t believe either Labor or the Coalition is taking defence seriously in this election.

    It’s not being treated as a real issue in the campaign, and that’s because both sides have determined that it won’t, and what underpins that is the absolutely rock-solid bipartisanship between the two of them on every significant issue. And I think that’s a very serious problem for Australia because at a time when our strategic circumstances are changing dramatically […] neither side has any inclination to have a serious conversation about what that means, why it’s happening, what we should be doing about it,

    A lot of the blame for that lies with the Labor Party, because it seems to me Labor’s political approach to the whole question of foreign affairs and defence for a very long time now has focused on minimising differences with the Coalition.

    While White agrees Australia needs new submarines, and quickly, he doesn’t think they should be nuclear-powered, as promised under AUKUS. He thinks we should leave AUKUS.

    We should have started building replacements for the [Collins-class submarine] around about 2010 or 2012. So we’re well over a decade late and I do think there’s a real risk that we’re going to lose our submarine capability altogether. But the way to solve that is not to push ahead spending billions and billions of dollars on a project which, even if it works, delivers the submarines we don’t need, and which is very unlikely to deliver any submarines at all.

    We’re past looking for a perfect submarine. We just need to get any submarine at all so we can keep some capability running and then once we have that running, we need to have a really focused programme. We need ministers to really tell Defence what to do, focus programmes to develop a follow on to the Collins-class design, because that’s the design we already know best in the world and to start building a new class of evolved Collins.

    After the May 3 election, when the next prime minister meets the US president to talk trade, defence and more, what should Anthony Albanese or Peter Dutton tell Trump? White says:

    Trump is very hard to handle. I don’t think there’s any magic formula that an Australian prime minister can utter, which makes Trump into either a more acceptable, economic partner for Australia or a more reliable strategic partner for Australia, because the forces that are driving America out of Asia are much bigger than Donald Trump.

    The most important thing an Australian political leader could say to Trump when he first meets him is, look, we understand where you’re coming from. We are happy to take responsibility for our own security. We don’t expect you to stay engaged in Asia to look after us in future. What we want you to do is to help us manage that transition as best we can and we’re prepared to pay for what we get.

    Swedish Minister for Defence Pål Jonson stated in response to a question from Member of the Riksdag Björn Söder on April 2 that the security of Europe and Asia was closely linked, that Sweden and the European Union were paying close attention to peace and security in the Indo-Pacific region, that China’s actions towards Taiwan were worrying, and that military threats were unacceptable. Sweden reiterated that differences across the Taiwan Strait must be resolved peacefully and that the will of the Taiwanese people must be respected.

    Minister of Foreign Affairs Lin Chia-lung sincerely thanks the Swedish government for monitoring cross-strait peace and stability and expresses Taiwan’s hope of continuing to deepen relations with Sweden through long-term and comprehensive cooperation.     The Inter-Parliamentary Alliance on China (IPAC) issued a statement on April 4 strongly condemning Beijing’s recent military exercises around Taiwan. It pointed out that the actions of China’s People’s Liberation Army (PLA) Eastern Theater Command were escalatory, provocative, and without justification. It also stated that Beijing’s calculated escalations around Taiwan had gone on for far too long and that the international community could not stand idly by as the cross-strait status quo was eroded, harming the people of Taiwan and global stability. It added that Taiwan’s security was inextricably linked to the security of the global economy. IPAC called on governments worldwide to condemn the PLA’s military activities and violent rhetoric and reiterated its appeal to the international community to develop a coordinated response plan to prevent the situation from further deteriorating.

    The IPAC statement has already been signed by 43 members of parliament as well as prominent political figures from 25 countries and the European Parliament, underscoring a high degree of international consensus on the importance of maintaining peace and stability across the Taiwan Strait.

