  • MIL-OSI USA: NASA Invites Media to Learn About Artemis Moon Mission Recovery

    NASA and the Department of Defense will host a media event on the recovery operations that will bring the Artemis II astronauts and the agency’s Orion spacecraft home at the conclusion of next year’s mission around the Moon. The in-person event will take place at 3 p.m. PDT on Monday, March 31, at Naval Base San Diego in California.
    A team of NASA and Department of Defense personnel are at sea in the Pacific Ocean where splashdown will take place. The team currently is practicing the procedures it will use to recover the astronauts after their more than 600,000 mile journey from Earth and back on the first crewed mission under the Artemis campaign. A test version of Orion and other hardware also will be on-hand for media representatives to view.
    Interested media must RSVP no later than 4 p.m. PDT Friday, March 28, to Naval Base San Diego Public Affairs at nbsd.pao@us.navy.mil or 619-556-7359. The start time of the event may change based on the conclusion of testing activities.

    • The French defence ministry’s integrated structure for through-life support of land forces equipment (SIMMT1) has awarded Thales the ABSOLU2 operational support and logistics contract.
    • In terms of its scale and format, the ten-year contract is the first of its kind for the French armed forces and will ultimately consolidate some 30 separate support contracts for land-based equipment in service with the French Army, Navy and Air & Space Force.
    • This flagship agreement addresses the need to prepare the forces for high-intensity conflicts, while helping to promote sustainable resource management.

    ABSOLU will consolidate some 30 separate maintenance contracts into a single agreement to simplify contract management and significantly improve operational performance. Its shared project management model will shorten repair turnaround times to increase equipment availability, as well as expanding the re-use of components and raw materials to support the development of a circular economy.

    Under the terms of this single framework contract for maintenance services, Thales also undertakes to double its equipment handling capacity in the event of a high-intensity conflict. Until now, SIMMT has awarded a separate maintenance contract for each platform.

    The pioneering new format will revolutionise the strategic partnership between Thales and the French forces and deliver significant efficiency gains for the end customer. To guarantee this level of service, the Group has put new processes in place and developed a comprehensive roadmap for the ramp-up of its support delivery capacity:

    • creation of a joint management platform for shorter decision and repair cycles
    • inventory consolidation and constitution of reserve stocks in two distinct locations
    • use of data science for continuous monitoring of support delivery performance, predictive material and resource planning, and proactive decision-making in coordination with government customers.

    The shift towards a circular economy is another important aspect of the ABSOLU contract. Thales is developing new ways of re-using materials and components to extend equipment lifetimes and enhance mission readiness, especially in high-intensity conflicts where equipment takes a heavy toll. As part of this approach, critical components (circuit boards, electronic equipment) and raw materials will also be sorted and recycled to help address environmental issues and ease supply chain tensions.

Ultimately, the contract will encompass all SIMMT maintenance programmes for Thales equipment.

    On 19 March 2025, the Commission presented the White Paper on European Defence and the ReArm Europe Plan/Readiness 2030. A total of EUR 800 billion are to be invested in programmes such as ‘ReArm Europe’ and ‘Security Action for Europe’ (SAFE EU). The Commission President emphasised that the era of the peace dividend was over and that the EU would have to switch to a war economy. The aim is to make Europe fit for war by 2030 – a choice of words that could stir up fears among the population and make them receptive to the announced ‘turning point’.

    Although Article 41(2) of the Treaty on European Union prohibits military and defence expenditure from the EU budget, the Commission is planning this massive increase in military hardware. Moreover, the plans are to be adopted in an expedited procedure, deliberately without the involvement of the European Parliament, which is responsible for budgetary approval and budget review.

    Revenues for the year ended December 31, 2024, were approximately $4 million, compared to $3 million for the year ended December 31, 2023, an increase of approximately 31%. The increase was attributable to Industry 4.0 related revenues.

    Backlog reached approximately $15 million for the year ended December 31, 2024, an increase of over 450% compared to December 31, 2023.

    Cost of Revenues for the year ended December 31, 2024, was $2.8 million, compared to $2.5 million for the year ended December 31, 2023, an increase of approximately 11%. The increase was primarily attributable to an increase in revenues.

    Gross Profit for the year ended December 31, 2024, was $1.2 million, reflecting a gross margin of 29%, compared to $0.5 million for the year ended December 31, 2023, with a gross margin of 17%. The improvement was attributable mainly to Industry 4.0 revenues.

    Operating expenses for the year ended December 31, 2024, were $13.7 million, compared to $11.1 million for the year ended December 31, 2023, an increase of approximately 23%. The increase was primarily due to the expansion of the Company’s operations, including the development of new Industry 4.0 products.

    Net loss for the year ended December 31, 2024, was $11.8 million, compared to $9.4 million for the year ended December 31, 2023.

    The European Commission and the European Union High Representative for Foreign Affairs and Security Policy on March 19 issued the joint White Paper for European Defence—Readiness 2030. The paper expressed great concern over China’s rapid military buildup, noting that China was intensifying coercive political, economic, military, cyber, and cognitive measures against Taiwan. It emphasized that a shifting Taiwan status quo raised the risk of a major disruption that would have profound economic and strategic consequences for Europe.

     

    The white paper also underscored the paramount importance of critical raw materials to economic and industrial production, defense capabilities, and competitiveness, adding that they were increasingly a cause for competition and conflict as an aspect of power politics. It pointed out that an escalation of tensions across the Taiwan Strait could cut off EU access to critical materials, technologies, and components. The paper further called attention to the cross-border challenges posed by hybrid threats and cyberattacks, noting that these would be addressed by the EU through greater security cooperation with like-minded partners worldwide.

     

    In June 2023, the European Council summit adopted conclusions that for the first time included content highlighting EU concern over growing tensions across the Taiwan Strait and opposition to any unilateral attempts to change the status quo by force or coercion. This affirmed that peace and stability across the Taiwan Strait are a common concern shared by the 27 EU member states. Last year, the European External Action Service (EEAS) issued statements in prompt response to China’s Joint Sword-2024A and Joint Sword-2024B military drills, stressing the strategic importance of cross-strait peace and stability to regional and global security and prosperity as well as the EU’s direct interest in the preservation of the Taiwan Strait status quo.

    As part of patriotic education for students of the Faculty of Economics and Management, a seminar “Heroes” was held, during which students listened to a lecture by Dmitry Kutovoy, a specialist in working with youth in the section “Theory and Practice of Search Work” of the teenage and youth club “Unconquered Frontier” of the Krasnoselsky District of St. Petersburg. He is the founder of the Civic-Patriotic Center “Victory”, the commander of the youth search squad “Ligovsky”, a deputy of the seventh convocation of the Uritsk municipal district, the winner of the grant project for the preservation of the historical heritage of Russia “That which is impossible to forget” and the project “Through the Ages”, a competition for the provision of a subsidy from the Committee on Youth Policy, the winner and prize-winner of the regional stage of the Professional Skills Competition. He was awarded the badge of distinction “For contribution to the perpetuation of the memory of those who died defending the Fatherland.”

    “Our club has been involved in the patriotic direction, including educational activities in educational institutions and search work, for ten years now. Over these years, we have seen that many methods of perpetuating memory have become outdated, so we decided to diversify them in order to keep up with the times and achieve greater understanding and interest among the younger generation. To this end, the club members have developed digital projects that have been well received by young people,” said Dmitry Kutovoy.

    “About the War” is one of such projects. Its essence lies in the preparation and digitalization of information about exhibits transferred by search engines to patriotic museums of educational institutions. Thus, museums receive labels with a QR code, by clicking on which you can read informative articles about the exhibits.

    Another project is “What is Impossible to Forget”. It is about perpetuating memorials, which are now presented in the digital environment. The lecturer recalled that in 1941, the German army planned to capture Leningrad through the Krasnoselsky District, and the district was on the front line of the city’s defense until the blockade was lifted. Fierce battles took place here. This explains the large number of memorials in these places. However, today many representatives of the younger generation do not know who they are for. This project helps to educate them in this direction.

    “Each memorial is presented in a 3D model and has its own authentic tragic story. For example, in Polezhaevsky Park there is a mass grave known as the grave with children. Three unknown soldiers and two children are buried there – residents of the village of Klinovo, who died on September 18, 1941, during the battle for this village. These are 16-year-old Kolya Tikhomirov and 14-year-old Sonya Lyashkevich. They ran out to meet our soldiers and immediately came under fire: the Red Army soldiers and Kolya died on the spot, his brother Tolya was seriously wounded and was treated in the hospital until 1944. Sonya died in the evening of the same day from her wounds. This project is a clear example of perpetuating the memory of events and people,” Dmitry Kutovoy emphasized.

    The “Through the Ages” project was initially dedicated to presenting military uniforms from different eras in 3D models. The authors of the project put them on, they were scanned and brought into the digital environment. Now the project has been expanded with SVO fighters: club members travel to new regions and scan them. This is how a digital 3D model of a person of real size is obtained. The model can be reduced and printed, including on a 3D printer. The soldier statues presented by the lecturer are printed digital copies of real people.

    Another project is called “No Statute of Limitations”. It is being implemented in cooperation with the Investigative Committee. Its goal is to identify new facts of the genocide of the Soviet people during the war, in particular, the shooting of civilians in Pavlovsk in 1942. Due to technical reasons, their remains have not yet been found, but the remains of nine Red Army defenders of the city have been raised. One of them has a living daughter, she is 100 years old. For further study, the remains are scanned to clarify the causes of death, the places where the bullets hit. Based on this knowledge, it is possible to partially recreate their appearance.

    “All projects are a good method of studying historical facts with explanations. Sponsors, deputies, grants and state subsidies help us create them. This once again emphasizes the understanding of the importance of our work at all levels,” the lecturer concluded.

    First-year student Daniil Li believes that the lecture was interesting and informative. “We were shown new ways of perpetuating the memory of those killed during the Great Patriotic War and history in general using new technologies and digital solutions. I learned how and why historical information, memorials, and soldiers’ uniforms are digitized: using a barcode, you can find comprehensive information on a topic of interest at any time. This is important for all generations of our country,” he noted.

    Major £1.6 billion equipment contract to support British Defence jobs and boost Army readiness

    British Army equipment, including tanks and armoured vehicles, will receive world-class maintenance and spare parts under a contract which supports 1,600 UK jobs.

    British Army equipment, including tanks and armoured vehicles, will receive world-class maintenance and spare parts under a contract which supports 1,600 UK jobs.    

    The five-year £1.6 billion contract extension with British defence firm Babcock will cover vital military assets including Challenger 2 tanks, 105mm artillery guns and Trojan armoured vehicles, ensuring they remain combat-ready to meet emerging threats.   

    The Service Provision and Transformation Contract will sustain 1,600 highly skilled jobs in locations across the UK, including over 400 in Telford and over 250 in Dorset. The investment follows the Prime Minister’s historic commitment to increase defence spending to 2.5% of GDP, recognising the critical importance of military readiness in an era of heightened global uncertainty.   

    Maintenance services will cover preventative maintenance, emergency repairs and spare parts management. It will also include digital transformation to improve fleet management efficiency, keeping more vehicles and equipment primed for soldiers to use – boosting national security and renewing Britain’s economy as we deliver on our Plan for Change.  

    The move to boost the readiness of British Army combat vehicles comes as the UK continues to lead planning efforts for a Coalition of Willing nations to help secure a just and lasting peace in Ukraine. Following the planning meeting attended by approximately 30 nations last week, further operational planning meetings will be led by UK Commander Joint Operations, General Nick Perry.

    U.S. President Donald Trump on Tuesday stood by his national security adviser, Mike Waltz, after The Atlantic’s editor-in-chief was accidentally added to Signal group chat where high-level national security officials were discussing military plans in Yemen.

    “Michael Waltz has learned a lesson, and he’s a good man,” Trump said Tuesday in a phone interview with NBC News.

    When asked what he was told about how Goldberg came to be added to the Signal chat, Trump said, “It was one of Michael’s people on the phone. A staffer had his number on there.”

    Trump also said Goldberg’s presence in the chat had “no impact at all” on the military operation against Houthi forces in Yemen.

    Trump’s remarks came one day after Jeffrey Goldberg, the editor-in-chief of The Atlantic, said in an article on Monday that senior U.S. national security officials recently added him to a Signal group chat discussing a military strike on Houthi forces in Yemen. He said he became aware of the airstrike plan about two hours before the U.S. operation.

    “I have never seen a breach quite like this,” said Goldberg in the article.

    When asked by media about this, Defense Secretary Pete Hegseth said Monday that “Nobody was texting war plans. And that’s all I have to say about that.” The defense secretary also lashed out at Goldberg, calling him “a deceitful and highly discredited so-called ‘journalist’ who’s made a profession of peddling hoaxes time and time again.”

    The incident has sparked grave concerns and harsh criticism.

    “If true, this story represents one of the most egregious failures of operational security and common sense I have ever seen,” Jack Reed, the Senate Armed Services Committee’s top Democrat, said in a statement.

    “Military operations need to be handled with utmost discretion, using approved, secure lines of communication, because American lives are on the line. The carelessness shown by President Trump’s Cabinet is stunning and dangerous. I will be seeking answers from the administration immediately,” said the Democratic senator.

    Senate Minority Leader Chuck Schumer described the incident as “amateur behavior” and called for “a full investigation into how this happened and the damage it created.”

    “This kind of security breach is how people get killed. How our enemies take advantage. How our national security falls into danger. These people are clearly not up for the job,” he posted on X.

    U.S. National Security Advisor Mike Waltz has assumed “full responsibility” for a leaked group chat discussing an upcoming strike in Yemen.

    “I take full responsibility. I built the group,” Waltz said in an interview with Fox News Channel on Tuesday.

    “It’s embarrassing. We’re going to get to the bottom of it,” he said on the channel’s “The Ingraham Angle.”

    Jeffrey Goldberg, editor-in-chief of The Atlantic, wrote on Monday that he was invited on March 11 to join a group chat named “Houthi PC Small Group” on Signal, a popular encrypted messaging app used by journalists and government officials.

    Upon joining, he discovered that several high-ranking officials, including Waltz, Vice President JD Vance, Secretary of State Marco Rubio and Secretary of Defense Pete Hegseth, were discussing plans for a forthcoming strike on the Houthis in Yemen.

    “According to the lengthy Hegseth text, the first detonations in Yemen would be felt two hours hence, at 1:45 p.m. eastern time,” Goldberg recalled in his article. “So I waited in my car in a supermarket parking lot. If this Signal chat was real, I reasoned, Houthi targets would soon be bombed. At about 1:55, I checked X and searched Yemen. Explosions were then being heard across Sanaa, the capital city.”

    The incident is widely considered a major national security breach, prompting Democratic lawmakers to demand answers from the White House in multiple letters.

    U.S. President Donald Trump defended Waltz in front of reporters at the White House on Monday. “I don’t think he should apologize,” he said. “I think he’s doing his best. It’s equipment and technology that’s not perfect.”

    According to Fox News, Trump has no plan to fire Waltz over the incident.

    During an interview with NBC News on Tuesday, Trump said that a staffer from Waltz’s office inadvertently included Goldberg in the group chat. He also claimed that this had “no impact at all” on the airstrikes in Yemen.

    WASHINGTON – During a U.S. Senate Select Committee on Intelligence hearing on national security threats to the United States, U.S. Senator Martin Heinrich (D-N.M.) demanded answers from senior Trump Administration intelligence officials, including Director of the Central Intelligence Agency (CIA) John Ratcliffe and Director of National Intelligence Tulsi Gabbard, on the reckless, dangerous, and illegal handling of highly sensitive war plans in Yemen, risking the lives of American troops.

    Heinrich also questioned Gabbard on the Intelligence Community’s Annual Threat Assessment (ATA) omission of Canada as a source of illicit fentanyl, despite the Trump Administration characterizing its role in the United State’s fentanyl crisis as “massive,” and an “unusual and extraordinary threat.”

    On reckless, dangerous, and illegal handling of highly sensitive information about war plans in Signal group chat: 

    Heinrich began his questioning, “Director Ratcliffe, I want to start with you. Who determined that the content of this discussion on Signal was not classified?”

    Director Ratcliffe responded to the Senator, dodging his question, “I guess I’m not, well… for example, I can speak to my personal knowledge that there was no classified agent— …”

    Heinrich doubled down on Ratcliffe’s non-answer, asking whether it was only Ratcliffe who personally declassified the highly sensitive information “There was an agent mentioned as part of this story. Normally that would be classified information. So, I guess what I’m asking actually, did you just determine it was not classified, or was there any declassification after the fact?” 

    Director Ratcliffe responded, once again dodging Heinrich’s question regarding the declassification of highly sensitive information on war plans in Yemen, “So to be clear, so everyone understands the process, as we talked about, Signal is a permissible use.” 

    Heinrich said, “I understand that.” 