    April 3, 2025The European Parliament on April 2 voted overwhelmingly to adopt resolutions on annual reports on the implementation of the European Union Common Foreign and Security Policy (CFSP) and Common Security and Defence Policy (CSDP). The resolutions once again reiterated concern over China’s escalation of tensions across the Taiwan Strait and expressed support for further deepening comprehensive Taiwan-EU cooperation and exchanges. The Ministry of Foreign Affairs (MOFA) sincerely welcomes and appreciates these resolutions.The CFSP resolution pointed out that the center of gravity in the global order was shifting towards the Indo-Pacific and that the European Union must strengthen its active role and presence in the region to safeguard peace, freedom, and stability and uphold the rules-based international order. It stated that Taiwan was a key democratic partner for the European Union in the Indo-Pacific region and urged the European Union and its member states to engage in closer cooperation with Taiwan in order to further boost economic, trade, and investment ties. The resolution also encouraged the European Commission to launch, without delay, preparatory measures for negotiations on an investment agreement with Taiwan.Furthermore, the European Parliament strongly condemned China’s continued military provocations against Taiwan and China’s continuous distortion of UN General Assembly Resolution 2758 aimed at blocking Taiwan’s meaningful international participation. It stressed that China’s territorial claims over Taiwan had no basis in international law and that only Taiwan’s democratically elected government could represent the Taiwanese people. The European Parliament called on the European Union and its member states to ensure, through clear and consistent signaling, that any attempt to unilaterally change the status quo across the Taiwan Strait, particularly by means of force or coercion, could not be accepted and would have high costs. It also urged the European Commission and EU member states to formulate a coordinated response strategy to the situation across the Taiwan Strait and to regularly provide impact assessments to the European Parliament concerning the latest developments. Meanwhile, the CSDP resolution strongly condemned hostile acts conducted by China against Taiwan, including an increasing number of cyberattacks, influence campaigns, the entry of Chinese warplanes into Taiwan’s air defense identification zone, and the severing of subsea cables. It reaffirmed the European Union’s strong commitment to preserving the status quo across the Taiwan Strait, lauded the restraint and disciplined reaction of the Taiwan government, and called on China to exercise restraint and avoid any actions that may further escalate cross-strait tensions. The resolution also underlined the strategic significance of the Indo-Pacific region within the European Union’s defense framework and urged awareness of Taiwan’s leading role in high-tech development and extensive experience defending itself against China’s hybrid attacks and disinformation. It called for regular exchanges between the European Union and Taiwan on relevant security issues, as well as for Taiwan and the European Union to share information about incidents related to the severing of undersea cables. It added that Taiwan should be a key part of the European Union’s considerations in advancing multilateral cooperation and capacity building in the Indo-Pacific. In a gesture of great significance, the European Parliament on October 24 last year overwhelmingly voted in favor of a resolution on the misinterpretation of UN General Assembly Resolution 2758 by the People’s Republic of China and its continuous military provocations around Taiwan.     Swedish Minister for Defence Pål Jonson stated in response to a question from Member of the Riksdag Björn Söder on April 2 that the security of Europe and Asia was closely linked, that Sweden and the European Union were paying close attention to peace and security in the Indo-Pacific region, that China’s actions towards Taiwan were worrying, and that military threats were unacceptable. Sweden reiterated that differences across the Taiwan Strait must be resolved peacefully and that the will of the Taiwanese people must be respected.

    The Inter-Parliamentary Alliance on China (IPAC) issued a statement on April 4 strongly condemning Beijing’s recent military exercises around Taiwan. It pointed out that the actions of China’s People’s Liberation Army (PLA) Eastern Theater Command were escalatory, provocative, and without justification. It also stated that Beijing’s calculated escalations around Taiwan had gone on for far too long and that the international community could not stand idly by as the cross-strait status quo was eroded, harming the people of Taiwan and global stability. It added that Taiwan’s security was inextricably linked to the security of the global economy. IPAC called on governments worldwide to condemn the PLA’s military activities and violent rhetoric and reiterated its appeal to the international community to develop a coordinated response plan to prevent the situation from further deteriorating.

    The IPAC statement has already been signed by 43 members of parliament as well as prominent political figures from 25 countries and the European Parliament, underscoring a high degree of international consensus on the importance of maintaining peace and stability across the Taiwan Strait.

      BEIJING, April 9 — “On the pretext of honoring bilateral treaties, the US is meddling in the South China Sea issue, undermining China’s territorial sovereignty and maritime rights and interests, and attempting to threat and coerce China. This approach will simply not work,” said Senior Colonel Zhang Xiaogang, spokesperson for China’s Ministry of National Defense (MND), at a press briefing on Wednesday.