    Director Ratcliffe “I understand the CIA has been approved by the White House for senior officials and recommended by high level officials who would be targeted by foreign adversaries to use an end-to-end encrypted apps whenever possible, like Signal. In this case, what the National Security Adviser did was to request through a Signal message that there be coordination…”

    Heinrich pressed Director Ratcliffe on whether it occurred to him to move the conversation to the “high side,” which is the secure, classified network where sensitive information is handled, “Did it occur to you, that given the sensitive nature of this discussion,  it could just move to the high side?”

    Director Ratcliffe responded to Heinrich, once again deflecting his question, “… So, I think [this] clearly reflects [how] the National Security Advisor intended this to be, as it should have been, a mechanism for coordinating between senior level officials, but not a substitute for using high side or classified communications for anything that would be classified. And I think that that is exactly what did happen.”

    On whether the Signal chat on war plans in Yemen contained information on weapons packages, targets, or timing: 

    Heinrich shifted the conversation to whether the Signal chat between top intelligence officials contained information that could endanger the lives of American troops, as the Atlantic reported, “So I’m curious, did this conversation at some point include information on weapons packages, targets, or timing?”

    Director Ratcliffe answered Heinrich by denying the existence of this information in the Signal chat, in direct opposition to reporting by the Atlantic, “No that I’m aware of.”

    Heinrich then asked the National Intelligence Director, Tulsi Gabbard, the same question. 

    Director Gabbard responded, deferring the question to the Department of Defense, “Same answer, and defer to the Department of Defense on that question.”

    Heinrich followed up with Gabbard, doubling down on his question on whether the correspondence contained information on weapons packages, targets, or timing, “Well those are two different answers, but you’re saying that that was not part of the conversation?”

    Gabbard responded, “To my knowledge.”

    On Trump Administration omitting Canada in Annual Threat Assessment (ATA) on fentanyl crisis in the United States, despite President Donald Trump labeling Canada as an “unusual and extraordinary threat” in driving illicit fentanyl: 

    Heinrich questioned Director Gabbard, “I wanted to ask you something on a very different track here. I very much agree with the conclusion of the ATA that foreign illicit drug actors are a major threat in the United States, and many of you have spoken to this today. Is the Intelligence Community wrong in its omission of Canada as a source of illicit fentanyl in the ATA? I was surprised, given some of the [Trump Administration] rhetoric that there is no mention of Canada in the ATA.”

    Director Gabbard responded to Heinrich, “Senator, the focus in my opening and the ATA was really to focus on the most extreme threats in that area. And our assessment is that the most extreme threat related to fentanyl, continues to come from and through Mexico.”

    Heinrich emphasized the stark contradiction from the Administration on Canada’s role in the United States’ fentanyl crisis, which Trump used as justification for putting tariffs on Canada, “So the President has stated that the fentanyl coming through Canada is massive, and actually said it was “an unusual and extraordinary threat,” and that was the language that was used to justify putting tariffs on Canada. I’m just trying to reconcile those two issues. Is it an unusual and extraordinary threat? Or is it a minor threat that doesn’t even merit mention in the Annual Threat Assessment?”

    Director Gabbard deflected the Senator’s question, “Senator, I don’t have the numbers related to Canada in front of me at this time, I’d like to get back to you on the specifics of that answer.”

    Heinrich remarked, “It’s less than 1% of fentanyl that we are able to interdict, but if you have different information, I would very much welcome that.”

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV), a member of the Senate Armed Services and Foreign Relations Committees, joined Senate colleagues in a letter to President Donald Trump demanding answers about reporting that revealed that several National Security Council members used an unsecured group chat for highly sensitive, high-level military planning in violation of our nation’s security protocols and the law. 
    “We are gravely concerned by appalling reports that senior officials of your Administration, including the Vice President, the Secretary of Defense, and other Cabinet members, coordinated military strikes in Yemen over the commercial and unclassified messaging application Signal. We are even more concerned by the fact that a reporter was included on the same Signal chat, entitled ‘Houthi PC small group,’ demonstrating a complete lack of understanding by all involved of the gravity of the discussion and a profound carelessness for the lives of the servicemembers conducting operations against the Houthis,” wrote the senators. “It does not take much imagination to consider the likely ramifications if this information had been made public prior to the strike – or worse, if it had been shared with or visible to an adversary rather than a reporter who seems to have a better grasp of how to handle classified information than your National Security Advisor.”
    “Not only was an uncleared reporter given access to sensitive intelligence via this group chat, since cell phones are not permitted in Secure Compartmentalized Information Facilities (SCIFs), it appears that these text conversations were sent in violation of basic security protocols – either from within a SCIF, or more likely, out in public where the unsecured devices were susceptible to theft, hacking, or being seen by anyone walking by,” the senators continued. “This incompetence warrants disciplinary action.”

    Senator Rosen has been fighting back against this violation of security protocols that put sensitive national security information at risk of leaking. Yesterday, she released a statement strongly criticizing this inexcusable failure that put American lives at risk, and called for Senate hearings and disciplinary action on the matter.

  • MIL-OSI China: Trump stands by national security adviser despite war plan leak

    U.S. President Donald Trump on Tuesday stood by his national security adviser, Mike Waltz, after The Atlantic’s editor-in-chief was accidentally added to Signal group chat where high-level national security officials were discussing military plans in Yemen.

    “Michael Waltz has learned a lesson, and he’s a good man,” Trump said Tuesday in a phone interview with NBC News.

    When asked what he was told about how Goldberg came to be added to the Signal chat, Trump said, “It was one of Michael’s people on the phone. A staffer had his number on there.”

    Trump also said Goldberg’s presence in the chat had “no impact at all” on the military operation against Houthi forces in Yemen.

    Trump’s remarks came one day after Jeffrey Goldberg, the editor-in-chief of The Atlantic, said in an article on Monday that senior U.S. national security officials recently added him to a Signal group chat discussing a military strike on Houthi forces in Yemen. He said he became aware of the airstrike plan about two hours before the U.S. operation.

    “I have never seen a breach quite like this,” said Goldberg in the article.

    When asked by media about this, Defense Secretary Pete Hegseth said Monday that “Nobody was texting war plans. And that’s all I have to say about that.” The defense secretary also lashed out at Goldberg, calling him “a deceitful and highly discredited so-called ‘journalist’ who’s made a profession of peddling hoaxes time and time again.”

    The incident has sparked grave concerns and harsh criticism.

    “If true, this story represents one of the most egregious failures of operational security and common sense I have ever seen,” Jack Reed, the Senate Armed Services Committee’s top Democrat, said in a statement.

    “Military operations need to be handled with utmost discretion, using approved, secure lines of communication, because American lives are on the line. The carelessness shown by President Trump’s Cabinet is stunning and dangerous. I will be seeking answers from the administration immediately,” said the Democratic senator.

    Senate Minority Leader Chuck Schumer described the incident as “amateur behavior” and called for “a full investigation into how this happened and the damage it created.”

    “This kind of security breach is how people get killed. How our enemies take advantage. How our national security falls into danger. These people are clearly not up for the job,” he posted on X.

  • MIL-OSI China: Russia, US agree on energy facility categories subject to ceasefire

    Russia and the United States have agreed on a category list of energy facilities spared from being targeted during a 30-day energy ceasefire in the Russia-Ukraine conflict, according to a Kremlin statement Tuesday.

    The list includes oil refineries, oil and gas pipelines and storage facilities, electricity generation and transmission infrastructure, nuclear power plants, and hydroelectric dam facilities.

    The Kremlin added that the 30-day ceasefire on energy facilities is in effect starting from March 18 and may be extended by mutual agreement or cease to be in effect if violated by one of the parties.

    In an earlier statement, the Kremlin noted that Russia and the United States agreed to form measures to implement the 30-day ceasefire agreement.

    Russia and Ukraine held separate talks with the United States in Riyadh, capital of Saudi Arabia, on March 23-25.

    Ukrainian Defense Minister Rustem Umerov said earlier in the day after the talks with the U.S. delegation that “all parties” agreed to develop measures implementing the energy facility ceasefire.

  • MIL-OSI China: Russia, Ukraine hold parallel US-mediated talks in Saudi Arabia

    Three days of technical-level negotiations on the details of a potential ceasefire in Ukraine concluded Tuesday without an official joint statement, as participating parties offered somewhat conflicting assessments of the talks.

    The intense parallel interactions between the United States and delegations from Ukraine and Russia on the table, including a 12-hour one between the United States and Russia on Monday, and two shorter rounds between the United States and Ukraine on Sunday and Tuesday, came as fighting on the battlefield remains intense.

    Although Washington signaled on Tuesday its willingness to continue facilitating negotiations between the warring parties, analysts remain skeptical about the prospects of such a diplomatic push, citing deep-seated distrust, conflicting demands among stakeholders, and the inherent complexities of the process.

    Conflicting assessments

    For the latest talks, which build on previous negotiations held in Saudi Arabia and subsequent phone exchanges between the presidents of the three countries, the U.S. delegation included Andrew Peek, a senior director at the White House National Security Council, and Michael Anton, a senior official from the State Department. The Russian delegation was led by Grigory Karasin, chair of the Federation Council’s Foreign Affairs Committee, and Sergei Beseda, an advisor to the director of the Federal Security Service. Defense Minister Rustem Umerov headed the Ukrainian delegation.

    On Tuesday, hours after the U.S. and Ukrainian delegations concluded their second round of talks, the White House issued separate statements elaborating on its understanding of the parallel meetings.

    It stated that the United States had agreed separately with Russia and Ukraine to “ensure safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea,” and to develop measures for implementing the presidents’ agreement to “ban strikes against energy facilities of Russia and Ukraine.”

    The United States, with Russia and Ukraine respectively, also “welcomes the good offices of third countries with a view toward supporting the implementation of the energy and maritime agreements” and “will continue working toward achieving a durable and lasting peace,” the statement added.

    Among the outcomes of the U.S.-Russia talks, the United States pledged to help restore Russia’s access to the global market for agricultural and fertilizer exports, reduce maritime insurance costs, and improve access to ports and payment systems for such transactions.

    In the U.S.-Ukraine talks, both sides reaffirmed the United States’ commitment to facilitating the exchange of prisoners of war, securing the release of civilian detainees, and ensuring the return of forcibly transferred Ukrainian children.

    Meanwhile, the Kremlin stated on Tuesday that Russia and the United States had agreed to ensure the implementation of the Black Sea Initiative, contingent on the easing of sanctions on Russia’s agricultural and food trade.

    Russia also stipulated the removal of restrictions on its food and fertilizer producers and exporters, the servicing of related Russian-flagged vessels in ports, and the supply of agricultural machinery to Russia, according to the Kremlin.

    It further announced that a “temporary moratorium” on strikes against energy facilities — including nuclear power plants, oil refineries, gas pipelines, and hydroelectric dams — would be in effect for 30 days starting March 18 and “may be extended by mutual agreement.”

    Previously, Russian President Vladimir Putin agreed on March 18 to halt attacks on energy facilities in a phone call with U.S. President Donald Trump.

    As for Kiev, while Umerov stated on Tuesday that “all parties” had agreed on the need to prohibit attacks on energy infrastructure in the Russia-Ukraine conflict, he also warned that any movement of Russian military vessels beyond the eastern part of the Black Sea would “violate the agreement’s spirit” and be considered a “threat to Ukraine’s national security.” In response, Ukraine would exercise its right to self-defense, he cautioned.

    Mixed sentiments

    Commenting on the three-day peace negotiations, Trump said the U.S. side was “in deep discussions with Russia and Ukraine,” which were “going well.”

    He added that he would look into Russia’s requests for sanctions relief.

    However, the mood is quite different for both Russia and Ukraine. Although the meetings in Saudi Arabia hinted at the possibility of a broader ceasefire, the two countries remain wary of the latest deal, voicing contrasting concerns over its implementation.

    In an interview with local media, Russian Foreign Minister Sergei Lavrov said Moscow needs “clear guarantees” from the White House regarding the agreement on the safety of shipping in the Black Sea.

    “Given the sad experience of agreements with just Kiev, the guarantees can only be the result of an order from Washington to (Ukrainian President Volodymyr) Zelensky and his team,” Lavrov said.

    Zelensky accused the Kremlin of “lying” and “manipulating” by saying the Black Sea ceasefire depends on “sanctions,” warning that the Russians “must understand that if they launch strikes, there will be a strong response.”

    At a press conference earlier Tuesday, Zelensky criticized Washington’s decision to help restore Russia’s access to the world market for agricultural goods, dismissing it as “a weakening of the position and a weakening of sanctions.”

    The Ukrainian president said he hopes to gain clarity from an upcoming summit in Paris regarding which countries would deploy forces to enforce the peace agreements.

    “Our task is to come out with the result of understanding who we have and who is ready” to contribute forces to implement measures to halt the conflict, Zelensky said.

    In the meantime, Europe, once again finding itself sidelined in addressing the conflict, has been actively organizing support for Ukraine in recent weeks.

    French President Emmanuel Macron announced that leaders of the so-called “coalition of the willing” will meet again this week, focusing on short-term military support for Ukrainian forces and exploring long-term “security guarantees” to help sustain Ukraine’s defense. Macron’s remarks have been dismissed by the United States as “a posture and a pose.”

    The meeting in Paris with Zelensky will be the latest in a series of high-stakes gatherings among European leaders, following London’s hosting of discussions on Thursday among European military chiefs from the coalition backing Ukraine.

    Britain and France are taking a leading role in organizing Western support for Ukraine after Trump surprised Europe by initiating talks with Putin. The two European powers have pledged to help provide the military force needed to keep Russia “at bay” if a ceasefire is reached.

    Uncertain future

    Notably, the battlefield showed no signs of quieting despite the peace talks in Saudi Arabia, with both Russia and Ukraine reporting fresh waves of drone strikes and accusing each other of escalation.

    On Tuesday, the Russian Defense Ministry said Ukraine had “continued to deliberately strike Russian peaceful energy infrastructure facilities using UAVs.”

    “By continuing daily attacks on Russian energy infrastructure, Zelensky confirms his inability to negotiate and his lack of control by external guarantors responsible for ensuring compliance with any possible agreements,” the ministry said.

    In Ukraine, the number of people injured on Monday in a Russian missile strike on the northeastern city of Sumy rose to 101, including 23 children, according to the Sumy regional administration.

    Preliminary data indicated that a Russian missile struck a residential area of the city, damaging several apartment buildings and an educational institution, the Sumy Regional Prosecutor’s Office said in a statement.

    Experts have pointed out that a real, permanent peace settlement could be far off, citing deep-rooted divisions and a growing trust deficit among the stakeholders.

    Khalid Almatrafi, Bureau Chief of Asharq TV in Saudi Arabia, told Xinhua that “the escalating mutual attacks … reflect the deepening gap between the two sides and complicate any negotiating process.”

    The repeated accusations deepen mistrust and make it difficult to establish any “confidence-building measures,” which are essential for transitioning from a ceasefire to a sustainable political settlement, said Almatrafi.

    Echoing Almatrafi’s viewpoint, Abdulaziz Alshaabani, a Saudi researcher at Al Riyadh Center for Political and Strategic Studies, said that “a lack of trust” poses a major threat to reaching an agreement, “given the history of violations of agreements between the two sides.”

    “In 2022, several rounds of negotiations took place … in the end, nothing came of it,” said Andrey Kortunov, a scholar with the Valdai Discussion Club in Russia. “Over the past three years, there has been a major escalation, and the situation has changed,” making it “difficult for both sides to find compromises,” Kortunov said.

    “Given the difficulty in enforcing a halt to strikes on energy infrastructure agreed upon last week, it remains to be seen how effective the latest deal will be,” The Independent, a British online newspaper, reported.

    The newspaper also questioned Washington’s motives in assuming the mediator’s role, particularly concerning Ukraine’s mineral and energy resources.

    “The Trump administration has claimed that Washington’s stake in Ukraine’s minerals and energy resources could deter Russia from launching future attacks,” but such a diplomatic push would, in fact, grant Washington “a vast stake in Ukraine’s rare earth mineral deposits,” it said.

    “Ukraine’s gas infrastructure could also be of interest to the White House, with Kiev owning the world’s third-largest underground gas storage capacity,” it noted.

  • MIL-Evening Report: Australia stands firm behind its foreign aid in the budget, but the future remains precarious

    This week’s budget will come as a relief to Australia’s neighbours in the Indo-Pacific that rely on development assistance. The Albanese government did not follow the lead of US President Donald Trump and UK Prime Minister Keir Starmer in cutting its foreign aid.

    The Trump administration froze foreign assistance and dismantled the US Agency for International Development (USAID) when it came into office. Meanwhile, the UK announced 40% aid cuts of its own.

    It is to Australia’s credit this has not happened here. Australia’s development budget remains intact this year and in forward estimates.

    Sensible policymakers seem to recognise that Australia’s strategic circumstances are different. As a nation surrounded by low- and middle-income countries, Australia cannot vacate the field on development issues without enormous reputational, diplomatic and strategic damage.

    This budget shows Australia is committed to its region – with 75% of the foreign assistance budget flowing to the Indo-Pacific – and sees development partnerships as a way to solve shared problems.