      It is reported that the US Secretary of Defense reiterated US commitment to the US-Philippines Mutual Defense Treaty to counter “China threat” on his visit to the Philippines. During his visit, the Philippines, the US and Japan conducted a joint patrol in the South China Sea. Recently, the US approved selling F-16 fighter jets to the Philippines.

      When being asked to share comment, the Chinese defense spokesperson pointed out that the Philippine side has repeatedly made infringements and provocations against China. Outside countries led by the US have made continued efforts to destabilize the South China Sea through playing up tensions and providing weapons.

      “It fully exposed their true intention of making troubles in the region. To the Philippine side, relying on foreign support to ‘make waves at sea’ will backfire and being a pawn will only be used and discarded,” added the spokesperson.

      In the end, the spokesperson urged the Philippine side to give up unrealistic illusions and come back to the right track of dialogue and negotiation at an early date.

    On April 9, 1945, during the East Prussian Operation, troops of the 3rd Belorussian Front under the command of Marshal of the Soviet Union Alexander Vasilevsky stormed and captured the fortress city of Königsberg.

    It was not for nothing that the ancient German city was considered the stronghold of East Prussia. Shortly before the start of World War II, the fortress was modernized, equipped with the most modern military equipment, food and ammunition warehouses. The old forts were also strengthened, and anti-tank ditches and hundreds of pillboxes connected by underground passages were built along the perimeter. Documentation on the number of German troops defending the city was lost, but in all likelihood the group numbered at least 100 thousand people, supplemented by police and the Volkssturm – the people’s militia.

    As for the Volksturm, the situation here echoes the current state of affairs in Ukraine, where citizens are mobilized by force, seized right on the streets. In Germany in 1945, an order was issued stating that all men between the ages of 16 and 60 were required to report to mobilization points. In case of evasion, civilians faced a military field court. The mobilized were given uniforms, rifles, and sent into battle without any training. And there was no shortage of civilians in Königsberg. Gauleiter of East Prussia Erich Koch forbade the evacuation of the civilian population, since he saw no reason for this literally until the approach of Soviet troops to the city borders.

    The Red Army’s offensive on Königsberg began on April 6, 1945. Not all of Vasilevsky’s forces were used for it. The marshal formed assault detachments and groups totaling about 25,000 men, which included the most experienced fighters from rifle companies, engineering brigades, and chemical battalions – flamethrowers. The groups also included one or two tanks, several artillery pieces, and platoons of machine gunners and mortarmen.

    Despite fierce German resistance, Hitler’s order to hold the city to the last soldier, and the brutal actions of SS and Gestapo brigades shooting soldiers who tried to escape or surrender, Königsberg capitulated 81 hours after the assault began.

    The fortress commandant, General Otto Lasch, signed the corresponding document on April 9 at 21:30, but the resistance of individual groups of Wehrmacht soldiers continued until the next day, which is why the reverse side of the medal “For the Capture of Königsberg” bears the date April 10, 1945. Incidentally, this is the only medal of the USSR established for the capture of a city other than the capital.

    235 participants in the assault on Königsberg were awarded the title Hero of the Soviet Union, 156 regiments, divisions, and corps were awarded orders, and 98 units were named “Königsberg”. In honor of the capture of the city, a salute was given with 24 artillery salvos from 324 guns.

    On September 30, 1945, a monument to 1,200 guardsmen who died during the assault was ceremoniously unveiled in Königsberg at the site of a mass grave. It is the first monument in the Soviet Union to perpetuate the memory of soldiers who died in the Great Patriotic War.

    Georgy Lagunov is a junior sergeant, a DShK heavy machine gunner, a candidate of economic sciences, associate professor, and a leading research fellow at the Research Laboratory. He was an Honored Worker of Higher Professional Education of the Russian Federation. He served in the Red Army from 1943 to 1945, a resident of besieged Leningrad and a participant in the defense of the city, awarded with the appropriate awards. On the day of crossing the border with Germany, he was seriously wounded in the arm and leg by a shell explosion. After an eight-month course of treatment, he was declared unfit for further service. After the war, he studied at the Leningrad Electrical Machine-Building College at the S.M. Kirov Electrosila Plant, the All-Union Correspondence Economic Institute, and the correspondence postgraduate program at MIEI. Since 1958, he worked at the Research Laboratory of Economics and Organization of Production of the Moscow City Council of National Economy, which was formed that year at MIEI. A number of the laboratory’s works were awarded medals of the All-Russian Exhibition Centre, including a gold one, and prizes and certificates of the USSR Ministry of Higher and Secondary Specialized Education. Later, he became an associate professor of the Department of National Economic Planning and eventually worked at our university for over 30 years.