    What’s in the budget for aid and development

    The details of the development budget show Australia has been listening to its partners to identify critical gaps and reprioritise funds.

    In the Pacific, funding has risen to a historic high, with no country receiving less aid. There have been changes in focus to respond to the US funding cuts, including programs on HIV/AIDS in Papua New Guinea and Fiji and gender-based violence in the Pacific.

    This fits with Australia’s desire to be a partner of choice – and to prevent an increased Chinese presence in the region.

    In Southeast Asia, Australia has increased its aid to all countries and has shifted funding, particularly in health where the US was a major donor.

    This is in Australia’s interest. A new program on Indonesian human and animal health, for example, will help prevent health system failures in areas such as tuberculosis and polio elimination on Australia’s doorstep.

    Funds have also been reallocated to support civil society organisations working in vital areas like media freedom and human rights, which would have been a casualty in the US cuts.

    There was also a shift in humanitarian funding to Myanmar and Bangladesh, where the US aid withdrawal has left Rohingya refugees in a desperate state.

    Importantly, the Department of Foreign Affairs and Trade is helping local organisations survive US cuts by allowing temporary flexibility in the use of grant funding to help them continue to deliver essential services.

    Beyond these reprioritisations, the other heartening thing about the budget is its normality.

    It maintains funding for assistive technology for people with disabilities and an Inclusion and Equality Fund to support LGBTQIA+ civil society organisations and human rights defenders. There are programs on maternal health, including reproductive rights.

    The future is still precarious

    However, it would be wrong to think this budget will fill the gaps left by the US withdrawal.

    The ANU Development Policy Centre estimates that traditional OECD donors will cut at least 25% of their aid by 2027. It said, “when that much of a thing goes missing, it’s clearly at risk of collapse”.

    Some development organisations will close their doors, potentially including household names that Australians have donated to for years. This is a time of huge transformation for the sector.

    Another future problem will be maintaining multilateral institutions that rely on US funding – including the World Health Organization, World Food Programme, World Bank and Asian Development Bank. This will require a concerted effort with other countries.

    So, while the Australian budget shows a government deploying current funding as intelligently as possible, there will eventually be limits to this approach.

    In the “new world of uncertainty” described in the treasurer’s budget speech, it simply won’t be possible to meet Australia’s strategic aims and keep development spending at its current rate. It is still far away from 1% of the federal budget.

    At some point, Australia must rethink the trajectory of its international commitments.

    Analysis by the Development Intelligence Lab, a think tank working on development cooperation in the Indo-Pacific, has shown that over the last 25 years, the international parts of the federal budget – defence, intelligence, diplomacy and development – have held steady at around 10%.

    In a time of disruption, this might need to change. In 1949, for example, Australia invested almost 9% of the federal budget on development and diplomacy alone – not including defence.

    Those in the foreign aid sector can celebrate Australia has not pulled back on its commitments like the US and UK. At the same time, we should expect the next government will inevitably be called on to do more.

  • MIL-Evening Report: Leak of US military plans on Signal is a classic case of ‘shadow IT’. It shows why security systems need to be easy to use

    Yesterday, The Atlantic magazine revealed an extraordinary national security blunder in the United States. Top US government officials had discussed plans for a bombing campaign in Yemen against Houthi rebels in a Signal group chat which inadvertently included The Atlantic’s editor in chief, Jeffrey Goldberg.

    This is hardly the first time senior US government officials have used non-approved systems to handle classified information. In 2009, the then US Secretary of State Hilary Clinton fatefully decided to accept the risk of storing her emails on a server in her basement because she preferred the convenience of accessing them using her personal BlackBerry.

    Much has been written about the unprecedented nature of this latest incident. Reporting has suggested the US officials involved may have also violated federal laws that require any communication, including text messages, about official acts to be properly preserved.

    But what can we learn from it to help us better understand how to design secure systems?

    A classic case of ‘shadow IT’

    Signal is regarded by many cybersecurity experts as one of the world’s most secure messaging apps. It has become an established part of many workplaces, including government.

    Even so, it should never be used to store and send classified information. Governments, including in the US, define strict rules for how national security classified information needs to be handled and secured. These rules prohibit the use of non-approved systems, including commercial messaging apps such as Signal plus cloud services such as Dropbox or OneDrive, for sending and storing classified data.

    The sharing of military plans on Signal is a classic case of what IT professionals call “shadow IT”.

    It refers to the all-too-common practice of employees setting up parallel IT infrastructure for business purposes without the approval of central IT administrators.

    This incident highlights the potential for shadow IT to create security risks.

    Government agencies and large organisations employ teams of cybersecurity professionals whose job it is to manage and secure the organisation’s IT infrastructure from cyber threats. At a minimum, these teams need to track what systems are being used to store sensitive information. Defending against sophisticated threats requires constant monitoring of IT systems.

    In this sense, shadow IT creates security blind spots: systems that adversaries can breach while going undetected, not least because the IT security team doesn’t even know these systems exist.

    It’s possible that part of the motivation for the US officials in question using shadow IT systems in this instance might have been avoiding the scrutiny and record-keeping requirements of the official channels. For example, some of the messages in the Signal group chat were set to disappear after one week, and some after four.

    However, we have known for at least a decade that employees also build shadow IT systems not because they are trying to weaken their organisation’s cybersecurity. Instead, a common motivation is that by using shadow IT systems many employees can get their work done faster than when using official, approved systems.

    Usability is key

    The latest incident highlights an important but often overlooked lesson in cybersecurity: whether a security system is easy to use has an outsized impact on the degree to which it helps improve security.

    To borrow from US Founding Father Benjamin Franklin, we might say that a system designer who prioritises security at the expense of usability will produce a system that is neither usable nor secure.

    The belief that to make a system more secure requires making it harder to use is as widespread as it is wrong. The best systems are the ones that are both highly secure and highly usable.

    The reason is simple: a system that is secure yet difficult to use securely will invariably be used insecurely, if at all. Anyone whose inbox auto-complete has caused them to send an email to the wrong person will understand this risk. It likely also explains how The Atlantic’s editor-in-chief might have been mistakenly added by US officials to the Signal group chat.

    While we cannot know for certain, reporting suggests Signal displayed the name of Jeffrey Goldberg to the chat group only as “JG”. Signal doesn’t make it easy to confirm the identity of someone in a group chat, except by their phone number or contact name.

    In this sense, Signal gives relatively few clues about the identities of people in chats. This makes it relatively easy to inadvertently add the wrong “JG” from one’s contact list to a group chat.

    Signal is one of the most secure messaging apps, but should never be used to store and send classified information.

    A highly secure – and highly usable – system

    Fortunately, we can have our cake and eat it too. My own research shows how.

    In collaboration with Australia’s Defence Science and Technology Group, I helped develop what’s known as the Cross Domain Desktop Compositor. This device allows secure access to classified information while being easier to use than traditional solutions.

    It is easier to use because it allows users to connect to the internet. At the same time, it keeps sensitive data physically separate – and therefore secure – but allows it to be displayed alongside internet applications such as web browsers.

    One key to making this work was employing mathematical reasoning to prove the device’s software provided rock-solid security guarantees. This allowed us to marry the flexibility of software with the strong hardware-enforced security, without introducing additional vulnerability.

    Where to from here?

    Avoiding security incidents such as this one requires people following the rules to keep everyone secure. This is especially true when handling classified information, even if doing so requires more work than setting up shadow IT workarounds.

    In the meantime, we can avoid the need for people to work around the rules by focusing more research on how to make systems both secure and usable.

This cost-sharing has hurt military families, many of whom already face issues of food insecurity and other expenses. Companion legislation was also introduced in the House by Reps. Marilyn Strickland (D-WA-10) and Don Bacon (R-NE-02) earlier in the month.

    Senator Warnock has long been a leading advocate in the Senate for Georgia’s military families. In 2022, Senator Warnock helped to pass the bipartisan PACT Act, the largest expansion of veterans’ health benefits in decades. He was also successful in securing multiple important wins for military families in the Fiscal Year 2023 NDAA, including securing two of his provisions in the NDAA that will make housing more affordable for military families and ease the burden of relocation for military families. In the Fiscal Year 2025 NDAA, the Senator helped secure a 14.5% raise for junior troops, who will now earn about $3,000 to $6,000 more per year.

  • MIL-OSI Security: Fort Eisenhower woman pleads guilty to murder in child’s death

    AUGUSTA, GA:  A U.S. Army spouse at Fort Eisenhower awaits sentencing after pleading guilty to the stabbing murder of her infant son.

    April Evalyn Short, 31, of Fort Eisenhower, pled guilty to Murder in the Second Degree, said Tara M. Lyons, Acting U.S. Attorney for the Southern District of Georgia. The negotiated plea agreement subjects Short to a sentence of 20 years in prison, along with substantial financial penalties and five years of supervised release following her prison term. There is no parole in the federal system.

    “The plea agreement in this disturbing case represents a difficult but appropriate resolution to this tragic and shocking homicide,” said Acting U.S. Attorney Lyons.

    As described in the plea agreement, on Nov. 15, 2023, at Fort Eisenhower, Short killed her 11-month-old son “willfully, deliberately, maliciously, and with malice aforethought,” using a knife.

    Short remains in custody of the U.S. Marshals Service, and U.S. District Court Judge J. Randal Hall will schedule sentencing upon completion of a presentence investigation by U.S. Probation Services.

    “This plea is a testament to the outstanding investigative efforts of our Army CID personnel, particularly the child forensic interview team, as well as the dedication of the DOJ prosecution and Victim Advocacy teams, and is indicative of our commitment to ensure justice for victims of heinous crimes such as this,” said Steven Ausfeldt, Special Agent in Charge of the Department of the Army Criminal Investigation Division Southeast Field Office. “Army CID will continue to work closely with our law enforcement and prosecutorial partners to pursue those who would harm the most innocent members of our communities, and to hold them fully accountable for their actions.”

    “April Short will now have 20 years to think about her heinous actions,” said Paul Brown, Special Agent in Charge of FBI Atlanta. “This plea cannot undo that tragedy and loss, but brings another measure of justice to those who knew and loved the child during his short life.”

    The case is being investigated by Department of the Army Criminal Investigation Division with assistance from the FBI, and prosecuted for the United States by Assistant U.S. Attorneys Henry W. Syms Jr. and Patricia G. Rhodes.

  • MIL-OSI Global: Maritime truce would end a sorry war on the waves for Russia that set back its naval power ambitions

    Away from the grueling land battles and devastating airstrikes, the Ukraine war has from its outset had a naval element. Soon after the February 2022 invasion, Russia imposed a de facto naval blockade on Ukraine, only to see its fleet stunningly defeated during a contest for control of the Black Sea.

    But that war on the waves looks like it could be ending.

    Under the terms of a deal announced on March 25, 2025, by the U.S. and agreed upon in Saudi Arabia, both sides of the conflict committed to ensuring “safe navigation, eliminate the use of force, and prevent the use of commercial vessels for military purposes in the Black Sea,” according to a White House statement.

    The naval aspect of the Ukraine war has gotten less attention than events on land and in the skies. But it is, I believe, a vital aspect with potentially far-reaching consequences.

    Not only have Russia’s Black Sea losses constrained Moscow’s ability to project power across the globe through naval means, it has also resulted in Russia’s growing cooperation with China, where Moscow is emerging as a junior party to Beijing on the high seas.

    Battle over the Black Sea

    The tradition of geopolitical theory has tended to paint an oversimplification of global politics. Theories harkening back to the late 19th century categorized countries as either land powers or maritime powers.

    Thinkers such as the British geopolitician Sir Halford Mackinder or the U.S. theorist Alfred Thayer Mahan characterized maritime powers as countries that possessed traits of democratic liberalism and free trade. In contrast, land powers were often portrayed as despotic and militaristic.

    While such generalizations have historically been used to demonize enemies, there is still a contrived tendency to divide the world into land and sea powers. An accompanying view that naval and army warfare is somewhat separate has continued.

    And this division gives us a false impression of Russia’s progress in the war with Ukraine. While Moscow has certainly seen some successes on land and in the air, that should not draw attention away from Russia’s stunning defeat in the Black Sea that has seen Russia have to retreat from the Ukrainian shoreline and keep its ships far away from the battlefront.

    As I describe in my recent book, “Near and Far Waters: The Geopolitics of Seapower,” maritime countries have two concerns: They must attempt to control the parts of the sea relatively close to their coastlines, or their “near waters”; meanwhile, those with the ability and desire to do so try to project power and influence into “far waters” across oceans, which are the near waters of other countries.

    The Black Sea is a tightly enclosed and relatively small sea comprising the near waters of the countries that surround it: Turkey to the south, Bulgaria and Romania to the west, Georgia to the east, and Ukraine and Russia to the north.

    Control of the Black Sea’s near waters has been contested throughout the centuries and has played a role in the current Russian-Ukraine war.

    Russia’s seizure of the Crimean Peninsula in 2014 allowed it to control the naval port of Sevastopol. What were near waters of Ukraine became de facto near waters for Russia.

    Controlling these near waters allowed Russia to disrupt Ukraine’s trade, especially the export of grain to African far waters.

    But Russia’s actions were thwarted through the collaboration of Romania, Bulgaria and Turkey to allow passage of cargo ships through their near waters, then through the Bosporus into the Mediterranean Sea.

    Ukraine’s use of these other countries’ near waters allowed it to export between 5.2 million and 5.8 million tons of grain per month in the first quarter of 2024. To be sure, this was a decline from Ukraine’s exports of about 6.5 million tons per month prior to the war, which then dropped to just 2 million tons in the summer of 2023 because of Russian attacks and threats. Prior to the announcement of the ceasefire, the Foreign Agricultural Service of the U.S. Department of Agriculture had forecasted a decline in Ukrainian grain exports for 2025.

    But efforts to constrain Russia’s control of Ukraine’s near waters in the Black Sea, and Russia’s unwillingness to face the consequences of attacking ships in NATO countries’ near waters, meant Ukraine was still able to access far waters for economic gain and keep the Ukrainian economy afloat.

    For Putin, that sinking feeling

    Alongside being thwarted in its ability to disrupt Ukrainian exports, Russia has also come under direct naval attack from Ukraine. Since February 2022, using unmanned attack drones, Ukraine has successfully sunk or damaged Russian ships and whittled away at Russia’s Black sea fleet, sinking about 15 of its prewar fleet of about 36 warships and damaging many others.

    Russia has been forced to limit its use of Sevastopol and station its ships in the eastern part of the Black Sea. It cannot effectively function in the near waters it gained through the seizure of Crimea.

    Russia’s naval setbacks against Ukraine are only the latest in its historical difficulties in projecting sea power and its resulting tendency to mainly focus on the defense of near waters.

    In 1905, Russia was shocked by a dramatic naval loss to Japan. Yet even in cases where it was not outright defeated, Russian sea power has been continually constrained historically. In World War I, Russia cooperated with the British Royal Navy to limit German merchant activity in the Baltic Sea and Turkish trade and military reach in the Black Sea.

    In World War II, Russia relied on material support from the Allies and was largely blockaded within its Baltic Sea and Black Sea ports. Many ships were brought close to home or stripped of their guns as artillery or offshore support for the territorial struggle with Germany.

    During the Cold War, meanwhile, though the Soviet Union built fast-moving missile boats and some aircraft carriers, its reach into far waters relied on submarines. The main purpose of the Soviet Mediterranean fleet was to prevent NATO penetration into the Black Sea.

    And now, Russia has lost control of the Black Sea. It cannot operate in these once secure near waters. These losses reduce its ability to project naval power from the Black Sea and into the Mediterranean Sea.

    Ceding captaincy to China

    Faced with a glaring loss in its backyard and put in a weak position in its near waters, Russia as a result can project power to far waters only through cooperation with a China that is itself investing heavily in a far-water naval capacity.

    Joint naval exercises in the South China Sea in July 2024 are evidence of this cooperation. Wang Guangzheng of the Chinese People’s Liberation Army Navy’s Southern Theater said of the drill that “the China-Russia joint patrol has promoted the deepening and practical cooperation between the two in multiple directions and fields.” And looking forward, he claimed the exercise “effectively enhanced the ability to the two sides to jointly respond to maritime security threats.”

    This cooperation makes sense in purely military terms for Russia, a mutually beneficial project of sea power projection. But it is largely to China’s benefit.

    Russia can help China’s defense of its northern near waters and secure access to far waters through the Arctic Ocean – an increasingly important arena as global climate change reduces the hindrance posed by sea ice. But Russia remains very much the junior partner.

    Moscow’s strategic interests will be supported only if they match Chinese interests. More to the point, sea power is about power projection for economic gain. China will likely use Russia to help protect its ongoing economic reach into African, Pacific, European and South American far waters. But it is unlikely to jeopardize these interests for Russian goals.

    To be sure, Russia has far-water economic interests, especially in the Sahel and sub-Saharan Africa. And securing Russian interests in Africa complements China’s growing naval presence in the Indian Ocean to secure its own, and greater, global economic interests. But cooperation will still be at China’s behest.