    Königsberg was transferred under the jurisdiction of the USSR after the end of World War II, and in 1946 it was renamed Kaliningrad, and remains an integral part of the Russian Federation to this day.

  • MIL-OSI China: Chinese rescue teams complete mission in Myanmar

    The China Search and Rescue Team, the China International Search and Rescue Team, and the search and rescue team from the Hong Kong Special Administrative Region left Myanmar on Wednesday after completing their mission in the earthquake-stricken areas.

    Before their departure, a ceremony was held at Myanmar’s Social Welfare, Relief and Resettlement Ministry. Soe Win, vice chairman of the State Administration Council, presented a letter of gratitude to the Chinese teams.

    The teams have boarded four Chinese Air Force planes to return home from Myanmar’s capital Nay Pyi Taw.

    Myanmar’s Deputy Minister for Foreign Affairs U Lwin Oo, and Cao Jing, chargé d’affaires of the Chinese Embassy in Myanmar, saw them off at the airport.

    Espoo, Finland – Nokia, Telia and the Finnish Defense Forces have successfully conducted the world’s first seamless 5G standalone slice handover between multiple countries in a live network. This groundbreaking trial, carried out in Finland in March, represents a significant milestone in advancing critical 5G capabilities for defense and other mission critical industries.

    The test, conducted as part of a Nordic exercise with the Finnish Defense Forces, demonstrated a continuous and secure data connection over a 5G standalone slice while moving across three separate networks in three different countries. This capability is crucial for modern defense forces, as military personnel increasingly operate in coalitions beyond their national territories while requiring uninterrupted access to mission-critical applications and services.

Additionally, Nokia’s intelligent network management system, MantaRay NM, provided a consolidated network view, optimizing monitoring and management.

  • MIL-OSI USA: Norton Announces Community Project Funding Application Process

    WASHINGTON, D.C. — Congresswoman Eleanor Holmes Norton (D-DC) today announced the process for applying to her office for Community Project Funding, formerly known as earmarks, for fiscal year 2026 (FY26). For a Community Project Funding request to be considered, eligible entities must submit an application by 5:00 p.m. on Monday, April 21st to NortonCommunityProjectFunding@mail.house.gov.

    Under the House Committee on Appropriations’ eligibility requirements for FY26, only governmental entities and public institutions of higher education will be eligible for projects under the T-HUD Economic Development Initiatives program. Memorials, museums, and commemoratives (i.e., projects named for an individual or entity) are not eligible for Community Project Funding. The subcommittees’ requirements can be found here. All projects that were included in House Reports for Fiscal Year 2025 are eligible in Fiscal Year 2026 but must be resubmitted for consideration.

    Late or incomplete applications, including applications that do not provide the information required by the relevant subcommittee, will not be considered. The project must be located in the District of Columbia.

    An application consists of all the information about the entity and project required by the applicable subcommittee, as well as the following:

    • Name of the recipient
    • Address of the recipient
    • Amount of the request
    • Explanation of the request, including purpose, and a justification for why it is an appropriate use of taxpayer funds
    • Evidence of community support
    • If on behalf of a non-profit, evidence the entity is a non-profit organization as described under Section 501(c)(3) of the Internal Revenue Code of 1986, and evidence non-profit’s work is primarily focused on D.C.

    The Appropriations Committee is only permitting certain programs within specific subcommittees, listed below, that are going to participate in the Community Project Funding process.

    BEIJING, April 9 — Chinese President Xi Jinping has called for building a community with a shared future with neighboring countries and striving to open new ground for China’s neighborhood work.

    Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, made the remarks at a central conference on work related to neighboring countries, which was held in Beijing from Tuesday to Wednesday.