    For much of the Ukraine war, Russia has been bottled up in its Black Sea near waters, with the only avenue for projecting its naval power coming through access to Africa and Indian Ocean far waters – and only then as a junior partner with China, which dictates the terms and conditions.

    A maritime deal with Ukraine now, even if it holds, will not compensate for Russia’s ongoing inability to project power across the oceans on its own.

    Section 1.  Purpose and Policy.  Despite pioneering self-government, the United States now fails to enforce basic and necessary election protections employed by modern, developed nations, as well as those still developing.  India and Brazil, for example, are tying voter identification to a biometric database, while the United States largely relies on self-attestation for citizenship.  In tabulating votes, Germany and Canada require use of paper ballots, counted in public by local officials, which substantially reduces the number of disputes as compared to the American patchwork of voting methods that can lead to basic chain-of-custody problems.  Further, while countries like Denmark and Sweden sensibly limit mail-in voting to those unable to vote in person and do not count late-arriving votes regardless of the date of postmark, many American elections now feature mass voting by mail, with many officials accepting ballots without postmarks or those received well after Election Day. 

    Free, fair, and honest elections unmarred by fraud, errors, or suspicion are fundamental to maintaining our constitutional Republic.  The right of American citizens to have their votes properly counted and tabulated, without illegal dilution, is vital to determining the rightful winner of an election.
    Under the Constitution, State governments must safeguard American elections in compliance with Federal laws that protect Americans’ voting rights and guard against dilution by illegal voting, discrimination, fraud, and other forms of malfeasance and error.  Yet the United States has not adequately enforced Federal election requirements that, for example, prohibit States from counting ballots received after Election Day or prohibit non-citizens from registering to vote.

    Federal law establishes a uniform Election Day across the Nation for Federal elections, 2 U.S.C. 7 and 3 U.S.C. 1.  It is the policy of my Administration to enforce those statutes and require that votes be cast and received by the election date established in law.  As the United States Court of Appeals for the Fifth Circuit recently held in Republican National Committee v. Wetzel (2024), those statutes set “the day by which ballots must be both cast by voters and received by state officials.”  Yet numerous States fail to comply with those laws by counting ballots received after Election Day.  This is like allowing persons who arrive 3 days after Election Day, perhaps after a winner has been declared, to vote in person at a former voting precinct, which would be absurd.  

    Several Federal laws, including 18 U.S.C. 1015 and 611, prohibit foreign nationals from registering to vote or voting in Federal elections.  Yet States fail adequately to vet voters’ citizenship, and, in recent years, the Department of Justice has failed to prioritize and devote sufficient resources for enforcement of these provisions.  Even worse, the prior administration actively prevented States from removing aliens from their voter lists.  

    Additionally, Federal laws, such as the National Voter Registration Act (Public Law 103-31) and the Help America Vote Act (Public Law 107-252), require States to maintain an accurate and current Statewide list of every legally registered voter in the State.  And the Department of Homeland Security is required to share database information with States upon request so they can fulfill this duty.  See 8 U.S.C. 1373(c).  Maintaining accurate voter registration lists is a fundamental requirement in protecting voters from having their ballots voided or diluted by fraudulent votes. 
    Federal law, 52 U.S.C. 30121, prohibits foreign nationals from participating in Federal, State, or local elections by making any contributions or expenditures.  But foreign nationals and non-governmental organizations have taken advantage of loopholes in the law’s interpretation, spending millions of dollars through conduit contributions and ballot-initiative-related expenditures.  This type of foreign interference in our election process undermines the franchise and the right of American citizens to govern their Republic.  

    Above all, elections must be honest and worthy of the public trust.  That requires voting methods that produce a voter-verifiable paper record allowing voters to efficiently check their votes to protect against fraud or mistake.  Election-integrity standards must be modified accordingly.
    It is the policy of my Administration to enforce Federal law and to protect the integrity of our election process.

    Sec. 2.  Enforcing the Citizenship Requirement for Federal Elections.  To enforce the Federal prohibition on foreign nationals voting in Federal elections:

    (a)(i) Within 30 days of the date of this order, the Election Assistance Commission shall take appropriate action to require, in its national mail voter registration form issued under 52 U.S.C. 20508:

    (A)  documentary proof of United States citizenship, consistent with 52 U.S.C. 20508(b)(3); and

    (B)  a State or local official to record on the form the type of document that the applicant presented as documentary proof of United States citizenship, including the date of the document’s issuance, the date of the document’s expiration (if any), the office that issued the document, and any unique identification number associated with the document as required by the criteria in 52 U.S.C. 21083(a)(5)(A), while taking appropriate measures to ensure information security.

    (ii)  For purposes of subsection (a) of this section, “documentary proof of United States citizenship” shall include a copy of: 

    (A)  a United States passport; 

    (B)  an identification document compliant with the requirements of the REAL ID Act of 2005 (Public Law 109-13, Div. B) that indicates the applicant is a citizen of the United States; 

    (C)  an official military identification card that indicates the applicant is a citizen of the United States; or 

    (D)  a valid Federal or State government-issued photo identification if such identification indicates that the applicant is a United States citizen or if such identification is otherwise accompanied by proof of United States citizenship.

    (b)  To identify unqualified voters registered in the States:

    (i)    the Secretary of Homeland Security shall, consistent with applicable law, ensure that State and local officials have, without the requirement of the payment of a fee, access to appropriate systems for verifying the citizenship or immigration status of individuals registering to vote or who are already registered;

    (ii)   the Secretary of State shall take all lawful and appropriate action to make available information from relevant databases to State and local election officials engaged in verifying the citizenship of individuals registering to vote or who are already registered; and 

    (iii)  the Department of Homeland Security, in coordination with the DOGE Administrator, shall review each State’s publicly available voter registration list and available records concerning voter list maintenance activities as required by 52 U.S.C. 20507, alongside Federal immigration databases and State records requested, including through subpoena where necessary and authorized by law, for consistency with Federal requirements. 

    (c)  Within 90 days of the date of this order, the Secretary of Homeland Security shall, consistent with applicable law, provide to the Attorney General complete information on all foreign nationals who have indicated on any immigration form that they have registered or voted in a Federal, State, or local election, and shall also take all appropriate action to submit to relevant State or local election officials such information.

    (d)  The head of each Federal voter registration executive department or agency (agency) under the National Voter Registration Act, 52 U.S.C. 20506(a), shall assess citizenship prior to providing a Federal voter registration form to enrollees of public assistance programs.   

    (e)  The Attorney General shall prioritize enforcement of 18 U.S.C. 611 and 1015(f) and similar laws that restrict non-citizens from registering to vote or voting, including through use of:

    (i)    databases or information maintained by the Department of Homeland Security; 

    (ii)   State-issued identification records and driver license databases; and

    (iii)  similar records relating to citizenship.

    (f)  The Attorney General shall, consistent with applicable laws, coordinate with State attorneys general to assist with State-level review and prosecution of aliens unlawfully registered to vote or casting votes.

    Sec. 3.  Providing Other Assistance to States Verifying Eligibility.  To assist States in determining whether individuals are eligible to register and vote:

    (a)  The Commissioner of Social Security shall take all appropriate action to make available the Social Security Number Verification Service, the Death Master File, and any other Federal databases containing relevant information to all State and local election officials engaged in verifying the eligibility of individuals registering to vote or who are already registered.  In determining and taking such action, the Commissioner of Social Security shall ensure compliance with applicable privacy and data security laws and regulations. 

    (b)  The Attorney General shall ensure compliance with the requirements of 52 U.S.C. 20507(g).  

    (c)  The Attorney General shall take appropriate action with respect to States that fail to comply with the list maintenance requirements of the National Voter Registration Act and the Help America     Vote Act contained in 52 U.S.C. 20507 and 52 U.S.C. 21083.

    (d)  The Secretary of Defense shall update the Federal Post Card Application, pursuant to the Uniformed and Overseas Citizens Absentee Voting Act, 52 U.S.C. 20301, to require:

    (i)   documentary proof of United States citizenship, as defined by section 2(a)(ii) of this order; and

    (ii)  proof of eligibility to vote in elections in the State in which the voter is attempting to vote.

    Sec. 4.  Improving the Election Assistance Commission.  
    (a)  The Election Assistance Commission shall, pursuant to 52 U.S.C. 21003(b)(3)and 21142(c) and consistent with applicable law, take all appropriate action to cease providing Federal funds to States that do not comply with the Federal laws set forth in 52 U.S.C. 21145, including the requirement in 52 U.S.C. 20505(a)(1) that States accept and use the national mail voter registration form issued pursuant to 52 U.S.C. 20508(a)(1), including any requirement for documentary proof of United States citizenship adopted pursuant to section 2(a)(ii) of this order.

    (b)(i) The Election Assistance Commission shall initiate appropriate action to amend the Voluntary Voting System Guidelines 2.0 and issue other appropriate guidance establishing standards for voting systems to protect election integrity.  The amended guidelines and other guidance shall provide that voting systems should not use a ballot in which a vote is contained within a barcode or quick-response code in the vote counting process except where necessary to accommodate individuals with disabilities and should provide a voter-verifiable paper record to prevent fraud or mistake. 

    (ii)  Within 180 days of the date of this order, the Election Assistance Commission shall take appropriate action to review and, if appropriate, re-certify voting systems under the new standards established under subsection (b)(i) of this section, and to rescind all previous certifications of voting equipment based on prior standards.  

    (c)  Following an audit of Help America Vote Act fund expenditures conducted pursuant to 52 U.S.C. 21142, the Election Assistance Commission shall report any discrepancies or issues with an audited State’s certifications of compliance with Federal law to the Department of Justice for appropriate enforcement action.

    (d) The Secretary of Homeland Security and the Administrator of the Federal Emergency Management Agency, consistent with applicable law, shall in considering the provision of funding for State or local election offices or administrators through the Homeland Security Grant Programs, 6 U.S.C. 603 et seq., heavily prioritize compliance with the Voluntary Voting System Guidelines 2.0 developed by the Election Assistance Commission and completion of testing through the Voting System Test Labs accreditation process.

    Sec. 5.  Prosecuting Election Crimes.  To protect the franchise of American citizens and their right to participate in fair and honest elections:

    (a)  The Attorney General shall take all appropriate action to enter into information-sharing agreements, to the maximum extent possible, with the chief State election official or multi-member agency of each State.  These agreements shall aim to provide the Department of Justice with detailed information on all suspected violations of State and Federal election laws discovered by State officials, including information on individuals who: 

    (i)    registered or voted despite being ineligible or who registered multiple times; 

    (ii)   committed election fraud;

    (iii)  provided false information on voter registration or other election forms;

    (iv)   intimidated or threatened voters or election officials; or 

    (v)    otherwise engaged in unlawful conduct to interfere in the election process.

    (b)  To the extent that any States are unwilling to enter into such an information sharing agreement or refuse to cooperate in investigations and prosecutions of election crimes, the Attorney General shall: 

    (i)   prioritize enforcement of Federal election integrity laws in such States to ensure election integrity given the State’s demonstrated unwillingness to enter into an information-sharing agreement or to cooperate in investigations and prosecutions; and

    (ii)  review for potential withholding of grants and other funds that the Department awards and distributes, in the Department’s discretion, to State and local governments for law enforcement and other purposes, as consistent with applicable law.

    (c)  The Attorney General shall take all appropriate action to align the Department of Justice’s litigation positions with the purpose and policy of this order.

    Sec. 6.  Improving Security of Voting Systems.  To improve the security of all voting equipment and systems used to cast ballots, tabulate votes, and report results:

    (a)  The Attorney General and the Secretary of Homeland Security shall take all appropriate actions to the extent permitted by 42 U.S.C. 5195c and all other applicable law, so long as the Department of Homeland Security maintains the designation of election infrastructure as critical infrastructure, as defined by 42 U.S.C. 5195c(e), to prevent all non-citizens from being involved in the administration of any Federal election, including by accessing election equipment, ballots, or any other relevant materials used in the conduct of any Federal election.

    (b)  The Secretary of Homeland Security shall, in coordination with the Election Assistance Commission and to the maximum extent possible, review and report on the security of all electronic systems used in the voter registration and voting process.  The Secretary of Homeland Security, as the head of the designated Sector Risk Management Agency under 6 U.S.C. 652a, in coordination with the Election Assistance Commission, shall assess the security of all such systems to the extent they are connected to, or integrated into, the Internet and report on the risk of such systems being compromised through malicious software and unauthorized intrusions into the system.  

    Sec. 7.  Compliance with Federal Law Setting the National Election Day.  To achieve full compliance with the Federal laws that set the uniform day for appointing Presidential electors and electing members of Congress:

    (a)  The Attorney General shall take all necessary action to enforce 2 U.S.C. 7 and 3 U.S.C. 1 against States that violate these provisions by including absentee or mail-in ballots received after Election Day in the final tabulation of votes for the appointment of Presidential electors and the election of members of the United States Senate and House of Representatives.

    (b)  Consistent with 52 U.S.C. 21001(b) and other applicable law, the Election Assistance Commission shall condition any available funding to a State on that State’s compliance with the requirement in 52 U.S.C. 21081(a)(6) that each State adopt uniform and nondiscriminatory standards within that State that define what constitutes a vote and what will be counted as a vote, including that, as prescribed in 2 U.S.C. 7 and 3 U.S.C. 1, there be a uniform and nondiscriminatory ballot receipt deadline of Election Day for all methods of voting, excluding ballots cast in accordance with 52 U.S.C. 20301 et seq., after which no additional votes may be cast.  

    Sec. 8.  Preventing Foreign Interference and Unlawful Use of Federal Funds.  The Attorney General, in consultation with the Secretary of the Treasury, shall prioritize enforcement of 52 U.S.C. 30121 and other appropriate laws to prevent foreign nationals from contributing or donating in United States elections.  The Attorney General shall likewise prioritize enforcement of 31 U.S.C. 1352, which prohibits lobbying by organizations or entities that have received any Federal funds.   

    Sec. 9.  Federal Actions to Address Executive Order 14019.  The heads of all agencies, and the Election Assistance Commission, shall cease all agency actions implementing Executive Order 14019 of March 7, 2021 (Promoting Access to Voting), which was revoked by Executive Order 14148 of on January 20, 2025 (Initial Rescissions of Harmful Executive Orders and Actions), and, within 90 days of the date of this order, submit to the President, through the Assistant to the President for Domestic Policy, a report describing compliance with this order.

    Sec. 10.  Severability.  If any provision of this order, or the application of any provision to any agency, person, or circumstance, is held to be invalid, the remainder of this order and the application of its provisions to any other agencies, persons, or circumstances shall not be affected thereby.

    Sec. 11.  General Provisions.  (a)  Nothing in this order shall be construed to impair or otherwise affect:

    (i)   the authority granted by law to an executive department or agency, or the head thereof; or

    (ii)  the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

    (b)  This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

    (c)  This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

    The following are the lists, in order of merit of 349 (223 + 89 + 37) candidates who have qualified on the basis of the results of the Combined Defence Services Examination (II), 2024 conducted by the Union Public Service Commission in  September, 2024 and SSB interviews held by the Services Selection Board of the Ministry of Defence for admission to the 159th (DE) Course of Indian Military Academy, Dehradun; Indian Naval Academy, Ezhimala, Kerala and Air Force Academy, Hyderabad (Pre-Flying) Training Course i.e. No. 218 F(P) Course.

    2.         There are some common candidates in the three lists for various courses.

    3.         The number of vacancies, as intimated by the Government is 100 for Indian Military Academy [including 13 vacancies reserved for NCC ‘C’ Certificates (Army Wing) holders], 32 for Indian Naval Academy, Ezhimala, Kerala Executive Branch (General Service)/Hydro[including 06 vacancies for NCC ‘C’ Certificate (Naval Wing) holders] and 32 for Air Force Academy, Hyderabad [03 vacancies are reserved for NCC ’C’ Certificate (Air Wing) holders through NCC Spl. Entry].

    4.         The Commission had recommended 2534, 900, and 613 as qualified in the written test for admission to the Indian Military Academy, Indian Naval Academy and Air Force Academy, respectively.  The number of candidates finally qualified are those after SSB test conducted by Army Head Quarters.

    5.         The results of Medical examination have not been taken into account in preparing these lists.

    6.         Verification of date of birth and educational qualifications of these candidates is still under process by the Army Headquarters.  The candidature of all these candidates is, therefore, Provisional on this score.  Candidates are requested to forward their certificates, in original, in support of Date of Birth/Educational qualification etc. claimed by them, along with Photostat attested copies thereof to Army Headquarters /Naval Headquarters /Air Headquarters, as per their first choice.

    7.         In case, there is any change of address, the candidates are advised to promptly intimate directly to the Army Headquarters /Naval Headquarters /Air Headquarters.

    8.         These results will also be available on the UPSC website at http://www.upsc.gov.in.  However, marks of the candidates will be available on the website after declaration of final result of Officers’ Training Academy (OTA) Course for Combined Defence Services Examination (II), 2024.
